Six Hindu Raksha Dal members held for distributing swords in Ghaziabad colony
GHAZIABAD: Police have arrested six members of Hindu Raksha Dal for distributing over two dozen swords in Shalimar Garden colony, an officer said. These six are among the 17 office bearers of the Hindu Raksha Dal, including its president Bhupendra Chowdhry 'Pinki', who have been named as accused in the case. Bhupendra is on the run. More than two dozen unidentified members of the group have been booked, Deputy Commissioner of Police (Trans Hindon) Nimish Patil said. The case has been registered under sections 191(2) (guilty of rioting), 191(3) (guilty of rioting, being armed with a deadly weapon or with anything which, used as a weapon of offence, is likely to cause death), 127(2) (wrongful confinement) of the Bharatiya Nyaya Sanhita, he said. Police teams are raiding the hideouts of the group members who took out a procession in the colony. Raising pro-Hindu and anti-Muslim slogans, they went door-to-door in the area, distributing weapons. Police will not permit any outfit to disturb harmony and law and order. All the named and unnamed accused will be nabbed soon. All of them are currently absconding, Patil said on Monday. House panel discusses transition to G-RAM-G in 6 months
NEW DELHI: In the first meeting of a parliamentary panel after the passage of the new act during the recently concluded winter session of Parliament, smooth transition from the rural job scheme MGNREGA to the new VB-G RAM G, payments to the beneficiaries, and the additional budgetary support for the scheme, were some of the issues discussed. The Parliamentary Standing Committee on Rural Development and Panchayati Raj Committee examined various aspects of the UPA-era rural job guarantee law, MGNREGA, which has now been replaced by the Modi governments VB-G RAM G Act, and how to move ahead in the next six months for a smooth transition to the new legislation. Sources said several members raised concerns about ways to be adopted in the next six months for a smooth transition when the government shifts work policies from MGNREGA to the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Act (VB-G RAM G). During the meeting, the secretary of the Ministry of Rural Development gave a presentation on the MGNREGA. According to the presentation, sources said, except for Delhi and Chandigarh, MGNREGA is implemented in 741 districts, covering 2.69 lakh gram panchayats with 12.15 crore active workers. Sources said opposition also questioned how payments would be made to beneficiaries during the next six months and how additional budgetary support would be arranged. Committee Chairperson and Congress leader Saptagiri Ulaka said the members discussed various aspects of MGNREGA threadbare and how to go about in the next six months, as the new law will be implemented only when the rules are framed. He said that the members intend to discuss MGNERGA in the Budget session too, and for all these, there was a briefing session from the Ministry of Rural Development. Its not true that members supported new law Committee Chairperson Saptagiri Ulaka said the members also discussed whether MGNREGA was still alive or not. It was said that the law would be in existence for six months. Its not true that members supported the VB-G RAM G. Many issues came up, but everything cant be made public. The meeting was about MGNREGA, what is the stance and what is going to be its future, he said.
Congress seeks resignation of environment minister
NEW DELHI: Welcoming the Supreme Courts decision to stay its November 20 order on the new definition of the Aravalli range, the Congress on Monday sought the resignation of Union Environment Minister Bhupender Yadav, saying all his arguments in favour of the redefinition have been rejected. In a post on X, Congress general secretary Jairam Ramesh said that in light of the Supreme Courts latest order, the environment minister must resign immediately. The SC order is a rejection of all the arguments he has been giving in favour of the redefinition, he said. On Sunday, Ramesh wrote to Yadav saying that the governments move will lead to fragmentation and undermining of the geographical and ecological integrity of the entire mountain range. Posing four specific questions to the government, the Congress leader pointed out that there are widespread concerns regarding the redefinition of the Aravalli hills, which restrict them to landforms with an elevation of 100 metres or more. The Indian National Congress welcomes the directives given by the Supreme Court on the redefinition of the Aravallis being pushed through by the Modi government, Ramesh said. The order gives a flicker of hope, but the struggle to save the Aravallis from the machinations of the Modi government to open it up to mining, real estate, and other activities will have to be resisted in a sustained manner, he added. The issue is now to be studied in greater detail. It needs to be recalled that the redefinition has been opposed by the Forest Survey of India, the Central Empowered Committee of the Supreme Court, and by the amicus curiae himself, he said. The Supreme Court kept in abeyance the directions in its November 20 verdict that had accepted a uniform definition of the Aravalli hills and ranges recommended by a committee of the environment ministry. It also proposed to constitute a high-powered committee comprising domain experts to undertake an exhaustive and holistic examination of the issue. The committee had recommended that Aravalli hill be defined as any landform in designated Aravalli districts with an elevation of 100 metres or more above its local relief, and the Aravalli range will be a collection of two or more such hills within 500 metres of each other.

INTERVIEW | Aravallis among the oldest mountain systems in world
After public outrage, the Supreme Court stayed November 20 order on the Aravalli mountain range, saying only hills with a height of 100 metres or more would be considered as part of the range. The 2010 Forest Survey of India report states only 8% of the nearly 12,000 hills in Rajasthan are higher than 100 metres. If such hills are excluded from the Aravalli range, questions arise about their legal and ecological protection, M K Pandit , former head of geology department at the University of Rajasthan, tells TNIE . Excerpts: How do you see the uproar over the November 20 order in the context of the environmental health of the Aravallis? The Aravalli range is a protective shield for North India. Its total length is about 692 km, of which nearly 80%around 550 kmlies in Rajasthan. Of the states total hills, only 1,048 are more than 100 metres high, meaning about 8.7% qualify under the new definition. Without the Aravallis, many rivers in North India would not exist. Forests, plant species, minerals, and invaluable ecological assets would be lost. According to internal FSI data, Rajasthan has 12,081 hilly areas with elevations above 20 metres. The Aravallis prevent desertification, recharge groundwater, and convert rainwater into seasonal rivers. They act as a barrier against dust storms and hot winds from the west. In essence, the Aravallis are the lifeline of Rajasthan, central to its water security, climate regulation, and ecological balance. INTERVIEW | Aravalli should be defined in terms of geology than height Why has illegal mining continued for decades? Illegal mining thrives due to collusion. Different states define Aravalli boundaries differently, creating confusion about permissible mining zones. This ambiguity allows the mining mafia to exploit loopholes. When and why did the Supreme Court intervene? In 1992, environmentalist M C Mehta approached it against illegal mining in Delhis Aravalli region. In 1996, illegal construction was banned, followed by a mining ban in Delhi-NCR in 2002. In 2009, mining was prohibited across the Aravalli districts, and action was ordered against illegal operators in Rajasthan and Haryana. In March 2024, the court directed the formation of a panel under the environment ministry. A Central Empowered Committee was formed that May. The SC accepted its recommendations on November 20. Why did the court adopt the 100-metre criterion? The concept traces back to American geologist Richard Murphy (1968), who suggested that landforms above 100 metres qualify as mountains. Rajasthan adopted this formula for its mining policy in 2003. The MoEFCC committee accepted this criterion, along with recommendations for scientific mapping, impact assessments, and bans in sensitive areas. SC stay on Aravalli order leaves BJP on the defensive in Rajasthan as Congress calls off agitation Does the height include slopes? Yes. A mountain includes the peak and all surrounding slopessteep or gradualup to where they end. What about smaller hills between two 100-metre peaks? If two Aravalli hills of 100 metres or more are within 500 metres of each other, they are treated as a single unit. All intervening land, including smaller hills, valleys, and mounds, is also protected, preventing mining or construction in between. The government claims most Aravalli areas are already protected. Is this right? Yes. Mining is prohibited in reserved forests, wildlife sanctuaries, national parks, and eco-sensitive zones. Legal mining is limited to mineral-rich zones. The greater concern remains illegal mining. Union Minister Bhupender Yadav has stated that only 0.19% of the total Aravalli area is under legal mining. How critical is the Aravalli range for wildlife? Extremely critical. The Aravallis host 22 wildlife sanctuaries and three tiger reserves. Species like leopards, hyenas, jackals, nilgai, porcupines, and numerous birds depend on this ecosystem. Sanctuaries like Ranthambore, Sariska, Mukundra owe their existence to the Aravallis.

Professor C R Babu is a leading environmentalist and ecologist from the University of Delhi, known for restoring degraded landscapes and biodiversity across the Aravalli region. Having explored the Aravallis across four states, the Professor Emeritus at Centre for Environmental Management of Degraded Ecosystems of DU explains its ecological impact and possible solutions with TNIE . Excerpts: What was the previous definition of the Aravallis, and how has the Supreme Court changed this definition? The Aravalli range has never had a precise definition comparable to the Himalayas or the Vindhyas, as it is an ancient geological landform shaped over billions of years by weathering and erosion. Estimated to be around 3.2 billion years old, it is far older than the Himalayas. The Aravallis largely exist as ranges, though in many states they appear as low hills or scattered boulders. In Delhi, especially around Mehrauli area, they survive mainly as isolated boulders, while extensive mining has erased large sections in Haryana. Rajasthan, particularly around Udaipur, retains more prominent hill formations, though areas like Ajmer are largely boulder-dominated. SC stay on Aravalli order leaves BJP on the defensive in Rajasthan as Congress calls off agitation What do you think of November 20 definition of the Aravallis given by the Supreme Court? It was entirely unscientific. I believe that the Aravalli should be defined in terms of geology rather than height. During my work as a member of the Western Ghats Ecology Expert Panel, we defined the Western Ghats based on geological characteristics and not just elevation. The Supreme Courts November 20 decision was ecologically untenable. I wonder how a judgment could operationalise mining while leaving areas above 100 meters intact. It appeared to be designed for mining and development purposes. Based on your conservation work, how do the Aravallis function ecologically, and how would mining affect them? The Aravallis act as a natural barrier, slowing the spread of the Thar Desert toward the Gangetic plains, and recharging aquifers. The Aravallis have immense potential for recharging groundwater, estimated to produce about 2 million liters/hectare of the landscape. Because Aravalli aquifers are interconnected, any disruption can destabilise the groundwater system, worsening drought in the already water-stressed Delhi-NCR. Proposed open-cast mining, not underground extraction, would cause irreversible damagedestroying habitats, fragmenting wildlife corridors used by leopards and hyenas, and degrading scrub forests and native tree cover vital for reptiles, pollinators, and grassland birds. Redefining the Aravallis also undermines their crucial role as a regional aquifer. One side the government is proposing mining in the Aravallis, while it is creating green wall on the other? It is ironic that while the government is proposing massive open-cast mining in the Aravalli region, it is simultaneously creating a green wall to restore it. Prime Minister Narendra Modi inaugurated this wall, which is a commendable effort to rehabilitate the area. However, allowing open-cast mining will not only destroy existing vegetation, but also prevent new plants from surviving. In this situation, our green wall is bound to fail. Open-cast mining will also accelerate the advancement of the Thar Desert towards the Gangetic plains. How can India balance development with conservation of the Aravalli region? The current approach to mining in the Aravalli region is certainly not the solution. We are completely neglecting the natural ecological functions of the Aravalli landforms. This could ultimately jeopardise the Gangetic plains, which have been the food bowl of our country for centuries. It is crucial to strike a balance in the development process. Limited and scientifically regulated mining could meet our needs without harming the environment.
