We act on our own on HC Bench: Andhra Pradesh High Court
VIJAYAWADA: The Andhra Pradesh High Court on Wednesday made it clear that there was no necessity to abide by the request of the State government pertaining to setting up of the HC Bench in Kurnool. A Division Bench comprising Chief Justice Dhiraj Singh Thakur and Justice Cheemalapati Ravi, asserted that the judiciary acts on its own. It made critical remarks against the State government, while hearing the PIL filed by advocates Tandava Yogesh and Turaga Sai Surya challenging the State governments decision to establish the HC Bench in Kurnool. The Chief Justice said a committee was formed to examine the possibility for setting up the Bench in Kurnool, and told the petitioners to wait until it submitted its report. A decision on setting up the Bench in Kurnool will be taken with due consideration of all the judges in full court meeting, and objections on the committee report can be challenged further, it said. Further, the court posted the matter to May. It may be recalled that the Chief Secretary, and the Principal Secretary (Law) wrote letters to the High Court in last November on setting up of the Bench, and Law Minister NMD Farooq too announced that the HC committee would be visiting Kurnool to find a suitable place for it. The court found fault with the petitioners for filing a PIL when the committee is yet to submit its report on the issue.
Plan of action to solve land disputes between departments
VIJAYAWADA: The State government is implementing a special action plan to resolve land disputes between departments without leading to legal complications, announced RP Sisodia, Special Chief Secretary for Revenue and Director General of the Andhra Pradesh Human Resource Development Institution. On Tuesday, Sisodia chaired a high-level review meeting at the State Disaster Management Authority office, where officials discussed strategies to settle ongoing land conflicts hindering government development projects. Senior officials from the Revenue, Survey Settlement, Forest, and Maritime Board departments, coordinated by Chief Commissioner of Land Administration (CCLA) Jayalakshmi, attended the meeting. Sisodia stressed the importance of field visits by senior officials to assess the ground reality and urged authorities to make swift decisions on border disputes. A major agenda item was the transfer of 408.67 acres of government land in Rajapuram village, Mulapeta, Santabommali mandal, Srikakulam district, to the Andhra Pradesh Maritime Board. The committee approved the proposal to construct the Mulapeta Greenfield Port in Survey Nos. 299, 304, and 305. However, since part of the requested land is categorised as forest land, Sisodia directed the CCLA to coordinate with the Forest and Revenue Departments to arrange an alternative land allocation for the Forest Department. The meeting also addressed a 502.12-acre land dispute in Survey No. 303/1 in Amancherla, Nellore rural mandal, between the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) and the Forest Department. Given the legal nature of the conflict, the meeting concluded that further clarity and legal consultation were necessary before reaching a decision. Another long-standing border dispute involving 365.66 acres in Brahmanapalli and Shakunala villages, Orvakal mandal, Kurnool district, was reviewed. The boundary between a mining reserve forest and a proposed Green Energy Project site remains unclear. To resolve this, Sisodia ordered a joint re-survey by the Revenue and Forest Departments. He instructed district collectors to thoroughly study land records, conduct a field survey, and submit a detailed report to the CCLA. The meeting was attended by Ajay Kumar Naik, Principal Chief Conservator of Forests (Wildlife); Govind Rao, Additional Director, Survey Settlement; Ranjith Basha, Kurnool District Collector; Swapnil Dinkar Pundkar, Srikakulam District Collector; and K. Karthik, Joint Collector, Nellore District, along with other senior officials. The discussions aimed to establish clear land boundaries, resolve ownership disputes, and facilitate the smooth implementation of key development projects across the State.

Emphasising that GBS is not a new condition, he highlighted that 301 cases had been reported in 10 of the 17 Government General Hospitals in 2024. Of these, 115 cases were reported in Guntur GGH, 45 each in Kakinada and Vijayawada GGHs, 33 in Kurnool, 28 in Visakhapatnam, and 21 in Nellore. Stating that 43 cases had been reported in January this year, he explained that 17 people are currently undergoing treatment. He noted that only one or two people out of every one lakh are affected by GBS. Further, he advised the public to seek treatment if they notice any symptoms. In fact, 85% of patients recover without the need for any treatment. Only around 15% of those affected require treatment with immunoglobulin injections, he explained. Special CS (Health) MT Krishna Babu mentioned that a national-level alert was issued after 181 cases of GBS were reported in the Pune Municipal Corporation in a short period. He added that the Indian Council of Medical Research (ICMR) is investigating the reasons behind the outbreak, with bio-pollution suspected as a potential cause. Regarding the availability of immunoglobulin injections, he stated that 1,200 injections are currently available in hospitals across the State, with an additional 6,000 to be procured. No new cases of bird flu in past two days: Official
VIJAYAWADA/RAJAHMUNDRY: With the Animal Husbandry Department intensifying biosecurity measures in poultry farms, State officials have reported a decline in new cases of Avian Influenza (bird flu). According to Dr Damodhar Naidu from the State Animal Husbandry Department, no new cases have been reported in the past two days. With rising temperatures expected to curb the virus spread, officials remain confident that the situation is stabilising. He said 100% culling of poultry has been completed in six infected farms located in Velpuru (West Godavari), Kanuru Agraharam (East Godavari), Badampudi (Eluru), and Gampalagudem (Krishna district). Ducks in an infected farm in Kurnool were also culled. In the past few days, over 1.90 lakh hens were culled. Naidu confirmed that all 40 workers at these farms have tested negative for bird flu, assuring the public that there is no evidence of human transmission. Cooked chicken & boiled eggs are totally safe Reassuring the public that the risk of further infection has been mitigated, Dr Naidu emphasised that consuming properly cooked chicken and boiled eggs are completely safe to consume. Poor hygiene contributes to spread of bird flu On Sunday, Dairy Development Chief Secretary B Rajasekhar visited affected farms in Badampudi (Eluru district) and Velpuru (West Godavari district). He emphasised the importance of sanitation and poultry management practices. Speaking at a press conference in Bhimavaram, alongside West Godavari District Collector C Nagarani, Rajasekhar said the lack of proper sanitation is a key factor contributing to the spread of bird flu. He explained that the infection spreads through saliva, nasal secretions, and feces, which can contaminate surfaces and infect healthy poultry. He announced that the department will conduct bi-monthly inspections of poultry farms to review biosecurity measures. He said infected farms will be closed for three months, and will be allowed to reopen only after obtaining a clearance from Animal Husbandry experts. Additionally, poultry farmers will receive training on disease prevention, feed handling, and sanitation equipment, he added.
TTD to convert food waste into energy for eco-conservation
TIRUMALA: The Tirumala Tirupati Devasthanams (TTD) is set to begin compressed biogas (CBG) production in Tirumala in July, using food waste generated by the Mathrusri Tarigonda Vengamamba Nithya Anna Prasadam Complex and other TTD-run establishments. The project, which aims to produce 1,500 kg of biogas per day, will address both waste management and energy needs. The biogas plant, currently under construction at Kakula Thippa, will be capable of processing 50 tonnes of food and wet waste daily. The total cost for establishing the plant is Rs 12 crore, with TTD contributing Rs 5.85 crore and Indian Oil Corporation Limited (IOCL) providing the remaining Rs 6 crore through its Corporate Social Responsibility (CSR) initiative. The Central government had assigned IOCL to assess the energy potential from Tirumalas waste, and it was determined that biogas generation could reach 1,500 kg per day. It is worth noting that the daily gas requirement for TTD institutions in Tirumala is between 3,500 and 4,500 kg. Tirumala generates thousands of tonnes of wet and dry waste, including legacy waste accumulated over the past 40 years. The Anna Prasadam Complex alone produces 30 tonnes of food waste, five tonnes of leafy waste, and five tonnes of vegetable, fruit, and flower waste. 5-day immunoglobulin treatment for GBS cases As of February 15, Andhra Pradesh has reported 17 GBS cases. Woman dies of GBS, toll rises to two in Andhra Pradesh
GUNTUR: A second death due to Guillain-Barr Syndrome (GBS) has been reported in the State, with a 45-year-old woman, Kamalamma from Alasandalapalli village in Komarole mandal, Prakasam district, succumbing to the rare autoimmune condition at the Guntur Government General Hospital (GGH) on Sunday. Earlier this week, a 10-year-old boy from Srikakulam was declared brain-dead after exhibiting similar symptoms. Confirming the death, Superintendent of Guntur GGH Dr SSV Ramana said Kamalamma was initially treated at Giddalur Government Hospital for three days for fever and weakness in her upper and lower limbs. She was then transferred to Guntur GGH on February 3, where tests confirmed the diagnosis of GBS. Kamalamma received IV Immunoglobulin treatment for five days, along with supportive therapy. She was intubated and placed on ventilator support on February 10. However, her health continued to deteriorate. She suffered three cardiac arrests within three days and passed away following the third one on Sunday, Dr Ramana explained. In response to the case, local health authorities have ramped up sanitation efforts in Alasandalapalli village. They are also conducting screenings for elderly residents and anyone exhibiting symptoms of GBS. Prakasam District Medical and Health Officer (DMHO) Dr T Venkateswarulu noted that preliminary investigations suggest contaminated water, possibly due to decaying animal carcasses, might be contributing to the outbreak. Water samples from borewells in the area have been collected for further analysis. Meanwhile, Guntur DMHO Dr Vijayalakshmi reported that seven patients from Guntur, Prakasam, Palnadu, and Dr BR Ambedkar Konaseema districts had been admitted to Guntur GGH with GBS symptoms. However, the CBI failed to take up the case and Preethis parents approached the High Court on September 11, 2020. The court directed the CBI to file a counter and it was submitted.

Leopard dies in accident on NH in Nellore
Tirupati: A leopard lost its life after being hit by an unidentified vehicle on the National Highway in Marripadu Mandals Singanapalli village in Nellore district on Monday. The accident has brought to the forefront the pressing issue of wildlife safety in areas where natural habitats overlap with busy highways. According to local residents, the accident occurred when the leopard attempted to cross the highway and was struck by a speeding vehicle. Eyewitnesses reported that the injured animal struggled in pain for nearly an hour before succumbing to its injuries. However, no one dared to approach or assist the leopard during its final moments due to fear. Upon being informed of the incident, the police and forest department officials arrived at the spot and began investigating the circumstances surrounding the accident. Local residents and motorists were questioned, but details about the vehicle involved remain unknown. Forest department officials later took custody of the leopards carcass. Following formalities, including a post-mortem, the remains were buried in a forested area. The death of the leopard highlights the increasing vulnerability of wildlife in areas where their natural habitats intersect with busy human thoroughfares. Similar incidents have been reported across the state in recent months. In November 2024, a leopard was killed by an unidentified vehicle on the outskirts of Madakasira town in Sri Sathya Sai district. Earlier, in February 2024, a female leopard cub was found dead on the Atmakur-Dornala road in the Nallamala forest of Kurnool district. Forest officials concluded that the cub had been fatally hit by a vehicle in the ghat section. Experts and conservationists have repeatedly raised concerns about the lack of adequate measures to protect wildlife along highways passing through forested areas. A senior forest official said, Incidents like these underscore the urgent need to implement wildlife-friendly infrastructure. Measures such as constructing animal corridors, installing warning signage, reducing vehicle speeds in forest zones, and conducting awareness campaigns for motorists can significantly reduce such accidents. Our team is also working on identifying high-risk zones to prioritise protective steps.

Under his leadership, AIG has grown into the largest gastroenterology hospital globally. Dr Reddy had had been honoured with the Padma Shri in 2002 and the Padma Bhushan in 2016. A graduate of Kurnool Medical College, Dr Reddys clinical and research contributions, especially in gastrointestinal endoscopy, have earned him numerous accolades, including the B.C. Roy Award in 1995. Expressing gratitude for the Padma Vibhushan, Dr. Reddy stated: I am deeply humbled and honored to receive this recognition. It is not just a personal milestone but a celebration of Indian medicine's spirit and potential. This award belongs to my patients, the dedicated team at AIG, and the countless healthcare workers who inspire me every day. Compassionate patient care remains the cornerstone of my journey, and I dedicate this honor to those who trust us during their most vulnerable moments. I remain committed to contributing to India's healthcare innovation and excellence. Manda Krishna Madiga, a noted Dalit activist, has been a tireless advocate for the rights of the marginalised Madiga community. As the founder of MRPS, he spearheaded the movement for sub-categorisation of Scheduled Castes (SCs) to ensure equitable distribution of reservation benefits. The MRPS movement gained national attention following the Supreme Court's landmark verdict in August 2024, which upheld the division of SCs and STs into sub-groups for reservation purposes. Despite the ruling, implementation in Telangana and Andhra Pradesh remains pending. Born in 1965 in Warangal, Telangana, Manda Krishna faced socio-economic hardships typical of the Madiga community but used education as a means to fuel his activism. Over three decades, his grassroots movement challenged state governments and mobilised massive public support for SC sub-categorisation. Krishna Madiga dedicated the honour to the activists of MRPS who sacrificed their lives in the struggle. Despite conspiracies and opposition, we achieved a historic Supreme Court verdict. However, our fight is not over. We demand the immediate implementation of SC sub-categorisation as per the court's orders. On February 7, we will organize a massive public meeting to reiterate our demands and uphold the rights of the Madiga community. Chief Minister A. Revanth Reddy congratulated Dr Nageshwar Reddy and Manda Krishna Madiga and expressed pride in their achievements, which had brought glory to the state. Rs.660 crore to up Handri Neeva canal capacity
Kurnool: With the state government extending 660 crore, district administrations of Kurnool and Nandyal have started expanding the water carrying capacity of the Handri Neeva Sujala Sravanti (HNSS) Canal to improve drinking water availability in the two districts. Canal expansion works have already started in areas, such as Pathikonda, Nandikotkur and Dhone. Similar expansion is to be taken up in Alur and Pathikonda constituencies too. Once works are completed, the canal's capacity will increase from 2,100 cusecs to 3,850 cusecs. The enhanced water flow will provide for construction of lift irrigation schemes, which have long been proposed but found unfeasible due to low water availability in the canal. The aim is to provide irrigation water for up to 42,000 acres. Kurnool district will also be able to get the full allocated water, enabling irrigation across 80,000 acres, considerably improving the agricultural prospects in the region. HNSS Canal has been vital in supplying Krishna water to six lakh acres in the Rayalaseema region. In the joint Kurnool district, it irrigates 35,000 acres. The ongoing canal expansion will increase water storage in the Pandikona and Krishnagiri reservoirs, providing ample water to meet the irrigation needs of a larger area. Pending expansion of the canal, Kurnool district administration is preparing to overcome potential water shortages in the ensuing summer. Rural Water Supply (RWS) department has proposed repairs worth 10.56 crore, targeting deepening of borewells and restoration of non-functioning hand pumps to ensure access to water during peak demand. There are challenges related to groundwater levels, which are reportedly decreasing, especially in Nandyal (5.59 meters) and Kurnool (7.64 meters). Approximately 20 per cent of the 8,690 hand pumps in the combined district are currently non-functional. The government has committed itself to repairing 80 per cent of these pumps by February. Kurnool district has formulated a drought contingency plan with a budget of 6.91 crore to address drinking water problems in 191 habitations. District collector P. Ranjit Basha has instructed officials to fill 33 summer storage tanks to ensure the availability of water during dry spells. Measures have been put in place to ensure that 290 cusecs of water allocated to the Gajuladinne project is properly managed. The water will be released into the Handri River to meet the drinking water needs of 16 villages in Kodumuru and Gudur mandals.
Chinta Mohan Demands Scrapping of Mishra Commission
Kurnool: Former union minister Chinta Mohan has strongly criticised the recent Supreme Court ruling by a seven-member bench, describing it as a defective judgment. He condemned Chief Minister Chandrababu Naidu for establishing the Mishra Commission in response to this decision, demanding its immediate dissolution and warning of serious repercussions if the commission remains. Addressing the media in Kurnool on Saturday, Chinta Mohan questioned the silence of Chief Ministers from Tamil Nadu, Kerala, and Uttar Pradesh regarding the Supreme Courts decision to form a one-member commission, which he alleged was driven by selfish political motives. He highlighted the congress partys historic efforts under leaders like Mahatma Gandhi, Nehru, and Ambedkar, which secured 15% reservation for SCs and 7.5% for STs. He credited Sonia Gandhi and Arjun Singh for the 27% reservation for OBCs in education and employment but lamented the lack of current support for SCs. Chinta Mohan criticised the countrys banking sector, pointing out that while SCs and STs, who constitute 25% of the population, receive only 1% of loans, affluent groups benefit disproportionately. He demanded that banks allocate 10% of loans to SCs and 50% to OBCs. He further attacked the Modi government, alleging that loans amounting to Rs. 45,000 crore were waived for a single businessman and questioned how banks could consider extending an additional Rs. 10,000 crore for a power project for the same individual. Referring to Amaravatis development, Chinta Mohan expressed doubts about the necessity of a Rs. 60,000 crore loan for its construction. He pointed out that Naidu had agreed to repay Rs. 11,000 crore borrowed from HUDCO at a 9% interest rate over 15 years, with quarterly instalments. He criticised Naidus decision to seek loans from the World Bank, Germany, and HUDCO instead of demanding grant funds under the bifurcation act. He warned that Kurnools fate, which lost its status as the capital, could repeat if Tullur is developed as the capital city. He also criticised the shift from Hyderabad to Tullur and the YSR Congresss announcement of three capitals. Chinta Mohan demanded Rs. 10,000 crore for the development of Rayalaseema districts and accused corporates of targeting the Visakhapatnam Steel Plant for privatisation. He alleged that some BJP leaders were acting as intermediaries in this process and called on the Centre to declare unequivocally that the steel plant would not be privatised. He held Chandrababu Naidu responsible for addressing this issue.
