Bengaluru Police Commissioner Seemant Kumar: All Vijay Hazare Trophy matches that were set to take place at Bengaluru's M Chinnaswamy Stadium have been relocated to the BCCI Centre of Excellence, due to a directive from the Karnataka government citing security issues. All Vijay Hazare Trophy matches scheduled to be held at the M. Chinnaswamy Stadium will now happen at the BCCI CoE. Its a decision which was taken earlier in the day due to security reasons, as said by the state government, a DDCA official told IANS on Tuesday. The official further said that both participating teams for the opening game had been notified, and their pre-match training session is now set to take place at the BCCI CoE. The Delhi team has been told about it and their pre-match practice against Andhra will now happen at CoE, the official added. Meanwhile, all the Vijay Hazare matches in Bengaluru will be held without spectators. The Bengaluru police have assured a strong security presence around the Aerospace Park, where CoE is located. Bengaluru Police Commissioner Seemant Kumar: Karnataka Police have denied permission for the Vijay Hazare Trophy match between Delhi and Andhra Pradesh at Chinnaswamy Stadium, citing serious safety and crowd control concerns. The decision was taken after a thorough inspection by Bengaluru Police Commissioner Seemant Kumar, officials from the Greater Bengaluru Authority, and the Fire Department, who raised critical gaps in venue infrastructure and emergency preparedness. Bengaluru Police Commissioner Seemant Kumar Singh made the statement in this regard on Tuesday, while addressing media persons. The committee had gone to the stadium on Monday, on the instructions of the Home Department. Officers from various departments, including fire, Bengaluru Electricity Supply Company (Bescom), Greater Bengaluru Authority (GBA) and police, had inspected the stadium. As per the report from the officers, permission has not been granted for the match on Wednesday at the Chinnaswamy Stadium. The committee has also given a detailed report, Commissioner Singh stated. The Bengaluru City Police Commissioner had already issued a 17-point advisory outlining mandatory safety measures. The committee verified whether these points have been complied with and submitted its findings to the government. Police sources stated the stadium gates were too narrow to handle large crowds, especially with Virat Kohli expected to attend. Sources further revealed that in a last-ditch effort, Karnataka State Cricket Association (KSCA) President Venkatesh Prasad met with state Home Minister G. Parameshwara, pleading for an exception, but authorities stood firm. Parameshwara announced on Monday that a committee was formed to inspect and assess whether the Chinnaswamy Stadium is fit to host the Vijay Hazare Trophy cricket match. The minister chaired a meeting at the Vidhana Soudha with officials from the Karnataka State Cricket Association (KSCA) and senior police officers to discuss arrangements for the upcoming match. CBI arrests DySP, kin of ex-MP over realtor suicide in Karnataka
BENGALURU: The Central Bureau of Investigation (CBI) on Monday arrested the children of former Andhra Pradesh MP, the late DK Audikesavulu DA Srinivas and DA Kalpaja along with Deputy Superintendent of Police, State Human Rights Commission (SHRC), Karnataka, SY Mohan, in cases registered by CBI relating to criminal conspiracy, cheating, forgery of valuable security, forgery of government stamps and seals as well as destruction of evidences and creation of false evidences, the Central agency said on Monday. The agency had registered the cases on the order of the Karnataka High Court in matters related to the death of K Raghunath (a realtor and close confidante of Audikesavulu, who owned huge properties in Bengaluru and other places) as well as other connected forgery cases. Initially it was investigated by the state police before being handed over to the CBI in September 2022 on the direction of the Karnataka High Court. In April this year, the Supreme Court had upheld the Karnataka High Court direction for a CBI probe into the mysterious death of Raghunath in 2019. The latter was found hanging from the ceiling of a guesthouse on May 4, 2019 reportedly owned by Srinivas. The arrested accused Srinivas, Kalpaja and Mohan shall be produced before the jurisdictional court after medical examination, added the CBI. The case relates to the death of former MP Audikesavulu, who was also a former chairperson of TTD, in 2013 after which disputes arose between his children and Raghunath regarding the ownership of some of the formers properties. While Raghunath maintained that he is the genuine owner of the properties, Audikesavulus children pressured him to return the properties they claimed were bought by their father. In 2019, Raghunath was found hanging from the ceiling of a guesthouse. Raghunaths wife Manjula and son Rohith alleged that he was killed and sought a CBI probe. The case was initially investigated by the HAL police. Later, the government constituted an SIT. The trial court rejected the SIT probe for shoddy investigation. In September 2022, the HC transferred the case to CBI. The same was upheld by the Supreme Court in April this year.

National T20 Cricket Tournament: The final 10 group stage matches of the 8th Nagesh Trophy Mens National T20 Cricket Tournament for the Blind will commence at the Railway Cricket Stadium in Hubli, Karnataka, on Monday. Even before the crack of dawn, Chennaiites wake up to the musical notes of birds, the winter wind so chilly that it demands a woolen armour to brave the streets that stir to life as the day progresses. Men, women, and children gather to sweep their respective thresholds and sprinkle water as a ritual and then create pattern of curves, grids, dots, lines, and loops. This art form kolam holds a special significance during the Tamil month of Margazhi , which falls in December. Traditionally, kolam is believed to symbolise prosperity, good luck, and welcome goddess Lakshmi into homes. It is also said that kolam wards off evil energies and spirits. Kolams are practised differently in different parts of the country: Pookalam in Kerala, Muggulu in Andhra Pradesh and Telangana, Alpana in West Bengal, Rangoli in Karnataka, and Sathiya in Gujarat. Mention of this practice in Tamil lit can be traced back to Sangam literature, dating from the third century BCE to third century CE. In this literature, the description of drawing kolam s exactly matches the visuals seen on the streets of Chennai today. This shows how age-old the practice of kolam is, shares historian Meenakshi Devaraj. The 15th verse of the second chapter, 518th verse overall, in revered poet and saint Andals Nachiyar Thirumozhi reads, Vellai nunmanal kondu sittril visiththirapada , which roughly translates to: using fine white sand, we carefully draw beautiful kolams on the streets. There are also literary sources that show men indulging in this exercise. A 12th century poem mentions a ghost, presumably male, making decorative patterns from pearl dust. According to Meenakshi, The practice of drawing kolam has evolved over centuries. This shows the dynamic nature of this custom. The other characteristics include constantly changing in terms of its designs and colours. Adding to the list, Meenakshi notes, It is therapeutic. It brought some healing in me. Sacred patterns on streets This ever-evolving art form finds its expression during Margazhi as this Tamil month brings with it positivity and happiness. Vardhani KL, a software analyst (@kolamveri on Instagram), shares, I always look forward to Margazhi . It is one of my favourite months because it is winter. When you wake up, you see how beautiful the climate is. It is also the season of bhajans and keerthans . And when you do the kolam , you hear them. She describes kolams as a habit of decorating our homes. It is an extension to the decoration we do inside. Vardhani urges that everyone should come forward and take up this habit and it shouldnt be restricted to a particular religion or region. Meenakshi echoes the same thoughts. Schools should recognise this practice and encourage kids to take it up. Kolam shouldnt be shrunk to a particular religion, and to women, she says. Usually there is a gender restriction that it should be done only by ladies in the family but the case is not like that for us because its just an art form. The main point here is that tradition should not be lost, says Jayashankar Sreenivasan (@mrsandmrkolam on Instagram). Jayashankar learnt this skill from his chithi (aunt) and his mother. He shares, Every morning, they put kolam on the threshold. Sitting there and watching them raised an interest in me. I thought this form should not be restricted only to the female community. Why should girls have all the fun? His family was supportive and encouraged him in building this talent and excelling. With respect to my wife, she has the leverage of doing it. THIRUVANANTHAPURAM: Its alarming. Kerala has witnessed a steep rise in cancer cases over the past decade, with annual incidence climbing by 54%, from 39,672 cases in 2015 to 61,175 in 2024. More worryingly, the states per capita cancer incidencecases per 1 lakh populationrose to 173 in 2024 from 114 a decade ago, according to figures from the ICMR-National Cancer Registry Programme. The data was tabled in the Lok Sabha by Union Health Minister J P Nadda in response to a question from DMK MP Kanimozhi Karunanidhi. The surge in Keralas cancer cases was particularly pronounced after 2018, with a sharp jump recorded in 2019 followed by a steady increase of about 1,000 cases in subsequent years, the figures revealed. Experts felt the number reflected both a genuine rise in disease burden and improved detection through expanded national screening programmes and strengthened healthcare delivery. Among southern states, Tamil Nadu and Karnataka reported a higher annual caseload, but were behind Kerala in per capita cancer incidence. With a population of about 3.5 crore, Keralas incidence of 173 cases per 1 lakh people in 2024 was significantly higher than Tamil Nadu (137), Karnataka (139) and Andhra Pradesh (144). State faces one of the highest cancer burdens in South India Health experts warned that Kerala now faces one of the highest cancer burdens in South India, making prevention and early detection a public health priority. The proportion of elderly population is increasing and is expected to reach 30% by 2050 from the current 20%. Non-communicable diseases are on the rise. Lifestyle factors such as physical inactivity and unhealthy food habits contribute to the risk, said Dr Althaf A, epidemiologist and professor at Thiruvananthapuram Government Medical College. He said the rise in cases may also reflect the expansion of diagnostic facilities and cancer hospitals in both public and private sectors.

NEW DELHI: United Nations Educational, Scientific and Cultural Organisation (UNESCO) on Tuesday called for a national mission in India to ensure consistent mother-tongue or home language- based instruction in the country. There needs to be multilingual bridging across all schooling systems, it urged. Making public its 165-page report, `Bhasha Matters: The State of the Education Report for India 2025; Mother Tongue and Multilingual Education at its office in Delhi, it came out with ten recommendations to be incorporated in the countrys Education Policy. Tim Curtis, Director, UNESCO Regional Office for South Asia, who released it said theUNESCO Regional Office for South Asia has established a tradition of publishing an annual flagship report as our contribution to the education discourse in India. Elaborating on this years report he said, We turn to a theme central to equitable learning Mother Tongue and Multilingual Education. Over the next hour, you will hear the compelling evidence-based for establishing Mother Tongue and Multilingual Education as the foundation for educational inclusion, linguistic diversity preservation and enhanced learning outcomes through stories and testimonies, and learn about the frameworks and global commitments that guide UNESCOs work. UNESCO has encouraged mother tongue instruction in primary education since 1953 highlighting its advantages from the very beginning of the Organisations founding. In 2003, UNESCO released `Education in a Multilingual World, acknowledging the global reality of multilingual education and the challenges and opportunities it presents. The 2025 report provides a comprehensive framework for designing, implementing, and sustaining multilingual education systems. It emphasises learner-centered language pathways, inclusive pedagogy, community participation, and context-responsive planning all of which have informed the analysis and recommendations in this years report. As part of this research, our team travelled across India, including to Odisha, Telangana, and Andhra Pradesh, and visited schools, institutions and civil society organisations, he said. This publication is the product of consultations with academicians, state governments, the national government, NGOs, teachers, community members, and most importantly students. Recommendations: *Adopt and operationalise clear state-level language-in-education policies grounded in Mother-Tongue Based-Multilingual Education (MTB-MLE). *Strengthen teacher recruitment, deployment and professional standards for multilingual competence. *Reform pre-service and in-service teacher education to embed multilingual pedagogy at all stages. *Institutionalise community participation and indigenous knowledge in school practice *Develop and distribute high-quality multilingual learning materials and assessments across grades. *Integrate a gender-responsive MTB-MLE framework across middle, secondary and alternative schooling. *Leverage digital public infrastructure for inclusive, multilingual teacher support and learning resources. *Invest in inclusive language technologies and bridge the digital divide *Ensure sustainable, equitable and inclusive financing for MTB-MLE and language-responsive technologies and *Establish a national mission for MTB-MLE and strengthen institutional coordination.
Former AIIMS HOD moves SC seeking cancer to be declared a notifiable disease
NEW DELHI: A Public Interest Litigation (PIL) has been filed in the Supreme Court by former Head of the Department of Surgical Disciplines at AIIMS, New Delhi, Dr Anurag Srivastava, seeking directions to the Centre to declare cancer a notifiable disease to ensure uniform and mandatory reporting of cancer cases across India. In the petition, filed through advocate Gaurav Kumar Bansal, Dr Srivastava urged the Supreme Court to direct the Union Government and State Governments to establish a centralised, real-time digital cancer registry on the lines of the CoWIN portal. The proposed registry would integrate existing datasets, including the National Cancer Registry Programme (NCRP), Hospital-Based Cancer Registries (HBCRs), Population-Based Cancer Registries (PBCRs), Ayushman BharatPMJAY, State health insurance schemes, mortality records and hospital information systems, with appropriate safeguards for data accuracy, privacy and accountability. The plea also sought directions to the Centre and States to formulate and implement nationwide cancer screening programmes at Primary Health Centres (PHCs) and Community Health Centres (CHCs), targeting high-risk and age-based population groups. Further, the petitioner asked the Court to direct the authorities to frame a clear policy on unverified, religious or alternative therapies for cancer treatment, including remedies such as gomutra, and to regulate misinformation to protect public health. The PIL also called for ensuring the availability of affordable, evidence-based cancer treatment including modern medicine as well as evidence-based AYUSH therapies at all tertiary and district-level hospitals. Dr Srivastava also sought directions for the establishment of a dedicated National Cancer Care Fund to support treatment costs, anti-cancer drugs, diagnostic equipment and palliative care, with the aim of reducing the financial burden on poor, underprivileged and vulnerable patients and their families. The petition further urged the Court to direct the Union and State Governments to strengthen death certification and institutionalise death audits for cancer patients to ensure accurate reporting, identify systemic gaps and improve the quality of care. It also sought a time-bound roadmap for expanding PBCRs to ensure adequate representation of all States and rural areas, with particular emphasis on underrepresented States such as Uttar Pradesh, Madhya Pradesh, Rajasthan, Andhra Pradesh, Telangana and Odisha. In his plea, Dr Srivastava stated that despite being one of the leading causes of death in India, cancer remains outside the ambit of mandatory notification. This, he argued, has resulted in fragmented data, weak surveillance and policy paralysis in addressing the growing cancer burden. He highlighted that health is primarily a State subject under Entry 6 of List II of the Seventh Schedule to the Constitution, and that both the Union and State Governments have the power to legislate and notify diseases within their respective domains. However, this concurrent jurisdiction has led to a legal lacuna, with some States having notified cancer as a disease while others have not. The absence of uniformity has led to disparities in reporting, monitoring and early intervention across States. This inconsistency has resulted in a critical policy failure, with patients in many States being diagnosed only at advanced stages, when curative treatment becomes difficult, expensive or impossible, the plea stated. Dr Srivastava further pointed out that the Indian Council of Medical Researchs NCRP currently covers only about 10 per cent of Indias population, with rural coverage as low as 1 per cent. Large States such as Uttar Pradesh, Madhya Pradesh, Rajasthan, Andhra Pradesh, Telangana and Odisha remain significantly underrepresented. He noted that both the NCRP Policy Brief, 2020, and the 139th Report of the Parliamentary Standing Committee on Health and Family Welfare had recommended that cancer be declared a notifiable disease, but these recommendations have yet to be implemented.
