ED raids 12 locations, including six in Jharkhand, in Rs 750 crore fake ITC scam
RANCHI: The Enforcement Directorate (ED) is conducting searches at 12 locations across Jharkhand, West Bengal, and Maharashtra in connection with an ongoing investigation under the Prevention of Money Laundering Act, 2002. The case pertains to a large-scale fake Input Tax Credit (ITC) fraud involving shell entities and unauthorised financial channels. According to sources, ED teams are conducting searches at six locations simultaneously, including a flat located on the fourth floor of Krishna Apartment in the PP compound. Necessary documents, digital records and possible evidence are being searched at all these places, they said. The investigation stems from the arrest of Shiva Kumar Deora, identified as the key mastermind behind the syndicate, who was charge-sheeted last month following his arrest in May 2025. The case pertains to generation of Rs 750 crore fake Input Tax Credit (ITC) involving shell entities and unauthorised financial channels in Jharkhand. The current searches are being undertaken based on credible evidence that indicates involvement of several individuals and firms in laundering proceeds of crime. Earlier, during the first round of raids in the GST scam, ED had arrested four people, including Shiv Kumar Deora from Kolkata and Amit Agarwal alias Vicky Bhalotia from Jamshedpur. During the interrogation, it was found that by making fake bills, paper trade was shown without purchase and sale of goods and Input Tax Credit (ITC) was misused. After getting information about the involvement of more people in this scam, second round of crackdown was launched by the ED. On June 25, 2024, Jamshedpur scrap businessman Bablu Jaiswal, alias Gyanchand Jaiswal, was also arrested on charges of GST scam. The GST department called Bablu to the Intelligence office in Sakchi on the evening of June 24 and interrogated him and then sent him to jail after his arrest.

RANCHI: After a delay of three days, a joint team of the National Disaster Response Force (NDRF) and the Mines Rescue Wing of Bharat Coking Coal Limited (BCCL) has finally launched a rescue operation to locate workers allegedly trapped inside a closed underground mine in Block-2, Baghmara, Dhanbad, since 22 July. The operation involves a 35-member NDRF team and 15 personnel from the BCCL rescue wing. While the NDRF conducted an initial survey of the area on Thursday morning, active rescue work commenced in the evening after receiving clearance from the district administration. The efforts continued until 11:30 PM and resumed again on Friday at 11:30 AM. Senior officials including Block-2 General Manager G.C. Saha, NDRF Assistant Commandant Santosh Kumar, Inspector Ravishankar, Circle Officer, and the Officer-in-Charge of Baghmara Police Station, Ajit Kumar, are overseeing the operation. According to Ajit Kumar, the operation was initiated following demands from local Member of Parliament Chandra Prakash Choudhary, who identified three suspected locations where individuals may be trapped. Rescue work has begun at the first site and will continue at the remaining two. Illegal mine collapse in Dhanbads Jamunia area; nine feared trapped, officials remain silent The incident reportedly took place on Tuesday, when the roof of a closed underground mine collapsed during illegal mining activity. Several workers, believed to be hired by a coal theft syndicate, are feared to be trapped under the debris. The collapse occurred near the Jamunia River at Kesargarha, under the jurisdiction of Baghmara Police Station, where at least nine people are suspected to be buried. Locals claimed that around 15 workers were inside the mine at the time of the collapse, which occurred when carbonaceous rocksupported only by weak pillarsgave way with a loud crash. Although BCCL authorities and the Dhanbad police initially dismissed the reports as rumours, Giridih MP Chandra Prakash Choudhary and Jamshedpur West MLA Saryu Roy visited the site and insisted that multiple individuals were trapped. The MP staged a sit-in protest at Baghmara Police Station and submitted a formal complaint demanding immediate rescue efforts. The protest was called off only after Baghmara SDPO Purushotam Singh assured the leaders that a rescue operation would be launched without further delay.

NEW DELHI: A 39-year-old shooter allegedly involved in the politically-motivated murder of a former village head in Bihar has been arrested in north Delhi's Keshav Puram, an officer said on Wednesday. Rahul Singh Rajput has a history of 31 serious criminal cases and was wanted in a case registered under Aurangabad's Mali Police Station for the murder of Sanjay Singh on November 30, 2024, the officer said. Singh was gunned down as a fallout of an ongoing rivalry between two local groups vying for political dominance. Rahul had been absconding ever since, while seven of his co-accused had already been arrested by Bihar Police, said Harsh Indora, Deputy Commissioner of Police (Crime). On July 22, a team from the Bihar Police sought assistance from the Delhi Police and a joint operation was launched. The accused was traced to the Keshav Puram area in Delhi. He was finally cornered and apprehended near Prembari Pul, he said. Rahul initially tried to mislead the interrogating team, but eventually confessed to his role in the murder, he said. He was formally arrested by the Bihar Police team and produced before a court for further legal proceedings. Rahul was found involved in cases of murder, attempt to murder, extortion, robbery, Arms Act violations, NDPS Act offences and several other cases under the Uttar Pradesh Gangster Act. He has been booked in at least 31 criminal cases across Uttar Pradesh over the last two decades, the officer said. Rahul's criminal journey began when he was in class 12. Following his first arrest, he abandoned his studies and joined the illegal narcotics trade. His failure to secure stable work in Jamshedpur led him deeper into crime, the DCP said. He gradually built a fearsome reputation as a contract killer and extortionist, expanding his network to Varanasi, Jaunpur, Ghazipur, Chandauli, Bhadohi, and Deoria, the officer said. His association with Rakesh Giri, another gangster from Bihar who he met in jail, led to his eventual involvement in the Aurangabad murder case, he added.

RANCHI: An illegal mine near the Jamunia River at Kesargarha under Baghmara Police Station in Dhanbad district collapsed, with at least nine people feared to be buried under the debris. According to local residents, 15 workers were present in the mine when carbonaceous rock gave way with a loud crash. The collapse is believed to have occurred due to weakly supported pillars within the illegal excavation site. Meanwhile, Jamshedpur West MLA Saryu Rai shared details of the incident on social media platform X (formerly Twitter), alleging that nine workers had died and that mining mafia were disposing of the bodies to avoid detection. Rai named Chunchun Gupta as the alleged operator behind the illegal mining and accused him of working under the protection of influential individuals. Nine workers died tonight due to the collapse of an illegal mine at a place called Jamunia in Bagmara, Dhanbad. The illegal mining mafia is busy disposing of the bodies. CID takes over probe into Maiyan Samman Yojana fraud involving men from Bihar, West Bengal
RANCHI: After it was revealed that the benefits of the Maiyan Samman Yojana, exclusively meant for the women of Jharkhand, were being availed not only by woman from other states but also men in Bihar and West Bengal, the state Criminal Investigation Department (CID) has taken over the case. Notably, as many as 172 people, both men and women, were booked in Jamshedpur, not only for fraudulently registering themselves with the scheme, but also taking financial assistance of Rs 2500. An FIR has been registered at Galudih police station against 39 residents of Kishanganj in Bihar and 133 of North Dinajpur district of West Bengal on July 9. Interestingly, 40 of the total beneficiaries, taking advantage of the scheme, were found to be men. Not only that, these 40 men have also registered names of men in the column of husband's name in the application form. Now the CID will take over the case registered at Galudih Police Station. It will try to find out whether such fraud has happened in other districts as well and who all are involved in it, said a senior police official, requesting anonymity. The CID will investigate how such a large number of non-eligible beneficiaries were selected and the entire network behind it, he added. In the FIR, lodged in the case, 12 such people were found to not have any clear address, despite this, they were given the benefit of the scheme. All the 172 accused persons forged documents by showing themselves as women during the online application. Out of these, 10 men are residents of Bihar and 30 men are residents of West Bengal, stated the FIR. This FIR was registered at Galudih police station by secretary in-charge of Hendaljuri Panchayat Mangal Tudu under sections 318(4), 338, 339, 336 and 61(2)/3(5) of the Indian Penal Code (BNS) as well as sections 65, 66(C), 66(D) of the IT Act. Though the amount was not mentioned in the FIR, it is estimated that through fake documents, Rs 9 lakh 57 thousand were sent to the bank accounts of 172 Muslims of Bengal and Bihar under the first instalment of Rs 2,500.

Injured elephant dies after suspected Maoist IED blast in Jharkhand's Saranda forest
RANCHI: A six-year-old wild elephant named Gadru, which was seriously injured in a suspected IED blast planted by Maoists in the Saranda Forest of Chaibasa, has sadly succumbed to its injuries despite intensive treatment efforts. The elephant had been spotted wandering in the forest in an injured condition ten days ago. Gadru was believed to have sustained injuries on June 24, but it was only located on June 27 with the help of a drone camera. Despite exhaustive efforts by the Forest Department and veterinary experts, the elephant could not be saved. After several hours of treatment, the elephant finally collapsed late on Saturday evening due to excessive blood loss and infection. It had sustained a major injury to its hind limb, which became severely infected and spread throughout its body, said Saranda Divisional Forest Officer (DFO), Aviroop Sinha. He added that further details would be available following the post-mortem, scheduled for Sunday. A joint medical team comprising members of the Forest Department and Vantara, a wildlife rescue and rehabilitation centre from Gujarat, had tranquilised the elephant late on Saturday evening. The animal was then transported to Jhariakela from the Digha area of Saranda, but it succumbed overnight due to massive internal bleeding and injuries. Specialised teams were called in from various forest divisions in Jharkhand and Odisha to assist in locating and treating the elephant. The rescue operation was personally monitored by Jamshedpur Regional Chief Conservator of Forests (RCCF) Smita Pankaj and Saranda DFO Aviroop Sinha, with Dr Tenzing from Vantara also on-site. According to local sources, the incident likely occurred between 24 and 26 June. The elephant was last seen near Digha on June 27and was finally traced by drone on July 3. Forest officials confirmed the animal was severely injured, although the exact cause is still under investigation. However, wildlife experts have not ruled out an IED explosion as the cause, given the nature of the injury to the hind limb. With Maoists now deploying capsule IEDs with limited impact, it's possible the elephant was hurt by one of these devices, said a wildlife expert on condition of anonymity. Notably, Maoist activity is now largely confined to the Saranda jungles of Jharkhand, having been driven out of most other parts of the state. Estimates suggest 8590 Maoist insurgents are hiding in the region, which is reportedly littered with thousands of IEDs, posing a grave challenge for security personnel. Since the launch of a joint security operation in the Kolhan region in November 2022, following intelligence reports about the presence of senior Maoist leaders including Misir Besra and Patiram Majhi alias Anal Da, the area has witnessed intense conflict. The IED blasts triggered by Maoists have claimed the lives of six security personnel and around 22 civilians, leaving over 30 others critically injured.
162 students trapped in inundated residential school in Jharkhand after heavy rain rescued
JAMSHEDPUR: At least 162 students trapped in an inundated residential school in Jharkhand's East Singhbhum district after heavy rain were rescued by the police on Sunday, a senior officer said. The students were trapped in the school since Saturday night after the premises got flooded due to heavy rain. We received information that 162 students of Lav Kush Residential School were trapped as the school premises were inundated due to heavy rain. As the school building was submerged, the teachers shifted all the students to the rooftop, where they spent the night. On being informed around 5. 30 am today, police officers and fire brigade teams rushed to the spot and rescued the students one by one with the help of villagers, Superintendent of Police (Rural) Rishabha Garg told PTI. He said boats were used for the rescue operation while the NDRF was requisitioned. However, the police team rescued the students before the NDRF team's arrival, he added.

RANCHI : Bodies of the two schoolboys who were trapped for over 22 hours under soil after a well collapsed due to heavy rain in Jharkhand's Khunti district were recovered on Thursday, an official said. A 10-year-old girl was also killed after a mud house in Ranchi district caved in during the day, police said. As rain continued to lash various parts of the state, a bridge and an abandoned residential building also collapsed in different districts, while several rivers were in spate. No casualty was reported in these incidents. The two schoolboys, aged nine and 10 years, were near the under-construction well at Murhu panchayat under Murhu police station limits when it collapsed around 2 pm on Wednesday. A team of the National Disaster Response Force (NDRF) had been deployed in the rescue operation, Khunti Deputy Commissioner R Ronita told PTI. The rescue operation continued since Wednesday night and the bodies of the two boys were found around 12.30 pm on Thursday, an official said. A 10-year-old girl also died after her mud house collapsed in heavy rain at Murpa village under Tamar police station area in Ranchi district. She was alone in the house when it collapsed, police said. A portion of a bridge on the Banai River in Khunti's Torpa also collapsed due to heavy rain, blocking the Khunti-Simdega road. Ronita said a diversion was created there and the NDRF team also deployed at that spot. Heavy rain lashed several districts including Ranchi, Seraikela-Kharswan and East Singhbhum, throwing normal life out of gear. Schools in several districts including Ranchi and Khunti have been closed on Thursday in view of the heavy rains. Ranchi has been witnessing incessant rains for the past two days and its intensity has increased since Thursday morning, a weather official said. An abandoned residential building belonging to Tayo Rolls Company, a subsidiary of Tata Steel, collapsed on Thursday morning at Gamharia in Seraikela-Kharsawan district. In a statement, Tata Steel said the building had earlier been vacated, barricaded and declared unsafe for habitation. An alert has been sounded in the steel city of Jamshedpur in view of the swelling of rivers Kharkhai and Swarnarekha due to incessant rains for the last two days. The water level of both rivers reached near the danger mark, an official statement on Thursday said. The East Singhbhum district administration asked the people living in catchment areas along two rivers to be alert. Deputy director at Ranchi Meteorological Centre Abhishek Anand said a red alert of extremely heavy rainfall has been sounded for Ranchi, Lohardaga, Gumla, Khunti and Simdega as a low pressure system is laying over northeast Jharkhand.

RANCHI: 20-year-old Rohit Kumar from Jamshedpur, who sold mobile phone covers from a roadside cart, has cracked the National Eligibility cum Entrance Test (NEET-UG), securing 549 marks. With an All India Rank of 12,484, he now hopes to secure admission to a government medical college in Jharkhand. Kumar shared that his father once worked in a vegetable market, and he now runs a small shop alongside his elder brother to support their family. He began his education at a government school before moving to a private institution with a modest fee of Rs 800. Following Class 10, the COVID-19 pandemic forced him to take up work at a medical store an experience that sparked his interest in medicine. Initially unaware of NEET, Rohit chose Physics, Chemistry and Biology in Class 11 and managed to top his board exams despite juggling work and studies. He would sell mobile covers by day and study late into the night, often staying up until 3 AM, before starting again at 7 AM the next morning. Though I was confident I would clear NEET, I never imagined Id score this well. I studied till noon, then went to the shop from 12 to around 4 PM, returned home and continued studying till midnight, he said. He credited his success to the unwavering support of his brother and the free coaching provided by Physics Wallah. On average, we earned around Rs 500 a day from selling mobile covers to support our family. Physics Wallah didnt charge me anything for coaching I was given a free batch based on my performance in the second attempt, Kumar added. He also attended free YouTube sessions offered by the coaching platform. Kumar stressed the importance of sticking to the NCERT syllabus, practising thoroughly, and revising regularly. One should focus on NCERT books and follow the syllabus strictly. Practice and revision are the key, he advised. Village Panchayat in Jharkhand passes resolution to reject witchcraft-related complaints
RANCHI: A village panchayat in Jharkhand's Jamshedpur has passed a resolution for not hearing any case related to witch-hunting. According to the Gram Pradhan of Sarjamda village under Jamshedpur Block of Jamshedpur, the decision has been taken in the wake of the growing incidents of killing women and elders after branding them as witches during Panchayat meetings. Not only that, the Gram Panchayat has also amended the rules of the traditional self-governance system, under which, if anyone approaches the Gram Sabha with a complaint accusing a woman or anybody of practicing black magic, his or her complaint will not be entertained. As per the amended constitution, there is no such thing as a witch or witchcraft. Gram Pradhan Suresh Hansda, also known as Manjhi Baba, informed that if someone comes to the Gram Sabha with an application accusing someone of being a witch, it is rejected outrightly and the person referred for counselling, during which, they are told that it is nothing but superstition. Not a single case of witchcraft has recorded in the region after the resolution was taken by the Gram Sabha a few years back, which clearly indicates that the purpose has been solved, said Hansda. Earlier, our forefathers were illiterate, who used to believe in such superstitions, but now after becoming literate, there should not be any space for such thing in society, he added. The resolution not taken orally, but in writing formally on the Panchayat register, said Hansda. Block Development Officer (BDO) Malay Kumar also lauded the initiative taken by Gram Panchayat, calling it a welcome step. As most of the witch-hunting cases are targeted towards the women and elderly, it is really a welcome step, which will further help in checking such incidents, said the Block Development Officer. Other Panchayats should also follow the suit as it has effectively worked in this particular Panchayat, he added. Civil Society Organisations also called it a landmark decision. Such initiative will further inspire other Panchayats to take similar decision as more than 2000 women have been killed the name of practicing black magic across Jharkhand since the state came into being in the year 2000, said Secretary of Association for Social and Humar Awareness (ASHA) Ajay Jaiswal. Padma Shri recipient and social worker, known for raising her voice against the witch-hunting, Chhutni Mahato, also believes that the incidents of murder on the pretext of being a witch could only be stopped when the society becomes aware. Panchayats have an important role to play to check this menace as the decisions of Panchayats are paramount in tribal villages. If initiatives are being taken against such superstitions in tribal panchayats, then it will yield positive results, said Chhutni Mahto. Notably, there are a lot of instances in Jharkhand where people were killed following a decision taken by the Panchayat, branding them as witches. Tribal-dominated Jharkhand, Odisha, Chhattisgarh and Telangana are the worst affected states. Hundreds of women have been persecuted, tortured and killed in the garb of witchcraft in past few decades in these four states.

RANCHI: The Jharkhand government has effected a major bureaucratic reshuffle, transferring 48 IPS officers, including senior superintendents of police and SPs of 14 districts, an official notification said. According to the notification issued by the Home, Prison and Disaster Management Department on Tuesday evening, Amol V Homkar, who was IG Operations, was made IG Railways, while ADG Priya Dubey has been given additional charge of ADG Modernisation cum Training. Special Branch IG Prabhat Kumar has been given additional charge of IG JAP. ADG Railways Tadasha Mishra was made Special Secretary, Home Prison and Disaster Management Department, while ADG Operations Sanjay Anandrao Latkar has been given the charge of ADG Railways, it said. In addition, the state government changed SSPs and SPs of Jamshedpur and Dhanbad, besides Pakur, Garhwa, Lohardaga, Simdega, Hazaribagh, Jamtara, Godda, West Singhbhum, Chaibasa, Gumla, Khunti, Bokaro and Chatra districts. The Jharkhand government also transferred Ranchi's SP City, SP Rural and Dhanbad's SP City. On Monday, the government had appointed new deputy commissioners (DCs) in 20 districts of the state.

Three dead, two injured after corridor roof collapses at Jamshedpur hospital
RANCHI: The roof of the corridor on the third floor of B-Block of the Medicine Ward of Mahatma Gandhi Memorial Medical College and Hospital (MGMMCH) in Jamshedpur collapsed, claiming the lives of three patients and injuring several others. The debris from the collapse broke the ceiling of the second floor and crashed down to the first floor. The deceased have been identified as David Johnson (76), Lukas Simon Tirkey (61) and Srichand Tanti (65). Sunil Kumar (50) and Renuka Devi (83) are critically injured. Renuka Devi has been shifted to the Tata Main Hospital (TMH). The patients who lost their lives were treated in the verandah -- specified as the ward for abandoned patients in the medicine ward. The incident happened at around 3 pm on May 3, shortly after a seminar concluded in the medicine ward hall. A 30-member team from the National Disaster Response Force (NDRF) started the rescue operation at around 11 pm. According to officials, it took over 10 hours for the NDRF team and the fire brigade to pull out the dead bodies from the debris. Jamshedpur Deputy Commissioner Ananya Mittal confirmed the death of three people due to the collapse of the roof of the corridor of MGM Hospital. The dead bodies of the three patients have been taken out of the debris. Meanwhile, the two injured are under treatment, said the Deputy Commissioner. There were a total of 15 patients in the ward, out of which 12 patients are safe; relief and rescue work are still going on, he added. The DC said that an inquiry has been ordered into the case. Meanwhile, the DC said, an inquiry committee has been set up, headed by the Additional Deputy Collector (ADC), the Dhalbhum Sub-Divisional Officer (SDO), engineers from the construction department, and the principal of MGMMCH. The committee has been directed to submit its report within the next 48 hours, he said. State Health Minister Dr Irfan Ansari announced Rs 5 lakh financial assistance to the families of the deceased and Rs 50,000 each to the injured. During his visit to the hospital, Ansari assured that the old and dilapidated buildings of MGM Hospital will be demolished and new buildings will be constructed very soon. The medicine ward building, constructed in 1960, had long shown signs of deterioration, with frequent cracks in the walls and ceiling, and plaster falling off over the years.

Jharkhand school timings changed due to heat wave; Met issues alerts
RANCHI: As a heat wave grips Jharkhand, the state government has issued a notification making changes in the timetable of all categories of government, non-government aided/non-aided (including minority) and private schools. Now, the timetable for nursery to class VIII will be from 7 am to 11:30 am and for classes 9 to 12 will be from 7 am to 12 noon. Keeping in view the increasing impact of heat wave in the state, classes from KG to Class 8 will be conducted from 7:00 am to 11:30 am and classes from Class 9 to Class 12 will be conducted from 7:00 am to 12:00 noon in all categories of government, non-government aided / non-aided (including minority) and all private schools operating in the state, till further orders, stated notification issued by School Education and Literacy Department. Meanwhile, a heatwave has swept parts of Jharkhand with Daltonganj sizzling at 43 degrees Celsius. A 'yellow' alert of heatwave was issued for Simdega, Saraikela-Kharswan, East and West Singhbhum districts till April 26, he said. According to Ranchi Meteorological Centre's Deputy Director Abhishek Anand, the maximum temperature is hovering around 40 degrees Celsius across the state. A heat wave alert has been issued for the southern region, he said. Anand further added that Daltonganj registered the highest temperature at a maximum of 43 degrees Celsius, which was 2.2 notches above the normal. It was followed by Jamshedpur and Chaibasa, recording 42.6 and 42.4 degrees Celsius, respectively. State capital, Ranchi, recorded 38.8 degrees Celsius. Anand informed that no major change in the maximum temperature is expected for at least three days. Thereafter, it may decline by 3 to 5 degrees Celsius, with the likelihood of rain and hailstorm from April 27, he said. Ranchi Deputy Commissioner has also issued instructions regarding the timetable of schools. In a press communique issued by the District Public Relations Office, it has been said that keeping in view the increasing effect of heat, changes in the timetable of schools have been made as per the directions issued by the School Education and Literacy Dpartement. This order will be effective from April 26, 2025.

RANCHI: Chief Minister Hemant Soren replaced Shibu Soren as JMM President. The decision was taken at the 13th convention of Jharkhand Mukti Morcha (JMM) being held in Ranchi on Tuesday. Meanwhile, a new post Founding Patron has been created by amending the partys constitution for Shibu Soren. The party also abolished the post of Executive Presidenta role previously held by Hemant Soren. In place of the executive president, a new post of Founding Patron has been created for Shibu Soren. Hemant Soren was given the responsibility of executive president during the Jamshedpur convention in 2015 and held it for almost 10 years. Under his leadership, the party won two Assembly elections. Earlier, Nalin Soren proposed the name of Shibu Soren for the newly created post of founder patron of JMM, seconded by Stephen Marandi, which was approved unanimously by the party leaders and workers. After this, Shibu Soren was officially elected as the founder patron of the party. Later, Hemant Soren's name was proposed as the president of JMM. Shibu Soren announced the name of Hemant Soren as the central president of JMM. With this, JMM is ushering in a new era under the leadership of Hemant Soren. Formed in 1972, the Jharkhand Mukti Morcha began as a tribal rights movement under the leadership of Shibu Soren. Originally a grassroots platform advocating for the creation of a separate tribal state, the party was instrumental in the formation of Jharkhand in 2000 after decades of struggle and sacrifice. Now, with assembly elections round the corners in the neighbouring states, the JMM appears ready to broaden its reach and redefine its identity on the national stage. After the formation of JMM in 1972, Vinod Bihari Mahto was made the first president of JMM, holding the post till 1984. Later in 1984, when the political circumstances changed, Shibu Soren appointed Nirmal Mahto as the president of JMM. Later, Shibu Soren was given the responsibility and had been serving as the party president since 1987, playing a key role in shaping the direction of the party. Shibu Soren remained party president for about 38 long years. JMM, under Shibu Sorens leadership, intensified the movement for a separate state, giving voice to the aspirations of the people of Jharkhand. The partys symbol, bow and arrow, became a powerful emblem of identity, pride, and rights for the people of the region. From forests and hills to fields, villages, towns, and cities, the party expanded its reach. Starting in the 1980s, JMM also made its mark in electoral politics and gradually gained a foothold in the parliamentary system.
