USDA SNAP benefits update: Program to be completely deconstructed? Here are the details
USDA SNAP benefits update: USDA says it may completely deconstruct SNAP as the agency faces a funding shortfall that threatens November payments for roughly 42 million Americans. Secretary Brooke Rollins cites fraud risks and system failures as reasons for a full reset. All recipients will be required to reapply, creating one of the largest eligibility reviews in program history. New rules may mandate 80 hours of monthly work or training, a shift the CBO says could cut participation by 2.4 million over ten years. Several states warn of delayed EBT deposits as legal and budget disputes continue.

PM Modi highlights Bastars shift from permission-bound region to hub of sporting activity
RAIPUR: Prime Minister Narendra Modi on Tuesday said that Bastar, once a region where even journalists allegedly needed multiple permissions to enter, has now begun drawing national attention through sport. Referring to the Bastar Olympic, he remarked, Today, the same Bastar is drawing national attention through sports, this change reflects the regions new mindset. The Bastar Olympic, which began in 2024, has now entered its second edition in an even bigger and more vibrant form. The event is being organised across all 32 development blocks of the Bastar division from 25 October this year. The PMs remarks not only underline the growing national interest the event is receiving but are also indicative of a journey towards lasting peace in the region. Participation numbers have risen sharply, from 1.65 lakh players last year to 3,91,297 registered players in 2025, including over 2.27 lakh women athletes. Players from all seven districts in the Bastar division, Jagdalpur, Kanker, Kondagaon, Bijapur, Dantewada, Sukma and Narayanpur, will compete in 11 sports, including archery, kabaddi, football, hockey, badminton, kho-kho, volleyball, karate, athletics, weightlifting and tug-of-war. A series of competitions is being held at various levels, covering both team and individual categories. One of the most striking features of this years edition is the participation of surrendered Maoists, competing under the new identity of Yuva Baat. Bastar, officials say, is turning a page, from bullets to belief, from conflict to confidence, as individuals who once held weapons are now showcasing talent, speed and the hope of a new beginning on the sports field. Alongside them, Divyang (persons with disabilities) players affected by Naxal violence are also taking part, making the event not just a sporting festival but a symbol of harmony, social inclusion and transformative change in Bastar. Chief Minister Vishnu Deo Sai said that the Bastar Olympic is not merely a sporting platform but a bridge connecting the youth with the mainstream. He added, The energy shown by the young people of Bastar proves that the region is moving rapidly towards peace, development and positive transformation.

TMC MP Kalyan Banerjee lodges complaints against Bengal Governor CV Ananda Bose
KOLKATA: The four-day-long confrontation between West Bengal Governor CV Ananda Bose and Trinamool Congress MP Kalyan Banerjee escalated further after the veteran parliamentarian lodged complaints against the states constitutional head at Hare Street police station on Wednesday, a day after the Governor filed an FIR with the same police station on Tuesday accusing the MP of making derogatory remarks. Raj Bhavan had lodged the FIR on Tuesday against Kalyan for his statements alleging Bose of giving shelter to BJP goons and stocking arms and ammunition inside the Governors House premises to kill Trinamool Congress workers. Kalyan has been booked under various sections of the BNS, including those pertaining to crime to assault or wrongfully restrain the President or Governor intentionally in a manner that can endanger Indias unity and integrity. Sources at Raj Bhavan said it would file a defamation case against Kalyan in the Calcutta High Court within this week. Several specific complaints have been lodged against the Governor with Hare Street police station. I will urge the police to investigate the complaints, Kalyan told reporters this afternoon. Interestingly, the designation of Bose has not been mentioned in the complaints lodged with the police station. Bose had on Sunday threatened to take legal action against Kalyan for his remarks made on Saturday. The face-off between Bose and Kalyan aggravated further on Monday after the former asked Kolkata Police to deploy its bomb disposal squad with a sniffer dog, disaster management team and civil defence department to conduct search operations inside the Raj Bhavan premises to find out whether arms and ammunition were lying stacked there. Police officials, the bomb disposal squad and CRPF personnel conducted combing operations inside the Raj Bhavan premises, including every room, other parts of the building and the lawns, on Monday afternoon under the Governors physical supervision. The MP had made his remarks on Saturday while reacting to Boses recent statement on the Special Intensive Revision (SIR) of electoral rolls in Bihar. Bose had said the exercise helped purify the voter list. As long as an incompetent governor like you remains, as long as a BJP-servant governor remains, you will never see anything good happening in West Bengal, Kalyan added.

NEW DELHI: The rise of ultra-processed foods (UPFs) in human diets is damaging public health, fuelling chronic diseases from obesity, diabetes to cancer worldwide, and deepening health inequalities, said the new Lancet series released on Wednesday. The series on Ultra-Processed Foods and Human Health stressed that addressing this challenge requires a unified global response that confronts corporate power and transforms food systems to promote healthier, more sustainable diets. According to Dr. Arun Gupta, a pediatrician and co-author of the three-part Lancet Series papers, India is witnessing the same shift the Lancet Series warns about. The traditional meals are fast being replaced by hyper-palatable industrial UPF products via aggressive marketing and advertising campaigns. Yet, he said, India does not have exact data on UPF consumption. Our regulations are ineffective to restrict marketing. India must act immediately to take action and cut the consumption of UPFs to aim for a halt in obesity and diabetes in coming years, said Dr Gupta, who is the Convenor of Nutrition Advocacy in Public Interest (NAPi), a national think tank on nutrition. Given that India is fastest in sales growth and the evidence of poor health outcomes, India needs to frame UPF as a priority health issue, said the nutrition expert. He pointed out that retail sales of UPFs in India surged from $ 0.9 billion in 2006 to nearly $38 billion in 2019, a forty-fold rise. During the same period obesity doubled in India in both men and women. According to an ICMR-INDIAB study, obesity affects one in four individuals (28.6 percent), diabetes affects one in 10 individuals (11.4 percent), prediabetes one in seven individuals (15.3 percent) and abdominal obesity one in three (39.5 percent). Diminished immunity, aggravated inflammation, a cluster of life-threatening chronic diseases and an unprecedented rise in overweight and obesity across the world are now shown to be the consequence of these commercial foods displacing healthy natural diets, said Prof. Srinath Reddy, Chancellor of PHFI University of Public Health Sciences. While global regulation of such products is needed, India needs to adopt strong regulatory measures directed at their production, marketing and public disclosure of their constituents, he stressed. He said front of pack warning labels must clearly communicate the harmful levels of salt, sugar and fat to the consumers. The series, authored by 43 global experts, said there is enough evidence to show that the rise of ultra-processed foods (UPFs) in human diets is a leading cause of the diet-related chronic disease pandemic but added that UPFs are a politically neglected global health issue. UPFs are industrial formulations of food substances, mostly high in fat, sugar, and/or salt (HFSS), full of unwanted and harmful ingredients such as cosmetic additives like stablisers, emulsifiers, colorants, flavouring substances etc. It mostly includes pre-packaged food and beverage products such as namkeens, noodles, biscuits, sugar-sweetened beverages, chips, and breakfast cereals etc. According to Dr Vandana Prasad, Community Pediatrician, Technical Advisor at Public Health Resource Society (PHRS), the evidence on harm to human health is clear, and what is needed is action. We need not delay policy action. Policy intervention is particularly urgent in India. UPF consumption is rising fastest yet it is controllable if we act quickly, she said, as she called for banning UPFs in schools, hospitals, and public institutions. Sylvie Chamois, nutrition specialist, UNICEF India, said, if countries like India - where UPF markets are expanding most rapidly - are among the fastest to act, the collective impact will be significant. What is required next is political resolve, technical investment, and clear accountability across sectors. She highlighted that UPFs are widely available in places where children live, learn, and play - schools, childcare centres, sports facilities, and nearby retail outlets. Sponsorships and visibility normalise UPF consumption, making avoidance nearly impossible. In India especially, digital penetration is so high, especially amongst youth. Digital food marketing is personalised; algorithms, influencers, and gaming integrations deliver personalized UPF marketing that is constant, often invisible to adults. It is designed to bypass childrens limited ability to recognize persuasion, she said. Experts said that UPFs consumption is driven due to aggressive marketing, celebrity endorsements and promotional tactics. A comprehensive, government-led approach is needed to reverse the rise in UPF consumption. Priority actions include adding ultra-processed markers, such as colours, flavours, and non-sugar sweeteners, to nutrient profiling models used to identify unhealthy foods; mandatory front-of-pack warning labels; bans on marketing aimed at children; restrictions on these types of foods in public institutions; and higher taxes on UPFs, the series said. Taxation on UPFs could help to fund cash transfers for whole foods and other minimally processed foods to help protect low-income households, it added.New Delhi, Nov 19: The rise of ultra-processed foods (UPFs) in human diets is damaging public health, fuelling chronic diseases from obesity, diabetes to cancer worldwide, and deepening health inequalities, said the new Lancet series released on Wednesday. ED probe against Al-Falah group unearths 'cheating' to the tune of Rs 415 crore
NEW DELHI: The initial financial probe into the Al-Falah group has unearthed alleged cheating to the tune of Rs 415 crore, said a senior officer in the Enforcement Directorate (ED). The agency is also probing the foreign funding it has received so far. The group, whose Haryana-based university has come under the scanner after three doctors working there were found to be suspects in the November 10 Red Fort blast that killed 13 people, is being investigated under the Prevention of Money Laundering Act (PMLA). The varsity based in Faridabad allegedly cheated students and parents by using the false claim that it is accredited with the NAAC and recognised under Section 12(B) of the UGC to attract admissions and fees. A forensic analysis of income tax returns from the financial years 2014-15 to 2024-25 showed a unified financial structure, said the ED. The bank accounts of Al-Falah School of Engineering and Technology, Al-Falah School of Education and Training, Al-Falah University and the overarching Al-Falah Charitable Trust were all operated under a single Permanent Account Number (PAN). ED arrests Al Falah University founder Jawad Ahmed Siddiqui in PMLA case amid Red Fort blast probe The data reveals a steady stream of revenue declared as Receipts from main object or Educational Revenue. From FY 2018-19 to FY 2024-25, these declared incomes surged, including Rs 41.97 crore in 2019-20, Rs 89.28 crore in 2022-23 and Rs 80.10 crore in 2024-25. The ED has concluded that the aggregate educational income during the years the institutes were operating without valid accreditation amounts to Rs 415.10 crore. The agency has stated that these are proceeds of crime rather than steady income to run the institution citing that these receipts were collected by deception, using false statutory and false accreditation claims, thereby directly linking the funds to the scheduled offences of cheating and forgery. The ED also said that there are critical red flags in the group's financials. The financials of the various entities are at variance with the huge amount of assets / wealth accumulated by the group, it said. The agency is probing potential diversions of funds such as the alleged routing of hostel and mess fees to a family-run entity named Anla Enterprises LLP and funds transferred to another family-linked firm, Karkun Construction and Developers, for construction contracts. The agency has got 13 days custody of Jawad Ahmed Siddiqui, chairman and founder of the varsity, who was arrested on November 18 on charges of money laundering.

India will start clinical trial for treating sickle cell disease among central India tribal
On the occasion of Janjatiya Gaurav Divas, the Council for Scientific and Industrial Research Institute of Genomic and Integrative Biology (CSIR-IGIB) has transferred indigenous technology for developing a CRISPR-based gene-editing therapy for Sickle Cell Disease (SCD) to the Serum Institute of India Private Limited (SII). India has the second-highest number of children born with SCD globally, with an estimated 15,000 to 25,000 new cases each year, particularly among tribal communities in Central India. SII will now conduct clinical trials to develop a more cost-effective treatment for this genetic disorder. At present, CRISPR-based gene-editing therapy for SCD costs around USD 3 million (approximately Rs 26 crore), mainly due to high licensing fees. The newly developed indigenous technology, however, is expected to bring the cost down to around Rs 50 lakh. Meanwhile, IGIB has already begun the first phase of clinical trials in collaboration with multiple agencies, including the Drug Controller General of India (DCGI), the Department of Biotechnology (DBT), the Department of Science and Technology (DST), the Ministry of Tribal Affairs, and CSIR. We have created a pool of around 150 potential participants from cities such as Jabalpur in Madhya Pradesh, Raipur in Chhattisgarh, and Ranchi in Jharkhand to begin the clinical trial, said Dr Souvik Maiti, Senior Principal Scientist at CSIR-IGIB. We will finalise three participants from this pool for our first trial after obtaining the necessary approvals, added Maiti, the lead investigator for this flagship project. Extraction of the affected gene from bone marrow will be carried out at AIIMS Delhi, while the gene editing will take place at IGIBs dedicated centre. The extraction process is expected to take 120 days. Following the transfer of technology, SII will collaborate with IGIB to conduct the second and third phases of clinical trials, involving a larger pool of participants. IGIB noted that a similar treatment was successfully administered to three African individuals in the United States. Encouraged by this progress, Indian scientists decided to replicate the process domestically using indigenous technology. It has taken nearly six years for India to develop its own CRISPR platform. Experts believe that similar indigenisation of CRISPR technology can also be achieved in the agriculture sector. Currently, ICAR has been negotiating licensing fees with foreign agencies rather than developing its own indigenous CRISPR systems.

SHIMLA: Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Wednesday alleged that the BJP's social media cell was targeting him because he took stringent measures to curb corruption and ensured that widows, orphans, women, labourers and farmers got their rights. Addressing a gathering at Baddi, CM Sukhu attacked the previous BJP government for allegedly turning a blind eye on corruption. He alleged that the previous BJP government gave away 5,000 bighas of land worth hundreds of crores to big industrial houses for just Rs 1.12 crore, under the guise of customised packages. The stamp duty was waived and provisions were made to supply electricity at Rs 3 per unit for five years and even free water, he said, adding that as long as I am the chief minister, I will not allow the state's assets to be plundered. We are custodians of Himachal Pradesh's resources. The BJP's social media cell is targeting me because I took stringent measures to curb corruption and ensured that widows, orphans, women, labourers and farmers got their rights, he said in a statement issued here. The previous BJP government allegedly left behind a debt of Rs 75,000 crore and liabilities of Rs 10,000 crore pertaining to employees. For electoral gains, it opened various institutes in the last six months of its tenure without proper budgetary provisions and staff, he further alleged. The state government was safeguarding the interests of Himachal, and that's why we returned Rs 30 crore received from the Centre for the bulk drug park and decided to develop it on our own, he said. He also said that the government is going to make large-scale recruitment in various departments. Earlier, Sukhu announced the opening of a Public Works Department (PWD) Division in the Doon Assembly constituency of the Solan district. He also announced the upgradation of Baddi Civil Hospital to 100 beds and Rs 25 crore for construction of the SDM office and Rs 10 crore for construction of a sports stadium. He said that facilities in Baddi must match the growing population, adding that a modern bus stand would be constructed at Baddi, for which adequate funds would be provided. He announced that the Baddi, Barotiwala and Chandi schools would have CBSE curriculum from the next academic session. He reiterated that he has repeatedly offered to accompany all the seven BJP MPs to seek financial assistance from the Centre for the monsoon disaster-affected families. The prime minister himself had announced a package of Rs 1,500 crore but we have not received the funds yet, and we were helping the families with our own resources, the CM said. He distributed Rs 17,62,000 to 18 families as per Himachal Pradesh Relief Manual and cheques of Rs 17,03,000 to 15 beneficiaries of Pradhan Mantri Awas Yojana-Gramin as final instalment in Doon constituency.

29,000 'Aspirational Toilets' to be built across States under Swachh Bharat Mission-Urban 2.0
NEW DELHI: Under its flagship Swachh Bharat MissionUrban (SBM-U) 2.0, the Centre is encouraging all Urban Local Bodies (ULBs) to expand public toilet (PT) infrastructure at tourist destinations, high-footfall areas, and religious sites to meet growing sanitation needs. It has also been recommended that these facilities be classified as Aspirational Toilets. So far, 29,000 Aspirational Toilet seats have been approved under SBM-U 2.0. The mission aims to significantly enhance the user experience of public toilet services, supported by innovative models and solutions designed to ensure their long-term sustainability, said officials of the Ministry of Housing and Urban Affairs. The aspirational toilets include smart features, user-friendly designs, accessible-inclusive infrastructure,gender-neutral, child-friendly facilities and environmentally sustainable technologies. Across the nation, aspirational toilets were inaugurated on Wednesday on the occasion of World Toilet Day. Gujarat, Madhya Pradesh (5,131), Maharashtra (4,385) and Tamil Nadu (3,562) have the maximum number of Aspirational toilets. On the occasion, Sulabh International and World Toilet Organisation kick-started the three-day World Toilet summit with global stakeholders to accelerate sustainable sanitation, in which Union Minister for Housing and Urban Affairs Manohar Lal and Union Minister for Jal Shakti CR Patil were present. Speaking on the occasion, Manohar Lal called for global cooperation on swachhata and sustainability. Across India and around the world, better and cleaner toilet systems are being put in place. In our country too, mindsets are changing and must change. After all, cleanliness is not judged by a tidy home or bedroom, but by the condition of ones toilet, he said. He also stressed the need for wastewater treatment, reuse, cleaner toilets, and faster behavioural change. He further underscored early sanitation habits in children and the importance of waste-to-wealth and circularity under SBM-U. Marking World Toilet Day, the ministry also launched Toilet Paas Hai & Main Saaf Hi Achha Hoon - a year-long advocacy drive to champion responsible toilet use. It is aimed at promoting responsible toilet use and hygiene habits across communities. A range of advisories and training resources has also been released to strengthen urban sanitation efforts, including specialised training modules.

Watch: The feeling to serve the country has doubled, says Maithili Thakur, Bihars youngest MLA
PANAJI: Departing from tradition, a grand immersive parade featuring film floats will mark the beginning of this years International Film Festival of India (IFFI) in Panaji on Thursday evening. For the first time, IFFI will welcome audiences with a colourful, lively showcase where stories, music, and characters come to life. This change aims to transform the festival into a more vibrant, open, and publicly engaging event. The parade, starting from the Entertainment Society of Goa, is expected to turn the streets of Goa into a living canvas of Indias cinematic and cultural brilliance. Leading the spectacle will be magnificent state tableaus from Andhra Pradesh, Haryana, and Goa, each presenting a vivid portrait of identity and imagination. Andhra Pradesh highlights the charm of Visakhapatnams golden shores, the mystic valleys of Araku, and the pulsating spirit of Tollywood. Haryana offers a colourful fusion of folklore, theatre, culture, and cinematic pride. Goa, the festivals long-standing host, forms the emotional heart of the procession, celebrating its cosmopolitan warmth and timeless bond with world cinema. Among the highlights is the National Film Development Corporations (NFDC) 50 Years tableau, honouring five decades of nurturing filmmakers and fostering cinematic innovation across the nation. Marching alongside the states are grand cinematic tableaus from Indias leading production houses, each a moving universe of storytelling excellence. The mythic power of Akhanda 2 , the emotional depth of Ram Charans Peddi , the creative force of Mythri Movie Makers, the iconic legacy of Zee Studios, the global vision of Hombale Films, the Odia heritage of Bindusagar, Ultra Medias centenary homage to Guru Dutt, and the vibrant storytelling realm of WAVES OTT all converge to showcase the boundless diversity of Indian cinema. Opening the parade with breathtaking energy is the Central Bureau of Communications Bharat Ek Soor , a spellbinding folk symphony featuring over a hundred artists from sixteen states. Bhangra meets Garba, Lavani flows into Ghoomar, Bihu breathes beside Chhau and Nati, culminating in a majestic Tricolour formation that embodies Indias unified cultural heartbeat. Adding charm, nostalgia, and delight are Indias beloved animation favourites, Chhota Bheem and Chutki, and Motu Patlu and Bittu Bahanebaaz, stepping off the screen to greet audiences with laughter, warmth, and playful spirit. The Opening Parade of IFFI 2025 is more than an inauguration; it is a cinematic overture and a cultural promise. As Goa prepares for this extraordinary beginning, IFFI invites the world to witness India not just as a nation of stories, but as a nation in motion, moving forward in one unforgettable rhythm, said officials. Other highlights of this years edition include the Artificial Intelligence (AI) Film Festival and Hackathon. Over 50 women directors have their films featured, underscoring the governments commitment to promoting Nari Shakti in cinema. More than 240 films from 81 countries will be screened, including 13 world premieres, four international premieres, and 46 Asian premieres. Superstar Rajinikanth will be felicitated at the closing ceremony for completing 50 years of his legendary cinematic journey. Additional features include Centenary Tributes to honour legendary filmmakers Guru Dutt, Raj Khosla, Ritwik Ghatak, P. Bhanumathi, Bhupen Hazarika, and Salil Chowdhury. Special screenings of Chowdhurys Musafir and Ghataks Subarnarekha , along with the restored version of V. Shantarams Dr Kotnis Ki Amar Kahani , will also be held during the festival.

Gopalganj recorded maximum deletions, Darbhanga lowest in recent Bihar SIR; BJP won both
NEW DELHI: The Gopalganj assembly seat in Bihar recorded the largest number of net voter deletions while the Darbhanga constituency registered the least in the recently concluded Special Intensive Revision (SIR) of electoral rolls in the state, with the BJP winning both the seats in the just held elections. When the final electoral roll was published on September 30, the number of electors was registered at 3.24 lakh -- a net deletion of 56,793. The BJP won the seat. In Darbhanga, the total number of electors was 3.27 lakh when the intensive voter list cleanup was ordered and it stood at 3.24 lakh when the fine rolls were issued -- a net deletion of 2,859 ineligible electors. The total number of electors in Bihar had come down by nearly 47 lakh to 7.42 crore in the final electoral roll published on September 30 from 7.89 crore before the SIR of the voters' list carried out by the Election Commission. The final figure had, however, increased by 17.87 lakh from 7.24 crore electors named in the draft list issued on August 1, which had removed 65 lakh voters from the original list on various accounts, including deaths, migration and duplication of voters. Later, nearly three lakh voters were added and the figure now stands at 7.45 crore.
