GUWAHATI: An FIR has been registered by Arunachal Pradesh police against artiste Kon Waii Son for killing a chicken by slitting its throat and then drinking its blood during a stage performance. People for the Ethical Treatment of Animals (PETA) India had approached the Itanagar police after being alerted to a video of the incident which took place on October 27. Son, who identifies himself as a reggae/folk fusion artiste, songwriter, composer and musician on Facebook, was booked under section 325 of Bharatiya Nyaya Sanhita (mischief by killing, poisoning, maiming any animal) and Section 11 of The Prevention of Cruelty to Animals Act, 1960. He has been made to join the investigation, Superintendent of Police (Capital) Rohit Rajbir Singh told this newspaper on Tuesday. The incident had ruffled the feathers of the audience as well as locals, forcing Son to apologise soon after. The organisers of the event denied any involvement or knowledge of this inhumane act. In a letter written to the SP, they said they had no prior information or consent to the use of live animals, let alone their harm or killing, during the performance. PETA India Cruelty Response Coordinator Sinchana Subramanyan said, If youre an artiste who feels the need to resort to shock tactics like cruelty to animals, then its time to consider another job. Real artistes rely on their talent to get noticed. PETA India lauded the SP for ordering a probe into the incident and the officer-in-charge of Itanagar police station, Khiksi Yangfo, for registering the FIR and sending the message that cruelty to animals will not be tolerated. PETA India recommended that perpetrators of animal abuse undergo psychiatric evaluation and receive counselling, as abusing animals indicates a deep psychological disturbance. Research shows that people, who commit acts of cruelty to animals, are often repeat offenders who move on to hurting other animals, including humans, PETA India said. Those who engage in cruelty to animals were (three) times more likely to commit other crimes, including murder, rape, robbery, assault, harassment, threats, and drug/substance abuse, it added referring to a study published in the Forensic Research & Criminology International Journal.

ITANAGAR: Union Defence Minister Rajnath Singh on Thursday said the disengagement process in certain areas along LAC was almost complete based on consensus achieved between India and China. Unveiling a statue of Sardar Vallabhbhai Patel and inaugurating the Major Ralengnao 'Bob' Khating Museum of Valour at Tawang, Singh referred to the broad consensus achieved by India and China to restore the ground situation in certain areas along the LAC. India and China have been holding talks at both diplomatic and military levels to resolve the differences in some areas along the LAC. As a result of the talks, a broad consensus was developed on the basis of equal and mutual security. The consensus includes the rights of patrolling and grazing in traditional areas, he said. Based on this consensus, the process of disengagement is almost complete. Our efforts will be to take the matter beyond disengagement; but for that, we will have to wait a little longer, he added. Singh, who could not travel to Tawang due to inclement weather, virtually inaugurated the statue of Patel and the museum from Tezpur in Assam's Sonitpur district. Sitharaman tells Arunachal Pradesh govt to adopt cluster development approach
Itanagar: Union Finance Minister Nirmala Sitharaman on Tuesday advised the Arunachal Pradesh government to adopt the cluster development approach as a key strategy for enhancing productivity and competitiveness as well as capacity building of micro and small enterprises (MSEs) in the state. Addressing a credit outreach programme organised by the State Bank of India here, she said that Arunachal Pradesh does not have even a single cluster announced by the MSME ministry till date. I request Chief Minister Pema Khandu to take up cluster development approach of the 20 GI-identified products in the state. In small places such clusters could be declared by the ministry and Small Industrial Development Bank of India (SIDBI) could be roped in to finance such enterprises, the Finance minister said. A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same and similar products and services. The MSME ministry has adopted the cluster development approach to help MSEs become more competitive and productive. The approach includes establishing common facility centres (CFCs) to support the growth and sustainability of MSEs. The essential characteristics of enterprises in a cluster are similarity in the methods of production, quality control and testing, energy consumption, pollution control; similar level of technology and marketing strategies and practices, similar channels for communication among the members of the cluster, common market and skill needs and common challenges and opportunities that the cluster faces. Sitharaman said in Arunachal Pradesh, small industry development and enterprises related to agri and allied sectors could be taken up and credit outreach programme is a beautiful platform through which schemes like PM SVANidhi, Stand-up India, Kisan Credit Card, PM MUDRA, NRLM-SHG, PM Surya Ghar and PMEGP, could be taken up. Prime Minister Narendra Modi has already launched 17 schemes to benefit the people through bank loans for which no guarantee is required, she said. The Finance minister said earlier it was very difficult for entrepreneurs to get a loan as banks wanted a guarantee. However, after Modi came to power in 2014, he made it mandatory that every family in the country should have a bank account under the Jan Dhan Yojana. Modi launched several schemes which do not require any guarantee and banks will pay loans without even asking for a single paper, she added. Earlier, the minister handed over an ambulance and a hearse van to the police headquarters here under the CSR activity of SBI and also handed over 50 bicycles to girl students donated by SBI. Sitharaman also flagged off two demonstration vans for financial literacy donated by NABARD under its CSR activity and also flagged off a mobile medical unit for conducting medical camps in rural areas of the state, donated under the CSR activity of SIDBI. The minister also handed over sanction letters from banks to beneficiaries under various central government schemes during the event and disbursed loan amount worth Rs 14.41 crore to 160 beneficiaries under various schemes. Sitharam later went to Namsai where she would participate in another credit outreach programme and will inaugurate an SBI regional office.

GUWAHATI: On the eve of Sankaracharya Avimukteswarananda Saraswati Maharajs proposed visit to Meghalaya to take part in the Gau Dhwaj Sthapana Bharat Yatra, the state government wrote to the Airports Authority of India (AAI) on Friday requesting it to deny permission for the landing of a chartered flight carrying the seer and his team. Chief Secretary DP Wahlang told the media in Shillong that the decision to write to the AAI was taken to prevent any breakdown of law and order in Ri-Bhoi and East Khasi Hills districts. The Sankaracharya is scheduled to land at the Umroi airport in Ri-Bhoi district and then go to Shillong in East Khasi Hills district where the Yatra against cow slaughtering has been planned. Various organisations in the state are opposing it. Beef is a delicacy for the tribals in the state. We received information that there is a likelihood of some elements trying to land at the Umroi airport tomorrow and taking out a rally in the name of protecting cow and ensuring that cow slaughter is banned in the country...They have not taken any permission for any rally or staging any protest. We have assessed the situation and to ensure that there is no escalation of law and order, we have decided to write to the AAI to deny them permission for landing, the chief secretary said. The East Khasi Hills district authorities imposed prohibitory orders under Section 163 BNSS apprehending the breakdown of law and order. District Magistrate RM Kurbah said the organisers did not seek any permission for the Yatra. Earlier in the day, the members of various organisations opposing the Yatra went to the Umroi airport to stage a protest following reports that the seer would land at 12 noon. After waiting for nearly two hours, they left. They told the media that they would make sure his journey to the state ends at the airport in case he comes on Saturday. On Thursday, the Sankaracharya and his team landed at the Donyi Polo airport in a chartered flight to go to the Arunachal Pradesh capital Itanagar for the Yatra but they had to cut short their visit at the airport itself following protests by the students who alleged the Yatra interfered with the food habits of the tribals of the state.

Itanagar: Three Army personnel died and several others were injured when their truck skidded off the road and fell into a deep gorge in Arunachal Pradesh's Upper Subansiri district, police said on Wednesday. The accident happened around 6 am on Tuesday on the Trans Arunachal Highway near Tapi village, they said. The deceased were identified as Havildar Nakhat Singh, Naik Mukesh Kumar and Grenadier Ashish Kumar, according to Army sources. The Army truck that met with the accident was part of a convoy transporting personnel. The convoy was heading to Basar in Leparada district from Daporijo, the district headquarters town of Upper Subansiri, when the accident happened, a police officer said. Arunachal Pradesh's capital, Itanagar, is set to improve its urban transport infrastructure with the introduction of a ropeway system and electric buses. The Mayor of Itanagar Municipal Corporation (IMC), Tamme Phassang, said on Tuesday night that discussions for the installation of the ropeway system are in the final stages. The IMC is engaging with companies based in Hyderabad and Gujarat to finalise the project, he said.
