LUCKNOW: Intensifying its crackdown on a suspected terror network across Uttar Pradesh, the Anti-Terrorist Squad (ATS) of the state police and the National Investigation Agency (NIA) detained Dr Mohammad Arif, 32, in Kanpur. Dr Arif is a senior resident doctor in the cardiology department of the Ganesh Shankar Vidyarthi Memorial (GSVM) Medical College, a government institution. The special cell of the Delhi police also detained Dr Farooq, an assistant professor at the GS Medical College in the state's Hapur district, for questioning. So far, the probe agencies have arrested or detained five doctors from UP -- Dr Adeel Ahmad Rather, Dr Shaheen Saeed, Dr Parvez Ansari, Dr Farooq and Dr Mohammad Arif -- in connection with the Red Fort blast in Delhi. Dr Arif was picked up from his rented flat in Kanpurs Ashok Nagar area by the investigating agencies late on Wednesday night. A native of Anantnag district of Jammu and Kashmir, Dr Arif joined GSVM Medical College in August. He is being questioned over his alleged links with the Jaish-e-Mohammed (JeM)-backed Faridabad terror module suspected of involvement in the Red Fort blast that claimed 12 lives. Acting on intelligence inputs, the ATS raided the premises and detained him for questioning. His personal electronic devices and communication records have also been seized for forensic analysis to determine his possible role in the wider terror network. His landlord was also questioned and his rent agreement and other related documents were checked, said an officer aware of the development. The head of the cardiology department of GSVM Medical College, Dr Umeshwar Pandey, confirmed that the ATS had taken Dr Arif for questioning. Pandey said that after completing his MBBS and MD, Dr Arif had joined the institute as a first-year resident doctor. Due to a shortage of hostel facilities for first-year residents, he was living outside the campus, he added. Dr Shaheen, 43, once a lecturer at GSVM Medical College, Kanpur, was arrested in Faridabad for her alleged role in the terror module stretching from Kashmir to Delhi. Meanwhile, Dr Farooq, who was picked up by the probe agencies from Hapur, is a gynaecologist and an assistant professor in the Obstetrics Department at GS Medical College. He is a native of Jammu and Kashmir and had been living in the college hostel for about a year. Dr Manoj Sisodia, Director of GS Medical College, Hapur, confirmed that police officers visited the college, questioned Dr Farooq, and then took him into custody. Dr Farooqs name surfaced during the interrogation of Dr Muzammil Shakeel Ganaie, the key suspect in the terror module, arrested from Faridabad with a large haul of explosives, said officials. Her marriage with Dr Hayat, currently working as an ophthalmologist at KMP hospital in Kanpur, lasted only for seven years and both, with two kids, divorced each other in 2012. Now with Dr Shaheen in police net, Dr Hayat recalled how she had started mounting pressure on him to settle abroad and that was the reason for their divorce. He said Dr Shaheen wanted the family, including two children, to settle either in Australia or Europe before getting divorce from him in 2012. I have nothing to do with her, no links since 2012. I do not share any relation with her. We have two children and they stay with me. We had an arranged marriage. I havent been in touch with her ever since we separated, Dr Hayat said while interacting with media persons on Wednesday. Asked if Dr Shaheen was a religious person, Dr Hayat denied, claiming that she was never very particular about religion. Rather she was a liberal. She wanted us to settle in Australia or Europe. LUCKNOW: Dr Shaheen Shahid, a 46-year-old doctor from Lucknow, based in Faridabad, has been arrested by Jammu and Kashmir Police in coordination with central intelligence agencies for her alleged links to a terror module connected to the banned outfit Jaish-e-Mohammed (JeM). Her residence is in the Khandari Bazaar area under Kaiserbagh police station in the state capital. Dr Parvez Ansari, arrested by the UP ATS on Tuesday after raids at his residence in Madiyaon, another locality in Lucknow, is Dr Shaheens younger brother. Dr Shaheens arrest in Faridabad on Monday followed the recovery of an AK-47 rifle and live cartridges from a car registered in her name, reportedly being used by Dr Muzammil, who is also under investigation. According to UP ATS officials, Dr Shaheen was born in 1979 and raised in Lucknow. She was academically brilliant, topping both Class X and Class XII at a Government Girls College in Lucknow. She later pursued an MBBS and MD from a government medical college in Prayagraj before joining Ganesh Shankar Vidyarthi Memorial (GSVM) Medical College, Kanpur, in 2006, where she worked as a faculty member until 2013. Dr Shaheen joined the Department of Pharmacology at GSVM Medical College as an Assistant Professor in 2006. She was transferred to Kannauj Medical College for six months in 2009 but returned to Kanpur in 2010. Records show she stopped reporting for duty in 2013 without any official leave or notice, despite repeated attempts by the college administration and colleagues to contact her. Her services were officially terminated in 2021. Her first husband, Dr Jafar Saeed, is an ophthalmologist. Following their divorce in 2015, she reportedly developed a relationship with Dr Muzammil, who is now a prime suspect in a broader investigation into suspected terror funding and ideological indoctrination networks. Dr Shaheen later became associated with Al-Falah University in Haryana, where she is believed to have met Dr Muzammil. Her father, Syed Ahmad Ansari, who lives in Lucknow with his eldest son Shoaib, said he was unaware of his daughters alleged involvement in such activities. CHENNAI: The National Skill Training Institute (NSTI), Chennai, will be upgraded into a centre of excellence at a cost of `200 crore under the Prime Ministers Scheme for Empowerment through Technology Upgradation (PM Setu), Union Minister of State for Skill Development and Entrepreneurship Jayant Chaudhary said on Monday. Addressing faculty and students, Chaudhary said the PM Setu scheme, with a total outlay of Rs 60,000 crore, aims to modernise 1,000 ITIs across the country. As part of the initiative, five National Skill Training Institutes located in Chennai, Hyderabad, Kanpur, Ludhiana, and Bhubaneswar will be developed as Centres of Excellence. NSTI Chennai will focus on advanced manufacturing, with Singapore as its international partner. Under an MoU between the Governments of India and Singapore, students will be trained in cutting-edge technologies to acquire globally competitive skills. Emphasising the importance of nurturing Indias youth potential, the minister urged institutions to create an ecosystem that channels young talent and promotes upskilling among trainers and faculty. Excerpts Q) The country has seen a massive expansion of its national highway network in recent years. What is the current status of this growth? Indias national highway network has surged from 91,287 km in 2014 to over 1.46 lakh km today, a 60% increase. Currently, 48,536 km of projects worth Rs 12.20 lakh crore are underway, with completed schemes totaling Rs 16 lakh crore and upcoming projects at Rs 15 lakh crore. Sixteen major highway corridors, including the Arunachal Frontier Highway (Rs 30,000 crore) and ShillongSilchar Greenfield Highway (Rs 23,000 crore), have been sanctioned to boost regional connectivity. Ring roads in cities like Ayodhya, Kanpur, and Guwahati aim to ease congestion. In 11 years, 1.06 lakh km of highways have been constructed, with the ministrys budget rising ninefold to Rs 2.87 lakh crore. Q) Some projects still face delays in projects caused by land acquisition and environmental clearance issues? Land acquisition falls under state governments, while environmental clearances involve multiple departments, making coordination key. Reducing delays is a test of effective leadership. We prioritise sustainable planning, ensuring timely land acquisition and fast-track approvals for forest, wildlife, and environmental clearances. At least 90% of land and clearance requirements must now be completed before project awards.Regular meetings with state officials and the PM Gati Shakti initiative have streamlined inter-ministerial coordination. Digital portals, Bhoomi Amount Digital Portal for land and Parivesh for environmental approvals simplify processes, accelerating project delivery and enhancing efficiency nationwide. Q) India has seen record construction of highways in recent years but their maintenance still seems to be a challenge. For each fault, we (the Central Government) are held responsible. About 80 percent of complaints on social media are not under our jurisdiction or do not pertain to national highways (NHs). Our roads are of good quality; however, there have been some problems. We are continuously improving the technology and will definitely address these issues. Regarding accountability, we are serious about ensuring that officers and contractors are responsible if roads are not maintained properly. There should be no compromise with quality, and we are committed to fixing lapses wherever they occur to maintain high standards. Q) How long will it take to implement the GPS based Electronic Toll Collection (ETC) system? It has already started at some locations and will be introduced at 4 to 6 places from November 15. We will move further gradually, expanding the initiative step by step while monitoring progress and ensuring smooth implementation at each stage. Q) With Bihar heading into elections, how does the state compare to others in development across key sectors like water, power, transport, and roads? Bihar needs accelerated development compared to other states. Water, power, transport and roads are the basic requirements for progress. The developmental work undertaken by our government, in the last 10-11 years, has transformed the face of Bihar. Business and industries are growing steadily in Bihar. The young people of Bihar see their future in development and employment. They do not bother about Jaat (Caste), Pant (Community), Dharma (Religion) and Bhasha (Language). They aspire to excel in education, seek better job opportunities, and want to actively contribute to the nations growth. I think that the state has sufficient electricity supply. Irrigation has significantly improved. The road infrastructure has also got better. Earlier, the Ganga had just two bridges, now we have 13. In the highway sector; projects worth Rs five lakh crores are going on. Projects having a cost of Rs 2.5 lakh crores either have been completed or on the verge of completion. Some will start soon. We are building big highways; Varanasi-Kolkata highways cost of Rs 40,000 crores and Gorakhpur-Siliguri Expressway is worth Rs 50,000 crores. All these highways will change the landscape of Bihar. With a strong and vast network of highways and robust power sector, the industry will reach the state naturally and will ensure Bihar's comprehensive development. SIR campaign commences in Uttar Pradesh, State's final voter list to be out on February 7 2026
LUCKNOW: The Special Intensive Revision (SIR) campaign to revamp the voter list in Uttar Pradesh commenced with Booth Level Officers (BLOs) visiting door-to-door on Tuesday. The voter list updated through SIR will serve as a crucial foundation for the 2027 Assembly elections. Both the ruling Bharatiya Janata Party (BJP) and the main opposition Samajwadi Party (SP) have deployed strong teams at each booth for the campaign. Meanwhile, the Bahujan Samaj Party (BSP) has assigned responsibilities to booth presidents, sector presidents, and Booth Level Agents (BLAs), who have undergone training. Congress and other parties are working to strengthen booths according to their capacities. Uttar Pradesh has over 15.44 crore voters with over 1.62 lakh booths across the state. As per the Chief Electoral Office sources, BLOs of more than 1.62 lakh booths commenced the door-to-door campaign from Tuesday. The final voter list of SIR would be published on February 7, 2026. Before it, based on BLO reports, Electoral Registration Officers (EROS) of each assembly constituency will release draft voter lists on December 9, 2025. The sources added that voters and political parties would submit claims and objections from December 9 to January 8, 2026, and the EROs would resolve them from December 9 to January 31, 2026. West Bengal SIR: What voters need to know before BLOs visit their homes Under the Election Commission's new system, a maximum of 1200 voters will now be at one booth, making it easier to contact them and conduct voting on election day. Officials at the CEO's office said that this would increase the number of polling booths in the state from 1.62 lakh to over 1.82 lakh. In the wake of the commencement of the campaign, the BJP, sticking to its strategy of winning the booth means winning the election. With this mantra, the party has made plans to prepare voter lists based on this same mantra. The ruling party has already appointed coordinators for SIR in Awadh, Kashi, West, Braj, Gorakhpur and Kanpur regions, along with setting up war rooms. All regional coordinators have been instructed to sit in the war room daily. They have to talk to district and assembly coordinators connected to their region daily and take reports. BJP's war room will also be set up in each district along with the region. A team of at least 10 workers will be deployed in it. The team will be present in the war room from morning to evening. The BJP has also assigned responsibility to MPs and MLAs in SIR. All MPs of the state and 2024 candidates, MLAs and defeated candidates of 2022 have been given the responsibility of getting voter lists printed. They have to set up a war room in the assembly constituency and review SIR work at their booths every five days. They need to stay in contact with Mandal and Booth daily. Weekly review would be done by the team of MLAs and defeated candidates. Similarly, the Bahujan Samaj Party (BSP) has deputed teams of six persons at each booth regarding SIR. Booth President, Booth General Secretary, and three Booth Secretaries will assist the Booth Level Agent (BLA). They will also help the BLA in gathering information about each voter by going door-to-door. The BSP has assigned responsibility to sector presidents for monitoring booth-level teams. Each sector has 10 to 12 booths. In each sector, a team of 11 people, including the president, is working. They have also been given booth-wise monitoring responsibility. DMK asks Supreme Court to stop SIR in Tamil Nadu Meanwhile, the Samajwadi Party (SP) has also geared up for SIR. As per the party's national spokesperson and former MLC Udayvir Singh, SP is deploying agents at the booth level who will coordinate between the Election Commission and the general voters. Booth-level agents have been asked to ensure that no voter's name is left out of being included in the voter list. Booth-level agents are being deployed as PDA guards. Moreover, party MPs and MLAs have also been given responsibilities in their respective areas of monitoring the campaign. A helpline centre is also being set up at the Samajwadi Party headquarters, where help will be provided by the party if anyone faces any difficulty. As per the party sources, special instructions have been given to help those who do not have houses or land. INTERVIEW | The best yet to come, a quantum jump lies ahead: KIIFB CEO KM Abraham
A taekwondo black belt and a long-distance runner, hes someone who dared to take on an all-powerful Pranab Mukherjee Union finance minister then during his tenure in Securities and Exchange Board of India (SEBI). Former chief secretary KM Abraham, who made a mark as a financial expert and anti-corruption crusader, has many feathers in his cap. As Kerala Infrastructure Investment Fund Board (KIIFB) completes 25 years, one of its architects and current CEO talks about his vision on Keralas development, fight against powerful corporates, and his love for endurance sports. Excerpts We are having this conversation in the backdrop of the 25th anniversary of KIIFB. Though it was formed in 1999, the real transformation happened after 2016. Can you tell us about it? In 1999, I was secretary (resources) in the finance department, working under Vinod Rai, who later became the CAG (comptroller and auditor general). That was a time we went through a huge financial crisis, not just us but other state governments too. So, we proposed an idea to access the market and mobilise resources, and that money was to be used to run the treasury. I was assigned the task of drafting the Act. The assembly passed the Act unanimously and it was a proud moment for all of us as everyone was together foreseeing Keralas progress. Can you tell us about the decision to revive KIIFB in 2016? It lay dormant till the LDF government under Pinarayi Vijayan came to power in 2016. I was then the principal secretary (finance). Through the vision of Thomas Isaac, then finance minister, KIIFB was outlined as an instrument for the states developmental activities. He presented the plan beautifully in the budget. When the proposal was made, it was only a dream. He stated that KIIFB would execute projects worth Rs 50,000 crore. He (Isaac) entrusted me with the task of revising the Act. We redrew the Act. Radical transformations were made. The learnings from 1999 were also included. What were those? When we borrowed money for infrastructure purposes, the money was put into the treasury. The treasury does the liquidity management. When a bill is presented, it is serviced by paying from the funds lying in the treasury. This is how all governments, including the Centre, function. Money is fungible. But that means funds borrowed for infrastructure never reach the sector as intended. That lesson of 1999 bothered us. So, when the Act was amended in 2016, a firm decision was made that this shouldnt happen. Now, can KIIFB funds be used for, say, paying welfare pensions? No. KIIFB funds can be used only for infrastructure development and infrastructure-enabling activities. Did your experiences with SEBI help you in this regard? During the 2008 Lehman crisis in the US, I had the opportunity to watch how the financial crisis played out in India. We issued several orders and made interventions to maintain the sanctity of the market. The learning is that when we build an institution, unless we ring-fence it properly to protect it and ensure transparency, the institution will collapse. A Fund Trustee and Advisory Committee was incorporated a committee with three eminent members. The government can appoint the committee but cannot dismiss it. Wasnt there a plan to revive KIIFB during Oommen Chandys term as CM? Yes, there was. An internal committee was formed under the Planning Board vice-chairman. A paper was prepared on assessing modern markets. The thought was that we could raise up to Rs 25,000 crore from the market. The idea was to fund commercially viable projects such as toll roads and industrial parks. But the real transformation happened in 2016, when Chief Minister Pinarayi Vijayan and Thomas Isaac decided to intervene decisively in building public infrastructure, regardless of whether immediate returns came or not. Can you tell us about the mandated revenue stream for KIIFB via fuel cess and a portion of motor vehicle tax? On the implementation side, we wrote into the Act that proceeds from the petroleum cess and a portion of the motor vehicle tax would come to KIIFB. We started cautiously 20% of motor vehicle tax in the first year, increasing to 50% in a staggered manner. This was to ensure the government could withstand the impact. That was the first transformation. The second was financial every Rs 1 borrowed by KIIFB is explicitly and implicitly guaranteed by the government. Has KIIFB achieved its goals? The declared objective of KIIFB is to invest in infrastructure. If you look deeper, KIIFB might appear as a mix of projects roads, water, schools, colleges, etc. But that isnt what it truly is. Im speaking of KIIFB post-2016. We shouldnt confine KIIFB to just an infrastructure-building body. We should see it in the backdrop of Nava Keralam. For an average Malayali, Nava Keralam isnt a new term. Weve been hearing it since childhood. KIIFB is an important tool to achieve that objective. So, KIIFB is what the people in power want it to be that is the first thing we need to understand. So, to answer your question: have we achieved the objective? We are continuously achieving it. Miles to go before we can say we have reached the goals. Can you elaborate? In development, just like in nuclear physics, theres the concept of critical mass. Development cannot be achieved unless we attain a certain criticality. For instance, we build a college but just by building it, we cannot say higher education has grown. Two colleges wont help us reach that criticality. In nuclear science, unless the fissile material is packed to a certain density, energy production wont happen. Or like in our traditional kitchens where the stove lights only if enough air is blown. I believe KIIFB is that fire. We built 44,500 smart classrooms, which helped us continue classes during the Covid pandemic. But not many people, especially the public, are aware of KIIFBs work... Though we are doing 1,190 projects with an outlay of Rs 90,520 crore, only a third have been completed. Others are either in the implementation stage or being designed. So, Kerala is yet to see KIIFBs full contribution. We need to understand that the best of KIIFB is yet to come. The next area where we expect a quantum jump is higher education. In primary education, we have achieved critical mass, and now we need to sustain quality and ensure access for the poorest. Can you tell us about the projects implemented? I strongly believe todays investments in science, technology, and higher education will determine Keralas future. Investments in other areas improve services, but investment in human capital is different. Now, almost all universities have translational research centres that help researchers turn lab discoveries into real-world applications. Similarly, centres of excellence like MG Universitys Centre for Nanotechnology, the Thanu Padmanabhan Centre for Astrophysics in Thiruvananthapuram, and the Centre for Neuro-Degeneration and Brain Health at CUSAT are major steps forward. Two centres deserve mention: the Centre for MicroBiome in the Life Sciences Park a KIIFB-funded project and the Centre for Nutraceuticals. Well soon see how these centres contribute to Keralas socio-economic transformation. How will you respond to the allegation that KIIFB functions as a parallel government? You need to understand how we take up a project. We dont randomly decide one day to take up a project. Most KIIFB projects have their origin in the state budget. Theres a rigorous process involved for the rest. For KIIFB to take up a project not mentioned in the budget, the department concerned must approve it. The department, meanwhile, needs the cabinets clearance. Over a period, wont KIIFB become a burden to the government? Also, what if the liability is too high for it to repay? A probabilistic assessment is that we are on a robust path. Things may go wrong only if you overload KIIFB. KIIFB liability should not and will not go beyond the limit. The fidelity certificate embodies that the KIIFB has the money to repay for the next six months. It is impossible to overload KIIFB unless we do it profligately. Why didnt KIIFB opt for loan funding in the JICA water supply project, which would have been cheaper, while it explored masala bonds which are said to be costlier? JICA (Japan International Cooperation Agency) provides money in foreign exchange. They provide loans at 3% or 2.5%. But we should consider hedging costs. If the hedging cost of foreign exchange is considered, it would be somewhere between 5.5% and 6%. When we add interest, it would be 9%. That is one disadvantage. Another disadvantage is that it can be sourced only through the Government of India window. Third and important limitation is that it is not multi-sectoral. If JICA funds a water supply project, we cannot utilise some of the money for another project. KIIFB has a multi-sectoral focus. What are KIIFBs revenue generating projects? Questions are being raised over KIIFBs long-term sustainability There are industrial parks. Theres a transgrid project done for the KSEB. They save on distribution costs and make repayment to us from it. There are more projects like that. But they constitute only 20% of the portfolio. KIIFBs future is in revenue earning projects. Was there a proposal to levy toll from KIIFB-funded roads? There was a discussion and there are possibilities. But toll is not under consideration at the moment. In future, governments in power may opt for that. KIIFB is facing severe criticism from the Opposition. Is it possible that a future government will shut KIIFB? Normally, such a thought wouldnt arise, as all governments want the betterment of the state. Think about the genesis of the Act behind KIIFB. It was passed unanimously. Think about the feeling behind that. So, you think no sensible government would opt for an exit? It is my 100% belief. If it happens, that will be the blunder or tragedy of the century. Much like KIIFB, K-DISC is a game changer, but their activities havent been publicised much K-DISC is a hotbed of intellectual activities. In 2017, the CM said we should have an institution that can provide a futuristic direction. Thats how it started. K-DISC has exciting possibilities, but things happen behind the scenes. K-DISC will be a game changer in the next five years. You were handpicked by A K Antony to implement the challenging modernising government programme (MGP). It had huge potential, but was dropped due to a lack of political will It was a difficult phase. A lot was invested. Chief secretaries and secretaries were involved in MGP. We got a lot of grassroot-level support. But, unfortunately, MGP was seen as a project of ADB (Asian Development Bank) compelling us to do certain things. V S Achuthanandan, the then Leader of Opposition, strongly opposed MGP and even said those who support the ADB loan would end up in jail (Smiles) He didnt say they will be jailed rather, they will get a slap on the face (laughs). Later, the same VS became CM and was reluctant to relieve you and even opposed your appointment to SEBI. What caused his change of mind? (Smiles) It was a difficult situation for me because my appointment to SEBI got delayed. By then, VS had become familiar with my work. I met the CM several times, requesting to be relieved since my career depended on that decision. I still vividly remember when I met him once. I was a bit emotional and complained: You relieve everyone, but not me. VS, who was generally considered reserved, got up from his chair, held my hand, and said, To relieve you is unlike relieving others. I value that as the greatest recognition I received in my 43-year career especially coming from Achuthanandan sir. Your tenure at SEBI earned you many accolades, but also some very powerful enemies, including Reliance and Sahara A significant issue that came up was the prevalence of benami transactions. The lawyer representing these cases claimed there were two crore investors. But when we investigated, we found that the majority of these so-called investors were actually benami in other words, it was black money circulating under the guise of legitimate investments. Sahara was the largest case. We have heard that the Centre received the highest fine in the Sahara case. How much was it? Yes, the fine was Rs 24,000 crore as per our order. However, only Rs 10,000 crore could be realised, as Sahara was unable to pay the entire amount. Had the governments mechanisms probed deeper, several underlying systemic weaknesses could have been identified and addressed. You had a confrontation with Pranab Mukherjee, the then finance minister I felt that the integrity of SEBI was being compromised to an extraordinary degree. There was a deep concern that this wasnt in the best interest of the public system. That concern led me to raise the issue. When I decided to write to the Prime Minister, it wasnt an easy step. One has to be extremely cautious in such matters after all, he was in charge of SEBI. It was an agonising moment for me. I kept asking myself whether I should send such a letter? But if I was convinced that the system was compromised, then what should I do? Thats why I finally decided to write the letter. Of course, the letter triggered disciplinary proceedings against me. But when it reached Manmohan Singh, he noted that there was nothing unlawful about an officer writing directly to the PM. Why didnt you go to Pranab Mukherjee directly? Protocol would have required that, but thats precisely why the concept of a whistleblower exists. The whole idea behind whistleblowing is that the whistleblower needs to be protected. When the system itself is compromised, you cant rely on the usual hierarchy to fix it. You are a recipient of IIT Kanpurs Satyendra Dubey Award, a rare honour, for officers known for their integrity. But you have faced vigilance probes and even a CBI enquiry isnt that ironic? Integrity always has a price. In my case, the price was a bit heavy. It created some hard times, especially for my family. I investigated cases that came before me. In some of those cases, I had to mention certain prominent persons, and that created some backlash. How did the government respond when the disproportionate assets case came up? Two people defended me in the assembly one was CM Pinarayi Vijayan and the other was (former Chief Minister) Oommen Chandy. When Oommen Chandy raised the issue of an honest officer being targeted in the assembly, the CM said that he shared the same opinion. Do you think Jacob Thomas, who initiated the vigilance probe, had any personal grudge against you? I dont know. He once considered me a friend. But when a raid is conducted in a house, theres no need to take its measurements. If the vigilance asks the municipality, they will immediately provide the map and details. That house is in a colony, and if they had asked the society secretary for the details, they would have got them. There was no need for such a raid it was a public show. Coming back to KIIFB, there was criticism about the KIIFB audit. What is its audit mechanism? We follow all necessary requirements for a high-value debt entity. We have a quarterly audit by an audit committee consisting of independent members. Before that, theres a statutory audit. Then we have a risk-based audit and internal audit. The government announced big welfare measures recently. How feasible are these at a time of fiscal stress? A majority of these are already announced projects. Shouldnt we fulfil those? Liquidity management is a fine art. There is fiscal stress. Its primarily due to restrictions even for capital expenditure. But within the fiscal stress, liquidity can be managed by controlling and rescheduling expenditure and tapping revenue earning resources to the maximum. Can we justify freebies at such a time? I dont agree with the term freebies. I view this as economic empowerment of families. When we give women Rs 1,000 as pension, she will spend it wisely for family and children. Women empowerment is one of our proclaimed objectives. Anonymity is said to be one of the three pillars of civil service. But many of our current officers are social media stars... Theres such a tendency. In fact, anonymity is a kind of defence. It isnt an abdication of responsibility. When major government projects come up, can an officer claim that hes the force behind them? It is neither ethical nor factual. You are into martial arts and taekwondo My passion for martial arts began from college days. I got a 2nd Dan. LUCKNOW: Issuing directives to the authorities of the Uttar Pradesh Industrial Expressway Development Authority (UPEIDA) to expedite work on the Ganga Expressway and complete the project by December this year, Chief Minister Yogi Adityanath asked officials to cancel land allotments in the UP Defence Industrial Corridor if investors fail to begin work within three years. He also ordered a transparent monitoring system to track land use and investor progress. Chairing a high-level review meeting of UPEIDA late Wednesday evening, CM Yogi said land allocations should not remain idle and that new facilities should be provided only where there is genuine development. If an investor fails to utilise the allotted land within three years, the allocation should automatically be cancelled, he said, cautioning officials against land hoarding and instructing them to ensure timely execution of projects. Officials were asked to set up a clear, accountable system to monitor progress and to grant further concessions only on demonstrable milestones. As per UPEIDA authorities, investment proposals worth about Rs 30,819 crore have been received for the defence corridor, and 5,039 acres of land have already been acquired. Several companies have begun operations at corridor sites, officials said. The CM also emphasised the establishment of skill development centres at every node Lucknow, Kanpur, Jhansi, Agra, Aligarh and Chitrakoot to train local youth for technical roles in defence production. Turning to road infrastructure, Yogi described expressways as the backbone of Uttar Pradeshs economy and urged officials to expedite work on the Ganga Expressway, directing that construction be completed by December. The review also covered proposed extensions, including the MeerutHaridwar, NoidaJewar and ChitrakootRewa link expressways, as well as new projects such as the Vindhya Expressway and the VindhyaPurvanchal link to improve connectivity between Prayagraj, Mirzapur, Varanasi, Chandauli and Sonbhadra. LUCKNOW: IIT Kanpur director Manindra Agrawal said that while the recent cloud seeding exercise in Delhi failed to induce artificial rain, it provided valuable information for future endeavours, particularly in understanding pollution reduction dynamics. Interacting with media persons on Wednesday, the IIT director said that data gathered from 15 monitoring stations set up across the national capital to measure air pollution and moisture levels showed a 610 per cent reduction in PM 2.5 and PM 10 concentration. On Tuesday, two aircraft had taken off from airfields in Kanpur and Meerut managed by the IIT Kanpur expert team. The operation covered Khekra, Burari, North Karol Bagh, Mayur Vihar, Sadakpur, Bhojpur, and surrounding regions. Each flare weighed about 0.5 kg, with eight flares released per sortie, dispersing a tested mixture designed to enhance precipitation potential. Talking about the trial being unsuccessful and the high expenditure associated with cloud seeding, he reiterated that the term experiment implied the possibility of both success and failure. If we fear failure and don't undertake an experiment, then we will not make progress, he added. This shows that even with a very small or low level of moisture in the cloud, when we do the seeding, it does result in some impact, not the impact that one would ideally like to see, but still some impact, said the IIT-K professor, adding that it was extremely useful information for future endeavours. He said that the cloud moisture was very low at around 15 per cent. Due to the low moisture content, the chances of inducing rain were very small, so we did not achieve success in that regard, he explained. Prof Agrawal further stated that the overall cost of cloud seeding was not as high as the amount being spent to control pollution in Delhi. He said that seeding an area of about 300 sq km was estimated to cost somewhere around Rs 60 lakh, which comes to approximately Rs 20,000 per sq km. If the process is done for the entire winter month, around Rs 2530 crore will be spent. The amount of money spent on pollution control in Delhi is much more, he added. Meanwhile, the cloud-seeding activity planned for 29 October 2025 has reportedly been put on hold due to insufficient moisture in the clouds, as the process is highly dependent on the right atmospheric conditions.

KANPUR:A law student's stomach was split open and two fingers were chopped off after an argument with a medical shop owner turned violent here, police said on Sunday. Three persons, including the shop owner, have been arrested for the attack that took place in the Rawatpur area around 9 pm on Saturday. A search is underway for a fourth accused, they said. Abhijeet Singh Chandel (22), a first-year LLB student and a resident of Keshavpuram, went to the pharmacy near his house. He had an argument with the shop owner, Amar Singh Chauhan, over the price of a medicine, according to police. Chauhan, his brother Vijay Singh and their two aides -- Prince Srivastava and Nikhil Tiwari -- allegedly launched a violent attack on Chandel, Assistant Commissioner of Police (Kalyanpur) Ranjeet Kumar said. Armed with a chopper, the accused struck the student on the head and stomach, leaving him grievously injured. His stomach was split open and two fingers were chopped off during the attack, the ACP said. Soaked in blood, Chandel collapsed on the road while the attackers fled. Locals rushed to his aid. Chandel's family tied his intestines with a cloth before rushing him to a hospital. The family took him to four hospitals, but all of them refused to admit him due to his critical condition, said an official who spoke on the condition of anonymity. The youth was admitted to Regency Hospital, where doctors performed a two-hour surgery. He received 14 stitches on the head, the ACP said. The victim's mother, Neelam Singh Chandel, claimed that the accused were well connected with police and managed to get a false extortion case registered against her and her injured son the same night. Instead of arresting those behind the murderous attack, police booked my son, who is fighting for his life, she said. ACP Kumar said Chauhan, Singh and Tiwari have been arrested on charges of attempt to murder. The fourth accused, Prince Srivastava, is on the run and efforts are on to trace him. Kumar said an extortion FIR was registered against Chandel based on Chauhan's complaint, but a fresh case was registered once the truth about the brutal assault emerged.

KANPUR: Sixteen years after the brutal murder of a television journalist, a Kanpur court has convicted and sentenced four people to life imprisonment. Among those sentenced are the victims colleague, her two brothers, and a family friend. In June 2009, the body of 26-year-old Brijesh Gupta was found wrapped in cloth inside a car parked in Govind Nagar. He had sustained multiple injuries. According to government counsel Gaurendra Tripathi, the court examined nine prosecution witnesses before finding the accused guilty. Life imprisonment was awarded to Kanika Grover a newsreader at the same TV channel as Brijesh her brothers Sunny and Monney, and their friend Surjeet Singh alias Shunty. Kanikas mother, Alka Grover, and her uncle, Rajeev Kumar, were sentenced to five years in prison for their role in destroying evidence. All six, who had been out on bail during the trial, were taken into custody following the verdict. The case dates back to June 14, 2009, when a resident of Ratanlal Nagar noticed a car with a Press sticker parked in the area for an extended time. Upon opening the car, police found Brijeshs body inside. Brijeshs brother, Prabhat Kumar, later filed a complaint at Govind Nagar police station. He reported that Brijesh had said he was going to drop Kanika and others home. When he did not return that night, the family began searching for him. They eventually found his body in the parked car. His licensed firearm and gold ornaments were missing. Tripathi said police investigations revealed that Kanika and her family bore a grudge against Brijesh, accusing him of regularly harassing her. Acting on a tip-off, police first arrested Surjeet, who confessed and led authorities to the other accused. He admitted the crime was committed at their home, after which they wrapped the body in cloth and placed it in Brijeshs car. District Government Counsel Dilip Awasthi added that Kanikas family also believed Brijesh had falsely implicated her father in a criminal case, which intensified their animosity towards him.

LUCKNOW: Puja Shakun Pandey, an office-bearer of the Akhil Bharat Hindu Mahasabha (ABHM) and the main accused in the murder of a businessman in Uttar Pradeshs Aligarh on September 26, was arrested from Bharatpur in Rajasthan on Saturday. Abhishek Gupta, a 25-year-old two-wheeler showroom owner, was gunned down by two assailants in Aligarhs Roravar area while he was boarding a bus to Hathras. Puja Shakun Pandey and her husband, ABHM spokesperson Ashok Pandey, allegedly hired the two shooters Mohd Fazal and Asif to kill Gupta. A case against Puja and her husband was registered the same night at the Roravar police station. According to Aligarh Senior Superintendent of Police (SSP) Neeraj Kumar Jadaun, Puja was arrested from Bharatpur late Friday night. Abhisheks family claimed she had been sexually harassing him over a period of time and allegedly planned his murder after he broke all ties with her, said the SSP. However, police sources also indicated that a business deal gone sour between Puja and Abhishek might have led to the murder. Ashok Pandey and the two shooters are already in jail, according to police sources. Aligarh Superintendent of Police (City) Mrigank Shekhar Pathak said last week that Mohd Fazal had been arrested in connection with the case, and the main shooter, Asif, was apprehended on October 3 near the Delhi-Kanpur highway at Shah Kutubpur. Pathak added that Asif carried a reward of Rs 25,000 and was wanted in other criminal cases as well. Puja Shakun Pandey, also known as Annapurna Maa, who holds the religious title of Mahamandleshwar, had been absconding since the night of the murder and carried a reward of Rs 50,000 on her arrest. Puja had previously made headlines for publicly praising Nathuram Godse, the assassin of Mahatma Gandhi. Following her capture, she was brought to Aligarh for interrogation. Police sources revealed that both shooters had known Puja and her husband for 78 years and had undertaken welding work at their house about a month ago. During this time, the couple allegedly offered them money to eliminate Abhishek Gupta. Initially, the shooters demanded Rs 5 lakh, but the deal was finalized at Rs 3 lakh, of which Rs 1 lakh was already paid, SP Pathak said. The Pandeys had also provided the killers with Guptas photo prior to the murder. Call records cited by police show that Ashok Pandey contacted Fazal 27 times between August and September and spoke to his absconding wife 11 times during the same period. Abhishek Gupta was with his father when two bike-borne assailants shot him in Roravar. He was rushed to a hospital but succumbed to his injuries later that night. Guptas father named Puja Shakun Pandey and Ashok Pandey in his complaint, stating that relations between the couple and his son had been strained.
