NEW DELHI: The Congress on Thursday hit out at the BJP after the Rajya Sabha Secretariat reminded MPs not to use slogans like 'Vande Mataram' and 'Jai Hind' in Parliament to maintain decorum, and said those who did not lose anything in the freedom movement and sided with the British have problems with slogans associated with the independence struggle. Congress spokesperson Supriya Shrinate said earlier the British had problems with these slogans which were used in the freedom struggle and now the BJP is having problems. On November 24, the Rajya Sabha Secretariat reminded members not to use slogans like 'Vande Mataram' and 'Jai Hind' inside or outside the House to maintain decorum, citing them as a breach of parliamentary etiquette. I am shocked. What on earth is the objection to these slogans - the British had a problem with them, and now the BJP folks have too? What kind of people are they made of, those who find it difficult to utter the two most famous slogans of the freedom struggle in the House, Shrinate said in a video message. She said 'Jai Hind' means the victory of Hindustan - may India always be victorious and this was the most powerful slogan of the freedom struggle as it beats in the heart of every Indian. It was composed in 1907 by the revolutionary Chempakaraman Pillai from Travancore, Kerala. Between 1914-1918, Pillai was active in the Indian freedom movement in Germany. He was the first to use 'Jai Hind' as a greeting and slogan among Indian revolutionaries living abroad, she said. In 1943-44, Netaji Subhas Chandra Bose and the Azad Hind Fauj made 'Jai Hind' their official greeting and slogan, making it even more popular. Netaji would end all his speeches and radio messages broadcast from South East Asia and Germany with 'Jai Hind'. Netaji chose it because it was secular and united everyone, the Congress spokesperson added. Shrinate said after independence in 1947, 'Jai Hind' was adopted by the Indian armed forces as their official greeting and salute and even today, it instills a sense of patriotism in the army, paramilitary forces, and every Indian. Prime Minister Jawaharlal Nehru made it even more popular. He would often end his speeches with 'Jai Hind', she noted. Talking of 'Vande Mataram', she said, it is that glorious slogan and song in our history that gives India the status of a mother and pays homage to her, while bowing to her. Written in 1870 by Bankimchandra Chattopadhyay, it was first sung by Rabindranath Tagore at the 1896 Indian National Congress session and in 1905, during the Swadeshi movement, it became the political and nationalist slogan of the masses, she said. Between 19061910, the British regime repeatedly banned it, leading to arrests for singing it. Whether it was protests for Swaraj or marches for independence, 'Vande Mataram' was always on the lips of the great heroes of freedom. Revolutionaries like Bhagat Singh and Khudiram Bose raised the slogan 'Vande Mataram' during their trials and at the time of hanging. On 24 January 1950, India's Constituent Assembly declared 'Vande Mataram' as India's national song. Now think about it: who could possibly have a problem with these slogans? Only those who didn't even lose the tiniest bit of a little fingernail in the freedom movement. Those who were slaves and informants to the British, the Congress leader said. The advisory, mentioned in the 'Handbook for Members of Rajya Sabha', was issued ahead of the commencement of the parliamentary session on December 1. The decorum and the seriousness of the proceedings of the House require that there should be no 'Thanks', 'Thank You', 'Jai Hind', 'Vande Mataram' or any other slogans raised in the House, the Rajya Sabha notification said, while reminding MPs to observe the parliamentary customs and conventions. Sources in the Rajya Sabha Secretariat said that this is not the first time such an instruction has been issued. A similar circular was released during the UPA-led government in November 2005, also emphasising that raising slogans like 'Jai Hind' and 'Vande Mataram' was inconsistent with parliamentary customs and etiquette.

CHANDIGARH: Union Agriculture and Rural Development Minister Shivraj Singh Chouhan visited various places in Punjab and interacted with farmers, besides reviewing ongoing rural-development initiatives on Thursday. Acknowledging that stubble burning remains a serious issue, he emphasised that with constructive dialogue and appropriate support, crop residue could be turned into a valuable resource rather than a liability. Chouhans discussions with farmers primarily focused on stubble management, agricultural sustainability and avenues for enhancing rural income. Lauding Punjab for achieving an 83 per cent reduction in stubble-burning cases, he described the states progress as a model worth replicating across the country. Speaking on the issue of stubble burning, Chouhan said such incidents have made the whole country worried. With the stubble burning, a field may get cleared for the next crop, but friendly insects are also burnt, besides causing the problem of pollution. I have come here to congratulate Punjab and take this experiment to the whole country, he said. He also interacted with beneficiaries of various rural-development schemes to assess the effectiveness of central government programs and understand issues at the grassroots level. Earlier in the day, Chouhan visited Ransih Kalan village to meet farmers who have stopped burning stubble for the past several years and appreciated the village for its commitment to sustainable practices, including environmental protection, social reforms and strong community participation. For the past six years, the farmers of this village have completely stopped stubble burning and have implemented scientific straw management techniques; as a result, the soil quality has improved, helping the farmers to reduce the use of chemical fertilisers by approximately 30 per cent. He said a potato farmer also stated that they now do not use potash for the crop, as stubble has potash. The size and quality of potatoes are better. This village is a school, he noted, who met farmers and praised them for their initiatives, said Chouhan. He said, I am giving a message from here that what farmers of Ransih Kalan have done, farmers of the entire country should adopt. He explained many advantages of not burning crop residue, saying mixing stubble in fields and direct seeding lead to saving water, diesel, lesser use of fertilisers and an increase in soil fertility. He also savoured 'makki di roti' and 'sarson da saag'-- a famous Punjabi dish -- while sitting on a 'manja' [charpoy]. I have just come here. People's love is amazing, said Chouhan while speaking with the media. He also said he had 'makke di roti' and 'sarson da saag'. Among the major initiatives of the village included providing cash incentives to farmers for not burning crop residue, cash incentives for growing fruit plants, cash rewards for promoting reading books in a village library, a plastic-free campaign, rain harvesting and an anti-drug campaign. Punjab BJP president Sunil Jakhar, who accompanied Chouhan, said that stubble burning is a genuine concern for farmers, but practical and farmer-friendly solutions could convert the challenge into an economic advantage. He stressed the need for continuous engagement with farmers to arrive at long-term solutions. Meanwhile, senior Congress leader and leader of the opposition in the Punjab Assembly, Partap Singh Bajwa, demanded that the Punjab Government and the Union Government publicly clarify the status of the Rs 1,600-crore flood relief package announced by Prime Minister Narendra Modi for Punjab. He noted that Punjab Chief Minister Bhagwant Mann had strongly criticised the Bharatiya Janata Party-led Union governments delay in releasing the Rs 1,600 crore package. In contrast, Punjab BJP president Sunil Jakhar and Union Minister Ravneet Singh Bittu accused the Aam Aadmi Party government of deliberately misinforming the public about flood relief. Bittu asserted that over Rs 800 crore had already been transferred to the Punjab Government and distributed to victims. One of them is clearly not telling the truth. The people of Punjab especially those who suffered immense losses during the floods deserve full transparency, said Bajwa, calling the conflicting statements unacceptable.

After bringing laws against polygamy and child marriage, the focus of the BJP-led government is now on Uniform Civil Code (UCC). Sarma assured the House that if the NDA retained power, it would bring UCC in Assam, which is expected to go to polls early next year. The Polygamy Bill proposed seven years of rigorous imprisonment for the offenders, ban on contesting Panchayati Raj Institutions, Urban Local Bodies (Municipalities) and any other such elections, and deletion of names from the lists of beneficiaries of government schemes. The convicts will not be entitled to public employment or appointments, and will also be denied benefits under any government-funded or government-aided scheme. The law, however, will not apply to the Sixth Schedule areas and to the members of any Scheduled Tribe community. Whoever during the lifetime of his or her spouse or during subsistence of a valid marriage or without having been lawfully divorced from the spouse, or without having been declared the marriage null and void or dissolved contracts a marriageshall be guilty of an offence punishable with imprisonment up to 7 years and fine, the bill says. It further states that anyone found committing the offence by concealing a previous marriage will face imprisonment for 10 years and a fine. If the offence is repeated after conviction, the offender will face double punishment. The Bill also states that village chiefs, Quazis, parents or legal guardians of a party to a polygamous marriage who dishonestly or fraudulently conceal information and intentionally take part in its performance or solemnisation shall be punished with imprisonment of up to two years and a fine of up to Rs 1 lakh. The bill says women, who are victims of polygamy, may approach the competent authority to claim compensation.

NEW DELHI: A fresh round of onshore and offshore expeditions at ancient heritage sites in Gujarats Dwarka and Bet Dwarka has begun. A team of the Underwater Archaeology Wing (UAW) of the Archaeological Survey of India (ASI), led by its Additional Director-General (ADG) Professor Alok Tripathi, is carrying out fieldwork near the 56 Seedhi (steps) in the vicinity of Gomti Ghat, an area known for its archaeological significance. Due to the unavailability of open space around the Dwarkadheesh Temple, the excavation is currently being undertaken in a limited area, said Tripathi. The team comprises officials of ASI from different states. 56 Seedhi is the flight of steps leading from the Gomti River to the Dwarkadhish Temple's rear entrance. The primary objective of this excavation is to document the archaeological remains and scientifically study the antiquity of the site, Tripathi added. Earlier in February-March, the team conducted initial surveys to examine the sites. Considering the significance of the site, a year-long permission was granted to the UAW for undertaking this investigation. The fresh attempt to study underwater archaeology in the state assumes significance as in February 2024, Prime Minister Narendra Modi went scuba diving off the Panchkui beach coast to perform prayers at ancient Dwarka city, belonging to Lord Krishna, which is submerged in the waters. As part of the study, the plan included covering an extended area in Okhamandal. In February 2025, a five-member ASI team investigated south of the Gomti Creek, located on the eastern side of Dwarka. The fieldwork aimed to inspect previously explored locations and assess current conditions. Based on preliminary studies, potential areas were identified for further investigation, said Tripathi. Prior to this, in 2007, a small area near the northern gate of the Dwarkadheesh Temple was excavated. The excavation was carried out meticulously to document antiquities in situ. A deposit measuring 10 metres in depth, comprising 26 layers, was excavated. Antiquities recovered from this limited excavation included iron objects, beads, copper items, rings, and other artefacts. In addition, pottery recovered during the excavation was thoroughly examined.

Exercise to identify illegal foreign nationals to be launched in UP
LUCKNOW: Tightening the noose around the illegal immigrants living in the state, the Uttar Pradesh authorities are set to launch a major exercise to identify them. The campaign will commence from western UP, the Rohilkhand region of Terai, comprising Bareilly, Badaun, Pilibhit and Shahjahanpur districts falling under Bareilly division. As per the senior officials, the divisional commissioner Bhupendra S Chaudhary has issued directives to all the DMs concerned of Bareilly Division, to set up temporary detention facilities where identified illegal immigrants would be housed until the verification is complete, and, if necessary, they are deported to their native countries as per procedure. The move has come after UP CM Yogi Adityanath had recently directed the respective district administrations to identify, detain and deport illegal immigrants residing across Uttar Pradesh. As per Chaudhary, several Bangladesh nationals are suspected to be engaged in factories, brick kilns and other establishments in the Rohilkhand region. Posing as residents of Assam or West Bengal, they are even in possession of Indian identity documents. However, their language and mannerisms had raised suspicion, said the officer. The sources claimed that Bareilly district officials and police had begun ground-level checks to identify illegal immigrants. Meanwhile, the divisional commissioner said that the administration would call linguistic experts from Tripura if needed to aid the identification process. Local Bengali-speaking residents will also assist in the verification process, he added. According to Bareilly Senior Superintendent of Police (SSP) Anurag Arya, any person found with fake Aadhaar, voter ID, or other forged documents would face criminal proceedings. Cross-checking of suspicious individuals, identified during a special verification drive earlier this year, would also be undertaken. It may be recalled that Bareilly police had set up special police station-wise teams for the campaign under the supervision of Additional Superintendents of Police and Circle Officers. The team of officials, who were part of the drive, had identified several suspected individuals living in slums and nomadic settlements during a two-month-long operation in June this year. At the end of the drive, over a dozen Bangladesh nationals were confirmed to be residing in the district, illegally. In August this year, three Bangladesh-origin sisters were arrested from the Premnagar area for allegedly residing with forged documents for years. All three sisters were booked on charges of cheating, impersonation, forgery, and provisions of the Foreigners Act, Passport Act, and Aadhaar Act. In another instance, a Bangladeshi national living under a fake identity was arrested.
