EOW arrests BJD leader Raja Chakra over Rs 150 crore ore loading agency scam

BHUBANESWAR: The Economic Offences Wing (EOW) of Crime Branch on Thursday arrested BJD leader Soumya Sankar Chakra alias Raja over his alleged links with Gandhamardan Loading Agency and Transporting Cooperative Society Ltd, the firm reportedly involved in over Rs 150 crore scam. The move comes a day after the Orissa High Court rejected the pre-arrest bail plea of the state vice-president of Biju Yuva Janata Dal. EOW had registered a case in this regard on February 7 after receiving a complaint of large-scale irregularities and misappropriation of funds by the society which was set up for the welfare of the villagers affected by Gandhamardan mines in Keonjhar district. Shocking claims followed Chakras arrest after senior BJD leader and Ghasipura MLA Badrinarayan Patra alleged that a former district collector and SP had backed him when he was involved in various illegal activities. Investigation revealed, the loading agency had earned around Rs 185 crore from 2017 to March, 2024. Probe suggested its former president Manas Ranjan Barik and secretary Utkal Das in connivance with some influential local persons swindled huge amount of money. On February 7, EOW had arrested both Barik and Das. Gandhamardan loading agency had claimed to have spent Rs 34 crore towards peripheral developmental activities but no work was carried out. Similarly, though Rs 9.1 crore was given to a fuel station named Maa Kali Petrol Pump, no fuel was supplied to the society and instead it was used to refill the transport vehicles of Chakra, said the EOW. EOWs probe revealed Gandhamardan agency dispersed a whopping Rs 33 crore to local villagers, who are reportedly members of the cooperative society, to ensure they always extended their support to Chakra. Though Chakra was not associated with the society on paper, he was allegedly dictating its operations through his associates Sadashiv Samal, Sudhansu Shekhar Naik and Samir Jena. The investigators also found out that Gandhamardan agency had claimed to have spent Rs 74 crore towards loading charges and labour payments but the muster rolls and vouchers indicated a huge mismatch. The society has not conducted any audit since 2012 and 2013. A detailed audit will be conducted to ascertain the total misappropriation of funds, said CB DG, Vinaytosh Mishra. Sources said the BJD leader reportedly owns various firms like Sankar Minerals, Sankar Transporting, Sankar Roadways and Sankar Projects. So far, the agency has seized his two screening plants and 42 vehicles. EOW has also frozen several bank accounts and `25 lakh of Chakra. Gandhamardan agency in Suakati was registered in 2006 and engaged in loading of iron ore from the mines of Odisha Mining Corporation in Keonjhar district.

Astra missile test fired from Tejas jet successfully

BHUBANESWAR: In yet another major step towards indigenisation of weapon systems, India has successfully test fired beyond visual range air-to-air missile (BVRAAM) Astra from LCA Tejas AF MK1 off Odisha coast, paving the way for its integration in the indigenously developed fighter jet. Defence sources said Aeronautical Development Agency (ADA) launched Astra from Tejas MK1 prototype fighter aircraft on Wednesday and the missile directly hit a moving target. All the subsystems performed accurately meeting all mission parameters and objectives. Designed and developed by DRDO, Astra missile is capable of engaging the targets up to a range of over 100 km. The missile has been equipped with advanced guidance and navigation capabilities that allow it to destroy targets with greater accuracy. Astra has already been inducted into the Indian Air Force (IAF) and integrated with front-line fighter aircraft Sukhoi 30 MKI. This successful test is a significant milestone towards the induction of LCA AF MK1A variant of the missile. More trials have been planned for its performance evaluation, the Ministry of Defence (MoD) said in a statement. The 3.8 metre long state-of-the-art missile has a launch weight of about 154 kg. It uses solid-fuel propellant and a 15 kg high-explosive warhead, activated by a proximity fuse. The missile has been designed to destroy targets at varying range and altitudes allowing for engagement of both short-range targets (up to 20 km) and long-range targets (up to 100 km) using alternative propulsion modes. It is difficult to track this missile as its on-board electronic counter-measures jam signals from the enemy radars. As an anti-aircraft missile, it can be fired after receiving a signal from the far away target through its onboard manoeuvres based on radio frequency. One of its versions with a strike range of 100 km can cruise at an altitude of 15 km while another having a range of 40 km can destroy a target at an altitude up to 30,000 ft, and the third one with a range of 30 km is capable of hitting the target at sea level altitude. Defence minister Rajnath Singh congratulated the teams of DRDO, IAF, ADA, Hindustan Aeronautics Limited (HAL) and others involved in the trial.

BHUBANESWAR: The Economic Offences Wing (EOW) of the Crime Branch on Thursday arrested BJD leader Soumya Sankar Chakra for his alleged connection to Gandhamardan Loading Agency and Transporting Cooperative Society Ltd. The firm is reportedly involved in a scam of over Rs 150 crore. Chakra, the state vice-president of Biju Yuva Janata Dal, was apprehended a day after the Orissa High Court rejected his pre-arrest bail petition. The EOW registered a case on February 7 after receiving a complaint about large-scale irregularities in Gandhamardan Loading Agency. The complaint alleged the misappropriation of society funds meant for the welfare of villagers affected by mining in Keonjhar. BHUBANESWAR: The state government on Wednesday banned NGO Adarsh Sishu Mandir for allegedly subjecting mentally-challenged inmates to harassment at its rehab facility Samartha in Sambalpur in January this year. In a letter to all district collectors, the Social Security and Empowerment of Persons with Disabilities department informed that the NGO has been prohibited from running any programmes and discontinue all its existing programmes across the state for infringement of guidelines on rehabilitation of persons with mental illness. The organisation has been accused of engaging in appalling inhuman activities like torture, physical assaults etc, towards the inmates of the rehab home, in violation of section-3 of RPwD Act-2016, and depriving an individual to live with dignity, the department said. Earlier in January, disturbing videos of inmates being subjected to abuse at a rehabilitation centre came to light sparking widespread outrage. In the videos, inmates can be seen brutally thrashed at the centre Samartha. The perpetrators, suspected to be the staff of the facility, can also be seen verbally abusing the inmates while serving food. It is being alleged that the inmates were not being provided proper food and medicines. The centre was then housing 44 inmates. Subsequently, the inmates were shifted to another facility and two persons of the rehab centre arrested.

Census puts dolphin number in Odisha at 710, Rajnagar tops list

BHUBANESWAR: The annual population estimation of dolphins and cetaceans 2024-25, carried out by the state wildlife wing earlier this year, has pegged the number of the majestic mammals in Odisha at 710. As per the estimation of the three-day exercise, carried out from January 27 to 29 this year, the state has 188 Irrawadi dolphins, 498 Humpback dolphins, 16 Bottle-nose dolphins and eight Spinner dolphins. Division-wise Mangrove (Wildlife Division), Rajnagar has the highest number of 505 dolphins. The division this year has recorded 470 Humpback dolphins, 22 Irrawadi dolphins, five Bottle-nose dolphins and eight Spinner dolphins. Asias largest brackish water lagoon Chilika has recorded the highest 159 Irrawadi dolphins. It has also recorded 15 Humpback dolphins this year. This apart, 13 Humpback dolphins have been spotted in the marine ecosystem of Berhampur division, while seven Bottle-nose dolphins and seven Irrawadi dolphins have been counted in Puri (Wildlife) and Balasore (Wildlife) divisions respectively. Bhadrak Wildlife Division has also recorded four Bottle-nose dolphins. The overall dolphin population in the state was 743 in 2023-24 estimation, 733 in 2022-23 estimation and 726 during 2021-22. Sources said the marginal plunge in the population this year is primarily due to sighting of 34 fewer Humpback dolphins and 11 fewer Bottle-nose dolphins. Besides, no finless porpoise was sighted in the dolphin and cetaceans enumeration exercise this year. Their number was one in 2023-24 estimation and three in 2021-22 estimation. Forest officials, however, termed the dolphin population in the state as steady with their figures fluctuating in the range of around 720 to 750 for the last four years. The number of Irrawadi dolphins has increased by eight, from 181 last year to 188 this year, they said adding, the figure is also an indication of the healthy marine ecosystem in the state. Our conservation efforts will continue to protect these species and their habitats to secure their sustained growth in the state, a senior wildlife official said.

Scorching heat warning for Odisha districts ahead of Holi

BHUBANESWAR: An unusually early spell of heatwave is expected to grip western and northern Odisha from Thursday with the India Meteorological Department (IMD) coming out with an advisory for the public on Wednesday. Over the next four days, including the Holi festival, heatwave conditions may prevail in Jharsuguda, Sambalpur, Balangir and Boudh districts on Thursday. Similar conditions are likely in the four districts along with Sundargarh and Angul on Friday. More districts such as Sonepur, Mayurbhanj and Bargarh will come under the grip of the heatwave in the subsequent two days. Director of Bhubaneswar Meteorological Centre Manorama Mohanty said, some parts of Odisha are likely to experience heatwave and other parts warmer nights due to dry and hot north-westerly winds blowing towards the state. The met office asked people to take precautionary measures while stepping outside during peak hours of the day between 11 am and 3 pm.

Plans ready to develop east-west and north-south corridors: Minister Prithiviraj Harichan

BHUBANESWAR: Keeping the population growth and road transportation needs of the state by 2036, the state government on Wednesday informed the Assembly that plans are afoot to develop north-south and east-west corridors. In his reply to the discussions on demand for grants of the Works department, Works minister Prithiviraj Harichan said the department has planned to link Motu, the southernmost tip of the state with Tiring in Mayurbhanj district with a 969 km long 6-lane highway. The road project is estimated to cost Rs 15,000 crore. It has proposed several infrastructure projects including a 491-km-long 6-lane highway from Nuapada to Astarang at an estimated cost of Rs 9,500 crore, he said. The projects in the pipeline include 383 km long 6-lane highway from Jharsuguda to Baripada, 357 km long highway from Brundabahal to Gopalpur, 404 km long highway from Sambalpur to Satabhaya. Harichandan said the government aims to develop the states infrastructure, focusing on road connectivity, to drive economic growth and improve the quality of life for its people. To address traffic congestion on major roads of Bhubaneswar, he said, provision has been made for upgradation of the road from Barang to Patia station square, flyover at the NH-16, improvement Daya west canal road road, another flyover at Kalpana Square and Museum Square, a road over bridge from Sishu Bhawan square to Museum and an underpass at AG Square. The annual budget of the department amounting Rs 12,448.43 crore was passed in voice vote.

However, the Congress members continued with the dharna. Earlier in the day, a delegation of Opposition BJD led by its deputy leader in the Assembly, Prasanna Acharya, met Padhy at her chamber and requested her to withdraw the suspension of Bahinipati. We met the Speaker and discussed Tuesdays unfortunate incident in the House. We requested the Speaker to reconsider her decision as it appears to have been taken in a hurry.
