A history of the Panama Canal and why Trump can't take it back on his own
PANAMA CITY: Teddy Roosevelt once declared the Panama Canal one of the feats to which the people of this republic will look back with the highest pride. More than a century later, Donald Trump is threatening to take back the waterway for the same republic. The president-elect is decrying increased fees Panama has imposed to use the waterway linking the Atlantic and Pacific oceans. He says if things don't change after he takes office next month, We will demand that the Panama Canal be returned to the United States of America, in full, quickly and without question. Trump has long threatened allies with punitive action in hopes of winning concessions. But experts in both countries are clear: Unless he goes to war with Panama, Trump can't reassert control over a canal the U.S. agreed to cede in the 1970s. Here's a look at how we got here: What is the canal? It is a man-made waterway that uses a series of locks and reservoirs over 51 miles (82 kilometers) to cut through the middle of Panama and connect the Atlantic and Pacific. It spares ships having to go an additional roughly 7,000 miles (more than 11,000 kilometers) to sail around Cape Horn at South America's southern tip. The U.S. International Trade Administration says the canal saves American business interests considerable time and fuel costs and enables faster delivery of goods, which is particularly significant for time sensitive cargoes, perishable goods, and industries with just-in-time supply chains. Who built it? An effort to establish a canal through Panama led by Ferdinand de Lesseps, who built Egypt's Suez Canal, began in 1880 but progressed little over nine years before going bankrupt. Malaria, yellow fever and other tropical diseases devastated a workforce already struggling with especially dangerous terrain and harsh working conditions in the jungle, eventually costing more than 20,000 lives, by some estimates. Panama was then a province of Colombia, which refused to ratify a subsequent 1901 treaty licensing U.S. interests to build the canal. Roosevelt responded by dispatching U.S. warships to Panama's Atlantic and Pacific coasts. The U.S. also prewrote a constitution that would be ready after Panamanian independence, giving American forces the right to intervene in any part of Panama, to re-establish public peace and constitutional order. In part because Colombian troops were unable to traverse harsh jungles, Panama declared an effectively bloodless independence within hours in November 1903. It soon signed a treaty allowing a U.S.-led team to begin construction . Some 5,600 workers died later during the U.S.-led construction project, according to one study. Why doesn't the US control the canal anymore? The waterway opened in 1914, but almost immediately some Panamanians began questioning the validity of U.S. control, leading to what became known in the country as the generational struggle to take it over. The U.S. abrogated its right to intervene in Panama in the 1930s. By the 1970s, with its administrative costs sharply increasing, Washington spent years negotiating with Panama to cede control of the waterway. The Carter administration worked with the government of Omar Torrijos. The two sides eventually decided that their best chance for ratification was to submit two treaties to the U.S. Senate, the Permanent Neutrality Treaty and the Panama Canal Treaty. The first, which continues in perpetuity, gives the U.S. the right to act to ensure the canal remains open and secure. The second stated that the U.S. would turn over the canal to Panama on Dec. 31, 1999, and was terminated then. Both were signed in 1977 and ratified the following year. The agreements held even after 1989, when President George H.W. Bush invaded Panama to remove Panamanian leader Manuel Noriega. In the late 1970s, as the handover treaties were being discussed and ratified, polls found that about half of Americans opposed the decision to cede canal control to Panama. However, by the time ownership actually changed in 1999, public opinion had shifted, with about half of Americans in favor. What's happened since then? Administration of the canal has been more efficient under Panama than during the U.S. era, with traffic increasing 17% between fiscal years 1999 and 2004 . Panama's voters approved a 2006 referendum authorizing a major expansion of the canal to accommodate larger modern cargo ships. The expansion took until 2016 and cost more than $5.2 billion. Panamanian President Jos Ral Mulino said in a video Sunday that every square meter of the canal belongs to Panama and will continue to. He added that, while his country's people are divided on some key issues, when it comes to our canal, and our sovereignty, we will all unite under our Panamanian flag. Shipping prices have increased because of droughts last year affecting the canal locks, forcing Panama to drastically cut shipping traffic through the canal and raise rates to use it. Though the rains have mostly returned, Panama says future fee increases might be necessary as it undertakes improvements to accommodate modern shipping needs. Mulino said fees to use the canal are not set on a whim. Jorge Luis Quijano, who served as the waterways administrator from 2014 to 2019, said all canal users are subject to the same fees, though they vary by ship size and other factors. I can accept that the canals customers may complain about any price increase, Quijano said. But that does not give them reason to consider taking it back. Why has Trump raised this? The president-elect says the U.S. is getting ripped off and Im not going to stand for it. It was given to Panama and to the people of Panama, but it has provisions youve got to treat us fairly. And they havent treated us fairly, Trump said of the 1977 treaty that he said foolishly gave the canal away. The neutrality treaty does give the U.S. the right to act if the canal's operation is threatened due to military conflict but not to reassert control. There's no clause of any kind in the neutrality agreement that allows for the taking back of the canal, Quijano said. Legally, there's no way, under normal circumstances, to recover territory that was used previously. Trump, meanwhile, hasn't said how he might make good on his threat. Theres very little wiggle room, absent a second U.S. invasion of Panama, to retake control of the Panama Canal in practical terms, said Benjamin Gedan, director of the Latin America Program at the Woodrow Wilson International Center for Scholars in Washington. Gedan said Trumps stance is especially baffling given that Mulino is a pro-business conservative who has made lots of other overtures to show that he would prefer a special relationship with the United States. He also noted that Panama in recent years has moved closer to China, meaning the U.S. has strategic reasons to keep its relationship with the Central American nation friendly. Panama is also a U.S. partner on stopping illegal immigration from South America perhaps Trumps biggest policy priority. If youre going to pick a fight with Panama on an issue, Gedan said, you could not find a worse one than the canal.

Armys equine, canine unit falls short on training, animal transport use: CAG
NEW DELHI: The Indian Armys Remount and Veterinary Corps (RVC) fell short of achieving half of its training objectives and failed to fully utilise its Animal Transport (AT) Units, revealed a recent audit conducted by the Comptroller and Auditor General (CAG) of India on the defence services. The RVC, headed by the Director General, is responsible for breeding, training and managing health of the entire equine and canine population in the Indian Army. The CAGs audit report, covering the period from 2018-19 to 2020-21, was presented in the winter session of Parliament last week. Three out of the six short-term training goals as per the technical training directive of RVS, related to import of frozen semen of proven elite stallions from European countries to upgrade the sporting potential of Army equines; training of raptors to hunt down drones/surveillance devices; and training of local breeds of dogs to assess their suitability for employment as military working dogs, were either not achieved or under-achieved, the CAG has observed in its report. The report contained the results of an audit of the transactions of the ministry of defence pertaining to the department of defence, army, Military Engineer Services, Border Roads Organisation, and Defence Research and Development Organisation in 2020-21. The audit was also conducted on the deployment of the AT Units which serve as the lifeline for the soldiers deployed in the difficult terrain and in bad weather conditions. The AT Units of the Army are composed of horses and mules, and are a critical part of animal transport convoys carrying ammunition and ration essentials in high-altitude and difficult terrain of various sectors. In four out of five selected Animal Transport Units (ATs), the distance between the ATs and the dependent deployment ranged between 174 kilometres and 534 kilometres resulting in extra expenditure on transportation of mules and under-utilisation of ATs ranging between 89.46 per cent and 10.74 per cent, the report found. The Army describes mules of animal transport units as a vital link in the logistics chain in remote regions under most challenging conditions. A dedicated AT wing is an inbuilt part of all border guarding units of Indo-Tibetan Border Police tasked to operate in high altitude sub-zero terrain for supply of ammunition, rations, water and other stores. The logistic convoys have a pivotal role in keeping the axis of maintenance alive in areas where no roads exist.
E-forensics platform to connect 117 labs: MHA
NEW DELHI: Keeping in view the special importance given to forensic evidence after implementation of revamped criminal laws --- Bhartiya Nagrik Suraksha Sanhita (BNSS) and Bhartiya Sakshya Sanhita (BSS), the Ministry of Home Affairs (MHA) has developed and operationalised an e-Forensics IT platform, which is connected with 117 forensic science laboratories across the country, officials said on Monday. The officials said in order to further strengthen DNA Analysis and Cyber Forensic Capacities in the State Forensic Science Laboratories, all projects, (30) which were received from the state governments and the U-T administrations, have been given Rs 128.28 crore out of the total Rs 245.29 crore. As part of its effort to further expedite forensic analysis and reduce backlogs in laboratories, the MHA has set up three new Central Forensic Sciences Laboratories (CFSLs) at Bhopal, Guwahati and Pune and upgraded the existing CFSL at Kolkata with latest state-of-art machinery and equipment. The Centre also approved setting up of six additional NCFLs in the country at the CFSLs Chandigarh, Delhi, Kolkata, Kamruup, Bhopal, and Pune with an outlay of Rs 126.84 crore. A senior official said, So far, 32,524 IOs, prosecutors and medical officers have been trained to deal with forensic evidence. The MHA has also distributed 18,020 Sexual Assault Evidence Collection Kits to the states and the UTs. The official said that besides the initial campus of the national Forensic Science University (NFSU) in Gandhinagar (Gujarat) and Delhi, an in-principle approval has been provided for setting up of five additional off-campuses of the NFSU in Goa, Agartala, Bhopal, Dharwad, and Guwahati. However, these are currently operational from transit campuses till the construction of permanent campuses, the official said, adding that the Union Cabinet also approved setting up of National Forensic Infrastructure Enhancement Scheme, which inter-alia includes the component for nine additional campuses of the NFSU with financial outlay of Rs 1,309.13 crore from financial year 2024-2025 to 2028-2029. Meanwhile, to ensure quality in forensic tests, the MHAs Directorate of Forensic Science Services has issued a set of guidelines including Quality Manuals for accreditation of laboratories as per NABL standards (ISO 17025).

LUCKNOW: Introducing new features to the Mahakumbh, the Uttar Pradesh government has decided to sensitise the visitors about the Right to Information on the sands of Sangam. The initiative aims at empowering the devotees and visitors with the easy accessibility to information about their rights. UP CM Yogi Adityanath, who took a stock of the preparedness for the Mahakumbh-2025 in Prayagraj on Monday, urged the people to collaborate in making this event a resounding success through their high standards of hospitality. Mahakumbh will commence on January 13 and continue till February 26, 2025. All Information Commissioners (ICs), including Chief Information Commission, of Uttar Pradesh will be present at Mahakumbh to sensitize devotees over various aspects of RTI. Moreover, the pilgrims will also be introduced to digital methods for accessing information. They will engage with the devotees to discuss steps that can be taken to enhance the effective use of the RTI. He added that for the first time efforts on such a large scale were being made to educate devotees about their rights at Mahakumbh. Every bit of information related to the RTI would be disseminated to the public, and there would be discussions in which the Information Commissioners would be engaging with the public, added Vats. Meanwhile, Adityanath called upon the people of Prayagraj showcase the outstanding hospitality during Mahakumbh which was not merely a religious congregation but also an exceptional opportunity for branding countrys prosperous cultural heritage.

200 Vande Bharat sleeper trains in line
NEW DELHI: The Indian Railways is preparing to launch 200 Vande Bharat sleeper trains following the success of its chair car trains, which have reportedly received positive feedbacks in the regions they are running through. A senior railway official said that the first rake of the Vande Bharat sleeper trains has been rolled out for simulation testing. The production of 10 sleeper trains is currently underway as part of the broader plan to introduce 200 such trains, the official said. The first prototype of the Vande Bharat sleeper rake, manufactured by BEML, was rolled out from the Integral Coach Factory after its quality standards were checked in Chennai for field and simulation trials. At present, the loaded simulation trials of the Vande Bharat sleeper train are being conducted to assess its performance at speeds of 130 kmph and 180 kmph under varying conditions, official added. The Research Designs & Standards Organisation (RDSO), Lucknow is reportedly supervising the loaded simulation trials. The simulation trials are being conducted on this first prototype Vande Bharat train to evaluate its performance and overall stability with loads. This has been designed to run at speeds of up to 180 kmph initially, with a composition of 16 coaches of Class I to III, another senior official told this newspaper. Since Railway Minister Ashwini Vaishnaw is monitoring the project in line with PMNarendra Modis vision, the project is expected to come on tracks in next few years for commercial purposes. According to Vaishnaw, 10 Vande Bharat sleeper trains are under production to cater to long- and medium-distance journeys. He said the manufacture of 200 Vande Bharat sleeper rakes has been assigned to technology partners, with the timeline for the rollout dependent on the successful completion of trials. At present, 136 Vande Bharat trains, consisting of chair cars, are operational on broad gauge electrified networks. Responding to a question, Vaishnaw recently told the Lok Sabha that all Vande Bharat trains operate with an overall occupancy of more than 100%. In addition to the Vande Bharat services, the railways has increased production of Linke Hofmann Busch (LHB) coaches. Over 36,933 LHB coaches have been manufactured between 2014 and 2024, compared to 2,337 coaches produced during 2004-14, the minister told Parliament recently.

PP Chaudhary , former Union Minister of State for Law and now Chairman of the Joint Parliamentary Committee of the Constitution (One hundred and twenty-ninth (Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024, is hopeful that the JPC, with its erudite and experienced members, will come out with the report in the national interest, he said in a conversation with Rajesh Kumar Thakur . Excerpts: Amid the political heat surrounding the issue, the Modi government has tasked you with heading the JPC. Why do you think this concept is needed for India in the coming years? As a member of the JPC, I believe it is crucial to evaluate this proposal in the national interest. I am hopeful that every member of this JPC who holds profound experiences and will come out in the national interest with their erudite suggestions on the concept. Since independence, the country has conducted over 400 elections for the Lok Sabha and State legislative assemblies. This creates significant administrative, financial, and governance-related challenges. Each election cycle imposes logistical costs of thousands of crores while also disrupting policymaking due to the Model Code of Conduct. This often results in policy paralysis. Additionally, repeated elections burden citizens with voter fatigue and disrupt daily life. I believe that simultaneous elections could help achieve a more synchronised and streamlined electoral system that is both cost-effective and development-focused. This proposal aligns with PM Narendra Modis vision of reducing inefficiencies in governance and enhancing democratic processes. Opposition parties argue that this concept is unconstitutional or a well-thought-out strategy to curtail the influence of regional parties through the ONOE initiative. As a BJP MP, how do you respond to this claim? I must emphasise that the JPCs task is to objectively evaluate all aspects of the proposal, including such concerns. However, I personally believe that these claims lack merit. Indian voters have repeatedly demonstrated their ability to differentiate between national and state-level issues. For example, in Maharashtras Hazoor Sahib Constituency, the Congress won the Lok Sabha seat while losing all the assembly segments in the same region during simultaneous elections. This reflects the maturity of Indias electorate.From a constitutional perspective, ONOE is well within the bounds of adaptability. The Constitution allows amendments to Articles 82, 83, 172, 327, and others to synchronise election cycles without compromising democratic or federal principles. ONOE aims not to marginalise any political entity but to enhance efficiency and focus on the electoral process. You are widely regarded as one of the leading legal experts in constitutional law. Do you believe that the implementation of ONOE is feasible within the current framework of the Constitution? I am of the studied view that it aligns with the Constitutions inherent flexibility. Implementing ONOE may require amendments to Articles 83, 85, 172, and others, but these changes focus on procedural synchronisation rather than altering the federal structure. What are the main objectives of the JPC in exploring the ONOE concept and ensuring that it aligns with constitutional principles and expert opinions? As laid out in the parliamentary resolution, the JPCs primary objective is to evaluate the two Bills. The complexity of the subject necessitates thorough consultations and detailed deliberations. The committees role is to ensure its recommendations are grounded in constitutional principles, expert opinions, and stakeholders collective will. Is there a specific time frame for the JPC to submit its report? The JPC has been tasked with submitting its report by the first day of the last week of the next session.
