Vizags fight against rising homeless population
Visakhapatnam is witnessing a rise in homeless population, with its limited number of night shelters bursting at the seams. With just 350 beds across all the eight shelters, far from the Supreme Court mandated number, and few government-run old age homes, the city is struggling to sustain its fight against the crisis, writes Harish Gilai

Bihar bride hires contract killers to allegedly murder husband 45 days after wedding
PATNA: In a case bearing a striking resemblance to the Meghalaya honeymoon murder, a 25-year-old man was allegedly killed by his wife just 45 days after their marriage in Bihars Aurangabad district. Shockingly, this is the second such incident reported from Aurangabad in the past two weeks. The woman identified as Gunja Devi allegedly conspired with her uncle-turned-lover, Jeevan Singh, with whom she had a premarital relationship, to hire contract killers and eliminate her husband, Priyanshu. Gunja, who is in her 20s, and two contract killers have so far been arrested in connection with the murder of Priyanshu on 25 June. However, the main conspirator, Jeevan Singh, remains absconding. Raids are underway to apprehend him and others involved in the crime. The murder took place when Priyanshu was returning home on a motorbike from Nabinagar railway station. Superintendent of Police (SP), Aurangabad, Ambarish Rahul said on Thursday that Gunja had been in a relationship with her uncle, Jeevan Singh, before her marriage one and a half months ago. She was married to Priyanshu, a resident of Barwan village under Nabinagar police station limits, against her wishes. On June 25, when Priyanshu was returning home after meeting his sister from Nabinagar railway station on a motorbike, shooters hired by Gunja and her lover Jeevan Singh shot him dead. Two assailants were suspected to be involved in the crime, the SP said. According to police, Priyanshu had asked his wife to send someone to Nabinagar railway station to pick him up after alighting from a train. Two shooters were sent to receive him, and he was shot on the way home. The SP said a Special Investigation Team (SIT) was constituted to probe the murder case. Gunja attempted to flee from her in-laws house after police began questioning family members. Gunja came under police scanner after she gave conflicting statements, he added. During scrutiny of the call detail records (CDR) of Gunjas mobile phone, police found frequent calls made to Jeevan Singh. Call details of the mobile phone showed that she was in constant touch with her uncle-turned-lover, the SP revealed. The scrutiny of Jeevan Singhs mobile phone CDR also showed he was in constant contact with the shooters. We suspected involvement of the deceaseds wife and her lover. Further investigation revealed their involvement in the crime, the SP told the media. Recently, another newly-wed woman, identified as Puja, conspired with her lover Kamlesh Yadav to kill her husband, Bikku, under the Nabinagar police station limits in Aurangabad district. Bikku was run over by an SUV driven by Kamlesh on 21 June. The Meghalaya honeymoon case pertains to the sensational killing of Raja Suryavanshi by his newly-wed wife, Sonam, and her lover, Raj Kushwaha, during the couples honeymoon in May this year. Sonam had also enlisted the help of three other men to murder her husband. Police have arrested all the accused in the Meghalaya murder case.

In Bihar's Aurangabad, a 45-day-old marriage ended tragically with the murder of Priyanshu Kumar Singh, allegedly orchestrated by his wife, Gunja Singh. Motivated by a desire to continue her long-term affair with her maternal uncle, Gunja conspired to eliminate her husband, drawing inspiration from the Meghalaya honeymoon murder case.

PATNA: Rashtriya Janata Dal (RJD) leader and former Bihar Deputy Chief Minister Tejashwi Prasad Yadav on July 2 claimed that the BJP is hatching a conspiracy to implement Presidents rule in Bihar after assembly elections due later this year. Elaborating it further, the RJD leader said that the BJP intended to form its own government after the Bihar assembly election. He, however, said that the situation was bound to change after the elections, and contended that the Union Home Minister would keep JD (U) leader Nitish Kumar as Chief Minister only until the assembly elections. Close watchers of the State's situation hold a view that the BJP will impose President`s rule. A deep conspiracy is seemingly unfolding in Bihar as Prime Minister Narendra Modi is planning to impose the President`s rule in Bihar to take control of the State, he claimed. EC confused over special intensive revision of electoral rolls, says RJD leader Tejashwi Yadav Tejashwi said the Defence Minister Rajnath Singh attended an event in Patna on Wednesday and claimed that the NDA would form the next government for the third time, heaping praise on CM Nitish. BJP is the largest party, but they have no face, and Amit Shah has made it clear that they will keep them only until the elections, after which things will change. The BJP's dominance will soon end, he asserted. Leader of Opposition in the state assembly said that Bihar is the birthplace of democracy, and it will teach the BJP-RSS a lesson in the forthcoming elections. RJD leader also took a potshot at the Election Commission over electoral roll revision, blaming the apex election body for taking away voting rights of the poor in the state. This is a significant issue as the rights of the poor and their voting rights are being taken away, he added. Everyone is exposed, and one wonders why the Election Commission is unwilling to meet Opposition leaders. It is supposed to be an independent body, but it appears to be heaping praises of the BJP and RSS, he said. He also described the Election Commission as a puppet in the hands of BJP-RSS.
Police baton charge BPSC aspirants in Patna as protests over domicile policy intensify
PATNA: Police resorted to baton charge to disperse a mob of Bihar Public Service Commission (BPSC) applicants in the state capital on Wednesday, who were demanding implementation of the state domicile policy in state government jobs. Police also detained six protestors, including two women, who were released later in the evening after furnishing personal bonds. The protestors were demanding implementation of the domicile policy in the teachers recruitment examination (TRE-4) conducted by BPSC. The situation took an ugly turn after protestors attempted to break the police cordon near Dak Bungalow intersection and proceed towards the Chief Ministers residence at 1 Anne Marg. Security personnel prevented them from proceeding towards the prohibited area. A minor scuffle between protestors and security personnel ensued as BPSC applicants were not in a mood to relent. Defying police action, protestors shouted anti-government slogans and demanded a ban on the entry of outsiders in examinations. As police used mild force, protestors dispersed from the spot. However, six of them were taken into custody and detained at Kotwali police station. They were released after furnishing personal bonds. Senior Superintendent of Police (SSP), Patna, Kartikeya Kumar Sharma said that police had made adequate bandobast (arrangements) in view of the protest march organised by BPSC applicants. He said the protest march passed off peacefully. The demand of BPSC aspirants has been backed by Opposition parties, including Rashtriya Janata Dal (RJD). RJD leader Tejashwi Prasad Yadav has repeatedly said that the domicile policy would be implemented if RJD was voted to power. RJDs major ally, Congress, also backed the demand of BPSC aspirants and had earlier held demonstrations in the state capital to extend its support to job aspirants. It is unjustified that youth from their own state are denied jobs in the absence of a domicile policy, a senior Congress leader said. Under the existing arrangements, people from outside Bihar may apply for jobs and sit in examinations conducted by BPSC. A large number of youths, both male and female, have been selected as teachers in government schools in Bihar due to the non-implementation of the domicile policy. Meanwhile, BPSC aspirants have threatened to intensify their agitation if their demand is not fulfilled. We have already made representations to the government on the issue. But there is no positive response from the state administration, rued a job aspirant who participated in Wednesdays protest march.

PATNA: Amid preparations for the upcoming Bihar assembly elections, senior BJP leader and Defence Minister Rajnath Singh said in Patna on Wednesday that Bihar Chief Minister and JD(U) supremo Nitish Kumar will be the chief ministerial candidate of the ruling NDA in Bihar, and the alliance will contest the election under his leadership. Addressing BJP workers at the state executive committee meeting, Singh said Bihar will progress under the joint leadership of Prime Minister Narendra Modi and Bihar CM Nitish Kumar. Bihar is safe under the leadership of Nitish Kumar, he said, adding that the NDA is committed to the states development. He also exuded confidence that the NDA will return to power again in the November 2025 assembly elections. Hitting out at the Opposition Congress and RJD, the Defence Minister said, Their (Opposition parties) only motive is to stay in power, whereas BJP remains inspired by the idea of nation-building. The objective of BJP is to ensure that every citizen of India leads a dignified life. For this purpose, PM Modi has taken several measures, he told the workers. He blamed the Congress-RJD alliance for pushing Bihar backward and ruining the future of its youths. He also held the Opposition alliance responsible for causing immense damage to womens dignity and for earning a bad name for the state due to lawlessness and poor governance during their regime. Its only PM Modi and Nitish Kumar, whose leadership will take Bihar forward, he asserted. Singh credited PM Modi for pushing policies that aim to develop every section of society and ensure that people lead their lives with dignity. Its because of these progressive policies that India has become the fourth largest economy in the world and is striving to reach the third position, he remarked, amid applause from the party workers. He said PM Modi has demonstrated through his leadership and skill over the past decade that India can progress under strong leadership. No one can stop the nation from moving forward if leadership is strong, policy is clear, and national interest is paramount. This sense should be instilled in the heart of every citizen of Bihar, he added. Singh further stated that it is because of this belief and dedication that the BJP has established itself as the largest political party in the world. In BJP, everyone works with the spirit of a worker, irrespective of their positions in the organisation. This is the foundation of the partys strength. As a result, BJP has become the largest political outfit in the entire world, he said. He claimed that BJP has fulfilled the promises made in its election manifesto. In the third term of PM Modi, four years are still left. This should also be taken into consideration, he said and expressed concern over the gap between statements and deeds of leaders of political parties (not BJP). The executive committee meeting assumed significance in the wake of forthcoming assembly elections. After Defence ministers visit, Rajasthan chief minister Bhajan Lal Sharma is expected to visit the state on July 6.

Modi-Nitish posters a show of Bihar solidarity
PATNA: The poster campaign has kicked off in Bihar. The first round of colourful posters featuring Prime Minister Narendra Modi alongside Bihar Chief Minister Nitish Kumar surfaced outside the JD(U) headquarters in Patna on Tuesday, portraying developmental milestones achieved under their leadership. This is probably the first time since Modi became Prime Minister in 2014 that such posters have appeared on the outer and inner walls of the JD(U) headquarters on Birchand Patel Marg. They are said to be sending a strong political message ahead of the 2025 Assembly elections. The messaging underlines the revival of the double engine government narrative, presenting the duo as catalysts for Bihars growth. They attribute the states growth across all sectors to the NDA governments in state and Centre. Incidentally, the posters have come up when the BJPs top brass, including Prime Minister Modi and Union Home Minister Amit Shah, are yet to unequivocally endorse Nitish as the ruling NDAs chief ministerial candidate. Insiders, however, insist there is no doubt that the alliance will contest the polls under the leadership of the JD(U) supremo. In the 2024 Lok Sabha election, Modis picture was missing from JD(U)s posters. At that time, it was seen as part of the partys strategy to bolster Nitishs strong leadership image. The presence of Modi in the current poll is said to convey a special political meaning that there is complete coordination between Nitish Kumar and his old ally, the BJP. Both Modi and Nitish are showing exemplary bonhomie during public functions, and also heaping praises on each other, sending a strong signal to the people as well as the rank and file of both parties that the alliance is intact. Senior JD (U) leader and minister Vijay Kumar Choudhary stated that the NDA is fully united, which is causing the opposition much discomfort. The picture of Narendra Modi and Nitish Kumar in a single frame can be found everywhere, as both reside in the hearts of the people, he mused. The posters also convey a silent message to RJD leader Tejashwi Yadav, who alleges that Nitish will be sidelined in the NDA after the Assembly polls. Battle of narrative rages ahead of polls In the 2024 Lok Sabha election, Modis picture was missing from JD(U)s posters, seen as part of partys strategy to bolster Nitishs strong leadership image. However, this time around, both Modi and Nitish are showing exemplary bonhomie during public functions, and also heaping praises on each other, signalling that the alliance is intact.

EC confused over special intensive revision of electoral rolls, says RJD leader Tejashwi Yadav
PATNA: Rashtriya Janata Dal (RJD) leader Tejashwi Prasad Yadav alleged that the Election Commission (EC) was 'confused' as it was constantly changing its orders regarding time, date and revision of electoral rolls ahead of Bihar assembly elections due in October-November. New orders are being issued every week, which makes people suspect whether the entire strategy has been shared with any political party, he said. RJD leader also claimed that 11 documents that had been sought were not with the people of Bihar, and the arguments given reflected 'indifference'. He also claimed that questions had been raised over the reason for changing the voter list just two months ago. He also asked why the revision was not being done in the entire country and why the entire process was not started two years ago. Election Commission must justify need for Bihar voter roll revision Tejashwi highlighted that the process was not started even after the Lok Sabha elections. He asked if fake voters have come, why the process of special intensive revision of the electoral roll was not taken up earlier. BLO has been instructed to visit the voter's address three times, and the voter will have to be physically present, he claimed, asking how those who migrated to earn a living or to work as labourers would come during the elections. How will they suddenly come for identification? Three crore people migrate and go out to work as labourers and the names of all such people will be deleted from the voter list, most of whom are Dalits, tribals and backward class people, he added. Former deputy chief minister said, It is surprising that the Election Commission does not have time to listen to us. For this, it should have first talked to all the parties. When the electoral roll is revised every year, how did fake voters come? In the Lok Sabha elections, these voters made Narendra Modi the Prime Minister. How did all these voters become fake today? he asked. Meanwhile, CPI-ML (Liberation) general secretary Dipankar Bhattacharya sought withdrawal of SIR of the electoral rolls in the State. He said that the decision is arbitrary and utterly ill-planned. The Left party further urged the Election Commission of India (ECI) to conduct the polls on the basis of normal updating of the electoral roll as has been done in every election over the last two decades. The focus must be on facilitating electors in the exercise of their franchise and not creating difficulties and excluding electors from the election process. The more the ECI seeks to provide clarification about the Special Intensive Revision of the Electoral Roll in Bihar, the more confusing and misleading it gets, he said.

Citizens should have their votes only in constituencies they are ordinary residents: CEC Kumar
NEW DELHI: Clarifying further amid the raging uproar over the Special Intensive Revision (SIR) of the electoral rolls ahead of upcoming Bihar assembly elections, Chief Election Commissioner (CEC) Gyanesh Kumar on Tuesday said eligible citizens should register themselves as voters only in constituencies of which they are ordinary residents and not the place where they own a house. Addressing a group of booth-level officers here, the CEC said, As per the Representation of the People Act, you are entitled to vote only in the assembly constituency where you are an ordinary resident. For example, if you ordinarily reside in Delhi but own a house in Patna, your vote should be registered in Delhi, not in Patna. Kumars remarks assumed greater significance in view of the poll panels exercise of SIR of electoral roll in Bihar, which is set to go for assembly election later this year. According to Election Commission officials, the key objective of the SIR drive is to identify such people, who have, knowingly or unknowingly, managed to retain multiple voter cards for different constituencies. There are many, who are ordinary residents of one place and have got their voter card from their current location and retained their earlier card from their past places before migration, which, the officials pointed out, is a criminal offence. The opposition parties, both in Bihar and elsewhere, are criticising the SIR exercise saying this could deprive genuine voters of their right and benefit the ruling dispensation in the state. The electoral rolls were prepared afresh through various intensive revisions, either across the country or in parts, nine times in the 52-year period from 1952 to 2004 - once nearly every six years on average, the officials said, adding that this time the exercise is taking place after 22 years. The Commission will carry out an intensive review of electoral rolls this year in six states, beginning with Bihar, to weed out foreign illegal migrants by checking their place of birth. Bihar is going to the polls later this year, while assembly elections in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal are scheduled in 2026. The move, which would be later expanded to other states, assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar. The poll panel officials argued that the issue of many persons enrolling in different places by giving different unmatching details to procure more than one electoral photo identity card (EPIC) would be resolved through the SIR.
