PATNA: Bihar chief minister Nitish Kumar chaired a high-level meeting regarding flooding in 10 districts of the state, where most of the rivers were flowing above the danger mark. Around 25 lakh people have been affected by the deluge. CM Nitish directed the officials concerned to remain alert and make necessary arrangements for the flood victims. Bhojpur, Patna, Vaishali, Saran, Begusarai, Lakhisarai, Munger, Khagaria, Bhagalpur and Katihar are among the worst-affected districts. During the meeting, CM was briefed by officials about the steps taken by the district administration. The officials informed the CM that 16 teams of NDRF and SDRF have been pressed into service to rescue people from flood-affected areas and shift them to safer places. The officials told the CM that the situation worsened in some districts due to torrential rains during the past 24 hours. While some rivers were in spate, incessant rains added to the woes of the people. Over 1,200 country boats have been engaged in rescue work. According to a statement issued by the Chief Minister's Office (CMO), the CM directed the district magistrates of flood-affected areas to prepare a list of flood-affected people and provide them with relief assistance at the earliest. However, no deaths have been reported in any district, the release claimed. CM was expected to conduct an aerial survey of flood-hit districts, but it was deferred due to some unavoidable reasons. CM directed the officials to ensure payment to farmers against loss of standing crops due to floods. Rivers such as Ganga, Bagmati, Kosi, Punpun and Ghaghra are flowing above danger level at several places. Heavy downpour in the catchment areas of Nepal has led to a rise in the water level of these rivers, officials told the CM at the review meeting. The officials of the rural works department and road construction department were directed to ensure the repair of damaged roads in flood-hit districts.

PATNA: RJD leader Tejashwi Yadav on Tuesday charged the Election Commission with trying to fix upcoming Bihar assembly polls in favour of the ruling BJP at the Centre which, he claimed, found the CBI, ED and Income Tax department ineffective against the saffron party's political opponents. Yadav went hammer and tongs at the EC at a press conference here, alleging that the poll panel is providing more than one voter ID card to many BJP voters. The leader of the opposition said the option of boycotting the assembly elections, due later this year, is open in view of the poll panel being allegedly hell bent upon treachery. The EC is unabashedly trying to fix the assembly polls in favour of the BJP. The constitutional body seems to have replaced agencies like CBI, ED and Income Tax department, which have proven to be ineffective in the game of cornering those opposed to the party that rules the Centre, Yadav alleged. INDIA bloc leaders have been alleging that the BJP-led central government uses agencies such as CBI and Enforcement Directorate (ED) to intimidate opposition functionaries. He claimed that as part of the game, the EC is providing more than one voter ID card to many BJP voters. Last year, I had exposed the case of Deputy CM Vijay Kumar Sinha. Today, I wish to bring to light the instance of Muzaffarpur Mayor Nirmala Devi, who may well be the BJP candidate in the upcoming polls. Both she and her husbands younger brother, in addition to another relative, have two voter ID cards each, Yadav said. They must have also filled up as many enumeration forms, and officials involved in the special intensive revision (SIR) of electoral rolls chose to look the other way, he alleged. Shortly afterwards, the district administration of Muzaffarpur served a notice to Nirmala Devi and her two relatives for allegedly possessing two voter ID cards, and asked them to reply to it by August 16. Sinha, who claims to have applied last year to delete his name from the voters list in one of the two places, had been served with a notice last week. Tejashwi Yadav should first come clean on the two EPIC cards that he possesses. He is levelling baseless charges against me. I am mooting legal action, the BJP leader said. At the press conference, Yadav expressed bewilderment over the EC never talking to the press despite so much controversy. Democracy seems to be seriously imperilled in this country. The Prime Minister never talks to the press, nor does the chief minister of Bihar. Now, the Election Commission seems to be following their example, he said. The EC only comes up with inane press statements and falsely claims that no political party has filed any objection, even though the RJD's booth-level agents have been doing so in every assembly segment, Yadav asserted. This begs the question, are you even talking to us? said the RJD leader, whose party colleague Manoj Kumar Jha happens to be one of the petitioners who have challenged the SIR in the state. The former Deputy CM said, The Election Commission stands exposed before the top court where several persons turned up, after having been declared as dead in the SIR, leading to deletion of their names in the draft electoral rolls. The RJD leader, who is the INDIA blocs de facto chief ministerial candidate, alleged that this is not the first time that votes were stolen by the EC. The game was played in the 2020 assembly polls as well. Our vote tally for all 243 assembly segments was just about 12,000 less than that of the NDA, and this left us short of a majority by a dozen seats, he said. Replying to a query, the RJD leader said he would be joining Congress leader Rahul Gandhi for the 'Matdata Adhikar (voters right) yatra' beginning in Rohtas district on August 17. As stated earlier, we shall also be keeping the option open to boycott the polls if the EC remains hell-bent upon treachery, Yadav said. Yadav also took exception to Bhikhubhai Dalsania, the BJPs state general secretary (organisation), getting registered as a voter in Bihar despite hailing from Gujarat. The RJD leader was lambasted by Nityanand Rai, a former state BJP president who is now the Union Minister of State for Home. The stupidity of Tejashwi Yadav makes me laugh. He seems to be rattled by the fact that the Supreme Court has upheld the validity of SIR, throwing his objections out of the window, Rai said. As far as Bhikhubhai Dalsania is concerned, he is an RSS pracharak who has devoted his life to serving the nation, he said. A dynast like Tejashwi Yadav can never appreciate the likes of Bhikhubhai, who did not care to set up their own family. PATNA: Minta Devi, a resident of Bihars Siwan district, was thrilled to receive her Elector Photo Identity Card (EPIC) last month, allowing her to vote for the first time. However, her excitement turned to dismay when she noticed her voter ID listed her birth year as 1900making her 125 years oldinstead of the correct 1990 as per her Aadhaar card. The discrepancy came to light after Opposition leaders, including Congress Priyanka Gandhi Vadra, highlighted the case during protests against Bihars electoral roll revision. Some even wore T-shirts featuring Mintas photo with the slogan At 124 and not out. Minta, who had applied for the voter card online in April, blamed a technical glitch for the error. I had applied for my voter card through the online system in April with all the required information, she told this reporter over the phone on Tuesday. She, however, hastened to add that it was not her fault that her EPIC card listed her wrong date of birth. My date of birth has been mentioned incorrectly in the voter card due to a technical glitch, but it should be rectified immediately, she said, adding that only then would she be eligible to exercise her franchise for the first time. Her husband Dhananjay Kumar Singh, an auto-rickshaw driver by profession, revealed that her wife had applied for a new voter card from her in-laws address at Arjanipur, Siswa Khurd village under Darauda Assembly constituency in Siwan district. Mintas name was earlier listed in the voter card at her parents house near Chhapra in Saran district, but she had never voted there. She was very much excited after receiving the EPIC number at her in-laws address. But she became sad after she came to know about a technical error in her EPIC, Dhananjay remarked. Minta is enjoying a good laugh over the goof-up. However, the Siwan district administration has issued a statement, claiming that the would-be voter of the Daraunda Assembly segment has been contacted and remedial steps were taken well before the anomaly made headlines. The Booth Level Officer (BLO) of polling booth number 94 contacted Minta and initiated a correction process. The district administration assured her that the error would be rectified soon. The BLO received the form for correction in her date of birth. The error will be rectified within the stipulated time, a press note issued by Sohail Ahmed, deputy election officer of Siwan, said. According to a statement issued by the collectorate of Siwan, An application was obtained from Minta Devi on August 10 for rectifying the error, to which her attention was drawn by the BLO. Meanwhile, in Bhagalpur, another case surfaced where a woman, Asha Devi, a resident of Feku Tola village under Pirpaithy assembly constituency, was officially listed as 120 years old in her EPIC. Tiger kills farmer, injures forest guard in Bihar's Champaran

PATNA: An elderly man was killed and a forest guard was injured by a tiger before it was rescued by a forest department team in Bihars West Champaran district, officials said on Tuesday. The incident took place near Ghogha Ghat Khairahi village outside Valmikinagar Tiger Reserve (VTR) when a farmer identified as Mathura Mahto (67) was working in his field on Monday. Other farmers found Mahto missing when they noticed tiger pugmarks leading to the sugarcane field. They immediately alerted the forest department officials and patrolling guards who rushed to the spot and started searching for the missing man. The forest department team soon found the deceaseds body in a sugarcane field. However, search operation was hampered due to darkness, and it resumed around 7.30 am on Tuesday. The tiger, which was hiding in the sugarcane field, attacked one of the guards, causing serious injuries. He was rushed to a nearby hospital for treatment where his condition is stated to be stable. The big cat was spotted near a forest and was subsequently neutralised. We have rescued the tiger, and it is under observation of a team of veterinary doctors, Dr. Neshamani K, VTR forest conservator-cum-field director, said. The tiger, considered to be old and anaemic, is believed to have entered Indian territory from Nepals Madi forest. Veterinary checks suggested that the big cat was unable to find wild prey due to his age and weaknesses, forcing it into human settlements. Dr. Neshamani said that the big cat was about 12-years-old and weak. Efforts are on to rehabilitate the tiger at Sanjay Gandhi Botanical Garden in Patna, he added. Authoritative sources said that VTR has registered an increase of 75 per cent in its population. At present, 54 tigers are residing at VTR. Located in the Bagaha subdivision of West Champaran district, the VTR is known for its rich biodiversity. It serves as a natural habitat for iconic species such as tigers, leopards, deer, blackbucks, and many others.

PATNA: After Dog Babu, Sonalika Tractor and Donald Trump, yet another case of fake application has emerged in Bihar. This time, the application seeks a residential certificate for a cat. The Rohtas district administration has received a request from an applicant named Cat Kumar, listing Catty Boss as the father and Catiya Devi as the mother. District Magistrate (DM), Rohtas, Udita Singh ordered an investigation soon after the matter came to her notice. I have already asked the revenue officer of Nasariganj to register an FIR against unknown persons and initiate investigation, the DM said on Monday. She confirmed that an FIR has been registered at Nasariganj police station against unknown persons under relevant sections of Bharatiya Nyaya Sanhita (BNS). I assure you that action would be taken against the applicant as per law, she asserted. DM Singh said that though application with photo of a canine was submitted on July 29, it the authority concerned noticed it only on August 10. On Singhs directive, Nasariganj police registered a case under sections 132, 61 (B), 318 (4) of BNS. Rahul Kumar, a sub-inspector of police, said that investigation has been launched to ascertain how the system accepted the application and who was responsible. Revenue Officer, Nasariganj, Kaushal Patel said that the application for residence certificate was received at RTPS office. He said that the case has been lodged against the applicant for obstructing government work, hatching a conspiracy and misusing technology. The bizarre incident comes just week after two similar hoax submissionsone in Patna from an applicant named Dog Babu and another in East Champaran from Sonalika Tractor. A similar application was submitted in Samastipur where applicant named Donald Trump had applied for a residence certificate. Under the Bihar Right to Public Service (RTPS) Act, residents can apply online for official documents, which are then verified by designated officers before being issued to the applicants. However, government officials noticed a surge in such applications after Special Intensive Revision of electoral rolls started in the state. Residence certificate is among the 11 forms of identification accepted by the Election Commission for voters revision. Meanwhile, district authorities have urged people not to misuse online system. The government has taken a strong exception to such applications and directed the district officials to take stern action against the accused, a senior officer posted in general administration department said. Dispose all pending cases against MPs, MLAs: Bihar DGP instructs subordinates ahead of polls

PATNA: Bihar lawmakers with criminal antecedents have a tough time ahead as Director General of Police (DGP) Vinay Kumar has directed all Superintendents of Police (SPs) to ensure timely investigation into the cases against MPs/MLAs and submission of chargesheets. Kumar has also asked SPs to initiate departmental proceedings against investigating officers who have been found lax in investigation of such cases. Delay in investigation lead to piling of pending cases, he said, adding that special MP/MLA courts have been set up for speedy trial of such cases. DGP has directed IGs and DIGs of all ranges to monitor investigation into such cases on a regular basis and send details of disposal of cases from districts under their jurisdiction to the police headquarters. Lapses on the part of investigating officers will not be tolerated, an ADG rank officer said. According to a report of Association for Democratic Reforms (ADR), about 45 per cent of MLAs in Bihar have criminal records or criminal cases registered against them. Some of these cases were of serious nature, including murder, attempt to murder, kidnaping and crime against women. Similarly, 38 per cent MPs from the state have criminal cases pending against them. However, majority of the cases were registered against the lawmakers for defying prohibitionary orders, obstructions in government work, rioting and causing damages to nations property during protests. In addition, cases related to corruption, forgery and violation of model code of conduct during elections were pending against them in special MP/MLA courts. Reports suggested that Patna, Muzaffarpur, Darbhanga, Bhagalpur and Purnea have the highest number of cases against MPs/MLAs. The Patna high court has also directed special MP/MLA courts across the state to expedite cases pending against lawmakers. In fact, we want such cases to be disposed of before forthcoming assembly elections in the state, a senior police officer remarked.

PATNA: CPI(ML) Liberation general secretary Dipankar Bhattacharya on Sunday announced that his party will hold a country-wide agitation on Independence Day to protest against alleged discrepancies in the special intensive revision (SIR) of the electoral rolls in Bihar. Addressing a press conference here, Bhattacharya accused the Election Commission of India (ECI) of becoming a 'hurdle' in the functioning of the democratic machinery, and said 'Kendriya Chunav Aayog' now deserves to be called 'Kendriya Chunauti Aayog'. To highlight the challenges we are facing because of the attitude of the election commission, our party will hold a country-wide 'Save Constitution and Save Democracy' agitation on August 15, Bhattacharya said. If 2024 was about selective 'vote chori' (vote theft), what we are now witnessing in Bihar is perhaps nothing short of daylight robbery. The Supreme Court's advice about the inclusion of documents and disclosure of data has been stubbornly rejected by the EC while preparing draft electoral rolls in Bihar, he alleged. He said all constituents of the INDIA bloc will also launch 'Voter Adhikar Yatra' in Bihar from August 17 to August 31 against the SIR exercise. PATNA: In a significant move ahead of assembly elections, Bihar government has upgraded security cover for six high-profile leaders, including Deputy Chief Minister Samrat Choudhary and Leader of Opposition in state assembly Tejashwi Prasad Yadav. The security cover for six leadersSamrat Choudhary, Tejashwi Prasad Yadav, Rajesh Ranjan alias Pappu Yadav, Pradeep Singh, Gyanendra Singh Gyanu and Neereaj Kumarwas upgraded on the recommendation of state security council. According to a notification issued by home (special) department, Samrat Choudhary will be protected under advanced security Liaison protocol, enhancing his Z-plus security cover. RJD leader Tejashwi Prasad Yadavs security has been elevated to Z category status. Former Chief Minister and Leader of Opposition in state legislative council Rabri Devi had expressed her concern about her son and former deputy Chief Minister Tejashwi Prasad Yadavs security during the recently conclude Monsoon session of legislature. She had alleged that Tejashwi apprehended threat to his life and also accused his political opponent (BJP leaders) of hatching a conspiracy to kill him. She had told the legislative council that three abortive attempts were earlier made on the life of Tejashwi. Tejashwis security was reviewed after Rabri Devis remarks in the legislative council. Sources in state home department said that the security of these leaders has been enhanced in the wake of forthcoming assembly elections. These leaders will participate in public meetings of their respective parties. Last year, security cover of four NDA leaders, including state assembly Speaker Nand Kishor Yadav was upgraded. Apart from Yadav, PHED minister Neeraj Singh Babloo was provided Y-plus security cover. JD(U) MLC Sanjay Singhs security cover was also upgraded. The security of Rajya Sabha member and JD(U) working president Sanjay Kumar Jha was also upgraded in 2024.
