In this regard, an eight-member delegationone from each of the five Mandis across Kashmir and Presidents from three associationsis presently camped in Punjab for the last couple of days, holding back-to-back meetings to seek an end to what they termed as unnecessary harassment. General Secretary of the Mutton Dealers Association, Mehraj-ud-din Ganaie, told Rising Kashmir that they have had meetings with many officials in Punjab for the last couple of days and are now meeting the concerned Minister in the state to seek intervention. We have been managing to meet the officials and Ministers here in Punjab on our own as there is least response from the government back in Jammu and Kashmir in this regard, he added. Ganaie alleged that besides writing a letter to the Chief Minister of Punjab, the government in J&K has not done anything favourable. There is no support from the government side. The government neither approached us nor did they receive our phone calls despite making frequent attempts to speak to the Chief Minister Omar Abdullah as well as the Minister concerned, he said, adding that the Omar Abdullah-led government must move beyond issuing letters. Families scheduled to host guests on wedding ceremonies expressed resentment over the prevailing mutton crisis, saying that the issue must be resolved forthwith. Srinagar, July 1: The Traffic Police Headquarters, Jammu and Kashmir, has issued a revised traffic advisory for the smooth, safe, and secure conduct of the Shri Amarnath Ji Yatra (SANJY)-2026. The advisory will remain in force from July 2 to August 28, 2026, and lays down convoy schedules, vehicle cut-off timings, and movement restrictions for yatris and tourists. According to the advisory, the Up Baltal Yatra Convoy will leave Jammu at 4:00 AM, reach Lamber (Banihal) at 10:00 AM, and Manigam at 5:00 PM. The Down Baltal Convoy will depart Baltal at 6:00 AM and reach Lamber at 11:30 AM. The Up Pahalgam Convoy will leave Jammu at 4:15 AM and reach Lamber at 10:45 AM, while the Down Pahalgam Convoy will depart Pahalgam at 6:00 AM, Nunwan at 6:30 AM, and reach Lamber at 8:00 AM. The Traffic Police has also notified cut-off timings for non-convoy vehicles and tourists. On the JammuPahalgam route, the cut-off timings are 3:00 PM at Navyug Tunnel and 4:00 PM at Mir Bazar. Vehicles travelling from Pantha Chowk towards Manigam must cross Peaks Crossing (Lassjan) by 3:00 PM, Shadipora/Sumbal by 3:30 PM, and Manigam Transit Camp by 5:00 PM. For vehicles travelling from Baltal towards Jammu, the cut-off timings are 9:00 AM at Baltal Base Camp, 10:00 AM at Sonamarg, 12:00 PM at Manigam Transit Camp, 1:00 PM at Shadipora Crossing, and 3:00 PM at Pantha Chowk. Vehicles leaving Nunwan for Jammu must depart by 10:00 AM, while those travelling from Mir Bazar towards Navyug Tunnel should cross Mir Bazar by 5:00 PM and Walnut Factory, Qazigund by 5:30 PM. Tourist vehicles travelling from Jammu towards Kashmir must cross Nagrota by 12:00 PM, Jakheni (Udhampur) by 1:00 PM, Chanderkote by 2:00 PM, and Lamber (Banihal) by 3:00 PM. Vehicles entering from the Punjab side should reach Lakhanpur Reception Centre by 8:00 PM and Chichi Mata Mandir, Samba by 9:00 PM. The advisory further states that no yatri or tourist vehicle will be allowed beyond Navyug Tunnel after 3:00 PM, no vehicle will be allowed from Pahalgam after 3:30 PM, no vehicle from Sonamarg towards Srinagar after 4:00 PM, and no tourist vehicle will be permitted between Srinagar and Gulmarg in either direction after 5:00 PM. Authorities have advised all yatris and tourists to travel within the Kashmir Valley only between 7:00 AM and 6:00 PM. Any vehicle found on the road after 6:00 PM will be diverted to the nearest Yatri or Security Forces camp. Khazir Mohammad Regoo, president of the All Kashmir Wholesale and Retail Mutton Dealers Association, told GNS that dealers held a meeting with concerned authorities in Punjab on Sunday. Rs 14-crore daily livestock trade disrupted, Wazwan under stress
Srinagar, Jun 30:As the wedding season reaches its peak in Kashmir, a disruption in the supply of mutton has laid bare one of Jammu and Kashmir's biggest food security challenges - its heavy dependence on livestock imported from outside J&K. The immediate trigger is a dispute over alleged illegal charges imposed on livestock carriers passing through Punjab. However, the crisis has also highlighted the structural gap between Kashmir's appetite for mutton and its limited domestic production. Wholesale mutton dealers have suspended fresh imports of live sheep and goats after alleging that transporters are being forced to pay between Rs 20,000 and Rs 25,000 per truck while crossing Punjab. General Secretary of the Wholesale Mutton Dealers Union, Mehraj Ganie, said traders have been compelled to halt supplies despite the ongoing marriage season. We have stopped importing livestock for the last few days. Whatever stock was available within Kashmir has almost been exhausted. Marriage functions are getting affected, but we have no option. Trucks carrying livestock are being charged Rs 20,000 to Rs 25,000 while passing through Punjab. These charges are illegal and have made transportation unviable, Ganie told Greater Kashmir. According to the union, Kashmir imports nearly 70 truckloads of livestock every day during the peak marriage season. Each truck carries sheep worth around Rs 20 lakh, taking the total value of daily livestock imports to nearly Rs 14 crore during this period. Most of these consignments originate from Rajasthan, Haryana, Gujarat and Uttar Pradesh before entering Jammu and Kashmir through Punjab. Any disruption along this route immediately affects wholesale markets, retailers and consumers across Kashmir. The issue has now reached the highest political level. Chief Minister Omar Abdullah has written to the Punjab Government seeking immediate intervention to ensure the smooth movement of livestock transport vehicles through the state. In his letter, the Chief Minister urged Punjab authorities to prevent unauthorised levies and facilitate unhindered movement of livestock carriers, warning that the disruption could adversely affect traders as well as consumers in Jammu and Kashmir. While the current dispute revolves around transportation, it has once again exposed a long-standing weakness in J&K's livestock economy. J&K has consistently failed to produce enough mutton to meet local demand. Available government figures and industry estimates show that J&K produces around 30,000 to 32,000 tonnes of mutton annually, whereas consumption is estimated at 51,000 to 60,000 tonnes every year. This leaves a deficit of nearly 21,000 to 30,000 tonnes. In simple terms, local production meets only about half of the Valley's annual requirement, forcing J&K to depend on imports for roughly 40 to 50 percent of its mutton consumption. Official estimates released over the years present a remarkably consistent picture. Earlier figures showed annual consumption at around 51,000 tonnes against local production of 30,000 tonnes, requiring imports of nearly 21,000 tonnes. More recent estimates indicate that consumption has climbed to nearly 60,000 tonnes while production has remained almost stagnant at around 30,000 tonnes, widening the supply gap further. The shortfall is bridged through the import of live sheep and goats rather than processed meat. Industry estimates indicate that Jammu and Kashmir imports nearly 14 lakh sheep and goats every year. These animals are transported by road, slaughtered within J&K and supplied through local wholesale and retail markets. The annual value of these imports is estimated at around Rs 1400 crore, making mutton one of the largest food commodities imported into J&K. Economists say this also represents a significant outflow of wealth, as hundreds of crores of rupees leave J&K every year to purchase livestock from other states instead of circulating within the local rural economy. Ironically, J&K has one of India's strongest sheep-rearing traditions. J&K accounts for nearly 4.2 percent of the country's sheep population and ranks among the leading sheep-rearing regions. Annual mutton production stands at around 320 lakh kg, equivalent to approximately 32,000 tonnes. However, experts attribute the production deficit to low productivity, dependence on traditional breeds, slower genetic improvement and limited adoption of modern breeding technologies. While natural grazing resources are abundant, meat yield per animal has remained comparatively low. Research studies suggest that dependence on imported livestock is not a recent phenomenon. Academic analyses have shown that imports of sheep and goats have steadily increased since the early 2000s as local production failed to keep pace with rising consumption. The demand for mutton in Kashmir also differs from most other parts of the country.

He informed thatlivestock-laden vehicles bound for Jammu and Kashmir are reportedly being stopped by certain contractor groups operating in connection with cattle fairs and subjected to unauthorised fee collection despitecarrying all valid permits and statutorydocumentation, causing avoidable delays, financial losses, and hardship to transporters,while also adversely affecting animal welfare. Kashmirs immediate concern is to avoid a mutton crisis. The longer-term task is to build confidence among traders that their movement across state borders will be governed by clear rules, not uncertainty. That outcome is in the interest of both Jammu and Kashmir and Punjab.

He said stakeholders had expressed apprehension that unless appropriate safeguards are put in place, the alleged practices may continue during the forthcoming contract period, leading to recurring hardship and financial losses for livestock traders. Seeking Mann's intervention, Omar requested that the matter be examined and necessary measures taken to ensure the smooth, secure and unhindered movement of livestock transport vehicles through Punjab. It may also be ensured that no unauthorised interference or collection of charges is permitted from transporters carrying valid documentation and complying with all statutory requirements, the Chief Minister wrote. Omar expressed hope for Punjab's cooperation in resolving the issue, saying such intervention would safeguard the interests of livestock traders and strengthen the long-standing economic ties between the two regions.

Srinagar, June 29: Chief Minister Omar Abdullah on Monday said Jammu and Kashmir must create a new generation of exporters, diversify its export basket and strengthen export infrastructure to achieve the ambitious goal of doubling exports by 2030. He also termed the action against Jammu and Kashmir's mutton dealers in Punjab as unjustified and said the issue has again been taken up with Punjab Chief Minister Bhagwant Mann. Addressing the inaugural session of the J&K International Buyer-Seller Meet at the Sher-i-Kashmir International Conference Centre (SKICC) in Srinagar, Omar said the Union Government's target of doubling exports by 2030 gives Jammu and Kashmir only a few years to significantly expand its export base. We have to support those who are already exporting, but at the same time we need to create exporters out of people who are not exporting today. Their markets are presently confined to Jammu and Kashmir or, at best, some parts of the country. Our effort is to make exporting easier for them, the Chief Minister said. He said the Buyer-Seller Meet provides an important platform by bringing together international buyers, exporters, manufacturers, artisans and self-help groups to explore new business opportunities and global markets. Recalling Jammu and Kashmir's rich trading legacy, Omar said the region historically exported its products without depending on formal export channels. Our buyers came to us in the form of tourists. They purchased our products and carried them back to different parts of the world. Many lifelong relationships between buyers and artisans were built that way. We rarely had to participate in organised buyer-seller meets or handicraft fairs because buyers automatically came to Kashmir, he said. However, he noted that prolonged disturbances and a decline in tourism forced artisans and traders to adopt an entirely different business model. The Chief Minister said nearly 98 per cent of Jammu and Kashmir's exports currently originate from just four districts, while the remaining districts contribute only two per cent, underscoring the need to broaden the export base across the Union Territory. The challenge before us is how to increase the number of exporters and expand exports to every region of Jammu and Kashmir, he said. Highlighting infrastructure gaps, Omar stressed the urgent need to establish a dry port in Jammu and Kashmir to simplify export procedures and ensure exports are officially recorded in the Union Territory. We urgently need a dry port. Today our goods are exported from here but are often stamped elsewhere, because of which exports get credited to another state. We are working to ensure all export-related procedures are completed within Jammu and Kashmir itself so that exporting becomes easier for our entrepreneurs and our exports are properly reflected in our own account, he said. Action Against Mutton Dealers 'Unjustified' Speaking to reporters on the sidelines of the event, Omar also expressed concern over the action reportedly being taken against Jammu and Kashmir's mutton dealers in Punjab, describing it as unjustified. He said he has been in regular contact with Punjab Chief Minister Bhagwant Mann over the issue and has written to him once again seeking its resolution. I have been in touch with the Punjab Chief Minister for months and have written to him again. Our mutton dealers are only using Punjab as a transit route. They are not purchasing livestock there. They should not be punished merely for passing through the state. The action against them is unjustified, Omar said. The Chief Minister warned that if the matter remains unresolved, it will be raised before the North Zone State Council, and he would seek the intervention of the Central Government to protect the interests of Jammu and Kashmir's traders. He reiterated that the government is committed to addressing issues affecting local businesses while simultaneously creating new opportunities for exporters, artisans and entrepreneurs to expand their presence in national and international markets.
