LUCKNOW/CHANDIGARH/DEHRADUN: A 23-year-old Dalit woman, who had been missing since Tuesday, was found dead on in UPs Karhal assembly seat that went to bypolls on Wednesday, with her family alleging that she was killed as she refused to vote for the Samajwadi Party. A voter turnout ranging from 50 to 70% was recorded in the bypolls to 15 assembly seats spread across UP, Punjab, Uttarakhand and Kerala amid stray incidents of violence and complaints of irregularities and misuse of government machinery. In Karhal of Mainpuri district, the victim womans father in an FIR alleged that his daughter was abducted by local SP leader Prashant Yadav and poisoned to death with the help of one Mohan Katheria. Mainpuri SP Vinod Kumar said, Both the accused, Mohan Katheria and Prashant Yadav, were arrested while further investigation into the incident was in progress. The incident triggered a slugfest between the BJP and the SP. Nine seats went to bypolls in UP. The Election Commissions update at 5 pm showed the voter turnout in Ghaziabad was 33.30%, Katehari (56.69%), Khair (46.43%), Kundarki (57.32%), Karhal (53.92%), Majhawan (50.41%), Meerapur (57.02%), Phulpur (43.43%) and Sisamau (49.03%). Acting on complaints by SP president Akhilesh Yadav against police officers checking voter and Aadhaar IDs, the EC ordered suspension of five police personnel violating its guidelines. UP Chief Election Officer Navdeep Rinwa said, Five police personnel on poll duty have been suspended taking note of complaints two each in Kanpur and Muzaffarnagar and one in Moradabad. An incident of stone pelting was reported in Kakroli village during voting in Meerapur seat. SSP Abhishek Singh said that the police promptly reached the spot and dispersed the crowd using mild force. In Uttarakhand, a voter turnout of 57.64% was recorded in Kedarnath assembly bypoll. In Punjab, a turnout of 63% was recorded in the bypolls to four assembly seats. The Gidderbaha seat recorded 81% polling, Dera Baba Nanak 63%, Barnala 54% and Chabbewal 53%. A clash took place between AAP and Congress supporters at Dera Pathana village in Dera Baba Nanak seat. Heavy police force was deputed at the site to diffuse the situation.

LUCKNOW: The by-poll to nine assembly constituencies of Uttar Pradesh witnessed a moderate 49.71 per cent voters turn out to seal the fate of 90 candidates, including 11 women, on Wednesday. According to the information shared by the Election Commission of India (ECI), the Kundarki assembly segment in Moradabad district recorded the highest voter turnout of 57.32 per cent voter turnout, while the Ghaziabad (Sadar) seat witnessed the lowest at 33.03 per cent. Till 5 pm, Meerapur seat in Muzaffarngar, where a BJP candidate was contesting on RLD symbol, registered 57.02 per cent turnout, Katehari in Ambedkar Nagar recorded 56.69 per cent, Karhal in Mainpuri registered 53.92 per cent, Majhawan in Mirzapur registered 50.41 per cent, Sisamau in Kanpur recorded 49.03 per cent and Phulpur in Prayagraj recorded 43.43 per cent turnout. The bypoll, necessitated by the election of sitting MLAs to Lok Sabha in 2024 general election, had to take place in 10 assembly constituencies but the Milkipur Assembly segment in Ayodhya district was put on hold by the Election Commission of India (ECI) as it is caught in litigation, pertaining to 2022 assembly election. Meanwhile, Uttar Pradesh Chief Electoral Officer Navdeep Rinwa stated that five policemen, including two each in Kanpur and Muzaffarnagar and one in Moradabad, were suspended for failing to execute their duties properly during polls. During the voting, the Samajwadi Party accused UP police of deterring voters, with visuals showing voters in Meerapur and Kundarki assembly constituencies being refused to cast their vote despite having valid ID cards and slips. Policemen were reportedly seen verifying voting slips and IDs, sparking protests against alleged voting malpractices, following which the Kanpur Police Commissionerate suspended officers who obstructed voters through unwarranted ID checks. Similarly, the SP Moradabad also informed the public through social media that action had been taken against errant officers. Samajwadi Party (SP) president Akhilesh Yadav accused the ruling BJP of misusing administrative machinery to secure a win in the Uttar Pradesh Assembly bypolls hrough manipulation and intimidating the voters. Acting on the Commission's directions, district election officers and superintendents of police, after verifying the complaints, have suspended the police personnel for their conduct. EC officials said in Muzaffarnagar, two sub-inspectors have been suspended for on-compliance of EC guidelines for voter checking. In view of complaints received regarding checking of identity cards of voters by police personnel in Moradabad, a thorough investigation was conducted, the officials said. The cases pertained to Bhikanpur Kulwara and Milak Siri villages. In this regard one sub-inspector, two head constables, and two women constables have been removed from poll duty and sent to the police lines. In another complaint regarding police personnel entering a polling booth, the investigation found that he had entered the booth to inquire about the smooth conduct of the polling process. However, as this is against EC guidelines, the erring police official has been suspended and department proceeding will be initiated, the poll panel said. Similar suspensions were ordered in Sisamau assembly constituency of Kanpur district. Taking cognisance of the complaints on social media by the Samajwadi Party that some communities were prevented from voting during the bypolls, Chief Election Commissioner Rajiv Kumar gave strict instructions to chief electoral officer of Uttar Pradesh and all district election officers and returning officers to ensure fair and smooth voting process. They were told to take immediate cognisance of all complaints and take prompt action and inform the complainant through social media also by tagging them. No eligible voter should be prevented from voting and any kind of biased attitude will not be tolerated, they were warned. If anyone is found guilty after receiving a complaint, strict action should be taken, the poll machinery was told, the officials said. Voting is underway in nine assembly seats of Uttar Pradesh.

The situation was brought under control and voting continues peacefully, Singh said. AIMIM candidate Mohammad Arshad alleged that voter turnout in Kakroli was low because police were preventing people from leaving their homes. He accused the police of harassing voters and likened their actions to enemies of the people. Arshad further claimed that AIMIM workers were being detained by the police. According to Election Commission data, 26.18% polling was recorded in Meerapur by 11 am. Samajwadi Party (SP) candidate Sumbul Rana also alleged that police were harassing voters under the guise of checking their IDs to stop them from voting. Voting is currently underway for nine assembly seats in Uttar Pradesh, including in constituencies like Katehari, Karhal, Ghaziabad, Sisamau, and others. Delhi Minister Gopal Rai Urges Urgent Meeting for Cloud Seeding to Combat Smog
New Delhi: On Tuesday, Delhi Environment Minister Gopal Rai sent a letter to Union Environment Minister Bhupendra Yadav, requesting an urgent meeting to discuss the possibility of conducting cloud seeding as a measure to break the thick smog layer over the city. Rai called for an immediate gathering involving Delhi government officials, IIT Kanpur, and key central government agencies such as the DGCA, Ministry of Home Affairs (MHA), and Ministry of Defence, which are responsible for granting clearances for such operations. Rai emphasized that the time has come to use artificial rainfall to address the severe pollution. He mentioned that last year, the Delhi government, in collaboration with IIT Kanpur, explored cloud seeding as a potential solution to reduce air pollution during critical periods. Preparations for cloud seeding began in August this year, but despite multiple requests, a meeting had not been convened earlier. The smog layer must be broken for the pollution to be reduced, said Rai. He explained that while the Delhi government has taken several steps to address the crisis, including banning BS-III petrol vehicles, BS-IV diesel vehicles, and trucks and diesel buses from outside Delhi, further measures are necessary. Schools for classes 10 and 12 have been closed, and office hours have been staggered to reduce pollution exposure. A decision on work-from-home arrangements is expected soon. Rai stressed the need for an emergency meeting with the Union Environment Minister to expedite actions that can be implemented on the ground. We are considering the odd-even scheme, but experts are questioning its effectiveness given the number of restrictions already in place, he said. He also pointed out that pollutant particles have mixed with the smog, worsening air quality. The smog will only break if wind speeds increase or if it rains, Rai added. He noted that some areas in the National Capital Region (NCR) are violating the Graded Response Action Plan (GRAP) rules, and once the smog is cleared, the Air Quality Index (AQI) is expected to drop to 350. Delhi's AQI has remained in the severe category for several days, with PM2.5 levels exceeding 400 g/m3far higher than the World Health Organization's safe limit of 15 g/m3 for 24-hour exposure. US varsity offers 2 million dollar scholarship for Indian students
BENGALURU: To expand its global presence, Texas-based Rice University will offer up to $2 million annually in scholarships as part of its Rice Global India initiative. This will fully fund PhD programmes and subsidise masters degree programmes. The initiative aims to deepen collaborations with premier Indian institutions like the Indian Institute of Science (IISc), Bengaluru, and IIT Kanpur. These partnerships will focus on cutting-edge research in areas such as artificial intelligence, sustainable energy, advanced materials and healthcare innovation. The university also plans to establish a state-of-the-art accelerator in Bengaluru to drive research, entrepreneurship and post-graduate education, officials from Rice said at a press conference on Monday. The $2 million funding will primarily support scholarships for Indian students pursuing masters and PhD programmes at Rice. PhD students will receive fully funded positions, including stipends of approximately $35,000 annually, along with tuition waivers. The initiative also aims to facilitate student and faculty member exchanges, enabling participants to gain valuable experience across campuses in Houston and Bengaluru. Rice is also exploring partnerships with industries and global capability centres (GCCs) in Karnataka. Centre launches initiative to support research, innovation in varsities

Making the announcement, the Department of Science and Technology Secretary Abhay Karandikar, said, PAIR has been initiated to boost the research capability of those universities where research is at a nascent stage but which have the potential to perform well, in a mentorship mode by pairing them with well-established top-tier institutions in a hub and spoke framework and providing substantial funding. Three dead, nine hurt in wedding bus crash on UP highway
A tragic accident occurred early Wednesday on the Prayagraj-Kanpur highway near Mohar village in Fatehpur district, as a private bus carrying a wedding party collided with a moving truck. The crash, which happened under Kalyanpur police jurisdiction, led to the deaths of three individuals, including a minor, and injured nine others. The bus was transporting 23 guests from Prayagraj to Noida when it struck the truck from behind. Two victims, a 55-year-old woman and a young boy, were killed instantly, and a third victim passed away during treatment at a Kanpur hospital. The injured were initially taken to CHC Binkidi and the district hospital in Fatehpur, with critically injured passengers transferred to Hallet Hospital in Kanpur. The deceased have been identified as Kiran Devi (55), Kumkum Singh (20), and Aditya Raj (5). Senior police officials coordinated the rescue and continue monitoring the condition of those hospitalised.

Bombay HC questions justification to reduce police cover dues for cricket matches
Mumbai: The Bombay High Court on Tuesday questioned the justification behind reducing and waiving police protection charges levied during cricket matches in Maharashtra with a retrospective effect from the year 2011, and said something is amiss. The Maharashtra government had said the decision to do so was taken keeping in view the financial benefits to the state exchequer by conducting such matches in the state. It had also claimed that the security fees charged in other states was much less in comparison. A public interest litigation (PIL) was filed by RTI activist Anil Galgali, challenging the state's decision to reduce the rate for police protection provided to the cricket matches held in the state with a retrospective effect from 2011. A division bench of Chief Justice D K Upadhyaya and Justice Amit Borkar on Tuesday wondered as to how the state government could even compare a match held in Mumbai to the one held in a city like Kanpur or Lucknow. Is the security expenditure incurred in a match held in Mumbai the same as the one held in Lucknow? What is this justification? Something is amiss, CJ Upadhyaya said. Senior advocate Milind Sathe, representing the state, informed the bench that there had been demands and protests by the cricket associations regarding lower rates in other states. Following this a decision was taken to reduce the fees retrospectively. The court, however, noted that at the time when the match was held, the organisers knew that they were liable to pay. You (government) could have provided the security without charge but you had issued a government resolution (in the past fixing charges for security cover for matches) and made them know that they will be charged. They hosted the matches and now after 10 years, you are revising the fees, the court said. The bench, while posting the matter for further hearing on December 17, directed the Board of Control for Cricket in India (BCCI) and the Mumbai Cricket Association (MCA) to file their affidavits in response to the petition. As per Galgali's plea, the police were yet to recover arrears of Rs 14.82 crore from the MCA for the IPL matches held from 2013 to 2018 at the city's Wankhede and Brabourne stadiums. As per two Government Resolutions (GRs) issued in the years 2017 and 2018, the organisers had to pay around Rs 66 to Rs 75 lakh per T20 and One Day match, and Rs 55 lakh for a Test match held at these two stadiums in the city. However, in June 2023, the government issued a new GR reducing the price for a T20 and One-Day match to Rs 25 lakh, the plea said. Galgali in his plea said the GR had a retrospective effect from 2011 and thus it waived the arrears to be paid by the organisers. The plea said that in 2021, the Mumbai police had raised a demand of Rs 14.82 crore to the MCA for providing police protection for the games organised between 2013 and 2018 at the Wankhede and Brabourne stadiums. As per the information obtained under the Right to Information Act, the police have so far sent 35 letters to the MCA seeking payment of the dues, the petition said. Besides this, no serious effort has been taken by the police to recover the dues, it said. The plea sought the high court to quash the June 2023 circular issued by the government to the extent that it is applicable from 2011 and hence binding on the recovery of the Rs 14.82 crore arrears from the MCA. It also sought a direction for the police department to take steps to recover the arrears along with appropriate interest.
Man kills wife, two daughters and a son in Etawah
