Ex-IAF officer held in Assam over alleged Pakistani links
GUWAHATI: A retired Indian Air Force (IAF) officer was arrested in Assam for his alleged links with Pakistani operatives, while Arunachal Police arrested four Kashmiri residents over the past few days in an alleged espionage case. Retired Junior Warrant Officer Kulendra Sarma, a resident of the Patia locality of Tezpur in northern Assams Sonitpur district, was arrested late Friday night. Preliminary investigation revealed he had shared sensitive documents and information with Pakistani operatives. The police seized his laptop and mobile phone and sent them for a forensic examination. Superintendent of Police, Barun Purkayastha, told TNIE that the police were tracking the accused for the past few weeks. We received human intel about him. We kept him under technical surveillance, but slowly the matter was getting serious. We took time to collect evidence and picked him up eventually, Purkayastha said. He added that the police were trying to find out if the accused had any local associates. A case was registered against him under relevanthe t sections of Bharatiya Nyaya Sanhita. The last posting of Sarma, who retired in 2002, was at the Air Force Station in Tezpur. Later, he briefly worked at Tezpur University. The IAFs Tezpur base has key air assets, including a Sukhoi 30 squadron. Meanwhile, all four arrested in the frontier state of Arunachal are from Kupwara. On November 21, Itanagar police arrested Nazir Ahmad Malik and Sabir Ahmed Mir based on intelligence inputs about their possible involvement in espionage activities. They reportedly shared vital information about Army movements and installations in Arunachal with their Pakistani associates through a Telegram channel. Later, based on information shared by Itanagar police, West Siang police arrested one Hilal Ahmed from Aalo, and Changlang police arrested one Gulam Md Mir from Miao. Stating that it is a case involving national security, the police urged everyone to wait for the completion of the probe.

Arunachal SEC introduces on-the-spot voting facility for personnel engaged in civic poll duty
ITANAGAR: The State Election Commission (SEC) has, for the first time in Arunachal Pradesh, introduced on-the-spot voting facility for personnel engaged in poll duty for the upcoming municipal elections, instead of exercising their franchise through postal ballots. According to an order issued by SEC secretary Taru Talo on Thursday, the polling personnel, hailing from Itanagar and Pasighat where the civic polls will be held will have to apply for the facility to their respective municipal returning officer at least three days before the scheduled polling date, and attach a copy of the election duty appointment order. The MRO, after verifying the identity and appointment order of the personnel, will mark the voter's name on the electoral roll and provide a ballot paper for on-the-spot voting. The order allows the MRO to fix the date, time, and place for casting the vote and mandates that contesting candidates, their election agents, or authorised representatives be informed and remain present during the voting. Voters would cast their ballots either by sealing the ballot paper in an envelope given to the MRO or using the ballot box procedure under the Election Duty Certificate (EDC). The MRO will retain the counterfoil of the ballot paper in a sealed cover for security and transparency, the order stated. The order has been issued in exercise of the plenary powers conferred by Article 243ZA of the Constitution, which aims to ensure that officers serving on election duty do not miss their right to vote, thereby strengthening democratic participation. The 12th general election to panchayat bodies and third municipal polls for Itanagar and Pasighat will be held simultaneously on December 15. There are 27 zilla parishads with 245 constituencies and 2,103 gram panchayats with 8,181 constituencies in the state. The Itanagar Municipal Corporation (IMC) has 20 wards, while the Pasighat Municipal Council (PMC) has eight wards. A total of 8,31,648 voters are eligible to vote -- 7,59,210 for the panchayat and 72,438 for municipal elections. Upper Subansiri district has the highest number of panchayat voters at 61,142 while Dibang Valley has the lowest at 4,249. In the municipalities, Itanagar's ward number 19 has the highest number of voters (5,106), whereas Pasighat's ward number 6 has the lowest (812). The SEC will set up 2,171 polling stations for panchayat elections, 67 for the IMC and 12 for PMC. EVMs will be used in the municipal elections, while panchayat polls will be conducted using ballot boxes. Over 40,000 personnel, including 15,000 polling staffers, will be deployed. The counting of votes is scheduled for December 20.

ITANAGAR: Fresh allegations have surfaced over the death of a 12-year-old class 7 student of Sainik School in Arunachal Pradesh's East Siang district, after his sister accused senior students of subjecting him to severe bullying and torture before his death. The victim was found dead within the school premises at Niglok on November 1. In a video posted on Instagram on Wednesday, the victim's sister, Miss Arunachal 2024, Tadu Lunia, claimed the family was informed that the boy had died by suicide. However, she alleged that dormitory mates revealed a disturbing sequence of events that might have driven him to take the extreme step. According to Lunia, the family learned from fellow cadets that on October 31 night, a group of eight class 10 students and three from class 8 allegedly entered the class 7 dormitory after 11 pm in the absence of any supervising authority. The senior boys reportedly forced the juniors to cover their heads with blankets and singled out her brother, taking him to the class 10 dormitory. No one knows what happened behind that closed door, Lunia said, claiming eyewitnesses told the family that the boy was harassed mentally and physically throughout the night. She further alleged that he was branded a hief over a missing book and threatened with being publicly humiliated during assembly through a video recording. In her statement, Lunia said CCTV camera footage reviewed by the investigating officer showed her brother pacing anxiously around the dormitory around 5.45 am, before entering a classroom to write what appeared to be his final note. His last words were, 'Seniors tortured me a lot, and I don't know what I will do now,' she said. She expressed anguish that her own identity may have been used against her brother, stating, I never thought my name could become a burden in the final hours of his life. The grieving sister also raised concerns over the delayed post-mortem examination report and alleged slow progress in the investigation. We know the names of those involved. I fear external interference may affect justice, she said, urging public support so that o other family suffers the same fate. Meanwhile, the Arunachal Pradesh Police has said eight students have been detained in connection with the case and produced before the Juvenile Justice Board (JJB) in Pasighat on Tuesday. The board, led by the principal magistrate, sent them into the custody of the school's vice-principal for seven days, with guardians required to furnish undertakings under the Juvenile Justice Rules. Police said the case, initially registered as Ruksin police station under Section 194 of the Bharatiya Nyaya Sanhita (BNS), was upgraded after the cadet's father filed an additional FIR on November 3, alleging ragging by senior students. Authorities assured that the probe is underway to determine the complete circumstances leading to the death and to ensure a fair and logical conclusion.

Arunachal IAS officer named in teen's suicide note arrested, refutes charges of sexual abuse
GUWAHATI: Arunachal Pradesh IAS officer Talo Potom was arrested by the police on Monday after being named in a teen's suicide note for alleged sexual harassment. Potom, currently serving as Secretary, Public Works Department, Government of Delhi, surrendered to the Arunachal Pradesh Police early Monday morning after a lookout notice was issued against him. He will be produced before a magistrate today, a senior police official told TNIE . 19-year-old Gomchu Yekar was found dead at his rented accommodation at Lekhi village in Papum Pare district on October 23. The police registered an unnatural death case after the father of the deceased had lodged an FIR. Yekar's father claimed that the deceased held two senior officials responsible for his death in the multiple handwritten suicide notes that were recovered from his house. Yekar accused IAS officer Potom and senior engineer Likwang Lowang of sexually exploiting and harassing him for a long time. He wrote that the prolonged humiliation, coercion and threats made him take the extreme step. Likwang Lowang, who worked at the state's Rural Works Department, shot himself dead at his Khonsa residence in Tirap district hours after the suicide of the teenager. The FIR accused the two officials of abetment of suicide, sexual exploitation, mental harassment, and corruption. Potom refuted the charges made against him in a video statement that he issued before surrendering. He claimed that he did not have any personal relations with the deceased. Potom had appointed the deceased as a contractual multi-tasking staff during his tenure as Deputy Commissioner (District Magistrate) in Itanagar.

Arunachal govt announces 3 pc hike in DA for employees, pensioners
Itanagar, Oct 10 (PTI) The Arunachal Pradesh government announced a three per cent hike in DA (dearness allowance) from the existing 55 per cent to 58 per cent for its employees and pensioners. The increase will be effective from July 1. In a post on social media, Chief Minister Pema Khandu said the enhancement will benefit state government employees, pensioners, and AIS officers serving in the state. ITANAGAR: The Arunachal Pradesh government has banned the sale and use of Coldrif cough syrup in the wake of the death of 14 children in Madhya Pradesh, linked to consumption of the medicine, an official said on Wednesday. The Arunachal Pradesh Drugs Control has issued an advisory prohibiting the sale, distribution, and stock of Coldrif cough syrup, manufactured by Sresan Pharmaceutical, the official said. The advisory has been issued following reports linking the cough syrup to child deaths in other states, including Madhya Pradesh and Rajasthan, and a general advisory for rational use of the cough syrup in the paediatric population by the Director General of Health Services, Government of India, Arunachal Pradesh Drugs Controller Dr Komling Perme said. Cough syrup deaths: Punjab and HP governments ban Coldrif The Health Department has directed stockists/retailers that the product should not be purchased, sold, or stocked for public consumption. If the stockists/retailers are in possession of the product, they must report it to the local drugs control authority immediately, the official said. The advisory also directed physicians in both government and private hospitals to be on vigil while prescribing cough syrup to children. Meanwhile, the department has advised the general public to avoid consumption of the cough syrup.
