Jharkhand cabinet approves new excise policy, hands over retail liquor sales to private sector
RANCHI: In a significant move, the Jharkhand Cabinet has given its approval to the new excise policy. The move is designed to overhaul liquor sales across the State, addressing revenue losses and allegations of irregularities under the previous model. According to the new excise rules, retail liquor sales will now be handled by private entities, while the state government will retain control of wholesale operations through the Jharkhand State Beverage Corporation Limited (JSBCL). Retail licenses will be distributed through a lottery-based system under which an individual may hold up to 12 shops in a district and up to 36 retail shops across the state. As per the new rules, liquor sales will also be allowed in big malls and departmental stores. The government will also open model shops, where only popular brands of liquor will be available. Prices of various liquor categories, however, will increase due to an additional excise tax, with hikes ranging between Rs 5 and Rs 100. With the introduction of the new excise policy, the number of retail outlets is also set to expand up to 1,500 to curb illicit sales and improve access to the common people. Presently, there are 1453 retail liquor shops in the State. It will take about a month to fully implement the new policy. The overhaul comes after years of dissatisfaction with the old excise policy, which heavily relied on third-party placement agencies. Stakeholders and industry representatives, including the Jharkhand Sharab Vyapari Sangh, had flagged revenue losses, operational inefficiencies and a lack of transparency. The Cabinets decision marks a break from that system and aims to modernise the industry through digitised tracking and improved oversight. In another key Cabinet decision, people above 70 years of age in the State will be given health insurance facility of up to Rs 5 lakh under the Chief Minister Ayushman Yojana which is likely to benefit about three lakh 84 thousand 518 people across the State. Apart from the excise policy, the Cabinet cleared 16 proposals, touching various sectors from education to infrastructure and social welfare.
Similipal wildlife safari, Talabandha nature camp unveiled by Minister Singkhuntia
BARIPADA: Forest and Environment minister Ganesh Ram Singkhuntia inaugurated the Similipal wildlife safari and Talabandha nature camp at Talabandh in Mayurbhanj district on Wednesday. Speaking at the event, the minister said the eco-tourism facility would not only boost tourism but also contribute significantly to economic development of local tribals. Talabandh is primarily a tribal area where people often migrate for work. This project aims to generate employment and income for the local tribals, he added. Regional chief conservator of forest cum field director of Similipal Tiger Reserve (STR), Prakash Chand Gogineni revealed that the nature camp features 10 luxury cottages with modern amenities, a hotel, a childrens park, and a swimming pool. Five vehicles have been arranged for the Similipal tiger safari, which will operate on the new Talabandh-Chahala route and will create employment opportunities for local youth as drivers and guides. According to official sources, the department will arrange skill development training and plans to engage SHGs and local women in managing various responsibilities at the camp. The camp will remain open throughout the year and is expected to generate approximately Rs 1 crore revenue annually. Only 10 per cent of the total earnings will be retained by the government for maintenance, while the remaining amount will be invested in development of the area. Previously, tourists had to access Similipal through Jashipur and Pithabata, covering over 100 km, especially those arriving from Jharkhand and West Bengal. With the new Bangiriposi-Talabandh road, visitors can now reach Chahala, Barehipani, Joranda, and other areas of Similipal more conveniently by travelling for only 45 km from Bangiriposi. The cost of the project is approximately Rs 3 crore and former chief minister Naveen Patnaik had laid its foundation stone on March 7 last year.

JMM links caste count to religion code demand Jharkhand Mukti Morcha (JMM), the ruling party in Jharkhand, has said that it will not allow the Union government to conduct a caste census in the state unless the Centre accepts the long-pending demand for the Sarna Religious Code. Many tribal communities, primarily from Jharkhand, Chhattisgarh, Odisha, West Bengal, Bihar, Assam, and Madhya Pradesh, believe that they follow a nature worship system in which natural elements such as trees, mountains, and rivers are revered. Supporters of the Sarna Religious Code argue that tribals should be allowed to indicate their religion in the census. The census form does not have the option to select Sarna religion, so tribals are forced to choose either Hindu, Christian, or Other. Bihar soldier Rambabu Singh laid to rest with honours, village pays tribute to fallen hero
PATNA: Residents of Basilpur village in Bihars Siwan district on Wednesday bid adieu to a soldier, Rambabu Singh who died early on Tuesday morning after receiving fatal injuries during an operation in Jammu and Kashmir late on May 12. They felt pride over the supreme sacrifice made by son of the soil for the sake of the nations sovereignty. We are proud of our son of the soil for his supreme sacrifice for the sake of the nations sovereignty. His sacrifice will never go in vain. He laid down his life for the sake of Bharat Mata. The entire village is proud of him, Ganesh Prasad Singh, a resident of Basilpur village, told this reporter over the phone soon after the body of Rambabu arrived on Wednesday afternoon. The shocking news, however, came barely five months after Rambabus marriage. Rambabu (28) married Kumari Anajali Singh, a resident of Dhanbad in neighbouring Jharkhand, on December 14, 2024. Anjali is now carrying a pregnancy of about four months. She rushed to her in-laws house in Siwan after hearing the shocking news. Anjali said that she had her last conversation with her husband over phone at around 10 am on May 12. He promised to call me again in the evening as he was getting late for his duty. Thereafter, I got engaged in routine work. In the evening, I was eagerly waiting for his call. I rushed to the mobile phone when it rang up, she said. But it was not her husbands call. A man on the other side wanted to get details about her husband. As I am educated, I suspected the man on the other side to be a cyber fraud trying to collect details about my husband. I disconnected the phone call before the man on the other side could know more about him, she recalled with tears rolling down her cheeks. It was, in fact, a call from the Indian Army headquarters that later informed Rambabus elder brother, Akhilesh Singh, a loco pilot in Dhanbad. Rambabus father-in-law, Subhash Chandra Singh, said he had visited his native village in Siwan in April. He was recently transferred to Jodhpur from Jammu and Kashmir, where he was posted as an operator in the S-400 air defence system. But he could not join his new place of posting due to heightened tension between India and Pakistan after the Pahalgam terror incident. I hope the government will take care of my daughters well-being and provide her a government job, apart from the compensation, he said, adding that he was proud of his son-in-laws sacrifice. Rambabus uncle Nishikant, said, Rambabu was eager to join the Indian Army from his childhood, and he worked hard to fulfil his dream. He had joined the Indian Army in 2018. His father Ram Vichar Prasad, a former panchayat up-pramukh, died about two years back. The mortal remains of the soldier were consigned to flames at the village ghat with full state honours. Slogans like Bharat Mata Ki Jai and Shaheed Rambabu Amar Rahe rent the air. A large number of people, including senior officials of the Siwan district administration, took part in the funeral procession. Earlier, the leader of the opposition in Bihar assembly Tejashwi Prasad Yadav visited Patna airport and paid floral tributes to the departed soldier. A BSF sub-inspector, Mohammad Imtiyaz, a native of Saran district, laid down his life during an operation in Jammu and Kashmir.

Can't Beat the Classics: Ghazal vocalist Koyel Mukherjee opens up
Bengaluru as a city is known for its incessant preoccupation with speed and innovation. For decades, especially following the tech boom, Indias IT capital has prided itself for its the future is now attitude, which has since proliferated across industries beyond. It is to be noted however, that the citys patronage towards the arts sees better days than most of its metropolitan counterparts, extending its warmth to organic forms like jazz and Carnatic (almost) as conspicuously as to a form like techno, which seems more up its alley. Led by vocalist Koyel Mukherjee, three-member band Ruh_Voyage, who just performed at Medai, Koramangala, is one of many such acts in the city that try to eke out loyal and appreciative listenerships. With an ever-evolving musical landscape which has pushed craft towards marketability, especially since the dawn of streaming, it has become increasingly rare to come across musicians and listeners who still seek classical roots. For Mukherjee, her inspiration has familial origins. I was very young when I started loving ghazals, because my family loved Hindustani classical music. Ghazals are beautiful as well as difficult; I slowly started enjoying them, she says, continuing, When I was in Sa Re Ga Ma Pa , I met Ghulam Ali sahab, and he guided me. Although her stint at Sa Re Ga Ma Pa in the 2007 season was pivotal in Mukherjees career, the journey has been far from easy. Beneath her craft and presence in the music circuit of a metropolis like Bengaluru, lies the story of a girl from a small town Dhanbad in Jharkhand who had to earn her bread. As she reveals, I was in Sa Re Ga Ma Pa 2007, where I was placed in Bappi Lahiris gharana. The journey was not easy for me afterwards, especially as a woman from a small town. I continued but I was doing shows mostly in the USA. Despite Bengaluru still having a relatively better field in terms of patronage towards classical music, according to Mukherjee, the audience is untrained. This is somewhat unsurprising, given the median age for the citys live music audience, and its shifting palate. Bengaluru has a narrow understanding of ghazals; the attendees mostly enjoy Bollywood ghazals. Language is definitely a barrier. With shayari and ghazals, I have to explain with a lot of conviction to give them a contextual sense of the ambience of the evening. Response has been good and its getting better, but there is still a long way to go, she rues. Mukherjee leaves room for hardly anything besides praise about the rest of the band percussionist Shreyash Vishwaroop and pianist Rishabh Chauhan. As she says, We take up instruments according to demand, but Shreyash and Rishabh are constants. They are like my brothers; chemistry is vital when one is executing ghazals. We speak and learn through music, making playing live a divine experience.

Tech-savvy Telangana lags in birth, death digitisation
HYDERABAD: Despite being considered one of the top tech hubs in the country, Telangana has lagged behind in issuing digital birth certificates. According to the Civil Registration System (CRS) 2021 report, out of a total of 6,11,651 registered births, 2,34,425 deaths, and 6,051 stillbirths in the state, only 4,15,485 birth records, 1,26,098 death records and 4,062 stillbirth records had been digitised. The lack of digital birth certificates creates difficulties for citizens in accessing various services. The report also noted that birth and death registrations often did not occur within the stipulated 21-day period. Telangana, Bihar, Tripura, Goa, Delhi, Karnataka, Kerala, Rajasthan, Jharkhand and Uttar Pradesh fall into the category of registering more than 50% but less than 80% of births and deaths within the 21-day time frame, the report stated. This shortfall persists despite directions issued to all District Medical and Health Officers (District Registrars) and Municipal Commissioners/Municipal Health Officers (Urban Registrars), who are authorised to prosecute and compound offences. These officials were again instructed to exercise their powers under Section 23 of the Registration of Births and Deaths Act, 1969, to improve registration compliance. However, the CRS report pointed out that Telangana did not impose any penalties under Section 23 of the Act and submitted a nil report to the Centre. The report further stated that several states, including Telangana and Andhra Pradesh, did not furnish complete information regarding birth and death certificates issued under Sections 12 and 17 of the Act. According to the CRS, Telangana cited Covid-19 as one of the major causes of under-reporting, along with a lack of sub-registrars and statistical staff in municipalities, and a high number of vacancies among panchayat secretaries. The number of registered births in Telangana also declined in 2021 compared to 2020. Nationally, the number of registered births decreased slightly from 242.2 lakhs in 2020 to 242.0 lakhs in 2021 a decline of about 0.1%. Most states and union territories saw a decrease in registered births in 2021, with the exception of Andhra Pradesh, Arunachal Pradesh, Bihar, Himachal Pradesh, Maharashtra, Mizoram, Nagaland, Punjab, Rajasthan, Tripura, Uttarakhand, Uttar Pradesh, West Bengal, Jammu & Kashmir, Ladakh, and Puducherry. The report noted that 12 states and UTs Jharkhand, Karnataka, Assam, Gujarat, Madhya Pradesh, Telangana, Haryana, Chhattisgarh, Delhi, Kerala, Odisha, and Tamil Nadu contributed significantly to the overall decline in registered births in 2021 compared to 2020.

Jharkhand youth arrested for sloganeering on social media post
RANCHI: Jharkhand Police have arrested a youth from Ranchi for misusing social media to raise anti-India slogans. The youth, identified as Farhan Mallick, had raised the slogan 'Ghazwa-e-Hind' on his Instagram post, besides posting objectionable comments against the Indian Army, using slogans and the flag of a terrorist organisation. He was arrested after veteran BJP leader and Ranchi MLA CP Singh alerted Ranchi police, sharing social media details of the youth. Taking swift action, Ranchi police arrested the youth within an hour, initiating an investigation in this regard. The Instagram account of Farhan Mallick had several objectionable posts, including the flags used by terrorist organisations like ISIS, Taliban and Al-Qaeda, besides having the slogan of Ghazwa-e-Hind. Earlier, alerting the police, CP Singh posted on his social media handle X, Please Note - The pictures shared by Farhan Malick, on his social media are extremely provocative and related to national security and sovereignty of India. On Instagram, he has shared the slogan 'Ghazwa-e-Hind', an insult to the Indian Army, and most seriously, he has shared the flag, which is the identity of international terrorist organizations like ISIS, Taliban, and Al-Qaeda. He further added that this is not only open treason, but also a clear indication of a terrorist mindset. This case is not just of a young man, but reflects the poisonous ideology that is being instilled in the minds of the youth through some maulanas and madrassas, he said. Its time to immediately arrest this young man and investigate him thoroughly, whether he is connected to any big terrorist network or not? If such ideology, such intentions and such people are not taught a lesson today, then they can carry out a big incident tomorrow. If we have to save the country, then strict steps will have to be taken now, said CP Singh on X. After Farhan Mallick's arrest, CP Singh posted, Thanks to Ranchi Police for taking prompt action on this complaint and arresting Farhan Malik. I am hopeful that Ranchi Police will send a strong message by taking strict and concrete legal action in this case.
Odisha's Sambalpur government womens college faces staff crunch
SAMBALPUR: The Government Womens College in Sambalpur is facing a severe shortage of both teaching and non-teaching staff, impacting its academic and administrative functioning. According to official sources, 19 out of the 76 sanctioned faculty positions are vacant, forcing the college to rely on guest lecturers which compromises the quality of education. The lack of permanent faculty members continues to raise concerns about maintaining consistent academic quality. The situation is more dire among non-teaching staff where, out of 66 sanctioned posts for non-teaching staff including senior assistant, junior assistant, clerk, librarian and peon, only 17 are currently occupied and 49 positions are vacant. The shortage of clerical staff, with only four positions being filled, is particularly alarming, due to which lecturers take up administrative work, sources said. Established in 1959 as a private institution and later taken over by the government, the college is one of the oldest womens colleges in western Odisha. Around 1,200 students across 19 undergraduate and 18 postgraduate programmes study from not only Odisha, but also from Chhattisgarh and Jharkhand. Around 830 students reside in the college hostels. A few years ago, the college saw a movement advocating its recognition as a university. Alumni and prominent persons from the city demanded upgradation to a university, with plans to develop additional infrastructure.

Two Jkhand natives faked as railway staff, manned PH
PARADIP: The arrest of two Jharkhand natives for impersonating as railway staff has sparked concern as the duo was found manning a passenger halt (PH), a critical safety breach, on the Cuttack-Paradip line Wednesday last. Raj Kumar Purty and Charan Bodra, not only manned the PH but also flagged trains. They have been charged with impersonation, forgery and endangering railway safety. Purty, 30, is a resident of Banahamtu under West Singhbhum district. Twenty-year-old Bodra is from Kaisa in the same district. They were arrested by the Government Railway Police (GRP) following the intervention of the Railway Protection Force (RPF). When a team led by IIC of RPF, Paradip Mithelesh Kumar visited Bagadia passenger halt, Purty was in the station masters uniform and signalling trains with a green flag, raising suspicion. Bodra was in the uniform of a token porter. Questioned, both failed to produce any legitimate joining letter or authorisation, and showed ID cards suspected to be forged. The duo claimed to hail from Jharkhand but had been staying at a lodge in Jatni and commuting to Bagadia PH to perform unauthorised duties, including flagging trains, GRP officials said. Purtys backpack had a train arrival and departure register of East Coast Railway, railway dak register of Khurda Road, a file titled Proposal for Staff Canteen, fake identity card of assistant station master issued in 2023, two fake station master identity cards issued in 2025, a red and a green signal flag. GRP sources said Purty confessed to be part of a job racket run by Santosh Kumar Patra, a native of Bihar. The module allegedly extorted money from unemployed youths by promising them jobs in the railways. They even assigned them duties at isolated stations across Bihar, Jharkhand and other states to avoid detection. He admitted to cheating many youths since 2023 with fake appointment letters. Bodra, appointed in a similar fashion as a porter on May 2, was trained by Purty to show flags, an action that posed serious risk to train operations. Both used forged documents, seals and railway items to deceive job seekers. They too had received money in advance. Kumar lodged an FIR with GRP, Cuttack and handed over both the accused. IIC of GRP Cuttack Jyoti Prakash Nayak confirmed a case has been registered under sections 319(2),336(3)&(5) of Bharatiya Nyaya Sanhita (BNS) and section 153 of the Railway Act.

Karnataka cabinet to discuss BC quota today, lob ball into Centres court
BENGALURU: When the Karnataka cabinet meets on Friday, it is likely to discuss enhancement of the backward classes quota from 32 per cent to 51 per cent, one of the key recommendations of the Karnataka State Backward Classes Commission headed by Jayaprakash Hedge. The commission had submitted the report, including recommendations based on the Socio-Economic and Educational Survey-2015 (SES-2015), to the government. Fridays meeting will not exclusively discuss the SES-2015, which is one of the subjects on the agenda. The cabinet may agree on enhancement of quota, with an argument that there are no legal hurdles, and lob the ball into the Centres court for its approval. Under the changing circumstances, the government has enhanced reservation of Scheduled Castes and Scheduled Tribes from 18 per cent to 24 per cent. Consequently, 56 per cent of reservation exists in the state. The Central government has implemented 10 per cent reservation for the Economically Weaker Sections (EWS). Therefore, the point that reservation quota should be confined at 50 per cent, as contended in the case (Indira Sawhney vs Union of India and others) filed before the Supreme Court is not in place, the commission clarified in its report. Tamil Nadu and Jharkhand have adopted the reservation ceiling, enhancing it to 69 per cent and 77 per cent respectively, based on the population, it noted. One of the key recommendations is to apply the policy of creamy layer to all BC categories which may come up for discussion, according to sources. The enhancement of quota from 4 to 6 per cent for Category-1A (including nomadic and semi-nomadic castes), 7 to 12 per cent for Category-1B (Kurubas & others), 7 to 10 per cent for Category-2A (Other Backward Classes), 5 to 8 per cent for Category-2B (Muslims & sub-castes), 4 to 7 per cent for Category-3A (Vokkaligas & others) and 5 to 8 per cent for Category-3B (Lingayats and others) was recommended. There might be a dispute in the restructuring of quota and shifting Kurubas from 2A to 1B, but ministers are unlikely to confront the Chief Minister, who also hails from the Kuruba community, a leader observed. In the last cabinet meeting, however, DCM DK Shivakumar had made an indirect reference, according to a source. Both Hegde, who made recommendations while submitting the report in 2024, and former chairman of the commission H Kantharaju, under whose leadership the SES-2015 was conducted, defended restructuring of the quota. They attributed it to the analysis done on the data and marks given to communities based on their socio-economic and educational backwardness. In a changed scenario, since the Centre has announced the national census including caste census, it is to be seen whether the Vokkaliga and Veerashaiva Lingayat communities leadership continue to press the state government for a fresh survey or not, according to analysts. They were disputing the SES-2015 as their numbers are undercounted. Meanwhile, the ministers who had studied the data furnished to them are likely to submit their opinion on SES-2015 confidentially, but in writing to the CM, who has given them this option.

'Internal threats are more dangerous than external ones,' says Pahalgam terror victims family
RANCHI: Expressing contentment over the recent air strike on Pakistan, the family of Manish Ranjan, the Intelligence Bureau officer who lost his life along with 25 others in the Pahalgam terror attack on April 22, said internal terrorism must also be tackled with the same seriousness as external threats. The family lives in Jhalda, a small subdivision in West Bengal, adjacent to Jharkhands Silli. According to Manish Ranjans brother, Rahul Ranjan, The step taken by the Indian government is commendable, but the same action should also be taken against internal terrorism as well. Action should also be taken on those who spread or support terrorism. He added, After every incident, they raise slogans of Pakistan Zindabad. They should be searched, put in the category of terrorism, and prosecuted selectively. Enemies inside the home cause more harm than outsiders, he said, urging that the fight against Pakistan should continue until terrorism is completely eliminated. Fifteen days have passed since the attack, but Manishs wife, Jaya Mishra, is still in shock. Whenever she sees his picture or hears about the incident, she gets scared and starts screaming, said Rahul. Bhabhi (Jaya Mishra) is under the doctors observation. Even now, her blood pressure is fluctuating and she is not able to talk much to anybody, he added. Rahul also informed that the process of offering her a job on compensatory grounds has begun at the departmental level. However, she has expressed her unwillingness to be posted in Hyderabad, as the place is filled with painful memories for her. She wants to be posted in Prayagraj, where she can stay with her parents, he said. Jaya Mishra holds a Masters degree in English and Sociology, along with a B.Ed degree, and has also cleared the CTET. She previously worked as a schoolteacher while living in Delhi. Family members mentioned that Union Home Minister Amit Shah is scheduled to visit Jharkhand on May 10. If given even a minute to meet him, they plan to personally request his support for Jayas transfer. Ranchi MP Sanjay Seth has also assured the family of all possible help.

RANCHI: The security forces have recovered at least two lockers (Almirah) along with a huge cache of ammunition on the Jharkhand-Bihar border during an inter-state operation against the banned CPI (Maoist) being conducted in the Chakarbandha forests. According to Palamu SP Rishma Rameshan, all the landmines were hidden by the Maoists in a cave, which was to be used later, possibly to target the security forces. As of now, the security forces have also recovered two lockers, supposedly belonging to top Maoist Commander Sandeep Yadav, who carried a reward of Rs 25 lakh on his head. Sandeep Yadav died in 2023, said the SP. The lockers, which have been recovered from the jungles, were being used to hide the levy money extorted from the contractors and businessmen, she added. The security forces have recovered two lockers, supposedly belonging to top Maoist Commander Sandeep Yadav. According to the SP, lockers were found empty. Possibly, some close associate of Sandeep Yadav took the money out after his death. Prime facie, it appeared that the lockers were emptied by some very recently, she said. Notably, after Sandeep Yadav, Nitesh Yadav, having a bounty of Rs 15 lakh on his head, has taken over the command in the area. According to the information received, Palamu police had received information that the former top Maoist commander Sandeep Yadav and Maoist commander Nitesh Yadav, have hidden arms and ammunition at Pachrukhiya in Chakarbandha under Gaya district of Bihar. Liquor shop owner shot, looted of Rs 1 lakh by armed miscreants in Mayurbhanj
BARIPADA: Armed miscreants opened fire on a liquor shop owner and looted Rs 1 lakh cash from him at Gorumahisani market in Mayurbhanj district on Tuesday. The liquor shop owner, Sabyasachi Mohanty, suffered gunshot wounds in his thigh and has been admitted to a private hospital in Bhubaneswar. Eyewitnesses said three armed miscreants arrived at Mohantys foreign liquor shop on two motorcycles in the afternoon. They entered the shop and asked for beer. Subsequently, they took out a firearm and demanded cash from the counter. When Mohanty refused to hand over the money, the miscreants opened three rounds of fire. After being hit by two bullets in the thigh, Mohanty collapsed on the floor. The miscreants then grabbed all the cash from the counter and fled towards Musabani in neighbouring Jharkhand on their bikes. The injured liquor shop owner was rushed to Gorumahisani hospital by locals. He was later shifted to Rairangpur sub-divisional hospital. Due to severity of his injuries, Mohanty was transferred to a private hospital in the state capital. The incident reportedly took place just 200 metre from Gorumahisani police station. Police said the miscreants abandoned one of their bikes after it ran out of fuel on the way. Officer in-charge of Gorumahisani police station Jagannath Munda said a case has been registered on basis of the complaint filed by Mohantys family. The bike left behind by the criminals has been seized. Police are scanning the footage of CCTV cameras installed in the area. Efforts are underway to identify and trace the miscreants involved in the incident. In a similar incident two months back, armed miscreants looted lakhs of rupees from the Bahalda branch of SBI Bank after opening fire. Police recently arrested three persons for their involvement in the loot incident.
Weekend workshops in Bandipur shift focus from tiger chase to forest awareness
BENGALURU: The forest department is working on steps to improve safari tourism in Karnataka. It is now organising workshops on weekends for tourists at Bandipur Tiger Reserve (BTR) to create awareness and sensitise people on man-animal conflicts. The workshop has gained popularity not just among Karnataka tourists, but also those from other states. Tourists are now demanding similar workshops in Tamil Nadu, Kerala, West Bengal, Jharkhand, Odisha and Gujarat, forest officials said. People usually visit forests to see a tiger. But that is not all that a forest offers. We started weekend workshops to make tourists understand forests better. During the sessions organised by the departments naturalists, tourists learn from ants to elephants, trees, plant species, insects and even minor forest produce. The workshops aim is to create awareness on biodiversity and ecology, BTR Director S Prabhakaran told TNIE. The department has so far conducted workshops for 24 batches, where people as young as eight to a group of retired government officials have attended them. Tourists are not just from Bengaluru, but from across India, including Maharashtra, Tamil Nadu, Telangana and West Bengal. The workshops are held in Kannada and English. People come here during weekends for three days and two nights, and after safari, there is nothing much to do. We thought of utilising this time to create awareness and sensitise people. The workshop is now a success. We are working on adding more features to it. The aim is to make people appreciate wildlife and to empower them to reduce conflicts in their own way, said a senior forest official. The workshop is being conducted only in Bandipur now, but gradually it will be extended to all tiger reserves in the state so that more people are sensitised, he added. He said they had tried multiple ways to shift the focus from tiger tourism, but saw little success. But workshops seem to be working. Former forest official and well-known environmental expert KM Chinnappa used to hold similar training for some people. We adopted the same idea, he added.

RANCHI: Congress president Mallikarjun Kharge on Tuesday alleged that Prime Minister Narendra Modi had cancelled his Kashmir visit after eceiving an intelligence report three days before the Pahalgam terror attack last month. He also claimed that the Centre accepted intelligence failure in an all-party meeting and said it should be held accountable for ot reinforcing security arrangements in Kashmir to protect people. I got information that three days before the attack, an intelligence report was sent to Modi Ji, and that is why Modi Ji cancelled his visit to Kashmir... When an intelligence report says that it is not proper to visit there for your security, why did you not inform your security, intelligence, local police and border force to protect people? When you got the information, you cancelled your programme but did not send more forces to protect tourists there..., Kharge alleged. Twenty-five tourists and a local Kashmiri man were killed by militants in Kashmir's Pahalgam on April 22. Addressing the 'Samvidhan Bachao' rally in Jharkhand's capital Ranchi, the Congress chief claimed, During the all-party meeting, you (PM Modi) admitted that there was an intelligence flaw. Shouldn't Centre be accountable for the loss of lives in the Pahalgam attack when it accepted the intelligence failure, he asked. He announced that the Congress stands behind the Centre for any action against Pakistan after the Pahalgam attack as the country is supreme and beyond party, religion and caste. Kharge urges PM Modi to follow Telangana model for Caste Census, remove 50 per cent reservation cap

Desertion requires intent to end marriage, not just separation: Jharkhand HC dismisses divorce plea
RANCHI: The Jharkhand High Court clarified that a spouse abandoning the other in a state of temporary passion, without intending to permanently cease cohabitation, will not amount to desertion. According to the court, abandonment cannot be proved for divorce merely based on physical separation. Rather, it said, abandonment will be considered when a husband or wife has the intention to permanently end the marital relationship, and not just physical separation. With this, the court of Justice Sujit Narayan Prasad and Justice Rajesh Kumar rejected the divorce petition of Arun Kumar. Respondents advocate Rajeeva Sharma informed that Arun Kumar, a police officer, accusing his wife of cruelty and abandonment, had sought divorce. He alleged that his wife had left him in 2016 and did not resume the marital relationship, but the wife denied these allegations and said that she is still living with her children in her husbands house. The family court had rejected this petition, as Arun Kumar could not prove his allegations, following which, he approached Jharkhand High Court, which upheld the decision of the family court, said the respondents advocate. The court clarified that abandonment requires not only physical separation, but also proving that one party had the intention to end the marriage forever. In its order dated April 24, the court further explained that the definition of desertion under Section 13 of the Hindu Marriage Act means the desertion of a party by the other party to the marriage without reasonable cause and the consent or against the wish of such party, and includes the willful neglect of the petitioner by the other party to the marriage. Desertion is not the withdrawal from a place but from a state of things, for what the law seeks to enforce is the recognition and discharge of the common obligations of the married state; the state of things may usually be termed, for short, the home. There can be desertion without previous cohabitation by the parties, or without the marriage having been consummated. The person who actually withdraws from cohabitation is not necessarily the deserting party, explained the division bench. The court further added that the offence of desertion is a course of conduct which exists independently of its duration, but as a ground for divorce it must exist for a period of at least two years immediately preceding the presentation of the petition or, where the offence appears as a cross-charge, of the answer. Desertion as a ground of divorce differs from the statutory grounds of adultery and cruelty in that the offence founding the cause of action of desertion is not complete, but is inchoate, until the suit is constituted; desertion is a continuing offence, it said. The court said that the quality of permanence is one of the essential elements which differentiates desertion from willful separation. If a spouse abandons the other spouse in a state of temporary passion, for example, anger or disgust, without intending permanently to cease cohabitation, it will not amount to desertion, stated the court order. For the offence of desertion, so far as the deserting spouse is concerned, two essential conditions must be there the factum of separation, and the intention to bring cohabitation permanently to an end, it said. Therefore, the Court observed that the appellant/petitioner has failed to establish the element of perversity in the impugned judgment as per the discussion made hereinabove. As such, the instant appeal deserves to be dismissed. Accordingly, the appeal was dismissed.
The Jharkhand Academic Council (JAC) will announce the class 10th and 12th board examination results for 2025, with exams held in February-March 2025. Students can access results on jac.jharkhand.gov.in and other official websites by entering their roll code and number. Results can also be checked via SMS by sending a specific format message to 56263.

Centre rejects Jharkhand's argument for extending DGP's tenure for 'stability'
RANCHI: The ongoing tussle between the Centre and State continues over the extension of DGP in Jharkhand as the central government. According to government sources, the center has rejected the state government's argument, stressing on its earlier stand that DGP Anurag Gupta has retired on 30 April itself. Notably, the Union Home Ministry had issued a letter to the state government, expressing that the decision to retain Anurag Gupta as DGP beyond his retirement date was incorrect. According to a letter sent by the Union Home Ministry on April 22 to the Jharkhand Chief Secretary, Gupta superannuated on April 30 and the Centre has not approved any extension of service . The ministry has clearly stated that his retention would violate the established service rules governing all India services. In response, the Jharkhand government has taken a firm stance, arguing that removing the DGP before the completion of his two-year tenure would go against the Supreme Court's directives, which were designed to ensure stability in police leadership. The state asserted that its appointment process was conducted under revised rules formulated to be in line with Supreme Court guidelines. The state government also noted that the rules had been modelled after similar frameworks adopted by states like Uttar Pradesh, West Bengal, Telangana, Andhra Pradesh and Punjab. States letter claimed that a committee chaired by a retired judge had also recommended Anurag Guptas name for the post after evaluating the merits of the candidates. Officials in the state government said the reply sent to the Centre was framed only after taking legal advice and addressed every issue raised in the Centres communication. The state government, according to sources, is trying to satisfy the center with its logic after taking legal opinion on the guidelines of the central government in this matter so that Anurag Gupta remains the DGP for the next two years. Meanwhile, the Jharkhand government has declined to comply with the Centres directive to retire Director General of Police (DGP) Anurag Gupta by April 30, 2025, which has set the stage for a legal and administrative standoff in Jharkhand.
Woman dies as van topples down tea estate in Tamil Nadu
NILGIRIS: A 23-year-old migrant worker died and four others were injured when a pickup in which they were travelling slid into a tea field at Thuratti near Ooty on Sunday morning. The dead woman, Dhasmikha, is a native of Jharkhand. She was residing with her husband at Mahadev Ketti-Palada, said police sources. Dhasmikha, her husband Mahadev and four others were returning to Ooty in a van after working in a carrot field in Kozhimattam. When the van reached Thuratti, its driver A Sathish (31) lost control of the vehicle and it rolled down about 50-metre deep into a tea garden on the roadside. The workers were standing in the vehicle when it slid down the slope, throwing all of them into the tea field. Dhasmikha got a severe injury on her head, whereas four others received only minor injuries. Her husband Mahadev escaped without any injuries. Dhasmikha and the four injured were initially taken to the Ketti government hospital, where she died without responding to the treatment. Later Lovedale police reached Ketti hospital and took her body to Udhagamandalam government hospital where a postmortem was performed and the body was handed over to her husband on Sunday evening. A Police say the four travellers with minor injuries were treated as inpatients at the Udhagamandalam government hospital. A case has been registered against vehicle driver Sathish. He was released on station bail, said police.
Insider track | Double-engine pressure in the capital
With the BJP now in charge at the Centre and in Delhi, some major city development projects might finally get moving. These include fixing Delhis messy waste management system and rolling out the much-talked-about land pooling policy. Earlier, when the AAP ran Delhi, many of these projects hit roadblocksprimarily because of constant clashes with the Centre. Issues like the slow progress on cleaning up the citys landfills or delays in expanding the Metro were often blamed on the AAP by the BJP. But now that the BJP is running both the national and Delhi governments a setup they like to call the double-engine model theres a growing sense that the time for blame games is over. People expect results, especially from the Centre, which handles many projects through the Ministry of Housing and Urban Affairs. Recently, Union Minister Manohar Lal sat down with well-known Delhiites, including business leaders, to hear whats bothering residents. Sources say the top concerns were better managing the overflowing landfill sites, making the land pooling policy a reality, and clearing up land acquisition issuesespecially in northwest Delhi. Jharkhand DGP fate hangs in balance The letter war between the Centre and the Jharkhand government over the appointment of incumbent DGP Anurag Gupta has caught the eyeballs of the countrys police establishment. Theres also the angle of a pending Supreme Court ruling in a case filed by BJP state unit chief Babulal Marandi in the matter. The Union Ministry of Home Affairs communicated to the Jharkhand Chief Secretary that DGP Gupta could not continue in office beyond April 30, 2025 his date of superannuation. The Jharkhand government reportedly responded by saying Gupta was appointed to the post for two years under the appointments rules formulated by the state. It also said that Jharkhand is not alone in doing so, as several other states have done the same. The Supreme Court will now decide Guptas fate next week when it hears Babulal Marandis case challenging the appointment. The MHA communique read: Government of Jharkhand is directed to retire Shri Anurag Gupta, IPS, on 30.04.2025 from the post of the DGP (HoPF) Jharkhand, as continuing him in service beyond the age of superannuation violates Rule 16(1) of the All-India Services (Death-cum-Retirement Benefit) Rules, 1958, which mandates retirement at the age of 60 for IPS officers. It also contended that Guptas appointment process does not align with existing national rules or the Supreme Court judgment in a case filed by Prakash Singh over Police reforms. Ad hoc staff make Future dept inept By giving additional charge of the unique and innovative Department of Future to officers ad hoc, the Haryana government has made its future imperfect. Recently, Haryana Chief Minister Nayab Singh Saini announced the establishment of the Department of Future, which many believe is the first of its kind in India. The department focuses on strategic foresight and long-term planning for the states development along the lines of experiments done in Singapore, Finland, and the UAE. Earlier this week, the state government appointed the first set of officers to the department. A 2001-batch IAS officer, Amneet P Kumar, was made commissioner and secretary and 2011-batch IAS officer, Aditya Dahiya, became the Director. Jaishankar on a diplomatic sprint Following the recent terror attack in Kashmir, External Affairs Minister S. Jaishankar is busy with full-scale phone diplomacy, working the lines nonstop to rally international support. In a matter of days, he spoke with as many as 35 counterparts the outreach included nine out of the ten non-permanent members of the United Nations Security Council. Pakistan was the lone exception. Understandably, it is not a country he can engage with under the current circumstances. Among the five permanent members of the Security Council, Jaishankar connected with all except China, underlining the seriousness of Indias efforts to build a strong global consensus. The momentum picked up on April 24, when Jaishankar spoke with Frances Foreign Minister Jean-Nol Barrot. Three days later, he connected with UK Foreign Secretary David Lammy. France and the UK are key permanent members of the UNSC and central to Indias diplomatic strategy. April 29 stood out as an intense day of outreach. Over the past week, the foreign minister has also reached out to his counterparts from Kuwait, Egypt, Japan, and Saudi Arabia, further reinforcing Indias diplomatic push across regions.

BHOPAL: At least 16 men from multiple states, who were held captive and forced to work as bonded labourers by powerful individuals, have been rescued by authorities in Madhya Pradeshs Guna district. The men were freed from various locations including private homes, agricultural fields, roadside dhabas, cowsheds, and brick kilns, where they had been kept in inhuman conditions. The rescued individuals, aged between 20 and 65, hail from several states including Gujarat, Uttar Pradesh, Rajasthan, Jharkhand, Odisha, and Maharashtra. Once their condition stabilizes, they will be moved to the Apna Ghar shelter home in neighbouring Shivpuri district. Efforts are underway to trace their families, and the men will be reunited with them based on information gathered during the rescue operation. Acting on specific intelligence inputs about elderly men being held as bonded labourers, joint teams of the Guna district administration, labour department, and police launched a rescue operation on Saturday and freed 16 individuals from captivity in several villages of Chachoura region, including Binaganj, Jaisinghpura, and Chak Patodi. The men had been held in inhuman conditions by powerful local families and forced to work without pay in agricultural fields, cowsheds, and roadside eateries. Many of them were found in tattered clothing and visibly malnourished. The rescued men Among the rescued was 60-year-old Rama from Gujarat, a former schoolteacher who once taught English and Mathematics to Class X students in Ahmedabad. Around two decades ago, he began a religious pilgrimage on foot from Shirdi to Mathura. While passing through Binaganj in Guna district, he was reportedly abducted by a local family and forced into bonded labour on farms and cattle sheds for 19 years. Another victim, 32-year-old Virendra Yadav from Unchahar in Uttar Pradeshs Rae Bareli district, had previously worked at NTPC plants and even ran his own sweet shop. While travelling through Madhya Pradesh some years ago, he was allegedly abducted by a man named Bhura and held captive in Binaganj. He was forced to work without wages, tending to cattle in a cowshed owned by a powerful family. Also rescued was 65-year-old Vimal Kumar from Fatehpur district in UP. He was travelling from Kanpur to Indore by car when his vehicle broke down. A man identified as Bittu offered him help but instead handed him over to another family. Vimal was then held captive and forced into bonded labour. When he attempted to escape, he was brutally assaulted and subjected to electric shocks. Authorities have initiated legal action against those responsible. Meanwhile, efforts are underway to provide medical treatment, counselling, and eventual rehabilitation of the rescued men. The middle-aged and elderly men, who had been forced into bonded labour by powerful individuals in several villages for years, have been freed, said Guna District Police Superintendent Ankit Soni. Cases have been registered against 12 individuals under various sections of the BNS, including Sections 127(4), 127(6), 143(2), 146, 115(2), 351(2), and 3(5). Nine of the accused have already been arrested, and a search is underway for the remaining three. In light of reports suggesting that more bonded labourers may still be held captive by influential individuals in other villages, the Guna district administration has vowed to continue its crackdown on such exploitative practices.

Health insurance for 27K practising lawyers The state will launch a health insurance scheme for advocates and their dependents on Saturday. It will benefit about 27,000 advocates and their family members.CM Hemant Soren will formally launch this scheme by handing over Advocate Health Insurance Cards to them. The decision follows a Jharkhand HC order that lawyers help in getting justice to society, but they do not get proper facilities from the state or central government for themselves. Jharkhand: ATS arrest Former Indian Mujahideen operative Ammar Yashar
Ammar Yashar, a former Indian Mujahideen operative, was rearrested by the Anti-Terrorism Squad in Dhanbad for his involvement with Hizb ut-Tahrir after being released from jail on bail. His renewed connection to the banned organization was revealed during the interrogation of another HuT member, leading to the seizure of incriminating documents.
After years of efforts in Jharkhand, Jaigir becomes 1st PTR village to be relocated
RANCHI: Years of efforts by Jharkhand forest officials have finally paid off, with Jaigir, located inside the Palamu Tiger Reserve (PTR), becoming the first village to be entirely relocated outside the core area. The exercise will reduce biotic pressure on the wild habitat and provide space, free from human intervention, for the wild animals. Jaigirs new location is near Polpol village, just outside the core area. The original Jaigir will become a grassland to attract tigers prey. Eight more villages have been identified for relocation. The reserve covers 1129.93 square km of land, with a core area of 414.08 square km, where these villages are currently located. According to PTR Deputy Director Kumar Ashish, they pursued relocation efforts seriously in 2023, and he began talking to the villagers and explaining the benefits of moving out of the PTR area. Referring to the idea of developing Polpol as a model village, he said, The objective is to convince and inspire people in other villages to relocate. Twenty-two households with 160 people have shifted to the new Jaigir on a 75-acre plot. Nearly 1,000 square kilometres of land has been freed for the wild animals after Jaigir got vacated. The Deputy Director recalled that winning the villagers confidence was the biggest challenge as they were suspicious about getting adequate compensation and alternate land. Providing five acres of land to every household was impossible as there was more than one claimant inside a household. So, the solution was to give a piece of land to one person in the family and pay the rest compensation of Rs 15 lakh, he said. Construction of new homes has begun, and the villagers are currently living in make-shift accommodation organised by the forest department. The villagers also seemed happy to relocate. They have roads and transport and dont have to walk long distances.
Former Indian Mujahideen operative arrested in Jharkhand for resuming terror activities with HuT
RANCHI: The Jharkhand Anti-Terrorism Squad (ATS), which is probing the states Hizb ut-Tahrir (HuT) module, has arrested a former Indian Mujahideen (IM) operative who rejoined terror activities after spending a decade behind bars. The suspect, identified as Ammar Yashar (33), was arrested from Shamsher Nagar under Shamshar Bhuli OP in Dhanbad. According to police sources, the ATS also seized a mobile phone and several banned documents from his possession. He was produced in court on Thursday and subsequently sent to jail. After being released from prison in 2024, Yashar allegedly resumed involvement in terrorist activities. This time, he was reportedly engaged in anti-national activities through his association with Hizb ut Tahrir, said DGP Anurag Gupta. According to ATS officials, Yashar was earlier associated with the banned terrorist organisation Hizbul Mujahideen and was arrested by Jodhpur Police in 2014. He was released in May last year after spending 10 years in jail. Following his release, he re-established contact with HuT operatives, including his associate Ayan Javed. Three cases have been lodged against Yashar, all in Jodhpur and Jaipur in Rajasthan. Information about Yashars renewed involvement came to light during the interrogation of Ayan Javed, a HuT member earlier remanded to ATS custody. Javed reportedly revealed several details that led to the seizure of suspicious documents from Yashar, linking him to the banned group. In a broader crackdown on terror networks, the Jharkhand ATS on Saturday arrested four more individuals from Dhanbad for alleged links to banned organisations Hizb ut-Tahrir and Al-Qaeda in the Indian Subcontinent (AQIS). Those arrested were identified as Gulfam Hasan (21), Aayan Javed (21), Md Shahzad Alam (20), and Shabnam Parveen (20), the wife of Aayan Javed. During the raids, the ATS recovered two pistols, 12 bullets, multiple books and documents linked to banned outfits, along with over half a dozen mobile phones and laptops. Hizb ut-Tahrir, founded in Jerusalem in 1953, was banned by the Indian government under the Unlawful Activities (Prevention) Act (UAPA) on 10 October 2024. The organisations stated aim is to establish a global Islamic Caliphate and overthrow democratically elected governments through radicalisation and extremist activities.
CBI takes NEET-UG 2024 question paper leak kingpin Sanjeev Mukhiya on four-day remand
PATNA: The Central Bureau of Investigation (CBI) on Thursday took Sanjeev Kumar Singh , alias Sanjeev Mukhiya, on a four-day remand for interrogation in connection with the NEET-UG 2024 question paper leak case. Mukhiya, the alleged mastermind behind several question paper leak rackets, was arrested from Patna last Friday. CBI special judge Sunil Kumar-2 granted the four-day remand after a petition was filed seeking his custody for interrogation in the undergraduate medical entrance exam case. Although the CBI had requested a seven-day remand, the court granted only four. Mukhiya, a native of Bihars Nalanda district, is believed to be at the centre of an inter-state solver gang involved in leaking question papers of various national-level exams. We hope to get substantial clue in the medical entrance exam question paper leak case, said an investigating officer on condition of anonymity. During an earlier interrogation by Bihar Polices Economic Offences Unit (EOU), Mukhiya reportedly claimed that he had helped several politicians, doctors and government officers by securing medical college seats for their children. He also confessed to maintaining connections with teachers at private coaching institutes, who would send candidates to him. He disclosed that the leaks were carried out in collusion with certain printing press employees. As soon as his men would inform him about question of a particular examination being printed in a press, he would start his work and contact them, the officer said. Mukhiya would allegedly offer hefty bribes to gain access to the papers. NTA initiates action against Telegram, Instagram channels claiming NEET-UG question paper leak Once the question papers were dispatched from the press, his men coordinated with carrier agents. The examination centre authorities were reportedly aware of only two locks on the boxes carrying the question papers, while Mukhiya had access to a third hidden lock. He would open the boxes, make xerox copies of the papers, reseal them carefully, and send them to the examination centres without raising suspicion. The xeroxed question papers were solved by his solver teams and passed on to the candidates before the exams. For the NEET-UG examination, the gang charged between Rs 40 to 50 lakh per candidate. Mukhiya claimed to have strong connections in examination rackets operating in Dehradun, Chandigarh, Lucknow, Kolkata, Gurugram, Noida and Gandhinagar. We used to take help of each other in our work, an investigating officer quoted him as saying. Revealing his personal motivation, Mukhiya reportedly told interrogators that he entered the question paper leak business to accumulate enough money to make his wife an MLA and eventually an MP. He said he had expanded his network to states including Jharkhand, Uttar Pradesh, Gujarat, Delhi, Punjab and West Bengal. Additional Director General (ADG) of EOU, Naiyar Hasnain Khan, said information had been sought regarding the cases registered against Mukhiya in other states. We have shared relevant information to police officers of different states where Mukhiya has been links, Khan said. The ADG clarified that Mukhiya was arrested from an apartment near Saguna Mor under Danapur police limits in connection with the Bihar constable and teachers recruitment exam leak cases being probed by the states investigating agency. Mukhiya also confessed during interrogation that his son, Dr Shiv Prakash, and his associate, Rocky, were active members of the gang. He admitted to his involvement in leaks of question papers of NEET, BPSC, and constable recruitment exams in both Uttar Pradesh and Bihar.
One more arrested in Jharkhand for links with terrorist group
The Jharkhand ATS arrested Ammar Yashar in Dhanbad for alleged links to the banned terror group Hizb ut-Tahrir. Previously jailed for ties to Indian Mujahideen, Yashar was released on bail in 2024. His arrest follows the earlier detention of four others. Authorities suspect attempts to recruit youth into HuT, AQIS, and ISIS were underway in the region.
IMD: May to have more heatwave days
NEW DELHI: Most parts of the country are likely to experience seven days of heatwave in May against the normal four, and above-normal maximum and minimum temperatures. However, above-normal rainfall could help prevent the kind of extreme heat recorded last year, the India Meteorological Department (IMD) said on Wednesday. IMD Director General Mrutyunjay Mohapatra said, The number of heatwave days this May is expected to be higher than normal by one to four days across large parts of the country, particularly in Rajasthan, Haryana, Punjab, Madhya Pradesh, Uttar Pradesh, Bihar, Jharkhand, and Gangetic West Bengal. Some areas of Gujarat, Odisha, Chhattisgarh, Maharashtra, adjoining Telangana and north Karnataka are also expected to see above-normal heatwave days, he said. Normally, different parts of the country, except the southwest Peninsular India, experience one to three days of heatwave in May. Mohapatra said, Most parts of the country are likely to receive normal to above-normal rainfall, except for some areas in northwest, central and northeast India. Heatwaves carry significant risks, particularly for vulnerable populations such as the elderly, children, and people with pre-existing health conditions, who are more prone to heat-related illnesses like heat exhaustion and heatstroke. Maoists left reeling in Jharkhand after Bokaro encounter, queue up to surrender
RANCHI: After the killing of eight Maoists including a top leader having a bounty of Rs 1 crore on his head, panic has gripped Maoist cadres who are finding ways to surrender before the police in Jharkhand. According to DGP Anurag Gupta, many Maoists in Giridih, Gumla, Latehar, Lohardaga and West Singhbhum are sending messages to police officers, seeking their guidance to move forward in this direction. Besides Vivek, Arvind Yadav with a bounty of Rs 25 lakh and Saheb Ram Manjhi with a bounty of Rs 10 lakh, were also killed in the encounter. With these killings, the Jhumra chapter of the Naxalites is almost closed now. Vivek's wife Jaya, who had a bounty of Rs 1 crore on her head, was also arrested last year, although she died due to illness. According to police sources, Prayag Manjhi was constantly changing his location with his armed squad in the areas of Lugu Pahad, Parasnath and Jhumra Pahar for the last one year. After receiving information that Vivek is re-strengthening the organization, the intelligence department of Jharkhand Police started collecting information about him, on the basis of which eight Maoists including Prayag were gunned down. According to the DGP, all the SPs have been given clear instructions to provide support to Maoists who are willing to put their guns down, ensuring all facilities to them under Operation Nayi Dishayen, the new surrender policy of Jharkhand. Due to continuous crackdown on Maoists, especially after the encounter with eight Maoists in Bokaro, the restlessness among them has increased to such an extent that over a dozen cadres have started contacting the police and central forces so that they can surrender and save their lives, said the DGP. Injured Maoist arrested while receiving treatment after Jharkhand's Bokaro encounter The DGP further added that the surrender policy of the Jharkhand government is very attractive and the Maoists who give themselves up are kept in open jails instead of normal jails. The surrendered Maoists also get a handsome reward to live a better life. In a nutshell, it could be said that Maoists have no other choice but to surrender or get killed by the security forces, said the DGP. Notably, Maoists are now restricted only to the Saranda jungles in Jharkhand as they have been wiped out from other pockets of the state. According to an estimate, around 85-90 Maoists are supposed to be hiding in Saranda jungles, where they have planted thousands of IEDs, which has become a challenge for the security forces. The state police launched a joint operation in Kolhan and Saranda jungles of Chaibasa in November 2022 following intelligence inputs about the presence of top Maoist leaders in the region, including Misir Besra, a senior CPI(Maoist) commander with a bounty of 1 crore on his head. From January to April 20 this year, as many as 15 Maoists have been killed by security forces in the state, with five of them being wanted. According to official data, a total of 18 Maoists were killed in 2020, eight in 2021, 12 in 2022, 14 in 2023 and 11 in 2024. However, 20 security personnel have also been martyred during these years.
RANCHI: In his first reaction to the Pahalgam terror attack after his return from Spain and Sweden on Wednesday, Chief Minister Hemant Soren said that the incident highlights a serious lack in the countrys intelligence system. He expressed hope that such incidents would not occur in the future. However, he added that no amount of condemnation would suffice. This incident deserves all the condemnation it can get, but somewhere the country's information system is lacking. We hope that such an incident does not take place in the future, said CM Hemant Soren. Aiming to make Jharkhand a major global investment destination and attract investors through Foreign Direct Investment (FDI), Chief Minister Hemant Soren, along with his wife Kalpana Soren, the Chief Secretary, and secretaries of select departments, visited Europe from April 19 to 27. Soren returned to Ranchi on Wednesday. Meanwhile, the BJP has sharply criticised CM Sorens visit to Sweden and Spain, calling it a successful tourist trip but a complete failure in terms of attracting investment to Jharkhand. Speaking at a press conference at the party headquarters in Ranchi, State BJP Spokesperson Pratul Shahdeo questioned both the purpose and the financial rationale of the 11-member foreign delegation. He highlighted that the government had sanctioned 4.30 crore for the tour, much of which was handed over to a private event management firm. Reputed travel operators in Ranchi estimate the trip could have been organised for 2.75 lakh per person. Why spend crores through an outside agency? he asked. Demanding clarity on the role of the event management company, especially since the Chief Minister was accompanied by senior officials, Shahdeo said, If the entire trip was government-led, what was the need for outsourcing its management? He further pointed out that despite all the expenditures, no official investment agreements had been announced. Images shared from the tour only mentioned investment possibilitieswithout any signed MoUs or concrete partnerships. The BJP leader also raised concerns about a football-related partnership. While the Chief Minister was seen visiting FC Barcelona, the official tie-up was with RCDE Barcelona Club, a mid-tier Spanish club owned by Chinese businessman Chen Yansheng. The government should have conducted proper due diligence, especially given the owners controversial background and Chinas current geopolitical stance, Shahdeo stated. He also questioned the logic behind visiting Volvo in Sweden to explore electric vehicle technology, noting that such technology is already being developed in Bengaluru and Pune by companies like Volvo and Tata. Shahdeo dismissed reports linking Tesla to the trip, clarifying that the mention referred to the Czech-based Tesla Group AS, not Elon Musks Tesla Inc.

Following fake PhD allegations, Jharkhand Minister deletes post on X
RANCHI: Following questions raised by BJP over 'fake' PhD degree and alleged links to Pakistan-based networks, Minority Affairs Minister Hafizul Hasan on Tuesday deleted his post on X of him receiving the degree. BJP had on Monday alleged that the institution -- Bharat Virtual Open Educational University, which has conferred PhD degree to Hasan, has no legal status to confer degrees. Since, the post has been deleted, it means the degree was definitely a fake one. It raises serious questions against such leaders who are taking help of fake degrees to put a doctor as a prefix before their name, said state BJP spokesperson Pradeep Sinha. Activities of the institutions should also be put under scanner who are compromising with the reputation of such degrees, he added. Earlier on Monday, state BJP spokesperson Ajay Shah had alleged that this institution is run by some people from the Muslim community and has no legal existence. After a thorough investigation it was revealed that the Chancellor of this university, Dr. Usman, was awarded the title of Professor by an institution in Islamabad, Pakistan, said Shah. Based on this revelation, Shah had made a serious allegation that the entire network of the degree of Minister Hafizul Ansari appears to be linked to Pakistan. According to Sah, Ansari resorted to acquiring the degree after failing to qualify through recognised Indian universities. He described the alleged university as a paper institution run by individuals promoting Sharia law, with no official standing under Indian law. He demanded a high-level inquiry into the alleged Pakistan connection to uncover the full extent of any wrongdoing and ensure strict legal action if violations are found. Hafizul Ansari, a senior leader in Jharkhands ruling coalition from Santhal Pargana, currently holds a key ministerial portfolio. Known for his influence among minority communities, Ansari has often been in the spotlight for his outspoken views on socio-religious issues.

Akhilesh Yadav slams Centre over Pahalgam attack; questions tourist security, VIP protection
LUCKNOW: Samajwadi Party president Akhilesh Yadav on Tuesday assailed the BJP-led Centre over the Pahalgam terror attack with pointed questions on the apparent lack of security for tourists. He accused the government of prioritising VIP protection over public safety. At least 26 people, mostly tourists, died in the April 22 terrorist attack in Pahalgam. The execution-like killing by terrorists after reportedly asking about the victims' faith has left the entire country grieving and outraged. Voicing the concern of tourists who survived the attack, Yadav, in a post on X, asked, Why was there no one to protect me (the public) amid danger? In the social media post, he went on to question the government's security policies, ostensibly referring to alleged Gujarat conman Kiran Patel who had allegedly posed as a PMO official and visited Kashmir under security cover. : - ? - - ? - Akhilesh Yadav (@yadavakhilesh) April 29, 2025 Why are some individuals, who later turn out to be frauds, given such tight and comprehensive security by the government? the SP chief posted. Patel was arrested at a Srinagar hotel on his third visit to the valley in March last year. Yadav, the MP from Kannauj, also raised doubts about background checks done on individuals in sensitive areas, suggesting that anyone could gain access to high-security zones without proper scrutiny. He also took a dig at the ruling party, saying, When the celebration-loving BJP organises controversial private events in such sensitive areas, thousands of security personnel are deployed for the safety of around 250 VVIPs whose job is to be the voice of others. On what basis do such people, who have no existence of their own and even disrespect courts, get security and not tourists? the former UP chief minister posed and termed these very serious questions that demand answers. Yadav was referring to BJP MP Nishikant Dubey's reported high-profile family event in Gulmarg under strict security cover, just days before the April 22 attack that has raised eyebrows among the BJP circles. The MP from Jharkhand's Godda had stirred a controversy with his comments on the Supreme Court and by blaming Chief Justice of India Sanjiv Khanna for eligious wars in India. Taking a dig at the government, the Samajwadi party chief also said, Even if statements are changed under pressure from those who lost their loved ones, BJP should remember that altering statements doesn't change the truth.
Jharkhand DGP's future in limbo: Centre stays state governments extension decision
RANCHI: In yet another disappointment for Chief Minister Hemant Soren, the central government has stayed the decision of Jharkhand government to extend DGP Anurag Gupta term, who is scheduled to retire on April 30. According to sources in Jharkhand Police Headquarters, the Union Home Ministry has issued a letter to Chief Minister Hemant Soren, expressing that the decision to retain Anurag Gupta as DGP beyond his retirement date can't be done. The letter has been sent to the Jharkhand government officials as CM Hemant Soren is currently on a foreign trip. The letter also stated that the DGP's appointment is not in accordance with the All-India Service Rule. MLA Saryu Roy also posted on his X (formerly twitter)highlighting the central governments stance, saying that the Union Home Ministry has deemed the Jharkhand governments decision to extend Anurag Guptas tenure as DGP wrong. Notably, DGP Anurag Gupta was appointed to the post of DGP on February 3 following a notification issued by the state government stating that his tenure will be in accordance with Rule 10 (1) of the Selection and Appointment Rules 2025 of Director General and Inspector General of Police Jharkhand (Chief of Police Force). But, according to the central government, his retirement is on 30 April 2025. Earlier, Anurag Gupta, who first assumed the role of in-charge DGP of Jharkhand on July 26, 2024, was removed from the post during the state assembly elections by the Election Commission of India. Following the elections, Gupta was reinstated again DGP on November 28, 2024, after Hemant Soren government came power with thumping majority. Meanwhile, Leader of Opposition in Jharkhand Assembly Babulal Marandi filed a PIL terming the appointment of DGP Anurag Gupta as unconstitutional and a violation of a Supreme Court directive. Marandi in his PIL, accused the state government of violating constitutional norms and misusing the police administration for political purposes. He pointed out that the Supreme Court's 2006 ruling in the Prakash Singh case mandated that the DGP should be selected from a panel recommended by the Union Public Service Commission (UPSC). However, the state government, instead of passing an act, created a rule in 2025 and attempted to implement it retrospectively. The Leader of Opposition also questioned that how such a rule could come into effect without proper legislation and criticized officials for allowing what he called an illegal process. Marandi also urged the Chief Justice of the Jharkhand High Court to take suo-moto cognizance of the matter and order a CBI probe. According to the Supreme Courts directive, the state government is required to appoint the DGP from a panel of the three senior-most officers recommended by the UPSC. Furthermore, the appointed officer must serve a minimum tenure of two years, irrespective of their retirement date.
JMM may contest 12 seats in Bihar Assembly elections
RANCHI: Following a significant victory in the Jharkhand Assembly elections, the Jharkhand Mukti Morcha (JMM) is considering a return to contest the Bihar Assembly polls. According to party sources, the party plans to stake a claim for at least 12 seats in the polls. JMM Central Spokesperson Manoj Pandey stated, While the Bihar unit of JMM has recommended 16 seats, we are focusing seriously on 12 seats and will present our claim to the Mahagathbandhan. Preparations are already underway by party workers for the following 12 Assembly seats: Tarapur, Katoria, Manihari, Jhajha, Banka, Thakurganj, Rupauli, Rampur, Banamkhani, Jamalpur, Pirpainti, and Chakai. Pandey further said that the final decision, however, will be made after after discussions with the alliance partners within the INIDIA bloc. The claim, according to Pandey, is based on a survey suggesting that the party could make a difference on more than three dozen seats. According to part sources, serious discussions on the issue of contesting polls in Bihar will be held with other alliance partners. The party believes that JMM has a strong mass base in Bihar and hence, will stake claim accordingly. The party is also hopeful that the allies of the Mahagathbandhan will pay heed to our claims and act accordingly, said another party functionary. Notably, this is not the first time that JMM has expressed interest in contesting the polls.
Jharkhand Minister sparks controversy over alleged fake degree, Pakistani links
RANCHI: Minority Affairs Minister Hafizul Hasan, who had hit the headlines recently for his 'Sharia over Constitution' remark , has landed into controversy once again for obtaining a PhD degree from a fake university and his alleged links to Pakistan-based networks. BJP alleged that the institution -- Bharat Virtual Open Educational University, which has conferred PhD degree to Hasan, has no legal status to confer degrees. Sharing photographs on X on April 26, Hasan said, Today, at the convocation ceremony of Bharat Virtual Open Education University, I was awarded an honorary doctorate (PhD) for my work in the social sector. This is a proud moment for me, my family and the people of my area. According to state BJP spokesperson Ajay Shah, this institution is run by some people from the Muslim community and has no legal existence. Shah also claimed that this fake university shows its affiliation with Central Christian University, Africa. After a thorough investigation it was revealed that the Chancellor of this university, Dr. Usman, was awarded the title of Professor by an institution in Islamabad, Pakistan, he said. Based on this revelation, Shah made a serious allegation that the entire network of the degree of Minister Hafizul Ansari appears to be linked to Pakistan. Minister Hafizul Ansari obtained his PhD from a bogus institution called the Bharat Virtual Open Educational University, which has no legal status to confer degrees, said Shah. Citing Section 22 of the UGC Act, 1956, Shah asserted that the university is not recognised by the University Grants Commission (UGC), the Government of India, or the Jharkhand government. (PhD) , pic.twitter.com/rdY0niFeT9 Hafizul Hassan (@hafizulhasan001) April 26, 2025 According to Shah, Ansari resorted to acquiring the degree after failing to qualify through recognised Indian universities. Earlier, talking to a News Channel, Hafizul Hasan had said, For me, Sharia is more important. We keep the Quran in our chest and the Constitution in our hands... Muslims Walk with Quran in their chest, and the Constitution in their hands. Okay! so we will first hold the Sharia and then the Constitution. Later, he issued a warning that Muslims could take to the streets and resort to violence if provoked, making a veiled reference to the amended Waqf Act. In a video clip Hasan could be seen warning using the phrase maar kaat hoga to emphasise the potential unrest, saying, Muslims are showing patience, but if disturbed, we will take to the streets, and violence will erupt there will be chaos.
