Shah advises Northeast police to 'work for citizens' as insurgency is 'solved'
Guwahati: With the insurgency problem in the Northeast more or less solved, Union Home Minister Amit Shah on Saturday advised the police in the region to change their approach and work to ensure that people get their rights, including the rights to life and property. For four decades, the focus of the police in the Northeast was on fighting insurgency. Now that insurgency is gone, it will work to protect the rights of citizens as guaranteed by the Constitution. We have to change the focus and training of police, Shah said addressing the 72nd plenary session of the North Eastern Council in the Tripura capital Agartala. Governors and Chief Ministers of the Northeast were among dignitaries who attended the session. Referring to Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA), Shah said these three new criminal laws would help citizens get justice within three years of lodging FIRs. We kept fighting terrorism and violence. The goal of the police was to get rid of violence. That task has been almost accomplished. As there is peace now in the Northeast, the police will have to change its culture and direction, he reiterated. He said a multi-dimensional approach with a different strategy for each state helped curb the incidents of violence. He said there was a 31 per cent drop in violent incidents and 86 per cent drop in civilian killings in the region in the last 10 years. The home minister said peace accords were signed with various insurgent groups and 10,574 rebels surrendered. He cited the agreements signed between Assam and Meghalaya, and Assam and Arunachal Pradesh for solving border disputes. He said these agreements also helped establish peace. We have initiated the Nasha Mukt Bharat Abhiyan. The Northeast has a special responsibility. The region is a transit route for narcotic-smuggling. I appeal to all Governors and Chief Ministers to help remove the blemish. We have to work very hard to make Bharat nasha-mukt. The Northeast can contribute tremendously towards this end, Shah further stated.
Shah: Northeast police must shift focus to ensure speedy justice
Agartala: Union Home Minister Amit Shah on Saturday said the time has come for a change in approach of the police force with the end of insurgency in the northeast, in order to ensure that people get speedy justice. Shah, addressing the 72nd plenary of the North Eastern Council (NEC) here, said Prime Minister Narendra Modi has brought peace in the region by inking 20 peace accords in 10 years, leading to the surrender of 9,000 armed militants. The police fought insurgency in the northeast for the past four decades. As insurgency has now ended, we need to change the approach of the force to ensure people get justice within three years of lodging FIRs, he said. The home minister also said connectivity is no longer a problem in the region, as the Centre has spent Rs 81,000 crore for rail connectivity and Rs 41,000 crore for road network in the northeastern states. Asserting that PM Modi expedited development activities in the northeast, Shah said Union ministers spent 700 nights in states of the region since the BJP-led NDA assumed power at the Centre. After the exchange of enclaves (land boundary agreements) with Bangladesh, the whole world will open for the northeast. This will change the investment ecosystem in the region, he said. The senior BJP leader also laid emphasis on the upliftment of people in rural areas by promoting vegetable cultivation, production of milk, eggs and meat. Only a hike in the GSDP (Gross State Domestic Product) is not enough for overall development. There is a need to attain self-sufficiency in vegetables, milk, eggs and meat, he said. Besides, the central government has been focusing on organic cultivation in the region, said Shah. The Centre has already constituted the National Organic Corporation Ltd to boost the sector. I urge all the CMs (in the northeast) to sign agreements with NOCL for packaging, marketing and exporting of organic products, he said. The home minister, however, said more efforts were needed to tackle narcotics smuggling in the region. With these two, total forest and tree covers are 8,27,356.95 sq km. The scrub area covers 43,622 sq km (1.33 per cent) and the non-forest area covers 24,16,489 sq. km (73.50 per cent). States that added forests and tree covers are Chhattisgarh, UP, Odisha, Rajasthan and Jharkhand and states which reduced its forest and tree covers are MP, Karnataka, Nagaland, Bihar and Tripura. The latest 18th biennial assessment ISFR of Indias forests by the Forest Survey of India was delayed by over a year. It was supposed to be released by last year. The report estimates of growing stock, the extent of trees outside forests, mangrove cover, bamboo resources, and assessment of forest carbon stock. According to the ISFR 2021 report recorded forest cover and tree cover was 24.62 per cent. The total forest cover was 7,13,789 sq km which is 21.71 per cent of the geographical area of the country. Tree cover is 2.91 per cent of the geographical area of the country.

She was then taken to a rubber plantation where the crime was committed. Later, she was dropped near her house, the police said. We registered a case under relevant sections of Bharatiya Nagarik Suraksha Sanhita and Protection of Children from Sexual Offences Act. During investigation, we found the involvement of five people. Soon, they were arrested, Ashutosh Sharma, officer in-charge of Shantirbazar police station said. He said the accused were produced in a local court for the second day on Monday. GUWAHATI: Tripura police arrested five persons in a case of alleged gang rape involving a minor girl. The girl is now hospitalised and is not in a position to give her statement before a magistrate, the police said. On Friday, two of the accused, one of whom was reportedly known to the girl, allegedly picked her up from her home, which falls under the jurisdiction of the Shantirbazar police station in the South Tripura district. Subsequently, she was taken to a rubber plantation where the crime was committed. She was dropped near her house later that night, the police said based on a complaint. Her family got to know of the incident after she had fallen sick and approached the police on Saturday evening. Immediately after receiving the information, we registered a case under relevant sections of Bharatiya Nagarik Suraksha Sanhita and Protection of Children from Sexual Offences Act. During an investigation, we found the involvement of the five persons. Soon, they were arrested, Ashutosh Sharma, who is the officer in charge of Shantirbazar Police Station, told the TNIE. He said the accused were produced in a local court for the second day on Monday. No order was passed on Sunday when they were produced before a First Class Judicial Magistrate in the absence of the Special Magistrate. We have recorded her statement. She underwent a medical examination the report of which is awaited, the police officer said, adding, She is admitted at a hospital. After she recovers, her statement will be recorded by a magistrate. He added that a magistrate had already recorded the statment of the accused We feel they are aged 18-19 years. The families of two of them produced Aadhar cards to claim they are minors. We prayed before the court to grant us some more time. We will verify their age based on their birth and school certificates, the police officer added.

GUWAHATI: Tripura Chief Minister Manik Saha won widespread praise on Sunday after stopping his convoy to rescue a road accident victim. Saha, a dental surgeon who previously taught at Tripura Medical College before entering politics, was returning to the state capital Agartala from a government function in Udaipur in the Gomati district when he came across an injured man lying on Gokulnagar Road in the Sepahijala district. He immediately halted his convoy and sought the assistance of local residents to help save the mans life. The injured individual was swiftly transported to a nearby hospital using one of the convoy's vehicles. Assessing the severity of the injuries, the Chief Minister contacted doctors to ensure the man received advanced medical care. Later, he took to Facebook to express his thoughts, writing: I pray for the speedy recovery of the injured person. I thank and express my gratitude to the residents for coming forward to help him. I appeal to everyone to be careful while driving. Sahas swift response and humanitarian gesture earned him much admiration. A Good Samaritan. Thank you, sir, a Facebook user commented. Another wrote, We are proud of our Chief Minister. However, some expressed concern about the frequency of road accidents. Earlier in the day, while in Udaipur, Saha had laid the foundation stones for seven development projects as part of the governments efforts to improve infrastructure in the region. I firmly believe that once these projects are completed, the entire Gomati district will experience a new chapter of development, the Chief Minister posted on X.

No Aadhaar card to persons who did not apply for NRC: Assam government
GUWAHATI: In an attempt to link the Aadhaar Card with the National Register of Citizens (NRC), the Assam government on Wednesday decided that all applications to get the unique identity card will be rejected if the applicant or the family had not applied in NRC. The decision was taken during a cabinet meeting in view of an infiltration attempt by citizens of trouble-hit Bangladesh, Chief Minister Himanta Biswa Sarma said at a press conference here. Scores of infiltrators have been nabbed by Assam Police, Tripura Police and BSF in the last two months. That is why infiltration from Bangladesh is a concern for us. We need to strengthen our system and that is why we decided to toughen the Aadhaar Card mechanism, he added. From now on, the General Administration Department of the state government will be the nodal agency to carry out the verification of the Aadhaar applicants and one Additional District Commissioner will be the concerned person in every district, Sarma said after the Cabinet meeting. After the initial application, the Unique Identification Authority of India (UIDAI) will send it to the state government for verification. The local Circle Officer (CO) will first check if the applicant or his parents or family had applied for inclusion in the NRC, he added. If there was no application for the NRC, then the Aadhaar request will be immediately rejected and a report will be submitted to the Centre accordingly, the CM said. If it is found that there was an application for NRC, the CO will go for field-level verification as per Supreme Court directives. After the officer is fully convinced, the Aadhaar will be approved, he added. Sarma, however, said this new directive would not be applicable to the central government employees, who were working in other states and did not apply for the NRC. In this way, we will enforce a strict mechanism to strengthen our Aadhaar issuance system so that no doubtful people can get this identity card, he added. According to the new Standard Operating Procedure (SOP) approved by the Cabinet, the state government will verify the submitted documents and return them to UIDAI online within 45 days of receipt. The final NRC was released on August 31, 2019 by excluding 19,06,657 persons. A total of 3,11,21,004 names were included out of 3,30,27,661 applicants. On the other decisions taken by the Cabinet, Sarma said the manual system of accepting land revenue has been reintroduced in view of difficulties faced by small landholders in the state. We had made all land payments digital last year. However, farmers and many poor landowners faced difficulties in paying taxes online. So, the manual system will continue along with the digital mode, he added. The Cabinet also approved waiver of renewal fees under the Societies Registration Act to facilitate application for allotment of land under Mission Basundhara 3.0 scheme for social institutions like 'Namghar' (a place of worship for Vaishnavite followers), religious establishments, clubs and other centres, the CM said. The Assam government in February launched the third phase of 'Mission Basundhara', which will ease rules for providing land rights to indigenous communities, give land ownership to organisations and provide settlement of land acquired from religious institutions, among others. The requirement of chartered accountant certificate for audit of last three years is also waived in such cases, he added.

GUWAHATI: A Dhaka-Agartala long march, taken out on Wednesday by the members of Bangladesh Nationalist Partys three associate bodies against the recent breach of premises of the Bangladesh mission in Agartala, ended reportedly at Akhaura in Bangladesh with a rally by the protestors. Additionally, personnel of police, Tripura State Rifles (TSR) and Central Reserve Police Force (CRPF) were deployed. The area comes under West Tripura district. Superintendent of Police Dr Kiran Kumar K was at the site on the day, supervising security. He told The New Indian Express that the protestors were restricted inside Bangladesh. We heard they were restricted there only, the SP said, adding, TSR, CRPF personnel have been deployed at the Akhaura ICP. We have set up an extra picket there apart from the BSF deployment which is there. The incident of breach of premises of the Bangladesh Assistant High Commission had occurred on December 2 when a group of people, who came out under the banner of Hindu Sangharsh Samiti, were staging a protest against the atrocities against Hindus in Bangladesh. The Ministry of External Affairs had regretted the incident. Later, seven persons were arrested by the police while the state government suspended three police sub-inspectors and closed a Deputy SP for alleged negligence of duty. The Bangladesh mission has since suspended all consular services until further notice. THIRUVANANTHAPURAM: Chief Minister Pinarayi Vijayan has accused Union Home Minister Amit Shah of misleading the Parliament and the people on the Wayanad disaster. His statement that the state government submitted the detailed report on Wayanad disaster late is not factual. It is unfortunate that the Union government wanted to evade the responsibility of allowing financial aid by converting it into a controversy. This is not the first time Amit Shah has done this, Pinarayi said at a press conference on Monday. He said the state submitted a memorandum requesting a primary financial aid of Rs 1,202 crore to the Centre on August 17. On November 13, the state submitted a detailed report after the post-disaster needs assessment (PDNA) was done. However, the home minister had told the MPs from Kerala that it was because of the late submission of this report that a special package for Kerala could not be declared. But at the time of the prime ministers visit, PDNA was not considered as an official document to get financial aid. This is the first PDNA after the guidelines were created, he said. To prepare this, at least a three-month period is needed. The state only took that time. Kerala has submitted a 583-page detailed report. States like Sikkim, Uttarakhand, Himachal Pradesh also prepared the detailed report in a three-month period after disasters, he added. The CM alleged that the Centre is ignoring Wayanad and the victims by not declaring the special financial aid. Though the Centre had declared financial aid to states like Andhra Pradesh, Telangana, Tripura, and Bihar for flood calamities, Kerala was ignored. Kerala is one of the states in India. The aid given to other states should be made available to us too, Pinarayi said. If the Union government is of the view that the Wayanad landslides do not come under the category of disaster, the Centre should clarify which one is eligible for financial aid. There are no lapses on the part of the government in informing the High Court about the details of SDRF, he added.
