SC to deliver verdict on Congress MP Imran Pratapgarhis plea to quash FIR over poem post
NEW DELHI: The Supreme Court will deliver its verdict on Friday on an appeal filed by Congress Rajya Sabha MP Imran Pratapgarhi, seeking to quash an FIR registered against him by the Gujarat Police for posting a poem on social media. A two-judge bench, comprising Justice Abhay S Oka and Justice Ujjal Bhuyan, had reserved its judgment on Pratapgarhi's plea on 3 March and will now pronounce its decision. During an earlier hearing, the apex court observed that the police must understand the significance of the freedom of speech and expression at least now after 75 years of the Constitution. When it comes to the freedom of speech and expression, it has to be preserved, the court had remarked. The FIR alleged that Pratapgarhi had posted a 46-second video clip of the poem on 29 December on his X handle, with the lyrics Ae khoon ke pyase baat suno... playing in the background. Its ultimately a poem, not against any religion: SC questions Gujarat govt over FIR against Cong MP Imran Pratapgarhi However, the bench noted that the poem actually conveyed a message of non-violence and criticised the police for their lack of sensitivity in filing the FIR. This actually promotes non-violence. It has nothing to do with religion, this has nothing to do with any anti-national activity. Police have shown a lack of sensitivity, the bench had said, reprimanding the Gujarat Police. The court further expressed concern over the diminishing respect for creativity, stating, This is the problemnow nobody has any respect for creativity. If you read it plainly, it says that even if you suffer injustice, suffer it with love, even if people die, we will accept it. The Supreme Court had earlier questioned the Gujarat Polices decision to register an FIR, asserting that it is ultimately a poem and ot against any religion. It's ultimately a poem. It is not against any religion. This poem indirectly says even if somebody indulges in violence, we will not indulge in violence. That's the message which the poem gives. It is not against any particular community, the bench had observed. 'Provocative' song case: SC stays case against Congress MP Imran Pratapgarhi On 21 January, the apex court granted interim relief to Pratapgarhi, who was accused of promoting communal disharmony by posting the video. A Jamnagar resident had filed a complaint against the Congress MP, alleging that the poem was provocative, detrimental to national integrity, and hurt religious sentiments. Pratapgarhi initially approached the Gujarat High Court seeking to quash the FIR, arguing that the poem spreads a message of love. However, the High Court refused to quash the case, stating that here was a need for further investigation and that the MP had ot cooperated with the investigation process. Following this, Pratapgarhi moved the Supreme Court for relief. The FIR, registered on 3 January by the Jamnagar police, booked Pratapgarhi under charges of promoting enmity between different groups based on religion, race, statements prejudicial to national integration, and abetting an offence involving a group of more than ten people. Pratapgarhi has vehemently denied these allegations.

AHMEDABAD: The Gujarat government informed the Assembly on February 25, 2025, that 54 government primary schools across 33 districts had been shut down in the past two years due to plummeting student enrollment. The disclosure, made by Primary, Secondary, and Adult Education Minister, came in response to a question by Congress MLA Kirit Patel (Patan), exposing a deepening education crisis in the state. Schools Vanishing Across Districts Devbhoomi Dwarka led the shutdowns with nine closures, followed by Aravalli (7), Amreli (6), and Porbandar (6)each grappling with a sharp decline in student numbers. Junagadh recorded four closures, while Chhota Udepur, Kutch, and Rajkot saw three schools shut down each, signaling the widespread impact. Kheda, Jamnagar, and Navsari followed with two closures per district, further tightening the noose on struggling institutions. The crisis didnt spare Bhavnagar, Dang, Gir Somnath, Mahesana, Panchmahal, Surat, and Surendranagar, each losing one primary school, underscoring a grim picture of shrinking educational access. Single-Classroom Schools and Crumbling Infrastructure Beyond school closures, infrastructure woes continue to haunt Gujarats education system. In February 2024, the government admitted in the Assembly that 341 primary schools were operating with just one room, responding to a query from Congress MLA Shailesh Parmar. Justifying the appalling conditions, officials blamed low student and teacher numbers, arguing that fewer classrooms were necessary. However, the situation is exacerbated by the demolition of dilapidated rooms, with authorities citing a lack of available land as the reason new classrooms cannot be built, leaving students crammed into single-room facilities with no solution in sight. 1,606 Schools Run with Just One Teacher In another shocking disclosure on February 12, 2024, the Gujarat government admitted in the Assembly that 1,606 of the state's 32,000 government primary schools were running with only one teacher handling all students from Classes 1 to 8. The staggering figure highlights a severe staffing crisis in Gujarats education system, where thousands of students struggle for basic instruction in understaffed schools. Playgrounds Vanishing, Holistic Development at Risk The infrastructure crisis doesnt stop at classrooms. The government further revealed that 5,012 government primary schools across Gujarat lack a playground, depriving students of crucial recreational space. The situation in secondary and higher secondary schools is equally alarming, with 78 government, 315 grant-in-aid, and 255 private institutions operating without playgrounds, despite Gujarat housing around 12,700 such schools. Even private institutions are not spared, as 37 grant-in-aid and 509 private primary schools also lack on-campus playgrounds, highlighting a systemic neglect of student development. With shrinking school infrastructure, collapsing student enrollment, and teacher shortages, Gujarats education sector is facing one of its most severe crises in recent history.

Anti-Terrorism Squad seizes Rs 482 crore worth of narcotics in past two years in Gujarat
AHMEDABAD: The Gujarat government in the Assembly on March 17 revealed that the Anti-Terrorism Squad (ATS) seized a staggering Rs 482 crore worth of narcotics from the state's waters in the past two years. As of December 31, 2024, the haul includes 60.3 kg of methamphetamine valued at Rs 422.12 crore, 173 kg of charas worth Rs 60.55 crore, and 460 grams of heroin pegged at Rs 2.3 crore. The government also admitted that only six individuals have been arrested in connection with these drug smuggling cases so far. The Home Ministry replied to a query by BJPs Jamnagar North MLA Rivaba Jadeja in the Gujarat Assembly. The government had earlier responded to a query in the Lok Sabha in February 2025, revealing a fluctuating yet alarming trend in NDPS-related arrests over the past six years. The crackdown saw 453 arrests in 2019, rising to 495 in 2020 before surging to a peak of 876 in 2021. While the numbers dipped slightly to 849 in 2022 and 803 in 2023, they remained significantly high, with 757 individuals arrested in 2024. While the government has cracked down hard on drug-related crimes with hundreds of arrests under the NDPS Act, conviction rates remain glaring. Official data presented in the Lok Sabha revealed a significant gap -- the Narcotics Control Bureau (NCB) secured just one conviction in 2019, followed by four in 2020, four in 2021, two in 2022, a marginal spike to 11 in 2023, and back to four in 2024 (provisional data) despite soaring arrests. The stark contrast raises serious questions about the effectiveness of the prosecution in the fight against drug trafficking. However, the government has set up a four-tier Narco-Coordination Centre (NCORD) to boost coordination between central and state drug enforcement agencies. An integrated NCORD portal has also been launched to streamline drug law enforcement data. To track major drug bust investigations, a Joint Coordination Committee (JCC) led by the NCB Director General has been established, reinforcing Indias crackdown on narcotics.

NEW DELHI: On the occasion of World Wildlife Day, Prime Minister Narendra Modi approved the 16th population estimation of the Asiatic lion, set to take place in May this year. This decision was made during the seventh National Wildlife Board (NWLB) meeting held in Sasan, Gujarat. The 16th Asiatic Lion population estimation was scheduled for June 2020. However, it had to be suspended indefinitely because of the outbreak of the COVID-19 pandemic. The in-house monthly estimation shows that the number of lions was 674, which is up by 151 from the 15th Lions population estimation for the 2015 Census. Asiatic lions' natural habitat is only in the Gir Forest of Gujarat. So far, the Lion's population has doubled since 2001, and its distribution has expanded from 22,000 sq. km in 2015 to 30,000 sq. km in 2020 across 53 talukas in nine districts of Gujarat. The central government has approved more than Rs 2,900 crore for Project Lion, which is meant to conserve Asiatic lions, of which Gujarat is the only abode. Soon after completing his lion safari at Gir National Park in the morning, Modi headed for the NBWL meeting at Sasan in Gujarat's Junagadh district. Union Minister of Environment, Forest and Climate Change Bhupender Yadav and other members attended the meeting. On the occasion, Modi laid the foundation stone for the National Referral Centre-Wildlife at Junagadh. On Sunday, he also visited Vantara, an animal rescue, conservation, and rehabilitation center at the Reliance Jamnagar refinery complex. He also announced the establishment of a Centre of Excellence for Human-Wildlife Conflict Management, SACON, at Coimbatore in Tamil Nadu and unveiled a book on river dolphins. The NBWL, a statutory body that advises the government on wildlife conservation, has 47 members, including the Chief of Army Staff, members from different states, representatives from NGOs working in this field, chief wildlife wardens, and secretaries from various states. After the safari, Modi, in a post on X, said the population of Asiatic lions has seen a steady rise due to collective efforts and commended the contribution of tribals and women living in surrounding areas in preserving the lion habitat. Gujarat leads nation in mangrove afforestation; covers 19,020 hectares under MISHTI scheme
AHMEDABAD: Gujarat has emerged as the national leader in mangrove afforestation, covering 19,020 hectares in just two years under the Centres MISHTI scheme. Launched in 2023, the initiative aims to expand Indias mangrove cover while strengthening coastal livelihoods. With Gujarat spearheading the efforts, the program is rapidly transforming the nations coastal ecosystem. The Central government launched the MISHTI (Mangrove Initiative for Shoreline Habitats and Tangible Incomes) scheme in 2023 to expand mangrove forests across coastal states and union territories, securing a sustainable future for both communities and ecosystems. In just two years, Gujarat has surged ahead, planting mangroves across more than 19,000 hectares, making it the national frontrunner in the initiatives success. Gujarat remains committed to environmental conservation, aligning with the vision of Viksit Gujarat to Viksit Bharat. This commitment has positioned Gujarat at the forefront of the Central Governments MISHTI scheme implementation, said Forest and Environment Minister Mulubhai Bera. Gujarats mangrove ecosystem is strategically distributed, with Kutch leading the charge at 799 sq. km. The Gulf of Kutch, home to the Marine National Park and Wildlife Sanctuary, along with districts like Jamnagar, Rajkot (Morbi), Porbandar, and Devbhoomi Dwarka, accounts for 236 sq. km. The central and southern belt, spanning Bhavnagar, Ahmedabad, Anand, Bharuch, Surat, Navsari, and Valsad, holds 134 sq. km, covering critical areas like the Gulf of Khambhat and Dumas-Ubhrat. Meanwhile, Saurashtra, including Amreli, Junagadh, and Gir-Somnath, maintains a moderate 6 sq. km of mangrove cover. Mangrove forests serve as a crucial green barrier, preventing coastal erosion while supporting fish breeding and sustaining coastal livelihoods. During cyclones, they shield vulnerable regions, curb rising salinity, and protect agriculture. With a 1,650 km-long coastline, Gujarat fosters diverse ecosystems, including mangroves, coral reefs, and seagrasses. Under the MISHTI scheme, the Central government aims to plant 540 sq. km of mangroves in five years. Gujarat has already raced ahead, completing plantation across 190 sq. km in just two years.

A landmark achievement has been the establishment of the WHO Global Traditional Medicine Centre in Jamnagar, Gujarat, reinforcing Indias leadership in traditional medicine. Additionally, traditional medicine has been included in the World Health Organizations International Classification of Diseases (ICD)-11. The sectors infrastructure and accessibility have expanded through the National Ayush Mission. The prime minister was informed that more than 24.52 crore people participated in the 2024 International Day of Yoga (IDY), which has now become a global phenomenon. The 10th Year of International Day of Yoga (IDY) 2025 will be a significant milestone with more participation of people from across the globe, the statement added. NHAI lays out roadmap to keep check on quality of construction
NEW DELHI: In response to growing criticism over the poor quality of certain stretches of national highways, the National Highways Authority of India (NHAI) has introduced a new multilevel quality control mechanism aimed at enhancing the construction standards of roads. The Authority has proposed the establishment of Independent Regional Quality Offices in all five zones, replacing the previous practice of a One-time source approval from the headquarters. These new offices will function under the NHAIs Standards, Research, Development & Quality division. Each office will be headed by a regional quality officer (RQC), who will be responsible for coordinating and managing quality control matters in their respective regions. The RQCs will conduct random testing of materials such as cement, steel, emulsion and products like bearings, expansion joints and components at project sites under their jurisdiction twice a year through third-party laboratories. To further streamline the process, NHAI has released a detailed standard operating procedure for factory inspections where supplies are sourced, including the roles and responsibilities of the RQCs. According to the officials, the pace of highway development has significantly accelerated over the past decade and hence, the focus has now shifted to ensuring the maintenance and quality of construction. Multiple meetings within the Ministry of Road Transport and Highways (MoRTH) have been held recently to address concerns over construction quality, said officials. Recently, the ministry faced criticism on social media for the poor quality of highways like the Delhi-Jaipur stretch and the Amritsar-Jamnagar Economic Corridor. Union Minister Nitin Gadkari has also expressed his concerns regarding the state of road quality and construction. Under the new SoP, in addition to the RQOs, SRD&Q may nominate officials from the headquarters or engage expert agencies to collect samples for testing. In cases where samples fail, appropriate action will be taken, the officials said. In December, NHAI also introduced a comprehensive performance rating system for concessionaires involved in highway construction and maintenance projects, aimed at enhancing accountability and evaluating construction quality. The rating system will be updated every six months and made publicly available on the NHAI website and through its social media channels.

NEW DELHI: The Supreme Court on Monday questioned the Gujarat Police for registering the FIR against Rajya Sabha Congress MP Imran Pratapgarhi for allegedly posting an edited video of a provocative song, after noting that it is ultimately a poem and ot against any religion. While extending its order granting interim protection from any coercive action against Congress Member of Parliament Pratapgarhi, a two-judge bench of the apex court, led by Justice Abhay S. Oka and Justice Ujjal Bhuyan, said on Monday that the Gujarat High Court, which rejected Pratapgarhi's petition to quash the FIR, did not appreciate the meaning of the poem. It's ultimately a poem. It is not against any religion. This poem indirectly says that even if somebody indulges in violence, we will not indulge in violence. That's the message the poem gives. It is not against any particular community, the bench of the top court said in its order on Monday. The apex court granted more time for the Gujarat police to file its response to Pratapgarhis plea challenging the Gujarat High Court's order refusing to quash the FIR against him and posted the matter for further hearing on March 3. On January 21, the top court had earlier granted relief to Pratapgarhi , who is facing allegations of promoting communal disharmony by posting a video clip on his social media handle. While issuing notice to the state of Gujarat and othersseeking their respective replies on Pratapgarhis appealthe two-judge bench of the apex court, led by Justice Oka, said, No step shall be taken in pursuance of the FIR (First Information Report) registered. A resident of Jamnagar, aggrieved by the posting of Pratapgarhi's video, filed an FIR alleging that the lawmaker used a song that was provocative, detrimental to national integrity, and hurt religious sentiments. Pratapgarhi had to move the Gujarat High Court for quashing the FIR, arguing that the poem, on which the FIR was based, is a poem spreading a message of love. In the High Court, the Congress MP argued that he reading of the song poem is a message of love and non-violence. However, the High Court refused to quash the FIR and stated in its order that here was a need for further investigation and that he had not cooperated with the investigation process. Pratapgarhi then moved the apex court for relief. The FIR, registered against Pratapgarhi on January 3, states that he was booked by the Jamnagar police for promoting enmity between different groups on the basis of religion, race, and statements prejudicial to national integration, as well as for abetting the commission of an offense by the public or a group of more than ten people, among other charges. However, Pratapgarhi vehemently denied these allegations. The FIR further alleged that the Rajya Sabha MP was booked after he allegedly posted the 46-second video clip/poem on December 29 on his X handle, with the poem ae khoon ke pyase baat suno... playing in the background. During the hearing in the apex court on January 21, senior advocate Kapil Sibal, appearing for the Congress MP, told the bench, The order was passed on the first day itself, even without notice.

SC reprieve to Dubey in Deoghar airport case
NEW DELHI: Upholding the Jharkhand High Courts judgement which quashed the FIR against lawmakers Nishikant Dubey and Manoj Tiwari, the Supreme Court on Tuesday said BJP MPs will not be prosecuted in connection with an FIR of Jharkhand police for allegedly forcing the Deoghar air traffic control to allow their aircraft to take off after sunset three years ago. A two-judge bench of Justices Dipankar Datta and Manmohan passed the order on Tuesday, after hearing an appeal filed by the state government challenging the Jharkhand High Court judgment. The bench, however, granted the state government the liberty to forward the material collected during its probe to the authorised officer under the Aircraft Act within four weeks. We permit the state of Jharkhand to forward the materials collected by it during investigation to such an authorized officer under the Aircraft Act, 1934 within four weeks, who shall take a decision in accordance with law as to whether a complaint needs to be filed under the Aircraft Act, 1934 and the rules framed, said Justice Manmohan, pronouncing the judgement. Refusing to interfere with the Jharkhand High Courts verdict, the apex court said there were no grounds to revive the case under the Indian Penal Codes Sections 441 (criminal trespass) and 336 (endangering life or personal safety of others). According to the prosecution, Dubey, Tiwari, and others were accused of pressuring the ATC to allow their take off. The Jharkhand government had contended that the ATC area is a protected zone and these two lawmakers allegedly flouted rules at the particular area. In 2023, the Jharkhand HC had quashed the FIR against Dubey and Tiwari concerning the ATS clearance issue at Deoghar airport. It was challenged by the Jharkhand govt in the apex court seeking a direction for revival of the case against the two leaders. The FIR was registered following instructions from the Deoghar deputy commissioner. The Jharkhand police filed an FIR against pilot of the chartered plane, Dubey, Tiwari and others for allegedly pressuring officials at the airport to clear their chartered flight for take-off on the night of August 31. Also in top court SC stays case against Congress MP The Supreme Court stayed proceedings against Congress MP Imran Pratapgarhi, booked in Jamnagar, Gujarat, for allegedly posting an edited video of a provocative song. A bench issued notice to the Gujarat government and complainant Kishanbhai Deepakbhai Nanda on an appeal filed by Pratapgarhi. Ad-hoc judges for criminal cases The SC on Tuesday suggested the appointment of ad-hoc judges in high courts to deal with the huge pendency of criminal appeals. A special bench referred to the data on pendency of criminal cases in several high courts and said in Allahabad High Court alone there were 63,000 criminal appeals pending.

NEW DELHI: In a relief to Congress MP Imran Pratapgarhi, the Supreme Court on Tuesday stayed proceedings in a case against him for allegedly posting an edited video of a provocative song. A bench of Justices Abhay S Oka and Ujjal Bhuyan issued notice to the Gujarat government and complainant Kishanbhai Deepakbhai Nanda on Pratapgarhi's appeal. Issue notice. No action shall be taken in pursuance to the FIR registered, the bench said while posting the hearing on February 10. Senior advocate Kapil Sibal, appearing for Pratapgarhi, submitted the Gujarat High Court dismissed the petition without even issuing a notice. The Congress leader challenged the January 17 order of the Gujarat High Court which dismissed his petition for quashing the FIR filed against him saying the investigation was at a very nascent stage. On January 3, Pratapgarhi was booked for the alleged provocative song during a mass marriage function he attended in Gujarat's Jamnagar. Among other sections, Pratapgarhi, national chairman of the Congress' minority cell, was booked under Section 196 (promoting enmity between different groups on the basis of religion, race, etc.) and 197 (imputations, assertions prejudicial to national integration) of Bharatiya Nyaya Sanhita. The 46-second video clip, uploaded by Pratapgarhi on X, showed flower petals being showered at him as he walks waving his hands with a background song, the lyrics of which the FIR alleged were provocative, detrimental to national unity and hurting religious feelings. In his plea to quash and set aside the FIR, the Congress leader claimed the poem being recited in the background carries a message of love and non-violence. Pratapgarhi stated the FIR was used as a tool to harass him and was lodged with a malicious intent and malafide motives. Claiming his social media post did not, in any way, provoke enmity between groups and no case was made out, he said he was being implicated due to his association with Congress. The FIR is based on frivolous and unsubstantiated grounds. A bare perusal of the FIR reveals that certain words were being taken out of the context, argued the petition. Public prosecutor Hardik Dave opposed the plea saying the words of the poem clearly indicate the rage to be raised against the throne of the state. Dave said though a notice was issued on January 4 asking Pratapgarhi to remain present on January 11, he was not available and another notice was issued on January 15. The Gujarat High Court on January 17 said, Dave submitted that even considering this aspect, no relief can be granted at this stage as investigation is at a very nascent stage and even on bare reading of the FIR, the ingredients of Sections 197, 302 and 299 of BNS are made out. From the material placed on record by the prosecution, after the post on social media the response received from the various persons of the community indicated the repercussion was also very serious and certainly disturbing to the social harmony of the society, it added.

AHMEDABAD: Gujarat police have dismantled a gang of thieves from Tamil Nadu that targeted the Anant Ambani pre-wedding event in Jamnagar. The modus operandi of the gang of 12 habitual criminals was to smash car windows and steal valuables from parked vehicles. Police have seized stolen goods worth over 10 lakh and cracked 25 cases linked to the gangs spree, marking a significant breakthrough in tackling high-profile thefts. The gang's mastermind, Jagan Bala Subramanian, confessed they arrived in Jamnagar by train, during the Ambani pre-wedding event in March last year. High security foiled their plans there, forcing them to shift tactics. Undeterred, they made their move at another location, smashing a car's windows. This gang targeted parked cars in cities across the country, from Pune, Nashik and Shirdi to Delhi and Ahmedabad, using iron rods loaded with bullets to shatter windows, said a Crime Branch official. Acting on a tip-off about 12 suspicious youths from South India staying under a bridge near the Ajwarod Highway intersection, a police team raided the location. We recovered stolen items, including laptops, tablets, expensive phones, gold and silver jewellery and cash, along with 180 metal rods and three bullets, the official revealed. During questioning, the suspects confessed to being members of the Trichy gang, notorious for breaking car windows and fleeing with valuables. All 12 have been arrested and further action is underway, added the officer, highlighting the gangs extensive cross-state operations. The gang members, highly educated according to police, employed clever tricks to distract car owners. They would tell the driver or owner that money had fallen or oil was leaking, then flee with valuables from the car, an official revealed. The mastermind, Jagan, meticulously chose high-traffic spots like bus stands, railway stations, markets and malls, ensuring ample parked cars to target. Investigations uncovered the gangs unique technique: they widened large hairpins, wrapped them in rubber, and inserted iron or metal pellets to shatter car windows with precision. The sophisticated approach and calculated execution underscore the gangs efficiency in pulling off thefts across multiple cities. They confessed to breaking car windows and stealing valuables in areas under Raopura, Gorwa, Akota, and Sayaji Ganj police jurisdictions, as well as in Ahmedabad, Ahmednagar, Goa, Nashik, Pune and Shirdi. The confessions highlight the gangs extensive reach and their role in numerous unsolved theft cases.

JAIPUR: Prime Minister Narendra Modi on Tuesday criticised the Congress, accusing it of making lofty claims about farmers while failing to take any tangible action for their welfare. He alleged that the Congress neither helps farmers nor allows others to do so. Addressing the 'Ek Varsh-Parinaam Utkarsh' event to mark the completion of one year of the Rajasthan government, Modi also accused the Congress of promoting water disputes between states instead of resolving them. He highlighted the delay in the implementation of the Eastern Rajasthan Canal Project (ERCP) as evidence of the Congress's intentions. Gujarat groundwater crisis: Alarming contamination levels across districts revealed
AHMEDABAD: The Government of India, in a concerning update to the Rajya Sabha, has flagged an alarming situation regarding groundwater pollution in Gujarat. According to the data wise Number of Partly Affected Districts (cumulative) with major Contaminants in Ground Water of India in 2022-23, major contaminants have affected numerous districts across the state. Salinity levels exceeding 3000 micro mhos/cm (EC) were detected in 28 districts, while fluoride levels above 1.5 mg/l plagued 30 districts. Nitrate contamination, surpassing the safe limit of 45 mg/l, was found in 32 districts, and arsenic levels above 0.01 mg/l affected 12 districts. Additionally, 14 districts reported iron concentrations exceeding 1 mg/l. Fluoride levels exceeding 1.5 mg/L have been recorded in several districts across Gujarat, including Ahmedabad, Amreli, Anand, Arvalli, Banaskantha, Bhavnagar, Botad, Chhota Udepur, Dahod, Devbhoomi Dwarka, Gir Somnath, Jamnagar, Junagadh, Kachchh, Mahesana, Morbi, Narmada, Panchmahal, Patan, Porbandar, Rajkot, Sabarkantha, Surat, Surendranagar, and Vadodara. In a Reply by the Union Ministry of Jal Shakti in response to MP R Girirajan's question in the Rajya Sabha, the government highlighted the grave health hazards posed by contaminated groundwater. Long-term consumption of water containing arsenic, fluoride, or mercury above permissible limits can lead to severe health complications. Arsenic contamination has been linked to poisoning, skin disorders, and cancers of the skin, bladder, kidney, and lungs. Excessive fluoride levels can cause crippling skeletal or dental fluorosis, while high concentrations of heavy metals like mercury increase the risk of kidney diseases, poisoning, and cancer. The government informed the Rajya Sabha that water management, including improving groundwater quality and addressing contamination, is primarily the responsibility of state governments, as water is a state subject. The Central Government supports these efforts by offering technical assistance and financial aid through various centrally sponsored schemes. The Central Government informed the Rajya Sabha that in Gujarat, a total of 1,52,507 drinking water samples were tested during 2023-24. Of these, 14,922 samples were found contaminated. Remedial measures, including interim actions and water supply restoration, were taken for 13,834 affected samples. While Ground water pollution remains a pressing issue in many parts of Gujarat, the government is simultaneously taking measures to address the challenge, Under the Central Government's Jal Jeevan Mission for 2023-24, Gujarat reported significant financial activity. The state began with an opening balance of 1,088.66 crore, while the Centre allocated 2,982.85 crore. Of this, 2,237.14 crore was drawn, bringing the total available funds to 3,325.80 crore. Gujarat reported utilizing 2,377.83 crore, with an additional 2,676.40 crore spent under the state's share of the program.

NEW DELHI/MOSCOW: Russia's state oil firm Rosneft has agreed to supply nearly 500,000 barrels per day (bpd) of crude to Indian private refiner Reliance in the biggest ever energy deal between the two countries, three sources familiar with the deal said. The 10-year agreement amounts to 0.5% of global supply and is worth roughly $13 billion a year at today's prices. It would further cement energy relations between India and Russia, which is under heavy Western sanctions over its invasion of Ukraine. Rosneft did not reply to requests for comments. Reliance said it works with international suppliers, including from Russia, and deals are based on market conditions. Russian oil accounts for more than a third of India's energy imports. India became the largest importer of Russian crude after the European Union, previously the top buyer, imposed sanctions on Russian oil imports in response to the 2022 invasion of Ukraine. India has no sanctions on Russian oil, so refiners there have cashed in on the cheaper crude supply. Sanctions have made Russian oil cheaper than rival grades by at least $3 to $4 per barrel. India's rising Russian imports have come at the expense of rival Middle Eastern producers. The Reliance-Rosneft deal would represent another challenge for competitors, including Saudi Arabia. Competition among oil producers for a share of the Indian market is hot because it is one of the fastest-growing energy markets, and is becoming more important as a driver of global demand as growth in top importer China slows. Under the deal, Rosneft would deliver 20-21 Aframax-sized cargoes (80,000 to 100,000 metric tons) of various Russian crude grades and three cargoes of about 100,000 tons each of fuel oil each month, the three sources said. The shipments will be supplied for Reliance's refining complex, the world's biggest, at Jamnagar in the western state of Gujarat. Two sources said Reliance and Rosneft will review pricing and volumes every year under the deal to factor in oil markets dynamics. In 2024, Reliance had a deal with Rosneft to purchase 3 million barrels of crude a month. Rosneft has been also selling crude to Reliance via intermediaries on a regular basis. The new deal accounts for roughly a half of Rosneft's seaborne oil exports from Russian ports, which leaves not much supply available for other traders and middlemen, one source said. From January to October, Reliance imported an average 405,000 barrels per day of Russian oil, up from 388,500 bpd in the same period last year, according to tanker data obtained from sources. The new deal between Rosneft and Reliance was discussed and approved during Rosnefts board meeting in November, two of the sources said. Supplies will start from January and are set to continue for 10 years with an option to extend the deal for another 10 years, the three sources said. The pricing of the grades to be supplied on delivered basis is set at differentials to the average Dubai price of the loading month, according to the sources. Premiums for the light sweet grades were set at around $1.50 a barrel for ESPO, Sokol at about $2 per barrel and Siberian Light at about $1 per barrel against Dubai quotes for 2025, one source said. The majority of the supply will be medium-sulphur and diesel-rich Russian Urals that are most popular with Indian refiners and will be priced at a discount of $3 per barrel to Dubai quotes for the following year, two sources said.
