Kashmirs Snow Trout gets a lifeline

Srinagar, Aug 21:Kashmir's Himalayan Snow Trout, locally known as Khont, once abundant in the Jhelum and its tributaries, could get a new lease of life after researchers successfully bred the vulnerable native fish in captivity. Researchers at the Fish Resource Management Laboratory, Faculty of Fisheries, Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir (SKUAST-K), have standardised breeding and larval-rearing protocols for Schizothoraxplagiostomus, one of several snow trout species found in Kashmir. Though its origins can be traced to Central Asia, Schizothorax species are considered indigenous to Kashmir's freshwater ecosystems. They are adapted to cold, clear, and oxygen-rich waters. It is certainly an important development amidst the increasing threats of pollution, mining activities, construction and climate change, said DrFarooz Ahmad Bhat, Dean, Faculty of Fisheries, SKUAST-K. DrBhat, who leads the project at the University's Rangil campus in Ganderbal, said the team bred Schizothoraxplagiostomusbroodstock under controlled conditions using a hormonal protocol. The snow trout or snow barbel breeds in clean glacial waters. Human interference has had a negative impact on their production, he said. The team has produced about 10,000 eggs. The fry will be reared to advanced stages before being released into natural streams. By successful ranching into the streams of the Valley, it is expected that in the near future, encouraging results will be seen regarding the production and reproduction of this particular fish, DrBhat said. The work comes amid concern over the decline of native fish and deteriorating freshwater habitats. Recent fish mortality - mainly of Schizothorax species - has been reported from Panzath springs in Qazigund, Martand springs in Mattan, Sherbagh and Andernag springs in Anantnag, Verinag springs, Beehama springs in Ganderbal and parts of Shopian springs. DrBhat said Schizothoraxplagiostomus is mainly associated with cold, flowing waters. Schizothoraxniger, or Elegant Snow Trout locally known as Ael Gad, was once widespread in Dal Lake, stagnant wetlands, the Jhelum and freshwater springs. Clean springs such as Mattan can also support Schizothoraxplagiostomus if stocked there. Four decades back, Dal Lake teemed with this fish species. The peripheries of Dal Lake were full of pebbles, so this species of fish flourished, DrBhat said. Snow trout was also found in the Vaishaw, Sandran, Brengi, Lidder, Madhumati, and several other mountain streams. DrBhat said its range has since contracted, with populations now largely confined to upper reaches. Their numbers in the middle and lower reaches have come down due to human interference, he said. The fish scrapes algae from stones and pebbles and requires clean, rocky beds and sand for feeding and spawning. There should be no turbidity or muck in the water which is commonly seen in the water-bodies now, DrBhat said. DrAadilHussainMagloo, a member of the research team, said scientists studied water conditions in the Jhelum and its tributaries where snow trout still survives and maintained optimum water-quality parameters in broodstock ponds and hatchery facilities. Keeping the importance of water quality parameters and the protocol of induced breeding in mind, we have set the breeding standards for this rare fish, which will help us in increasing the production of Kashmiri fish in the future in natural water bodies, DrMagloo said. DrBhat said the objective was conservation, not commercial production. This species isn't culturable but is meant to be conserved in its natural range of distribution, he said. Snow trout grows much more slowly than Rainbow and Brown trout. It reaches only about 60-80 grams in three years, or a maximum of around 90 grams, by the time it attains sexual maturity. However, despite its slow early growth, snow trout can eventually grow to 2-3 Kg or more over its lifespan under natural conditions. The decline of native 'Kashmiri' fish has also coincided with the spread of common carp, locally known as Punjabi fish, which reproduces more readily and has become dominant in many waters. The captive-breeding breakthrough offers a way to replenish depleted snow trout stocks. Its success, however, will depend on restoring suitable streams and protecting the habitats where the indigenous fish breeds and survives. The Department of Fisheries in Jammu and Kashmir can adopt the breeding protocol to support the restoration and conservation of this vanishing, rare indigenous species, an official said.

Carrying the Guru's Word: The Story of Sikhism in Jammu and Kashmir

COMMODORE DS SODHI, NM (Retd) Sikhism, the fifth largest Religion of the world, is a monotheistic faith emphasising the equality, selfless service and meditation on divine. The three pillars of Sikhism are Naam Japo( meditate on Divine) Kirat Karo ( earn honest living through hard work) Vand Chhako(share blessings and wealth with the needy) Sikhism developed from the spiritual teachings of Guru Nanak Dev Ji and the nine Other Sikh Gurus who succeeded him. The core belief and practices of Sikhism include faith and meditation in the name of one creator (Aik Onkar), divine unity, equality and engagement in selfless service (Sewa), striving for justice for the benefit and prosperity of all (Sarbat Da Bala). Guru Nanak Dev Ji visited Jammu and Kashmir during his third Udaasi and Pandit Braham Das was the first one to embrace the Sikh faith and later preach it also. The subsequent Gurus took on the responsibility of preaching Sikhism in the region. The preachings of Bhai Gadiya, Bhai Madhodas, Mata Bhag Bhari, Bhai Bano and Bhai Pheroo influenced the Hindus of the hilly areas as well as cities and brought them closer to Guru Nanak's Faith. The preachers also took care of the places of historical importance from where Guru Nanak and Guru Hargobind Sahib had preached as well as carried out discussions with learned people of other faiths. After Guru Nanak Dev Ji, Guru Hargobind Sahib had Guru Har Rai Sahib also visited Jammu and Kashmir and preached Nanak's Faith. It was in the year 1699 AD that Guru Gobind Singh Ji baptised Baba Pheroo with Amrit and named him Bhai Pheroo Singh. Guru Gobind Singh honoured him with the titles Sachi Dari (True Beard) and Sangat Sahib for his pure devotion and honest maintenance of accounts. Guruji assigned him the task of propagating the philosophy of Sikhism in the north-west mountainous region, including Poonch and Kashmir. Bhai Pheroo had set up his Dera ( headquarters) in Rajoieay (Hazara). In order to accomplish his mission, he travelled extensively in Peshawar, Kandhar, Balkh, Chach, Hazara, Pakhli, Attack, Poonch, Muzzafarabad and Kashmir. Bhai Pheroo Singh handed over his duties and seat (Gadi) to Bhai Punjab Singh Ji in the year 1711 AD. Bhai Punjab Singh shifted the headquarters from Rajoieay to Chattar Class in Muzzafarabad. Preaching in the hill areas, he brought many Hindus closer to Sikh faith, educating them to get rid of casteism and other Superstitions. Bhai Punjab Singh visited Mattan in Kashmir when the Mughals were carrying out atrocities on Kashmiri Pandits. Towards the later part of his life, he handed over the duty and the seat to Bhai Rocha Singh Ji in the year 1736 AD. Bhai Rocha Singh had also been baptized with Amrit by Guru Gobind Singh Ji at Sabo Talwandi (now called Damdama Sahib). Bhai Rocha Singh was found of weapons and he always moved with armed men around him. Bhai Rocha Singh shifted his headquarters from Chattar Klass to Rawalakote. During this time the Afghan took control of Kashmir. It was during this period, that Sukhjivanmal got Sikhs and Brahmans from places like Pakhli, Hazara, Frontier, and Pothohar ( their castes Rism , Dutta, Sudan , Sasan, Lau, Kala, Reen, Mehta , Bali etc) to Kashmir. Bhai Rocha Singh had fought with Afghan Forces at Jambazpura on way to Kamraz. He carried out Penance in the jungle of village Shialkot for a long time and presently a Beautiful Gurdwara Sahib commemorating his visit stands tall there. In the year 1803 AD at the age of 115 years, he handed over the duty and seat to Bhai Mela Singh who shifted the headquarters from Rawalakote to Nangali Sahib Poonch. He travelled widely to Shailkot, Muzzafarabad, Mendhar, Kashmir etc. During the Sikh Rule, the movement of preaching Sikhism gathered momentum in Kashmir. Many Hindus who had come to Kashmir for trade embraced Sikhism as also many Kashmiri Pandits (Bhai Almat, MadhoDhar, Tarloknath Raina, Giani Raina) adopted the Sikh faith. After Bhai Mela Singh, Bhai Manna Singh, Bhai Mangal Singh, Bhai Ratan Singh, Bhai Avtar Singh, Bhai Rattan Singh Modi, Bhai Mohar Singh, Bhai Mangal Singh, Mahant Bachatar Singh , Mahant Manjit Singh (at present) carried out the duty from time to time. Mahant Manjit Singh who is presently on the seat at Nangali Sahib in addition to the duty of preaching Sikhism has also embarked on the duty of giving education to the people. He has opened schools and an Engineering college in Jammu. He travels within the country and abroad to spread the message of Sikh faith of living. Sewadars Bhai Punjab Singh, Bhai Phantoo Singh , Bhai Tara Singh carried out the duty from a hill top Saantpura Daney in Muzzafarabad. Bhai Khushal Singh, Bhai Gurdit Singh and Sant Gurbakh Singh also carried out this duty there. Sewadars Sant Bhai Joga Singh, Bhai Diya Singh, Bhai Narain Singh, and Bhai Gurdit Singh were appointed heads of Gufa Waley Santan De Deray . Sant Gurbaksh Singh of village Dana Muzzafarabad also carried out the duty of preaching Sikh Religion in the Jammu Region. Presently Sant Tejwant Singh (alumni of Baba Jhujhar Singh Gurmat Missionary Kendra Ropar Punjab) is carrying out the duty in Jammu. In the year 1931, Sant Gurdit Singh had opened a school in Village Danna Muzzafarabad. Presently, the locals there have upgraded the school to College still maintaining the name. Sant Tejwant Singh is also running a higher secondary school by the name of Sant Gurbaksh Singh Danna International School. Also, a school for underprivileged children named Sant Bhai Kushal Singh Gurmat Vidyalaye Kendra Madbagh is also run by him. He has travelled internationally spreading the message of Sikhism. The Government of India decided in 2021 to observe 14 August every year as Partition Horrors Remembrance Day to commemorate the pain and suffering endured by the people during the Partition of India in 1947. Even by the most conservative estimates, two hundred thousand people were killed, while seventy-five thousand women were abducted and raped. India put the number of abducted women at 33,000 Hindu and Sikh women, while Pakistan estimated the number of abducted Muslim women at 50,000. Around twelve million people crossed the borders in both directions. Pertinently, some scholars have described Partition as the dark side of independence. Mridula Sarabhai, a freedom fighter and fiercely independent minded was an eyewitness to the horrors of Partition. General Thimaya described her as the bravest man in Indian army. She worked tirelessly for the recovery of abducted women, refusing to simply follow any official line and, on several occasions, even differing with Mahatma Gandhi whose own life was cut short by an act of violence. Partition Plan Feminist historiography has brought to the fore the ways in which women were tortured and killed during Partition. Urvashi Butalia, in her book The Other Side of Silence: Voices from the Partition of India, raises an important question about the Partition of India. She argues that there is no institutional memory of Partition: the state has not seen fit to construct memorials or mark particular places, as has been done in the case of Holocaust memorials or memorials commemorating the Vietnam War. The explanation for this lapse, she believes, is not difficult to find. She asks how Partition could be memorialized by the state without the state recognizing its own complicity. Lord Mountbatten presided over a meeting to discuss the Boundary Award on 16 August 1947. The meeting was attended by representatives of the Congress and the Muslim League. The decision of Sir Cyril Radcliffe, who chaired the three boundary commissions for Punjab, Bengal, and the Sylhet district of Assam, was made public only on 17 August 1947, when the three awards were gazetted. This was three days after Pakistan had celebrated its independence and two days after India had celebrated hers. Although Radcliffe had very little time at his disposal, the top leadersNehru, Jinnah, and Patelwanted the boundary line to be drawn before or on 15 August. In the prevailing situation, everyone suffered, but women were among the worst sufferers. Recovery of Abducted Women The circumstances surrounding the abduction of women varied. Some were separated from their families while fleeing or became lost and were subsequently picked up. Some were left behind as hostages to ensure the safe passage of their families. Others were initially given protection but were later incorporated into the families of their abductors. Aparna Basu, in her book Mridula Sarabhai: Rebel with a Cause, writes that there were instances in which women jumped into wells and rivers to escape abduction and the loss of their chastity. In Thoa Khalsa, nearly ninety women jumped into a well, and the well became so full that no more women could enter it. In Hanoli, in Mianwali district of Punjab, hundreds of women jumped into wells to escape being molested. Fathers killed their daughters; women jumped into burning houses and carried packets of poison to swallow in case they were captured. The well-known author Anees Kidwai, in her book Azadi Ki Chhaon Mein (Under the Shade of Independence), relates how the good maal (goods) could be shared among the police and the army, while the second-rate stuff would go to everyone else. A large number of abducted women were sold several times. Gandhi referred to this in a post-prayer speech. He said that some hoodlums came forward to bring back the girls if they are paid Rs. 1,000 per girl. Has this thing now become a business? To rescue these helpless women, Mridula rushed to Punjab. Her task was to recover Muslim girls who had been abducted and kept in Hindu and Sikh families, as well as Hindu and Sikh girls who had been abducted and taken to Pakistan. She was convinced that this was humanitarian work of the utmost importance and devoted the next six years of her life entirely to it. She set about the work of recovering abducted women like a tigress with cubs, wrote Y. D. Gundevia, who later became the Foreign Secretary of India. According to Gundevia, Mridula had direct access to Prime Minister Jawaharlal Nehru and Pakistans Prime Minister Liaquat Ali Khan. She impressed upon both leaders the urgency of beginning the recovery work. An Inter-Dominion Conference was held in Lahore on 6 December 1947. It unanimously agreed that the two countries should take steps for the recovery and restoration of abducted women, with Mridula serving as the chief social worker. All abducted women were to be restored to their respective dominions, even against their wishes. There was considerable debate over whether women who declined to leave their abductors should be allowed to remain where they were. Eventually, the views of Mridula and Begum Liaquat Ali Khan prevailed, and it was decided that such women should be evacuated to the country where their relatives had migrated. This was a complex question because it was not always clear whether women refused to return because they were afraid to say so in front of their abductors or because they feared that their families would not accept them. A joint appeal to the people of India and Pakistan to restore all abducted women was issued by the representatives of the Inter-Dominion Conference. Prominent among the signatories were Ghazanfar Ali Khan, Iftikhar Hussain Khan of Mamdot, Begum Liaquat Ali Khan, Begum Shah Nawaz Khan, Begum Bashir Ahmed, Iftikharuddin, K. C. Neogy, Swaran Singh, Rameshwari Nehru, Mridula Sarabhai, and Kamaladevi Chattopadhyay. Most of the abducted women were under 35 years of age and came from villages. After their recovery, the women were admitted to Recovered Womens Camps guarded by the police. Conditions within the camps were often appalling. When women from the Kurja camp arrived in Lahore, they looked like skeletons. Their hair and bodies were covered with ulcers and lice. Recovery and Restoration Act A bill for the recovery and restoration of abducted persons was introduced in Parliament by N. Gopalaswami Ayyangar and became an Act in December 1949. Clauses 1 and 2 of the Act emphasized that every effort should be made to recover and restore abducted women and children within the shortest possible time. The Act also stipulated that conversions of persons abducted after March 1947 would not be recognized and that such persons should be restored to their respective dominions.Mridula was the driving force behind these efforts. She explained how every possible technique was being used by abductors to defeat recovery efforts and argued that such legislation was necessary because it made the abduction of women and children a crime punishable by severe penalties. In early 1952, Mridula shifted her base to Jammu and Kashmir, where many relatives of recovered, Muslim women had migrated to Pakistan. She approached various departments of the Government of India and persuaded them to select a location in the ceasefire-line zone where recovered Muslim women could be taken to the border and reunited with their relatives from Pakistan, while Hindu and Sikh women could likewise be reunited with their families in India. Mridula succeeded in getting the Suchetgarh border opened for this humanitarian work. The recovery of abducted women and children, however, came to a grinding halt towards the end of 1953. According to Anees Kidwai, by 1954, approximately 17,000 women had been rescued from Pakistan and 20,000 from India. Many children born to abducted women were placed in orphanages. The German critical theorist Theodor W. Adorno famously declared that there could be no poetry after Auschwitz. Yet poets are among those best able to reach into the depths of human emotions and give expression to unimaginable suffering. It was further submitted that besides flood management, a reservoir project could facilitate the storage of excess monsoon water for future use, while also offering potential for hydroelectric power generation and promoting tourism, water-sports and recreational activities in the area. The delegation said the proposed intervention could contribute to long-term water management, strengthen flood resilience and support sustainable economic development in the region. The Lieutenant Governor assured the delegation that the issue would be given due consideration and taken up with the concerned authorities for technical evaluation.

District collectors in six border states, J-K and Ladakh empowered to grant citizenship

New Delhi, Aug 20: The Union home ministry on Wednesday authorised district collectors in Gujarat, Rajasthan, Punjab, West Bengal, Assam and Tripura (except tribal areas), and Union Territories of Jammu and Kashmir and Ladakh to grant naturalised citizenship to fit and proper applicants ordinarily residing in these regions. The government notified the Citizenship (Third Amendment) Rules 2026 on Wednesday, granting district collectors in these states and UTs the authority to process citizenship-seeking applications for egistration or naturalisation. . The district collectors in these states will replace the Empowered Committees and Designated Officers that previously held these powers. In the gazette notification, the Home Ministry has authorised district collectors in these areas to eceive, scrutinise, and dispose of such applications in accordance with the laid-down parameters. The new rules apply to citizenship-seeking applicants ordinarily residing in Gujarat, Rajasthan, Punjab, West Bengal, Assam, and Tripura, as well as the Union Territories of Jammu and Kashmir and Ladakh. In Assam and Tripura, the rules specifically exclude tribal areas. The new rules designate the district collector as the competent authority to receive requests for registration or naturalisation electronically. The government has directed that all applications currently pending with those committees or District Level Committees in the specified regions be immediately transferred to the relevant collector. Upon submission, the system will generate an automated acknowledgement. The collector will then verify all submitted documents and conduct any inquiries necessary to determine the applicant's suitability. The Collector shall verify the documents submitted by the applicant, along with the application, conduct such enquiry as he considers necessary for ascertaining the suitability of the applicant, administer the oath of allegiance as specified in the Second Schedule to the Act and satisfy himself regarding the eligibility of the applicant under section 6B, the notification said. If the collector is satisfied that an applicant is a fit and proper person, they are authorised to grant Indian citizenship directly. As part of the final steps, the collector must administer the oath of allegiance as prescribed by the Act. However, the new rules maintain strict requirements for applicants to appear in person. In case an applicant fails to appear in person to subscribe the application and take the oath of allegiance despite giving reasonable opportunities, the Collector shall reject the application, said the notified rules. The government has also rescinded previous orders except as respects things done or omitted to be done before such rescission.

NC normalising BJPs post-Aug 5 agenda, diluting Article 370: Ruhullah

Srinagar Lok Sabha member and senior National Conference leader Aga Ruhullah Mehdi has accused his own party of deviating from its stated position on Jammu and Kashmir and alleged that its recent protest in New Delhi demanding restoration of statehood was an attempt to dilute the larger issue of restoration of Article 370 and constitutional guarantees. As per KNS, Ruhullah said political parties in Jammu and Kashmir should be judged by their manifestos, ideology and stated policies rather than by individual statements. There is no need to listen to me or anyone else. People can judge themselves. Look at the manifesto, ideology and policy, he said. Ruhullah said his recent seminar in Delhi on the restoration of Article 370 and constitutional rights had received support from several opposition parties, including the Congress, Samajwadi Party, DMK, RJD and CPI(M), besides independent MPs. He described the event as a significant development, saying it was possibly the first time that people from Jammu and Kashmir had gone to Delhi to speak directly about the region's constitutional status and rights. People of Jammu and Kashmir went to Delhi and talked about Jammu and Kashmir, its constitutional rights, status and situation. This has never happened before, he said. Ruhullah said the venue, which had a capacity of around 250 people, saw more attendees than its capacity, with people from Jammu, Kashmir, Rajouri and Punjab participating. According to him, MPs from several political parties spoke against the abrogation of Article 370 and supported restoration of constitutional protections for Jammu and Kashmir. He said the Congress, DMK, Samajwadi Party, RJD and CPI(M) representatives, among others, supported the demand, with some arguing that restoration of statehood alone would not address the issue. Statehood is not the solution to the problem. The status of Jammu and Kashmir should be restored as per the wishes of the people and as per the constitutional guarantees and protections, he quoted the participating leaders as saying. Ruhullah said the response demonstrated that there was political space in New Delhi to discuss Article 370 and constitutional protections. I proved that it can be talked about in Delhi. They are also ready to speak for you and support you on constitutional rights and protections, he said, calling for the creation of a common vocabulary around the issue. The Srinagar MP also criticised National Conference leaders and members who attended the party's Jantar Mantar protest but later claimed they had gone there under the impression that it was his seminar. Ruhullah said he had invited Chief Minister Omar Abdullah, National Conference MPs and colleagues, as well as BJP MPs from Jammu, to his Delhi programme. He alleged that the Chief Minister and other party members did not respond to his invitation. I wrote that this is the collective work of all of us. This is our responsibility. We should do this work, he said. Ruhullah alleged that after receiving his letter about the August 5 programme, the National Conference decided to hold its own protest in Parliament demanding statehood. He claimed there had been no earlier announcement of such a programme and alleged that the move was intended to dilute the focus of his event on Article 370 and constitutional rights. He said the party's position should be assessed against its own manifestos and historical political position. What did the National Conference say before the election? I am working on that manifesto. The party is not doing it. On the contrary, it is deviating, Ruhullah said. He argued that restoration of Article 370 and constitutional guarantees necessarily encompassed the issue of statehood. When we talk about Article 370 or restoration of constitutional guarantees, where is statehood outside that? That is included. It is automatically included, he said. Ruhullah alleged that limiting the political demand to statehood would amount to accepting a narrower agenda than what the party had promised voters. You are becoming a beggar on the table yourself. You are leaving your dignity on the table, he said. The NC leader also sharply criticised the party's Jantar Mantar protest, questioning its size and political seriousness. For the sake of argument, I believe for two minutes that they went to ask for statehood. They should not have gone. But if they claim they went to do the right thing, where was their cadre? he asked. Ruhullah said the National Conference, which he described as the biggest cadre-based party in Jammu and Kashmir, should have been able to mobilise a much larger number of supporters for an issue as important as statehood. He contrasted the protest with student-led demonstrations, saying young protesters had demonstrated greater persistence and mobilisation in pursuing their demands. Seriousness, dedication and conviction means you sit there until you convince them, he said. Ruhullah also criticised what he described as the party's focus on optics, referring to the participation of senior leaders in an auto-rickshaw during their Delhi visit. Someone did me a favour. For the first time in their life, they got into an auto. That optics came out, he said sarcastically. He alleged that the statehood protest was organised to ease political pressure on the party over the question of restoration of Article 370. There was immense pressure in Kashmir why are you not fighting for your rights? To save their credibility, by giving the name of statehood, they went there to create an optics so that the pressure gets over, he alleged. Ruhullah said the lack of mobilisation at the Jantar Mantar protest was particularly significant because the National Conference currently heads the elected government in Jammu and Kashmir and has a chief minister, ministers and legislators. He contrasted the turnout with party gatherings where, he alleged, thousands of people could be mobilised for political or organisational purposes. Where was their cadre for this work? Why were there only 100-150 people there? he asked. Ruhullah said he himself had been able to mobilise significantly more people for a programme marking the anniversary of the abrogation of Article 370. He also rejected suggestions that raising the issue of Article 370 amounted to indiscipline within the National Conference. He said the party's ideology, manifesto and political resolutions should be the benchmark for determining whether a leader was acting within party discipline. Whoever is working on that manifesto and ideology is working in the hands of the party. Whoever is deviating from it, diluting that manifesto, is working against the manifesto, ideology and discipline of the party, he said. Ruhullah further alleged that the National Conference was moving towards normalising the political position that the BJP had sought to establish after the 2019 abrogation of Article 370. The thing that the BJP should normalise post-abrogation of Article 370, unfortunately the National Conference is normalising the same thing, he said. He claimed that the political objective was increasingly being restricted to statehood, which he said he would not accept. I will not walk on that road, Ruhullah said. On whether he believed statehood and constitutional protections could eventually be restored, Ruhullah pointed to past political movements and public campaigns as examples of how sustained pressure could produce results. Students have shown you that if you believe in your rights, if you work with conviction, courage and sincerity, you can achieve it, he said. He also cited farmers' protests as an example of sustained mobilisation leading to policy change, arguing that political demands could be achieved when pursued with determination. Ruhullah said the people of Jammu and Kashmir should not lose faith in their constitutional demands merely because restoration had not yet taken place. He maintained that the issue required sustained political advocacy, public mobilisation and efforts to build support across India.
