CCB seizes ecstasy pills, MDMA worth Rs 23.74 cr from Nigerian
BENGALURU: The Anti-Narcotics Wing of the Central Crime Branch (CCB) busted a synthetic-drug peddling network by raiding the premises of a Nigerian national in Bagaluru. The CCB sleuths seized 11 kg 640 gram of MDMA crystals, 1,040 ecstasy pills, 2 kg 235 gram of raw materials, valued at approximately Rs 23.74 crore from the house where the accused, N Ejike Nzegwu, 42, was staying. The seized drugs were stored to sell during the New Year celebrations. A report has been submitted with the Bagaluru police, to act against the owner of the house for failing to adhere to legal requirements while renting out for foreign nationals. Nzegwu entered India in 2017 on a business visa via Sri Lanka, and after his visa expired, he continued to stay illegally in Bagaluru. His wife, too, was arrested for overstaying in the country and was sent to a detention centre. The couples three children are staying in Nigeria. An NDPS case was registered against him in 2019 in the city, and he was sent to prison. After being released, he again engaged in drug peddling, and in 2020, another case under the NDPS Act and the Foreigners Act was registered against him at the Konanakunte Police Station. After coming out of the jail, he shifted to Chennai and was arrested there again. From there he went to Andhra Pradesh and was even caught there by the police. He was in judicial custody till 2024 and then came to Bengaluru. The accused was not selling the drugs to consumers but to drug traffickers mostly from African countries. He was reportedly getting drugs from Delhi and other north Indian states. He was obtaining bank accounts of some African nationals returning back to their native countries after their visa period. For every bank account, he was paying Rs 25,000. These account numbers were used as mule accounts for the other traffickers to send him the money, said an officer.

ALAPPUZHA: The new generation is largely unaware of how voting and counting once took place in the country. For decades, elections were conducted using long ballot papers printed with the names and symbols of candidates. Voters would mark their choice, fold the paper, and drop it into a sealed box. After voting concluded, polling officers sealed the box using sealing wax, and the boxes were stored securely, The counting, often stretching one or two days, began several days later. On counting day, the seals were broken and the boxes opened in front of counting officials to ensure complete transparency. With the introduction of the Electronic Voting Machines (EVMs), this long and laborious process came to an end. Voters can simply press a button, and counting takes only minutes as data from the machines is downloaded quickly and accurately. One such ballot box from the pre-EVM era has now become the highlight of the antique collection of Hakkim Maliyakkal, a 65-year-old antiquarian from Chirakkadavom, Kayamkulam, in Alappuzha district. Hakkim owns two ballot boxes used during the early years of Indias democratic elections, and many people visit his home to see these rare historical items. Hakkim said he purchased the first ballot box around 20 years ago from Bengaluru. When I visited the city to attend an antique show, a dealer from north India offered this box for sale. It was originally made in 1951 and used in the countrys first general elections in 1952. Hyderabad Allwyn Ltd, a public sector company under the Andhra Pradesh government, built the boxes, and around 12 lakh of them were produced for the first elections, says Hakkim, who is also a Limca Book of Records holder for his coin collection. He acquired the second ballot box later in a public auction. I keep all my antique items in one room of my house, and it is always open to the public, he adds.

ATM cash van heist: Kerala to Goa how cops chased leads in five states
BENGALURU: Within 54 hours of the brazen cash robbery, three accused were identified and detained, Bengaluru Police Commissioner Seemant Kumar Singh said here on Saturday. While Rs 5.76crore was recovered within 60 hours from the outskirts of the city, a bag containing Rs 53lakh was also seized from Hyderabad, Singh told a press conference. By the end of the first 24 hours, the accused persons and vehicles used in the heist had been identified through specific leads. One vehicle used in the crime was seized. As many as 200 police personnel, including 17 police inspectors, seven from the Central Crime Branch (CCB) and two Assistant Commissioners of Police, were part of the operation. Deputy Commissioners of Police, along with Joint Commissioners, supervised the entire investigation. Technical and field leads were pursued across Karnataka, Kerala, Tamil Nadu, Andhra Pradesh and Telangana. Some teams also extended their search up to Goa, and more than 30 people have been questioned so far. CCTV footage, call detail records, vehicle movement patterns and local intelligence inputs were analysed continuously, the Commissioner added. DCP-South Lokesh B Jagalasar said three other accused in connection with the robbery were detained in Hyderabad. A bag of cash containing Rs 53 lakh was seized from them. Security lapses by CMS The probe into the Rs 7.11crore heist revealed that the Cash Management Services (CMS) firm had failed to follow key safety measures, and violated RBI guidelines. A senior police officer said that as per guidelines, cash-carrying vehicles should not use the same route or time repeatedly. Employees must be trained in cash handling, undergo proper background verification, and police should be informed if any custodial company employee is terminated. The GPS tracking system in the vehicle was also not functioning. There were lapses in staff deployment and security training, the officer added. Commissioner Singh told reporters, We have prepared a report on the violations committed by the company and will submit it to the authorities concerned. Daylight dacoit On November 19, a CMS Cash-In-Transit vehicle carrying Rs 7.11 crore was robbed. The gang, posing as RBI officers, claimed they wanted to inspect the vehicle. All four staffers inside the vehicle, except the driver, were asked to get down. They threatened the driver with a pistol, unloaded the cash boxes and stole the Digital Video Recorder. A case was registered at Siddapura police station.

BENGALURU: The South division police investigating the Rs 7.11 crore broad daylight heist have reportedly made a breakthrough by recovering more than Rs 5 crore in cash of the Rs 7.11 crore robbed. The police recovered the money from Chennai and also Andhra Pradesh. A police constable attached to the citys East division, who is said to be the mastermind, and a former employee of the Cash Management Services (CMS) from Kerala have reportedly been arrested. Both close friends, they had been hatching the plot for the last six months after the latter quit CMS. The police are said to have also arrested three others for providing logistical support. The police have also zeroed in on two brothers, said to be kingpins in the incident. The brothers, sons of an ex-serviceman, are from Chittoor in Andhra Pradesh, and were working in the city. The police, based on the CCTV footage, have identified five robbers who are said to be habitual offenders involved in similar cases. The police are also questioning over 30 suspects. Cop made route map, friend gave inside info The role of the constable and his friend came to light when the police officers started checking the mobile phone details of past employees of CMS. Both had exchanged several calls during the robbery. The former CMS staff was interrogated and he reportedly spilled the beans about their involvement in the heist. The police, who knew the criminal past of the constable, took him in for questioning on Thursday evening. The constable reportedly made the route map, while his friend provided inside information of CMS and the safety features of a Cash-In-Transit-Vehicle (CITV). The constable picked a few youth from Banaswadi to carry out the heist. The constable, who was on patrolling duty, had seen a Swift car parked inside a house and used its registration number for the Innova SUV used in the heist. The constable had a criminal past and had been arrested in one of the crimes committed on the citys outskirts earlier. During his custody, he had spoken to a few criminals inside the prison and became friends with them. The police suspect the involvement of some criminals who are in jail. A team of police officers visited the Bengaluru Central Prison in Parappana Agrahara. The two brothers are from Gudipala in Chittoor, the same place the SUV was found. They had kept in touch with the cop, while they were working in Bengaluru. Home Minister G Parameshwara said the police have got vital information, but he did not want to reveal it in public as it would alert the criminals. World Animal Protection appreciates the announcement of National Action Plan on Antimicrobial Resistance 2.0 by Union Health Minister, J P Nadda. Speaking on the occasion, Shri Nadda emphasized that antimicrobial resistance (AMR) is a major public health concern that can only be addressed through collective action. He noted that the journey began in 2010 with initial discussions, followed by the launch of the first National Action Plan - AMR in 2017. “While AMR is a multisectoral issue and requires a One Health Approach for its containment, only when each sector, i.e., human, animal, agriculture and environment sector are committed for action to contain AMR, can the One Health approach be successful,” the Press Information Bureau release reads. World Animal Protection has provided substantive input to the development of this plan and appreciates the linkage to animals in this document and hopes this will lead to better animal welfare as well as improved human health. Poor conditions in a factory farm Credit: World Animal Protection Antimicrobial Resistance is one of the biggest threats to global health, endangering both human and animal health, the environment, food security, economic development and equity. According to the World Health Organization (WHO), around 1.27 million deaths occurred from drug resistant infections in 2019. Today, antibiotics are globally used for therapeutic purposes, prophylactic measures, and as growth promoters in commercial animal production systems. The use of antibiotics in chickens is expected to triple in India by 2030 compared to 2015 as a consequence of the increasing consumer demands and intensive farming practices. 90% of the total antimicrobials used in farms are released to the environment through animal excreta like urine and faeces. “ The unregulated use of antibiotics in poultry may have serious implications for developing economies, especially for India, the biggest consumer of antimicrobials in the world. This includes a possible increase in export rejections and trade loss due to the stringent import policies in countries like the EU on the use of non-therapeutic antimicrobials for animal/animal-based products. There is ample literature linking the indiscriminate use of antibiotics with the rapid development of Antimicrobial Resistance (AMR) in various livestock sectors, including poultry and aquaculture in India ,” says Gajender Kumar Sharma, Country Director, World Animal Protection in India . The studies have found that about 90% of the total antimicrobials used in farms are released to the environment through animal excreta (urine and faeces). This release is a cause of concern as antimicrobials can persist for long periods, contributing to the development and selection of resistant bacteria, which are then open to infect both poultry and humans living nearby. There is an emerging concern globally on AMR, and India is working at various levels to minimise the risks associated with it. Toxics Link has developed a series of reports on antibiotic pollution and its impact on the overall environment. In this context, to understand the existing scenario of antibiotic pollution from poultry on the overall environment and a factor in the development of AMR, Toxics Link, in collaboration with World Animal Protection, conducted a study on the presence of Antimicrobial Resistance Genes (ARG) in the environmental matrices surrounding poultry farms in Tamil Nadu and Andhra Pradesh. The lab-based study established that the environmental samples surrounding poultry factories contained facultative pathogens and opportunistic pathogens, along with ARGs against many of the antimicrobials classified under World Organisation of Animal Health(OIE) and WHO’s list of Critically Important Antimicrobials. bit.ly/WAP_Factory_Farming_Health_Impacts www.youtube.com/watch?v=zpV_aC_vkKg These are classes of antimicrobials essential for the treatment of specific diseases, including those from non-human resources (e.g., Glycopeptides and Tetracycline). Furthermore, the study identifies gaps in the current regulatory framework for antimicrobial drugs and recommends amendments to the current system, highlighting the need for the adoption of newer policies and incentives against the indiscriminate use of antimicrobials in the poultry sector. “ In the wake of the COP 30 conference in Belém in Brazil and the announcement by the Union Health Minister, World Animal Protection takes these recent occasions to emphasise that the use of antibiotics in any kind of intensive animal farming and rearing is only done with due diligence. We further highlight that high animal welfare is a key solution to reducing the need for antibiotics, as healthier animals require fewer medical interventions. Improving welfare conditions in the animal farming sector must therefore be an integral part of India’s AMR (Antimicrobial Resistance) Action Plan, ” says Gajender Kumar Sharma .
BENGALURU: South division police investigating the Rs 7.11-crore daylight heist are yet to get vital leads about the robbers, and are questioning more than 30 suspects, including the Cash Management Services (CMS) staff. However, two suspects identified as Hemanth and Sunil from Kalyan Nagar, near Banaswadi, were taken into custody near Chittoor in Andhra Pradesh, but there was no confirmation from police about their detention. The Toyota Innova in which the accused had escaped was found abandoned in Andhra Pradesh. Three vehicles -- the Innova, a Maruti Suzuki Zen and Maruti Suzuki WagonR -- were used by the accused to escape with the cash. Investigators found the Innova used in the crime had a fake number plate of a Maruti Swift, whose owner resides on Indiranagar 100 Feet Road in Bengaluru. The gang used an Uttar Pradesh registration number on the same Innova while leaving the city via Hoskote-Malur Road. Checks are being conducted at all city borders, including Hoskote, Chikkaballapur and Kolar, and CCTVs at tollgates and in the vicinity are also being checked. The gang hoodwinked police by splitting into teams and travelling in three cars. They were successful in making police track only the Innova, while actually escaping with the cash in the Zen and WagonR. Police are also not ruling out the possibility of the accused hiding in the city, and are also checking if the accused had visited Angala Parameswari temple in Tamil Nadu and Tirumala Tirupati temple. Bengaluru City Police Commissioner Seemant Kumar Singh was in Siddapura police station, where the case was registered, till late Wednesday night. The driver of the cash-in-transit-vehicle (GJ-01-HT-9173) and another CMS staffer were again taken to the scene of crime on Thursday. One team visited Bengaluru Central Prison in Parappana Agrahara, following clues that the accused conducted the operation from inside the jail premises. Around 18 teams have been formed to probe the case. Central Crime Branch (CCB) officials have also been also roped in for the investigation, which is being supervised by four Joint Commissioners of Police. More than 50 senior police officers in the rank of ACP and police inspectors are checking CCTV footage and other technical details on suspicion that the gang has fled to a neighbouring state. Police question Swift owner The accused had used registration number KA-03-NC-8052 for the Innova in which they initially escaped with the money from the city. During investigations, police found that the registration number belongs to a white Maruti Swift, and the owner is Gangadhar, a senior citizen who lives on Indiranagar 100 Feet Road. A traffic police officer visited Gangadhars residence soon after the daylight heist, and found the Swift with the same registration number parked inside the house compound. Police explained to him that his vehicles registration number was used by the gang that had robbed Rs 7.11 crore and escaped. Police checked the car details with the owner to rule out the possibility of any foul play. His statements were also recorded. Gangadhar (78) told the media that he doesnt know why his cars number plate was used, and police should investigate. Police must find out how the accused got my car number. A traffic police officer came to my residence on Wednesday afternoon, saying my car number had been misused. Later, I got to know through the media. The car is a 2018 model, I am the single owner and have driven around 45,000km. I rarely use my car, and had taken it to the showroom to change the old number plate to High Security Registration Plate. I am a heart patient and my blood pressure has shot up ever since I found out about the car number being used for the robbery. I did not sleep the entire night,he said. Police on the job: Home Minister G Parameshwara Meanwhile, Home Minister G Parameshwara told the media that police have taken all information, and are checking if the accused are from Karnataka or any other state. The registration number of a Maruti Swift was used for the Innova, and the owner has been contacted. After the robbery, the accused changed vehicles to transport the cash. Exact information about the vehicles in which the cash was taken is not yet known. The accused will be arrested soon, the minister said.

Frame national policy, uniform rules on organ transplant, SC tells Centre
NEW DELHI: The Supreme Court on Wednesday issued a slew of directions to the Centre to frame a national policy and uniform rules in consultation with states to ensure a transparent and efficient system for organ donation and allocation. A bench comprising Chief Justice BR Gavai and Justice K Vinod Chandran passed the directions on a PIL filed by the Indian Society of Organ Transplantation (ISOT). The CJI requested the Centre to persuade Andhra Pradesh to adopt the 2011 amendments to the Transplantation of Human Organs Act, 1994. In its order, the bench directed the Union government to frame a national policy containing model allocation criteria. While ordering the Centre to establish necessary bodies and guidelines under the National Organ Transplantation Programmeafter consulting the statesthe apex court said these guidelines must ensure proper post-donation care and safeguards. The policy must eliminate state-wise discrepancies and ensure uniform criteria for donors across the country. The new framework must directly address gender- and caste-based disparities that affect access to organ transplantation, the bench said. Noting that Manipur, Nagaland, Andaman and Nicobar, and Lakshadweep lack a State Organ and Tissue Transplant Organisation (SOTO), the bench asked the Centre to constitute these bodies under the National Organ Transplantation Programme after consulting the states.
