The court of Additional District Judge-II-cum-Special Judge (Vigilance) Sripraksh Jha on Friday sentenced Shivaji Bhagat to four years rigorous imprisonment and also imposed a fine of Rs 60,000 on him, said special public prosecutor Champa Kumari. 86% of Jharkhand's paddy cultivation land unused due to scanty rainfall

Around 86 per cent of Jharkhand's arable land, meant for paddy sowing, is still lying fallow due to scanty rainfall, officials said. Paddy sowing has not yet taken off in four out of 24 districts even though the peak period of sowing ends next week, according to agricultural experts. Jharkhand has registered a 47 per rainfall deficit till July 26, officials said. Farmers are worried over the condition and they speculate the state might face drought-like situations for the third consecutive term. In 2023, 158 blocks in 17 districts were declared drought-hit by the state government, and in 2022, it was 226 blocks. Paddy crop was sown in only 2.43 lakh hectares against the target of 18 lakh hectares till July 26 or only in 13.53 per cent of the arable land, according to the sowing report of state agriculture department. It is unfortunate that Prime Minister Narendra Modi is doing petty politics even on occasions like paying tribute to martyrs on Kargil Vijay Diwas. HC seeks report on conversion of tribals in Jharkhand

RANCHI: Hearing a Public Interest Litigation seeking a ban on the conversion of tribals in the state through Changai Sabha, the Jharkhand High Court on Thursday sought a detailed report on the districts where the conversion of tribals is taking place and the actions taken to check conversions by the central and state governments. The HC asked both governments to file a reply by August 27. The petitioners advocate, Rohit Ranjan Sinha, argued that the government should form an investigation committee. The petitioner contended that tribals are being lured and converted to other religions, and this should be stopped. Soma Oraon, a social worker advocating for the welfare of tribals, filed the PIL to stop the conversion of tribals. In a similar PIL filed by Jamshedpur-based social activist Daniel Danish, seeking a probe into Bangladeshi intrusion and the changing demography of Santhal Pargana, the HC directed the government to identify the infiltrators and prepare an action plan to send them back to their country.

The Supreme Courts sweeping 8-1 verdict of a large bench upholding the rights of states to tax minerals serves to redefine a very important principle of federalism at a time when that word has gained notoriety in the Indian context. The Centres right to abridge the rights of states to tax an important natural resource lying in their lands has been snipped at least in respect of mineral wealth though the Centre does enjoy royalty on that wealth, but which is not a tax, as spelt out by the top court. With the Budget being somewhat lopsided in its distribution of Union finances, the very principle of federalism in India may call for a redefinition. So much heartache has the Budget caused in its inability to provide equitable distribution to all states, which should have been possible despite two special allies of the BJP in the NDA, that the top court ruling provides a significant debating point. What the top court said was that Parliament, through the Mines and Minerals Act, cannot restrict states from taxing such resources as minerals. It is not as if these natural resources are evenly distributed across the country. But, given the poor state of the finances of the mineral-rich states of Jharkhand, Chhattisgarh and Odisha, it becomes clear that constraints on their ability to tax minerals are invidious. The roots of the case lie in the cement company India Cements involving the Tamil Nadu government in a tax dispute in 1989 and were further complicated by a judgment in the case involving Kesoram Industries in 2004. The crux of the disputes was that states claimed a right to tax, which was denied by the verdicts delivered in those years and which have now been redefined by a large bench of the Supreme Court. How do states raise revenues when the space to do so is severely circumscribed by the federal nature of such taxation is what the Chief Justice raised in obiter dicta. It is hoped that the thinking behind this ruling on minerals would lead to open mindedness on the part of the Union to explore avenues for states to raise resources to spend on education, health and public welfare, etc.

NEET-UG paper leak case: CBI recovers sack full of mobile phones from pond in Dhanbad

RANCHI: In a significant development in the NEET-UG paper leak case, the CBI team on Friday recovered a sack full of mobile phones from a pond in Sugamdih, approximately 20 km from the district headquarters in Dhanbad. The CBI team arrived in Dhanbad on Friday morning, and searched the pond following the input of a suspect, Pawan Kumar, who had been earlier detained from the Combined Building area under the Sadar police station in Dhanbad. After taking Pawan Kumar into custody, the CBI team questioned him, during which he revealed the location. The CBI then took Pawan Kumar to the pond, where local swimmers retrieved a sack containing mobile phones and some documents. While the CBI officials refused to divulge any information in this regard, sources informed that the sack contained at least seven mobile phones along with incriminating documents. Jharkhand: In the NEET UG paper leak case, the Patna CBI team returned to a pond in Sudamdih, Dhanbad. They recovered a bag containing several mobile phones and other materials. Aman Singh is reportedly close to Rocky, who is absconding in the case. Rocky is the nephew of Sanjeev Mukhiya, who is involved in the hotel business in Ranchi. Sources claim that Rocky had arranged solvers to prepare the answers to the NEET paper after the leak. Rocky is a special agent of the Sanjeev Mukhiya gang in Jharkhand. MBBS students from Ranchi and Patna were used as solvers. So far, 13 people have been arrested from Jharkhand, including the Principal of Oasis School, Ehsanul Haque; Vice-Principal cum Centre Coordinator, Imtiyaj Alam; journalist Jamaluddin; and guest house owner Raj Kumar Singh from Hazaribagh. Additionally, a first-year MBBS student, Surbhi Kumari, from Ranchi, along with Aman Singh and Bunty from Dhanbad, have been arrested. Earlier on June 23, six people were arrested from Deoghar by the EOU team from Bihar, which included four suspects from Bihar.

NEW DELHI: The National Testing Agency (NTA) has officially released the re-revised results for the National Eligibility cum Entrance Test-UG 2024, following a directive from the Supreme Court of India. The NEET (UG) 2024 toppers' data reveals a competitive and diverse group of high achievers from across India. The top scorers achieved a perfect 720 marks with a percentile of 99.9992714, representing both male and female candidates from regions such as Delhi, Uttar Pradesh, Bihar, Rajasthan, Maharashtra, Punjab, West Bengal, and Kerala. Mamata to attend NITI Aayog meet to protest budget 'bias, conspiracy to divide states'

KOLKATA: West Bengal Chief Minister Mamata Banerjee confirmed on Friday that she would participate in the central think-tank NITI Aayog meeting scheduled on July 27 in Delhi. Banerjee's statement came amid speculations of uncertainty on whether she, too, would skip the meet like most other CMs of the INDIA bloc. Banerjee, accompanied by her nephew and TMC MP-cum-national general secretary Abhishek Banerjee, left for Delhi on Friday afternoon after postponing her trip to the national capital by a day. Jharkhand CM Hemant Soren of the JMM is, however, likely to join the meeting despite earlier reports that he, too, had chosen to give it a miss. All opposition-ruled states, including Bengal, have been totally deprived in this Budget. The Centre has taken a step-motherly attitude towards these states. I cannot accept such discrimination and political bias against us, Banerjee said. Referring to BJP Bengal president and junior union minister Sukanta Majumdar's proposal to integrate north Bengal with the North Eastern states but without directly naming him, Banerjee said she strongly condemned such statements coming at a time when the Parliament is in session. NEW DELHI: The Delhi High Court rejected a plea to temporarily halt the streaming of the documentary To Kill a Tiger on Netflix. The courts decision comes amid allegations that the film discloses the identity of a minor gang-rape survivor, a violation under the Protection of Children from Sexual Offences (POCSO) Act. A Division Bench comprising Acting Chief Justice Manmohan and Justice Tushar Rao Gedela dismissed the plea for immediate relief, citing that the documentary has been available for viewing since March 10. The court finds no necessity for an interim order at this stage, remarked the Bench. The Hindi-language Canadian documentary film, directed by Nisha Pahuja, was nominated for Best Documentary Feature at the 96th Academy Awards. Tulir Charitable Trust, filed the PIL, contending that the films portrayal of the survivor may infringe upon legal safeguards meant to protect minors under the POCSO Act. RANCHI: Lobin Hembrom, the MLA from Borio representing JMM, and Jai Prakash Bhai Patel, MLA from Mandu with BJP, have been stripped of their Assembly memberships by the Speakers Tribunal following a verdict in a defection case against them. The order will take effect from July 26. Amar Kumar Bauri, the BJP leader of Opposition in the Jharkhand Assembly, and JMM Chief Shibu Soren had filed complaints against Patel and Hembrom respectively, invoking the anti-defection law. Patel had contested the Lok Sabha elections on a Congress ticket without resigning from his Assembly seat, while Hembrom ran independently against the JMM candidate in the Lok Sabha polls. Bauri filed a complaint with the Assembly Speakers Tribunal regarding Patels defection. Advocate Vinod Kumar Sahu, representing Bauri, argued that Patels switch of party allegiance without resigning from the Assembly warranted cancellation of his membership. Similarly, Advocate Ankitesh Kumar Jha, on behalf of Soren, contended that Hembrom contesting against the JMM candidate in the Lok Sabha elections constituted anti-party activities deserving termination of his membership. In defence, Hembrom cited his expulsion from the party and claimed the action taken against him by the party president wasnt appropriate. Bihar arms seizure case: NIA arrests senior functionary of banned CPI (Maoist)

NEW DELHI: The anti-terror federal probe agency NIA has arrested a senior member of the banned Naxal outfit CPI (Maoist), Uday Ji alias Rajesh Kumar Sinha, in connection with its probe into a 2021 case linked to the seizure of arms, ammunition, and explosives in Bihar, officials said on Thursday. The officials stated that Uday Ji, a Special Area Committee member of CPI (Maoist), has been arrested under various provisions of the Arms Act, the Explosive Substances Act, the Criminal Law Amendment Act, and the UAPA in the case, which the agency registered in June 2021. Apart from arms, ammunition, and improvised hand grenades, several incriminating articles and equipment used in the manufacturing of arms and explosives, along with documents and materials, were seized at the time of the original registration of the case, said a senior NIA official. These were recovered from Maoist operative Parshuram Singh alias Nandlal, who had visited a CPI (Maoist) camp located in Budhapahad, Jharkhand, and met Mithilesh Mehta alias Mithilesh Verma alias Bhikhari alias Gehuda, and supplied improvised hand grenades to them, the official said. In its investigation into the case, the official stated Uday Ji was found instrumental in providing financial and logistics support to Parshuram Singh, who was manufacturing the improvised hand grenades at his garage in Danapur, Bihar. These improvised hand grenades were further supplied to Naxals at Budhapahad. Investigations have revealed a huge conspiracy to supply arms, ammunition, and explosive materials to the banned organisation, CPI (Maoist), the official added. In December 2021, the NIA had filed a charge sheet in the case naming Parshuram Singh, Sanjay Singh, Rakesh Kumar, Prem Raj alias Gautam, and Md. Badruddin. During further investigation, the role of one Mithilesh Mehta alias Mithilesh Verma, a Central Committee member of CPI (Maoist), had also come to light. He was remanded to NIA custody in June 2022 and was named in the charge sheet in November of the same year, the official said.

US revises travel advisory for India: Avoid Manipur, J&K, India-Pak border, and Central & East India

WASHINGTON: The US has asked its nationals not to travel to Manipur, Jammu and Kashmir, the India-Pakistan border, and parts of central and eastern parts of the country where Naxalites are active. In a revised travel advisory for India, the State Department said it has updated to reflect information on the northeastern states. Exercise increased caution in India due to crime and terrorism. Some areas have increased risk, it said. Overall India has been placed at Level 2. But several parts of the country have been placed on Level 4: Jammu and Kashmir, India-Pak border, Manipur and parts of Central and East India. Do not travel to: The union territory of Jammu and Kashmir (except the eastern Ladakh region and its capital, Leh) due to terrorism and civil unrest; within 10 km of the India-Pakistan border due to the potential for armed conflict; portions of Central and East India due to terrorism and Manipur due to violence and crime, said the State Department. In addition, it recommended Americans to reconsider travel to the northeastern states due to terrorism and violence. Indian authorities report that rape is one of the fastest growing crimes in India. Violent crime, such as sexual assault, has happened at tourist sites and other locations. Terrorists may attack with little or no warning. They target tourist locations, transportation hubs, markets/shopping malls, and government facilities, the travel advisory said. The US government has limited ability to provide emergency services to US citizens in rural areas. These areas stretch from eastern Maharashtra and northern Telangana through western West Bengal. The US government employees must get special authorization to travel to these areas, it said. Placing Manipur at Level 4: Do Not Travel, the State Department said: Do not travel to Manipur due to the threat of violence and crime. Ongoing ethnic-based civil conflict has resulted in reports of extensive violence and community displacement. Attacks against Indian government targets occur on a regular basis. US government employees traveling in India require prior approval before visiting Manipur. Similarly, terrorist attacks and violent civil unrest are possible in the union territory of Jammu and Kashmir. Do not travel to this state (with the exception of visits to the eastern Ladakh region and its capital, Leh). Violence happens sporadically in this area and is common along the Line of Control (LOC) between India and Pakistan. It also occurs in tourist spots in the Kashmir Valley: Srinagar, Gulmarg, and Pahalgam. The Indian government does not allow foreign tourists to visit certain areas along the LOC, it said. India and Pakistan have a strong military presence on both sides of the border. The only official border crossing for non-citizens of India or Pakistan is in Punjab. It is between Attari, India, and Wagah, Pakistan. The border crossing is usually open, but check its current status before you travel. To enter Pakistan, you need a Pakistani visa. Only US citizens residing in India may apply for a Pakistani visa in India. Otherwise, apply for a Pakistani visa in your home country before traveling to India, it said. Maoist extremist groups, or Naxalites, are active in a large area of India that spans from eastern Maharashtra and northern Telangana through western West Bengal, the advisory said. Attacks against officers of the Indian government continue to occur sporadically in the rural parts of Chhattisgarh and Jharkhand that border Telangana, Andhra Pradesh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, West Bengal, and Odisha. Southwest areas of Odisha are also affected. The Naxalites have carried out many terrorist attacks, targeting local police, paramilitary forces, and government officials, it said. Due to the fluid nature of the threat, US government employees are required to obtain permission prior to traveling to most areas in the states of Bihar, Jharkhand, Chhattisgarh, West Bengal, Meghalaya, and Odisha. Permission is not required if employees are traveling only to the capital cities of these states. US government employees also need approval to travel to the eastern region of Maharashtra and the eastern region of Madhya Pradesh, the advisory said. In addition, Northeastern States has been given - Level 3: Reconsider Travel. Ethnic insurgent groups occasionally commit acts of violence in parts of the northeast. Vaishnaw says ample allocation for Oppn-ruled states

NEW DELHI: Railway Minister Ashwini Vaishnaw asserted Wednesday that ample outlays have been made in the Union Budget for massive development in railway infrastructure and services across all states and UTs, including six Opposition-ruled states such as Delhi, Kerala, Tamil Nadu and Karnataka. The government has made a huge capital allocation for railways in the Budget at over Rs 2.65 lakh crore for 2024-25. Out of this, an allocation of Rs 1.08 lakh crore has been made exclusively for safety works, he said. The Opposition-ruled states such as Kerala, Tamil Nadu, Telangana, Karnataka, Punjab, Himachal Pradesh, Delhi and Jharkhand have been given due consideration in the allocations, he said. The response came on a day when Trinamool Congress leader Abhishek Banerjee slammed the BJP-led NDA government over the recent train accidents. Vaishaw said his ministry has focused on technology, operational changes and training to significantly improve train travel. Citing data, he said 13 railway stations of Delhi division will be redeveloped under the Amrit Bharat scheme. These are Adarsh Nagar Delhi, Anand Vihar, Bijwasan, Old Delhi, Delhi Cantt, Delhi Sarai Rohilla, Delhi Shahdara, Hazrat Nizamuddin, Narela, New Delhi, Sabzi Mandi, Safdarjung and Tilak Bridge. Vaishnaw said that an outlay of Rs 7,559 crore has gone to Karnataka, Rs 6,362 crore to Tamil Nadu, Rs 5,336 crore for Telangana, Rs 9,151 crore for AP, Rs 13,941 crore for West Bengal, Rs 7,302 crore for Jharkhand, Rs 3,011 crore for Kerala, Rs 5,147 crore for Punjab. All these are Opposition-ruled states. In Bihar, 92 stations would be developed as Amrit stations. Meanwhile, the Centre has allocated a whopping fund of Rs 1,112.57 crore in the railways total budget for the installations of Kavach in 2024-25, Vaishnaw said Lok Sabha. Kavach aids the loco pilot in train running within specified speed limits by automatic application of brakes in case a loco pilot fails to do so and also helps the train to run safely during inclement weather. The minister said the implementation of Kavach involves execution of many activities, such as the installation of Station Kavach at each station, installation of RFID tags throughout the track length, installation of telecom towers throughout the section, laying optical fibre cable along the track and provision of loco Kavach on each locomotive.

US Revises Travel Advisory for India: Avoid Manipur, J&K, India-Pak Border and Naxalite Areas

Washington : The US has asked its nationals not to travel to Manipur, Jammu and Kashmir, the India-Pakistan border, and parts of central and eastern parts of the country where Naxalites are active. In a revised travel advisory for India, the State Department said it has updated to reflect information on the northeastern states. Exercise increased caution in India due to crime and terrorism. Permission is not required if employees are traveling only to the capital cities of these states. US government employees also need approval to travel to the eastern region of Maharashtra and the eastern region of Madhya Pradesh, the advisory said. Jharkhand: FIR against school teacher for brutal assault on students

RANCHI: In a shocking incident, more than a dozen children from a private school in Ranchi were allegedly beaten by their sports teacher for underperforming in a recent sports tournament. The incident reportedly took place after the Regional Inter-School Tournament held on July 22 and 23 in Bokaro. According to the students, following the tournament, the sports teacher, Ayush Kumar Sinha, took them to a room at Sector IV DAV in Bokaro and assaulted them with a rod and belt. This was done after the teacher covered the CCTV cameras with a cloth, according to the complaint. The tournament, which attracted participants from across the state, including students from DAV Gandhinagar in Ranchi, saw several students returning with disappointing results. Upon their return, the children disclosed the abuse to their parents, who initially approached the school principal. However, no action was taken against the teacher. On Wednesday, the parents lodged a formal complaint with the Gonda Police Station. The complaint detailed that the teacher not only beat the children but also damaged their mobile phones by throwing them on the floor. Furthermore, the teacher allegedly threatened the students with transfer certificates if they revealed the incident to their parents. The complaint also mentioned the teacher frequently went into the toilet, which was filled with a suspicious material, and smoked cigarettes before resuming the assault. The teachers actions have caused serious physical and psychological harm to the children. After failing to get a response from the school principal, we had no choice but to file a complaint with the police, said Manish Kumar, the father of an 11-year-old student from class 6 at DAV Gandhinagar. Gonda Police Station Officer-in-Charge Abhay Kumar Sinha confirmed that a Zero FIR has been lodged, as the incident occurred outside their jurisdiction. The matter will be transferred to the concerned police station in Bokaro for further investigation. A Zero FIR allows the police to register a complaint regardless of where the crime occurred, and it will be forwarded to the appropriate jurisdiction for investigation.

NEW DELHI: Former finance minister P Chidambaram on Tuesday cautioned the government against taking inflation lightly, saying every family is hit hard by price rise and asked why the RBI has not reduced bank rates for 13 months if it was low as claimed. Initiating discussion on the Union Budget 2024-25 in the Rajya Sabha, the senior Congress leader also asked if the proposed employment-linked incentive (ELI) has been mooted as the existing production-linked incentive (PLI) schemes have failed to generate employment while mocking Finance Minister Nirmala Sitharaman for lifting ideas from the Congress manifesto for the ELI scheme. Bank rate is a good measure of where inflation is moving. If inflation is moving towards the 4 per cent target, why is the RBI keeping the bank rate at 6. 5 per cent for the last 13 months? Why is the MPC, the Monetary Policy Committee, not willing to revise it downwards? Chidambaram said. RBI projects inflation to fall to 4.5 percent in FY25 : Economic Survey He asserted that inflation is a humiliating situation because every family is hit by inflation. It should not turn out to be another election jumla' like your 2 crore jobs a year, Chidambaram said. He also questioned the government's methods of calculating economic growth, saying the claim of high growth has not been felt by the common people on the ground. On the tax relief proposed for individuals in the Budget, he said the benefit will be only for only 2-3 crore people and asked what relief has been given to those in irregular jobs and daily labourers. Highlighting the income disparity across the population, he also said India continues to languish in the global hunger index. The action that the government has taken, namely giving free food grain to 81 crore people is a tacit admission that on the hunger index we are very very low. The senior Congress leader also attacked the government for destroying federalism by picking and choosing among states for grant of relief. NEW DELHI: In a generous display of coalition politics, the first Budget of Modi 3.0 handed out hefty financial packages for Bihar and Andhra Pradesh, ruled by its crucial allies, the Telugu Desam Party (TDP) and the JD (U). It drew strong criticism from the Opposition, which called it a Budget driven by political compulsions and claimed it ignored Opposition-ruled states to appease BJPs allies. The stability of the NDA government is dependent on the TDP and JD(U), which have 16 and 12 members in the Lok Sabha, respectively. Both parties have been pushing for special status or financial packages for development of their states. A special financial support of Rs 15,000 crore to Andhra for the development of its capital city was part of the Budget proposals. Walking the extra mile, finance minister Nirmala Sitharaman said efforts will be made to fulfil the commitments made under the AP Reorganisation Act. Along with special package for the Polavaram Dam project, the minister proposed grants for backward regions of the state. A 2,400 MW power plant was also announced, while an industrial corridor node has been promised in Gaya. On HC order, 12 Jharkhand sub-inspectors demoted as constables after 26 yrs

RANCHI: In a move by Jharkhand police, the 12 police constables given out of term promotion and made Sub-inspectors for showing indomitable courage and bravery during an encounter with CPI (Maoists) in 2008, were again demoted to constables after 26 years following the order of Jharkhand High Court. Notably, a total of 13 policemen were given out of turn promotion, where 12 were promoted from constable to sub-inspector while one was promoted from sub-inspector to inspector, but now following the order of Jharkhand High Court, all the 12 sub-inspectors have been made constables again. The court order came after Arun Kumar, a policeman posted in Simdega district force, filed a petition in Jharkhand High Court saying that at the time of promotion, his colleagues were promoted but he was sidelined. After hearing the case, Jharkhand High Court issued an order directing the government to revert its order because out of tern promotion is not possible in gallantry. After the courts order, all the 12 constables who became sub-inspectors after getting promotion from the police headquarters have been made constables once again. After reviewing this order of the High Court, the Home Jail and Disaster Management Department of the State Government ordered the Police Headquarters to cancel the promotion and reinstate him to the old post on 18 July 2024. After this, the Police Headquarters s issued an order related to this on 22 July. In the light of the judgment passed on 16.12.2022 by the Jharkhand High Court and the order passed on 16.01.2024 in the contempt case (civil) number 471/2023 of the Police Headquarters, vide order no. 212/P, dated 25.01.2008, it has been directed by Home, Jail and Disaster Management Department, Jharkhand, to cancel the out of turn promotion given to a total of 13 policemen in the next line and inform the department about the action taken, stated the order passed by the Jharkhand police headquarters. The promotion granted in favour of respondent is being set at naught. Their promotion is held to be illegal and they will revert to their original post.
