J&K paid price for Indus Waters Treaty, it must remain suspended: Omar Abdullah
Srinagar, Aug 14:Jammu and Kashmir Chief Minister Omar Abdullah on Friday hit out at Pakistan for staking a claim over the waters of rivers flowing through Jammu and Kashmir, questioning Islamabads professed sympathy for Kashmiris while opposing the regions use of its own water resources. Abdullah was responding to questions from reporters regarding Pakistan Prime Minister Shehbaz Sharifs latest remarks on the Indus Waters Treaty (IWT), in which he described water as Pakistans red line and warned of a direct response if the countrys water supplies were threatened. We have always been saying that our blood has been sucked these are our rivers. We had the first right on this. Pakistanis say they are great sympathisers of Kashmiris. But when it comes to water, their sympathy disappears. Where was their sympathy when we were denied permission to use our rivers? Abdullah said. The Chief Minister said the distribution of the Indus river system under the treaty had left Jammu and Kashmir bearing the consequences, arguing that India retained the waters of the Ravi, Beas and Sutlej while the Chenab, Jhelum and Indus were allocated to Pakistan. From then until today, we are suffering the consequences of this Indus Waters Treaty, Abdullah said, adding that the restrictions had affected the regions ability to fully utilise its water resources. He said Jammu and Kashmir had faced restrictions on drawing drinking water from the Chenab and on undertaking projects involving the Jhelum, including the proposed barrage at Tulbul that could facilitate navigation. From then until today, we are suffering the consequences of this Indus Waters Treaty. We could neither draw drinking water from the Chenab, nor could we use the Jhelum for navigation by building a barrage on Tulbul, nor could we stop water by building a big dam on any of our rivers, he said. The Indus Waters Treaty, signed in 1960 between India and Pakistan with the World Banks involvement, has governed the utilisation of the waters of the Indus river system for decades. India placed the treaty in abeyance following the Pahalgam terror attack, with New Delhi linking its decision to Pakistans alleged support for cross-border terrorism. Abdullah argued that the treaty should not be restored in its previous form. Our blood has been sucked, and now that the Indus Waters Treaty has been cancelled, it should remain cancelled so that we can make proper use of this water, the Chief Minister asserted. His remarks came amid renewed tensions between India and Pakistan over the treaty and water resources. Sharif, while reiterating Pakistans position, said Islamabad was committed to peace but would strongly defend what it considers its water rights. Meanwhile, Abdullah also condemned the recent attack on Shiromani Akali Dal president Sukhbir Singh Badal at a gurdwara in Nanded, Maharashtra. We strongly condemn this, and such attacks should not take place, Abdullah said, referring to the incident in which Badal was injured in an attack at the religious complex and subsequently taken to hospital. The Chief Minister questioned the effectiveness of the security arrangements provided to the SAD chief, noting that Badal had been targeted previously as well. Before this also, there was an attack in Amritsar, after which it was stated that special care would be taken of his security, that there will be Z-plus security. But where is the Z-plus? The attack took place for the second time; this time he was even injured, and had to be taken to the hospital for treatment, he said. Abdullah said political differences or grievances should be addressed through democratic means rather than violence. Such attacks should not happen in a democracy, and if there is any grievance against anyone, people can express that through elections, he said, adding that attacks on political leaders were very dangerous for democracy.

MHA should look into threats to PM package employees: Farooq Abdullah
Srinagar, Aug 13:National Conference (NC) President and former chief minister Farooq Abdullah on Thursday expressed surprise over reports of threats being issued to employees recruited under the Prime Ministers package for Kashmiri Pandits, saying there appeared to be something fishy about the matter and calling for an investigation by the Ministry of Home Affairs. Speaking to reporters, the three-time chief minister questioned why PM package employees were being specifically threatened when other members of the Kashmiri Pandit community, including government officers, as well as political leaders from different parties, had not reportedly received similar threats. I am surprised. Why have they received threats? Where from have the threats come? Abdullah said. It is not just Kashmiri Pandits, there are others too -- government officers who are Hindus and leaders from every party. Why did they not receive threats? Why did these (PM package employees) receive threats? he said. Abdullah said the matter should be examined by the Union Home Ministry, arguing that security arrangements in Jammu and Kashmir are not solely under the elected government but involve the Lieutenant Governor-led administration. Who are these people doing this, using social media, etc.? Who are they? They should pay attention to this. I understand there is something fishy in this, and it should be looked into, he said. At the same time, the NC president acknowledged that Kashmiri Pandits continue to face difficulties and said the Centre had failed to fulfil several promises made to the community. What happened to the promises made to them? For years, they (BJP) have been running the government; what did they do? Abdullah said. He said the PM package employment initiative dates back to the tenure of former Prime Minister Manmohan Singh and his own tenure as chief minister, when efforts were made to bring Kashmiri Pandits back to the Valley, provide them employment and facilitate their settlement. This (PM's package employment) is from the time of (former PM) Manmohan Singh and Omar's time; when they were here, they were brought back, settled here and given jobs. We hoped that their families and others would come and settle here, he said. Abdullah, however, opposed the continued practice of keeping returning Kashmiri Pandit employees in transit accommodation, saying they should eventually be able to live among the wider population. Settling Kashmiri Pandits in transit camps is not right. They need to live among the people, he said. Kashmiri Muslims were never against them; and we didn't do it, everyone knows who did it, Abdullah said. On the reported attack on Shiromani Akali Dal (SAD) president Sukhbir Singh Badal, Abdullah condemned the incident and expressed concern over the security of political figures who, he said, remain vulnerable to attacks. It is a very unfortunate thing. He has been attacked several times, and I understand that there is some weakness in the security. People and the government must remember that these are very vulnerable figures, he said. Abdullah said Badal had been targeted previously as well and cautioned that another attempt could not be ruled out. He was attacked before too, and we cannot say it won't happen again, he said. While expressing relief that the latest attack was foiled, Abdullah urged the Government of India to take the matter seriously and strengthen security arrangements. Thank God that this time they were not successful and it was averted. However, all of us, especially the Government of India, need to take notice of this and be careful so that it does not happen again, he said. Abdullah said both he and his son, Chief Minister Omar Abdullah, condemned the attack and prayed for Badal's recovery. We condemn what has happened, and we pray to God, because it is a very blessed place where they went -- Nanded, where Guru Gobind Singh Ji's final rites were performed. For such a thing to happen, I understand, is a very dangerous matter, he said. We hope that God grants him good health and he recovers quickly and works for the country, Abdullah said. About the Cockroach Janta Party's reported threat to launch protests, Abdullah said the organisation had drawn attention to what he described as wider concerns over governance, constitutional values and the functioning of institutions. He said the protests had woken the nation up to issues including alleged atrocities, tragedies faced by people, the functioning of the judiciary and government, and questions surrounding adherence to the Constitution. I hope that the government will wake up and realise that the Constitution is the highest thing for every citizen of India, regardless of religion, language or the area they come from, he said. The former union minister also stressed the importance of strengthening states within India's federal structure, arguing that excessive concentration of authority at the Centre would weaken the country. India has unity in diversity and it is the states that make this nation, Abdullah said. Therefore, if you rob the states of their authorities and concentrate power in one place, that is not going to work, and it is not going to make this country strong. If India has to be strong and has to grow, then the states must be made strong, he said. According to Abdullah, the concerns of states need greater attention because that is where people live and where governance directly affects their everyday lives. On the just-concluded Parliament session, Abdullah criticised the functioning of Parliament, saying the institution had been weakened and that members were raising issues without receiving adequate responses from the government. The whole country and the world saw how the Parliament functioned. The Parliament has been rendered completely weak; members raise questions, but answers are not given, he said. Abdullah said Parliament was intended to provide a platform for elected representatives to raise public concerns and hold the government accountable. I have also been an MP and have seen it very closely. People go to Parliament, express their difficulties, talk about the country's problems and speak about what is happening, he said. He warned that if the government did not respond adequately to concerns raised in Parliament, public dissatisfaction would continue to grow. If you have practically put Parliament in a dustbin, what else will come out of it? Abdullah said.
