Human Fatalities Continue Due to Stalled Adoni Medical College
KURNOOL: Many accident victims in Adoni region are continuing to lose their lives with lack of emergency medical facilities and the proposed medical college and hospital at Adoni remaining stalled. Critical medical cases are not dealt with at the District Government Hospital in Adoni due to the lack of advanced medical equipment and specialised doctors. They are often referred to Bellary in Karnataka or to the Government General Hospital (GGH) in Kurnool for better treatment. Many critical patients lose their lives en route. In May 2021, then chief minister Y.S. Jagan Mohan Reddy laid the foundation stone for the medical college at Adoni, along with 13 other medical colleges across the state. But construction of the Adoni medical college has halted midway. In the last three years, road accidents have claimed the lives of hundreds in Adoni district. In 2022, around 600 people died, 400 in 2023 and 250 in 2024. According to police and transport officials, autos and two-wheelers account for around 70 per cent of these accidents, with speeding being a major factor. Poor road conditions and the overloading of vehicles also contribute significantly to the high rate of accidents. In rural areas, over-crowded auto-rickshaws, overloaded goods vehicles, and excessive speed are common causes of mishaps, often resulting in fatal injuries, said D. Ranga Rao, a retired police officer from Aspari. A well-equipped hospital in the area would help reduce the fatalities, he added.

Guntur, Krishna and West Godavari districts identified as high-risk flood zones in State
VISAKHAPATNAM: Guntur, Krishna and West Godavari districts in Andhra Pradesh have been identified as high-risk flood-prone areas, according to a recent report titled District-level Climate Risk Assessment for India: Mapping Flood and Drought Risks Using the IPCC Framework. The report categorises Srikakulam, Vizianagaram, East Godavari, Prakasam, Kurnool, Anantapur and Nellore as medium flood risk zones, while Visakhapatnam, Kadapa, and Chittoor fall under the low-risk category. The report also highlights that Visakhapatnam, Guntur, Prakasam and Kurnool are among the districts facing a high risk of drought. Anantapur, Kadapa, Chittoor, Krishna, East Godavari, West Godavari, Vizianagaram and Srikakulam are classified under medium drought risk, with Nellore being the only district under low drought risk. This detailed assessment, released on December 13, 2024, at IIT Delhi, provides an in-depth analysis of flood and drought risks across 698 districts in India. It was developed by the Indian Institute of Technology (IIT) Mandi, IIT Guwahati and CSTEP (Centre for Study of Science, Technology and Policy) Bengaluru, with support from the Department of Science and Technology (DST) and the Swiss Agency for Development and Cooperation (SDC). The study noted that the development of risk maps for floods and droughts facilitates comparative analysis of districts within a State based on standardised indicators. These maps, it stated, encompass flood and drought hazards, the degree of exposure to these hazards, and overall vulnerability, fostering a holistic understanding of climate risks. By determining the components of flood and drought risks, the report added, policymakers can uncover the relative contributions of hazards, exposure, and vulnerability within each district. The report further stated that both State and Central governments face mounting pressure to deliver drought and flood assistance due to the rising frequency and intensity of extreme weather events. Risk assessments, such as those presented in the report, enable governments to prepare proactively by allocating resources, deploying staff, and designing programmes to build resilience in districts most affected by floods and droughts. Additionally, the report highlighted that hazard-specific risk profiles at the district level can help identify areas requiring urgent attention. It noted that these profiles enable policymakers to identify entry points and interventions, thereby focusing efforts on critical districts to mitigate the impacts of climate hazards.

Telangana HC Directs PR Staff to Restore Razed House with Own Money
Hyderabad: Taking serious note of the demolition of a tin shed house of a poor family despite a court stay orders, the Telangana High Court directed the staff of the panchayat raj (PR) department at Nagar Kurnool district to restore the demolished house by spending from their own pockets. The court faulted the panchayat raj officials for disregarding the stay orders and it viewed that the officials are trying to show their dominance over people by bulldozing the tiny shed of a poor couple, who eke out their livelihood by running a corner store. The court questioned whether the same authorities can demolish the illegal constructions of influential people. Justice T. Madhavi Devi of the High Court was dealing with a petition filed by Katakam Mahesh and Nagalakshmi, residents of Domalapenta village of Amrabad Mandal who constructed the house in the village of Domalapenta many years ago and have been residing in the same and have granted trade license to run small buddy shops and they also pay the property tax. Without any reason, the panchayat raj officials issued a notice for removal of the structures. Challenging the same, the petitioners approached the HC and the court granted the interim stay orders directing the officials to not take any coercive steps, till further orders. Meanwhile, the court directed the department to file their submissions. Without filing the counter and while the interim stay orders are subsisting, the officials demolished the house of Mahesh and Nagalakshmi. The judge pulled up the district panchayat officer of Nagar Kurnool and proceeded to punish for contempt. However, Shazia Parveen, the government counsel for panchayat raj department argued that the DPO is not aware of the over acts of the sub-ordinate staff and submitted the undertakings of the panchayat secretary and others, who have submitted they will restore the constructions. Considering it, the court gave two weeks time to restore the demolished constructions.

Low Attendance at Group-II Surprises All
Hyderabad: The Telangana State Public Service Commissions Group-II examinations concluded on Monday with paper-III (Economy and Development) in the morning and paper-IV (Telangana Movement and State Formation) in the afternoon session. While many aspirants found the papers easier than expected, controversy emerged over a few questions. Along with that, a few interesting stories including stories of determination emerged from across the state, one involving an aspirant writing the paper while experiencing labour pain. The attendance figures dropped further as exams proceeded. From Sundays 45.7 per cent the turnout on Monday was 45.62 per cent in the morning and 45.57 per cent in the afternoon. The exams, held after a decade-long hiatus, were conducted across 1,368 centres in all 33 districts, but the low participation rate raised concerns. The cause for low turnout must be investigated, notes a TSPSC coach. Paper-IV stirred discussions among candidates due to its comprehensive approach to the Telangana movement. Questions featured Andhra leaders, irrigation projects, and events spanning decades. Approximately over 10 questions focused on the Telugu Desam and its leaders. A few examples of that would be: When Chandrababu Naidu was Chief Minister, he adopted Adilabad district and developed irrigation projects, and, The Telugu Desam gave a letter to Pranab Mukherjee Committee in favour of a separate Telangana state on October 18, 2009. Opinions among candidates were divided. Some were caught off-guard by the inclusion of Andhra-related topics, while others argued that these were integral to the historical timeline. The Telangana movement is historical, and Andhras role cannot be isolated. The 1969 agitation too comes under the Telangana movement, so these questions are a part of the syllabus, said Govardhani, an aspirant. Questions on BRS chief K. Chandrashekhar Rao, TRS, and even the original Telangana Thalli statue also featured in the paper. However, the inclusion of references to TD leaders raised concerns. Minister Harish Rao criticised the framing on social media, stating, Todays TSPSC exam felt more like APPSC. Telanganas history cannot be erased; its a signature on time, not on paper. Paper-III, which focused on economics, was widely regarded as straightforward. An aspirant at the Government Degree College for Women in Begumpet commented, The paper was factual and balanced; nothing tricky came up. Most aspirants would have found it manageable. Gopala Krishna, the director of a TSPSC coaching centre, explained, Overall, the minimum qualifying mark will be lower as the questions across all papers required in-depth study. Only those who have been preparing for a long time would find recalling the correct answers manageable. Amidst the examinations, stories of determination stood out. In Nagarkurnool, Revathnagar, a pregnant aspirant from Banala village in Balmuru mandal, completed her paper despite experiencing labour pains. She insisted on finishing the exam at ZDP High School in Kurnool town, declining offers of hospitalisation from the vigilant staff. Emergency medical assistance was on standby, but she persisted and completed her exam. In another incident, at Patancheru Government Degree College in Sangareddy district, L. Nagesh suffered an epilepsy attack while writing the fourth paper. SSI Asif, a police officer on duty, carried Nagesh down from the third floor when an ambulance was delayed. Thanks to the prompt response, Nagesh survived, though doctors later attributed the episode to epilepsy. Not all moments were as inspiring. In Palwancha, a latecomer to the exam, caused a scene when denied entry. He protested by stripping off his clothes in frustration. Police intervened to resolve the situation. The TSPSC is expected to release the results by March 2025, and many aspirants are vouching for it for a stable future. Punyavati, who took the exam at Government Degree College for Women, shared, I want a government job. If this doesnt work out, Ill pursue a PhD in microbiology.

Guntur chilli farmers in a fix as prices plummet amid low international demand
GUNTUR: Chilli farmers are reeling under distress as prices for various chilli varieties have dropped sharply in recent weeks. Guntur Mirchi Yard, the largest chilli trading hub in Asia, typically remains bustling year-round. However, a surge in production and a slowdown in international demand resulted in plummeting prices, leaving farmers in despair. Farmers from distant areas such as Kurnool, Nandyal, Dachepalli, Sattenapalli, and even Telangana have been bringing their produce to Guntur, hoping for profitable returns. Instead, they are confronted with prices at a six-month low. The Guntur yard handles over 1.5 lakh chilli tikkis annually, exporting to over 20 countries and generating an annual turnover of Rs 10,000 crore, with Rs 100 crore as State revenue. However, the prices of major chilli varieties have seen a dip of Rs 1,000 to Rs 2,000 per quintal. Latest closing prices for prominent varieties were: Teja S17 at Rs 13,000Rs 16,000 per quintal, 334 Sannam at Rs 11,000Rs 14,500, Bydagi 5531/668 at Rs 9,000Rs 12,000, variety 341 at Rs 10,000Rs 14,000, DD at Rs 11,000Rs 14,000, and Armoor at Rs 9,000Rs 11,500 for a 40 kg bag. Explaining the decline, Sudheer, a merchant at the yard, attributed the sluggish market to reduced international demand. China, Bangladesh, and Vietnam, key importers of Indian chilli, have scaled back orders. Bangladesh reportedly has sufficient stocks for the next month, while demand from China remains low. With falling prices, many farmers are opting to store their produce instead of selling it. Over 39.63 lakh bags of chilli are currently stored in cold storage facilities across the region, up from 32.64 lakh bags in December 2023. K Raghava Rao, a farmer from Kurnool, said, I planned to sell my produce by year-end to resolve financial issues, but with prices at an annual low, I will incur losses. Storing it only adds to my burden. Experts predict prices may remain stagnant in the coming weeks until international trade gains momentum. Meanwhile, the State government is considering steps to support farmers. Agriculture Minister Kinjarapu Atchannaidu recently announced plans to introduce National Agriculture Market (eNAM) trading, establish chilli processing units, and promote value-added chilli products through Micro, Small and Medium Enterprises (MSMEs). These measures aim to stabilise the market and alleviate farmers woes in the long term, though immediate relief.
ECoR bifurcation sparks political uproar over Odishas revenue loss; demands for compensation
BHUBANESWAR: Nearly six years after the announcement of new South Coast Railway (SCoR), the build-up on its expeditious operationalisation has begun to fuel fear, concern and political outcry in Odisha over the bifurcation of East Coast Railway (ECoR), particularly the substantial revenue loss for the profit-making zone. While the SCoR zone headquartered at Visakhapatnam and its operational area are yet to be formally notified, a tender worth Rs 149 crore has recently been floated for construction of the zonal office building. The SCoR will have three divisions - Vijayawada, Guntur and Guntakal spanning the states of Andhra Pradesh and Telangana (except Kurnool of Hyderabad division and Jaggaiahpet of Secunderabad division). As per the detailed project report (DPR) accepted by the Ministry of Railways, apart from the three divisions, SCoR will have a major portion of Waltair division, which is now entirely under ECoR. Waltair division will split into two and one part will merge with Vijayawada division. The other will be converted into a new division with headquarters at Rayagada under ECoR. Before the 2019 general elections, the Centre had given a go-ahead to the bifurcation plan for addressing administrative and operational challenges. It was seen as a bid to appease Andhra and now it is making the most of it. As the neighbouring state is eyeing all railway lines that fall within its boundary, Odisha may end up being on the losing side in the bifurcation of Waltair division. The division generates around Rs 10,250 crore annually, primarily from freight traffic linked to the mining and steel industries, and contributing significantly to ECoRs revenue. Bone of contention The DPR reveals that of 1,106 km of railway route coming under Waltair, 450 km will be merged with Vijayawada division while of the rest 656 km, 541 km will be under Rayagada and 115 km under Khurda Road divisions. The ECoR has three divisions - Khurda Road, Sambalpur and Waltair. After bifurcation, SCoR will have rail routes measuring 3,496 km but ECoR will have to be satisfied with 2,321 km in changed circumstances. The new zone could actually have more railway lines if Palasa-Nuapada and Nuapada-Gunupur lines are retained in SCoR as proposed. The bone of contention, however, is the lucrative Kothavalasa-Kirandul Line (popularly known as KK Line) that comes under Waltair division. The 446-km KK Line runs through the mineral-rich regions of Odisha and Chhattisgarh. If a major portion of KK Line is transferred to SCoR, the ECoR will face significant revenue loss. Sources said the ECoR earns about Rs 29,000 crore annually and is expected to lose nearly Rs 6,000 crore if the freight corridor is handed over to SCoR. The major source of revenue is Visakhapatnam area where Vizag steel and port are located apart from Gangavaram port. It will be delinked from ECoR and the revenue is expected to come down by more than 20 per cent. ECoR will also lose its dominance of being the number one income-generating zone of the Indian Railways, pointed out Nirakar Das, a former railway employee. It has been proposed to split KK Line at Araku station and retain the 106 km Kothavalasa-Araku line with Vijayawada division while the rest 340-km Araku (excluding)-Kirandul will come under Rayagada division. According to the DPR, all track routes of Waltair division running within AP, barring a small part from Nuapada to Ichchapuram, will be in SCoR, but Rayagada will not have a direct approach from ECoR until the proposed Therubali-Gunupur new line is completed. The Centre has recently sanctioned the 73.62-km Gunupur-Therubali new line at a cost of Rs 1,326 crore and the project is expected to be completed by 2030-31. Odishas demands As the final SCoR notification is expected anytime soon, people in Odisha have demanded that the Waltair division be retained with ECoR and if it is not possible due to operational reasons then the railway sections that are now with South Eastern Railway (SER) and South East Central Railway (SECR) must be merged with ECoR to recompense the revenue loss. If the KK Line, along with Vizag Steel, Visakhapatnam and Gangavaram ports, is included in SCoR, then lines such as Jareikela-Bondamunda-Rourkela-Jharsuguda, Ib-Belpahar-Brajarajnagar, Bansapani-Barbil and Ranital-Rupsa-Bangiriposi should come under ECoR. A railway official said the loss of ECoR can be minimised only if the revenue generated from the mining belts of Odisha and Rourkela steel plant which are now under SER and SECR, are brought in. Moreover, Rayagada, being a new division, should have direct link with ECoR. When Vijayawada division already has 964 km of railway line, what is the logic of adding 450 km more? If Vizianagaram can be added in Rayagada division, it will have a direct link with ECoR. The railway should also prepare a separate DPR for Rayagada and appoint a divisional manager to look after the issues, said Das. However, the unresolved issue has fuelled public discontentment in the state. Opposing the Centres move to merge Waltair with SCoR, former Union minister Srikant Jena has written to Prime Minister Narendra Modi to take steps to fortify the ECoR, instead of dismantling its structure. The BJD has also raised the issue in the recently-concluded winter session of the Assembly. Senior BJD MLA and former minister Ranendra Pratap Swain demanded the Centre must clarify on its move to compensate the loss to be faced by Odisha. The proposal was mooted in 2019 for reorganisation of the zones. We were then told that the proposed bifurcation plan would be properly examined and the states interest will be protected. Nothing was finalised then. The bifurcation is now being done surreptitiously without taking Odisha into confidence, Swain told TNIE on Sunday. The senior BJD MLA said any attempt to bifurcate ECoR by dismantling Waltair division is a loss to Odisha. ECoR is the pride of the state. The Railway earns Rs 100 from ECoR by spending Rs 47 while they spend Rs 107 to earn Rs 100 from other zones, he said. The Railway minister also represents the state. How can he do injustice to us? If they are doing it for political exigencies to appease Andhra Pradesh, why dont they bifurcate the SER and merge the railway portions of Odisha in ECoR to compensate the loss? They must bring in the states railway lines from SER and SECR zones to form a new division at Rourkela. We would oppose the ECoR bifurcation move to protect the states interest, Swain added. In response, deputy chief minister KV Singh Deo said BJP MPs have already met Railway minister Ashwini Vaishnaw and he had assured that railway lines in Odisha under ECoR will not go into the newly-created zone. A tender worth Rs 107 crore for the new divisional headquarter at Rayagada has also been floated, Singh Deo informed.

` Visakhapatnam: Officers of the Directorate General of GST Intelligence (DGGI), Visakhapatnam Zonal Unit, has arrested a resident of Proddatur in YSR Kadapa district and three others for floating 19 fake entities involving a fraud of Rs 293 crore. The racket spans multiple states and centered around Kadapa, Kurnool, Bengaluru and Hyderabad. Accused Manohar (34) and others created bogus entries at different levels and across different states to camouflage the fraudulent nature of transactions and used to run a complex network in the generation of fake invoices of Rs 293 crore in taxable value, investigating officials said. The fraud involved the passing on of fake ITC (input tax credit) to many functional companies/firms to an extent of Rs 30 crore of GST. This enabled them to fraudulently avail and utilise the same so as to evade payment of genuine taxes, thereby causing huge loss to the government exchequer, it was stated. Leopard Spotted in Mahanandi Area
Kurnool: A leopard-sighting near the MP Form Village in Mahanandi Mandal caused panic among the local population as also the devotees traveling to Mahanandi for darshan. The animal was spotted in the middle of the road when a bus carrying devotees passed by. A video of the scene went viral on social media. Leopard-sightings have become frequent in the Mahanandi area, reportedly due to food waste being dumped in the nearby forest by temple authorities and local eateries in the town. This attracts dogs, pigs and chickens which, in turn, draw predators like leopards. The forest department had advised the temple officials to stop this practice. But leopard movement in the vicinity continues due to the temples location in the dense Nallamala forest. In June, this year, a woman from Sirivella mandal died in a leopard attack. The leopard attacked Shaik Mehroon Bi, the former vice-sarpanch of Pachharla village in the Nallamala forest area under Sirivella mandal, when she went into the forest to collect firewood. When she did not return by evening, her family members searched for her in the forest and found her dead. In the viral video on Sunday, the leopard was seen crossing the road and entering a field. Devotees alerted the forest officials. In response to increasing wildlife encounters near forest areas, the forest department has already intensified safety measures. Trap cameras and drones are being used to monitor animal activity. Special teams have been deployed. Locals are advised to venture into fields only between 10am and 4pm and avoid visiting deep forest areas for activities like collecting firewood. Whistles and masks are being distributed, and residents are encouraged to move in groups rather than alone. Further, a forest official said solar-powered CCTV cameras have been installed in the forest to track wild animal movements and ensure public safety.

Bless and Bliss for orphan children in Kurnool
KURNOOL: In a modest corner of Kurnool city, a small yet extraordinary endeavour has become a haven of hope for over 300 orphaned, abandoned, and impoverished children. At the heart of this venture are two postgraduate sisters, Blessy and Blissy, who have devoted their lives to running the Home of Hope orphanage, carrying forward the mission of their late father, K Raja Bhushanam. The orphanage, established in 2010 under the registered name Compassion Society, was the brainchild of Raja Bhushanam and his wife MMH Prameela Devi, who envisioned a sanctuary for destitute children. Located near G Pulla Reddy Engineering College on the way to Jagannatha Gattu, the orphanage has separate accommodation for boys and girls with a family-like atmosphere. When their father died of COVID, Blessy and Blissy stepped in with unyielding determination to preserve his dream. Guided by their mother, who shares their spirit of service, the sisters have expanded the homes activities. From the beginning, we wanted to create a space where these children could feel loved and valued, like they are part of a real family, said Blessy. Beyond food and shelter, Home of Hope offers education, vocational training, and emotional support to the inmates, shaping their futures with a sense of dignity and self-reliance. The homes vocational programmes like tailoring and crafts equip children with essential skills, preparing them for independent lives when they turn 18. The orphanages impact extends far beyond its four walls. Over the years, it has celebrated the marriages of at least five young women, ensuring they begin their new life journey with love, dignity, and security. We feel that serving orphans is a gift from God. Every day, we get the opportunity to touch lives and make a lasting impact, shared Blissy. The sisters commitment is reflected in the smiles and stories of the children theyve nurtured. Priya (name changed), a beneficiary, recalled, I will never forget the day I walked down the aisle. This home gave me a family and helped me pursue my dreams. Without Home of Hope, I wouldnt be where I am today. B Satish, who worked as the homes in-charge for six years, noted, We treat them as our own children. We ensure they are emotionally, socially, and financially ready before they step into the world.

(Photo: Facebook @K. Raghu Rama Krishna Raju) KURNOOL: Former CID additional SP R Vijay Paul was questioned again in connection with the case of arrest and alleged torture of Deputy Speaker Raghu Rama Krishna Raju when he was an MP. The court had granted the police the permission for a two-day interrogation on Friday and Saturday while he remained on remand. Prakasam district SP Damodar, the investigating officer in the case, did the questioning at his office on both days. The incident dates back to March 14, 2021, when Raghu Rama Krishna Raju was taken into custody by the police on the orders of the then-governments officials. Recently, Raju filed a complaint in Guntur, alleging an attempt on his life during his custody, and naming Vijay Paul as the prime suspect (A-1). Following this, the Prakasam SP was asked to investigate the matter. During the questioning, Vijay Paul was asked about the circumstances surrounding Rajus condition. Raju, who was healthy and able to walk when arrested, was reportedly injured and unable to walk when put in remand. Investigators inquired about the injuries, as also who was responsible for them, and the reasons behind the assault. It is alleged that Raju entered the CID office in good health but returned with injuries, and there are claims that four masked persons were involved. On Saturday, devotees lined up from morning till evening to visit the main deities, Mallikarjuna Swamy and Bhramaramba Devi, and to avail of Sparsha Darshanam. Trekking tigers of Telangana - one third of state pug marked
Hyderabad: The tiger is slowly but surely forming a crescent in Telangana, making its presence felt in the past few years in no less than 13 of the 33 districts. The presence of tigers in Telangana, over the past few years and this year, has been reported from Nizamabad, Nirmal, Adilabad, Komaram Bheem Asifabad, Mancherial, Peddapalli, Jayashankar Bhupalpally, Bhadradri Kothagudem, Mahbubabad, Mulugu, Nalgonda, and Nagarkurnool districts. While the forests of Nagarkurnool and Nalgonda districts comprise the Amrabad tiger reserve, the forests in Adilabad, Nirmal, KB Asifabad, and Mancherial districts are part of the Kawal reserve which has seen transient tigers, making brief trips to this reserve. The rest of the districts are in the non-tiger reserve areas. Only the Amrabad reserve has a resident tiger population, while a few that migrated from tiger reserves in Maharashtra have made parts of the forest areas in KB Asifabad district their territories and have settled down. The latest tiger, a male, that has been wandering in some of these districts over the past few weeks, has now made its way into the Bhadradri Kothagudem district on Friday, after crossing over from Mulugu forests. We may have seen this male before, but that was two years ago, likely on a long patrol, or may be seeking a territory or a breeding female, and it had gone back. We hope to capture some camera trap images of it in the next few days and compare with the ones from the past to see if it is the same male, Bharadri-Kothagudem district forest officer Kista Goud told Deccan Chronicle. This tiger may have been the one that came the last time all the way from Indravati tiger reserve in Chhattisgarh in 2021, Once the camera traps capture its images, it can be established from where exactly this tiger came from. If from Indravati, then it has undertaken a really long walk into the Manuguru forest area in Kothagudem district as the distance between the location where its pugmarks were found, and Indravati, is nearly 200 km as the crow flies, which means it could have walked at least around 300 km so far. Its definitely a male going by the size and shape of its pugmarks, the official said. Since the tigers last visit was mapped in the district, officials have begun alerting people in villages along the possible route it might take this time too. Taking advantage of past data, camera traps are being installed ahead on the possible route the tiger might take to try and capture its images, he added.

YSRCP protests in Kurnool, Nandyal and Anantapur
Andhra Pradesh to provide citizen services via WhatsApp
VIJAYAWADA: Andhra Pradesh will be the first State in the country to introduce delivery of citizen services through WhatsApp, Chief Minister N Chandrababu Naidu announced on Tuesday. Addressing a gathering at the Collectors Conference held at the Secretariat, Naidu noted, Services provided on WhatsApp should be user-friendly. Whenever new technologies are used, there will be some problems. We should resolve them and move forward. Officials informed Naidu that citizens will soon be able to raise grievances via WhatsApp. Even if complainants cannot type their grievance, they can send a voice message instead, they explained. IT and RTG (Real Time Governance) Minister Nara Lokesh pointed out that any certificate can be easily received through WhatsApp without political recommendations. He highlighted that the United Arab Emirates is the only country where citizen services are delivered through WhatsApp. The Chief Minister wants governance to be streamlined and 153 citizen services are being proposed to be delivered through WhatsApp, he said. Naidu exhorted collectors to resolve grievances with a humane approach. Directing the officials to set a target of zero pendency, he said inspections will be conducted to check if complaints were being redressed. Find effective solutions to peoples grievances, CM directs Dist Collectors As many as 1.29 lakh grievances have been recorded since July, with 90% accounting to Revenue, Police, Municipal, and Panchayat departments. If we solve them, we solve the problem of pendency, Naidu added. He assured the officials that legal help and counselling will be provided to those raising grievances so that litigation comes down considerably. Observing that satisfaction among the people was low despite the high percentage of grievance redressal, the Chief Minister remarked, This means that you (bureaucrats) are attempting, but are not giving public the right solution. This mismatch could lead to mistrust. Change visible in State Asserting that people first is the motto of the TDP-led NDA government, and Health, Wealth, Happiness is its slogan, Naidu reiterated that the legislators are servants of people and not feudal lords. Emphasising that the State has witnessed change in the past six months since the new government took charge, he noted, From the first collectors conference to the second one today, change is visible. Darkness had pervaded. But today, rays of light have started penetrating through the darkness. Underscoring the need for hard work, he said, I believe that every crisis is an opportunity. How we overcome it is a matter of leadership. Stating that the Indian Constitution has given people the right to vote, saving the nation from turbulence witnessed in Syria and Bangladesh, Naidu remarked, In India, peoples vote is the weapon to bring change. Stressing that the State has embarked on the path to recovery, the Chief Minister pointed out that his government was able to pay salaries and pensions in time and streamline the defunct departments, despite the legacy of Rs 10 lakh crore debt inherited from the previous YSRCP regime. District Collectors play a crucial role in bringing everything on to the right track. Collectors and other senior officials should give top priority to our policies to implement P4 (Public-Private-Peoples Partnership), ensure zero poverty, create jobs, promote population growth, conserve water, and improve agriculture and allied sectors with the slogan of less investment and more profit, he said. Alleging that anti-social activities such as land grabbing, liquor mafia, illegal sand mining, ganja cultivation, and smuggling of red sanders and PDS rice were at the peak under the previous administration, Naidu directed District Collectors to uproot all these evils. Any person causing harm to the brand name of Andhra Pradesh should not be excused, he instructed the officials and told them to work towards restoring the States credibility. Rs 4 lakh crore investments to create four lakh jobs On Speed of Doing Business, he called upon officers to be proactive, as investors have many options. We are monitoring every collector. You need to prove yourselves. I have served as Chief Minister four times, but have never saw such problems, he said, adding that district collectors must compete with one another so as to achieve expected results. Elaborating on what the government has done in the past six months, Naidu said seven white papers have been published, 20 polices were released and a vision document will be unveiled to give a sense of way forward for the people. Now, Rs 4 lakh crore investment has come, which will create four lakh jobs. Amaravati is back on track with Rs 31,000 crore finance mobilised. Additionally, the Centre is extending Rs 12,157 crore for the Polavaram Irrigation Project, which will be completed by 2027. We have set month-wise targets to achieve the target, he explained. Mega Parent-Teacher meeting every year With regards to the Mega DSC, the Chief Minister stressed that new teachers must be ready to work by the time schools reopen for the next academic year. We have decided that the Mega Parent-Teacher meeting will be an annual event, he declared. Announcing that the State government will unveil Vision-2047 document on December 13, he said transforming the State into a knowledge society will lead to progress, sustainable development, and peoples perception. Further, he called on Collectors to find ways to reduce the cost of production in agriculture. He also outlined the need to reduce logistic costs from 14% to 8% -- which is the national average. The Chief Minister pointed out that a rise in GSDP would increase the States finances. He also exhorted the officials to encourage adoption of electric vehicles, solar and wind energy solutions to achieve 100% clean villages. Rationalisation of 1.23 lakh village/ward functionaries Reviewing Grama and Ward Sachivalayams (GSWS), the Chief Minister called for the rationalisation of 1.23 lakh village and ward functionaries. He also urged officials to take up an exercise for issuing Aadhaar cards to 10 lakh children on a war-footing. When some of the Collectors complained about defunct machines, the Chief Minister assured them that the government would release Rs 20 crore for the same. The Chief Minister also pointed out that linking of citizen information with banks must be done for effective distribution of benefits and compensation. After the Budameru deluge, we had problems transferring compensation to many citizens, he said. It was decided that the issue will be taken up with bankers during the SLBC (State Level Bankers Committee) meeting and seek information on bank accounts only to transfer government benefits. CM sets 50% growth target for Vision-2047 Naidu said the growth rate target in Vision Andhra-2047 document has been set at 50% and directed all Collectors to strive for the same through innovative thinking, planning and execution. Noting that the current GSDP is less than $3,000, the Chief Minister said this should go up to $42,000 in another 23 years as formulated in the Vision Document. Mentioning that the GDDP (Gross District Domestic Product) of Visakhapatnam in 2022-23 stood at Rs 1,19,268 crore, he felt that the industry and service sector will play a crucial role in achieving the target of Rs 2,64,781 by 2028-29. The current GDDP of Tirupati is Rs 67,487 crore and it is estimated to reach Rs 1,69,469 crore as it has several logistic opportunities, considering its proximity to Krishnapatnam, Sri City, Nellore, and Chennai, he noted. Stating that Anantapur, Kurnool, and Kadapa were once considered the most backward, he said these districts have now been developed because horticulture crops have been encouraged. However, East Godavari, which was once considered the most developed district, has now turned into a backward area as there are no industries and no development in the service sector, he added.
Legal Briefs | Telangana HC junks plea against SC sub-panel
HYDERABAD : Justice T. Vinod Kumar of the Telangana High Court junked a writ petition questioning the constitution of a Cabinet sub-committee to recommend the way ahead for implementing sub-classification of scheduled caste in the state. The judge heard a writ petition filed by Batthula Ram Prasad questioning the memo of September 12 by which a six-member committee was constituted to study a recent Supreme Court judgment which required sub-classification of Scheduled Castes. The committee consisted of irrigation minister Uttam Reddy as chairperson, health minister Damodar Rajanarasimha as vice-chairmen, three Cabinet ministers and Nagarkurnool MP Mallu Ravi. The long drawn battle of uneven distribution between Malas and Madigs has been for a bone of contention within the Scheduled Castes. It is contended in the writ petition that constituting such a committee without consulting the national commission for Scheduled Castes was contrary to Article 338(9) of Constitution of India. Advocate general A. Sudershan Reddy pointed out that the committee was prima facie constituted only to study the nuances of the judgment and such action did not require consultation with the national commission. He also pointed out that the list in anyway did not survive since the government has proceeded to appoint a one-man commission headed by retired high court judge Shameem Akhter for the purpose of examining the judgment and recommending the way forward. Referring to Article 338(9) of the Constitution Justice Vinod Kumar said that there was no policy decision being taken by the government requiring consultation with the National Commission of Scheduled Caste. The judge granted time to the government to respond in two analogous writ petition questioning the government order appointing retired Justice Shameem Akhter in place of the six-member committee. The said appointment comes in the light of the committee opining that it is better that the matter be referred to a retired High Court judge than to a political group of ministers and others. Tax tribunals view upheld by HC A two-judge panel of the Telangana High Court ruled that it would not interfere with the decision of the tax tribunal if it has not made an error of fact. It refused to entertain a writ plea on the ground that the tax tribunal made no error in fact or law. The panel comprising Chief Justice Alok Aradhe and Justice J. Sreenivas Rao was dealing with the question as to whether an agreement for sales promotion would amount to service for the purpose of service tax entailing registration and payment of service tax. It was contended by the petitioner M/s Pooja Marketing Agencies unsuccessfully that it was not required to register for or pay service tax. The panel rejected the plea on the ground that the marketing/sales agreement was for promotion of products of Shaw Wallace and others. The agreement required promotion of their products and marketing the same. Speaking for the panel the Chief Justice said that this finding of fact could not be termed as perverse. There was no perversity or illegality in the finding warranting the judicial interference while disposing the case. No anticipatory bail in fraud case Justice G. Radha Rani of Telangana High Court dismissed an anticipatory bail petition of a former director of a stockbroking company allegedly involved in a multi-crore financial fraud. The judge was dealing with the petition filed by Alok Kumar Jain, who alleged that he was wrongfully implicated in a case involving the diversion of investor funds amounting to crores of rupees by M/s Conard Securities Private Limited and its sister concerns. The funds, which had been promised to deliver high returns, were allegedly transferred to a defaulted company and misused for personal gains. The prosecution argued that the petitioner, despite being a director of the accused company, absconded to evade arrest. The severity of the fraud, which had affected over 300 investors, was highlighted and the bail petition was strongly opposed by the prosecution. The judge noted that the petitioner was absconding and that a non-bailable warrant (NBW) had already been issued against him. The petitioners counsel contended that he had stopped actively participating as a director after 1998 and was unaware of the companys fraudulent activities. However, the judge emphasised that the petitioner failed to appear before the trial court or challenge the pending NBW, rendering him ineligible for pre-arrest bail. The judge referred to Srikanth Upadhyay and others vs. State of Bihar and another, stating that anticipatory bail cannot be granted to individuals who abscond or fail to cooperate with the investigation.
Andhra Pradesh: Man Gets Life Sentence in Murder Case
Kurnool: The Ongole Principal and District Sessions court sentenced a 30-year-old man to life imprisonment and imposed a fine of Rs 5,000 on Wednesday in a murder case involving a woman. According to the court verdict, the convict, Naguluri Yakobu, a resident of Gadiparthivaripalem village in Cheemakurthy mandal, had been in a close relationship with the victim, M. Andhra Pradesh Yet to Launch Long-Distance Boat Services on Krishna River
Kurnool: Even as Telangana is capitalising on its tourism potential with long-distance boat services on the Krishna River, Andhra Pradesh is lagging behind in launching similar operations. Incidentally, AP successfully held the seaplane trials from Vijayawada to Srisailam. But the state is yet to initiate comprehensive boat services. Tourism officials, however, say plans are underway. But implementing them will require more time. In contrast, Telangana operates two boats with a total capacity of 150 persons on weekends from Somasila in Kollapur to Nagarjunasagar. 100-120 passengers are utilising these services, with due priority accorded to safety. The boats depart on Saturdays, reach Srisailam after 67 hours of journey, and return the next day. Passengers are charged Rs 3,000 per head, excluding food and accommodation. These boats travel to Pathalaganga and Lingalagattu, providing breakfast and lunch during the trip. Tourists have to take care of their stay and meals at the destination. These boats are equipped with double engines, safety jackets and guides, making them safe for travel during normal conditions. Services are suspended during heavy rains in the monsoon season, apart from between April and June due to low water levels, a Telangana tourism official stated. Andhra Pradesh's tourism department, however, offers short-distance boat trips, such as the 16-km journey from Pathalaganga to Akka Mahadevi Caves in Srisailam. These trips, priced at Rs 650 per person, include a Rs 150 cave entry fee charged by Telangana government. Further, a brief 20-minute boat ride providing a view of the Srisailam Dam is available for Rs 80 per passenger. These are local services. There are plans to introduce long-distance boat operations. But they are yet to receive approval, said Penchal Reddy, a tourism official in Srisailam. Passengers can enjoy breath-taking views of the Nallamala forest during the 6-7-hour river ride, which offers a unique perspective of the region's natural beauty. The short trip to Akka Mahadevi Caves does delight visitors. However, due to the need for forest clearances, boat operators do not halt at intermediate points during the river journey.

Mobile food testing labs of AP falling short of purpose
Vijayawada: Mobile food testing labs Food Safety on Wheels meant to benefit people by testing mainly food and water free of cost, however, appear to lack food analysts, drivers and maintenance, defeating the very purpose they are expected to serve. Andhra Pradesh government and Food Safety and Standards Authority of India (FSSAI) entered into an agreement to initially deploy five mobile food testing labs. They had been commissioned to check the quality of food and water, so that health of people could be safeguarded by avoiding adulterated or spoilt food and / or contaminated water. Of the five mobile labs, one each had been allotted to Visakhapatnam, Tirupati and Kurnool. Authorities stationed two in Guntur, one of them allotted for Chief Ministers use to check the quality of his food and water. The services of these labs came of good use during the recent Dasara festivities. At present though, the condition of some of these labs is poor. They have no food analyst, driver or other essential staff. Significantly, in the recent food poisoning case at Mogalrajapuram, a mobile food testing lab had to be pressed into service. Its staff realised the vehicles battery had got discharged. When staff members tried to claim warranty, they realised the battery would cost 10,000. When they thought they could claim warranty, they realised that the vehicle had not been registered with the road transport authorities. This resulted in the denial of claim under the warranty. Incidentally, AP and FSSAI have entered into a memorandum of understanding to also start a full-fledged food laboratory in Visakhapatnam. Prime Minister Narendra Modi even inaugurated it virtually recently. It is not functioning as yet, because only 7080 per cent of work on it has been completed. As a result, food samples collected in AP are being sent to the State Food Lab in Hyderabad for analysis. In some cases, samples had been sent to private food labs by paying 10,00015,000 per sample. Importantly, there are allegations that some officials are deliberately delaying the completion of the State Food Lab in Visakhapatnam for deriving financial benefits by sending the food samples to Hyderabad for analysis. A senior officer from food safety said, State government needs to pay attention to our department to curb corrupt practices and abuse of funds. Vacant posts need to be filled to ensure that all the required personnel are available to check food samples. Food safety joint controller N. Poornachandra Rao said, We are going to start a State Food Lab in Vizag by March. Regional labs at Guntur, Tirupati and Tirumala will become operational by the end of 2025. Some works are getting delayed due to technical reasons. We will shortly fill 75 posts sanctioned in 2019 through APPSC to avoid any shortage of manpower.

Onion Farmers in Kurnool Enjoy a Profitable Season
Kurnool: After years of significant losses, onion farmers in Kurnool district are finally enjoying a profitable season, thanks to favourable prices and robust demand, including exports to other states and countries. This year, onions were cultivated across 17,761 hectares in the district during the Kharif season, yielding an estimated 30 lakh quintals, according to officials. Farmers have supplied onions to markets in Madhya Pradesh, Uttar Pradesh, Rajasthan, Delhi, West Bengal, Assam, Karnataka, and beyond, said trader Ramamohan from Kurnool. He added that the strong flavour of Kurnool onions has attracted international buyers for use in pharmaceuticals and by-products. The Kurnool market yard alone received 4.81 lakh quintals of onions by October, a sharp increase compared to last years 52,000 quintals. Despite the surge in supply, prices have remained high, with onions fetching between Rs 2,500 and Rs 3,000 per quintal. Some premium stocks from neighbouring Telangana even sold for as much as Rs 5,100 per quintal. Farmers, who have struggled with low prices in recent years, are now expressing optimism. The market yard has been bustling with abundant stocks, including onions from Telanganas Gadwal region. Officials noted that while onion productivity has steadily increased over the years, it is this years high prices that have significantly boosted farmers' earnings. In comparison, 3.76 lakh quintals were sold in the 2020-21 season, rising to 4.41 lakh quintals in 2023-24, and 4.81 lakh quintals so far in 2024-25. Marketing officials reported that 4.80 lakh quintals of onions have been sold in the Kurnool market from April to October this year, with an additional 12 lakh quintals expected to be sold by the seasons end in March 2025. Interestingly, only 25 per cent of the produce reaches the market yard for sale, while 30 to 40 per cent is sold directly in the fields to traders and brokers. Local consumption accounts for just 5 to 6 per cent of the total production, with the remainder sent to other states or exported internationally. I cultivated onions on five acres and earned good profits this year. We hope this trend continues, as low prices in previous years caused severe losses, said farmer K. Ranga Reddy from Adoni.

Women farmers as backbone of sericulture in AP
Visakhapatnam: Andhra Pradesh has emerged as the second-largest producer of silk in India, largely due to the active involvement of women farmers. Women are at the heart of sericulture -- from raising silkworms to selling precious cocoons. Retired deputy director of sericulture, Mohana Venkata Ramaraju, explained the scenario to Deccan Chronicle. Small and marginal farmers in drought-prone areas often rely on mulberry cultivation for their livelihood. An acre of mulberry cultivation can provide employment for five people throughout the year, he notes.Ramaraju adds, In many villages, the silk industry has shaped itself an agriculture-related cottage industry. The work associated with silkworms requires patience. This is why women make up 60 per cent of the workforce in this sector.Women farmers collect silk cocoons from the market, extract silk thread from them, twist the thread and sell it to weavers. Sericulture in AP is traditionally practised in the Chittoor, Anantapur, Kadapa and Kurnool regions. However, areas such as Kakinada, Prakasham, Eluru, Nellore, Guntur, Alluri Seetharama Raju, Anakapalle and Srikakulam also are involved in the industry. A significant number of women are involved in these.High-quality mulberry leaves are essential for producing quality silk cocoons. Women are largely engaged in mulberry cultivation. A single mulberry plant yields leaves for up to 15 years. This involves high profit with low investment. Mulberry can be cultivated in various soil types excluding black and clay soils. Assistant director of sericulture in Visakhapatnam, P Chandrajeevan, noted, Women in large numbers are now engaged in sericulture.Anakapalle district sericulture officer Rajendra Prasad noted that women are handling all the silkworm rearing works in Kodavatipudi village of Kotavartula mandal in Anakapalle. Two types of silk are produced in AP: Malabari and non-Malabari (Tussar) silk. Mulberry silk is derived from silkworms that feed on mulberry leaves, while non-mulberry Tussar silkworms consume Nalla Maddi and Veeru Maddi leaves. Women engaged in sericulture are experienced in cultivating these leaves. Sericulture officials stated, Women farmers are the backbone of our sericulture industry. Their dedication, patience and expertise ensure the success of this traditional and economically vital industry. It ensures high-quality silk production and contributes significantly to the state's economy.

TDP MLA Payyavula Keshav. TDP MLA Payyavula Keshav. Kurnool: Finance minister Payyavula Keshav expressed grave concern about the state's financial condition, which he said is on the brink of collapse. He informed that the states debt has surged to Rs 10 lakh crore, forcing the government to take new loans merely to service the existing debt. The minister shared his views in Anantapur on Thursday, stating that the financial distress was a result of mismanagement under the YSRC government. He noted that the states income is barely sufficient to cover 99 per cent of employee salaries and pensions the state is now borrowing money to implement government schemes and fund development projects. Despite the current difficulties, Keshav defended borrowing, stating that loans taken would be invested in development and the subsequent income would be used for the welfare of the poor. However, he blamed the YSRC government's chaotic policies for worsening the financial condition. While efforts are being made to increase the revenue, it would take considerable time to address the debt burden left by the previous government. We are making new loans to pay interest on previous loans. However, I am confident that the alliance government will move ahead with its commitment to a development-focused and welfare-based agenda, he added.
