Tamarind farmers of Srikakulam district suffer losses as prices remain low
SRIKAKULAM: Tamarind farmers in agency and remote areas of Srikakulam and Parvathipuram-Manyam districts are struggling to recover their investments due to poor yields and inadequate pricing by the Girijan Cooperative Corporation (GCC). Adverse climatic conditions, including persistent fog, have significantly impacted tamarind production, forcing farmers to sell their produce to local traders for better prices. Tamarind cultivation is prevalent in Sitampeta, Pathapatnam, Parvathipuram, Saluru, and Gummalaxmipuram ITDA divisions. The crop typically reaches harvest in early March, requiring labour for harvesting and cleaning. Farmers pay workers a daily wage of Rs 300, adding to their production costs. However, the low yield this year has further strained their earnings. The GCC, which operates divisional offices in these regions, has set the Minimum Support Price (MSP) for tamarind at Rs 36 per kg, a slight increase from Rs 34 last year. However, farmers argue that this rate is insufficient to cover their expenses. As a result, many are opting to sell their produce to local traders at prices ranging between Rs 40 and Rs 50 per kg, depending on quality.

Explainer | Why Muslim quota comes under OBC reservation, ask experts
NEW DELHI: The reservation issue once again took centre stage in Parliament as the BJP and Congress locked horns over Muslim reservations in Karnataka. Both houses witnessed ruckus over Karnataka Deputy Chief Minister D.K. Shivakumars alleged remarks of bringing changes to the Constitution, a charge the Congress refuted as baseless and misleading. BJP President and MP JP Nadda accused Congress of violating constitutional principles by introducing 4% reservations to Muslims in public contracts. However, experts point out that several Muslim communities are included in the Other Backward Classes (OBC) reservation at the central and state levels to address their historical socio-economic disadvantages. In Karnataka, reservation for Muslims as a backward community existed in 1921, say experts. Religion-based reservation not acceptable, goes against constitution: RSS general secretary Hosabale Speaking to this newspaper, constitutional law expert Prof G Mohan Gopal said that the current controversy is unnecessary as they are misrepresenting the reservation as a religious reservation. Though there have been several significant shifts in Muslim quota policies in Karnataka over the years, it was fixed at 4 percent in 1995 within the 32% OBC quota. However, the BJP government of Basavaraj Bommai scrapped the Muslim quota in 2023 and distributed it among Vokkaligas and Lingayats. In April 2023, the Supreme Court said that the scrapping of reservation was prima facie flawed and shaky. According to the Court, the state showed haste in issuing the order based on an interim report. However, in its manifesto, the Congress promised to bring back the Muslim quota during its election campaign. Reservation in contracts for all minorities, BCs, says Karnataka Dy CM Shivakumar Prof Mohan Gopal pointed out that during a discussion in the Constituent Assembly on the subject, Dr Ambedkar said that its a matter of policy for the government to define what is a backward class. He said that in 1992 landmark verdict, Indra Sawhney clearly spelt out that a class is any group of people that fulfills about 20 criteria that cuts across four broad areassocial, educational, economic, and political, namely representation. Article 16(4) of the Constitution provides for reservation for a backward class of citizens, which, in the opinion of the State, is not adequately represented in the services under the State. Another Southern state, Kerala, has a long history of providing reservations to Muslim communities. Initially introduced in 1936, the state currently provides 8% reservation in educational institutions and 10% in government jobs within the 30% OBC quota. Meanwhile, in Tamil Nadu, a 3.5% sub-quota is provided to Muslims within its 30% OBC quota framework. Andhra Pradesh has faced legal challenges on Muslim reservations. In 2004, the state introduced a 5% reservation for Muslims based on a report highlighting their social and educational backwardness. However, the High Court struck down this quota, citing procedural issues and the need for proper identification of backward groups within the Muslim community. Subsequent attempts to implement a 4% reservation for specific Muslim castes also faced legal hurdles. Ruling Telugu Desam chief and Chief Minister N. Chandrababu Naidu vowed to protect that quota. In Bihar, where OBCs have been divided into backward and most backward classes, Muslims fall in the latter category. The government provides 18% quota to EBCs, 12% to OBCs, 16% to SCs, 1% to STs and 3% to OBC women. Prof Mohan Gopal said, As a group, the decisive factor for reservation is the backwardness criterion. Sometimes, it may be a subgroup within a religion, or sometimes, it may be the whole group in a particular area or group in a particular area. A backward Class Commission then examines the data, and the Registrar General goes through it. Based on their positive recommendations the government decides on the quota. Quota story in south In Karnataka, reservation for Muslims as a backward community existed way back in 1921 Following shifts in Muslim quota policies in Karnataka, it was fixed at 4% in 1995 within the 32% OBC quota Basavaraj Bommai-led BJP govt scrapped the Muslim quota in 2023 and distributed it among Vokkaligas and Lingayats Kerala gives 8% reservation to Muslims in educational institutions and 10% in government jobs, within 30% OBC quota In Tamil Nadu, 3.5% sub-quota is provided to Muslims within its 30% OBC quota framework
Interview | Most oppressed need to be empowered: Kishor Makwana
Several states, including Telangana, Andhra Pradesh and Haryana, have recently sub-classified Scheduled Caste (SC) categories to give targeted benefits to historically marginalised SC sub-groups. The move follows last years Supreme Court ruling on sub-classification of SCs and STs, which ignited a widespread debate on its political and social consequences. In an exclusive interview with Preetha Nair, Kishor Makwana, Chairman of the National Commission for Scheduled Castes (NCSC), shares his views on various SC community issues. Excerpts: The Telangana government recently conducted a caste survey and divided the SCs into three groups to ensure the effective distribution of welfare benefits, government schemes, and reservations. Do you support it? Telangana has followed the SC verdict on sub-classification and has done its bit. However, I believe it is essential that the last person, the most oppressed among Dalits, be prioritised and empowered. Several states, such as Haryana and Andhra Pradesh, are also going ahead with sub-classification. However, NCSC opposed the idea in the past. Can the states implement it, given the legal hurdles? The SC ruling empowers state governments to take a more nuanced approach by creating sub-categories within these groups. The Commission is committed to ensuring that every individual, especially those at the very bottom of the socio-economic ladder, has access to the resources, education, and opportunities needed to break free from the cycle of poverty and oppression. The Central government is yet to spell out its stand on the sub-categorisation of SC/STs. No comments. The SC has also proposed excluding the creamy layer among SC/STs from reservations. The Centre has opposed this. What is the Commissions view? Reservation is not meant to be a tool for economic empowerment alone; it is fundamentally about achieving social equality. Dr BR Ambedkar envisioned reservation as a means to address the social backwardness faced by the SCs and STs. In his view, affirmative action was intended to uplift communities oppressed and marginalised based on caste, allowing them to break free from the chains of social inequality. I agree that casteism still exists. However, things are slowly changing. Prime Minister Modi, in his policies, has expressed a commitment to fulfilling Ambedkars vision by protecting the rights of marginalised communities and improving their social status. Through various initiatives and the continued implementation of affirmative action policies, the Modi government seeks to align with Ambedkars ideal. Thus, the aim of reservation remains firmly rooted in addressing social backwardness and not just economic disparities. Certain sub-groups within the larger SC category face systemic discrimination and economic hardships. Empowering the most marginalised requires targeted policies that go beyond mere categorisation. I agree that the issue needs more discussion. Everyone wants to prioritise the empowerment of the most marginalised individuals and the last person to be uplifted. Only when the most vulnerable individuals are lifted can true progress and equality be achieved for all. Opposition parties favour a nationwide caste census to acquire empirical data on social issues. They cite the Telangana sub-categorisation, which has been done based on empirical data. The Congress party was in power for 70 years. Why did they wake up now? They should have conducted a caste census during their tenure. The reason is that the Congress didnt want the Dalits to get their rights. Many also argue that sub-classification will fragment the SC/ST community and exacerbate existing social tensions. The argument is not correct. I have met representations from several Dalit groups and other stakeholders. Everyone wants the most marginalised groups to be empowered, ensuring that even those often overlooked and excluded from mainstream society can thrive. Should Dalit Muslims and Dalit Christians be given SC status? The Commission is against providing the same benefits of reservation to Dalits converting to other religions. That is against the spirit of the Indian Constitution and Dr Ambedkars vision. For him, the caste system, which is deeply embedded in Hindu society, was the primary source of the oppression that Dalits faced. Dalit converts, who leave Hinduism due to its perceived caste-based discrimination, may be contradictory in demanding reservation while rejecting the religion that originally assigned them to these oppressed categories.

Jharkhand to conduct caste census in next financial year: Minister Deepak Birua
RANCHI: Transport, Revenue, and Land Reforms Minister Deepak Birua confirmed that the state government plans to conduct a caste-based survey in the next financial year. Birua was responding to a question raised by Congress MLA Pradip Yadav during the ongoing Budget session of the Jharkhand Assembly on Monday. With this, Jharkhand will be the third State in the country to conduct caste census after Bihar and Andhra Pradesh. Birua Assured that the Personnel department has been appointed as the nodal agency for the survey. Birua emphasized the governments commitment to the survey, revealing that the decision was made in February of the previous year. The Minister also stated that efforts would be made to carry out the survey during the upcoming fiscal year, following a similar approach used in Telangana and Bihar, further adding that the Personnel department had issued a notice on March 4 to hire an agency that would assess the required workforce, task levels, and financial aspects of the exercise. Birua also mentioned that he had been in discussions with several agencies, though the process would take some time. With only a few days left in the current financial year, the minister assured that the survey would be conducted promptly in the next fiscal year. Meanwhile, MLA Pradip Yadav also requested the government to include a Sarna religious code in the survey to account for the population of Sarna followers. Notably, ahead of the Lok Sabha polls, the then Chief Minister Champai Soren had given his approval for the caste census in Jharkhand. After the caste census was conducted in Bihar, many parties started demanding the same in Jharkhand. Notably, Congress leader Rahul Gandhi had also promised caste census during his Nyay Yatra in Jharkhand. The previous government led by former CM Hemant Soren also wanted to conduct a caste census in the State, but it could not make a decision that which department would do the census. As per the rule book, the census is allotted to the Land and Revenue and Land Reforms Department, but the work of caste-based census was not allotted to any department in the executive rules. Champai Soren government, however, succeeded in resolving the issue and gave his approval for conducting the survey by Personnel Department which is to prepare a proposal regarding the caste census.

The great Indian election money game: A whopping Rs 18,742 crore spent, but where did it all go?
Bangalore: In an unprecedented financial spectacle, the 2024 Lok Sabha and four Vidhan Sabha elections in Andhra Pradesh, Arunachal Pradesh, Odisha, and Sikkim witnessed an eye-popping expenditure of nearly Rs 1.5 lakh crores. Yet, the real question remains: Where did all this money go? Despite the Election Commission of India, mandating full disclosure of election expenditures, a shroud of secrecy still looms over the `actual figures.' While some parties have complied, the full financial truth remains hidden from the public eye. A recent study by the Commonwealth Human Rights Initiative --CHRI, has brought to light shocking revelations about how political parties amassed and spent their war chests in the battle for power. The surprisingly large figures were: Rs 18,742.31 crores were at the disposal of just 22 political parties for election spending, A huge jaw-dropping Rs 3,861.57 crores were blown up in the high-stakes game of political warfare, Rs 7,416.31 crores were raised in donations alone, with BJP bagging a colossal 84.5% of the total amount, BJP declared the highest expenditure of Rs1,737.68 crores, accounting for more than 45% of the total amount spent. Check undue influence of money power in Indian elections: CFD Speaking to TNIE , Director CHRI, Mr Venkatesh Nayak said, ``It appears that money power is important here and look at the role the media has played: Rs 992.48 crores were splurged on media advertisements, covering print, TV, and digital platforms, Rs 196.23 crores were dedicated to social media and virtual campaigns, with just seven parties disclosing such expenses, Rs 830.15 crores were spent on the extravagant travel of star campaignershelicopters and private jets ruled the skies, Rs 398.49 crores went into flashy banners, posters, hoardings, and promotional materials to flood every street and household. Asked about the source of money he said, ``There are many unanswered questions: At the end of the elections, a staggering Rs 14,848.46 crores remained in party coffers. Where will this surplus money go? Six political parties, including BJP, ended up with more money than they started with! How did this happen?, Several prominent partiesCommunist Party of India, Jharkhand Mukti Morcha, Shiv Sena, and Shiromani Akali Dalhavent even disclosed their expenditures. and asked if they were hiding something?. Summing up he said, it is clear that someone pays the price, ``With such astronomical figures in play, one thing is clearelections in India are no longer just about democracy; they are a high-stakes financial battleground. As politicians revel in their multi-crore campaigns, the common voter is left wondering: where does all this money come from, and who benefits in the end?'' The truth behind this mega-financial drama remains obscured, but one thing is certainmoney, not just votes, plays a decisive role in shaping India's political destiny. Will the ECI crack down on non-compliance, or will this cycle of money power and secrecy continue unabated?

Andhra Pradesh CM Naidus native village faces monkey menace
TIRUPATI: Naravaripalle, the native village of Chief Minister Nara Chandrababu Naidu, is struggling with a severe monkey menace, affecting agriculture and delaying key projects like Zero Budget Natural Farming (ZBNF) under the Swarna Naravaripalle initiative. Over 500 monkeys have invaded the village and surrounding panchayats in Chandragiri mandal, damaging crops and disrupting farming efforts. In response, the Andhra Pradesh Forest Department has launched an operation, deploying special teams and enlisting the Nakkallollu tribal community, known for their expertise in handling wild monkeys. However, the primates have been evading traps, forcing catchers to stay in each village for two to three days. Traps have been placed in Naravaripalle (Kandulavaripalli) and the neighboring Seshapuram and Rangampeta panchayats. Farmers are frustrated, with officials estimating around 500 monkeys across three panchayats. According to Kandulavaripalli farmer Gurava Reddy, the issue began a decade ago when two herds migrated to the area. Over time, villagers started feeding them, leading to a population explosion. The monkeys are most active from 5 am to 9 am and 3 pm to 6 pm, attacking crops and reducing yields. So far, 250 monkeys have been captured, yet the remaining herds continue to destroy fruit-bearing trees like mango, guava, and banana, along with vegetable crops such as brinjal, ladys finger, and leafy greens. Despite efforts, Seshapuram farmer Jaya Rami Reddy said agricultural losses remain high. Initially, officials used natural fruits as bait, but the monkeys ignored them. Catchers then switched to tea buns and biscuits, which proved more effective. Each targeted area requires a team of four to five catchers working for at least three days. The unchecked monkey population is also hindering agricultural projects, especially ZBNF, which promotes diversified cropping. Farmers have reported losses in mangoes, bananas, papayas, paddy, and other crops. Panapakam Forest Range Officer P Madhavi stated that 250 monkeys have been relocated to sites over 80 km away. As per Tirupati District Collector Dr S Venkateswars directive, we are working to clear affected villages, including Naravaripalle, Kandulavaripalli, Seshapuram, and Rangampeta, she said.
Woman jumps off moving train to escape rape attempt near Hyderabad, suffers serious injuries
HYDERABAD: A 23-year-old woman jumped from a moving train after a 25-year-old man allegedly attempted to rape her, resulting in severe bleeding injuries. The incident occurred on March 22, Saturday, at approximately 8:15 pm near Kompally. Due to the severity of her injuries, she filed a complaint with the Government Railway Police (GRP) the following day. According to the GRP, the victim is a private employee in Hyderabad and a native of Ananthapur District in Andhra Pradesh . She stated that on March 22, at 3 pm, she traveled from Medchal to Secunderabad to repair her mobile phone display. After completing the repair, she went to Secunderabad Railway Station, purchased a general ticket to Medchal, and boarded a MMTS train in the ladies' coach at 7:15 pm. The victim reported the police that during the journey, at around 8:15 pm, two female passengers exited the train at Alwal Railway Station. The victim alleged that an unknown male, approximately 25 years old, thin, and dark-skinned, approached her and demanded sexual favors. Despite her refusal, he attempted to force himself on her. To escape, she jumped from the moving train, sustaining severe bleeding injuries to her head, chin, right hand, and waist. Passersby called an ambulance, and she was taken to Gandhi Hospital, Secunderabad for treatment. The victim informed the police that she would be able to identify the assailant if she saw him again. This case is reminiscent of Soumya murder case in Kerala wherein a 23-year-old saleswoman Soumya was raped and murdered by a habitual offender Govindasamy aboard the Ernakulam-Shoranur train on February 1, 2011. Similarly, a 36-year-old pregnant woman was pushed out of a moving train on February 6, 2025 by a history-sheeter when she resisted an attempt to sexually assault her. She later suffered miscarriage.

Andhra Pradesh's Nallamala echoes with chants of Namah Shivaya
KURNOOL: Thousands of pilgrims from Karnataka and parts of Maharashtra are trekking hundreds of kilometres on foot to reach Srisailam, fulfilling their vow ahead of the five-day Ugadi Mahotsavams from March 27 to 31. A large number of devotees, particularly from Karnataka, are traversing the dense Nallamala forest to seek the darshan of Lord Mallikarjuna Swamy and Goddess Bhramaramba Devi. While Maha Shivaratri is a major festival for devotees from Andhra Pradesh and Telangana, pilgrims from Karnataka celebrate Ugadi at Srisailam, considering Mallikarjuna Swamy as their son-in-law and Bhramaramba Devi as their daughter. Every year, thousands of devotees from Karnataka travel in groups of 50 to 100, covering 350 to 400 km on foot over seven to ten days. VIJAYAWADA: Former Minister and YSRCP leader Vidadala Rajini has denounced what she calls fabricated ACB cases filed against her, labelling them as the height of Redbook governance in the State. Speaking to mediapersons in Chilakaluripet on Sunday, Rajini accused TDP MP Lavu Sri Krishna Devarayalu of masterminding these charges out of personal vendetta, alleging that the current SP, son of a TDP MLC, is conducting a biased probe as per the whims of Devarayalu. Rajini claimed the coalition government which has been in power for ten months, has fueled a smear campaign against her, culminating in this baseless ACB case. She denied any contact or transactions with the complainant, asserting that the case stems from Devarayalus influence and his support for the complainants illegal ventures. The former MLA recalled an incident when Sri Krishna Devarayalu, who was an MP in the YSRCP, illegally accessed her call data via police officials during a party event in 2020. When she complained to then Chief Minister YS Jagan Mohan Reddy, the involved officers were suspended, sparking Devarayalus ongoing grudge, Rajini claimed.

Focus on value education, gender equality in Andhra Pradesh schools
VIJAYAWADA: The coalition government led by Chief Minister Nara Chandrababu Naidu is set to introduce value education, gender equality and constitutional values in school curriculum as part of a major educational reform. The initiative follows recommendations from government advisor Chaganti Koteswara Rao and aims to shape responsible, ethical and socially aware citizens. Following the instructions of HRD and IT Minister Nara Lokesh, value education will be introduced at two levels, covering both primary and secondary schools. This curriculum will focus on character development, social harmony, decision-making skills, emotional well-being, and civic sense. By instilling strong moral values, the government seeks to create a generation of students who are honest, responsible, and compassionate. Promoting gender equality in schools will ensure that every student receives equal opportunities and respect. Schools will encourage students to break stereotypes and pursue careers and interests without gender-based limitations. The initiative also aims to create a safe and inclusive school environment, empower girls with leadership skills, and reduce gender-based violence by fostering mutual respect and understanding. Constitutional values will play a crucial role in shaping students into responsible citizens who respect democracy, equality, and justice. The new curriculum is expected to foster a democratic mindset, promote social justice, fundamental rights, the unity in diversity and reinforce secularism and national integrity. These reforms mark a significant step toward holistic education in the State. By integrating value education, gender equality, and constitutional values into the curriculum, we aim to nurture responsible and socially conscious citizens, Director of School Education Vijay Rama Raju V told TNIE . As part of these reforms, the government is also regrouping schools into 2,809 School Cluster Complexes using GIS mapping to ensure demographic balance and vertical integration. Each cluster complex will act as an academic hub, providing teacher training, resource sharing, effective infrastructure utilisation, and academic monitoring. The initiative will also enhance community engagement, ensuring better policy implementation. As part of this initiative, school cluster meetings will be conducted every third Saturday from 1 pm to 5 pm, during which all government, aided, residential, and KGBV school teachers will participate, Director of AP State Council of Educational Research and Training (SCERT) MV Krishna Reddy told TNIE. Centres push for energy-efficient ACs in Andhra Pradesh to meet power demand
VIJAYAWADA: As Andhra Pradesh braces for record-breaking power demand this summer, the Union government has intensified efforts to promote energy-efficient air conditioners (ACs), focusing on the States commercial hub, Visakhapatnam. The Bureau of Energy Efficiency (BEE), under the Ministry of Power, has urged AC manufacturers to prioritise BEE 5-star-rated models to curb electricity consumption, ease grid strain, and support sustainability. With Indias demand for cooling rising, studies indicate that nearly 30% of installed ACs nationwide are over eight years old, consuming 40-50% more power than modern, energy-efficient units. In Andhra Pradesh, replacing these outdated ACs with 5-star-rated models could yield up to 60% energy savings, reduce peak-hour grid pressure, and significantly cut CO2 emissions - key to Visakhapatnams goal of becoming a net-zero emissions city. BEE Secretary Milind Deore, in a letter to AC manufacturers, emphasised the need for an industry-driven push to popularise energy-efficient models, particularly in high-consumption cities such as Visakhapatnam, Vijayawada, and Tirupati. Other southern urban centres, including Chennai, Hyderabad, and Bengaluru, are also targeted for increased 5-star AC adoption. Visakhapatnam, a major industrial and commercial hub, is witnessing rapid growth in energy consumption, making it a prime candidate for a large-scale transition to efficient cooling solutions. Simple behavioral changes, such as setting thermostats to 24C, could save Andhra Pradesh and India up to 10 billion kWh annually, cutting energy costs by thousands of crores. To accelerate this shift, BEE has proposed a nationwide awareness campaign, urging manufacturers to collaborate on initiatives such as digital marketing, influencer-driven promotions, and in-store offers. With consumer interest in Air Conditioner purchases peaking between February and May, this initiative could drive significant savings and contribute to a sustainable energy future.
