20-year-old dental student die by suicide
BENGALURU: A 20-year-old dental student ended her life by jumping from the fourth floor of an apartment building, allegedly due to anxiety over her ongoing examination. The incident took place at Victory Harmony Apartments in Hebbal police station limits on Sunday afternoon. The deceased has been identified as Soumya D, a resident of an apartment located on the Sumangali Seva Ashram Road. She hailed from Andhra Pradesh. She was a second-year dental student at a private college in Yeshwanthpur. According to the police, around 12.45 pm on Sunday, Soumya took the extreme step, when her family members had gone out. Locals rushed her to a nearby hospital, but she succumbed to her injuries. It is learnt that she took the extreme step due to exam fear. She was also suffering from depression over her studies. The Hebbal police have registered an unnatural death report. BENGALURU: Mondays short spell of rain is a harbinger of things to come this week. The formation of troughs and cyclonic systems foretell rain across South and Central Karnataka over the next few days. The IMD said moderate to heavy rainfall is forecast in most parts of Karnataka, including Bengaluru, for the week ahead. There is upper upper air cyclonic circulation over central parts of coastal Andhra Pradesh, Yanam and neighbouring areas. Rain in Bengaluru In Bengaluru, till 7pm, the BBMP control room did not record any water logging in the city, but a treefall complaint came in from Sampangiram Nagar. Officials said there were no untoward incidents. Till 7.30pm, the IMD head office recorded 3.4mm rain in the city, while 0.2mm rain was recorded at HAL Airport observatory. Trace rainfall (0.1mm) was recorded at KIA weather observatory.

Doctor crunch hits MKCG Medical College as 123 posts lie vacant, absenteeism rampant
BERHAMPUR: The Maharaja Krushna Chandra Gajapati Medical College and Hospital (MKCGMCH) in Berhampur is reeling under a serious shortage of doctors and paramedic staff, despite being equipped with medical equipment and infrastructure. The hospital has 43 departments and a sanctioned strength of 449 doctors, including professors. However, only 326 doctors are currently in position, out of which over 100 are either on contract or deputation. While the official vacancy stands at 123, at least seven doctors who are still officially in position have not attended duty for an extended period. Similarly, of the 951 sanctioned nursing officer posts, only 702 are currently filled. According to the hospital records, some of the doctors who have not attended the hospital for a long time include an assistant professor of neurosurgery department who has been absent since 2016, an ENT specialist away since 2016, and another assistant professor of radiodiagnosis who has been absent since November 2018. Dean (in-charge) of MKCGMCH Dr Suchitra Dash said that the cases of long-absenteeism of doctors have been informed to the higher authorities for necessary actions. She, however, denied the allegations that seniors doctors were not attending to the patients as required. While the hospital has specialists on record, many doctors reportedly spend time in private clinics across the city. As a result, despite having specialised departments, patients are regularly referred to Bhubaneswar, Cuttack, or even Andhra Pradesh for further treatment due to lack of doctors, sources said. The medical college has installed a biometric attendance system, recently upgraded with facial recognition. However, this has done little to improve accountability. Adding to the woes of the patients, the premier hospital also has a shortage of beds, with only 1,583 beds available. Due to this, the sight of patients lying on the floor has become routine at MKCGMCH. The non-supply of clean bedsheets and pillows is also very common at the hospital. Last year, Rs 850 crore was earmarked for the hospitals expansion. As per the plan, MKCGMCH is to be upgraded to a 2,500-bed facility, including trauma care, burn care units, a dental college, expanded cancer wing, and upgraded postgraduate departments. However, the proposal is yet to be put into action.
Telangana to implement SC sub-categorisation from April 14
HYDERABAD: Telangana is set to implement the Scheduled Caste (SC) sub-categorisation starting April 14, coinciding with Ambedkar Jayanti. The state government is expected to issue a Government Order (GO) to officially implement the policy. It may be recalled that the Legislative Assembly passed the Scheduled Castes (Rationalisation of Reservation) Bill, 2025, aimed at enabling sub-categorisation within SC reservations. With Governor Jishnu Dev Varma recently giving his assent to the Bill, the government is now going ahead with its implementation. On Sunday, the Cabinet sub-committee on SC sub-categorisation, headed by Irrigation Minister N Uttam Kumar Reddy, met at the Secretariat to finalise the modalities for the GO. The meeting was attended by ministers including C Damodar Rajanarasimha, D Seethakka, Ponnam Prabhakar and member of the one-man commission Justice Shameem Akhtar. Following the meeting, Uttam announced that the first copy of the GO would be submitted to Chief Minister A Revanth Reddy. The sub-categorisation move fulfils a long-pending demand of the most vulnerable communities among the SCs. The movement began in 1994 in the erstwhile Andhra Pradesh, spearheaded by Madiga Reservation Porata Samithi (MRPS) president Manda Krishna Madiga. In 1996, the then Telugu Desam Party (TDP) government appointed the Justice P Ramachandra Raju Commission to examine the issue. The commission recommended dividing SCs into four groups and apportioning reservations accordingly. Based on the recommendations, the state promulgated the Andhra Pradesh Scheduled Castes (Rationalisation of Reservations) Ordinance, 1999, which was later enacted into law in 2002. However, the Act was struck down by the high court and the decision was upheld by the Supreme Court in 2004. However, on August 8, 2024, the Supreme Court ruled that states have the authority to sub- classify reserved category groups including SCs and STs based on their degree of backwardness for reservation benefits. Following the judgment, the state government appointed a one-man commission led by Justice Akhtar to study the socioeconomic conditions of SC communities. The current legislation is based on the recommendations made by the commission. Quota split Group 1: Allocated 1% reservation Group 2: Allocated 9% reservation Group 3: Allocated 5% reservation Total: 15%. HYDERABAD: AIMIM president and Hyderabad MP Asaduddin Owaisi announced that the All India Muslim Personal Law Board (AIMPLB) would organise a protest meeting against the Waqf (Amendment) Act 2025 on April 19 from 7 pm to 10 pm at Darussalam in Hyderabad. Speaking to the media on Sunday, Owaisi said the protest would be presided over by AIMPLB president Khalid Saifullah Rahmani. Several Muslim organisations from Telangana and Andhra Pradesh, along with members of the Muslim Personal Law Board from both states, are expected to attend the meeting. The speakers will explain how the Waqf Amendment Act undermines Waqf properties and institutions, Owaisi said, adding that the organisers were also in touch with the Waqf Committee. If permitted, the committee members would also attend the meeting, he said. Owaisi questions move to make non-Muslims Waqf members Recalling the findings of the Sachar Committee, Owaisi said 180 properties were under the illegal occupation of the Archaeological Survey of India (ASI). Referring to the Ancient Monuments and Archaeological Sites and Remains Act (ASMR Act), the MP criticised the provisions in the new amendment, particularly Sections 2, 3C and 3D, alleging they pose a threat to Waqf properties. Calling the Modi governments Act unconstitutional, the Hyderabad MP dismissed the BJP governments claim that the amendment was meant to protect Waqf properties. He asserted that the Waqf (Amendment) Act contravenes Articles 14, 15, 25, 26 and 29 of the Constitution. He also questioned the move to make non-Muslims Waqf Board members. While Hindu, Jain and Sikh endowment boards included members of their respective faiths, the Modi government wants to nominate two non-Muslims to the Waqf Board. Hindus, Jains and Sikhs should think over it, he remarked, urging the government to reconsider the Act.

HYDERABAD: Over several decades, undivided Andhra Pradesh and the present-day Telangana have witnessed a series of landmark land reform legislations aimed at restructuring land ownership, empowering marginalised communities, protecting tribal land rights, regulating natural resources and reducing inequality in rural areas. These reforms also sought to modernise village-level administration and ensure equitable access to land. As the Telangana government gears up to introduce a new land legislation the Bhu Bharati (Record of Rights in Land) Act, 2024 on the occasion of the 134th birth anniversary of Dr BR Ambedkar, architect of the Indian Constitution, here is a look back at some of the most significant post-Independence land laws that have shaped the regions landscape: Andhra Pradesh (Telangana Area) Tenancy and Agricultural Lands Act, 1950 Passed in the aftermath of the Telangana Armed Struggle, this Act was a pioneering step toward agrarian reform. It sought to dismantle feudal control by jagirdars and empower tenants. The legislation regulated land alienation, curtailed excessive sub-division, encouraged cooperative farming and allowed government intervention in land management Andhra Tenancy Act, 1956 Applicable to the Andhra region, this Act focused primarily on rent regulation. It fixed rent based on crop type and irrigation but did not provide security of tenure, making it easier for landlords to evict tenants. Andhra Pradesh (Andhra Area) Inams Abolition and Conversion to Ryotwari Act, 1956 This Act aimed to convert inam lands into ryotwari holdings. It also authorised tahsildars to reclassify land and grant permanent occupancy rights, restoring evicted tenants and providing legal clarity. AP (Telangana Area) Abolition of Inams Act, 1955 Repealing earlier legislation like the Hyderabad Enfranchised Inams Act, this law abolished privileges enjoyed by inamdars and brought these lands under state control for redistribution. AP (Telangana Area) Prevention of Fragmentation and Consolidation of Holdings Act, 1956 Designed to prevent land fragmentation and promote consolidation of small plots, this Act aimed at enhancing agricultural productivity through viable landholdings and consolidation schemes with compensation provisions. Andhra Pradesh Scheduled Areas Land Transfer Regulation, 1959 This regulation protected tribal land in Scheduled Areas by restricting transfers from tribals to non-tribals. It empowered the state to nullify illegal transfers and restore land to tribal owners AP Ceiling on Agricultural Holdings Act, 1961 An early attempt to impose land ceilings, the Act proved ineffective due to high limits and exemptions, resulting in minimal land redistribution. Land Transfer Regulation Act 1 of 1970 A stricter amendment to the 1959 Regulation, this Act rendered all tribal land transfers to non-tribals null and void unless explicitly approved by authorities. AP Land Reforms (Ceiling on Agricultural Holdings) Act, 1973 A more stringent version of the 1961 Act, it imposed tighter ceiling limits and invalidated land transfers between 1971 and 1975 to curb benami transactions. Surplus land was redistributed primarily among SCs, STs and BCs. AP Assigned Lands (Prohibition of Transfers) Act, 1977 This law banned the transfer of land assigned to the landless poor, making it heritable but non-transferable. Violations could lead to state repossession and reassignment. The Andhra Pradesh Abolition of Posts of Part-Time Village Officers Act, 1985 Aimed at dismantling the colonial-era system of hereditary officers (karnams, munsifs), this Act integrated these roles into the formal state revenue machinery to modernise local administration The Telangana Water, Land and Trees Act, 2002 A key environmental regulation, it promoted sustainable natural resource management. The Act mandated permits for groundwater extraction, regulated tree felling, and encouraged rainwater harvesting, giving local authorities enforcement powers. AP Assigned Lands (Prohibition of Transfers) Act, 2007 This amendment allowed the state to reclaim assigned lands for public purposes like infrastructure and tourism. Critics argued that it diluted protections for Dalits and the poor by commodifying land assets. Telangana Rights in Land and Pattadar Passbooks Act, 2020 Introduced alongside the Dharani portal, this Act aimed at digitising land records. However, it failed to address issues like Sada Bainama and raised concerns over privacy, transparency and user awareness. Entrusting management to private entities sparked criticism, and the portal eventually faced widespread opposition. This became a powerful weapon for the then Opposition Congress to launch a widespread campaign against it. It was discontinued within five years of its inception. Telangana Abolition of the Posts of Village Revenue Officers Act, 2020 In line with digitisation efforts, this Act formally abolished the VRO system, transferring responsibilities to higher-level officials and digital platforms like Dharani. The move was aimed at curbing corruption and reducing bureaucratic delays. APCCBEA seeks Rs 2.5 lakh crore to strengthen agriculture, rural infra
VIJAYAWADA: At the diamond jubilee celebrations of the Andhra Pradesh Cooperative Central Banks Employees Association (APCCBEA), speakers called for reforms to strengthen cooperative banks and support rural agriculture. They urged both central and State governments to introduce a two-tier system, allocate Rs 2.5 lakh crore for rural agricultural infrastructure, and offer tax exemptions under Section 80(C) of the Income Tax Act to cooperative institutions serving farmers. Andhra's NTR District Collector assures timely paddy procurement
VIJAYAWADA: NTR District Collector Dr G Lakshmisha assured farmers that the government would procure the entire Rabi season paddy yield without delay. Lakshmisha visited the paddy procurement process at Nunna village in Vijayawada Rural and directed officials to expedite the shifting of harvested grain. He confirmed that 9,223 MT of paddy worth Rs 18.81 crore had already been procured and that payments were credited to farmers accounts within 24 hours of purchase. Around 1.66 MT of paddy is likely to yield in the district in this season, of which 38,677 MT of paddy have been harvested so far. Paddy procurement is taking place in 107 Rythu Seva Kendram. GUNTUR: HRD and IT Minister Nara Lokesh on Sunday laid the foundation stone for a 100-bed hospital in Mangalagiri, assuring that it will be completed within 365 days. As part of the Mana Illu-Mana Lokesh programme at Errabalem, he said developmental works were being taken up with commitment and clarity. Lokesh distributed 354 land title documents to beneficiaries from various localities and said over 3,000 pattas had been issued with the help of Revenue Minister Anagani Satya Prasad. The Minister also announced that key works such as underground drainage, drinking water supply, domestic gas pipeline and power upgrades will start from June. Parks and water bodies are being revived, and 31 community halls will be built, with land secured for 17. He said flood-prone areas like Mahanadu Colony will be protected under a Rs 300 crore retaining wall project. He added that road repairs have been completed and a four-lane road between Mangalagiri and Tenali is under progress. Reflecting on his 2019 loss, Lokesh said it made him work harder for peoples trust. VIJAYAWADA: Minister for Mines and Excise Kollu Ravindra on Sunday announced that the construction of Machilipatnam port would be completed by December 2026. Export, import, logistics and other operations would begin immediately after the completion of Phase I. Speaking at a review meeting with stakeholders at the Zilla Parishad Convention Hall in Machilipatnam, Minister Kollu Ravindra said the port would generate employment for thousands through port-based industries. The Minister said a mega master plan was being implemented to develop Machilipatnam into a model city with better infrastructure, education and healthcare. A Detailed Project Report is being prepared for the proposed MachilipatnamRepalle railway line. Manginapudi beach will be developed with amenities, and a mega beach festival will be conducted shortly. TTDs Divya Kshetrams hit by staff crunch
TIRUMALA: The Tirumala Tirupati Devasthanams (TTD), one of Indias wealthiest temples, faces a severe staff shortage. With over 108 employees retired as of March 31, 2025, and an estimated 500 more expected to retire by June, maintaining existing temples has become challenging. This shortage poses significant concerns as TTD plans to construct Divya Kshetrams (Srivari Temples) in every state. The lack of essential staff, particularly Archakas trained in Pancharatra and Vaikhanasa Agama, crucial for temple operations, raises questions about the feasibility of the expansion. While TTD is optimistic about simultaneous construction and recruitment, some experts urge the temple board to prioritize addressing the staff crunch over new temple construction. The staff shortage at TTD has reached a critical point, forcing the organization to rely heavily on local volunteers for sensitive tasks like Hundi counting at outside temples. A recent incident exposed this vulnerability when a staff member was suspended in March for allegedly manipulating foreign currency denominations in a Hundi, amounting to Rs 6.5 lakh, with an ongoing police investigation. Experts suggest that the staff member exploited the situation due to being indispensable amid the staff shortage, highlighting the risks of relying on overextended personnel. Furthermore, TTD has been slow to develop a comprehensive manpower deployment and recruitment strategy, particularly for crucial roles such as Archakas trained in Pancharatra and Vaikhanasa Agama, Veda Parayanadars, Paricharakas, temple kitchen (Potu) staff, and sanitation, security, and musical staff. TTD is grappling with a significant staff shortage, with 108 employees retired as of March 31, 2025, and an estimated 500 more expected to retire by June. The lack of new recruits has impacted not only temples but also guest houses, Public Amenities Complexes, and other support facilities. Notably, the TTDs staff strength has dwindled from 16,600 employees two decades ago to around 5,000 currently. The temples taken over from the AP Endowments Department, such as those in Vontimitta, Devuni Kadapa, and Valmikipuram, are facing a severe resource crunch, relying heavily on TTD funding and facing periodic pressure for increased allocation. Unclear path ahead for Divya Kshetrams Moreover, TTD temples in Jammu, Rishikesh, Kurukshetra, and Delhi are struggling with a shortage of Archakas, raising concerns about expanding to foreign lands due to traditional restrictions like those imposed by the Vaikhanasa Agama, which prohibit temple priests from crossing oceans. The Divya Kshethrams initiative was first formally announced in 2015 with letters sent to several state governments, proposing the construction of Lord Venkateswara temples. Constructions were completed in a few locations such as Kurukshetra, New Delhi, Kanyakumari, Chennai, Rampachodavaram and Seethampeta, but many of them continue to operate with insufficient staff. TTD had previously expanded into major urban centres such as Chennai, Hyderabad, Bengaluru, and New Delhi to improve access to darshan tickets, accommodation, and spiritual outreach. However, many of these information centres have either shut down due to the rise of online services or have been converted into small temples or Kalyana Mandapams. An example is the Chennai information centre, which also has a Dhyanamandir. The Chennai centre has never been officially designated as a temple, but the locals treat it as one. It has become one of the top revenue-generating sub-temples via Hundi collections, despite running with a skeletal staff. Meanwhile, letters have been sent to Chief Ministers and administrators of 18 states and Union Territories, including Uttar Pradesh, Bihar, Rajasthan, Kerala, Goa, and Sikkim. Chief Ministers of several states have responded positively to TTD Trust Board Chairman BR Naidus request for land allocation to build temples in their respective capitals. Chief Minister Nara Chandrababu Naidu is also said to have discussed this matter during a recent review with the board. However, according to a senior TTD officer, a clear financial and administrative policy is still pending. Key questions remain: Who will bear construction costs? How are donor roles defined? And what are the operational obligations once a temple is established? In case of Navi Mumbai, an MoU exists with a private donor, but most proposed locations have no such clarity. Legal, administrative and cultural hurdles Legally, TTD is governed by the TTD Act, which has limited clarity or flexibility when it comes to constructing temples outside AP or India. Amendments may be necessary if the institution is to continue its out-of-state or international expansion. Further, while TTD is registered under the Foreign Contribution Regulation Act (FCRA), approval from the Union Ministry of Home Affairs is essential for each project and is only valid for five years. With political leadership changes in those states, continuity may not be guaranteed.

The groundbreaking ceremony, scheduled for May 8, marks the start of a plant that will produce eight LG-branded electronic goods, including refrigerators, air conditioners, washing machines, TV sets, heat exchangers, compressors, and other components. The Andhra Pradesh government has approved a Rs 5,001 crore investment for the project, which promises significant economic benefits. The facility is expected to generate 1,495 direct jobs, prioritising local youth from Rayalaseema, Nellore, and neighbouring states like Tamil Nadu, Karnataka, and Telangana. Beyond direct employment, the plant will create a wide range of indirect job opportunities and stimulate business expansion in the region. Later, Tirupati district collector Venkateswar secured 247 acres of land for the project after the approval from the state state government in November last year. VISAKHAPATNAM: At least eight workers lost their lives, and eight others suffered injuries in an explosion at a firecracker manufacturing unit in Kailasapatnam village of Kotauratla mandal, Anakapalle district, on Sunday. The fire, which broke out following the explosion, spread rapidly through the unit, engulfing the entire premises within minutes and reducing it to rubble. According to reports, the blast occurred when a large stockpile of firecrackers caught fire, triggering a series of explosions. A total of 16 workers were present in the unit at the time of the incident. The deceased have been identified as Dadi Ramalakshmi (35) of Rajupeta, Puram Papa (40), Gumpina Venubabu (34), Sangarati Govindu (40), and Appikonda Pallayya (50) of Kailasapatnam, Senapati Baburao (55) of Chowduvada, Devara Nirmala (38) of Vetlapalem, and Hemanth (20) of Bheemunipatnam. Of the injured, six are undergoing treatment at King George Hospital (KGH) in Visakhapatnam, while two others are being treated at the Narsipatnam Area Hospital. Speaking to the media, KGH Superintendent Dr P Sivananda said, Soon after we received the alert about the accident, all departments, including the plastic surgery, paramedical, and allied medical teams, were put on standby to attend to the victims. Upon their arrival at KGH, the injured were directly shifted to the burns ward operation theatre instead of the general casualty ward to immediately clean their wounds and prevent infection. He further stated that among the patients admitted, one man sustained 90 percent burns, another had 50 percent, and a third suffered 30 percent burns. Though the burns are external, we are also monitoring for internal damage, especially to the lungs, as the victims may have inhaled chemical smoke. It will take at least two to three days to fully assess the extent of internal injuries, he explained. Chief Minister N Chandrababu Naidu expressed shock over the deaths and spoke with the Anakapalle District Collector Vijaya Krishnan, Superintendent of Police Tuhin Sinha, and Home Minister Vangalapudi Anitha. He instructed them to ensure that the best possible medical care is provided to the injured and ordered a detailed investigation into the cause of the explosion. Officials briefed the Chief Minister that the condition of two victims remains critical. The CM assured support to the affected families and directed authorities to provide him with regular updates on the medical condition of the injured. He also inquired about the number of workers present in the unit at the time of the incident. Prime Minister Narendra Modi expressed grief over the incident and announced an ex gratia of Rs 2 lakh each for the families of the deceased and Rs 50,000 each for the injured, to be provided from the Prime Ministers National Relief Fund (PMNRF). In a statement shared on X (formerly Twitter), the Prime Minister expressed condolences to the bereaved families and wished a speedy recovery to the injured. Home Minister Vangalapudi Anitha, accompanied by MP C M Ramesh, Collector Vijaya Krishnan, Joint Collector M Jahnavi, and SP Tuhin Sinha, visited the accident site and the local government hospital. They inspected the location and coordinated the transfer of the injured to KGH and Narsipatnam hospitals. She also met with the families of the victims and assured them of support. Speaking on the occasion, Minister Anitha termed the incident as unfortunate and said preliminary information indicates that the unit had a valid licence until 2026. She confirmed that the explosion occurred during gunpowder preparation and that a forensic investigation is underway to ascertain the exact cause. She added that clues, teams and forensic experts have been deployed to collect evidence. She also announced an ex gratia of Rs 15 lakh each to the families of the deceased. She reiterated that, as per the Chief Ministers instructions, the state government will bear all the medical expenses of the injured. Governor S Abdul Nazeer expressed condolences to the families of the deceased and directed the district administration to ensure better medical care for the injured.

No action against stray dog attacks triggers outrage across Andhra
VIJAYAWADA: The recent death of a child on April 6 due to a stray dog attack has sparked widespread public outrage and highlighted the growing concern over the States stray dog population. Following the incident, Chief Minister N Chandrababu Naidu ordered a review of the situation and demanded swift action. However, animal welfare activists and experts argue that the steps taken so far have been inadequate, with some claiming that the governments actions have stirred unnecessary panic. Data from the Integrated Health Information Platform (IHIP) reveals that 7,05,555 dog bite cases have been reported across the State since 2022. Despite this alarming number, there are major discrepancies between the figures provided by municipal officials and the findings of the 2019 Animal Enumeration, which recorded a total of 4.71 lakh stray dogssignificantly higher than the 3.43 lakh claimed by officials. This inconsistency has raised questions about the accuracy and reliability of the reported figures. As of now, only 68,192 stray dogs have been sterilised under the Animal Birth Control (ABC) programme, which aims to reduce the stray dog population. Activists argue that the programme is ineffective, with a disproportionate number of male dogs being sterilised while female sterilisations, which have a more significant impact on controlling the population, are being neglected. Tejovanth Anupoju, founder secretary of the Help for Animals Society, criticised the approach, stating, Sterilising ten males and skipping one female defeats the programmes purpose. Veterinary doctors have acknowledged that sterilising female dogs requires more time and expertise, and weak monitoring of contractors has allowed inflated numbers to be reported while fewer surgeries are actually being performed. The closure of sterilisation centres, such as one in Guntur, has only exacerbated the issue. The Animal Welfare Board of India (AWBI) found serious lapses in these centres, including mismatched sterilisation records and poor coordination with the Animal Husbandry department, as outlined in the ABC Rules of 2023. Activists have also pointed out that the unregulated breeding of dogs and the lack of proper control over pet shops have contributed to the crisis. Abandoned or unsold dogs are often dumped, further increasing the stray dog population. Experts are calling on the State Animal Welfare Board to implement standard operating procedures (SOPs) to regulate breeding and pet shops to prevent unvaccinated and unsterilised animals from entering public spaces. Experts also warn against the removal of dogs without sterilisation, as this can lead to new, often more aggressive animals moving into the area. Studies have shown that sterilised dogs are generally more stable, and the key to resolving the issue lies in effective ABC programmes, vaccinations, public awareness, and responsible pet ownership. In response, Principal Secretary Suresh Kumar clarified that the figure of 3.4 lakh stray dogs applies to urban areas and assured that action is being taken to address the issue. He confirmed that ABC and ARV programmes will be implemented. The Chief Minister has also instructed the appointment of Veterinary Assistant Surgeons (VAS) and Assistant Directors (ADs) to fast-track these efforts.

New film policy on anvil, says Andhra Pradesh Tourism Minister
VIJAYAWADA: The government is committed to offering all necessary support, and incentives to develop the film industry in the State, said Tourism Minister Kandula Durgesh. Speaking at the launch of Western Love, being produced by Varahi Arts and Shakti Creations, in Vijayawada on Sunday, he asserted that Andhra Pradesh has the right environment for film production but lacks adequate infrastructure. Though many film shootings take place here, we dont have facilities like those in Hyderabad. Studios, recording and re-recording theatres should be developed, the Tourism Minister said. Durgesh pointed out that though the State got a few studios, they remain underutilised. Highlighting the employment opportunities a vibrant film industry could generate for local youth, he said the government is drafting a new film policy. Andhra government to promote 11 major crops as Growth Engines
VIJAYAWADA: The Andhra Pradesh government has unveiled an ambitious plan to promote 11 key agricultural crops as Growth Engines to increase farmers income, regulate crop production, and boost productivity. This initiative, highlighted in the recent Agriculture Budget presented by Agriculture Minister K Atchannaidu in the State Assembly, aligns with the States vision of achieving a USD 2.4 trillion economy by 2047 under the Swarna Andhra @2047 framework. The strategy emphasises farmers and agri-tech as one of the 10 guiding principles to drive a 15% annual growth rate, focusing on increasing the productivity of these crops and expanding natural farming. The 11 crops identified for promotion include cereals (maize, jowar, paddy and millets), pulses (black gram, red gram and bengal gram), oilseeds (groundnut and sesame), fibre (cotton), and commercial crops (tobacco). According to senior officials from the Agriculture Department, these crops cater to diverse needsfood for human consumption, feed and fodder for animal husbandry, and fuel, particularly bio-ethanol. The growing demand for ethanol, driven by Indias push for 20% blending in fuel, has spotlighted maize and sugarcane as critical feedstocks. While molasses from sugarcane is a traditional source for ethanol, the government is now encouraging maize-based ethanol production to meet the target, given its lower water consumption and cost-effectiveness. Nationally, achieving 20% ethanol blending requires approximately 165 lakh metric tonnes of foodgrains. Globally, maize is a preferred feedstock for ethanol due to its efficiency, but in India, its use remains limited. Most grain-based distilleries rely on damaged food grains (DFG) like broken rice or rice from the Food Corporation of India (FCI). Promoting maize for ethanol production could address this gap, ensuring feedstock security without over-relying on a single crop. Additionally, maize-based ethanol is more economical, and environmentally sustainable, requiring less water than other crops like paddy. By linking maize to ethanol production, the government aims to create a steady demand, ensuring better prices and encouraging farmers to cultivate this water-efficient crop. This approach not only benefits farmers but also supports distilleries by guaranteeing feedstock availability, fostering a win-win scenario. Moreover, increased maize cultivation could contribute to water conservation, given its lower requirement compared to paddy. Paddy remains the most cultivated and consumed crop in Andhra Pradesh, with farmers favouring medium slender varieties like Kurnool Sona Masoori, RNR, and Samba Masoori due to local demand. However, the Agriculture Department is now promoting the 1010 paddy varietya 6 mm grain with significant export potential, particularly in African markets. Although this variety is less preferred locally, its global demand could open new income streams for farmers. In the pulses sector, domestic demand outstrips supply, necessitating imports. The governments focus on black gram, red gram, and bengal gram aims to bridge this gap. Groundnut, a staple in Rayalaseema, particularly Anantapur, remains a preferred choice for edible oil, while sesame is gaining traction due to rising demand. Cotton, especially extra-long staple varieties like Egyptian cotton, is also being prioritised, with measures to ensure quality during packaging and ginning to meet export standards. Agriculture Department Director S Dilli Rao emphasised that the initiative seeks to maximise farmers income with minimal inputs.

Highlighting the prolonged delay in the Kodi Katti Srinivas case, Rao expressed dismay over the lack of progress, describing it as a setback to justice. Srinivas has been incarcerated since 2018 following an alleged attack on Jagan at Visakhapatnam Airport. Emphasising the need for a fair and timely judicial process, Rao said, Cases should be resolved based on evidence, not left unresolved to harm someones future. He felt that the incident might have been amplified for political purposes. Rao further criticised Jagans leadership, asserting that it negatively impacted APs economic growth over the past five years. He accused the previous regime of prioritising political strategies over public welfare. Withdraw move to maintain Smriti Vanam under PPP mode: CPM urges Andhra government
VIJAYAWADA: The CPM has urged Chief Minister N Chandrababu Naidu to withdraw the proposal to maintain Dr BR Ambedkar Smriti Vanam in Vijayawada under the Public-Private Partnership (PPP) model. In a letter addressed to the Chief Minister, CPM State secretary V Srinivasa Rao expressed concern over the proposal, following an announcement by the NTR District Collector inviting tenders for the PPP arrangement. The Smriti Vanam, located at PWD Grounds, is a cherished public space that attracts visitors from across Andhra Pradesh. He emphasised that the site, a unique tourist attraction in Vijayawada, should remain accessible to all rather than being handed over to private entities. He warned that privatisation of the Smriti Vanam would lead to its commercialisation, undermining its social and cultural significance. Instead of privatisation, Rao urged the government to establish a permanent fund for the Smriti Vanam maintenance, and to run it under the public administration. He suggested further development of the Smriti Vanam, including the addition of a theatre, auditorium, bookstores, and other amenities, to enhance its appeal, and utility for the public. Such efforts, he noted, would elevate Vijayawadas status as a cultural hub. The CPM also urged the government convene a meeting with political parties, and social organisations to discuss plans for the Smriti Vanam development, ensuring it remains a public asset. Rao reiterated that the proposed PPP model is inappropriate and urged the government to reconsider its decision immediately to preserve Smriti Vanam purpose.

VIJAYAWADA: Leaders and activists at the Samaikya Sankharavam Sabha, held on Sunday at Siddhartha Auditorium, strongly criticised the BJP-led Central government for allegedly promoting communal divisions and unilaterally passing contentious laws such as the Waqf Bill. Organised by the Society for Communal Harmony, the all-party meeting brought together political leaders, legal experts, journalists, and activists. They accused Prime Minister Narendra Modis administration of serving corporate and sectarian agendas while ignoring national unity and public welfare. The speakers condemned the Waqf Bill as a black law passed without proper consultation. Rajya Sabha MP and Congress leader Imran Pratap Khadri warned of authoritarian tendencies, drawing parallels with historical dictators. He accused the BJP of manipulating religious sentiments to divide Hindus, Muslims, and Christians, instead of addressing unemployment, womens safety, and farmers rights. TTD Chairman refutes claim of 100 cows death
TIRUMALA: Tirumala Tirupati Devasthanams (TTD) Chairman BR Naidu on Sunday dismissed allegations by former chairman Bhumana Karunakar Reddy regarding the deaths of 100 cows at the TTD goshala, calling them baseless and politically motivated. After inspecting the SV Dairy Farm, Naidu said the cows receive timely feed, veterinary care, and are housed in proper conditions. He accused Reddy of misleading the public using outdated and manipulated images, and cited a vigilance report from Reddys tenure, which pointed to expired medicines and pest-infested feed. Naidu alleged corruption in engineering works under Reddys leadership, claiming contractors had paid commissions. Mokshagundam Visvesvaraya, fondly known as Sir M Visvesvaraya, is a name familiar to all Bengalureans. As they hear the announcement of Sir M Visvesvaraya station or while they pass by the Visvesvaraya Tower, the name serves as a reminder of what he meant to the state an administrator, civil engineer, and statesman who served as the 19th Dewan of Mysore from 1912 to 1918. On his 63rd death anniversary today, Satish Mokshagundam, Visvesvarayas grand-nephew, shares a vivid glimpse into the personal life, values, and legacy of the man behind the legend. Satish Mokshagundam, Sir M Visvesvarayas grand-nephew Hailing from a small district called Mokshagundam in Andhra Pradesh, Visvesvarayas ancestors, according to Satish, moved to Karnataka 300 years ago. Born into poverty, he faced many hardships. His father, a priest, barely made ends meet. Yet, with sheer determination in the power of education, he rose against the odds. During his studies, he stayed at a free hostel in Chamarajpet, where he once ran short of money. He walked 60 kilometres to Muddenahalli from Bengaluru as there were no buses at that time, shares Satish, who is currently the president of the Visvesvaraya National Memorial Trust, Museum Road, which maintains the house where Visvesvaraya was born. A city-based business man, Satish also reflects on Visvesvarayas relationships with national leaders like Mahatma Gandhi and Jawaharlal Nehru, stating, Gandhi always felt that rural industries would bring prosperity to India. And Visvesvaraya felt that large industries and heavy industries would bring prosperity. Satish also shares how, when Nehru awarded Visvesvaraya the Bharat Ratna in 1955, he wrote back graciously yet firmly stating his approach to nation-building, adding that he would still criticise the government if there was a mistake. Perhaps the most interesting are the stories Satish shares of Visvesvarayas habits and treatment of his family. He had a very systematic way of living. 7 oclock on the dot was breakfast time at home. 12, lunchtime. At four, he used to have a glass of mosambi juice. And at eight, dinner. Before we left for our school, we had to go and see him. And then, when we came back, and before he left for his walk, he would come, ask us how the school was, Satish reminisces. He also adds how, despite Visvesvarayas famed strictness, he was gentle, especially with children. Once, when I had my tonsillitis operation, he sent his staff to check on me and later, visited me. There was a lot of affection between him and all of us, notes Satish. Thatha had this thing about giving gifts when you passed high school or SSLC. And in 1953, one of my cousins got first-class distinction. So he told him to come collect the gift. But he received `75 instead of `100 for being 25 minutes late he cut one rupee per minute, Satish recalls, laughing. From establishing institutions like the State Bank of Mysore and the All India Manufacturers Association, to clubs meant for community problem-solving, Visvesvaraya always placed value in knowledge and civic responsibility as tools for the progress of the nation. As Satish notes, He was strict with time but full of love. If five per cent of everything he said was followed by students today, their attitudes would drastically change; he always felt that one could do a lot of things in youth.
