NEW DELHI: In a relief to city residents, petrol pump operators in the national capital ended their strike on Thursday after receiving assurance from the Delhi government that the revised rates of pollution under control (PUC) checking will be revisited. In an official statement, the Delhi Petrol Dealers Association (DPDA) said the meeting with the transport department yielded positive results, culminating in an agreement between the Delhi government and the agitating petrol pump operators, following which the association decided to call off the strike. The DPDA held a meeting with Principal Secretary (Transport) where it was decided that DPDA will immediately call off the strike and resume PUC operations in the interest of the general public of Delhi. He also agreed to relook into the aspect of further revision of rates based on the actual costs involved in the process. The DPDA would submit a detailed justification in this regard. In larger public interest, DPDA has decided to call off the strike of PUC centres at their petrol pumps, the association announced. The PUC centres had been closed since July 15 due to a dispute over increased PUC certification rates. The DPDA, which initiated the temporary shutdown of pollution checking activities in protest of the inadequate hike in PUC certification rates, had argued that the revised charges did not reflect the rising operational costs of pollution checking. The DPDA maintained that the increased PUC checking rates proposed by the Delhi government was insufficient to cover the expenses associated with running the centres. Sources said the transport department will soon move a directive with a new set of revisions commensurate to the petrol pump operators demands. Meanwhile, the latest PUC certification rates will be implemented after a notification. The PUCC charges were revised on July 11 after a gap of 13 years with an increase ranging from Rs 20-40. Petrol pump operators argued that the revisions did not consider inflation and the actual cost of maintaining these centres, highlighting that the operational costs, including wages and the cost of PUC checking implements, have significantly increased over the years, rendering the current fee hike inadequate. Amid strike, over 1 lakh vehicles go untested While the services of over 600 PUC centres operated by petrol pump dealers resumed their activities, the impact of the 10-day strike was felt as more than one lakh vehicles in the national capital, that would have otherwise been checked for pollution fitness, went untested due to closure of centres. The figure translates to an 84 per cent drop in the number of vehicles that underwent pollution checking. It also resulted in a monetary loss of nearly Rs 1 crore. According to data collated from Centre-run e-VAHAN, between July 15 and 24 (the period when PUC centres were on strike), about 1,900 vehicles were tested on an average daily for PUC. The daily average for PUC checks stood at 12,602 vehicles between July 1 and 14.

Mangaluru: The Mangaluru Municipal Corporation has said street hawkers will be dealt with strictly again, following increasing complaints about them in areas like Kankanadi, Bejai, Attavar and Mannagudda, causing inconvenience to pedestrians. The action, called 'Operation Tiger' has been kicked in force in the past too, whenever street vendors' issues escalate in the city. It will resume on July 29. City Mayor Sudhir Shetty addressed questions from the media in a phone-in programme held at the Mangaluru Corporation on Wednesday. He said the street vendors operating with tents and permanent setups will be cleared. We have identified five selling zones in State Bank, Kavur, Mannagudda, and Suratkal for street vendors. Now we are advising them again to move to these areas, he added. The phone-in programme received several complaints regarding road conditions, drainage issues and other issues that have led to local opposition in the Mannagudda Mangala Stadium area.

NEW DELHI: Citing increase in the number of vehicles in the national capital, the Delhi government is exploring additional locations to establish new Pollution Under Control (PUC) checking centres. The transport department has requested the Delhi Metro Rail Corporation (DMRC) and Indraprastha Gas (IGL) to open new PUC checking centres at their sites. This decision came after the transport department found that many PUC checking centres at petrol pumps were non-operational. Transport Minister Kailash Gahlot said, Ensuring that vehicles comply with pollution norms is crucial for improving Delhis air quality. By increasing the number of PUC checking centres, we aim to make it more convenient for citizens to get their vehicles tested and certified. We appreciate the cooperation of DMRC and IGL in this endeavour. The Delhi Petrol Dealers Association has shut down Pollution under Control Certificate (PUCC) centres from July 15 as they are dissatisfied with the proposed hike in the rates of pollution certificates. They have said the hike is not commensurate with the operational costs of running the centres. In the letters to DMRC and IGL, the Transport Department said the number of vehicles in Delhi has seen a significant rise over the past few years. Currently, the city has over 900 PUC checking centres, including more than 700 located at petrol pumps. In 2017, the Supreme Court mandated all state transport departments across the country to establish PUC checking centres at every fuel station. Recently, the Transport Department discovered that some PUC checking centres were not complying with this order. Consequently, enforcement teams have been directed to take strict action against non-compliant PUC checking centres, including suspending their operations within the city.

AHMEDABAD: Eight people died while hundreds were left stranded due to heavy rainfalls in Gujarat on Wednesday. The deaths were reported from Dwarka, Banaskantha, Kutch, and Rajkot districts, informed Alok Pandey, Gujarat's Relief Commissioner. In the past 24 hours... unfortunately, 8 people have lost their lives due to lightning strikes and being swept away in lakes from the heavy rainfall. These fatalities have been reported in Dwarka, Banaskantha, Kutch, and Rajkot districts, he said. This has brought the death toll due to heavy rain in Gujarat to 61. The government is maintaining a close watch on the flood situation and has issued directives to ensure immediate assistance to the affected regions, Pandey said. Pandey informed that the authorities have successfully rescued 215 individuals and evacuated 826 people stranded due to the flood situation, primarily from districts like Navsari, Dwarka, and Bharuch. Pandey also informed that 17 state highways, 42 other roads, and 607 panchayat roads are currently closed due to high water flow, totalling 666 closed roads. We are working to reopen these routes as quickly as possible, Pandey said. Speaking about the amount of rainfall received, Pandey said, In the last 24 hours, Gujarat has received 38.18 mm of rain. Borsad taluka in Anand district recorded the highest amount, with 346 mm, followed by 205 mm in Tilawada in Narmada district, 189 mm in Vadodara, 181 mm in Bharuch, and 151 mm in Chhota Udaipur. In response to the heavy rains, the administration in the affected districts deployed personnel from the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and local fire departments to rescue people from flooded areas and relocate them to safety. According to officials, in the Belimora taluka of Navsari district, 30 citizens from the affected area were relocated to a safe place, while due to the Kim River overflowing and inundating village houses in Seemodra, located in the Mangarol taluka of Surat district, thirty-nine people and eight animals were rescued by the SDRF. According to data from the State Emergency Operation Centre (SEOC), Borsad taluka in Anand district received 314 mm of rainfall within just 4 hours starting at 8 am. As a result, around 400 people were relocated to safer areas after low-lying regions became flooded, officials reported. Anand Collector Praveen Chaudhary stated that an NDRF team was deployed, and the administration was actively working to rescue stranded individuals. In Surat, heavy rains that began on Tuesday caused flooding in the city and isolated several villages, leading to the relocation of approximately 200 people, officials said. Due to the heavy rains, the administrations in Bharuch and Navsari declared Wednesday as a holiday for educational institutions. Western Railway officials reported that 11 long-distance express trains were regulated due to rising water levels beneath a railway bridge in the Vadodara division. Additionally, four local passenger trains were cancelled. However, train movement on the downline was later restored.

AHMEDABAD: An elderly woman and her two granddaughters were killed after a dilapidated three-storey building collapsed in Jam Khambhalia town in Gujarat's Devbhumi Dwarka district amid heavy rainfall in the state's Saurashtra region, police said on Wednesday. The incident occurred on Tuesday evening in Gagwani Fali locality of the town and bodies of the three victims were brought out after a nearly six-hour-long rescue operation that continued till midnight. Five people were rescued, they said. In the 24 hours ending 6 am on Wednesday, Umarpada taluka in Surat district received 276 mm rainfall. Heavy rainfall also battered Navsari, Junagadh, Devbhumi Dwarka, Kutch, Dangs and Tapi districts, causing flooding in low-lying areas, they said. Administrations in the affected districts issued an advisory for people, asking them not to step out unless necessary and not to try crossing overflowing causeways. Navsari collector has ordered the educational institutes in the district to remain shut on Wednesday in view of heavy rainfall.

SURAT: A political slugfest has erupted between the BJP and Congress in Gujarat after the latter alleged that a man held in a drugs case in Surat was close to several top leaders of the ruling party, including Minister of State for Home Harsh Sanghavi and the party's state chief C R Paatil. In its response, the Bharatiya Janata Party (BJP) said the drug peddler's arrest shows that police under the party-led government have zero tolerance on the issue of drugs and action will be taken against culprits irrespective of their political affiliations. Based on a specific tip-off, the Surat police on Monday raided a hotel in the Salabatpura area of the city nabbed three persons and recovered from them 910 grams of mephedrone drug worth Rs 35.49 lakh, Surat police commissioner Anupam Singh Gehlot said. The arrested accused were identified as Chetan Shahu, a resident of Udaipur in Rajasthan, and two men from Surat - Anishkhan Pathan and Vikas Ahir. A preliminary probe revealed that Shahu, a drug supplier, came to Surat from Rajasthan to deliver the drugs to Pathan and Ahir, who sell the narcotic substance to drug addicts through their network of paan and ice-cream parlours in the city, Gehlot said. When asked about Ahir's political affiliation, Gehlot said Ahir is known to be a history-sheeter and such people try to associate themselves with a political party or influential people to hide their illegal activities. In a release, Surat police said Ahir already faces six different FIRs related to kidnapping, rioting and assault. After Ahir's arrest, several Congress leaders, including Surat's Aslam Cyclewala posted several photographs wherein Ahir can be seen with Sanghavi, Paatil and Uttar Pradesh Chief Minister Yogi Adityanath. He further claimed that Ahir has been working as Gujarat president of Yogi's Hindu Yuva Vahini for long. In a Facebook post, the Gujarat Congress alleged that Ahir was a member of the BJP and sought to know if he used to give commissions to senior BJP leaders sitting in 'Kamalam', the BJP's state headquarters in Gandhinagar. In a statement, Gujarat BJP's media coordinator Yagnesh Dave claimed that Ahir's arrest proves that the BJP government does not spare anyone. For the BJP government, a criminal is a criminal, irrespective of his political affiliation. We never tried to shield anyone and that's why nearly 3,500 persons involved in the drug trade were arrested during the last five years in Gujarat, he said. KOCHI: Muhammed Bin Farooq has always enjoyed his childhood, especially the school holidays he spent on paddy fields and by tranquil lakes. One of his favourite pastimes then was spending hours fishing for barb and dragon head fish (varal). After carrying these fish home in plastic bags, he used to carefully transfer the prized catch to glass bottles and aquariums. He loved watching the colourful beings swimming around. While all fish intrigued him, the ornamental varieties enchanted him as a child. At five, Muhammeds persistent pleas made his parents to gift him a pair of goldfish, sparking the beginning of a growing collection that flourished with time. From sourcing the locally available guppy fish and angel varieties, Muhammed now grows 43 species of ornamental fish, including Japanese Koi, dantum angelfish, tetra, geophagus, uaru, polar parrot, and peacock bass. What started as a hobby has now become a thriving business, says Muhammed. The 28-year-old is on cloud nine, after bagging the recognition as best ornamental fish breeder from ICAR Central Inland Fisheries Institute and the Kerala government. The passion happened to stick with me. And it became more like a craze. My sole aim was to increase the number of fish in my collection. I was ready to spend enough time for it. The interest actually blossomed organically and I decided to pursue it and nurture it, he explains. As his attachment and curiosity grew, he decided to study them more scientifically. So, my graduation and post-graduation revolved around fisheries. Currently Im also doing research on Etroplus Suratensis (karimeen), focusing on its quality of having a vast population, genetic characteristics and more, says Muhammed, who hails from Ochira in Kollam district. While his degrees have provided him with knowledge of a variety of breeds, Muhammed claims his deeper understanding of ornamental fish came through hands-on experience and relentless experimentation. Adjacent to his house he has set up a 7,500sq ft hatchery, a 12,000sq ft farm, an aquatic gallery and a genetic lab. Since the business is wholesale, the focus is to breed fish in a massive quantity. The species I breed are prolific egg layers. For instance, from one kilogram of koi variety, we can harvest up to 1 lakh eggs. After they are laid, the eggs are artificially incubated until they hatch, explains Muhammed. However, varieties such as Uaru lay eggs in limited quantities, say 200 eggs, and theres only a 50 per cent hatching rate. Their offspring cant be incubated separately as they are parent-dependent and feed on the mucus of parents in the initial stage. If kept separately, they only have a 30 to 40 per cent survival rate, he explains. The genetic lab researches and brings solutions to fish mutations, viral diseases, bacterial issues, and water quality, sometimes serving as solutions to those who focus on fish farming. In the genetic lab, Muhammed also provides hands-on training to students. Aquaculture as a domain has wide possibilities. Unfortunately in India, the field does not have enough prominence, especially among youngsters. It could be due to a lack of awareness. So, I try to provide training for students to have a better understanding of the same, says Muhammed. Muhammed also points out that though it is a viable business option, it would not be for everyone. It is a time and passion-oriented activity. If your motivation is solely financial, it wont sustain because youre working with living organisms. In our present ecosystem, if more youngsters come forward, effective research and opportunities for expanding ranching efforts, especially in addressing issues such as declining fish populations in water bodies could be possible, he says. Well, he adds, its not just about their beauty, but understanding that they are living beings who are much needed in our nature.

AHMEDABAD: Heavy rainfall on Monday has disrupted daily life in South Gujarat's Surat and Saurashtra regions. In the past 24 hours, these areas have experienced heavy to very heavy rainfall, particularly in Saurashtra and Kutch. The Meteorological Department forecasts continued heavy to very heavy rainfall in these regions over the next 24 hours, prompting a red alert from the authorities. As a result of the downpour, districts like Porbandar, Junagadh, and Devbhumi Dwarka are grappling with waterlogging, leading to traffic congestion and closures of roads, causeways, and underpasses. There has been significant rainfall in Saurashtra and South Gujarat. A cloudburst-like situation occurred in Lath village of Upleta City in Rajkot District, where around 11 inches of rain fell in just 2 hours, causing rivers to flood village markets. Additionally, a similar water-bombing scenario has developed in Shergarh of Keshod in Junagadh District. Jinjari village of Manavdar has been submerged, and in Gir Garhda, the heavy rain has caused rivers and canals to overflow. Kalyanpur in Dwarka District received 11 inches of rain within four hours. In South Gujarat, Navsari and Valsad have experienced torrential downpours. Rainfall has been reported in 126 talukas across the state today, from 6 a.m. to 2 a.m. On Monday, heavy rain has once again hit the pilgrimage city of Dwarka. Villages such as Lamba, Bhogat, and Asota in Kalyanpur taluka experienced intense rainfall, causing many farms to be washed away. In response to the heavy rains, the district administration took steps to relocate residents to safer areas. The NDRF team stationed in Kalyanpur taluka conducted rescue and relief operations. In addition to Surat, rural areas have also experienced rainfall. The heavy downpour has led to waterlogging on the Kadodara-Surat main road, with approximately two feet of water covering the road. This has caused a traffic jam, leading to difficulties for drivers. Over the past 24 hours, it rained in 150 talukas across the state. The highest rainfall was recorded in Umargam with 8 inches, followed by Kamrej and Palsana with 6.5 inches each, Surat city with six inches, Neezar with 6.5 inches, and Mahuva and Navsari in Surat with five inches each. CHENNAI: The audiences gaze followed as he moved his hand upwards while singing in a high pitch. Accordingly, their eyes trailed down as he changed to a low pitch. Their feet tapped to the ragas he touched upon, enjoying the music. They clapped as he went on from one rendition to another. Thodur Madubasi Krishna, aka TM Krishna, had the rasikas captivated for around 150 minutes with his singing. On Saturday, some 500m away from the traffic snarls of the city, in the MS Subbulakshmi Auditorium, Asian College of Journalism (ACJ), Krishna performed for a gathering of 300. This auditorium, designed by Ramani Ramakrishnan, an acoustic expert, is to promote performances without microphones or electronic amplifications to rediscover the pure quality of vocals. Ramakrishna Murthy, Aruna Sairam, and other singers have performed at the venue previously. Sashi Kumar, chairman of ACJ, said, Chennai is one of the biggest concert venues in the world. We noticed that microphones were used indiscriminately, sometimes when used rationally it is good. So, when we were building this place, we thought of one which is acoustically designed to handle mikeless and non-electronic amplified sound. Just like our downtime with our devices, I think it is important for all of us to step back in terms of processing our lives in technology. This concert is similar to how we keep quiet or read a book at times, not doing anything, and taking microphones and intermediaries out is important, shared Krishna. He rendered seven songs in Tamil, Hindi, Telugu, Sanskrit and Marathi languages. Mike changes the texture of the voice, he added. Krishna ended the concert on a high note where he sang Subh Sukh Chain, the Hindustani and translated version of our national anthem. We sing the first verse of Jana Gana Mana in an abridged version. As it was originally composed in Bengali, a Hindustani version was translated by Mumtaz Hussain and Abid Hasan. Kerala govts NAWO-DHAN project to give boost to food production, revenue

KOCHI: The state government has accorded principle sanction to New Agriculture Wealth opportunities-Driving Horticulture and Agribusiness Networking (NAWO-DHAN), a project aimed at leveraging unutilised or underutilised land resources in Kerala for commercial farming practices. As per a government order undersigned by special secretary (agriculture) Prasanth N, the farming practices include horticulture, hydroponics, protected cultivation, precision farming, hi-tech intercropping, mushroom cultivation apiculture, crop husbandry and allied sectors. The order said NAWO-DHAN will function as a facilitator, connecting landholders and farmer producer organisations, krishikoottams, Kudumbashree units, self-help groups, startups and youth groups. Expression of Interest (EOI) has been invited from the mentioned parties. In the initial stage, unutilised cultivable land owned by government departments and public sector undertakings will be selected to implement the project, said the order. It said Kerala Agro Business Company (M/S KABCO) has been assigned as the special purpose vehicle (SPV) to implement the project under the supervision of the Department of Agriculture Development and Farmers Welfare. The resource allocation method will be similar to the one adopted in IT parks. As per the government order, the land with basic infrastructure will be apportioned as multiples of blocks of 10 acres each and will be made available to farmers for commercial cultivation of high-value crops. Farmer groups, landholders, and consumers stand to benefit from the project with commensurate revenue returns, said the order, adding that farmer groups will cultivate through service-level agreements treating farming as a service. Petrol pump owners seek to meet Delhi transport minister over PUCC rates

Petrol pump owners on Thursday wrote to Delhi Transport Minister Kailash Gahlot, seeking a meeting with him to revise PUCC rates for Pollution Under Control (PUC) certificates in the national capital. The letter comes days after the Delhi Petrol Dealers' Association (DPDA) shut down nearly 600 PUC centres functioning at petrol pumps, saying the hike was not commensurate with operational costs. On July 11, the Delhi government increased the PUC certificate charges for petrol, CNG and diesel vehicles after a gap of about 13 years. The hike ranges between Rs 20 and Rs 40. Sir, most of the PUC centres have operated the last few years in losses to avoid any inconvenience to the general public. However, due to this extreme unviability, many PUC centres have been forced to surrender their licenses in the last few months. The Managing Committee of the DPDA had thus resolved to close PUC centres across Delhi from July 15 in light of the arbitrary and grossly insufficient hike, it said.

Delhi court sentences man to life in prison for raping five-year-old

NEW DELHI: A court has sentenced a man to life imprisonment for raping a five-year-old girl, saying the child was treated with animal-like passion by the convict. Expressing distress at the increasing rate of crimes against children, the court said the penalty should be commensurate with the gravity of the heinous act so that it serves as an effective deterrence. Additional Sessions Judge Susheel Bala Dagar of Rohini district court was hearing the case against the man, earlier convicted under Section 6 (aggravated penetrative sexual assault) of the Protection of Children from Sexual Offences (POCSO) Act. The 28-year-old man was also convicted of the penal offences of kidnapping, causing grievous hurt and rape. Additional Public Prosecutor Yogita Kaushik said the abominable and reprehensible acts of the convict do not deserve sympathy. She said that while kidnapping the child, the man bit her cheeks and smacked her face with such force that her teeth broke. In an order passed on July 11, the judge said, Her dignity and purity of physical frame was shattered. The saying that the child is a gift to society seems to be absurd due to a person like the convict and the victim for no fault of hers had to bear such torment, the judge added. The court said the sexual offence had deeply impacted the childs life and so the sentence should be commensurate with the gravity of the heinous act so as it served as an effective deterrence to the like-minded persons. Taking into consideration the aggravating and mitigating circumstances, including the gravity of the offence, the age of the child and the convict, the family condition of the convict and the child victim, and social and economic factors governing them, the convict is sentenced for life imprisonment for the offence punishable under section 6 of the POCSO Act, it said. The court also sentenced him to seven years of rigorous imprisonment for the offences of kidnapping and causing grievous hurt. It also awarded her a compensation of Rs 10.5 lakh.

NEW DELHI: The Supreme Court on Tuesday sought responses from Tamil Nadu, Madhya Pradesh, Maharashtra and Andhra Pradesh within six weeks on a plea seeking investigation into illegal sand mining cases and the termination of leases of entities involved in it. A bench of Justices Sanjiv Khanna and Sanjay Kumar said a fine of Rs 20,000 will be imposed if the states do not file counter affidavits on time. Though Rs 20,000 fine is not commensurate with the value of illegal sand mining, it will force the states to file the affidavits, Justice Khanna said. Advocate Prashant Bhushan, appearing for petitioner M. Alagarsamy, submitted the petition dates back to 2018 and the four states had not filed affidavits on the status of illegal sand mining despite notices being issued to them. Bhushan said massive illegal sand mining is going on. This is damaging the environment and till now only the Punjab government has filed response. He said the petitioner has filed a short note on the matter about Tamil Nadu and the state should reply to the averments. After taking note of the submission, the bench asked Tamil Nadu to reply to the assertions made. On January 24, 2019, the top court had issued notices and directed the Centre, CBI and five states to respond to the plea. The petition, which highlighted illegal sand mining in rivers and beaches across the country, has alleged that there has been environmental havoc and authorities have allowed entities to operate without the mandatory environmental plan.

The victim was also sent to a care home. According to Borabanda police, the two 16-year-olds allegedly made the victim watch pornographic content and allegedly made him perform sexual acts on them. This went on for a few days, where the 16-year-olds would take the victim to their homes and sexually attack him after giving him `30. All the minors are currently being counselled, the police said. A case was registered under relevant sections of the Pocso Act.

GHMC Seeks Central Support for Musi Development

Hyderabad: GHMC commissioner Amrapali Kata, along with senior officials, met the members of the Union ministry of housing and urban affairs (MoHUA) on Monday to pitch in for funds for Musi development in addition to scaling up the city's infrastructure. The Greater Hyderabad Municipal Corporation (GHMC) chief attended a meeting related to assessment parameters of urban local bodies (ULBs) organised by the MoHUA, along with officials working on Musi River Front Development Corporation (MRDCL). Kata was accompanied by Sneha Shabarish, GHMC additional commissioner for revenue wing and Gouthami Poojari, joint managing director, MRDCL. The GHMC and MRDCL are planning to raise funds through bonds for the city's development. MoHUA is deliberating to ensure that ULBS can access finances through different financing instruments. The task is in the initial stage and credit lending agencies who are a part of this project will lend the ULBs. Fifty-three parameters have been shortlisted to assess the creditworthiness of ULBs. The GHMC had earlier raised municipal bonds worth Rs.495 crore in three trenches and was able to mobilise five rupee term loans (RTLs) of Rs.5,895 crore to fund major infrastructure projects. However, the corporation raised it independently without the support of the state government or Centre. Since then, the GHMC has been credit-rated by two external rating agencies every year as required by the SEBI or the lenders. India Rating and Care Ratings, are credit rating, the GHMCs borrowings and both of them gave the corporation AA. Officials from the ULBs of Visakhapatnam, Pune, Chennai, Surat and Indore also participated in the MoHUA programme.

Telangana Varsity Body Meets CM for Resolving Pending Issues

Hyderabad: The executive committee of Telangana All University Teachers' Association (TAUTA), led by its president Professor G. Mallesham, met Chief Minister A. Revanth Reddy and principal secretary, of education, Burra Venkatesam, and raised critical issues faced by the state universities and also proposed solutions to such issues. Members of the TAUTA delegation also urged the government to enhance the retirement age to 65 years that too in commensurate with the UGC guidelines. Besides, they called for the settlement of outstanding dues under the RSP-2016 (UGC) guidelines. The association also emphasised the urgent need for faculty recruitment across all universities and requested the extension of health card benefits to all university employees. In addition to these, TAUTA also brought to the notice other issues such as pending CAS promotions in Telangana universities, regularisation of UGC/AICTE guidelines, and the need for CPS/OPS compliance at Osmania University. After the meeting, the association members said the chief ministers response was positive and the CM acknowledged the importance of resolving these issues on a priority basis.
