Punjab Cabinet approves empanelment of 300 specialist doctors
Punjab Cabinet approved empanelment of 300 doctors across 12 specialties to boost healthcare. This move aims to enhance specialist availability and improve secondary healthcare quality in government facilities. Specialists will receive fees per patient, with incentives for night duties. A proposal for border area incentives for government doctors and teachers is also underway.

CHANDIGARH: The Punjab Cabinet on Tuesday approved the empanelment of around 300 private specialist doctors across 12 key specialities, marking the first such move in the state to address a severe shortage of specialists in public healthcare institutes. The empanelled doctors will receive Rs 100 per patient for both OPD and IPD examinations. The initiative aims to strengthen secondary healthcare services by improving specialist availability across government hospitals. The empanelment will be carried out at the district level through Civil Surgeons, and the doctors will also be paid for emergency calls, minor and major surgeries, procedures and other services. A cap has been set on the number of patients each doctor can treat, between 50 and 150 for OPD, and between 2 and 20 for IPD. The current shortage of specialist doctors across all disciplines stands at around 900. Incentives have also been fixed for minor and major surgeries performed by these doctors. The specialists will be drawn from Medicine, Paediatrics, Psychiatry, Dermatology, Chest and TB, Surgery, Gynaecology, Orthopaedics, Ophthalmology, ENT and Anaesthesiology. Earlier, the government had empanelled only general doctors for Aam Aadmi Clinics, not hospitals. These specialist doctors, however, are being empanelled specifically for hospitals. Speaking to the media after the Cabinet meeting, Punjab Finance Minister Harpal Singh Cheema said that to retain doctors in government hospitals, doctors on night duty will receive Rs 1,000 for being called during the day, and vice versa. Chief Minister Bhagwant Singh Mann has asked officers to come up with a new incentive-based policy for doctors and teachers serving in border areas. This has been done as employees prefer not to be posted there. We want to ensure last-mile delivery of health and education services, he added. The Cabinet also approved the insertion of Rule 28A, Uniform Disciplinary and Appellate Framework, into the Punjab Cooperative Societies Rules, 1963. This will remove duplication of appellate channels, prevent conflicting decisions within the same board or its committees, clarify the chain of command in disciplinary proceedings and ensure that appeals are heard only once within the institution. The new rule will also protect employee rights through due process and strengthen institutional accountability by defining authority at each level, bringing uniformity across apex institutions and central cooperative banks in the cooperative sector. The Cabinet further approved amendments to the Punjab Minor Minerals Rules, 2013 in accordance with the Punjab State Minor Minerals (Amendment) Policy, 2025. These new rules and modifications were required for allocating mining rights to Mining Lease Holders of Crusher Mining Sites and Landowner Mining Sites in the state.

CHANDIGARH: Punjab will hold the long-overdue Zila Parishad and Panchayat Samiti elections on December 14, with 50 per cent of seats reserved for women to boost their participation in grassroots governance. The elections are being seen as a litmus test for political parties ahead of assembly polls scheduled 14 months later. Originally scheduled for May, these elections were postponed multiple times, first to October and then to December, after floods hit the state in August and September. Political parties will contest the polls on their own symbols. State Election Commissioner Raj Kamal Chaudhari said that 1.36 crore voters will cast their ballots for elections to 23 Zila Parishads and 154 Panchayat Samitis, with 19,181 polling booths being set up. The SEC has identified 915 hypersensitive and 3,582 sensitive spots. Counting will take place on December 17, and the model code of conduct has come into force. We will be making adequate arrangements for the smooth conduct of these elections, as an IAS officer and a 2010-batch PCS officer will be appointed as Election Observers, besides SP-rank officers as Police Observers, he said. He added that candidates contesting Zila Parishad polls must pay a nomination fee of Rs 400, while those contesting Panchayat Samiti polls will have to pay Rs 200. Nominations will be filed between December 1 and 4, and the papers will be scrutinised on December 5. The last date for withdrawal of nominations will be December 6. Additionally, around 50,000 police personnel will be deployed to ensure the smooth and secure conduct of the elections.

CHANDIGARH: After weeks of protests and massive political backlash across Punjab and Chandigarh, the Union government has finally approved the dates for the Panjab University Senate elections to be held next year, with the Vice-President, who is also the Chancellor, approving the poll schedule. The elections for various constituencies of the Senate, which is PU's primary decision-making body, will be held between 9 September and 4 October 2026. The schedule includes polls across multiple constituencies, with the first notification to be issued in January 2026. Elections for principals and staff will be held on 7 September 2026, teachers constituencies on 14 September, heads and faculty of arts colleges on 20 September, and the registered graduate constituency also on 20 September. Counting of votes will take place on 22 September, while faculty elections will be held on 4 October. The announcement triggered celebrations at the protest site of the PU Bachao Morcha, with students rejoicing and calling friends and leaders to join them. For the past six years, the farmers of this village have completely stopped stubble burning and have implemented scientific straw management techniques; as a result, the soil quality has improved, helping the farmers to reduce the use of chemical fertilisers by approximately 30 per cent. He said a potato farmer also stated that they now do not use potash for the crop, as stubble has potash. The size and quality of potatoes are better. This village is a school, he noted, who met farmers and praised them for their initiatives, said Chouhan. He said, I am giving a message from here that what farmers of Ransih Kalan have done, farmers of the entire country should adopt. He explained many advantages of not burning crop residue, saying mixing stubble in fields and direct seeding lead to saving water, diesel, lesser use of fertilisers and an increase in soil fertility. He also savoured 'makki di roti' and 'sarson da saag'-- a famous Punjabi dish -- while sitting on a 'manja' [charpoy]. I have just come here. Meanwhile, senior Congress leader and leader of the opposition in the Punjab Assembly, Partap Singh Bajwa, demanded that the Punjab Government and the Union Government publicly clarify the status of the Rs 1,600-crore flood relief package announced by Prime Minister Narendra Modi for Punjab. He noted that Punjab Chief Minister Bhagwant Mann had strongly criticised the Bharatiya Janata Party-led Union governments delay in releasing the Rs 1,600 crore package. In contrast, Punjab BJP president Sunil Jakhar and Union Minister Ravneet Singh Bittu accused the Aam Aadmi Party government of deliberately misinforming the public about flood relief. Bittu asserted that over Rs 800 crore had already been transferred to the Punjab Government and distributed to victims. One of them is clearly not telling the truth. The people of Punjab especially those who suffered immense losses during the floods deserve full transparency, said Bajwa, calling the conflicting statements unacceptable.

CHANDIGARH: India has the largest national diaspora in the world, with over 3.5 crore people living abroad, prompting calls for dual citizenship to elevate the countrys global stature. Non-Resident Indians (NRIs) form a significant share of the nearly 300 million people living outside their countries of birth. IndUS Canada, a leading forum representing 79 prominent organisations of the Indian diaspora across the United States and Canada, has renewed its appeal to the Union Government to introduce dual citizenship or significantly enhance the rights under the Overseas Citizen of India (OCI) scheme. The forum, headed by Vikram Bajwa, emphasised that dual citizenship is not merely an administrative reform but a transformative step capable of elevating Indias global stature. Citing the latest data released by the Ministry of External Affairs, the forum noted that over 80 lakh Overseas Indians reside in the US and Canada, forming one of Indias strongest strategic assets. Yet, without the rights, security and long-term stability that dual citizenship provides, India is unable to fully benefit from their financial strength, professional capabilities and global influence, Bajwa said. He pointed out that countries such as Israel, Canada, the UK, Australia and even Pakistan have long leveraged dual citizenship to expand their diplomatic reach and economic momentum. If these nations can empower their diaspora for national growth, why should India restrict itself to only a lifelong visa under OCI? he asked. Air pollution levels across north India are significantly higher than national average: Report
CHANDIGARH: The air pollution levels across North India are significantly higher than the national average as per the latest report released by Centre for Research on Energy and Clean Air (CREA), an independent research organisation. The report stated that Delhi, along with Punjab, Assam and Tripura, was identified as a year-round pollution hotspot failing to meet PM 2.5 standard even during the monsoons. On the other hand, the southern states recorded the lowest values. The report titled, Beyond City Limits: A Satellite-Based PM-2.5 Assessment Across Indias Airsheds, States and Districts, stated that all the 23 districts of Punjab, 22 of Haryana and 12 of Himachal Pradesh exceeded the annual National Ambient Air Quality Standard (NAAQS) of 40 ug/m3 for PM 2.5 concentration last year. During summer, winter and post-monsoon periods, PM 2.5 concentrations exceeded the NAAQS limits in these states. During the monsoon, 15 out of 23 districts in Punjab, 5 out of 22 in Haryana and 2 out of 12 districts in Himachal Pradesh exceeded the air quality limit. It read, Delhi recorded the highest pollution levels with an annual mean PM 2.5 concentration of 101 g/m, 2.5 times the Indian standard and 20 times the World Health Organisation (WHO). The pollution crisis extends across northern India, with the average PM 2.5 concentrations in all states in these regions, including Delhi, Chandigarh, Haryana, Punjab, Uttar Pradesh, Himachal Pradesh, Uttarakhand, and Jammu & Kashmir, exceeding the National Ambient Air Quality Standard (NAAQS). This concentration of pollution aligns with their location in the Indo-Gangetic Plain. The eastern and northeastern states showed similarly concerning levels, with PM 2.5 average concentrations in Bihar, West Bengal, Jharkhand, Odisha, Assam, Meghalaya, Nagaland, Tripura, and Arunachal Pradesh all above the NAAQS. Among western states, the mean concentrations in Rajasthan and Gujarat exceeded the annual national standard, it added. While the southern states presented the lowest PM 2.5 values, Puducherry recorded the lowest concentration at 25 g/m, followed by Tamil Nadu, Karnataka, Sikkim, Telangana, Kerala, and Andhra Pradesh. The report stated that Delhi consistently ranks as the most polluted city across all seasons, highlighting the capital's year-round air quality crisis. While Chandigarh appears in the top five during three seasons (winter, summer, and post-monsoon), West Bengal also ranks among the worst across the winter and post-monsoon seasons. Punjab and Haryana emerged as major air-pollution concerns, with Punjab during the monsoon and post-monsoon periods and Haryana during the summer and post-monsoon periods. The northeastern states present an unexpected pollution hotspot, with Assam and Tripura featuring in the top five in three seasons (winter, summer, and monsoon). Overall, 60 per cent of districts (447 out of 749) exceed the National Ambient Air Quality Standard (NAAQS) for annual PM 2.5. None of the districts met the World Health Organisation (WHO) guideline of less than 5 g/m. The most polluted districts are heavily concentrated in a few states, highlighting regional clustering of severe air quality issues. Delhi (11 districts) and Assam (11 districts) alone account for nearly half of the top 50, followed by Bihar (7) and Haryana (7). Other notable contributors include Uttar Pradesh (4), Tripura (3), Rajasthan (2), West Bengal (2), and single districts from Chandigarh, Meghalaya and Nagaland, it reads. It further added, Several states are in universal non-compliance, where all monitored districts exceed the NAAQS. These include Delhi, Assam, Punjab, Haryana, Chandigarh, Himachal Pradesh, Meghalaya, Tripura, and Jammu and Kashmir. Several other states show a large majority of districts breaching the norm, such as Bihar (37 of 38), West Bengal (22 of 23), Gujarat (32 of 33), Nagaland (11 of 12), Rajasthan (30 of 33), and Jharkhand (21 of 24). A second group shows mixed performance, where some districts meet the standard but many continue to exceed it. This includes Uttar Pradesh (49 of 75 districts exceeding), Odisha (22 of 30), Madhya Pradesh (27 of 52), and Maharashtra (14 of 36). In the Northeast, Arunachal Pradesh (12 exceed, 13 comply) and Manipur (five exceed, 11 comply) also fall in this transitional category. At the other end of the spectrum, several states have the majority of their districts below NAAQS, such as Andhra Pradesh, Telangana, Kerala, Sikkim, Goa, Karnataka, and Tamil Nadu. These contrasting patterns highlight the continued dominance of northern and eastern states in Indias PM 2.5 pollution hotspots, while southern and coastal regions remain relatively cleaner. The report stated that the states should develop district-level air quality action plans, guided by satellite data to identify hotspots, prioritise high-exposure populations, and allocate mitigation resources efficiently. The satellite-derived PM 2.5 data should be formally integrated into NCAP for spatially comprehensive assessment and performance tracking. Also, establishing protocols for validation, periodic updates, and public dissemination of satellite-based estimates will strengthen transparency and enable real-time decision-making in areas lacking ground monitors.

A hand-written slip was found at the site, sources said. Written in English, it mentioned the name of a certain group as well as an amount of Rs 5 crore, they said. When asked if anyone had made a ransom demand earlier, Raju asserted that he has neither any enmity with anybody nor has he got any ransom call. About the slip found at the site, the police officer said it was a matter of investigation.

CHANDIGARH: In a unique initiative to mark Constitution Day and inspire young minds, the Punjab Government organised a mock Punjab Assembly session for government school students at Anandpur Sahib, where 117 participants performed their roles so realistically that the proceedings resembled an actual Vidhan Sabha sitting. The mock session was held at the makeshift Punjab Vidhan Sabha building set up at Anandpur Sahib to hold a Special Vidhan Sabha Session commemorating the 350th Martyrdom Anniversary of the Ninth Sikh Guru, Sri Guru Tegh Bahadur Sahib. In the session, Harkamaldeep Singh, a student of School of Eminence, Ghanouri Kalan, representing Dhuri MLA and Punjab Chief Minister Bhagwant Singh Mann, took potshots at the opposition throughout the proceedings with fact-based replies. Government to release Constitution in nine regional languages, including Nepali, on Constitution Day
NEW DELHI: Marking this years Constitution Day celebrations, the Government will release translated versions of the Constitution of India in nine languages, including Nepali, enabling people in neighbouring Nepal, with whom India shares deep cultural and religious ties, to access the document in their own language, officials said. The other languages include Malayalam, Marathi, Punjabi, Bodo, Kashmiri, Telugu, Odia and Assamese. The translations have been prepared by the Legislative Department of the Union Law Ministry. The event will be held on Wednesday in the historic Central Hall of the old Parliament building, now renamed Samvidhan Sadan. President Droupadi Murmu will preside over the function as the chief guest and deliver an address. Vice-President and Chairman of the Rajya Sabha CP Radhakrishnan, Prime Minister Narendra Modi, Lok Sabha Speaker Om Birla, members from both Houses, and other dignitaries, including heads of diplomatic missions in the national capital, are expected to attend the event. The programme will begin with a welcome address by Lok Sabha Speaker Om Birla, followed by the Vice-Presidents remarks and the Presidents speech to members of the Lok Sabha and Rajya Sabha. As part of the celebration, the Preamble to the Constitution will be read out by the President. A commemorative booklet titled Bharat ke Samvidhan main Kala aur Calligraphy will also be released on the occasion. CHANDIGARH: Shiromani Akali Dal president Sukhbir Singh Badal issued a passionate appeal for unity among all Panthic factions, asserting that only collective strength could help Sikhs regain political power and protect their institutions. Addressing the gathering at the 350th martyrdom anniversary event of Sri Guru Tegh Bahadur, organised by the SGPC at Gurdwara Sis Ganj Sahib in Anandpur Sahib, Shiromani Akali Dal (SAD) president Sukhbir Singh Badal appealed to the Sikh community to unite under the banner of the SAD to take back the management of Sikh institutions and shrines which had been taken over by the Centre and various State governments. Till the time you are not united under a single banner, you cannot protect your religious institutions. Christians or Hindus never speak against their religious institutions, but Sikhs are weakening themselves, he remarked. He said the management of Sri Huzoor Sahib and Patna Sahib was taken away from the community because the party had been weakened. He said the central intrigue, coupled with the overreach of the Haryana government, had led to the creation of a separate Gurdwara Parbandhak Committee for Haryana. He added that Parkash Singh Badal had already declared Anandpur Sahib a holy city 15 years ago and claimed that major development in the area occurred during the Akali governments. Sukhbir criticised the Punjab Chief Minister for speaking against the Akal Takht Jathedar Giani Kuldeep Singh Gargaj, saying that no one dared to do so. He said anybody who did not honour the Jathedar of the apex religious seat of the Sikh Panth was an enemy of the entire community. You should not tolerate such insults under any circumstances, he added. Badal also appealed to the community to recognise the forces that were trying to weaken it. Wake up and see who you are and who are the ones who are weakening the community from within by touting themselves to be one of our own. Shiromani Gurdwara Parbhandak Committee (SGPC) president Harjinder Singh Dhami said that the Union government was encroaching on Punjabs rights, the issues of Punjab University, appointment of a Lieutenant Governor over Chandigarh, and deployment of CISF in Bhakra are examples of Delhis attempts to weaken Punjab.

CHANDIGARH: A day after the Punjab assembly unanimously passed a resolution declaring Anandpur Sahib, Talwandi Sabo and the walled city of Amritsar as holy cities. Punjab Chief Minister Bhagwant Mann on Tuesday announced that a world-class university in the name of the ninth Sikh Guru Tegh Bahadur will be set up at Anandpur Sahib. Addressing a gathering at the concluding ceremony of the government-organised Sarv Dharam Sammelan at Guru Ka Bagh, Baba Budha Dal Cantonment, held to commemorate the 350th martyrdom anniversary of Guru Tegh Bahadur, CM Mann said, A world-class university in the name of Guru Tegh Bahadur will be set up here. He added that the proposed university would become a global centre for high-quality education, research, interfaith dialogue and studies inspired by the Gurus message of human rights, peace and sacrifice. Sri Guru Tegh Bahadur laid down his life for defending the right to faith and freedom. Establishing a world-class university in his name is the least we can do to inspire future generations with his teachings, Mann said. He said that the Punjab government is committed to developing Anandpur Sahib not only as a spiritual capital but also as a centre of academic excellence and global learning. Mann said that the announcement formed part of a broader vision for infrastructural and cultural uplift of the area. He said more developmental decisions would follow in harmony with the sentiments of devotees visiting the birthplace of the Khalsa. He further added that a heritage street will also come up in Anandpur Sahib. Mann also announced a free e-rickshaw or mini bus service for people to visit gurdwaras in Amritsar, Talwandi Sabo in Bathinda district and Anandpur Sahib in Rupnagar district. The state government will bear the expenditure arising on account of the free e-rickshaw or mini bus service, added Mann. Earlier in the day, Mann and AAP national convener Arvind Kejriwal joined the large congregation here to pray for the progress of the state and prosperity of Punjabis. Both the leaders took part in the 'ardas' performed after the 'bhog' of 'Sri Akhand Path sahib' to commemorate the 350th martyrdom anniversary of Guru Tegh Bahadur and legendary Sikh martyrs Bhai Mati Das, Bhai Sati Das and Bhai Dayala at Gurdwara Baba Budha Dal Chauni. Kejriwal had earlier urged Mann to make an announcement for setting up a world-class educational institution in Anandpur Sahib. The Sarv Dharam Sammelan, organised as part of the ongoing week-long commemorative events, brought together prominent leaders and spiritual representatives of various faiths. Punjab Education Minister Harjot Singh Bains, who is also the MLA from Anandpur Sahib, said that the declaration of Anandpur Sahib as a holy city and the plans for a world-class university were long-pending demands of the region. Ethiopia volcano eruption disrupts flights in India; ash cloud to clear by evening
Indian carriers Air India and Akasa Air have canceled several flights following the eruption of Ethiopias long-dormant Hayli Gubbi volcano, which sent ash plumes high into the atmosphere, with the ash now drifting over portions of Indian airspace, according to the India Meteorological Department (IMD). Air India has cancelled 13 flights since Monday after Indias aviation regulator, the Directorate General of Civil Aviation (DGCA), issued an advisory instructing carriers to avoid routes affected by volcanic ash. The airline also began precautionary inspections of aircraft that had flown over potentially impacted regions. Akasa Air also cancelled several flights, including services to Jeddah, Kuwait and Abu Dhabi, as the ash plume spread across parts of the Middle East and South Asia. An official told PTI that at least 7 international flights, including arrivals and departures, were cancelled and 12 international flights were delayed at the Delhi airport due to the impact of the volcanic ash plumes. According to the India Meteorological Department (IMD), the ash cloud is now drifting eastward and is expected to exit Indian airspace by around 7:30 pm on Tuesday, moving toward China. Forecast models indicated that the plume may influence skies over Gujarat, Delhi-NCR, Rajasthan, Punjab and Haryana, with the potential to temporarily worsen pollution levels in these regions. The disruption follows the eruption of the Hayli Gubbi shield volcano in Ethiopias Afar region on Sunday. Dormant for over 10,000 years, the volcano produced a massive ash column rising roughly 14 km (45,000 ft) into the atmosphere. Delhi worst in PM2.5 pollution; 447 districts breach national air quality norm: Report
Delhi recorded the highest PM2.5 pollution levels in India, with an annual average concentration of 101 micrograms per cubic metre, 2.5 times the national limit and 20 times the WHO guideline, according to a new satellite-based assessment by the Centre for Research on Energy and Clean Air (CREA). Chandigarh logged the second-highest PM2.5 level at 70 micrograms per cubic metre between March 2024 and February 2025, followed by Haryana (63) and Tripura (62). Several other states, including Assam (60), Bihar (59), West Bengal (57), Punjab (56), Meghalaya (53) and Nagaland (52), also surpassed the National Ambient Air Quality Standard (NAAQS) of 40 micrograms per cubic metre. Overall, 447 of 749 districts, about 60 per cent breached the annual PM2.5 limit. Pollution was highly concentrated in specific regions, with Delhi and Assam each contributing 11 of the 50 most polluted districts. Bihar and Haryana followed, with seven each. Other states in the top tier included Uttar Pradesh (4), Tripura (3), Rajasthan (2) and West Bengal (2). In several regions, every monitored district exceeded national norms, including Delhi, Assam, Punjab, Haryana, Chandigarh, Himachal Pradesh, Meghalaya, Tripura, and Jammu & Kashmir. Many others had an overwhelming majority of districts above the threshold, such as Bihar (37 of 38), West Bengal (22 of 23), Gujarat (32 of 33), Nagaland (11 of 12), Rajasthan (30 of 33) and Jharkhand (21 of 24).
