CHENNAI: Stating that corruption has been rampant in every organ of the government, the Madras High Court said it is helpless in curbing the menace. The remarks were made by a division bench of justices R Subramanian and G Arul Murugan recently while dealing with an appeal filed by G Gowdham of Cuddalore district in connection with a government job under the compassionate grounds scheme. We have to acknowledge that corruption is rampant in every organ of the government today. We should also acknowledge our helplessness in curbing the menace of corruption, the bench said, referring to the National Highways department authorities directing the appellants mother to get three certificates afresh from the local authorities. The petitioner is the son of Ganesan, who was employed as record clerk with the National Highways department, died while on duty on October 1, 2016. The petitioners mother Amutha applied for a government job on compassionate grounds in 2018. However, in 2020, the authorities asked her to submit fresh certificates on income, the manner in which the monetary benefits obtained due to the death of her husband, a genuineness certificate on educational qualifications and a copy of the family card duly attested by the taluk supply officer. After becoming a major, he submitted an application on November 19, 2022 and it was also rejected on the ground that the application was filed three years after death of his father and he should have attained 18 years at the time of applying for job on compassionate grounds. He sent applications again in 2023 but they were also rejected. Challenging this rejection, he filed a writ petition. The single judge, in an order on September 25, 2024, accepted the contentions of the authorities, yet, he ordered them to consider the application of the appellants mother as she was eligible. While upholding the single judges order, the bench directed the authorities to offer the job to Amutha in commensuration with her qualification within four weeks.

AHMEDABAD: A horrifying case of suspected mass poisoning rocked Surats diamond industry on Wednesday after a pouch of Cellophanea toxic pesticide typically used to preserve grains was discovered in the drinking water at a factory in the Kapodra area. As many as 118 workers fell ill, and six are battling for their lives in intensive care, prompting a full-scale criminal investigation. The incident occurred at a diamond polishing unit near Kapodra Char Rasta, where the day began routinely. By 8.30 am, over 120 employees had reported for duty. However, after an hour, panic ensued as workers began collapsing one after another, complaining of dizziness, breathlessness, and nausea. The situation spiraled into chaos when Nikunj, a young supervisor under senior staff member Kantibhai, raised an alarm about a foul odor emanating from the drinking water cooler. Responding swiftly, the factorys main manager ordered an inspectionleading to a chilling discovery. A torn pouch of Selfoss, a toxic pesticide commonly used for grain preservation, was found floating inside the water filter. Its plastic casing had ruptured, releasing chemical tablets into the drinking supply. Emergency medical teams were rushed to the scene as ambulances transported the affected workers to local hospitals. Doctors at Surat Civil Hospital confirmed symptoms of acute pesticide poisoning, with several patients suffering from vomiting, respiratory distress, and severe dehydration. Of the 118 poisoned workers, 104 were shifted to Kiran Hospitalwhere Six workers remain in critical condition under round-the-clock care in the ICU. Dr Mehul Panchal of the hospital said, The jewelers drank water from a bottle containing a poisonous drug called Selfoss, which causes immediate heart failure. Although they appear to be in good health now, Selfoss has long-term effects, which is why they are under 24-hour medical supervision. This is a grave and inhuman act, said Rakesh Desai, local MLA, after visiting the hospital. The government will ensure that the culprits are brought to justice swiftly. The safety of workers cannot be compromised, he said. Authorities have sealed off the premises and launched a criminal investigation. Police officials have confirmed that the incident is being treated as a deliberate and premeditated act. CCTV footage is being reviewed, and all employees with access to the filtration system are under scrutiny. Forensic teams have collected water samples and remnants of the pouch for laboratory analysis. DCP Alok Kumar of Surat city said, Four to five Diamond worker who appeared suspicious have been questioned by the Kapodra police. Further investigation is underway with multiple teams formed. We are also verifying the list of Diamond worker from the diamond factory, and inquiries are being conducted into the roles of dealers and sub-dealers as well. Three dedicated teams are handling this. So far, around 50 statements have been recorded. The factory has come under fire from labor unions and workers' rights organizations, which are now demanding stricter safety protocols, regular water testing, and improved surveillance of shared amenities in industrial units. As investigators explore all possible motivesincluding internal disputes and rivalriesthe city remains in shock over what could have been a far more deadly tragedy. AICC Gujarat meet to focus on bolstering party organisation
NEW DELHI: As the Congress gears up for Tuesdays All India Congress Committee (AICC) session in Ahmedabad, it will focus on strengthening the party organisationally and reviving its past glory. Tracing the partys long-standing connection with Gujarat, AICC general secretary Jairam Ramesh on Sunday said that the session on April 8-9 will be the partys sixth in the state and the second post-independence. The session will be themed Nyaypath: Sankalp, Samarpan and Sangharsh, and more than 1,700 elected and co-opted AICC members will attend the main conclave on April 9. On April 8, the extended Congress Working Committee will meet at the Sardar Vallabhbhai Patel Memorial. This year marks the 100th anniversary of Mahatma Gandhis party presidency and the 150th birth anniversary of Patel, both iconic figures born in Gujarat. It will also be the Congresss third session in Ahmedabad since its formation in 1885. In a post on X, Ramesh shared the official records of the past sessions held in Gujarat, which shed light on the historic presidential addresses at the sessions from Surendranath Banerjee in 1902, who talked about autocratic power being devoid of the elements of permanence, to Subhas Chandra Bose in 1938, who dismissed as entirely erroneous the argument that the Congress should wither away after independence. The Congress first met in Gujarat at Ahmedabad from December 23 to 26, 1902, under Banerjees presidency. Gujarats Jain monk Shantisagar gets 10 years for raping devotee under guise of Tantric rituals
AHMEDABAD: A sessions court in Surat on Friday convicted Jain monk Shantisagar in a rape case from eight years ago. The Additional Sessions Judges Court sentenced the monk, who has remained in jail since October 2017, to an 10 years in prison on Saturday. Only two and a half years remain till the completion of his sentence. Shantisagar was found guilty of raping a 19-year-old Vadodara devotee under the pretext of performing Tantric rituals at a Jain shrine in Timliyawad, Surat, in 2017; he was 49-years-old then. In addition to the survivor's testimony, medical reports and statements from 32 witnesses further strengthened the prosecution. According to the complaint, the 19-year-old survivor, originally from Madhya Pradesh and residing in Vadodara, visited the Jain Digambar temple in Timliyawad with her parents on October 1, 2017. The family had willingly traveled to Surat for the 'ceremony' after watching the monk's sermon. Upon reaching the temple, Shantisagar claimed that the ceremony was to be conducted overnight and made the family stay there. According to the survivor's police statement, Shaktisagar allegedly began the assault by trapping the family in a false ritual where they were made to sit in a sandalwood-drawn circle and chant mantras, forbidden from moving without the monk's permission. Shaktisagar repeatedly demanded the girl to send him intimate pictures to 'prepare.' Consider me your friend. Nude photos are necessary for the ceremony, he had said. Later, he arranged a hammock for the parents and a separate room for the brother. He lured the girl into separate room and threatened her to comply; Have you seen your parents happy? Then do as I say, or they will die, he said. The girl, a college student at that time, lost consciousness due to severe pain in her stomach and genitals after being raped. The survivor's decision to speak has brought to light the Shantisagar's sinister abuse of his apparent spiritual authority.

MBA student arrested for forging BJP MLAs signature to alter Aadhaar, PAN records
AHMEDABAD: A major forgery racket was exposed in Surat, where an Odisha-based MBA student used fake signatures and stamps of BJP MLA Kumar Kanani from the Varachha constituency. The scam ran for three and a half months before Kapodara police cracked down, arresting a 26-year-old suspect. Authorities are now searching for the mastermind behind the forged documents. Kapodara police busted the fraud operation after discovering that a man had forged MLA signatures and official seals to manipulate Aadhaar and PAN card details, uploading the falsified data onto government portals. Acting on a tip-off, they raided a spot near Saurashtra Circle and arrested Deepak Patnaik. Patnaik not only faked MLA signatures and seals but also used them to alter official records, charging customers for fraudulent modifications. He treated counterfeit seals as legitimate, embedding them into government forms before uploading them online. During the raid, police seized a cache of forged materials, including signature seals of Varachha MLA Kumar Kanani, Aadhaar cards, a printer, a computer, filled Aadhaar application forms, and blank formsall linked to Patnaiks illicit operation. A police probe revealed that Deepak Patnaik procured fake stamps in the name of Varachha MLA Kumar Kanani from an unidentified source in Sambalpur, Odisha. He set up a rented office near the Shanidev temple, opposite Ksham Society in Surats Kapodara, turning it into a hub for forging official records. For three and a half months, he manipulated Aadhaar and PAN card details, charging Rs 200 per form. When customers lacked proof of residence, he bypassed verification by uploading falsified forms directly to government portals using his office computer. Surat DCP Alok Kumar stated that a police team cracked the operation within five hours. Patnaik, an MBA student at Indira Gandhi University, was caught with over 20 filled forms bearing fake signatures and stamps, along with 25 blank ones. The discovery of an Aadhaar photocopy belonging to MLA Kumar Kanani intensified the investigation. Reacting to the fraud, MLA Kanani emphasised the gravity of counterfeiting government representatives' documents. He warned, Fake signature stamps hold dangerous potential. He also praised the swift police action.

AHMEDABAD: Gujarat's public health system is facing a severe crisis, as the 2024 Comptroller and Auditor General (CAG) report on Public Health Infrastructure reveals significant deficiencies in health services. The report flagged doctor vacancies, missing specialists, vacant nursing faculty posts, hospitals lacking resources, services being patchu and most projects remained incomplete. The CAG Report noted, The State lacks a human resource policy for public health institutions, fueling an alarming shortage of doctors, nurses, and paramedics. Despite hiring 9,983 healthcare workers between 2016-22, vacancies stood at 23%, 6%, and 23% respectively as of March 2022. In 22 districts, over a quarter of doctor posts remained unfilled, while 19 districts faced a similar crisis for paramedics. According to the CAG Report, Gujarat's public health system is grappling with severe shortages of specialist doctors. Vacancy rates are alarmingly high, reaching 28% in Maternal and Child Health Centers (MCHs), 36% in District Hospitals (DHs), and a staggering 51% in Sub-District Hospitals (SDHs). In DHs alone, 18% of doctor positions, 7% of nursing posts, and 46% of paramedic slots remain vacant. The National Health Mission scheme also faces significant challenges, with 18% of its 8,208 sanctioned posts lying vacant. Nursing Colleges and Schools are suffering from a 76% shortage of teaching staff, far below the norms set by the Indian Nursing Council. This lack of personnel is taking a toll on crucial patient services. Four out of five test-checked MCHs lacked five to twelve registration counters, and four of 19 DHs operated with just a single registration desk. Only 10 of 19 DHs provided all essential OPD services, while inpatient care and emergency services were only partially available in 13 out of 19 DHs. Operation theatres were missing for pediatric cases in three MCHs, and one DH had two fewer OTs than required. Blood Banks were absent in three DHs, while pathology and ambulance services were only partially available in all 19 DHs. Mortuary services were non-existent in four DHs, and dietary services were unavailable in one. Lab testing delays compounded the crisis. The Food and Drugs Laboratory (FDL) in Vadodara lagged in quality checks, with pending reports ranging from 5% (Bhuj Warehouse) to 55% (Surat Warehouse) between 2019-22. Healthcare centers also remain unevenly distributed. Fourteen districts lacked between one and three Community Health Centers (CHCs), while nine districts were short of two to nine Primary Health Centers (PHCs), all falling short of Indian Public Health Standards (IPHS) norms. Infrastructure projects have seen dismal execution; of the 5,332 sanctioned works from 2016-22, only 24% were completed, while 70% were either abandoned or never started. Sixteen DHs operated with fewer beds than IPHS norms, further straining the public health institutions. This crisis is exacerbated by deeper financial neglect. The States health budget for 2021-22 stood at just 5.42% of total expenditurewell below the National Health Policy 2017s 8% target. Capital spending on health was a mere 14.17% over six years. Bio-medical waste management also added to the failures. The implementation of the Bio-Medical Waste Management Rules 2016 was ineffective, raising serious concerns over environmental and patient safety. Without a comprehensive health policy, the States public health system remains overburdened, underfunded, and critically short of personnel and infrastructure.

AHMEDABAD: The Gujarat government informed the Assembly on February 25, 2025, that 54 government primary schools across 33 districts had been shut down in the past two years due to plummeting student enrollment. The disclosure, made by Primary, Secondary, and Adult Education Minister, came in response to a question by Congress MLA Kirit Patel (Patan), exposing a deepening education crisis in the state. Schools Vanishing Across Districts Devbhoomi Dwarka led the shutdowns with nine closures, followed by Aravalli (7), Amreli (6), and Porbandar (6)each grappling with a sharp decline in student numbers. Junagadh recorded four closures, while Chhota Udepur, Kutch, and Rajkot saw three schools shut down each, signaling the widespread impact. Kheda, Jamnagar, and Navsari followed with two closures per district, further tightening the noose on struggling institutions. The crisis didnt spare Bhavnagar, Dang, Gir Somnath, Mahesana, Panchmahal, Surat, and Surendranagar, each losing one primary school, underscoring a grim picture of shrinking educational access. Single-Classroom Schools and Crumbling Infrastructure Beyond school closures, infrastructure woes continue to haunt Gujarats education system. In February 2024, the government admitted in the Assembly that 341 primary schools were operating with just one room, responding to a query from Congress MLA Shailesh Parmar. Justifying the appalling conditions, officials blamed low student and teacher numbers, arguing that fewer classrooms were necessary. However, the situation is exacerbated by the demolition of dilapidated rooms, with authorities citing a lack of available land as the reason new classrooms cannot be built, leaving students crammed into single-room facilities with no solution in sight. 1,606 Schools Run with Just One Teacher In another shocking disclosure on February 12, 2024, the Gujarat government admitted in the Assembly that 1,606 of the state's 32,000 government primary schools were running with only one teacher handling all students from Classes 1 to 8. The staggering figure highlights a severe staffing crisis in Gujarats education system, where thousands of students struggle for basic instruction in understaffed schools. Playgrounds Vanishing, Holistic Development at Risk The infrastructure crisis doesnt stop at classrooms. The government further revealed that 5,012 government primary schools across Gujarat lack a playground, depriving students of crucial recreational space. The situation in secondary and higher secondary schools is equally alarming, with 78 government, 315 grant-in-aid, and 255 private institutions operating without playgrounds, despite Gujarat housing around 12,700 such schools. Even private institutions are not spared, as 37 grant-in-aid and 509 private primary schools also lack on-campus playgrounds, highlighting a systemic neglect of student development. With shrinking school infrastructure, collapsing student enrollment, and teacher shortages, Gujarats education sector is facing one of its most severe crises in recent history.

The exercise, named Exercise Prachand Prahaar, was carried out 'deep in the high-altitude terrain of Arunachal Pradesh' from 25 to 27 March 2025 and brought together the Indian Army, Indian Air Force, and other elements of the Indian Armed Forces in a synergised combat drill designed to simulate future warfare, said the Army on Thursday. Carried out under the aegis of the Eastern Command, the exercise showcased the seamless integration of advanced surveillance, strike capabilities, and multi-domain operational planning. Cutting-edge platforms such as long-range maritime reconnaissance aircraft, armed helicopters, UAVs, loitering munitions, and space-based assets were employed to achieve total situational awareness and rapid target engagement, the Army added. Once simulated targets were identified, they were swiftly neutralised through coordinated strikes using fighter aircraft, long-range rocket systems, medium artillery, swarm drones, kamikaze drones, and armed helicoptersall executed in an electronically contested environment that simulated modern battlefield conditions. Elaborating about the current exercise, the Army said integrated tri-service drill builds on the momentum of Exercise Poorvi Prahar held in November 2024, which focused primarily on the integrated application of aviation assets. The exercise, highlighted by the Army, stands as a testament to the Indian Armed Forces growing emphasis on jointness, technological superiority, and readiness to tackle multi-domain threats. Exercise Prachand Prahaar has now taken that concept further by validating a fully integrated approach to surveillance, command and control, and precision firepower across the three services. Lieutenant General Ram Chander Tiwari, General Officer Commanding-in-Chief, Eastern Command, and Air Marshal Surat Singh, Air Officer Commanding-in-Chief, Eastern Air Command, reviewed the exercise and commended the troops for their operational excellence and high degree of professionalism. The important Eastern Command of Army, apart from the Counter Insurgency in the area, also handles the 1346 kilometers long Line of Actual Control including Sikkim and Arunachal Pradesh. This command has three corps 33 Corps (Sikkim), 4 Corps (Kameng Sector) and 3 Corps (Rest of Arunachal Pradesh) to handle the LAC. The IAF has its Shillong, Meghalaya-based Eastern Command looking after the Eastern Sector. The Chinese thrust during the 1962 war was towards Arunachal Pradesh. While the entire 1,126 km long LAC along the state is sensitive, it has, as per the sources, six disputed areas: Asapila, Longzu, Bisa and Majha in Upper Subansiri District and Tulung-la and Yangtse in Tawang District. Also, there are four sensitive areas: Fishtail 1 and Fishtail 2 and Thag la and Dichu. The state also houses one of the most revered places: Tawang Monastery. Arunachal Pradesh, where the exercise took place, is generally divided into Kameng area on the west and Rest of Arunachal Pradesh. Till 2010, there was only one Army division for the entire RALP, but now a major deployment of the 3 Corps is responsible for the LAC. The Ministry of Home Affairs data fixes the length of the Line of Actual Control as 3,488 km long. It is an undemarcated border between India and China where both countries exercise actual control on the ground and have differing perceptions. MUMBAI: Mumbai police on Monday summoned stand-up comedian Kunal Kamra for questioning in a case registered against him over his satirical lyrics targeting Maharashtra Deputy Chief Minister Eknath Shinde in a recent show in Mumbai. Kamra was asked to appear before the Khar police by 11 am on Tuesday, with the summons also sent to him via WhatsApp. However, Kamra, who currently resides in Pondicherry, declined to join the questioning immediately, citing threats to his life from Shiv Sena workers. He has reportedly requested a week's time to appear before the police. The comedian has been booked under various sections of the Bharatiya Nyaya Sanhita (BNS), including 353(1)(b) and 353(2) (statements conducing to public mischief) and 356(2) (defamation). Punjab gangster-cum-drug lord Jaggu Bhagwanpuria shifted to Silchar jail in Assam
CHANDIGARH: Gangster-cum-drug lord Jagdeep Singh alias Jaggu Bhagwanpuria, an accused in Punjab singer Sidhu Moosewalas murder case has been shifted to Silchar jail in Assam from Central Jail at Bathinda. He has been detained by the Narcotics Control Bureau (NCB ) under the Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act. He is the first gangster from the State who has been detained under this act. Sources said that on March 22, a joint team of the NCB and Punjab police escorted Bhagwanpuria from Bathinda to Chandigarh under heavy security cover. He was flown to Assam via Delhi and Kolkata. He was lodged in the central jail on March 23 at Silchar. A four-member NCB team over saw the transfer of this gangster. This transfer of Singh took place following a directive dated March 21, from the Joint Secretary (PIT-NDPS). Thus, the NCB carried out his immediate transfer from high-security Bathinda to Central Jail at Silchar in Assam. As per his dossier, some 128 cases are against him, including 12 under the NDPS Act. Intelligence reports indicate his involvement with Pakistan-based suppliers and international networks in Canada and the US, underscoring the transnational nature of his activities. Sources said the PIT-NDPS case was registered in Bhagwanpuria after a detailed investigation in which it was established with evidence how he was allegedly running his operations and orchestrating drug trafficking, extortion besides violent activities from behind bars. He was also using smuggled mobiles as he was issuing instructions and talking via encrypted communication to coordinate supply chains through an extensive network of operatives. Statements from some of his co-accused have further corroborated the evidence. Singh who hails from Bhagwanpur village under the jurisdiction of Kot Surat police station in Gurdaspur district is a notorious gangster and smuggler involved in cross-border narcotics smuggling. As in many cases, he is also involved with illegal weapons (pistols and revolvers.) This is the fourth detention from Punjab under the stringent Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act which allows drug traffickers to be jailed for up to one year without bail. Last year in August, the NCB detained three other alleged drug lords from the state and shifted them to Dibrugarh Central Jail in Assam. The three individuals detained are Jaspal Singh alias Goldy, Akshay Chhabra and Balwinder Singh alias Billa Havellian. Sources said that these drug smugglers are running drug syndicates from inside jails in Punjab. This move seeks to break his powerful grip on criminal networks flourishing in the state and nearby regions.

These visits mark a significant step towards furthering the relationship between the RNZN and the Indian Navy. The New Zealand Navy currently commands the CTF 150, one of five task forces operated by Combined Maritime Forces. It conducts maritime security operations outside the Arabian Gulf to ensure that legitimate commercial shipping can transit the region free from non-state threats. Gujarat launches demolition drive against illegal properties linked to criminal elements
AHMEDABAD: Despite Supreme Court guidelines requiring local administrations to issue notices before demolishing encroachments , Gujarat authorities have intensified their crackdown on illegal properties linked to criminal elements. Following a surge in public violence, vandalism, and intimidationseveral incidents of which have been captured on video, the state government has launched a major drive targeting offenders involved in bootlegging, gambling, and other crimes. Police have compiled a statewide list of 7,612 offenders, including 3,264 bootleggers, 516 gamblers, and 2,149 individuals accused of harassing women in public. Authorities have begun inspecting properties linked to these individuals to identify unauthorised constructions. Today, bulldozer operations were carried out in Ahmedabad and other districts as part of this campaign. The state police chief has called an urgent meeting, where major decisions regarding the drive are expected. In Ahmedabads Dariyapur area, officials demolished an illegally constructed shed on the third floor of the Manpasand Gymkhana Club. The municipal corporation had issued a notice earlier, but the lack of police protection had delayed action. With adequate security, the structure was removed on Thursday. In Vadodara, police identified 825 offenders, including 377 bootleggers, 211 property offenders, 153 accused of violent crimes, 64 gamblers, and 19 other criminals. Officials demolished four huts belonging to bootlegger Dharmendra alias Shambhu near Tarsali Bypass and sealed two houses owned by bootlegger Vipul Panchal in Ghagharetiya village. Surat police have prepared a list of 1,400 offenders, with 350 classified as hardcore criminals. In Rajkot, a list of 756 accused has been submitted to the municipal corporations town planning branch for illegal construction verification. The bulldozer campaign against criminal elements is expected to continue across Gujarat in the coming days as authorities push to curb lawlessness.
Study reveals India unprepared for growing heatwave threat; warns of rising deaths
NEW DELHI: A new report indicates India is poorly prepared to handle the increasing number of extreme heatwaves in the future. It claims the country primarily focuses on immediate responses to heatwaves while long-term strategies remain scarce. It warns that India may witness more deaths due to more frequent, intense, and prolonged heatwaves in the coming years. The report is produced by the Sustainable Futures Collaborative (SFC), a non-profit based in New Delhi, and co-authored by scholars from Kings College London, Harvard University, Princeton University, and the University of California, Berkeley. Many long-term measures must be implemented now, with urgency, to have a chance of preventing significant increases in mortality and economic damage in the coming decades, says Aditya Valiathan Pillai, a researcher at Kings College London and coauthor of the study. Experts pointed out that a major problem with short-term measures is that their impact cannot be easily verified until long-term measures are implemented. Short-term measures are life-saving actions, while long-term actions look at strengthening and capacity-building health systems and environmental steps to reduce future impact. It surveys nine major metro cities and identifies short-term and long-term emergency measures to mitigate rising heatwaves. These cities Bengaluru, Delhi, Faridabad, Gwalior, Kota, Ludhiana, Meerut,Mumbai and Surat together make up over 11 percent of Indias urban population, according to Census 2011, and are some of Indias most at-risk cities for future heat. The report finds that the surveyed cities focus on immediate responses to heat waves, while long-term actions remain rare. Even where they do exist, they are poorly targetted. The report recommends urgent institutional changes to measures, including assessing vulnerability and identifying urban heat islands, building the capacity of health staff and implementers of the heat action plan, and investing in technology to provide energy-efficient cooling devices. However, the report also underlined barriers to implementing the heat wave mitigation action plan. It states that coordination problems among institutions emerged as the top barrier, followed by competing priorities limiting the focus on heat. Around 14% of surveyed people said they do not see heat as a problem. The study used different climate models to identify the nine cities with a recent rise in dangerous heat index values and a population above one million. For analysis, interviews were conducted with city, district, and state government officials responsible for implementing heat actions in these cities.

Parliamentary committee bats for single-dose HPV vaccine to fight off cancer of cervix
NEW DELHI: An HPV vaccine can prove to be crucial in preventing the cancer of the cervix, a leading cancer among women, a Parliamentary Committee has recommended. The Parliamentary Standing Committee on Health and Family Welfare in its report presented in Rajya Sabha, stressed that the development of a single-dose HPV vaccine should be completed within schedule. The success of the trials could provide a major fillip to HPV immunisation in India as there is only multiple dose vaccines available at present which do provide protection, but have practical inconveniences, like keeping track of the dosage schedule, the panel said. The Committee is of the view that introduction of a single-dose vaccine would considerably increase successful vaccination percentage as the vaccination schedule can be completed with one shot. This, in turn, will have a commensurate impact on the reduction of the incidence of cervical cancer, which is a leading cause of cancer among women, the committee stated. A homegrown vaccine can drastically bring down the cost of vaccination, it said. The panel also suggested steps to substantially reduce the price of the vaccine for affordability. The committee also mentioned DIAMOnDS, a scheme aimed at setting up oncopathology labs for basic and advanced diagnostic services to cancer patients. The Committee further finds that other than the current focus of breast and lung cancers, the scheme proposes to expand to other biomarkers during the 16th Finance Commission period, it said. Cervical cancer awareness month: HPV vaccine should be made available through govt schemes The committee also expressed its concern about the fact that, as per the data of ICMR - National Centre for Disease Informatics and Research (NCDIR), age-adjusted incidence Rates (AAR) for all sites of cancer are higher in the North Eastern Region. There is only one DIAMOnDS Centre in Imphal for the whole of NER, it said, and called for more oncopathology labs in the region. The committee recommended investment in research and development, active interdisciplinary collaboration, formulation of standards and guidelines, and the capacity of clinicians and researchers to make successful use of AI in the medical field. It also expressed concern that in the case of cancer treatment, the outcomes are not in sync with global standards, with the use of genomics and proteomics not widely done in India. PATNA: Leader of Opposition in the Bihar Assembly, Tejashwi Prasad Yadav, criticised the budget presented by the NDA government led by Chief Minister Nitish Kumar on Monday, calling it written with the 'ink of lies'. Deputy Chief Minister Samrat Chaudhary, who also holds the finance portfolio, presented a budget of Rs 3.17 lakh crore for the 2025-26 fiscal in the Assembly. Reacting to the budget, Tejashwi said that while the budget has been presented, revenue is not coming in. Calling the budget exaggerated, the former Deputy Chief Minister said, Budget jhooth ki syahi se likha hua hai (the budget has been written with the 'ink of lies'). He referred to several issues that were not mentioned in the budget. He alleged that no stadium had been built in the state in the last 10 years, yet the government has proposed building an outdoor stadium in every block. Taking a dig at frequent incidents of bridge and culvert collapses, the RJD leader said that while he was concerned about Bihar, the government was only worried about saving itself. When told that this was the last budget of the NDA government led by Nitish Kumar, Tejashwi said they were aware that they would not return to power after the Assembly polls. That's why they have only made promises. They will not bother to fulfil them, he added. The government has proposed setting up Mahila Haat for women in Patna and Kanya Vivah Mandap in all panchayats of the state to facilitate mass weddings for the poor. He also proposed opening a cancer hospital in Begusarai, as the highest number of cancer patients come from that district. He further proposed setting up degree colleges in 358 blocks and 108 urban health centres for the treatment of the economically weaker sections of society. Similarly, pink buses will be introduced for women, which will be operated exclusively by women. For migrant labourers from Bihar, the government has proposed setting up rehabilitation-cum-training centres in cities like Hyderabad, Chennai, Surat, and Delhi. Chief Minister Nitish Kumar appeared delighted with the budget. He patted his deputy on the back soon after he finished his budget speech in the Assembly.

NEW DELHI: Like in Japan, the route for Indias first bullet train, currently under construction, has been designed to create a large and unified economic zone across the states it passes through. The economic zones, which will be established once the bullet train services between Mumbai and Ahmedabad begin, are expected to yield economic benefits through industrialisation. The biggest advantage of the bullet train is that it brings together 5-6 cities to form a single economic zone, Railway Minister Ashwini Vaishnaw recently said. The bullet train project is not only a means of transportation, but it is a project for the growth of the entire region, he added. Indias first high-speed rail corridor, designed to accommodate bullet trains, is anticipated to give an economic boost to more than 12 cities along its route, and their smaller neighbouring towns through enhanced business and industrial activities. Drawing a comparison to Japans first bullet train project, which created a significant hub between Osaka and Tokyo, Vaishnaw said, As a result of Japans first bullet train, introduced between Osaka and Tokyo, all the six cities located along the route between these stations emerged as major hubs. Similarly, areas like Surat, Nadia, Bilimora, Vapi, Thane, Ahmedabad, and others along the Mumbai-Ahmedabad bullet train route will witness rapid growth. Providing an update on the progress of the project, the minister said 360 km of work is now at the viaduct level. The work at the Anand bullet train station is progressing well, and it is being modernised to accommodate trains running at speeds of up to 350 km/h, he added. A senior railway official explained that the bullet train project is conservatively expected to multiply business activities across the regions between these two states by more than five times, with reduced travel times prioritising business movements. It is also expected that the first bullet train project will lead to the creation of economic estates around major stations along the route, attracting substantial private sector investment in infrastructure. The high-speed rail development will stimulate construction, engineering, and manufacturing sectors, resulting in job creation and improved transportation networks. With travel time reduced from 7-8 hours to just 2-3- hours, day trips or business travel will become more viable, said the senior railway official. The most significant economic impact will be felt through job creation, with an estimated 1 to 2 lakh jobs generated in construction for both skilled and unskilled labour, in addition to specialised technical roles, the official added.

During his visit, he shared that 360 km of the Bullet Train route has already been completed. He also mentioned that work in Maharashtra is now moving faster after earlier delays. The minister said that the project was held up for two and a half years due to permission issues under former Maharashtra Chief Minister Uddhav Thackeray. We lost time, but we are working hard to catch up, he said. Vaishnaw also gave an update on the undersea tunnel, revealing that nearly 2 km of it has been completed. The Central government launched the MISHTI (Mangrove Initiative for Shoreline Habitats and Tangible Incomes) scheme in 2023 to expand mangrove forests across coastal states and union territories, securing a sustainable future for both communities and ecosystems. In just two years, Gujarat has surged ahead, planting mangroves across more than 19,000 hectares, making it the national frontrunner in the initiatives success. Gujarat remains committed to environmental conservation, aligning with the vision of Viksit Gujarat to Viksit Bharat. This commitment has positioned Gujarat at the forefront of the Central Governments MISHTI scheme implementation, said Forest and Environment Minister Mulubhai Bera. Gujarats mangrove ecosystem is strategically distributed, with Kutch leading the charge at 799 sq. km. The Gulf of Kutch, home to the Marine National Park and Wildlife Sanctuary, along with districts like Jamnagar, Rajkot (Morbi), Porbandar, and Devbhoomi Dwarka, accounts for 236 sq. km. The central and southern belt, spanning Bhavnagar, Ahmedabad, Anand, Bharuch, Surat, Navsari, and Valsad, holds 134 sq. km, covering critical areas like the Gulf of Khambhat and Dumas-Ubhrat. Meanwhile, Saurashtra, including Amreli, Junagadh, and Gir-Somnath, maintains a moderate 6 sq. km of mangrove cover. Mangrove forests serve as a crucial green barrier, preventing coastal erosion while supporting fish breeding and sustaining coastal livelihoods. During cyclones, they shield vulnerable regions, curb rising salinity, and protect agriculture. With a 1,650 km-long coastline, Gujarat fosters diverse ecosystems, including mangroves, coral reefs, and seagrasses. Under the MISHTI scheme, the Central government aims to plant 540 sq. km of mangroves in five years. Gujarat has already raced ahead, completing plantation across 190 sq. km in just two years.

AHMEDABAD: Gujarat Police has arrested one more person in connection with the alleged hacking of a hospital's CCTV network to obtain videos of women patients for online sale, officials said here on Wednesday. The arrest of Rohit Sisodia, a Delhi resident, took the tally of those held so far to seven. Sisodia allegedly converted hacked CCTV footage into QR codes and sold them to the co-accused who then shared the videos through YouTube and Telegram channels, Ahmedabad Cyber Crime Branch said in a release. The Cyber Crime Branch on February 17 registered a case after videos of women patients being examined by doctors inside the labour room of a hospital were found to have been circulated on some subscription-only YouTube and Telegram channels. The police arrested six persons including a hacker named Parit Dhamelia from Surat and the owner of a YouTube channel Prajwal Taily, a resident of Latur, Maharashtra. Dhamelia, a commerce graduate, had allegedly hacked into the CCTV system of a maternity home in Rajkot and shared videos with Sisodia, as per the police. UP man held by Gujarat cops uploaded videos of women bathers in Mahakumbh After converting the clips into QR codes, Sisodia allegedly sold them to Taily and some others. A few clips were subsequently shared by three YouTube channels, including one owned by Taily, with the description carrying a link to a Telegram group. Members of the Telegram group were charged Rs 2,000 per video, said the release. Besides the maternity home in Rajkot, Dhamelia and his accomplice Rayan Perera allegedly hacked into nearly 50,000 CCTVs of hospitals, offices, schools, colleges and even CCTVs installed in people's bedrooms, said Deputy Commissioner of Police, Cyber Crime, Lavina Sinha. All seven accused persons have been booked for criminal conspiracy and voyeurism under the Bharatiya Nyaya Sanhita, and for cyber terrorism under section 66(f)(2) of the Information Technology Act, said the release.

AHMEDABAD: With an estimated 18 to 20 lakh birds thriving across its landscapes, Gujarat has cemented its reputation as a haven for avian life. At the heart of this biodiversity surge, Nal Sarovar emerged as a prime hotspot, recording over 3.62 lakh birds. Meanwhile, Devbhoomi Dwarka boasted the highest species count at 456. Kutch recorded the largest bird population, surpassing 4.56 lakh. The latest bird survey identified over 300 species, highlighting the states rich biodiversity. Conservation efforts are yielding results, with over 1 lakh birds rescued under the Karuna Abhiyan initiative, which provides timely medical care to injured birds. In 2025 alone, 17,065 birds were rescued, with 15,572 successfully treated. Jamnagar has become a key destination for migratory birds, with Devbhoomi Dwarka leading in species diversity. Kutch recorded 4.56 lakh birds across 161 species, while Jamnagar documented over 4 lakh birds from 221 species. Significant contributions also came from Mehsana, Banaskantha, and Ahmedabad. Bird hotspots like Nal Sarovar, Nada Bet, Boriya Bet, and Thol are home to over 50,000 local and migratory birds, with Ahmedabad alone sheltering over 3.65 lakh birds of more than 250 species. The Nada Bet Wetland Complex hosts over 1 lakh birds, while Ramsar sites such as Chhari Dhandh in Kutch and Mokarsagar in Porbandar provide safe habitats for over 30,000 birds each. Migratory bird numbers have surged in recent years. Thol Bird Sanctuary saw an increase from 31,380 birds in 2010 to over 1.11 lakh in 2024, while Nal Sarovars count rose from 1.31 lakh to 3.62 lakh in the same period. This reflects a 355% and 276% rise in migratory populations at Thol and Nal Sarovar, respectively. Meanwhile, Khijadia Bird Sanctuary now hosts over 1.50 lakh birds, further strengthening Gujarats role in avian conservation. Playing a pivotal role in the states Ramsar sites, Nal Sarovar and Khijdia recorded 228 and 200 bird species, respectively, during the latest census. The winter season brings Barrel-Headed Swans from the Himalayas, while Jamnagars climate attracts marsh flamingos, pelicans, and cranes. Along Gujarats coastline, the thriving mangrove ecosystem fosters biodiversity, supporting both resident and migratory birds. The Gujarat Forest Department monitors bird diversity through the eBird platform, collaborating with NGOs, universities, and ornithologists. A survey based on 398 eBird checklists identified over 300 species, including 13 near-threatened, four endangered, seven vulnerable, and one critically endangered species across key districts like Banaskantha, Jamnagar, Kutch, Ahmedabad, Porbandar, Surat, and Devbhoomi Dwarka. Marking a significant milestone in avian conservation, Indias first-ever coastal and shorebird census was conducted at Marine National Park and Marine Sanctuary in Jamnagar from January 3 to 5, 2025. Recognized as a paradise for coastal birds, Jamnagar played host to this large-scale initiative aimed at documenting its rich birdlife. The program, a collaborative effort between the Forest Department and the Bird Conservation Society of Gujarat (BCSG), focused on counting shorebirds and coastal species, reinforcing Gujarats role in bird conservation. The state government has formed an 11-member committee, led by the Principal Chief Conservator of Forests (Wildlife), to oversee vulture conservation and monitoring. SURAT: A massive fire broke out in a four-storey textile market in Surat city on Wednesday morning, for the second time in less than 24 hours, an official said. Efforts to douse the flames were underway and several of more than 800 shops located in the building were damaged though no casualty has been reported so far, a fire department official said. Earlier on Tuesday afternoon, a fire broke out in the building's basement where textile stock was stored, leading to the death of a worker due to asphyxiation, he said, adding that it was brought under control after a few hours. Around 30 fire tenders and dozens of personnel have been deployed to bring the fresh blaze under control, the official said. While the exact cause of the fire was being ascertained, prima facie it appears to have started on the top floor due to a short circuit, he said. Thick plumes of smoke were seen rising from the building. President of the Federation Of Surat Textile Traders Association (FOSTTA) Kailash Hakim said the situation was serious. Teams of the fire department, police and FOSTTA are busy fighting the fire that continues to rage. The situation is grave. But firefighters from across the city have reached here and we pray to God that the situation comes under control at the earliest, he said.

To begin with, the railways will develop permanent holding areas in these busy stations to manage crowds especially during peak times and strictly regulate their flow to platforms. Passengers will have to wait in the holding areas and allowed to enter the platform only as per the departure timing of their respective trains. This is to avoid overcrowding of station areas. In response to a query from this newspaper, Union Railway Minister Ashwini Vaishnaw said railway experts will design access routes from holding areas to platforms in such a way that there is no scope for overcrowding. One such holding area was set up at the New Delhi station on Monday itself. The same will be extended to key stations in Bihar, Uttar Pradesh, and other states that regularly witness large crowds. The 60 stampede-prone stations have been identified based on the number of departing and originating passengers. They include Patna, Ara, and Buxar in Bihar; Prayagraj in Uttar Pradesh; and Surat in Gujarat, besides New Delhi, Bangalore, and Coimbatore. The rail ministry is in the process of developing a comprehensive manual on crowd management by consolidating existing provisions and a standard operating procedure would be developed to manage passenger surges during festivals and special events. Also on the cards is a nationwide campaign to educate passengers on the dangers of sitting on stairs, which often leads to stampede-like situations during crowded times. Feedback from all stakeholders, including vendors, would be taken into account, and related problems would be resolved within six months, Vaishnaw added. NEW DELHI: Creating holding areas at 60 stations experiencing high footfalls, a separate crowd management manual and raising awareness among passengers to not sit at stairs are among the measures being taken to prevent untoward incidents, Railway Minister Ashwini Vaishnaw said on Monday. These initiatives are being taken in the wake of a stampede at the New Delhi Railway Station Saturday evening which killed 18 passengers, according to official figures, and left several injured. Interacting with mediapersons at the Rail Bhawan here, Vaishnaw said the Railways has identified 60 stations that normally receive a high footfall and decided to make permanent or temporary holding areas outside the platforms to regulate the flow of passengers to the stations. Sixty stations such as New Delhi, Patna, Surat, Bengaluru, Coimbatore have been identified for creating a holding area to manage the flow of passengers inside the station. They will be allowed to enter the platform according to departure of their trains so that the station areas don't get overcrowded, Vaishnaw said. He cited the example of stations in Prayagraj -- where the Maha Kumbh is taking place -- where such holding areas have been created and flow of passengers regulated successfully so far. According to the minister, raising awareness among passengers not to sit at stairs or at any place that can block the free movement of other travellers can also help in a big way to prevent incidents like the one which occurred at the New Delhi Railway Station. We cannot fine the passengers for sitting on the stairs. The only way is to create awareness is through the media that it can congest the necessary movement of other travellers, Vaishnaw said. When asked if any action has been taken against officials for the Saturday stampede, Vaishnaw said taking any action will be against the principle of natural justice till the time the inquiry report comes. I have maintained a principle of 'We Fail'. So far as action is concerned, we haven't taken any action against any official as we are waiting for the inquiry committee to give its report.
