Omar urges Punjab CM: End illegal levy on livestock vehicles

Srinagar, Jun 29: Chief Minister Omar Abdullah has written to Punjab Chief Minister Bhagwant Mann, seeking his intervention to address the issue of alleged unauthorised fee collection from livestock transport vehicles transiting through Punjab and ensure the unhindered movement of livestock consignments destined for Jammu and Kashmir. In his letter, the Chief Ministerhighlighted the concerns raised by the All Kashmir Wholesale Mutton Dealers Union regarding the difficulties being faced by livestock traders and transporters while transportinglivestock through Punjab. He informed thatlivestock-laden vehicles bound for Jammu and Kashmir are reportedly being stopped by certain contractor groups operating in connection with cattle fairs and subjected to unauthorised fee collection despitecarrying all valid permits and statutorydocumentation, causing avoidable delays, financial losses, and hardship to transporters, while also adversely affecting animal welfare. Referring to the findings of an internal committee constituted by the Department of Food, Civil Supplies & Consumer Affairs, Government of Jammu and Kashmir, Omar Abdullah said the committeehad found that transporters were reportedly beingcompelled to make substantial payments per vehicle during transit without any apparent legal sanction. Livestock movement is exempt from GST, the CMsaid, adding thatcontinued imposition of such chargesis placing an additional burden onthe livestock trade, with consequential implications formeat prices and consumers across Jammu and Kashmir. Emphasising the longstanding ties between the two neighbouring states, the Chief Minister said Punjab and Jammu and Kashmir share enduring bonds of friendship, cooperation, and economic interdependence. Any such practices, if found to be occurring, are inconsistent with the spirit of mutual cooperation that has traditionally characterised relations between the two governments, he said. The Chief Minister also drew attention to reports that the tendering processrelating tocattle fairs in Punjab is likely to commenceshortly, andconveyed apprehensions that, unless appropriate safeguards are put in place, the alleged practices may continue during the forthcoming contract period, leading to recurring financial hardship for livestock traders. Seeking Punjab's intervention, Omar Abdullah requested Bhagwant Mann to have the matter examined and ensure the smooth, secure, and unhindered movement of livestock transport vehicles through Punjab, with no unauthorised interference or collection of charges from transporters carrying valid documentation. Expressing confidence in the spirit of cooperation between the two governments, the Chief Minister conveyed his gratitude in advance for Punjab's support in resolving the issue in the interest of traders, consumers, and the seamless movement of essential livestock supplies between the two regions.

Highway Harassment Is No Policy

J&Ks mutton dealers deserve lawful, predictable passage through Punjab Kashmir is facing the prospect of a serious mutton shortage after livestock dealers suspended imports from outside states. Their decision is rooted not in politics but in a growing sense of insecurity over rising transportation costs and alleged harassment, unauthorised levies, and extortion at checkpoints in Punjab. What may appear as a routine law-and-order or compliance issue on one highway has direct implications for kitchens, butchers, and small traders across Jammu and Kashmir. Chief Minister Omar Abdullah has described the action against J&Ks mutton dealers in Punjab as unjustified and raised the matter repeatedly with Punjab Chief Minister Bhagwant Mann. His assertion that these dealers are merely using Punjab as a transit corridor, and not as a source market, underlines a key concern: traders should not feel they are being penalised simply for passing through another state to keep a vital supply line open. Punjabs administration, for its part, may argue it is enforcing regulations on the movement of livestock and preventing malpractice. But this is precisely why the situation calls for transparency and formal clarity rather than ad hoc measures on the ground. If dealers are indeed facing daily uncertainty over charges, paperwork, and inspections, it erodes trust and makes shutdowns more likely. Omars intent to escalate the issue to the North Zone State Council and, if needed, seek Central intervention is a reminder that this is not only a state-to-state disagreement but a question of ensuring smooth inter-state trade within the Union. The response now required from both governments is calm, coordinated and time-bound: clear written protocols for transit, a grievance redressal mechanism for transporters, and accountability wherever rules have been misapplied. The episode also highlights how vulnerable our food supply chains remain. A few bottlenecks on one corridor are enough to unsettle supply and prices in an entire valley. As the government talks of creating new exporters and expanding markets for local businesses, it must also ensure that existing traders, whether exporters or importers, are able to operate within a predictable, fair framework. Kashmirs immediate concern is to avoid a mutton crisis. The longer-term task is to build confidence among traders that their movement across state borders will be governed by clear rules, not uncertainty. That outcome is in the interest of both Jammu and Kashmir and Punjab.

J&K must create new exporters: CM Omar; terms action against mutton dealers in Punjab 'unjustified'

Srinagar, June 29: Chief Minister Omar Abdullah on Monday said Jammu and Kashmir must create a new generation of exporters, diversify its export basket and strengthen export infrastructure to achieve the ambitious goal of doubling exports by 2030. He also termed the action against Jammu and Kashmir's mutton dealers in Punjab as unjustified and said the issue has again been taken up with Punjab Chief Minister Bhagwant Mann. Addressing the inaugural session of the J&K International Buyer-Seller Meet at the Sher-i-Kashmir International Conference Centre (SKICC) in Srinagar, Omar said the Union Government's target of doubling exports by 2030 gives Jammu and Kashmir only a few years to significantly expand its export base. We have to support those who are already exporting, but at the same time we need to create exporters out of people who are not exporting today. Their markets are presently confined to Jammu and Kashmir or, at best, some parts of the country. Our effort is to make exporting easier for them, the Chief Minister said. He said the Buyer-Seller Meet provides an important platform by bringing together international buyers, exporters, manufacturers, artisans and self-help groups to explore new business opportunities and global markets. Recalling Jammu and Kashmir's rich trading legacy, Omar said the region historically exported its products without depending on formal export channels. Our buyers came to us in the form of tourists. They purchased our products and carried them back to different parts of the world. Many lifelong relationships between buyers and artisans were built that way. We rarely had to participate in organised buyer-seller meets or handicraft fairs because buyers automatically came to Kashmir, he said. However, he noted that prolonged disturbances and a decline in tourism forced artisans and traders to adopt an entirely different business model. The Chief Minister said nearly 98 per cent of Jammu and Kashmir's exports currently originate from just four districts, while the remaining districts contribute only two per cent, underscoring the need to broaden the export base across the Union Territory. The challenge before us is how to increase the number of exporters and expand exports to every region of Jammu and Kashmir, he said. Highlighting infrastructure gaps, Omar stressed the urgent need to establish a dry port in Jammu and Kashmir to simplify export procedures and ensure exports are officially recorded in the Union Territory. We urgently need a dry port. Today our goods are exported from here but are often stamped elsewhere, because of which exports get credited to another state. We are working to ensure all export-related procedures are completed within Jammu and Kashmir itself so that exporting becomes easier for our entrepreneurs and our exports are properly reflected in our own account, he said. Action Against Mutton Dealers 'Unjustified' Speaking to reporters on the sidelines of the event, Omar also expressed concern over the action reportedly being taken against Jammu and Kashmir's mutton dealers in Punjab, describing it as unjustified. He said he has been in regular contact with Punjab Chief Minister Bhagwant Mann over the issue and has written to him once again seeking its resolution. I have been in touch with the Punjab Chief Minister for months and have written to him again. Our mutton dealers are only using Punjab as a transit route. They are not purchasing livestock there. They should not be punished merely for passing through the state. The action against them is unjustified, Omar said. The Chief Minister warned that if the matter remains unresolved, it will be raised before the North Zone State Council, and he would seek the intervention of the Central Government to protect the interests of Jammu and Kashmir's traders. He reiterated that the government is committed to addressing issues affecting local businesses while simultaneously creating new opportunities for exporters, artisans and entrepreneurs to expand their presence in national and international markets. Kashmir Sankalp Yatra: The longest expedition in-exile on Kashmir & Kashmiri Hindus

FRAGRANCE OF IDEAS When around two decades of exile of the Hindu minorities of Kashmir were coming to a near close in 2007, Panun Kashmir, in its annual general meeting at Jammu in January 2007, decided to raise the issue of Kashmir and Kashmiri Hindus in an unusual but effective manner throughout the country. It was, in the context of the Kashmiri Pandit struggle, surely an unconventional way of pushing the agenda on a public platform actively and consistently. Accordingly, it was decided to organise a two-month expedition to bring to light the coveted issue at the national level. The security situation in the entire Jammu and Kashmir state was, as usual, nearly out of gear, and the Kashmiri Pandit community continued to face apathy and neglect at the hands of both the governments, the central government and the state government, after experiencing the worst scenario of living as refugees in their own country due to their genocide and ethnic cleansing. Terrorism was active, and people were getting killed almost every day. There was a Congress-PDP government in the state under the chief ministership of Gulam Nabi Azad, and the Central government was governed by the Congress-UPA under the leadership of Manmohan Singh as the Prime Minister of India. It was expected that the expedition would be led by this author in the capacity of his being the President, Panun Kashmir. However, I was working in the State Bank of India, and it would have been almost impossible to snatch months together to plan, execute and lead the expedition that was named as 'Kashmir Sankalp Yatra' (KSY). In the month of March 2007, I was inspired to go for voluntary retirement from my service in SBI and devote full time to the community service, paving the way for joining the proposed KSY. It was surely an unprecedented act that could have brought disaster to the entire family in the future course of time. There was definitely some spiritual inspiration that drove me to take such a tough step in my life. My family didn't take any serious objection to it and backed me fully, thereby becoming a part of the whole thinking process. I hence applied for the same and was relieved by the bank on 30 June, 2007. With this, I ended my 25-year career with the SBI, which could have ordinarily lasted for ten years more. I was now having 24x7x365 days' availability for socio-political activity in the name of Kashmir & Kashmiri Hindus under the banner of Panun Kashmir. Immediate future plans included: to raise enough finances for the Yatra, inspiring activists to join the KSY as per their time availability, counseling with key KP organizations in Jammu and other places and also with the RSS and other nationalist organisations, making friends with the local and national media, publishing the desired literature in at least two languages -English and Hindi and making foolproof travel plans spanning near two months covering 9 states and 2 union territories. It took nearly four months to make all preparations regarding the KSY. It was finally decided to begin the Yatra on 11 November 2007 from the Kashmir valley. An elaborate press conference was organised in the first week of November 2007 at Jammu in which the dates for the Yatra were officially announced. A nine-member team was finalised to go to the valley. The advance party comprised Upinder Kaul, Vinod Mattoo, Shiban Krishen Raina, Nanaji Dembi, Ashwani Bhat and Bittoo ji. This team reached Srinagar on 10 November 2007 and started making all arrangements needed for the Yatra. On the same day, a 'press conference on road' was organised in the Old Secretariat complex, Jammu, where a demonstration was also held on certain pressing issues pertaining to the displaced community. In the early morning of 11 November, 2007, a three-member team led by this author left Jammu for Srinagar by air. The other members included Prof. H.L.Jalali and S.N.Dulloo. Adequate arrangements were made by the government to provide the necessary security cover to the KSY team in the trouble-torn valley; thanks to Kuldeep Khuda, the then DGP of the J&K state, for doing so. As we came out of the airport at Srinagar, we kissed the land of Kashmir and were joined by the security personnel and the advance party of the KSY outside the airport. It was for the first time in exile that a group of the displaced activists was visiting Kashmir on such a mission. From the airport, we straightaway drove to historic Sheetalnath-Sathu and paid our obeisances to the presiding deity - Sheetalnath Bhairav there. We also paid our tributes to the martyrs of the 1967 agitation at their 'samadhi' in the complex. At the end, we took an oath to keep the flame of our struggle alive till we achieve our Homeland in Kashmir. Upinder Kaul collected some sacred earth from the temple-steps to take it along with to Jammu. We later sent a part of it to the Shri Ramjanambhumi Nyas at Ayodhya when the foundation of the grand Shri Ram temple was laid there after the court verdict to enable its mingling with the sacred earth of the thousands of Tirthas of the country. The local Muslim neighbourhood at Sheetalnath gathered in the complex on noticing our arrival, but kept watching our activities keenly. The whole Sheetalnath complex, including the temple, was in shambles. The Hindu High School board was changed to 'H. High School. But there was a silver lining also to be observed, and it was the concrete wall all around the complex. The administration had taken that step some time ago and deserved kudos for that. From Sheetalnath, we went to Hanuman Mandir, Amirakadal and then to the ancient Pandrethan temple in the Badami Bagh cantonment area. Ultimately, we reached the Zeethyar temple in the Dal lake area under heavy security escort and stayed there for the night. It was a sight to be seen; the whole complex was so developed that it fascinated all of us. It was a grand achievement under the circumstances. We also had the sacred darshan of the presiding deity there and stayed in the complex for the night. It was surely a very hard and fearful night in the deep woods of the Zabarwan hills. That night before going to bed, we had an aarti in the temple of goddess Jeshtha Mata. The next day, in the morning, as per schedule, we organised things for the press conference to be held at Hotel Welcome near Nehru Park. The hotel complex was surrounded by the security forces. At exactly 11 am, the press conference started and lasted for an hour. After having an informal chat with the media after the press conference, the three-member team again went to the Srinagar airport and boarded the aircraft bound for Jammu. The advance party of six members stayed for the night at Zeethyar and returned to Jammu via Nagrota camp on 13 November, 2007. On the next day, ASKPC held a reception for the whole team of KSY at Geeta Bhawan, Jammu, under the leadership of its General Secretary, H.L.Chatta. With this came to an end the first phase of the KSY. On 15 November 2007, a press conference was held at Jammu in which the details of the first phase were shared with the media. Simultaneously, the schedule and other details about the next three phases were also placed before them. On 16 November, the second phase of the yatra began with the visit of the entire team of Panun Kashmir to all camps of the displaced persons at Muthi, Purkhoo, Mishriwala and Nagrota. The team in the next two days paid visits to Bavey Wali Mata, Raghunath Mandir and Pashupatinath Mandir in Jammu. The second phase of the yatra from Jammu to Ahmedabad was initially joined by one hundred activists comprising men, women and the youth. The first stop was at Amritsar, where we visited Darbar Sahib and were specially felicitated by the Head Granthi there. Thereafter, the yatra also visited Jallianwallan Bagh and Durgiyana Mandir, followed by a press conference the next day. The Kashmiri Pandit Sabha, Amritsar, made all arrangements for the stay and meals of the yatris. Hereafter, the KSY moved on towards Delhi via H.P., Chandigarh, Chandigah and Haryana in a Sumo jeep with a select group. Programmes and press conferences were held at all the main places where the yatra stopped for a halt throughout. It included Chandigarh and Ambala. A number of programmes were held in Delhi, Faridabad and Ghaziabad (UP). All India Kashmiri Samaj and Kashmiri Sahayak Sabha, Faridabad, under the leadership of M.K.Kaw and J.N. Kaul, respectively, organised special reception programmes for the KSY at their offices. A press conference was held in the Press Club of India. Here in Delhi, Utpal Kaul, a senior activist of the community and Panun Kashmir, joined the yatra team up to Jodhpur. The next destinations included Jaipur, Udaipur and Jodhpur in Rajasthan, where impressive gatherings and media conferences were organised. Thereafter, the yatra reached Ahmedabad and stayed there for four days. The programmes there included visits to Aksher-Dham, Sabarmati Ashram, Kashmiri Pandit Milchar association and a press conference. Here, the second phase was concluded, and the third phase began, for which we reached Nagpur (Maharashtra) by train. The other members of the team changed here, and a new team reached Nagpur directly from Jammu. The team was welcomed in Nagpur, Nanded Sahib and Pune, where big programmes and press conferences were organised. Thousands of people attended those programmes. The Yatris were specially felicitated in the Nanded Sahib Gurudwara; the Rotary Club also invited the yatra team, especially over a programme followed by dinner. In Nagpur, the team went to the RSS headquarters and paid tributes at the Smriti Mandir. In all the programmes throughout, the issue of Kashmir and the Kashmiri Hindus was discussed and debated at length, giving out the full perspective of Islamic terrorism and its effects on the Kashmiri Pandit minorities. The causes of displacement and the neglect thereafter were also put in detail in the RSS-organised programme in the RSS office at Pune. From Pune, the yatra reached Pathankot (Punjab), where it was joined by hundreds of yatries who came from Jammu and organised a grand programme on the banks of the river Ravi. Amarnath Vaishnavi, the President of ASKPC, joined the yatra here and was the Chief guest in the programme. From the banks of the river Ravi, the yatra reached the Lakhanpur bridge. It was here that the third phase of the yatra got concluded, and the fourth and the last phase began, which was to be completed on foot up to Jammu. Vimla Chrungoo, Secretary-DOPK, volunteered to accompany this author for 'pad-yatra' from Lakhanpur to Jammu, which consumed seven days with night halts at Kathua, Hiranagar, Chichi-Mata Samba, Vijaypur, Greater Kailash and Vaishnavi Dham, Railway Station, Jammu. On 28 December 2007 (Margdarshan Day), the Kashmir Sankalp Yatra reached the banks of the Ranbir Canal at Rajinder Park, Jammu, where a grand reception was held by the leaders and the activists of various organisations led by veteran H.N.Jattu. For the next three days, the yatra team had a round of all the displaced camps and the Har-ki-Pauri on the banks of the river Tawi near Bahu fort. On 31st December 2007, the Yatra concluding programme was held on the foundation day of Panun Kashmir at TRC-Hall, Jammu, which was attended by the major organisations of the displaced Kashmiri Pandit community and the Sikh community. With this came to an end the 'Kashmir Sankalp Yatra' of 2007, which was the longest expedition of the displaced activists during their exile on the issue of Kashmir and the Kashmir Hindus. The details of the KSY during the years ahead will need another day to come to light....! Civil Service Cricket Club: India vicecaptain Tilak Varma said the team was determined to bounce back from the opening defeat and level the threematch series against Ireland in the second game, while adding that his new role in the leadership group has been both a privilege and responsibility. India will be desperate to bounce back in Sundays second T20I against Ireland after suffering a 34run defeat in the opening match at the Civil Service Cricket Club in Stormont. It was also Indias firstever loss to Ireland in international cricket. It feels really good. At the same time, its a responsibility. As Ive already captained in the age-group categories and recently led an India A side, whatever inputs I have, Im sharing them on the field. Even in the last match, I shared whatever little I could as vice-captain. But unfortunately, the result didnt go our way. Hopefully, weve got another match now, and were looking to win it and level the series, said Tilak in a pre-game chat with the broadcasters. For Sundays game, India have handed debuts to seam-bowling all-rounder Suryansh Shedge and pacer Prince Yadav, who had great IPL 2026 seasons for Punjab Kings and Lucknow Super Giants respectively. Prince had made his ODI debut against Afghanistan earlier this month. Even in the last match, I shared whatever little I could as vice-captain. But unfortunately, the result didnt go our way. Hopefully, weve got another match now, and were looking to win it and level the series, said Tilak in a pre-game chat with the broadcasters. JKSA delegation meets DRME, PNRC over BFUHS academic row

A delegation of the Jammu & Kashmir Students Association (JKSA), led by its State Media Coordinator Sheikh Salman, along with members of the Punjab Students Union (PSU), on Saturday visited the offices of the Directorate of Research and Medical Education (DRME), Punjab, and the Punjab Nurses Registration Council (PNRC), SAS Nagar, Mohali, to pursue the long-pending issue concerning the arbitrary academic decisions of Baba Farid University of Health Sciences (BFUHS), which have placed the academic future of thousands of nursing students in jeopardy. The delegation met the concerned Director at DRME, who gave a patient hearing and assured that he would personally take up the matter with Baba Farid University of Health Sciences. He further assured that the University would be directed to furnish a written clarification on the issues raised so that the grievances of the affected students could be examined in a transparent and time-bound manner. The delegation also met the Registrar of the Punjab Nurses Registration Council (PNRC). However, the Registrar expressed his inability to intervene, stating that the matter does not fall within the Council's jurisdiction and that he has no authority to mediate in the dispute. The Association stated that it has exhausted every available institutional, legal, and administrative grievance redressal mechanism. Despite repeated representations before the University, meetings with the concerned authorities, and continuous follow-ups, no meaningful resolution has been achieved, said a press release. JKSA further stated that information obtained under the Right to Information (RTI) Act establishes that the academic relaxations approved by the University's highest academic body have not been implemented by the university administration. The Association has also filed another RTI application before the Indian Nursing Council (INC) seeking clarification on the applicability of the relevant nursing regulations. Speaking on the occasion, Sheikh Salman said that despite exhausting all available legal and administrative remedies, the University's rigid and arbitrary approach has left thousands of nursing students uncertain about their academic future. He said the Association cannot allow university authorities to amend academic regulations or alter rules at their own convenience in a manner that prejudices students' interests. Such arbitrary decisions violate the principles of fairness and transparency, disrupt the academic calendar, and cause severe academic uncertainty and hardship. He further said that the prolonged delay has imposed a significant financial and psychological burden on students, particularly those from Jammu & Kashmir and other states, who continue to incur additional expenses on accommodation, transportation, tuition, and daily living while awaiting a resolution. The continued uncertainty has also adversely affected their mental well-being, academic progression, and future career prospects. The Association emphasised that no university can disregard decisions taken by its own highest academic body or ignore the applicable statutory and regulatory framework. It said the issue extends beyond nursing students and raises broader concerns regarding transparency, accountability, and academic governance within higher education institutions. JKSA reiterated that it will continue pursuing the matter and will once again seek the intervention of the Chief Minister of Punjab and the Speaker of the Punjab Vidhan Sabha to facilitate appropriate policy-level directions. The Association affirmed that it remains committed to ensuring a fair, transparent, lawful, and student-centric resolution and will not allow arbitrary administrative actions to compromise the academic rights and future of thousands of students. The Association appealed to the Punjab Government to intervene without further delay, ensure justice for the affected students, and direct Baba Farid University of Health Sciences to implement the decisions already approved by its Academic Council in accordance with the applicable academic regulations and statutory framework.

The Paradox of Sheikh Abdullah

A friend forwarded me a post on X by Ahmad Ali Fayyaz, a journalist, about the ambiguous attitude of Kashmiris towards Sheikh Mohammad Abdullah. Without taking sides, Fayyaz juxtaposes the emotional sendoff Kashmiris gave him on his passing in 1982 with the vilification he has been subjected to subsequently. He then poses the charge of treachery laid against Sheikh Abdullah in recent times, without expressing an opinion, but contrasting the charge with the reality of the grief at his passing. Traitor, or gaddaris a term I have often heard Kashmiris use with reference to the Sheikh. Ahmad Ali Fayyaz did well to highlight the issue, because the ambiguity lies in the Kashmiri attitude, not in the Sheikh, as I shall try to explain below. For a proper understanding of the Sheikhs role we have to go back to the 1930s and the birth of the Muslim Conference, when Pakistan was not even a concept and Kashmir merely a component of a Princely State. Under the Dogra rulers Kashmiri Muslims were a discriminated lot in terms of employment. In 1925 Kashmiri Pandits had conducted a campaign to protect their share of jobs against Punjabi (mainly Hindus) officials brought in from by the Ruler for their administrative skills. Sheikh Abdullah himself failed to obtain the job of a college lecturer and had to become a school teacher instead. The Muslim Conference agitated for the rights of Muslims for jobs in the administration, political representation, and the rights of the cultivator. In these goals, it is fair to say, Sheikh Abdullah with his modern outlook and radical economic and social agenda had all Kashmirs Muslims behind him. His skirmishes with the Mirwaiz after 1934 resulted decisively in a victory for the Sheikh. After the National Conference was formed in 1938 hiving off the Muslim Conference Sheikh Abdullah continued to reign in Kashmiri hearts. His agenda, which was expanded in 1946 with the Quit Kashmir movement to expulsion of the Dogra dynasty, remained faithful to the original programme. It had nothing to do with the Lahore Resolution of 23rd March 1940 which led to the creation of Pakistan. Now, his followers and Kashmiris in general, knew he was opposed to the Muslim League and the formation of Pakistan and he was not the only Muslim politician of note to do so. Khan Abdul Ghaffar Khan and Maulana Azad are two other notable names; but religious organizations like the Deoband school and MaulanaMaudoodi and his Jamaat e Islami were also resolutely against the partitioning of India into Hindu and Muslim States. And lest we forget, a sizeable chunk of the Muslim vote went against the Muslim League, even in Punjab where the Unionist Party succeeded in winning 10 seats or so in the communally charged election of 1946 where the Punjab BarelviPirs ran riot with religious threats against those opposing Pakistan. The charge of treason cannot be brought against Sheikh Abdullah for the pre-independence phase of his political career. Quite the contrary- He is that rare political leader who delivered on every one of the items of his party programme. After 1947, as Prime Minister he ensured that Kashmiri Muslims obtained political representation in proportion to the population. He progressively increased the share of jobs of Muslims in the administration till it was nearly in proportion to the Kashmirs Muslim population, and his land to the tiller programme was the first and only effective land reform programme in the entire country. He also delivered on his Quit Kashmir programme when the Ruler Hari Singh abdicated and shifted abode to Bombay, never to return. No treason or treachery thus far. After 1947 Sheikh Abdullahs nationalist credentials are questioned, not just by Hindutva politicians but Congress as well, which is the party that jailed him in 1953. Where exactly did he stand vis a vis India in the years before his arrest. So far as we can tell from the written record he began to have doubts about the association with India from the very beginning, and was exploring ideas of independence right from the day he became Prime Minister in 1948 March. He is said to have proposed the idea of an independent J&K guaranteed by both India and Pakistan to American representatives at the United Nations in 1948. Later discussion with the American ambassador to Delhi, Loy Henderson, and the defeated candidate for the American Presidency Adlai Stevenson hint at the same tendency. He also raised the subject within his own National Conference party in May of 1953, but without getting any support. Independence was not a mandate from the people of Kashmiri, nor was it ever part of the National Conference programme. The idea, if it ever existed full blown, was only in Sheikh Abdullahs own mind - hesitatingly articulated, without any great expectation of success. The idea was fantastic, and had led Maharaja Hari Singh to his downfall, as it did to the Nizam of Hyderabad. He cannot be accused of treachery in this context. Finally, there are those who would accuse Sheikh Abdullah of being a traitor to the cause of Pakistan. Such an accusation would be absurd, ignorant and ridiculous. One cannot be traitorous to a concept one opposes whole heartedly. Pakistan, was then, as it is now, an absurd proposition. It was never popular in Punjab as the results of the elections of 1937 show. It took off in Punjab only because of the fear of the Muslim feudal classes that under Congress they would lose their estates. It was precisely the progressive ideas such as land to the tiller that attracted Khan Abdul Ghaffar Khan and Sheikh Abdullah to associate with Congress. The poet Iqbal first articulated the concept of a Muslim political grouping in Northwest India in the 1930 session of the Muslim League in Allahabad. This group did not include J&K, and was to be part of India not a separate country. The two-nation theory whose inchoate form was first articulated by Sir Syed Ahmad Khan, had later supporters in LalaLajpat and Savarkar. It was another fantasy which succeeded for a while only because the British were compelled to reward Jinnah and the Muslim League for their support in the second world war when Congress was impeding British efforts. The idea of Pakistan flawed in conception, and bloody in execution, is yet to establish its credibility or necessity. In fact, one can go as far as to say that its creation created the very conditions it was predicated upon. Without Pakistan Muslims in the minority Muslims provinces would not have faced the situation they do in India today. How then do we account for the present-day Kashmiri animosity to Sheikh Abdullah and the role he played. Knowledge comes but wisdom lingers said Tennyson. Knowledge can be accumulated relatively quickly these days but digesting that knowledge and forming reasoned judgements from it can take time, leading to ambiguous opinions Ambiguity, is of course, a human attribute we all suffer from being undecided is a natural state. We dont always know our own minds. We have favouritecolours, favourite foods and favoured people within our intimate circles, but these are direct sensorial experiences, not thought out likes and dislikes. Outside the sensory experience, especially in matters of religion or politics, the positions we take are based more often on received knowledge which is often partial and slanted. Our attitudes may reflect our emotions more than they do our knowledge. And where our knowledge is inadequate our opinions become flawed. Sheikh Abdullah is considered a traitor by some because he eventually signed an accord with Indira Gandhi in 1975. That accord was greeted by a complete bandh in Srinagar the day he took the oath of office in Jammu. The next day, as he entered he city he and his cabinet were given the most rapturous welcome Srinagar ever saw. In Bhadarwah, where I was a Sub Divisional Magistrate then, a young Jamaati leader had stayed up all night plastering the town with posters proclaiming Do Gaddar, Sheikh Abdullah aur Sheikh Mujeeb. Next morning as head of the Carpenters Union he sent Sheikh Abdullah a telegram congratulating the newly sworn in Chief Minister. The literary critic and poet William Empson wrote a book called Seven Types of Ambiguity. The seventh type is the ambiguity of contradictory ideas, signifying a split in the authors mind, a fundamental ambiguity that is unresolvable, where meaning can come only through context. Perhaps the Kashmiri relationship with Sheikh Abdullah falls in this category. A love relationship that turned to hate years after the object of the love had ceased to exist suggests an ongoing dynamic in the minds of the living, not a fault in the deceased. B R Singh is a retired IAS officer who served in the J&K cadre.

KTA urges J&K Govt to take up mutton transit charges issue with Punjab authorities

The Kashmir Trade Alliance (KTA) has urged the Jammu and Kashmir Government to immediately take up with the Punjab Government the issue of transit charges being levied on livestock, saying the dispute has disrupted mutton supplies to Kashmir and created panic among consumers, particularly as the Valley enters the peak marriage season. In a statement, KTA President Aijaz Ahmad Shahdhar said the additional transit charges imposed by the Punjab authorities have placed an unjustified financial burden on mutton dealers, forcing many to suspend supplies. He said the issue has now begun to affect the general public, with concerns growing over the availability of mutton in local markets. Shahdhar said anxiety is mounting among people as hundreds of marriages are scheduled across Kashmir in the coming days, with mutton being an essential part of traditional wedding feasts. He warned that any prolonged disruption in supply could lead to shortages, price escalation and unnecessary panic among consumers. The government cannot afford to remain a silent spectator. We urge the Jammu and Kashmir Government to immediately engage with the Punjab authorities and resolve the issue in the larger public interest. The concerns of mutton dealers are genuine, and unless the matter is addressed without delay, both traders and consumers will continue to suffer, Shahdhar said. He said the issue extends beyond the interests of traders and has now become a matter of public concern. With the marriage season underway, an uninterrupted supply of mutton is essential to avoid inconvenience to thousands of families making preparations for wedding functions. The KTA appealed to Chief Minister Omar Abdullah and the concerned departments to take up the matter at the highest level with the Punjab Government so that the additional transit charges are reviewed and normal movement of livestock into Jammu and Kashmir is restored at the earliest. Shahdhar expressed hope that the government would act swiftly to prevent any further disruption in supplies and ensure adequate availability of mutton in markets across the Valley.
