Autonomy debate rages after IIM director quits

RAIPUR: The resignation of IIM Raipur Director, Prof. Ram Kumar Kakani, highlights the inconsistencies between the IIM Act and the institutes HR policies, which some academics acknowledge have persisted for years and are seen as a key reason behind his decision to step down. Prof. Kakani said the contradiction between the institutes HR policies and the spirit of the IIM Act of 2017 was limiting his professional scope, thereby hindering his work and decision-making. He resigned abruptly on July 22, well before his tenure was scheduled to end in March 2027. For more than two months, Prof. Sanjeev Parashar has served as Director in charge. He could not be reached for comment. Prof. Kakani is the third director of a premier IIM in the past five years to resign, reportedly due to differences with the Board of Governors. Two former directors of IIM KolkataAnju Seth (2021) and Uttam Kumar Sarkar (2023)resigned over disputes with their boards. A respected academic, Prof. Kakani has previously taught at IIM Kozhikode, XLRI Jamshedpur, and LLBSNAA Mussoorie. He is now the vice-chancellor of RV University, Bengaluru. Faculty and senior students at IIM Raipur said disputes over administrative authority between directors and board chairpersons have increased since the IIM Act, 2017. RANCHI: The Jharkhand High Court on Wednesday took suo-moto cognizance of the incident in the state last week when a tribal man set off for home carrying his ailing wife after not getting an ambulance. This comes after the incident was reported in newspapers including The New Indian Express , with the court asking the state government to file an affidavit in this regard. Advocate Piyush Chitresh, appearing on behalf of the state government, said that the matter will be heard next on October 13. The incident took place at the Dhalbhumgarh Community Health Center (CHC). Shukulmani Sabar had gone for treatment to CHC Dhalbhumgarh on Friday, but was referred to MGM Hospital in Jamshedpur for better treatment by doctors on Saturday. However, neither a 108 ambulance was available on time, nor any alternative arrangements were made. Consequently, the man left for home carrying his wife on his shoulders. After the incident was brought to the notice of health officials, an ambulance was dispatched from CHC Dhalbhumgarh, and the couple was brought back to the hospital from Dhalbhugarh Chowk. But, according to officials, they refused to go to MGM, Jamshedpur and were sent to home by an ambulance. According to eyewitnesses, when Shukulmani could not walk to a distance from the hospital, her husband, Gura Sabar, carried her on his shoulders. Holding her with one hand and her bag with the other, he kept on walking on the road heading towards their village Mudathakura in Gudabandha. On the way, a mobile shop owner who saw their plight arranged an auto to take the couple to Dhalbhumgarh Chowk. When Shukulmani was admitted to the Community Health Center on Friday, her hemoglobin was reportedly 7.5 g/dL and she complained of blood in her sputum. Gura Sabar said that his wife had been suffering from fever and diarrhea for two to three weeks. Unable to find a vehicle and unable to find a place at the hospital, they left on foot without informing anyone. According to the Medical Officer, when the ambulance was sent to his home on Sunday, the couple refused to go to Jamshedpur for treatment. We are trying our best so that we can provide the woman, who is a Tuberculosis patient, the best possible treatment, but we are not getting proper cooperation from the other side, said the Medical Officer. Meanwhile, an explanation has been sought from the on-duty CHC staff who were present at the time of the incident, he added. The Civil Surgeon has also sought an explanation from the Medical Officer on the entire incident.

Jharkhand to host first-ever Run for Gajraj marathon to raise promote elephant conservation

RANCHI: Aimed at creating awareness for the conservation of wild animals, especially elephants, the Jharkhand forest department for the first time, is set to organise a marathon Run for Gajraj in the foothills of Dalma in Jamshedpur on October 5. According to officials, though the marathon is meant to create awareness for the protection and conservation of wild animals, the focus will be on the elephants. Both male and female elephants will participate in the event with separate prize money for each group, ranging from Rs 5,000 to Rs 31,000 across five categories. According to Jamshedpur Divisional Forest Officer (DFO), Saba Alam, An elephant marathon is being conducted as part of the Wildlife Week 2025 in Dalma Wildlife Sanctuary. This event is aimed at promoting eco-tourism, local tourism, and encouraging fitness and healthy living among citizens. Probably, this is the first time such an event, focused especially at the wild elephants, is being organised in Jharkhand. Earlier, a walkathon, Walk for Gajraj was also organised at Van Bhawan in Jamshedpur on Friday, he added. The DFO informed that more than 2500 participants have already registered to take part in the event, while the figure is likely to cross 3000 by the time it closes on Saturday. The marathon will be for 16 km and will be flagged off at Saharbeda Football Ground in the foothills of Dalma at 7.00 am on Sunday. It will pass through four villages to end at Saharbeda itself. Alam said that after a long gap, five elephants returned to Dalma a few days ago, a region that had otherwise been devoid of wild elephants. Forest department sources, however, noted that while only a few elephants remain at Dalma, a sizeable number are currently stationed at Chakulia in Ghatsila subdivision and at Chandil in the adjoining Seraikela-Kharsawan district. They attributed the exodus of elephants from Dalma to a 16-km-long trench dug by the West Bengal Forest Department five years ago, which disrupted the tuskers movement along the elephant corridor connecting the two states.

Jharkhand minority commission takes cognisance of right-wing outfits 'questioning' nun, tribal minors

JAMSHEDPUR: The Jharkhand State Minority Commission (JSMC) on Tuesday took suo motu cognisance of the alleged questioning by a Hindu outfit of a nun and 19 tribal minors at a railway station for about five hours on suspicion of human trafficking and religious conversion, an official said. Members of Bajrang Dal and Vishwa Hindu Parishad had allegedly questioned the catholic nun and tribal children over religious conversion at Tatanagar railway station on Friday night after they deboarded the South Bihar Express. JSMC vice-chairman Pranesh Solomon told PTI that they have taken up the serious issue of harassment of minorities by alleged right-wing outfits at the Tatanagar Station. We came to know about the detention of the Catholic nun and the minor boys and girls by the Railway Police through the media. We will be writing to the district commissioner, senior superintendent of police (SSP) and the Railway Police to furnish the reasons for the detention of the nun and the minors even after not finding any valid reasons for the charges labelled against them by some right-wing outfits, the official said. Our team would be visiting Jamshedpur (Tatanagar is the railway station for Jamshedpur city in East Singhbhum) in the last week of September and meeting the officials concerned and the Catholic institution officials who had organised the skill development training session, Pranesh Solomon added. A minority outfit alleged that the Catholic nun and tribal minors were questioned for about five hours by members of Bajrang Dal and Vishwa Hindu Parishad leaders through the GRP soon after they got down from the South Bihar Express on Friday night. The leaders had lodged a written complaint with the GRP Tatanagar alleging human trafficking of minors and religious conversion, the outfit members claimed. Ratan Tirkey, a former Tribal Advisory Council member, alleged that members of the right-wing outfits had circulated photos and videos of the minor tribals without their consent on social media and other platforms. Father Birender Tete director of Samekit Jan Vikas Kendra in Sundernagar at Jamshedpur, who had been to the Tatanagar station and persuaded the railway police to release the minors and the nuns, told PTI that a total of 16 girls and three boys from different parts of Seraikela-Kharsawan district had come with consent of their parents to attend life skill development session at their centre on Saturday and Sunday. However, due to the ordeal faced by the minors at the Tatanagar Station we had to cancel the session as all the boys and girls were traumatised and returned home, Father Tete. Deputy Superintendent of Police, GRP, Jayshree Kujur, said that an investigation into the case is underway, but prima facie, there has been no conclusive evidence of any religious conversion and human trafficking.

Kurmi community to stage peaceful 'Rail Roka-Dahar Chheka' agitation in Jharkhand to demand ST status

RANCHI/JAMSHEDPUR: Kurmi community members will go ahead with their indefinite 'Rail Teka' (rail blockade) agitation on Saturday at different railway stations across Jharkhand in support of their demand for Scheduled Tribe (ST) status and inclusion of Kurmali language in the Eighth Schedule of the Constitution, an official of Adivasi Kurmi Samaj said on Friday. Adivasi Kurmi Samaj member and Kurmi Vikas Morcha central president Sheetal Ohdar told PTI that community members have been asked to stage protests on railway tracks in a peaceful manner without disrupting railway traffic, damaging public property and indulging in any sort of violence. We are aware of the Calcutta High Court directive and will ensure that protests on railway tracks are held in a peaceful manner, and under no circumstances will members damage railway property or indulge in violence. Members have been asked not to show resistance when security forces of the state or railway units try to remove them from tracks or take them under preventive custody, Ohdar added. The Calcutta High Court has declared the Kurmi community's plan for rail and road blockade on September 20 unconstitutional and illegal and directed the railways and the state government to take steps to maintain law and order and ensure public movement remains unhindered. Adivasi Kurmi Samaj has given a call for a rail and road blockade in the greater Chotanagpur area, spanning Jharkhand, West Bengal and Odisha. The movement for ST status by the Kurmi community gained momentum in 2022. After the COVID-19 pandemic, protests were held at several railway stations in Jharkhand and West Bengal. The movement began on September 20, 2022, and lasted for about nine days. In 2023, the protest again started on September 20 and continued for 7-8 days. No protests were held in 2024 due to the Lok Sabha and assembly elections. Meanwhile, several tribal outfits under Sanyukt Adivasi Sangathan have decided to stage a demonstration near the Raj Bhawan on Saturday in protest against Kurmi community's demand for inclusion in ST category. Sangathan spokesperson Niranjana Toppo claimed that the Kurmi demand for ST status is illegal and the agitation will force railways to incur huge losses. They also announced that they would submit a memorandum to Governor Santosh Kumar Gangwar addressed to the President, Droupadi Murmu, against the Kurmi community's agitation. DGP Anurag Gupta had instructed police on Friday to increase vigilance, deploy additional forces with protective gear, install CCTV and drones at sensitive stations, and coordinate with railway police to prevent stone-pelting and ensure passenger safety during the agitation. Meanwhile, prohibitory orders under Section 163 of BNSS have been promulgated around four railway stations, including Tatanagar, from Friday in view of the agitation. The order will be effective in a 100-meter radius of Tatanagar, Govindpur, Rakha Mines and Haldipokhar stations under Dhalbhum subdivision of the district, Dhalbhum SDO Chandrajeet Singh said in a statement. The SDO stated that demonstration, dharna, effigy burning or gherao, carrying any sort of weapons, including sticks and bows and arrows, assembly of five or more persons with the intention to disturb peace, has been prohibited. No public address system will be allowed in the prohibited areas without prior permission, he said, adding that the order will be in force till the end of the agitation.

ED raids 12 locations, including six in Jharkhand, in Rs 750 crore fake ITC scam

RANCHI: The Enforcement Directorate (ED) is conducting searches at 12 locations across Jharkhand, West Bengal, and Maharashtra in connection with an ongoing investigation under the Prevention of Money Laundering Act, 2002. The case pertains to a large-scale fake Input Tax Credit (ITC) fraud involving shell entities and unauthorised financial channels. According to sources, ED teams are conducting searches at six locations simultaneously, including a flat located on the fourth floor of Krishna Apartment in the PP compound. Necessary documents, digital records and possible evidence are being searched at all these places, they said. The investigation stems from the arrest of Shiva Kumar Deora, identified as the key mastermind behind the syndicate, who was charge-sheeted last month following his arrest in May 2025. The case pertains to generation of Rs 750 crore fake Input Tax Credit (ITC) involving shell entities and unauthorised financial channels in Jharkhand. The current searches are being undertaken based on credible evidence that indicates involvement of several individuals and firms in laundering proceeds of crime. Earlier, during the first round of raids in the GST scam, ED had arrested four people, including Shiv Kumar Deora from Kolkata and Amit Agarwal alias Vicky Bhalotia from Jamshedpur. During the interrogation, it was found that by making fake bills, paper trade was shown without purchase and sale of goods and Input Tax Credit (ITC) was misused. After getting information about the involvement of more people in this scam, second round of crackdown was launched by the ED. On June 25, 2024, Jamshedpur scrap businessman Bablu Jaiswal, alias Gyanchand Jaiswal, was also arrested on charges of GST scam. The GST department called Bablu to the Intelligence office in Sakchi on the evening of June 24 and interrogated him and then sent him to jail after his arrest.

RANCHI: After a delay of three days, a joint team of the National Disaster Response Force (NDRF) and the Mines Rescue Wing of Bharat Coking Coal Limited (BCCL) has finally launched a rescue operation to locate workers allegedly trapped inside a closed underground mine in Block-2, Baghmara, Dhanbad, since 22 July. The operation involves a 35-member NDRF team and 15 personnel from the BCCL rescue wing. While the NDRF conducted an initial survey of the area on Thursday morning, active rescue work commenced in the evening after receiving clearance from the district administration. The efforts continued until 11:30 PM and resumed again on Friday at 11:30 AM. Senior officials including Block-2 General Manager G.C. Saha, NDRF Assistant Commandant Santosh Kumar, Inspector Ravishankar, Circle Officer, and the Officer-in-Charge of Baghmara Police Station, Ajit Kumar, are overseeing the operation. According to Ajit Kumar, the operation was initiated following demands from local Member of Parliament Chandra Prakash Choudhary, who identified three suspected locations where individuals may be trapped. NEW DELHI: A 39-year-old shooter allegedly involved in the politically-motivated murder of a former village head in Bihar has been arrested in north Delhi's Keshav Puram, an officer said on Wednesday. Rahul Singh Rajput has a history of 31 serious criminal cases and was wanted in a case registered under Aurangabad's Mali Police Station for the murder of Sanjay Singh on November 30, 2024, the officer said. Singh was gunned down as a fallout of an ongoing rivalry between two local groups vying for political dominance. Rahul had been absconding ever since, while seven of his co-accused had already been arrested by Bihar Police, said Harsh Indora, Deputy Commissioner of Police (Crime). On July 22, a team from the Bihar Police sought assistance from the Delhi Police and a joint operation was launched. The accused was traced to the Keshav Puram area in Delhi. He was finally cornered and apprehended near Prembari Pul, he said. Rahul initially tried to mislead the interrogating team, but eventually confessed to his role in the murder, he said. He was formally arrested by the Bihar Police team and produced before a court for further legal proceedings. Rahul was found involved in cases of murder, attempt to murder, extortion, robbery, Arms Act violations, NDPS Act offences and several other cases under the Uttar Pradesh Gangster Act. He has been booked in at least 31 criminal cases across Uttar Pradesh over the last two decades, the officer said. Rahul's criminal journey began when he was in class 12. Following his first arrest, he abandoned his studies and joined the illegal narcotics trade. His failure to secure stable work in Jamshedpur led him deeper into crime, the DCP said. He gradually built a fearsome reputation as a contract killer and extortionist, expanding his network to Varanasi, Jaunpur, Ghazipur, Chandauli, Bhadohi, and Deoria, the officer said. His association with Rakesh Giri, another gangster from Bihar who he met in jail, led to his eventual involvement in the Aurangabad murder case, he added.

Injured elephant dies after suspected Maoist IED blast in Jharkhand's Saranda forest

RANCHI: A six-year-old wild elephant named Gadru, which was seriously injured in a suspected IED blast planted by Maoists in the Saranda Forest of Chaibasa, has sadly succumbed to its injuries despite intensive treatment efforts. The elephant had been spotted wandering in the forest in an injured condition ten days ago. Gadru was believed to have sustained injuries on June 24, but it was only located on June 27 with the help of a drone camera. Despite exhaustive efforts by the Forest Department and veterinary experts, the elephant could not be saved. After several hours of treatment, the elephant finally collapsed late on Saturday evening due to excessive blood loss and infection. It had sustained a major injury to its hind limb, which became severely infected and spread throughout its body, said Saranda Divisional Forest Officer (DFO), Aviroop Sinha. He added that further details would be available following the post-mortem, scheduled for Sunday. A joint medical team comprising members of the Forest Department and Vantara, a wildlife rescue and rehabilitation centre from Gujarat, had tranquilised the elephant late on Saturday evening. The animal was then transported to Jhariakela from the Digha area of Saranda, but it succumbed overnight due to massive internal bleeding and injuries. Specialised teams were called in from various forest divisions in Jharkhand and Odisha to assist in locating and treating the elephant. The rescue operation was personally monitored by Jamshedpur Regional Chief Conservator of Forests (RCCF) Smita Pankaj and Saranda DFO Aviroop Sinha, with Dr Tenzing from Vantara also on-site. According to local sources, the incident likely occurred between 24 and 26 June. The elephant was last seen near Digha on June 27and was finally traced by drone on July 3. Forest officials confirmed the animal was severely injured, although the exact cause is still under investigation. However, wildlife experts have not ruled out an IED explosion as the cause, given the nature of the injury to the hind limb. With Maoists now deploying capsule IEDs with limited impact, it's possible the elephant was hurt by one of these devices, said a wildlife expert on condition of anonymity. Notably, Maoist activity is now largely confined to the Saranda jungles of Jharkhand, having been driven out of most other parts of the state. Estimates suggest 8590 Maoist insurgents are hiding in the region, which is reportedly littered with thousands of IEDs, posing a grave challenge for security personnel. Since the launch of a joint security operation in the Kolhan region in November 2022, following intelligence reports about the presence of senior Maoist leaders including Misir Besra and Patiram Majhi alias Anal Da, the area has witnessed intense conflict. The IED blasts triggered by Maoists have claimed the lives of six security personnel and around 22 civilians, leaving over 30 others critically injured.
