We will not hold dialogues with people who are pointing gun at our heads: ShashiTharoor
WASHINGTON: Congress MP Shashi Tharoor, who is leading an all-party delegation to the US, stressed that there can be no dialogue with Pakistan with a gun pointed at our head. He warned that the action taken by India now can be taken again if Pakistan does not control terror elements on its soil. During an interaction session at the National Press Club in the US on Wednesday (local time), Tharoor said he thinks the US has understood that India has a clear position that there will be o talks with a gun pointed at our head. When asked about the role played by the US in encouraging talks between India and Pakistan, he responded, I think the US has understood for some time now that India has a very clear position that there will be no talks with a gun pointed at our head. It's not that we can't talk to Pakistan. I was joking the other day, we can speak all the languages they can speak and we're very happy to dialogue with them in any of those languages. The problem is we will not dialogue with people who are pointing a gun at our heads. I mean, frankly, if your neighbour unleashes his Rottweilers to bite your children and in fact to do worse to your children and then says let's talk. You think he's going to talk to them until he either unleashes those Rottweilers or locks them up in a kennel or puts them to sleep? It's as simple as that. You're not going to talk to people who are pointing guns at your temples. It's not going to happen, he added. Tharoor emphasised that the all-party parliamentary delegation is in the US to enhance understanding and clarify India's stance and explain if there are any misapprehensions on the part of interlocutors. He said that all the arty delegation just wants to explain India's stance, and they do not want nations to do anything other than to understand India's point of view. When asked about the outcomes agreed upon or India expects from this visit in terms of US action with regards to Pakistan, he responded, We aren't really here to negotiate outcomes. That's the job of the government. Our job is to enhance understanding, to clarify our position and to explain if there are any questions or misapprehensions on the part of our interlocutors, we'd be very happy to address them. There wasn't a specific seek on our part beyond that. It's not that we've come here saying, would you do this for us? That's not what this is all about and that's true by the way every country we've been to. We're just saying, this is our position, we want you to understand, and if you have any questions, we'll answer them, but that's it. We're not asking them to do anything other than to understand our point of view, to express their solidarity and to stand with us if it happens again. I mean, we have no illusions. These buildings we've destroyed and the terror camps can be built again in six months, nine months, who knows? The problem is, if they think they can keep doing this to us, they've got another thing coming because we are not going to take it. If they hit us, we will hit them back. And we want the world to understand not only what just happened, but what could happen again if Pakistan does not control these elements on its soil, he added. The delegation led by Tharoor arrived in the US on Wednesday. The delegation includes Shambhavi Chaudhary (Lok Janshakti Party), Sarfaraz Ahmed (Jharkhand Mukti Morcha), G M Harish Balayogi (Telugu Desam Party), Shashank Mani Tripathi, Tejaswi Surya, Bhubaneswar Kalita (all from BJP), Mallikarjun Devda (Shiv Sena), former Indian Ambassador to the US Taranjit Singh Sandhu, and Shiv Sena MP Milind Deora. Tharoor refuted US President Donald Trump's claims of stopping the war between Pakistan and India using trade. He noted that a lot of calls were made to External Affairs Minister S Jaishankar and Prime Minister Narendra Modi. However, he stated that none of the calls mentioned trade. He stated that India did not need persuasion to stop and was willing to call off at any time when the other party did. On US President Donald Trump claiming credit for the cessation of hostilities between India and Pakistan using trade, he responded, That's not the impression I have. It is a public record that there were calls coming from various foreign ministers to our Foreign Minister, to our national security advisor, and the US was amongst the most active in this regard and that Secretary Rubio spoke to his Indian counterpart, Jaishankar....At one point, Mr Vance, the Vice President called our Prime Minister. So, there were a lot of calls being made and that's true also the foreign ministers of the UAE, of Saudi Arabia, France and so on. Many countries were concerned. My understanding is that none of these calls was trade ever mentioned, not one. And certainly our information is that from our side, we gave a consistent response throughout which corresponds to what I've just said to all of you, that we are only taking retribution for a terrorist attack, we are not interested in prolonging this conflict. If Pakistan hits us, we will head back because we have a right of self-defence. If Pakistan stops, we will stop. So we didn't need persuading to stop. And that message was given regularly to everybody else who called. I knew that some of this was actually out on the Twitter timeline of our foreign minister. So, it was an open thing that we're talking to people and letting them know we're ready to call this off any time the others do. And the others were the ones who were prolonging it. Only Pakistan had one foot on the escalatory ladder, not India. In every case they initiated, we retaliated, he added. The all-party delegation arrived in the US after concluding their visit to Brazil. The delegation aims to brief key stakeholders in the US on Operation Sindoor, India's diplomatic initiative launched to counter terrorism and disinformation following the recent terror attack in Jammu and Kashmir's Pahalgam. India launched Operation Sindoor on May 7 as a decisive military response to the April 22 Pahalgam terror attack by Pakistan-sponsored terrorists, which claimed 26 lives and injured several others. The Indian Armed Forces targeted terror infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir, resulting in the deaths of over 100 terrorists affiliated with groups such as Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen. The Indian Armed Forces responded effectively to subsequent Pakistani aggression and pounded its airbases. India and Pakistan agreed for a cessation of hostilities on May 10.

Explosives loot by Naxals could bring back CRPF camps in Sundargarh
BHUBANESWAR: Days after left-wing extremists (LWEs) looted about 5 tonne explosives from a truck headed to a stone quarry in Sundargarh, Odisha government is mulling to revive Central Reserve Police Force (CRPF) camps in the district to avoid resurgence of Naxal activity. Sources said, the state police may soon request the Ministry of Home Affairs (MHA) in this regard. Security measures were massively scaled down in Sundargarh after the district was removed from the Centres security related expenditure (SRE) scheme last year. The strength of Odisha Polices Special Operations Group (SOG) was reduced too, as Sundargarh did not witness Naxal activity in the last few years. Preliminary investigation suggests a group led by Naxalite Anmol alias Lalchand Hembram was behind the loot of the explosives. It was possibly an act of desperation. The left ultras were apprehensive that security forces will turn their focus on Maoist hotbed Saranda forests after Abujhmad in Chhattisgarh with the Centre aiming to eradicate Maoism by March, 2026, said the sources. In such circumstances, the state police is unwilling to let its guards down and take strong preventive measures to ensure Sundargarh does not report resurgence of Maoist activity. Since the district will not be covered under the SRE scheme, the government is likely to request the MHA to set up CRPF camps near eight villages in the state bordering Jharkhand, sources added. It might require recalibration of the forces deployed in Jharkhand and additional support, said the sources. Odisha Police has already enhanced deployment of SOG in Sundargarh. The State Police Headquarters has also asked the district police to improve intelligence collection related to movement of the Naxals in the bordering areas of Odisha and Jharkhand to prevent infiltration bids by the left ultras. Earlier in the day, DGP YB Khurania told mediapersons here that the security forces recovered about 3.8 tonne of explosives looted by the Naxals. A special investigation team led by an additional SP rank officer is probing the case. Joint operations with Jharkhand police will continue to recover the remaining volume of the explosives, he said. On May 27, members of the outlawed CPI (Maoist) operating from Saranda forests in West Singhbhum district of Jharkhand looted the explosives, prompting the Odisha Police to enhance security in Sundargarh district.

Trucks with explosives seized in Odisha; warehouse owner, driver held
ROURKELA: Two days after seizing a couple of mini-trucks laden with blasting explosives, RN Pali police arrested the explosives warehouse owner and his driver and produced them in court on Tuesday. The arrest of Shraban Agarwal (41) and his driver Birsa Samad (30) comes after the two explosives-laden trucks were found parked outside a fuel station at Deogaon near Balughat on June 1. Police said Agarwal has two explosive licences including one in the name of his wife and owns a warehouse at the remote Itma in Bargaon block of Sundargarh district. On May 27, three trucks carrying explosives had come out of the warehouse. One of the trucks was looted by Maoists from K Balang area. Agarwal kept the other two trucks hidden and lied to police that the explosives were delivered to clients. Police said around 23,000 pieces of gelatin sticks, 400 detonators and 22,500 metres of detonating fuse wires were seized from one vehicle. Seizure from the other truck included 3,750 metre wires, 2,718 gelatin sticks and 30 packets of detonators. One of the trucks was driven by Agarwal himself. He along with his driver parked the two trucks outside Rourkela Fuel Filling Station at Deogaon on May 30. Two days later, locals informed the police about the parked vehicles. Rourkela SP Nitesh Wadhwani said the accused failed to produce any valid document for the explosives. Agarwal kept the trucks hidden with the intention to sell the explosives later at a higher cost. So far, Agarwals link with Maoists has not come to notice. On May 27 morning, Maoists had hijacked an explosives-laden truck from near a stone quarry at Banko within K Balang police limits. They took the vehicle to the nearby forest and unloaded the explosives. Later, the ultras carried the explosives to Saranda forest in West Singhbhum district of Jharkhand. On May 30, the security forces of Odisha and Jharkhand recovered a portion of the looted explosives after an exchange of fire with the Maoists at Tirilposh inside Saranda forest. Subsequently on Monday, the forces recovered about 2.5 tonne of looted explosives from Saranda.
Finance ministry likely to approve 12% higher outlay for MGNREGS
NEW DELHI: The Finance Ministry is likely to approve a 12% hike in the outlay of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for five years, as demanded by the Ministry of Rural Development, sources said. Recent media reports have said that the MoRD has sought an outlay of Rs 5.23 lakh crore for MGNREGS for five years until 2029-30 in its proposal to the Expenditure Finance Committee (EFC). EFC is responsible for appraising and approving schemes with significant budgetary implications. Sources in the Finance Ministry said that the ministry may give a go ahead to the proposal and it will be finalised after Cabinet approval. In the previous five financial years from 2020-21 to 2024-25, the central fund amounted Rs 4.68 lakh crore for MGNREGS. For the 2024-25 financial year, the budget allocation for the MGNREGA was Rs 86,000 crore, same as what was spent on the scheme as per the revised estimate of 2024-2025. The findings of a recent report by LibTech India, showed that employment fell by 7.1% in 202425, despite an 8.6% rise in registered households, under the scheme. It showed only 7% households availed the promised 100 days of work under the MGNREGA scheme. It also pointed out that average workdays dropped by 4.3%, and 100-day completion households fell by 11.9%. While states with the sharpest employment drops included Odisha (34.8%), Tamil Nadu (25.1%), and Rajasthan (15.9%), Maharashtra (39.7%), Himachal Pradesh (14.8%), and Bihar (13.3%) showed gains. The report showed, though there was a 8.6% increase in registered households in FY 2024-25, it did not result in improved employment. The report also suggested that Aadhaar Payment Bridge System (ABPS) ineligible workers are denied work, despite MoRD assurances. It showed that 27.5% of all workers and 1.5% of active workers still remained ineligible for ABPS, only a slight improvement from the previous year. Maharashtra (63.4%), Gujarat (58.1%), and Jharkhand (38.1%) have the highest proportions of all workers ineligible for ABPS, it said. Citing the report, Congress general secretary Jairam Ramesh recently said even as coverage of the scheme rises, perhaps due to the ongoing economic slowdown, the average number of days employment per household has fallen, he said in a statement. Ramesh said due to the worsening economic downturn, the budget must make adequate financial provision to realise the vision under MGNREGA. Govt should ensure adaquate funds: Congress Hitting out at the Centre, Congress said amid the economic downturn, the budget must make adequate financial provision to realise the vision under MGNREGA. Wages cannot be set by the arbitrary whims of the government, the party said, adding, a Standing Committee must be established to evaluate the need for changes

13 students from government-run free coaching centre clear IIT-JEE Advance in Jharkhand
RANCHI: As many as thirteen students from government schools getting free coaching at State Level Akansha Programme in Ranchi, have cleared IIT-JEE Advance this year. After clearing JEE Advanced Examination, these students are now eligible for admission in prestigious IITs located across the country. Despite the challenging level of the question paper this year, the success of the students of the Aakanksha program is being seen as a landmark. It all became possible due to the regular classes being conducted at Akansha by the best faculty available here. Students here, are made to remain in full discipline as there is no scope for diverting from their goals or bunking their classes, as a close eye is kept on them by Administrator VK Singh, said the District Education Officer Vinay Kumar. Only the students passing out their class 10 Board exam with Jharkhand Autonomous Council (JAC) are eligible to appear for its entrance test, he added. Since students are admitted here after going through a two-stage filter, firstly by the JAC and then during the entrance test conducted by Akansha, only serious students get this facility, said the DEO. He, however, said that he was expecting better results this time, looking at the hard work these students had been doing during the last two years, he added. Notably, a selection test is organised by the department for the children studying in government schools in class XI across Jharkhand. Based on the selection test, 40 students are selected for both the Engineering and Medical streams. Those who get selected are provided the facility of schooling for class XI and XII along with the free residential coaching for Engineering and Medical entrance tests by taking services from the best teaching faculty available in the capital city. This initiative was taken by the state government in the year 2016-17 to provide free coaching, study material and a child-friendly learning atmosphere to the children of economically backward classes, which they are not able to get due to financial constraints and unavailability of appropriate learning material needed for the exam preparation. The Government provided the best teachers and most appropriate learning material to the children so that they could also compete with the children coming from affluent families. Under the Aakanksha scheme, students are provided not only with quality education but all other facilities like boarding and lodging for free. Whereas in private tuition institutes, students have to spend lakhs of rupees to achieve such success, Aakanksha students are achieving this milestone for free with full government assistance. List of successful students: 1. Rajeev Kumar EWS (Rank 436) 2. Vishal Hansda Scheduled Tribe (Rank 784) 3. Khushboo Kumari OBC (Rank 1388) 4. Aman Raj OBC (Rank 1766) 5. 2.5 tonne of looted explosives found in Saranda along Odisha-Jharkhand border
ROURKELA: The ongoing search operation by security forces along Odisha- Jharkhand border on Monday led to the recovery of a fresh stockpile of around 2.5 tonne of explosives looted by the members of the outlawed CPI (Maoist) outfit on May 27. Most of the industrial explosive packets in form of gelatine sticks were found stacked around the paths used by Maoists in the hilly and treacherous terrains of the dense Saranda forest in West Singhbhum district of Jharkhand. Police sources informed that a few explosive packets were found lying in the forest in Sundargarh side of the border under the jurisdiction of Rourkela police district (RPD). Most of the packets were kept hidden in Saranda forest near Odisha border. It appeared that Maoists did not get enough time to hide the explosive packets deep inside the Saranda forest as security forces launched the search operation immediately after the loot incident. Personnel of the Special Operations Group and District Voluntary Force besides the CRPF, Jharkhand Jaguar and CoBRA are participating in the combing operation which is underway since the hijacking and loot of the truck carrying around four tonne of explosives from Banko forest in K Balang area on May 27 morning. Cops probing delivery of explosives Without specifying the spots of recovery, Rourkela SP Nitesh Wadhwani said another cache of 2.5 tonne of the looted explosives were found during the search operation. Earlier on May 30, security forces had recovered a substantial quantity of the looted explosives following an exchange of fire with the Maoists in Sarandas Tirilposh within Jareikela police limits in Jharkhand. Meanwhile, two mini-trucks laden with similar explosive packets originating from the same warehouse in Bargaon block of Sundargarh were seized by police from near Balughat at Rourkela on Sunday. On May 27, three trucks had come out from the Bargaon explosives storage point, police claimed. After the loot of one of the trucks, warehouse owner Shraban Agarwal lied to police about delivery of the other two explosives-laden vehicles. Police said it is likely that the two trucks were kept hidden with the intention to sell the explosives later for higher price. DIG (Western Range) Brijesh Rai said detailed investigation is being carried out by a SIT to verify the dates of release and delivery of explosives from the now sealed warehouse.

CM Soren, corrupt officials conspiring to implicate me in false cases: Jharkhand LoP Marandi
RANCHI: Making serious allegations against Chief Minister Hemant Soren and the State Government, Leader of Opposition in the Jharkhand Assembly, Babulal Marandi, said that a conspiracy is being hatched to implicate him in false cases or even attempt an attack on him. According to Marandi, information has been received from reliable sources that some of Hemant Sorens favourite officers have given supari (contract) to criminals to intimidate or attack him. Marandi made these statements while addressing media persons in Giridih. I have received information from some reliable sources that Chief Minister Hemant Soren and some of his favourite corrupt officials have been hatching a conspiracy to intimidate me and implicate me in false cases. They have also given a kind of supari to the criminals for the same; they can also make an attack on me or on my family members, said Marandi. He alleged that some highly corrupt and criminal-minded officials, closely connected to the top leadership of the Jharkhand government, are involved in plotting against him, his family, and his close associates. These officials, Marandi claimed, enjoy government protection and are resorting to organised plans to silence him including planning attacks, framing false cases, character assassination, and fake sting operations. Marandi said the corrupt officers and people in the government are afraid of him because he has consistently raised his voice against the liquor scam, sand mafia, stone mafia, land mafia, and coal mafia in the state. Earlier also, supari was given against me to the Maoists of Shikaripara in Dumka in the year 2013, when Hemant Sorens government was in power. After intelligence inputs were received, the security provided by the state government was withdrawn and handed over to the CRPF by the then UPA government at the Centre, said Marandi. Now again, an attempt is being made to intimidate me through false cases and character assassination, he added. Marandi further alleged that all these conspiracies are being carried out by the most trusted and close officers of the Chief Minister. All I can say is that no one can suppress my voice against corruption, no matter what price I have to pay for it, he said. He also reminded that even after losing his young son to Maoists, he did not back down. Therefore, it is impossible to deter me through these cowardly and despicable conspiracies, he said. Marandi added that he is ready to cooperate with any central investigation agency if they seek information on the matter.

2018 defamation case: Rahul Gandhi moves Jharkhand HC against non-bailable arrest warrant
RANCHI: Leader of Opposition in Lok Sabha, Rahul Gandhi, has approached the Jharkhand High Court, challenging the non-bailable warrant issued against him by a Special MP-MLA Court in Chaibasa. Gandhi, in his petition, has requested the court to quash the warrant issued against him. On May 22, 2025, a Chaibasa court issued the non-bailable warrant, directing him to appear in person on June 26. Earlier, his counsel had filed an application under Section 205 of the CrPC seeking exemption from personal appearance, but the court rejected the plea and insisted on his presence. After the rejection, Gandhi has now moved the High Court against the lower courts order. According to the petition, he has already filed a plea in the Jharkhand High Court seeking exemption from appearance, which is still pending. In such a situation, the issuance of a non-bailable warrant by the Chaibasa court is unfair, the petition claims. Rahul Gandhi had reportedly made sharp remarks against the BJP, allegedly calling its leaders murderers and liars during a speech on March 18, 2018, at the AICC Plenary Session in New Delhi. The people of this country will never accept a lying Bhartiya Janata Party leadership drunk with power because they know what the BJP is designed for. Further, he said, They will accept a man accused of murder as the President of BJP, but the people will never accept the same in the Congress Party, he was said to have remarked. Hurt by these remarks, BJP worker Pratap Kumar filed a complaint at the court of the Chief Judicial Magistrate in Chaibasa on July 9, 2018. The court took cognizance of the matter in February 2022 and issued summons to Gandhi, which were received by his office. After initial hearings and testimonies, the case was transferred to the Special MP-MLA Court in Ranchi in February 2020 on the orders of the Jharkhand High Court. It was later sent back to the MP-MLA Court in Chaibasa as per another High Court order. After Gandhi failed to appear, the Chaibasa court issued a bailable warrant. With his continued absence, a non-bailable warrant was eventually issued. He earlier approached the High Court against the warrant, but on March 20, 2024, the petition was disposed of. Subsequently, he applied to the Chaibasa court under CrPC Section 205 for exemption from personal appearance, which was rejected. He then filed another petition in the High Court against this rejection, but later withdrew it on March 10, 2025, stating he would instead file a criminal miscellaneous petition. As a result, the High Court lifted its interim stay order on April 25, 2024. Thereafter, on May 22, 2025, the Chaibasa court once again issued a non-bailable warrant against Rahul Gandhi. He has now challenged this fresh order by filing another petition in the Jharkhand High Court. Incidentally, Rahul Gandhi is facing three defamation cases in Jharkhand for remarks made against Prime Minister Narendra Modi and former BJP President Amit Shah. Two cases were filed in separate Ranchi courts, while the third one is in Chaibasa. The first case in Ranchi relates to his Sare Modi Chor Hain remark, and the other two pertain to comments made against Amit Shah.
ROURKELA: In a major breakthrough, the ongoing joint search operation along the Odisha-Jharkhand border on Monday led to the further detection and recovery of a fresh tranche of around 2.5 tonnes of explosives looted by members of the outlawed CPI (Maoist) outfit. Most of the industrial explosive packets, in the form of gelatin sticks, were found stacked in and around the paths used by Maoist operatives in the hilly and treacherous terrain of the dense Saranda forest in West Singhbhum district of Jharkhand. Police sources informed that a few explosive packs were found lying in the forest on the Sundargarh side of the border in Odisha, under the jurisdiction of the Rourkela Police District (RPD), while the majority of the other packets were kept hidden in the Saranda forest close to the Odisha border. It appeared that due to the immediate launch of the search operation after the loot, the Maoists did not get enough time and room to carry away the explosive packets to faraway locations inside the Saranda forest and hide them safely. Since the hijacking and loot of the explosive truck carrying about four tonnes of explosives on May 27 morning from the Banko forest of K Balang police station under the RPD limits, the joint search operation has been ongoing. The Special Operation Group and District Voluntary Force (DVF), CRPF, Jharkhand Jaguar and CoBRA from Jharkhand, are participating in the combing operation. Rourkela SP Nitesh Wadhwani, without specifying the spots of recovery, said a fresh tranche of 2.5 tonnes of explosives was recovered during the ongoing search operation along the Odisha-Jharkhand border. He said these explosives were looted by the Maoists on May 27. Earlier, following an exchange of fire with the Maoist ultras at Sarandas Tirilposi under Jareikela police limits in Jharkhand, the joint forces had recovered a substantial quantity of the looted explosives on May 30, but details were not revealed, claiming that assessment was underway. Meanwhile, two other mini-trucks laden with similar explosive packets originating from the same explosive warehouse in Bargaon block of Sundargarh were seized by police from near Balughat at Rourkela on Sunday. Police claimed that on May 27, three trucks had come out from the Bargaon explosive storage point, and after the loot of one truck, the warehouse owner, Shraban Agarwal, lied to the police about the delivery of the other two trucks. Police said it seems the other two trucks were kept hidden with the intention to sell the explosives later for higher monetary gain. DIG (Western Range) Brijesh Kumar Rai said a detailed inquiry is being carried out by a Special Investigation Team (SIT) about the release and delivery of explosives from the now-sealed warehouse. He said the concerned authorities have been asked to conduct a safety audit of all explosive storage centers or magazines in Sundargarh, adding that a necessary SOP is also getting implemented for the issue and transport of explosives.

Over 2.5 tonnes of explosives looted by Maoists recovered by security forces
Security forces recovered over 2.5 tonnes of explosives looted by Maoists in Odisha's Sundergarh district during a joint operation in the Odisha-Jharkhand border region. The explosives, stolen on May 27th from K Balang area, were found buried and hidden under rocks in the Saranda forest. The search operation continues after an earlier recovery of explosives following a gun battle.
After Maoist loot, cops seize two trucks laden with explosives
ROURKELA: The Special Investigation Team (SIT) of Rourkela police on Sunday recovered two explosives-laden trucks parked suspiciously near a fuel station at Balughat in RN Pali here for the last two days. The recovery comes close on the heels of the loot of huge quantity of blasting explosives by Maoists from Banko forest in K Balang on May 27. The source of the explosives looted by Maoists and the explosives seized on Sunday has been traced to the same warehouse in Bargaon block of Sundargarh district. The warehouse has been sealed from May 28. Sources said about 116 packets of gelatine sticks, 416 detonators and 750 metre of charging electric wires were recovered from the two trucks. Police said it is suspected that owner of the warehouse Shraban Agarwal is involved in illegal supply of explosives to stone quarries and mines for monetary gain. A top police officer said during investigation, the SIT learnt that on May 27, three trucks laden with explosives had come out of the warehouse. While one truck was looted by the Maoists, the two others were kept hidden. During interrogation in the K Balang case, the warehouse owner told police that explosives loaded in the two trucks were delivered to clients. The officer said it appears that the explosives in the two trucks were actually not delivered and were kept hidden elsewhere before being found near the filling station at Balughat. Rourkela SP Nitesh Wadhwani said investigation is underway to ascertain if four tonne of explosives were actually looted by the Maoists as claimed by Agarwal and the truck driver. Their claim is under suspicion as the driver failed to produce the documents stating that the Maoists took those away. Wadhwani said around 180 to 200 explosive packets were found in the two trucks. Verification of the seizures with the help of GST and mining officials is underway. DIG (Western Range) Brijesh Kumar Rai said, Agarwal has one explosive licence in his name and another in his wifes name, and is operating from the same warehouse in Bargaon. Detailed investigation of the explosive stocks procured and delivered by him is underway. On May 27, armed Maoists hijacked an explosives-laden truck from near the Banko stone quarry. The rebels drove the vehicle about one km inside the forest before decamping with the explosive packets, mostly blasting gelatine sticks. The site of the loot was hardly two km from the Maoist den of Saranda forest in West Singhbhum district of Jharkhand. Subsequently on Friday, security forces of Odisha and Jharkhand recovered a major portion of the looted explosives from Tirilposh in Saranda forest following an exchange of fire with the Maoists.

Anti-national content: Madras HC stays students ouster
CHENNAI: The Madras High Court has stayed the rustication order issued by the Rajiv Gandhi National Institute of Youth Development (RGNIYD) in Sriperumbudur near here against a student, who was ousted from the institute for alleged defacement of the hostel property with content of anti-national nature, and ordered the institute to allow him to take his final year examinations and participate in the placement programme. Justice T V Thamilselvi issued the order on Thursday on a petition filed by S Aslam, a final year student of Master of Social Work, who had alleged that the inquiry by the institute regarding the defacement was conducted in an arbitrary and illegal manner. The RGNIYD, functioning under the Union Ministry of Youth Affairs and Sport, took the stringent measure against Aslam and two other students last Sunday (May 25), following an inspection of some of the hostel rooms after an inquiry triggered by slogans such as Jai Bhim and Free Palestine found on the hostel wall. Sayeedh M A and Nahal Ibnu Abullaise, pursuing the same course, were the other two who faced the punishment. The high courts order pertained to Aslam who had filed the petition. The judge observed that if the petitioner-student is not allowed to appear for the exam, it will put him to hardship. Considering the student was at the end of his academic course, Justice Thamilselvi said, If he is not permitted to attend the examination and internship programme, it will cause too much hardship to the petitioner. Hence, the impugned order passed by the first respondent (director of the institute) dated 25.05.2025 is ordered to be stayed. Further, the judge directed the institute to reschedule the exam for the petitioner, permit him to attend the placement programme in the social service department and include him in the institutes WhatsApp group so that he can continue his education, subject to the final outcome of the writ petition. The counsel for the student submitted that he had cleared all his exams with no arrear so far and discharged his duties as a student with utmost sincerity and commitment. He also alleged that the inquiry was conducted in an arbitrary and illegal manner as neither the specific charges were intimated to the petitioner nor an opportunity was given to him to file reply to the charges. This is besides refusing to look into the documentary evidence submitted by him. The allegations levelled against him were based on surmises and conjectures, he told the court, adding that the petitioners email request for allowing him to appear for the exams was not heeded by the institutes director. According to the petitioner, the sixth respondent Avinav Thakur, the assistant registrar, along with the warden and assistant warden visited the hostel premises last Saturday (May 24) and reportedly found some graffiti on the hostel wall. Subsequently, the director constituted an inquiry committee. The petitioners counsel contended that the proceedings of the committee were influenced by Thakur since he had ill-will towards Aslam and a few other students as they had earlier exposed a sexual assault case pending against him in Jharkhand. The judge adjourned the hearing to June 25, 2025.

Security forces recover part of looted explosives in Odisha
ROURKELA: Security forces recovered huge quantities of the looted explosives following an exchange of fire with the Maoists inside Saranda forest near Tirilposh in West Singhbhum district of Jharkhand, around 20 km from Sundargarh border, on Friday. The recovery came three days after armed Maoists hijacked an explosives-laden truck from the forested Banko area under K Balang police limits in Sundargarh on Tuesday morning. The rebels drove the vehicle about one km inside the forest and decamped with the blasting gelatin sticks weighing nearly four tonne. Sources said the site of the loot is hardly two km from Saranda forest in Jharkhand and the Fridays encounter spot is nearly 20 km from Sundargarh border. It seems due to initiation of combing operation on both sides of the border immediately after the loot, the Maoists did not have time to shift the explosive packets elsewhere. It is likely that the explosive packets may have been kept hidden in the forest. Requesting anonymity, a senior police officer said the exchange of fire started early on Tuesday afternoon and was still going on intermittently. A major portion of the looted explosives was found lying near the spot of encounter. DIG (Western Range) Brijesh Kumar Rai confirmed that huge quantities of the looted explosives and Maoist materials have been recovered. Three joint teams of security forces of Odisha and Jharkhand participated in the intense search operations along the border at different places. One team was involved in the gun battle after being challenged by the Maoists. The exchange of fire and search operation is still underway and details would be shared accordingly. Unofficial sources claimed one security personnel was injured in the cross firing. However, there is no official confirmation yet. Earlier on Thursday, a National Investigation Agency (NIA) team visited Rourkela for investigation considering the sensitive nature of the incident. A day after the loot, Odisha DGP YB Khurania reached Rourkela and took stock of the situation with the IG (Operation) Deepak Kumar, DIG Rai and Rourkela SP Nitesh Wadhwani. The recent activities by ultras based out of Jharkhand on Odisha side of the border comes after a hiatus of almost five years with the banned CPI (Maoist) outfit deliberately refraining from drawing attention of Rourkela police manning the Naxal-infested bordering pockets. The Maoists led by top leader Misir Besra are faced with existential threat with security forces targeting to eliminate Naxal activities by March 2026. The explosive loot is seen as a last ditch effort of the Maoists to fight the security forces.

Expedite mosquito net procurement probe: Madras HC
MADURAI: The Madurai Bench of Madras High Court has directed the Central Bureau of Investigation (CBI) to expedite its investigation into an alleged scam committed by a public sector enterprise Hindustan Insecticides Limited (HIL), which is based in New Delhi, in procurement and supply of mosquito nets to Jharkhand state government and the Central Medical Services Society (CMSS) in New Delhi in 2022. Justice B Pugalendhi passed the order recently on a petition filed last year by Karur HDPE Filament and Bed nets Manufacturers Welfare Association, represented by its secretary AR Malaiyappasamy, requesting the court to fix a time limit for the agency to complete the investigation. The association alleged that HIL had obtained a contract from the Government of Jharkhand and CMSS, New Delhi, for supply of mosquito nets for public use. While CMSS procured more than 40 million nets, the Jharkhand government procured 48,000 nets. According to the association, HIL procured the nets through shell companies at the rate of Rs 60 per net and supplied it at the rate of Rs 290 to 380 per net. Claiming that a fraud has been committed by the company, the association lodged the complaint. The judge observed that an interim status report filed by the New Delhi CBI in April revealed that prima facie materials available in the case and directed the CBI to conclude the investigation expeditiously. Earlier, HIL had argued that the petition was a motivated one filed at the behest of a business rival.
Class against pregnancy among minors in Jharkhand schools
RANCHI: In a government initiative to discourage minor girls from getting pregnant, special awareness classes will be held in schools in the tribal-dominated Khunti of Jharkhand. According to education department officials, the schools will also utilise parent-teacher meetings, conducted on the 25th of every month, to inform parents about their girls safety. The department also considers hiring counsellors to advise the minor girls, believing they suffer from a psycho-sexual problem. District Education Officer Aprupa Chaudhary stated that the order, currently in the drafting stage, will be issued once schools reopen after the summer vacation. As it is a problem among minors, it is also important to create awareness among the children as well as their parents. Therefore, we have decided to hold a special period of the School Health and Wellness Programme (SHWP) every Tuesday, dedicated to creating awareness among children. They will be told how early pregnancy or early relationship will affect their future and make an adverse impact on their health, Chaudhary said. She said the decision was taken following reports that a vast number of minor girls were getting pregnant and giving birth to children. Most live with their parents, while a few live with their minor husbands or partners. Notably, addiction to alcohol and hadia (rice beer) causes parents to ignore their childrens welfare. The youngsters roam around in the jungle with their friends and get pregnant accidentally, though consensually, due to ignorance.

Singh was also arrested on the same day. Both Chaubey and Singh were taken into custody and subsequently sent to judicial custody. According to ACB officials, both officers are accused of misusing their official positions and causing significant financial losses to the state exchequer. Preliminary findings suggest irregularities in the management of excise operations, prompting a wider probe into the states liquor distribution and licensing system. As per government service rules, any official held in custody for over 48 hours is liable to be suspended from service, a provision invoked in this case. Jharkhand IAS officer Vinay Chaubey arrested by ACB in connection with alleged liquor scam In the liquor scam that took place in Chhattisgarh, it is alleged that a syndicate based in Raipur supplied liquor to Jharkhand using fake holograms in a scam of crores of rupees. Former IAS officers Anil Tuteja, AP Tripathi and businessman Anwar Dhebar, among others, have been made accused in this scam. Village Panchayat in Jharkhand passes resolution to reject witchcraft-related complaints
RANCHI: A village panchayat in Jharkhand's Jamshedpur has passed a resolution for not hearing any case related to witch-hunting. According to the Gram Pradhan of Sarjamda village under Jamshedpur Block of Jamshedpur, the decision has been taken in the wake of the growing incidents of killing women and elders after branding them as witches during Panchayat meetings. Not only that, the Gram Panchayat has also amended the rules of the traditional self-governance system, under which, if anyone approaches the Gram Sabha with a complaint accusing a woman or anybody of practicing black magic, his or her complaint will not be entertained. As per the amended constitution, there is no such thing as a witch or witchcraft. Gram Pradhan Suresh Hansda, also known as Manjhi Baba, informed that if someone comes to the Gram Sabha with an application accusing someone of being a witch, it is rejected outrightly and the person referred for counselling, during which, they are told that it is nothing but superstition. Not a single case of witchcraft has recorded in the region after the resolution was taken by the Gram Sabha a few years back, which clearly indicates that the purpose has been solved, said Hansda. Earlier, our forefathers were illiterate, who used to believe in such superstitions, but now after becoming literate, there should not be any space for such thing in society, he added. The resolution not taken orally, but in writing formally on the Panchayat register, said Hansda. Block Development Officer (BDO) Malay Kumar also lauded the initiative taken by Gram Panchayat, calling it a welcome step. As most of the witch-hunting cases are targeted towards the women and elderly, it is really a welcome step, which will further help in checking such incidents, said the Block Development Officer. Other Panchayats should also follow the suit as it has effectively worked in this particular Panchayat, he added. Civil Society Organisations also called it a landmark decision. Such initiative will further inspire other Panchayats to take similar decision as more than 2000 women have been killed the name of practicing black magic across Jharkhand since the state came into being in the year 2000, said Secretary of Association for Social and Humar Awareness (ASHA) Ajay Jaiswal. Padma Shri recipient and social worker, known for raising her voice against the witch-hunting, Chhutni Mahato, also believes that the incidents of murder on the pretext of being a witch could only be stopped when the society becomes aware. Panchayats have an important role to play to check this menace as the decisions of Panchayats are paramount in tribal villages. If initiatives are being taken against such superstitions in tribal panchayats, then it will yield positive results, said Chhutni Mahto. Notably, there are a lot of instances in Jharkhand where people were killed following a decision taken by the Panchayat, branding them as witches. Tribal-dominated Jharkhand, Odisha, Chhattisgarh and Telangana are the worst affected states. Hundreds of women have been persecuted, tortured and killed in the garb of witchcraft in past few decades in these four states.

The SAF will monitor fundamentalist elements and track communal or hate speeches and statements. Parameshwara added that the State Government has taken serious note of the recent incident in Mangaluru, where a pick-up vehicle driver, Abdul Rahiman, was murdered at Bantwal taluk near Mangaluru on Tuesday. This marks the third murder in Dakshina Kannada in the last one month. On April 27, Mohammed Ashraf, who hailed from Kerala, was lynched by a mob during a cricket match near Mangaluru. A few days later, on May 1, a Hindutva activist was murdered at Bajpe near Mangaluru. According to a Government Order dated May 28, 248 officials from the Anti-Naxal Force (ANF) have been reassigned to the new task force to tackle communal violence. The ANF, which previously had 656 personnel, will now have 376 officials. The State Government has decided to continue the ANF for another three years following intelligence reports about the possible movement of Naxals from Chhattisgarh and Jharkhand to the border areas of Karnataka, Kerala, and Tamil Nadu.
NIA team to probe loot of explosives by suspected Maoists in Rourkela
BHUBANESWAR: Two days after suspected Maoists hijacked and looted a truck laden with a huge cache of blasting explosives, the National Investigation Agency's (NIA) officers visited Rourkela on Thursday to probe the incident along with Odisha Police. An NIA team has visited Rourkela to investigate the incident. Preliminary probe suggests the left-wing extremists from Maoist hotbed of Saranda forest in West Singhbhum district of Jharkhand were involved in the loot of the blasting explosives, western range DIG, Brijesh Rai told the mediapersons. DGP YB Khurania who visited Rourkela on Wednesday to take stock of the investigation, has directed the police to beef up the security at vulnerable stone quarries. Sources said he has also instructed the senior officers to conduct a security audit of the stone quarries in such locations. Besides this, Khurania has asked the police to verify the security arrangements at the forested stone quarry in Banko within K Balang police limits, from where at least eight armed persons hijacked the explosives-laden truck on Tuesday. The quarry is more than 90 km from Rourkela. After hijacking the explosives-laden truck at around 9.30 am on Tuesday, the armed persons drove the vehicle to a nearby forest. Another 10-15 persons waiting inside the forest looted at least 150 packets of explosives each weighing 15 to 25 kg. The empty vehicle was later found abandoned inside the forest and its driver was unhurt. Meanwhile, Rourkela police intensified combing operation along the Odisha-Jharkhand border. Senior officers IG (operations) Deepak Kumar, DIG (western range) Brijesh Kumar Rai and Sundargarh SP Pratyush Diwakar, also in charge of Rourkela are camping in the steel city.

HYDERABAD: The Supreme Court Collegium has recommended the transfer of Justice Aparesh Kumar Singh, the Chief Justice of the Tripura High Court, to the Telangana High Court in the same capacity. The decision was made during a Collegium meeting held on May 26. Following the creation of the Jharkhand High Court in 2001, he continued his practice there until his elevation to the bench. He was appointed as an additional judge of the Jharkhand High Court on January 24, 2012, and was made a permanent judge on January 16, 2014. In April 2021, Justice Singh took over as the executive chairman of the Jharkhand State Legal Services Authority. ROURKELA: A day after suspected Maoists hijacked and looted a truck laden with huge cache of blasting explosives, Rourkela police intensified combing operation along the Odisha-Jharkhand border with DGP YB Khurania visiting the steel city to take stock of the situation on Wednesday. Reliable sources said the DGP held a closed-door meeting with IG (Operation) Deepak Kumar, DIG (Western Range) Brijesh Kumar Rai and Sundargarh SP Pratyush Diwakar, also in charge of Rourkela. Khurania also reportedly visited K Balang police station amid tight security and reviewed the ongoing investigation. At around 9.30 am on Tuesday, eight armed persons hijacked the explosives-laden truck from near a forested stone quarry at Banko within K Balang police limits, more than 90 km from Rourkela and drove the vehicle to a nearby forest. Another 10-15 persons waiting inside the forest looted at least 150 packets of explosives each weighing 15 to 25 kg. The loot site is barely two km from the Maoist hotbed of Saranda forest in West Singhbhum district of Jharkhand. The empty vehicle was later found abandoned inside the forest and its driver was unhurt. Requesting anonymity, a police officer associated with the investigation said driver of the explosives-laden vehicle Debnath Toppo and owner of the stone quarry Niraj Pandey were interrogated. Without ruling out the involvement of the outlawed CPI (Maoist) in the incident, he estimated the value of the looted explosives to be around `1.5 lakh. Earlier, SP Diwakar had stated that the looted explosives packets contained blasting gelatine sticks. However, it is yet to be ascertained if some of the packets contained detonators as the gelatine sticks would require detonating devices to explode. Following the incident, Odisha police and Special Operation Group intensified search operation across forested bordering areas under the jurisdiction of Rourkela police district. Besides, security forces comprising Jharkhand police, CRPF and Cobra battalions are carrying out combing operations at Jaraikela, Digha, Tholkobad, Chhotanagra and other areas in the neighbouring state. Sources privy to Maoist activities said no criminal group would take such a risk to get specialised materials having little monetary value. However, frustrated with the intense combing operations by security forces in Jharkhand, the Maoists led by Misir Besra may go to any extent amid the threat to their existence, they said. During 2009 when Naxalism was at its peak, Maoists had looted an explosives-laden vehicle from Champajharan forest within Chandisposh police limits. Subsequently, some explosive packets were found buried inside the Saranda forest in Jharkhand.

RANCHI: Amid the ongoing protest by the JMM and Congress demanding a Sarna Religion Code, Leader of Opposition Babulal Marandi said that if these parties are truly concerned, they should take concrete steps to stop the conversion of tribals to Christianity. According to Marandi, if all tribals who believe in Marang Buru or worship nature are converted to Christianity, then who will write Sarna in the separate column of the census form. Notably, tribal leaders across Jharkhand have been demanding the implementation of a Sarna Code in census surveys to identify tribals as followers of the Sarna faith. Marandi said religious conversion has become a major challenge in Jharkhand, which is why the previous Raghuvar Das-led BJP government had brought in a bill to curb it. Addressing the media at the BJP headquarters in Ranchi, Marandi cited the 2011 caste census, claiming that 15.48% of the tribal population in Jharkhand had converted to Christianity. He added that nearly 26% of Oraon, around 33% of Munda, over 67% of Kharia, more than 2% of Ho, and about 1% of Santhal populations had adopted Christianity. Why doesn't the government explain how lakhs of tribals who traditionally followed the Sarna religion have now been converted to Christianity? he asked. Marandi said that in 2011, Jharkhands total population was 3.29 crore, of which 86.45 lakh (26.2%) were tribals. Out of these, nearly 14 lakh (around 15%) identified themselves as Christians. The question is, how did so many tribals shift from their original Sarna faith to Christianity, and why is this trend continuing? he said. He added that the upcoming caste census would reveal the actual figures of tribal conversion, and warned, When all tribals will become Christians, then where will Sarna survive? Marandi challenged the JMM and Congress: If they truly care about protecting the Sarna faith and are serious about demanding a separate religion code, they should explain what concrete steps they've taken to curb religious conversions. He also accused both parties of deceiving the tribal community under the guise of advocating for a Sarna religion code. Marandi pointed out that a Sarna code had existed in earlier censuses but was later removed by the Congress-led central government. In 2014, when the Congress-led UPA government was in power at the Centre, they called the demand for a Sarna Dharma Code impractical in Parliament. Hemant Soren was comfortably sharing power with them, he said. Marandi alleged that the tribal community in Jharkhand is now facing widespread exploitation, and claimed the real character of the JMM and Congresswho he said are encouraging conversion and infiltrationhas now been exposed. The JMM and Congress have been demanding a separate column for Sarna followers in the census form. After Congress held demonstrations on Monday, the JMM staged similar protests at district headquarters across Jharkhand on Tuesday.

Suspected Maoists hijack and loot truckload of explosives in Odisha's Sundargarh
ROURKELA/BHUBANESWAR: Suspected Maoist operatives looted a truckload of explosives from a remote and forested area located about 90 km from Rourkela, in Sundargarh district, on Tuesday. The area where the incident took place is in the vicinity of the Saranda forests in the adjacent West Singhbhum district of Jharkhand, considered the hotbed of Maoists. The explosive-laden truck, sources said, was on its way to Banko area under K Balang police limits, where a stone quarry is located. Around eight armed persons hijacked the truck at around 10 am and drove it to the nearby forest where the explosive packets were unloaded. The consignment was supposed to be delivered at the quarry. As per preliminary information, the truck was carrying about 150 packets of gelatin sticks of Prime make. DIG (western range) Brijesh Kumar Rai said that the truck was intercepted near Banko and forcibly taken a kilometre inside the forest. Once there, the explosives were unloaded in presence of another 10-15 persons who then vanished into dense forests carrying the packets. So far, no FIR has been received in connection with the incident, and further details are awaited, Rai said. Asked about the involvement of Maoists, the DIG said police are trying to ascertain the identity of those behind the incident. A search operation has been launched, he added. The role of Maoists has not been ruled out, he said. Sundargarh SP Pratyush Diwaker, who also is in charge of Rourkela police district, did not divulge any details and said an investigation is underway. While there have been intense anti-Maoist operations in West Singhbhum district, the Sundargarh side of the border under Rourkela police district has not seen such a drive in recent years. From the modus operandi and precision of action, sources pointed out that it appeared to be the handiwork of Maoists. In the event these explosive packets fall into their hands, it may have a devastating impact since the left-wing ultras are battling for their existence in Jharkhand.
India fails to meet target of doubling farmers' income: Report
NEW DELHI: Most of the states in India failed to achieve the goal to double farmers' incomes (DFI) by the 2022-23 period, a target set by the Narendra Modi government in 2016-17. However, Bihar, Uttarakhand, along with the Union Territories, have successfully achieved this goal. This information was revealed in a new policy paper titled Doubling Farmers Income: A Promising Target Fraught with Challenges, released by former Union Agriculture Secretary Siraj Hussain. The analysis indicates that India has fallen short of the DFI goal by 25 per cent. Furthermore, the contribution of the farm sector to doubling farmers' incomes has decreased compared to the non-farm sector. In 2016-17, the Indian government set the goal of doubling farmers total income by 2022-23, using 2015-16 as the baseline year. The study extrapolated farmers' income from 2018-19 to 2022-23 and compared it with the governments target. It showed that only two statesBihar and Uttarakhandand the combined North-eastern states achieved the target. The study suggests that the possibility of attaining DFI in the near future is higher in states like Andhra Pradesh, Assam, Chhattisgarh, Gujarat, Jammu and Kashmir, Maharashtra, and Rajasthan, as these states have registered income growth trends ranging from 20% to 50%. However, the study emphasizes the slim chances of achieving the DFI goal in five states: Jharkhand, Madhya Pradesh, Odisha, Punjab, and West Bengal. Madhya Pradesh, in particular, has shown minimal growth, largely due to negligible increases in gross state domestic product in agriculture and allied activities (GSDPA) from 2018-19 to 2019-20. Nevertheless, there is a silver lining as Madhya Pradesh has recently reported an average GSDPA growth of nearly 7%, indicating substantial growth potential, according to the study. Overall, the study highlights distress in agricultural growth. The increase in income from wages, salaries, and non-farm businesses suggests that the non-farm sector has performed better than the farm sector in several states. The study also found that direct relationship between farm size and income. India has 86% small and marginal farmers who need special attention to increase income. Further, inter-state and social disparities in income remain wide. The income of farmers of Punjab and Haryana is almost five times more than that of farmers in Bihar and West Bengal. Similarly, the income gaps between large and marginal farmers and SC-ST and OBC-Other caste farmers remain wide. The policy paper was prepared by a group of economists and sector experts, Seema Bathla, Anjani Kumar, Navneet Kumar, and Siraj Hussain. The study has examined the last two decades' trends, composition, and growth in farmers total net income between 200203 and 201819 across the states to assess the possibility of DFI. It also analyses the increment in income whether equitable and inclusive. The data is based on National Sample Survey- Situational Analysis Survey (NSS-SAS) undertaken during 200203, 201213 and 201819.

Above-normal June rainfall to keep heat in check in most parts of India: IMD
NEW DELHI: India is likely to receive above-normal rainfall in June, which is expected to keep maximum temperatures in check in most parts of the country, the India Meteorological Department (IMD) said on Tuesday. At a press conference, M Ravichandran, Secretary in the Ministry of Earth Sciences, said rainfall across the country during June is likely to be more than 108 per cent of the long-period average of 166.9 mm. During June, most of the country is expected to receive normal to above-normal rainfall. However, some southern parts of peninsular India and parts of northwest and northeast India may receive below-normal rain, he said. IMD Director General Mrutyunjay Mohapatra said that due to this expected good rainfall, most parts of the country may experience normal to below-normal maximum temperatures, except for many areas in Northwest and Northeast India. Above-normal minimum temperatures are likely over most parts of the country, except some parts of central India and the adjoining south Peninsula, owing to the cloudiness, he said. From June to September, he said, the country is likely to receive 106 per cent of the long-period average rainfall of 87 cm. Rainfall between 96 per cent and 104 per cent of the 50-year average of 87 cm is considered 'normal', the IMD said. Northwest India is likely to receive normal rainfall, while the Northeast may see below-normal rain. Central India and the southern peninsular region are expected to receive above-normal rainfall, he said. The monsoon core zone is likely to receive above-normal rainfall (more than 106 per cent of the long-period average) this season. This zone includes parts of Madhya Pradesh, Chhattisgarh, Maharashtra, Odisha and nearby areas, which depend heavily on monsoon rain for agriculture. Above-normal rainfall is expected in most parts of the country, except for Ladakh, adjoining areas of Himachal Pradesh, northeastern states and some parts of Bihar, Jharkhand, West Bengal and Odisha. Some isolated areas in Punjab, Haryana, Kerala and Tamil Nadu may experience below-normal rainfall. The southwest monsoon reached Kerala on May 24, marking its earliest arrival over the Indian mainland since 2009, when it reached the southern state on May 23. The primary rain bearing system set in over Mumbai 16 days before the usual date, making it the earliest since 1950. The southwest monsoon usually makes its onset over Kerala by June 1, reaches Mumbai by June 11 and covers the entire country by July 8. It starts retreating from northwest India around September 17 and withdraws completely by October 15. Meteorologists emphasise that the date of monsoon onset has no direct correlation with the total seasonal rainfall. The monsoon arriving early or late in Kerala or Mumbai does not mean it will cover other parts of the country. It is characterised by large-scale variabilities and global, regional and local features. India saw 934.8 mm of rainfall in 2024, 108 per cent of the average. In 2023, it recorded 820 mm, 94.4 per cent of the average. In 2022, it saw 925 mm; 870 mm in 2021; and 958 mm in 2020, according to the IMD data. The monsoon plays a critical role in India's agriculture-dependent economy, providing vital water for crops, replenishing reservoirs, and supporting drinking water and hydropower generation. Agriculture supports the livelihood of around 42 per cent of the population and accounts for 18.2 per cent of the country's GDP.
