Earlier, a Look Out Circular (LOC) had been issued against Gupta after a Goa police team failed to find him at his Delhi residence. We later managed to detain him in Delhi, the official said, adding that Gupta would be placed under arrest after the completion of formalities to bring him to Goa. Gupta will be flown to Goa on Wednesday for interrogation, the official said. Saurabh Luthra and Gaurav Luthra , the two primary owners of the nightclub located at Arpora in Goa, had fled to Phuket in Thailand following the tragedy on the night of December 6. An Interpol Blue Corner Notice has been issued against them. Besides, an LOC has been issued against Surinder Kumar Khosla, another owner of the nightclub who is a British citizen, according to police. The police have so far arrested five persons - the nightclub's chief general manager Rajiv Modak, general manager Vivek Singh, bar manager Rajiv Singhania, gate manager Riyanshu Thakur and employee Bharat Kohli. PANAJI: The Goa Tourism Department on Tuesday demolished 'Romeo Lane', an illegally constructed beach shack at Vagator owned by brothers Saurabh Luthra and Gaurav Luthra. The brothers, who are on the run following the fire tragedy at Birch by Romeo Lane club that claimed 25 lives late on Saturday night, had constructed the shack on tourism department land, a senior official said. Goa Chief Minister Pramod Sawant had on Tuesday ordered authorities to initiate the process to demolish the shack. The structure, made of wood, was razed down using machines, and the 198 sqmt of land was reclaimed by the tourism department, the official said. The demolition was carried out within two hours in the presence of the police. A recent inspection by a government authority documented alleged violations of the CRZ Notification 2011 in the nightclub that included the construction of an RCC G+1 hexagonal structure of approximately 550 sqm erected directly on a water body, with the ground floor used as a kitchen and storeroom. He said that four people have been arrested and inquiry is in progress. An arrest warrant has been issued against the club owners. However, they have reportedly fled to Thailand. Sawant also announced an ex-gratia of Rs 5 lakh to the next of kin of the deceased and Rs 50,000 for the injured, to be sanctioned through the State Disaster Response Fund (SDRF). The CM said that the DGP has been directed to take strict punitive action against the culprits, including the owners and managers of the club and those who issued permissions to the club. An audit would be conducted of all the clubs and business establishments that are operating without the valid permissions and where there is likelihood of gatherings. This would be done through a committee to be constituted under the chairmanship of the Secretary (Revenue). A standard operating procedure shall be framed for all such establishments to prevent such incidents in future, he added.

According to Goa Police, the Luthras departed for Phuket at 5.30 am on December 7 via IndiGo flight 6E 1073, just hours after the tragedy, which left mostly staff and five tourists dead. The police discovered their escape during a manhunt launched immediately after an FIR was registered. Immigration records confirmed that the duo had left India shortly after the incident around midnight. Authorities have now requested Interpols help to trace and arrest the nightclub owners. A senior official said the rapid exit by the Luthras indicates their intent to avoid the police investigation. Soon after filing the FIR, police also dispatched a team to Delhi to carry out raids at the addresses of the two accused. Since they were not available, a notice under appropriate sections of law was pasted on the gate of their house, the official said, adding that by December 7, a Look Out Circular was issued against both the accused by the Bureau of Immigration (BOI) at the request of the Goa Police. However, during this exercise, it was found that the two had already left Delhi for Phuket in the early hours of December 7, that is, immediately after the incident which had taken place around midnight. Goa police have taken further steps to coordinate with the Interpol Division of CBI to apprehend both Saurabh and Gaurav Luthra at the earliest, he said. Action has been initiated against both properties as they were involved in disputes, the official said. The Goa government has issued an advisory for nightclubs, restaurants, bars, event venues and similar establishments, laying down several measures, including for fire safety and crowd control. Under provisions of the Disaster Management Act 2005, all such establishments are directed to ensure strict compliance with fire safety, electrical safety, emergency preparedness, and structural safety norms prescribed by the competent authorities, the advisory reads. The establishments must maintain a valid fire NOC, comply with all conditions issued by the Fire Services Department, and adhere strictly to authorised occupancy limits, display maximum capacity prominently, and not allow overcrowding, it said. The advisory has asked establishments to ensure functional smoke/heat detectors, alarms, sprinklers, hydrants, hose reels and serviced fire extinguishers. They have to use certified electrical wiring and protection devices, and remove temporary, overloaded, or unsafe electrical connections immediately. The establishments will have to keep all emergency exits and escape routes unobstructed with illuminated exit signage, evacuation maps, and emergency lighting, it said. Non-compliance will attract strict enforcement action, including closure, suspension, or cancellation of licences and prosecution under the Disaster Management Act. Police investigations so far have indicated multiple irregularities at the entertainment venue, including the absence of a No Objection Certificate from the fire department and the issuance of a licence without proper documentation. Fire officials had said earlier that the club, located on the backwater of the Arpora river, had small exit doors connected only by a narrow bridge, which severely hampered the escape of people during the blaze. After a massive fire at the 'Birch by Romeo Lane' nightclub in Goa claimed the lives of 25 people, including tourists and staff, the police on Sunday registered an FIR against its owners, manager, and event organisers. The police also detained the sarpanch of Arpora-Nagoa panchayat for questioning shortly after Chief Minister Pramod Sawant ordered a magisterial inquiry into the fire. There was a dispute between them, and they had filed a complaint against each other with the panchayat. We had inspected the premises and found that they did not have the permission to construct the club, he said. The panchayat had issued a demolition notice, which was stayed by officials of the Directorate of Panchayats, Redkar claimed. The chief minister stated that he was closely reviewing the situation arising from the tragic fire incident. All six injured persons are in a stable condition and are receiving the best medical care. I have ordered a magisterial inquiry into the entire incident to identify the cause and fix responsibility, he said. At least 23 people were killed in a blaze at a nightclub in North Goa following a cylinder blast late on Saturday night. Most of the victims were kitchen staff, including three women, while three to four tourists were also among the dead. Chief Minister Pramod Sawant, who visited the site, told reporters that three people succumbed to burn injuries and the others died due to suffocation. Sawant said initial information suggested the nightclub had not complied with fire safety norms. The fire broke out shortly after midnight at Birch by Romeo Lane, a popular party venue in Arpora village, about 25 km from the state capital, Panaji. The club opened last year. We will take action against the club management and also against the officials who allowed it to operate despite flouting safety norms, Sawant said. This is an unfortunate incident during the peak tourist season in the coastal state, he said.
