Protests over Waqf Act turn violent, three killed in Bengal's Murshidabad district

KOLKATA: Three people were killed in West Bengals Murshidabad district on Saturday as fresh protests against the Waqf (Amendment) Act turned violent. Police said they have not resorted to firing in Samserganj block, claiming that the three people died due to firing by the BSF, which the border force denied. So far, 118 people have been arrested in connection with the violence that broke out in the Muslim-majority district on Friday, according to police. Amid violent protests, Chief Minister Mamata Banerjee said the Act will not be implanted in the state. Remember, we did not make the law over which many are agitated. The law was made by the central government. So the answer you want should be sought from the central government, Banerjee said on X. Anti-Waqf Act rally turns violent in Tripura

GUWAHATI: Tensions flared up in Tripuras Unakoti district on Saturday when a protest against Waqf (Amendment) Act turned violent. Official sources said six to seven police personnel sustained minor injuries during stone pelting by the protestors. Hundreds of Muslims had taken out a rally from Tilabazar in Unakoti district to register their protest against the Waqf (Amendment) Act. The violence erupted when they broke police barricades to go towards Kailasahar. A procession was taken out and our strategy was to keep them within the Irani area which has a Muslim majority population. Kailasahar is a communally-sensitive area. Some people tried to move towards Kailasahar by breaching police barricades. When our personnel prevented them from marching ahead, they became aggressive and resorted to stone pelting, a senior police officer told this newspaper. The officer also said that the personnel dispersed the protestors by resorting to mild lathicharge, adding that six to seven personnel were injured during the violence. The police detained some protestors after the incident. When reports last came in, the situation was peaceful. Authorities fanned out security personnel in Kailasahar areas. While in West Bengal, at least three people were killed in Murshidabad district following violent clashes reportedly linked to ongoing protests against the Waqf (Amendment) Act. IPL 2025: On Return To Home Turf, Unbeaten DC Aim To Extend Winning Juggernaut Against MI

Arun Jaitley Stadium: A lack of stability in the previous three-year IPL cycle prevented the Delhi Capitals (DC) from being considered as serious title contenders. But a near-complete overhaul before and during the mega-auction has resulted in DC emerging as the most balanced team in IPL 2025. Moreover, the Axar Patel-led side holds the unique distinction of remaining undefeated in the competition. Now, on return to their original home turf, the Arun Jaitley Stadium, DC will be aiming to extend its winning juggernaut when it faces Mumbai Indians (MI) on Sunday evening. What has worked wonders for DC has been the experienced players and youngsters complimenting each other to make the team win. While Axar and Kuldeep Yadav have been proficient, young leg-spin all-rounder Vipraj Nigam has been a great find for the franchise. Someone like Mitchell Starc has chipped in with valuable contributions, while KL Rahul has undoubtedly been their best batter by smashing back-to-back fifties both as an opener and middle-order batter while finding good support from Tristan Stubbs. Though DCs overall batting and bowling run rate (9.9 and 8.8 respectively) has been healthy, the side still needs to sort some chinks in their armour, as per statistics from Cricket-21 show. DC have just one half-century amongst their first-choice top-order of Jake Fraser-McGurk, Faf du Plessis and Abishek Porel, resulting in their batting run-rate in power-play being 8.3, the second-lowest in this phase for any team in IPL 2025. In their six-wicket win over RCB, Starc and Axar were smashed for 30 and 16 runs respectively in their one over each in power-play, taking DCs economy rate to 9.7 in power-play. If DC manage to sort their chinks out against MI, they will undisputedly become the team to beat in the competition. Meanwhile, MI have stood up to their reputation of making slow starts in the competition, as seen from their four defeats in five matches so far. But with the mid-way phase of the competition coming up, the Hardik Pandya-led side will be fully aware that every game from now onwards holds huge importance if they are to enter the playoffs. One would hope that with Bumrahs successful return to competitive cricket, where he showed signs of his usual sharpness, MI manage to make early inroads if they are to save themselves from a loss and stop the relentless DC winning juggernaut, especially with the pitchs nature still a mystery to both teams. MADURAI: The 24th Congress of the Communist Party of India (Marxist), which culminated on a more-or-less uneventful note in Madurai on Sunday barring a surprise election to the Central Committee elected veteran leader M A Baby as its sixth general secretary. The 71-year-olds elevation to the top post was on expected lines, though there was some opposition initially from the West Bengal unit. A former Kerala minister, Baby is the second leader from the state CPM to lead the party, after Communist patriarch E M S Namboodiripad. He is also the first leader from the Christian minority to lead the party. The party congress also elected an 85-member Central Committee with 20% women representation and 30 new faces. The congress, which chose to strictly adhere to the age cap of 75 years, saw seven veterans, including Prakash Karat, Manik Sarkar, Brinda Karat and Subhashini Ali stepping down from the politburo (PB), making way for eight new faces. The Karats, Sarkar and Ali along with three veterans Biman Basu, S Ramachandran Pillai and Hannan Mollah were made special invitees to the CC. Jammu & Kashmir leader Mohammed Yusuf Tarigami and P K Sreemathy from Kerala too were exempted from the age criterion and retained in CC. The PB strength has been increased to 18 from the previous 17. Kerala Chief Minister Pinarayi Vijayan already on extension was given another extension to retain him in the PB. Major challenges await CPM General Secretary MA Baby, both politically and organisationally

MADURAI: Taking over CPMs reins during its worst ever crisis, M A Baby will have to deal major challenges ahead head-on, both politically and organisationally. Manoeuvring through the thin line of the INDIA bloc while remaining relevant in national politics will be his most significant challenge. The immediate task before him is to increase the independent strength of the CPM, while also striving to build up on the currently fragmented Left unity. Maintaining good relations with other Left parties, leading leftist struggles, and still being on the same page with other INDIA bloc parties is set to be a particularly challenging task. Going by the current tactical line, the party will have to formulate state-specific LDF-like alliances. Being the general secretary, the onus will now lie on Baby to lead such alliances. On the other hand, Baby as party secretary could also pose challenges to the CPM in Kerala. Occupying the top post, he will have to share many a dais with parties like Congress, being part of the INDIA bloc. A familiar face in Kerala, his elevation could also lend an impression that the central leadership is not independent of the powerful Kerala unit. Keeping the party intact, at least in Kerala, will thus be another big challenge. With elections coming up in 2026, retaining power will be a key task. CPM party Congress with a Dhawale effect Organisationally, rebuilding the partys base in its once-upon-a-time strongholds like West Bengal and Tripura will be the biggest challenge, especially with the party admitting to drastic erosion in its mass base, lack of quality membership, and failure to take up mass and class struggles. The Party Congress has come out with detailed rectification plans that include a self-critical approach. Implementing these on a sustained basis too gains significance. Yet another major challenge before the new secretary will be handling the differences of opinion within the top brass and among state units. It is no secret the Bengal unit was not in his favour. How the Dhawale factor reflects on the partys affairs remains to be seen. That a senior trade union leader challenged the official central committee panel clearly shows more such dissenting voices could soon spill out into the open. Take all along while leading from the front and stopping the partys downward spiral. That is what the CPM expects from its sixth secretary at this crucial juncture in its history. Kerala gets bigger pie in central committee TPuram: In proportion with its membership strength, the Kerala CPM has got bigger representation in the central committee. Of the 85 members, the state has 17 members, including five women. Rajya Sabha MP John Brittas was made permanent invitee. Centre approves multi-tracking rail projects across Maharashtra, Chhattisgarh and Odisha

NEW DELHI: The Union Cabinet at its meeting on Wednesday gave its nod to four railway projects worth Rs 18,658 crore covering multi-tracking 680 route Kms in three Naxal affected states of Maharashtra, Chhattisgarh and Odisha, Union Minister for Information & Broadcasting (I&B) Ashwini Vaishnaw said on Friday. The Minister further informed that at the meeting of the Union Cabinet chaired by Prime Minister Narendra Modi it was also decided to approve second phase of the Vibrant Villages Programme worth Rs 6,839 crore covering the states having land borders with neighbouring countries including Pakistan, Nepal, China, Bangladesh, Myanmar and Bhutan. Vaishnaw, while briefing media about the decisions with regard to Railways, said, the four projects covering 15 districts in three states - Maharashtra, Odisha, and Chhattisgarh - will increase the existing network of the transport monolith by about 1,247 km. He said, these projects include the Sambalpur-Jarapda 3rd and 4th Lines and the Jharsuguda-Sason 3rd and 4th Lines in Odisha, the Kharsia-Naya Raipur-Parmalkasa 5th and 6th Lines in Chhattisgarh, and the Gondia-Balharshah doubling of rail tracks in Maharashtra. The Minister said the augmented line capacity will improve mobility, providing enhanced efficiency and service reliability for the Indian Railways. These multi-tracking proposals will ease operations and reduce congestion, providing the much-required infrastructural development on the busiest sections across the Indian Railway networks, he said. With these projects, 19 new stations will be constructed, enhancing connectivity to two Aspirational Districts (Gadchiroli in Maharashtra and Rajnandgaon in Chhattisgarh). The multi-tracking project will enhance connectivity to approximately 3,350 villages and about 47.25 lakh people, Vaishnaw said, adding that these would further result in additional freight traffic of magnitude 88.77 MTPA (million tonnes per annum). The Railways, one of the most environment-friendly and energy-efficient mode of transportation, with these projects will help both in achieving climate goals and minimising the logistics cost of the country by reduce oil import (95 crore litres) and lower CO2 emissions (477 crore Kg), which is equivalent to the planting of 19 crore trees, the Minister said. Meanwhile, as part of the Vibrant Villages Programme 2.0, the government aims to further achieve its vision of safe and secure land borders. The programme would help in the comprehensive development of the villages located in the blocks abutting international land borders (ILBs), other than the northern border (with China) already covered under VVP-I, the Minister said. With a total outlay of Rs 6,839 crore, the programme shall be implemented in select strategic villages in the States/UTs of Arunachal Pradesh, Assam, Bihar, Gujarat, J&K (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh and West Bengal till the financial year 2028-29, Vaishnaw said, adding that the interventions would be border-specific, state and village specific, based on Village Action Plans (VAP) prepared in a collaborative approach. The programme shall provide funds for infrastructure development within the village or a cluster of villages, value chain development (through cooperatives, SHGs, etc), border specific outreach activity, education infrastructure like SMART classes, development of tourism circuits and works/projects to create diverse & sustainable livelihood opportunities in the border areas, the MHA, the nodal agency to implement the programme, said in a statement.

NEW DELHI: Congress president Mallikarjun Kharge on Friday impressed upon the party's district unit chiefs to prepare for elections for five years and not just six months or a year. Kharge, former party chief Gandhi, and All India Congress Committee (AICC) general secretary in-charge organisation KC Venugopal, among others, attended the District Pradesh Congress Committee (DCC) presidents' meet. The meeting at Indira Gandhi Bhawan was attended by 302 DCC presidents from Assam, West Bengal, Bihar, Jharkhand, Uttar Pradesh, Uttarakhand, Jammu and Kashmir, and Ladakh. The party's state unit chiefs and AICC in-charges of these states and Union territories were also present. Kharge told the DCC presidents to prepare strongly for the upcoming assembly polls within the next couple of years. He asserted that the growing communalism and hate campaign was the iggest challenge and said party leaders had to fight it in the same way the Congress did in 1947-48. In his opening remarks, Kharge also talked about the Budget Session of Parliament that ended on Friday and accused the government of following an agenda of communal polarisation while ignoring the issues that mattered to the people. The government does not run Parliament till 4 o'clock in the night to debate on inflation, unemployment, economic failure or US tariffs. It conducts a debate on Manipur in the dark of night so that legislative work can be done secretly. Should the discussion on Manipur have been for only one hour? Kharge said. With elections to be held in Bihar in September-October, leaders there have to start preparing with full vigour, he said. There are elections in Assam, West Bengal next year. And in the year after that, there are elections in Uttar Pradesh and Uttarakhand. We have to enter these elections with full preparation and strength, Kharge asserted. We have to continuously fight against the anti-people and anti-Constitution thinking of the BJP-RSS. We are fighting, inside and outside Parliament against them. We have to raise the issues of the people, he said and added, Rahul (Gandhi) ji had built a 'muhim' through the Bharat Jodo Yatra before the last Lok Sabha elections. We have to build such a campaign again. His Save Constitution campaign had stopped the BJP from getting a majority. Noting that this year marked the centenary of Mahatma Gandhi becoming Congress president, Kharge said the party decided at its Belgaum convention to celebrate 2024-25 as organisation empowerment year. He recalled Mahatma Gandhi's words in 1931 at the roundtable conference in London when he had said that the Congress would sacrifice all other interests for the millions of hungry and poor people. Gandhiji had actually said this for the villages, countryside, weak sections, voiceless people, whose voice the Congress became. The present government is against the rights of the poor, Dalits, tribals, backward people. Therefore, we need to fight more strongly, Kharge said. I believe that we need to prepare for elections for a full five years. If someone thinks that they will prepare six months or one year before the elections, it is not right, he said. The most important link to take the Congress' ideas and programmes to the bottom is the district president, he asserted. Today, the growing communalism and hate campaign is the biggest challenge. We have to fight this in the same way the Congress fought in 1947-48. In the last days of Gandhiji's life, a resolution was passed against communal organisations in the AICC meeting held from 15 to 17 November 1947, Kharge recalled. Today, the situation is the same. Our biggest battle is with communal forces which are engaged in spreading poison within society. In the greed for power, a gulf is being dug even between people of the same religion, and brothers are being pitted against each other. We have the path shown by the Father of the Nation, Mahatma Gandhi, and our great leaders, Kharge said. Apart from this, Kharge said an eye must be kept on the election process and all efforts made to prevent tampering with voters' lists. You work with honesty and diligence with your team. We will be with you. We are confident that all of you will carry our message forward. You will take it to the masses. You will take the work of organisation-building forward. You will work to make the Congress stronger, Kharge said. Briefing reporters after the meeting, Venugopal said a very fruitful and meaningful meeting with the DCC presidents was held. It was the third and final such meeting before the AICC session in Ahmedabad. The first meeting on March 26 was attended by 255 DCC presidents from Kerala, Karnataka, Tamil Nadu, Pondicherry, Lakshadweep, Telangana, Andhra Pradesh, Andaman and Nicobar Islands, Goa, Manipur, Nagaland, Mizoram, Tripura, Meghalaya, and Arunachal Pradesh. The second meeting on April 3 was attended by 305 DCC presidents from Maharashtra, Mumbai, Gujarat, Madhya Pradesh, Chhattisgarh, Rajasthan, Delhi, Punjab, and Chandigarh. In total, 862 DCC presidents have attended these meetings, Venugopal said. The major areas of discussion were centred around booth management and voter verification, party ideological training, media and social media campaigns, and asset and property management for party activities, he said. This type of meeting had not occurred in 20 years, marking a significant moment in the party's history, Venugopal added. It was a direct interaction between the DCC presidents and the high command. We are now establishing a system for regular communication with DCC presidents, Venugopal said. Around 60 DCC presidents shared their views on strengthening the organisation and implementing changes, he said. These issues were discussed in depth. I believe this meeting, held just before the AICC session in Gujarat, will provide valuable insights into our organisation's grassroots level. As we have said, our goal for 2025 is to establish a robust organisation structure, Venugopal said. He also informed that the AICC session's theme of Nyaypath: Sankalp, Samarpan, and Sangharsh would be the tagline for the session. The event is scheduled to take place on April 8-9 at the Sabarmati riverbank in Ahmedabad. On April 8, the Extended Congress Working Committee will meet at the Sardar Vallabhbhai Patel Memorial. MADURAI: The ongoing CPM Party Congress on Friday made call to defend Keralas left government which has been fighting a fiscal blockade imposed by the BJP government at the Centre. Tamil Nadu lends 'full support' to Kerala in fight against Centre's borrowing restrictions The Finance Commissions share of tax devolution to Kerala has declined from 3.9 per cent during the 10th UFC period to 1.9 per cent during the current 15th UFC. The states share of the centrally sponsored schemes is only 1.6 per cent. Its share in the CAPEX is only 1.1 per cent. It has received virtually nothing from the special packages announced for different states. In 2024-25 the Union government`s total transfer to all the state governments in India was Rs 25 lakh crore. With 2.8 per cent of the population share, proportionately Kerala should have received Rs 70,000 crore. Actually, the transfers to the states were only Rs 35,000 crore, only half of what was its due. The Union government has also arbitrarily reduced the normal borrowing of the state government on the pretext that the capital borrowing made by KIIFB, a SPV similar to the National Highway Authority of India, is equivalent to indirect borrowing by the state. Worse, the central government decided to give retrospective effect to its new rule on extra budgetary borrowing by the state. As a result, during the past three years more than Rs 10,000 crore have been reduced from the states market loans. All this has pushed the state governments finances into a crisis. Bharatpol portal becomes operational by receiving Interpol notices: MHA

NEW DELHI: The Bharatpol portal, recently launched and managed by the CBI, has become operational, as it has started receiving requests for publication of Interpol notices by law enforcement agencies in the country, officials said on Thursday. Earlier in January this year, Union Home Minister Amit Shah at a function here in New Delhi, organised by the Central Bureau of Investigation (CBI), had launched the portal for seamless registrations of Interpol notices against wanted fugitive offenders. A senior officer in the government said, All Interpol liaison officers (ILOs) of the states and the central law enforcement agencies are connected with CBI, and all the Unit Officers (UOs) of state and central law enforcement agencies are connected with respective ILOs through the Connect module of the Bharatpol portal. The login credentials of ILOs are created by CBI. In the reverse broadcast module on the portal, assistance requests received from member countries through Interpol channel, the CBI, being the National Central Bureau (NCB-New Delhi) for INTERPOL in India, is mandated to broadcast the same to the state and central law enforcement agencies, the officer said. Soon after the launch of the Bharatpol, the CBI has been conducting training sessions for all ILOs/ UOS (INTERPOL Liaison Officers/Unit Officers) with regard to the facility, the officer said, adding that personalized training is being given in online mode to the Andhra Pradesh Police, Delhi Police, Tripura Police, Telangana Police, Punjab Police and Assam Police. The CBI Academy has organised online training programmes on the role of Interpol, International Cooperation and Bharatpol for all law enforcement agencies regularly. The portal, developed by the CBI, facilitates Indian law enforcement agencies, enabling real-time information sharing for faster access to international police assistance. The CBI, as the lead agency in India, facilitates international cooperation in criminal matters in collaboration with various agencies across the country, including law enforcement agencies. At the Central, State, and Union Territory levels, this coordination is executed through INTERPOL Liaison Officers (ILOs), who are further linked to Unit Officers (UOs) at the level of Superintendents of Police (SPs), Commissioners of Police (CPs) and Branch Heads, within their respective jurisdictions. The Bharatpol portal is aimed at streamlining the processing of all requests for international assistance through INTERPOL, including the issuance of Red Notices and other colour-coded INTERPOL notices.

Centre approves over 11,000 Anganwadi-cum-crches, but only 1,761 operational

NEW DELHI: The central government has approved over 11,000 Anganwadi-cum-crches under the Palna scheme, but only 1,761 have been made operational as of February 28 this year. In a written reply to the Rajya Sabha, Minister of State for Women and Child Development, Savitri Thakur, stated that the Palna scheme was introduced under the Samarthya vertical of the Umbrella Mission Shakti Scheme from April 1, 2022. The initiative aims to provide daycare facilities and protection to children across all states and Union Territories. She emphasised that Anganwadi centres are the worlds largest childcare institutions, ensuring the delivery of care and nutrition services to children at the grassroots level. In a first-of-its-kind approach, the ministry has extended childcare services through Anganwadi-cum-Crche under Palna, which is a centrally sponsored scheme, she said. During the 15th Finance Cycle (i.e. up to FY 2025-26), a total of 17,000 Anganwadi-cum-crches (AWCCs) have been envisioned for establishment under the Palna scheme. Proposals for their setup and operation are received from respective state governments and UT administrations, which also contribute their corresponding share for the schemes implementation, she added. Till date, a total of 11,395 AWCCs have been approved by the ministry based on proposals received from various states and UTs. As of 28.02.2025, 1,761 AWCCs have been made operational across 19 states and UTs, she stated. Providing further details, she said 1,500 AWCCs were approved in Chhattisgarh, of which only 175 are operational. Similarly, 1,024 were sanctioned for Jharkhand, but none have been made functional. The same is the case with Odisha, where all 1,000 approved AWCCs remain non-operational. In Telangana, 1,033 were approved, but only eight are operational. According to official data, Chandigarh has the best implementation record, with 200 out of 210 sanctioned AWCCs fully functional. Haryana has the highest number of operational AWCCs at 297, followed by Mizoram and Chandigarh with 200 each. Other states where these centres are functional include Chhattisgarh (175), Karnataka (164), Nagaland (150), Tripura (94), Meghalaya (76), Bihar (65), and Uttarakhand (32). Thakur noted that under Palna, an annual target is set during Programme Approval Board (PAB) meetings with state governments and UT administrations. It is emphasised that they send proposals for opening more Anganwadi-cum-crches and operationalise them. Additionally, the ministry monitors the schemes implementation through meetings and virtual conferences with states and UTs at various levels, she said.

No hope for comeback in Bengal and Tripura in the near future; CPMs focus to protect Kerala

MADURAI: Having realized that it won't be possible to make an immediate comeback in its erstwhile strongholds of West Bengal and Tripura, the primary focus of the CPM will be to protect its sole remaining turf in the country - Kerala. This gains significance, especially in view of the party assessment that the CPM has been losing its base to BJP-RSS, including in Kerala. As the Communist Party of India (Marxist) is set to begin its 24th Congress in Madurai on Wednesday, the Kerala CPM will have a major say in any decisions taken. Ensuring a suitable political climate for a third term for the Left government in the state is bound to be a major point of discussion in the Madurai Congress. With the BJP-RSS eating into the Left's political space onground, the approach needs to be revised accordingly, pointed out a central committee member. A section in the party also demands that it's time the CPM repositioned itself in West Bengal, especially in view of the Trinamool Congress encroaching upon its vote base. Even Left voters prefer TMC in Bengal, he rued. As of now, the CPM is not in a position to make a comeback either in West Bengal or in Tripura. In such a scenario, it's of utmost importance that the Left government in Kerala gets a third term. That alone will energize the party to even think about a transition in the other two strategic states, said the leader. Discussions on the political resolution and organisational report will look at bringing back its mass base in these two states. Till the time there's a BJP government at the Centre, we won't be able to make any progress in Tripura, as Left cadres fail to turn up for voting, due to increasing violence. Though there are demands that the party should re-evaluate its approach towards TMC, the West Bengal CPM is not keen on the same. In short, a major focus will be on Kerala and its Left government. The Kerala CPM has already given its approval to the Left government's ambitious 'Novel pathways for new Kerala,' which proposes a slew of new initiatives, including privatisation and a disinvestment drive in PSUs to tide over the financial crisis. Repositioning itself and revising its political approach towards the INDIA Bloc, in view of the new political climate would be another key area. Politburo coordinator Prakash Karat has already pointed out that the Opposition alliance lacks clarity. Moreover, the initial draft of the political revolution has expressed concerns over the party losing its political space to the Opposition platform. Discussions would also take into consideration that the CPM is fighting INDIA block parties, Congress and TMC in Kerala and WB. How to effectively counter the BJP government at the Centre and measures to protect federalism, in view of the financial constraints, too will figure centrally in the debates. Reviving mass and class struggles, failure to implement earlier decisions are also expected to be discussed in detail. Confined to a limited political space in the country, the CPM is set for showcasing the Kerala model as an national alternative.
