India on Monday strongly rejected references to the Union territories of Jammu & Kashmir and Ladakh in the recent joint statement issued by China and Pakistan, asserting that the regions have been, are and will always remain integral and inalienable parts of India. Responding to media queries, External Affairs Ministry spokesperson Randhir Jaiswal said India categorically rejects the unwarranted references made in the China-Pakistan joint statement regarding Jammu & Kashmir. The statement was issued at the end of Pakistan Prime Minister Shehbaz Sharif's official visit to China from May 23-26 at the invitation of Premier Li Qiang. It said the Pakistani side briefed the Chinese side on the latest developments on the situation in Jammu and Kashmir. China, for its part, reiterated that the Jammu & Kashmir dispute is left over from history, and should be properly and peacefully resolved in accordance with the UN Charter, relevant UN Security Council resolutions and bilateral agreements. Jaiswal said ,India's position is consistent and well known to the concerned parties. The Union territories of Jammu & Kashmir and Ladakh have been, are and will always remain integral and inalienable parts of India. No other country has the locus standi to comment on the same. India also reiterated its opposition to the so-called China-Pakistan Economic Corridor (CPEC) projects being carried out in territories that New Delhi says are under Pakistans illegal occupation. As regards the so-called China-Pakistan Economic Corridor projects, some of which are in Indias sovereign territory, we resolutely oppose and reject any moves by other countries to reinforce or legitimise Pakistans illegal and forcible occupation of these territories, impinging on Indias sovereignty and territorial integrity, Jaiswal said, adding that India has conveyed its concerns to both Pakistani and Chinese authorities on multiple occasions. The MEA spokesperson also dismissed references in the joint statement to trans-boundary water resources cooperation between China and Pakistan, stating that the two countries do not share a boundary. China and Pakistan had expressed readiness to conduct trans-boundary water resources cooperation under the principle of equality and mutual benefit, it said, without specifying any details of collaboration as the rivers emanating from China that flow to Pakistan pass through India. We have also seen references to the so-called trans-boundary water resources cooperation between China and Pakistan. As the two countries do not share any boundary, the question of so-called trans-boundary water resources cooperation does not arise, he said. In a significant setback to Cochin Minerals and Rutile Limited (CMRL) as well as former Kerala CM Pinarayi Vijayan, the Kerala High Court on Tuesday dismissed a writ petition filed by the company and its top executives seeking to quash the Enforcement Directorates (ED) money laundering investigation. The EDs probe stems from findings of a 2019 Income Tax raid on CMRL, which allegedly revealed that the company had inflated expenditures by over Rs 133.82 crore between 201213 and 201819 by booking bogus expenses under transportation and sludge-handling heads. The cash generated was reportedly used for illegal payments to politicians, political parties, media houses, and public servants. A particularly damaging allegation involves Rs 1.72 crore paid by CMRL to Exalogic Solutions Pvt Ltd, a company owned by Veena Vijayan, daughter of Pinarayi Vijayan. The company claimed the payment was for software services, but investigations found that no such services were actually rendered. The Interim Board for Settlement (Income Tax) accepted the findings of the Income Tax Department regarding the inflation of expenses by CMRL, the generation of cash for illegal payments, and the fictitious payment of Rs 1.72 crore to Veena Vijayan and her company, M/s Exalogic Solutions Pvt. Ltd. The Settlement Commission also disallowed 30 per cent of the expenses claimed by CMRL as eligible expenses. The EDs money laundering probe is now linked to this transaction. The summons issued by the ED to CMRL officials specifically demanded documents relating to agreements and payments made to Exalogic Solutions Pvt. Ltd. and Veena Vijayan. Notably, the court, in its verdict delivered today, held that the writ petition challenging the ECIR registered by the ED and the summons issued under Section 50 of the PMLA was premature. The court observed that the mere issuance of a summons does not create a cause of action for invoking writ jurisdiction. It also ruled that the immunity granted to CMRL by the Income Tax Settlement Commission does not extend to proceedings under the PMLA, as the two statutes operate independently. The Settlement Commission constituted under Section 245B of the Income Tax Act has not been vested with any power to deal with complaints regarding money laundering and can only deal with settlement of cases [under the Income Tax Act], the court observed. Dismissing the writ petition, the court clarified that the ED can initiate inquiries and issue summons even in the absence of a formal FIR for a scheduled offence. The court noted that the existence of an FIR is not a precondition for issuing a summons under Section 50 of the PML Act. Notably, during the pendency of the petition, the Serious Fraud Investigation Office (SFIO) filed a complaint alleging fraud under Section 447 of the Companies Act an offence scheduled under the PMLA. The SFIO made this move on April 3, 2025. The court considered this subsequent event and held that it further strengthened the EDs case. After the court pronounced its decision, the CMRL sought a 2-week extension of the interim order passed by the Court, deferring the summoning of the CMRL officials till the disposal of the plea. However, the Court did not grant this extension and orally remarked that extending the stay was not justified as the ED cannot take coercive action (like forcing appearance or arrest) without issuing a fresh notice or summons. The court also said that if and when the ED issues a new notice, CMRL can always approach the court again if needed.

The BJP had promised to implement these measures in its election manifesto ahead of the recently concluded Assembly elections, accusing the previous Trinamool Congress (TMC) government of failing to enforce the directive. In its first Cabinet meeting, the new state government also committed to providing land to the Border Security Force (BSF) within 45 days for fencing along the Indo-Bangladesh border. On May 20, the state handed over 27 kilometres of land for fencing work. In addition, 43 acres of purchased land across various districts, along with 31.9 acres of vested land, were transferred to the BSF. Union Home Minister Amit Shah is expected to visit border areas in West Bengal in June, along with three other states, to review border security arrangements. The chief minister had earlier directed all 23 district magistrates (DMs) to establish detention centres to house suspected illegal immigrants, including Bangladeshis and Rohingyas, until deportation. Unlike Assam, where suspected foreigners are produced before Foreigners Tribunals, detainees in West Bengal will reportedly not be presented in court. This has raised concerns about the possibility of Indian citizens being wrongly identified and deported as Bangladeshi nationals. One such case involved Sunali Khatoon, a 25-year-old resident of Birbhum district who worked as a ragpicker in Delhi. In June 2025, she was deported to Bangladesh along with her husband, Danish Sheikh, and their eight-year-old son after authorities suspected them of being Bangladeshi nationals. Sunali was pregnant at the time. The TMC criticised the Centre over the incident, and the matter eventually reached the Supreme Court. The court directed the Union government to bring Sunali back to India on humanitarian grounds after it was established that she was an Indian citizen. She later gave birth in January. What are these holding centres? In 2019, the Ministry of Home Affairs said it had prepared a Model Detention Centre/Holding Centre/Camp Manual, which was circulated to all states and Union Territories. According to the guidelines, detention centres must provide facilities necessary to maintain a standard of living in consonance with human dignity. These include electricity, drinking water, hygiene facilities, accommodation with beds, sufficient toilets with running water, communication facilities, and kitchen provisions. The guidelines also mandate medical facilities and special care for women, nursing mothers, and children.
