Digital Desk | New Delhi, Oct 8 (IANS) A Special NIA Court in Delhi sentenced a Thai national and arms smuggler to six years imprisonment and a fine of Rs 5 lakh in a case relating to an international arms procurement conspiracy of the NSCN (IM), an official said Thursday. Willy Naruenartwanich alias Wuthikorn Naruenartwanich alias Willy was sentenced by the Special Exclusive Court-03 for NIA Cases at Rouse Avenue District Courts on Wednesday, the NIA said in a statement. The court had convicted Naruenartwanich on September 24 for offences under Sections 120B and 122 of the Indian Penal Code and Section 18 of the Unlawful Activities (Prevention) Act. The case relates to a conspiracy by the National Socialist Council of Nagaland (Isak-Muivah) to procure a large consignment of lethal arms and ammunition from foreign sources, the statement said. The weapons were intended to strengthen the outfits armed cadres and facilitate terrorist activities, besides constituting preparatory acts for waging war against the Government of India, it said. The National Investigation Agency (NIA) registered the case on January 13, 2010, following an order of the Ministry of Home Affairs. According to the investigation, Naruenartwanich, a Thai businessman and arms smuggler based in Bangkok, acted as a middleman and key conspirator in the arms procurement network, the NIA said. He worked in coordination with Anthony Shimray, the NSCN (IM)s chief arms procurer, and facilitated negotiations with representatives of a Chinese arms and ammunition company, it said. The weapons were intended to strengthen the outfits armed cadres and facilitate terrorist activities, besides constituting preparatory acts for waging war against the government of India. The investigation established that the proposed procurement and trans-shipment arrangement was valued at approximately $1.2 million, the NIA said. The conviction and sentencing mark a significant development in the case concerning the international network allegedly used by NSCN (IM) for procurement of arms and ammunition from foreign sources, it said.

Digital Desk | Gandhinagar, Oct 8 (IANS) Gujarat Chief Minister Bhupendra Patel on Thursday said deliberate mistakes in road and infrastructure works would not be tolerated, while calling for strict adherence to tender procedures and standard operating procedures (SOPs) to maintain quality. Patel was speaking at the inauguration of the first two-day Chintan Shibir of the state Roads and Buildings (R&B) Department in Gandhinagar, organised around the theme Gati-Gunvatta-Gaurav Accelerating Infrastructure for Viksit Gujarat 2047. Unintentional errors can be rectified, but deliberate mistakes will not be tolerated, the Chief Minister said, stressing that there should be no compromise on the quality of work. He called for particular attention to the tender process, adherence to SOPs and timely completion of projects through collective efforts. The Chief Minister said the R&B Department was a key department of the state government as its work on roads, bridges and other infrastructure directly benefits citizens. He noted that people were quick to raise concerns when shortcomings were found in such works, making it important for the department to ensure that the best possible work was delivered. Referring to the tradition of Chintan Shibirs initiated by Prime Minister Narendra Modi in 2003, Patel said: Coming together is the beginning, thinking together is progress, and working together is success. The continued Chintan Shibir process is aligned with the spirit of Main Nahin, Hum and the goal of Swayam thi Vyam. Patel also urged officials to use the exercise for self-reflection and said deliberation could bring positive changes in personal life as well as in official functioning. He expressed his resolve to keep Gujarat at the forefront of efforts towards the Prime Ministers vision of Viksit Bharat @2047. He urged officials to work towards Viksit Gujarat for Viksit Bharat through sustainable development. At the inaugural session, the Chief Minister released publications on Building Health Monitoring and Bridge Asset Management and felicitated engineers and officials for outstanding performance based on the Governance Performance Index (GPI). The R&B Department maintains and repairs a road network of 1.29 lakh km, more than 11,000 bridges and government buildings across villages and cities. Under the 'Mukhyamantri Gram Sadak Yojana', it covers more than 18,000 villages and 14,000 hamlets. Chief Secretary M K Das described the department as a key driver of Gujarats development and said it also played an important role during disasters and emergencies. Referring to the historical and mythological significance of roads and bridges, he cited Maharaja Prithu, described in the Shrimad Bhagavata Purana as the first to build level roads, the Ram Setu mentioned in the Ramayana, the Grand Trunk Road built by Sher Shah Suri and roadside amenities as examples of the enduring role of road infrastructure in public service. The departments budget had increased from Rs 12,000 crore to Rs 30,000 crore in a short period. Achieving the 'Viksit Gujarat @ 2047' goal and a USD 3.5 trillion economy would require 11 times more construction work over the next 20 years than had been undertaken in previous centuries, he said. He stressed the need for faster, stronger and high-quality roads to meet rising traffic requirements. He called for a from the ground up approach, greater field presence and accountability among contractors. He also urged participants to deliberate openly and prepare a clear Action Plan for 2047. R&B Secretary P R Patelia said the Chintan Shibir is intended to go beyond routine departmental functioning by encouraging self-reflection and exploring innovative ideas and technologies to achieve the goal of Viksit Gujarat @ 2047 Fast, Safe and Sustainable Infrastructure. Measures including the GPI for officials, Performance-Based Rating for contractors and the Quality and Cost Based Selection (QCBS) system had been introduced to improve transparency and efficiency. The timeline for tender approvals had also been shortened to speed up implementation, he added.

Digital Desk | Dhaka, Oct 8 (IANS) Bangladeshs Awami League on Thursday expressed serious concern over the safety of minority communities across the country, questioning how much a minority life is worth when an entire Hindu family can be wiped out, and no clear answers emerge even a month and a half later. The party said that in this grim atmosphere, people are being told Durga Puja will take place, while there are no decorations at temples in Bangladesh. It said that children have not bought new clothes, and quoted an elderly woman as saying, Only God knows what might happen next. Against such a backdrop, the Awami League said that talking about celebration is not a source of reassurance. It is, instead, a matter of profound shame. Citing the killing of retired Hindu teacher Ganapati Chakraborty and his entire family in Rangpur city in August, the party said the case, according to the police, should have practically been solved by now. But the DNA test results have still not arrived, and not a single report has been received for any of the 35 different pieces of evidence collected from the scene. Meanwhile, the very people living in the neighborhood, who have been directly affected by the tragedy, say they have absolutely no confidence in the police version of events. Even the victims relatives do not believe that two people could have strangled four members of the family one by one, it added. Slamming the BNP government and opposition party Jamaat-e-Islami, the Awami League questioned the credibility of the probe, saying why people were still living in fear if the case had truly been resolved, and why not a single laboratory report had been produced even after a month and a half if the matter remained unresolved. Police are now stationed at the house where the killings took place, and no one is allowed to enter without permission from senior authorities. Yet, after a meeting, the district administration said that all necessary measures had been taken. A local Hindu homemaker said she does not believe the administration is capable of providing full security. One resident said that in the beginning, there was a constant presence of police and journalists, but now everyone has fallen silent. It is this silence that raises the biggest questions, the party stated. Last week, citing 44 reported minority deaths in six months, attacks on temples and homes, hundreds of alleged human rights violations, and the killing of four members of a Hindu family in Rangpur, the Awami League said that these incidents have intensified fears among Bangladeshs minorities. For Prime Minister Tarique Rahmans new government, promises of equality must now be measured against what happens to vulnerable citizens on the ground. Bangladeshs religious and ethnic minorities entered 2026 with unresolved fears about their safety. The change of government has not erased them, it noted. Bangladesh has witnessed relentless attacks on minorities, especially Hindus, during the former Muhammad Yunus-led interim government, an alarming trend that has persisted under the ruling BNP administration.
Bihar: ED files charge sheet against six accused into Rs 1.29 crore PNB fraud
Digital Desk | Patna, Oct 8 (IANS) The Enforcement Directorate's (ED) Patna Zonal Office has filed a charge sheet before the Special PMLA Court in Patna against six individuals in connection with an alleged money laundering case linked to a bank fraud involving the Punjab National Bank (PNB) in Muzaffarpur. The charge sheet was filed on September 29, 2026, seeking the conviction of Md. Zafar Eqbal, Nitesh Kumar Singh, Santosh Anand, Rajesh Kumar, Manjay Kumar Singh and Kundan Kumar. According to the ED, the investigation was initiated on the basis of two FIRs registered by the Bihar Police under various provisions of the Indian Penal Code, 1860, relating to allegations of cheating and forgery. The agency alleged that Zafar Eqbal and his aides siphoned off around Rs 1.29 crore from the bank accounts of victims with the alleged assistance of Nitesh Kumar Singh, an official of Punjab National Bank. The ED alleged that the accused used SIM-swapping to facilitate the fraudulent transactions. According to the agency, the method prevented account holders from receiving transaction alerts on their registered mobile numbers, allowing the unauthorised transfers to go undetected. The ED had earlier conducted search operations at four locations linked to the accused on December 11, 2025. According to the agency, the searches led to the identification and freezing of proceeds of crime amounting to around Rs 83 lakh held in four bank accounts. The ED's investigation allegedly found that funds were siphoned from savings accounts maintained at the PNB branch in Muzaffarpur and transferred to mule accounts located in different cities. According to the ED, the allegedly diverted funds were subsequently routed back to the personal bank accounts of Zafar Eqbal and his proprietorship firm. The agency alleged that the funds were transferred through hawala channels as well as through cash deposits made via ATMs at different locations. The money was subsequently allegedly distributed among the accused persons. The ED said the charge sheet has been filed after an investigation into the alleged money laundering activities. Further investigation into the case is underway.

Digital Desk | Bengaluru, Oct 8 (IANS) The Indian Institute of Technology (IIT) Madras and IIT Dharwad on Thursday signed a Memorandum of Understanding (MoU) to collaborate in education, research and entrepreneurship in the presence of Union Education Minister Pralhad Joshi. Congratulating both institutions, Joshi said the agreement should pave the way for sharing educational resources, research initiatives and innovation projects, while strengthening collaboration within the IIT system. He expressed hope that the partnership between IIT Madras and IIT Dharwad would serve as a model for collaboration among IITs and contribute to India's journey towards becoming a global leader in knowledge, innovation and technology. Describing the agreement as a matter of satisfaction, Joshi said it was particularly significant for him as Dharwad is his Lok Sabha constituency. He said IIT Dharwad was making a unique contribution to the educational development of North Karnataka. Though IIT Dharwad is one of our newer IITs, it is steadily strengthening its academic and research capabilities, he said. The Union Minister added that the partnership with an experienced and broad-based institution such as IIT Madras would further strengthen North Karnataka in the fields of education, research and entrepreneurship. Joshi said the agreement between the two institutions was only the beginning and that its real value would be determined by the activities undertaken subsequently. He advised the institutions to set clear goals for the partnership and provide continuous institutional support to ensure meaningful outcomes. Describing IITs as some of India's strongest knowledge centres, Joshi said their capabilities should not remain confined to individual campuses. Knowledge grows when it is shared. When capabilities are combined, more research can be undertaken. When partner institutions work together, innovation gains momentum, he said. He said the partnership between IIT Madras and IIT Dharwad should enable the two institutions to combine their complementary strengths and undertake ambitious joint research projects with active participation from faculty members and students. The MoU provides for faculty and student exchanges, as well as the sharing of laboratories, libraries, research equipment and other institutional resources. Such arrangements, he said, would help both institutions make full use of available facilities. Joshi said the exchange of academic publications and research reports would further strengthen knowledge-sharing. At the same time, joint workshops, seminars, lectures and conferences could help faculty members and students identify common areas of interest and generate new ideas. He noted that IIT Madras had developed a strong ecosystem in research, innovation and entrepreneurship and said IIT Dharwad could benefit from its experience. The Minister emphasised the need for fresh ideas in areas such as patents, technology development, start-ups, industry partnerships and social innovation while contributing to regional development. MP: CBI arrests Kendriya Vidyalaya principal, middleman in Rs 3 lakh bribery case
Digital Desk | Bhopal, Oct 8 (IANS) The Central Bureau of Investigation (CBI) has arrested the principal of a Kendriya Vidyalaya in Itarsi and a middleman for allegedly demanding and accepting a bribe from Bhopal-based firms engaged in renovation work at the school, the agency said on Thursday. The action came after the CBI registered a case against the principal on October 7 following allegations that he had demanded an undue advantage of Rs 3 lakh from the firms for releasing payments against their pending bills. The firms had been awarded renovation work at the Kendriya Vidyalaya through the Government e-Marketplace (GeM). The alleged bribe demand was linked to the release of payments due to the firms for the work orders issued to them by the school. The bribe amount was demanded for releasing payment of pending bills of the firms about work orders issued to these firms by the school through the Government e-Marketplace (GeM), the CBI said in a statement. After registering the case, the agency laid a trap to verify and act on the alleged demand. During the operation on October 7, the CBI allegedly caught the principal and the middleman while they were accepting the Rs 3 lakh undue advantage. Following the trap operation, the CBI conducted searches at the residential and office premises of the accused in Itarsi and Agra. The searches were carried out as part of the investigation into the bribery allegations and the transactions connected with the renovation work. Property-related documents were seized during the searches, the agency said. The documents and other material recovered during the operation are expected to form part of the evidence being examined by investigators. The CBI laid a trap and caught the accused principal and middleman while accepting an undue advantage of Rs 3 lakh, the agency said. The investigation is continuing, the CBI added.
CM Naidu meets PM Modi, seeks support for Andhra projects

Chandrababu Naidu on Thursday met Prime Minister Narendra Modi in Delhi and sought the Centres support for major infrastructure projects in the state. The Chief Minister raised several key issues concerning the development of Andhra Pradesh. According to an official release here, he briefed the Prime Minister on major development projects in the State, its economic situation, and issues relating to agriculture and irrigation. On irrigation, the Chief Minister discussed the latest status of the Polavaram project and explained the benefits of linking the Godavari and Cauvery rivers. He said that the GodavariCauvery river-linking project would ensure adequate water availability to the southern States of Andhra Pradesh, Telangana, Tamil Nadu and Karnataka. The Chief Minister said that road networks and power grids had been developed across the country under NDA governments and that taking forward the river-linking project could pave the way for the creation of a national water grid. The Chief Minister said extensive arrangements were being made in Andhra Pradesh for the Godavari Pushkarams to be held in 2027. He requested the Prime Minister to provide financial assistance for the development projects being undertaken for the Pushkarams. He said devotees from not only the two Telugu States but also from across the country and abroad were expected to attend the Godavari Pushkarams. The Chief Minister informed the Prime Minister that Andhra Pradesh had recorded 53 per cent deficit rainfall due to El Nio impact, which had severely affected the agricultural sector. He explained the measures being taken by the State Government to mitigate the impact of drought. The Chief Minister sought the Centres support for major infrastructure projects in Andhra Pradesh, including the proposed Outer Ring Road in the capital Amaravati. He requested approval for the Visakhapatnam Metro and also briefed the Prime Minister on the proposed Beach Road project. The Chief Minister also explained the objectives of the Swarna Andhra2047 Vision, which seeks to ensure that the benefits of development reach all sections of society. Chandrababu also briefed the Prime Minister on the objectives of the Global Horticulture Hub recently launched at Madanapalle with the support of the Centre. He informed him that the foundation stone had been laid for the Indian School of Agriculture, on the lines of the Indian School of Business. Congratulating the Prime Minister on completing 25 years as head of the government, Chandrababu Naidu stated that he was transforming India into a global power through foresight, clear goals, decisive action and effective governance. The Chief Minister praised PM Modis rare achievement in serving the nation and lauded his inspirational leadership as both Chief Minister and Prime Minister. The Chief Minister particularly appreciated the Prime Ministers emphasis on cooperative federalism, making the States partners in the journey towards Viksit Bharat. 2.02 lakh Form 6 received for inclusion of names in electoral roll: Delhi CEO
Digital Desk | New Delhi, Oct 8 (IANS) The Chief Electoral Officer of Delhi said on Thursday that from August 31 to October 7, as many as 2,02,359 Form 6s have been received in the city for inclusion of eligible citizens names in the electoral roll. During the same period, 6,077 Form 7s have been filed for objection to proposed inclusion or deletion of names in the existing electoral roll, said a statement issued by the office of the CEO, Delhi. Till October 7, 75,280 Form 8s have been filed for shifting of resident/correction of entries in the existing electoral roll, it said. The maximum number of Form 6 for inclusion of name in electoral roll - has been filed in the West district (24933), followed by North West district (21,345), said the statement. On Wednesday, the CEO organised special camps at colleges and universities of the national capital as part of a two-day initiative with Booth Level Officers (BLO) helping students fill relevant forms for enrolment in the voters list, answering queries related to Special Intensive Revision (SIR), and collecting the filled-in applications. BLOs will also carry out house-to-house visits to identify electors left out in draft rolls to facilitate enrolment through Form 6, wherever the person is found to be eligible, according to a statement from the poll body. Special Camps will also be held for electors who have been displaced after the recent demolition of their colonies, where they have been asked to visit the camps at the present place of residence to get themselves enrolled. As per Election Commission instructions issued on October 1, a special drive is being conducted to enrol all left out eligible electors in the voters list, it stated. The poll body also urged electors whose names may have been listed among Absent, Shifted, Dead, and Duplicate (ASDD) during house-to-house visits by BLOs to also file Form-6 for enrolment in the electoral list if they deem so. The ASDD list is available on the website of the Office of the Chief Electoral Officer of Delhi, the statement said. Electors whose names do not feature in the Draft Electoral Roll may file Form 6 along with supporting documents during the claims and objections period, which began on August 31 and will continue till October 30. All notices, claims, and objections will be disposed of by the Election Office by November 30, as per the SIR schedule, and the final electoral roll will be published on December 4, it stated. Forms can also be submitted physically to the Electoral Registration Officer (ERO), Assistant Electoral Registration Officer (AERO), BLO, or at Designated Locations (polling stations) during this period. Additionally, BLOs are visiting such electors for whom notices have been generated to collect their documents so that they need not come to the offices for hearing.
Bihar: ED files prosecution complaint against ex-SBI officer in Rs 7.96 crore laundering case
Digital Desk | Patna, Oct 8 (IANS) The Directorate of Enforcement (ED), Patna Zonal Office, has filed a prosecution complaint before the Special Court (PMLA), Patna, against Priti Singh, a former Field Officer at the State Bank of India (SBI)'s Manpur branch in Gaya, in connection with an alleged Rs 7.96 crore money laundering case involving fraudulent overdraft facilities and manipulation of bank records. The complaint was filed on September 30, 2026, under Sections 44 and 45 of the Prevention of Money Laundering Act (PMLA), 2002. The ED has sought the prosecution and conviction of Singh for the alleged offence of money laundering under Section 3, punishable under Section 4 of the Act. According to the ED, the investigation was initiated on the basis of an FIR registered by the Central Bureau of Investigation (CBI) and a subsequent chargesheet, numbered 15/2022, filed on December 30, 2022, against Singh. The agency alleged that, while serving as a Field Officer at SBI's Manpur branch, Singh fraudulently sanctioned and operated 68 overdraft (OD) accounts against term deposits, including TDRs and STDRs. The ED alleged that the accounts were opened in Singh's name and in the names of her relatives through the manipulation of bank records. The agency further alleged that liens on fixed deposits were removed and that the same securities were reused to obtain multiple overdraft facilities. According to the ED, the alleged transactions resulted in a wrongful loss of approximately Rs 7.96 crore. The ED said its investigation established that proceeds of crime amounting to Rs 7,96,00,916 (Rs 7.96 crore), allegedly generated through the scheduled offences, were used by Singh for personal and family expenses. The agency further alleged that part of the funds was used to create additional fixed deposits, which were subsequently used to obtain further overdraft or loan facilities. According to the ED, the bank later recovered part of the amount from fixed deposits pledged against the overdraft accounts. In contrast, the remaining amount was repaid by Singh with financial assistance from family members and relatives. The agency said the subsequent repayment did not alter its finding that the alleged proceeds of crime had been obtained, possessed and utilised by the accused before being repaid. The ED said its investigation in the case had been completed and the prosecution complaint had been filed before the Special Court (PMLA), Patna. The allegations contained in the prosecution complaint will be subject to judicial consideration and proceedings before the competent court.
Himachal govt welcomes GST Council reform proposals
Digital Desk | Shimla, Oct 8 (IANS) Himachal Pradesh government on Thursday welcomed the reforms proposed by the GST Council, saying the measures would make the tax system more taxpayer-friendly and simplify compliance procedures. The proposed reforms, covering registration, return filing, refunds, assessment, adjudication and other processes, are expected to make Goods and Services Tax (GST) compliance simpler, more transparent and more efficient. The 57th meeting of the GST Council was held under the chairmanship of Union Finance Minister Nirmala Sitharaman in New Delhi. The Himachal Pradesh government also welcomed proposals aimed at providing relief to small taxpayers, as well as measures relating to defence establishments and CSD canteens. A state-specific issue concerning the leasing of the right to collect tolls was also deliberated upon, and the proposed GST exemption relating to the state's toll collection mechanism was welcomed. While supporting measures that facilitate compliance for genuine taxpayers, the state emphasised that GST reforms must maintain an appropriate balance between ease of compliance and effective enforcement. It said proposals that could weaken enforcement, facilitate fraudulent practices or adversely affect legitimate revenue should be carefully reviewed to ensure that taxpayer facilitation does not come at the cost of revenue protection and the prevention of tax evasion. The state government also raised the issue of full compensation for revenue implications arising from GST implementation, with a view to safeguarding fiscal stability. It reiterated that state revenues should be protected by ensuring 14 per cent year-on-year growth for five years and that revenue protection should continue thereafter until actual state revenue reaches the level of protected revenue determined for the fifth year. The proposal for the constitution of a Group of Ministers (GoM) on hilly states was also reiterated to address the specific concerns and requirements of hill states. Further, the state highlighted the need to correct the inverted duty structure in the pharmaceutical sector by reducing the tax rate on active pharmaceutical ingredients (APIs). Such rationalisation, it said, would help minimise the accumulation of input tax credit and associated refund claims while providing further impetus to domestic API manufacturing and the pharmaceutical industry.
