52 lactation management centres in India, most in Tamil Nadu
NEW DELHI: India currently has 52 comprehensive lactation management centres (CLMC) equipped to provide safe and pasteurized donor human milk to preterm, premature, low birth weight, and sick babies, the Rajya Sabha was informed. According to Union Women and Child Development Minister Annapurna Devi, 19 of the 52 lactation management units (CLMC) in India are located in Tamil Nadu. Additionally, Tamil Nadu houses 20 of the 49 lactation management units (LMUs) in the country, the minister said in a written reply in response to a question by Shiv Sena MP Priyanka Chaturvedi on Wednesday. Devi said the central government had established CLMC to ensure the availability of safe, pasteurized donor human milk and LMU to facilitate the expression of mothers own milk for feeding of sick, preterm and low birth weight babies admitted in Neonatal Intensive Care Units and Special Newborn Care Units. These comprehensive lactation management centres (CLMCs) are not just facilities, but lifelines for our most vulnerable infants. They play a crucial role in addressing these infants nutritional and developmental needs, ensuring they receive the essential nourishment required for healthy growth and development. The minister underscored the governments commitment to supporting working mothers. To facilitate their ability to give due care and protection to their children, the ministry has introduced the Palna sub-scheme under Mission Shakti for all states and UTs from April 1, 2022. This scheme provides daycare facilities and protection to children, thereby enabling mothers to participate more fully in the workforce. Palna is a centrally sponsored scheme that ensures the state governments participation in its day-to-day monitoring and proper implementation. Under the Palna sub-scheme, the ministry has extended free services of childcare through Anganwadi cum Crche (AWCC). The minister said this initiative is a testament to the governments commitment to providing whole-day childcare support, ensuring childrens well-being in a safe and secure environment. The ministry has approved 5,631 AWCCs in the country. A total of 1428 government-aided standalone creches and 735 Anganwadi-cum-Creches are operational in the country, the minister added. Kerala, at 266, has the highest number of standalone creches in the country. It is followed by Manipur (214), Karnataka (170), Haryana (165), Punjab (143), Tamil Nadu (141), and Tripura (114). Mizoram has the highest number of AWCC at 176, followed by Karnataka at 164. They are followed by Nagaland (94), Chandigarh (89), Delhi (57), and Meghalaya (48). CHENNAI : How much can a persons clothing reveal about who they are? To women in the humble northeastern state of Tripura, a narrow piece of cloth hides away centuries of indigenous history. The risha assumed to have etymological origins in the old Kokborok language, is a conjunction of the words ri meaning cloth and brsha, meaning small. On Friday, textile designer and founder of Tilla, Aratrik Dev Varman, and designer and illustrator at Tilla, Jisha Unnikrishnan, joined in conversation with the founder of Prakriti Foundation, Ranvir Shah, to discuss the significance of the narrow piece of weaved cloth that marked out a forgotten piece of history and cultural identity. Leaving a womens breasts uncovered may seem to be humiliating or uneasy for many in the present context. However, according to general editor of Marg magazine, Naman P Ahuja says, Covering is a utilitarian requirement for comfort while working rather than one that is based on status or shame. The most recent issue of Marg, Indias oldest art magazine, delves into the case of Tripuri women weaving the breast cloth risha, for this reason, in an attempt to assert a distinctly tribal identity. The colour of the dye, type of patterns and miniscule changes in weaving make the risha different for each tribe. Tilla foundation has worked in the northeast tirelessly for over five years, collecting samples, patterns and designs to revitalise and restore the lost artform. The 1x5-metre-long cotton fabric that wraps around the chest is traditionally woven by women in the tribal communities of Tripura on a loin loom, also known as a komor tant, which is a loom without a frame, held together with tension from the weavers body with a backstrap. Usually, it is accompanied by a knee-length skirt known as rignai, made by sewing together two or more risha-s. Women are taught how to weave at a young age. The risha follows a woman throughout her life, says Aratrik. It is worn after her first time menstruating and gifted to her at her wedding. She is also cremated in her favourite risha, so that she can carry it forward to her next life. The evolution of the risha as a resilient piece of fabric also took it to the royal court, adorned by the Manikyas. In turn for the cottons and natural dyes indigenous communities used, Tripuri royal princesses imported rich silks and elaborate zari work from their neighbouring countries. This dual historic identity makes the risha a distinguished textile. Marg magazine also documents the fall of the risha during the colonial period. European notions of uncivilised clothing had caught on and tribal women with bare shoulders were scorned for it. Secondly, the Swadeshi movement called for a mainstream national identity. In the palace, saris became a more modern, national, and national clothing option, Aratrik explains. The cloth that we can weave on this loom is far superior to other cloth. It is tighter and more durable, and even though people have stared weaving our traditional designs on a frame loom, it is not the same, Chandrani Deb Barma testifies. Chandrani is a banker who weaves when she has the time, exemplifying the future of the risha, talking about drawing weaving inspiration from YouTube! Aratrik, contrarily, has vowed to save the past that has been woven with the threads in the risha, choosing not to translate the traditional designs to other clothes like shawls. We need to respect it as a risha, and not as a stole, he concludes.

NEW DELHI: The Border Security Force (BSF) on Sunday said that its troops deployed along the eastern frontier are on high alert in view of widespread violence in Bangladesh, as they facilitated the return of nearly 380 students from the country facing internal strife. Officials in the force said that the BSF is closely monitoring the situation in the neighbouring country where over a hundred people have reportedly died during anti-government protests against job quotas . A group of 79 graduate teachers from Tripura has moved the Supreme Court challenging their illegal termination by the state government and sought to be reinstated in their respective jobs. The teachers, in their writ petition filed before the apex court under Article 32 of the Indian Constitution, have accused the Tripura government of arbitrary mass termination in their letter on December 2017 and March 2020. According to the petitioners, who are being represented by advocates Amrit Lal Saha, Tarini K. Nayak and Aaditya Mishra, such arbitrary state action has not only stripped them of their livelihood but have also led to severe consequences including the reported suicides and mysterious deaths of more than 160 affected teachers. The illegal termination violates the very established legal procedures and that the affected teachers have been left in a state of destitution, compelled to take menial jobs such as rickshaw pulling and domestic work to make their ends meet, Nayak said. The petition of the teacers highlighted what it described as a massive scam within the Tripura government, pointing out that despite their terminations, the employment status and salary codes of the petitioners remain active in official records. This, they claimed, results in substantial financial loss to the public exchequer, with monthly remunerations amounting to crores of rupees allegedly being misappropriated by certain state officials. After hearing the petition, a two-judge bench of the top court, led by Justice Vikram Nath and Justice PB Varale has issued notice to the Tripura government, seeking its response to the allegations. The case raised also the very important questions about administrative accountability and the protection of employment rights, especially in cases involving mass terminations affecting a significant number of individuals, their livelihood and family. NEW DELHI: After falling short of a majority in the recent Lok Sabha polls, the BJPs strength has declined in the Rajya Sabha after four of its nominated members completed their six-year terms on July 14.
