No action against stray dog attacks triggers outrage across Andhra

VIJAYAWADA: The recent death of a child on April 6 due to a stray dog attack has sparked widespread public outrage and highlighted the growing concern over the States stray dog population. Following the incident, Chief Minister N Chandrababu Naidu ordered a review of the situation and demanded swift action. However, animal welfare activists and experts argue that the steps taken so far have been inadequate, with some claiming that the governments actions have stirred unnecessary panic. Data from the Integrated Health Information Platform (IHIP) reveals that 7,05,555 dog bite cases have been reported across the State since 2022. Despite this alarming number, there are major discrepancies between the figures provided by municipal officials and the findings of the 2019 Animal Enumeration, which recorded a total of 4.71 lakh stray dogssignificantly higher than the 3.43 lakh claimed by officials. This inconsistency has raised questions about the accuracy and reliability of the reported figures. As of now, only 68,192 stray dogs have been sterilised under the Animal Birth Control (ABC) programme, which aims to reduce the stray dog population. Activists argue that the programme is ineffective, with a disproportionate number of male dogs being sterilised while female sterilisations, which have a more significant impact on controlling the population, are being neglected. Tejovanth Anupoju, founder secretary of the Help for Animals Society, criticised the approach, stating, Sterilising ten males and skipping one female defeats the programmes purpose. Veterinary doctors have acknowledged that sterilising female dogs requires more time and expertise, and weak monitoring of contractors has allowed inflated numbers to be reported while fewer surgeries are actually being performed. The closure of sterilisation centres, such as one in Guntur, has only exacerbated the issue. The Animal Welfare Board of India (AWBI) found serious lapses in these centres, including mismatched sterilisation records and poor coordination with the Animal Husbandry department, as outlined in the ABC Rules of 2023. Activists have also pointed out that the unregulated breeding of dogs and the lack of proper control over pet shops have contributed to the crisis. Abandoned or unsold dogs are often dumped, further increasing the stray dog population. Experts are calling on the State Animal Welfare Board to implement standard operating procedures (SOPs) to regulate breeding and pet shops to prevent unvaccinated and unsterilised animals from entering public spaces. Experts also warn against the removal of dogs without sterilisation, as this can lead to new, often more aggressive animals moving into the area. Studies have shown that sterilised dogs are generally more stable, and the key to resolving the issue lies in effective ABC programmes, vaccinations, public awareness, and responsible pet ownership. In response, Principal Secretary Suresh Kumar clarified that the figure of 3.4 lakh stray dogs applies to urban areas and assured that action is being taken to address the issue. He confirmed that ABC and ARV programmes will be implemented. The Chief Minister has also instructed the appointment of Veterinary Assistant Surgeons (VAS) and Assistant Directors (ADs) to fast-track these efforts.

Andhra government to promote 11 major crops as Growth Engines

VIJAYAWADA: The Andhra Pradesh government has unveiled an ambitious plan to promote 11 key agricultural crops as Growth Engines to increase farmers income, regulate crop production, and boost productivity. This initiative, highlighted in the recent Agriculture Budget presented by Agriculture Minister K Atchannaidu in the State Assembly, aligns with the States vision of achieving a USD 2.4 trillion economy by 2047 under the Swarna Andhra @2047 framework. The strategy emphasises farmers and agri-tech as one of the 10 guiding principles to drive a 15% annual growth rate, focusing on increasing the productivity of these crops and expanding natural farming. The 11 crops identified for promotion include cereals (maize, jowar, paddy and millets), pulses (black gram, red gram and bengal gram), oilseeds (groundnut and sesame), fibre (cotton), and commercial crops (tobacco). According to senior officials from the Agriculture Department, these crops cater to diverse needsfood for human consumption, feed and fodder for animal husbandry, and fuel, particularly bio-ethanol. The growing demand for ethanol, driven by Indias push for 20% blending in fuel, has spotlighted maize and sugarcane as critical feedstocks. While molasses from sugarcane is a traditional source for ethanol, the government is now encouraging maize-based ethanol production to meet the target, given its lower water consumption and cost-effectiveness. Nationally, achieving 20% ethanol blending requires approximately 165 lakh metric tonnes of foodgrains. Globally, maize is a preferred feedstock for ethanol due to its efficiency, but in India, its use remains limited. Most grain-based distilleries rely on damaged food grains (DFG) like broken rice or rice from the Food Corporation of India (FCI). Promoting maize for ethanol production could address this gap, ensuring feedstock security without over-relying on a single crop. Additionally, maize-based ethanol is more economical, and environmentally sustainable, requiring less water than other crops like paddy. By linking maize to ethanol production, the government aims to create a steady demand, ensuring better prices and encouraging farmers to cultivate this water-efficient crop. This approach not only benefits farmers but also supports distilleries by guaranteeing feedstock availability, fostering a win-win scenario. Moreover, increased maize cultivation could contribute to water conservation, given its lower requirement compared to paddy. Paddy remains the most cultivated and consumed crop in Andhra Pradesh, with farmers favouring medium slender varieties like Kurnool Sona Masoori, RNR, and Samba Masoori due to local demand. However, the Agriculture Department is now promoting the 1010 paddy varietya 6 mm grain with significant export potential, particularly in African markets. Although this variety is less preferred locally, its global demand could open new income streams for farmers. In the pulses sector, domestic demand outstrips supply, necessitating imports. The governments focus on black gram, red gram, and bengal gram aims to bridge this gap. Groundnut, a staple in Rayalaseema, particularly Anantapur, remains a preferred choice for edible oil, while sesame is gaining traction due to rising demand. Cotton, especially extra-long staple varieties like Egyptian cotton, is also being prioritised, with measures to ensure quality during packaging and ginning to meet export standards. Agriculture Department Director S Dilli Rao emphasised that the initiative seeks to maximise farmers income with minimal inputs.

Pastor Praveens death case: SIT rules out foul play, attributes mishap to drunk driving

RAJAMAHENDRAVARAM: Special Investigation Team (SIT) disclosed that gospel preacher and First Rate Infotech company Managing Director Praveen Kumar Pagadala died due to injuries sustained in a road accident under the influence of ethyl alcohol consumption, said Inspector General Ofof Police GVG Ashok Kumar and East Godavari district police superintendent D Narasimha Kishore. Addressing a crowded media conference here on Saturday, they said that after 14 days of investigation, collecting 600 CCTV footages from 42 cameras from Hyderabad to Rajamahendravaram and questioning 92 witnesses, they came to the conclusion that it is a self-road accident under the influence of alcohol consumption. We have collected reports from the Central Forensic Science Laboratory (CFSL), Hyderabad, FSL Vijayawada, fingerprints unit, motor vehicle inspectors, and experts who inspected the accident site, UPI and bank transactions, besides mobile tower locations and the post-mortem report, and arrived at the conclusion that the bike on which Pagadala was travelling was not hit by any vehicle nor was it a homicide, they said. Detailing the investigation features, IG Ashok Kumar said that Praveen had purchased liquor at three shops en route to Rajamahendravaram at Hyderabad, Kodada and Eluru wine shops and paid the amount through UPI. He fell down from the vehicle at Chillakallu, Keesara, and Ramavarappadu ring road. Pastor Praveen Kumar's death: SIT summons Pastor Ajay and YSRCP leader His wife expressed her trust in probe: IG The cause of death was due to head injury and multiple injuries due to consumption of alcohol, and there is a possibility that the injuries mentioned in the autopsy were sustained due to a road accident, IG said. Viscera and object analysis were done at FSL Vijayawada. The FSL report indicates that ethyl alcohol was found in the stomach and small intestine, liver, kidney, and spleen, he said. Praveen spoke to six persons during his travel on March 24. He made two calls to his wife. The others callers were also examined, and their locations also tallied with their statements. The cell tower locations tallied with the journey made from Hyderabad to Rajamahendravaram. In the SIT investigation, a new angle has come to light. Praveen had come to Rajamahendravaram on March 12 and 13 for purchasing a plot and purchased liquor at Sudha Wines in the Lalacheruvu area shop in the city and made the payments through the UPI system, police said. His arrival was known to only two persons, Adabala John and Akash, who helped him to purchase the plot in the city. A friend alerted Praveen in Hyderabad not to go by bike to Rajamahendravaram. Police said Ramavarappadu Traffic SI Subba Rao, an auto driver, and a tea stall boy also alerted Praveen not to travel on a bike as he was tired. IG Ashok Kumar said that it is unfair on the part of the police to reveal his personal life. We will close the case now. We should not further focus on his style of living. Praveens wife had also expressed her trust in the police investigation. He said so far 11 cases have been booked against the people who passed provocative remarks through social media. One person was arrested. The rest did not come forward to produce evidence that the death of Praveen was a homicide, he said. IG Ashok Kumar appreciated the SP D Narasimha Kishore, Kovvur DSP Dev Kumar, DSP Srikanth, and five teams for resolving the suspicious death case. It may be recalled that Pastor Pagadala was died under suspicious circumstances on the fourth Godavari bridge national highway under Rajanagaram police station limits on March 24.

Political slugfest continues over cow deaths at TTD Goshala

TIRUPATI/VIJAYAWADA: Allegations over the deaths of more than 100 cows at the Tirumala Tirupati Devasthanams (TTD) Goshala have triggered a political face-off between the YSRCP and the ruling NDA partner BJP. YSRCP leader and former TTD Chairman Bhumana Karunakar Reddy alleged that in the past three months, several sacred indigenous cows such as Sahiwal and Giri breeds have died due to illness and a lack of proper feed. He blamed TTD authorities for neglecting Goshala maintenance and criticised the appointment of a Divisional Forest Officer (DFO) as the in-charge director, citing the officers lack of experience in cattle management. He accused the TTD Board and officials of being preoccupied with serving the ruling party, instead of focusing on cow welfare. He raised concerns over the inadequate care of calves and pregnant cows, poor sanitary conditions, and mismanagement of fodder distribution. He also cited the incident of a Sahiwal cow and its calf dying after straying onto a railway track and being hit by a train, calling it further evidence of negligence. In a pointed attack, he questioned the silence of Deputy Chief Minister K Pawan Kalyansarcastically referring to him as Pavananda Swamy who had previously vowed to protect Hindu Dharma and the sanctity of TTD. Bhumana alleged that no post-mortems were conducted to determine the causes of death and that the TTD made no attempts to uncover the truth. BJP, TTD deny allegations, call them baseless In response, BJP State spokesperson and TTD board member Bhanu Prakash Reddy dismissed Bhumanas claims as completely false. He admitted that a few cows had died due to illness, which he said is a common occurrence in Goshalas across India. The claim that more than 100 cows have died is absurd and baseless, he said, adding that TTD is taking utmost care of the animals at its Goshala. He accused the former TTD chairman of leveling allegations purely to malign the TTD Board and the State government. Bhanu Prakash Reddy challenged Bhumana to visit the Goshala in person. If he has the courage, let him come tomorrow. I will show him the actual records, he said. TTD also issued an official statement, labeling the social media claims as misinformation. It stated that the cows shown in viral posts did not belong to TTD.

The case dates back to March 8, 1993, when the accused Chalapathi Rao and G Vijaya Vardhan Rao set fire to an APSRTC bus traveling from Hyderabad to Chilakaluripet with the intent of robbing the passengers. HRF urges Andhra government to release convicts jailed in 1992 bus burning case Jail officials oppose plea of convict for clemency In the tragic incident, 23 passengers lost their lives. The incident caused nationwide outrage at the time. After the investigation, the Guntur court sentenced both the accused to death on September 7, 1995. The High Court upheld the verdict, and the Supreme Court confirmed the death sentence on August 28, 1996. However, the execution was halted and the death sentence was commuted to life imprisonment due to the intervention of Jnanpith award-winning writer Mahasweta Devi, who personally submitted a clemency petition to the President Shankar Dayal Sharma on behalf of the two convicts. Following that, she immediately approached the SC. The then CJI constituted a special SC bench. Mahasweta Devi requested a stay on the execution, stating that the clemency petition was still pending with the President. As a result, the SC stayed the executions of Chalapathi Rao and Vijaya Vardhan Rao. Subsequently, the next President, K Narayanan, issued orders commuting the death sentences of both men to life imprisonment. Counsel on behalf of Swapna (daughter of Chalapathi Rao) presented his arguments before the court that her father has been in prison for more than 25 years and was denied general parole, which is usually granted once every two years for a duration of two months. The counsel also explained to the court that Chalapathi Rao has served over 20 years in prison and requested the court to issue orders for his release. However, prison officials disagreed with this argument. Public prosecutor stated that generally, those serving life sentences are eligible for clemency. But the clemency rules do not apply to convicts whose death sentences have been commuted to life imprisonment. What happened 23 passengers were charred to death while many more suffered injuries when the Chilakaluripeta-bound APSRTC bus was set on fire at Kondrupadu village on March 8, 1993. The two accused S Chalapathi Rao and G Vijayavardhana Rao had planned to rob the passengers by sprinkling petrol on the bus, but the plan went horribly wrong. After the investigation, the Guntur court sentenced both the accused to death on Sept 7, 1995. The HC upheld the verdict, and the SC confirmed the death sentence The death sentence was commuted to lifeWh due to the intervention of Jnanpith award-winning writer Mahasweta Devi.

HRF urges Andhra government to release convicts jailed in 1992 bus burning case

VIJAYAWADA: The Human Rights Forum (HRF) has urged the Andhra Pradesh government to release S Chalapathi Rao and G Vijayavardhana Rao, who have been imprisoned for 32 years in connection with the 1992 Chilakaluripeta bus burning case. The appeal comes in the wake of a High Court judgment on April 9, 2025, which ruled that remission policies applicable at the time of a convicts sentencing or commutation must govern premature release decisions. The duo, initially sentenced to death in 1995, had their sentences commuted to life imprisonment in 1998 by then President KR Narayanan. At that time, G.O. Ms. No. 193 (1997) allowed premature release of life convictsa provision no longer present in later policies. Despite completing more than three decades in prison and showing signs of reform, both men have been denied parole and release. HRF pointed out that as of October 2021, at least eight convicts, including Rao, Vijayavardhana Rao, and MT Krishna Kutty, had served over 20 years without release consideration. The organisation called on the government to honour the courts directive and uphold the humanitarian principles of the CrPC/BNSS and National Human Rights Commission guidelines on premature release.

Andhra extended 50 per cent interest waiver on property tax

VIJAYAWADA: The State government has extended the deadline for 50 per cent interest waiver on arrears of property tax (buildings and vacant lands) up to the financial year 202425 till April 30, as a one-time measure. Municipal Administration and Urban Development Principal Secretary S Suresh Kumar said the earlier deadline was March 31. However, as the order was issued just six days before the financial year ended, and included two public holidays, several assessees were unable to avail of the waiver benefit. Considering the circumstances and requests from the public, the government has decided to extend the deadline to April 30, he said. The Principal Secretary said that property tax collection in 202425 stood at Rs 2,213.61 crore, which is 49.46 per cent of the annual target and a 30 per cent increase over the previous financial year. Principal Secretary Suresh Kumar said that last year, only 4 out of 123 Urban Local Bodies (ULBs) were eligible to receive 15th Finance Commission grants due to poor tax collection. However, in 202425, 106 ULBs met the norms and qualified for the grants. He also attributed this improvement to better compliance and monitoring by local bodies and urged all assessees to use the extended period to clear dues and avail the waiver.

Andhra will achieve gross agricultural income of Rs 65,000 crore, says Agriculture Director S Dilli Rao

VIJAYAWADA: Agriculture Director S Dilli Rao emphasised the Chief Ministers directive to achieve a gross agricultural income of Rs 65,000 crore. Holding a video conference with officials on Thursday, he urged the formulation of an action plan, highlighting that cultivating summer crops from March to June using pumpsets and borewells on otherwise fallow farmlands could enhance income and add value. Amid changing weather patterns with light to moderate rainfall, they recommended growing crops like green gram, sesame, cowpea, black gram, and groundnut in areas with borewells and pumpsets. The State has set a target of 90,000 hectares for summer crop cultivation, mandating registration in the e-crop system. Details of crops like horse gram in Eluru and NTR district mango orchards, sesame for Kharif in North Coastal areas, and groundnut in Nellore and Rayalaseema must be promptly recorded. AP Waqf Board chief denies land alienation; says move aims to protect assets and boost welfare revenue

VIJAYAWADA: Andhra Pradesh Waqf Board Chairman Abdul Azeez Shaik on Wednesday condemned media reports alleging that Waqf Board lands were being alienated to private individuals. Addressing reporters, Azeez clarified that a recent notification issued by the board was merely to invite expressions of interest from private parties regarding the leasing of board-owned properties to generate revenue. The notification is only to take note of expressions of interest. It has nothing to do with leasing or selling the lands, Azeez said. We are exploring opportunities to generate income from Waqf lands so that the proceeds can be used for the welfare of the Muslim community, including scholarship for students and financial aid for the poor. He pointed out that of the total 69,000 acres of land under the Waqf Board, more than 36,000 acres have been encroached upon over the years. The current board is focused on protecting the remaining 33,000 acres, and finding legitimate means to generate revenue from them. The board currently generates only 6% of the funds required for salaries, financial aid, maintenance, and other expenses, Azeez said. We are considering income-generating options such as leasing commercial assets, in consultation with the State government. He also emphasised the boards interest in utilising Central schemes such as the Pradhan Mantri Jan Vikas Karyakram, which provides up to 60% funding for infrastructure projects like schools, community halls, and solar energy plants. The Waqf Board is committed to protecting its lands and extending support to underprivileged members of the Muslim community, he said.

Civil Supplies Minister shuts AP Bhavan rice outlet over weight, quality issues

VIJAYAWADA: Civil Supplies and Consumer Affairs Minister Nadendla Manohar ordered the immediate closure of a Civil Supplies Department-run rice outlet at AP Bhavan in New Delhi on Tuesday after a surprise inspection revealed irregularities in rice distribution. Manohar, who was accompanied by Civil Supplies Secretary Saurabh Gaur and AP Bhavan Resident Commissioner Lav Agarwal, inspected the premises and personally checked the quality and weight of the rice bags being sold. During the inspection, a rice bag labelled 26 kilograms was found to contain only 25 kilograms. Manohar also noted that the weighing machine was malfunctioning and that the rice was of poor quality with high starch content. This is unacceptable. The rice being sold here is not up to standard. Theres a clear weight discrepancy, and the quality is subpar, Manohar said. I have ordered the seizure of this shop immediately. We will take steps to set up a proper ration store under the AP Civil Supplies Department within a month. Citizens deserve quality rice and essential goods at fair prices, and we will ensure that. The ministers inspection has prompted a broader review of Civil Supplies outlets, especially those located outside the State. Officials have been directed to ensure strict compliance with weight and quality standards and to take immediate corrective action wherever irregularities are found. The new ration store at AP Bhavan is expected to stock quality rice and essential commodities, aiming to ensure transparency and accountability in service delivery.

Andhra Pradesh sets up advisory panel to sustain aquaculture sector set up

VIJAYAWADA: The State government has established an Aquaculture Advisory Committee to address the mounting challenges in the aquaculture sector, particularly the 26% reciprocal tariff imposed by the United States on seafood imports. The decision, formalised through GO No. 128 issued by the Animal Husbandry, Dairy Development and Fisheries Department on Wednesday, follows a detailed discussion led by Chief Minister N Chandrababu Naidu on April 7 with key stakeholders, department officials, and representatives from the Marine Products Export Development Authority (MPEDA) and Export Inspection Agency (EIA). The Commissioner of Fisheries highlighted the need for a dedicated committee to study and monitor the crisis in a letter dated April 8. After a three-hour deliberation, the government constituted the 16-member committee, comprising processors, exporters, farmers, hatchery representatives, and government officials. Those in the committee include K Anand of Welcome Fisheries, N Venkat of Nekkanti Sea Foods, and G Sekhar Babu, CEO of AP Food Processing Society, alongside other industry and government representatives. It has been tasked with submitting a preliminary report within five days, assessing the impact of the US tariffs, and proposing short-term solutions. A comprehensive report detailing medium- and long-term strategies for a sustainable aquaculture ecosystem is due within three weeks. Its terms of reference include conducting a comparative study of shrimp production and exports between India and Ecuador with MPEDAs assistance, exploring alternative export markets like the EU, China and Japan, and promoting domestic shrimp consumption through innovative measures such as forming a National Prawn Coordination Committee (NPCC), akin to the National Egg Coordination Committee (NECC). Further directives include strategies to shift Andhra Pradesh processors from frozen to value-added products like ready-to-eat and ready-to-cook shrimp, establishing a Regulatory Partnership Agreement with the US, similar to Ecuadors, and ensuring antibiotic-free products. The committee will also explore dynamic feed pricing, reduced import duties on feed raw materials, and a cluster-based approach with geotagging, branding, and certification. Additionally, it will represent Indias case on tariff disparities to the Centre, launch domestic marketing campaign featuring VVIPs and celebrities, and propose a corpus fund for emergency support to stakeholders. VIJAYAWADA: Taking strong exception to the adverse comments made by YSRCP chief YS Jagan Mohan Reddy against police during his visit to Sri Sathya Sai district, Andhra Pradesh Police Officers Association (APPOA) president Srinivas said they would initiate legal action against the former CM if he failed to withdraw his remarks. Strongly condemning the comments made by Jagan, the APPOA president said the integrity and hard work of police, who are doing selfless service to the public, were undermined by the former Chief Minister. VIJAYAWADA: Chief Minister Chandrababu Naidu has directed officials to bolster the states revenue-generating departments to enhance self-sustained income, emphasising that true growth hinges on increasing the states own revenue sources. During a review meeting with officials from revenue departments at the Secretariat on Wednesday, he stressed the need to boost tax collections and explore additional income avenues while identifying and addressing reasons for revenue shortfalls. The Chief Minister urged all revenue departments to adopt AI-driven methods to detect tax evaders and enforce rigorous tax collection. He emphasized that leveraging technology would simplify tax payments and permissions for businesses, clarifying that the coalition governments approach is not to harass tradersas seen in the previous administrationbut to collaborate with them to ensure compliance with regulations. Naidu proposed integrating data from taxpayers, the GST portal, the AP State Data Centre, and APCTD using the AI model to enhance efficiency. Excise revenue rises to Rs 4.3k crore in six months He also suggested employing AI for issuing notices and addressing grievances to accelerate government operations. He set a target for all departments to achieve 100% of the States own revenue goal of Rs 1,37,412 crore for the current fiscal year. Comparing the 2023-24 fiscal year with 2024-25, the states revenue has grown by 2.2%. Tax revenue saw a 4.1% increase, with GST rising by 4.9%, professional tax by 15.2%, and excise revenue by an impressive 24.3%. However, non-tax revenue has not met expectations. The new excise policy has proven successful, generating Rs 4,330 crore between October 2024 and March 2025, marking a 33% increase in excise income. Similarly, the Municipal Department recorded over Rs 500 crore in additional revenue in 2024-25 compared to the previous year. Despite these gains, approximately Rs 2,500 crore in tax arrears remain outstanding, primarily linked to properties owned by Union and State governments and vacant lands. A 50% interest waiver announced in March led to Rs 240 crore in property tax collections within just six days, officials reported.

Steady rise in price offers glimmer of hope for tariff-hit shrimp farmers in Andhra Pradesh

VIJAYAWADA/RAJAMAHENDRAVARAM: A day after the aquaculture stakeholders meeting with Chief Minister N Chandrababu Naidu, shrimp prices in Andhra Pradesh have shown signs of a slow but steady increase over the past two days, offering a glimmer of hope to the beleaguered aqua industry. Efforts by the state government to stabilize the sector, which has been reeling from the adverse impacts of US President Donald Trumps reciprocal tariffs, appear to be bearing fruit. Official data indicates that prices for various shrimp counts (per kg) have risen by Rs. 20 in many cases. The 100-count shrimp, previously priced at Rs. 200, is now fetching Rs. 220, while the 90-count has increased from Rs. 210 to Rs. 230. Similarly, the 80-count shrimp is now sold at Rs. 250 (up from Rs. 230), and the 40-count and 50-count varieties have climbed to Rs. 340 and Rs. 320, respectively, from Rs. 320 and Rs. 300. However, the 30-count shrimp saw a slight decline, dropping from Rs. 410 to Rs. 400. The state government has been proactive in addressing the industrys concerns. CM Naidu recently wrote to the Union Commerce and Industry Minister, seeking intervention to mitigate the impact of the US tariffs, which include a 26% reciprocal tariff, a 2.49% anti-dumping duty, and a 5.77% countervailing duty. Aquaculturists demand reduction in input costs These measures have disrupted seafood exports, particularly to the US, a key market for Andhra Pradeshs shrimp. Additionally, the Agriculture Minister announced the formation of the National Prawns Coordination Committee (NPCC) during the stakeholders meeting with aqua farmers, traders, and exporters, aiming to streamline efforts and find solutions. Meanwhile, traders have begun exploring alternative markets, such as local sales and hotels, to offset export losses. Despite these efforts, challenges persist. Aqua farmers in the Godavari districts, including Palakollu, Achanta, and Narasapuram, have declared an aqua holiday for July, August, and September, citing unsustainable losses due to the tariffs and high input costs. AP Prawn Farmers Federation Joint Secretary Rudraraju Yuvaraju highlighted the crisis, noting that the 30-count shrimp has dropped from Rs 470 to Rs 410 and the 50-count from Rs 350 to Rs 310, with processing plants slashing prices by nearly Rs 50 per kg. With 5 lakh farmers cultivating shrimp across 2.5 lakh hectares, employing 40 lakh people, and contributing 10% to the states GDP (Rs 1.12 lakh crore in GVA), the sectors turmoil is significant. Yuvaraju demanded pressure on feed manufacturers to reduce costs by Rs 20,000 per ton. However, not all farmers support the idea of a crop holiday. P Ramesh from Kaikaluru, a 15-year veteran in aqua farming, dismissed rumours of abandoning shrimp cultivation or switching to alternatives like fish farming. He explained that long-term land leases, often paid 5 to 10 years in advance, along with investments in feed, seed, and infrastructure, make a holiday financially unviable. Wed rather reduce the extent of cultivation than stop entirely, he said. In West Godavari, farmers remain cautiously optimistic. Association president Gadiraju Subbaraju expressed confidence in the Chief Ministers initiatives, including a newly formed expert committee to negotiate with the Centre. An aqua holiday isnt the solution, he said, urging patience despite rising feed and seed costs and exporters arbitrary price cuts. As uncertainty looms over summer harvest, farmers are keeping their fingers crossed, hoping for sustained government support to navigate this crisis.

VIJAYAWADA: Health Minister Satya Kumar Yadav on Monday urged High Power Committee (HPC) Chairman Justice U Durga Prasad Rao to initiate reforms in the establishment and management of nursing education institutions in the State. Justice Durga Prasad, a former High Court judge, assumed charge on Sunday and met the minister the following day. Yadav flagged serious lapses and alleged large-scale corruption in the nursing education sector, noting that nearly 30,000 nurses graduate annually from about 560 institutions in the State. He pointed out that 133 institutions, nearly 25%, were established between 2019 and 2024. Of these, 28 were reportedly approved without parent hospitals, in violation of Indian Nursing Council norms. The minister expressed concern over the consequences of inadequate training and said the current coalition government had approved only 15 institutions in the past ten months, all after detailed scrutiny. He said he had resisted pressure to approve colleges that lacked parent hospitals. Calling for strict adherence to norms, Yadav asked the HPC to curb corruption and assured full support from the State government. He called for coordinated efforts by the HPC, the State Nursing Council.

NPCC formed to counter US tariff impact, stabilise aqua sector

VIJAYAWADA: To counter the 26 per cent reciprocal tariff imposed by Donald Trumps administration on Andhra Pradeshs aquaculture exports to the US, Minister for Animal Husbandry and Fisheries K Atchannaidu announced the formation of National Prawns Coordination Committee (NPCC) at an aquaculture stakeholders meeting in Vijayawada on Monday. Modelled on the lines of National Egg Coordination Committee (NECC), the NPCC aims to unite aqua farmers, seed and feed traders, and exporters to address the crisis, and boost domestic shrimp consumption. Atchannaidu emphasised that the NPCC could turn the export challenge into an opportunity by enhancing coordination across the sectors four pillarsfarmers, seed suppliers, feed traders, and exporters. Were taking all possible measures to prevent the industrys collapse, he assured, urging stakeholders to remain hopeful. The government is also exploring this regulatory body to reduce reliance on foreign markets and stabilise the industry. MLA Vegesana Narendra Varma Raju proposed that hatcheries, processors, and exporters create a fund to support the NPCC, predicting a stronger future through collective action. To ease financial strain, the State introduced the supply of subsidised electricity at Rs 1.50 per unit for aqua farmers, regardless of zoning, upon registration. Plans to negotiate with feed manufacturers to lower input costs and hold district-level farmer conventions are also underway. With the US tariff threatening exports, the government is prioritising domestic consumption. Deputy Assembly Speaker K Raghurama Krishnam Raju, who co-chaired the meeting, called for campaigns highlighting shrimps health benefitslike high protein and good cholesterolto drive demand. He suggested including shrimp in army menu, a proposal he intends to raise with the Centre. MLA Gadde Rammohan Rao echoed this, noting that consumer education could reduce export dependency, while Special Chief Secretary of Fisheries Budithi Rajasekhar described domestic consumption as a shield against external pressures. The tariff crisis has cost the sector hundreds of crores in just four days, alarming farmers and exporters. During the meeting, exporters agreed to purchase shrimp from aqua farmers, and they will announce the price once they finalise it, so farmers are not taken advantage of by middlemen. Atchannaidu confirmed that a letter has been sent to the Centre for aid, with ongoing discussions involving exporters and State associations. The fisheries sector, vital to Andhra Pradeshs economy, remains a priority, he said. Atchannaidu highlighted the poultry sectors success as inspiration, stating, By boosting local shrimp consumption, we can offset export losses and build a sustainable future.

Mega Global Medicity in Amaravati to transform health infrastructure in Andhra

VIJAYAWADA: Chief Minister N Chandrababu Naidu has positioned the ambitious Mega Global Medicity Project in Amaravati as the flagship of a sweeping health transformation across the State, unveiling an extensive health strategy during a detailed media presentation at the Secretariat on Monday. This landmark initiative, driven by a Public-Private Partnership (PPP) model, will see the development of a 200-acre health hub in the capital, with 100 acres dedicated to cutting-edge healthcare services, 40 acres for residential zones, 40 acres for commercial development, and 20 acres for service infrastructure. Aligned with the Centres vision to establish 25 medicities nationwide, the project is poised to elevate health tourism and infrastructure standards. The Health Department and the CRDA are collaborating closely to bring this vision to life with Naidu engaging the Centre to ensure its success. He emphasised that adopting healthier lifestyles is key to well-being, urging daily 30-minute walk, regular exercise, yoga and meditation to reduce stress, and improve health outcomes. He highlighted yogas global recognition as Indias heritage practice, and called for abandoning tobacco, drugs and alcohol to curb cancer, liver and kidney diseases. He advocated shifting from junk food and polished rice to millets, unpolished rice, fibre-rich diet, and vegetables, recommending a family of four limit salt to 600 grams, oil to 2 litres, and sugar to under 3 kg a month to avoid health risks. A 40 per cent reduction in salt intake could slash heart attack rate, he noted, citing Keralas sugar-free school meals and Tamil Nadus free glucose test strips as examples. The State has also distributed clean cookstoves to Anganwadi centres and draws inspiration from Singapores dengue-proof housing model using mosquito-repellent paint. Addressing district-wise health challenges, Naidu presented data from the past five years, revealing that hypertension and heart issues dominate in East Godavari, Visakhapatnam and Guntur, while lifestyle diseases prevail in Krishna, Chittoor and Nellore. Pollution and smoking drive asthma and COPD cases in Prakasam, Kurnool and Anantapur, and vector-borne diseases like TB, dengue and malaria are rampant in Srikakulam, Vizianagaram and Kadapa. Toxins in water affect Prakasam, Nellore and Chittoor, while tobacco-related cancers (cervical, breast and oral) and anaemia are high in Guntur, Krishna, Visakhapatnam, Vizianagaram, Srikakulam and Anantapur. Alcohol-related illnesses and mental health issues peak in Visakhapatnam, Vijayawada and Kadapa, while rainy-season diseases and road accident deaths are more in Alluri Sitarama Raju, East Godavari, Krishna, Chittoor and Tirupati, he explained. To tackle these, Naidu outlined a comprehensive strategy. The State aims to complete screenings by June, digitising records via Ayushman Bharat, where 88% of the population is already enrolled.

Andhra CM Chandrababu Naidu vows to safeguard interests of aqua farmers

VIJAYAWADA: Chief Minister N Chandrababu Naidu, recognising the aqua sectors major contribution to the Gross State Domestic Product (GSDP), promised support to aqua farmers facing a crisis due to the adverse impact of US tariffs. During a review meeting at the State Secretariat on Monday evening, the Chief Minister proposed forming a committee comprising aqua farmers, sector experts, government officials, MPEDA representatives, and exporters. This committee will analyse the current challenges, and suggest solutions for both immediate relief and future planning, with the State government promising action based on their recommendations. The meeting discussed the severe impact of American President Donald Trumps reciprocal tariffs, exacerbating an already struggling aquaculture sector that supports over three lakh farmers and 50 lakh people. Farmers and exporters highlighted the additional burden of the US tariffs, seeking swift action to minimise the adverse impact. Discussions also touched on global policies, such as those in Ecuador, with Naidu calling for urgent talks with the US by the Government of India to mitigate the issue. He emphasised the need for coordinated efforts among stakeholders to ensure the sectors survival in the wake of tariff threat. Naidu stressed instilling confidence in farmers, agreeing to their suggestions for improvement. When farmers noted that freshwater supply could enhance product quality and reduce shrimp diseases, he promptly supported the idea. They also sought measures to ensure the Minimum Support Price, to which Naidu responded promptly by directing traders to buy 100 count shrimp at Rs 220 a kg, urging their cooperation at this juncture. Further, Naidu said the Government of India should reach trade agreements with nations like South Korea, and the European Union to boost the aqua sector. He noted that the State had already raised the issue with the Centre and discussions are planned soon. Close coordination among all those involved is essential for the aqua sector to thrive amid these unexpected challenges, he asserted.

Amaravati construction back on track as Centre releases Rs 4,285 crore

VIJAYAWADA: In a significant push to revive the construction of Amaravati, the Centre has released Rs 4,285 crore for the capital citys development. This includes Rs 750 crore as the Centres counterpart funding, with the rest from international funding partners, the World Bank and Asian Development Bank (ADB). The funds were sanctioned after the Andhra Pradesh Capital Region Development Authority (APCRDA) sought an advance to kickstart long-pending development works in the greenfield capital. The release of funds gained significance in view of Prime Minister Narendra Modis expected visit to Amaravati in the third week of April to relaunch the construction of the capital city, as recently announced by Chief Secretary K. Vijayanand. The relaunch is anticipated to trigger infrastructure development worth nearly Rs 1 lakh crore, reviving the original vision of a world-class capital for the state. Speaking to TNIE, APCRDA commissioner K Kanna Babu, the World Bank and ADB have jointly committed USD 1,600 million (approximately Rs 13,600 crore) for Phase-I of Amaravatis construction, USD 800 million each, while the Centre will chip in Rs 1,500 crore to complete the Rs 15,000 crore first-phase package. The project officially came into effect on January 22, and a program advance of USD 205 million was disbursed last month. The recent Rs 4,285 crore allocation to the state was released under the Advance head, with 25 % of the total funding offered upfront to enable the restart of capital works. Visible change on ground within months: CRDA chief Kanna Babu said, The Centres timely release has infused fresh momentum. With this support, we are gearing up to bring visible change on the ground within months. According to sources, the next tranche of funds will be released only after the state submits utilisation certificates and demonstrates progress. That will take time. The works have just resumed. In two to three months, they will gather momentum, and by six months, we expect to be eligible for the next instalment, an APCRDA official noted. Concerns had earlier been raised with the World Bank regarding environmental and livelihood issues linked to the Amaravati project. However, a joint delegation of three members each from the World Bank and ADB visited Amaravati in March to assess these concerns. Following their inquiry, they expressed satisfaction with the redressal mechanisms and the measures being adopted by the implementing agencies. The International Bank for Reconstruction and Development (IBRD), a lending arm of the World Bank, is also funding part of the Amaravati project. According to World Bank documents, the Department of Economic Affairs, GoI, is the designated borrower, while APCRDA is the implementing agency.

CM Chandrababu Naidu sanctions Rs 500 crore for NTR Vaidya Seva scheme

VIJAYAWADA: In a significant relief to thousands of patients across the State, the Andhra Pradesh Speciality Hospitals Association (ASHA) announced on Monday evening the resumption of cashless services under the NTR Vaidya Seva scheme from April 8. The decision comes after Chief Minister Nara Chandrababu Naidu held an emergency meeting with ASHA representatives and approved the immediate release of Rs 500 crore to clear a portion of the Rs 3,500 crore in long-pending dues to empanelled private hospitals. The resumption follows a day after ASHA suspended services in over 730 private hospitals, leaving patientsespecially from economically disadvantaged backgroundswithout access to free medical treatment. The association had earlier warned that without an assurance or payment roadmap, they could no longer continue services, citing unsustainable financial pressure and unpaid dues, including Rs 2,000 crore owed to private hospitals alone. During the meeting, the Chief Minister acknowledged the strain on the healthcare sector and assured ASHA that clearing the remaining dues would be a priority. Special Chief Secretary Krishna Babu followed up with ASHA members and confirmed that a detailed consultation with the Health Minister would take place after April 10 to address critical issues such as package rate revisions, structured payment timelines, and hospital sustainability. While the sanctioned Rs 500 crore falls short of the total dues, ASHA President Dr K Vijay Kumar said the association opted to resume services in the public interest, particularly for Below Poverty Line (BPL) patients. We appreciate the Chief Ministers swift response. With his assurance, we have decided to restart services. However, our demand for timely payments and systematic reforms remains, he said. Earlier, ASHA had expressed frustration over years of unpaid dues, outdated package rates since 2018, and alleged pressure tactics by field officials. The standoff had drawn criticism from all quarters and pushed the healthcare system to the brink. With services set to resume, hopes have risen for a long-term resolution between the government and the private hospital network.

BJP targeting valuable lands of Church, alleges Andhra Pradesh CPI leader Ramakrishna

VIJAYAWADA: The Communist Party of India (CPI) State Secretary K Ramakrishna labelled the BJP-led NDA governments Waqf Amendment Bill unconstitutional and an attempt to assert dominance over religious institutions nationwide. He cited an RSS-affiliated publication, Organiser, which suggested Catholic Church lands, spanning 7 crore hectares, could be the next target after Waqf properties. Speaking to the media on Sunday, Ramakrishna warned that the BJPs agenda extends beyond Waqf properties, alleging plans to target Christian assets and temple lands in the future. He claimed the bill violates Article 26 of the Constitution, which grants autonomy to religious institutions, and criticised the BJP for involving non-Muslims in Waqf management. He also took BJP State president Daggubati Purandeswari to task for praising the NDA governments achievements, including the triple talaq ban and Article 370 revocation, calling her remarks insensitive to minority sentiments. Ramakrishna challenged her to highlight tangible benefits delivered to Hindus or the nation during the BJPs 11-year rule, pointing to unfulfilled promises such as job creation and black money repatriation. On the occasion, the Left leader announced a conference in Vijayawada on April 13 to mobilise opposition against the bill, with prominent leaders expected to attend. Meanwhile, opposition parties plan to approach the Supreme Court to challenge the bill, despite its presidential assent.

Among 18 States and UTs, Andhra Pradesh stands third in per capita income growth

VIJAYAWADA: Andhra Pradesh has emerged as one of the top-performing States in the Per Capita Income (PCI) growth. It has secured the third place among 18 States and Union Territories in the PCI growth in 2024-25, according to the Ministry of Statistics and Programme Implementation (MoSPI). APs PCI reached Rs 2,66,240, driven by an 11.89% growth rate over the previous year at current prices, trailing behind Tamil Nadu (Rs 3,58,027, 13.58%) and Karnataka (Rs 3,80,906, 12.09%). APs PCI growth outpaced several States, including Maharashtra (Rs 3,09,340, 11.00%), Haryana (Rs 3,53,182, 10.59%), and Telangana (Rs 3,79,751, 9.61%). This economic milestone aligns perfectly with Chief Minister N Chandrababu Naidus ambitious Swarna Andhra Vision-2047 as he launched the groundbreaking P4 (Public-Private-People Partnership) initiative on Telugu New Year's Day to eradicate poverty. Naidu outlined an optimistic economic roadmap, projecting the States PCI to rise from Rs 2,66,240 in 2024-25 to Rs 2,98,065 in 2025-26, further climbing to Rs 5,42,985 by 2028-29 and reaching an impressive Rs 55 lakh (approximately $42,000) by 2047. By 2047, India will lead the world, and Telugu people must spearhead that rise, Naidu declared, emphasising that the recent PCI growth serves as a stepping stone for this long-term growth vision. The States economic performance is underscored by its Gross State Domestic Product (GSDP), which recorded Rs 15,93,062 crore at current prices with a 12.02% growth rate ranking fifth nationally and Rs 8,65,013 crore at constant prices with an 8.21% growth rate, placing second in the country. Naidu highlighted a significant recovery in the PCI growth, which surged to 12.94% in the past seven months, up from a 9.06% average during 2019-24 under the YSRCP regime. This marks a notable improvement, though it still trails the 13.21% growth achieved during Naidus 2014-19 tenure. This resurgence proves our strategy is working, the Chief Minister said, stressing the need for a sustained 15% annual growth rate to achieve PCI of Rs 58,14,916 by 2047. Agriculture and allied sectors drive economic momentum of Andhra Central to Naidus strategy is the P4 initiative, which aims to connect 20 lakh underprivileged Bangaru Kutumbam households with prosperous Margadarsi mentors to boost productivity and self-reliance. In just seven months, weve lifted the growth rate by 4.03%. More wealth means better opportunities, Naidu noted, positioning P4 as a catalyst for inclusive growth. Recent data on APs Net State Value Added (NSVA) at current prices, released as of March 17, 2025, further illustrates the States economic momentum. The total NSVA at basic prices for 2024-25 reached an impressive Rs 12,99,84,973 lakh, marking a significant rise from the previous years Rs 11,60,89,141 lakh. The primary sector, encompassing agriculture, forestry, fishing, and mining, contributed Rs 5,16,31,690 lakh in 2024-25, up from Rs 4,51,69,985 lakh in 2023-24. Agriculture and its sub-sectors, including crops and livestock, saw a substantial boost, with crops alone adding Rs 1,94,79,898 lakh, a notable jump from Rs 1,60,00,114 lakh in the previous year. The secondary sector, which includes manufacturing, electricity, and construction, recorded a value of Rs 2,45,43,074 lakh in 2024-25, an increase from Rs 2,28,22,672 lakh in 2023-24. Construction emerged as a key driver, contributing Rs 1,10,23,568 lakh, reflecting ongoing infrastructure development. The tertiary sector, covering trade, hotels, transport, financial services, and public administration, surged to Rs 5,38,10,209 lakh in 2024-25, up from Rs 4,80,96,484 lakh in the previous year. Transport and services related to broadcasting led with Rs 1,06,08,531 lakh, while financial services added Rs 72,47,724 lakh, underscoring a thriving service economy. Taxes on products further enhanced the Net State Domestic Product (NSDP), which climbed to Rs 1,28,92,600 lakh in 2024-25, compared to Rs 1,35,32,100 lakh in 2023-24.
