Centre comes to rescue of chilli ryots with market intervention
NEW DELHI: Union Agriculture Minister Shivraj Singh Chouhan has given nod for the Market Intervention Scheme (MIS) to bail out the red chilli farmers of Andhra Pradesh in the wake of slump in market prices. The Union Minister has given the go-ahead to procure and compensate the chilli farmers to prevent them from resorting to distress sale. During a meeting with representatives of the AP government on the plight of chilli farmers on Friday, Chouhan directed the Indian Council of Agriculture Research (ICAR) to assess the production cost of chilli farmers, and submit a report to the Ministry of Agriculture and Farmers Welfare (MAFW). Based on the report, the Centre will compensate the farmers up to 25% of the intervened price under the MIS. He also asked the officials to prepare a proposal to increase the 25% limit under the MIS. The chilli prices have crashed in the past few months, forcing the farmers to resort to distress sale. Indias largest chilli market, Guntur Mirchi Yard, also known as Chilli Capital of India, has witnessed prices in the range of Rs 11,000 to Rs 13,500 per quintal as against over Rs 20,000 in 2023-24. The government will train chilli farmers how to harvest export quality chilli under the Mission for Integrated Development of Horticulture (MIDH). How to pluck chilli from the plant is an art that farmers need to be trained to produce export quality produce, he said. The Agriculture Ministry has directed the Agricultural and Processed Food Products Export Development Authority (APEDA) to find new avenues to export chilli. Exports have declined due to weak international demand this season. Erratic weather in the chilli-producing region has impacted the crop. India exports chilli to countries like China, Malaysia and Bangladesh. Long dry spells and the extension of monsoon rainfall in Andhra Pradesh, Telangana, Karnataka and Madhya Pradesh has impacted the quality of chilli crop. Moreover, erratic weather has also induced pest infestations, such as Nalla Tamara (black thrips), which has severely impacted the chilli crop yield, and increased the farmers investment. Union Civil Aviation Minister Kinjarapu Rammohan Naidu, Devesh Chaturvedi, Secretary, Ministry of Agriculture and Farmers Welfare, and senior officials from the AP government attended the meeting. On Thursday, Chief Minister N Chandrababu Naidu interacted with Chouhan over the chilli farmers concerns, and procurement-related issues, through a video conference.

As the country approaches its centenary of independence in 2047, more than a billion Indians will belong to this economic segment, redefining its socio-political and financial landscape. Red Lab's 'Rising toA Billion' report, examines the rapid expansion of Indias middle class, the aspirations driving its consumption patterns, and the challenges it faces in an evolving economy. The growth of the middle class Between 1995 and 2021, Indias middle class expanded at an annual rate of 6.3%, reaching 31% of the population. Married woman dies of shock after being caught with paramour in Odisha
MALKANGIRI: A married woman reportedly died of shock after villagers caught her with her paramour at Gumka village within Kalimela police limits on Wednesday. The deceased was identified as Singe Madkami (30). Police have detained the womans paramour, Muka Podiami of Pulimetla village. Kalimela sub-inspector Drona Sunani said Singes husband works in Andhra Pradesh. The woman was alone in her house when Muka went to meet her on Wednesday afternoon. Some villagers spotted Muka entering Singes house. Suspecting the duo of having an illicit affair, they broke into the house and found them in a compromising position. While villagers caught Muka and assaulted him, Singe was later found dead. Sunani said no injury mark was found on the deceaseds body. She might have died due to shock as villagers found the duo in a compromising position. A relative of the deceased woman lodged a complaint with police accusing Muka of raping and murdering Singe. Basing on the complaint, police detained the accused and are interrogating him. The police officer further said a scientific team visited the womans house for investigation. Singes body was seized and sent to the local hospital for postmortem. The exact cause of her death will be ascertained after the autopsy report arrives. Further investigation is underway, he added.
Top cops of south Indian states hold meet on inter-state crime
CHENNAI: Strengthening the fight against inter-state crimes, senior police officials from southern states met virtually on Thursday to discuss strategies against criminal gangs, illegal weapons, red sanders smuggling, and contraband trade. DGP Shankar Jiwal, who inaugurated the meeting virtually, called for coordinated efforts and measurable outcomes in tackling organised crime. Officials from Andhra Pradesh, Karnataka, Kerala, Telangana, Puducherry, Andaman & Nicobar Islands, and Lakshadweep shared intelligence on inter-state criminals, financial investigations, and border surveillance. They agreed to strengthen cooperation in executing warrants, arresting offenders, and using technology to track criminal activities. This meeting was part of the Southern State DsGP Coordination Conference 2024, held in Chennai in October last year under the Tamil Nadu CMs leadership. The conference focused on smuggling, cybercrime, left-wing extremism, and interstate security challenges. Following this, the first quarterly meeting on left-wing extremism and terrorism took place in Tirupati on February 18. With a system in place for intelligence sharing, financial tracking, and border vigilance, states aim to curb inter-state crime through regular meetings.

VIJAYAWADA: Andhra Pradesh State FiberNet Limited (APSFL) Chairman GV Reddy terminated three higher officials of the organisation for their alleged intentional delays in executing orders, which he claimed had crippled the profit-making organisation and pushed it toward closure. The officials removed from service include Chief Technology Officer Pappu Satya Rama Bharadwaja, Business Operations Head Gandhamsetti Suresh, and Procurement Assistant Manager Shashank Haidar Khan. Addressing a press conference on Thursday, GV Reddy expressed concerns over the delay in issuing termination letters for 410 employees who were hired without proper orders, resulting in a loss of over Rs 1 crore in salaries for December, January, and February. Despite his orders to terminate the employees, the letters were not issued, he said. GV Reddy also criticised Managing Director (MD) K Dinesh Kumar for negligence in issuing orders regarding employee terminations, vendor connections, and administrative sanctions. He questioned why the higher officials failed to comply with his directives and did not inform him about pending GST bills. The GST Commissionerate had imposed a fine of Rs 377 crore for failure to file returns, which was not communicated to him, GV Reddy stated and added that the organisation saved Rs 9 crore when he ensured the filing of IT returns before the stipulated time frame. He also highlighted that under the current administration, no new connections were given, and no additional revenue was generated, accusing Dinesh Kumar of colluding with the previous YSRCP government to harm the organisation. Furthermore, GV Reddy mentioned that he would consult with the Chief Secretary and Advocate General to ensure MD K Dinesh Kumar takes responsibility for his negligence and pay the losses incurred by the organisation.

VIJAYAWADA: Water Resources Minister Nimmala Rama Naidu criticised the previous YSRCP government for dedicating the Veligonda project to the nation without completing critical work. He stated that an additional Rs 4,000 crore is needed to finish the project within two years. Speaking to reporters at the Secretariat on Thursday, Rama Naidu explained that the Veligonda project, intended to provide irrigation water to 4,50,000 acres and drinking water to 25 lakh people, was inaugurated by the previous YSRCP government despite unfinished tasks such as the head regulator at Srisailam, retaining walls, tunnel construction, the feeder canal, and housing for displaced families. The minister noted that it would take nine months to complete work on the first and second tunnels, with drilling and blasting on tunnel two still unfinished. Additionally, the 21.8 km feeder canal remains incomplete. Rama Naidu pointed out that Chief Minister N Chandrababu Naidu initiated the Veligonda project in 1996 and allocated Rs 1,373 crore in 2014. Between 2014 and 2019, Rs 1,319 crore (96%) was spent, completing 30% of the work. In contrast, the previous YSRCP government allocated Rs 3,518 crore but only spent Rs 647 crore (18%), he added.

VIJAYAWADA: The Andhra Pradesh High Court on Thursday ruled that the Group-2 Mains examination, scheduled for February 23, will proceed as planned. Justice Satti Subba Reddy, hearing a petition from two aspirants seeking to halt the exam, made it clear that stopping the examination would adversely impact the 92,250 candidates who have already cleared the preliminary exams. The petitioners sought the courts intervention to implement horizontal reservation in the recruitment process. However, Justice Reddy pointed out that only two of the 92,250 candidates had approached the court. He explained that if the petitioners prevail in their case, the entire recruitment process may need to be restarted. The judge emphasised that halting the main examination at this stage would cause irreparable harm to many candidates. The court stated that all subsequent actions related to the recruitment notification will be subject to its final judgment in the case. VIJAYAWADA: The State government is set to streamline school education operations by replacing the current 45 apps used by teachers with a single, integrated app, as directed by HRD and IT Minister Nara Lokesh. This initiative aims to ease the administrative load on teachers, enabling them to focus more on teaching and improving learning outcomes. In a review meeting on School Education and Samagra Siksha, held at his residence in Undavalli, Minister Lokesh emphasised the necessity for a unified digital dashboard for the School Education Department. The dashboard will integrate all school-related data and allow login access for officials from the ministerial level down to the field-level staff. Lokesh also proposed the introduction of an Estate Managers system for larger schools and the use of Cluster Resource Persons (CRPs) at the cluster level to better oversee school operations. He directed officials to ensure that all government schools meet minimum infrastructure standards, including the establishment of computer labs, STEM labs, and libraries. Another significant initiative discussed was to enable direct contributions from donors, addressing each schools specific infrastructural needs. Under this initiative, Sarvepalli Radhakrishnan Vidyarthi Mitra Kits will be distributed starting from the next academic year. He also outlined plans to phase out single-teacher schools following the withdrawal of G.O. 117, with a focus on establishing model primary schools and ensuring that each class has at least one teacher.
SP inspects strong rooms in Andhra's Guntur ahead of MLC polls
GUNTUR: Guntur District Superintendent of Police (SP) Satish Kumar inspected the strong rooms at AC College, where ballot boxes for the upcoming MLC elections for graduate constituencies in the combined Guntur and Krishna districts will be secured. The elections are scheduled for the 27th of this month. Four strong rooms have been set up at the college to safeguard the ballot boxes. Kumar, along with police and revenue officials, reviewed the security arrangements. He assessed the deployment of police personnel, access control to the strong rooms, and security measures for ballot box transportation. The SP instructed the police to maintain strict vigilance and prevent any untoward incidents. He stressed the importance of seamless coordination between the police and revenue departments. Revenue officials briefed him on the arrangements in place. He assured that adequate police personnel would be deployed to provide comprehensive security for the strong rooms, ensuring the integrity of the election process.

VIJAYAWADA: Chief Minister N Chandrababu Naidu said the issue of slump in the prices of chillies was taken to the notice of the Centre, and urged to extend the necessary aid to farmers of the State. Chilli prices slumped like never before. Farmers got good price in the past because of the demand in the international market. However, due to the reduction in demand in the international market, there is a slump in the chilli prices now, Naidu said. Speaking to media persons in New Delhi, Naidu said he had taken the matter to the notice of the Union Agriculture Minister Shivraj Singh Chouhan through a video conference as he was on a tour. Chouhan will look into the matter on Friday. We have requested the Centre to intervene in the matter and support farmers. Under the Market Intervention Scheme, only 25% is provided. However, the price determination should consider the cost of cultivation. We have urged the Union Minister to look into these issues, Naidu said. The Chief Minister met Devesh Chaturvedi, Secretary, Ministry of Agriculture, at Krishi Bhavan on Thursday evening, and discussed the problems of chilli farmers. Binod Giri, Deputy Commissioner (MPS), has issued a meeting notice to discuss the AP governments plea for market intervention to protect chilli farmers interests. A meeting has been convened under the chairmanship of the Union Agriculture Minister at 11 am in New Delhi on Friday to discuss the fixation of Market Intervention Price (MIP) for red chillies, and steps to be taken to promote chilli exports from AP. Naidu seeks Central aid to complete Polavaram-Banakacherla link project Our primary objective is to support farmers in every possible manner. On Saturday, we will meet traders and market committee representatives to understand the reasons behind the price slump. We have already written three letters to the Centre. Additionally, AP officials have been in discussions with Central authorities. We have come to Delhi with the sole intention of protecting the interests of chilli farmers, and we will take all necessary steps to ensure that farmers do not suffer losses, he asserted. Naidu, who went to the national capital, to attend the swearing-in ceremony of Delhi Chief Minister Rekha Gupta, had a busy day. Prior to the swearing-in ceremony, Naidu along, with Deputy Chief Minister Pawan Kalyan, met Union Minister for Jal Shakti CR Patil, and requested him to reimburse the expenditure incurred on constructing Polavaram Left and Right canals, besides extending all support to complete the project on a war footing. He also sought the Central support for the Polavaram-Banakacherla link project, which aims to transfer 200 TMC of floodwater from Godavari river at Polavaram to Banakacherla through a link canal. The Polavaram project works are progressing smoothly, and our target is to complete the project by 2027. We also discussed river interlinking. If we utilise the water that is currently going waste into the sea, Andhra Pradesh can become drought-free. We have sought Central assistance to divert Polavaram water to Banakacherla. A Central team will visit the State soon to study the feasibility of the project, Naidu said. Regarding the Jal Jeevan Mission, Naidu said, The aim is to provide tap water to every household. However, the previous YSRCP regime failed to utilise even 1% of the scheme. The Centre allocated Rs 27,000 crore to AP, yet instead of laying water pipelines, they proposed borewells. States like Uttar Pradesh have effectively utilised Rs 50,000 crore under the scheme, and Gujarat has ensured continuous water supply to every house. The Centre has extended the project deadline to 2028. However, based on past allocation, AP will only receive Rs 27,000 crore. To supply tap water across all regions, an additional Rs 54,000 crore will be required. We will continue discussions regarding the matter. A Detailed Project Report for Rs 27,000 crore is being prepared, and we will seek Central funding for it.
No power tariff hike for 2025-26 in Andhra
TIRUPATI: Giving a huge relief to power consumers, the Andhra Pradesh Electricity Regulatory Commission (APERC) has released the retail supply tariff order for the financial year 2025-26 without any hikes. The State government has also agreed to fill the revenue gap of Rs 12,632 crore without burdening power consumers further. APERC Incharge Chairman Thakur Rama Singh and member P Venkata Ramana Reddy and APSPDCL CMD K Santhosha Rao, APCPDCL CMD AKV Bhaskar, APEPDCL CMD I Prudhvi Tej and APERC Secretary P Krishna released the retail power tariff order at the SPDCL corporate office in the temple town on Thursday. APERC has approved the Aggregate Revenue Requirement (ARR) as Rs 57,544.17 crore for the three Discoms, which is Rs 1,324.35 crore less than the Discoms filings. The approved total revenue is Rs 44,323.30 crore, slightly higher than the Discoms filings of Rs 44,185.27 crore. APERC has approved a revenue gap of Rs 12,632.40 crore, which is Rs 2,050.86 crore less than the Discoms filings of Rs 14,683.26 crore. As the subsidy, the State government has given its consent to fill the entire revenue gap of Rs 12,632.40 crore avoiding any tariff hike for all consumers. 50% subsidy scheme on additional load regularisation for domestic users The subsidy covers provision of concession/free power to specific consumer categories, including agricultural consumers, horticultural nurseries, washermen, aquaculture farmers and Scheduled Caste/Tribe households. APERC has given its nod to APGENCO to procure imported coal to ensure its full generation capacity, and reduce Discoms dependence on market purchases. APERC has approved the new policy to implement Time of Day (ToD) Tariff to LT industrial and commercial consumers on par with HT consumers to enhance demand-side management. This type of tariff was available only to HT consumers earlier. Middle class and lower middle class people, who are constructing or repairing their houses, will be charged domestic tariff instead of commercial tariff henceforth. The new tariff for domestic house construction will apply from April 1, 2025. Moreover, standby tariff is now applicable to all open-access users, not just green energy open access users. In addition, EV charging stations with a connected load of up to 150 KW will be supplied power at the LT voltage level, and tariff will be charged at Rs 6.70 per unit without demand charges. APERC has approved a scheme to regularise additional loads for domestic consumers by paying only 50% of development charges. The scheme runs from March 1, 2025, to June 30, 2025. And consumers can voluntarily declare additional load via an online window. Discoms will regularise additional load, and collect 50% of development charges. In this regard, APERC directed that Discoms collect security deposit for additional load. It clearly mentioned that the scheme is a one-time opportunity, and will not be extended. Discoms must widely publicise the scheme.

HYDERABAD: Irrigation Minister N Uttam Kumar Reddy alleged that gross injustice was done to Telangana in river water sharing during the BRS regime. He alleged that the BRS failed to protect the rights of the state in river waters. Speaking to reporters, along with his Cabinet colleagues Komatireddy Venkat Reddy and Ponnam Prabhakar, at Jala Soudha on Thursday, Uttam alleged that the BRS leaders were uttering lies to cover up their past mistakes. The BRS government borrowed over Rs 1 lakh crore for the Kaleshwaram project, which was plagued by faulty design, poor construction and zero maintenance. The Medigadda barrage, which BRS described as the heart of Kaleshwaram, collapsed during their own rule, he alleged. Instead of admitting their failures, KCR, Harish Rao and others were shamelessly claiming that only one pillar had collapsed, he added. Uttam said that the BRS government spent Rs 1.81 lakh crore on irrigation projects but failed to achieve any significant ayacut expansion. He accused the previous government of helping AP float tenders for the Rayalaseema Lift Irrigation Scheme (RLIS) by prompting cancellation of the Apex Council meeting. KRMB data shows that from 2014-15 to 2020-21, Andhra Pradesh consistently utilised over 64% of Krishna river water while Telanganas share remained below 36%. In 2014-15, AP used 529.33 tmcft while Telangana got only 227.74 tmcft (30.08%). By 2020-21, AP had further increased its usage to 629.07 tmcft, leaving Telangana with just 248.23 tmcft. The BRS government failed to take strong legal or political action, allowing Andhra Pradesh to continue its excess withdrawals, he said. The irrigation minister said that the SLBC tunnel works would be completed 100% under the Congress government, which is actively reclaiming control of Nagarjunasagar components from AP. Our government is working tirelessly to rectify the damage done by the BRS government. Telanganas rightful water share will not be compromised, he added.

NEW DELHI: The National Democratic Alliance (NDA) leaders, buoyed by their victory in the Delhi assembly election, have decided to contest all upcoming state elections together over the next two years. The decision was made at a meeting chaired by Prime Minister Narendra Modi of all NDA leaders and chief ministers, shortly after the swearing-in of Delhis Chief Minister Rekha Gupta on Thursday. Union Home Minister Amit Shah and BJP President J P Nadda attended the meeting. The NDAs first challenge will be the Bihar assembly elections, scheduled for October-November this year. The NDA alliance is currently in power in the state, and sources indicate that Chief Minister Nitish Kumar will lead the NDA alliance in the polls. Other states, including West Bengal, Assam, Uttar Pradesh, and Punjab, will also go to polls over the next two years. BJP national general secretary and in-charge of Bihar BJP, Vinod Tawde, said, NDA leaders resolved to fight assembly elections together, strongly and unitedly, in the states going to polls in the next two years. The meeting, attended by chief ministers of most BJP and NDA-ruled states, was marked by a sense of unity and camaraderie, with leaders emphasizing the importance of working together to drive the country towards PM Modis vision of a Viksit Bharat. Others present at the meeting were Bihar Deputy CM Vijay Kumar Sinha, Rajasthan CM Bhajan Lal Sharma, Andhra Pradesh CM Chandrababu Naidu and his deputy Pawan Kalyan, Haryana CM Nayab Singh Saini, Madhya Pradesh CM Mohan Yadav, Rajasthan CM Bhajan Lal Sharma, Goa CM Pramod Sawant, Maharashtra CM Devendra Fadnavis, and Tripura CM Manik Saha were present at the meeting, among other top leaders.
