CHANDIGARH: Senior Congress leader and Punjab Leader of the Opposition Partap Singh Bajwa alleged that the BJP-led Union Government is using the proposed Constitution (131st Amendment) Bill on Chandigarh as a deliberate tactic to provoke confrontation in Punjab and create conditions to impose Governors Rule in the state. Bajwa said the amendment, which seeks to place Chandigarh under Article 240, is not an administrative reform but a politically driven move to sever Chandigarh from Punjab permanently. He said Punjabis, who gave up land, homes, and entire villages to build Chandigarh after the loss of Lahore, will not tolerate any move that undermines their rightful claim over the city. The BJP knows that pushing this bill will trigger widespread protest across Punjab. That is exactly what they want to provoke Punjab and then use the resulting situation as a pretext to centralise power, he claimed. Calling it a calculated strategy, Bajwa said, This is a classic pattern of the BJP: manufacture tension, allow protests to escalate, and then weaponise the situation to justify Governors Rule. He said the amendment fits into a wider pattern of central overreach seen over the past ten years. From unilateral service rules for Chandigarh officers to interference in BBMB appointments, from meddling in the Punjab Agricultural University Bill to taking decisions on Punjabs river waters without the states consent, the Centre has repeatedly tried to dilute Punjabs powers. The Chandigarh amendment is the most blatant and provocative assault yet, Bajwa added. Bajwa said every major political party in Punjab has opposed the move, leaving only the BJP isolated. He demanded that the Central Government withdraw the Bill at once and urged the Chief Minister to convene an all-party meeting to present a united resistance. Punjab must speak with one voice. This is not a party issue this is about our constitutional rights and our historical claim, he said. Reaffirming the stance of the Congress, Bajwa said the party will block the bill in Parliament, challenge it on every available platform, and take the issue directly to the people. Punjab will protest this move peacefully, democratically, and with absolute determination. Chandigarh is our history, our identity, and our rightful capital and no government in Delhi can change that truth, he concluded. Meanwhile, Punjab Finance Minister Harpal Singh Cheema said only Punjab has the rightful claim to Chandigarh, a city built by displacing 24 villages of the state. He warned that any attempt by the BJP to take Chandigarh would face two-pronged resistance: a legal battle by the Punjab government and a determined struggle by the Aam Aadmi Party from the streets to the Parliament. He said this conspiracy is being hatched even as the Punjab government and people across the country are marking the 350th anniversary of Guru Tegh Bahadurs martyrdom for religious freedom and national unity. Cheema cited a pattern of anti-Punjab actions by the BJP, starting with the three black farm laws intended to destroy the agricultural economy, followed by attempts to compromise state's interests through the Bhakra Beas Management Board (BBMB), the unpleasant bid to seize senate of Panjab University which could directly affect the working of about 200 colleges, and now the deceitful maneuver to snatch Chandigarh.

GUWAHATI: The BJP in Assam on Sunday claimed that significant progress had been made in securing the political and land rights of the states indigenous population under the leadership of Chief Minister Himanta Biswa Sarma. To support this claim, the party stated that over 103 of the states 126 Assembly constituencies would now show a stronger indigenous presence, owing to the 2023 delimitation exercise. the recent delimitation exercise reportedly ensured that more than 103 Assembly constituencies would now reflect a stronger indigenous presence, an outcome the party described as a major step toward long-standing political safeguards, the BJP said in a statement. Speaking to media persons on the sidelines of an official programme, the chief minister indicated that the remaining 23 constituencies are those where Bengali Muslims are in a majority. The Congress will contest 22 seats (in next years Assembly elections), Sarma said. Miyas are the oxygen of the Congress. The politics of Congress revolves around Miyas, he further stated. Miya is a pejorative term used in Assam to refer to Bengali Muslims. When asked about the 22 constituencies, Sarma mentioned five Bengali Muslim-majority seats. He reiterated that he would keep pestering suspected Miyas as long as he remained in office. The eviction drive will continue while polygamy will be stopped, he asserted. The BJP further claimed that 1.5 lakh bighas of land belonging to Satras (Vaishnavite monasteries), forests and tribal communities had been reclaimed through the eviction drive, which largely affected Bengali Muslims. NEW DELHI: Amid Pakistans plans to augment its underwater combat capabilities, the Indian Navy is set to commission Mahe, the first of the Mahe-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC), at the Naval Dockyard in Mumbai on Monday. The ceremony will be presided over by General Upendra Dwivedi, Chief of the Army Staff. In a statement, the Indian Navy said, The commissioning of Mahe will mark the arrival of a new generation of indigenous shallow-water combatants sleek, swift, and resolutely Indian. She will serve as a Silent Hunter on the Western Seaboard powered by self-reliance and dedicated to safeguarding Indias maritime frontiers, the Navy added. With over 80 per cent indigenous content, the Mahe-class showcases Indias growing mastery in warship design, construction, and integration. Built by Cochin Shipyard Limited (CSL), Kochi, Mahe represents the cutting edge of Indias Atma Nirbhar Bharat initiative in naval ship design and construction. Compact yet powerful, the ship embodies agility, precision, and endurance qualities vital for dominating the littorals. Designed with a blend of firepower, stealth, and mobility, the ship will undertake submarine-hunting missions, coastal patrols, and the protection of Indias vital maritime approaches. Named after the historic coastal town of Mahe on the Malabar Coast, the ships crest features an Urumi, the flexible sword used in Kalaripayattu, symbolising agility, precision, and lethal grace. The ships being manufactured at CSL are part of the Navys larger plan to upgrade its anti-submarine warfare capability. The Mahe-class ships will be equipped with indigenously developed, state-of-the-art underwater sensors. They are envisaged to undertake anti-submarine operations in coastal waters, as well as low-intensity maritime operations and mine-laying tasks. The ASW-SWC ships are 78 m long and the displacement is approximately 900 tonnes. They can achieve a maximum speed of 25 knots with an endurance of up to 1,800 nautical miles, the Navy said. Two contracts for sixteen Anti-Submarine Warfare Shallow Water Craft ships eight each to be built by CSL, Kochi, and Garden Reach Shipbuilders and Engineers (GRSE), Kolkata were signed in April 2019. Given Indias vast 7,516.6-kilometre coastline with twelve major ports, 184 minor ports, and 1,197 island territories, coastal surveillance for anti-submarine warfare operations is considered critical. The induction of these specialised ships, featuring a lower draught, is expected to significantly enhance the Indian Navys shallow-water ASW capability, with improved performance of weapons, sensors, hull-mounted sonar, and towed sonar systems. The Mahe-class ASW Shallow Water Craft have been named after ports of strategic importance along Indias coastline, and will carry forward the legacy of the erstwhile minesweepers that bore the same names. Chinas role in Pakistans underwater capability build-up China continues to be Pakistans largest arms supplier, with the ongoing Hangor-class submarine project being the latest example. Under the programme, eight new submarines are scheduled for induction into the Pakistan Navy, with the first likely to be commissioned in the first half of 2026. Three of these have already been launched by Chinese manufacturers. Significantly, all these submarines will be equipped with air-independent propulsion (AIP) technology, which allegedly enhances the submerged endurance of submarines several-fold. An AIP system allows a submarine to remain underwater, away from enemy sensors, for extended periods without surfacing. None of Indias submarines currently possess AIP technology.
