AHMEDABAD: At least eight people were injured, several houses were attacked and around 100 vehicles were vandalised in a communal clash over a village temple in Gujarats Sabarkantha district on Friday night. Police have detained more than 25 suspects. The incident occurred in Majra village of Prantij taluka, following a disagreement over the planning of upcoming Diwali festivities and administration of the Bhairav temple, four days ago. The verbal disagreement gave way to violent clashes as several individuals armed with sticks and stones began to attack houses and vehicles. At least 10 houses were vandalised and a car was set on fire. By the time the rampage subsided, 26 cars, over 50 bikes, 6 tempos, and 3 tractors lay wrecked. The clash left eight people injured, including three in critical condition. All injured have been shifted to Himmatnagar hospitals for urgent treatment. They went to Patels house, vandalised it, and turned the festival chaos into a riot, said Gram Panchayat member Jagdishbhai Patel. Senior police officers, including the SP, reached the village as the situation spiraled out of control. DySP A K Patel confirmed that 25 to 30 suspects have been rounded up in connection with the violence. A heavy police contingent has been deployed in Majra to maintain tight security and prevent any flare-up. The situation is under control. Legal action has been initiated against both groups, Patel said. Meanwhile, a formal complaint has been filed by members of the one community against the sarpanchs family and over 60 individuals from the other community, alleging property damage worth lakhs.

NEW DELHI: The Indian Armys most committed Northern Command carried out a simulation of intense multi-domain, multi-agency exercises using futuristic conflict scenarios. According to a statement by the Army, the exercise challenged commanders, staff and troops with futuristic threats in cyber, space, electromagnetic and cognitive domains. The four-day exercise (13-16 October) named as Vidyut Vidhhwans concluded under the aegis of Headquarters (HQ) Northern Command, with new lessons, improved reflexes and setting of new benchmarks in Indias preparedness for next-generation conflicts. Among the tri-services, while there is a substantial deployment of the Army and Air Force, the Indian Navy also has its complements at select locations. The Army added further that Central Armed Police Forces (CAPFs), sister services, central government agencies and private sector players participated jointly, underscoring the importance of an integrated and whole of a nation approach to continuously evolving security landscape. Participation by indigenous defence industry players set a new benchmark, achieving Jointness, Atmanirbarta (self-reliance) and Innovation. In addition to the Jammu and Kashmir Police, the CAPFs include the Border Guarding Forces: Border Security Force (BSF), Indo-Tibetan Border Police Force (ITBPF), Shashastra Seema Bal (SSB) and the Central Reserve Police Force (CRPF), mandated as the lead Internal Security Force. Troops of the Northeast-based Assam Rifles have also been deployed in the Jammu division for the CI/CT Task. The Northern Command handles borders with both China and Pakistan, including sensitive areas such as Kargil, Siachen, and Eastern Ladakh, where tensions with China continue due to the ongoing standoff. The spectrum of threats handled by Northern Command is not multi-domain, including the traditional border-related issues, long-standing counter terrorism/counter insurgency (CI/CT), but also the modern offence and defence spectrum, which includes the cyber, space and others, as mentioned earlier in the report. As brought out earlier by the TNIE , with Pakistan, India shares a total of 3,323 km border which is divided into three parts: the International Border (IB) (approximately 2,400 km from Gujarat to the north banks of Chenab in Akhnoor in Jammu), the Line of Control (LoC), (740 km long and runs from parts of Jammu to parts of Leh) and the Actual Ground Position Line (AGPL) (110 km long dividing the Siachen region extending from NJ 9842 to Indira Col in the north.) AHMEDABAD: Chief Minister Bhupendra Patels 3.0 cabinet is a carefully calculated blend of caste, region, youth, and power, clearly designed with an eye on the 2027 Assembly elections and upcoming municipal polls. Every decisionfrom who sits at the table to the age and wealth of ministerssends a message about the Gujarat BJPs strategy and priorities. Saurashtra remains central to the BJPs calculations. Once the stronghold of the late former CM Vijay Rupani, Saurashtra continues to hold political weight even without him. Nine of the 26 ministers come from Saurashtra-Kutch, showing the regions continued influence in municipal and Assembly elections. Central Gujarat has seven ministers, while South and North Gujarat have increased in numbers but lost some of their relative importance. Caste equations have been sharply recalibrated. OBC leaders now hold the largest share with eight ministers, surpassing the seven ministers from the Patidars. In total, three women ministers have been included, reinforcing the BJPs strategy of inclusive representation. Zone-wise, the tilt is unmistakable. With both the Chief Minister and the State BJP President hailing from Ahmedabad, Saurashtra has been strategically amplified as a counterbalance. Nine ministers from Saurashtra-Kutch lead the tally, followed by seven from Central Gujarat. South and North Gujarat have increased their numerical strength but lost relative weightage in percentage terms. The cabinets composition extends beyond caste and geography. Youth and generational change are visible. The average age of ministers has dropped from 60 to 55. Fresh faces like Harsh Sanghvi, Rivaba Jadeja, Praveen Mali, and Kaushik Vekariaall under 40mark a conscious effort to groom the next generation of leadership. This is complemented by a recalibration of wealth in the cabinet. NEW DELHI: In a significant verdict, the Supreme Court on Friday expressed concern over the discrimination faced by transgender persons despite the enactment of a law in 2019, and directed the Centre to come out with an equal opportunity policy within three months of a report submitted by an advisory panel. A bench of Justices J B Pardiwala and R Mahadevan said the Transgender Persons (Protection of Rights) Act of 2019 and its corresponding rules have been rutishly reduced to dead letters, and the Centre and the states have exhibited a grossly apathetic attitude towards them. The community continues to face discrimination and marginalisation, with a scarcity of healthcare, economic opportunities, and non-inclusive educational policies adding to their struggles, the bench said. Expressing dismay over the discrimination, the bench said that despite more than 10 years since this court's judgment in the NALSA case in 2014 that prompted Parliament to bring in place a statute in 2019, the transgender community has to preponderantly resort to the writ jurisdiction of High Courts and this court to redress their grievances. On discrimination in employment and professional spaces, the bench said that despite the enforcement of the 2019 Act and the 2020 rules, the transgender community faces entry barriers in employment and professional spaces. Systemic barriers like the absence of the option of a 'third gender' make the entry of transgender persons in the organised workforce impossible. Even if they are hired, they are expected to keep their identity hidden, which is grossly violative of one's right to dignity under Article 21, the bench said. The top court delivered its verdict on a plea filed by a transgender woman who was aggrieved by the discrimination and humiliation she faced in employment, which allegedly resulted in her termination from two private schools in Uttar Pradesh and Gujarat. The court directed the Centre, Uttar Pradesh and Gujarat governments, and the school in Gujarat to pay Rs 50,000 each to the petitioner for the discrimination she faced. The bench constituted an advisory committee to address the concerns of the transgender community, headed by former Delhi High Court judge Asha Menon, saying, The issue at hand requires a more incisive study by a dedicated committee, well-equipped to recommend a viable equal opportunity policy that ought to be introduced by the Union and state governments as well as provide insightful suggestions on other aspects affecting the lives of the transgender community. The bench asked the panel to prepare its report and/or draft policy within six months from the date of judgment and directed the Centre to ring forth its own equal opportunity policy in place, within three months from the date the committee submits its report and/or policy draft. In case any establishment does not have a policy of its own, the policy that the Union would bring in place shall be enforceable at such an establishment, it said. The top court, in its 177-page verdict, made some suggestions, saying it was disheartened to note that there are several provisions in both the 2019 Act and the 2020 Rules, which remain mere aspirations on paper despite the same being couched in a mandatory language. Exercising its plenary powers under Article 142 of the Constitution, the top court directed that the appellate authority before which transgender persons may exercise their right to appeal against the decision of the district magistrate be designated as per Rule 9 of the 2020 Rules in every State and Union territory. It also said a welfare board for transgender persons, as envisaged under the 2020 Rules, be created in every state and UT for the purpose of protecting their rights and interests and also facilitating access to schemes and welfare measures. The top court directed the setting up of a Transgender Protection Cell under the charge of the district magistrate in each district and under the director general of police in each state and UT to monitor the prosecution of cases of offences against transgender persons. The Union of India and all the states shall ensure that the aforesaid directions are strictly complied with within a period of three months from the date of the pronouncement of this judgment, the bench said, adding that a dedicated nationwide toll-free helpline number be set up to address the contravention of any provision of the 2019 law. It made various suggestions, including asking the Centre to consider formulating and issuing specific directions to ensure that no transwoman is arrested without the presence of a female officer. The bench said that members of the transgender community face challenges within public institutions such as educational establishments, hospitals, transport hubs, and government offices due to the lack of effective measures ensuring reasonable accommodation. It suggested that all establishments, including workplaces, may endeavour towards cultivating an environment that is gender-inclusive and conducive to the free expression of identity by transgender persons, without fear or stigma. Security check-ins at airports, Metro stations, bus stands, seaports, workplaces, shopping complexes, malls, cinema halls, and other public spaces may create special gender-diverse screening points for transgender persons along with the sensitisation of security personnel at such security checks, it said.
