INTERVIEW | Siang project not just for generating power but mitigating flood risks posed by China: Arunachal CM Khandu

ITANAGAR: Arunachal Pradesh Chief Minister Pema Khandu said the Siang Upper Multipurpose Project (SUMP), estimated to cost Rs 1.13 lakh crore, was being planned by the Centre not just for generating electricity but to maintain the natural flow of the river all year round and mitigate risks of flooding if China released excess water. Khandu's remarks came in the wake of China approving the construction of the world's largest dam , at a cost of USD 137 billion, on the Brahmaputra river in Tibet close to the Indian border. The dam is to be built at a huge gorge in the Himalayan reaches where the Brahmaputra river makes a huge U-turn to flow into Arunachal Pradesh and then to Bangladesh. The SUMP, with an estimated installed capacity of 11,000 mw, is not just about generating power, but also about maintaining the natural flow of the Siang river and mitigating potential flood risks from water releases by China, Khandu told PTI in an interview. Describing SUMP as a project of national importance, he said hydropower generation is only the secondary goal of it. The real objective of the project is to save the Siang river and the communities that have depended on it for generations, he said. The survey for preparing the pre-feasibility report of the projects is yet to be done amid stiff opposition from locals who are concerned about displacement, loss of livelihoods, and environmental impact of the mega dam. Warning of severe consequences if China's project moves ahead without safeguards, Khandu said the neighbouring country's plans to divert water from the Brahmaputra into its arid regions could drastically reduce the flow of the Siang river during winters. In such a scenario, the volume of water could decrease so much that one might be able to cross the mighty river on foot, he claimed. The proposed Siang project would create a reservoir capable of storing 9 billion cubic meters of water. This would ensure the river maintains a consistent flow, even during dry seasons. Additionally, the reservoir would act as a buffer in case of sudden water releases from upstream Chinese dams, potentially averting catastrophic flooding in Arunachal Pradesh, Assam and Bangladesh, he said. Acknowledging the ongoing bilateral discussions between India and China, the CM cautioned against complacency. China is unpredictable and can do anything, Khandu said, underscoring the need for India to remain vigilant. We cannot take chances when it comes to national security and the welfare of our people, he said. The Chinese government approved the construction of the hydropower project in the lower reaches of the Yarlung Zangbo river, the Tibetan name for the Brahmaputra. It is expected to generate more than 300 billion kWh of electricity each year enough to meet the annual needs of over 300 million people. The total investment in the dam could exceed one trillion yuan (USD 137 billion), which would dwarf any other single infrastructure project on the planet, including China's own Three Gorges Dam, regarded as the largest in the world. On the concerns of the locals, Khandu said the government would conduct extensive surveys before finalising the plans. Only after these studies, we will know the exact location of the dam, its height, and the submergence area, he said, adding that a public hearing will be held to listen to people's concerns . The CM said India was a democratic country, and it does not believe in forcing things on its people. However, he criticised activists, accusing them of spreading misinformation among villagers about the project . He claimed that these activists were instigating people without providing accurate information about the project's benefits. I urge people to come forward and get their confusions addressed through dialogue, he said. Khandu also spoke about the state's broader hydropower development plans. He said the Cabinet Committee on Economic Affairs (CCEA) recently sanctioned Rs 1,750 crore for the 186 mw Tato-I Hydro Electric Project and Rs 1,939 crore for the 240 mw Heo Hydro Electric Project in the Shi Yomi district. The CM said the state has signed agreements with NHPC, NEEPCO, THDCIL, and SJVN to develop 13 hydropower projects with a combined capacity of over 11,000 mw. Once completed, these projects are expected to generate substantial revenue for the state. The Centre has also approved a significant equity support scheme to boost hydropower development in the Northeast, he said. Under this initiative, Rs 4,136 crore has been allocated to northeastern states to develop hydroelectric projects with a cumulative capacity of 15,000 mw by 2032. This initiative will transform the hydroelectric landscape of Arunachal Pradesh and the northeast region, Khandu said, adding the Centre has also agreed to increase the Local Area Development Fund (LADF) contribution from power projects to over 2 per cent. We are taking steps to ensure that Arunachal Pradesh becomes a powerhouse for the nation while protecting the interests of our people and environment, he added.

Arunachal artiste booked for killing chicken, drinking blood during stage performance

GUWAHATI: An FIR has been registered by Arunachal Pradesh police against artiste Kon Waii Son for killing a chicken by slitting its throat and then drinking its blood during a stage performance. People for the Ethical Treatment of Animals (PETA) India had approached the Itanagar police after being alerted to a video of the incident which took place on October 27. Son, who identifies himself as a reggae/folk fusion artiste, songwriter, composer and musician on Facebook, was booked under section 325 of Bharatiya Nyaya Sanhita (mischief by killing, poisoning, maiming any animal) and Section 11 of The Prevention of Cruelty to Animals Act, 1960. He has been made to join the investigation, Superintendent of Police (Capital) Rohit Rajbir Singh told this newspaper on Tuesday. The incident had ruffled the feathers of the audience as well as locals, forcing Son to apologise soon after. The organisers of the event denied any involvement or knowledge of this inhumane act. In a letter written to the SP, they said they had no prior information or consent to the use of live animals, let alone their harm or killing, during the performance. PETA India Cruelty Response Coordinator Sinchana Subramanyan said, If youre an artiste who feels the need to resort to shock tactics like cruelty to animals, then its time to consider another job. Real artistes rely on their talent to get noticed. PETA India lauded the SP for ordering a probe into the incident and the officer-in-charge of Itanagar police station, Khiksi Yangfo, for registering the FIR and sending the message that cruelty to animals will not be tolerated. PETA India recommended that perpetrators of animal abuse undergo psychiatric evaluation and receive counselling, as abusing animals indicates a deep psychological disturbance. ITANAGAR: Union Defence Minister Rajnath Singh on Thursday said the disengagement process in certain areas along LAC was almost complete based on consensus achieved between India and China. Unveiling a statue of Sardar Vallabhbhai Patel and inaugurating the Major Ralengnao 'Bob' Khating Museum of Valour at Tawang, Singh referred to the broad consensus achieved by India and China to restore the ground situation in certain areas along the LAC. India and China have been holding talks at both diplomatic and military levels to resolve the differences in some areas along the LAC. As a result of the talks, a broad consensus was developed on the basis of equal and mutual security. The consensus includes the rights of patrolling and grazing in traditional areas, he said. Based on this consensus, the process of disengagement is almost complete. Our efforts will be to take the matter beyond disengagement; but for that, we will have to wait a little longer, he added. Portion of retaining wall along Krishna River on Sitanagaram side collapses

Vijayawada: A section of the retaining wall along the Krishna River on the Sitanagaram side collapsed due to damage sustained from heavy rains and unprecedented floods in September. The already deteriorating river wall structure fell into the Krishna River two days ago after suffering further damage from the recent rains. Local residents have urged authorities to repair the wall immediately or construct a temporary barrier to prevent vehicles or pedestrians from falling into the river. The road on the Sitanagaram side is frequently used by residents of Sundaraiah Nagar, Undavalli, and Tadepalli to commute into Vijayawada city from the Prakasam Barrage side. It is also important to note that sections of the railing on the Prakasam Barrage have slightly tilted, posing a danger to pedestrians and commuters alike on the structure.

Sitharaman tells Arunachal Pradesh govt to adopt cluster development approach

Itanagar: Union Finance Minister Nirmala Sitharaman on Tuesday advised the Arunachal Pradesh government to adopt the cluster development approach as a key strategy for enhancing productivity and competitiveness as well as capacity building of micro and small enterprises (MSEs) in the state. Addressing a credit outreach programme organised by the State Bank of India here, she said that Arunachal Pradesh does not have even a single cluster announced by the MSME ministry till date. I request Chief Minister Pema Khandu to take up cluster development approach of the 20 GI-identified products in the state. In small places such clusters could be declared by the ministry and Small Industrial Development Bank of India (SIDBI) could be roped in to finance such enterprises, the Finance minister said. A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same and similar products and services. The MSME ministry has adopted the cluster development approach to help MSEs become more competitive and productive. The approach includes establishing common facility centres (CFCs) to support the growth and sustainability of MSEs. The essential characteristics of enterprises in a cluster are similarity in the methods of production, quality control and testing, energy consumption, pollution control; similar level of technology and marketing strategies and practices, similar channels for communication among the members of the cluster, common market and skill needs and common challenges and opportunities that the cluster faces. Sitharaman said in Arunachal Pradesh, small industry development and enterprises related to agri and allied sectors could be taken up and credit outreach programme is a beautiful platform through which schemes like PM SVANidhi, Stand-up India, Kisan Credit Card, PM MUDRA, NRLM-SHG, PM Surya Ghar and PMEGP, could be taken up. Prime Minister Narendra Modi has already launched 17 schemes to benefit the people through bank loans for which no guarantee is required, she said. The Finance minister said earlier it was very difficult for entrepreneurs to get a loan as banks wanted a guarantee. However, after Modi came to power in 2014, he made it mandatory that every family in the country should have a bank account under the Jan Dhan Yojana. Modi launched several schemes which do not require any guarantee and banks will pay loans without even asking for a single paper, she added. Earlier, the minister handed over an ambulance and a hearse van to the police headquarters here under the CSR activity of SBI and also handed over 50 bicycles to girl students donated by SBI. Sitharaman also flagged off two demonstration vans for financial literacy donated by NABARD under its CSR activity and also flagged off a mobile medical unit for conducting medical camps in rural areas of the state, donated under the CSR activity of SIDBI. The minister also handed over sanction letters from banks to beneficiaries under various central government schemes during the event and disbursed loan amount worth Rs 14.41 crore to 160 beneficiaries under various schemes. Sitharam later went to Namsai where she would participate in another credit outreach programme and will inaugurate an SBI regional office.

Arunachal govt signs MoU with Delhi's ILBS for cashless treatment

The Arunachal Pradesh government has signed a memorandum of understanding with Delhi's Institute of Liver and Biliary Sciences for extending cashless treatment up to Rs 5 lakh to the beneficiaries of the state's Chief Minister Arogya Arunachal Yojana. Chief Minister Pema Khandu said under the MoU, the Institute of Liver and Biliary Sciences (ILBS) will offer cashless treatment based on credit authorisation issued by the Chief Minister Arogya Arunachal Yojana (CMAAY) on the recommendation of the referral board in the Naharlagun-based Tomo Riba Institute of Health and Medical Sciences (TRIHMS). Do not allow chartered flight of seer to land in state: Meghalaya govt to AAI

GUWAHATI: On the eve of Sankaracharya Avimukteswarananda Saraswati Maharajs proposed visit to Meghalaya to take part in the Gau Dhwaj Sthapana Bharat Yatra, the state government wrote to the Airports Authority of India (AAI) on Friday requesting it to deny permission for the landing of a chartered flight carrying the seer and his team. Chief Secretary DP Wahlang told the media in Shillong that the decision to write to the AAI was taken to prevent any breakdown of law and order in Ri-Bhoi and East Khasi Hills districts. The Sankaracharya is scheduled to land at the Umroi airport in Ri-Bhoi district and then go to Shillong in East Khasi Hills district where the Yatra against cow slaughtering has been planned. Various organisations in the state are opposing it. Beef is a delicacy for the tribals in the state. We received information that there is a likelihood of some elements trying to land at the Umroi airport tomorrow and taking out a rally in the name of protecting cow and ensuring that cow slaughter is banned in the country...They have not taken any permission for any rally or staging any protest. We have assessed the situation and to ensure that there is no escalation of law and order, we have decided to write to the AAI to deny them permission for landing, the chief secretary said. The East Khasi Hills district authorities imposed prohibitory orders under Section 163 BNSS apprehending the breakdown of law and order. District Magistrate RM Kurbah said the organisers did not seek any permission for the Yatra. Earlier in the day, the members of various organisations opposing the Yatra went to the Umroi airport to stage a protest following reports that the seer would land at 12 noon. After waiting for nearly two hours, they left. They told the media that they would make sure his journey to the state ends at the airport in case he comes on Saturday. On Thursday, the Sankaracharya and his team landed at the Donyi Polo airport in a chartered flight to go to the Arunachal Pradesh capital Itanagar for the Yatra but they had to cut short their visit at the airport itself following protests by the students who alleged the Yatra interfered with the food habits of the tribals of the state.

Arunachal: Governor Adopts TB Patients from Kra Daadi as Ni-Kshay Mitra

Itanagar: Arunachal Pradesh Governor Lt. General KT Parnaik (Retd.) has adopted two tuberculosis patients from Kra Daadi District as part of the Ni-Kshay Mitra initiative under the Pradhan Mantri TB Mukt Bharat Abhiyan (PMTBMBA). During his first visit to the district, the Governor interacted with one of the adopted patients in Tali on Monday. During his visit, the Governor reviewed various developmental programs and schemes in Tali, located about 90 km from the district headquarters in Palin. He committed to providing monthly food baskets for his adopted patients and encouraged them to consume nutritious food while maintaining a healthy lifestyle.
