CHANDIGARH: The Shiromani Gurdwara Parbandhak Committee (SGPC) on Wednesday suspended a preacher and an attendant, dismissed a granthi from service and issued a warning and transferred the manager for violating maryada (religious code of conduct). The action comes after senior Congress leader and Leader of the Opposition in the Lok Sabha, Rahul Gandhi, was presented with a siropa (robe of honor) at Gurdwara Smadh Baba Budha Sahib in Ramdas, near Amritsar, during his visit to flood-affected areas in Amritsar and Gurdaspur districts. The SGPC took disciplinary action against the staff responsible for violating the maryada and disregarding its directive regarding the conferring of honors during Gandhis visit to the gurdwara. SGPC Secretary Partap Singh stated that, under the direction of SGPC President Harjinder Singh Dhami, an inquiry was conducted into the violation that took place during Rahul Gandhis recent visit. After receiving the inquiry report, appropriate action was taken against the responsible staff members. In this regard, kathavachak (preacher) Bhai Palwinder Singh and sewadar (attendant) Bhai Harwinder Singh have been suspended, while the temporary services of granthi Bhai Kulwinder Singh have been terminated. In addition, Manager Pargat Singh has been issued a warning and transferred, he said. Singh explained that the inquiry revealed Gandhi had entered a designated restricted area inside the Darbar Hall of the gurdwara, which constituted a direct violation of the maryada . Entry into this area requires prescribed religious attire (bana), and only the serving granthi , sewadars , and designated staff are permitted to enter. Furthermore, the maryada was also violated when Gandhi was presented with a siropa inside the gurdwara. According to the SGPC Executive Committees decision, no VIP or special guest is allowed to be presented with a siropa inside the Darbar Hall of a Gurdwara Sahib. In light of both violations, disciplinary action has been taken in accordance with the inquiry findings, he added. Recently, SGPC members Surinder Singh Bhulewal, Manjit Singh, and Malkit Singh Changal criticized the SGPC for presenting a siropa to Rahul Gandhi, alleging that veiled efforts were being made to forgive the Gandhi family. On the other hand, SGPC member Kiranjot Kaur defended Rahul Gandhi. In a Facebook post, she stated that Gandhi should not be held accountable for the actions of his grandmother, the late Prime Minister Indira Gandhi. 72-year-old Indian-origin US citizen murdered in Punjab; UK-based NRI prime suspect
CHANDIGARH: A 72-year-old Indian-origin US citizen, Rupinder Kaur Pandher, was allegedly murdered in Kila Raipur village near Ludhiana after traveling from Seattle to Punjab in July to marry a 75-year-old UK-based Non-Resident Indian (NRI), Charanjit Singh Grewal. According to police, Grewal lured her to India under the pretext of marriage and then orchestrated her brutal murder through a contract killer. The Punjab Police have identified the main suspect as Sukhjeet Singh alias Sonu, who has allegedly confessed to killing Rupinder on the night of July 1213, acting on instructions from Grewal. Investigators claim that financial gain was the primary motive for the murder. Police sources revealed that Charanjit Singh Grewal, originally from Mehma Singh Wala village, now residing in the United Kingdom, had allegedly plotted the murder and promised Rs 50 lakh to Sonu to carry out the killing. In a gruesome attempt to destroy evidence, Sonu reportedly burned Rupinders body with diesel in a storeroom at his residence, cooled the remains with water, and disposed of the ashes in a nearby drain in Lehra village. The police have since recovered partial skeletal remains and sent them for forensic analysis. While Grewal has been named as the prime suspect, efforts are ongoing to gather further evidence and secure his arrest. His brother and other associates have also been named in the FIR and are currently absconding. The case came to light when Rupinders sister, Kamal Kaur Khaizah, who resides in the US contacted the US Embassy in India on July 28 after failing to reach her sister for four consecutive days. Rupinder's phone had been switched off shortly after she traveled to Kila Raipur on Grewals invitation. Following Kamals persistent efforts, the US Embassy took up the matter with the Punjab Police. It was only last week that the family received a call from a friend who informed them of Rupinders suspected murder and Sonus arrest, which proved to be the breakthrough in the case. A case has been registered, and investigations are ongoing. Assistant Commissioner of Police Harjinder Singh Gill confirmed that Sukhjeet Singh alias Sonu, a resident of Malha Patti in Kila Raipur, admitted to the murder and the attempt to dispose of the body by setting it ablaze in a storeroom on the night of July 1213.

'Why not arrest a few errant farmers for indulging in stubble burning?': SC asks Punjab government
NEW DELHI: Concerned over the usual spike in pollution levels in winter, the Supreme Court asked the Punjab government on Wednesday why a few errant farmers should not be arrested for indulging in stubble burning, a key contributor to air pollution, to send across a stern message. The bench was hearing a suo-motu (on its own) plea relating to filling up vacancies in the state pollution control boards of Uttar Pradesh, Haryana, Rajasthan and Punjab. The court asked these states, the Commission for Air Quality Management (CAQM) and the Central Pollution Control Board (CPCB) to fill up vacancies within three months. As the proceedings progressed, the CJI asked senior advocate Rahul Mehra, who represented the Aam Aadmi Party (AAP) government in Punjab in the court, why errant farmers should not be arrested and penalised for stubble burning. The bench expressed dissatisfaction over the lack of stringent measures put in place by the Punjab government to check stubble burning, a practice in vogue among farmers in Punjab, Haryana, western Uttar Pradesh and Delhi to quickly clear their fields for the next sowing cycle. At the outset, the CJI said stubble, instead of being burnt, can be re-purposed as biofuel and insisted that the state must consider stricter punitive provisions if it is genuinely committed to environmental protection. Mehra said the Punjab government has already taken several steps and that the pollution level has gradually come down. It came down last year and will go further down now. In three years, a lot has been achieved and much more will be achieved this year, he said. The lawyer said the number of stubble-burning incidents has gone down from 77,000 to 10,000 in recent years. He said arresting small farmers, who till around one hectare of land, could disproportionately impact them and if they are arrested, their dependents will suffer too. When asked under which law the practice of stubble burning is prohibited, a lawyer pointed to the Environment Protection Act (EPA). The court, however, noted that the criminal prosecution provisions under the law have been withdrawn. Why was it withdrawn? Having people behind bars will send the right message, the CJI said. The bench was told that the EPA does not prescribe penalties and rather the CAQM Act provides for action against erring officials. Senior advocate and amicus curiae Aparajita Singh said despite subsidies, equipment and repeated orders of the apex court since 2018, the ground situation has not improved substantially. Farmers have even reported that they are asked to burn stubble when satellites do not pass over their fields. Since 2018, extensive orders have been passed by this court and yet the State only pleads helplessness, she said. The CJI took note of the concerns expressed by Mehra, qualified his observations and said the arrests need not be routine but may be necessary to set an example. Not as a routine but to send a message, the CJI said. Additional Solicitor General Aishwarya Bhati, who appeared in the court on behalf of regulatory bodies, sought time to place updated status reports on record. Last year, the bench had summoned the chief secretaries of Punjab and Haryana over the issue.

SC reverses 2022 verdict on Haryana village common lands, restores proprietors' rights
NEW DELHI: In a setback to the Haryana government, the Supreme Court on Tuesday set aside its April 2022 decision directing village common lands be returned to gram panchayats, restoring land rights to proprietors. The 2022 verdict had held that land taken from proprietors under permissible ceiling limits would vest in panchayats only for management and control, including leasing and use by non-proprietors, Scheduled Castes, and Scheduled Tribes, for the benefit of the village community. Allowing a review plea, a bench comprising Chief Justice B R Gavai and Justices Prashant Kumar Mishra and K V Viswanathan upheld a 2003 full bench ruling of the Punjab and Haryana High Court. The high court had ruled that land not earmarked for common purposes during consolidation vests with proprietors, not the panchayat or state. We find no error in the judgment of the full bench of the high court lands which have not been earmarked for any specific purpose do not vest in the gram panchayat or the State, the bench said, dismissing Haryanas appeal. The CJI-led bench noted that the 2022 verdict had upheld the validity of the 1992 amendment to the Punjab Village Common Lands (Regulation) Act, 1961, which required that land reserved for common purposes be utilised by gram panchayats for present and future village needs and not be repartitioned among proprietors. The bench set aside these findings, restoring proprietors ownership rights. The 2022 decision had been delivered on appeals against the full bench verdict of the Punjab and Haryana High Court, which examined the legality of sub-section 6 of Section 2(g) of the 1961 Act. The Supreme Court clarified that while management and control of certain lands taken under pro-rata cuts remain with panchayats, these lands do not revert to the panchayat if not earmarked for specific purposes.

NEW DELHI: The Narcotics Control Bureau (NCB) has asked all states and Union Territories (UTs) to identify nearly 16,000 foreign nationals, mostly from African countries, who are overstaying in India and investigate their possible involvement in crimes, including drug trafficking, sources said on Tuesday. In a communication to the states and UTs, the NCB asked authorities to trace these individuals and take action under the new Foreigners Act, which regulates the immigration, entry, and stay of foreigners in India. Sources said that many of these foreigners are repeat offenders who continue to stay in the country despite expired visas and are involved in drug-related crimes. It was found that the visas of these people had expired but they were still in the country and a number of them were indulging in drug-related crimes, a source said. According to the NCBs annual report for 2024, a total of 660 foreigners were arrested by various agencies in the country for alleged links to drug-related offences. Out of them, 203 were from Nepal, 106 from Nigeria, 25 from Myanmar, 18 from Bangladesh, 14 from the Ivory Coast and 13 from Ghana. Nearly 200 nationalities have yet to be established, the NCB said in a statement. The report also highlighted a sharp increase in synthetic drug seizures. Anti-narcotics agencies recovered sixfold more such drugs between 2019 and 2024. Union Home Minister Amit Shah released the report during the second national conference of heads of the anti-narcotics task force (ANTF) of various states and UTs, which he inaugurated on Tuesday. The use of drones for cross-border smuggling of narcotics has emerged as a significant threat to Indias internal security, particularly along the Pakistan border in Punjab. This evolving modus operandi has replaced traditional smuggling methods and poses a complex challenge for law enforcement and border security agencies, officials said, quoting the report. '40,000 foreigners overstayed in India after visa expiry in 2020': MHA data Out of the total 179 seizure cases in 2024, 163 occurred in Punjab, 15 in Rajasthan, and one in Jammu and Kashmir, with a total recovery of about 236 kg of drugs. These included ATS (amphetamine-type stimulants), MDMA, mephedrone, and methaqualone, substances mainly abused by youngsters. In 2024, about 11,994 kgs of synthetic drugs were seized compared to just 1,890 kgs in 2019. This sharp rise is primarily driven by the high profitability and increasing market demand for these substances, the NCB said. The report also raised concerns over a dramatic increase in drugs seized from maritime routes since 2020. In 2024, seizures from the sea amounted to 10,564 kg, witnessing nearly a 500-fold surge compared to 2019. The Death Crescent, comprising Iran, Afghanistan, and Pakistan, remains the primary source of heroin, ATS, and hashish entering India through the western coast, while the Death TriangleMyanmar, Laos, and Thailandserves as the main supplier of synthetic drugs, particularly methamphetamine, smuggled through the eastern coast, the NCB highlighted.

CHANDIGARH: While the monsoon has started withdrawing from the country from September 14-15, it is expected to withdraw completely from Punjab, Haryana and Himachal Pradesh by September 25. The rainfall was seven per cent above the long-period average (LPA) this year in the country. Notably, it was significantly above normal in the region too, as it also witnessed floods. From June 1 to September 16, Punjab received 618.0 mm of rain against the LPA of 413.3 mm for the aforementioned period, marking 50 per cent surplus of rain. Neighboring Himachal Pradesh received 1,010.9 mm against the LPA of 692.1 mm, with 46 per cent more rain. Haryana witnessed 565.1 mm against the LPA of 405.7 mm, marking 39 per cent surplus. A bulletin issued by the India Meteorological Department (IMD) today stated that the rains have receded from the southwestern parts of Punjab, comprising Fazilka, Muktsar, and Bathinda districts, and from the adjoining district of Sirsa in Haryana. The line of withdrawal of the southwest monsoon now passes through Bhatinda, Fatehabad, Pilani, Ajmer, Deesa and Bhuj, it added. Light to moderate rain in Himachal Pradesh is expected to continue until September 22 as the IMD has termed the monsoon activity as 'vigorous' during the past 24 hours, with light to moderate rain at most places and heavy to very heavy rain at a few places. While Punjab experienced light to moderate rainfall in some areas of Pathankot and Kapurthala districts and heavy rains in Ropar district, moderate rain occurred at isolated places in Haryana. The monsoon activity in both states has been termed as 'weak'. The IMD has predicted isolated to scattered showers in some parts of these states until September 19 and added that these conditions are favourable for further withdrawal of the monsoon from a few more parts of Punjab and Haryana during the next two to three days. Meanwhile, the water level recorded this morning at Pong Dam on the Beas River was 1,393.50 feet, three and a half feet above the maximum level. The inflow was 130,344 cusecs, and the outflow was 55,020 cusecs. It has been more than a month that the level at the dam has remained above the upper limit of 1,390 feet due to heavy rains in the catchment area. The mean outflow in September during the last 10 years ranged between 9,622 cusecs and 14,852 cusecs, as per information available with the Bhakra Beas Management Board (BBMB). The water level at Bhakra Dam today was 1,676.14 feet, four feet below the maximum level of 1,680 feet. The inflow was 87,337 cusecs, and the outflow was 50,000 cusecs. The mean outflow during this month over the last 10 years was between 16,781 cusecs and 32,351 cusecs.

Punjab panchayats pass resolutions asking migrant labourers without documents to leave
CHANDIGARH: Following in the footsteps of Maharashtrawhich has often been in the spotlight for targeting outsiders amid the Maha Marathi rowseveral panchayats in Punjab are now passing resolutions directing migrant labourers to leave their villages. Around 27 villages in Hoshiarpur district have passed such resolutions, announcing that they will no longer issue residence verification (residence certificates) to migrant labourers in their respective areas. Migrants without valid documents issued in Punjab are being asked to leave within a week. According to the resolutions, those without proper paperwork will not be allowed to reside in these villages. These decisions come in the wake of the gruesome murder of a five-year-old boy in Hoshiarpur on September 9, allegedly by a migrant worker. The incident has triggered growing resentment against migrant populations across various parts of the state. The Chabbewal Panchayat passed its resolution on Sunday. Charanjit Singh, a panchayat member and husband of sarpanch Reena Sidhu, confirmed that many other villages in the region have either passed similar resolutions or are in the process of doing so. There is unity among villages across communities and castes on this issue, he added. On September 13, a meeting was held in Bajwara village, attended by sarpanches from around 27 hamlets, including Chak Sadhu, Nandan, Singhpur, Bassi Bahian, Dada, Kila Baroon, Allahabad, Bilaspur, and Anandgarh. A joint resolution was passed stating that panchayats would no longer attest any official documents of migrant workers lacking valid identity proof issued by the Punjab government. It was also resolved that such migrants would not be allowed to stay in the villages. A formal request was submitted to Hoshiarpur Deputy Commissioner Aashika Jain for administrative support in implementing these resolutions. Similar decisions were also reported from Jaja and Zahura villages in the Tanda sub-division. Bajwara sarpanch Rajesh Kumar alias Bobby Mahe said: Migrants without valid identity documents have been asked to vacate the villages. Those already living here with documents such as Aadhaar or PAN have been informed that their relatives arriving from outside will not be eligible for any verification by the panchayat. He further stated that migrant workers residing on rent would only be allowed to do so if their landlords submit a written undertaking to the panchayat, taking full responsibility for them. Mahe claimed that around 200-250 migrant labourers currently live in Bajwara. He alleged that many of them have illegally encroached upon panchayat land, building permanent houses with electricity meters and water connections without paying rent or obtaining legal permission. A complaint regarding these encroachments was reportedly submitted to the Deputy Commissioner on September 8. He added that approximately 25 panchayats in the district have passed resolutions to withhold document verification for migrants since the September 9 incident. The Baddla Panchayat's resolution specifically mentioned members of the Gujjar community, who are also migrants. It instructed that any migrant with criminal records must report to sarpanch Kamlesh Rani. The resolution further stated that individuals with Aadhaar cards showing Baddla village as their address must submit photocopies of their documents to the sarpanch. Additionally, farmers employing such workers are required to provide written details about them. In Purhiran village, which also has a significant migrant population, a similar resolution was passed. Elsewhere, two village panchayats in Bathinda districtDeepes and Gehari Bhagipassed comparable resolutions. The Deepes village panchayat even held a protest, declaring that outsiders will not be permitted in the village. Labourers were instructed to stay near tube well motors rather than inside the village. Farmers hiring migrants must also ensure that their police verification is completed. In Gehari Bhagi, the diktat was even more extreme. The resolution stated: Migrants cannot purchase property or homes in the village. They are prohibited from registering voter IDs or Aadhaar cards with village addresses. They may only reside in tube wells or farm huts, not within village residential limits. Farmers employing them will be held entirely responsible and must ensure police verification. Even Bhartiya Kisan Union (BKU) Sidhu Pur backed the resolutions, claiming that migrants, particularly from Uttar Pradesh and Bihar, are disrupting the social fabric of the region. Meanwhile, Punjab Chief Minister Bhagwant Mann responded to the village panchayats' stance by cautioning against any form of discrimination. He said, Tomorrow, Punjabis with businesses in Raipur (Chhattisgarh) or Kolkata could be targeted the same way. There cannot be such discrimination. Earlier this year, in July, the Lakhanpur Garcha Patti village panchayat in Fatehgarh Sahib district ordered all illegally residing migrants to vacate within a week. Last year, similar controversial measures were adopted by Jandpur and Mundo Sangtia village panchayats in SAS Nagar district. CHANDIGARH: Senior Congress leader and Leader of the Opposition in the Lok Sabha, Rahul Gandhi, on Monday visited several flood-affected villages in Amritsar and Gurdaspur districts of Punjab, where he interacted with people impacted by the recent natural calamity. Upon arrival at Amritsar airport, Gandhi proceeded directly to Gurdwara Baba Budha Sahib at Ramdas in Ajnala, where he paid obeisance and participated in an ardas (prayer ceremony) for the welfare and prosperity of the people, especially those affected by the floods. During his visit, Rahul Gandhi was briefed by Congress leaders on the scale of damage and devastation caused by the floods in Punjab. They also alleged that negligence on the part of both the state and central governments had worsened the crisis. The leaders claimed that timely intervention could have mitigated up to 75% of the damage. They further criticized the central government for announcing a meagre Rs 1,600 crore flood relief package, stating that the total losses in Punjab were estimated to exceed Rs 20,000 crore. CHANDIGARH: Citing security concerns, the Union Government has denied permission for a Sikh jatha (group of pilgrims) to visit Pakistan for the Parkash Parb (birth anniversary) of Guru Nanak Dev, the founder of Sikhism, in November this year. This move has triggered a political row in Punjab, with all major political parties criticizing the BJP-led central government and accusing it of double standardsparticularly in light of the government allowing a T-20 cricket match between India and Pakistan in Dubai. A letter sent on September 12 to the Punjab Chief Secretary and also to other neighboring states including Haryana and Delhi, stated: Considering the prevailing security scenario with Pakistan, it would not be possible to send the Sikh pilgrims jatha to Pakistan on the occasion of Sri Guru Nanak Dev Jis Gurpurab in November 2025. We request that Sikh organizations in your state be informed, and that the processing of jatha applications be stopped immediately. Punjab Chief Minister Bhagwant Mann, along with the Congress, Shiromani Akali Dal, and the Shiromani Gurdwara Parbandhak Committee (SGPC), questioned the rationale behind the decision. NIA files charge sheet against 3 in Amritsar temple grenade attack case
NEW DELHI: The National Investigation Agency (NIA) has filed a charge sheet against three individuals for their alleged involvement in the grenade attack on Thakurdwara Sanatan Temple in Chheharta, Amritsar, on March this year, officials said on Sunday. The charge sheet submitted before the Special NIA Court in Mohali, Punjab, on Friday, names Vishal Gill alias Chuchi, Bhagwant Singh alias Manna Bhatti, and Diwan Singh alias Sunny, for their alleged roles in the attack's planning and execution. Later in an official statement, the NIA said, Vishal Gill was one of the two bike-borne assailants who hurled the grenade in the early hours of March 15, 2025. The other attacker, Gursidak Singh alias Sidki, was killed in a police encounter two days after the incident. The agency further revealed in the charge sheet that Bhagwant Singh had allegedly played a key role by providing shelter, concealing weapons and offering logistical support, including motorcycles used for reconnaissance. Diwan Singh, meanwhile, has been charged with harbouring the co-accused and destroying critical evidence, it added. Suspected Khalistani terrorist arrested from Bihar over alleged involvement in Amritsar temple attack Another accused Sharanjeet Kumar, who was arrested from Gaya, Bihar by the agency on September 5, continues to remain under police custody, the officials said, adding that the agency is also pursuing Badalpreet Singh, a foreign-based absconder, along with other unidentified conspirators. Investigations have also uncovered the transfer of terror funds from foreign handlers to local operatives through UPI and MTSS channels, which are being further probed. The terror module behind the attack was part of a larger conspiracy orchestrated by India- and foreign-based operatives with the intent to spread fear and incite communal unrest in Punjab and across the country, the NIA said, adding that efforts are being made to identify additional absconders and trace international linkages connected to the attack. The Amritsar temple grenade blast is one of several recent incidents in Punjab that security agencies believe are part of renewed attempts by foreign-backed terror outfits to destabilise peace in the region.

Punjab government launches special health campaign for flood-affected villages
CHANDIGARH: The Punjab government has started a door-to-door 'Special Health Campaign for the people in the flood-affected villages for preventive care to stave off disease outbreaks. A comprehensive and time-bound action plan for livestock has also been rolled out to mitigate the severe risks, including waterborne diseases, foot-rot and parasitic infections, as 2.53 lakh animals across 713 villages have been impacted. As many as 3.89 lakh people in 2,384 villages of the state have been affected by the devastating floods. Fifty-six people have died, and four are reported to be missing, while 23,340 persons have been evacuated. Punjab Health and Family Welfare Minister, Dr Balbir Singh, issued orders for a massive mobilisation of the states entire medical fraternity, directing the deployment of all available resourcesincluding government doctors, private volunteers, Ayurveda medical officers, and MBBS internsto spearhead a Special Health Campaign in flood-affected villages. He has mandated that Civil Surgeons engage every possible medical professional to man health camps and door-to-door teams, ensuring no village is left without healthcare and preventive care to stave off disease outbreaks in the aftermath of the floods. Singh said the campaign is built on three core components, with the first being Health and Medical Camps, under which daily medical camps will be organised in all 2303 villages. In 596 villages with existing health facilities like Aam Aadmi Clinics, these centres will host the camps daily. In the remaining 1707 villages, camps will be set up in public spaces like schools and community centres for a minimum of three days, extendable based on need. The second is Door-to-Door Visits by ASHA Workers under which A force of over 11,103 ASHA workers will conduct weekly house-to-house visits in these villages to distribute essential health kits containing mosquito repellent, ORS, paracetamol, chlorine tablets, soap, and other supplies, he said. They will also screen for illnesses and raise awareness about disease prevention, he said. Singh added, As part of the last component, a rigorous fumigation and vector-control exercise will be carried out every day for the next 21 days in all affected villages. Teams will conduct indoor and outdoor fogging, larvicidal spraying, and breeding checks in households, schools, markets, and other public places to prevent outbreaks of dengue and malaria. He stated that the department has identified 85 essential drugs and 23 consumables for flood relief, which are in sufficient stock and will be made available at all health camps and facilities. Districts have also been empowered to procure any required items locally to avoid delays, he said. Meanwhile, Punjab Animal Husbandry, Dairy Development and Fisheries Minister, Gurmeet Singh Khudian said that the department has chalked out the action plan to protect the livestock from stagnant flood water-borne diseases, including Haemorrhagic Septicaemia (HS), Foot-Rot, Mastitis, Tick-Borne infection, Skin infection, Gastroenteritis and secondary infections and nutritional shortages. This multi-pronged campaign is focusing on mass vaccination, disinfection and emergency care to support distressed livestock farmers, he said. Khudian said that intensive cleaning and disinfection of all affected livestock shelters and feeding areas will be undertaken under the Rapid Clean-Up and Disinfection drive and Large-scale fogging operations in collaboration with the Local Government Department to control vector-borne diseases. The department will also distribute Potassium Permanganate (KMnO4) crystals to farmers free of cost for disinfecting water troughs and creating foot-dips to prevent fatal infections like Foot-Rot. All these measures will be implemented by September 21. Under the Emergency Vaccination Protocol, the department teams will administer free booster doses of Haemorrhagic Septicaemia (HS) vaccine to all susceptible livestock by September 30. Additionally, doorstep health monitoring and treatment services will be provided to ensure the well-being of animals. Teams of veterinary officers and para-staff are conducting daily village visits to monitor animals for signs of stress, injuries and disease symptoms to ensure prompt intervention and care, he added. He said that the department will also distribute essential medicines, mineral mixtures (Uromin Licks), and silage free of cost to combat nutritional deficiencies and disease, while ensuring supply and distribution of chlorine tablets with coordination of the Health Department to ensure access to safe drinking water for animals. In a bid to ensure a seamless and hassle-free paddy procurement for farmers, the government has initiated a special five-day campaign to restore all grain markets (mandis) affected by recent floods. The drive aims to clear stagnant water and silt deposits, ensuring all mandis are fully operational for the Kharif Procurement Season. Khudian stated that the intensive campaign which started today focuses on flood-affected districts where mandis suffered water-logging and siltation. He directed the Punjab Mandi Board officials and all District Mandi Officers (DMOs) to personally oversee the efforts and ensure that all impacted mandis are fully restored and operational by September 19. He said that all preliminary arrangements have been successfully completed across the state's grain markets for smooth Kharif procurement season commencing on September 16. Punjab Local Government Minister, Dr. Ravjot Singh said that a notification had been issued for measures to be taken by the Urban Local Bodies in view of recent floods. He said that the measures included cleanliness, potable water supply, preventive health related interventions to ensure restoration of normalcy in the towns of the state. Amid the severe inundation and waterlogging issues due to floods in the rivers Ravi, Beas, Satluj and Ghaggar, as well as their tributaries and heavy rains, Singh pointed out that one of the major tasks was to ensure cleanliness. He said that silt or sand, along with other debris, would be collected in towns where inundation had occurred. The State Government has decided to initiate a Special drive for cleanliness of such silt or debris as well as road gullies or city drains by ULBs by deploying the existing workforce as well as designating special teams, he added. The ULBs will make a roster for deployment of teams in the identified affected areas, where a ten-day special drive from September 14 to September 23 will be initiated. Punjab Revenue, Rehabilitation and Disaster Management Minister Hardeep Singh Mundian said that the state government has deputed nodal chairmen and members to assist in the assessment of flood damage and ensure effective execution of relief and rehabilitation works across the state. These chairmen and members will supervise distribution of relief material, assist in assessing crop loss, damage to houses and livestock and facilitate timely claims of affected families so that compensation and assistance are provided without any delay, he said.

Aishanya Dwivedi, the young widow of one of the Pahalagam massacre victims, came out strongly against the championship, condemning the gesture and urging all the stakeholders concerned to boycott the fixture. Criticising the Board of Control for Cricket in India (BCCI) for agreeing to play against Pakistan, who she described as a terrorist nation, Aishanya accused it of ignoring the sacrifices of 26 people who lost their lives in the terror attack on April 22, this year. The BCCI should not have accepted a match between India and Pakistan. I think BCCI is not sentimental towards those 26 families. What are our cricketers doing? Cricketers are said to be nationalists. How do we exit the cycle of floods and deaths?
Mumbai: The cycles of extreme climate, alternating between floods and drought, is getting worse by the year, and there are no answers. This year, more than half the country is reeling from floods. Punjab is facing its worst deluge since 1988. Haryana, Rajasthan, and the hill states of Himachal and Uttarakhand have seen cloudbursts, and entire towns being wiped out. In neighbouring Pakistan, the north-west has suffered far worse, with millions displaced and over a 1,000 lives lost. It is not a pretty picture. Across Himachal Pradesh, Jammu and Kashmir, Punjab and Haryana, the combined death toll has reached 500 as of September 4, 2025. Himachal is the worst with 355 deaths. In the northeast, relentless rains in June have claimed 30 lives. Every year the location and toll numbers change. Otherwise, the destruction of lives, crops and human habitation continues with sickening repetition. Somehow our planners and government departments have never really digested the old adage ofgeographer Gilbert F. White, who noted in 1942, Floods are acts of God, but flood losses are largely acts of man. Upstream water Punjab is facing its worst floods since 1988 with nearly 2,000 villages submerged, 4 lakh acres of farm lands devastated and nearly 3.9 lakh people across 9 districts having to migrate to relief spots. Environmental platform Mongabay has documented the extent and reasons for the damage. Punjabs affected villages mainly lie along the River Ravi and lower reaches of the Beas and Sutlej. The waters swelled to unmanageable proportions due to incessant rains in upstream areas in Himachal, which has received as much as 46% above-normal rainfall till 8 September. The situation worsened with the lower catchment areas in Punjab too receiving 55% excess rain. Environmental activists point to the shoddy management of dam waters. The excess release of water at the wrong time, is one of the principal problems. While the Centre controls the Bhakra-Beas Management Board (BBMB) that manages Bhakra and Pong dams, the Punjab government manages the Ranjit Sagar dam on the River Ravi. In the early part of August, the release of water from these dams was kept low despite heavy rainfall in the catchment areas. This was a huge mistake. Thereafter, Himanshu Thakkar, the coordinator of South Asia Network on Dams, Rivers and People (SANDRP), said: They had to eventually release heavy quantities of water from August 26 onwards when Punjab was already facing floods due to local rainfall. It ultimately led to the submergence of large parts of Gurdaspur and Pathankot districts. There is rightful fury at the dam management organistions. Citizens groups have filed petitions before the National Green Tribunal (NGT), while the Himachal government has filed an F.I.R. against the dam authority accusing it of releasing excess water without warning. Glacial outbursts Significantly, the floods that ravaged the Harsil region of Uttarakhand on 5 August, wiped out riverside towns Dharali and Sukhi Top, and have claimed several lives, have a different explanation. Despite reports of cloudbursts, the Indian Meteorological Department recorded minimal rainfall. Harsil recorded only 6.5 mm of rain on the day of the disaster, while Bhatwari received just 11.5 mm over 24 hours. This is far short of what is defined as a cloudburst, which implies a massive precipitation of 100 mm or more of rainfall over 24 hours over a localized area. This has led some experts to venture a hypothesis that it was not a cloudburst, but rather a Glacial Lake Outburst Flood (GLOF) or a glacier collapse in the upper reaches that triggered the flash floods. What these experts are saying is that climate change is accelerating glacial retreat, leading to the formation and expansion of glacial lakes that can break their bunds at any time. It is also time that the state government and commercial groups be made accountable for having slaughtered trees, expanded roads and highways in the ecologically sensitive Himalayan zones. It has changed the course of rivers like the River Kheer Ganga. The destruction caused by floods in Pakistan needs intensive study too. As a country that contributes barely 1% towards global climate change, it has suffered widespread damage. Speaking to Dialogue Earth, climate scientist Mohammad Ehsan Leghari said the floods were triggered with 200 to 300 mm of rainfall in a short spell, along with glacial melts, and northern heatwaves in June. While these natural disasters came together, he pointed to the human-made disasters too -- the deforestation, and urbanization and human encroachments blocking the natural flows. Similarly, the Ravi Urban Development Authority s paving of floodplains along the River Ravi in Punjab turned absorbent areas into concrete, inviting devastation by turning them into river paths. The bigger tragedy is there is no learning or rolling back mistakes of the past. Extreme and cyclical changes of climate are not being factored in. The El Nino effect - warming of central and equatorial Indian and Pacific Ocean waters that cause millions of cusecs of rain being dumped in as far off places as Europe, the Horn of Africa, and Bali this year -- has not been reversed. In Dehradun, the capital of Uttarakhand, despite the tragedy that unfoleded recently in the states Harsil sector, there is no rethink on devastating projects in the valley. A Rs 6,200-crore Rispana -- Bindal Elevated Corridor, two flyovers of over 26 kilometers, are in the pipeline. The plan includes erecting support columns in the middle of the beds of Rivers Rispana and Bindal that will choke the natural flow of water and create flooding along the banks of the rivers. Bharti Jain, architect and town planner, has pointed out that as far back as 2007 the flyovers were to be implemented after feasibility studies and Environmental Impact Assessment is done. However, the Doon authorities are brazenly implementing these projects without a thought for on the citys environment, Ms Bharti told this writer.
