Rajasthan HC rejects plea for premature release of 1993 train blast case convicts
JAIPUR:The Jaipur Bench of the Rajasthan High Court has refused to grant premature release to life convicts sentenced under the Terrorist and Disruptive Activities (Prevention) Act (TADA) in the 1993 serial train bomb blasts case. Delivering the verdict, a division bench of Justices Sudesh Bansal and Bhuvan Goyal held that granting early release to those convicted of terrorism-related offences would endanger societal safety and national security. The court underlined that such leniency could undermine public confidence and disturb public order. The pleas were filed by Asfaq Khan from Dausa, Fazlur Rahman Sufi of Mumbai, Abre Rahmat Ansari of Kabinagar in Uttar Pradesh, and Mohammad Aijaz Akbar from Gulbarga. Each of them has spent more than two decades in prison and sought relief citing advanced age and deteriorating health. The convicts relied on the Ministry of Home Affairs guidelines, arguing that prisoners become eligible for consideration of premature release after completing 20 years of incarceration. They further claimed that their cases should be assessed in accordance with the remission policy prevailing at the time their sentences were awarded. Resisting the petitions, Additional Solicitor General Bharat Vyas and Advocate General Rajendra Prasad, representing the Centre and the Rajasthan government, argued that the Rajasthan Prisoners (Remission of Sentence) Rules, 2006, as well as the earlier 1958 rules, categorically prohibit early release of TADA convicts. They emphasised that Rule 9(5) specifically excludes such cases from being examined by the Advisory Board. The matter relates to the coordinated bomb attacks carried out on six long-distance trains passing through Mumbai, Surat, Lucknow, Kanpur and Hyderabad on the night of December 5, 1993. The blasts claimed two lives and left 22 people injured. The Central Bureau of Investigation probed the case, and upon completion of the trial on February 28, 2004, the accused were awarded life imprisonment.
Long-distance bus travel offers cleaner air than polluted cities in winter: Study
NEW DELHI: A new study by Respirer Living Sciences in collaboration with IntrCity SmartBus has found that long-distance bus travel during winter exposes passengers to significantly cleaner air compared to the severely polluted conditions in many north and central Indian cities . The study, conducted from December 7 to 14, 2025, covered 11 intercity routes across the country and is Indias first to measure real-time air quality inside long-distance buses. Its findings show that passengers spent up to 80% of their travel time breathing air with PM2.5 levels below 60 micrograms per cubic metre (g/m). Across most routes, around 6080% of the journey duration recorded PM2.5 levels under 60 g/m, indicating generally acceptable in-cabin air quality during transit. The analysis suggests that air filtration and in-cabin air systems play a crucial role in reducing passenger exposure to pollution, even while travelling through heavily polluted corridors in northern and central India. The study notes that while pollution spikes did occur, they were short-lived and intermittent. Overall, a substantial share of bus travel took place under low to moderate PM2.5 levels, offering a relatively cleaner breathing environment compared to outdoor city air during winter. Route-wise data showed particularly favourable conditions on sectors such as DelhiKanpur, PuneNagpur, PuneBangalore, DelhiLucknow, PathankotDelhi, DelhiKatra, and KatraDelhi, where PM2.5 levels remained below 60 g/m for more than 80% of the travel time. In contrast, the DelhiPathankot and LucknowDelhi routes recorded slightly higher exposure, with over 20% of travel time exceeding the 60 g/m threshold. Even on routes with relatively higher pollution, exposure to PM2.5 concentrations above 90 g/m was generally limited to a small portion of the journeyoften less than 1015% of total travel time. According to the study, these brief pollution peaks are likely linked to short-term external factors such as traffic congestion or localised pollution hotspots. Researchers said the findings provide a detailed picture of passenger exposure to particulate pollution during long-distance road travel and add a new dimension to discussions on mobility and public health in India. The study is the first publicly shared evidence of real-time air quality conditions inside long-distance buses in the country. Police file chargesheets in three more cases against Tauqeer Raza in Bareilly violence
LUCKNOW: Police have filed chargesheets in three more cases against Ittehad-e-Millat Council president Tauqeer Raza, the main accused in the September 26, 2025 violence in Bareilly district, officials said on Wednesday. With this, chargesheets have now been filed in seven of the 10 cases registered in connection with the incident, while investigations are under way in the remaining three cases. Raza, a cleric, has been named as an accused in all the cases. As per Bareilly Senior Superintendent of Police Anurag Arya, chargesheets had earlier been filed in four cases. On Tuesday, chargesheets were submitted in three more cases registered at the Cantonment, Qila and Premnagar police stations. According to police investigations, Raza allegedly hatched a conspiracy to trigger violence and tasked his close aides, including IMC general secretary Nafees Khan, former district president Nadeem Khan and Munir Idrisi, with mobilising a crowd and allegedly inciting an attack on police personnel. The violence erupted on September 26 under the pretext of protests linked to a controversy in Kanpur over posters bearing the words I Love Muhammad. Bareilly violence: Maulana Tauqeer Razas personal secretary surrenders before court, sent to jail During the unrest, mobs allegedly opened fire, pelted stones and indulged in looting at five locations across the city. Five cases were registered at the Kotwali police station, two at Baradari, and one case each at the Premnagar, Qila and Cantonment police stations on the night of the incident. Raza was arrested the same night and was later shifted to Fatehpur jail on administrative grounds. Subsequently, Nafees Khan, Nadeem Khan and around 90 other accused were lodged in the Bareilly district jail. According to police authorities, the chargesheet filed at the Cantonment police station named Maulana Tauqeer Raza, along with Nafees Khan, Farhan Raza, Safi alias Safile Ahmed, Faizal Navi, Afzal Beg, Munir Idrisi, Anees Saklaini, Moin Khan, Nadeem Khan, Mohammad Mehtab, Faizan, Moin alias Sajle, Zaki, Arif and Farhad. In the Premnagar case, the chargesheet names Raza, Nafees Khan, Munir Idrisi, Nadeem Khan, Imtiyaz Ali, Mohammad Imran, Musir Alam, Firoz Hussain, Anwar Hussain, Asif, Sameer Ali, Aman Hussain, Kasan Hussain, Faizan Saklaini, Farhan Khan, Faizul Nabi Khan, Anees Saklaini, Arif, Junaid Ali Khan, Afzal Beg, Farhat and Safile alias Safi Ahmed. At the Qila police station, the chargesheet has been filed against Raza, Farhan Khan, Afzal Beg, Ayan, Hassan, Rizwan and Shan. Police said chargesheets were yet to be filed in three cases, two of which are being investigated by the crime branch.
Yamuna Expressway crash: Death toll may rise as identification of burnt bodies begin, say officials
MATHURA: The death toll in the multi-vehicle pile-up that has killed 13 people on the Yamuna Expressway in Mathura may rise further as several severely burnt human remains are yet to be identified, officials said on Wednesday. The identities of five victims of the accident, which took place on Tuesday morning, have been established so far. Many bodies were charred beyond recognition, making identification virtually impossible at this stage, officials said, adding that they were relying on DNA tests for the purpose. According to a panel of doctors conducting post-mortem, police have brought 18 body bags to the mortuary. These contained the heads of 10 victims, torsos of two others, and one largely intact body, while the remaining bags held only small, badly burnt fragments of human remains. Post-mortem examination of all the remains are being carried out and reports are being prepared, officials said. Deputy Chief Medical Officer Dr Gopal Garg said samples of all human remains have been collected and sent to the Forensic Science Laboratory in Agra for DNA profiling and to establish their identities by matching them with samples provided by claimants. The district hospital has officially confirmed the death of 13 passengers in the accident. However, officials said that given the fragmented condition of the remains, the actual number of victims could increase once they receive the DNA test reports. Only after DNA testing of all the remains will it be possible to ascertain how many individuals they belong to. Identification will be confirmed after matching with the samples provided by family members, Dr Garg said. Assistant Regional Transport Officer Madan Sharma said Sunil Kumar (45), who was driving the Azamgarh-bound bus involved in the crash, was missing. The second driver and the conductor were admitted to the hospital with injuries, but they have no recollection of the incident. They told us they fainted immediately after the collision and regained consciousness only after being hospitalised. They are unable to say what happened to Sunil Kumar, whether he was injured or died in the crash. His fate may become clear after examination of the burnt remains, Sharma said. A passenger, Parvati (42) from Rath tehsil in Hamirpur district, also remained untraceable. Her brother-in-law Gulzari Lal searched for her till late on Wednesday evening across hospitals and mortuaries, but no information could be found, officials said. In another case, Kanpur resident Pooja has lost her brother-in-law Anuj Srivastava, who was travelling with her on the bus. With several passengers still unaccounted for and identification of remains pending, officials said the possibility of an increase in the death toll cannot be ruled out.

ED summons codeine smuggling kingpin Shubham Jaiswal; warns of NBW, Interpol notice
LUCKNOW: The Enforcement Directorate (ED) Lucknow Zone unit has issued a final summons to Shubham Jaiswal, identified as the kingpin of a codeine cough syrup smuggling racket, warning him that failure to appear on Monday will prompt the agency to seek a non-bailable warrant (NBW) and initiate proceedings for a Red Corner Notice against him through Interpol. Notably, Jaiswal has already been served two summons by the ED but has so far failed to appear to record his statements in connection with the smuggling racket. The ED issued the warning a day after the Allahabad High Court granted interim protection on Friday to Jaiswal and his father Bhola Prasad Jaiswal from arrest until December 17. The father-son duo is accused of running a massive cross-border narcotics racket in Uttar Pradesh. However, the HC relief could not be extended to Bhola Prasad Jaiswal, who remains lodged in Sonbhadra jail in connection with other criminal cases. He was recently arrested at Ranchi airport while allegedly trying to flee the country. Shubham Jaiswal, along with his accomplices, has already fled the country and is believed to be in Dubai. ED sources said Shubham Jaiswal was named in a UP police FIR and is one of the accused in a PMLA case lodged by the agency based on 24 FIRs filed over the past year by UP Police, STF, and FSDA. These cases relate to large-scale seizures of illegal, adulterated, or mislabelled codeine syrups, the arrest of carriers, forged stock records, and suspicious financial activities by pharmaceutical and transport firms. The FIRs cover districts including Lucknow, Chandauli, Varanasi, Ghaziabad, Sonbhadra, Sultanpur, Kanpur Nagar, Jaunpur, Bahraich, Bhadohi, and Ghazipur, pointing to a widespread and structured criminal network. According to sources, Shubham Jaiswal allegedly created fake GST invoices, manipulated stock registers, employed unregistered transporters handling pharma cargo, routed interstate cash movements through informal channels, engaged in unlicensed bottling, and ran suspected illegal manufacturing units. These findings are an offence under PMLA and is an organised financial crime, said a senior official. The ED has also written to UP Police seeking complete case files and bank details of all 67 accused, and has begun examining bank accounts, GST filings, ITRs, property registries, and digital ledgers. The agency is mapping transporters, warehouses, distributors, and interstate logistics, and is scrutinising suspected shell firms used to route profits. Sources said preliminary probes have revealed diversion of pharmaceutical stock, illegal manufacturing, smuggling routes, and laundering of profits, with the investigation still underway.
FSDA writes to UP district magistrates to invoke Gangster Act in illegal cough syrup case
LUCKNOW: While government agencies are conducting raids and cracking the whip on those allegedly involved in illegal diversion of codeine-based cough syrup and trafficking of narcotic-category medicines, the Food Safety and Drug Administration (FSDA) has shot of letters to 31 district magistrates (DMs) across Uttar Pradesh to book the alleged syndicate operators under the UP Gangsters Act. The FSDA has told the DMs to initiate action under the laws provisions that include seizure of properties disproportionate to the known source of income. Meanwhile, the Enforcement Directorate (ED) conducted raids in a palatial bungalow worth crores, owned by dismissed police constable Alok Kumar Singh in Lucknow on Friday. Alok Kumar Singh, who was arrested in connection with the cough syrup scam, is currently languishing in jail. The ED raided 25 locations simultaneously across six cities in Uttar Pradesh, Jharkhand and Gujarat on Friday morning in connection with a major illegal network dealing in codeine-based cough syrup, officials said. The size of Alok Kumar Singhs bungalow and its overt opulence were there to take everyone in awe. Meanwhile, the development regarding the letters written by FSDA to the DMs has come three days after the Uttar Pradesh government formed a three-member Special Investigation Team (SIT), led by Inspector General of Police, Law & Order, LR Kumar, to investigate the case. The UP Police and FSDA authorities have carried out raids in 332 firms across 52 districts in UP, during the past two months, lodging FIRs against 133 of them across 31 districts. UP forms SIT to crack Rs 425-crore codeine cough syrup smuggling racket According to FSDA Secretary and Commissioner Roshan Jacob, the department conducted months of intensive investigation spanning Jharkhand, Haryana and Himachal Pradesh and collected evidence, including the business links of Uttar Pradeshs super stockists and wholesalers with those states, before launching the raids two months ago. Jacob has also written to district magistrates to initiate action against the jailed operators under the Gangsters Act. As per the FSDA commissioner, CM Yogi had issued directives for stringent action against the culprits ensuring that no diversion takes place from Uttar Pradesh to any other state or country. He (CM) instructed officials not to trouble small traders during enforcement but ensure firm action against super stockists and wholesalers involved in illicit activities, Jacob said. According to officials, for the first time, cases have been registered under the Narcotic Drugs and Psychotropic Substances Act (NDPS) Act and Bharatiya Nyaya Sanhita (BNS) for illegal diversion of codeine-based cough syrup. Earlier, such violations were dealt with only through licence cancellations. Informed sources reveal that while probing the records of 332 drug-selling establishments, it was found that many of them did not actually exist and were functioning only as billing points with no purchase or sale records. Many others lacked proper storage arrangements. Out of the 332 firms, 133 were found to be involved in the organised illegal diversion of these medicines for non-medical use. It was discovered that the diverted stock was being routed primarily through state capital Lucknow, Kanpur, Lakhimpur Kheri, and Bahraich to Nepal, and from Varanasi and Ghaziabad to Bangladesh. Cases of trafficking of codeine-based cough syrup for drug abuse have been identified in cities including Varanasi, Jaunpur, Kanpur Nagar, Ghazipur, Lakhimpur Kheri, Lucknow, Bahraich, Bijnor, Prayagraj, Pratapgarh, Sitapur, Sonbhadra, Balrampur, Raebareli, Sant Kabir Nagar, Hardoi, Bhadohi, Amethi, Shravasti, Siddharthnagar, Unnao, Basti, Ambedkarnagar, Azamgarh, Saharanpur, Bareilly, Sultanpur, Chandauli, Mirzapur, Banda, and Kaushambi, officials said.

NEW DELHI: Kanpur mourns the loss of Rohan (28), a chef from Kalyanpur, who was among the 25 people killed in the tragic nightclub fire in Goa . Rohan had been working at the club for the past 18 months. Rohan, a native of Nepal, had been living in Kanpur with his maternal uncle, Kunwar Singh, in the Barasirohi locality. He had previously worked in various restaurants in Kanpur before moving to Goa in February 2024 for a higher-paying chef position. Speaking to reporters, Kunwar Singh said, Rohan had been living with me since childhood. When one of his acquaintances informed him about a better job opportunity in Goa, he decided to move there. The family was contacted by the Goa police after the fire. Rohans brother confirmed that the family had left for Goa to bring his mortal remains home, while his mother, Sunita Singh, had travelled from Nepal to Kanpur. Additional Commissioner of Police Kapil Dev Singh confirmed that Rohans death was accidental. The incident has left the family and friends in deep shock as they prepare to bring his body back to Kanpur. The fire in the Goa nightclub has so far claimed 25 lives, prompting investigations into the cause of the tragedy.
UP forms SIT to crack Rs 425-crore codeine cough syrup smuggling racket
LUCKNOW: The Uttar Pradesh government on Monday announced the formation of a Special Investigating Team (SIT) to dismantle an organised racket involving the illegal diversion of codeine-based cough syrup for narcotic abuse. The smuggling case came to light around 20 days ago when a truck loaded with codeine-based cough syrup was seized in Sonbhadra. Speaking to the media, FSDA Secretary Roshan Jacob, accompanied by Principal Secretary Sanjay Prasad and DGP Rajeev Krishna, said the SIT had been formed to investigate the case. Three accused have been arrested so far. Jacob said misleading information was being circulated on social media. Police have taken action. A truck of cough syrup was caught in Sonbhadra some 20 days ago and based on that evidence, a second truck was recovered in Ranchi, she said. She clarified that the UP case has no connection with a similar case reported in Madhya Pradesh. She said the investigation had been expanded to 300 drug dealers to trace the main supply channels. We want to reach the big traders, not the small retailers, Jacob added. UP DGP Rajeev Krishna said that using cough syrup for any purpose other than its normal medical use amounted to a legal offence. Several pieces of evidence have been found in the last two months. FSDA has registered 128 FIRs across 28 districts, including 38 in Varanasi, 16 in Jaunpur, eight in Kanpur, six in Ghazipur and four each in Lakhimpur Kheri and Lucknow, he said. Meanwhile, Deputy Chief Minister Brajesh Pathak, who holds the health portfolio, said in Jaunpur that strict action would be taken against the guilty irrespective of their social standing. The DGP added that 279 medical stores were inspected, and many were found to be non-existent. Others had serious anomalies in sale and purchase records. It reflects that the firms were selling cough syrup in an organised manner as an intoxicant, not a medicine. The drug was being supplied from Lucknow, Lakhimpur, Bahraich, Varanasi, Ghaziabad and even Nepal to Bangladesh, he said. In a parallel crackdown, the SIT constituted by the Varanasi Police Commissionerate to probe the smuggling racket run by Shubham Jaiswal of Varanasi arrested two close associates of the kingpin. The racket was operated through his firm, Shelly Traders. Shubham Jaiswal is believed to have fled to Dubai along with his associates Gaurav Jaiswal and Varun Singh on November 5. His father, Bhola Prasad Jaiswal, was arrested at Kolkata airport on November 30 while attempting to fly to Dubai. The two accused arrested on Monday, Vishal Jaiswal and Badal Arya, revealed key details during interrogation. They allegedly earned large sums by setting up shell firms, receiving Rs 25,00030,000 per consignment. The SIT also uncovered suspicious transactions worth Rs 425 crore linked to Shubham Jaiswal over the past two years. DCP Gaurav Basbal said Shubham Jaiswal had left India and look-out circulars were being issued. A Red Corner Notice would also be sought through Interpol. The arrested duo told interrogators that CA Devesh Jaiswal had full access to Shubhams bank accounts. They said they had conducted business worth around Rs 7 crore with him within a year. One of the accused, Badal Arya, claimed Devesh Jaiswal helped him open his firm. The other accused, Vishal Jaiswal of Hukumganj, also said Devesh Jaiswal helped him open a firm named Hariom Pharma. I would place orders but the syrup never came to my shop. I used to get Rs 20,00030,000 in cash, he said. SIT chief ADCP Kashi Zone Saravanan T said two more suspects were being questioned and their documents were being scrutinised.

Sriprakash Jaiswal, former Union minister, veteran Congress leader dies at 81
KANPUR/ NEW DELHI: Former Union minister and veteran Congress leader Sriprakash Jaiswal died in Kanpur on Friday following a cardiac arrest. He was 81. Jaiswal was first taken to a local nursing home in Kidwai Nagar on Friday evening after his condition worsened. He was later shifted to the Cardiology Hospital, where doctors declared him dead on arrival. Born in 1944 in Kanpur to Ganga Prasad Jaiswal and Chandrakali Devi, Jaiswal remained closely connected to his hometown throughout his life. A student of BNSD Inter College, he entered public service early and was elected Mayor of Kanpur in 1989, senior party leader Har Prakash Agnihotri said. Jaiswal married Maya Rani Jaiswal in 1967 and is survived by two sons, one daughter and two grandchildren. His family was with him during his final hours. Before entering the Union Cabinet, he served as president of the Uttar Pradesh Congress Committee from 2000 to 2002. Jaiswal held significant portfolios in the UPA government led by Manmohan Singh. He served as minister of state for home affairs from 2004 to 2009 and later held the coal ministry from January 2011 to May 2014. In 1999, he was elected to the 13th Lok Sabha from the Kanpur constituency and retained the seat in 2004 and 2009, becoming a three-term MP and one of the most influential Congress leaders from Uttar Pradesh, Congress city president Pawan Gupta said. In 2009, following attacks on Indian students in Australia, Jaiswal travelled to Melbourne to review the situation first hand. His visits to hospitals, temples and public transport systems helped bring international attention to the issue. Condoling his death, Congress president Mallikarjun Kharge said Jaiswal was a true and loyal Congressman who worked diligently for the development and welfare of Kanpur. His departure is a big loss for the Congress party, he said in a post on X. Even after his defeat in the 2014 elections, Jaiswal remained active in Kanpurs political and social life.

KANPUR: The Ganesh Shankar Vidyarthi Memorial Medical College here has removed Dr Shaheen Sayeed's name from its pharmacology department board after her name emerged during the ongoing Delhi blast investigation, a senior official said on Saturday. The Indian Medical Association's Uttar Pradesh chapter has also begun the process to revoke the lifetime membership of Dr Sayeed. The official, requesting anonymity, said the college decided to remove her from the board as a precautionary measure following inputs by the Delhi Police and the Anti-Terrorism Squad (ATS). It acted promptly to prevent any misidentification or reputational impact, the official added. Dr Sayeed headed the department from September 1, 2012, to December 31, 2013 and was succeeded by Dr Pooja Agarwal on January 1, 2014, another official confirmed. Teams of the ATS and the National Investigation Agency (NIA) visited the GSVM campus on Friday and again on Saturday, inspecting the pharmacology department and seeking details about Dr Sayeed and individuals who may have remained in contact, officials said. Investigators also reviewed selected departmental documents, they said. IMA's Kanpur secretary, Dr Shalini Mohan, told PTI that the branch met on Friday and unanimously recommended expulsion, adding, A formal letter was sent on November 13, urging permanent cancellation of her membership. LUCKNOW: Intensifying its crackdown on a suspected terror network across Uttar Pradesh, the Anti-Terrorist Squad (ATS) of the state police and the National Investigation Agency (NIA) detained Dr Mohammad Arif, 32, in Kanpur. Dr Arif is a senior resident doctor in the cardiology department of the Ganesh Shankar Vidyarthi Memorial (GSVM) Medical College, a government institution. The special cell of the Delhi police also detained Dr Farooq, an assistant professor at the GS Medical College in the state's Hapur district, for questioning. So far, the probe agencies have arrested or detained five doctors from UP -- Dr Adeel Ahmad Rather, Dr Shaheen Saeed, Dr Parvez Ansari, Dr Farooq and Dr Mohammad Arif -- in connection with the Red Fort blast in Delhi. Dr Arif was picked up from his rented flat in Kanpurs Ashok Nagar area by the investigating agencies late on Wednesday night. A native of Anantnag district of Jammu and Kashmir, Dr Arif joined GSVM Medical College in August. He is being questioned over his alleged links with the Jaish-e-Mohammed (JeM)-backed Faridabad terror module suspected of involvement in the Red Fort blast that claimed 12 lives. Acting on intelligence inputs, the ATS raided the premises and detained him for questioning. His personal electronic devices and communication records have also been seized for forensic analysis to determine his possible role in the wider terror network. His landlord was also questioned and his rent agreement and other related documents were checked, said an officer aware of the development. The head of the cardiology department of GSVM Medical College, Dr Umeshwar Pandey, confirmed that the ATS had taken Dr Arif for questioning. Pandey said that after completing his MBBS and MD, Dr Arif had joined the institute as a first-year resident doctor. Due to a shortage of hostel facilities for first-year residents, he was living outside the campus, he added. LUCKNOW: Dr Shaheen Shahid, a 46-year-old doctor from Lucknow, based in Faridabad, has been arrested by Jammu and Kashmir Police in coordination with central intelligence agencies for her alleged links to a terror module connected to the banned outfit Jaish-e-Mohammed (JeM). Her residence is in the Khandari Bazaar area under Kaiserbagh police station in the state capital. Dr Parvez Ansari, arrested by the UP ATS on Tuesday after raids at his residence in Madiyaon, another locality in Lucknow, is Dr Shaheens younger brother. Dr Shaheens arrest in Faridabad on Monday followed the recovery of an AK-47 rifle and live cartridges from a car registered in her name, reportedly being used by Dr Muzammil, who is also under investigation. According to UP ATS officials, Dr Shaheen was born in 1979 and raised in Lucknow. She was academically brilliant, topping both Class X and Class XII at a Government Girls College in Lucknow. She later pursued an MBBS and MD from a government medical college in Prayagraj before joining Ganesh Shankar Vidyarthi Memorial (GSVM) Medical College, Kanpur, in 2006, where she worked as a faculty member until 2013. Dr Shaheen joined the Department of Pharmacology at GSVM Medical College as an Assistant Professor in 2006. She was transferred to Kannauj Medical College for six months in 2009 but returned to Kanpur in 2010. Records show she stopped reporting for duty in 2013 without any official leave or notice, despite repeated attempts by the college administration and colleagues to contact her. Her services were officially terminated in 2021. Her first husband, Dr Jafar Saeed, is an ophthalmologist. Following their divorce in 2015, she reportedly developed a relationship with Dr Muzammil, who is now a prime suspect in a broader investigation into suspected terror funding and ideological indoctrination networks. Dr Shaheen later became associated with Al-Falah University in Haryana, where she is believed to have met Dr Muzammil. Her father, Syed Ahmad Ansari, who lives in Lucknow with his eldest son Shoaib, said he was unaware of his daughters alleged involvement in such activities. Indias national highway network has surged from 91,287 km in 2014 to over 1.46 lakh km today, a 60% increase. Currently, 48,536 km of projects worth Rs 12.20 lakh crore are underway, with completed schemes totaling Rs 16 lakh crore and upcoming projects at Rs 15 lakh crore. Sixteen major highway corridors, including the Arunachal Frontier Highway (Rs 30,000 crore) and ShillongSilchar Greenfield Highway (Rs 23,000 crore), have been sanctioned to boost regional connectivity. Ring roads in cities like Ayodhya, Kanpur, and Guwahati aim to ease congestion. In 11 years, 1.06 lakh km of highways have been constructed, with the ministrys budget rising ninefold to Rs 2.87 lakh crore. Q) Some projects still face delays in projects caused by land acquisition and environmental clearance issues? Land acquisition falls under state governments, while environmental clearances involve multiple departments, making coordination key. Reducing delays is a test of effective leadership. We prioritise sustainable planning, ensuring timely land acquisition and fast-track approvals for forest, wildlife, and environmental clearances. At least 90% of land and clearance requirements must now be completed before project awards.Regular meetings with state officials and the PM Gati Shakti initiative have streamlined inter-ministerial coordination. Digital portals, Bhoomi Amount Digital Portal for land and Parivesh for environmental approvals simplify processes, accelerating project delivery and enhancing efficiency nationwide. Q) India has seen record construction of highways in recent years but their maintenance still seems to be a challenge. For each fault, we (the Central Government) are held responsible. About 80 percent of complaints on social media are not under our jurisdiction or do not pertain to national highways (NHs). Our roads are of good quality; however, there have been some problems. We are continuously improving the technology and will definitely address these issues. Regarding accountability, we are serious about ensuring that officers and contractors are responsible if roads are not maintained properly. There should be no compromise with quality, and we are committed to fixing lapses wherever they occur to maintain high standards. Q) How long will it take to implement the GPS based Electronic Toll Collection (ETC) system? It has already started at some locations and will be introduced at 4 to 6 places from November 15. We will move further gradually, expanding the initiative step by step while monitoring progress and ensuring smooth implementation at each stage. Q) With Bihar heading into elections, how does the state compare to others in development across key sectors like water, power, transport, and roads? Bihar needs accelerated development compared to other states. Water, power, transport and roads are the basic requirements for progress. The developmental work undertaken by our government, in the last 10-11 years, has transformed the face of Bihar. Business and industries are growing steadily in Bihar. The young people of Bihar see their future in development and employment. They do not bother about Jaat (Caste), Pant (Community), Dharma (Religion) and Bhasha (Language). They aspire to excel in education, seek better job opportunities, and want to actively contribute to the nations growth. I think that the state has sufficient electricity supply. Irrigation has significantly improved. The road infrastructure has also got better. Earlier, the Ganga had just two bridges, now we have 13. In the highway sector; projects worth Rs five lakh crores are going on. Projects having a cost of Rs 2.5 lakh crores either have been completed or on the verge of completion. Some will start soon. We are building big highways; Varanasi-Kolkata highways cost of Rs 40,000 crores and Gorakhpur-Siliguri Expressway is worth Rs 50,000 crores. All these highways will change the landscape of Bihar. With a strong and vast network of highways and robust power sector, the industry will reach the state naturally and will ensure Bihar's comprehensive development. SIR campaign commences in Uttar Pradesh, State's final voter list to be out on February 7 2026
LUCKNOW: The Special Intensive Revision (SIR) campaign to revamp the voter list in Uttar Pradesh commenced with Booth Level Officers (BLOs) visiting door-to-door on Tuesday. The voter list updated through SIR will serve as a crucial foundation for the 2027 Assembly elections. Both the ruling Bharatiya Janata Party (BJP) and the main opposition Samajwadi Party (SP) have deployed strong teams at each booth for the campaign. Meanwhile, the Bahujan Samaj Party (BSP) has assigned responsibilities to booth presidents, sector presidents, and Booth Level Agents (BLAs), who have undergone training. Congress and other parties are working to strengthen booths according to their capacities. Uttar Pradesh has over 15.44 crore voters with over 1.62 lakh booths across the state. As per the Chief Electoral Office sources, BLOs of more than 1.62 lakh booths commenced the door-to-door campaign from Tuesday. The final voter list of SIR would be published on February 7, 2026. Before it, based on BLO reports, Electoral Registration Officers (EROS) of each assembly constituency will release draft voter lists on December 9, 2025. The sources added that voters and political parties would submit claims and objections from December 9 to January 8, 2026, and the EROs would resolve them from December 9 to January 31, 2026. West Bengal SIR: What voters need to know before BLOs visit their homes Under the Election Commission's new system, a maximum of 1200 voters will now be at one booth, making it easier to contact them and conduct voting on election day. Officials at the CEO's office said that this would increase the number of polling booths in the state from 1.62 lakh to over 1.82 lakh. In the wake of the commencement of the campaign, the BJP, sticking to its strategy of winning the booth means winning the election. With this mantra, the party has made plans to prepare voter lists based on this same mantra. The ruling party has already appointed coordinators for SIR in Awadh, Kashi, West, Braj, Gorakhpur and Kanpur regions, along with setting up war rooms. All regional coordinators have been instructed to sit in the war room daily. They have to talk to district and assembly coordinators connected to their region daily and take reports. BJP's war room will also be set up in each district along with the region. A team of at least 10 workers will be deployed in it. The team will be present in the war room from morning to evening. The BJP has also assigned responsibility to MPs and MLAs in SIR. All MPs of the state and 2024 candidates, MLAs and defeated candidates of 2022 have been given the responsibility of getting voter lists printed. They have to set up a war room in the assembly constituency and review SIR work at their booths every five days. They need to stay in contact with Mandal and Booth daily. Weekly review would be done by the team of MLAs and defeated candidates. Similarly, the Bahujan Samaj Party (BSP) has deputed teams of six persons at each booth regarding SIR. Booth President, Booth General Secretary, and three Booth Secretaries will assist the Booth Level Agent (BLA). They will also help the BLA in gathering information about each voter by going door-to-door. The BSP has assigned responsibility to sector presidents for monitoring booth-level teams. Each sector has 10 to 12 booths. In each sector, a team of 11 people, including the president, is working. They have also been given booth-wise monitoring responsibility. DMK asks Supreme Court to stop SIR in Tamil Nadu Meanwhile, the Samajwadi Party (SP) has also geared up for SIR. As per the party's national spokesperson and former MLC Udayvir Singh, SP is deploying agents at the booth level who will coordinate between the Election Commission and the general voters. Booth-level agents have been asked to ensure that no voter's name is left out of being included in the voter list. Booth-level agents are being deployed as PDA guards. Moreover, party MPs and MLAs have also been given responsibilities in their respective areas of monitoring the campaign. A helpline centre is also being set up at the Samajwadi Party headquarters, where help will be provided by the party if anyone faces any difficulty. As per the party sources, special instructions have been given to help those who do not have houses or land. Similarly, Congress is lagging behind a bit as far as the preparations for SIR are concerned. The party is engaged in the process of deploying BLA-1 at all 1.62 lakh booths in the state. November 6 has been set as the deadline for this process. From November 7, they will start their work at the booth level. Congress has created a connecting centre for monitoring the entire process.

LUCKNOW: Chief Election Commissioner (CEC) Gyanesh Kumar on Sunday reaffirmed that any act of violence during the upcoming Bihar Assembly elections would not be tolerated, assuring that voters would be able to cast their votes peacefully and freely. Speaking at IIT-Kanpurs Foundation Day, Kumar also lauded Bihar for successfully conducting the worlds largest voter list purification campaign. He said that once the 51-crore voter list across other states was updated, it would mark a historic achievement for the Election Commission. His remarks came a day after the Election Commission transferred Patnas Superintendent of Police (Rural) and took action against three other officials following violence in Mokama , where gangster-turned-politician Dular Chand Yadav was killed during campaigning. The Election Commission has zero tolerance towards any form of violence during polls and is fully prepared for this, the CEC said. LUCKNOW: Issuing directives to the authorities of the Uttar Pradesh Industrial Expressway Development Authority (UPEIDA) to expedite work on the Ganga Expressway and complete the project by December this year, Chief Minister Yogi Adityanath asked officials to cancel land allotments in the UP Defence Industrial Corridor if investors fail to begin work within three years. He also ordered a transparent monitoring system to track land use and investor progress. Chairing a high-level review meeting of UPEIDA late Wednesday evening, CM Yogi said land allocations should not remain idle and that new facilities should be provided only where there is genuine development. If an investor fails to utilise the allotted land within three years, the allocation should automatically be cancelled, he said, cautioning officials against land hoarding and instructing them to ensure timely execution of projects. Officials were asked to set up a clear, accountable system to monitor progress and to grant further concessions only on demonstrable milestones. As per UPEIDA authorities, investment proposals worth about Rs 30,819 crore have been received for the defence corridor, and 5,039 acres of land have already been acquired. Several companies have begun operations at corridor sites, officials said. The CM also emphasised the establishment of skill development centres at every node Lucknow, Kanpur, Jhansi, Agra, Aligarh and Chitrakoot to train local youth for technical roles in defence production. Turning to road infrastructure, Yogi described expressways as the backbone of Uttar Pradeshs economy and urged officials to expedite work on the Ganga Expressway, directing that construction be completed by December. The review also covered proposed extensions, including the MeerutHaridwar, NoidaJewar and ChitrakootRewa link expressways, as well as new projects such as the Vindhya Expressway and the VindhyaPurvanchal link to improve connectivity between Prayagraj, Mirzapur, Varanasi, Chandauli and Sonbhadra. The meeting reviewed UPEIDAs time-bound plan to attract investment into industrial clusters and logistics parks along the expressways, including provision for reliable power and water, truck terminals, waystations, and health and emergency facilities. Officials said implementation would be closely monitored and linked to land-use milestones so that infrastructure and investment translate into jobs and regional development.

LUCKNOW: IIT Kanpur director Manindra Agrawal said that while the recent cloud seeding exercise in Delhi failed to induce artificial rain, it provided valuable information for future endeavours, particularly in understanding pollution reduction dynamics. Interacting with media persons on Wednesday, the IIT director said that data gathered from 15 monitoring stations set up across the national capital to measure air pollution and moisture levels showed a 610 per cent reduction in PM 2.5 and PM 10 concentration. On Tuesday, two aircraft had taken off from airfields in Kanpur and Meerut managed by the IIT Kanpur expert team. The operation covered Khekra, Burari, North Karol Bagh, Mayur Vihar, Sadakpur, Bhojpur, and surrounding regions. Each flare weighed about 0.5 kg, with eight flares released per sortie, dispersing a tested mixture designed to enhance precipitation potential. Talking about the trial being unsuccessful and the high expenditure associated with cloud seeding, he reiterated that the term experiment implied the possibility of both success and failure. If we fear failure and don't undertake an experiment, then we will not make progress, he added. This shows that even with a very small or low level of moisture in the cloud, when we do the seeding, it does result in some impact, not the impact that one would ideally like to see, but still some impact, said the IIT-K professor, adding that it was extremely useful information for future endeavours. He said that the cloud moisture was very low at around 15 per cent. Due to the low moisture content, the chances of inducing rain were very small, so we did not achieve success in that regard, he explained. Prof Agrawal further stated that the overall cost of cloud seeding was not as high as the amount being spent to control pollution in Delhi. He said that seeding an area of about 300 sq km was estimated to cost somewhere around Rs 60 lakh, which comes to approximately Rs 20,000 per sq km. If the process is done for the entire winter month, around Rs 2530 crore will be spent. The amount of money spent on pollution control in Delhi is much more, he added. Meanwhile, the cloud-seeding activity planned for 29 October 2025 has reportedly been put on hold due to insufficient moisture in the clouds, as the process is highly dependent on the right atmospheric conditions.
