Cuttack Police Commissioner Suresh Dev: Bhubaneswar-Cuttack Police Commissioner Suresh Dev Datta Singh on Monday said that comprehensive security arrangements have been put in place for the upcoming India-South Africa T20 match scheduled to be held at Barabati Stadium on December 9. Commissioner Singh said there is tremendous enthusiasm among fans ahead of the high-voltage match, with heavy ticket demand and large crowds expected. Police have made elaborate preparations to ensure a smooth and safe experience for spectators and players. He informed that around 1,700 police personnel will be deployed in and around the stadium, including special units such as the Special Tactical Unit, Bomb Disposal Squad, Disaster Response Force, and surveillance teams. Local police resources from Cuttack will also be mobilised to strengthen the security grid. Access control measures have been tightened, and crowd management plans have been finalised to avoid inconvenience to spectators. We aim to conduct the match in a very smooth manner with minimum hassle to the public. Strong and effective security measures have been arranged considering all possible situations, Singh said. Police have also made arrangements for the arrival and movement of both teams, including their practice sessions and hotel security. The Commissioner appealed to fans who could not secure tickets not to gather unnecessarily near the stadium, recalling past instances where large crowds created pressure during entry. He advised such fans to enjoy the practice sessions, which will also be open for viewing. The Commissioner assured that the police are fully prepared to ensure a safe, secure and well-managed international cricket event in Cuttack. Notably, the Twin City police have made extensive security arrangements for the safety of players, officials, and spectators. Mess continues as 99 IndiGo flights cancelled at Kempegowda International Airport

BENGALURU: At least 99 IndiGo flights, including 54 arrivals and 45 departures, were cancelled at Kempegowda International Airport (KIA) on Thursday, leaving hundreds of flyers frustrated. The Ministry of Civil Aviation (MOCA) website showed a dismal 19.7% on-time percentage score for the airline. Scores of passengers remained agitated and confused at KIA on Thursday, a situation that was only compounded by the lack of transparency on the part of the airline. I purchased 110 tickets for a flight due to depart on Friday morning; with no updates from the airline, I do not know what to do or expect, rued a passenger at KIA on Thursday. He has booked such a large number of tickets as his sons wedding is scheduled to be held in Bhubaneswar. Captain Sam Thomas, president of Airline Pilots Association (ALPA) of India, came down heavily on the lack of management by airlines. Despite sufficient time being accorded (to implement the FDTL rules), most airlines started preparing rather late, failing to properly adjust crew rosters 15 days in advance as required. The statement also alleges that the delays could be an arm-twisting tactic against the regulator (DGCA) to seek further sanctions towards postponement of implementation, or even revoking, of the FDTL rules.

Employees protest across country demanding withdrawal of new labour codes

NEW DELHI: Lakhs of employees across different sectors in the country staged protests on Wednesday against the new labour codes which came into effect from November 21. The nationwide protest was called by a platform of ten central trade unions and the Samyukta Kisan Morcha (SKM), a coalition of 40 farmer unions. They have demanded an immediate withdrawal of the move and the introduction of farmer-friendly policies. The groups also submitted a joint representation to President Droupadi Murmu highlighting their multiple grievances. Amarjeet Kaur, General Secretary of the All India Trade Union Congress (AITUC) told this newspaper, The protest against the recently implemented labour codes was held at different periods by employees. Some did it before their shift commenced while some opted to do it after the completion of duty hours. Raising slogans loudly, wearing black badges, carrying placards or staging a sit-in protest were among the different steps resorted by the employees.The protests will continue and could culminate in a general strike unless the government rolls back the codes, Kaur added. Employees in Banks, Insurance, electricity, water, education and coal were among those who backed the protest, she added. The representation submitted to the President listed 16 demands from the organisations. Repeal of the four Labour Codes, no Contractualisation or outsourcing of labour in any form, withdrawal of draft Labour Policy-Shram Shakti Niti 2025, implementation of the National Minimum Wage of Rs 26,000 per month and pension at Rs.10,000 per month. In a joint statement on the protest, SKM and the trade unions alleged, These labour codes are a negation of the labour rights won over after a struggle of 150 years from British Raj onwards. These codes negate our right to strike, make union registration problematic, de-recognition of unions easy, the process of conciliation and adjudication cumbersome, wind up labour courts and introduce tribunal for workers, and give overriding power to registrars to de-register unions, the statement further read. The definition of wage is being changed and the schedule of occupations for minimum wages applicability has been abolished, the statement added. The changes in Industrial code and its rule for increasing applicability-threshold from 100 to 300 would push out 70 percent of industries out of the coverage of labour laws, the threshold changes in Factory Act from 10 to 20 where power supply is used and 20 to 40 without power consumption would throw out substantial number of workforce from the coverage of labour laws, it pointed out. ASI firms up framework to end excavation delays

NEW DELHI: Learning from years of stalled excavations and delayed reports, the Archaeological Survey of India (ASI) is preparing a structured framework to ensure that major archaeological projects no longer hinge on individual officers or collapse when they are transferred or retire. The proposed guidelines, officials said, will clearly define objectives for every excavation, establish continuity regardless of personnel changes, and impose stricter accountability across branches. At present, excavations often run on the initiative of individual officials. When one leaves, there is no coordination and the next person starts work in a completely different way, an official familiar with the plan said. These are long-term projects and must have defined goals. Once the mechanism is in place, archaeological work, excavations or museum projects will continue seamlessly, and the scope can be expanded or reduced as needed. A key focus of the overhaul is fixing the weak link that has plagued ASI for decades, the preparation and publication of excavation reports. In several cases, findings have not been submitted to ASI headquarters for years after fieldwork ended. To address this, ASI plans to enforce firm deadlines. Excavators have been told to submit a primary report within three months of completing fieldwork, supported by fortnightly updates. Analytical components that require laboratory testing can follow later. Annual reports, officials said, must also be filed on schedule and full project reports completed within three years. The Survey currently has over 20 active excavation sites, supported by six dedicated excavation branches in Nagpur, Delhi, Patna, Bhubaneswar, Vadodara and Mysore. Recent work includes the fortified ancient city at Vadnagar in Gujarat, Rakhigarhi in Haryana, and Hastinapur in Uttar Pradesh. To avoid the chronic post-fieldwork gaps that slow down documentation, excavation teams will now be required to remain on site for additional days after digging concludes. Surveyors, archaeologists, photographers, they come from different units. Once they disperse, coordination becomes difficult. The team must stay together to finish preliminary records and compile the basic report, an official said. Between 2014 and 2024, the Modi government allocated Rs 9,652 crore to ASI, including Rs 63.27 crore specifically for excavations. Major digs during this period, Rakhigarhi in Haryana, Sinauli in Uttar Pradesh, Keezhadi in Tamil Nadu, remain without published official reports. Excavators have presented findings at conferences and in interviews, but the formal documentation is still absent. In 2023, ASI told a Rajya Sabha standing committee it had received 11 reports from Bihar, Odisha, Tamil Nadu and Uttar Pradesh, but all of them were still under vetting. The committee urged ASI to expedite the process and make the reports public. New mandate ASI has over 20 active excavation sites, supported by six dedicated branches. Alliance Air generally operates on short and medium routes under the UDAN scheme. Its fleet mainly consists of ATR 72-600 turboprop aircraft, which are suitable for smaller airports and can carry up to 72 passengers. The airline also operates a few ATR 42-600 aircraft with a capacity of 48 passengers and one Indian-made Dornier 228 aircraft that can accommodate 17 passengers. Naturally, this approach will make air travel more people-friendly, added Mr Mirchandani . The aviation expert says that measures related to fares and amenities, which may seem insignificant to high-net-worth individuals, hold great value for the common traveller. Without assigning blame, he points out that initiatives such as UDAN Yatri Cafes, offering tea for Rs 10, coffee for Rs 20, and snacks for Rs 20 at airports, can make a real difference to regular passengers. Gone are the days when air travel was seen as a privilege of the elite. It should be accessible to more people, ensuring dignity and affordability. We are now addressing one of the biggest concerns of passengers: airfare. I am curious to see howthis move will impact private airlines in the country after the pilot phase. It will be interesting to observe how they adapt and incorporate similar measures within their domestic realms , concluded Mr Mirchandani .

Quality project reports, fast-track decision making needed to make India's road network No.1 in world: Gadkari

BHUBANESWAR: Union Minister for Road Transport and Highways Nitin Gadkari on Friday urged the road engineers and project heads to focus on quality and future-ready detailed project reports (DPRs) and fast-track decision making to make Indias road network No.1 in the world. Taking a potshot at the age-old bad practice of awarding the lowest quotation for DPRs, the minister asked when people need heart surgery, do they float a tender and go to the doctor who is the cheapest? If you need a good restaurant for quality food, why do you go to a substandard agency to get the DPRs prepared? DPR is the backbone of a project and it must be perfect to ensure quality, he said while inaugurating the 84th Indian Roads Congress (IRC) at Janata Maidan here. As per the usual practice, Gadkari said, the DPRs are prepared by those who quoted the lowest in the bid and there is no technical examination of these reports before the tenders are floated. Mandatory reports related to the construction are not signed for years and contractors are made to work. When they get exhausted after running from pillar to post to get their bills paid and their working capital is drained out, they are rejected. This should not happen. We need to change such practices and procedures that are creating hurdles in the progress. Perfect DPRs will also help curb road fatalities, he said. The Union minister emphasised that performance audit is more important than financial audit. The economic growth rate of the country has increased due to the ever expanding road network. It will exceed further if the system works in tandem with a focus on transparency and commitment to meet the project timelines. Road engineers hold a pivotal role in the transformation. From DPRs to designing hassle-free and safety-assured highways, their technical precision determines the quality of the infrastructure, he said. Quoting American President John F Kennedy who once said American roads are not good because America is rich, but America is rich because American roads are good, Gadkari observed that trade, business and industry flourish where roads are built and capital investment comes where industries are encouraged. Accordingly, employment is generated where capital investments come and development takes place where there is no dearth of employment, he said. Acknowledging IRCs 90 years of experience of preparing guidelines, setting standards and design practices, the highways minister urged the apex body of engineers to make it a full-fledged professional organisation with global benchmark. The government will support in this endeavour. There is no dearth of money and resources. The problem lies in expenditure. A fast-track decision-making process is the need of the hour if we want to make our country an economic powerhouse of the world, he said. India is the fastest growing economy and to make it the third largest economy in the world, Gadkari said, the country needs to have world standard infrastructures like road, water, power, communication and transportation. The use of bio-bitumen and recycled plastic waste in highway construction will further enhance durability, sustainability and cost efficiency, aligning with the vision of eco-conscious development, he maintained. Our mission is to create world-class infrastructure founded on innovation and sustainable practices. Trust should be on to ensure 100 per cent quality and a plan to reduce the construction cost. A lot of waste material is available and we need to have a policy through which we can use the waste materials. IRC is the soul of India's running engineering. We need ownership, a serious approach, commitment to quality and transparency and a corruption free system, he said and urged engineers to prepare a new futuristic vision to achieve the goal of a developed India by 2047. Expressing concern over rising road fatalities, the Union minister asked road engineers for better planning and becoming sensitive towards road safety. Road accidents are claiming 1.8 lakh lives every year. Your ownership, your initiative and correct road engineering can save lives. The focus must be on identifying the black spots and rectifying them. Those who design roads should first make them friendly for the users. The road geometry has to be improved, he said and advised engineers not to always look at their bosses and listen to what they say. If your conscience tells you that this should be rectified or done, go and tell at the highest level. You must also take responsibility for the change, he added. Chief Minister Mohan Charan Majhi said the road density in Odisha is less than the national average and urged Gadkari to sanction more projects keeping in mind the state's vision for a Vikasita Odisha @ 2036. NEW DELHI: Complying with earlier directions, the Chief Secretaries of States and Union Territories appeared before the SC and tendered an 'unconditional apology' for not filing a compliance affidavit on the menace of stray dog bites. Taking into record the appearance of the Chief Secretaries, athree-judge special bench of the apex court, headed by Justice Vikram Nath, comprising Justice Sandeep Mehta and Justice N V Anjaria, said it will pass appropriate directions on November 7 in the case. Apart from recording the appearance and affidavits, we will also be issuing a few directions with respect to institutional menace -- the employees supporting and feeding the dogs in government institutions, public sector institutions and other institutions. We will definitely be issuing directions, said the top court. During the course of a brief hearing, the top court impleaded the Animal Welfare Board of India (AWBI) as a respondent in the case. It also clarified that Senior Advocate Guarav Agarwal will continue as the amicus curiae to assist in the matter. GUWAHATI: Fans could not hold back their tears, both inside and outside theatre halls, after watching Roi Roi Binale , the last film featuring music icon Zubeen Garg, who died under mysterious circumstances while swimming in the sea in Singapore on September 19. The movie, directed by Rajesh Bhuyan and released on Friday, ran to packed houses across Assam and broke all opening day records, with most theatre halls scheduling up to five shows a day. The screening started as early as 4.25 am at several theatres. Tickets for all shows for the first week were sold out, and fans had booked the first three days tickets within an hour last week. Cyclone 'Montha' intensifies: Andhra Pradesh, Odisha brace for severe storm landfall

With Cyclone Montha intensifying over the Bay of Bengal and expected to make landfall near Kakinada in Andhra Pradesh on Tuesday evening or night, both Odisha and Andhra Pradesh governments have stepped up preparedness, evacuating people from vulnerable areas and putting rescue teams on high alert, PTI reported. The Odisha government on Monday evacuated around 3,000 people, including 1,496 pregnant women, from low-lying and hilly regions across eight southern districts Malkangiri, Koraput, Nabarangpur, Rayagada, Gajapati, Ganjam, Kalahandi and Kandhamal, where a red alert has been sounded. Revenue and Disaster Management Minister Suresh Pujari said the evacuation drive, which prioritises pregnant women, the elderly and persons with disabilities, aims to move 32,528 people to safety as the state targets zero casualty in the impending calamity. We have opened 1,445 cyclone shelters and arranged food, medicine, lighting and care for domestic animals, he said after reviewing the situation in the evening, PTI reported. A total of 140 rescue teams from the NDRF, ODRAF and Fire Service have been deployed, up from 128 earlier. Arrangements have been made to restore electricity within 24 hours of the cyclone, said Special Relief Commissioner (SRC) D K Singh, adding that power backup is ready in all hospitals and drinking water units. Pujari said rainfall had already begun in parts of southern and coastal Odisha, including Bhubaneswar, and would intensify on October 28 and 29. Landslides are a major concern in the hilly Gajapati district, where 139 vulnerable locations have been identified. Government employees leave has been cancelled till October 30, and schools and anganwadi centres in nine districts have been ordered shut until then. The SRC said all ports in Odisha have hoisted Distant Cautionary Signal No-I, and fishermen have been advised not to venture into the sea till October 29. Most fishermen have already returned, he said. Ganjam district has provided shelter to over 100 Andhra fishermen who will return home once the weather normalises, PTI added. According to the latest IMD bulletin issued at 8.30 pm, Cyclone Montha meaning fragrant flower in Thai, was centred over the west-central and adjoining southwest Bay of Bengal at 5.30 pm, around 450 km south-southeast of Kakinada, 500 km south of Visakhapatnam and 670 km south of Gopalpur. The system is moving northwestwards at about 15 kmph and is expected to intensify into a severe cyclonic storm by Tuesday morning. It is likely to cross the Andhra Pradesh coast between Machilipatnam and Kalingapatnam, near Kakinada, on the evening or night of October 28 with maximum sustained wind speeds of 90100 kmph, gusting to 110 kmph. In Odishas southern coastal areas, wind speeds may reach 6070 kmph, gusting up to 80 kmph, from Tuesday evening. Heavy to very heavy rainfall is forecast for October 28 and 29, after which the system is expected to weaken and move towards Chhattisgarh as a cyclonic storm. Meanwhile, Prime Minister Narendra Modi assured all possible central assistance to Andhra Pradesh, Chief Minister N Chandrababu Naidu said after the PM called to review the situation, PTI reported. Naidu held a high-level meeting via Real Time Governance System (RTGS), directing officials to strengthen canal banks, prepare for floods, and monitor the cyclones movement hourly. All fishermen have been brought back to shore. Medical teams, NDRF units, and engineering departments are on standby for restoration operations post-cyclone, an official release cited by PTI said. Relief measures announced include Rs 3,000 cash, 25 kg rice, and other essentials per family in relief camps. Heavy to very heavy rains are forecast in Krishna district, and heavy rainfall is expected in Guntur, Bapatla, NTR, Palnadu and West Godavari districts over the next two days. East Coast Railway has also announced cancellation, diversion and short termination of some trains operating in the Waltair region and adjoining routes as precautionary measures, PTI reported. The Indian National Centre for Ocean Information Services (INCOIS) and the India Meteorological Department (IMD) on Monday forecast high sea waves along the Andhra Pradesh coast from Nellore to Srikakulam, ranging between 2 and 4.7 metres. In a joint bulletin, the agencies had warned that the high waves were expected for six hours, between 5.30 pm and 11.30 pm on October 27 and a storm surge of about one metre above the astronomical tide could inundate low-lying areas of coastal Andhra Pradesh and Yanam around the time of landfall. In a separate development, the IMD said a depression has formed over the east-central Arabian Sea, lying stationary near latitude 16.7N and longitude 67.3E about 570 km southwest of Veraval (Gujarat) and 650 km west-southwest of Mumbai. The system, distinct from Cyclone Montha , is likely to move north-northeastwards across the east-central Arabian Sea over the next 48 hours. Even as Montha gathers strength, most parts of Tamil Nadu remained largely dry on Monday. A fresh low-pressure area formed over southeast Bay of Bengal on Friday is likely to intensify into a cyclonic storm by October 27 and may cause heavy rainfall across Odisha and some parts of West Bengal for three days starting Monday, officials said. Bhubaneswar meteorological department director Manorama Mohanty said the weather system has moved west-northwestwards over the past three hours and is likely to move in that direction further. It will become a depression over the southeast and adjoining central Bay of Bengal by October 25, a deep depression by October 26, and a cyclonic storm over the southwest and adjoining west-central Bay of Bengal by the morning of October 27, Mohanty told reporters here. Asked whether the system will make landfall on the Odisha coast, she said, It is too early to predict, but wherever it makes landfall, Odisha is likely to experience heavy to extremely heavy rainfall from October 27 to 29.The coastal districts are expected to be most affected. The IMD has issued a yellow warning for light to moderate rainfall in 12 districts on Friday, 21 districts each on Saturday and Sunday, and across the entire state on Monday. Odisha Revenue and Disaster Management Minister Suresh Pujari said the state government was closely monitoring the situation and prepared to face any eventuality. October is generally considered a cyclone-prone month. There is no need to panic. The government is fully prepared to handle the situation, Pujari said. The system is also likely to bring heavy rainfall in south Bengal districts comprising North and South 24 Parganas, Purba and Paschim Medinipur, Jhargram and Howrah between October 28 and 30, weather officials said. Thunderstorms with lightning are likely in Kolkata and adjoining Hooghly district on October 28. North Bengal districts of Jalpaiguri, Alipurduar, Cooch Behar, Dakshin Dinajpur and Malda are also likely to get heavy rain between October 29 and 30, they said. The low pressure has also triggered a fresh spell of northeast monsoon rains in the North coastal region of Tamil Nadu, including Chennai . Parts of Chengalpattu and Ranipet are also expected to receive intense showers during the said period. According to the IMDs five-day forecast, heavy rains are likely in Chennai and neighbouring districts till October 28 with possibilities of waterlogging in low-lying areas. In the last 24 hours ending 8.30 am on Friday, widespread rainfall were reported across several districts, with Pallipattu in Tiruvallur recording the highest at 15 cm, followed by Nalumukku in Tirunelveli (12 cm) and Oothu (11 cm). Arakonam in Ranipet district recorded 10 cm, while Medavakkam in Chennai received 9 cm. Several parts of southern Tamil Nadu, including Kanyakumari and Tirunelveli, also witnessed moderate to heavy spells. Chennai Corporation officials said field teams have been placed on alert to clear stormwater drains and ensure swift water discharge ahead of the rains this weekend. Fishermen have been advised not to venture into the sea as strong winds are likely to prevail along the Tamil Nadu and south Andhra coast in the coming days. BHUBANESWAR: Investigation into the sexual assault on a 16-year-old girl from Jharkhand in Bhubaneswar led police to a flesh trade racket and the subsequent arrest of four persons on Saturday. The minor victim was apparently trafficked into the sex racket, which was operating in the Laxmisagar area of the city. Police arrested a 28-year-old man for allegedly raping the minor girl and held three others subsequently. The 16-year-old victim, a native of Jharkhand, was allegedly trafficked and pushed into the flesh trade in the city. Police said she had sustained serious injuries to her private parts. The matter came to light after she admitted herself to Capital Hospital on October 16. During treatment, the doctors found out that the girl had a history of sexual assault and was suffering from psychological disorders. The capital police were informed, and a rape case was registered. Based on the case, an investigation was launched into the matter, Police Commissioner S Dev Datta Singh said. Police examined the CCTV cameras and found that the girl had arrived in the hospital in an auto-rickshaw. During the investigation, police found that a woman had booked the auto-rickshaw through an online app. They collected her details from the driver and conducted a raid at a house under the Laxmisagar police station earlier in the day. We could establish that the accused, who booked the auto-rickshaw and sent the minor girl to Capital Hospital, was running a sex racket in the house along with two others, Singh said. Police arrested the house owner, Sanjib Kumar Das (54), and two pimps - Manju Sethi (47) and Mamata Sahu (42). Later, Abinash Muduli, a 28-year-old from Nayagarh, was arrested for raping the minor victim. Subsequently, two separate cases under section 65(1) of BNS and section 6 of the POCSO Act were registered. Laxmisagar police registered a case against the house owner and two women pimps for running the sex racket (human trafficking), while Capital police registered the case against the youth for sexually assaulting the victim. Police said the minor survivor was unable to clearly share her details but managed to reveal that she is a native of Jharkhand. We are in touch with Jharkhand police to ascertain her identity, he added. During the raid, police also rescued three other women who were engaged in prostitution.

BHUBANESWAR: The father of a 23-year-old woman, who was allegedly gang-raped in West Bengal's Durgapur, appealed to the Odisha government to shift her to Bhubaneswar for treatment, citing a threat to her life. The survivor, a second-year MBBS student, is currently undergoing treatment at a hospital in Durgapur. Her parents, residents of Jaleswar in Balasore district, rushed to West Bengal after being informed about the incident. I appeal to Chief Minister Mohan Charan Majhi to help shift my daughter to Bhubaneswar. I fear that her life may be in danger, the father told PTI over the phone from Durgapur on Sunday. I see an attempt to suppress the incident. My daughter had not gone out at midnight -- it was just 8 pm on Friday. He further alleged that the survivor had gone out with a male companion who fled the scene during the attack and did not alert anyone. She was attacked between 8 pm and 9 pm. Her male companion ran away and did not raise an alarm or seek help. The miscreants then dragged her into a jungle area and did unspeakable things to her, he claimed. Additional District Magistrate of Balasore, Hemant Singh, who visited the hospital, said, The West Bengal Police have arrested three people within 36 hours of the incident. We are satisfied and hope that justice will be done to the victim. A four-member team from the Balasore district administration, including District Social Welfare Officer Jyotsna Mohanty, also met the family. The survivor's condition is gradually improving. ED arrests Reliance Power CFO in Rs 68 crore fake bank guarantee PMLA case

NEW DELHI: The Enforcement Directorate (ED) has arrested the CFO of industrialist Anil Ambani's group company Reliance Power in a money laundering case linked to issuance of an alleged fake bank guarantee of Rs 68 crore, official sources said on Saturday. Ashok Pal was taken into custody on Friday night under the provisions of the Prevention of Money Laundering Act (PMLA) after he was questioned by the agency, they said. He will be produced before a special court on Saturday and the agency will seek his remand for custodial interrogation, according to the sources. The case pertains to a bank guarantee of Rs 68.2 crore submitted to the Solar Energy Corporation of India Limited (SECI) on behalf of Reliance NU BESS Limited, a subsidiary of Reliance Power, which was found to be fake. The company was formerly known as Maharashtra Energy Generation Limited. The accused company, which allegedly operated a racket for providing fake bank guarantees for business groups, was identified by the ED as Odisha-based Biswal Tradelink. As part of the investigation, the ED carried out searches against the company and its promoters in August and arrested its Managing Director, Partha Sarathi Biswal. The money laundering case stems from a November 2024 FIR of Delhi Police's Economic Offences Wing (EOW). It was alleged that the company was engaged in issuing fake bank guarantees against a commission of 8 per cent. The Reliance Group had then said that Reliance Power had been a victim of fraud, forgery and cheating conspiracy in this case and it had made due disclosures in this context to the stock exchange on November 7, 2024. A group spokesperson said a criminal complaint was lodged by them against the third party (accused company) with Delhi Police's EOW in October 2024 and the due process of law would follow. The ED sources had said that the Bhubaneswar-based company was using an email domain -- s-bi.co.in -- similar to sbi.co.in to create a facade of genuineness that the communication was being sent by the State Bank of India (SBI), the country's largest lender. The fake domain was used to send forged communication to the SECI, they said. The ED's preliminary investigation, according to the sources, indicated that the company also facilitated fake bills for commission and used multiple undisclosed bank accounts. Suspicious transactions worth crores of rupees were done through these bank accounts, they said. The company is a mere paper entity as its registered office is a residential property belonging to a relative of Biswal. No company records were found at the address during the searches, the sources had said.

World University Rank 2026: IISc Bangalore rated best in country

NEW DELHI: Next to the United States, India has the highest number of educational institutions figuring in the Times Higher Education (THE) World University Rankings 2026. A total of 128 institutes from India have made it to the rankings, with the Indian Institute of Science (IISc) Bangalore rated the best in the country and categorised in the 201-250 rank band. For the tenth consecutive year, the University of Oxford was rated the best in the world, the rankings state. A total of 2,191 institutions across 115 countries were assessed for this 22nd edition of these rankings. NEW DELHI: Indias healthcare sector is poised for a major transformation, with its total market value expected to surpass USD 1.5 trillion by 2030, according to Rubix Industry Insights: Healthcare September 2025, a report by Rubix Data Sciences. Currently valued at USD 638 billion, the industry is growing at a brisk 19% annually, driven by rising incomes, wider insurance penetration, robust private investment, and digital innovation. But while the sector is expanding rapidly, the report flags persistent structural challenges. Rural areas -- where nearly two-thirds of Indias population lives -- have access to just 30% of the countrys hospital beds. Bed density remains at 1.6 per 1,000 people, below the World Health Organizations recommended minimum of 2. Nurse density is also lagging, at 1.9 per 1,000 compared to the WHO benchmark of 3. India will need to add 650,000 nurses and 160,000 doctors by 2030 to meet demand. At the same time, non-communicable diseases (NCDs) such as diabetes and hypertension are surging. This unmatched affordability, combined with NABH-accredited hospitals, shorter wait times, and English-speaking medical staff, has fueled a surge in foreign patient inflows from 6.1 million in 2023 to 7.3 million in 2024. The countrys medical tourism market, valued at USD 7.7 billion in 2024, is projected to double to USD 16 billion by 2030. Private sector investment has been another major growth driver. Capital inflows into hospitals surged from USD 0.73 billion in 2022 to nearly USD 6 billion in 2024, while FDI in healthcare rose 2.3 times to reach USD 1.56 billion in FY2025. Private healthcare operators are set to add 34,000 new beds by FY2029, backed by INR 400 billion in planned investments. Notably, 40% of this expansion is being directed toward Tier-II and Tier-III cities, including Patna, Lucknow, and Bhubaneswar a sign of the sectors decentralization and growing regional focus. India is home to 20 per cent of global chip design talent. Students of 295 universities across the country are using the latest EDA tools provided by the industry. So far, 28 student-designed chips from 20 institutes have been taped out at the semiconductor laboratory (SCL), Mohali. Odisha has recently received approval for two semiconductor projects under the India Semiconductor Mission (ISM). One of these is an integrated facility for Silicon Carbide (SiC)-based compound semiconductors. The second is an advanced 3D glass packaging facility. As IIT Bhubaneswar hosts the Silicon Carbide Research and Innovation Centre (SiCRIC), the new lab will add to the institutes existing clean room facilities. It will provide R&D facilities to support the semiconductor industry in India. The proposed lab will have essential equipment and software required for semiconductor training, design and fabrication. The project cost has been estimated at Rs 4.6 crore for equipment and Rs 35 lakh for software, sources said. Recently, the state government has amended the Odisha Semiconductor Manufacturing and Fabless Policy to position Odisha as a leader in the semiconductor and electronics ecosystem by attracting more investments and making semiconductor and allied projects more viable, competitive and sustainable with broader and lucrative package of incentives. As many as 16 significant changes in the policy including a special package for first few projects, enhanced performance-linked incentives, relocation support for units shifting to Odisha, and incentives for semiconductor park developers, have been approved. The amendment also strengthened provisions for R&D and workforce skilling, which are two critical areas for long-term sustainability and innovation in the sector. Chief Minister Mohan Charan Majhi has expressed his gratitude to Prime Minister Narendra Modi and Union Minister Ashwini Vaishnaw for approving the NaMo semiconductor laboratory in the state. He said with the cabinet recently approving the state semiconductor policy and multiple MoUs getting signed with leading semiconductor companies, the initiative will strengthen Odisha as a hub for semiconductor research, design and advanced manufacturing. BHUBANESWAR: Union Minister for Electronics and Information Technology Ashwini Vaishnaw has approved NaMo semiconductor laboratory at IIT Bhubaneswar. The project estimated at Rs 4.95 crore will be funded under the MPLAD scheme. The NaMo semiconductor lab will contribute to India's deep talent pool by equipping the youth with industry-ready skills. The lab will also position IIT Bhubaneswar as a hub for semiconductor research and skilling. It will help in developing talent for the chip manufacturing and packaging units coming up across the country. Sources said the upcoming lab will further boost the Make-in-India and Design-in-India initiatives. It will act as a catalyst for the fast-growing semiconductor ecosystem of the country. Krishna Leela Guru Gopinath Swain passes away

BHUBANESWAR: Guru Gopinath Swain, one of the last Gurus of the near-extinct folk dance tradition of Krishna Leela, passed away on Thursday. He was 107. A native of Govindapur village in Sheragada block of Ganjam, Swain was suffering from age-related ailments and was bedridden since last few months. For close to nice decades, Swain documented, preserved, promoted and performed Krishna Leela and in recognition of his efforts in propagating the cultural tradition, Centre had conferred on him the Padmashree Award in 2024. Born on February 15, 1918, Swain began learning Krishna Leela from the young age of 10 years from his father's elder brother. He then began singing the songs and playing the role of Krishna, learning them from Guru Choudhury Behera. Specialising in the Krishna Leela authored by 18th-century saint Babaji Dukhisyama Dasa in Odia language and based on Odissi music, Swain widely performed and trained hundreds of students in this form through several traditional akhada schools. People from different walks of life paid their tributes. Chief Minister Mohan Charan Majhi expressed his condolences. Guru Gopinath Swain will remain eternally memorable for his contributions to the folk art world of Odisha. I convey my condolences to the bereaved family and pray to Lord Shri Jagannath for the peace of the departed soul, he wrote on X. Leader of Opposition Naveen Patnaik said Guru Swain dedicated his life in enriching Odisha's folk art of Krishna Leela and is a source of inspiration for all. Swains mortal remains were consigned to flames at his native village.

Odisha govt employees to get September salary in advance

Bhubaneswar, Sep 24 (PTI) Odisha Chief Minister Mohan Charan Majhi has directed officials to disburse the months salary of government employees on September 26 in view of the upcoming festivities. Usually, the salaries are disbursed at the end of the month, but with government offices set to remain closed from September 27 for the Durga Puja holidays, the early payment will allow them to meet requirements and make necessary purchases, an official release said. This is to encourage employees to take part in the nationwide Savings Festival after implementation of the GST 2.0 reforms, it said.
