RANCHI: In a significant relief to IAS officer Pooja Singhal, who is accused in a money laundering case linked to the MGNREGA scam, the special PMLA court in Ranchi on Friday rejected the Enforcement Directorates (ED) petition seeking to bar her from receiving any government posting. The special PMLA court, after hearing arguments from both sides on Monday, had reserved its verdict, which was pronounced on Friday. The investigation pertains to an alleged embezzlement of over Rs 18 crore in MGNREGA funds in Khunti district between 2008 and 2011. Student leader Devendra Mahato had also met the JAC Secretary and informed him about the entire matter. JAC Secretary Jayant Mishra was told that the question paper of the Hindi subject exam on 18 February was leaked a day before, i.e., on the night of 17 February. During the meeting with the JAC Secretary, Devendra Nath Mahato had requested immediate action on the matter. Along with this, he also showed the question paper of Science Theory. IAS Pooja Singhal's appointment to key Jharkhand posts despite ED objection sparks row
RANCHI: The appointment of IAS officer Pooja Singhal, out on bail in a money laundering case linked to the MGNREGA scam, as Secretary of the IT Department and CEO of Jharkhand Communication Network Ltd. has sparked controversy. The decision, taken despite legal objections raised by the Enforcement Directorate (ED), has sparked considerable debate in political and administrative circles in the state. Notably, ED has already filed an application in the Special Prevention of Money Laundering Act (PMLA) Court requesting to ensure that she should not be posted to any department in the state government. According to ED, if the state government gives the responsibility of any department to Pooja Singhal, then she may misuse her position and influence the case. A 2000-batch IAS officer, Singhal was arrested for allegedly embezzling crores of MGNREGA funds in Khunti. Singhal, after remaining in jail for 28 months, was granted bail by a special Prevention of Money Laundering Act (PMLA) Court in Ranchi on December 7, 2024. Following her release on bail, the state government revoked her suspension and reinstated her with effect from December 7, 2024. The special PMLA Court, after hearing the arguments from both sides on Monday, has kept its orders reserved, with the next hearing scheduled for February 27. In a major rejig of IAS officers, Pooja Singhal was handed over the two key posts on Tuesday. BJP has questioned her posting on key posts despite objections raised by the ED. Those who are accused of being involved in scams worth crores and looting the state exchequer, have again been given responsibility of key posts, which means she has been given the license of looting the state in future also, said veteran BJP MLA and former minister CP Singh. JMM on the other hand countered the BJP saying that Pooja Singhal is still an accused and not a convict in the case, alleging the BJP of deliberately politicising the matter as they are not getting any issue to malign the image of the state government. It must be kept in mind that Pooja Singhal is still an accused and not a convict. And there is no direction from the PMLA court regarding her posting, said JMM spokesperson Manoj Pandey. It is nothing but a political stunt to malign the image of the state government, he added. Pandey also questioned whether IAS Sajal Chakravarty, accused in fodder scam, the Chief Secretary of Jharkhand; whether IAS Pradeep Kumar, against whom CBI inquiry was being conducted, was not given important posts when BJP was in power.
SCB conducts Odisha's first bone marrow transplant on two-year-old
CUTTACK: Doctors at the clinical hematology department of SCB medical college and hospital here have successfully conducted allogenic bone marrow transplant (BMT) on a two-year-old baby girl suffering from acute myeloid leukemia (AML). The patient, Aliza Naaz, is the youngest patient to undergo BMT in the state. The stem cell donor is the patient's four-year-old elder sister, Aatifa. The patient Aliza, daughter of Shahrukh Ansari of Dhanbad in Jharkhand, was diagnosed with AML at Tata Memorial Hospital, Jamshedpur, in August last year. She underwent chemotherapy but the disease persisted. With her condition deemed high-risk, she was advised to undergo allogenic BMT at the last option. Her human leukocyte antigen (HLA), the marker of compatibility with donor, matched a perfect 100 per cent with her elder sister Aatifa. Though she was initially referred to a more expensive medical centre for the transplant, the family was advised to go to SCBMCH where the procedure was provided completely free of cost. The BMT costs around Rs 30 Lakh at other hospitals. The patient was admitted on January 7 this year and a BMT team was constituted under chief BMT physician Prof RK Jena with associate professor and HoD Dr Sudha Sethy, Dr Manmohan Biswal and Dr Pratichi Das. Two senior faculty from paediatrics department Prof Geeta Sethy and Dr Anwesha Das were roped in to help with the procedure. Aatifa was admitted on January 28 for donating stem cell. This proved the most challenging aspect of the BMT as she is just four years old and does not possess the blood volume for operating the aphaeresis machine. We used same group blood to prime the machine and then collected stem cell from Aatifa. The collection was satisfactory and successfully transplanted in Aliza on February 7, Prof Jena said. Post BMT, all her parameters are fine as on Day 12 on Wedenesday and is expected to be discharged in a week. Expressing gratitude to the doctors and the government, the patients uncle Minhaz Ansari said, they had lost all hope till they reached SCBMCH. We could not have afforded the money required for BMT at other centres. Here, thanks to the state government, we did not have to spend a rupee. The entire team led by Prof Jena took great care and made it a success, he said. The BMT unit opened in 2014, has conducted 176 procedures as on date with a success rate of more than 80 per cent on above two-year survival range. The BMT on Aliza is a landmark. It creates opportunities for cure of many children with not only blood cancer but also other blood diseases like thalassemia, sickle cell disease, aplastic anaemia, etc. These diseases taken together are huge, inflicting a significant socio-economic burden on our state, Prof Jena said.

Comparison of eight months with 290 shows governments achievements: CM Mohan Majhi
BHUBANESWAR: With the Opposition questioning achievements of the BJP government in the last eight months, Chief Minister Mohan Charan Majhi on Saturday said it was an acknowledgment to the accomplishment of his government within such a short period. In his reply to the debate on the motion of thanks on Governors address, Majhi said he was delighted to hear the comparisons made by Opposition members about the performance of his government in eight months with the 24 years or 290-month-tenure of the previous government. This juxtaposition highlights the Oppositions acknowledgment of our accomplishments within a relatively short period. They want us to show that in eight months, we have achieved more than what was accomplished in the past 24 years by the BJD. I am proud to say that we have indeed made significant progress, the CM said. Replying to the accusation of the leader of Opposition Naveen Patnaik about BJP betraying the farmers, the chief minister reminded the former about his promise to provide a bonus of Rs 100 per quintal to farmers which he failed to deliver in a decade. Our government took a significant step in just 24 minutes of our first cabinet meeting, deciding to provide Rs 800 per quintal input assistance to farmers, he said. Majhi said the contribution of the previous government to agriculture can be gauged from the fact that farmers income in Odisha ranked second to the bottom states, Jharkhand being the the only state below Odisha. It is our government which in just 24 minutes of our first cabinet meeting decided to provide annual financial assistance of Rs 10,000 to around one crore women in the state. So far, weve already provided the first instalment of the Subhadra scheme to over 98 lakh women, he said.

App for elephant route to check man-animal conflict in Jharkhand soon
RANCHI: The Jharkhand Forest Department is all set to launch the Elephant Route Predictor app, which is designed to track potential elephant routes in a manner similar to weather forecasts. The app has been prepared based on research studies of legacy data about elephant movement in a particular corridor. Hazaribagh DFO (East) Vikas Kumar Ujjwal, the man behind the app, has been working on it for the last few months. Limited testing of the app was also done during his posting in Simdega. According to DFO, the app is now in its final stage and will soon be launched on a pilot basis in Hazaribagh itself. In the second phase, it will be made available to the frontline forest staff and then to the Jharkhand Forest Management Committees (JFMC). According to Ujjwal, this web-based application has been programmed to think like an elephant before making a choice about its migration route. It accepts input in the form of GPS coordinates (Longitude & Latitude) in DMS format of the elephants current location and, on clicking Predict Path, gives a mean path along with the potential conflict zone where the elephant might deviate from its mean path prediction, said the DFO. He added that it has been proven to be more than 80% accurate as of now and helps frontline forest staff alert villagers in advance, position QRTs in anticipation of conflict, and drive them carefully (if required). The DFO further added that it also gives a clue about the whereabouts of the elephants at night from the last sighted location. It is being proved to be a very helpful tool in Human-elephant conflict (HEC) management and the safety of forest staff (and elephant driving teams), he said. The DFO further informed that the Google Earth Engine App has been launched in four elephant landscapes of the division: Daru, Tatijharia, and Bagodar of Hazaribagh East division.

Mahakumbh 2025: 50 crore people take holy dip in a month, more than the population of a country
Its been a month since the inception of Mahakumbh on 13 th January 2025. With 15 days more, the event is expected to attract a massive surge in visitors. The three Amrit Snans have already been concluded on Makar Sankranti, Mauni Amavasya and Basant Panchami. Another important Snan was held on Magh Purnima. On the occasion of Magh Purnima on Wednesday alone, nearly two crore devotees took the holy dip in the sacred waters in Prayagraj. The population of the city is around 60 lakhs, and the devotees reaching on Magh Purnima were four times to this number. The visitors from far off places took the holy dip with chants of spiritual hymns and bhajans. Even though there has been a major mishap in Prayagraj when a stampede occurred at the Sangam nose on Triveni ghat, the administration has done excellent work managing the traffic and security at the event. As we have witnessed the peaceful commencement of the snan on Magh Purnima without any stampede, panic or chaos. In the last one month, the Mahakumbh has attracted a massive 50 crore visitors, making it the largest spiritual gathering in the world. It not only includes the common people, but also Indias PM, President, dignitaries and delegation from all over the world, political leaders, celebrities, the overall sections of the society. This figure speaks for itself, as no other country in the world, except for India and China has this huge population. The kind of gathering is one of a kind, something really unimaginable and unbelievable. Because, if you get on to add the population of Worlds 119 countries, that together forms a population of 50 crores. Even the combined populations of USA and Canada does not reach this count. After the stampede, the Uttar Pradesh Government came up with stricter and more organized traffic arrangements as well as efficient crowd control scrapping the VIP culture. Chief Minister Yogi Adityanath himself monitored the situation closely on the snan schedules of Basant Panchami and Maghi Amavasya. It has been known that the CM ensured a close watch since the midnight. The DGP of Uttar Pradesh Prashant Kumar, Principal Secretary (Home) Sanjay Prasad and other senior officials have been managing it all smoothly in Prayag. The challenging situations have posed all throughout. Not only the surging crowd at the Sangam, there was another significant challenge of the moving crowd of devotees from states of Odisha, Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar among others. Followed with the devotees heading towards Ayodhya to offer prayers at the newly established Ram temple, as well as at the Kashi Vishwanath temple in Varanasi, again a massive footfall. Less than a fortnight left for its commencement, let us see at what figure does the Mahakumbh concludes! The estimated target of 40 crore has already been surpassed, with a massive spillover of devotees.

With inflation consistently high, Centre asks Odisha to take action
BHUBANESWAR: Despite retail inflation in the country recording a five-month low in January owing to falling food prices, Odisha continues to be among the top three states making headlines for high inflation for over a year now. Meanwhile, neighbouring states like Jharkhand, Telangana and West Bengal have the lowest inflation rate. According to the data released by the Ministry of Statistics and Programme Implementation, the retail inflation in Odisha was the second highest at 6.05 per cent last month after Keralas 6.76 per cent. Rural inflation was higher than the urban with 6.79 per cent and 4.07 per cent respectively. While the combined inflation rate was 6.96 per cent in December, it was 6.78 per cent in November. The rate was the third highest in Odisha after Chhattisgarh (7.63 per cent and 8.39 per cent) and Bihar (7.36 per cent and 7.55 per cent). Despite overall cooling trend, Odisha has consistently recorded inflation above 7 per cent for more than eight months between November 2023 and October 2024. The rate had shot up from one of the lowest 3.75 per cent in June 2023 to 8.73 per cent in December 2023. Surprisingly, the urban inflation rate in June 2023 was higher at 5.61 per cent than the rural rate at 3.02 per cent. However, the higher inflation in the state last month has been attributed to the rising price of essential commodities. The inflation rate of oil and fats was the highest at 15.64 per cent, followed by fruits 12.22 per cent, vegetables 11.35 per cent and personal care 10.58 per cent. Concerned over the situation, Union secretary of Statistics and Programme Implementation Saurabh Garg has advised the state government to take remedial actions. Citing November figures, Garg pointed out that Odisha experienced one of the highest year-on-year inflation rates among all major states. Some of the sub-groups exhibiting higher inflation are vegetables (30.59 per cent), oil and fats (17.6 per cent), cereal products (9.73 per cent) and fruits (8.86 per cent). Considering the potential impact on the states economy and in turn on the countrys economic and social progress, the Union secretary has urged chief secretary Manoj Ahuja to look into the matter and take immediate steps for easing inflation. Economists attributed the overall rise in retail inflation to food price volatility, supply chain bottlenecks and structural economic factors. They said Odishas economy relies heavily on mining and heavy industries, which do not necessarily translate into stable consumer prices. Secretary of Odisha Economics Association Amarendra Das said the prices of staple vegetables such as potatoes, tomatoes, and onions remained elevated for a long period and the state faces disruptions in food supply chains due to logistical issues. UPWARD GRAPH Retail inflation in Odisha was the 2nd highest at 6.05 pc last month Rural inflation rate was higher than urban with 6.79 pc and 4.07 pc respectively Odisha recorded inflation above 7 pc for over 8 months during Nov23- Oct24 High inflation last month attributed to rising price of essential commodities

Demand for Central Tribal University in Odisha's Sundagarh renewed
ROURKELA: The long-pending demand for a central tribal university (CTU) in Sundagarh district has been renewed with a Sambalpur-based voluntary organisation drawing attention of the central and state governments in this regard. Vivekananda Palli Agragami Seva Pratisthan (VPASP) director YK Mahakud shot off a letter to President Draupadi Murmu with copies marked to Governor Hari Babu Kambhampati and Chief Minister Mohan Charan Majhi on February 3. Mahakud said Sundargarh holds significance in western Odisha and mooted setting up of a CTU and skill development centre at Rourkela for educational, social and economic empowerment of tribal girl students. A host of organisations including the CITU and voluntary outfit Sachetan Nagarik Manch for long have been demanding a CTU at Rourkela to benefit the connected tribal belts of Odisha, Jharkhand and Chhattisgarh. Noted educationist and former director of the National Institute of Technology-Rourkela (NIT-R) Prof Sunil Kumar Sarangi said the Central Tribal University of Andhra Pradesh (CTUAP) is the only in the country which was created in 2019 after amending act of the Central University of AP with special characterisation. Pointing to the distribution of Central Universities (CUs), he said there is no precedence of states (except Delhi) having more than one CU. Since Koraput has one CU, he said, it is highly unlikely the central government would allot second CU to Odisha in Sundargarh as a Central Tribal University.
Odisha: Woman found murdered, police intensify investigation
ROURKELA: Police have intensified investigation after an unidentified young woman was found brutally murdered and her body dumped under a bridge of NH-143 near Chandiposh, around 35 km from Rourkela, in Sundargarh district on Wednesday. Police said the perpetrators of the crime unsuccessfully tried to burn the womans body and escaped in a hurry due to frequent movement of vehicles on the highway. Rourkela SP Nitesh Wadhwani on Thursday said the deceased woman was aged between 22 and 28 years. The spot where her body was found did not have fresh blood stain. Wadhwani further said the victim died after her throat was slit. Prima facie, it appeared that she was murdered elsewhere around 24 to 48 hours back and later, her body was dumped under the bridge. The womans body was carried in some vehicle and the perpetrators tried to burn the body to erase evidence and hide her identity. The SP said police are analysing footage of CCTV cameras installed on nearby toll gates of NH 143 to get clues. Police stations in neighbouring Jharkhand have also been alerted to help establish the identity of the victim.
AICC mulls change of Telangana in-charge to deal with dissent
HYDERABAD: The All India Congress Committee (AICC) has reportedly decided to change its Telangana in-charge in the next few days. According to party sources, the high command is contemplating appointing a senior leader who has the potential to handle the issues unique to Telangana and has experience in managing internal dissent. The grand old party is looking for a seasoned troubleshooter who can engage with MLAs, ministers, chief ministers confidants, and senior party members. Meanwhile, senior AICC leaders, including its president Mallikarjun Kharge, Leader of Opposition in Lok Sabha Rahul Gandhi and others, met at Kharges residence in New Delhi on Thursday. Sources said that the party is considering the names of senior leaders like former Chhattisgarh CM Bhupesh Baghel, former deputy CM of Rajasthan Sachin Pilot, former MPs BK Hariprasad and Dr Ajoy Kumar as a replacement for the present Telangana in-charge Deepa Dasmunshi. Sources also stated that Sachin Pilot, who is currently in-charge of Chhattisgarh, has not shown much interest in continuing in that role and is instead keen on handling Telangana affairs. On the other hand, Bhupesh Baghels name is also under consideration, and he might be asked to take up the Telangana responsibility if the party does not decide to promote him as general secretary (organisation). Since Baghel has served as chief minister, he is seen as a leader who is capable of handling state party affairs. He is expected to address the grey areas within the party and close the communication gap among the leaders. Additionally, former MP BK Hariprasad from Karnataka and Dr Ajoy Kumar from Jharkhand are also in the race for the AICC Telangana in-charge post. Senior leaders from Telangana expect that whoever is appointed as the new in-charge must coordinate with the chief minister, ministers, MLAs, and party leaders to ensure the party functions as a well-oiled machine. They are also recalling recent controversies that became sensational but could have been prevented at an early stage with better coordination. According to sources, the party leadership might announce the new committee for the TPCC and the name of the new AICC in-charge next week.

Gurdwaras, churches to be targeted next: Opposition MPs on parliamentary panel report on Waqf bill
NEW DELHI: Opposition MPs on Thursday claimed the report of the joint committee of Parliament on the Waqf bill sought to open the floodgates for targeting land belonging to other religious groups. They also questioned redacting certain portions of the dissent notes submitted by opposition members of the panel. Union Parliamentary Affairs Minister Kiren Rijiju said certain portions that cast aspersions on the committee had been removed and added that it was done according to rules. The report of the joint committee of Parliament on the (Amendment) Bill was tabled in the Rajya Sabha amid uproar on Thursday, with the proceedings briefly adjourned following a heated debate between the treasury and the opposition benches. When the House reconvened, opposition MPs said their dissent notes were redacted from the report while the government denied the charge. The opposition members then staged a walkout. The Congress' Syed Nasir Hussain, a member of the panel, told reporters on the Parliament premises that the report was completely biased and one-sided. Procedure was not followed in the meeting. Non-stakeholders were invited to present their views, he said. Hussain claimed that 97-98 per cent of stakeholders opposed the Bill while the non-stakeholders who had been called supported it. Minutes of the meetings were not provided, response of the witnesses was not provided. Presentations were not given to us on time. After the meetings with stakeholders, members were supposed to sit and discuss but that did not happen, he said. Several key issues were not addressed, Hussain alleged. Before the report was finalised, very little time was given to submit dissent. Yet, we submitted dissent notes. Key parts of the dissent notes were redacted, it is in the public domain, he said. When we raised this issue, the minority affairs minister lied and said the dissent notes had not been redacted. We met the chairman and gave a memorandum with our complaint. This is a biased report, Hussain said, referring to Rijiju, who also holds the minority affairs portfolio. Lok Sabha adjourned till March 10 after uproar over JPC report on Waqf Bill The Congress member, and several others from opposition parties, expressed apprehension that similar action might be taken in the future on properties under different religious bodies and groups. Today it is Waqf, tomorrow it will be about gurdwara land, then temples... They want to snatch the land and give it to their friends, he said. TMC member Nadimul Haque condemned the report and said a bill to stop encroachment on Waqf properties was withdrawn. On one hand, they are saying they want to save Waqf land and on the other hand, they withdrew that bill, he said. I was also a member of the committee, the dissent note that we gave was redacted, it was censored. The minister claimed everything has been done as per rules. They need to tell under which rule were these portions redacted, he said. Haque claimed millions of Indians would be affected if the Bill became an act. We will continue to oppose the Bill. AAP's Sanjay Singh, also a member of the panel, said rules were not followed during its meetings. I participated in the proceedings. It was turned into a joke, those who are not stakeholders were called and we, who were members of the panel, our perspectives, our dissent, was not even included in the report. It is a violation of parliamentary conventions, he said. This is the beginning for capturing land of mosques and dargahs, history will not forgive us...The Modi government wants to give all property to Adani and some capitalists, he said. Mahua Maji of the Jharkhand Mukti Morcha (JMM) echoed Singh. The government is eyeing Waqf land. This will happen with other religions as well in the days to come, she said. The Congress' Pramod Tiwari said, We want to save the country, we know it has come today for the Waqf, it will be gurdwaras next, then temples...churches. This is an effort by the INDIA bloc to protect the interest of all religions in the country. Denying the opposition's charge on their dissent notes being redacted, Rijiju said the panel did commendable work. Some opposition MPs raised objections and said their dissent notes had been taken out. The report, along with annexure, has been tabled. In the dissent note, if aspersions are cast on the committee, which the chairman feels is not right, the chairman has the power to remove those portions. It is written in the rules, he said in a press conference. It is wrong to say the dissent notes are not included in the report, he added.

DEHRADUN: The 38th National Games in Dehradun witnessed a thrilling display of athletic prowess, as the long-standing record was broken for the first time in 14 years. The previous record, set by Gurmeet Singh of Jharkhand in 2011 with a time of 1 hour, 23 minutes, and 26 seconds has now been eclipsed by a remarkable performance from six Indian athletes. Leading the charge was Servin Sebastian from the Services team, who not only clinched victory but also established a new National Games record with a stunning record time of 1 hour, 21 minutes, and 23 seconds. I am thrilled to have broken the record and to contribute to this historic moment, Sebastian said after his impressive finish. Joining him in rewriting the history books were Suraj Panwar (Uttarakhand), Amanjot Singh (Punjab), Paramjit Singh (Services), Ram Babu (Uttar Pradesh), and Mukesh Nitharwal (Rajasthan), all of whom finished with durations that surpassed Gurmeet Singhs previous benchmark. Uttarakhand's Sports Minister, Rekha Arya, expressed her enthusiasm over the recent milestone in Indian athletics, where six athletes simultaneously broke a 14-year-old record. This feat not only reflects the enhanced fitness and technical progress of Indian race walkers but also signals the countrys growing stature in international competitions, she said. The womens 10km race walk at the National Games also saw a new record set, alongside the mens event. The previous record of 51 minutes and 56 seconds, held by Y. Jharkhand HC imposes Rs 50k fine on IAS officer for unlawfully revoking mining lease of operator
RANCHI: The Jharkhand High Court on Tuesday imposed a fine of Rs 50,000 on IAS officer and former Sahibganj Deputy Commissioner (DC) Ramniwas Yadav for unlawfully revoking the mining lease of an operator. The court deemed the cancellation of the mining lease as illegal. The order was passed by a division bench Chief Justice MS Ramachandra Rao and Justice Deepak Roshan. During the hearing, the court observed that the Deputy Commissioner had no authority to terminate the petitioners mining lease before its due time, yet he proceeded with the cancellation. In addition to that, the court has granted the petitioner the liberty to seek damages in civil court for the suspension of mining activities from September 8, 2023 onwards. The petition was filed in the High Court by M/s Hill Movement, owned by Prakash Yadav. The petitioner was represented by Advocates Prashant Pallav, Parth Jalan, and Shivani. During the hearing, the court was informed that the company was given a stone mining lease in Sahibganj, which was cancelled without any notice or prior information. The Deputy Commissioner does not have the right to cancel the mining lease; rather this right lies with the state government, they said. Advocates representing the petitioner further argued that, according to the Minor Mineral Rules, the Deputy Commissioner cannot do so unless the government grants him the right to do so. The Deputy Commissioner has cancelled the mining lease citing other allegations including non-payment of royalty. The company was not even given a chance to be heard from his side, which is a violation of natural justice. Therefore, the order of the Deputy Commissioner should be cancelled, argued the petitioners advocate. After hearing the arguments from the petitioners counsel, the court imposed a fine of Rs 50,000 on the Deputy Commissioner. Ramniwas Yadav, a 2015 batch IAS officer, joined as Deputy Commissioner (DC) of Sahibganj in October 2020. Yadav is currently posted as Director of Higher Education. Notably, the Enforcement Directorate (ED) raided his official residence in Sahibganj last year as part of an ongoing investigation into an alleged mining scam. During the raid, officials seized over Rs 7 lakh in cash and 21 cartridges of various calibres from the premises of the Sahibganj DC. The federal agency recovered a total sum of Rs 36.99 lakh, including Rs 7.25 lakh from Yadavs camp office. Additionally, authorities confiscated 19 cartridges of 9mm bore, two cartridges of .380mm, and five empty shells of .45 calibre pistols from his residence. Furthermore, 30 suspected enami (proxy-owned) bank accounts, discovered during the raid, were frozen.

Diversity: In a 1st, scientific assessment of animal species at PTR in Jharkhand
RANCHI: In a first, Rapid Faunal Survey is being conducted in Palamu Tiger Reserve (PTR) to identify the micro and small animals. According to PTR officials, it will help in assessing the diversity of animals present there and plan accordingly. A rapid faunal survey is a scientific assessment of the animal species in a specific area. It uses a variety of techniques to collect data about the species, including observations, sampling, and data analysis. GIS expert Manish Bakshi said that a joint team of PTR and Zoological Survey of India has been roped for to the job since August last year which is expected to be concluded by April this year. They will compile a joint report of the survey conducted in all the three seasons and submit it to the PTR official, he said. The Rapid Faunal Survey is being conducted by PTR in association with the Zoological Survey of India. This survey will be conducted in three phases in all three seasons. Survey for rainy and winter season has already been concluded while it will be started soon for summer season, which is expected to be concluded by April this year said the GIS expert. According to Bakshi, the purpose of the survey is to get all information about the types of small and special creatures present in this area apart from big animals. Though, the region is primarily known for tiger, elephant, leopard, deer, jackal, bear, bison, and wolf, but it is yet to be known that how many types of small animals are present here, said Manish Bakshi. Since, micro fauna is also an important part of the eco system, hence, their survey is being done on the basis of which a report will be prepared and handed over to the PTR officials, he added. Besides the Rapid Faunal Survey, PTR in association with the district administration is also ensuring vaccination of nearly 2 lakh cattle living in more than 180 villages located adjacent to the reserve area. According to PTR officials, there is always a possibility that the cattle, freed by the villagers in the reserve area for grazing, carry diseases with them that may spread to the wild animals. Meanwhile, presence of a tigress has been confirmed by Hyderabad based Centre for Cellular & Molecular Biology making a total count of big cats in PTR to six. Scat of the suspected tigress was sent to CCMP for examination which has confirmed the presence of the tigress in PTR prompting the officials to issue high alert in the reserve.

India committed to eliminate Lymphatic Filariasis by 2027: Nadda
NEW DELHI: With the aim of making India free from Lymphatic Filariasis, commonly known as elephantiasis, a painful and profoundly disfiguring disease, the central government on Monday launched a special campaign and sought active community involvement to achieve the goal. Launching the National Mass Drug Administration (MDA) Round for the elimination of Lymphatic Filariasis across 13 identified endemic states via video conferencing, Union Health Minister J P Nadda said, India has and will continue to remain steadfast in its commitment to eliminate Lymphatic Filariasis. Our resolve is to achieve that target by 2027. The campaign covers 111 endemic districts across 13 states with door-to-door administration of filaria prevention medications. Noting that Lymphatic Filariasis, popularly known as Hathi Paon, incapacitates people and deteriorates their quality of life, Nadda called for the implementation of a five-pronged strategy to ensure the disease is eliminated well ahead of the Sustainable Development Goal of 2030. From February 10 onward, these medicines will be made available free of cost to a population of over 17.5 crore across endemic districts. It is imperative that residents in these areas consume the medicines, protecting themselves and their families from this debilitating disease, he said. The states that will be covered under the campaign include Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Uttar Pradesh, and West Bengal. Nadda, in the meeting with state health ministers, highlighted the importance of achieving high coverage. The endemic districts must ensure that over 90 percent of the eligible population consumes anti-filaria medicines. Our collective commitment and determination will help transform lives and ensure a future free from Lymphatic Filariasis. In the meeting, he also urged the states and UTs to monitor the campaign at the state level to ensure early diagnosis of affected people. He also sought the personal involvement of political and administrative leadership at the identified state/district levels for the same. He emphasized the importance of adopting a whole-of-government approach by engaging various ministries and departments to support campaign activities. Highlighting that this integrated approach, coupled with high-level advocacy across allied ministries, would foster intersectoral convergence, Nadda said efforts are underway to integrate Morbidity Management and Disability Prevention (MMDP) services fully into Ayushman Arogya Mandir (AAM) facilities for better access to self-care. He added that approximately 50 percent of cases of lymphedema, a chronic condition that causes swelling in the body's tissues, receive MMDP kits annually. Nadda said that under the National Health Mission (NHM), there is a provision for hydrocelectomy surgeries, and the PMJAY scheme also includes the option of hydrocelectomy for beneficiaries. Close to 50 percent of hydrocele surgeries were conducted in endemic states in 2024, he said. He also highlighted that through these efforts, Arogya Mandirs would help in reducing the burden of LF, allowing affected individuals to lead healthier lives and promoting the vision of a disease-free India. In the meeting, the participants were provided an overview of the campaign, its objectives, the key strategic activities being undertaken, and the critical role of participating states in ensuring high coverage and compliance with the MDA program. He urged state health ministers and officials to involve other elected representatives, particularly Members of Parliament and Legislative Assemblies and Councils, as well as Panchayati Raj Institutions, and encourage their active participation in mobilizing communities to ensure the effective implementation of MDA activities. The goal of MDA is to reduce the spread of LF by eliminating the microscopic filarial parasites present in the bloodstream of infected individuals, thus preventing further transmission by mosquitoes. While the MDA medication is extremely safe and effective, it should not be consumed on an empty stomach, the ministry said. Additionally, children below 2 years of age, pregnant women, and seriously ill individuals should not consume these medicines. All other eligible individuals should consume the medicine in the presence of a trained health worker to ensure proper consumption and avoid wastage or misuse, the ministry said. The state health ministers who participated in the meeting included Satya Kumar Yadav (Andhra Pradesh), Ashok Singhal (Assam), Shyam Bihari Jaiswal (Chhattisgarh), Rushikesh Ganeshbhai Patel (Gujarat), Irfan Ansari (Jharkhand), Dinesh Gundu Rao (Karnataka), Rajendra Shukla (Madhya Pradesh), Mukesh Mahaling (Odisha), Mangal Pandey (Bihar), Prakashrao Abitkar (Maharashtra), and Brijesh Pathak (Uttar Pradesh).
ED requests special court to not post IAS Pooja Singhal in departments under Jharkhand government
RANCHI: The Enforcement Directorate (ED) has requested the Special Prevention of Money Laundering Act (PMLA) Court to ensure that senior IAS officer and former Mines Secretary Pooja Singhal is not posted in any department under the state government. The ED claimed that if Singhal is given responsibility of any department in the state government, she may misuse her position and influence the ongoing case against her. Earlier on January 29, the PMLA court had sought approval from the Jharkhand government to prosecute her in a money laundering case linked to the siphoning of MNREGA funds during her tenure as Deputy Commissioner in Khunti. She has since rejoined the Department of Personnel and is awaiting a new posting. However, the petition issued by the ED raises suspicion over the reinstatement of Singhal in the same department. Meanwhile, a reply from Pooja Singhal has already been filed in this regard and the court will be hearing the case next on February 14. Before her arrest, ED had conducted raids at several locations in connection with a money laundering case linked to alleged embezzlement of over Rs 18 crore MGNREGA funds in Khunti district during 2008-2011. The raids were conducted at a total of 18 locations including Bihar, Rajasthan, Haryana, NCR as well as Ranchi, Khunti and Dhanbad in Jharkhand. Singhal, as Chatra Deputy Commissioner, had also been accused of paying Rs 6 crore in advance to the two NGOs Welfare Point and Prerna Niketan for musli farming, which, actually was never done. In addition to that, while being Deputy Commissioner in Palamu, she was charged of transferring 83 acres of forest land to a private company for mining, a matter which is related to Kathautia Coal Mines. According ED, Rs 1.43 crore more than the known sources of her income were recovered from the bank accounts of Pooja Singhal while she was Deputy Commissioner in Khunti, Palamu and Chatra. The ED also claimed that Singhal purchased as many as 13 insurance policies by paying a premium of Rs 80.81 lakh and closed them before the completion of their tenure and got Rs 84.64 lakh against it. The ED also informed that Singhal transferred Rs 16.57 lakh to the three bank accounts related to CA Suman Kumar. The ED is said to have gathered sufficient primary evidence to suggest that she is in close connection with CA Sunman Kumar and had financial transactions with him. Strong measures will be taken for the development of agriculture sector in the state, he added. There is a need to connect agriculture and farming work with modern technology along with traditional systems. Start packing your bag from Punjab too: Cong, SAD, BJP hit out at AAP
CHANDIGARH: Opposition leaders claimed on Saturday that the AAPs defeat in the Delhi assembly polls has set the ball rolling for its downfall in Punjab too. Congress leaders said the party will have to capitalise on the AAPs weakened position to regain its lost ground in the state. AAPs double standards have been exposed and the party may be extinct in coming days. The Delhi loss has exposed AAPs big governance claims, Punjab Congress president Amarinder Raja Warring said. AAPs double face was exposed as in Amritsar and other places it blatantly appointed mayors despite losing municipal elections, he said. Punjab leader of opposition Partap Singh Bajwa said, Arvind Kejriwal, Manish Sisodia and others lost their seats because they were neck deep in corruption. They paid price for their misgovernance and arrogance. Kejriwal was adamant about running the government from jail, which was most unfortunate. When Jharkhand CM Hemant Soren had to go to jail, he resigned from the post, the Congress leader said. Former Shiromani Akali Dal chief Sukhbir Singh Badal said, People of Delhi have seen through the web of lies and deceit of the AAP and Kejriwal. AAP is also involved in massive corruption and diversion of funds in Punjab. The AAP leadership in Punjab has failed on all fronts and destroyed the states economy. Punjabis should pack them off in forthcoming assembly elections. Punjab BJP president Sunil Jakhar said, Lotus has bloomed in Delhi after 27 years. Now PM Narendra Modi should make Punjab AAP-free. Punjabis are hoping the atmosphere of fear will end in Punjab under the PMs leadership and people will be able to live in peace. Taking potshots at CM Bhagwant Mann, minister of state for Railways Ravneet Singh Bittu claimed, Its now his turn to pack the bags. He said, When the BJP comes to power in Punjab, no one will have to sell their house, and lands to go abroad. Everyone will get work here.
With Delhi in pocket, BJP may push One Nation One Election, UCC projects harder
NEW DELHI: With BJPs decisive victory in the Delhi Assembly elections , the saffron party has received a shot in the arm to push its long-term ideological projects such as 'One Nation One Election' and Uniform Civil Code (UCC) among others. With the defeat of the Aam Aadmi Party (AAP) government in Delhi, the number of INDIA bloc governments in the country has come down to eight -- Karnataka, Jammu and Kashmir, Telangana, Kerala, Tamil Nadu, Himachal Pradesh, Jharkhand and West Bengal. Meanwhile, the BJP-led NDA alliance now has 21 states/Union Territories. The BJP alone has its government in 15 states including Delhi. The implementation Uniform Civil Code (UCC) one of the BJPs core agendas has been a part of the saffron party's election manifestos for a long time. Reiterating the governments commitment, Union Home Minister Amit Shah recently said that it will implement the UCC in all BJP-ruled states. Under Article 44, our Constitution talks about the UCC. It did not become a reality because Jawaharlal Nehru brought in the Muslim Personal Law, he said in a recent speech made in Parliament. Following the implementation of the UCC in Uttarakhand on January 27, one of the key elements in the law, mandatory registration of live-in relationships amongst consenting adults, has sparked debates and protests in many quarters. The UCC says, a live-in relationship as one between a man and a woman, who cohabit in a shared household through a relationship in the nature of marriage. Another BJP-ruled state, Gujarat, also followed suit and set up a committee headed by retired SC judge Justice Ranjana Desai to draft a bill within 45 days. Other BJP ruled states such as Uttar Pradesh, Assam and Madhya Pradesh have also expressed their intent to implement the common civil code using Uttarakhand as a model. With more states in its kitty, the BJP is expected to push further itsambitious One Nation One Election Bill, which may require amendments to the Constitution of India. One of the proposals includes the curtailing or extension of the tenures of several state assemblies to implement simultaneous elections to Lok Sabha and state assemblies. All the Opposition parties have vehemently opposed the Bill, arguing that it will be detrimental to federal principles. However, with the opposition states in decline, the ruling BJP may face less resistance in the implementation of the Bill. Congress wipeout, AAPs defeat in Delhi deepen uncertainty within INDIA bloc

INDIA bloc loses steam as BJP in driver's seat after Delhi poll results
NEW DELHI: Just eight months after its good showing in the Lok Sabha polls, the INDIA bloc seems to be running out of steam with internal bickering and conflicting ambitions resulting in diminishing electoral returns that have once again put the BJP in the driver's seat in national politics. The INDIA bloc was formed in the run-up to the Lok Sabha polls with parties, often at loggerheads with each other in states, coming together with the sole objective of defeating the BJP that seemed primed to better its previous tallies in the 2014 and 2019 Lok Sabha polls. They may have not managed to stop the BJP from coming to power but preventing the saffron party from getting a majority on its own was no mean feat. The INDIA bloc parties had repeatedly insisted that the alliance was for national polls and later it would be on a state-by-state basis. However, it had not envisioned that the electoral fights in the states could get nasty, leading to cracks in the overall alliance. The Delhi polls have been a case in point. The Congress, the largest constituent of the INDIA bloc, ran a high-decibel campaign against AAP, leading to a lot of bad blood between the two parties. Congress president Mallikarjun Kharge, Leader of Opposition in Lok Sabha Rahul Gandhi and AICC general secretary Priyanka Gandhi Vadra launched a no-holds-barred attack on AAP and its convener Arvind Kejriwal with jibes like architect of the liquor scam and sheesh mahal being a regular feature in their campaign speeches. The INDIA bloc parties such as the Samajwadi Party (SP) and the Trinamool Congress (TMC), though not having stakes in Delhi, threw their weight behind AAP on the grounds that it was best-suited to take on the BJP. The distance between the Congress and smaller constituents of the INDIA bloc is growing as we saw in the Haryana polls when the Congress and AAP failed to strike an alliance and in Delhi where the two parties took on each other. Though the INDIA bloc seems to be intact for the Bihar polls, the West Bengal and Uttar Pradesh elections in the coming years would test the alliance again as all constituents would find it difficult to come together. The unease in the bloc and the consequences of bickering were being felt with many leaders voicing their disappointment with the result. Jammu and Kashmir Chief Minister and National Conference leader Omar Abdullah passed a snide remark on the opposition parties over the Delhi assembly polls. Aur lado aapas mein!!! (Keep on fighting each other), Abdullah posted on X with a meme. Expressing strong disappointment, the CPI(M) and the Indian Union Muslim League (IUML) said the differences in the INDIA bloc paved the way for the saffron party's good show in the national capital. The Marxist party vehemently attacked the Congress and accused them of facilitating the victory of the BJP in Delhi. The IUML, however, opted not to directly criticise the grand-old party but made it clear that if the partners of the INDIA bloc had fought the election unitedly, they could have successfully resisted the saffron party from coming to power. Senior CPI(M) leader and the convener of the ruling LDF, T P Ramakrishnan, alleged that the Congress did not support well for the effective functioning of the INDIA block. There was no support from the side of the Congress. If the party had taken the initiative, the alliance could have functioned more effectively. But the grand old party did not fulfil its responsibility, he said. Accusing the Congress, he said the party did not adopt a favourable stand in taking the INDIA bloc together and united. Reacting to the BJP's victory in the Delhi polls, veteran IUML leader P K Kunhalikutty said it would not have happened if the partners in the INDIA bloc stood united. Had everyone in the alliance stood together, the result would have been different, Kunhalikutty said. Asked whether it was the Congress that was the reason for the lack of unity in the opposition alliance, the IUML veteran said there was no point in blaming a single party for the poll outcome. Everyone in the alliance should discuss this matter and evaluate the poll results, he said, adding that immediate steps should be taken not to repeat such things in future. The future of the bloc seems uncertain with the Congress and AAP still not willing to reconcile their differences. The Congress said the results of the Delhi Assembly election are not a vindication of Prime Minister Narendra Modi's policies but a referendum on Arvind Kejriwal and AAP. After all, at the height of the prime minister's popularity in 2015 and 2020, AAP had won decisively in Delhi. This shows that rather than being a vindication of the policies of the prime minister, this vote is a rejection of Arvind Kejriwal's politics of deceit, deception and vastly exaggerated claims of achievement, Congress general secretary in-charge communications Jairam Ramesh said in a post on X. If the INDIA bloc has to bounce back, it needs to set aside personal differences and ambitions and show the cohesiveness and understanding that was seen in the run-up to the Lok Sabha polls. Till it does not do that, it is BJP firmly in the saddle.
Centre-state panel to calculate actual amount of outstanding dues to Jharkhand
RANCHI: State Finance Minister Radhakrishna Kishore on Friday met Union Finance Minister Nirmala Sitharaman and Coal Minister Kishan Reddy over the payment of outstanding dues to Jharkhand. He handed them a written memorandum demanding the outstanding dues of Rs 1,36000 crore related to the coal mining sector. He also urged for payment of the outstanding dues as soon as possible. The Union Coal Minister has asked the officials to form a panel to calculate the exact amount of dues to Jharkhand so that positive steps could be taken to clear it as soon as possible. The Union Coal Minister directed Additional Secretary of Coal Ministry, Smita Pradhan to form a team of officials from the Union Coal Ministry and Ministry of Mines and Geology under the Government of Jharkhand as soon as possible, Radhakrishna Kishore said. The Coal Minister Kishan Reddy had assured that the amount belongs to Jharkhand and the actual dues would be calculated with practicality and provided to the state, he added. Earlier, Chief Minister Hemant Soren while addressing the gathering on JMMs 53rd Foundation Day in Dhanbad on Tuesday had given a strict warning to the Central Public Sector Undertakings to pay the outstanding dues of Rs 1.36 lakh crore. Soren said that a letter has been written to demand the dues and legal ways will also be adopted to protect the rights of the people of Jharkhand. He expressed that they will not hesitate to close the coal mines if outstanding dues are not paid. BJP on the other hand, reaffirming its commitment to ensure that Jharkhand receives its rightful dues, it questioned the origin of the figure of Rs 1.36 lakh crore repeatedly cited by the Chief Minister and JMM. State BJP Spokesperson Pratul Shahdeo pointed out that the state government has included approximately Rs 60,000 crore of interest as part of the compensation amount, even though the Supreme Court had prohibited state governments from claiming interest on outstanding dues. Shahdeo emphasised that according to the judgment, states will receive their outstanding dues in 12 instalments over 12 years. He cited Point 27.2 of the Supreme Court order, which specifies that the instalment payments will begin on April 1, 2026, and continue until April 1, 2037. He further referred to Point 27.3 of the same judgment, which explicitly states that no interest or penalty will be imposed before July 25, 2024. According to Pratul, the Chief Minister had made several populist promises during the elections, requiring an estimated expenditure of over Rs 2.5 lakh crore in the next five years. Since the state lacks internal resources to generate this revenue, schemes like Maiyaan Samman Yojana --which initially promised benefits to all eligible women -- have now been modified to include eligibility criteria. The Chief Minister is aware that he cannot fulfil these election promises and is therefore fabricating a misleading narrative about the Rs1.36 lakh crore allegedly owed by the Centre, said Shahdeo. This is nothing but an attempt to deceive the people of Jharkhand. According to government sources, out of the total amount of Rs 1, 36, 000 crore, Rs 1, 01, 142 crore is due as land compensation, Rs 32,000 crore under Common Cause and Rs 2500 crore are due as coal royalty. he added. Notably, Jharkhand gets the highest royalty of about Rs 5500 crore from coal. About Rs 3200 crore royalties is obtained from iron ore with the remaining royalty is received from gold, uranium, stone, limestone, copper and other minerals.

Jharkhand police use drones to map, destroy opium cultivation in Khunti
RANCHI: For the first time in Jharkhand, drones are being used in mapping of opium cultivation and destroying them by the state police in Khunti disctrict. In a massive operation launched by Jharkhand police on Thursday to destroy opium cultivation in the district, 900 police personnel have been roped along with two companies of Paramilitary forces for area domination at the Seraikela-Khunti-Chaibasa tri-junction which is also helping the police personnel in destroying the opium cultivation. In addition to that, as many as 40 tractors have also been deployed to destroy opium cultivation in more than 180 villages in the district. According to police, the operation will continue for the next 12 days. Since, opium cultivation is done in very far-flung areas behind the bushes, which cannot be located from a distance. Therefore we have started using drones through which mapping of the region is done. Following this the area where cultivation is done is identified and destroyed by the police personnel involved in the operation, said Khunti SP Aman Kumar. A total of five long-range and six short-range drones are being used in the operation, he added. According to the SP, at least one drone has been provided in each of the police stations while places like Arki, Sayko, Murhu and Maranghada, which are worst affected, have been provided more than one drone. Since, this is the peak season of opium cultivation, to destroy it completely, massive operations will be conducted till February 17, he said. The SP further added that it also happened for the first time that opium cultivation has been destroyed by the villagers themselves in more than 60 villages on more than 500 acres of land out of deterrence by the operation being conducted in the region. Gram sabha meetings were called in those villages and it was decided unanimously to destroy the opium cultivation to avoid trouble by the police. Ranchi Range DIG Akhilesh Jha asserted that a large number of police forces have been deployed in this campaign along with drones and tractors. The state is making efforts to destroy the opium crop completely in the region, he said. Strict action will be taken against those who are involved in it, said the DIG. A door-to-door campaign has also been launched under which people are being told to choose alternative forms of farming instead of opium cultivation and live in a fear-free environment, he added. According to the data provided by police, 34 people have been arrested so far and the process of identifying the land owners where opium cultivation was destroyed is still underway. Opium cultivation in more than 3500 acres of land has already been destroyed by the police so far. DGP Anurag Gupta has also warned that strict action will be taken against police officers found supporting opium cultivators. Apart from Ranchi, the districts of Khunti, Hazaribagh, Latehar, Palamu, and Chatra have become fertile grounds for the opium mafia. Notably, Khunti is among the worst-affected districts, where opium is grown illegally as a major crop. With support from villagers and Maoists, the opium mafia has been cultivating opium in some of the pockets of Jharkhand having Maoist influence.
