Union Agriculture Minister Chouhan urges farmers to follow Punjab village's successful stubble management model

CHANDIGARH: Union Agriculture and Rural Development Minister Shivraj Singh Chouhan visited various places in Punjab and interacted with farmers, besides reviewing ongoing rural-development initiatives on Thursday. Acknowledging that stubble burning remains a serious issue, he emphasised that with constructive dialogue and appropriate support, crop residue could be turned into a valuable resource rather than a liability. Chouhans discussions with farmers primarily focused on stubble management, agricultural sustainability and avenues for enhancing rural income. Lauding Punjab for achieving an 83 per cent reduction in stubble-burning cases, he described the states progress as a model worth replicating across the country. Speaking on the issue of stubble burning, Chouhan said such incidents have made the whole country worried. With the stubble burning, a field may get cleared for the next crop, but friendly insects are also burnt, besides causing the problem of pollution. I have come here to congratulate Punjab and take this experiment to the whole country, he said. He also interacted with beneficiaries of various rural-development schemes to assess the effectiveness of central government programs and understand issues at the grassroots level. Earlier in the day, Chouhan visited Ransih Kalan village to meet farmers who have stopped burning stubble for the past several years and appreciated the village for its commitment to sustainable practices, including environmental protection, social reforms and strong community participation. For the past six years, the farmers of this village have completely stopped stubble burning and have implemented scientific straw management techniques; as a result, the soil quality has improved, helping the farmers to reduce the use of chemical fertilisers by approximately 30 per cent. He said a potato farmer also stated that they now do not use potash for the crop, as stubble has potash. The size and quality of potatoes are better. This village is a school, he noted, who met farmers and praised them for their initiatives, said Chouhan. He said, I am giving a message from here that what farmers of Ransih Kalan have done, farmers of the entire country should adopt. He explained many advantages of not burning crop residue, saying mixing stubble in fields and direct seeding lead to saving water, diesel, lesser use of fertilisers and an increase in soil fertility. He also savoured 'makki di roti' and 'sarson da saag'-- a famous Punjabi dish -- while sitting on a 'manja' [charpoy]. I have just come here. People's love is amazing, said Chouhan while speaking with the media. He also said he had 'makke di roti' and 'sarson da saag'. Among the major initiatives of the village included providing cash incentives to farmers for not burning crop residue, cash incentives for growing fruit plants, cash rewards for promoting reading books in a village library, a plastic-free campaign, rain harvesting and an anti-drug campaign. Punjab BJP president Sunil Jakhar, who accompanied Chouhan, said that stubble burning is a genuine concern for farmers, but practical and farmer-friendly solutions could convert the challenge into an economic advantage. He stressed the need for continuous engagement with farmers to arrive at long-term solutions. Meanwhile, senior Congress leader and leader of the opposition in the Punjab Assembly, Partap Singh Bajwa, demanded that the Punjab Government and the Union Government publicly clarify the status of the Rs 1,600-crore flood relief package announced by Prime Minister Narendra Modi for Punjab. He noted that Punjab Chief Minister Bhagwant Mann had strongly criticised the Bharatiya Janata Party-led Union governments delay in releasing the Rs 1,600 crore package. In contrast, Punjab BJP president Sunil Jakhar and Union Minister Ravneet Singh Bittu accused the Aam Aadmi Party government of deliberately misinforming the public about flood relief. Bittu asserted that over Rs 800 crore had already been transferred to the Punjab Government and distributed to victims. One of them is clearly not telling the truth. The people of Punjab especially those who suffered immense losses during the floods deserve full transparency, said Bajwa, calling the conflicting statements unacceptable.

Demand for dual citizenship echoes as Indian diaspora forum urges government action

CHANDIGARH: India has the largest national diaspora in the world, with over 3.5 crore people living abroad, prompting calls for dual citizenship to elevate the countrys global stature. Non-Resident Indians (NRIs) form a significant share of the nearly 300 million people living outside their countries of birth. IndUS Canada, a leading forum representing 79 prominent organisations of the Indian diaspora across the United States and Canada, has renewed its appeal to the Union Government to introduce dual citizenship or significantly enhance the rights under the Overseas Citizen of India (OCI) scheme. The forum, headed by Vikram Bajwa, emphasised that dual citizenship is not merely an administrative reform but a transformative step capable of elevating Indias global stature. Citing the latest data released by the Ministry of External Affairs, the forum noted that over 80 lakh Overseas Indians reside in the US and Canada, forming one of Indias strongest strategic assets. Yet, without the rights, security and long-term stability that dual citizenship provides, India is unable to fully benefit from their financial strength, professional capabilities and global influence, Bajwa said. He pointed out that countries such as Israel, Canada, the UK, Australia and even Pakistan have long leveraged dual citizenship to expand their diplomatic reach and economic momentum. If these nations can empower their diaspora for national growth, why should India restrict itself to only a lifelong visa under OCI? he asked. Bajwa reiterated that dual citizenship could serve as a historic reformone that propels India into a future-ready global economy and accelerates Prime Minister Narendra Modis mission of Viksit Bharat . Describing it as a 22nd-century idea for a 21st-century India, he said it is capable of redefining national development and strengthening Indias international position. He argued that dual citizenship would provide much-needed stability to Overseas Indians facing economic uncertainties, particularly in the United States. Recent tariff escalations and geopolitical tensions have placed many Indian-origin professionals and entrepreneurs in unpredictable situations. With dual citizenship, they would gain the confidence and security required to continue building long-term assets and investments in India, ensuring uninterrupted economic engagement even during global fluctuations, he said. Expressing concern over rising security issues affecting the Indian community in Canada, especially incidents involving people from Punjab, he said dual citizenship would give diaspora families a greater sense of protection and reassurance, along with legal clarity and stronger institutional backing from India. The forum further highlighted that dual citizenship would significantly enhance Indias economic, cultural and diplomatic influence worldwide. By empowering millions of Indians abroad, India would amplify its soft power and strengthen its standing in international decision-making. Economically, dual citizenship could unlock record levels of investment into India. With deeper emotional and legal ties, NRIs would be encouraged to make long-term commitments in manufacturing, technology, real estate, infrastructure and startups, he said. In the technological domain, the benefits would also be transformative. Dual citizenship would make knowledge transfer, research collaboration and cross-border innovation more seamless, helping India accelerate its transition into a high-tech global leader. The forum added that tourism, philanthropy and community-led development initiatives would naturally rise with the introduction of dual citizenship. More frequent travel, simpler compliance rules and renewed emotional belonging would encourage diaspora families to contribute more actively to India through humanitarian work, educational support and charitable initiatives. IndUS Canada urged policymakers, including Prime Minister Modi, to take cognisance of this long-standing demand of the global Indian community. The forum stressed that dual citizenship is not merely a privilege but a powerful pathway for unleashing Indias full potential on the world stage.

Air pollution levels across north India are significantly higher than national average: Report

CHANDIGARH: The air pollution levels across North India are significantly higher than the national average as per the latest report released by Centre for Research on Energy and Clean Air (CREA), an independent research organisation. The report stated that Delhi, along with Punjab, Assam and Tripura, was identified as a year-round pollution hotspot failing to meet PM 2.5 standard even during the monsoons. On the other hand, the southern states recorded the lowest values. The report titled, Beyond City Limits: A Satellite-Based PM-2.5 Assessment Across Indias Airsheds, States and Districts, stated that all the 23 districts of Punjab, 22 of Haryana and 12 of Himachal Pradesh exceeded the annual National Ambient Air Quality Standard (NAAQS) of 40 ug/m3 for PM 2.5 concentration last year. During summer, winter and post-monsoon periods, PM 2.5 concentrations exceeded the NAAQS limits in these states. During the monsoon, 15 out of 23 districts in Punjab, 5 out of 22 in Haryana and 2 out of 12 districts in Himachal Pradesh exceeded the air quality limit. It read, Delhi recorded the highest pollution levels with an annual mean PM 2.5 concentration of 101 g/m, 2.5 times the Indian standard and 20 times the World Health Organisation (WHO). The pollution crisis extends across northern India, with the average PM 2.5 concentrations in all states in these regions, including Delhi, Chandigarh, Haryana, Punjab, Uttar Pradesh, Himachal Pradesh, Uttarakhand, and Jammu & Kashmir, exceeding the National Ambient Air Quality Standard (NAAQS). This concentration of pollution aligns with their location in the Indo-Gangetic Plain. The eastern and northeastern states showed similarly concerning levels, with PM 2.5 average concentrations in Bihar, West Bengal, Jharkhand, Odisha, Assam, Meghalaya, Nagaland, Tripura, and Arunachal Pradesh all above the NAAQS. Among western states, the mean concentrations in Rajasthan and Gujarat exceeded the annual national standard, it added. While the southern states presented the lowest PM 2.5 values, Puducherry recorded the lowest concentration at 25 g/m, followed by Tamil Nadu, Karnataka, Sikkim, Telangana, Kerala, and Andhra Pradesh. The report stated that Delhi consistently ranks as the most polluted city across all seasons, highlighting the capital's year-round air quality crisis. While Chandigarh appears in the top five during three seasons (winter, summer, and post-monsoon), West Bengal also ranks among the worst across the winter and post-monsoon seasons. Punjab and Haryana emerged as major air-pollution concerns, with Punjab during the monsoon and post-monsoon periods and Haryana during the summer and post-monsoon periods. The northeastern states present an unexpected pollution hotspot, with Assam and Tripura featuring in the top five in three seasons (winter, summer, and monsoon). Overall, 60 per cent of districts (447 out of 749) exceed the National Ambient Air Quality Standard (NAAQS) for annual PM 2.5. None of the districts met the World Health Organisation (WHO) guideline of less than 5 g/m. The most polluted districts are heavily concentrated in a few states, highlighting regional clustering of severe air quality issues. Delhi (11 districts) and Assam (11 districts) alone account for nearly half of the top 50, followed by Bihar (7) and Haryana (7). Other notable contributors include Uttar Pradesh (4), Tripura (3), Rajasthan (2), West Bengal (2), and single districts from Chandigarh, Meghalaya and Nagaland, it reads. It further added, Several states are in universal non-compliance, where all monitored districts exceed the NAAQS. These include Delhi, Assam, Punjab, Haryana, Chandigarh, Himachal Pradesh, Meghalaya, Tripura, and Jammu and Kashmir. Several other states show a large majority of districts breaching the norm, such as Bihar (37 of 38), West Bengal (22 of 23), Gujarat (32 of 33), Nagaland (11 of 12), Rajasthan (30 of 33), and Jharkhand (21 of 24). A second group shows mixed performance, where some districts meet the standard but many continue to exceed it. This includes Uttar Pradesh (49 of 75 districts exceeding), Odisha (22 of 30), Madhya Pradesh (27 of 52), and Maharashtra (14 of 36). In the Northeast, Arunachal Pradesh (12 exceed, 13 comply) and Manipur (five exceed, 11 comply) also fall in this transitional category. At the other end of the spectrum, several states have the majority of their districts below NAAQS, such as Andhra Pradesh, Telangana, Kerala, Sikkim, Goa, Karnataka, and Tamil Nadu. These contrasting patterns highlight the continued dominance of northern and eastern states in Indias PM 2.5 pollution hotspots, while southern and coastal regions remain relatively cleaner. The report stated that the states should develop district-level air quality action plans, guided by satellite data to identify hotspots, prioritise high-exposure populations, and allocate mitigation resources efficiently. The satellite-derived PM 2.5 data should be formally integrated into NCAP for spatially comprehensive assessment and performance tracking. Also, establishing protocols for validation, periodic updates, and public dissemination of satellite-based estimates will strengthen transparency and enable real-time decision-making in areas lacking ground monitors.

Motorcyle-borne men open fire at AAP leader's house in Punjab's Phagwara; no one injured

PHAGWARA: Two motorcycle-borne men opened fire at the house of a ruling AAP leader near Darvesh Pind village on the Phagwara-Jandiala road early Thursday, police said. No one was injured in the incident. After parking the bike at a distance, they walked up to the house and started firing. First I thought that some firecrackers were being burst but then my wife saw that two men were firing at the house, he said, adding, he immediately rang up the police. A hand-written slip was found at the site, sources said. Written in English, it mentioned the name of a certain group as well as an amount of Rs 5 crore, they said. When asked if anyone had made a ransom demand earlier, Raju asserted that he has neither any enmity with anybody nor has he got any ransom call. About the slip found at the site, the police officer said it was a matter of investigation.

Students from government schools across Punjab showcase debating skills in mock assembly session

CHANDIGARH: In a unique initiative to mark Constitution Day and inspire young minds, the Punjab Government organised a mock Punjab Assembly session for government school students at Anandpur Sahib, where 117 participants performed their roles so realistically that the proceedings resembled an actual Vidhan Sabha sitting. The mock session was held at the makeshift Punjab Vidhan Sabha building set up at Anandpur Sahib to hold a Special Vidhan Sabha Session commemorating the 350th Martyrdom Anniversary of the Ninth Sikh Guru, Sri Guru Tegh Bahadur Sahib. In the session, Harkamaldeep Singh, a student of School of Eminence, Ghanouri Kalan, representing Dhuri MLA and Punjab Chief Minister Bhagwant Singh Mann, took potshots at the opposition throughout the proceedings with fact-based replies. Harpreet Singh, a student of Government Adarsh Senior Secondary School, Kotdhandal, representing Leader of Opposition Partap Singh Bajwa, raised several Punjab-related issues and repeatedly clashed verbally with the Chief Ministers representative. Jagmandar Singh, a student of H.S.N. School of Eminence, Jaito, representing Kotkapura MLA and Punjab assembly speaker Kultar Singh Sandhwan, conducted the proceedings of the House efficiently and resolved arguments between the ruling party and the opposition with seriousness, adjourning the House twice during the session. Daljit Singh, a student of School of Eminence, Kiratpur Sahib, representing Anandpur Sahib MLA and Punjab Education Minister Harjot Singh Bains, highlighted the revolutionary changes brought about by the Punjab government in the education sector. Punjab Parliamentary Affairs Minister Dr Ravjot Singh, addressing the gathering, stated that the Constitution of India not only grants the right to live a better life but also makes citizens aware of their duties. He expressed hope that the session would spark an interest in politics among students. Punjab assembly Speaker Kultar Singh Sandhawan described the day as historic, highlighting that the session trained the future generation in how government works. He emphasised that politics touches every aspect of life, determines the value of everything, and profoundly influences our existence. Congratulating the students, teachers, and parents, the Speaker appealed for greater participation in politics. He assigned students the task of writing an article on the topic of 'Vote Theft' and announced cash prizes of Rs 51,000, Rs 21,000, and Rs 11,000 for the first, second, and third positions, respectively. Government to release Constitution in nine regional languages, including Nepali, on Constitution Day

NEW DELHI: Marking this years Constitution Day celebrations, the Government will release translated versions of the Constitution of India in nine languages, including Nepali, enabling people in neighbouring Nepal, with whom India shares deep cultural and religious ties, to access the document in their own language, officials said. The other languages include Malayalam, Marathi, Punjabi, Bodo, Kashmiri, Telugu, Odia and Assamese. The translations have been prepared by the Legislative Department of the Union Law Ministry. The event will be held on Wednesday in the historic Central Hall of the old Parliament building, now renamed Samvidhan Sadan. President Droupadi Murmu will preside over the function as the chief guest and deliver an address. Vice-President and Chairman of the Rajya Sabha CP Radhakrishnan, Prime Minister Narendra Modi, Lok Sabha Speaker Om Birla, members from both Houses, and other dignitaries, including heads of diplomatic missions in the national capital, are expected to attend the event. The programme will begin with a welcome address by Lok Sabha Speaker Om Birla, followed by the Vice-Presidents remarks and the Presidents speech to members of the Lok Sabha and Rajya Sabha. As part of the celebration, the Preamble to the Constitution will be read out by the President. A commemorative booklet titled Bharat ke Samvidhan main Kala aur Calligraphy will also be released on the occasion. Officials said the inclusion of a Nepali translation is among the most notable features of this years observance. Alongside the main event, people from across the country will participate in an online mass reading of the Preamble via MyGov.in and Constitution75.com. At the national, state and local levels, Union ministries, departments, and state and Union Territory administrations will conduct a series of Constitution-themed activities. These include conferences, seminars, debates, exhibitions, short films, cultural programmes, and painting and rangoli competitions, extending from the Panchayat level up to Parliament. Constitution Day, or Samvidhan Diwas, has been observed annually on 26 November since 2015 to commemorate the adoption of the Constitution by the Constituent Assembly on 26 November 1949. While some provisions came into effect immediately, the remainder were implemented on 26 January 1950, when India became a Republic.

CHANDIGARH: A day after the Punjab assembly unanimously passed a resolution declaring Anandpur Sahib, Talwandi Sabo and the walled city of Amritsar as holy cities. Punjab Chief Minister Bhagwant Mann on Tuesday announced that a world-class university in the name of the ninth Sikh Guru Tegh Bahadur will be set up at Anandpur Sahib. Addressing a gathering at the concluding ceremony of the government-organised Sarv Dharam Sammelan at Guru Ka Bagh, Baba Budha Dal Cantonment, held to commemorate the 350th martyrdom anniversary of Guru Tegh Bahadur, CM Mann said, A world-class university in the name of Guru Tegh Bahadur will be set up here. He added that the proposed university would become a global centre for high-quality education, research, interfaith dialogue and studies inspired by the Gurus message of human rights, peace and sacrifice. Sri Guru Tegh Bahadur laid down his life for defending the right to faith and freedom. Establishing a world-class university in his name is the least we can do to inspire future generations with his teachings, Mann said. He said that the Punjab government is committed to developing Anandpur Sahib not only as a spiritual capital but also as a centre of academic excellence and global learning. Mann said that the announcement formed part of a broader vision for infrastructural and cultural uplift of the area. He said more developmental decisions would follow in harmony with the sentiments of devotees visiting the birthplace of the Khalsa. He further added that a heritage street will also come up in Anandpur Sahib. Mann also announced a free e-rickshaw or mini bus service for people to visit gurdwaras in Amritsar, Talwandi Sabo in Bathinda district and Anandpur Sahib in Rupnagar district. The state government will bear the expenditure arising on account of the free e-rickshaw or mini bus service, added Mann. Earlier in the day, Mann and AAP national convener Arvind Kejriwal joined the large congregation here to pray for the progress of the state and prosperity of Punjabis. Both the leaders took part in the 'ardas' performed after the 'bhog' of 'Sri Akhand Path sahib' to commemorate the 350th martyrdom anniversary of Guru Tegh Bahadur and legendary Sikh martyrs Bhai Mati Das, Bhai Sati Das and Bhai Dayala at Gurdwara Baba Budha Dal Chauni. Ethiopia volcano eruption disrupts flights in India; ash cloud to clear by evening

Indian carriers Air India and Akasa Air have canceled several flights following the eruption of Ethiopias long-dormant Hayli Gubbi volcano, which sent ash plumes high into the atmosphere, with the ash now drifting over portions of Indian airspace, according to the India Meteorological Department (IMD). Air India has cancelled 13 flights since Monday after Indias aviation regulator, the Directorate General of Civil Aviation (DGCA), issued an advisory instructing carriers to avoid routes affected by volcanic ash. The airline also began precautionary inspections of aircraft that had flown over potentially impacted regions. Akasa Air also cancelled several flights, including services to Jeddah, Kuwait and Abu Dhabi, as the ash plume spread across parts of the Middle East and South Asia. An official told PTI that at least 7 international flights, including arrivals and departures, were cancelled and 12 international flights were delayed at the Delhi airport due to the impact of the volcanic ash plumes. According to the India Meteorological Department (IMD), the ash cloud is now drifting eastward and is expected to exit Indian airspace by around 7:30 pm on Tuesday, moving toward China. Forecast models indicated that the plume may influence skies over Gujarat, Delhi-NCR, Rajasthan, Punjab and Haryana, with the potential to temporarily worsen pollution levels in these regions. The disruption follows the eruption of the Hayli Gubbi shield volcano in Ethiopias Afar region on Sunday. Dormant for over 10,000 years, the volcano produced a massive ash column rising roughly 14 km (45,000 ft) into the atmosphere. Delhi worst in PM2.5 pollution; 447 districts breach national air quality norm: Report

Delhi recorded the highest PM2.5 pollution levels in India, with an annual average concentration of 101 micrograms per cubic metre, 2.5 times the national limit and 20 times the WHO guideline, according to a new satellite-based assessment by the Centre for Research on Energy and Clean Air (CREA). Chandigarh logged the second-highest PM2.5 level at 70 micrograms per cubic metre between March 2024 and February 2025, followed by Haryana (63) and Tripura (62). Several other states, including Assam (60), Bihar (59), West Bengal (57), Punjab (56), Meghalaya (53) and Nagaland (52), also surpassed the National Ambient Air Quality Standard (NAAQS) of 40 micrograms per cubic metre. Overall, 447 of 749 districts, about 60 per cent breached the annual PM2.5 limit. Pollution was highly concentrated in specific regions, with Delhi and Assam each contributing 11 of the 50 most polluted districts. Bihar and Haryana followed, with seven each. Other states in the top tier included Uttar Pradesh (4), Tripura (3), Rajasthan (2) and West Bengal (2). In several regions, every monitored district exceeded national norms, including Delhi, Assam, Punjab, Haryana, Chandigarh, Himachal Pradesh, Meghalaya, Tripura, and Jammu & Kashmir. Many others had an overwhelming majority of districts above the threshold, such as Bihar (37 of 38), West Bengal (22 of 23), Gujarat (32 of 33), Nagaland (11 of 12), Rajasthan (30 of 33) and Jharkhand (21 of 24). Dharmendras political journey in Rajasthan: How the star forged an enduring bond with Bikaner

JAIPUR: As India grieves the loss of Dharmendra, one of its most beloved film stars, in Bikaner, the sorrow runs differently. For many here, he was not just the He-Man of Hindi cinema but a former representative who once stepped into Parliament on their mandate at the start of the 21st century. Dharmendra entered active politics in 2004, contesting the Lok Sabha elections from the Bikaner constituency on a BJP ticket. He made the move during the partys India Shining campaign and, along with actor-politician Shatrughan Sinha, met senior BJP leader L.K. Advani before entering the fray. In that election, the Congress had fielded senior leader Rameshwar Dudi. With no strong alternative to take on Dudi, the BJP turned to Dharmendra in the Jat belt of Rajasthan politics. The contest that followed was intense. Dharmendras sons and famous actors Sunny Deol and Bobby Deol, campaigned extensively in Bikaner, and the actor won the seat with a decisive margin of 57,000 votes. Despite the decisive victory, Dharmendras nature never aligned with the rough edges of politics. After completing a five-year term, he walked away from electoral life, later explaining that politics was not the place for him. He never returned to contest another election. Political observers recall that Dharmendra refrained from making personal attacks during his campaign. Remarkably, he never mentioned Rameshwar Dudi by name while canvassing. Whenever asked about his opponents strength, Dharmendra would say simply, Rameshwar is like my younger brother. However, his absence from Bikaner in the first year of his term sparked a public row. Some residents put up posters declaring him missing, a move that deeply affected the actor-turned-MP. Dharmendra soon returned to the constituency, met people on the ground, and began actively utilising his MP quota. Dharmendra: The hero who could break both bones and hearts effortlessly Throughout his tenure, he approved funds for community groups, organisations, and institutions whenever requests were made. While he was Member of Parliament from Bikaner, a dispute occurred between the farmers and the state government over the purchase of peanuts. His own party was in power, but Dharmendra stood up for the farmers' rights and even offered to help them with the crop purchase using his own money. What style he carried, what a way with words, he wasn't just an actor. His personality carried a Sufi-like touch , there was a philosophical touch to his words and thoughts. Recalls Veteran Journalist Narayan Bareth who interviewed him while he was Bikaner MP. Even today, several places in Bikaner display boards bearing his name, marking projects supported through his MP quota. Most of these allocations were processed on the recommendations of BJP leader Satyaprakash Acharya and his personal secretary, Kamal Vyas. Dharmendra may have contested from Bikaner only once, but the citys affection for him long predates his political career. The news of his death comes barely a month after the passing of his 2004 rival, Rameshwar Dudi, who succumbed to a prolonged illness -- bringing an unexpected, poignant symmetry to their intertwined political chapters. ED hands over four attached flats of fugitive diamantaire Mehul Choksi for asset recovery

NEW DELHI: In a move against fugitive diamantaire Mehul Choksi in Rs 6000 crore PNB scam, the Enforcement directorate (ED) has handed over four flats of Gitanjali Gems Ltd to the liquidator, the agency said on Monday. The agency has facilitated the handing over of four flats in Project Tatva, Urja A Wing, Datthapada Road, Borivali (East), Mumbai, properties attached in the case of Mehul Choksi and others in PNB fraud case to the liquidator on November 21. It will enable the liquidator to proceed with monetisation for the benefit of victims, secured creditors and other legitimate claimants. Till now, immovable/movable properties located at Mumbai, Kolkata and Surat collectively having worth of Rs 310 crore have been handed over to the Liquidator of Gitanjali Gems Ltd, the agency said. Investigation in the case of Mehul Choksi revealed that Choksi connived with his associates and Bank officials of Punjab National Bank (PNB) during the period from 2014 to 2017 and fraudulently got issued Letters of Undertaking and Foreign Letters of Credit from PNB resulting in wrongful loss of Rs 6097.63 crore to PNB. He had also taken loan from ICICI Bank and had defaulted on that loan too. During the investigation, ED conducted searches at more than 136 locations all over India and seized valuables and jewelleries worth Rs 597.75 crore pertaining to Gitanjali Group of Mehul Choksi. Further, immovable/movable assets worth Rs 1968.15 Crore of Mehul Choksi/Gitanjali Group were attached which included immovable properties in India and overseas, vehicles, bank accounts, factory, shares of listed companies, jewellery, among others. In aggregate, assets worth Rs 2565.90 crore were attached or seized in this case and three Prosecution Complaints have been filed, the agency said in the matter. To expedite the process of restitution of properties to the victim banks, ED along with the banks took proactive steps towards monetisation of assets.

CHANDIGARH: The cities of Anandpur Sahib, Talwandi Sabo and the Galiara around the Golden Temple in Amritsar have been accorded the status of 'holy cities' in the special Vidhan Sabha session at Anandpur Sahib to mark the 350th martyrdom day of Guru Teg Bahadur. This is the first time in the history of the State that a session was held outside the assembly building in Chandigarh. The resolution was moved by Chief Minister Bhagwant Mann during a special session of the Punjab Assembly and was unanimously passed. Mann said that along with this, an interfaith committee related to all religious institutions in these holy cities will be formed, comprising representatives of all faiths. He said that the Punjab Government will make dedicated efforts for the development, cleanliness, security, and promotion of religious tourism in these holy cities. He also said that the state government will allocate the necessary budget, and also seek funds from the Central Government, as this is imperative to perpetuate the legacy of these towns for the next generations. Meanwhile, Mann said that as a humble tribute to Guru Tegh Bahadur, the State government has organised a series of events across the State to commemorate the 350th martyrdom day. He said that todays session was part of these events, only adding that the sacrifice made by Guru Tegh Bahadur was supreme and unprecedented, as it was aimed at protecting the religion of others. He said that Guru Tegh Bahadur made the supreme sacrifice to protect the religious rights of humanity to set an example for the world. Mann said that these functions will continue and be held across the State in the coming years, too. He added that every year, events will be organised to mark the martyrdom day. He also remarked that the State government has made elaborate arrangements for facilitating the devotees coming to the holy city to pay their reverence. Chief Minister Bhagwant Mann and National Convener of AAP Arvind Kejriwal said that for decades, people have been seeking holy city status for these towns. They said that there are five Takhts of Sikhs, out of which three are Akal Takht (Amritsar), Damdama Sahib (Talwandi Sabo, Bathinda) and Takht Keshgarh Sahib (Anandpur Sahib). They said that the sale and use of meat, liquor, tobacco, and other intoxicants will be prohibited in these cities to fulfil the long-pending demand of the devotees. They also said that these cities are not just religious centres but also symbols of our civilizational heritage, adding that, therefore, this demand is not confined to any single political party, community, or religion, but rather an essential step towards the preservation and global promotion of our cultural heritage. Kejriwal and Mann said that the state government will ensure the holistic development of these cities, besides accelerating religious tourism. Earlier, the House also passed another resolution to draw inspiration from Guru Tegh Bahadur's life and teachings to work towards the welfare and prosperity of the people of Punjab, promoting peace, tolerance and harmony in society. According to a resolution moved by Education Minister Harjot Singh Bains, the House expressed its deepest reverence and humbly bowed down to the Sikh Guru in respect, devotion and faith. Leader of Opposition Partap Singh Bajwa also spoke about the supreme sacrifice of Guru Tegh Bahadur, saying it is a moving testament to his unwavering commitment to the principles of freedom of religion and human dignity. Notably, Bajwa raised the issues of Chandigarh, Panjab University, the pending rural development fund and the water sharing issue and said all Punjabis should come together for the state's rights. In a veiled attack on the BJP-led Centre, Bajwa said attempts were being made to ewrite history. A makeshift assembly hall was created at Bhai Jaita Ji Memorial Park in Anandpur Sahib for the special session, replicating the Punjab Vidhan Sabha in Chandigarh. The state government is organising an elaborate three-day event from November 23 to 25 to commemorate the ninth Sikh masters martyrdom in 1675. On November 25, the government will organise state-wide blood donation and plantation drives, Sarbat Da Bhalla congregation and a drone show. The events are also dedicated to Bhai Mati Das, Bhai Sati Das and Bhai Dyala, who were also martyred along with the Guru. A 360-degree mixed reality (MR) experience has been introduced by the government, aiming at bringing Guru Teg Bahadurs legacy closer to the younger generation. Thus, QR codes have been placed at the event venue, which will allow visitors to access the MR experience through a smartphone scan, bridging technology and spiritual devotion. The interactive journey blends virtual storytelling with real-world surroundings to portray key episodes from the life of the ninth Sikh Guru. The MR layer has been developed with the support of Flam, and the augmented reality technology creates immersive visuals while highlighting the teachings and sacrifice of Guru Teg Bahadur. The central feature of the experience, entitled The Eternal Flame of Sacrifice, recreates 11 significant moments from the Gurus life. These include his coronation, standing for religious freedom, his martyrdom at Chandni Chowk, and the secret cremation at Rakab Ganj Sahib. Each segment is presented with detailed visuals, authentic narration, and references from the Guru Granth Sahib and preserved historical records.

From small-town lawyer to pinnacle of judiciary, 53rd CJI Surya Kant delivered many key verdicts

NEW DELHI: Justice Surya Kant, who took oath as the 53rd Chief Justice of India on Monday, has been part of several key verdicts, including orders on Presidential Reference on removing timelines for governors, abrogation of Article 370, Bihar electoral roll revision , the Pegasus spyware case, free speech, and citizenship rights. Coming from a middle-class family in Haryana's Hisar district, CJI Kant started his professional journey as a small-town lawyer before reaching the pinnacle of the Indian judiciary. He took oath in Hindi in the name of God, and will remain in charge for nearly 15 months, till demitting office on February 9, 2027, on attaining the age of 65. Delineating his top two priorities as the head of the judiciary, CJI Kant recently told the media that dealing with a huge backlog of more than five crore cases across courts and promoting game changer mediation as an alternative mode of dispute resolution will be his two important goals. CJI Kant was recently part of a five-judge Constitution bench headed by his predecessor Justice B R Gavai, which ruled that the court cannot impose any timelines on governors or the president to grant assent to Bills passed by the state assemblies, but at the same time said governors do not have unfettered powers to sit on the Bills for perpetuity. CJI Kant also penned several notable judgments in the Punjab and Haryana High Court, and was appointed the chief justice of the Himachal Pradesh High Court on October 5, 2018. His tenure as a Supreme Court judge is marked by verdicts on the abrogation of Article 370, free speech and citizenship rights. He was part of the bench that kept the colonial-era sedition law in abeyance, directing that no new FIRs be registered under it until a government review. CJI Kant also nudged the Election Commission to disclose the details of 65 lakh voters excluded from the draft electoral rolls in Bihar while hearing a batch of petitions challenging the poll panel's decision to undertake a Special Intensive Revision (SIR) of voter list in the poll-bound state. In an order that emphasised grassroots democracy and gender justice, he led a bench that reinstated a woman sarpanch unlawfully removed from office and called out the gender bias in the matter. He is also credited with directing that one-third of seats in bar associations, including the Supreme Court Bar Association, be reserved for women. CJI Kant was part of the bench that appointed a five-member committee headed by former top court judge Justice Indu Malhotra to probe the security breach during Prime Minister Narendra Modi's visit to Punjab in 2022, saying such matters required a judicially trained mind. He also upheld the 'One Rank-One Pension' scheme for defence forces, calling it constitutionally valid, and continues to hear petitions of women officers in the armed forces seeking parity in permanent commission. In another notable case, he upheld the Char Dham project in Uttarakhand, emphasising its strategic importance for national security, while balancing environmental concerns. His bench also observed that freedom of speech is not a licence to flout societal norms while cautioning podcaster Ranveer Allahbadia for his derogatory remarks. CJI Kant headed a bench which pulled up several stand-up comedians, including 'India's Got Latent' host Samay Raina, for ridiculing disabled people on their shows, and directed the Centre to come up with guidelines for regulating online content. Holding that freedom of speech is not absolute , CJI Kant led a bench which pulled up Madhya Pradesh minister Vijay Shah for his remarks targeting Colonel Sofiya Qureshi, who gained nationwide prominence for media briefings on 'Operation Sindoor', saying every word uttered by a minister has to be with a sense of responsibility. He has repeatedly underscored that corruption undermines governance and public trust. In a 2023 verdict, he called it a serious societal threat and ordered the CBI to probe 28 cases exposing an unholy nexus between banks and developers that defrauded homebuyers. He also led a bench that granted bail to former Delhi chief minister Arvind Kejriwal in the CBI excise policy case, saying the agency must work to dispel the notion of being a caged parrot. His bench flagged the absence of a legal framework for domestic workers, directing the Centre to form an expert committee to propose protective measures for the vulnerable workforce. CHANDIGARH: Senior Congress leader and Punjab Leader of the Opposition Partap Singh Bajwa alleged that the BJP-led Union Government is using the proposed Constitution (131st Amendment) Bill on Chandigarh as a deliberate tactic to provoke confrontation in Punjab and create conditions to impose Governors Rule in the state. Bajwa said the amendment, which seeks to place Chandigarh under Article 240, is not an administrative reform but a politically driven move to sever Chandigarh from Punjab permanently. He said Punjabis, who gave up land, homes, and entire villages to build Chandigarh after the loss of Lahore, will not tolerate any move that undermines their rightful claim over the city. The BJP knows that pushing this bill will trigger widespread protest across Punjab. That is exactly what they want to provoke Punjab and then use the resulting situation as a pretext to centralise power, he claimed. Calling it a calculated strategy, Bajwa said, This is a classic pattern of the BJP: manufacture tension, allow protests to escalate, and then weaponise the situation to justify Governors Rule. He said the amendment fits into a wider pattern of central overreach seen over the past ten years. From unilateral service rules for Chandigarh officers to interference in BBMB appointments, from meddling in the Punjab Agricultural University Bill to taking decisions on Punjabs river waters without the states consent, the Centre has repeatedly tried to dilute Punjabs powers.
