Chief Minister Nitish Kumar, along with his close associates Vijay Chaudhary and Ashok Chaudhary, is visiting religious places, including temples and Gurudwaras. He first visited the famous Mahavir Temple near Patna Junction, before offering prayers for Bajrangbali. He also garlanded the statue of Kishore Kunal before offering prayers at the Mahavir Temple. Chief Minister Nitish Kumar also visited the Patna Sahib Gurudwara. Nitishs gesture is seen by many as a political message about brotherhood. Though he did not interact with the media, his public gesture indicates that he is ready to assume the post of Chief Minister again. Many also view this as a message to other communities that he would be their leader too. Meanwhile, a poster highlighting Nitish Kumar with the caption Tiger Zinda Hai is displayed outside the Janata Dal United office, dedicated by former minister Ranjit Sinha. PATNA: People of Bihar wait with bated breath for Friday's counting of votes polled in the recent assembly elections, which will decide whether JD(U) supremo Nitish Kumar, the state's longest-serving chief minister, will get a record fifth term or whether a change in government will be witnessed. Bihar registered a historic voter turnout of 67.13 per cent in the elections to the 243-member assembly in two phases on November 6 and 11. Counting of votes will begin at 8 am, and the trends and results are likely to start trickling in by 9 am. A total of 46 counting centres have been enumerated by the Election Commission across 38 districts in the state. A total of 7.45 crore voters were eligible to decide the electoral fate of 2,616 candidates. According to a statement issued by the EC on Wednesday, EVMs and VVPATs used in the elections have been sealed inside the strong rooms under a double-lock system. Under the presence of central observers and agents deputed by candidates, the entire process will be videographed, the statement said. Two-tier security has been ensured at the counting centres. While the inner tier has been assigned to central armed paramilitary forces (CAPFs), state police have been deployed at the outer rung. Also, 24/7 CCTV surveillance and other security provisions have been put in place, the statement said. A control room has been set up within every strong room campus, which will be staffed with senior district officials. All district election officers and returning officers of the assembly constituencies concerned have been directed to frequently inspect the strong rooms. Exit polls have been nearly unanimous in predicting a clean sweep for the NDA , of which the JD(U) is a part, much to the annoyance of the opposition INDIA bloc. Tejashwi Yadav, the young RJD leader whom the opposition coalition has named its chief ministerial candidate, rubbished these predictions and claimed Mahagathbandhan would form the government with a thumping majority. The NDA in Bihar comprises five parties, though a bulk of seats, in the 243-strong assembly, were contested by JD(U) and BJP, both of which fielded candidates in 101 constituencies each. Reacting to higher Muslim voter turnout, Jamiat Ulema-e-Hind Bihar secretary Dr Anwarul Huda said that Muslims got further disenchanted with Nitish after his stand on the Waqf Amendment Bill and also on other issues related to Muslims, including non-appointment of Urdu teachers in government schools. PATNA: The enthusiasm of Bihars voters touched a new high on Tuesday as the state recorded its highest-ever voter turnout of 68.79% in the second and final phase of the Assembly elections. The second phase, however, saw even greater participation, pushing the overall turnout across both phases to 66.9%nearly 10% higher than in the last Assembly polls. More than half of the electorate (2.28 crore) was aged 30-60. Only 7.69 lakh were in the 18-19 age group. Women turned out in large numbers once again. Voters in the Muslim-dominated Seemanchal region also participated actively, while Maoist-affected areas in Rohtas, Gaya, and Jamui reported heavy turnout without incident. Significantly, no polling station was relocated in any of the Naxal-hit districts. The high-stakes contest is mainly between the ruling BJPJD(U)-led NDA and the RJDCongress Mahagathbandhan, with Prashant Kishors Jan Suraaj Party seen as a potential spoiler. The AIMIM of Asaduddin Owaisi is also contesting several seats in Seemanchal. PATNA: The second phase of Bihar Assembly elections on November 11 is set to witness a tight contest in the Seemanchal region, where Dalits and Muslim voters hold significant influence. All attention is now focused on Prashant Kishors Jan Suraaj Party (JSP) and Hyderabad MP-led Asaduddin Owaisis All India Majlis-e-Ittehadul Muslimeen (AIMIM). While AIMIM hopes to repeat its 2020 performance of bagging five seats, JSP is attempting to open its account in the region. Owaisis focus is on Muslim dominated districts of Araria, Kishanganj, Katihar and Purnea where it won five out of the 24 seats in the 2020 Assembly election. AIMIM has fielded 15 candidatesfour each in Kishanganj and Purnea, five in Katihar and two in Araria. Out of the 24 seats in Seemanchal regionseven each are in Purnea and Katihar, six in Araria and four in Kishanganj. Though the main contest will be between BJP-JD(U)-led NDA and RJD-led Mahagathbandhan, the entry of JSP and AIMIM has made the fight triangular at some places. The Seemanchal region houses a Muslim population of about 47%. Muslims form close to 68% of Kishanganj, around 44-45% in Katihar and Araria and nearly 39% of the population in Purnea, respectively. While a huge chunk of voters were predominantly backers of RJD-led Mahagathbandhan for long, they have been seeking a new leadership before Owaisi made his entry. In 2020, Owaisis party won five seats, only to lose four of them to RJD within two years when his MLAs jumped the ship. At present, AIMIM has only one MLA in the 243-member Assembly. This time, AIMIM is attempting to channelise the anger of Muslim voters in its favour, apparently over issues like migration, unemployment and the Waqf Act. Notably, one-fourth of Bihars 2.31 crore Muslim population live in the Seemanchal region. The 24 constituencies of this regionabout 10% of the states total 243 seatswill go to the polls in the second phase. The grievance among Muslims in the region is that Mahagathbandhan chose Mukesh Sahaniwho represents Mallah communityaccounting for barely 2-3% of states population as its deputy chief ministerial face, instead of someone from the Muslim community, which makes about 17% of the population. Seemanchal is also important for RJD-Congress alliance which is eyeing the Muslim and Yadav votes. AIMIM is accused of playing vote-splitting among Muslim electorate. This split could benefit JD(U)-BJP. My experience shows that Muslims of Seemanchal region vote wisely. They will vote for AIMIM in the case they see a close fight with JD(U) or RJD candidates, said an analyst. Owaisi is in alliance with Azad Samaj Party (Kanshi Ram) and his Janata Party. JSP has posed a challenge to AIMIM by fielding Muslim candidates in the region. Development, education and good governance, are the major poll plank of JSP in this election. The village chaupal organised by the party ahead of election also became a talking point. In the 2020 Assembly elections, the CPI-ML contested 19 seats and won 12. Though it contested the previous Assembly elections as part of Mahagathbandhan, it did not join the alliance government in 2022. The party extended its outside support to the government, which lasted only for about 17 months. Bhattacharya claimed that the ruling National Democratic Alliance (NDA)s count would fall below 100 as there was strong anti-incumbency that reflected in the highest ever voter turnout in the first phase of election on November 6. He said that the high turnout showed anti-incumbency among voters against the ruling dispensation, adding I am of the view that NDA will be reduced to below 100 seats and INDIA bloc will bag between 140 and 150 seats. The CPI-ML leader also expressed his displeasure over PM Narendra Modis using words like katta during election campaign, calling it the language of underworld. This is highly objectionable for people of his stature to use such words in his speeches, he added. Slamming the NDA leaders for calling Tejashwis government jobs promise as Mungerilal Ke Haseen Sapne, the leader said that the new government would fulfil all its poll promises as it was included in the manifesto after much deliberations with experts and people in know of things. The CPI-ML leader said that the NDA leaders were mocking one government job per household as they did not want to provide jobs to youths, he told the media, adding that the voters will teach NDA a lesson.

On allegations of deployment of forces and observers in poll-bound state, particularly belonging to BJP-ruled states, the EC said that nearly 80% of the police forces are drawn from the Central Armed Police Forces (CAPFs). A senior official of the poll body said, Only about 20% of the police forces are deployed from the State Armed Police forces, which are drawn proportionately from different states as per availability.
