NEW DELHI: Justice Bhushan Ramkrishna Gavai, India's 52nd chief justice and its first Buddhist one, has played a key role in shaping the judicial landscape, penning about 300 verdicts, including landmark rulings on constitutional issues, liberty, and perhaps most importantly against the executive's ulldozer justice. Justice Gavai, the second Dalit after K G Balakrishnan to head the Indian judiciary, was sworn in by President Droupadi Murmu on Wednesday for a six-month tenure ending November 23, 2025. Rising from humble beginnings to the highest judicial office of the land, Justice Gavai belongs to a village in Maharashtra's Amravati district. Born on November 24, 1960, the Amaravati born is the son of R S Gavai, a career politician, who started the Republican Party of India (Gavai). As the CJI, Justice Gavai will have to deal with issues such as the huge pendency of cases, including over 81,000 cases in the Supreme Court, to vacancies in courts. On the judicial side, he will deal with the contentious issue related to the challenge to the validity of much debated Waqf (Amendment) Act, 2025. Days before being sworn in as the CJI, Justice Gavai told journalists in an informal chat with journalists at his residence here that the Constitution is supreme. He also made it clear he would not take any post-retirement assignments. Elevated as a judge of the Supreme Court on May 24, 2019, Justice Gavai was part of constitution benches that delivered path-breaking verdicts, including on Article 370, electoral bonds and demonetisation of Rs 1,000 and Rs 500 currency notes. It was a bench headed by Justice Gavai that stayed the Allahabad High Court's observations on grabbing a woman's breasts and pulling the drawstrings of her pyjama not amounting to attempt to rape, and said it reflected total insensitivity and inhuman approach. During his tenure as an apex court judge in the last six years, Justice Gavai was part of around 700 benches dealing with matters pertaining to a range of subjects, including constitutional and administrative law, civil and criminal law, commercial disputes, arbitration law and environmental law. He authored about 300 judgments, including constitution bench verdicts on various issues upholding the rule of law and safeguarding fundamental, human and legal rights of the citizens. Justice BR Gavai, a fearless stickler for the rule of law He was part of a five-judge constitution bench which in December 2023 unanimously upheld the Centre's decision to abrogate provisions of Article 370 bestowing special status to the erstwhile state of Jammu and Kashmir. Another five-judge constitution bench, of which Justice Gavai was a part, annulled the electoral bonds scheme for political funding . He was also part of a five-judge constitution bench which, by a 4:1 majority verdict, gave the stamp of approval to the Centre's 2016 decision to demonetise Rs 1,000 and Rs 500 denomination currency notes . Justice Gavai was part of a seven-judge constitution bench, which by a 6:1 majority held that states are constitutionally empowered to make sub-classifications within the Scheduled Castes , which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward among them. A seven-judge constitution bench, including Justice Gavai, ruled that arbitration clause in an unstamped or insufficiently stamped agreement between parties was enforceable as such a defect was curable and did not render the contract invalid. Justice Gavai was part of a five-judge constitution bench, which in January 2023 ruled that additional restrictions cannot be imposed on the fundamental right of freedom of speech and expression of high public functionaries as exhaustive grounds already exist under the Constitution to curb that right. He penned a landmark verdict laying down pan-India guidelines on demolition and said no property should be demolished without a prior showcause notice and the affected must be given 15 days to respond. 'SC cant be aloof, when country is in danger': CJI designate BR Gavai He has also dealt with matters related to forests, wildlife, protection of trees and passed several orders to protect the environment. MP, Maharashtra sign MoU for implementing worlds largest ground recharge project
BHOPAL: Madhya Pradesh and Maharashtra on Saturday signed a memorandum of understanding (MoU) to jointly implement the Tapti Basin Mega Recharge Project, described by officials as the worlds largest groundwater recharge scheme. Chief Minister Mohan Yadav and his Maharashtra counterpart Devendra Fadnavis attended the 28th meeting of the Madhya Pradesh-Maharashtra Inter State Control Board here, where both the BJP-ruled state governments inked the MoU. The Tapti Basin Mega Recharge Project is the third major inter-state river project featuring MP in the last five months, after the Ken-Betwa Link Project, which features MP and UP, and Parbati-Kalisindh-Chambal Link project, which has participation of MP and Rajasthan. Through the Tapti Basin Mega Recharge Project, three streams of the Tapti river, which originates from Multai in MP, will be developed in collaboration with the Maharashtra government to ensure optimal use of every drop of river water for irrigation in across both the states. The interests of Madhya Pradeshs water needs have been carefully considered in this project. The total water usage in the Tapti Basin Mega Recharge Project will be 31.13 TMC , with 11.76 TMC allocated to MP and 19.36 TMC to Maharashtra. The project will utilise 3,362 hectares of land in Madhya Pradesh, with no displacement of villages and no need for rehabilitation. The project will provide permanent irrigation facilities to 1,23,082 hectares in Madhya Pradesh and 2,34,706 hectares in Maharashtra. Initially, a traditional reservoir project of 66 TMC capacity was proposed, which would have affected over 17,000 hectares of land, including forest areas and tiger reserves, and displaced around 14,000 people across 73 villages. The earlier model has now been replaced with a groundwater recharge-based approach, avoiding displacement and environmental impact. Today is a historic day as both states have agreed to implement the project conceptualised a long time back. Even the Inter-State Control Board meeting happened after 25 years, Fadnavis said. Both states will benefit from the implementation of the project, with Maharashtras three districts Budhana, Akola and Amravati, which have long been facing the problem of salty water, will be the major beneficiaries. This will help agriculture, drinking water and boost the overall economy of the two neighbouring states, he said. CM Yadav said, The implementation of the project will boost the entire economy of the Nimar (southwestern MP) region.

MUMBAI: The Maharashtra Government has decided not to ask Pakistani citizens from the Hindu-Sindhi community to leave the state, as most of them are either staying on long-term visas or have applied for Indian citizenship. These individuals will be given protection in India. Maharashtra Chief Minister Devendra Fadnavis stated that Pakistani citizens belonging to the Hindu-Sindhi community will not be asked to leave the state. According to official data, there are a total of 5,053 Pakistani citizens currently residing in Maharashtra. Of these, the highest number2,458are in Nagpur, followed by 393 in Jalgaon, 293 in Navi Mumbai, 290 in Pimpri-Chinchwad, 117 in Amravati, and just 14 in Mumbai. In the wake of the recent Pahalgam terrorist attack, the Central Government has decided to ask Pakistani citizens to leave India by April 30 of this year. In Maharashtra alone, there are over 5,000 Pakistani nationals residing on long-term and SAARC visas. The state government is currently identifying and verifying these individuals as part of the ongoing process. There are many Pakistani citizens from the Sindhi community staying in Maharashtra on long-term visas. Some have already applied for Indian citizenship. These Hindu-Sindhi Pakistani citizens will not face any issues in the state. However, those who are in India and Maharashtra on short-term visas must leave the country within the next 48 hours or face deportation. We have already asked such Pakistani citizens to leave, said CM Fadnavis. He further mentioned that a list of these individuals has been prepared and submitted to the Central Government. We are monitoring and tracking Pakistani citizens in Maharashtra who are here on both short-term and long-term visas. Local police stations are in contact with them and are keeping a close watch, he added. CM Fadnavis also clarified that no Pakistani citizen currently residing in Maharashtra is untraceable. This clarification comes after Deputy Chief Minister Eknath Shinde previously claimed that 170 Pakistani citizens were missing in the state. Sometimes, officers provide incorrect briefings to ministers, leading to such statements. Its not the fault of DCM Eknath Shinde, but rather a case of incorrect data provided by officials. Therefore, we have decided not to release any precise data until our verification process is complete. We are still sanitizing the data, CM Fadnavis said.
