The petition sought action under relevant sections of the Bharatiya Nayaya Sanhita and the Prevention of Insult to the National Honour Act. On the other hand, RJD national spokesperson Rajiv Ranjan Prasad defended the chief minister saying that the Opposition has no issue against the ruling NDA, so they were raising such issues. There is nothing objectionable. The Opposition is unnecessarily blowing it out of proportion, a JD(U) spokesperson said. He claimed that Nitish was is 100 per cent physically and mentally fit to run the state. There is no need to conduct his medical examination and a health bullet on his health, as demanded by some opposition leaders, he told the media. On Friday, Jan Suraaj Party founder Prashant Kumar said that the government should issue a medical bulletin on the health condition of Nitish. Railway asks RITES to design proposed permanent holding areas at railway stations
NEW DELHI: Following the stampede at New Delhi Railway Station which killed at least 18 people including four children, the Ministry of Railways has instructed Rail India Technical and Economic Services (RITES) to design 'permanent holding areas' (PHAs) at 60 stations across the country for crowd management. These stations have been selected based on the sudden increased crowd surges during special occasions like Holi, Diwali, Chhatha and other festivals. So far, permanent holding areas (PHAs) have been developed at only 9 stations in and around Prayagraj in UP. These holding areas are located outside the platforms to help control the flow of passengers and prevent overcrowding. In view of emerging crowds of passengers for Mahakumbh ahead of Mahashivratri, falling this year on February 26, passengers holding areas on temporary basis have also been created at Patna junction, Danapur, Ara, Buxar, Sasaram Gorakhpur, Varanasi, Hajipur, Samastipur and other railway stations following the massive origination of passengers towards Mahakumbh, a senior official working with the Ministry of Railway told this newspaper. The temporary passenger holding areas have also been created at Deendayal Upadhyay Railway station, formerly known as Mughalsarai, under the east Central Railway. Upon being asked about the progress on the plan for the construction of the proposed holding areas, the railway official said, The RITES has been instructed to start working on the design of permanent holding areas keeping every factors in mind. After the design is readied by the RITES, the Ministry of Railway after wider discussion approves it and move ahead in mission mode for 60 railway stations. Many stations in Bihar, UP and other states witness sudden surges in crowds of passengers during festivals like Saharsa. Kanpur, Ahmedabad, Delhi, Udna, New Delhi and other stations also witness sharp surges in number of passengers during festivals. After final design of PHAs is readied and approved, all amenities like ticketing zones, wi-fi, eateries stalls, and others would be made available in each of PHAs. Not only this, by doing some changes in the Amrit stations, the permanent holding area would also be created to control crowds during peak time, said an official. As it is roughly being estimated, the Ministry will have to spend between Rs 1 crore to Rs 5 crore for the development of these permanent holding areas as part of a larger effort to improve crowd management at major stations. Railway Ministry orders platform X to remove videos of New Delhi railway station stampede For the time being, in view to keep emerging crowds for Mahakumbh, massive holding areas at Ghaziabad, Anand Vihar, New Delhi, Ayodhya Dham, Vanaras ,Ballia, Siwan, Deoria, Chhapra, Rajendranagar in Patna, Muzaffarpur, Barauni, Jaynagar, Madhubani, Raxaul, and Gaya have been created by the railway. Passengers are allowed to enter the platforms based on the scheduled departure times of their trains. This initiative aims to improve crowd management and enhance passenger safety, especially during peak hours and festive seasons, the official said. Meanwhile, UP CM Yogi Aditaynath appreciated the railway for arrangements to the Mahakumbh-bound passengers. He said that more than 13,500 trains including more than 3500 special trains are in service for the Mahakumbh. The 48 digital ticketing, multilingual announcements and conveniences being provided to passengers reflect the railway's commitment, he said.
Bihars railway network to get Rs 95,566 crore boost: Union Minister Ashwini Vaishnaw
PATNA: Railway Minister Ashwini Vaishnaw said on Sunday that the Union government is investing Rs 95,566 crore in Bihar's railway development. Prime Minister Narendra Modi has ensured 100 per cent electrification in Bihar. Work on the reconstruction of 98 Amrit Bharat railway stations is going on in full swing in the state. The government has proposed an investment worth Rs 95,566 crore for development in the state, and people will benefit from it, Vaishnaw told the media after the inauguration of a mega project at Bettiah in West Champaran district. The railway minister said that work on doubling of railway tracks was being carried out in Bihar. In addition, rake points are being constructed at several places. Highlighting the achievements of the Narendra Modi government, As many as 136 Vande Bharat train services having chair cars are operational on the Indian Railways network till January 2025. What is interesting is that the occupancy in these trains is 100 per cent, he revealed. Vaishnaw announced that Namo Bharat trains will be operated between Patna via Muzaffarpur. On the demand of people's representatives, the railway minister said that he would discuss the matter with PM Modi. Earlier, addressing people at Bettiah, Vaishnaw said that the people of Bihar were benefiting from the double-engine government. Prime Minister Narendra Modi has a special love for Bihar. That's why he is focusing on the development of the state. In the railway budget, an investment of Rs 1,100 crore has been proposed for its development, he asserted. The railway minister inaugurated an RoB constructed at a cost of Rs 103.36 crore at Bettiah. He said that 100 new Amrit Bharat trains, version two, were being built to meet the demand of passengers across the country. In addition, 50 Namo Bharat trains were being built. The work is expected to be completed in three to four months, he added. Hailing efforts made by PM Modi, the railway minister said that work was taking place at full speed during the former's leadership. Yah Modi ji ka jamana hai... kaam teji se ho raha hai (This is Modi's regime. Work is being completed at high speed.), he told the gathering at Bettiah. He revealed that a total of 1,022 RoBs have been built across the country in the last year alone. He claimed that 1.54 lakh jobs have been given to youths in railways in the last two years. Notorious criminal carrying reward of Rs 50k killed in police encounter in Bihar
PATNA: Manish Yadav, a notorious criminal carrying a reward of Rs.50,000 on his head, was killed in a fierce encounter with police in Bihar's Gopalganj district early on Friday. A constable of Special Task Force (STF) was also injured in exchange of fire. The injured constable identified as Roshan Kumar has been admitted to Sadar hospital at Gopalganj for treatment. According to police sources, Manish along with his accomplices had assembled near Rampur Khurd village under Gopalpur police station limits to commit a major crime. Acting on a tip off, a joint team of STF and district police reached Rampur Khurd village and asked Manish to surrender. Manish, who was hiding under a canal, opened fire on police, causing injuries to Roshan. Police also fired in self defence in which Manish suffered bullet injuries. Both Manish and the injured constable were rushed to a local hospital where the criminal was declared dead. Superintendent of police, Gopalganj, Avadesh Dixit confirmed the death of Manish Yadav, a fugitive criminal, in an encounter with police. He said Manish was evading arrest in connection with the recent murder of a former mukhiya (panchayat head) Arvind Yadav. SP Dixit revealed that cases of murder, attempt to murder and extortion were pending against Manish. The government had announced a reward of Rs.50,000 for his arrest. The body of Manish Yadav will be handed over to his family after post mortem, he told the media. SP Dixilt later visited Sadar hospital to know about the health condition of the injured constable. Sources said that his condition was stated to be out of danger. This is not an isolated incident of encounter in which a notorious criminal has been gunned down. Earlier, such incidents happened in Gaya, Purnea, Saran and Muzaffarpur districts in which five criminals were killed. Incumbent DGP (director general of police) Vinay Kumar has asked senior police officers to keep a surveillance on activities of active criminals in their respective districts.
Over four lakh voters' names deleted from electoral rolls in Bihar
PATNA: Ahead of the upcoming Bihar Assembly elections scheduled for October-November this year, the Election Commission of India (ECI) has deleted the names of over four lakh voters from the electoral rolls. The move comes just before an ECI teams scheduled visit to the state to assess election preparedness. A team from the Election Commission is set to arrive in Patna for a two-day visit before the Holi festival next month. During the visit, the team will hold meetings with district magistrates and senior officials from various agencies to evaluate the situation ahead of the polls. Apart from Patna, the team will also visit Muzaffarpur and Bhagalpur. According to sources from the State Election Commission, 4,09,434 voters names have been removed from the electoral rolls for various reasons. Of these, 2,37,967 are male voters, 1,71,421 are female voters, and 46 are transgender voters. On the other hand, 9,94,466 new voters have been added to the list. The deletion of a significant number of female voters, particularly in districts like Kishanganj, Araria, Nalanda, and Madhubani, is expected to stir controversy. Opposition parties are reportedly preparing to raise this issue during the Election Commission's visit. Sources indicated that the EC team will also review the status of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) systems during meetings with officials. The schedule for the 243-member Bihar Assembly elections is likely to be announced in September, with voting expected to take place in November after major festivals like Dussehra, Diwali, and Chhath. Meanwhile, all political parties have begun preparations for the elections. Several top political leaders, including Prime Minister Narendra Modi and NCP (SP) leader Sharad Pawar, are expected to visit Bihar by the end of February. Congress leader Rahul Gandhi has already visited the state on February 5 to attend the birth anniversary celebrations of Dalit icon and freedom fighter Jaglal Choudhary.

Addressing a press conference on Monday, Union Railway Minister Ashwini Vaishnaw highlighted the extensive railway progress in Bihar, emphasising that in 2009-14, only 64 km of new rail lines were built, whereas from 2015-25, we have laid down 167 km of new rail lines in Bihar. The most notable achievement is that Bihar now has 100 per cent electrified rail routes. He further stated that since 2014, a total of 3,024 km of railway routes in Bihar have been electrified. Additionally, the installation of the anti-collision device Kavach has been completed on 1,783 km of railway tracks, with tenders in progress for an additional 924 km. The Union Budget for 2025-26 has allocated over Rs 10,000 crore to Bihar, which is set to hold elections for its 243-member legislative assembly later this year. The minister pointed out that while the UPA government allocated only Rs 1,132 crore for railway projects in Bihar between 2009-14, the current government has earmarked 10,066 crore for 2025-26. In Bihar, 12 Vande Bharat trains are now in operation, covering 15 districts with 22 unique stoppages. One Amrit Bharat Express also runs between Darbhanga and Anand Vihar Terminal, covering four districts with 11 unique stoppages, Vaishnaw announced. A total of 98 railway stations in Bihar are being redeveloped as Amrit stations, with work progressing on 85 of them. Key stations under redevelopment include Gaya, Muzaffarpur, Bapudham Motihari, Sitamarhi, and Darbhanga, with an estimated investment of Rs 1,555 crore. The minister also assured that Patna Junction, along with other major stations, will undergo redevelopment to enhance passenger services with modern amenities. Bihar's Saran police arrests SHO for duping businessman of Rs 32 lakh
PATNA: Police in Bihar's Saran district set an example by arresting a sub-inspector of police posted as station house officer (SHO) on the charges of duping a businessman of Rs 32 lakh in cash and also threatening him of forwarding him to jail. Superintendent of police, Saran, Kumar Ashish suspended SHO of Maker police station Ravindra Kumar and initiated departmental proceedings after the allegations against him were found true. The erring SHO has already been taken into custody, he said. The SP said that efforts were on to arrest driver Anil Kumar Singh, who managed to escape after he came to know about action against the SHO concerned. The driver will be arrested soon, Kumar Ashish said, adding that nobody would be spared. The SP swung into action after Rohan Kumar, a local trader, complained to him alleging that the SHO and driver of Maker police station took away a bag containing Rs.32 lakh when he was on his way to Muzaffarpur from Saran for business purposes. He told the SP that he was carrying Rs.64 lakh in cash in two separate bags each containing Rs.32 lakh. The police officials stopped him near Reva Ghat bridge on the pretext of searching for illegal arms and liquor in the vehicle. After noticing huge money in the bags, the police officers sought to know the purpose of carrying the cash with him. I explained to them that I am a businessman and going to Muzaffarpur for business purposes, he told the police chief. The SHO and the driver, however, threatened to book him in a false case. After much persuasion, they returned one bag and kept the other one with them. My repeated pleas to return the bag containing money fell on deaf ears, Rohan said. The incident happened on January 10. On receiving the complaint, SP Kumar Ashish asked the DSP, Marhaura, to inquire into the matter and submit a report. The allegations against the SHO and the driver were found true, Ashish said. An FIR has been lodged at Maker police station in connection with the incident. The SP said that those involved in illegal activities would not be spared. On the other hand, policemen performing well will be suitably rewarded, he added.

Additionally, the cabinet has authorized the acquisition of 139 acres of land valued at `207 crore for the expansion of Raxaul Airport, which is located near the Indo-Nepal border in East Champaran district. Alongside Patna, Gaya is another international airport in the state. The CBI registered a case against inspectors Vinay Kumar and Mukesh Kumar of Customs and Central Excise, and others posted at the Rajiv Gandhi International Airport (RGIA) Hyderabad for demanding a bribe from a resident of Narayankhed. The CBI said it had received complaint was from Mohammed Multani, a resident of Narayankhed in Sangareddy district, accusing the two Customs inspectors as well as an officer a bank and others of demanding a bribe from him. It was alleged that the Customs officials demanded and accepted a bribe of `50,000 for customs clearance of the complainant and his family who arrived at Hyderabad from Jeddah. According to the complainant, when he returned from Umrah from Saudi Arabia, along with his six family members, on October 5, 2024, a customs officer demanded an invoice for the gold that his daughter was wearing. When I could not submit the invoice, the official seized my daughters passport and asked me to get it released after showing him the invoice, the complainant said. As my daughter was wearing 30 grams of gold in the form of a chain and bracelet, the customs officials asked me to pay a fine of `1.59 lakh or pay them `50,000 as bribe and leave the airport, the complainant told the CBI. I went to a nearby ATM and withdrew `50,000 cash and handed it over to the customs officials, he said adding that the officials had snatched a 10-gram gold chain from him. The CBI said it had conducted searches at five places in Hyderabad, Muzaffarpur (Bihar) and Mansa (Punjab) which led to recovery of `4.76 lakh cash and incriminating documents. PATNA: The agitation to re-conduct Bihar Public Service Commission (BPSC) 70th combined (preliminary) competitive examination has gained momentum with students, political parties and students' organisations joining hands to extend their support to the examinees. On Friday Independent MP from Purnea Rajesh Ranjan alias Pappu Yadav on Friday disrupted rail and road traffic in the state capital and other places in support of their demand for re-test of Bihar Public Service Commission (BPSC)s 70th combined (preliminary) competitive examination across the state. Police also stopped a few left-wing student organisations from marching towards the CMs residence. Members of some left-wing students organisations also had a scuffle with police after they were prevented from marching towards the chief minister's residence in the state capital, sources added. Besides disrupting rail and road traffic in several parts of the state capital, Pappu's supporters also disrupted rail and road traffic in places like Araria, Purnea and Muzaffarpur. The protesters squatted on the tracks at Sachiwalay Halt railway station at around 9 am for some time, disrupting the movement of the Buxar-Fatuha passenger train for 20 minutes. PATNA: Bihar chief minister Nitish Kumar is set to launch his 'Pragati Yatra' from West Champaran district on Monday, days after leader of Opposition in the state assembly Tejashwi Prasad Yadav took a potshot at the CM's yatra, accusing him of wasting public money. Nitish will kick-start his 'Pragati Yatra' from Valmikinagar. The first phase of his tour, covering six districts, will focus on informing the public about the development works completed during his 19-year tenure as CM and unveiling future plans. The selected districts for the first phase are West Champaran, East Champaran, Sheohar, Sitamarhi, Muzaffarpur and Vaishali. The first phase will conclude on December 28 and CM will return to Patna. Tejashwi, mocking Nitishs tour, referred to it as the CMs 'Alvida Yatra' (goodbye tour), alleging that the people no longer wanted him as their chief minister. People have grown tired of him, which is why his popularity has drastically decreased, he said. The former deputy chief minister recalled Nitish's statement during the 2020 assembly elections when he claimed it would be his 'last election.' NIA conducts searches at different locations in Bihar in connection with arms deal case
PATNA: Sleuths of the National Investigation Agency (NIA) on Wednesday carried out searches on multiple locations of arms smugglers in Bihar's Vaishali, Muzaffarpur and Saran districts. The Bihar-based gangs have their links with those operating in Nagaland and other northeastern states. The searches began early morning and concluded late in the evening. Sources said that sleuths of the federal agency cordoned off the house of an influential Mukhiya (panchayat head) Nandkishore Rai under Kudhani police station limits in Muzaffarpur district and started a search operation. Mukhiya's son Devmuni Rai had allegedly purchased an AK-47 rifle from an arms dealer who was a member of an inter-state gang involved in arms smuggling from Nagaland and other northeastern states. The personnel of the district police cooperated with the raiding team. Sources said that some parts of the prohibited bore weapon were recovered from Rai's house during the search conducted in May this year. Wednesday's search was a part of the ongoing investigation into the use of money earned through illegal arms smuggling in the real estate. Muzaffarpur Deputy SP A C Gyani said, NIA started conducting the raids at 5 am. Sleuths of the federal investigation agency searched the premises of Devmuni Rai in the Kudhni area in connection with its probe into the recovery of one butt and one scope of an illegally procured AK-47 rifle from his possession. Gyani, however, expressed his inability to disclose the outcome of the search operation. We are not authorised to share any information. NIA people will give you details of the operation and its outcome, the Deputy SP said. The name of Saytam of Hajipur in the Vaishali district had also come to light during the investigation. On Wednesday, another team conducted searches at the residential premises of an advocate of the Patna high court on SDO road in Vaishali district. Sources said that the members of the raiding team were looking for documents related to the purchase of land with the money earned through illegal arms smuggling. The operation continued for more than four hours. The advocate's father Ashok Kumar Sinha confirmed the searches conducted by a Delhi team of the federal agency. Sinha told the media that nothing objectionable was found during the search of the house. We cooperated with the raiding team, he added. Authoritative sources said that the Special Task Force (STF) of the Bihar police had recovered an AK-47 assault rifle smuggled from Nagaland from Devmuni Rai's house during a raid earlier this year. Both Devmuni and his associate Satyam were arrested and sent to jail in Arms Act cases. During the probe, the NIA came to know that the seized AK-47 rifle was procured from Nagaland. The members of Bihar-based arms racket had purchased the deadly weapon from Ahmad Ansari, a native of Dimapur in Nagaland. Vaishali SP Harkishor Rai said that confirmed the raids conducted by NIA teams at three locations, including SDO road and Bagmalli in Hajipur. The third raid was conducted at Gauspur Chakmajahid village under Mahua police station in search of Munna Rai, stated to be the son of an advocate late Anil Rai. The federal agency also conducted a raid on the residential premises of a ward councillor Aiyasha Khatoon under the Parsa police station area in Saran district. The raiding team was looking for Mohammad Karmullah Ansari, son of Aiyasha, who is stated to be in contact with arms smugglers. Unconfirmed reports claimed that a weapon made in Bangladesh was recovered from Ansari's house.

Man beaten to death by mob over suspected tractor theft in Bihar
PATNA: A man was beaten to death by a mob on suspicion of being a thief in Bihar's Muzaffarpur district, police said on Sunday. The incident happened late on Saturday in Yogia village, Rajkhand North Panchayat, about 70 km from the state capital. The attackers continued to beat the victim throughout the night, accusing him of stealing a tractor. Locals said the victim's repeated pleas to spare him were ignored as the attackers kept beating him until he lost consciousness. His feet and hands were tied with rope to prevent him from escaping. A video of the incident went viral on social media, prompting the police to take immediate action. The deceased has been identified as Shambhu Sahni. Locals said Sahnis two accomplices managed to escape from the scene of the crime. Police said they reached the spot after receiving information and took the injured to the hospital, where doctors declared him dead on arrival. Abhijeet Alkesh, the station house officer (SHO) of Aurai police station in Muzaffarpur district, said two suspects have been detained for interrogation in the case. Nobody is supposed to take the law into their own hands. Those involved in the incident will be prosecuted under the provisions of law, he added. The tractor's owner told the police that he woke up after hearing some noise outside. He spotted three men attempting to steal his tractor, which was parked outside. One of them was caught when he raised an alarm, but his two accomplices managed to flee, he said.

Patna: A man died after being brutally beaten by a mob overnight in Muzaffarpur, Bihar, allegedly on suspicion of stealing a tractor. The mob continued to thrash Shambhu Sahni despite his pleas for mercy, police said. Two individuals have been arrested in connection with the incident. The horrific event took place in Yogiya village, located in Rajkhand North Panchayat, about 70 km from Patna. Sahni, accompanied by three other men, was allegedly caught while attempting to steal the tractor. His companions managed to escape, police added. Disturbing images from the crime scene showed Sahni lying motionless on the ground, his hands and feet bound with ropes to an auto. His body was covered in hay, and people were seen recording the scene on their phones. The police arrived at the scene and rushed Sahni to the hospital, where he was declared dead on arrival. Villagers claim that Sahni, along with his accomplices, was attempting to steal the tractor when the owner heard a noise and chased them. PATNA: In a bizarre revelation during the legislative council by-election for the Tirhut Graduate constituency in Bihar, an individual named Munna Kumar has been listed as the father of 138 voters across different age groups and genders. The by-election, held on Thursday, covered 197 polling booths across four districtsSitamarhi, Sheohar, Muzaffarpur, and Vaishaliand recorded a voter turnout of 47.50%, an increase from 45.20% in 2020. According to officials, this anomaly was discovered under the Aurai block in Muzaffarpur district, where multiple voters were listed with Munna Kumar as their father. Tirhut Divisional Commissioner Sarvana M. stated, I will investigate the matter after the elections conclude. This appears to be a human error, but it should have been rectified during the verification process before publishing the final voter list. He added that strict disciplinary action would be taken against those responsible. Despite the irregularity, officials confirmed that it would not affect the overall voting process. The by-election was necessitated by the election of sitting MLC Devesh Chandra Thakur as a Member of Parliament from the Sitamarhi Lok Sabha seat in the recent parliamentary elections. A total of 1.54 lakh voters were eligible to decide the fate of 18 candidates in the fray. Prominent contenders include Abhishek Jha from the JD(U), Gopi Kishan from the RJD, and Dr. Vinayak Gautam of Prashant Kishors Jan Suraaj Party, who is the grandson of former minister Raghunath Pandey. Reacting to the anomaly, JD(U) candidate Abhishek Jha expressed disbelief. Its unbelievable.
