DEHRADUN: The picturesque mountain regions of Uttarakhand, already vulnerable to natural disasters, are now facing a terrifying new threat: escalating human-wildlife conflict, particularly involving bears. Residents across the Garhwal region, long accustomed to occasional encounters with leopards and tigers, are grappling with a sharp surge in bear attacks, fueling widespread panic. Villagers are reportedly avoiding venturing out after dusk for fear of attacks. This year alone, bear encounters have claimed the lives of seven people. Officials admit that containment efforts are proving challenging, as strategies implemented in one district often leave other areas exposed to attacks. These massive animals are attacking people with such ferocity that locals are either being maimed, losing limbs, or losing their lives, said a local, describing the predatory nature of bears that strike day and night. The latest incident occurred on Monday morning in Pauri Garhwals Bironkhal block, where 40-year-old Lakshmi Devi was severely injured while cutting grass with other women. A bear, concealed in dense bushes, launched a sudden attack, leaving her with critical injuries to her head and right eye. Witnesses said Devis face was covered in blood before the bear was scared away by the screams of others. She was initially treated at Bironkhal Community Health Centre and later referred to a higher facility for specialized care. Similar attacks have been reported in Paithani and Thalisain, with bears repeatedly targeting victims heads and faces. Between 2000 and November 17 this year, Uttarakhand has recorded 71 deaths and 2,009 injuries in bear attacks, highlighting the gravity of the situation. R.K. Mishra, PCCF Wildlife, attributed the unusual aggression to climatic shifts. This year, there has been very little snowfall in the high-altitude regions, and winter arrived late. Normally, bears hibernate by early November, but the lack of snow and scarcity of food are keeping them active, leading to increased restlessness and aggression, he explained.
NCPCR rescues over 2,300 children in six months, calls for stronger monitoring and awareness
ITANAGAR: The National Commission for Protection of Child Rights (NCPCR) has said that in the past six months, it disposed of around 26,000 cases and rescued more than 2,300 children across the country. Division head for Juvenile Justice, POCSO and special cells of NCPCR, Paresh Shah, however, said that child rights violations are not mere statistics and each case represents a story of a child and a family. Effective action by officials determines not only the lives of children but the future of the country, he said. Shah stated that both the Central and state governments are committed to safeguarding every child in Arunachal Pradesh, but stressed that strong laws alone are not enough without robust monitoring, awareness and coordinated enforcement. The assertion came during a state-level conference on gaps and challenges in the implementation of key child rights legislations held here recently. Child rights violations are not mere statistics, and each case represents a story of a child and a family. Effective action by officials determines not only the lives of children but the future of the country, a statement quoted him as saying in the conference. Shah noted that the Commission had, in the past six months, disposed of around 26,000 cases, rescued over 2,300 children and repatriated more than 1,000 children to their home districts, supported by new technology-driven systems introduced at NCPCR. He said the focus ahead includes mental health support for children, AI tools to combat Child Sexual Abuse Material and new strategies to address ground-level challenges in implementing key child protection laws. Shah emphasised that the responsibility for realising the governments child rights commitments rests on all stakeholders, from officials and school authorities to law-enforcement agencies and civil society. He underlined the need for continuous capacity building and awareness generation, stating that officials must be trained, citizens sensitised through multiple platforms, and frontline workers supported through regular workshops. Arunachal Pradesh SCPCR chairperson Ratan Anya presented a situational analysis of the states child protection systems, flagging multiple gaps in safety, monitoring and reporting. Citing recent incidents in the state, she said they expose critical weaknesses in existing mechanisms despite strong legal frameworks. She also highlighted challenges in investigating POCSO cases, lack of awareness among stakeholders, inadequate systems to combat child trafficking and child labour, poor implementation of anti-tobacco provisions under COTPA and insufficient monitoring of residential schools. Anya recommended more awareness campaigns by NCPCR and requested the Education Department to initiate sustained audits of schools. State Education Commissioner Amzad Tatak urged district officials to take school safety requirements seriously and conduct audits as mandated under the NCPCR manual on safety and security of children in schools. He said a task force headed by the Chief Minister Pema Khandu had been formed to strengthen child rights mechanisms within the school system and described the conference as an important intervention at a critical time.

NEW DELHI: The Congress on Thursday described as yet another severe setback to India's diplomacy a US commission reportedly mentioning in its report of Pakistan's military success over India in a four-day clash, and asked whether Prime Minister Narendra Modi and the Ministry of External Affairs will register their objections to it. Congress general secretary Jairam Ramesh said US President Donald Trump has claimed 60 times so far that he had halted Operation Sindoor but the prime minister has kept completely quiet. I had never expected that our party would get less than 4% votes in the assembly polls. Kishor also asserted his commitment to future electoral efforts, stating, I will not back down without winning Bihar. I dont know how much time it will take.

US approves USD 93 million sale of anti-tank missiles, Excalibur rounds to India
The United States has approved a USD 93 million weapons sale to India, paving the way for New Delhi to receive 100 FGM-148 Javelin anti-tank missiles, 25 lightweight command launch units, and 216 M982A1 Excalibur precision-guided artillery rounds. The Defence Security Cooperation Agency (DSCA) has formally notified the US Congress of the proposed transfer. According to the DSCA, the package also includes lifecycle support, operator training, security inspections, refurbishing services for the launch units, and other related elements necessary to ensure full operational capability. The US agency noted that India would have no difficulty absorbing these articles and services into its armed forces. The transaction, valued at roughly USD 93 million, comprises USD 46 million for the Javelin systems and USD 47 million for the Excalibur rounds. The statement says that this sale will support the foreign policy and national security objectives of the United States by helping to strengthen the US-Indian strategic relationship and to improve the security of a major defence partner, which continues to be an important force for political stability, peace, and economic progress in the Indo-Pacific and South Asia regions. The sale is intended to strengthen the US-India strategic partnership and bolster Indias capability to meet current and future threats. The DSCA emphasised that the transfer would not alter the basic military balance in the region. It said that at present, the US government is not aware of any offset arrangements for the sale; any such agreements will be determined later between India and the manufacturers. The FGM-148 Javelin, produced jointly by RTX Corporation and Lockheed Martin, is a third-generation, shoulder-launched, top-attack anti-tank missile. Designed to strike vehicles from above, where armour is weakest, the system features a soft-launch mechanism allowing it to be fired safely from enclosed spaces such as bunkers or buildings. Each system consists of a disposable launch tube paired with a reusable command launch unit, enabling rapid deployment in combat conditions. The Javelin has been combat-proven on multiple battlefields, most notably in Ukraine, where Russian T-72 and T-90 tanks were destroyed in large numbers. The Excalibur rounds provide GPS-guided precision for artillery units, allowing Indian forces to increase first-strike accuracy and reduce collateral damage. The DSCA said the sale includes ancillary items such as primers, propellant charges, Portable Electronic Fire Control Systems (PEFCS) with Improved Platform Integration Kit (iPIK), technical assistance, data, and repair-and-return services. The US Congress now has a review period to raise any objections before the sale can be finalised.

BHOPAL: A young inspector of Madhya Pradeshs elite anti-Naxal Hawk Force died after being hit by multiple bullets during a gun battle with armed Naxal cadres in the Kanghurra jungles of Chhattisgarh on Wednesday morning. Ashish Sharma, a decorated officer who had received two gallantry medals from the central government and formed the core of many critical Hawk Force operations, was struck by bullets fired by Naxal cadres near the tri-junction of Madhya Pradesh, Maharashtra and Chhattisgarh around 8.30 am. Even after taking heavy fire, Sharma continued to lead his team. Bleeding from multiple wounds, he kept firing at the cadres hiding behind thick forest cover until he collapsed. His injuries were severe, with bullet wounds to his shoulder, abdomen, thigh and hands. He was rushed to the Dongargarh community health centre in Chhattisgarhs Rajnandgaon district, but he died despite doctors efforts to save him. We also had the helicopter ambulance ready to airlift him for life-saving treatment at a specialised centre, but he couldnt survive. NEW DELHI: Still reeling from its devastating performance in the Bihar Assembly elections, the Congress now faces a critical test of biannual Rajya Sabha elections, scheduled for early next year. With the partys Assembly seats shrinking in several key states and alliance leverage weakening, it may struggle to retain its influence in the Upper House. Elections for 75 seats in the Rajya Sabha are scheduled across April, June, and November 2026. While the BJP-led NDA is expected to make net gains, the elections may present an uphill task for the Congress with its weakened MLA base and rising internal dissent. The elections will see seats vacated across multiple states, including Bihar, Karnataka, Maharashtra, Madhya Pradesh, Rajasthan, Uttar Pradesh, West Bengal, and Himachal Pradesh, among others. Although Congress may lose some seats, it is likely to retain as many as nine seatsthree from Karnataka, two from Telangana, one each from Rajasthan, Madhya Pradesh, Haryana, and Himachal Pradesh. With some seasoned leaders set to exit, the elections are viewed as crucial by many. Some of the leaders who complete their term in the Upper House include Congress chief Mallikarjun Kharge, veteran leaders Digvijaya Singh and Shakti Singh Gohil. Another leader who completes his term is senior advocate and Congress leader Abhishek Manu Singhvi from Telangana in April 2026. While Kharge, whose term from Karnataka ends on June 25, 2026, is expected to be renominated for another term, says party sources. Kharge is the Leader of Opposition in the Rajya Sabha (LoP) as well. While veteran leaders may push for renomination, arguing that experienced voices are needed in the Upper House, a section of leaders also root for fielding fresh faces to revive the partys prospects in Parliament and state units. Although the official candidate selection process is months away, the sources say that some names are already doing the rounds. While Congress is expected to hold ground in Karnataka and Telangana, it risks losing seats in states where its footprint has shrunk. The partys hopes also hinge on coalition arithmetic in Maharashtra, where shifting alliances and fragmented mandates could influence the outcome Meanwhile, regional allies within the INDIA bloc will also play a critical role in negotiating seat-sharing arrangements, making strategic alliances more crucial than ever. Maharashtra will see seven seats vacant in April 2026, with Sharad Pawar (NCP-SP), Priyanka Chaturvedi (Shiv Sena UBT), and Union Minister Ramdas Athawale completing their terms. Congress is entering these elections with limited leverage. The Bihar election has reduced its bargaining power among the allies, said a senior party leader. Success will depend not just on numbers, but on negotiation skills and candidate selection. On the other hand, the BJP-led NDA, buoyed by strong Assembly numbers in key states, is expected to leverage its dominance to gain additional Rajya Sabha seats, further squeezing Congress. Open letter condemns Rahul for trying to tarnish institutions
NEW DELHI: A group of 272 eminent citizens 16 judges, 123 retired bureaucrats including 14 former ambassadors, and 133 retired armed forces officers issued a signed letter on Wednesday criticising Congress leader Rahul Gandhi, though without naming him directly, for what they saw as attempts to undermine key constitutional institutions such as the Election Commission of India (ECI). In their open letter, they wrote, We, the senior citizens of civil society, express our grave concern that Indias democracy is under assault, not by force, but by a rising tide of venomous rhetoric directed toward its foundational institutions. They said some political leaders, without offering real policy alternatives, had chosen provocative but unsubstantiated accusations as part of theatrical political strategy. After targeting the Armed Forces, the Judiciary, Parliament and constitutional functionaries, they said, now it is the turn of Election Commission of India to face systematic and conspiratorial attacks. The Congress has accused the EC of favouring the BJP and enabling vote-chori; both have denied the claims. The signatories described Gandhis recent atom bomb remark as unbelievably uncouth rhetoric, saying he had filed no formal complaint with the prescribed sworn affidavit despite making such serious allegations. They called these attacks impotent rage deep anger born of repeated electoral failure without a concrete plan to reconnect with the people, arguing that leaders who lose touch with citizens lash out at institutions instead of rebuilding their credibility. The letter urged citizens to stand by the EC and asked politicians to respect the constitutional process.

CHANDIGARH: A special US deportation flight carrying 200 Indians, including Anmol Bishnoi, the younger brother and close aide of gangster Lawrence Bishnoi, two other fugitives wanted in Punjab, and 197 undocumented migrants landed in New Delhi on Wednesday. Anmol is wanted in multiple criminal cases in India, including the murders of Punjabi singer Sidhu Moosewala in May 2022 and Nationalist Congress Party leader Baba Siddique in October 2024, and firing at actor Shah Rukh Khans residence in April 2024. As soon as the special US flight landed at the Indira Gandhi International Airport in Delhi, Bishnoi was detained by the National Investigation Agency (NIA). He was later produced at Delhis Patiala House court, which sent him to 11 days NIA custody. NEW DELHI/SRINAGAR/LUCKNOW: The Enforcement Directorate (ED), which is investigating the Al Falah group at the centre of the Delhi blast case for alleged money laundering, has uncovered tainted funds amounting to Rs 415 crore, sources said on Wednesday. The agency has secured 13-day custody of Jawad Ahmed Siddiqui , the chairman and founder of the group. An official said the Al Falah group generated proceeds of crime by deceiving students through false claims about the accreditation and recognition of its institutions. Meanwhile, sources said around 10 people associated with the Al-Falah University, including three from Kashmir, are missing. Their mobile phones too are switched off.
