Rising temp increases dengue cases, says study
NEW DELHI: A new study by the Pune-based Indian Institute of Tropical Meteorology (IITM) underscored that rising cases of dengue disease are directly linked to rising temperatures due to climate change. Moreover, the study advocates for establishing an early warning system to potentially predict dengue outbreaks more than two months in advance. The study set off the alarm that, in the absence of timely interventions, rising temperatures and fluctuating monsoon rainfall could increase dengue-related deaths by 13% by 2030 and 2340% by 2050 in India. Climate change has already been impacting the Indian monsoon, which is becoming more erratic and uneven. It has led to an increase in the number of dry spell days with high humidity, which is a conducive environment for mosquito breeding. Meanwhile, the study says, heavy rains above 150 mm in a week reduce the prevalence of dengue by flushing out mosquito eggs and larvae. The study projected that an increasing number of warmer days (temperature and humidity over India) in the future would exacerbate the dengue situation in the country. The study is published in Scientific Reports journal, the research explores how temperature, rainfall, and humidity influence dengue in Pune, a dengue hotspot. It reveals that a combination of warm temperatures above 27C, moderate and evenly distributed rainfall, and humidity levels between 60% and 78% during the monsoon season (JuneSeptember) increases dengue incidences and deaths in Pune. The study led by IITM scientists Sophia Yacob and Roxy Mathew Koll sheds light on the intricate links between climate and dengue in India. Scientists have developed a dengue early warning system that incorporates all potential climate-based dengue factors (predictors) and their combined interactions with dengue at a regional scale. The model uses observed temperature, rainfall, and humidity patterns; the dengue model is able to predict potential dengue outbreaks by more than two months in advance, with reasonable skill, said Koll. Such dengue early warning systems can help authorities in a number of states which bear the burden of a high number of dengue cases and can take proactive measures to prevent and manage outbreaks, he further adds. States like Kerala, Maharashtra, West Bengal, Karnataka, Tamil Nadu, Gujarat, Punjab, Haryana, Andhra Pradesh, Telangana, Rajasthan and Uttar Pradesh, which bear a significant dengue burden, can significantly benefit from an advanced early warning system like this to enhance preparedness and reduce the diseases impact. The Maharashtra government recognises the study, which will pave the way for future policy-making in a warming world. This collaboration highlights the importance of bringing together expertise from diverse fields to address complex climate-health challenges, said Sujata Saunik, Chief Secretary, Govt. of Maharashtra.

Government plans to move Waqf Bill during Budget session, opposition seeks more time
As the Joint Parliamentary Committee (JPC) of the Waqf (amendment) Bill is set to hold the last round of meetings on January 24- 25, Opposition parties on Tuesday sought more time andurged the panel to postpone the meetings till the end of this month, according to sources. The members of the panel were informed through an official communication on Monday late evening that the committee will begin clause-by-clause discussion on the proposed amendments in two sittings on January 24 - 25. The members have also been asked to submit notices of the various amendments to the legislation by January 22. Sources familiar with the development said that after the draft report is submitted to Parliament, the Centre is keen to table the bill in the upcoming budget session in view of the Delhi assembly election on February 5 and Bihar polls later this year. The first half of the Budget session is scheduled from January 31- February 13. The contentious bill was referred to the joint Parliamentary committee led by BJP MP Jagdambika Pal in August last year. However, sources said that the Opposition members, during Tuesdays meeting in Lucknow, conveyed to the panel chairman about their inability to submit the amendments on such short notice and demanded that the meeting be postponed to January 30 31. The Committee held deliberations in Lucknow on Tuesday as part of a study tour to three cities. How can the panel expect the members to submit the amendments on Wednesday? Since the final meetings are scheduled for 24 th , the members have only 48 hours tostudy the proposed amendments, said a source adding that the panel chairman assured the members that he would look into their concerns. The Opposition also urged the panel chairman to submit the report during the second half of the Budget session which begins on March 10 and concludes on April 4. Another source said that according to law, the members should be given 15 days to register dissent notes. It is a hurried move by the panel to table the report in view of the Delhi elections. The panel is yet to finish consultations with many stakeholders and still has a lot of pending work, he said. According to informed sources, the government has reached out to its allies Telugu Desam Party (TDP) and the Janata Dal United JD (U) over the proposed legislation. Several Muslim groups in Andhra Pradesh and Bihar have been opposing most of the amendments in the legislation including the appointment of non-Muslims as members of the Central Waqf Council and state Waqf Boards. According to a JD (U) leader, some Muslim outfits recently met Bihar Chief Minister Nitish Kumar to discuss the Bill. Speaking to the media in Lucknow, panel chairman Pal said that it was the last meeting of the JPC. We have already visited several states. This is the final leg of the tour, and after this, we will present the JPC report in the budget session. The Government of India has proposed 44 amendments, and we have given time until tomorrow for our members to provide their final views on them, he said. The panel has held 34 meetings in Delhi and consulted Waqf Board representatives from more than 12 states. During the recent winter session of Parliament, the committee got an extension to submit its report up to the last day of the upcoming budget session.

Devotees from Telangana, AP make beeline to Maha Kumbh mela
Hyderabad: A large number of people especially women from two Telugu States are making a beeline to Prayagraj in Uttar Pradesh to take part in Maha Kumbh mela. In spite of rise in flight ticket prices and non-availability of confirmed train tickets, most people continued to travel by road to reach Prayagraj. Braving bone-chilling cold weather, several devotees from twin cities and some of them from Coastal Andhra already visited Prayagraj to take a holy dip in the sacred waters of the sangam, as Maha Kumbh mela enters its second week, according to Telangana and Andhra Pradesh Chapter of Travel Agents Association of India (TAAI). TAAI Telangana and AP Chapter Treasurer, Pericharla Krishnam Raju, told Deccan Chronicle on Tuesday that the response from devotees intending to travel to Kumbh mela was overwhelming and increasing every day. We are getting numerous calls from devotees to make travel arrangements for Prayagraj and the demand might increase manifold in the next few days, he explained. As most devotees from Telangana and Andhra Pradesh are unaware of the topography of Prayagraj and its surroundings, devotees are relying on private travel agents to make fool-proof arrangements for taking part in the mela. Since the commencement of mela on January 13, the travel agents are flooded with calls requesting to avail tour packages for Prayagraj. Each recognized travel agent is getting more than two dozen calls every day. As Maha Kumbh mela would happen once in 144 years, devotees are leaving no stone unturned in participating in it with their family and friends and make their trip a memorable one. A few families are hiring private tourist buses, while some are going either by flight or train. After failing to secure confirmed train tickets, most devotees are opting to travel by flight resulting in huge demand. In view of the demand, the cost of each flight ticket has also gone up significantly. For instance, the cost of a flight ticket to reach Lucknow from Rajiv Gandhi International Airport (RGIA) in Shamshabad used to hover between Rs.8,000 and Rs.12,000 and it has now gone up to Rs.15,000 to Rs.25,000 depending upon the demand. After landing at Lucknow, the devotees must hire a private vehicle to reach Prayagraj by road, the travel agents said.

AP Assembly Speaker highlights legislative reforms at national conference
Vijayawada: The 85th All India Presiding Officers Conference in Patna served as a platform for reform advocacy, where Andhra Pradesh Assembly Speaker Chintakayala Ayyanna Patrudu proposed key changes to strengthen legislative bodies ahead of the Indian Constitutions 75th anniversary. In his address, Ayyanna Patrudu has emphasised the need for greater legislative autonomy from executive control, suggesting that current financial, and administrative oversight by the executive branch violates constitutional guarantees of legislative independence. He raised concerns about the declining number of legislative sessions across the country, proposing a constitutional amendment to mandate a minimum of 75 sittings per year for legislatures with more than 100 members. The number of sittings is a direct index of the health of the Legislature and democracy, he said. Highlighting recent developments in Andhra Pradesh, Ayyanna Patrudu noted that nearly 50 per cent of the states current Assembly members are first-time legislators, with 84 new MLAs joining after the recent elections. He called for a comprehensive training programme for new lawmakers, requesting the Lok Sabha Speakers guidance in developing a rich and scientific orientation programme. The conference coincides with Indias preparations to celebrate 75 years of its Constitution. The AP Assembly Speaker praised the documents progressive nature, particularly noting how India granted universal adult suffrage in its first elections of 195152, predating similar reforms in the United States by more than a decade. He also referenced the recent 2024 general elections, which saw a record-breaking 96.88 crore registered voters, describing it as the highest in human history.

Ongole airport project put on fast track, AAI team to visit site today
Kurnool: A team from the Airports Authority of India (AAI) is scheduled to visit Ongole on Tuesday to inspect a proposed site and assess its feasibility for establishing a new airport. The visit follows a recent field survey conducted by MP Magunta Srinivasulu Reddy, MLA Damacherla Janardhan, and joint collector R. Gopala Krishna. During the survey, the team identified 657 acres of land between Aluru and Alluru villages in Kothapatnam Mandal as a potential location for the project. This initiative is part of the states plan to develop seven new airports, including one in Ongole. MP Magunta Srinivasulu Reddy has been advocating for this development, discussing the airport proposal with Union civil aviation minister Kinjarapu Ram Mohan Naidu. The proposed airport is expected to significantly improve air travel connectivity for the local population and foster economic growth in the region. In August 2024, joint-collector Gopala Krishna, along with other district officials, inspected land proposals in Alluru, Motumala and Aaluru villages in Prakasam district. These lands were originally considered for industrial development under the Vadarevu and Nizampatnam Industrial Corridor (Vanpic) project in 2010 but were later shelved. However, the airport proposal is now being revisited as part of the states infrastructure push. Ongole MLA Damacherla Janardhan has expressed optimism, highlighting that the proposed airport will be located just 5 km from Ongole city, which will provide a significant boost to the districts economy by supporting local industries and creating job opportunities. The Andhra Pradesh Airports Development Corporation Limited (APADCL) has since identified suitable land parcels and initiated preparations for a pre-feasibility study in collaboration with the AAI. To support this effort, the state government has allocated Rs 1.92 crore for the study, which will be conducted by a multi-disciplinary team from the AAI, with the support of the APADCL.

Delimitation likely to result in increase of Hyderabad Assembly segments to 35
HYDERABAD: The number of Assembly constituencies in the Greater Hyderabad region is likely to increase from 24 to 35 after the upcoming delimitation, which is expected to be carried out after the 2025 census, according to sources. This adjustment could also extend to the Lok Sabha constituencies in the city, reflecting a broader realignment of political boundaries. The sources indicate that the delimitation process is likely to take place ahead of the possible implementation of the One Nation - One Election framework within the next four years. However, the extent of change in the Assembly constituencies across districts outside Hyderabad will depend on the census data. New constituencies are expected to be carved out of bigger ones to represent the growing population. The Malkajgiri, with over 31 lakh voters, is currently the biggest parliamentary constituency in the country. Increasing the number of constituencies in Greater Hyderabad to 35 from the existing 24, of which seven are held by the AIMIM evidently due to territorial reasons, could impact the balance of power among major political parties. The proposal to increase the number of constituencies in Telangana has been hanging fire for quite some time. Under Section 26 of the Andhra Pradesh Reorganisation Act, 2014, there has to be an increase in the number of seats from 119 to 153 in Telangana. However, this increase could take place only after the completion of the formal delimitation process, which is linked to the census data. According to the Election Commission of India (ECI), delimitation is the process of redrawing the boundaries of electoral constituencies to ensure balanced representation. This process is mandated through an Act of parliament. The last such exercise, conducted in 2002-2008, remains the guiding framework, with any new changes requiring adherence to the Delimitation Commissions recommendations. Notably, the Commissions decisions have the force of law and cannot be challenged in the court. These orders are presented to the parliament and the respective State Legislative Assembly, though no modifications can be made to them once issued.

Drastic drop in Cheyutha pensioners, reasons aplenty
HYDERABAD: IT is a curious case of declining numbers. Though the population keeps growing, there is a considerable drop in the number of Cheyutha (formerly Aasara) pension beneficiaries in Telangana. The state now has 60,000 less Aasara pensioners compared to the last financial year. According to sources, the reasons for this decreased number are aplenty and they include deaths and migration of people from place to another. The other major factor is the governments reluctance to grant pensions to new beneficiaries. This is despite the fact that the around 25 lakh Aasara pension applications are pending with the government. According to sources, the number of Cheyutha pension beneficiaries has come down from around 43.3 lakhs in FY 2023-24 to around 42.7 lakhs in FY 2024-25. Non-functional system While the window or the system to accept applications and grant pensions to new beneficiaries remained non-functional from 2022 onwards, the only increase, which the officials can show, is when the benefits are transferred to spouses of deceased beneficiaries. According to sources, around 16,000 such pension transfers were made, and a few were added on humanitarian grounds, in the last one year. But this did not change of the total number of Aasara beneficiaries nor did cost anything to the state exchequer. Speaking to TNIE, Vikalangula Hakkula Jathiya Vedika general secretary M Adavaiah said: When N Chandrababu Naidu was the chief minister of undivided Andhra Pradesh, the government used to add new beneficiary only in the event of death of a existing beneficiary. Now, the situation is more or less the same in granting the old age pensions. Deprived of benefits The differently abled persons are not being considered (for grant of pensions) though they are in possession of software for assessment of disabled for access, rehabilitation and empowerment (SADAREM) certificates, he added. He also said that around 25 lakh applications, which were received prior to 2022, are still pending with the government. It is pertinent to mention here that a number of applications received during the present governments Praja Palana programmes are related to pensions. The Cheyutha pension scheme is a social security programme that aims to protect the most vulnerable sections, including the elderly, differently abled, terminally ill patients diagnosed with HIV-AIDS, filaria patients, widows, single women, incapacitated weavers and toddy tappers who have lost their means of livelihood due to growing age and beedi workers. The state government provides monthly assistance of `4,000 to differently abled and `2,000 to other categories under this scheme.
Telangana: Gang duping people at ATMs busted, three held
HYDERABAD: South Zone Task Force sleuths, in a joint operation with Bahadurpura police, on Monday busted an interstate gang allegedly involved in attention diversion offences and stealing ATM cards in the process across Telangana, Andhra Pradesh, Odisha and Karnataka. Three gang members, Vail Ali of Haryana, Farman of Uttar Pradesh and Obaid Arif of Hyderabad, were arrested, while two others remain at large. Police seized Rs 7.6 lakh in cash from those arrested. A total of 18 cases, with 10 registered in Telangana, have been detected against this gang. According to police, the gang primarily targeted senior citizens, women and illiterate persons. Their modus operandi involved approaching people at ATMs under the pretext of assisting with withdrawals. While one accomplice observed the victims ATM PIN, another would surreptitiously replace the original ATM card with a duplicate. The gang would then immediately flee the scene, using the original ATM card to withdraw cash from nearby ATMs and Point of Sale (POS) terminals. A case has been registered under Sections 318(4) and 303(2) r/w 3(5) of the Bharatiya Nyaya Sanhita (BNS) at Bahadurpura police station.

The delegation, led by P Chokka Rao, vice-president of the All India Confederation of the Blind, and K Srinivas, secretary of the Development and Welfare Association of the Blind, raised concern about the current arrangement where the Director of Welfare for Differently Abled and Senior Citizens also serves as the State Commissioner for Persons with Disabilities. They emphasised the need for a dedicated, independent commissioner to address the unique challenges faced by the disabled community. The representatives highlighted that such a step would ensure better implementation of the RPWD Act and provide stronger support for persons with disabilities across the State.

VIJAYAWADA: Union Home Minister Amit Shah held separate meetings with the State BJP and VHP leaders in Vijayawada on Sunday. He focused on strengthening the party in the State and promoting awareness among people about the Central schemes at the meeting with BJP leaders, which was chaired by State party chief Daggubati Purandeswari. VIJAYAWADA: Amid increasing calls from within the party to elevate IT and HRD Minister Nara Lokesh to the position of Deputy Chief Minister the TDP high command has issued a directive instructing leaders not to make public statements on the matter. The party leadership has indicated that any decision will be made only after consultations with alliance partners the BJP and the Jana Sena. The directive follows a recent statement by TDP Politburo member Reddeppagari Srinivasa Reddy, who proposed Lokeshs elevation to Deputy CM in the presence of Chief Minister N Chandrababu Naidu during an event in Mydukur, YSR district. Subsequently, several TDP MLAs, including Somireddy Chandramohan Reddy, Adireddy Vasu, and former Pithapuram MLA SVSN Varma, voiced their support for the proposal. In light of this, the party leadership has expressed concern that it is inappropriate for TDP leaders to publicly comment on such sensitive issues and has therefore instructed them to refrain from issuing statements on the topic until discussions with alliance partners are conducted. Confirming the development, a senior leader of the Telugu Desam Party stated that the party high command has not dismissed the request. A final decision will be made only after consultations with leaders of the NDA (National Democratic Alliance).
Grade panchayats on basis of population: Pawan to officials
VIJAYAWADA: Deputy Chief Minister Pawan Kalyan has directed officials to revamp the village panchayat cluster system and formulate new guidelines to streamline administration. At a review meeting with Panchayat Raj and Rural Development officials held at his camp office on Monday, the Deputy CM proposed grading village panchayats based on population instead of revenue. Staff allocation should also align with the population to ensure efficient service delivery. He instructed officials to form a committee to recommend changes to the existing system. The meeting addressed disparities in the old cluster system, where revenue-rich panchayats with smaller populations received more staff, while less affluent but densely populated villages were understaffed. The new cluster system aims to rectify this by allocating staff based on population. Coordination between Gram Panchayat and Village Secretariat staff was also emphasised to ensure seamless administration. The Deputy CM highlighted that such adjustments would enable adequate staffing for panchayats to handle infrastructure development, government scheme implementation, drinking water supply, streetlight maintenance, sanitation, and other essential services. He directed officials to study the issues discussed and provide recommendations to simplify panchayat administration. A committee comprising four senior officials from the Panchayat Raj department will be constituted for this purpose. The committee will analyse the revenues and population data of panchayats across all 26 districts, using reports from District Collectors. Based on these findings, it will submit a report to the government for drafting new guidelines on panchayat grading and staff allocation. Panchayat Raj and Rural Development Principal Secretary Sashibhusan Kumar, Director Krishna Teja, and other officials were present at the meeting.

YSRCP challenges CMs claims of big investments
VIJAYAWADA: YSRCP spokesperson Putta Sivashankar Reddy has questioned the credibility of Chief Chandrababu Naidus repeated claims of bringing massive investments to Andhra Pradesh during his tenure between 2014 and 2019. Highlighting the absence of tangible outcomes, Sivashankar pointed out that despite four visits to Davos during that period, no significant industrial progress was achieved. He lambasted the baseless promises amplified by a section of media that boasted about investments from global giants such as Alibaba, Airbus, and Saudi Aramco, as well as the establishment of a high-speed rail factory and $20 billion investments from Kumiyumi Group. Additionally, projects like Microsofts Hybrid Cloud, Hero Honda, and Jindal factories in Prakasam district were heavily publicised. However, none of these companies materialised, leaving the State without the promised benefits. Chandrababu Naidu misused crores of taxpayers to run campaigns on national media to create a false narrative of industrial development while no real jobs or investments were delivered, he pointed out.
Land resurvey begins in Andhra Pradesh as complaints pour in
VIJAYAWADA: The State government kicked off another round of land survey (re-survey) on Monday after the revenue and land survey officials concerned are said to have received more than 2.8 lakh complaints across the State alleging irregularities and confusion over the previous land survey. According to sources, the re-survey of both private and government lands would be conducted on a pilot basis, selecting one village from each mandal. The resurveying will be done using highly advanced technologies in the field of surveying where the margin of error would be 4 cm. The sources in the Survey Settlement and Land Records said the land will be geo-mapped where latitudes and longitudes will be mentioned in the land measurements. In addition, the resurvey process uses the Continuously Operating Reference Stations (CORS) network and avoids the usage of traditional survey stones used for the demarcation of boundaries. Utmost care was taken to conduct the survey systematically, without any haste. The selected village will be divided into various blocks, each containing 200-250 acres, and will be given the task of surveying by a village revenue officer. The entire process of resurveying will be completed in a month and can be extended to another week. The survey settlements and land records department is making sure that no anomalies occur in the surveying process taking all the departments concerned and landowners into consideration, said a senior official on the condition of anonymity. It may be recalled that the previous YSRCP government had taken up the comprehensive land survey on a massive scale and reportedly completed it in around 6,500 villages out of the total 16,000 villages in the State. Alleging irregularities such as erroneous entries, differences in boundaries, and other issues, farmers and landowners in many villages lodged their complaints with revenue officials during the Grama Sabhas conducted seeking rectification.

Animal Husbandry Department Secretary MM Nayak confirmed that the camps will be held four times annually, focusing on improving animal health and reducing cattle deaths. Assembly speaker Ch. Ayyanna Patrudu expresses concern over decline in legislative working days
VIJAYAWADA: Assembly Speaker Ch Ayyanna Patrudu raised concerns over the declining number of working days in Legislative Assemblies. He remarked, Fewer working days weaken democracy. Legislative bodies with over 100 members should mandatorily conduct sessions for at least 75 days a year. Over a five-year term, every legislature must ensure a minimum of 75 working days annually. Speaking in Telugu at the 85th All India Presiding Officers Conference in Patna on Monday, Ayyanna pointed out that 50% of the members elected to the Andhra Pradesh Assembly are first-time legislators. These young, talented, and educated leaders require proper understanding of legislative procedures and practices, he noted and roposed that awareness and orientation programmes should be conducted to enhance their knowledge. Speaking about 75 years of Indias democracy, he said, Our journey of amending the Constitution over 100 times reflects the strength and resilience of our democratic framework, emphasising that each amendment has played a vital role in strengthening the Constitution. The Speaker received widespread appreciation for speaking in Telugu, showcasing the cultural heritage and intellectual prominence of the Telugu-speaking community on a national platform.
Andhra Pradesh's eco-friendly toys to shine at R-Day show
GUNTUR: Andhra Pradesh is set to showcase the 400-year-old legacy of Etikoppaka Bommalu, the eco-friendly wooden toys, through a tableau that will roll along Kartavya Path during the Republic Day parade in New Delhi. The intricate and culturally significant toys, a heritage craft of the State, were selected from various themes presented by officials. Speaking to TNIE, Deputy Director of the Information and Public Relations Department, P Kiran Kumar, said this marks the fourth consecutive year that Andhra Pradeshs tableau will feature in the parade. Etikoppaka toys, celebrated for their detailed carvings and timeless artistry, are more than just playthings; they reflect rich cultural heritage, depicting mythological figures and designs inspired by ancient civilizations such as Mohenjo Daro and Harappa. These toys are made with rounded edges and painted with non-toxic natural dyes, ensuring they are safe for children. Notably, they are the only toys in India to receive a Geographical Indication (GI) tag, he added. The tableau will feature a 14-foot Lord Vinayaka with his Mushika vahana, followed by traditional band toys in the front. The rear portion will depict artists crafting toys, with spinning tops showcasing children playing. Behind them, large toy representations of Lord Venkateswara, Hanuman, and Krishna will be displayed. The cart will be adorned with Etikoppaka bells, rangoli patterns, and toy figurines of kings and queens. A team of 18 local artists is involved in creating the tableau, accompanied by a 55-second theme song that will play as it moves along the parade route. The craft of Etikoppaka toy-making traces its roots to Nakkapalli in Anakapalle district, where it began in the early 1800s. In the early 20th century, artisans migrated to Etikoppaka, enriching the tradition further. The toys are crafted from the wood of the Ankudu tree (Wrightia tinctoria), known for its softness and pliability. The process, called turned wood lacquer craft, involves using lac, a resinous secretion mixed with natural dyes from seeds, bark, roots, and leavesto create vibrant, enduring hues. Etikoppaka toys garnered global admiration for their eco-friendly design and aesthetic charm, captivating audiences from the United States to other parts of the world.

Telangana HC dismisses writ appeal of Waqf Board
Hyderabad : A two-judge panel of Telangana High Court dismissed a writ appeal filed by the State Waqf Board on termination of its employee. The panel of comprising of Justice Abhinand Kumar Shavili and Justice Laxmi Narayana Alishetty, upheld an order of a single judge who allowed the writ petition of Mohammedm Sanaullah Khan. Earlier, the employee of State Waqf Board filed a writ petition questioning the termination of his services. He contended inter alia that the termination was arbitrary, discriminatory and disproportionate to the charge levelled against him. The writ petitioner is charged of going on strike alongside other employees in May 2015 for non-payment of wages of April 2015. The panel speaking through Justice Abhinand Kumar Shavili pointed out that the petitioner was purged at the domestic enquiry of other charges including demarcation of Waqf properties in Adilabad and the termination was based upon on the only surviving charge of participating in the strike. The panel also found that all the other striking employees were not given the extreme punishment of termination. The theory of proportionality in imposing the punishment as held by the single judge, was legal and valid, the panel found. It accordingly dismissed the appeal. Autonomous status for St Marys Writ petition to be heard. Justice Moushumi Bhattacharya of Telangana High Court will hear a writ plea pertaining to functioning of St. Marys Engineering College as an autonomous college. The judge took on file a writ plea filed by Joseph Sriharsha and Mary Indraja Educational Society and others, seeking a direction to the University Grants Commission (UGC) and Jawaharlal Nehru Technological University (JNTU) to act on proceedings thereby permitting the college to function as an autonomous college and consequently issue notification with regards to the same. The petitioners are also challenging the inaction of JNTU in failing to approve the autonomous status conferred upon the college by UGC for the academic year 2024-25. The petitioners would allege that the actions of the respondents in failing to issue the required notification within thirty days from the date of conferment as mandated under the UGC regulations pertaining to autonomous status upon colleges, despite the formal application of the petitioners is illegal and unreasonable. ACP Chikadpalli in contempt case. Justice B. Vijaysen Reddy of Telangana High Court ordered notice to the Assistant Commissioner of Police and Inspector of Police, Chilkalguda, in a contempt case pertaining to interference with the life and personal liberty of a student. The judge is dealing with a contempt case filed by Mamidishetti Hanuman alleging wilful disobedience of the earlier interim order passed by the judge in a writ plea. The petitioner filed a writ plea challenging the actions of police authorities in opening the rowdy sheet against the petitioner in a mechanical manner without following due procedure of law. It is the case of the petitioner that rowdy sheet was opened against the petitioner for his alleged involvement in five crimes. Four of those crimes pertain to disputes between the petitioner, who was then a developer of apartment complex and apartment purchasers. After perusing the material on record, the judge passed an interim order directing the respondents not to call the petitioner to the police station until further orders. The petitioner would allege that despite directions, the respondents failed to comply and are guilty of contempt. The judge posted the matter for further adjudication. Fee reimbursement failure challenged The Telangana High Court will continue hearing a writ plea challenging the denial of fee reimbursement for an MBA course at Vaagdevi Engineering College, Bolikunta. Justice T. Vinod Kumar sought clarification regarding the rules governing the fee reimbursement scheme in light of the students educational background. The judge is hearing a writ plea filed by Banka Vasanti, who studied up to the 10th grade in Hyderabad, pursued intermediate education for two years in Andhra Pradesh, and completed a three-year graduation course in the same state. Her application for the fee reimbursement scheme was rejected, citing the Presidential Order governing local and non-local reservations. Against the said rejection, the petitioner filed the present writ plea challenging the respondents denial of the fee reimbursement scheme as being illegal, arbitrary, and unjust. The petitioner also challenges the validity of the guidelines framed by the concerned authorities, contending that they are inconsistent with the spirit of Article 371(D) and a GO dated July 10, 1979. During the hearing, the judge questioned the applicability of the presidential order to the fee reimbursement scheme and asked the petitioners counsel to provide the relevant scheme guidelines. The petitioners counsel initially submitted information sourced from a private website, which the judge deemed unauthentic. The state, in its response, stated that no official guidelines currently exist on the matter. The petitioners counsel also sought additional time to obtain an official copy of the fee reimbursement scheme. The matter is scheduled for the next hearing in three weeks for further adjudication.

Shikha Mukerjee | Netas & the Indian State: Reflect first, speak later
One-upmanship is a silly sort of competition. When sensationalism sinks to the point of delivering one-liners, that too simplifications without content, then it makes no sense. The best that can be said about the political class is that they need to take a break, go into self-imposed silence and reflect on what they say to feed their attention-seeking syndrome. Rahul Gandhis declaration that the Congress is in a fight against the Indian State even though he qualified it by explaining it had been captured by the BJP and the RSS is one example. The other is RSS chief Mohan Bhagwats counter factual, or alt fact, that Indias true independence was achieved on January 22, 2024 with the consecration of the Ram Mandir at Ayodhya, that is, Independent India is barely a year old! Rahul Gandhi, however, is not alone in thinking that the Indian State is now captive; at a public meeting in Kolkata, the CPI(M) coordinator Prakash Karat (a temporary assignment he had to accept after the passing of general secretary Sitaram Yechury) repeated that the Indian State had been captured by the BJP and RSS, imperilling secularism and democracy. Both Rahul Gandhi and Mr Karat seem to be interpreting what Vladimir Lenin said a long time ago, in State and Revolution: No, democracy is not identical with majority rule. Democracy is a State which recognises the subjection of the minority to the majority, that is, an organisation for the systematic use of force by one part of the population against another. To be fair, one part of Mohan Bhagwats bizarre claim about the date of Indias Independence as not August 15, 1947 has a basis in his ideology. His discovery is in line with the grand design for Akhand Bharat and Hindu Rashtra dreamt up by the founding fathers of the RSS. To that extent, the claim about January 22, 2024 in RSS lore can go down as one step forward, at a stretch, in the Hindu Right direction. Indulging in making noise that signifies nothing or almost nothing is, it appears, a shared affliction of the two big parties in India claiming to represent the nation. There is, however, a fundamental difference between the Congress and the RSS. The RSS does not directly contest elections or form governments; its members do, albeit as BJP representatives. The RSS and its chief cannot be held to account in the same way as the Congress or BJP, both registered political parties that contest elections and fight over acquiring the power, actually coercive power, of the Indian State to get things done, no matter what those things are. There is also a difference between the Congress and the BJP; the Congress is 140 years old, whereas the BJP was established after dissolving the Jan Sangh in 1980. That apart, Mr Gandhi is not just a Congress leader, even if he is the de facto boss of the party; he was nurtured and groomed, if not to lead, then at the very least to be politically savvy. He must know what every high school student knows, that the Indian State is more than the government formed by the political party or coalition of parties that have a majority in the Lok Sabha. To declare that the Indian State is captive without explaining what part of the State he believed had been captured and how is the sort of empty-headed frivolity that passes for serious political discussion on the social media. If the statements by Mohan Bhagwat and Rahul Gandhi were intended as the sort of unique hook that tends to go viral on social media, they succeeded. Viral information has a short life and the two statements have temporarily sunk in terms of circulating at vertiginous speed. It is almost certain that Mohan Bhagwats statement will resurface on social media soon as the first anniversary of the Ram Mandir approaches. It will be definitely amplified by Uttar Pradesh chief minister Yogi Adityanath and other aggressive Hindu Right advocates, who will doubtless use the occasion to reiterate the theme of Batange toh Katange, divided is death, to titillate the sensation seeking core voters of the BJP. Neither the righteously indignant critics of Rahul Gandhi nor the Narendra Modi 3.0 government, however, are feisty or maybe courageous enough to brand as mad, a lot of people who declared a long time ago that their raison detre is to fight against the Indian State, especially its coercive power. For starters, the Maoists or Left extremists in Chhattisgarh, Maharashtra, Jharkhand, Telangana, Andhra Pradesh, Bihar, Odisha and West Bengal have been locked in a fight against the Indian State since the 1960s. Insurgent outfits, including the Paresh Barua-led United Liberation Front of Asom, are at war with the Indian State. By signing ceasefire agreements with outfits like the NSCN(K) Niki Sumi faction, the Indian State recognises that these are bona-fide anti-State entities. There are others. If Rahul Gandhi were politically smarter, he should have defined the nature of the fight, its purpose and goals when he said the Congress was engaged in a fight against the Indian State. He had a captive audience of party leaders who could have amplified it and spread it, since he delivered the punch line at the inauguration of the new Congress headquarters. By failing to do so, it seemed that Rahul Gandhi had no clue of what his one-liner really meant vis--vis lived reality of the Indian people. There are a lot of people, who are not Maoists, insurgents or extremists, who are unhappy with the Indian State. That does not make them urban Naxals; they cannot be charged with treason as a shrill and defensive BJP media counter campaign insisted. Nor are these people mad and they certainly should not be locked up and removed from the public sphere, as BJP spokespersons demanded. The recommendation to lock away Rahul Gandhi is revealing of how deeply embedded in the BJP psyche is the belief that all it has to do is to define, classify people, that is label them as mad, Urban Naxals, anti-nationals, anti-Hindu in order to control, and regulate them. The real political task, as Michel Foucault and Noam Chomsky in conversation about Human Nature identified, was to criticise and unmask the working of institutions and the political violence that has always exercised itself obscurely through them, which is what fighting the Indian State ought to mean. It would seriously benefit the Congress leadership and the BJP, though for different reasons, to take a temporary vow of silence to reflect on the substance of what they say.
Aakar Patel | 3 major problems facing South Asia: Why dont we learn from EU & Asean?
What are the problems affecting those countries that made up pre-1947 India? There appear to be three important ones which are common to all three large South Asian nations. The first is poverty and insufficient economic growth. The second is an inward facing nationalism that is aimed at each nations own minorities. The third is the tension between over-centralised nations with vast regional disparities. The first problem is clear to anyone who is familiar with the region. The per person national income or GDP of India in 2020 was $1,933, of Bangladesh $2,270 and of Pakistan $1,501. We should ignore the seasonal headlines that have marched us into superpower status. Each South Asian nation is only marginally ahead of or behind the other and nowhere close to Asian nations such as South Korea ($34,000 in 2020), Japan ($39,000) or even China ($10,408). Any signalling about fastest-growing economy when it comes to India must be placed in this reality. In the long-term, we are not replicating what the other Asian economies have done at the same pace and we are in fact more or less in the same place as our neighbours. The second problem is again obvious to anyone who either lives in our parts or studies the area from the outside. It is remarkable how many scholars of India in the West have written recent books on the decline of secularism and pluralism here and how it has damaged us as a nation and will continue to do so in future. The same can be said of Pakistan and also about Bangladesh. Far too much national energy is expended on the persecution of minorities. Energy in terms of legislation, the media, the justice system and popular politics. And this is negative energy at that meaning it is not productive and does not contribute to the nation except to take the focus away from important things. There is no point in repeating here what has been written and read and seen and heard a million times before. If one is unwilling to accept that this is today happening in India as much as it is in our neighbours, there is little point in trying to convince such a person. The third issue is less discussed and less understood, even by experts both inside India and outside. Perhaps one reason is that issue is for the moment in suspension till the census and the delimitation process are concluded. Apart than the reallocation of seats based on population, the other thing that the process will throw up is the sense of disempowerment felt by states. In July 2023, the statistics and programme implementation ministry put out state-wise data on per person annual GDP at current prices. The southern states did better here, with Andhra Pradesh (`2.19 lakhs), Kerala (`2.28 lakhs), Tamil Nadu (`2.73 lakhs), Karnataka (`3.01 lakhs) and Telangana (`3.08 lakhs) all above the national average. This can be compared with Bihar (`49,000), Uttar Pradesh (`70,000) and Madhya Pradesh (`1.4 lakh). A January 2024 paper by Bank of Baroda titled State-wise GST collections has variation showed that the April-December 2023 collections for Uttar Pradesh (`85,000 crores), Madhya Pradesh (`34,993 crores) and Bihar (`16,298 crores) were together just about the same as Karnataka (`1.17 lakh crore). Other than this wide and widening gap in income and contribution, there are other differences that are being emphasised in time. Resource allocation is one, and it is natural one to come up because distribution cannot follow the same pattern if India is to eliminate poverty and inequality. States that contribute more per person to the national exchequer will get less per person so long as the disparity exists. Another difference is in terms of response to the second problem, of inward facing nationalisms or, to put it in another way, of majoritarian politics. The South is less interested in this than the North. Though it is true that anti-minority politics has become more popular everywhere in India, including the South, some essential differences remain because on many issues the southern focus is elsewhere. In February 2022, the health and family welfare ministry published the status of the infant mortality rate and maternal mortality rate in India. For every 1,000 births, Kerala lost six infants and Karnataka 21. In Madhya Pradesh it was 46 and in Uttar Pradesh 41. The maternal mortality rate was two in Kerala and 17 in Uttar Pradesh. These are of course government figures and nobody disputes them. The differences are real. The same problems affect Pakistan, which has enormous regional disparities of the sort that India has. Balochistans per person GDP is less than half of its neighbour Sindhs. Punjab, a single province, has more than half the total national population. To address the imbalances, Pakistan needs to figure out something just as India and Bangladesh will have to. Despite this, it is strange that our region remains divided and one of the least integrated parts of the world. Each country here seems to think its problems are unique and it will produce some special solution that will ignore what is happening all around it. The lessons of the Association of Southeast Asian Nations, which all have had nasty histories with each other but are economically integrated today, or of the European Union, hold little value for us. So, what are the possible ways in which our region can address all of its three problems? I have something more to say about this in this column over the next few weeks.

Guntur cybercrime police arrest social media fraudster at Indo-Nepal Border
Vijayawada: A team of the Guntur Cyber Crime Police has arrested a person who impersonated as Telugu Desam NRI convener for defrauding several persons in the guise of providing them medical assistance. The accused, Konduri Rajesh (34), was caught at the Indo-Nepal border in Panitanki, Darjeeling district of West Bengal, after a manhunt by the AP CID team. Police here said in a media release that the accused had fled to Goa, then to the Andaman Islands, and subsequently to Nepal via Uttar Pradesh and he continued his fraudulent activities there too. The accused exploited social media by monitoring hashtags like #help_@naralokesh, #help_@pawankalyan, and #help_@ncbn on Twitter to identify potential victims seeking medical and financial assistance. He used disposable US phone numbers to contact victims through WhatsApp and posed as the TDP NRI Convener. To make his scam appear real, he used AP IT minister Nara Lokesh's photograph and sent fake bank credit receipts to the victims, the media release said. He would then follow up with calls from Indian numbers, pretending to be bank managers, and convince victims to deposit money into his accounts under the pretext of (beneficiary) charges. The investigation has revealed that the accused Rajesh is facing nine cases registered under various sections of the BNS and IT Act. Some even cases in Andhra Pradesh and two in Telangana were registered last year. These were in addition to four cases registered in Telangana during 2022-2023. The amounts defrauded in the nine recent cases total `54.34 lakh, the release added. The release said the police received 1,614 complaints against him in total, of which nine have been formally registered as cases. Two additional complaints are pending registration in AP and four in Telangana, involving a fraud of `3 lakh. The cumulative amount lost by victims across all cases is estimated at `57 lakh. The arrest came after a 15-day operation by the investigation team through West Bengal, working in collaboration with the police network there. The accused was caught at Panitanki, under the jurisdiction of Kharibari police station in Darjeeling.
