Three killed as autorickshaw collides with bus carrying Lord Ayyappa devotees in Kerala
KOLLAM: Three people died after the autorickshaw in which they were travelling collided with a bus at Anchal in the wee hours of Thursday, police said. The deceased were identified as Akshay (23), Jyothi Lakshmi (21) and Sruthy Lakshmi (16), all residents of Karavaloor. According to police, the autorickshaw driven by Akshay lost control and hit a bus carrying Lord Ayyappa devotees from Andhra Pradesh. The devotees were returning after their Sabarimala pilgrimage when the accident occurred around 1 am on the Punalur-Anchal road. Police said Akshay died on the spot, while the two others, who were his relatives, were rushed to a hospital but succumbed to their injuries later. The front portion of the bus was damaged, but all passengers escaped unhurt, police said. A probe has been launched into the incident. The bodies will be handed over to relatives after post-mortem, police said.
Sights of inclusive opportunities at TCS Siruseri
Chennais caf culture has always had a heart. In a city where international brews, artisanal bakeries and neighbourhood cafs keep multiplying, spaces that centre purpose, building their own customer community. Eateries like the Museum Caf in Mylapore and Writers Caf in Taramani double as grounds for employment for differently abled individuals, paving paths to independent living. And now, tucked inside TCS Siruseri, Blind Bake Caf employs visually impaired chefs, who whisk, chop, and plate with an ease that challenges everything we assume about disability. As we walked in on Tuesday for the cafes launch, the kitchen had already set its rhythm. Muffins puffing in an oven that has braille symbols, French fries softening into mild crispiness, cold coffees lining up in rows and the air carrying the hum of a team settling into their inclusive kitchen. The chefs, trained by National Association for the Blind (NAB) India, move with an intuitive certainty, guided by tactile flooring, adapted techniques and months of preparation. Much of this learning traces back to the NAB India Centre for Blind Women in Delhi, where director Shalini Khanna Sodhi has spent over two decades building blind-friendly culinary training. When we started teaching them cooking, we could see that everybody learns, maybe a little slowly. Putting the lighter to the burner and handling the knife are the two main things which actually take a long time, she says. As the centre scaled, the team split the programme into two parallel streams. Not everybody is ready for baking, and not every baker is good at cooking, she says. Cooking basics take about three months; baking and beverages require another three. This training model powered their first large corporate caf in TCS Olympus campus, Mumbai. Speed was our main concern but slowly they learnt the rhythm, she recalls. Chennai, however, demanded a wider talent pool. Applicants came in from Andhra Pradesh and Tamil Nadu, some with basic cooking skills but many without prior exposure to large kitchens, but with determination. The team here includes six visually impaired chefs, four sighted supervisors, and one manager. For Vennila, working here marks her first experience outside her home state, Andhra Pradesh. I am feeling very happy, she says. At first it seemed difficult, but gradually it became easy. She hopes her parents will feel proud seeing her being independent. Today she handles the kitchen as one of the main chefs, mainly preparing rice, noodles, French fries and manchurian gravy with confidence and ease. Initially started just for women, the training, on request, extended for men as well. Naveen Kumar from Sivagangai arrived with almost no formal cooking experience. But he says that the three-month training helped him understand both preparation and pace. The hardest part initially, he says, was locating ingredients and equipment. He now handles with ease one of the scariest parts for everyone who steps into kitchens the knife. I think this is a matter of awareness and people should understand the importance of visual impairment, he says. Tactile tiles, bus service for daily commute and even sensitisation programmes were conducted by TCS for its employees to create a relaxed and inclusive workspace for the cafs team. Inside the campus, the team underwent a 10-12 day orientation mapping out the large kitchen, memorising storage, and visiting other cafs on campus to observe service speed. As blind people dont see faces, the smiles, the whole range of experiences, it takes them time, Shalini explains. By their soft launch on October 29, the chefs were ready. The caf now serves an 83-item vegetarian menu, including breakfast, lunch, beverages and desserts. Yet, the team wants to make more. Nithya, a sighted person and helper, who learns alongside the chefs, says, When I heard about it, I was surprised at how experienced the blind can be. They are very confident. When I see them, I feel confident and excited. Her role includes taking measurements and assisting only when required. For TCS, the caf is a reflection of its broader inclusion framework. Sudeep Kunnumal, chief human resources officer, says, Sensitisation cannot remain limited to training modules. They must be experienced in everyday ways that enable us to understand and appreciate diverse abilities. The Blind Bake Caf embodies this belief, offering our associates a space where inclusion and accessibility is lived and felt. Inside the caf, that foundation is already visible. As Shalini puts it, The whole table has been turned; where the visually impaired are providing the service and others are receiving it.

MUMBAI: Maharashtra moves closer to eliminating the Maoist threat by March 2026 as 11 senior Maoist cadres, including four commanders with a combined bounty of Rs 82 lakh, surrendered before state police chief Rashmi Shukla in Gadchiroli. Among the surrendered leaders were divisional committee members Ramesh alias Baju Lekami and Bhima alias Kiran Hidma Kowasi. Lekami, associated with the movement since 2004, served as president of the Edasgondi Gaon Panchayat Janatana Sarkar before becoming a divisional committee member in Bhamragad. Kowasi joined the Maoist ranks in 1998 and became a divisional committee member in 2019. Gadchiroli police said the surrenders deliver a major blow to Maoists in the Dandakaranya region, spanning Chhattisgarh, Maharashtra, and Telangana, marking one of the biggest successes since the surrender of Maoist Politburo member Bhupathi alias Mallojula Venugopal Rao in October, along with 60 others. Chief Minister Devendra Fadnavis had handed over a copy of the Indian Constitution instead of weapons during that program. Police Chief Shukla described the fresh surrender as the beginning of the end of Maoism in Gadchiroli and reaffirmed the commitment to the Union governments March 31, 2026, deadline to eliminate the Left-wing insurgency. She said 112 Maoists have surrendered in Gadchiroli this year alone. The surrender ceremony at Eklavya Hall also saw officers and personnel of the elite C-60 anti-Naxal unit felicitated for operations in the remote Laheri forest, which led to 61 Maoists surrendering and the recovery of 54 firearms. Other surrendered Maoists included Poriye alias Lucky Adama Gota, Ratan alias Sanna Masu Oyam, Kamala alias Rago Iriya Veladi, Poriye alias Kumari Bhima Veladi, Ramaji alias Mura Lacchu Pungati, Sonu Podiyam alias Ajay Sanu Kato, Prakash alias Pandu Kundra Pungati, Sita alias Jaini Tonde Pallo, and Sainath Shankar Made. The surrenders follow intensified anti-Maoist operations across India, with security forces killing over 270 Maoists in the past year in Chhattisgarh, Maharashtra, Bihar, Jharkhand, Andhra Pradesh, and Telangana. So far, more than 1,225 Maoists have surrendered, and 680, including top leaders, have been arrested. The killing of Maoist chief Nambala Kesava Rao, alias Basavaraju, on May 20, marked a major milestone in the fight against the insurgency. According to the Union government, the number of Left-Wing insurgency-affected districts has fallen from 18 in April to 11, signalling significant progress in curbing the movement.

CHANDIGARH: The new instructions regarding the production and supply of Fortified Rice Kernel (FRK) rice by the Union Government has led to fresh tussle between rice shellers of Punjab and the Food Corporation of India (FCI). After the union government had stated this year, out of the 104 lakh tonnes of rice to be generated from the 156 lakh tonnes of procured paddy from Punjab, at least 25 lakh tonnes will be taken as upgraded rice, which has just 10 per cent broken grains. With delays in the supply of FRK rice, milling operations have not started, although the units are stacked with procured paddy. The Punjab government has written to the Centre requesting it to accept 25 lakh tonnes of non-FRK CMR, but so far, no action has been initiated. A letter dated November 28, sent to Chairman of Food Corporation of India by Secretary-cum-Director, Food and Civil Supplies, Punjab, reads, `To ensure grain integrity, DFPD from this Kharif has introduced more elaborate testing protocols for pre-testing of Fortified Rice Kernels (FRKs), which is likely to result in comparatively slower pace of supply of FRK by manufacturers to rice millers. In view of slower than expected pace of FRK supply during KMS 2025-26, it is likely that slow supply of FRK may impact rice delivery of Fortified Rice (FR) to FCI during KMS 2025-26. During KMS 2024-25 also, the state was constrained to seek extension in delivery period of milling and delivery of rice during previous Kharif till September 15, 2025 well beyond the March 31, 2025 deadline. Accordingly, to avoid being constrained to seek extension in milling period of delivery of rice during KMS 2025-26, it is requested that Punjab be allocated a quota of Non-Fortified Rice of minimum of 25 Lakh Metric Tonnes, on lines of a similar quota being allocated by FCI to Uttar Pradesh Region. It is assured that the state is fully geared up to deliver rice at the earliest with Closure Physical Verifications (PVs) of paddy stocks stored during KMS 2025-26 have almost been completed, it added. As per the food safety and standards authority of India (FSSAI) norms, chalky grain above 5 per cent is considered unfit for human consumption that FCI as rejected the rice samples and recently suspended its two technical officers, a field assistant, and a quality manager as freshly milled 10 per cent of the upgraded rice supplied to the FCI has been found to be defective. Also the laboratory of the corporation has rejected the rice sample because the amount of chalky was more than 5 per cent thus panic spread in rice millers. The millers have warned that further delays in milling will lead to deterioration in the quality of rice with each passing day, leading to financial losses. Bharat Bhushan Binta president of Punjab Rice Industry Association said that a virtual meeting held last month between FCIs Executive Director (Quality), senior quality officials, and DFPDs Under Secretary made it blatantly clear that the improved rice supplied by Punjab under last years ilot project did not meet the prescribed standard. Thus they are facing serious challenges in selling this stock under the Open Market Sale Scheme (OMSS), he claimed. Binta said that they were told that the quality of improved rice procured last year from Chhattisgarh, Andhra Pradesh, and Maharashtra is considerably better than the stock received from Punjab. argued that despite these concerns, FCI can easily sell such rice across India under OMSS, as is being done with stocks from other states, he said. This decision has mounted more pressure on millers in the state. The orders give no deadline or timeline for the samples to be cleared, said Ranjit Singh Jossan, Vice President of the Association. He said, Punjab has been grappling with acute storage shortages for three consecutive years. If FCI lifts the estimated 25 lakh metric tonnes (LMT) of improved rice from the state, the space crisis will ease significantly. But if FCI delays or refuses to accept this stock, Punjab may again face a severe storage crunch, potentially delaying delivery of the seasons total commitment of 105 LMT by more than a year. A high-level meeting between state authorities and rice millers associations will be held on Monday, where the issue will be discussed in detail. The Punjab government and the associations are expected to formally raise the matter with the central government to find a resolution. Fortified rice are enriched with micronutrients such as iron, folic acid, B-complex vitamins, vitamin A and zinc.

NEW DELHI: Over 32,000 people living with HIV (PLHIV) were co-infected with tuberculosis (TB) in 2024. This dual burden continues to be a significant public health challenge in India, according to the latest government report. The report also said that a total of six states, including Andhra Pradesh and Tamil Nadu, recorded the highest number of people co-infected with HIV and TB in 2024-25. The dual burden of HIV and TB continues to be a major public health challenge in India, as co-infection substantially increases the risk of illness and death if not detected and treated promptly, said the India HIV Estimation 2025 report. Maharashtra (14%), Andhra Pradesh (10%), Karnataka (10%), Uttar Pradesh (10%), Tamil Nadu (7%) and Gujarat (7%) together accounted for 58% of the HIVTB co-infected PLHIV reported in FY 2024-25, forming the bulk of the 11 states that contributed 80% of the national caseload. Several smaller states/UTs such as Arunachal Pradesh, Sikkim, Dadar & Nagar Haveli and Daman and Diu, Puducherry, and Andaman & Nicobar Islands contributed less than 1% of total cases, said the report, which was released by Union Health Minister JP Nadda on December 1, observed as World AIDS Day. The report said that TB, caused by Mycobacterium tuberculosis (MTB), remains one of the most significant opportunistic infections (OIs) among PLHIV in India. From 2021-22 to 2024-25, the proportion of PLHIV screened for TB remained consistently high at 95% or more, reflecting strong adherence to TB screening and effective implementation of testing services. However, TB diagnosis among PLHIV from 2021-22 to 2024-25 showed a gradual decline, from 7.2% in 2021-22 and 2022-23 to 5.8% in 2023-24, and further to 4.9% in 2024-25. This can be attributed to enhanced prevention efforts and treatment coverage leading to a decrease in transmission, said the report. Active TB may affect the lungs (pulmonary TB) or spread beyond the lungs to involve the lymph nodes, pleura, abdomen, central nervous system, bones, joints, or skin (extrapulmonary TB). Recognising the impact of the dual epidemic, the National AIDS Control Organisation (NACO) has implemented several strategic measures to address HIV-TB co-infection across the country effectively. A cornerstone of this effort is the integration of HIV and TB services, aimed at ensuring comprehensive, patient-centred care, the report added. Under this model, all PLHIV attending ART Centres are screened for TB symptoms. At the same time, all TB patients are tested for HIV to enable early diagnosis and timely care.

Low sittings, key legislations: 25 years on, three state Assemblies present a mixed record
NEW DELHI: Twenty-five years after they were carved out of Bihar, Madhya Pradesh and Uttar Pradesh, respectively, the Legislative Assemblies of Jharkhand, Chhattisgarh and Uttarakhand have entered a milestone year with a troubling record: some of the lowest numbers of sitting days in the country. Data compiled since their formation in 2000 shows that Chhattisgarhs Assembly met for an average of just 29 days a year, while Jharkhand averaged only 23 sitting days, among the lowest for any State legislature in India. Uttarakhands records remain incomplete for long stretches, including the years 20002015 and 2025, making long-term assessment difficult. These figures fall far short of the recommended national benchmark of 60 sitting days for State legislatures, raising concerns about legislative scrutiny and democratic engagement. The challenges extend beyond sitting days. In all three State Assemblies, the post of Deputy Speaker remained vacant for prolonged periods, signalling what legislators describe as institutional neglect and a weakening of bipartisan norms. Jharkhand has gone over 20 years without a Deputy Speaker, an absence that many members believe undermines legislative balance and accountability. Despite these structural gaps, some States have taken important legislative steps worth emulating. Chhattisgarh, which has 21% women MLAs, one of the strongest representations in the country enacted notable laws in its early years. A 2002 law that enabled private universities to be created through simple notification resulted in over 100 universities being established, but critics point out that many existed only on paper. The Supreme Court struck it down in 2004, flagging serious quality concerns. A decade later, Chhattisgarh passed its own Food Security Act (2012), which became a reference point and model for the national legislation enacted in 2013. Jharkhand was among the first States to introduce 75% reservation for local candidates in private-sector jobs, a move later mirrored by Andhra Pradesh and Haryana. Courts struck down Haryanas law in 2023, and challenges remain pending in other States. Uttarakhand, meanwhile, passed the Uniform Civil Code (UCC) in 2024, becoming the first State to implement it. Supporters hailed it as a step toward equality, while critics warned that it risked disrupting social equilibrium and overlooking community practices. Legislators across the three States agree that democratic functioning demands consistent sittings, procedural stability and open debate. Many acknowledge that confrontational politics, repeated adjournments and legislative delays have eroded the Assemblys core responsibilities. As the three States complete 25 years, expectations from State legislatures are rising. Citizens increasingly demand more time spent in the House, faster decisions on longstanding issues, stronger oversight and dependable forums where public concerns can be voiced and debated. The next quarter-century, lawmakers say, must be defined not by institutional gaps but by a renewed commitment to democratic performance.
