The MoA was signed in the presence of Smt. Sheela Kumari, Honble Transport Minister of Bihar and Shri Sanjay Kumar Agarwal (IAS), Secretary, Transport Department, Government of Bihar. The MoA was signed by Shri Navin Kumar (IAS), State Transport Commissioner, Government of Bihar and Shri Tarun Agarwal, Senior Vice President, Corporate Social Responsibility, Maruti Suzuki. With zero human intervention, the Automated Driving Test Tracks are aimed to make license testing more comprehensive, efficient, and transparent. The rigorous and standardized evaluation process is designed to assess candidates according to the Central Motor Vehicle Rules (CMVR). Test results are also automatically generated. AAI chairman instructs agencies to complete Patna airport new terminal building by January 25
PATNA: Chairman of Airport Authority of India (AAI) Vipin Kumar on Friday reviewed, ongoing works of the new terminal building of Jayaprakash Narayan International (JPNI) Airport in Patna and issued instructions to the agencies and engineers at the site to expedite and complete all remaining works to make the airport ready by January next year. He also asked the airport director to ensure seamless coordination with state authorities and regulatory bodies, including DGCA, and BCAS for all mandatory approval required to meet the project's deadlines, prior to the commissioning of the new terminal. The master plan for the expansion of Patna airport is estimated to cost Rs.1216.90 crore which includes the development of new terminal building, multi-level car parking facility and parking Bays. With a built-up area of 65,155 sqm, the new world-class terminal building will cater to 3,000 passengers during peak hours. The AAI chairman said that the expansion of new terminal building will boost the airport's capacity from 3 million to 10 million passengers annually. The construction of new terminal building will include six new additional parking stands, increasing the present five to 11 parking stands.The new terminal is equipped with state-of-the-art passenger facilities, including 54 check-in counters, five-passenger boarding bridges, five conveyor belts and eight in-line XBIS machines which allows for quick transit of passengers inside terminals. The design of this Griha IV-star-rated new terminal building is inspired from the forms of Nalanda ruins and the interiors will be adorned with Madhubani paintings. In September, Bihar chief minister Nitish Kumar had reviewed the ongoing construction of the new terminal. He also urged the officials to expedite the completion of the expansion project at the earliest. At the review meeting, CM Nitish had emphasised the importance of enhanced facilities and better connectivity. In addition, he had offered the state government's support for any additional needs during the construction of the new terminal building. In addition, the Bihar government has also planned the expansion of Gaya and Darbhanga. The state government is also working on establishing new airports in Purnea, Raxaul, Rajgir and Bhagalpur.

CHANDIGARH: Rajya Sabha MP Raghav Chadha proposed a comprehensive initiative to support farmers in stubble management, requesting the central government to provide assistance of Rs 2,500 per acre to farmers. He added that sustainable solutions to stubble burning require robust financial and policy backing. While taking up this issue in the upper house of the parliament today, Chadha also pointed out that while farmers are unfairly blamed for contributing to air pollution in North India, the problem is fuelled by several factors across many states. He emphasised that this year, under AAPs leadership, Punjab saw a remarkable 70 per cent drop in stubble-burning incidents, proving that progress is possible with the right support. Chadha raised concern over prevailing pollution in North India and its impact in Rajya Sabha, stating that North India is currently covered in a thick blanket of smoke. He said, with every breath, we are unknowingly inhaling the equivalent of numerous cigarettes and bidis. Air pollution isnt just Delhis problem its a crisis affecting the entire region, spanning multiple states. Cities in the North such as Bhagalpur, Muzaffarnagar, Noida, Hapur, Bhiwani, Agra, Faridabad face way more pollution than Delhi. Yet, the blame is disproportionately placed on farmers. Today, I stand to raise my voice in their defence, he added. He further stated that an IIT study shows that while stubble burning is a cause of air pollution, it is not the only one. However, the entire blame is unfairly shifted onto farmers. Punjab reports 70 per cent reduction in stubble burning, highlights Ex-Situ management efforts Throughout the year, we call farmers our gods and anndata, but come November, we label them as criminals, demanding they be fined or jailed, he said. Chadha asserted, no farmer deliberately or willingly burns stubble. They do it out of sheer compulsion. This year, AAP ruled Punjab saw a reduction of more than 70 per cent in stubble-burning incidents. In contrast, states like Madhya Pradesh, Haryana, Uttar Pradesh, and Rajasthan reported an increase. He emphasised that Punjab took up paddy farming to feed the country when there was a shortage of food grains. However, this has come at a great cost to Punjab. He said, Our water table has dropped by 600 feet, our soil has degraded, and this is despite the fact that rice is not a staple food for Punjabis. He added that after harvesting paddy, farmers are left with stubble, which they have only 1012 days to clear before sowing the next crop. If they dont clear it in time, the yield of the next crop is adversely affected. This forces farmers to burn the stubble. SC raises concerns over Punjab, Haryanas inaction on stubble burning amid rising air pollution Chadha pointed out that solutions like Happy Seeders and Paddy Choppers come with a hefty price tag, requiring farmers to spend Rs 2,0003,000 per acre to operate them. For farmers already struggling to break even, such expenses are unaffordable, leaving them with no choice but to burn stubble. Tragically, the worst affected by this toxic air are the farmers themselves and their families, who are forced to breathe it. He proposed a solution stating, if we provide farmers in Punjab and Haryana Rs 2,500 per acre as immediate financial assistance to manage stubble, no farmer will burn it. Of this, Rs 2,000 should be contributed by the central government, and the state government will bear the remaining cost. This will offer a short-term solution to the stubble-burning issue. Chadha further stated, As for a long-term solution, we need to promote crop diversification, moving away from paddy to crops like cotton, maize, pulses, and oilseeds. While we talk a lot about AI (Artificial Intelligence), we also need to talk about AQI (Air Quality Index).

BIHAR: People staged protests in Bihar's Bhagalpur district on Sunday after idols in a temple were found vandalised, police said. One person has been arrested in connection with the incident in the Sanhaula police station area. Singh, who started the yatra from Bhagalpur, which in the past had a chequered history of Hindu-Muslim riots, has been referring to the threats to the Hindus owing to the demographic change and attacks on religious processions of the majority community. I believe that the demography of the entire country has completely changed. It is under a well-thought-out strategy. This has happened due to vote traders. It is not only Sahebganj, Purnia, and Katihar. The demography of 400 districts has changed drastically, Giriraj Singh told a news agency. The BJP has distanced itself from the yatra, saying Giriraj Singh was doing it in his personal capacity, but leaders were free to join in their individual capacities. The first phase of the yatra started from Bhagalpur, will cover Katihar and Purnia Araria, and culminate in Kishanganj on October 22. The yatra is being held a year ahead of the scheduled assembly polls in Bihar. The BJP has not been able to overcome the caste divisions in the state as voters pick up candidates and parties based on caste lines. The resultant polarisation owing to the yatra may help create a sentiment in favour of the BJP. These minorities dominated districts bordering West Bengal. As the yatra is centred on the theme of demographic change, it finds resonance in Bengal and even in Jharkhand which is going to polls next month. The BJP has vociferously raised the issue of changing the demographic profile of the Jharkhand where tribals were now losing their edge owing to population imbalance. The BJP has already talked about bringing NRC in the state if voted to power. All eyes will be on the conduct of the yatra and its intended goal.

Bihar flood alert sounded as major rivers in spate
PATNA: Flood situation in Bihar is likely to worsen following release of water from Valmikinagar and Birpur barrages on Saturday. In view of the release of water, the state government has also sounded alert. While a total of 5.7 cusecs of water was released from Birpur Barrage on Kosi River, the highest in the recent past, 4.20 lakh cusecs of water was released from Valmikinagar Barrage on Gandak river till noon. All 56 gates of Birpur barrage have been opened. Alert for floods has been sounded in districts along Kosi, Gandak and Ganga rivers in northern and central parts of the state. Principal Secretary of the state water resources department, Santosh Kumar Mall directed officials and employees concerned to remain alert and provide succour to the affected families on war footing. Meanwhile, all measures are being taken for protecting embankments as swollen rivers are exerting tremendous pressure on them. The water level of various rivers has been rising across the state in view of incessant rains over the past two-three days. Incessant rainfall in the catchment areas of Nepal has also pushed the water level of rivers, either touching or flowing above the danger level at several places in the bordering districts. Following the heavy discharge of water from these two barrages, the excess river water entered low-lying areas in Jogapatti, Nautan, Gaunaha, Bagaha-1, Bagaha-2, Ramnagar, Majhaulia and Narkatiaganj blocks in West Champaran and several areas of East Champaran, officials said. An alert has already been sounded in several districts of Bihar as the IMD predicted heavy rain and warned of low to moderate flash flood risk in parts of the state. Around 12 districts situated along the Ganga, including Buxar, Bhojpur, Saran, Patna, Samastipur, Begusarai, Munger and Bhagalpur, are already experiencing a flood-like situation, and nearly 13.5 lakh people living in low-lying areas have been affected by rising water levels of rivers, following heavy showers. A large number of people from the affected districts have been evacuated and brought to relief camps, sources added. The state government has put all 38 districts of the state on alert, with varying intensities of rain expected across the region. According to the Water Resource Department, the water levels of major rivers in Bihar are fluctuating, with several crossing the danger mark due to continuous rainfall.
Opposition sharpens attack on Nitish as portion of bridge collapses in Bihar
PATNA: In yet another incident of bridge collapse in Bihar, a portion of a bridge on Friday collapsed due to flood water in Bhagalpur district, inviting sharp criticism from the Opposition. No one was injured in the incident. In a statement released by the Bhagalpur district magistrate (DM) office, one of the pillars subsided due to excessive rise in water level, caused by heavy rainfall in the state. The bridge connects Pirpainti Dominia Chowk and Babupur via Bakhtiyarpur Road as road traffic was massively disrupted after a portion of it collapsed. The district administration has prohibited two-wheeler riders and pedestrians from crossing any bridges due to rising floodwaters. Bhagalpur DM Nawal Kishor Choudhary has ordered the installation of barricades on both sides of the collapsed road to ensure public safety. The bridge was constructed in 2004. Around 20 big and small bridges have collapsed in the past few months. The incidents of bridge collapse took place in Siwan, Saran, Madhubani, Araria, East Champaran and Kishanganj districts. Meanwhile, RJD leader Tejashwi Prasad Yadav attacked the Nitish Kumar-led government following the latest bridge collapse. Another bridge collapsed in Bhagalpur, Bihar. In Nitish Kumars regime, the roots of corruption are as deep as the pillars of the bridges are shallow. Goods train derails near Bokaro; 15 trains diverted
RANCHI: Two wagons of a goods train derailed near Tupkadih station in Jharkhand's Bokaro affecting movement of trains, an official said on Thursday. Fifteen trains have been diverted on the route. Two wagons of a goods trains carrying steel consignment derailed near Tupkadih station in Bokaro district last night at about 9 pm. We have diverted 15 trains including 14 express trains, Sumit Narula, Divisional Railway Manager (DRM), Adra division of South Eastern Railway, told PTI. The goods train was carrying steel consignment from Bokaro Steel Plant and overturned on the main line between Tupkadih and Bokaro stations. The incident occurred near the northern cabin yard of Tupkadih station and affected train movement on the Bokaro-Gomo section. One of the impacted lines has been rectified while work is underway to restore the other line to ensure smooth traffic, Narula said. Meanwhile, South East Railways in a bulletin said that the train got derailed at TKB yard over point no 102, blocking up and down both lines. The trains which were affected included Varanasi-Ranchi Vande Bharat Express, Ranchi-Bhagalpur Vananchal Express, Hatia-Patna-Ranchi-Kamakhya, Ranchi-Lokmanya Tilak Express and Ranchi-Dhanbad intercity. Several trains remained stranded causing inconvenience to passengers. Meanwhile, railways has ordered an inquiry into the derailment.

Responding to Banerjees earlier letter to the PM, Union Jal Shakti Minister CR Paatil had said the states officials were informed at every stage about the release of water from the DVC reservoirs, which was essential to prevent a major disaster. To which Banerjee said, While the Honble minister claims that the release from DVC dams was carried out by consensus and collaboration with the Damodar Valley Reservoir Regulation Committee, including consultations with representatives of the government of West Bengal, I may respectfully disagree. All the critical decisions are made unilaterally by representatives of the Central Water Commission, Ministry of Jal Shakti, Government of India without arriving at a consensus, she said. The engine was undergoing a routine setting process when some pairs of wheels derailed around 8.40 pm, they said, adding that it was restored within an hour and railway services were not affected.

Bihar: 6 arrested for malpractices during police constable recruitment exam
Patna: Six candidates were arrested across Bihar on Sunday for allegedly indulging in malpractices during the state police constable recruitment exam, an official statement said. One person each was arrested in Nalanda, Bhojpur, Purnea, Saharsa, Bhagalpur, and Begusarai districts, it said. Cases were also registered against seven candidates, who have not been arrested, for allegedly indulging in fraudulent practices during the examination, it added. The Central Selection Board of Constables (CSBC) is conducting the exam to fill 21,391 vacancies in Bihar Police, Bihar Special Armed Police, and other units. The exams started on August 7 and will continue till August 28. Altogether, 17.87 lakh candidates are expected to take the exam, and around 68 per cent of them appeared on Sunday.
