PATNA: The weavers of Bhagalpur in Bihar are on cloud nine after receiving contract orders of saffron-coloured gamcha (towel), sarees, shirts, and other pieces of silk clothing for the Maha Kumbh Mela starting January 13 at Prayag Raj in neighbouring Uttar Pradesh. Around 200 weavers of Bihars Silk City are working overtime to meet the deadline. A senior functionary of the Bhagalpur Weavers Association said the weavers have received contract orders worth Rs 5 crore. The demand may go up in the days to come. Orders have been placed for saffron-coloured towels, sarees, shirts and bandis in bulk. We are working overtime to meet the deadline, said Mohammad Tariq, a weaver of Champanagar. He said the cloth merchants of Prayag Raj have given the weavers a 15-day deadline for the supply of 15,000 sarees, 10,000 shirts, and 1,000 bandis made of matka silk. We are more than happy with these orders, revealed Tariq, who has been in the business for over 15 years. Patna Diary | Right time to take right turn: Lalu
RJD chief Lalu Prasad Yadav has often courted controversy with his statements; his latest poster is no exception. While inviting Nitish to rejoin the Mahagathabandhan, Lalu targeted him in a poster. He suggested that now is the right time to take the right turn, implying that Tejashwis leadership could lead to benefits such as the Mai, Behan Maan Yojana, free electricity for up to 200 units, and job opportunities. He warned that on the Nitish Path, there would only be unemployment, crumbling infrastructure, and rising crime. Lalu had invited Nitish to return to the alliance camp, but Nitish declined. Tejashwi accuses retired babu of tax collection According to Tejashwi Yadav, Bihar is currently grappling with the DK Tax syndrome. The LoP in the state assembly sharpened his criticism of CM Nitish Kumar, alleging that a retired bureaucrat is effectively running the government and collecting funds, dubbed DK Tax, from officials in exchange for favourable postings. Tejashwi claimed that many competent officers have been sidelined due to their failure to pay this tax. Since 2018, the powers of the chief secretary and the DGP have also been diminished. Yadav argues that a group of retired bureaucrats is making key decisions. Darbhanga airport to go international Among positive developments, the state cabinet led by CM Nitish Kumar, has approved a proposal to acquire an additional 89.75 acres of land for the expansion and development of Darbhanga Airport into an international facility. Additionally, the cabinet has authorized the acquisition of 139 acres of land valued at `207 crore for the expansion of Raxaul Airport, which is located near the Indo-Nepal border in East Champaran district. Alongside Patna, Gaya is another international airport in the state. Furthermore, ongoing efforts are being made to develop and upgrade other airports, including those in Purnea, Bhagalpur, and Muzaffarpur. Alarmed over abysmal sex ratio at birth, Bihar to strictly implement law to check female foeticide
Patna: The Bihar government is alarmed over the state's abysmal sex ratio at birth (SRB) which has been flagged in the latest report of the Centre, and decided to strictly implement measures for checking female foeticide, according to a senior minister. The SRB - the number of female births per 1000 male births - has been declining in the state, according to the Health Management Information System (HMIS) report of the Ministry of Health for 2023-24. The report kept Bihar among the worst-performing states, with an SRB of 882. While the sex ratio at birth was 894 in 2022-23, it was 914 in in 2021-22. The declining sex ratio in the state is a matter of serious concern. The state government has initiated a range of welfare measures to improve the gender disparity in the state, Bihar Health Minister Mangal Pandey told PTI. The state's Mukhyamantri Kanya Utthan Yojna covers the period of a girl's life from birth to graduation. The objective of this scheme is to promote the birth of girl child, prevent female foeticide and gender imbalance, Pandey said. Female foeticide is also a moral and social issue. We appeal to people to save the girl child. The NDA government under the leadership of Prime Minister Narendra Modi and Chief Minister Nitish Kumar is trying to bring about a shift in the way our society looks at the girl child, he said. The Beti Bachao Beti Padhao (BBBP) scheme was launched by the PM in 2015 to address the declining Child Sex Ratio (CSR) and related issues of women empowerment over a life-cycle continuum, the minister said. An emphasis on mindset change through training, sensitization, awareness raising and community mobilization is on the ground, said the minister adding the Bihar government will further intensify its campaign to check the declining trend of sex ratio at birth in the state. As per the HMIS report, Vaishali is the worst-performing district where the SRB is below 800 in 2023-24, followed by Bhojpur (801), Saran (805), Gopalganj (837), Arwal (844), Jamui (845), Jehanabad (852), Nawada (858), Patna and Sheohar (862 each), West Champaran (864) etch. In 2022-23 also, the SRB was low in these districts -- Vaishali (819), Bhojpur (811), Saran (821), Gopalganj (848), Arwal (884), Jamui (884), Jehanabad (859), Nawada (896), Patna (889), Sheohar (884) and West Champaran (875). Chief Secretary Amrit Lal Meena recently held a meeting of the departments concerned over the issue and instructed senior officials and district administrations across the state to ensure that 'Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994' is enforced strictly. Meena also directed the officials to ensure that several other initiatives taken by the government to check gender disparity, including creating awareness among the masses, are enforced effectively. The meeting was attended by officials of the state Social Welfare Department too. Talking to PTI, Harjot Kaur Bamhrah, Additional Chief Secretary of the Social Welfare Department and Chairman-cum-Managing Director of Women & Child Development Corporation, said, A letter has already been sent to all DMs across the state to ensure strict enforcement of the PC-PNDT Act in their respective areas and effective implementation of the schemes meant to check gender disparity and empower women in the state. This includes intensifying awareness campaigns in the state. The PC-PNDT Act was enacted with the intent to prohibit prenatal diagnostic techniques for the determination of the sex of the fetus leading to female feticide, she added. Districts have been asked to organise awareness campaigns at the mass level to save the girl child. People should celebrate the birth of the girl child. We should be equally proud of our daughters, said Bamhrah. On the fall of the sex ratio in Vaishali, District Magistrate Yashpal Meena told PTI: It is true that Vaishali has reported a drastic decline in the sex ratio. The district administration has intensified its campaign to ensure all initiatives taken by the government are implemented effectively, including the Beti Bachao Beti Padhao programme. The PC-PNDT Act is already being enforced in the district effectively. Bhojpur is another district where SRB has drastically declined. Bhojpur DM Tanai Sultania told PTI: We are taking all effective measures to improve the SRB in the district. We are also analysing the HMIS report to ensure that all pockets are covered in the district. The administration is also organising an awareness campaign at a massive level to ensure that SRB increases. Despite the overall decline in SRB, there are certain districts in the state that have shown an increase in the figures. These districts include Siwan (from 857 in 2022-23 to 881 in 2023-24), Sheikhpura (from 880 to 892 in 2023-24), Banka (from 898 to 909), Bhagalpur (from 917 to 925 ) and Kishanganj (from 926 to 929 in 2023-24).

AAP MP Raghav Chadha proposes financial assistance to farmers for stubble management
CHANDIGARH: Rajya Sabha MP Raghav Chadha proposed a comprehensive initiative to support farmers in stubble management, requesting the central government to provide assistance of Rs 2,500 per acre to farmers. He added that sustainable solutions to stubble burning require robust financial and policy backing. While taking up this issue in the upper house of the parliament today, Chadha also pointed out that while farmers are unfairly blamed for contributing to air pollution in North India, the problem is fuelled by several factors across many states. He emphasised that this year, under AAPs leadership, Punjab saw a remarkable 70 per cent drop in stubble-burning incidents, proving that progress is possible with the right support. Chadha raised concern over prevailing pollution in North India and its impact in Rajya Sabha, stating that North India is currently covered in a thick blanket of smoke. He said, with every breath, we are unknowingly inhaling the equivalent of numerous cigarettes and bidis. Air pollution isnt just Delhis problem its a crisis affecting the entire region, spanning multiple states. Cities in the North such as Bhagalpur, Muzaffarnagar, Noida, Hapur, Bhiwani, Agra, Faridabad face way more pollution than Delhi. Yet, the blame is disproportionately placed on farmers. Today, I stand to raise my voice in their defence, he added. He further stated that an IIT study shows that while stubble burning is a cause of air pollution, it is not the only one. However, the entire blame is unfairly shifted onto farmers. Punjab reports 70 per cent reduction in stubble burning, highlights Ex-Situ management efforts Throughout the year, we call farmers our gods and anndata, but come November, we label them as criminals, demanding they be fined or jailed, he said. Chadha asserted, no farmer deliberately or willingly burns stubble. They do it out of sheer compulsion. This year, AAP ruled Punjab saw a reduction of more than 70 per cent in stubble-burning incidents. In contrast, states like Madhya Pradesh, Haryana, Uttar Pradesh, and Rajasthan reported an increase. He emphasised that Punjab took up paddy farming to feed the country when there was a shortage of food grains. However, this has come at a great cost to Punjab. He said, Our water table has dropped by 600 feet, our soil has degraded, and this is despite the fact that rice is not a staple food for Punjabis. He added that after harvesting paddy, farmers are left with stubble, which they have only 1012 days to clear before sowing the next crop. If they dont clear it in time, the yield of the next crop is adversely affected. This forces farmers to burn the stubble. SC raises concerns over Punjab, Haryanas inaction on stubble burning amid rising air pollution Chadha pointed out that solutions like Happy Seeders and Paddy Choppers come with a hefty price tag, requiring farmers to spend Rs 2,0003,000 per acre to operate them. For farmers already struggling to break even, such expenses are unaffordable, leaving them with no choice but to burn stubble. Tragically, the worst affected by this toxic air are the farmers themselves and their families, who are forced to breathe it. He proposed a solution stating, if we provide farmers in Punjab and Haryana Rs 2,500 per acre as immediate financial assistance to manage stubble, no farmer will burn it. Of this, Rs 2,000 should be contributed by the central government, and the state government will bear the remaining cost. This will offer a short-term solution to the stubble-burning issue. Chadha further stated, As for a long-term solution, we need to promote crop diversification, moving away from paddy to crops like cotton, maize, pulses, and oilseeds. While we talk a lot about AI (Artificial Intelligence), we also need to talk about AQI (Air Quality Index).

giriraj-singhs-hindu-swabhiman-yatra-raises-concerns-among-bjp-allies
Union Minister Giriraj Singhs Hindu Swabhiman Yatra, which passes through some of the minority-dominated districts of Bihar, has caused concerns among the BJP allies and the opposition parties, who have questioned the need for such a yatra. Singh, known as a vocal Hindutva leader, sparked off controversy when he announced his decision to undertake the yatra centred on uniting the Hindu community beyond caste differences. Singh, who started the yatra from Bhagalpur, which in the past had a chequered history of Hindu-Muslim riots, has been referring to the threats to the Hindus owing to the demographic change and attacks on religious processions of the majority community. I believe that the demography of the entire country has completely changed. It is under a well-thought-out strategy. This has happened due to vote traders. It is not only Sahebganj, Purnia, and Katihar. The demography of 400 districts has changed drastically, Giriraj Singh told a news agency. The BJP has distanced itself from the yatra, saying Giriraj Singh was doing it in his personal capacity, but leaders were free to join in their individual capacities. The first phase of the yatra started from Bhagalpur, will cover Katihar and Purnia Araria, and culminate in Kishanganj on October 22. The yatra is being held a year ahead of the scheduled assembly polls in Bihar. The BJP has not been able to overcome the caste divisions in the state as voters pick up candidates and parties based on caste lines. The resultant polarisation owing to the yatra may help create a sentiment in favour of the BJP. These minorities dominated districts bordering West Bengal. As the yatra is centred on the theme of demographic change, it finds resonance in Bengal and even in Jharkhand which is going to polls next month. The BJP has vociferously raised the issue of changing the demographic profile of the Jharkhand where tribals were now losing their edge owing to population imbalance. The BJP has already talked about bringing NRC in the state if voted to power. All eyes will be on the conduct of the yatra and its intended goal.

Taking out Yatra as Hindu: Giriraj Singh denies BJP, NDA affiliation
PATNA: A day after BJP distanced itself from his Hindu Swabhiman Yatra, union minister Giriraj Singh on Thursday contended that he was taking out the Yatra as a Hindu as it was neither affiliated with BJP, JD(U) or NDA. Singh will embark on his much-hyped Hindu Swabhiman Yata from Bhagalpur on Friday. He was talking to newspersons in his Lok Sabha constituency, Begusarai, before leaving for Bhagalpur. While contending that his yatra is non-political, Singh said, I am taking out yatra as a Hindu under the disciple of Swami Dipankar Ji. It is not connected with BJP, JD (U) or NDA. Singh said that his Yatra was aimed at awakening the Hindu community in Bihar, particularly in view of the recent anti-Hindu incidents in Bangladesh. He also targeted Congress leader Rahul Gandhi by alleging that he wanted to push the country into civil war and so he kept making statements without any seriousness. He referred to Rahul`s remark that the formation of a new government in Jammu and Kashmir without statehood was incomplete. Had it been such a case, Rahul should not have participated in the election process in Jammu and Kashmir itself, Singh commented. BJP firebrand leader`s yatra will conclude in Kishanganj on October 22 after passing the Muslim-dominated districts of Katihar, Purnia and Araria in the state`s Seemanchal region. On Wednesday, Bihar BJP president Dilip Jaiswal had made it clear that union minister`s Yatra was not affiliated with and was not taking place under the banner of the BJP. While asserting that the yatra will not affect Chief Minister Nitish Kumars secularism agenda, he said, There is nothing to be worried about the yatra. Earlier, JD (U) chief spokesperson and MLC Neeraj Kumar also objected to Singh`s decision to hold the yatra, alleging that Neeraj Kumar said that the people of Bihar were already awake and watchful and so there was no need for such an act (yatra). He also firmly distanced his party from Singhs yatra and asserted that the Bihar government under Nitish Kumar worked for all communities, including Hindus and Muslims in the Seemanchal region.

Bihar flood alert sounded as major rivers in spate
PATNA: Flood situation in Bihar is likely to worsen following release of water from Valmikinagar and Birpur barrages on Saturday. In view of the release of water, the state government has also sounded alert. While a total of 5.7 cusecs of water was released from Birpur Barrage on Kosi River, the highest in the recent past, 4.20 lakh cusecs of water was released from Valmikinagar Barrage on Gandak river till noon. All 56 gates of Birpur barrage have been opened. Alert for floods has been sounded in districts along Kosi, Gandak and Ganga rivers in northern and central parts of the state. Principal Secretary of the state water resources department, Santosh Kumar Mall directed officials and employees concerned to remain alert and provide succour to the affected families on war footing. Meanwhile, all measures are being taken for protecting embankments as swollen rivers are exerting tremendous pressure on them. The water level of various rivers has been rising across the state in view of incessant rains over the past two-three days. Incessant rainfall in the catchment areas of Nepal has also pushed the water level of rivers, either touching or flowing above the danger level at several places in the bordering districts. Following the heavy discharge of water from these two barrages, the excess river water entered low-lying areas in Jogapatti, Nautan, Gaunaha, Bagaha-1, Bagaha-2, Ramnagar, Majhaulia and Narkatiaganj blocks in West Champaran and several areas of East Champaran, officials said. An alert has already been sounded in several districts of Bihar as the IMD predicted heavy rain and warned of low to moderate flash flood risk in parts of the state. Around 12 districts situated along the Ganga, including Buxar, Bhojpur, Saran, Patna, Samastipur, Begusarai, Munger and Bhagalpur, are already experiencing a flood-like situation, and nearly 13.5 lakh people living in low-lying areas have been affected by rising water levels of rivers, following heavy showers. A large number of people from the affected districts have been evacuated and brought to relief camps, sources added. The state government has put all 38 districts of the state on alert, with varying intensities of rain expected across the region. According to the Water Resource Department, the water levels of major rivers in Bihar are fluctuating, with several crossing the danger mark due to continuous rainfall.
Opposition sharpens attack on Nitish as portion of bridge collapses in Bihar
PATNA: In yet another incident of bridge collapse in Bihar, a portion of a bridge on Friday collapsed due to flood water in Bhagalpur district, inviting sharp criticism from the Opposition. No one was injured in the incident. In a statement released by the Bhagalpur district magistrate (DM) office, one of the pillars subsided due to excessive rise in water level, caused by heavy rainfall in the state. The bridge connects Pirpainti Dominia Chowk and Babupur via Bakhtiyarpur Road as road traffic was massively disrupted after a portion of it collapsed. The district administration has prohibited two-wheeler riders and pedestrians from crossing any bridges due to rising floodwaters. Bhagalpur DM Nawal Kishor Choudhary has ordered the installation of barricades on both sides of the collapsed road to ensure public safety. The bridge was constructed in 2004. Around 20 big and small bridges have collapsed in the past few months. The incidents of bridge collapse took place in Siwan, Saran, Madhubani, Araria, East Champaran and Kishanganj districts. Meanwhile, RJD leader Tejashwi Prasad Yadav attacked the Nitish Kumar-led government following the latest bridge collapse. Another bridge collapsed in Bhagalpur, Bihar. In Nitish Kumars regime, the roots of corruption are as deep as the pillars of the bridges are shallow. Therefore, in the last 2-3 months, hundreds of bridges, small bridges and mega bridges built or under construction at a cost of thousands of crores have collapsed, he wrote on X. How dare you have ever heard the CM make a statement on the corruption in these falling bridges or has he ever taken any action against the big whale of corruption? How will he do it? He is the one who has made the whale by feeding those small fish, he wrote.
