CHANDIGARH: Four years after the farmers long agitation, students of Panjab University have risen in protest against the BJP-led Union Government. They have been joined by farmer leaders, activists from Sikh organisations, and leaders of various political parties, creating a major challenge for the Centre. Despite the Union Government rolling back its controversial decision to restructure the universitys governing bodies, both the Senate and the Syndicate, students have refused to back down. They have vowed to continue their agitation until the dates for the long-pending Senate elections are announced. On Monday, protestors managed to overwhelm the Chandigarh Police and entered the campus in large numbers to support the ongoing stir. The protest threw traffic out of gear across Chandigarh (Union Territory) and Mohali in Punjab, with major connecting roads sealed and diversions causing jams stretching for kilometres. The security clampdown effectively cut off Mohali from Chandigarh, leaving thousands of commuters stranded for hours. Led under the banner of Panjab University Bachao Morcha, the protest comes just days after the Ministry of Education, on 7 November, withdrew its 28 October order that sought to amend the Panjab University Act, 1947. The order had proposed reducing the strength of the Senate, the universitys apex governing body, from 91 members to 31, and abolishing elections for the Syndicate, its executive body. The agitation is aimed at safeguarding the universitys autonomy and preserving its democratic election process. Against this backdrop, the protest has taken on a politically charged tone. The ruling BJP and its ideological parent body, the RSS, have become frequent targets of criticism, particularly as they hold power at the Centre. Interestingly, the BJP-affiliated student organisation ABVP, which recently won the post of president in the Panjab University Students Union for the first time in five decades, has largely remained absent from the protest, which has been spearheaded by SATH and Students for Society, among others. The university announced a two-day holiday for Monday and Tuesday, and entry into the campus has been restricted to those carrying valid university identity cards. Police attempted to stop the protestors at the gates, but after they dismantled barricades, officers resorted to a mild baton charge. Despite this, students managed to enter the campus. Many students were seen arguing with police personnel and raising slogans such as Go Back Chandigarh Police! Some jostled with officers to force their way inside, and several even climbed the entry gates to gain access. Senior Superintendent of Police Kanwardeep Kaur personally supervised security arrangements to maintain law and order. Farmers affiliated with the Samyukta Kisan Morcha held a separate protest near Phase 6 in Mohali after being denied entry into Chandigarh, which caused massive traffic jams. Bihar polls: ECI says 80% of security personnel drawn from Central armed police forces
NEW DELHI: Countering RJD leader Tejashwi Prasad Yadavs allegation over the disproportionate deployment of forces and observers in poll-bound Bihar from BJP-ruled states, the Election Commission of India (ECI) on Monday said nearly 80 percent of the police forces are drawn from Central Armed Police Forces (CAPFs). A senior ECI official said, Only about 20 percent of the police forces are deployed from the State Armed Police forces, which are drawn proportionately from different states as per availability. State forces have been taken from 24 states, including Jharkhand, Telangana, Kerala, Punjab, Himachal Pradesh, and Karnataka. Even observers have been drawn and deployed proportionately from all states irrespective of the ruling party in the respective state, the official said, adding that CCTVs have been functioning at all strong rooms and wherever any malfunctioning has come to notice, it has been promptly rectified. On the issue of voters turnout ratio in terms of male and female, the ECI official said, the overall gender ratio with regard to voters turnout is generally given at the time of final turnout and we still have one round of voting is left.

NEW DELHI: The India Meteorological Department (IMD) has forecast the continuation of cold wave conditions across northern, eastern, and central India for the next four days. Minimum temperatures in northwest India are expected to drop by 23C in the coming days. According to the IMD, cold to severe cold wave conditions are likely to persist in isolated areas of west Madhya Pradesh, Haryana, Chandigarh, Delhi, Uttar Pradesh, east and west Madhya Pradesh, Chhattisgarh, Vidarbha, Jharkhand, and Odisha over the next three to four days. A cold wave, as defined by the IMD, occurs when the minimum temperature at a particular weather station drops significantly below normalspecifically by 4.5C to 6.4C or moreand when the absolute temperature reaches or falls below certain thresholds (10C in the plains or 0C in the hills). Currently, cold wave and severe cold wave conditions have already been reported in Madhya Pradesh and Rajasthan, while isolated pockets of Haryana, Chandigarh, Delhi, Uttar Pradesh, and Chhattisgarh have also been affected since November 9. The IMD has observed that minimum temperatures are ranging between 7C and 10C in various regions, including Jammu and Kashmir, Ladakh, Punjab, Himachal Pradesh, northern Haryana, Uttarakhand, east Rajasthan, Madhya Pradesh, Vidarbha, Madhya Maharashtra, Chhattisgarh, and Uttar Pradesh. In these areas, temperatures have dropped below normal by 5.1C or more, creating potential health hazards. The department predicts that minimum temperatures in northwest India will remain below normal by 23C over the next four to five days. Additionally, temperatures in Telangana are expected to fall by 34C for two to three days, with no significant changes thereafter. The IMD has warned that the sudden decline in minimum temperatures could increase the likelihood of illnesses such as flu, stuffy nose, and nosebleeds, which can worsen with prolonged exposure to cold. The health advisory cautions, Do not ignore shivering; it is the first sign that the body is losing heat. Get indoors. In its agromet advisory, the IMD has recommended light and frequent irrigation for standing crops in the evening to protect them from low-temperature stress or cold injury in Punjab, Haryana, Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Odisha, and Jharkhand.

SC orders retired HC judges to oversee all state bar council polls; cites trust deficit in BCI
NEW DELHI: The Supreme Court on Monday indicated that all state bar council elections will be held under the supervision of retired high court judges to ensure a free and fair poll process. A bench of Justices Surya Kant and Joymalya Bagchi said there is a trust deficit with the Bar Council of India (BCI), as well as state bar councils, and therefore an independent election panel headed by retired high court judges in each state will be appointed to oversee the process. Senior advocate Manan Kumar Mishra, who is also the Bar Council of India chairman, said that the body does not have any objections if retired judges are appointed for conducting the elections to the bar bodies. State Bar council or Bar association elections are the most difficult elections on earth, Justice Kant said, and asked Mishra to notify the elections for different states as early as possible. Mishra said the Punjab and Haryana bar councils' elections will be notified on Monday and the dates for seven states will be notified this week. Senior advocate Madhavi Divan, appearing for the intervenor, submitted that court orders are being flouted, and pointed out that on October 9, the Delhi Bar Council notified dates for the election but on October 10, a notice was issued by the Bar Council of India dissolving the body. Mishra said that they want the Bar Council of India (BCI) to be ousted from the poll process and want the elections to be held according to their wishes. The bench told Divan that the BCI cannot be ousted from the election process and to ensure fairness, it will appoint local retired high court judges for all bar council elections. On October 31, the top court directed the BCI to notify elections for the Punjab and Haryana bar councils in 10 days and hold the polls by December 31. It also directed the apex bar body to hold elections for the Uttar Pradesh Bar Council by January 31, 2026, and address the genuine and bonafide grievances of electors. The top court passed the directions after it was pointed out that elections for Punjab and Haryana bar councils have not been notified and in Uttar Pradesh, the voter list is not being uploaded on the website. On September 24, the top court said elections in state bar councils have to be held by January 31, 2026, keeping in mind the long pendency. It had said drives for verification of lawyers' LLB certificates cannot be a ground for postponing the elections. The top court was hearing a batch of pleas seeking to quash Rule 32 of the Bar Council of India Certificate and Place of Practice (Verification) Rules, 2015, which empowers the BCI to extend the term of state Bar council members beyond the statutory limits prescribed under the Advocates Act 1961.

CHANDIGARH: The Punjab Police has arrested two men allegedly associated with terrorist organisation Khalistan Liberation Force (KLF) who were involved in the brutal murder of Italy-based Malkit Singh at Raja Sansi in Amritsar. Sophisticated weapons were recovered from the possession of the men who were planning to carry out sensational crimes in the state, said Director General of Police, Punjab, Gaurav Yadav here on Saturday. Yadav said that the arrested men have been identified as Bikramjit Singh alias Bikram, a resident of Dhariwal village in Amritsar, and Karanbir Singh, a resident of village Saisra Kalan in Amritsar. The recovered weapons include one foreign-made .30 caliber PX5 pistol, one .30 caliber pistol, one foreign-made .45 caliber pistol, one .32 caliber pistol and one revolver along with 20 live cartridges from their possession. Two unidentified persons had opened fire at Malkit Singh when he was sowing wheat in his field at Dhariwal village, along with his father, on November 1 at around 7pm. Due to severe injuries, Malkit Singh succumbed to his wounds in the hospital. Yadav said that Bikramjit is associated with the terrorist organization KLF and has a criminal history with cases registered under the Explosives Act, Attempt to Murder, and Arms Act. He was also involved in the 2018 grenade attack on a religious place at Raja Sansi, he said. He said preliminary investigations revealed that, on the directions of his foreign handlers, Bikramjit had procured illegal weapons from across the border. Sharing operational details, Deputy Inspector General of Police (Border Range) Sandeep Goel said that acting on reliable inputs, police teams from Amritsar Rural under the overall supervision of SSP Maninder Singh arrested Bikramjit near Gurdwara Sahib at village Dhariwal. On the disclosure of Bikram, Karanbir was arrested from Adda near Kukranwala, he said. The police teams were led by DSP Gurinder Nagra. Senior Superintendent of Police (Amritsar Rural) Maninder Singh said that further investigations are underway to establish forward and backward linkages in this case to expose the full nexus. More arrests and recoveries are likely in the coming days, he added. In this regard, a case FIR no. 177 dated November 2 had been registered under sections 103(1) and 3(5) of the Bharatiya Nyaya Sanhita (BNS) and sections 25 and 27 of the Arms Act at Police Station Raja Sansi in Amritsar Rural.

Canada deports three foreign nationals linked to extortion targeting Punjabi business owners
CHANDIGARH: The Canada Border Services Agency (CBSA) has deported three foreign nationals following an investigation linking them to ongoing extortion threats, shootings, and violence targeting Indian-origin Punjabi businesses in the Lower Mainland of British Columbia. The action was part of the newly formed BC Extortion Task Force. The agency has also initiated immigration investigations into 78 foreign nationals who may be inadmissible to the country. The deportations, announced on November 7, are the first carried out under the 40-member BC Extortion Task Force, established earlier this year to coordinate intelligence and enforcement efforts against transnational organised crime groups operating in the province. The operation involves the CBSA, Royal Canadian Mounted Police (RCMP), Abbotsford Police Department, Combined Forces Special Enforcement Unit B.C. (CFSEU-BC), Delta Police Department, Metro Vancouver Transit Police, Surrey Police Service, and Surrey Provincial Operations Support Unit. The task force receives support from the federal RCMP National Coordination and Support Team (NCST), which facilitates coordination and information sharing on extortion cases with law enforcement agencies in affected provinces, including British Columbia, Alberta, and Ontario. In a statement, the CBSA said its role in the task force is to assist in the execution of search warrants, conduct investigations under the Immigration and Refugee Protection Act (IRPA), and share information with law enforcement partners. To date, the CBSA has initiated immigration investigations into 78 foreign nationals who may be inadmissible and has removed from Canada three individuals related to these investigations, the statement read. These investigations and enforcement actions highlight the critical role our intelligence and inland enforcement teams play in disrupting organized transnational criminal groups. We will pursue the swift removal of individuals who have abused our immigration system and who compromise the safety of our communities, said Nina Patel, Regional Director General, Pacific Region, CBSA. According to the Surrey Police Service, 65 extortion cases have been reported in Surrey so far this year, 35 of which involved gunfire. Minister of Public Safety Gary Anandasangaree said, I have seen up close just how diligently border services officers and investigators work to ensure the safety and security of our communities and the integrity of Canadas immigration system. I thank them for their dedication and vigilance in helping to protect our borders and for the active role they are playing in the extortion task force. CHANDIGARH: The Punjab Government has suspended Additional Deputy Commissioner (ADC) of Moga district, Charumita Shekhar, a 2014-batch Punjab Civil Service (PCS) officer, for her role in a controversial land acquisition. The suspension follows serious allegations of irregularities in a land acquisition case worth over Rs 3 crore linked to the National Highway-703 project in the district. Punjab Chief Secretary KAP Sinha ordered Charumitas suspension on Thursday evening after taking cognizance of the Punjab and Haryana High Courts stern observations regarding contradictory reports in the land acquisition for the National Highways Authority of India (NHAI) project. According to an official order issued by the Department of Personnel (PCS Branch), the officer has been placed under suspension under Rule 4(1)(a) of the Punjab Civil Services (Punishment and Appeal) Rules, 1970. During her suspension, Charumitas headquarters will remain in Chandigarh, and she will receive a subsistence allowance as per service rules. Shekhar, who also served as the municipal commissioner, had been charge-sheeted for allegedly consenting to the land acquisition award worth Rs 3 crore in Moga district. The case pertains to alleged irregularities in land demarcation and compensation under the NHAI project. The Financial Commissioner (Revenue) had earlier ordered a fresh demarcation to be carried out in the presence of nominees from the Chief Director of Punjab Vigilance Bureau, PWD Secretary, and NHAI, under the supervision of Ferozepur Deputy Commissioner Deepshikha Sharma. Their report differed from earlier reports. The land in question was originally acquired in 1963 by the PWD (B&R), Ferozepur, for road construction and had remained in continuous public use for more than five decades. In his observations dated September 17, Ravi Bhagat, Principal Secretary to the Chief Minister and Secretary, PWD, noted multiple contradictory demarcation reports issued between 2021 and 2025, as well as the recording of a partition mutation in July 2021, even though the land had been under government use since 1963. He highlighted that an inflated consent award of Rs 3.62 crore had been issued for just three kanals of land, far exceeding the prevailing market value. Following these findings, Financial Commissioner (Revenue) Anurag Verma charge-sheeted Dharamkot Tehsildar Maninder Singh and Naib Tehsildar Gurdeep Singh for lapses in land demarcation and record verification. CM's technical advisor quits In a related development, Punjab Chief Minister Bhagwant Manns technical advisor, Ravi Chawla, has resigned over alleged delays in clearing files related to development works. Chawla, who was appointed in June last year after retiring as Chief Engineer, was responsible for clearing technical estimates of works in various departments. Complaints had been received that files were pending with him for extended periods, delaying the execution of development works. It is learned that officials from different departments have now been instructed to clear estimates independently, as deadlines for various projects were not being met.

CBI registers case against ex-Punjab DGP, his wife in connection with their sons death
CHANDIGARH: The Central Bureau of Investigation (CBI) has booked former Punjab Director General of Police Mohammad Mustafa, his wife and former minister Razia Sultana, their daughter, and daughter-in-law on charges of murder and criminal conspiracy in connection with the death of their son, Aqil Akhtar. Aqil was found dead under suspicious circumstances at his residence in Panchkula, Haryana. The CBI re-registered a First Information Report on November 6 under Sections 103(1) (murder) and 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS), 2023. The case was initially registered by the Haryana Police in Panchkula and later transferred to the CBI following a recommendation from the Haryana government after a formal complaint by Shamshudeen Chaudhary of Malerkotla. The complaint cited a video posted by Aqil on August 27, in which he mentioned strained family relations and expressed fear for his life. According to a CBI spokesperson, The agency has registered an FIR in the Aqil Akhtar murder case based on allegations that he died under suspicious circumstances on October 16 at his residence in Sector 4, near the Mansa Devi Mandir, Panchkula. The representative added that ongoing tensions existed within the family. Aqil had posted a video in which he accused his father of having an illicit relationship with his wife and alleged that his mother and sister were conspiring to either kill him or implicate him in a false case. The investigation team plans to examine Aqils electronic devices, social media activity, call records, and digital evidence, along with forensic and post-mortem reports. Aqil was found unconscious at his home and declared dead at the Civil Hospital in Sector 6. The family maintained that he had died of a drug overdose, and his body was later cremated in his native village in Saharanpur, Uttar Pradesh. Responding to the allegations, Mohammad Mustafa called them baseless and politically motivated. He said his sons death had caused unbearable pain to the family and assured full cooperation with the investigation. Those making false and malicious claims will face the consequences of law, he stated.

As dawn broke on Guru Nanak Jayanti on Wednesday, the chanting of hymns filled the morning air. Men, women, and children sat together on the floor, heads covered, listening to the verses from the Guru Granth Sahib being recited. The reading was followed by the Sahaj Path Bhog, marking the completion of the scripture recitation, and Shabad Kirtan, where devotees sang hymns of devotion and gratitude. The ceremony ended with langar the community meal where everyone, regardless of background, sit in a single line to share food, conversation, and more. For Sikhs, its a day to remember their founders teachings of equality, humility, and compassion. This year, as Guru Nanak Jayanti lit up celebrations across the country, Thiruvananthapuram too celebrated the occasion and also the bond that has journeyed across centuries and miles. Over centuries, Thiruvananthapuram has drawn people from far and wide traders, scholars, workers, and travellers who found reasons to stay. With every community that settled here, the city grew a little wider in heart and habit. The Sikhs were among those who stayed and made Thiruvananthapuram home. They grew into a close-knit community, bringing their traditions to the Kerala capital while embracing the culture around them. I have been here for 28 years. There are many who came to this city and stayed for decades. We understand Malayalam, and our children speak it fluently. I even married a Malayali woman from Pathanamthitta, says Parvinder Singh, a former Army captain, with a smile. A scene from the gurdwara Thiruvanathapuram is now home to around 20 Sikh families, along with many others who live here temporarily through the civil services, defence, ISRO, CRPF, Technopark and other central government postings. The city currently has a gurdwara inside the Army Cantonment at Pangode. Another one is under construction at Shastri Nagar at Karamana. Before speaking of the community, its important to return to its beginnings, to Guru Nanak himself. According to historian M G Sasibhooshan, it is believed that Guru Nanak, the founder of Sikhism and the first of the 10 Sikh Gurus, travelled through southern India in the early 16th century as part of his spiritual journey. It is said that he came to the city from Thiruvattar and went to Varkala, says Sasibhooshan. This journey is mentioned in a footnote in the biography of Guru Nanak written by Guru Gopal Singh. We cannot be completely certain, but one thing seems clear he likely visited Thiruvattar or Thiruvananthapuram. He adds that a clue lies in Guru Nanaks Japji Sahib, one of his earliest works. In it, he mentions visiting a temple by the seaside and being moved to see the sun and moon worshipping the idol. That description perfectly matches the Padmanabhaswamy Temple, he explains. Devotees partaking of langar arranged at the gurdwara in Pangode Army Cantonment Sasibhooshan also notes possible historical links between Sikhs and Travancores military. In the Travancore Brigade, some soldiers carried the surname Singh. They might not all have been Sikhs, but its quite possible that Sikh soldiers were part of the force. Also, the Padmanabhaswamy Temple, already a renowned pilgrimage centre by then and open to Buddhists, Jains, and Sikhs, drew many northern pilgrims as early as the 15th and 16th centuries, he says. While the exact period of their arrival remains uncertain, traces of the community in the 20th century are clearer. Around that time, cycles became popular here. A company from Punjab opened a bicycle shop at Pazhavangadi, owned by a Punjabi Hindu, and one of his employees was a Sikh. There was also an ayurvedic store near East Fort run by Bengalis, but again, with a Sikh staffer. So their presence goes back quite far, says Sasibhooshan. When the Pangode military camp was set up, the first gurdwara in the city was also set up. Wherever an army camp existed, they built four places of worship a temple, a church, a mosque, and a gurdwara. That is how it began here just one room at first, recalls Parvinder Singh, a former military captain. Over time, we added more space, and now we are planning to expand it again. Also, in Sikhism, there is a tradition that the first child, almost always the son, serves in the army, he adds. The communitys spirit of inclusion has always been strong. A gurdwara is an open space, welcoming everyone. Its not about high or low status, or belonging to one faith, says Ujesh Kumar, who works in the liquor industry. Im not Sikh by birth, but I grew up in Punjab and feel really connected to the community, which is why I come here. Preparing langar at the gurdwara in Pangode Army Cantonment The gurdwara is more than a place of worship for many. For them, it gives a sense of belonging in a new city. Whenever people move for work, the first thing they look for is a gurdwara. Its where you feel safe and meet people, says Ujesh. When I came here in 1989, everything was different the language, the food but we found our people, and that is how the community grew. Because the Pangode gurdwara is inside the Army Cantonment, civilian visitors face entry restrictions. After Covid, security protocols became stricter, and it became difficult for us to access the gurdwara inside the Cantonment, says Amarjith Singh, Kerala State Advisory Leader of Sikhs in the National Commission for Minorities. Thanks to Chief Minister Pinarayi Vijayan, who took the initiative to allot land, we will soon have the capitals first civilian gurudwara the Guru Nanak Darbar Gurudwara. Though still under construction, the community travelled to the gurdwara in Thevara, Kochi, to celebrate Guru Nanak Jayanti this time. Punjab CM Bhagwant Mann has questioned the Chandigarh Administration for delaying the allotment of land to AAP for its office.
