Menstrual hygiene still a distant dream for many schoolgirls in Telangana, Andhra Pradesh
VIJAYAWADA: On Menstrual Hygiene Day 2025, the stark reality of adolescent girls in Andhra Pradesh and Telangana highlights that the lack of access to sanitary pads, clean toilets, and menstrual education continues to affect their health and education. Nithya(name changed), a teenager from Nelaturu village in Andhra Pradesh, was caught off guard by her first period. Her parents, both agricultural labourers, could offer little guidance. Siri (name changed), from Machara village, echoed similar struggles, feeling confused and isolated during menstruation due to prevailing taboos and a lack of information. These are not isolated stories. A recent study by Child Rights and You (CRY)- South, a Banglore based NGO conducted across 109 schools and hostels in six districts of Andhra Pradesh and Telangana, revealed deep-rooted gaps in menstrual hygiene management. Of the 370 toilets designated for girls, only 108 were in usable condition. Most lacked water, soap, or proper waste disposal, forcing girls to avoid them entirely. Only 43 institutions stocked sanitary napkins, the rest had no provisions, leaving girls with little choice but to use unhygienic alternatives or skip school altogether. Girls are missing up to four school days a month due to the lack of menstrual support, said John Roberts, Regional Director, CRY South. This cumulative absenteeism affects academic performance and increases dropout risks, especially among girls from marginalised communities. Menstrual hygiene is closely linked to adolescent girls education, health, and dignity. Yet, despite schemes like the central government's Menstrual Hygiene Scheme and Andhra Pradeshs 'Swechha' programme, implementation remains weak. Launched in 2021, 'Swechha' aimed to distribute free sanitary napkins to nearly 10 lakh girls in government schools and colleges every month. However, the scheme has not seen consistent follow-through after its inaugural year. Telangana has made similar efforts. In 2022, it allocated Rs. 69.5 crore to distribute sanitary pads in government institutions and provided health kits to 11 lakh adolescent girls. But sustained, on-the-ground implementation and infrastructure development remain major hurdles. The National Family Health Survey-5 (201921) reveals that 64% of Indian girls aged 1519 use sanitary napkins, up from 42% in the previous survey. However, nearly half still rely on cloth or other alternatives, especially in rural areas where awareness and affordability are lower. In urban India, hygienic product usage stands at 90%, compared to 73% in rural regions. Menstrual health cannot be addressed through product distribution alone, said Roberts. We need sustained education, clean infrastructure, and open conversations to dismantle the shame and stigma surrounding periods. One of the most alarming findings from CRYs study is the silence around menstruation. More than half of the girls surveyed were unaware of menstruation before their first period. Teachers, who could be key sources of information, were the least cited. Most girls learned about it from their mothers or peers, perpetuating myths and fears. Recognising this gap, CRY has formed Adolescent Girls Collectives (AGCs) in multiple villages across Andhra Pradesh and Telangana. These safe spaces allow girls to openly discuss menstrual hygiene, receive guidance, and demand better facilities. Through these collectives, girls like Nithya have transformed from being overwhelmed by menstruation to becoming menstrual health advocates in their communities. Siri said, Before joining the collective, I felt embarrassed during my periods. Now, I speak to my friends about hygiene and help them access pads. The central governments announcement in November 2024 of a comprehensive Menstrual Hygiene Policy for schoolgirls is a welcome move. The policy aims to integrate menstrual education in schools, improve access to sanitary products, and establish safe disposal mechanisms. Yet, the success of such initiatives depends on execution at the grassroots. Toilets must be clean and functional. Sanitary pads must be available regularly. And most importantly, the silence around menstruation must be broken in classrooms, staff rooms, and communities. As India marks another Menstrual Hygiene Day, its clear that a pad, a toilet, and a conversation can change the future for millions of girls. But only if we ensure that policies turn into practices, in every school, in every village.
50k farm ponds built so far in Andhra; ASR, Parvathipuram lead drive
VIJAYAWADA: The State government, which aimed to complete 1.55 lakh farm ponds, has so far constructed 50,000, with Alluri Sitarama Raju (ASR), Parvathipuram Manyam, and Annamayya districts leading the progress. According to Panchayat Raj and Rural Development Commissioner VR Krishna Teja, 7,566 farm ponds were completed in the ASR district, 6,317 in Parvathipuram Manyam, and 5,181 in Annamayya district. Calling farm ponds the Sanjeevani of agriculture, Krishna Teja said that they enable the cultivation of crops like papaya, banana, guava, and curry leaves. Fish farming is also possible in them, he added. As the State is experiencing pre-monsoon rains, the commissioner urged farmers to grow vegetables along the pond bunds to earn additional income. He said seeds for vegetables and leafy greens are being distributed under the National Rural Employment Guarantee Scheme (MGNREGS). The Panchayat Raj and Rural Development Commissioner noted that each pond can store up to 1.80 lakh litres of water, and collectively, the planned 1.55 lakh ponds can hold nearly 1 TMC of water. Built at no cost to farmers under the MGNREGS, each pond saves about Rs 50,000 in construction expenses.
AP CM Naidu approves new health staff transfer rules to curb graft, boost efficiency
VIJAYAWADA: In a decisive move to tackle corruption and boost administrative efficiency, the Health Ministry has introduced special transfer guidelines that override the standard rules framed under GO Ms.No.23 dated May 15. Approved by Chief Minister N Chandrababu Naidu, the new rules aim to improve service delivery across medical establishments. The revised guidelines target two key categories of employees: junior and senior assistants, and senior medical officers of Additional Director of Medical Education (ADME) rank, including principals and hospital superintendents. While existing rules allow transfer after five years at one station, the Health Ministry will now transfer administrative staff after just three years, responding to complaints of corruption, insubordination, and poor performance. Health Minister Y Satya Kumar Yadav proposed the framework after consultations with Special Chief Secretary MT Krishna Babu and department heads. The move follows a detailed review of transfer guidelines issued by the previous government. Notably, the amended rules allow transfers after just two years of service in some cases, diverging from standard guidelines that do not specify a minimum period. The changes seek to bring greater accountability, especially among staff in offices of Regional Directors, DM&HOs, DCHS, and superintendents, where complaints of delays, inefficiency, and malpractice have surfaced. Union office bearers with more than three years at one station will also be shifted to other administrative units within the same station. Senior officials in leadership roles will be evaluated based on performance rather than tenure, with those underperforming considered for transfers on administrative grounds. The guidelines also mandate filling vacancies in DME institutions according to National Medical Commission norms, and transferring employees with over five years at one station. Deputation seniority will be based on the original pay drawal location. If multiple employees apply for the same post, seniority will decide the outcome, and applicants must list three preferred options. The government has directed that all transfers under this special drive be completed within 20 days starting Tuesday, ensuring swift and transparent implementation.

Dy CM Pawan calls for stringent monitoring of cinema halls management in AP
VIJAYAWADA: Deputy Chief Minister and actor-politician Pawan Kalyan has called for stringent oversight in the management of cinema halls across the state to ensure better services for moviegoers. In a review meeting with Cinematography Minister Kandula Durgesh and other senior officials, he issued key directives regarding the regulation of cinema ticket pricing, food item costs within theatres, and the recent cinema hall bandh issue that has rocked the Telugu film industry. Pawan Kalyan made it clear that the government departments concerned must regularly monitor cinema halls operations to maintain standards. Emphasizing a structured process for ticket price hikes, he directed that producers should apply for permission through the Telugu Film Industry Council rather than approaching the government in an individual capacity. This directive gains significance in the context of the upcoming release of Harihara Veeramallu, for which ticket price hikes have been requested. The Deputy Chief Minister was unequivocal in stating that personal affiliations or political differences must not influence administrative decisions. A major concern discussed in the meeting was the soaring prices of food items like popcorn, soft drinks, and bottled water in cinema halls, often higher than the actual ticket prices. Pawan Kalyan directed officials to routinely inspect the pricing and quality of these items. He stressed that the monopoly of certain vendors in both multiplexes and single-screen theatres has come to the governments notice. To curb this, he suggested that Minister Durgesh initiate a thorough inquiry into these practices. Reduced food prices attract larger moviegoers and boost tax revenue He added that such pricing deters families from frequenting cinema halls and observed that reduced food prices could attract larger audiences, indirectly boosting tax revenues. He urged the Tax Department to take this into consideration and called for local bodies to ensure that basic amenities such as drinking water and sanitation are being provided in all cinema halls. The controversial cinema hall bandh in the Telugu film industry also came under discussion. The initial bandh call reportedly came from East Godavari district and has since led to widespread speculation and confusion within the industry. Minister Durgesh provided a status update on the investigation into the bandh and the alleged involvement of key figures. Adding to the controversy, a producer had claimed in front of the media that a leader from the Jana Sena Party was instrumental in the bandh call. Pawan Kalyan responded firmly, instructing the Minister to investigate all angles, including allegations involving members of his own party. He emphasized that no individual or group, including Jana Sena members, should be exempt from action if found responsible for creating unrest in the industry. The Deputy Chief Minister reiterated his commitment to fostering a healthy, transparent environment for the Telugu film industry. He stated that industry bodies such as the Telugu Film Industry Council, Producers Council, Movie Artists Association, and Directors Associations would be kept in the loop on government decisions. These organisations, he said, must be involved in the formulation of the Comprehensive Film Development Policy being prepared by the Andhra Pradesh government. Pawan Kalyan assured that the government will promote the film sector without tolerating practices that involve threats to producers, actors, or directors. He concluded by asserting that any suggestion aimed at the growth and betterment of the industry would be welcomed.

Andhra Pradesh's YSR district gets suffix of Kadapa, govt order issued
VIJAYAWADA: The State government has officially renamed YSR district as YSR Kadapa. An order (GO Ms No. 170) to this effect was issued by the Revenue (Lands IV) Department under the Andhra Pradesh Districts (Formation) Act, 1974, and published in an extraordinary issue of the AP Gazette on May 26, 2025. The renaming has reversed the previous YSRCP governments decision to remove Kadapa from the districts name, which was originally designated YSR Kadapa District in 2010 in memory of former CM YS Rajasekhara Reddy. Civil society groups, human rights organisations, and political parties had criticised the change to YSR district, arguing that omitting Kadapa, a name tied to the districts 200-year heritage, undermined its historical identity. Historically, the district was known as Cuddapah, derived from the Telugu word Gadapa, meaning threshold. The name reflects Kadapas significance as a gateway for pilgrims travelling from the north to Tirumala, the sacred abode of Lord Venkateswara. Over time, Cuddapah became Kadapa, and later YSR Kadapa District, before being altered to YSR District by the YSRCP government. A preliminary notification issued on March 20, 2025, sought public feedback, with Kadapa District Collector Sridhar Cherukuri setting a deadline of May 25, 2025, for objections. No objections were received, and the district was renamed.

VIJAYAWADA: Chief Secretary K Vijayanand reiterated the State governments commitment to delivering reliable, citizen-focused power services, urging DISCOMs and electricity officials to prioritise consumer satisfaction. Speaking in a virtual review meeting held on Monday at the Real-Time Governance Society (RTGS), Vijayanand called for the prompt resolution of issues such as power disruptions, low voltage, and transformer failures. He warned that delays or negligence in addressing complaints would attract strict action. APEPDCL CMD I Prithvi Tej, APCPDCL CMD P Pulla Reddy, and APSPDCL CMD K. Santosha Rao attended the meeting which discussed public perception, service quality, and ongoing challenges with power interruptions and equipment failures. While acknowledging some progress, Vijayanand said public satisfaction remains below expectations and pushed DISCOMs to align closely with the governments vision of responsive, accessible power infrastructure. He emphasised the importance of accountability and quick complaint resolution, especially during adverse weather or service breakdowns. Vijayanand called for enhanced operational systems, including upgraded call centers, voltage monitoring, and regular transformer maintenance to reduce service gaps. Reaffirming the State governments goal of uninterrupted 24x7 power supply, the Chief Secretary aligned his directives with the priorities of Chief Minister N Chandrababu Naidu and Energy Minister Gottipati Ravi Kumar, who focus on improving the energy sectors performance and public image through transparency and high-quality service.
Andhra Pradesh's Kuppam to get Shreeja, Mother Dairy units
VIJAYAWADA: Chief Minister N Chandrababu Naidu announced a significant step towards economic development of Kuppam, revealing investment plans of Shreeja Milk Producer Organisation, and Mother Dairy during a meeting with their representatives on Monday. The initiatives, which are in tune with the State governments Swarna Andhra Vision, aim to eradicate poverty, and bolster the rural economy. As part of the agreement, both the companies have been allotted land to establish industrial units in Kuppam under the Kuppam Area Development Authority (KADA). Shreeja will set up a dairy and animal feed processing unit, while Mother Dairy will establish a fruit pulp processing unit. These projects are expected to create 8,000 jobs, providing a major boost to local employment. The new units will focus on directly procuring milk and horticultural produce from local farmers, a move aimed at enhancing ryot income, and strengthening the rural economy. The Chief Minister emphasised the importance of inclusive development in the region, and directed both the companies to complete their projects within 15 to 18 months. This investment is part of a broader agreement with KADA, reflecting the governments commitment to sustainable and inclusive growth in Andhra Pradesh. The announcement has been met with positive reactions, with many lauding the potential impact of major investments on rural livelihoods and regional development.
Early onset of southwest Monsoon brings cheers to ryots in Andhra Pradesh
VIJAYAWADA: The Southwest Monsoon arrived in Andhra Pradeshs Rayalaseema region on Monday, May 26, nine days ahead of its usual June 4 onset, marking the earliest arrival since 2009. This follows last years slightly early onset on June 2. Historical data from the India Meteorological Department (IMD) notes the earliest monsoon onset over Kerala on May 17, 1988, with Andhra Pradesh typically seeing monsoon rains 23 days later. The 2009 onset occurred on May 23 over Kerala, reaching Andhra Pradesh shortly after. Chief Minister N Chandrababu Naidu celebrated the early monsoon as a positive development for Andhra Pradeshs agriculture-dependent economy. In an X post, Naidu shared an image of farmers transplanting rice in a lush, waterlogged field at sunset, emphasising the vital role of rainfall for farmers. In an agriculture-based state like ours, abundant rains are essential for our farmers prosperity, he said, expressing hope that the IMDs forecast of widespread rainfall in the coming days will bring relief to the farming community. IMD forecasts further monsoon progress IMD-Amaravati director Stella attributed the early onset to a strengthened cross-equatorial flow, an offshore vortex on the west coast, and a depression in the southwest Arabian Sea moving east toward Goa instead of west toward Oman. Warm sea surface temperatures and the absence of cyclones in the Arabian Sea in May also contributed, she told TNIE. Andhra Pradesh receives about 70% of its annual rainfall during the Southwest Monsoon (JuneSeptember), crucial for the Kharif season. Last year, the state saw 21% excess rainfall, receiving 629.2 mm against a normal 521.6 mm. The IMD forecasts further monsoon progress over the next three days, covering more of the central Arabian Sea, Maharashtra, Karnataka, Telangana, Andhra Pradesh, the Bay of Bengal, northeastern states, and parts of Sub-Himalayan West Bengal and Sikkim. A low-pressure area may form over the west-central and North Bay of Bengal around May 27, potentially intensifying regional weather patterns. Heavy rain, thunderstorms, and lightning are expected in coastal Andhra Pradesh and Rayalaseema through May 29, with gusty winds of 4060 kmph. On May 30, thunderstorms and winds of 4050 kmph are likely in north coastal Andhra Pradesh.

Andhra Pradesh's municipal teachers deplore station point allocation rules
VIJAYAWADA: Senior municipal teachers across the State have raised strong objections to the School Education Departments transfer guidelines, calling the system discriminatory for failing to reward long years of service. At the heart of the issue is the station point system, which currently caps points at 8 for teachers with eight or more years of service, offering no added benefit to those with two or three decades of experience. A teacher with 28 years of service is treated the same as someone with just 8 years. Is that fair? asked S Ramakrishna, state president of the Municipal Teachers Federation (MTF). He demanded the cap be raised to at least 16 points, which would benefit nearly half of all senior teachers awaiting transfers. He pointed out that while the Transfers Act mandates point allocation based on service at a school, the government order restricts points based on area category. Under the Municipal Act, municipality teachers are supposed to receive 2 points and corporation teachers 1 point. However, recent classifications grant 1 to 3 points inconsistently, depending on the municipality type. This is a blatant violation, he said, calling for a uniform 2-point allocation for all municipal teachers regardless of municipality category. The MTF also appealed for a 25% quota for municipal teachers in promotions to Primary School Headmaster (PSHM) posts. Ramakrishna alleged that some less-performing teachers had been promoted, while deserving ones had been overlooked. He thanked HRD Minister Nara Lokesh for recently sanctioning 1,800 municipal teacher posts but urged swift resolution of roster anomalies and protection of senior teachers nearing retirement. Speaking to TNIE , Director of School Education V Vijay Ramaraju said a unified system had been implemented across government-run schools to ensure fairness and transparency. This is the first time in over two decades that 2,000 new posts have been sanctioned for municipalities. Its a significant boost for municipal teachers, he added.
'Poets must speak truth of times': Goreti Venkanna
VIJAYAWADA: Poets have the right to write poetry on any subject, and no one should dictate terms to them, said Telangana MLC and noted lyricist Goreti Venkanna during a book release event at Balotsav Bhavan organised by Malleteega Sahitya Seva Samstha in Vijayawada on Sunday. The event marked the launch of Dukkham Pandutunna Nela, a Telugu poetry collection by Bangarraju Kantha. Speaking as the chief guest, Venkanna emphasised the importance of poets upholding constitutional morality and responding to contemporary challenges. We live in an age where lives are lost over social media likes. In such a climate, poets must unite and express the truth, he said. Presiding speaker Bikki Krishna lamented the decline in societal discipline, while critic Ghantasala Nirmala urged poets to protest the mental genocide being committed against women. New poetry requires deep engagement with societal realities, he said. Other speakers, including cinematographer Rasaraju and poet Jeldi Vidyadhara Rao, echoed the need for poetry to reflect the pain of the oppressed. Malleteega president Kalimisri called for book rooms to be made mandatory in every household.
Tenders soon for Guntur Inner Ring Road Phase III
GUNTUR: The long-pending third phase of Gunturs Inner Ring Road (IRR) project is finally progressing after years of delay. Stalled during the previous YSRCP government, the IIR project has gained fresh momentum under the current coalition government, promising to ease Gunturs growing traffic congestion and boost regional connectivity. The Capital Region Development Authority (CRDA) is preparing to invite tenders for constructing the 4.5-kilometre stretch from Swarnabharathi Nagar to Palakaluru, at an estimated cost of around Rs 48 to Rs 50 crore. This phase will complete the 11-kilometre four-lane highway originally planned in 2005 by the Vijayawada-Guntur-Tenali-Mangalagiri Urban Development Authority (VGTM UDA). The road is designed to connect Perecherla in western Guntur to National Highway-65 near Autonagar, allowing heavy vehicles from Palnadu district to bypass the city centre. The first two phases, covering nearly 6.7 km, were completed between 2010 and 2018, but land acquisition challenges and compensation claims delayed the final phase. With the region now under CRDAs jurisdiction following Amaravatis capital status, authorities recently resolved several land disputes. Compensation amounting to Rs 6.35 crore has been disbursed to displaced families, and monthly allowances of Rs 10,000 are provided to affected landowners. Efforts to clear structural damage claims are ongoing. Guntur MP and Union Minister of State for Rural Development and Communication Dr Pemmasani Chandrasekhar stressed the roads critical role in improving traffic flow. He noted that the IRR was originally planned 10-14 years ago to divert Palnadu-bound traffic around the city. He said that the tender process will commence soon to accelerate construction. Pemmasani also highlighted that the IRR will eventually link to the new Outer Ring Road, enhancing connectivity across the region. Guntur Mayor Kovelamudi Ravindra said the project would not only reduce traffic congestion but also shorten travel distances for commuters travelling from Palnadu towards Vijayawada, emphasising the Municipal Corporations commitment to fast-track the remaining work. Guntur Municipal Commissioner (GMC) Puli Srinivas confirmed that approximately 385 properties are impacted along this stretch, including 340 encroachments, with compensation being handled sensitively.

Dy CM Pawan Kalyan hits out at Tollywood, says he will treat this as return gift
VIJAYAWADA: Deputy Chief Minister Pawan Kalyan has criticised the Tollywood industry over the recent theatre strike threat ahead of his movie Hari Hara Veera Mallus release, describing it as a return gift from certain industry individuals. Pawan Kalyan on Saturday expressed frustration, noting that despite being in office for over a year, Tollywood representatives havent met Chief Minister N Chandrababu Naidu. He also reminded the industry of how the previous regime treated Tollywood and its stars, emphasising a shift in approach under the current NDA government. Pawan Kalyan made it clear that the government will no longer engage in individual discussions, instead opting to interact only with representatives of movie associations. The Deputy Chief Minister reiterated the NDA governments commitment to developing the Telugu film industry as a whole, rather than catering to individual interests. There could be a lot of inputs in the APs blueprint for growth for other states also, he said. While explaining the state governments ideas, plans and goals in detail, Naidu highlighted the objectives of Swarnandhra Vision, which is part of achieving Viksit Bharat 2047. There is a favourable atmosphere in Andhra Pradesh for investments, and for the overall development of the State, he said. He particularly highlighted the available natural resources, geographical advantages, the power of youth, the urban and rural synergy model, and technology, which he termed the most advantageous issues of the State. He told the NITI Aayog meeting that besides the available advantages of AP, plans are also being implemented to reach the target of $2.4 trillion GSDP by 2047 through new policies, data-centric planning and governance. As part of Swarnandhra Vision, AP aims to achieve Zero Poverty by 2029 through the innovative P4 model, which integrates government, private sector, and citizen efforts to support vulnerable families and ensure their economic upliftment. On the occasion, Naidu proposed forming three focused sub-groups of States, in collaboration with the Union Government and NITI Aayog, to fast-track progress towards Viksit Bharat. The first sub-group on GDP growth aims to boost investments, manufacturing, exports and job creation, supported by Central Viability Gap Funding for PPP projects. The second sub-group on population management will help India leverage its demographic advantage while preparing for future challenges like ageing and low fertility. The third sub-group will focus on technology-driven governance, utilising AI, quantum computing, drones, and digital platforms for real-time, citizen-centric administration. Rooted in family-centric governance, innovation, digital infrastructure, and sustainability, Swarna Andhra Vision offers a scalable, inclusive model for national development, he said. All District Medical and Health Officers (DM&HOs) have been directed to intensify surveillance, public awareness, and preparedness efforts. The heavy inflow of traffic from affected states into Andhra Pradesh also adds to the risk of virus transmission. Three cases have been confirmed in the State, and one is suspected. A 75-year-old woman from Chagalamarri in Nandyal district was suspected to be Covid-19 positive at RIMS Hospital in Kadapa, after being admitted with a high fever. However, there is conflicting information about her status, with RIMS Superintendent Dr GV Rama Devi confirming her Covid-positive status and treatment in the Covid ward, while Kadapa DM&HO Dr K Nagaraju claimed the patient was suffering from age-related ailments. In Visakhapatnam, a 28-year-old woman from Pithapuram Colony tested positive, and her condition is stable under home isolation. Another family member and the doctor who treated them also tested positive. Health officials conducted a door-to-door survey and tested her family members, who have been advised to isolate. The Health Department has asked district authorities to prohibit mass gatherings, enforce Covid-appropriate behaviour at public transport hubs, and advise vulnerable groups to stay indoors. Keshava Raos mother files petition in Andhra HC seeking body
VIJAYAWADA: The family members of Nambala Keshava Rao, who was killed in a recent encounter in Narayanpur, Chhattisgarh, filed an urgent petition in the High Court, requesting the authorities to hand over his body to them. The petitioners, Raos mother and brother, expressed suspicions over the encounter and stated that their efforts to collect the body were unsuccessful. Despite multiple efforts to collect the body, we were unsuccessful. The officials behaviour is raising several doubts. We believe it was a fake encounter. That is why they are reluctant to hand over the bodies, the petition read. The family members claimed that they received confirmation of Raos death from the police authorities, but the officials actions have been uncooperative. The petitioners further alleged that the Srikakulam SP was obstructing the process, and violating rules by delaying the hand over of the bodies for the past two days. According to Section 196 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), if a death occurs in police custody, a magistrate must conduct an independent inquiry, and the deceaseds family must be allowed to be present, they claimed. The petitioners argued that the Srikakulam SP, by siding with the Chhattisgarh police, was violating constitutional and human rights. Within 24 hours of death, the government must send a civil surgeon for examination. The authorities must treat bodies with dignity and allow families to perform last rites, Nambala Dilleswara Rao pleaded in the petition. The petitioners had no other option but to approach the High Court, seeking an order to hand over the body, and preserve it until then. A similar petition was filed by Sajja Srinivasa Rao, seeking directions to release the body of his brother Sajja Venkata Nageswara Rao, who died in the same encounter. The two petitions will be heard by a bench comprising Justice Nunepalli Harinath and Justice Yadavalli Lakshmana Rao on Saturday.

YS Jagan accuses Naidu of fabricating liquor scam cases, declares June 4 as betrayal day
VIJAYAWADA: Launching a tirade against the TDP-led NDA government alleging failure in governance and vindictive politics targeting YSRCP leaders in the name of Red Book, former Chief Minister and YSRCP president YS Jagan Mohan Reddy came down heavily on Chief Minister N Chandrababu Naidu for foisting false cases to weaken the liquor case in which he is on bail. Speaking to media at the YSRCP central office in Tadepalli on Thursday, Jagan said the liquor policy implemented during his regime (2019-24) was in the interest of the State, and the cases now being filed in the name of alleged liquor scam are a sham and fabricated only to nullify and weaken the liquor case in which Naidu is on bail. A case has been registered against Naidu during the YSRCP regime for causing pecuniary gains to the liquor syndicate by withdrawing privileged fee which caused a huge loss of Rs 1,100 crore per year to the State exchequer. The YSRCP government did not give permission or empanelled new distilleries during its tenure, he said. The statements of D Vasudeva Reddy (former MD of APSBCL), who was desperate to go back to his parent department, or the former MP (V Vijaysai Reddy) who vacated the seat to benefit NDA will not cut any ice. Raj Kesireddy did not yield to the government pressure, which is why his name was included in the case, and he is the business partner of TDP MP Kesineni Sivanath. When Rajampet MP Mithun Reddy asked to show the Google takeout to prove his presence in the meeting, there was no response, he said. Criticising that Amaravati has become an ATM for TDP leaders, Jagan lambasted Naidu for committing another scam by proposing to acquire or pool lands additionally only to benefit his close aides and looting public money by escalating the construction prices. Jagan said the YSRCP will observe June 4 as Betrayal Day to expose the failures of the TDP-led NDA government.
Jagans remarks on liquor scam probe reflected his fears: Health Minister Satya Kumar Yadav
VIJAYAWADA: Health Minister Y Satya Kumar Yadav sharply criticised former Chief Minister YS Jagan Mohan Reddys over two-hour press conference on Thursday, terming his remarks incoherent and reflective of fear over ongoing investigation into liquor procurement and sales irregularities during the previous YSRCP regime. With several of Jagans aides facing allegations and legal scrutiny, he asserted that the YSRCP chiefs statements reflect anxiety about his fate. The Health Minister highlighted Jagans failure to justify discontinuing digital payments for liquor purchases in favour of cash payments, a move that allegedly enabled YSRCP leaders to divert revenue, bypassing government accounts. He dismissed Jagans claim that liquor manufacturers operated at a loss for public welfare as absurd, questioning the logic behind such a narrative, and accusing him of losing credibility. He also mocked Jagans small line-big line argument, which downplayed irregularities. Jagans selective defence of certain associates while questioning others credibility further exposed his double standards, he said. Responding to Jagans criticism of cases against IPS officers under the Red Book Constitution, he countered by questioning Jagans own actions, including the 53-day detention of TDP chief N Chandrababu Naidu, and harassment of retired IPS officer AB Venkateswara Rao. He condemned Jagans decision to label June 4, 2024the day of the massive electoral verdict against YSRCPas Betrayal Day, calling it an anti-democratic stance that disregards the peoples mandate. Satya Kumar demanded that the YSRCP chief retract this statement, emphasising that the verdict ended five years of misgovernance. Mentioning Jagans claim that his liquor policy improved public health, Yadav presented stark data. He refuted Jagans claim of only 3% revenue growth under the coalition, crediting the NDA government for overcoming YSRCPs economic mismanagement. Jagans nervous demeanor when questioned about the liquor scam, coupled with his reliance on divine intervention, underscores his fear, he said.
AP High Court directs Peddireddi Ramachandra Reddy to approach endowments tribunal
VIJAYAWADA: The Andhra Pradesh High Court on Thursday directed former minister Peddireddi Ramachandra Reddy to approach the Endowments Department Appellate Tribunal in the matter of Bugga Mutt land. Challenging the orders of Endowments Department pertaining to Bugga Mutt land eviction, Peddireddi moved a lunch motion petition in the High Court. Hearing the petition, Justice Y Lakshmana Rao directed him to go to the land tribunal and asked the Endowments Department not to take any action on this matter for 15 days. The petitioners counsel argued that the petitioner has been in possession of this land for the past 30 years, and began constructions after taking all the permissions. The decision of the Endowments Department is against the principles of natural justice, the counsel contended. On the other hand, the Advocate General argued that the land belongs to the Endowments Department, and the petitioner had illegally encroached the land. The AG also argued that in case of any objections on the Endowments Departments action, the petitioner should approach the tribunal, and not the High Court directly. After hearing both sides, the court directed Peddireddi to go to the land tribunal.
YS Sharmila slams brother YS Jagan Mohan Reddy over alleged Rs 3,500 crore liquor scam
VIJAYAWADA: Andhra Pradesh Congress Committee (APCC) president YS Sharmila launched a scathing attack on her brother and former Chief Minister YS Jagan Mohan Reddy, accusing him of misconduct in the alleged liquor scam and inappropriate behaviour towards police. Labelling the scam a thriller series, she claimed it had rattled the YSRCP, with Jagans threats to strip police officers reflecting poorly on his stature. Speaking a press conference on Thursday, she cited the YSRCP governments alleged 40-day detention of actor Kadambari Jethwani and harassment of former MP and Deputy Assembly Speaker K Raghu Rama Krishna Raju as evidence of power misuse. Sharmila challenged Jagan to prove his innocence in the Rs 3,500 crore liquor scam by demanding an ACB or CBI probe in the Andhra Pradesh Assembly, emulating their late father YS Rajasekhara Reddy. She questioned the absence of digital payments for liquor sales during the YSRCP regime. Sharmila also slammed the State and the Centre for the Visakhapatnam Steel Plant crisis, where she was detained while protesting for workers rights. She accused the BJP-led NDA government of conspiring to privatise the plant, eyeing its `4 lakh crore land for corporate giants like Adani and Jindal.
VIJAYAWADA: Civil Supplies Minister Nadendla Manohar has clarified that there is no deadline to apply for new ration cards or making modifications, as it is a continuous process. Eligible people can apply at anytime, he said at a media conference on Thursday. Every eligible person will get a rice card as per the government norms. New cards are being issued free of cost within 21 days of submitting application, with no delays in the process. Since May 7, updates and modifications to rice cards have been underway across the State. The Centre has mandated e-KYC, and Andhra Pradesh is the only State to complete e-KYC for 95% of its ration cardholders. Over five lakh applications have been received so far, including 60,000 for new rice cards, he explained. The Minister acknowledged technical issues, such as server slowdown due to high application volume, causing inconvenience at secretariats. He apologized for these challenges, and noted that the Commissioner and officials have been working tirelessly to resolve them. In June, 4,24,59,128 individuals will receive rice cards free of charge. He urged new applicants not to worry, as minor issues during updates are expected. Smart rice cards will be issued by storing the cardholder data in a database. No marriage certificates or wedding photos are required for modifications, and secretariat staff have been instructed to accept applications without these documents. For adding new names to cards, applications will be reviewed and registered promptly. However, deletions require documentary proof and are currently limited to cases of death, he said. The government is also facilitating changes to the head of the family, including for women and transgenders. Based on field feedback, ongoing improvements are being made to ensure a hassle-free process. Plans are underway to allow e-KYC, Aadhaar seeding, and card surrender through WhatsApp for enhanced convenience, the Civil Supplies Minister said.
Devise crop-specific cultivation plans: CM Chandrababu Naidu
VIJAYAWADA: Chief Minister N Chandrababu Naidu has directed the Agriculture Department to devise crop-specific cultivation plans aligned with national and international market demands. He emphasised that informing farmers well in advance about which crops to raise and their acreage, will balance demand and supply, preventing losses. Only high-demand crops should be cultivated to ensure profits to farmers, he said. On Thursday, the Chief Minister held a teleconference with officials and ministers at his camp office to review issues concerning tobacco, cocoa, mango and grain farmers. He instructed RTGS and Agriculture Department officials to scientifically monitor global and national market trends, crop yields, and developments. He also urged the Cabinet Sub-Committee to address both short-term and long-term challenges faced by farmers. The committee has been expanded with the inclusion of Ministers Gottipati Ravikumar (Energy) and Nimmala Ramanaidu (Water Resources). The Chief Minister directed the officials to ensure companies purchase cocoa stocks from farmers at Rs 500 per kg. If prices fall below the mark, the government should directly procure the stocks from farmers. The officials informed that 1,200 to 1,500 metric tonnes of cocoa is currently in stock, with 600 metric tonnes held by farmers, which needs to be purchased. Naidu also instructed the officials to facilitate the purchase of approximately 20,000 million kg of HD Burley tobacco held by farmers. To prevent losses due to low demand, a crop holiday for HD Burley tobacco has been announced this year. He directed officials to collect precise stock data through an app. A dedicated cell under the Tobacco Board has been set up to record daily purchase details. The Chief Minister has already written to the Union Commerce Minister to include HD Burley and White Burley varieties in the list of Tobacco Board. He plans to discuss farmers issues with Union Ministers during his upcoming Delhi visit. To address the lack of orders for mango pulp, Naidu asked the officials to ensure pulp processing units purchase the produce from farmers immediately. The officials noted that excess old stocks with the companies and the lack of bank loans are hindering new purchases. The Chief Minister instructed them to facilitate bank loans for the companies. He also highlighted that the 40% GST on pure juices has slowed mango purchases and decided to negotiate with the Centre to reduce GST. To increase mango pulp juice consumption, Naidu suggested including it in the mid-day meal scheme for students and offering it as prasadam to devotees at Tirumala through the TTD. Andhra HC directs DGP to probe sleeper cell activities
VIJAYAWADA: In the wake of the recent Pahalgam terror attack and intelligence alerts, the High Court on Wednesday directed the Director General of Police (DGP) to probe alleged sleeper cell activity across the State and submit a report by Thursday. Justice N Harinath issued the directives while hearing petitions filed by advocate Surapareddy Gouthami and A Shivakumar of Proddatur. The petitioners alleged inaction of the State Police and Home Department despite central intelligence reports indicating that about 20,000 sleeper cell operatives linked to Pakistans ISI are active across India, with around 1,200 suspected in Andhra Pradesh, particularly in Nandyal, Guntur, and Kadapa. The petitioners cited the Pahalgam terror attack, which left several civilians dead and injured, as a trigger for heightened alerts across states. Petitioners counsel Narsi Reddy argued that AP police failed to investigate ISI-linked networks or reassure the public, calling the inaction a serious lapse in internal security management. In response, the High Court issued notices to the National Investigation Agency (NIA) and instructed the DGP to investigate sleeper cell activity based on the evidence provided by the petitioners. The HCs intervention comes amid the arrests of Siraj Ur Rehman in Vizianagaram and Sameer in Hyderabad, who were allegedly plotting IED blasts. These developments have further raised concerns about terror network within the State, adding urgency to the courts directive aimed at protecting national security.

BJP government killing Vizag steel plant silently, alleges APCC president YS Sharmila
VIJAYAWADA: APCC chief YS Sharmila Reddy accused the BJP-led NDA government at the Centre of systematically undermining Visakhapatnam Steel Plant (VSP), established by the Congress government, which was once a profit-making entity. Sharmila, who staged a hunger strike at VSP in Visakhapatnam on Wednesday, alleged that the BJP was employing a silent killing strategy to weaken the steel plant, likening it to the proverb of driving a dog mad to justify its killing. She claimed that the government was deliberately starving the plant of raw materials, raising export prices to burden it, and denying it a dedicated iron ore mine, despite Congress earlier plans to provide one. The APCC chief denounced the governments claim of rescuing the plant with Rs 11,000 crore as a falsehood, alleging that Rs 8,000 crore was reclaimed as bank loans, and the remaining Rs 3,000 crore was tied to a condition to lay off 5,000 workers. Already, 2,000 workers have been sacked, with plans to remove 3,000 more, reducing the workforce from 34,000 to half, she charged.

Medical interns raise alarm over NMC guidelines dropping stipend, faculty ratio from rankings
VIJAYAWADA: The recent draft guidelines issued by the Medical Assessment and Rating Board (MARB) under the National Medical Commission (NMC) have sparked widespread concern among medical faculty and students across the State. The exclusion of the faculty-student ratio and intern stipend as criteria for ranking medical colleges has triggered criticism, with many alleging that the new framework compromises both educational standards and student welfare. Students Unions and faculty associations are now calling for the rollback of the new draft and demanding wider consultations across the country. Doctors and faculty members argue that an adequate faculty ratio is fundamental to maintaining quality in medical education. Without a sufficient number of trained teachers, medical students are likely to receive subpar clinical training, which can ultimately impact patient care. Faculty-student ratio is not just a metric, its the backbone of medical education. Ignoring it in assessment is a disservice to the future of healthcare, Dr M Rajesh, a paediatrician from Nellore, told TNIE. Medical interns, who are already overburdened with work, fear that the removal of stipends from the evaluation criteria could further strain their training experience. Many of us depend on the stipend for basic needs while we work long hours. Removing it from the ranking criteria will give colleges a free pass to ignore our needs, said S Harsha, a final-year MBBS intern at a private medical college in Guntur district. Dr Ambati Naga Radhakrishna Yadav, Chairman of the YSRCP NTR District Doctors Wing, has formally raised the issue with the judiciary. I have written to the Chief Justice of India, requesting his urgent intervention in the matter, as this is benefiting private medical colleges. The NMCs decision undermines both the quality of education and the well-being of students. We cannot allow medical education to be dictated by commercial interests, he said.

Andhra Pradesh HC stays PT warrant against Vamsi in illegal mining case
VIJAYAWADA: The Andhra Pradesh High Court on Tuesday stayed the PT warrant against former MLA Vallabhaneni Vamsi pertaining to an illegal mining case filed by Gannavaram police. Justice Dr Yi Lakshmana Rao ordered the stay until the final hearing on Vamsis anticipatory bail petition on May 22. The case stems from a complaint by a Krishna district mining official, accusing Vamsi and associates of illegal mining in Bapulapadu and Gannavaram rural mandals, allegedly causing major financial losses. Police registered the case on May 15, prompting Vamsi to seek anticipatory bail. The former legislators counsel, senior advocate S Sriram, argued that a PT warrant would undermine the bail plea and urged the court to grant protective measures, while Advocate General Dammalapati Srinivas assured non-enforcement until the courts ruling. Wait, we will show them a movie: YSRCP chief Jagan to cadre
VIJAYAWADA: Former Chief Minister and YSRCP president YS Jagan Mohan Reddy on Tuesday asked party activists to document injustices by the ruling TDP, promising retribution when he regains power. If anyone wrongs you, write their names down. When we return, we will show them a movie. We will bring them back, even if they flee the country, Jagan declared, emphasising, The seeds they sow today will grow double tomorrow. He encouraged resilience, stating, Let them hit you now; our time will come, and well hit back. Addressing YSRCP representatives from Konaseema, Parvathipuram Manyam, West Godavari, Sri Sathya Sai and Visakhapatnam, Jagan accused Chief Minister N Chandrababu Naidu of enforcing a Red Book Constitution to crush dissent. He alleged that Naidus administration was using manufactured witnesses to frame YSRCP leaders in false cases. They take someone unrelated to a crime, make him an approver, and create fake evidence to arrest and jail our people. This is unprecedented, Jagan charged, adding Naidu is sowing a false tradition to silence opposition. Jagan highlighted the alleged democratic violations in local body elections, citing the example of Tiruvuru, where YSRCP holds 17 of 20 councillors but faced TDPs coercive tactics. They pulled five, but we still have 12 against TDPs eight. Yet, with police support, they block election, and place our leaders under house arrest, he said. Mentioning Naidus unfulfilled election promises, Jagan contrasted it with YSRCPs 99% fulfilment of the manifesto. He exhorted cadre to expose the TDP-led NDA governments failures. After darkness, light is inevitable. We will win, the YSRCP chief asserted.
AP Cabinet nod for FPS to distribute ration from June 1, MDUs mode ends
VIJAYAWADA: The State Cabinet, chaired by Chief Minister N Chandrababu Naidu at the State Secretariat on Tuesday, decided to discontinue the delivery of rations through Mobile Dispensing Units (MDUs) and restore the Fair Price Shops (FPSs) system for the distribution of monthly rations to beneficiaries from June 1. However, doorstep delivery of rations will continue for beneficiaries of above 65 years of age and persons with disabilities. Disclosing the Cabinets decisions to the media, Civil Supplies Minister Nadendla Manohar, accompanied by Information and Public Relations Minister Kolusu Parthasarathy, stated that IVRS feedback revealed 25% of beneficiaries were not receiving their rations. Additional complaints included: 26% of MDU operators charging inflated prices, a single MDU covering the area of three FPSs in 15 to 17 days, diversion of ration commodities (with 288 cases registered), and a shortage of MDU operators (570 vacancies). These issues led to the decision to discontinue the MDU system. The move is expected to save `353.81 crore for the State exchequer, Manohar said. Recalling the earlier system of distributing essential commodities through 29,000 FPSs, the Minister criticized the previous government for abolishing it in favour of the MDU model. To implement this system, the previous government spent Rs 1,860 crore on procuring 9,260 MDU vehicles, and an additional Rs 200 crore on a pilot project. However, the MDUs not only failed to benefit consumers but also facilitated rice smuggling, with approximately 200 cases registered against MDU operators. FP shop distribution system will curb PDS rice diversion: Min Although the operators claimed to deliver 93% of rations within three days, many consumers did not receive their goods properly. Each MDU vehicle receives a monthly payment of Rs 27,000 from the Corporation, yet 570 vans remain unaccounted for. Despite the hardships faced by beneficiaries, the government was spending Rs 385 crore annually on MDUs. Through FPSs, consumers can collect items at their convenience, Manohar noted. Therefore, from June 1, we will resume distribution through Fair Price Shops. This system will curb rice diversion. Additionally, FPSs will be enabled to sell other commodities as well, he added. He also announced that individuals who acquired MDU vehicles through SC, ST, BC, EBC, and other corporations and paid 10% of the cost will be given the vehicles free of charge. The Civil Supplies Minister further said that under the first phase of the Deepam-2 scheme, around 99,700 beneficiaries availed themselves of the free gas cylinder facility. In the second phase, approximately 70 lakh people have already registered for free gas cylinders. In Phase 3, the government plans to ensure the gas subsidy amount is deposited directly into beneficiaries accounts in advance. Speaking on the occasion, Minister Parthasarathy said the Cabinet also approved investment proposals previously cleared by the State Investment Promotion Board (SIPB) during its May 15 meeting. The Cabinet gave its approval for promulgation of the India International University of Legal Education and Research of the Bar Council of India Trust at Andhra Pradesh Ordinance, 2025, which facilitates the establishment of the India International University of Legal Education and Research (IIULER) at Amaravati by the Bar Council of India Trust. Students from Andhra Pradesh will receive a 20% reservation at IIULER, enabling access to quality legal education. The Council of Ministers approved the creation of 2,260 Special Education Teacher posts (1,136 Secondary Grade Teachers and 1,124 School Assistants) by converting an equal number of vacant surplus posts. This decision complies with the Supreme Court of Indias directive in W.P.(C) No. 132/2016 and aims to enhance educational opportunities for students with special needs. Job for slain TDP leaders son The Cabinet approved the proposal to provide permanent employment to Thota Veeranjaneyulu, son of TDP activist Thota Chandraiah who was allegedly killed by his political rivals on January 13, 2022 in Macherla constituency of Palnadu district, by amending relevant Rules/Act Provisions. Other key decisions To issue a preliminary notification for transfer of Punganur, Chowdepalli, Somala, and Sadum mandals from Palamaner Revenue Division of Chittoor District and Rompicharla Mandal from Chittoor Revenue Division of Chittoor District to Annamayya District under Madanapalle Revenue Division. Cabinet approved the proposal for the Andhra Pradesh Leather & Footwear Policy (4.0) - 2024-30
