NEW DELHI: Congress parliamentary party chairperson Sonia Gandhi on Wednesday claimed that since coming to power, the Modi government has displayed a particularly venal streak of cynicism in relation to environmental protection, while alleging that it has now early signed a death warrant for Aravalli hills. She demanded that the government must withdraw the amendments it ulldozed through Parliament in the Forest (Conservation) Act, 1980 as well as the Forest Conservation Rules (2022). Gandhi said the government's declaration that any hills in the Aravalli range with an elevation of less than 100 metres are not subject to the strictures against mining is an open invitation for illegal miners and mafias to finish off 90% of the range which falls below the height limit set. The Aravalli range, which runs from Gujarat through Rajasthan and till Haryana, has long played a significant role in Indian geography and history. It has served as a barrier to the spread of desertification from the Thar Desert to the Gangetic Plains, guarded Rajasthan's proudest forts such as Chittorgarh and Ranthambore, and served as the cradle of spirituality for communities across northwest India, Gandhi said in an article published in The Hindu . The Modi Government has now nearly signed a death warrant for these hills, already denuded by illegal mining, she said. Gandhi pointed out that on the northernmost end of the Aravalli range, the national capital has embarked on its annual smog season this month. A hazy mist of dust, smoke and particulate matter has been settling down on millions of citizens as they go about their daily lives breathing in toxic air. Even as the smog becomes a part of our yearly routine, research increasingly shows that it is a full-scale, slow-motion public health tragedy. Estimates of the human toll of this pollution go as high as 34,000 deaths in just 10 cities annually, Gandhi said in her article titled Dismal state of India's environment. 'Road to hell is paved with good intentions': Congress slams government over new Aravalli definition Last week the news headlines reflected yet another evolving tragedy when the Central Ground Water Board (CGWB) reported that 13%-15% of tested groundwater samples in Delhi contain uranium beyond the permissible limit for human consumption, she said. Shamefully, water samples from Punjab and Haryana reflect even higher levels of uranium contamination . One does not need to dwell on the frightening health implications that regular consumption of such water for daily activities can have on impacted populations, the former Congress president said. These news items cannot be seen disparately as they are each causes and consequences of a crisis that has engulfed India in the last decade - a deep-seated and continuing disregard for the environment in government policy making, she said. Ever since coming to power, the Modi government has displayed a particularly venal streak of cynicism in relation to environmental protection, combining its proclivity to encourage the reckless exploitation of natural resources with a callous disregard for consequences on the environment, Gandhi said. The Forest Conservation (Amendment) Act, 2023 exempted large categories of land and projects from forest clearance rules, easing diversion for other purposes, she claimed. Gandhi further alleged that the Draft Environmental Impact Assessment (EIA) notification 2020 sought to dilute public hearings, expand exemptions and reduce compliance reporting. The Coastal Regulation Zone (CRZ) Notification 2018 eased construction rules along India's shorelines, opening ecologically sensitive coastal areas and fishing communities' habitats to commercial real estate and industrial activity, Gandhi said. The Environment Ministry has more often been in the news for circumventing due process and weakening regulations rather than implementing them or taking proactive measures to halt the slide, the Congress leader said. Another emerging trend has been an insidious tendency to pit the environment against the local communities that protect it, when politically convenient for the government, she said. The Forest Survey of India has been mischievously attributing the loss of forest cover over the last decade to the implementation of the Forest Rights Act, 2006, Gandhi said. Shockingly, even the Minister concerned has echoed the same claims. In June 2024, the National Tiger Conservation Authority called for the eviction of almost 65,000 families from tiger reserves across the country, she said. It was not just a breach of the spirit of the Wildlife (Protection) Act, 1972 which mandates that all relocations must be voluntary; it was also unnecessarily inimical, ranging the environment against local communities, Gandhi said. India needs a new deal for the environment. First, we must resolve to do no further harm. We must halt the large-scale deforestation that is planned or currently underway across the country: in Great Nicobar, in north Chhattisgarh's Hasdeo Aranya, and in Madhva Pradesh's Dhirauli, she said. We need to crack down on the rampant illegal mining in the Aravalli range and other eco-sensitive regions such as the Western Ghats. We need to put an end to the indiscriminate destruction of mountains in the Himalayan belt which has exacted a heavy toll on human lives these past few years, Gandhi added. She said on a policy level, there is a need to urgently review the laws and policy changes of the last decade which have led us down this disastrous path. The Modi government must withdraw the amendments it bulldozed through Parliament in the Forest (Conservation) Act, 1980 as well as the Forest Conservation Rules (2022) - which are anti-Adivasi and allow the clearing of forests without consulting those who live there, she said. The blatantly illogical and dangerous practice of providing post-facto environmental clearances to big corporations that violate environmental laws -- one of the Modi Government's few home-grown policy innovations --cannot continue, she asserted.

Punjab records highest groundwater extraction in India, says CGWB report

CHANDIGARH: Groundwater extraction in the country is the highest in Punjab, followed by Rajasthan and Haryana, according to the latest National Compilation of Dynamic Ground Water Resources of India, 2025 report of the Central Ground Water Board (CGWB). The findings show that 25 per cent of the 6,762 total blocks in India have been categorised as over-exploited, critical or semi-critical, a situation concentrated in nine states, Punjab, Haryana, Rajasthan, Karnataka, Madhya Pradesh, Tamil Nadu, Uttar Pradesh, Delhi and Puducherry. As per the report, groundwater extraction in Punjab stands at 156.36 per cent, the highest in the country, followed by Rajasthan at 147.11 per cent and Haryana at 136.75 per cent, all significantly above the national average of 60.63 per cent. At the national level, annual groundwater extraction has seen a marginal decline, from 27.66 billion cubic metres (BCM) in 2023 to 26.27 BCM last year. The total annual ground water recharge of Punjab has been assessed as 18.6 bcm and annual extractable ground water resource as 16.8 bcm. Out of total 153 assessment units including three urban areas taken for study, 111 assessment units (72.55 per cent) have been categorized as Over-exploited, 10 blocks (6.54 per cent) as Critical, 15 blocks (9.80 per cent) as Semi Critical and 17 blocks (11.11 per cent) as Safe, the report said. Similarly, out of 50175.27 square kilometers recharge worthy area of the state, 34294.3 sq km (68.35 per cent) area are under Over-Exploited, 4353.15 sq. km (8.68 per cent) under Critical, 4478.11 sq km (8.92 per cent) under Semi-critical and 7049.71sq km (14.05 per cent) under Safe category, reads the report. For Rajasthan, the report states,Out of the 302 assessment units (blocks and urban areas), 213 units (70.53 per cent) have been categorized as Over Exploited, 23 units (7.62 per cent) as Critical, 27 units (8.94 per cent) as Semi-Critical, 36 units (11.92 per cent) blocks as Safe and 3 units (0.99 per cent) as Saline. Similarly, out of 317010.74 sq km recharge worthy area of the state, 222266.46 sq km (70.11 per cent) area are under Over-Exploited, 19404.23 sq. km (6.12 per cent) under Critical, 22535.05 sq km (7.11 per cent) under Semi-critical, 43869.11 sq km (13.84 per cent) under Safe and 8935.89 sq km (2.82 per cent) area under Saline categories of assessment units. In Haryana, the situation is similar. While in Haryana, out of total 143 assessment units (blocks/Urban), 91 units (63.64 per cent) have been categorized as Overexploited, 6 units (4.20 per cent) as Critical, 15 units (10.49 per cent) as Semi Critical and 31 units (21.68 per cent) as Safe categories of assessment units. Similarly, out of 43,205.81 sq. km recharge worthy area of the State, 26,828.05 sq. km (62.09 per cent) area are under Over-Exploited, 1,170.46 sq. km (2.71 per cent) under Critical, 4,253.89 sq. km (9.85 per cent) under Semicritical, 10,953.42 sq. km (25.35 per cent) under Safe categories of assessment units, it added. The report assesses the total annual groundwater extraction of the entire country for 2025 at 247.22 bcm. Agriculture remains the largest consumer, accounting for 87 per cent, or 215.10 bcm, followed by 11 per cent for domestic use (27.89 bcm) and 2 per cent for industrial use (4.23 bcm). In the present assessment, total annual groundwater recharge has been pegged at 448.52 bcm, while the annual extractable groundwater resource stands at 407.75 bcm. The average stage of groundwater extraction at the national level is 60.63 per cent. Out of 6,762 blocks in the country, 730 units (10.80 per cent) are categorised as over-exploited, and 201 blocks (2.97 per cent) are classified as critical where extraction ranges from 90 to 100 per cent. Another 758 blocks (11.21 per cent) fall under the semi-critical category, while 4,946 units (73.14 per cent) are considered safe, with extraction below 70 per cent. Additionally, 127 blocks (1.88 per cent) have been listed as saline due to brackish or saline groundwater in phreatic aquifers. The report highlights that the percentage of over-exploited, critical and semi-critical blocks exceeding 25 per cent of total units is found only in nine states, Haryana, Karnataka, Madhya Pradesh, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Delhi and Puducherry. It attributes the situation to region-specific factors, Over-exploitation of ground water resources could be due to various region-specific reasons. The assessment units located in the north-western part of the country (particularly in the states of Punjab, Haryana, Delhi and Uttar Pradesh) have plenty of replenishable ground water resources but because of the over extraction beyond the annual ground water recharge, many of these units have become Over-exploited. Overexploited units are also common in the western part of the country, particularly in Rajasthan and Gujarat where the prevailing arid climate results in low recharge of ground water and hence stress on these sources, the report stated. It further adds, In peninsular India, over-exploited units are wide spread in Karnataka, Tamil Nadu and parts of Andhra Pradesh and Telangana which could be attributed mainly to the low storage and transmission capacities of aquifers of the hard rock terrains, which results in reduced availability of the resource. The report also notes that in Arunachal Pradesh, Delhi, Goa, Kerala, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Andaman and Nicobar, Chandigarh, Jammu and Kashmir, Ladakh and Lakshadweep, domestic groundwater extraction exceeds 40 per cent. Groundwater extraction stands between 90 and 100 per cent in Delhi, and between 70 and 90 per cent in Tamil Nadu and Puducherry. In most other states and Union Territories, including Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Telangana, Tripura, Uttar Pradesh, Uttarakhand, West Bengal, Andaman and Nicobar, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Jammu and Kashmir, Ladakh and Lakshadweep, extraction levels are around 70 per cent. The report concludes that compared to the Dynamic Ground Water Resource Assessment of 2024, the total annual groundwater recharge has marginally increased from 446.9 bcm to 448.52 bcm.

Gauhati HC clears Gujarat MLA Jignesh Mevani in case linked to Assam woman police officer

GUWAHATI: The Gauhati High Court has cleared Gujarat Congress MLA Jignesh Mevani of charges under IPC Section 354 in a case involving an Assam woman police officer. In a recent order, the court said the continuation of proceedings under IPC Section 354 (assault or criminal force to a woman with the intent to outrage her modesty) would amount to abuse of the process of law. when the allegation fails to satisfy even at the minimal threshold, particularly, when the essential ingredients required under Section 354 IPC are conspicuously absent, this Court is required to exercise its inherent power to prevent abuse of process and to secure the end of justice. Therefore, in the totality of the matter, in the opinion of this Court, continuation of proceedings under section 354 IPC would amount to abuse of the process of law and miscarriage of justice, the court said in its order. The court, however, upheld the charge framed under IPC Section 352 (punishment for assault or criminal force). Two cases were registered in Assam in 2022. A BJP leader in Kokrajhar had lodged a complaint after an alleged objectionable tweet from Mevanis account on Prime Minister Narendra Modi. This was followed by his arrest from Gujarat on April 21 the same year. The second case was registered after an officer had accused him of misbehaving with her inside a vehicle while he was being taken to Kokrajhar from Guwahati in connection with the first case. The court said the statements of witnesses suggested physical contact in the form of pushing and using aggressive and abusive behaviour towards the victim but there was no assertion of any sexually suggestive gesture or remark accompanied by such an act. Mevani was granted bail before filing of the charge sheet on July 7, 2022. Later, an Additional Chief Judicial Magistrate framed charges against him under IPC Sections 352 and 354 but dropped two other charges which were framed under different Sections.

When an Earthquake Stopped Play: Cricket's Rare Tremor Interruptions

Few days back, the play on the third day of Ireland's second Test in Dacca, Bangladesh, was suddenly stopped, during the second ball of the 56th over of Ireland's first innings. Reason: A 5.7 magnitude earthquake in Dhaka around 10.38am local time. The impact of the earthquake was felt in Kolkata, several parts of West Bengal, and Assams Guwahati also, where the second India- South Africa Test was scheduled to play after a few days. The moment the earthquake struck the visitors were at 165 for 5 when play was suddenly interrupted, leaving players and officials visibly startled. Play was stopped but players stayed on the field at the Shere Bangla National Stadium. All others related to the teams also came on the ground while spectators ran for the safety cover. Play resumed after approximately four minutes. For many it was a new experience but not for the Ireland head coach Heinrich Malan who said, I've been involved in a couple of earthquakes from my time living in New Zealand. The match was going on. I was in the press box. It was a terrifying situation. The press box collapsed - it was a terrible situation, Ariful Islam Roney, a Bangladesh sports journalist present in the press box, revealed. Over 25 lakh people living with HIV in India, second largest globally: Govt report

NEW DELHI : India has an estimated 25.61 lakh people living with HIV (PLHIV), the second largest number globally in 2024, although the annual HIV incidence rate remains very low in the country, according to a government report released on Monday to mark World AIDS Day. The India HIV Estimation 2025 technical report, released by Union Health Minister JP Nadda, states that in 202425, 73% of newly detected HIV-positive persons reported acquiring the infection through heterosexual transmission. This was followed by injecting drug use, which accounted for 11.5% of reported transmissions. Another 5.4% of cases were attributed to homosexual/bisexual transmission, while 3.5% were due to vertical transmission. The HIV epidemic in India continues to be low, with adult HIV prevalence at 0.20% in 2024. While overall prevalence is low, India has 25.61 lakh people living with HIV (PLHIV), the second largest PLHIV population globally. The annual HIV incidence rate also remains very low at 0.05 per 1,000 uninfected population, the report said. Of the total 25.61 lakh PLHIV, 13.97 lakh are males and 11.64 lakh are females. Maharashtra (3.99 lakh) has the highest PLHIV burden, followed by Andhra Pradesh (3.10 lakh) and Karnataka (2.91 lakh). Uttar Pradesh, Tamil Nadu, Telangana, Bihar, Gujarat and Punjab also have estimated PLHIV figures ranging from one lakh to two lakh. Together, these nine states account for 74% of the total PLHIV burden in India, the annual report said. It added that the total PLHIV population in India in 2024 contributed 6.3% to the global HIV burden of 4.08 crore and 37.1% of the 69 lakh cases in the Asia-Pacific region. In 2024, Indias population living with HIV was second only to South Africas 78 lakh, owing to its population size, the report noted. HIV burden in South-East Asia remains substantial; 88,000 newly infected in 2024: WHO In 2024, around 64,470 new HIV infections and 32,160 AIDS-related deaths were estimated nationally, marking declines of 48.69% and 81.42%, respectively, compared to 2010. These reductions far exceeded the global averages of 40% and 54%, the report added. Highlighting Indias sustained progress under the National AIDS and STD Control Programme (NACP), Nadda reaffirmed the governments commitment to a rights-based, stigma-free, and inclusive HIV response. He emphasised that under NACP-V, access to prevention, testing, and treatment services has continued to expand, demonstrating strong and sustained momentum across key programme areas. Nadda said that between 2010 and 2024, new HIV infections declined by 48.7%, AIDS-related deaths by 81.4%, and mother-to-child transmission by 74.6%. Testing coverage increased from 4.13 crore in 202021 to 6.62 crore in 202425, while the number of people on treatment rose from 14.94 lakh to 18.60 lakh. Viral load testing also expanded significantlyfrom 8.90 lakh to 15.98 lakh tests. He noted that these achievements surpass global averages for the same period and reflect strong political commitment, sustained domestic investment, evidence-based programme strategies, and consistent community engagement. The report also found that AIDS-related mortality was highest in Manipur, Mizoram and Nagaland. However, it noted that AIDS-related deaths have declined between 2010 and 2024 in nearly all states and UTs except Chandigarh, Punjab, Arunachal Pradesh and Tripura, where more PLHIV died of AIDS-related causes in 2024 compared to 2010. Globally, annual AIDS-related deaths declined by 54% between 2010 and 2024. The report stated that two statesMizoram and Nagalandhad an HIV prevalence of more than 1%. It also highlighted a noticeable increasing trend in the prevalence of new infections in the northeastern states of Tripura, Arunachal Pradesh, Meghalaya and Assam, as well as in the northern state of Punjab, primarily driven by the rise in new infections. Nationally, annual new cases were estimated to decline by around 48.70% between 2010 and 2024, but increased by more than 400% in Arunachal Pradesh and Tripura. Similarly, in Punjab and Meghalaya, the annual new infections estimated for 2024 have nearly doubled compared to 2010. In 2024, 30 districts were estimated to have an adult HIV prevalence of 1% or more, with 29 of these located in Nagaland (11 districts), Mizoram (10), Manipur (5), Meghalaya (2) and Arunachal Pradesh (1). Government not averse to taking up discussion on SIR, electoral reforms: Kiren Rijiju

NEW DELHI: Union parliamentary affairs minister, Kiren Rijiju, on Monday stated in Rajya Sabha that the Government is not averse to holding a detailed discussion on the special intensive revision (SIR) of electoral rolls. Clarifying the Governments stand on the Oppositions insistence, he said that their request for a debate on the issue is already under active consideration. However, Rijiju urged the Opposition members not to press for a strict timeline for conducting the discussion. Nobody is undermining any matter which was brought out by the Opposition party yesterday in the all-party meeting or Business Advisory Committee (BAC) today. What I am saying is, it is under the consideration of the governmentif you put a condition that it has to be taken up today itself, then it becomes difficult, because you have to give certain space, Rijiju said. The minister also said that certain parties raised matters other than the SIR and stressed the need to protect their rights as well. However, I am saying again, the matter is related to whatever you call it, special intensive revision or electoral reforms or whatever. I have stated before the beginning of the winter session that the Government is not averse to taking up discussion on anything, said Rijiju. As the Opposition continued insisting on a timeline referring to his remarks at the BAC that he would respond by Sunday 9 pm, the minister said, Please give us some time while there are other businesses, which are listed, that can be taken up. The demand, which you have put forward, has not been rejected. So, don't presume that the government is not ready to discuss any matter. Please do not put a condition on the timeline, the minister added. On this, Trinamool Congress (TMC) floor leader Derek O'Brien retorted sharply. Problem is not the timeline but the trust deficit, he shouted back. As the Upper House welcomed Radhakrishnan on his first day of conducting the House proceedings, O'Brien called for the start of a discussion on electoral reforms with immediate effect, while the Communist Party of India-Marxist (CPM) MP John Brittas said the Parliamentary Affairs Minister should honour his words and the House should hold a discussion on electoral reforms. Earlier, Leader of Opposition and Congress president Mallikarjun Kharge demanded that the discussion should start immediately. He also asked the ruling party not to divide opposition parties. Don't divide us. If you try to divide us, we will be stronger, he said. Meanwhile, Rajya Sabha chairman CP Radhakrishnan disallowed the notices given by nine Opposition members on several issues, including a discussion on SIR under rule 267, leading to protests by them. The Chairman later asked members to raise their Zero Hour mentions. The Election Commission of India (ECI) had announced SIR in West Bengal, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, and Goa. Deliberations at Ahmedabad University indicate India's Health Economy Succeeds When it Improves People's Health Rather than Expanding Activity Around Illness

The size of the sector is one lens, but another is whether the population becomes healthier over time. Policy viewpoints from Dr Vinod Paul of NITI Aayog, insurance experiences shared by Dr Rashmi Nandargi of Bajaj General Insurance and perspectives on healthcare delivery from Dr Atul Mohan Kochhar of National Accreditation Board for Hospitals and Healthcare Providers (NABH) contributed to deep deliberations on this question. What emerged is that India has the institutional strength and scientific capability to treat disease at scale, yet this does not translate into a reduction of chronic disease that are largely preventable through modification of lifestyle, environmental and commercial determinants.   A recurring theme was the structure of incentives within the system. Most financial activity begins only after illness has occurred. Hospitalisation triggers revenue. Insurance becomes relevant after health deterioration. Providers are remunerated most when procedures are complex. Prevention, in contrast, remains largely outside the core economic model. This is the result of how health systems have developed globally, and India now faces the implications as the burden of chronic disease expands.   Technology was examined through this same lens. Precision diagnostics and advanced care will continue to save lives, yet some of the most promising applications of technology lie earlier in the chain of care. Digital tools and artificial intelligence can support primary doctors, emergency responders and community health workers by providing better visibility of risk, disease prediction and earlier intervention. The shift in outcomes will come only when prevention works at a population scale.   Equity received close attention. Communities that experience disadvantage often face chronic disease earlier and with greater economic exposure. When preventive systems reach these populations in time, the gains are significant. Productive years are preserved, and the long-term social and economic cost of ill-health is reduced. Equity therefore becomes central to the sustainability of the health economy rather than an optional extension of it.   Designed as a top-tier thought leadership platform, the Ahmedabad Dialogue reflects Ahmedabad University’s liberal arts and interdisciplinary approach, where complex questions are examined from multiple perspectives rather than through a single disciplinary lens. 43 Heritage Bye-laws for over 50 monuments likely to be tabled in Parliament Winter Session

NEW DELHI: Drafts of at least 43 Heritage Bye-laws (HBLs) covering over 50 monuments readied by the National Monument Authority (NMA) are likely to be laid in Parliament during the winter session starting Monday. The documents will subsequently be put in the public domain to seek feedback. So far, 124 HBLs covering about 178 heritage sites have been placed before the both Houses of Parliament. (450) The drafts are approved in Parliament. In this session, we are planning to lay 43 HBLs covering 54 sites. The process, obviously, depends upon the session of Parliament. We have limited days; two days in a week. One day is for Lok Sabha, that is Monday, and Thursday is for Rajya Sabha. So, according to the business of Parliament, it is done, said an official, aware of the matter. The laws are to ensure that new construction and activities around protected sites comply with regulations for heritage conservation. The NMA prepares the draft bye-laws, and once approved by it, they are submitted to Parliament for their final endorsement. The drafts of monuments prepared this year include Triple shrined Temple of Bhavani (Ahmednagar, Maharashtra), Temple of Amriteshwar (Ahmednagar, Maharashtra), Fort and gateway excluding the ancient buildings and tomb of Bismillah Shah Wali (Kadapa District or YSR Kadapa District in Andhra Pradesh), Nahar Jharokha compound, Rupmati Pavilion, Baz Bahadurs Palace, Darya Khans Tomb, and Hathi Mahal (Dhar, Madhya Pradesh), Kailasanatha Swamy temple (Kanchipuram, Tamil Nadu), Bhimesvara temple (East Godavari, Andhra Pradesh), St Francis Church, Fort Kochi (Ernakulam, Kerala) and Fort including ancient temples (Jaisalmer, Rajasthan). To ensure speedy and transparent approval of construction and repair works in the vicinity of the protected historical sites, the NMA has expedited finalisation of HBLs for 141 monuments. The process is expected to be over within the next six months. Following the directions of the culture ministry to prioritise preparation of HBLs for monuments attracting the highest number of applications seeking permission for construction-related applications, the NMA identified 294 such heritage sites across the country. Out of the 294 identified monuments, bye laws of 151 are already completed, prepared or have been submitted before the Parliament. Most applications are received from Gujarat, Karnataka, Maharashtra, Tamil Nadu and Delhi, where rapid urbanisation is taking place. Fewer applications for approvals are from Bihar, Jharkhand, Chhattisgarh and parts of the northeast. As mandated by the Ancient Monuments and Archaeological Sites and Remains (AMASR) Act 2010, there should be separate bye-laws for all 3,693 heritage sites or monuments under the jurisdiction of ASI to regulate development and construction around protected monuments. These rules were to be framed by 2012. However, till January 2020, by-laws for only five monuments or sites were cleared and presented before the Parliament.

Despite legal battles and stretches of political uncertainty, Shivakumar climbed the party ladder undeterred. He went on to become KPCC president in 2020 and the Deputy Chief Minister in 2023. Over the decades, he has held several key portfolios, entering the cabinet for the first time in 1990 as minister of prisons and home guards. He later served as minister of urban development (1999-2004), energy minister (2014-2018), and minister for major irrigation and medical education (2018-2019). Currently, as Deputy Chief Minister and KPCC president, Shivakumar holds the pivotal portfolios of water resources and Bengaluru city development. His legal troubles began in 2017 when the income-tax department raided his premises, leading to an Enforcement Directorate probe into alleged money laundering and tax evasion. He was arrested by the ED in October 2019, a move he repeatedly termed politically motivated. In March 2024, the Supreme Court quashed the 2018 money laundering case, citing legal inconsistencies, handing him major relief. The relief has shifted both political momentum and perception, with many within the Congress rank-and-file viewing it as a turning point in his bid to get the top job. As KPCC chief, he steered the Congress to a resounding victory in the 2023 assembly polls, employing aggressive organisational rebuilding, micro-level booth management and crisis-handling strategies. His role in safeguarding Congress MLAs in Karnataka, Gujarat and Maharashtra during political turbulence earned him a national reputation as the partys most reliable shield. Some of the leaders describe him as a master at reading complex political situations, managing crises and building alliances which makes him a pivotal figure in Karnatakas power dynamics. Shivakumar has a remarkable skill to mobilise party workers, strengthen grassroot networks and maintain unity in the party even during critical moments, they add. In governance, Shivakumar has sponsored several large-scale initiatives. As minister for water resources, he pushed major irrigation and drinking-water projects including the Yettinahole Drinking Water Project, Cauvery Phase-V expansion, and irrigation network expansion across Karnataka. As Bengaluru development minister, he is currently leading Indias first city tunnel mobility network, fixing over 2,700 potholes, strengthening storm-water systems to prevent flooding, and facilitating over 4,400 EV charging stations, positioning Bengaluru as Indias EV capital. Today, he stands as one of Karnatakas most prominent political figureshis journey defined by persistence, loyalty and a consistent ability to convert challenges into stepping stones. According to sources, momentum is building among a section of party legislators rallying behind him, with some travelling to Delhi to press for a change of guard. Several senior leaders have indicated they would support his elevation if the high command approves. With political developments accelerating, Shivakumar has emerged as the leading contender for the Chief Ministers post, backed both by a faction of the state legislature party and influential voices in Delhi. Rajasthan HC orders 15 per cent female drivers on ride apps, issues 35 directives to curb cybercrime

JAIPUR: The Rajasthan High Court has directed the state government to substantially increase the number of women drivers on app-based ride-booking platforms, ordering that at least 15% of all such drivers must be women within the next six months, with the target rising to 25% over the following two to three years. The court also stated that ride-hailing apps should give women passengers the option to choose a woman driver as their first preference. The directive is part of a comprehensive set of 35 instructions issued by Justice Ravi Chirania, who described cybercrime as an unstoppable and rapidly escalating threat. The court has asked the government to establish a Rajasthan Cyber Crime Control Centre, similar to the Union governments Indian Cyber Crime Coordination Centre (I4C). It noted that although the post of Director General, Cyber Crimes, was created in 2024, the state still does not have an adequate system to investigate or respond to cyber-related offences. The order came while the court was hearing bail pleas of two men from Gujarat, accused of posing as law-enforcement officers and cheating an elderly couple of 2.02 crore earlier this year. Both are currently lodged in Jodhpur Central Jail, and their bail applications were rejected. Among the major directives, the High Court instructed telecom authorities to introduce strict verification before issuing a fourth SIM card to any individual. It also asked the government to monitor dead or inactive bank accounts closely and to redo their KYC through physical verification. Banks and financial institutions have also been told to suspend or deny internet banking services to accounts flagged as suspicious or to those that have recorded less than 50,000 in annual transactions over the past three years. The court further ordered that all gig workers operating in Rajasthan be brought under a formal registration system with the office of the Director General, Cyber Crimes. From 1 February next year, gig workers will be required to wear a uniform or follow a dress code, carrying a QR-coded ID card, which they must present whenever demanded by authorities or customers. The court also made it mandatory for all gig workers to be registered with the state Transport Department and to operate using commercial number plates. Additionally, the sale and purchase of second-hand digital devices will come under tighter scrutiny, and schools have been asked to implement a clear standard operating procedure regarding mobile phone usage for students up to Class 9 or those below 16 years of age.

NEW DELHI: Investigation into a cross-border narcotics trafficking racket has found that Myanmarese nationals misused GST credentials of Indians to facilitate purchase of raw material required for manufacturing drugs, the ED said. The federal probe agency had conducted its first-ever searches along the India-Myanmar border on November 27 following registration of a money laundering case into a drugs trafficking case of Mizoram. Locations across Aizawl and Champhai (along India-Myanmar border) in Mizoram, Sribhumi (Karimganj) in Assam and Ahmedabad in Gujarat were raided under the provisions of the Prevention of Money Laundering Act (PMLA). India shares a 1,643-km-long front with Myanmar on its eastern side. Evidence gathered during the searches indicated that Indians procured Pseudoephedrine tablets and Caffeine Anhydrous on behalf of Myanmar nationals, enabling trans-border drug production and trafficking apart from money laundering, the Enforcement Directorate said in a statement issued on Friday. Probe found, the ED said, the misuse of GST credentials belonging to Indian nationals by Myanmar nationals to facilitate the purchase of raw materials essential for the manufacture of Methamphetamine tablets. Additionally, evidence indicates that Indians procured Pseudoephedrine tablets and Caffeine Anhydrous on behalf of Myanmar nationals, enabling the cross-border drug production and trafficking network and laundered money in this process, it said. This scheme supported the supply chain of narcotics manufacturing, particularly affecting the porous Indo-Myanmar border regions like Mizoram, with financial and smuggling links spanning multiple Indian states and money laundering through these activities, according to the agency. Cash of Rs 46.7 lakh was seized from certain Hawala operatives and others and the agency froze 21 bank accounts during the raids. The ED case stems from a Mizoram Police FIR into the seizure of 4.72 kg of heroin worth Rs 1.41 crore from six people.

Royal Challengers Bengaluru: The Womens Premier League (WPL) 2026 will kick off with a marquee clash between two-time champions Mumbai Indians and 2024 winners Royal Challengers Bengaluru at the DY Patil Stadium in Navi Mumbai on January 9, announced the Board of Control for Cricket in India (BCCI) on Saturday. Previously, WPL chairman Jayesh George had announced the 2026 season dates and venues on Thursday before the first mega auction began in New Delhi. While unveiling the schedule on Saturday, Secretary Devajit Saikia said the tournament will feature two double-headers in Navi Mumbai, while the final is slated to be played at the Kotambi Stadium in Vadodara on a weekday, February 5, thus adding a fresh dimension to the competition. The Navi Mumbai leg will be held from January 9-17, and will host 11 matches before the action shifts to Vadodara for the remaining 11 fixtures, including the Playoffs. Gujarat Giants will open the Vadodara leg with a clash against RCB, followed by a rematch of the 2025 final between Delhi Capitals and Mumbai Indians. Once the league stage concludes on February 1, the Eliminator, contested by the second and third-placed sides, will be held on February 3, while the table topper advances directly to the final on February 5. It will cap off a crowded time, as the mens Under-19 World Cup will happen on February 6, while the mens T20 World Cup starts on February 7. Staged for the first time in the January-February window, the WPL avoids clashes with major international fixtures after three seasons in the February-March slot. Mumbai Indians enter as defending champions, while Royal Challengers Bengaluru are the only other side to have lifted the WPL trophy. Delhi Capitals have finished runners-up thrice, with Gujarat Giants and UP Warriorz yet to reach a final. Soon after WPL is over, Indias all-format tour of Australia will begin on February 15 and run until March 9. With the mega auction in New Delhi on Thursday reshaping and strengthening squads, WPL 2026 is poised to deliver its most riveting season yet. Domestic dilemma: Not a November to remember for Keralas tourism industry

THIRUVANANTHAPURAM: Wake me up when November ends! With domestic arrivals remaining unusually low despite the onset of the traditional peak season, Keralas tourism industry has hit a sour note. According to stakeholders, bookings and occupancy have plunged by 40%, making this one of the worst Novembers for the sector in recent memory. Munnar, one of the states most sought after hill stations year round, mirrors the crisis. Insiders say vacationers are skipping Kerala this season, with occupancy hovering around 40% and picking up only on weekends. In previous years, November occupancy levels ranged from 70-75%, making the current slump particularly alarming as the sector heads into the Christmas-New Year rush. Tamil Nadu, Karnataka, Maharashtra, Andhra Pradesh, and Gujarat remain the key domestic source markets for Kerala. In 2024, Kerala received around 2.2 crore domestic tourists. I have been in the industry for 25 years, and this is one of the worst seasons ever. November is normally the peak, but this year there is a slump in both inbound and outbound arrivals, said Anish Kumar P K, executive committee member, Association of Tourism Trade Organisations, India. Last year, over three crore Indians travelled abroad, while only around 93 lakh foreign tourists visited India. This gap is hurting tourism. High airfares are a major reason, and both the Centre and state should take steps to address it, he said. Director of Stride Hotels Pvt Ltd Sudhish Nair said Munnar has never witnessed such a steep drop in occupancy. Munnar has never seen such subdued season There is no steady flow of tourists. We are getting bookings only on weekends. We have reservations for the week from December 24-31, but otherwise there is no consistent inflow. Munnar has never seen such a subdued season, he said. He added that occupancy in Munnar normally stays between 75% and 90% during this period, making the current slump unprecedented. Observers say this years dip in arrivals may be linked to the Kumbh Mela, with many travellers exhausting their annual outings. As per our analysis, the Kumbh Mela could be a reason for the decline in arrivals, as scores of people from across the country travelled for the event. Another major factor are the high airfares. Kerala is increasingly becoming an expensive destination. Hotel occupancy is now only around 50%. There are plenty of enquiries for the Christmas-New Year period, but they are not converting into bookings because of steep airfares, said Manu P V, member of the Tourism Advisory Board and the Kerala Travel Mart managing committee.
