IMD forecasts very dense fog in 3-4 days
NEW DELHI: The India Meteorological Department (IMD) has predicted dense to very dense fog during the night and early morning hours over parts of northwest region, including Punjab, Haryana-Chandigarh, and Himachal Pradesh, in the late night or morning hours in the next 3-4 days, which may disrupt transport and aviation operations. A low pressure area is likely to form over the southeast Bay of Bengal around November 23, which may intensify into a depression over the southwest in next two days. It will cause heavy spell of rain over south Peninsular India. Further, a spell of very dense fog in the Northwest region will also disrupt transport and aviation operations in the Northwest region, the IMD said in statement on Wednesday. According to the IMD, an upper air cyclonic circulation is likely to form over south Andaman Sea and adjoining areas that may move northwestwards and become a low pressure area over southeast Bay of Bengal around November 23. Thereafter, it is likely to continue to move west-northwestwards and intensify into a depression over southwest Bay of Bengal during subsequent two days, it said. A continuous watch is being maintained for further intensification and movement of the system towards Tamil Nadu-Sri Lanka coasts, the statement said. IMD advised taking of precautionary measures during foggy days to avoid road traffic collisions and chances of power lines getting tripped in the dense foggy routes. The Met department also advised people with lung-related illness to avoid exposure to fog as it contains particulate matter and other pollutants. In case of exposure to fog, these particulate matters get lodged in the lungs, clogging them and decreasing their functional capacity, which increases cases of wheezing, coughing and shortness of breath. Long exposure to dense fog may cause respiratory problems for people having asthma bronchitis and other lung-related health problems. It will irritate membranes of eyes causing various infections, leading to redness or swelling of the eye, the statement said. The advisory to southern Indian states, such as Tamil Nadu , and Puducherry, says cyclonic storms will cause localised flooding of roads and water logging in low-lying areas. Further, in its agromet advisories, the IMD directed Tamil Nadu to provide adequate drainage facilities for the removal of excess water from rice, cotton, sugarcane, turmeric and vegetable fields, coconut and banana orchards. Regarding Kerala, it advised proper drainage in rice, ginger and vegetable fields. It also called for providing mechanical support to banana plants to prevent lodging in Tamil Nadu and Kerala. Meanwhile, the IMD has forecast the formation of a low-pressure area over the southeast Bay of Bengal around November 23, which could influence weather conditions in surrounding regions. The Andaman and Nicobar Islands are expected to receive light to moderate rainfall throughout the week, with isolated heavy rainfall in the Nicobar region on November 22 and 23. In the northeast, Assam and Meghalaya may experience light to moderate rainfall with isolated hailstorm activity on November 20. Nagaland, Manipur, Mizoram, and Tripura are likely to see similar weather from November 20 to 22. Bangladeshi illegally living in India for 15 years caught while leaving country
CHENNAI: A Bangladeshi living in India for the past 15 years with forged documents was arrested by immigration authorities at the Chennai international airport on Monday, official sources said. Moseep Hossen (38) was arrested when he was about to board an Air Asia flight to Malaysia around 8am using an Indian passport obtained fraudulently. He was handed over to the Central Crime Branch (CCB) of Chennai Police for further investigation, source said. A probe revealed that Hossen had crossed over to India from Bangladesh through the border in Tripura in 2009. He had stayed in the border state for a few years and worked in eateries. He also managed to get a fake Aadhaar card, voter ID and birth certificate through some contacts there, sources added. After getting to know about similar opportunities in Tamil Nadu, he came to Chennai a few years later, officials said. In Chennai, he was employed in a few prominent hotels in Nungambakkam and southern suburbs like Vandalur and Tambaram. Through colleagues and friends, he came to know about lucrative opportunities in the restaurant business in south-east Asian countries like Malaysia and Singapore. In 2017, Hossen managed to get an Indian passport from the Tambaram Regional Passport Office (RPO) using a falsified police verification, the sources said. Using the passport, he planned to migrate to Malaysia for work on a tourist visa and relocate there. However, he was stopped by an immigration official on Monday after which he was subject to questioning, when the details stumbled out. Key documents including the passport, voter ID, Aadhaar card, and birth certificate were seized and handed over to CCB, whose forgery investigation wing will conduct a probe, sources said. This is the second arrest by immigration officials at Chennai airport recently. In September, three Pakistanis with fake Indian passports and Aadhaar cards were arrested when they landed from Dhaka. Following an investigation, 18 Pakistanis who were living in Bengaluru under fake identities were arrested.

THIRUVANANTHAPURAM: Municipal corporations in Kerala budgeted the highest aggregate revenue deficit for 2023-24, according to the Reserve Bank of Indias Report on Municipal Finances released on Wednesday. Civic bodies in Maharashtra budgeted the highest revenue surplus of Rs 11,104 crore in the same fiscal year. Other states with combined surplus of above Rs 1,000 crore were Gujarat, Karnataka, Madhya Pradesh, Haryana, and Telangana. Besides Kerala, only seven other states posted a revenue deficit: Uttar Pradesh, Jammu and Kashmir, Chhattisgarh, Bihar, Himachal Pradesh, Jharkhand and Tripura. At Rs 789 crore, Kerala had the highest total revenue deficit while Tripura posted the lowest deficit of Rs 2 crore. Except Kerala, all other southern states had budgeted revenue surpluses -- Karnataka (Rs 1,942 crore), Telangana (Rs 1,494 crore), Andhra Pradesh (Rs 603 crore), and Tamil Nadu (Rs 100 crore). In the previous years, Kerala had reported a revenue surplus. The revised estimates of 2022-23 budgeted a surplus of Rs 486 crore. The actual surplus in 2021-22 was Rs 156 crore. For these years, the state was ranked sixth and eighth, respectively, in the country for revenue surplus. The report said municipal corporations (MCs) need to augment their own revenue sources for greater operational and financial flexibility. The primary tax revenue source for MCs is property tax, constituting an average of 59.1% of revenue. Leveraging technologies such as Geographic Information System (GIS) mapping and digital payment systems can enhance property tax collection. Periodic revisions in water and drainage taxes, and fees and user charges, coupled with use of technology for plugging leakages, can also help improve their revenue collections, the report said. Municipal bonds The report made a recommendation to allow municipalities to explore innovative financing instruments. While the larger MCs are already using municipal bonds for financing some of their infrastructure projects, other MCs can also explore municipal bonds and innovative financing instruments for capital investment for diversification of their funding sources. Creating mechanisms that allow MCs to pool resources for large-scale infrastructure projects will help overcome the fiscal constraints of individual corporations, it said. The idea of municipal bonds is worth exploring. It is among the terms of references of the State Finance Commission as well. Besides a policy decision by the state government, several factors like the financial health of municipal corporations are to be studied before allowing them to explore the bond market, opined K N Harilal, chairman of the Seventh State Finance Commission. Drop in capital outlay The report also threw light on the widening revenue gap of Keralas MCs. The increase in revenue receipts between 2019-20 and 2023-24 was 103.82%. The revenue expenditure rose by 174.29% over the same period. The budgeted expenses under salary, wages and bonus for 2023-24 were Rs 4,034.1 crore, an increase of 44.51% from 2019-20. The increase in pension expense was 57.41%. The sharp increase in committed expenses (salary and pension) has taken a grave toll on the capital outlay of MCs. It declined from Rs 12,133.3 crore in 2019-20 to Rs 8,883.8 crore in 2023-24. Kerala was positioned 15th in the country in capital outlay by MCs in 2023-24, the report said.

The ACB is investigating the irregularities in paying `55 crore to the London-based organisers of the Formula E race in 2023, without obtaining prior approval from the RBI. Rama Rao is facing the charge that the amount was routed to his overseas account through an agency. Kishan Reddys reiteration to the Congress government in the state to go for a CBI probe into the Kaleshwaram scam and phone-tapping operation also made it clear that the BJP wanted to shift the onus to the ruling party in the state for any delay in taking action against the accused. Kishan Reddy went on to state that the BJP had approached the High Court seeking a CBI probe into the phone-tapping operation during the BRS government tenure. The Telangana BJP president also said that the non-approval for a CBI probe by the state government would make it clear for everyone to that the Congress and the BRS had struck and understanding and were shielding each other. Kishan Reddy said: Revanth Reddy is making baseless allegations with his limited knowledge. If the Governor has to give consent (in the Rama Rao case), he must first get legal opinion on the issue and it normally takes some time. It is highly improper to come to a conclusion and level baseless allegations. Kishan Reddy said that the BJP wanted an impartial probe into all the scams, whether done by the BRS or the Congress. The two political parties are competing with each other to cover up the scams of BRS and administrative failures of Congress. The BJP takes the side of people and will not favour either the BRS or the Congress, he said. Condemning the Lagcherla incident, wherein a mob attacked the Vikarabad collector over land acquisition for pharma companies, Kishan Reddy said it was highly unbecoming on the part of the Revanth Reddy government to file cases against farmers of the Chief Ministers constituency. The government must identify the persons responsible for the attack and take action against them, Kishan Reddy said.

NEW DELHI: The National Investigation Agency (NIA) on Monday conducted simultaneous raids at multiple locations in six states across the country in connection with activities promoted by some Bangladeshi nationals as part of a terror plot by Al-Qaeda to destabilise India, officials said. Officials from the anti-terror central probe agency said the crackdown targeted nine locations linked to individuals suspected of providing support and funding to those involved in the activities of the proscribed terrorist organisation Al-Qaeda. The raids began early in the morning across the states of Jammu and Kashmir, Karnataka, West Bengal, Bihar, Tripura, and Assam, they added. According to the officials, the raids led to the recovery of incriminating documents showing detailed banking transactions, digital devices including mobile phones, and other evidence supporting the terror funding activities of the suspects. The NIAs investigation has found that the suspects, whose premises were raided throughout the day, are sympathisers of a Bangladesh-based Al-Qaeda network, a senior agency official said. The officials said the raids were part of the NIAs ongoing investigation into a 2023 case involving a conspiracy orchestrated by Bangladesh-based Al-Qaeda operatives in collaboration with the arrested individuals. The conspiracy aimed to propagate Al-Qaedas terrorist activities and radicalise vulnerable youths in India, they added. In November last year, the NIA filed a charge sheet against five accused, including four Bangladeshi nationalsMohd. Sojibmiyan, Munna Khalid Ansari alias Munna Khan, Azarul Islam alias Jahangir or Aakash Khan, and Abdul Latif alias Mominul Ansariin the Special Court in Ahmedabad, Gujarat. The fifth accused, Farid, is an Indian national. The Anti-Terrorism Squad (ATS) in Ahmedabad, Gujarat, had received credible information that four suspects had illegally infiltrated India using fraudulent identity documents. The investigation revealed that these individuals were associated with the proscribed terrorist organisation Al-Qaeda, engaging in activities such as fundraising and recruiting Muslim youths to join the extremist cause, the NIA said in the charge sheet. The NIAs investigations into their backgrounds revealed that the accused had procured forged documents to carry out their activities covertly. They were actively involved in radicalising and motivating vulnerable Muslim youths in India, spreading Al-Qaedas violent ideology, collecting funds, and transferring these funds to Al-Qaeda. The investigations also uncovered that two absconding accused, Shariful Islam and Sahiba, are members of Al-Qaeda and are believed to be key handlers of the arrested individuals, the officials said. They added that acting on the explicit directives of these handlers, the accused provided comprehensive training, including the use of covert communication applications, to evade detection and enhance the secrecy of their activities.
