IMD forecasts very dense fog in 3-4 days
NEW DELHI: The India Meteorological Department (IMD) has predicted dense to very dense fog during the night and early morning hours over parts of northwest region, including Punjab, Haryana-Chandigarh, and Himachal Pradesh, in the late night or morning hours in the next 3-4 days, which may disrupt transport and aviation operations. A low pressure area is likely to form over the southeast Bay of Bengal around November 23, which may intensify into a depression over the southwest in next two days. It will cause heavy spell of rain over south Peninsular India. Further, a spell of very dense fog in the Northwest region will also disrupt transport and aviation operations in the Northwest region, the IMD said in statement on Wednesday. According to the IMD, an upper air cyclonic circulation is likely to form over south Andaman Sea and adjoining areas that may move northwestwards and become a low pressure area over southeast Bay of Bengal around November 23. Thereafter, it is likely to continue to move west-northwestwards and intensify into a depression over southwest Bay of Bengal during subsequent two days, it said. A continuous watch is being maintained for further intensification and movement of the system towards Tamil Nadu-Sri Lanka coasts, the statement said. IMD advised taking of precautionary measures during foggy days to avoid road traffic collisions and chances of power lines getting tripped in the dense foggy routes. The Met department also advised people with lung-related illness to avoid exposure to fog as it contains particulate matter and other pollutants. In case of exposure to fog, these particulate matters get lodged in the lungs, clogging them and decreasing their functional capacity, which increases cases of wheezing, coughing and shortness of breath. Long exposure to dense fog may cause respiratory problems for people having asthma bronchitis and other lung-related health problems. It will irritate membranes of eyes causing various infections, leading to redness or swelling of the eye, the statement said. The advisory to southern Indian states, such as Tamil Nadu , and Puducherry, says cyclonic storms will cause localised flooding of roads and water logging in low-lying areas. Further, in its agromet advisories, the IMD directed Tamil Nadu to provide adequate drainage facilities for the removal of excess water from rice, cotton, sugarcane, turmeric and vegetable fields, coconut and banana orchards. Regarding Kerala, it advised proper drainage in rice, ginger and vegetable fields. It also called for providing mechanical support to banana plants to prevent lodging in Tamil Nadu and Kerala. Meanwhile, the IMD has forecast the formation of a low-pressure area over the southeast Bay of Bengal around November 23, which could influence weather conditions in surrounding regions. The Andaman and Nicobar Islands are expected to receive light to moderate rainfall throughout the week, with isolated heavy rainfall in the Nicobar region on November 22 and 23. In the northeast, Assam and Meghalaya may experience light to moderate rainfall with isolated hailstorm activity on November 20. Nagaland, Manipur, Mizoram, and Tripura are likely to see similar weather from November 20 to 22. 23-yr-old Dalit girl found dead for not supporting SP nominee
LUCKNOW/CHANDIGARH/DEHRADUN: A 23-year-old Dalit woman, who had been missing since Tuesday, was found dead on in UPs Karhal assembly seat that went to bypolls on Wednesday, with her family alleging that she was killed as she refused to vote for the Samajwadi Party. A voter turnout ranging from 50 to 70% was recorded in the bypolls to 15 assembly seats spread across UP, Punjab, Uttarakhand and Kerala amid stray incidents of violence and complaints of irregularities and misuse of government machinery. In Karhal of Mainpuri district, the victim womans father in an FIR alleged that his daughter was abducted by local SP leader Prashant Yadav and poisoned to death with the help of one Mohan Katheria. Mainpuri SP Vinod Kumar said, Both the accused, Mohan Katheria and Prashant Yadav, were arrested while further investigation into the incident was in progress. The incident triggered a slugfest between the BJP and the SP. Nine seats went to bypolls in UP. The Election Commissions update at 5 pm showed the voter turnout in Ghaziabad was 33.30%, Katehari (56.69%), Khair (46.43%), Kundarki (57.32%), Karhal (53.92%), Majhawan (50.41%), Meerapur (57.02%), Phulpur (43.43%) and Sisamau (49.03%). Acting on complaints by SP president Akhilesh Yadav against police officers checking voter and Aadhaar IDs, the EC ordered suspension of five police personnel violating its guidelines. UP Chief Election Officer Navdeep Rinwa said, Five police personnel on poll duty have been suspended taking note of complaints two each in Kanpur and Muzaffarnagar and one in Moradabad. An incident of stone pelting was reported in Kakroli village during voting in Meerapur seat. SSP Abhishek Singh said that the police promptly reached the spot and dispersed the crowd using mild force. In Uttarakhand, a voter turnout of 57.64% was recorded in Kedarnath assembly bypoll. In Punjab, a turnout of 63% was recorded in the bypolls to four assembly seats. The Gidderbaha seat recorded 81% polling, Dera Baba Nanak 63%, Barnala 54% and Chabbewal 53%. Lucknow: A voter turnout ranging from 50 to 70 per cent was recorded in the bypolls to 15 Assembly seats spread across Uttar Pradesh, Punjab, Kerala and Uttarakhand on Wednesday amid stray incidents of violence and complaints of irregularities against police officials and misuse of government machinery. Polling was held in Katehari, Karhal, Meerapur, Ghaziabad, Majhawan, Sisamau, Khair, Phulpur and Kundarki seats in Uttar Pradesh, Gidderbaha, Dera Baba Nanak, Chabbewal (SC) and Barnala constituencies in Punjab, Palakkad in Kerala and Kedarnath seat in Uttarakhand. While the polling percentage in Kerala was 70.51, it was 63 in Punjab, 57.64 in Uttarakhand and 49.3 in Uttar Pradesh. The final figures are likely to change. Sporadic incidents were reported from Uttar Pradesh. In a post on X, Akhilesh Yadav said, All police officers who are checking voter cards and Aadhaar IDs should be immediately suspended on the basis of video evidence. Police have no right to check Aadhaar ID cards or identity cards. Acting on complaints by SP president Akhilesh Yadav, the Election Commission ordered suspension of five police personnel in Uttar Pradesh violating its guidelines on checking of voters and stopping them from casting votes. An incident of stone pelting was reported in Kakroli village during voting for the Meerapur Assembly bypoll following a confrontation between two groups. Rashtriya Lok Dal (RLD) candidate Mithlesh Pal claimed that she was informed about people from outside the constituency being called in for bogus voting. These people have been accommodated in Madrasas and schools, she alleged. Pal also claimed that bogus voting was being done by women in burqa. In Punjab, a minor clash took place between the AAP and Congress supporters at Dera Pathana village in the Dera Baba Nanak segment.

Punjab bypolls: 63 per cent voter turnout recorded to four assembly seats
CHANDIGARH: A voter turnout of 63 per cent was recorded till 6 pm in the by-elections to four assembly segments in Punjab on Wednesday, according to Punjab Chief Electoral Officer (CEO) Sibin C. These by-polls to the Gidderbaha, Dera Baba Nanak, Chabbewal and Barnala assembly segments were necessitated after the incumbent lawmakers were elected to the Lok Sabha. Of the four assembly segments, Gidderbaha, Dera Baba Nanak and Chabbewal were earlier held by the Congress, and the Barnala seat by the AAP. The precise figures of the total turnout will be updated by tomorrow morning once all polling parties return to the collection centres and final data entry is completed. The CEO shared that as per recorded data till 6 pm, the highest turnout of 81 per cent was recorded in Gidderbaha, Dera Baba Nanak recorded 63 per cent turnout, while Barnala saw 54 per cent and Chabbewal 53 per cent turnout. At Dera Pathana village in Dera Baba Nanak segment, a clash took place between the AAP and Congress supporters. Gurdaspur Member of Parliament Sukhjinder Singh Randhawa, who is the husband of Congress candidate Jatinder Kaur, alleged that some outsiders at the behest of the AAP thrashed his party worker in the village and also accused the police of not taking action. The workers of both the warring factions engaged in heated arguments. A heavy police force was deputed at the site to defuse the situation. The ruling AAP would like to register victories after its dismal performance in the Lok Sabha elections in the three concerned contests while the Congress and the Bharatiya Janta Party (BJP) are also out for triumph in these by-polls. From the hot assembly seat of Gidderbaha, Amrita Warring, the wife of Punjab Congress president and Ludhiana Member of Parliament Amrinder Singh Raja Warring in contesting against former Punjab finance minister Manpreet Singh Badal of BJP and Hardeep Singh Dimpy Dhillon of AAP. Earlier this seat was represented by Warring himself. The other assembly seat where the focus is Dera Baba Nanak from here Jatinder Kaur wife of Gurdaspur Member of Parliament and former deputy chief minister Sukhjinder Singh Randhawa is pitched against Ravikaran Singh Kahlon of BJP and Gurdeep Singh Randhawa of AAP. While from Barnala assembly segment Kewal Singh Dhillon of BJP is facing Kuldeep Singh Kaka Dhillon of Congress, Harinder Singh Dhaliwal of AAP, Govind Singh Mann of Shiromani Akali Dal (Amritsar) and AAP rebel and Independent candidate Gurdeep Singh Batth. This assembly seat fell vacant after Gurmeet Singh Hayer, the local MLA from the AAP and states sports and youth affairs minister was elected from the Sangrur Lok Sabha seat. Hayer won the Barnala seat in the 2017 and 2022 assembly polls. On the Chabbewal seat it is Ishank Kumar Chabbewal of AAP son of Hoshiarpur MP Dr Raj Kumar Chabbewal as earlier this seat was presented by Raj Kumar who was then in Congress before lok sabha polls joined the AAP and then contested and won from Hosharpur. The other candidates in the fray are Sohan Singh Thandal of BJP who was earlier in the Shiromani Akali Dal (SAD). SAD has opted to stay away from these by-polls. 45 candidates, including three women, are in the fray for the bypolls. A total of 6.96 lakh voters, including 3.31 lakh women, are eligible to exercise their franchise at 831 polling stations. At present, the AAP has 91 MLAs in the 117-member Punjab assembly, while the Congress has 15, Shiromani Akali Dal three, BJP two, and the Bahujan Samaj Party one. One seat is held by an Independent MLA.
Anmol Bishnoi has sought asylum in the US to avoid deportation to India: Sources
NEW DELHI: The brother of notorious jailed gangster Lawrence Bishnoi, Anmol, who is wanted in India for several high-profile murder cases, has applied for political asylum in the United States following his arrest by immigration officers in that country last week. Sources indicated on Wednesday that this move might obstruct Indian agencies attempts to have him deported. Notably, Anmol was first detained and subsequently arrested by US Immigration and Customs Enforcement (ICE) in California for entering the country using fake documents. According to sources, ICE documents indicate that he is currently being held at the Pottawattamie County Jail in Iowa. Interestingly, Anmols arrest might have been facilitated by information shared by the Indian government regarding his illegal entry into the US. Sources suggested that he may have deliberately allowed himself to be arrested by US authorities as part of a strategy to seek asylum. This development is likely in response to efforts by the Mumbai Police to extradite him from the US in connection with multiple cases registered against him. However, sources added that this move diminishes the likelihood of the wanted gangster being deported to India or handed over to authorities in another country. Anmol has initiated asylum proceedings through legal channels, they said. Indian agency officials noted that the US legal system tends to favor granting bail in such cases. They cited the precedent of Goldie Brar, who was arrested but later released by US authorities. Former Punjab Cabinet Minister Anil Joshi resigned from SAD citing party's sectarian politics
CHANDIGARH: Citing that he was disappointed over the party's sectarian politics and religious issues over broader concerns affecting Punjab, former Punjab cabinet minister Anil Joshi resigned from the Shiromani Akali Dal (SAD) on Wednesday. Joshi said he felt like a misfit in the party. In a strongly worded resignation letter addressed to the party's working president, Balwinder Singh Bhundar, Joshi said that the Shiromani Akali kali Dal is stuck in religious and Sikh Panth issues. There is no thinking about communal brotherhood. I had left BJP in protest against the anti-farm laws and I joined the Shiromani Akali Dal because I believed in the secular and inclusive vision of Parkash Singh Badal but with heavy heart, I have to leave as there is no progressive thinking in this party anymore and the party now seems focused on religion and sectarian agendas, which leaves no space for my principles, he said. He stated that the situation within the party had deteriorated after the death of Parkash Singh Badal. Criticizing the party's present leadership, After much thought, I have realized it is no longer possible for me to serve the people of Punjab while staying in the Shiromani Akali Dal, he wrote. Anmol Bishnoi might be first extradited to Canada, later to India
CHANDIGARH: The US Immigration Department had last week detained 26-year-old Anmol Bishnoi alias Bhanu younger brother of notorious gangster Lawrence Bishnoi, in California as one of his travel documents was reportedly found to be forged. He had reportedly fled India using fake documents. He is likely to be first handed over to the Canadian authorities in connection with the murder of Khalistani terrorist Hardeep Singh Nijjar. He is also facing more than 32 criminal cases registered against him in India related to kidnapping, extortion and murder out of which at least 20 are registered in Rajasthan alone. Also, Anmol looked after Lawrences cartel of extortion and invested the gangs money in businesses outside India. Sources said that in all likelihood Anmol Bhisnois custody will be first handed over to the Canadian law enforcement agencies by the US authorities and only later India might get his custody as he has been residing in Canada, he is likely to be extradited to that country first. The process of bringing back to India might have to be initiated through Canada. Anmol was reportedly interrogated by the US authorities. A red corner notice had been issued against him in December 2022. He was detained last week in California by the US immigration department, as one of his travel documents was reportedly found to be forged, as he had reportedly fled India using fake documents. US State Department Spokesperson Matthew Miller had told the media in Washington, It would be appropriate if anyone is going to comment on such a report, it would be the Department of Homeland Security and the FBI, not the State Department. I prefaced it that way because they may decline to comment, but I certainly am not going to comment on something that falls within their jurisdiction. Sources further claimed that after meeting the US official the officials of the central agencies are busy finding strong and direct evidence against Anmol and are thus reopening the files. An official privy with the development in the Punjab Police said that Anmol Bishnoi who operates from Rajasthan is the key operator of the global criminal syndicate of Lawrence Bishnoi and works behind the scenes managing businesses and activities of the gang. He is now in the most wanted list due to his involvement in three high-profile cases: murder of NCP leader Baba Siddique , firing outside the house of Bollywood actor Salman Khan and the killing of Punjabi singer Sidhu Moose Wala. As per the Punjab Police dossier, Anmol looks after the cartel of extortion and also oversees the investment of the gangs money in businesses outside India. He emerged as the point man of this gang as he was out of jail and looked after the cartel of extortion and would invest the gangs money in businesses outside India. The investments made were in sports clubs especially related to kabaddi and have benami real estate in India and abroad. A total of 32 criminal cases are registered against him which relate to kidnapping, extortion and murder out of which at least 20 are registered in Rajasthan alone as per dossier and he worked with Canada-based gangster Goldy Brar with Lawrence as their boss. In 2012, first case was registered against Anmol under the Arms Act when he was 15 years of age. His brother Lawrence was the main accused in the case, he was arrested but later released on bail. In 2017, 19-year-old Anmol was arrested by Rajasthan Police on charges of extortion case and for firing outside the office of a businessman in Jodhpur. He got the bail in 2019 and during his stay in Jodhpur jail, he established contacts with his brothers accomplices. Anmol was last spotted in 2023 at a wedding in California in which noted Punjabi singers Karan Aujla and Sharry Mann performed. Both singers later clarified that they had no clue that Anmol was present at the wedding as they were there just to perform. He was last seen in New York after he escaped in November 2022 via Dubai using a fake passport. A case was registered in the cyber cell police station. The passport was issued by the Regional Passport Office, Delhi. The National Investigation Agency (NIA) had previously in October announced a reward of Rs 10 lakh for his capture. Also, the Mumbai police issued a lookout circular against him in connection with the firing outside actor Salman Khans residence on April 14 after he claimed responsibility for the incident on social media. Anmol was also involved in ordering a hit on singer Sidhu Moose Wala in 2022 and had left the country a month before the singer was targeted and killed. This is the second major detention of wanted gangsters after Arshdeep Singh Gill alias Arsh Dalla was arrested in Canada earlier.

Chandigarh: , A voter turnout of over eight percent was recorded in the first two hours of polling in the bypolls to four assembly segments in Punjab on Wednesday, officials said.Polling began at 7 am and would end at 6 pm. Bypolls to the Gidderbaha, Dera Baba Nanak, Chabbewal and Barnala assembly segments were necessitated after the incumbent lawmakers were elected to the Lok Sabha. A voter turnout of 8.53 percent was registered till 9 am, they said. The Gidderbaha seat recorded 13.1 percent polling, Dera Baba Nanak 9.7 percent, Barnala 6.9 percent and Chabbewal 4.15 percent. Forty-five candidates, including three women, are in the fray for the bypolls. A total of 6.96 lakh voters, including 3.31 lakh women, are eligible to exercise their franchise at 831 polling stations. KOCHI: In How Prime Ministers Decide, Neerja Chowdhury digs deep into her decades-long career as a political reporter to bring you a captivating glimpse into the inner workings of Indias highest political office. The work featuring the legacies of six pivotal leaders Indira Gandhi, Rajiv Gandhi, V P Singh, Narasimha Rao, Atal Bihari Vajpayee and Manmohan Singh is part biography and part political analysis, and a compelling study of leadership. It was awarded the 2024 Ramnath Goenka Sahithya Samman (Best Debut Non-fiction) by The New Indian Express Group . Neerja tells TNIE that she was inspired to write the book upon realising that the real story of how decisions were made at the top was very different from public perception. While many believe that the prime minister is the most powerful person and can do anything s/he wants, she explains that this is not entirely the case. The PM has to contend with all kinds of pressures lobbies at work, nationally and internationally, pulls of caste, community, religious pressures from within ones own party. Also, no prime minister inherits a clean slate, she says. Each must navigate the baggage of the past while steering the nation forward. Kitchen cabinets and close coteries play a key role. Sometimes, Neerja says, they include individuals from outside the official system. For instance, Kapil Mohan and Anil Bali of the Mohan Meakin family (famous for their Old Monk rum). They were close confidants of Indira Gandhi, she says. RSS support to Indira One of the books intriguing themes is how prime ministers handled crises. For instance, Indira Gandhis declaration of the Emergency in 1975 was driven by her fear of losing power, leading her to suspend democratic rights and consolidate authority. Yet, she bounced back. Indira adopted a four-pronged strategy. This included winning over former adversaries like Raj Narain, marginalising potential threats, and most interestingly, mobilising support through temple-going and her pro-Hindu turn. She told friends privately she never admitted this publicly that but for the RSSs support for her in the 1980 general elections, she might not have come back to power with such a thumping majority. That was a time when Atal Bihari Vajpayee was secularising his politics and Indira Gandhi was Hinduising her political persona, Neerja says. Raos ultimate non-decision According to the author, Rao inherited a very difficult situation when he took over as PM after Rajiv Gandhis assassination in 1991. The country was aflame with passions over Mandal and Mandir. Jammu & Kashmir was burning, and so was Punjab, she notes. Moreover, the government was on the verge of an economic collapse. Within a year, Rao stabilised the economy, and calmed the political temperatures. He also put into place new initiatives on foreign policy. However, Raos failure to handle issues of caste and religion was his undoing. A year into his term, the Sangh-BJP combine upped the ante on building a Ram temple in Ayodhya. Rao tried to buy time through various means. But he shied away from dismissing the Kalyan Singh government in Uttar Pradesh, which was openly working for a Mandir in Ayodhya, she notes. Neerja believes this was because Rao felt that imposing central rule in UP would enable the BJP to throw its net wider politically and give his opponents in the Congress the opportunity to dethrone him as prime minister. Vajpayees flip-flops and advice to Sonia Vajpayee started off as a pacifist in the 50s, having penned a poem on the devastation that had taken place when the nuclear bombs were dropped in Japan. In the 60s, in line with his partys policy, he was a nuclear hawk, after China exploded its nuclear device. In the 70s, he became a nuclear dove again as a member of the government of Morarji Desai, who was opposed to India going nuclear. In 1998, as prime minister, Vajpayee went for a nuclear test, taking India to the global high table. Neerja says Vajpayee was a master at doing flip flops, and yet managed to retain his image as a moderate. Another interesting revelation is Vajpayees unexpected advice to Sonia Gandhi not to accept prime ministership in 2004. This counsel, apparently, influenced her decision to appoint Manmohan Singh instead. Manmohans killer instinct The quiet but firm resolve of Manmohan Singh is another focal point. Manmohans push for the Indo-US nuclear deal faced significant resistance, including from the all-powerful Sonia Gandhi who was half PM and the Left. Dr Manmohan Singh did not yield ground, Neerja notes. He displayed a killer instinct which few thought he possessed. But he did not display this determination or steeliness over any other decision, says Neerja. Centralisation of power This is yet another significant theme in her book centralisation of power with the Prime Ministers Office (PMO). Indira Gandhi was the first leader to make the PMO all-powerful, Neerja notes. By the time of Narendra Modi, whose leadership is only briefly touched upon in her book, the PMO emerged as the epicentre of decision-making. Modis centralisation of power, Neerja says, marked the zenith of this trend. Add to this his emphasis on cultural nationalism, and we are looking at a distinct departure from the leadership styles of previous leaders. A new phase in Indian politics.

Parties advised to settle dispute independently
NEW DELHI: The Supreme Court on Tuesday advised the parties involved to try to settle their dispute independently. The recommendation followed a plea of Justice (Retd) Ranjit Singh who claimed that Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal and ex-Punjab MLA Bikram Singh Majithia had made defamatory comments regarding the Commission he chaired. The panel was established to probe incidents of sacrilege in Punjab. A two-judge bench of Justices M M Sundresh and Aravind Kumar asked senior advocate Puneet Bali, appearing for respondents (Badal and Majithia), to take instructions as to whether they are inclined to express remorse to Justice Singh. Senior Advocate Nidhesh Gupta, appearing for Justice Singh, was asked on the other hand to find out whether an expression of such remorse/apology by the respondents is acceptable to the retired judge. Justice Kumar also observed that expressing remorse will place you (respondents) on a higher pedestal.
Remittances from Kerala make Norths rural pockets rich
PERUMBAVOOR: Its a hot Sunday afternoon at the Gandhi market in Perumbavoor, a town which is home to a large migrant population, mostly from West Bengal, Assam, Bihar and Odisha. Hundreds of migrant workers, who work in and around this small town near Kochi, have thronged the market to spend their weekly holiday -- purchasing cheap dresses, recharging their mobile phones, shopping groceries for the new week, or just catch up with their friends and relatives. But, perhaps the biggest business in the market is something else -- cash transfers. Tucked in a corner of the markets entrance is Mijanur Travels, an ordinary-looking shop run by Mijanur Rahman, in his 40s. Sunday is the busiest day in the week for Rahman, who hails from Murshidabad, West Bengal. People come here with the cash earned during the week gone by, and send it to their spouses or relatives back home in Guwahati, Nagaon, Bhubaneswar or Murshidabad. On a Sunday, I transfer anything between Rs 2-3 lakh for customers. There are some Sundays when Rs 4 lakh or more is transferred, he says. The remittances range from Rs 1,500 to 5,000, and even Rs 10,000 in some cases, and the small size of transactions means there could be as many as 100-150 such money transfers on a Sunday. Rahman charges Rs 12 per Rs 1,000 remittances -- Rs 8 for the services provider (Pay World, BharatPe, Paytm. etc) and Rs 4 as commission. Abhijul Islam of Assam Mobile Shop, a native of Nagaon, has been running a similar money transfer outlet inside the market for nearly three years. He says Assamese workers, who mostly work at plywood factories in the region, deposit the cash on a weekly basis while the Bengali workers, who are engaged in daily wage jobs in construction field, farms or other low-skilled works, deposit the money once in two or three days. Explains Lijin J, who runs a train and air-ticket booking shop in Perumbavoor: For the migrant workers, who stay along with three or four persons in a room, its not safe to keep the cash in the room. So, whenever they save Rs 3,000 or more, they immediately transfer the money back home. Mijanur Rahman helping a customer with transaction at Mijanur Travels, which is also a money remitting shop. There could be at least 30 shops in Perumbavoor engaged in money transfers. The business is booming, thanks to the high daily wages in Kerala and the shortage of workers in almost every sector that requires unskilled or semi-skilled workers. A 2021 study on In-migration, Informal Employment and Urbanisation in Kerala by Dr Jajati Keshari Parida of Department of Economic Studies, Central University of Punjab, and Dr K Ravi Raman, member, Kerala State Planning Board, found that about Rs 7,500 crore is going out of Kerala annually as remittance to other states. Binoy Peter, executive director of Perumbavoor-based Centre for Migration and Inclusive Development (CMID), reckons this figure is a gross underestimation. As per our conservative estimates, the migrant population in Kerala could be remitting at least Rs 17,000 crore per annum to their home states, he says. According to CMIDs calculation, there are over 35 lakh migrant workers in Kerala, who are earning a total of Rs 49,000 crore here. On a conservative basis, we have to assume that a migrant worker is earning Rs 700 per day, 20 days per month, for 10 months, he explains. Dr D Narayana, economist and former member of the Kerala Public Expenditure Review Committee, was involved in the first comprehensive study on migrant population in the state, in 2012. His report found that there was a 25-lakh strong migrant population during that time, growing at 8 % per year. The migrant population in Kerala could be at least 48 lakh now, he says. There are no sectors where migrant workers are not present in Kerala, from construction to plantation, hotels to resorts, fisheries to grocery stores, and barber shops to high-end saloons. Many sectors in Kerala would come to a standstill if migrant workers stop working, Dr Narayana says. Adds Planning Board member Raviraman: While they are in Kerala, they become integral to what I would call right making/state making process. According to Benoy, the resilience shown by rural India is due to the remittances by the migrant population, not just in Kerala, but also in other states. Significantly, the robustness of the informal Kerala economy is mainly due to the spending power of the migrant population on local goods and services here. While most of the Kerala households now depend on shopping malls or use e-commerce websites like Amazon and Flipkart for their purchases, and commute through Uber or their private vehicles, the small grocery shops, hotels, the private buses and autorickshaws largely survive on the spending by the migrant population here, he says. Going by CMIDs estimates, the migrant population could be spending anything between Rs 30,000 crore to 32,000 crore in Keralas informal economy. Social remittances are as important as financial remittances. The migrants see boys and girls, without discrimination, going to schools here. They dream about providing better education and jobs for their kids. There are village heads in north Indian states, who have been migrant workers here. Obviously, they will try to replicate this in their villages, says Benoy Peter.

Bypolls will be held on Wednesday in 15 assembly seats spread across Uttar Pradesh, Punjab, Kerala and Uttarakhand. The bypolls, however, will not have any direct impact on the respective legislative assemblies. The results will be declared on November 23. In Uttar Pradesh, polling will be held in Katehari, Karhal, Meerapur, Ghaziabad, Majhawan, Sisamau, Khair, Phulpur and Kundarki. Ninety candidates are in the fray in these seats with the maximum of 14 in Ghaziabad. This will be the first electoral test of the INDIA bloc as well as the NDA in the politically-crucial state after the Lok Sabha elections. In Punjab, bypolls will be held in four assembly seats - Gidderbaha, Dera Baba Nanak, Chabbewal (SC) and Barnala. Delhis air in winter is injurious to health. With an Air Quality Index nearing 500, even breathing in Delhi has become hazardous. In the old days, people visiting India would be advised, gratuitously of course, not to drink the water or breathe the air. Todays air over the region, including Gurugram, Noida and Faridabad, is smothered in a pea soup fog that hangs like a malevolent blanket, so much so people are being advised to stay indoors on days of poor AQI. Emergency responses have seen the closing of schools, people working from home and regulations imposed inhibiting normal life as the geographical and meteorological conditions of the winter season take over to affect the weather pattern with a foul fog because of which even trains struggle and flights get routinely rerouted. When there was a pressing need for action on a war footing to mitigate or try to stave off the crisis that grips New Delhi and many parts of north India every year starting in November, the governments of Delhi and the Centre and of many adjoining states have not been seen to be proactive. They have done little about helping people breathe air that is tolerable, and which can support life in people with medical conditions while not incommoding normal persons. The political blame game, however, creates only din of the kind that people have become inured to as netas point fingers at each other. Truth to tell, the burning of stubble is a national problem about which not enough has been done to find alternatives like changing cropping patterns. Some states like Uttar Pradesh and Rajasthan may have contributed their share to exacerbate this problem by being blas about it while Punjab and Haryana have at least taken some measures to control it. The problem is, however, larger than crop burning which is only one contributing factor. Giving up construction and demolitions may be tough to do in a country that is an eternal work in progress, but rules must be adhered to if such activity is not to add to the existing dust and vehicle pollution from transporting people and goods. It will take years anyway to phase out the more polluting older vehicles, but leaders do swear by half-measures like odd and even number plates on alternate days. The Supreme Court was incensed at the lackadaisical attitude of governments towards handling this recurring crisis until the problem of severe air pollution peaks in November-December when crop burning adds to it because of the timing of harvests. The fact of the matter is that it wont go away until a national effort is coordinated by the Centre and the states follow a host of regulations lest they leave a sizeable population of the country gasping for air and millions risk dying prematurely. The people can contribute by taking public transportation or car-pooling and the Delhi government can help by not letting solid waste burn and regulating better the incineration of waste in unscientific manners through private industry. So long as blaming everyone but themselves and passing the buck are national pastimes of leaders, the state of the capital will be like this in its unbeautiful cloak of winter. Governments must act round the year to control the conditions that lead to foggy winters and people must wake up, too, and help.
JAIPUR: In a sudden but significant step to tackle the escalating air pollution crisis, the Bhajan Lal-led Rajasthan government has shut down 3,000 mines and industries in Alwar and Bharatpur districts, according to an order by the Rajasthan Pollution Control Board. Additionally, all construction activities in these areas have been halted. Along with this, construction work going on in these areas has also been stopped. The decision comes in the wake of a sharp decline in air quality across the National Capital Region (NCR), including Delhi, where air pollution has reached critical levels since Monday. Being part of the NCR, Alwar and Bharatpur are facing similar challenges. Rising Pollution Levels in Alwar and Bhiwadi The pollution in Alwar has reached alarming levels, with its Air Quality Index (AQI) hitting 295 on Monday. The situation is even more grave in Bhiwadi, where the AQI soared to a hazardous 442, far exceeding the severe threshold of 401. To address the crisis, the government has implemented the highest level of the Graded Response Action Plan (GRAP 4) in these districts, imposing strict restrictions on industrial and construction activities. The fourth phase (GRAP 4) of the Graded Response Action Plan has been implemented in Alwar and Bharatpur districts which fall in NCR. The Rajasthan Pollution Control Board issued orders to enforce these measures on Tuesday morning. NEW DELHI: Officials of the Federal Bureau of Investigation (FBI) have met officers of the Indian law enforcement agencies to discuss the case of Anmol Bishnoi, the younger brother of jailed gangster Lawrence Bishnoi. The US embassy in New Delhi is reported to have confirmed about the meeting over Anmol, who has been under scrutiny for multiple serious criminal charges in India. He was detained in California last week. A source in a law enforcement agency said that the meeting took place at the FBIs New Delhi office, where the possibility of Anmols deportation or extradition was deliberated over. Reportedly, a spokesperson for the US Embassy confirmed the engagement with Indian law enforcement agencies, saying, US Embassy officials met with Indian law enforcement partners to discuss this case, and the Embassy remains in close contact with Indian officials. Anmol Bishnoi was detained by the US Immigration Department on November 14, 2024. The sources said that one of his travel documents was found to be forged, leading to his exposure. He had fled India to the US on May 15, 2022, using a fake passport under the alias Bhanu, they said, adding that the fraud was uncovered when US officials discovered that a reference letter attached to his travel documents was forged. It is also learnt from the sources that the FBI held a 45-minute meeting with senior officials from multiple Indian agencies, including that of the Central Bureau of Investigation (CBI), the INTERPOL wing in India, to assess the evidence against Anmol. The officials from both sides discussed Anmol's alleged criminal antecedents, including extortion and murder, as well as the possibility of his deportation back to India. Anmol Bishnoi has been implicated in multiple serious criminal cases, including the 2022 firing outside Bollywood actor Salman Khans Mumbai residence . During their investigation into the incident, Mumbai Police had recovered an audio clip involving Anmol and a member of the Lawrence Bishnoi gang, Vicky Gupta. Anmol is also a key suspect in the October 12, 2024, murder of former Maharashtra Minister Baba Siddique. The Indian law enforcement agencies including Police forces of various states, including Punjab, Haryana, Rajasthan, and Delhi, have also expressed interest in determining his role in other criminal operations linked to the Lawrence Bishnoi gang.

'Transform your villages into modern development hubs': Mann to newly elected Panchs
CHANDIGARH: Punjab Chief Minister Bhagwant Singh Mann on Tuesday called upon the newly elected Panchs to act as a catalyst for transforming their villages into modern development hubs. This, he added, would give a major push to the economy. Addressing a gathering before administering oath of office to the newly elected Panchs of Sangrur district, Mann urged the newly elected Panchs to take initiatives to transform their villages into 'development hubs.' He also asked the Panchs to ensure the progress and prosperity of the villagers. Mann said that the panchayats should pass a resolution for the holistic development of the villages so that the state government can help start the work without much delay. Mann further said that the state government is setting up rural libraries which is aimed at inculcating reading habits among the youth. He also said that the villages should pass resolutions for establishing more such libraries which will go a long way in empowering the youth and making them an equal partner in the socio-economic development of the state. He said that these libraries would help in transforming the destiny of the youth and produce more bureaucrats, scientists, doctors and technocrats. Sandhwan administered oath to 1653 Panchayats Members of 241 Gram Panchayats of the district, including 788 panchayat members from Faridkot block, 375 from Kotkapura block and 490 members from Jaiton block. New Delhi: The air quality in the national capital remained in the the 'severe plus' category for the second consecutive day on Tuesday morning, with smog shrouding the city, reducing visibility and worsening air pollution to touch an alarmingly high level of poor AQI. According to the Central Pollution Control Board (CPCB), the national capital recorded an Air Quality Index (AQI) at 488 as of 8 am, placing it in the 'severe plus' category. At such high Air Quality Index (AQI) levels, the air is considered hazardous to health, particularly for vulnerable groups such as children, the elderly, and people with respiratory or heart conditions. Drone visuals from around the Bhikaji Cama Place at 7:20 am today show a thick layer of smog blanketing the entire area. Meanwhile, the trains' movement continues amid smog in Delhi. Visuals from New Delhi Railway Station also show layer of haze covering the area. 22 trains have been running late and 9 trains have been rescheduled as a result of the smog, said the Railways. Visuals from Kartavya Path and surrounding areas also show people carrying out their morning walk routine and bicycling around a thick layer of smog. As the pollution level continues to remain high, a thick froth of toxic foam continues to float in sections of the river near Kalindi Kunj and Okhla Barrage. The residents of Delhi continue to raise alarms as air quality levels in many areas remain in the severe plus category in multiple areas.
