CHANDIGARH: Aishdeep Singh, the mastermind behind the murder of 30-year-old kabaddi player-cum-promoter Kanwar Digvijay Singh alias Rana Balachauria, was arrested on Wednesday by the Punjab Police from the Indira Gandhi International Airport at Delhi. Meanwhile, another key accused in the case Harpinder Middhi was killed in an encounter at Lalru near here in which two police personnel also sustained injuries. Police said the tussle between different gangsters over the organisation of kabaddi tournaments in Punjab led to the shooting. Senior Superintendent of Police of SAS Nagar Harmandeep Hans said Aishdeep Singh, who had been staying in Russia, came to India on November 25 on the directions of gangster-turned-terrorist Dony Bal to execute the murder. He was arrested from Delhi airport when he was planning to escape to Muscat. Aishdeep informed police about his accomplice Harpinder Middhi, a resident of Naushehra Pannuan in Tarn Taran, who actively supported the shooters and was supposed to escape along with him. Acting on the information, police parties led by Deputy Superintendent of Police of Dera Bassi Bikramjit Singh Brar and including inspectors Sumit Mor, Pushvinder Singh and Malkiat Singh conducted a raid at the location pinpointed by him on the Ambala-Lalru Highway near Jharmal River in Lalru. Upon seeing the police party, the suspect Harpinder Middhi opened fire resulting in serious bullet injuries to two police personnel -- head constables Gulab Singh and Kumar Sharma. The police party retaliated in self-defence during which the suspect was injured and was rushed to Civil Hospital Dera Bassi, where he succumbed to injuries, he said. Gang rivalry over kabaddi tournaments leads to killing of player-promoter Rana Balachauria in Mohali Hans said that police have also arrested another accused Jugraj Singh with the help of Amritsar (Rural) Police. All the accused persons involved in this case have been identified and raids are being conducted to nab the remaining accused, he said. Balachauria was shot dead in Mohali on December 15 by associates of gangsters Doni Bal and Lucky Patial. Police have identified the three accused including the two shooters who pumped bullets into Balachauria. They are Aditya Kapoor alias Makhan and Karan Pathak of Amritsar. The duo are currently absconding. Twelve teams of the Punjab AGTF, SSOC and the district police have been hunting for them for the past two days. The killing of Balachauria has brought back memories of a similar incident three years ago when another kabaddi player Sandeep Nangal was shot dead in Jalandhar district in the middle of a tournament at Mallian Kalan village. More recently, a 25-year-old kabaddi player named Teja Singh was shot dead in broad daylight in Jagraon in October this year.
With Delhi under 'severe' air quality, Beijing offers its pollution-control playbook
Hazardous air quality, dense smog and a spike in respiratory illnesses have become a grim winter routine for Delhi. As the national capital chokes under severe air quality for much of the week, Chinas capital, once derided as the worlds smog capital, has emerged as a contrasting case study, and Beijing is now offering its playbook. In an extensive post on X, Chinese embassy spokesperson Yu Jing shared a step-by-step account of how Beijing curbed air pollution over the past decade, accompanied by before-and-after images of the city. Stressing that both India and China face the challenge of air pollution amid rapid urbanisation, Jing said cleaner air doesnt happen overnight, but it is achievable. The post included air quality readings from December 15, showing Delhis AQI at a hazardous 447, compared to a relatively moderate 67 in Beijing. Breaking down Beijings approach, Jing said China adopted ultra-strict vehicle emission standards comparable to Euro 6 norms and aggressively phased out old, high-emission vehicles. Vehicular pollution remains one of the biggest contributors to smog in Delhi. While India mandated BS-VI emission norms for vehicles manufactured after April 1, 2020, enforcement continues to be a weak link. How did Beijing tackle air pollution? The Chinese embassy spokesperson also pointed to measures such as licence-plate lotteries, odd-even and weekday driving restrictions, and massive investments in metro and bus networks, alongside a rapid push for electric mobility. While Delhi has experimented with the odd-even scheme, its impact on pollution levels has been limited. Jing underlined that Beijings gains were made possible through coordinated policies across the BeijingTianjinHebei region, preventing pollution spillover from neighbouring areas. In contrast, one of Delhis biggest challenges remains stubble burning in Punjab, Haryana and Uttar Pradesh. Despite repeated directions from the Supreme Court for coordinated action, lapses and inter-state blame games have blunted enforcement. The second pillar of Beijings clean-air push was industrial restructuring. According to the embassy, more than 3,000 heavy industries were shut down or relocated. Relocating Shougang, one of Chinas largest steelmakers, alone cut inhalable particles by 20%, the post said. Vacated industrial sites were converted into parks, commercial districts and cultural or technology hubs. The former Shougang industrial complex, for instance, was transformed into a key venue for the 2022 Winter Olympics. Beijing also shifted wholesale markets, logistics hubs and even some educational and medical institutions to nearby cities, retaining only high-value research, development and service sectors in the capital. While the suggestions from the Chinese embassy have drawn attention, experts caution that Delhi has heard, and even attempted, many of these measures before, with marginal success. Beijings turnaround followed a five-year national action plan launched in 2013, which included shutting coal-fired boilers, expanding public transport, promoting new-energy vehicles and accelerating the shift to green energy. The citys last-mile connectivity now relies on micro-buses, shared mobility options such as bikes and e-scooters, ride-hailing services and even autonomous vehicles. Experts say that while Delhi and Beijing share some pollution sources, a straight replication of the Beijing model is impractical unless adapted to local realities. Year-long transport curbs, for instance, are not feasible in the national capital, and persistent disagreements among states over stubble burning continue to undermine progress. They argue that integrating rural agricultural policies to address crop residue burning, expanding public transport infrastructure and ensuring strict compliance are critical. A Comptroller and Auditor General (Comptroller and Auditor General of India) report tabled in the Delhi Assembly has found that Delhis worsening air pollution is driven largely by systemic failures within the city, particularly weak enforcement of vehicular pollution norms. The audit highlights widespread irregularities in the Pollution Under Control (PUC) regime, noting that over 1.08 lakh vehicles were issued certificates despite exceeding permissible limits for carbon monoxide and hydrocarbons. In several instances, certificates were issued to multiple vehicles within seconds, raising doubts about the integrity of testing. Between 2015 and 2020, nearly 4,000 non-compliant diesel vehicles continued to operate due to lax certification. The report also flags major lapses in removing end-of-life vehicles. Of the 47.51 lakh vehicles meant to be deregistered between 2018-19 and 2020-21, only 2.98 lakh were actually removed, leaving over 93% still officially registered and potentially in use. None of the vehicles impounded for pollution violations had been scrapped, while scrapping and impounding infrastructure remains grossly inadequate. Enforcement has been further hampered by staff shortages, lack of mobile testing equipment, and the absence of real-time data to guide deployment of teams. The audit concludes that Delhis air crisis cannot be blamed solely on external factors like stubble burning, but has been significantly worsened by poor implementation of policies, weak monitoring, and failures in governance. The broad lesson from Beijing, experts say, is not that solutions are unknown, but that implementing them requires sustained political will, regional coordination and rigorous enforcement, several stars that must align for Delhi to breathe easier.

Hijab incident: Pakistan-based gangster issues video threat to Bihar CM Nitish Kumar
PATNA: A Pakistan-based underworld don has triggered a controversy by objecting to the removal of a woman doctors hijab by Bihar Chief Minister Nitish Kumar during an official function held in the state capital on Monday. The underworld don, Shahzad Bhatti, has demanded an apology from the Chief Minister over the incident. In a video message circulated on social media, Shahzad questioned how a man at the helm of affairs could behave in such a manner with a Muslim woman at a public function. He should immediately tender his apology for his action, Shahzad said, adding that he should not be blamed if anything untoward happened to the offender. The video message is being viewed as an alleged threat to the Chief Minister. Shahzad, a native of Pakistans Punjab province, has been involved in alleged anti-India campaigns on social media. He is also reportedly associated with terrorist organisations operating from Pakistan. He claims to be a true soldier of Pakistan and an adherent of Islamic thoughts. Bihar police officials have remained tight-lipped over the video message and are not willing to comment on the issue. The controversy erupted after Nitish Kumar removed the hijab of a woman doctor while distributing appointment letters to newly recruited AYUSH doctors at a function in Patna. During the event, Nitish Kumar handed an appointment letter to Dr Nusrat Parveen, who was wearing a hijab. After giving her the letter, he reportedly noticed the hijab and asked, What is this? When Dr Nusrat replied that it was a hijab, the Chief Minister told her to remove it. He then removed the hijab himself in full public view. Dr Nusrat was hastily pulled aside by an official present at the venue, while Deputy Chief Minister and senior BJP leader Samrat Chaudhary, who was standing beside Nitish Kumar, was seen tugging at the latters sleeve in an apparent attempt to restrain him. Meanwhile, RJD spokesperson Ejaz Ahmed alleged that Nitish Kumar insulted women by removing a Muslim womans hijab while distributing appointment letters to doctors at a function in Patna. This clearly reveals the NDA governments mindset towards the Muslim community. Chief Minister Nitish Kumar has become engrossed in politics aimed at pleasing the BJP and RSS, he claimed. When a person holding the position of chief minister commits such an act, it appears that the government in Bihar is now completely implementing the ideology of the RSS. Nitish should apologise for this act, as he has insulted the entire womens community, the RJD leader alleged. This is not the first time Nitish Kumar has drawn flak for his actions in full public view. Ahead of the Assembly elections, he had sparked a controversy after he began clapping while the national anthem was being played at a function held at the Patliputra Sports Complex in Patna. That action had drawn sharp criticism from Opposition leaders, who demanded a medical check-up of the Chief Minister by a medical board. Himachal Police in touch with Punjab, Rajasthan counterparts over spotting of 'Pak' balloons
SHIMLA: Following spotting of multiple aeroplane-shaped balloons having PIA (Pakistan International Airlines) or Pakistani flag printed on them in different districts of the state in the past few weeks, the Himachal Pradesh police has reached out to their counterparts in Punjab and Rajasthan to determine the origin of these balloons. Police have also contacted the officials of the Indian Air Force for the same. So far, no suspicious devices such as gadgets, surveillance devices, trackers or materials have been found inside these balloons. We have contacted our counterparts in states sharing a border with Pakistan where similar balloons were found to get their insights, police said. While no FIR has been registered in this case, the police are investigating the matter, enquiring local vendors about the origin of these balloons. Recently, residents of Chalet village under Daulatpur police post were alarmed after an aeroplane-shaped balloon with PIA written on it was found on the roof of a house of a villager. He then immediately informed the Daulatpur police post. Upon receiving the information, the police team reached the spot and seized the balloon. As a precautionary measure, police also inspected the surrounding areas to rule out the presence of any other suspicious objects. On December 8, three similar balloons were also found in the Tatehra village of Gagret sub-division. These balloons had the Pakistani flag on them and I Love Pakistan written on them. Also, similar balloons were found in Hamirpur and Kangra districts in the past few months.

The Passing Out Parade at the prestigious IMA is always a moment of immense pride, but for the 33-year-old Gurmukh Singh, it was the realization of a long-cherished dream. Born on July 6, 1992, Singh initially joined the Indian Army as a Sepoy. However, his sights were set much higher, on wearing the officer's uniform. The path to achieving this goal was anything but smooth. Singh faced repeated setbacks, failing the entrance examinations for officer entry seven consecutive times. Speaking exclusively to TNIE after his commissioning, the newly appointed Lieutenant reflected on his arduous journey. Every failure only fueled my resolve, he stated. Balancing my duties on the ground with my rigorous preparation, I never abandoned my pursuit of becoming a commissioned officer. His perseverance finally paid off, culminating in the proud moment when his parents watched him don the olive green of a Lieutenant. Lieutenant Singh also voiced a concern regarding the shifting aspirations of the younger generation. It saddens me to see a growing trend, especially among Punjabi youth, prioritizing securing jobs abroad over serving the nation, he commented. This tendency must stop. It is the duty of parents to instill the values of patriotism and selfless service in their children. He credits his father, retired Subedar Major Jaswant Singh, as his greatest motivator, with a family legacy that also includes retired Subedars Harbans Singh and Prakash Singh. His service record itself is a testament to discipline. During his tenure as an enlisted soldier, Singh served in challenging, remote outposts like Ladakh. Finding time to study amidst demanding postings was a significant hurdle. Undeterred, he managed to complete his Post Graduate degree and a B.Ed while serving, driven by his ambition. His father, Subedar Major Jaswant Singh, consistently encouraged him after every rejection, keeping his goal firmly in sight. Following his graduation from the IMA, Lieutenant Gurmukh Singh was commissioned into the Army Air Defence (AAD) Corps. His parents, Jaswant Singh and Kulwant Kaur, were present to witness this historic milestone. From the day Gurmukh joined the Army, his ambition to become an officer was clear, said his proud father. Lieutenant Gurmukh Singh believes his years of experience as a soldier will be invaluable in his new leadership role. I understand how the Army functions and how to manage troops. CHANDIGARH: Questioning the BJP Governments handling of the pollution crisis in Delhi and what he described as a false narrative blaming Punjab for the national capitals poor air quality, Punjab Chief Minister Bhagwant Mann said the state has been unfairly targeted year after year despite having significantly better air conditions. Addressing the issue, Mann said Punjabs Air Quality Index (AQI) currently ranges between 70 and 110, while Delhis AQI stands at around 500. Who is responsible for pollution in Delhi? he asked, adding that Punjab continues to be blamed despite clear data to the contrary. He said there has been a significant drop in stubble-burning incidents in Punjab, a fact that has been officially recognised by the Central Government in Parliament. Taking a dig at the saffron party over the renaming of MGNREGA to Viksit BharatJai Ram Ji (Vikas Bharat Guarantee for Rozgar and Ajeevika Mission (Rural)), Mann mocked the move, saying that if the BJP-led Central Government had its way, it would rename the entire country as Deen Dayal Upadhyay Nagar. He added that BJP governments have already renamed several railway stations and cities, and pointed out that renaming does not improve governance, while people-centric decisions alone can bring real change. Mann also gave detailed information about the arrangements being made by the state government for lakhs of devotees arriving from across the world to pay homage to the supreme sacrifice of the younger Sahibzadas and Mata Gujri at Fatehgarh Sahib on the occasion of Shaheedi Sabha. Giving details, the Chief Minister said comprehensive measures have been taken to ensure adequate health facilities, transport, cleanliness and security so that no devotee faces any inconvenience. He said that, keeping in view the large inflow of devotees, special steps have been taken regarding healthcare facilities. He informed that 20 Aam Aadmi Clinics and five dispensaries are being set up, where expert doctors and staff members will be on duty, adding that medicines and essential equipment have been arranged at these centres. Mann said the Punjab Government will provide free transportation for devotees within the city during Shaheedi Sabha by launching an inter-city shuttle bus service. He said that during the Sabha, 200 shuttle buses and 100 e-rickshaws will ferry devotees from parking areas to Gurdwara Sahib and other locations. Smog takes toll on animals He said the services of Google are being used this time for traffic management so that updated information on road traffic conditions around Fatehgarh Sahib is available, allowing immediate alternative arrangements in case of congestion. He added that five large and 16 smaller parking areas have been prepared for vehicle parking. Speaking about security arrangements, Mann said more than 3,300 police personnel will be deployed to facilitate devotees. He said an Integrated Control Centre has been established, with a helpline number 0176-3232838 for public convenience. He added that 300 CCTV cameras are being installed at key locations to monitor anti-social elements, while drones will provide aerial surveillance across the city. The Chief Minister said that to ensure smooth mobile connectivity, temporary mobile towers are being installed by telecom companies. He added that a fleet of 60 ambulances and fire brigade vehicles will remain stationed to handle any emergency. Emphasising the importance of cleanliness, Mann said maintaining hygiene in the city is of utmost priority. He added that machinery from various districts has been deployed for this purpose, and volunteer teams will work in shifts round the clock to maintain the sacredness of the city. He further announced that during the Shaheedi Sabha, the Punjab Government will organise a large blood donation camp at Fatehgarh Sahib as a service to humanity. Indian Premier League: Though Cameron became the most expensive overseas buy in the Indian Premier League history after fetching a staggering Rs 25.20 crore bid from three-time champions Kolkata Knight Riders (KKR), the Australian all-rounder will only take home Rs 18 crore, in accordance with the new maximum fee rule. The rule was introduced last year to address the shared concern of franchises that some overseas players were registering solely at mini auctions to exploit the supply-demand imbalance. According to the rule, the overseas player cannot be paid more than Rs 18 crore, which was the highest bracket for franchises retaining players ahead of the 2025 mega auction. If the bid exceeded the Rs 18-crore threshold, the additional money would be used by the BCCI for player welfare. In a note to franchises last year, the IPL said, Any overseas player's auction fee at small auction will be lower than the highest retention price of Rs 18 crore and the highest auction price at the big auction. In case the highest auction price at the big auction is Rs 20 crore, then Rs 18 crore will be the cap. If the highest auction price at big auction is Rs 16 crore, then the cap will be Rs 16 crore. Gang rivalry over kabaddi tournaments leads to killing of player-promoter Rana Balachauria in Mohali
CHANDIGARH: A tussle among rival gangsters over dominance in the organisation of kabaddi tournaments in Punjab has led to the killing of 30-year-old kabaddi player-cum-promoter Kanwar Digvijay Singh alias Rana Balachauria, who was shot dead in Mohali on Sunday evening. He was killed by associates of gangsters Doni Bal and Lucky Patial. This is not the first such incident, as two well-known players of the sport have earlier been assassinated in similar circumstances. Punjab Police have identified three alleged accused, including two shooters who fired multiple rounds at Balachauria. They have been named as Aditya Kapoor alias Makhan and Karan Pathak, both residents of Amritsar, with 13 and two FIRs registered against them respectively. Police said the accused belong to the gang of Doni Bal and Lucky Patial. No arrests have been made so far. According to police, the assailants fled on the Landran road after shooting Balachauria at point-blank range in the head and face during a private kabaddi tournament in Sector 82, Mohali, at around 6 pm. The tournament had been under way for the past few days. Balachauria, who had got married around 10 to 15 days ago, was rushed to Fortis Hospital with gunshot injuries, but despite immediate clinical assessment, he was declared brought dead. The tournament was being held at a packed ground, where Punjabi singer Mankirt Aulakh was also expected to attend the evening matches to distribute prizes. Police said four rounds were fired by the two accused, who approached the victim on the pretext of taking a selfie and took him aside near the parking lot before shooting him at point-blank range. While fleeing the spot, the accused fired shots into the air to scare youths who attempted to chase them. The police have linked the deceased to jailed gangster Jaggu Bhagwanpuria in connection with dominance over the organisation of kabaddi tournaments. Calling it a planned attack, Senior Superintendent of Police, SAS Nagar, Harmandeep Singh Hans said, The identity of the third person has been withheld till now. The police have also zeroed in on a few individuals involved in providing shelter and logistics to the assailants. As of now, the deceased has no role or link in the Moosewala murder case. Twelve police teams have been formed to trace the alleged shooters, with two teams operating in Delhi and Amritsar. Hours after the shooting, gangster Doni Bal claimed responsibility for the killing in a Facebook post. The post read, I, Donibal, Saganpreet, Mohabbat Randhawa, Amar Khabe, Prabh Daswal, and Kaushal Chaudhary, take responsibility for the killing of Rana Balachauria during the Kabaddi Cup in Mohali. This man (Rana) was in contact with our rivals Jaggu and Lawrence. The post further stated that the Saganpreet gang is closely linked to the Bambiha or Gopi Ghanshampur factions. He had provided shelter to the killer of Sidhu Moosewala and personally looked after him. By killing Rana today, we have avenged the murder of our brother Sidhu Moosewala. This act was carried out by our brothers Makhan Amritsar and defaulter Karan, it read. The killing of Balachauria has revived memories of a similar incident three years ago, when another kabaddi player, Sandeep Nangal, was shot dead in Jalandhar district during a tournament at Mallian Kalan village. More recently, a 25-year-old kabaddi player, Teja Singh, was shot dead in broad daylight in Jagraon in October this year. Punjab Police arrests two gangster-turned-terrorists linked with BKI from Mumbai
CHANDIGARH: In a major inter-state operation carried out in coordination with central agencies, Punjab Police have arrested two gangster-turned-terrorists linked to the banned outfit Babbar Khalsa International (BKI) from Mumbai, officials said on Monday. The arrested men have been identified as Sajan Masih, a resident of Veroke village in Gurdaspur district, and Sukhdev Kumar alias Munish Bedi, a resident of Lahori Gate in Amritsar. Both were allegedly operating from overseas locations before their arrest. Director General of Police Gaurav Yadav said the two accused had a long criminal history, with multiple cases registered against them for murder, attempt to murder, offences under the Arms Act, use of explosives, and provisions of the Unlawful Activities (Prevention) Act (UAPA) at police stations in Batala and Amritsar. According to Yadav, the arrested men were key operatives of Pakistan-based ISI-supported terrorist Harvinder Singh alias Rinda and USA-based BKI operative Harpreet Singh alias Happy Passia, who is currently detained. They were operating from overseas locations, including Dubai and Armenia, while attempting to orchestrate criminal and terror activities in Punjab, he said. The DGP said Punjab Police had issued Look Out Circulars (LOCs) and Red Corner Notices against several wanted criminals who had taken refuge abroad, which helped in tracking and apprehending the two accused. Preliminary investigations have revealed that the duo was part of a BKI-linked network responsible for multiple grenade attacks on police stations in Amritsar and Batala, as well as the killings of Hardeep Singh of Jourrian Kalan and Ravi Kumar, a kiryana store owner from Dera Baba Nanak. Yadav added that Sajan Masih was also coordinating with another key associate, Shamsher Shera alias Honey, who is currently based in Armenia. Sharing operational details, AIG SSOC Amritsar Sukhminder Singh Mann said the arrests were made following specific intelligence inputs developed in close coordination with central agencies. A joint team of the State Special Operations Cell (SSOC), Amritsar, and Counter Intelligence, Pathankot, was swiftly dispatched to Mumbai and took the accused into custody immediately after they landed from abroad. Mann said the arrested men were actively involved in providing logistical support, funding channels and strategic direction to foot soldiers operating in Punjab. Both accused have been arrested in connection with FIR No. 47 dated August 25, 2025, registered under Sections 25, 29 and 30 of the Arms Act and Section 61(2) of the Bharatiya Nyaya Sanhita (BNS) at Police Station SSOC Amritsar.

CHANDIGARH: Punjab Congress president Amarinder Singh Raja Warring on Monday moved the Punjab and Haryana High Court seeking mandatory videography of the counting of votes for the Zila Parishad and Panchayat Samiti elections, scheduled to be held on Wednesday, following polling on December 14. A Public Interest Litigation (PIL) was filed by Warring on Monday through advocate Nikhil Ghai. It states that he absence of mandatory videography during counting renders the process opaque and vulnerable to arbitrariness and manipulation, potentially undermining public confidence in grassroots democracy. It invokes constitutional provisions, including Articles 14 (equality), 21 (right to life and liberty), and 243K (powers of State Election Commission), asserting that free and fair elections are part of the basic structure of the Constitution. The court is scheduled to hear the public interest litigation on Tuesday. Ghai said on the petitioners behalf that the counting of votes was an integral and decisive stage of the election process, continuing until the declaration of results. The petitioner contended that the absence of videography rendered the process opaque and vulnerable to arbitrariness and allegations of manipulation, thereby eroding public confidence in democratic institutions. Despite this being a settled legal position, the counting of votes in Zila Parishad elections was conducted without mandatory videography, leaving no objective or verifiable record of the most sensitive phase of the elections, the plea said. The petition sought preventive institutional safeguards, including directions to mandate videography of the entire counting process, secure preservation of videographic records for a prescribed period, and their availability for judicial or statutory scrutiny. It also sought the framing of uniform and binding guidelines governing videography, storage, access and accountability. Earlier, the high court had directed the State Election Commission (SEC) to ensure the non-partisan conduct of police personnel and to inquire into allegations of misconduct by the Shiromani Akali Dal (SAD) and the Congress, as both parties had claimed that their candidates and workers were allegedly intimidated and attacked to prevent them from participating in the poll process. There was a low voter turnout of 48 per cent in these polls, compared to 58.1 per cent in 2018.

North India to experience warmer winter days amid record cold nights, air pollution
NEW DELHI: An unexpected spell of warmer winter days is expected in North India leading up to Christmas, primarily due to weaker western disturbances (WD) and the presence of an anticyclonic system over western India. However, night will be colder than normal. Moreover, Delhi recorded its coldest average minimum temperature for the first half of December in the past 14 years. Weather experts predict that maximum daytime temperatures in many areas of Northwest, Western, and Central India will rise by 3C to 7C above normal, especially between December 15 and December 22. Over the past three days, the average maximum temperature in Delhi and surrounding areas has increased up to 4C during the day. Nonetheless, data indicates that Delhi experienced its coldest night in 14 years during the first half of December, with an average minimum temperature of 7.74C. Experts attribute this weather pattern to the prevalence of strong anticyclonic systems over western India combined with limited activity from Western Disturbances. Anticyclonic activities over the western region of the Indian subcontinent are pushing dry winds toward the central and southern regions, causing a cold wave in places like Telangana and North Karnataka. However, these dry winds are unable to penetrate the dense smog that is prevalent over Northwest India, said Dr. K J Ramesh, former Director General of the Indian Meteorological Department (IMD). In the past two days, the speed of the dry winds has decreased, exacerbating the severe levels of air pollution in Delhi-NCR. IMD stated in its bulletin that no significant changes in weather are expected, particularly in the plains, over the next week despite the back-to-back arrival of weaker WD. While these disturbances will not bring the much-needed rainfall to the plains, they will lead to widespread mid- to high-level clouding over Punjab, Haryana, Rajasthan, and Delhi, further worsening air pollution by thickening the smog over the Indo-Gangetic plains. These WDs will not help but it will further destabilize the atmosphere by obstructing the flow of Northwest winds. The cloud cover traps pollution beneath it, leaving no opportunity for it to escape. Severe Air Quality Index (AQI) levels are expected to persist in North India tonight and tomorrow, with low visibility conditions in the morning due to smog, noted Navdeep Dahiya, an independent weather expert. He added that conditions may improve slightly on Tuesday once the Northwest winds resume. Reports also indicate that higher sea surface temperatures, around 2830C, in the Bay of Bengal and the North Indian Ocean are contributing to elevated winter air temperatures across the Indian subcontinent. Meanwhile, the IMD mentioned that light snowfall is expected over the higher reaches of the Himalayas. Furthermore, cold wave conditions are likely to continue at isolated places in Telangana and Interior Karnataka for the next two days. Pointers: 1. CHANDIGARH: Punjab recorded over 48% voting in the zila parishad and panchayat samiti elections on Sunday, with more than 9,000 candidates in the fray. However, the polls were marred by isolated incidents of stone-pelting, scuffles, and complaints of booth capturing, prompting the State Election Commission (SEC) to order repolls at four polling booths. The SEC announced repolls at Chahiyan in Gurdaspur, Babania and Madhir in Muktsar, and Chananwal in Barnala after reports that presiding officers allegedly absconded with ballot papers and instances of booth capturing. The repoll is scheduled for Tuesday. Clashes were reported in Tarn Tarans Kazi Kot village, where workers of the Aam Aadmi Party (AAP) and Shiromani Akali Dal (SAD) pelted stones at each other. Similar incidents occurred in Ferozepurs Betu Kadim village. Meanwhile, polling agents of Congress, SAD, and BJP lodged complaints with the Gidderbaha police, accusing AAP leader Sunny Dhillon and others of booth capturing. Dhillon denied the allegations, saying he was only touring villages to meet party workers and did not enter any polling booths. Polling was also cancelled in Khurmanian and Khasa villages of Amritsar due to a printing error on ballot papers. While the AAP candidates name was correct, the election symbol was wrongly printed in Khasa. Congress leaders raised concerns over administrative lapses and alleged intimidation. Leader of the Opposition Partap Singh Bajwa accused the AAP of replicating Manish Sisodias Saam, Daam, Dand, Bhed tactics in Punjab, claiming that pressure, manipulation, and misuse of administration had discouraged voter participation. He highlighted errors in ballot issuance in six villages of Kahnuwan Zone No. 9, which delayed polling by nearly two hours. Punjab Congress president Amarinder Singh Raja Warring alleged gross electoral malpractices by the ruling party, claiming that AAP workers, supported by police and administration, resorted to booth capturing at several locations, surpassing even the BJPs record of vote chori. SAD leaders Dr Daljit Singh Cheema and Arshdeep Singh Kler echoed these allegations, claiming that AAP colluded with the SEC and Punjab Police to steal the elections. They demanded a judicial probe into SEC functioning and its immediate removal, citing violence and attacks on opposition workers at multiple locations, including Qazikot in Tarn Taran, Talwandi Dasondha Singh in Majitha, Naushehra Majasingh in Batala, Kingra in Malout, Madhir and Babania in Gidderbaha, and Dharamkot. NEW DELHI: There is no scientific evidence linking COVID-19 vaccination to sudden deaths among young adults, a latest AIIMS-ICMR study has said. The study found that most sudden deaths in India among both the young and old is due to cardiovascular diseases. Also, smoking and alcohol intake was equally prevalent in those who died young and at old age. The year-long study, published in the Indian Journal of Medical Research, the flagship journal of the Indian Council of Medical Research (ICMR), found that while the mean age for sudden death among young was 33.6 years, for old it was 53.8 years. Males predominated in both the categories. The researchers closely examined sudden death cases of people aged between 18 and 45 years using verbal autopsy, post-mortem imaging, conventional autopsy and detailed histopathological tests. According to the findings, there was no statistically significant association between COVID-19 vaccination status and sudden deaths in the young population. The present study did not find any significant correlation between COVID-related history or vaccination status, it said. Dr. Sudheer Arava, Professor in the Department of Pathology, AIIMS, and co-author of the study, said public health discourse must be guided by credible research and scientific evidence, not misinformation. The study also noted that both COVID-19 infection history and vaccination status were similar across younger and older age groups, and no causal link between vaccination and sudden deaths was found. These results, the researchers said, are in line with global scientific evidence that supports the safety of COVID-19 vaccines. Out of 2214 autopsies, 180 cases (8.1%) met the criteria for sudden death. Sudden death in the young accounted for 103 (57.2%) cases. Among the total sudden deaths, sudden death in young (18-45 years) accounted for 57.2 per cent (103 cases) and sudden death in old (46-65 year) accounted for 42.8 per cent (77 cases). While sudden deaths due to cardiovascular reasons was the leading cause among young, it is followed by respiratory causes, and then unexplained deaths. The other reasons were gastrointestinal, central nervous system, and genitourinary pathologies. The study said Coronary Artery Disease (CAD) is the single most common cause of sudden death in older individuals (46-65 years), constituting 72.1 per cent. It is followed by sudden unexplained deaths (14.1%), gastrointestinal (7.4%) and pulmonary causes (4. 4%). The researchers defined sudden death as a death that occurs within one hour of onset of symptoms in witnessed cases and/or within 24 hour of last being seen alive in unwitnessed cases. On sudden deaths, the researchers, drawnfrom a multidisciplinary team of experts, said,It is one of the major public health concerns noted amongst all age groups, gender, socio-economic strata and ethnic categories. Despite major advancements in health care, sudden death remains a significant public health burden with substantial mortality. About 71.6 per cent of the total sudden death cases were residents of Delhi and NCR region, while others belonged to neighbouring states of Haryana and Punjab. About 80.2 per cent belonged to the lower and middle socioeconomic class. The common symptom seen among sudden deaths was sudden loss of consciousness, while rest complained of uneasiness, shortness of breath, chest pain, gastrointestinal symptoms like abdominal pain and vomiting and fever. While in the young, few were found to be suffering from comorbidities like diabetes, hypertension, tuberculosis, and epilepsy, among the older group, a higher proportion had a history of comorbidities, including diabetes mellitus and hypertension.

CHANDIGARH: Taking a dig at his political rivals, Punjab Chief Minister Bhagwant Mann on Saturday remarked that both senior Congress leader Rahul Gandhi and former Punjab Congress president Navjot Singh Sidhu are alike as they want to be elected Prime Minister and Chief Minister respectively without first doing something for the people. Addressing a press conference here, Mann said, They have the same problem, both want to become Prime Minister and Chief Minister before performing. Rahul Gandhi says make me Prime Minister, I will do something for the people. But people ask him, first do something, then we will make you the Prime Minister. It is the same with Navjot Sidhu. He says make me the CM, I will do something for Punjab. People ask him to do something for Punjab, then they will make him the chief minister. Without naming Sidhu, CM Mann asked, One of them is saying he should be the CM otherwise he will continue to work for television. I was also on TV, have I done a favour to Punjab by quitting? She had said that her husband would return to active politics if the Congress declares him as the partys chief ministerial face in Punjab. CHANDIGARH: A day ahead of the local body polls in Punjab, Chief Minister Bhagwant Mann on Saturday slammed the Congress and Shiromani Akali Dal (SAD) for accusing AAP government of high-handedness. He accused the parties of ellyaching after sensing defeat in the Zila Parishad and Panchayat Samiti elections. Targeting the Congress and SAD, Mann said they have accepted their defeat in the polls. They're aware that the people are not with them. That is why they have started alleging that AAP looted votes. Why can't they introspect? he quizzed. Mann further alleged that rival parties were forming alliances at the grassroots to counter AAPs influence. At many places, these rival parties are supporting common candidates against AAP. But the public will vote for AAP, the only party with credibility that delivers on promises, he said. We are seeking votes based on our works. But, they (opposition) are crying that their papers were snatched, he said. CM Mann hit out at former Chief Minister Charanjit Singh Channi, saying he made an irresponsible statement. Earlier, Channi had alleged that the AAP government in the state had printed fake ballot papers for the Zila Parishad and Block Samiti elections on December 14. Both the Congress and Akali Dal have accepted their defeat in the rural polls, but are accusing the AAP government of high-handedness against opposition candidates, Mann claimed. He added, The man who was CM for 111 days is making irresponsible statements that 100 pre-printed ballot papers are being used in each constituency. He has sensed defeat and is making such baseless allegations. It would do him good if he concentrated on arranging for the money to get the chief ministership or two deputy chief minister berths. He highlighted his government's work in the state -- 600 units of free electricity, availability of water for irrigation until the last mile, improved road connectivity, opening of mohalla clinics, and closure of 17 toll plazas. The public is impressed by our work on upgrading school infrastructure, setting up aam aadmi clinics, constructing 43,000 km of roads, ensuring water reaches the tail ends of irrigation channels, and promoting canal irrigation over tubewells, Mann said. Giving details of the zila parishad and panchayat samiti polls, Mann said out of 2,833 zones of block samitis, 340 AAP candidates, three Congress nominees and eight Independent candidates have been elected unopposed. If the ruling party was misusing official machinery, why would there be 2,433 Congress and 1,814 Akali candidates contesting Panchayat Samiti polls? If the Congress and independent candidates were elected unopposed, then wasn't there any high-handedness in these seats? Mann asked. He said, AAP has fielded candidates in all 347 Zila Parishad seats. Congress could contest only 331 seats, Akalis 298, and BJP 215. In Panchayat Samiti polls, AAP fielded candidates in 2,771 seats, Congress on 2,433, Akalis on 1,814, BJP on 1,127, and BSP on 195. Prospective candidates believe Congress is in political doldrums after prominent leaders failed to secure wins for their kin in various bypolls. A total of 1,396 candidates are contesting the Zila Parishad polls and nomination papers of these candidates were also accepted, he said.

Cash-strapped Punjab government hopes to generate Rs 3000 crore by selling land under OUVGL Scheme
CHANDIGARH: The cash-strapped AAP-led Punjab government, whose outstanding debt touched Rs 3.98 lakh crore till October this year, hopes to generate Rs 3,000 crore through monetisation. It has identified parcels of unused land to be developed and sold under the three-decade-old Optimum Utilisation of Vacant Government Lands (OUVGL) Scheme to fulfil its pre-poll promise of providing a Rs 1,100 per month honorarium to all women in the state. With only 14 months left for the Assembly elections, the move is aimed at tiding over the financial crisis. Most of these lands belong to the Punjab State Power Corporation Limited (PSPCL). Employees and officers of the corporation have now decided to launch a protest movement against the sale of power sector land and assets, saying it will severely compromise future expansion of critical infrastructure such as substations, transmission corridors and power projects. Sources said a meeting of the empowered committee of the OUVGL, headed by Chief Secretary KAP Sinha, was held on Thursday, during which the development costs and net revenue expected from disposing of several land pockets in Patiala, Bathinda, Amritsar, Ludhiana and Jalandhar were discussed. It is estimated that Rs 2,789 crore could be generated from the sale of these land parcels belonging to PSPCL, the Health Department, the Transport Department, MARKFED, the Punjab Mandi Board, the Punjab Agro Industries Corporation and the Punjab Khadi and Village Industries Board. Of the Rs 3,000 crore the state hopes to generate from the sale of these assets, the maximum revenue of Rs 2,219.58 crore is expected to come from six PSPCL properties in Patiala, Bathinda, Ludhiana and Jalandhar that are being considered for disposal. These properties are proposed to be transferred to urban development authorities. The meeting also reviewed progress in retrieving land from various departments for transfer to these authorities, sources said. Discussions were also held on transferring a 57.82-acre site in Mullanpur Garibdas village in Mohali from the Forest Department to the urban development authority. The land was first transferred to PUDA in March 2004, but in October 2010 the empowered committee of PUDA approved its transfer to the Forest Department as it fell under a green belt where a nature park was later developed after compensatory afforestation. About 19 acres of the land were left untouched as they were encroached upon. As the land is not classified as forest land and was only used for compensatory afforestation, the government believes it can now be used for other activities. In lieu of this, compensatory afforestation would be carried out on a parcel of government land in Ludhiana, sources said. Meanwhile, officers and employees from various unions and associations of the Punjab State Power Corporation Limited held a meeting. After detailed deliberations, all unions unanimously resolved to launch a joint protest movement against the sale of power sector land and assets. They expressed deep concern that the sale of valuable land would severely compromise future expansion of critical infrastructure such as substations, transmission corridors and power projects. The unions demanded that the government immediately withdraw the proposal and warned that any attempt to harm or compromise power sector assets would trigger immediate and statewide protests.
Three Indo-Canadian truck drivers arrested after tow-truck shootout in Brampton
CHANDIGARH: Three Indian-origin Punjabi truck drivers have been arrested by Canadian police following a shootout between two rival tow-truck groups in Brampton, Ontario. A search is underway for a fourth suspect. Releasing video footage of the incident, Peel Regional Police said they had arrested three men from Caledon in connection with a tow-truck-related shooting in Brampton and were seeking one remaining suspect. The shooting occurred at around 10.45 pm local time on 7 October in a parking lot near the intersection of McVean Drive and Castlemore Road. Firearms were discharged during the incident, and one individual sustained minor physical injuries. Police said the gunshots were fired during an altercation between two separate groups. In a statement, Peel Regional Police said: Following a lengthy investigation, investigators identified three individuals associated with one of the involved groups. On 20 November, police executed a search warrant at a residence in Caledon. As a result, investigators located and arrested the following suspects. Manjot Bhatti (26) was charged with intentionally discharging a firearm recklessly, possession of a loaded prohibited or restricted firearm, careless storage of a firearm, carrying a concealed weapon, knowledge of unauthorised possession of a firearm, and being an occupant of a motor vehicle knowing there was a firearm. He was held pending a bail hearing at the Ontario Court of Justice in Brampton and has since been released on bail. Navjot Bhatti (27) and Amanjot Bhatti (22) were charged with being occupants of a motor vehicle knowing there was a firearm. Both were released on undertakings with conditions and are required to appear at the Ontario Court of Justice in Brampton at a later date. Investigators are continuing efforts to identify individuals from the other group involved, particularly the outstanding suspect who is believed to have discharged a firearm, as shown in released images. The suspect is described as a South Asian male wearing a black jacket, blue jeans and white running shoes.
