CHANDIGARH: Punjab Congress president Amarinder Singh Raja Warring on Monday moved the Punjab and Haryana High Court seeking mandatory videography of the counting of votes for the Zila Parishad and Panchayat Samiti elections, scheduled to be held on Wednesday, following polling on December 14. A Public Interest Litigation (PIL) was filed by Warring on Monday through advocate Nikhil Ghai. It states that he absence of mandatory videography during counting renders the process opaque and vulnerable to arbitrariness and manipulation, potentially undermining public confidence in grassroots democracy. It invokes constitutional provisions, including Articles 14 (equality), 21 (right to life and liberty), and 243K (powers of State Election Commission), asserting that free and fair elections are part of the basic structure of the Constitution. The court is scheduled to hear the public interest litigation on Tuesday. Ghai said on the petitioners behalf that the counting of votes was an integral and decisive stage of the election process, continuing until the declaration of results. The petitioner contended that the absence of videography rendered the process opaque and vulnerable to arbitrariness and allegations of manipulation, thereby eroding public confidence in democratic institutions. Despite this being a settled legal position, the counting of votes in Zila Parishad elections was conducted without mandatory videography, leaving no objective or verifiable record of the most sensitive phase of the elections, the plea said. The petition sought preventive institutional safeguards, including directions to mandate videography of the entire counting process, secure preservation of videographic records for a prescribed period, and their availability for judicial or statutory scrutiny. It also sought the framing of uniform and binding guidelines governing videography, storage, access and accountability. Earlier, the high court had directed the State Election Commission (SEC) to ensure the non-partisan conduct of police personnel and to inquire into allegations of misconduct by the Shiromani Akali Dal (SAD) and the Congress, as both parties had claimed that their candidates and workers were allegedly intimidated and attacked to prevent them from participating in the poll process. There was a low voter turnout of 48 per cent in these polls, compared to 58.1 per cent in 2018.

Red Fort blast: Court extends NIA custody of Soyab, Naseer Bilal by four more days
NEW DELHI: A Delhi court on Monday extended the NIA custody of Soyab , a Faridabad resident accused of harbouring Red Fort bomber Umar-un-Nabi, and Dr Naseer Bilal Malla , a resident of Jammu and Kashmir's Baramulla district, for four more days. The probe agency produced Soyab at the Patiala House Court amid tight security on Friday upon the expiry of his previous 10-day custody granted on December 5. Naseer was produced upon the expiry of his seven-day National Investigation Agency (NIA) custody which was granted on December 9. Media persons were barred from covering the proceedings. The accused were produced before Principal and Sessions Judge Anju Bajaj Chandna who allowed the probe agency to quiz Soyab and Naseer in its custody for four more days. An official spokesperson for the NIA had earlier said the agency arrested Soyab, a resident of Dhauj in Haryana's Faridabad, for allegedly providing logistical support to errorist Umar-un-Nabi before the Delhi terror bomb blast. Dr Naseer Bilal Malla is the eighth accused arrested by the NIA in the case, which is linked to a white-collar terror module busted by the Jammu and Kashmir Police. The NIA team arrested the doctor from Delhi on December 9, calling him a key accused in the conspiracy. According to the NIA investigations, Naseer had knowingly harboured the dead accused Umar-un-Nabi by providing him logistical support. He is also accused of destruction of evidence related to the terrorist attack, the agency stated earlier on December 9. Umar-un-Nabi was driving the explosive-laden i20 car that detonated outside the Red Fort on November 10, killing 15 people and injuring several others. PTI had earlier reported that the sophisticated terror module spearheaded by a group of doctors had been actively scouting for a suicide bomber since last year, with Umar being the alleged key planner.

Ram Temple Trust to seek SCs title suit evidence for museum preservation
LUCKNOW: The Shri Ram Janmabhoomi Teerth Kshetra Trust has decided to seek the return of key evidence and documents related to the Ram JanmabhoomiBabri Masjid title suit from the Supreme Court of India, with plans to preserve them in a museum being developed within the Ram Janmabhoomi Temple complex in Ayodhya. The materials include evidence and documents that formed the basis of the Supreme Courts landmark verdict delivered on November 9, 2019, which settled the long-standing dispute. According to Nripendra Misra, chairman of the Ram Temple Construction Committee and a former IAS officer, all archaeological and historical evidence recovered during excavations conducted by the Archaeological Survey of India is currently in the custody of the Supreme Court. The Trust will formally write to the court requesting that these documents and artefacts be handed over to it for preservation. Misra, who was in Ayodhya, said that as there was now no legal challenge to the verdict, the Trust aimed to preserve the complete historical record for posterity. According to Misra, a museum with special galleries is being constructed within the Ram Temple complex. These galleries will present episodes from the Ramayana period and display artefacts recovered during archaeological excavations. An MoU is being finalised with IIT-Madras for the scientific design, presentation and construction of the museum and its galleries. Using modern technology, the museum will showcase ancient remains alongside important events from the Treta era. The galleries are expected to be completed by March 2026. Misra said the Ram Mandir complex would not remain only a place of worship but would also function as a research centre. He added that the temple trust planned to collect copies of various versions of the Ramayana prevalent in India and abroad. He said the Trust had contacted Varanasi Sanskrit University and initiated the process of acquiring an ancient copy of the Valmiki Ramayana. The museum on the temple premises is expected to help future generations understand both the archaeological history of Ram Janmabhoomi and the long movement associated with it. Moreover, the Temple Trust has also decided that a temple will be built at the exact spot where Ramlala, along with his brothers, was earlier enshrined before the consecration ceremony. A memorial dedicated to the martyrs who sacrificed their lives during the Shri Ram Temple movement is also being constructed nearby. A meeting of the Ram Mandir Trust was held in Ayodhya on Saturday, during which it was decided to celebrate the second anniversary of the consecration ceremony on December 31, 2025, as Pratishtha Dwadashi. As part of the celebrations, flags will be hoisted on the spires of the seven sub-temples built within the temple complex. All Pratishtha Dwadashi programmes will be held at Angad Teela. Major events will include Shri Ram Katha, Mandala Puja from December 27 to 31, and a musical Akhand Path of Shri Ramcharitmanas. Bhajan Sandhya will also be organised, featuring singers Anup Jalota, Suresh Wadkar and Tripti Shakya. Cultural programmes, including Kathak dance-dramas and a Kavi Sammelan, will also be organised. It was also decided at the meeting that around 400 workers involved in the temple construction will be honoured on March 19, 2026, coinciding with the Hindu New Year.
