Hanspal flyover fully operational after four years, easing Bhubaneswar-Cuttack commute
BHUBANESWAR : After a four-year delay, the much-awaited Hanspal flyover on the outskirts of the city was opened for commuters here on Tuesday. Inaugurating the 600-metre-long flyover, Bhubaneswar MP Aparajita Sarangi said though the project had commenced in June 2020, it got delayed by over four years due to various reasons. It has been opened for the public now, she added. In August 2024, Hanspal flyover was opened on National Highway-16 for commuters coming from Cuttack side. There was a huge demand to open the other side of the flyover for commuters proceeding from Bhubaneswar to Cuttack due to traffic congestion and road accidents in the area. It was my pleasure and privilege to declare open the newly-constructed flyover in Hanspal, north Bhubaneswar. This flyover worth Rs 24 crore is my first project as Bhubaneswar MP. The long wait ended today, said Sarangi. She further informed that many such projects are on the anvil and they are being pursued vigorously. Odisha CM raises special risk allowance for SOG jawans to Rs 25,000
BHUBANESWAR : Chief Minister Mohan Charan Majhi on Tuesday enhanced the special risk allowance for the SOG jawans from Rs 8,000 to Rs 25,000 following the killing of 16 Naxals in a joint operation by Odisha and Chhattisgarh police. Stating that the SOG jawans played an important role in this operation, the chief minister appreciated their achievement and wished them well. He also announced that the state government will intensify its campaign against the Maoists in the coming days.

Inaugurating the centre at Info Valley - II on the outskirts of the city, the chief minister praised its founders and said such selfless contribution in the field of social service is rarely seen these days. The palliative care centre is a collaborative effort of Bangalore Hospice Trust (BHT), Karunashraya and renowned tech entrepreneur and philanthropist Subroto Bagchi for which the Bagchi family had pledged Rs 130 crore. The Bagchi couple is a role model for Odisha. Their initiative will definitely inspire others to serve the society. The treatment of cancer is very costly and with the death of the patient due to the disease, the family also faces financial hardship. The centre will alleviate the suffering of poor patients, he said. The 110-bed centre will provide free specialised medical care to cancer patients who can get relief from pain and other symptoms of end-stage disease. The Odisha government has provided land and other related facilities for this centre at a subsidised rate. Union Education minister Dharmendra Pradhan said Karunashraya is the greatest model of public service in India and reflects what sacrifice, compassion and empathy mean to some great souls. He expressed gratitude to the Bagchi couple on behalf of the people of Odisha for establishing the centre and a cancer hospital in the state. Health and Family Welfare minister Mukesh Mahaling said the institution has been established with the noble intention of providing services to cancer patients who are fighting death. The government will provide all support to the centre, he assured. Speaking on the occasion, Bagchi said cancer affects the entire family along with the patient. For this, there is a need for compassion along with treatment. Cancer treatment cannot be left to the government alone. We all have to extend out cooperation, he said. Government to create additional infra to set up Sishu Vatikas in state: Odisha CM
BHUBANESWAR: The state government will create additional infrastructure to set up Sishu Vatikas or pre-schools under the National Education Policy (NEP)-2020, said Chief Minister Mohan Charan Majhi on Tuesday. Speaking at the three-day national workshop on NEP-2020 here, Majhi said Sishu Vatikas will be opened for preschoolers and the emphasis will be on introducing them to foundational literacy and numeracy without putting any pressure. For this purpose, teachers would be appointed, textbooks prepared and teaching aids provided. Giving an overview of NEP implementation in Odisha, the chief minister said the current education system will be replaced by 5+3+3+4 system with focus on improving education infrastructure, learning through games and expanding use of technology in education. The NEP plays an important role in realising the goal of Prime Minister Narendra Modi to build a developed India. It can prepare students and youth to build a modern and empowered India, Majhi said. He further added that the government has started taking steps to strengthen primary education in the state. Under the Godabarish Mishra Adarsh Prathamika Vidyalaya scheme, one school in each panchayat of the state is being developed as a model school. Also, efforts are being made to reduce the dropout rate of tribal students with the help of Shahid Madho Singh Haath Kharcha scheme. Union Education minister Dharmendra Pradhan called for preparation of the draft State Curriculum Framework and said the National Curriculum Framework will serve as the basis of it. The NCERT will have to ensure that the curriculum, syllabus and teaching-learning material are fully contextualised to Odishas civilisational and cultural ethos, history, heritage and knowledge traditions. The State Curriculum Framework will be a true embodiment of Odia Asmita, Pradhan added. Elaborating on Sishu Vatika (which is the regional adaptation of Bal Vatika concept), he said a child on attaining age 3, will enter Sishu Vatika-1, and at age 4 they will enter Sishu Vatika-2. Similarly, on attaining 5 years of age, children will enter Sishu Vatika-3. He urged Chief Minister Majhi to launch the primary education under NEP format on any auspicious date in April this year for enrolment of children attaining 5 years age into Sishu Vatika-3 at 63,000 schools. He urged the chief minister to travel along with him to 50,000 villages in the state in May-June to check why students are dropping out of the education system and what can be done to prevent it.
Odia MBA study materials by IGNOU, AICTE launched
BHUBANESWAR : Union Education minister Dharmendra Pradhan on Tuesday said Odisha is on the path to become a knowledge-based society with language the biggest contributor to its progress. Releasing the Odia version of MBA study material of Indira Gandhi National Open University (IGNOU) here, Pradhan said societal progress occurs through linguistic progress. This initiative by the All India Council for Technical Education (AICTE) will mark a new chapter in Odishas higher and professional education. While lauding the role of AICTE in promoting technical and professional education in India, Pradhan said it has integrated Indian languages into technical education. IGNOU and AICTE have played significant roles in providing affordable education to students across the country and abroad. Developing MBA course materials in Odia is another commendable joint effort by the two premier institutes, he added. He said Odia is an ancient language with rich history and heritage. Since 2014, Odia has been given the classical language status. The state government is making sincere efforts to widen the scope of education in Odia language in different streams of higher technical and professional education. Expanding the scope of Odia language and education is a priority agenda for the BJP government, Pradhan said. Under e-Kumbh (Knowledge unleased in multiple Bharatiya languages) project, AICTE is translating its MBA programmes and technical books into 12 Indian languages including Odia, he added.

BHUBANESWAR : Odisha polices precise intelligence inputs, quick dispatch as well as strategic positioning of three teams of the Special Operations Group (SOG) along with a high-resolution drone deployment provided crucial assistance to Chhattisgarh Police in the major anti-Naxal operation in which at least 14 red ultras were killed in last 24 hours . Sources said Odisha Police had received actionable intelligence on January 18 regarding the movement of a group of over 25 Maoists in neighbouring Chhattisgarhs Kularighat reserve forest area in Gariaband district, which is only five km away from Nuapada border. Nuapada and Gariaband SPs Gundala Reddy Raghavendra and Nikhil Ashok Kumar Rakhecha respectively, both from of 2019 batch, held detailed discussions before launching the significant anti-Naxal operation on Sunday night (January 19). Sources said three teams of SOG with operational names - SOG 21, 40 and 44 were already camping in Nuapada district and continuously carrying out area domination exercises. Nuapada & Gariaband SPs prepped the assault Usually, each team of SOG camps in a particular district for a minimum of three to four months. The three SOG teams having 24 personnel each were prepared to be dispatched and engaged immediately in the joint operation, which witnessed the involvement of Central Reserve Police Forces (CRPF) elite Commando Battalion for Resolute Action (CoBRA). On Sunday, SOG teams were accompanied by two teams of Chhattisgarh Polices E-30 Force and five teams of CRPF. A fierce gun battle ensued between the Maoists and the security personnel later in the night and bodies of two women ultras were recovered along with a huge cache of arms and ammunition on Monday morning. Sources said Nuapada SP Gundala Reddy and district intelligence operation cell officers continuously monitored the high voltage police action against the Naxals. Apart from carrying out combing operation on ground zero, Odisha Police took the aerial survey by deploying an advanced drone, having a range of up to 15 km and worth about Rs 1.5 crore, to get a birds eye view. Police noticed the movement of Naxals on Monday night which was not far from the spot where the two women rebels were earlier neutralised. The security personnel then launched a controlled firing and recovered the body of Jayram alias Chalapathi, a member of the Maoists central committee, carrying a bounty of Rs 1 crore. Sources informed that CRPF too deployed its own drone. So far, security forces have recovered bodies of nine male and four female members of the outlawed CPI (Maoist). One SOG jawan sustained injury during the exchange of fire. He was rushed to a hospital and is out of danger. It was a major joint operation and huge cache of arms and ammunition including IEDs, one self-loading rifle and INSAS rifle each, two .303 rifles, four magazines, eight country made weapons, 10 live rounds and other incriminating articles were seized, said DGP, YB Khurania.

BHUBANESWAR: In a major operation, 12 more Maoists were killed during an exchange of fire with the Odisha and Chhattisgarh police forces, along with the CRPF, along the Odisha-Chhattisgarh border in Gariaband district on Tuesday morning. Earlier, security personnel had neutralized two women cadres of the banned CPI (Maoist) in the early hours of Monday as part of the ongoing operation. The total number of Maoists killed in the ongoing inter-state operation mounted to 14, a senior officer said. In the ongoing operation, 12 more Maoists have been killed during late night and early morning in an exchange of fire with SOG (special operation group) team during the ongoing joint inter-state operation, the Odisha Police said in a statement. A significant cache of arms and ammunition, including a self-loading rifle and improvised explosive devices (IEDs), was recovered from the spot, according to DGP YB Khurania. A huge cache of arms and ammunition including a self-loading rifle and improvised explosive devices were recovered from the spot, informed DGP YB Khurania. Odisha Polices Special Operations Group, E-30 Force of Chhattisgarh Police and CRPF are continuing the combing operation in the region. Nuapada SP Gundala Reddy Raghavendra said bodies of the two dead Maoists have been recovered. Further operation is underway in the adjoining areas of Kularighat forest. Khurania said, As part of our plan to check the influx of Naxals, efforts are being made to keep the bordering areas secured. If required, we will provide assistance to the police force of the neighbouring state to carry out operations under their jurisdiction. In December last year, teams of the National Investigation Agency had searched several locations in remote villages of Chhattisgarh in connection with the Maoist attack on a polling and security team during the assembly elections in 2023. A head constable was gunned down by the ultras during the gunfight with security personnel. The suspects were believed to be overground workers and supporters of Mainpur-Nuapada division.
Prompt action by RPF team saves passenger in Odisha
CUTTACK: Prompt action by the Railway Protection Force (RPF) personnel helped save the life of a passenger who accidentally fell from a running train late on Sunday night. The injured, 26-year-old Sonu Das of West Bengal was travelling from Bangalore to Howrah in the Yashwantpur-Bhagalpur Express train along with his wife. He was standing near the open door of the train when he accidentally fell down somewhere between Bhubaneswar and Cuttack railway station. Soon after, his wife Pari Das reported the matter to the RPF. A team then conducted a search operation between Cuttack and Barang railway section and eventually was successful in tracing an injured Sonu from near Kathajodi river bridge area. The victim was immediately rushed to SCB MCH, said RPF inspector Anil Singh. Lauding the RPF team for its prompt action, Sonus wife said had the team failed to trace her husband, anything could have happened. Sonus condition is reportedly stable.

Thakur said, during the Emergency, the Congress government imprisoned political opponents and restricted the freedom of press. The party has consistently opposed the Uniform Civil Code (UCC), which aims to provide a common set of civil laws for all citizens, regardless of their religion. Congress opposition to the UCC stems from its minority appeasement politics, which prioritises vote-bank interests over national integration and social justice, he said. The senior BJP leader said the BJP was committed to build a future for the nation based on the vision of BR Ambedkar. Dr Ambedkars ideology continues to inspire the BJPs policies. He envisioned an India that prioritises justice, equality and unity. The BJP is working towards building a future for the nation based on this vision, he said. He said Ambedkars dream of a unified India is reflected in the BJPs concept of Sab Ka Saath, Sab Ka Vikas. The BJPs development model focuses on empowering the weakest sections of society, promoting meritocracy and ensuring equal opportunities for all citizens. This approach is aligned with Ambedkars ideals of social justice and equality. Assailing the Congress for repeatedly violating the fundamental spirit of the Constitution, Thakur said the part was also working against national integration as is evident from its opposition to the abrogation of Article 370, which granted special status to Jammu and Kashmir.
IMD issues dense fog warning for parts of Odisha for two days
BHUBANESWAR: The India Meteorological Department (IMD) has issued a fog warning for many parts of Odisha from Tuesday to Thursday morning. As per the national weather forecaster, dense fog may occur at one or two places in Jagatsinghpur, Cuttack, Kendrapara and Kandhamal districts on Tuesday morning/night and early hours the next day. Shallow to moderate fog is likely to prevail at a few places in south coastal Odisha, Koraput, Malkangiri, Kalahandi, Jagatsinghpur, Cuttack, Kendrapara and Kandhamal districts on Tuesday night and Wednesday morning. While dense fog may prevail in Balasore, Bhadrak, Jajpur, Kendrapara, Cuttack, Jagatsinghpur, Puri, Khurda, Nayagarh, Ganjam and Gajapati districts, shallow to moderate fog is likely to occur in coastal Odisha, Kandhamal, Kalahandi, Koraput, Keonjhar, Mayurbhanj, Angul and Dhenkanal districts from Wednesday night till the next morning. Director of Bhubaneswar Meteorological Centre Manorama Mohanty said, Due to moisture availability and calm winds, fog is likely to prevail in parts of the state till Thursday morning. The minimum night temperature is expected to gradually rise by 2 degree Celsius to 4 degree C from Wednesday onwards. The night temperature is likely to rise due to the strengthening of the flow of moisture-carrying winds from Bay of Bengal towards the state.
Odisha govt to launch survey for PMAY-Rural from January 24: Minister
BHUBANESWAR : The state government will launch a survey to identify beneficiaries for the Pradhan Mantri Awas Yojana-Rural (PMAY-R) from January 24. Announcing the decision here on Monday, Panchayati Raj minister Rabi Narayan Naik said the survey is likely to be completed in six to eight weeks. The minister said about 20 to 22 lakh new beneficiaries are expected to be brought under the scheme. Stating that the survey will cover all left out families, the minister said no proper list of eligible families for the rural housing scheme was prepared in the past. The government is conducting the survey to identify all eligible beneficiaries without any discrimination, he added. The minister said that PMAY guidelines have been relaxed to include maximum number of households under the scheme. Families having two-wheelers and refrigerators and earning Rs 15,000 per month can also avail benefit of the scheme. People who had applied earlier but are still waiting for allotment of houses can also reapply. Besides, the government has removed the application fee to ensure maximum registration by eligible beneficiaries. Naik announced that individuals who have separated from their families will be accommodated in the upcoming survey. People staying away from their parents or wives living independently from their husbands will also be considered. Stating that the application process has been simplified, the minister said eligible beneficiaries can now apply in both offline and online platforms. The online portal will be activated on the first day of the survey and people can apply at the panchayat office or through computer or mobile application. The minister said families whose houses were damaged in fire mishaps, elephant attacks or other natural disasters will be covered under the Antyodaya Gruha Yojana. If any eligible household is left out during the survey for PMAY, it will be included in the Antyodaya Gruha Yojana, he said.
Ensure 100 per cent funds expenditure before budget: Odisha CM to secretaries
BHUBANESWAR : Chief Minister Mohan Charan Majhi on Monday asked secretaries to achieve 100 per cent utilisation of funds in their respective departments within the next two months before the state government places its 2025-26 budget in the Assembly. Presiding over the meeting of his council of ministers which stretched for more than five hours, the chief minister called upon the secretaries to move out of their perfunctory routines and strive for something new and innovative in departments under them to achieve the goals of Viksit Odisha. You should be innovative and try to implement long-term programmes. People-oriented welfare programmes should get priority, he emphasised. The chief minister said that the state government has received 3.20 lakh proposals and opinions for the Viksit Odisha Vision Document 2036. The government can accept good proposals and suggestions from these, he said and asked the top officials to strengthen functioning in their departments. Majhi reviewed expenditure of funds allocated in the 2024-25 budget by different departments. He asked several departments which were lagging behind to speed up spending and reach the target of 100 per cent expenditure by the 2025-26 budget. Implementation of different social security schemes, improvement in healthcare infrastructure and facilities, the survey to be conducted for identifying beneficiaries for the Pradhan Mantri Awas Yojana-Rural, Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana and progress in piped drinking water schemes were reviewed specifically by the chief minister. Besides, he reviewed the progress of construction of bridges and roads by the Works and Rural Development departments. He also discussed the condition of national highways in different areas of the state and wanted to know how their repair and upgradation can be expedited. He also discussed about the proposal to set up cold storages by the government and payment to beneficiaries of Subhadra scheme in fourth phase of the first installment. Vendors stage stir in Bhubaneswar seeking rehabilitation on priority
BHUBANESWAR : Street vendors of the capital city on Monday staged a demonstration here protesting the eviction drive without offering them alternative spaces to set up their business. The vendors organised a protest march, on National Vendors Day, from Rajmahal square to Unit-I market and submitted a seven-point charter of demands before the government. While demanding that those displaced during events like Hockey World Cup and Pravasi Bharatiya Divas conclave be prioritised for rehabilitation at the earliest, they called for standardisation of shops allocated in the vending zones to ensure adequate space for business. Their demands also included improving the working conditions of street vendors, allotment of one-third of footpath space for vending zone and provisioning of all facilities as mandated by the Street Vendors Act. Leaders who joined the protest emphasised the need for establishment of a welfare board for street vendors, a standard operating procedure for vendor development and issuing identity cards to them. They also called for allocation of permanent spaces for vendors and creation of additional vending zones in the city. All Odisha Roadside Vendors Association president Pratap Kumar Sahu said the state government must ensure basic facilities such as drinking water, electricity, parking, and toilets in vending zones. He also sought standardised shop sizes, having a dimension of at least 10x8 ft or 8x8 ft, to ensure adequate space for business. The government should establish at least two vending zones in each ward for quick rehabilitation of the evicted vendors, Sahu said.
Coal minister GK Reddy asks states to ensure timely operation of all auctioned mines
BHUBANESWAR : Union minister for Coal and Mines G Kishan Reddy on Monday called upon states to expedite operationalisation of major mineral and coal blocks which have been auctioned since 2015 but are yet to be made functional. Addressing the inaugural session of the third national mines ministers conference at Konark, Reddy stressed the need to operationalise auctioned mines to harness the untapped mineral resources for rapid economic growth of the country. More than 442 mineral blocks have auctioned since 2015 but a vast majority of them are still not operational despite the Narendra Modi government bringing in major reforms in the Mining and Mineral (Development and Regulation) Act, 1957, he said. Many states are doing well but some are lagging behind. The auction objective will be defeated if the mines remain non-operational, Reddy said while appealing to the states to grant statutory clearances in mission mode and ensure that the operators do not face problems due to administrative issues. The doors of the Coal and Mines ministries are always open for the states and other stakeholders. The Centre is always ready to sort out any problem encountered during the auction process or operationalisation of mines, Reddy said. Emphasising the role of states in auctioning of critical and strategic mineral blocks, the minister said the central government is giving maximum thrust on exploration of critical minerals to meet its energy security and net zero goals through the National Critical Minerals Mission. Tiger supplementation panel to decide release of Zeenat into Similipal core
BHUBANESWAR : The tiger supplementation committee formed for release of big cats in Similipal from the Central India landscape will now decide Zeenats release into the wild, said wildlife officials on Monday. PCCF (wildlife) Prem Kumar Jha said after she was brought back to Similipal Tiger Reserve (STR), Zeenats behaviour in the enclosure has been normal. A steering committee had also visited the spot where the tigress has been kept to take stock of the ground situation. Based on the input of the committee, the supplementation panel will now put forth its views on release of the tigress from the enclosure to Similipal landscape, Jha said. Officials said the joint panel comprises officials from the state wildlife wing, a representative of National Tiger Conservation Authority (NTCA) and Wildlife Institute of India (WII). A senior official from the wildlife wing said the committee is waiting for the estrous cycle of the tigress, the period when it would be receptive to mating. Once she starts showing the behaviour of estrous cycle, Zeenat will be released into the core area of Similipal as this will also be the ideal time for her to be accepted by males and settle inside, he added. The officer also said they are more cautious this time keeping in view the previous episode in which Zeenat had moved out of Similipal landscape putting officials of three states - Odisha, Jharkhand and West Bengal - on tenterhooks for at least 23 days. After being sedated in West Bengals Bankura district, Zeenat was brought back to Similipal south on January 1 and has been kept in an enclosure where Jamuna, the first tigress brought from Tadoba landscape of Maharashtra, had been kept. The three-year-old cat has been in the enclosure for 20 days now.

Since his government took office seven months ago, Majhi said, transformative steps have been taken to create a business-friendly environment. Initiatives such as a simplified industrial policy, single-window approvals, and fast-tracking permissions have already attracted significant investments, including the signing of eight MoUs with leading industrial houses. Majhi also revealed promising news of potential lithium reserves in Odisha, which could benefit the e-battery industry. Odisha, already rich in coal and other minerals, is poised to contribute to Indias clean energy goals. He praised the Modi governments efforts in renewable energy, with India surpassing 200 GW of non-fossil energy capacity and progressing toward the 2030 target of 500 GW. The Chief Minister underlined the importance of research and development in mining, calling for the adoption of modern technologies like drones and artificial intelligence to reduce costs and enhance environmental conservation. Bhubaneswar: Tragedy struck Mahatapalla village in Khurda district early Monday morning when a 14-year-old boy, Satya Martha, lost his life in a heroic attempt to save his mother from a wild elephant attack. His mother, Sulochana Martha, sustained critical injuries in the incident. According to sources, Sulochana had gone to a nearby forested area at dawn when a tusker suddenly appeared and attacked her. Hearing her cries for help, Satya, who was physically challenged, rushed to her aid. Tragically, the elephant turned its aggression on the boy, fatally trampling him. Despite her severe injuries, Sulochana managed to crawl into a nearby ditch, which prevented the elephant from pursuing her further. The tusker eventually retreated into the forest. Villagers later rescued her and rushed her to Khurda District Hospital. She was subsequently transferred to the All India Institute of Medical Sciences (AIIMS) in Bhubaneswar for advanced treatment. Jaykrushna Panda, Forest Range Officer of Khurda Wildlife Division, attributed the incident to an unforeseen encounter and assured the family of government support, including ex gratia compensation and medical expenses. Currently, 21 elephants are moving in and around the Bagheitangi area of Khurda district. Fourteen of them are primarily stationed near the site of the incident. Our team has been closely monitoring their movements with cameras. Unfortunately, while our staff were focused on one group, a tusker from another group attacked the woman and her son, Panda explained. The tragedy sparked outrage among the residents of Bagheitangi. Led by Prakash Samantaray, the local Khurda block vice-chairman, villagers held a protest march, criticizing forest officials for their alleged negligence in safeguarding the community. We have repeatedly informed the forest department about the presence of elephants near our village, but no action was taken. They failed to warn us about the herd's movements, and their lack of coordination has put our lives at constant risk, Samantaray alleged. The protestors have demanded adequate compensation for the grieving family and stronger measures to prevent such incidents in the future.
