Altaf Bukhari blames govt for reducing employment opportunities by outsourcing jobs in J&K

Srinagar, July 3: Apni Party President Syed Mohammad Altaf Bukhari on Friday blamed the government for further increasing unemployment by outsourcing jobs and undermining democracy and democratic institutions by centralising power in the hands of one man at the helm of the government. He made these remarks while addressing workers' conventions at Khanabal and Achabal in south Kashmir today. During his address at the events, Altaf Bukhari said, On the one hand, the government promised the youth employment opportunities, but on the other hand, they snatched away those very opportunities through the outsourcing of jobs. Instead of reducing unemployment, they have only made it worse. He further alleged that the government had failed to launch any employment-generating projects even after being in power for more than twenty months. They have not initiated a single project so far to generate employment opportunities for the youth, he said. Bukhari also accused the ruling National Conference of undermining democratic institutions by centralising authority after assuming office. In a democracy, elections are meant to empower the people. However, after coming to power, the National Conference concentrated authority in the hands of a single individual. This has weakened grassroots democracy and democratic institutions, he said. He further alleged that democratic values had been replaced by a culture of flattery. Today, we have the rule of flatterers rather than the rule of democratic principles. Apni Party will continue its struggle against such undemocratic practices and work to ensure that the benefits of democracy reach the people. We remain committed to strengthening grassroots democratic institutions and restoring power to the people, Bukhari added. He strongly criticised the government over what he described as its failure to provide effective governance and its inability to fulfil the promises it made during the election campaign. He said, he government has failed to deliver on the commitments it made to the people, who had given it a massive mandate after believing its assurances and election promises. He said, One of the promises the ruling NC made to the people during the 2024 election campaign was that it would restore the abrogated Article 370. Among its other promises was to provide one lakh jobs for unemployed youth, with an assurance that these jobs would be given soon after it assumes office. He added, Now, more than 20 months later, we hear that the government has outsourced thousands of jobs, which amounts to a grave injustice to unemployed youth. There is a long list of promises that the NC made only to lure voters and secure their votes, but those promises have remained unfulfilled. Addressing the Achabal gathering, Bukhari assured party workers that the Apni Party would soon launch a public outreach campaign in the area to strengthen its presence and expand its grassroots base. At Khanabal, he expressed gratitude to the party's workers for remaining steadfast and loyal through the party's ups and downs since its establishment. Urging people to get themselves rid of the traditional political parties, Bukhari said, What have these family-run parties given you, other than exploiting your mandate to build political empires for themselves? The people of South Kashmir entrusted all seven seats to the ruling NCCongress alliance, yet not a single representative from the region was considered worthy of a ministerial portfolio. This is how the leaders of these traditional parties reward the people and honour their mandate once they secure victory. He further said, The NC's victory in the elections was largely an accidental one, driven by the unique circumstances prevailing at the time. Many people believed the party would genuinely strive to restore the abrogated Article 370. They also trusted its promises of providing 200 units of free electricity, free gas cylinders, an additional ration quota, and several other welfare measures announced by NC leaders during their election campaign. But now this government stands completely exposed for its failure to provide effective governance and fulfill the promises it made to the people, he added. The party leaders who also addressed the workers' conventions held at Khanabal and Achabal included the party's General Secretary, Rafi Ahmad Mir; Additional General Secretary, Hilal Ahmad Shah; Chief Coordinator and District President of Kulgam, Abdul Majeed Padder; District President of Anantnag, Mufti Sarwar; and others. Besides these leaders, those who were present at both or either of the events included Provincial Secretary Kashmir, Nazir Ahmad Wani (Dilgami); Constituency In-charge, Anantnag West, Sheikh Muzaffar; Constituency In-charge, Shangus, M.K. Yogi; In-charge, Dooru, Bashir Ahmad Bragami; Hilal Ahmad Lone; Hafiza Jee; and others.

EOW chargesheet exposes a rotten recruitment culture The chargesheet filed by the Economic Offences Wing (EOW) Kashmir in the Health Department recruitment scam is not just about four individuals allegedly gaming the system with forged degrees. It is an indictment of a recruitment culture that has, for far too long, allowed merit to be mocked and public faith to be abused. According to the Crime Branch, the accused managed to secure government appointments in the Health Department through fake and forged educational testimonials, slipping through a process supposedly overseen by the Services Selection Recruitment Board (SSRB). Their selections were later cancelled once the fraud came to light. That should worry every honest aspirant in Jammu and Kashmir: if forged documents can sail through a recruitment process until someone complains, what confidence can we have in the integrity of past or ongoing selections? Health is not an ordinary sector. When fraudsters occupy posts meant for qualified professionals, it is not just a matter of cheating the system; it is a direct attack on peoples lives. Every fake appointment means a deserving candidate was pushed out, and a crucial post was handed to someone who had no right, and perhaps no competence, to hold it. In a place already struggling with healthcare gaps, this is unforgivable. The EOWs move to file a chargesheet after a long-drawn investigation is welcome, but it also raises uncomfortable questions. How many such cases have gone undetected? How many forged certificates still lie buried in dusty recruitment files? How many jobs have been stolen from our youth who spent years preparing honestly for examinations? Cosmetic cancellations and routine advisories to the public to remain vigilant are not enough. The government must order a time-bound, independent audit of recruitments in sensitive departments like Health, Education and Social Welfare, starting with selections made over the last decade. Accountability cannot stop at the candidates alone; officials, board members and verifiers who failed or refused to detect blatant forgery must also face consequences. Unless the system is cleansed, case by case and file by file, every new recruitment drive will be greeted with suspicion and anger. For a generation of jobless youth already losing hope, this scandal is yet another reminder that in Jammu and Kashmir, the real test is not merit, but the ability of the system to protect it. That, not just one chargesheet, will decide whether public institutions can still be trusted.

J&K Peoples Conference President and MLA Handwara Sajad Lone on Friday drew a sharp distinction between outsourcing and backdoor appointments, calling the NC government's conversion of public sector jobs into privately outsourced positions a far graver crime against the youth of Jammu and Kashmir, while simultaneously cautioning the PDP against muddying the waters for the sake of political point-scoring. Lone said he had anticipated that the outsourcing controversy would eventually descend into a blame game between the two parties, and warned that mislabeling the issue does a disservice to the thousands of young people affected by it. These are not backdoor appointments. These are outsourced appointments of government jobs, and that distinction matters enormously, he said, adding that when he raised the question in the Assembly, the government itself confirmed that 25,000 jobs had been outsourced. The Peoples Conference president argued that outsourcing of government jobs represents a far graver threat than backdoor appointments, describing it as the systematic privatisation of public employment. He said the practice introduces a fundamentally corrupt model in which outsourcing companies and the ruling class collude at the expense of ordinary job-seekers, rendering what should be secure government positions into precarious, temporary engagements that can be terminated at will. Every new government will bring a new outsourcing agency, he warned, and those employed under this system will pay the price. Lone drew particular attention to the outsourcing of jobs under Mission Vatsalya formerly known as the Integrated Child Protection Scheme (ICPS) a cause he said was deeply personal. He recalled that during his tenure as Social Welfare Minister, he had spearheaded the implementation of ICPS in Jammu and Kashmir, establishing for the first time a formal child protection regime in the region, complete with district-level child protection committees designed to shield children from sexual abuse, juvenile detention, and other threats. He said that following 2019, the Lieutenant Governor's administration had attempted to outsource appointments within ICPS and move to terminate existing contractual employees, a decision he had publicly opposed at the time. Employees had approached the courts and obtained a stay order, but the remaining recruitments were left pending. Lone expressed that he had hoped the return of an elected government would reverse this course, only to find that the current NC administration had proceeded to outsource the remaining ICPS posts. To my horror, this elected government has proven to be as malafide in its intentions toward these employees as the post-2019 regime was, he said, adding that government responses to his repeated Assembly questions on the matter were marked by arrogance. Turning to the NC's electoral promises, Lone reminded the party that it had pledged in its manifesto to create one lakh new government jobs. Instead of creating 100,000 government jobs, they have so far converted 25,000 government jobs into private jobs, he said, announcing that he would shortly release a detailed case study with dates establishing the NC government's culpability in what he termed the outsourcing crime. Addressing his colleagues in the PDP directly, Lone urged them not to allow the NC to escape accountability by conflating two distinct issues.
