Gopalganj: Over 53 police officers have been booked in Bihar's Gopalganj district for not handing over case files to their relievers even after their transfer to new places of posting, a senior official said on Saturday. The FIRs against them have been lodged at four police stations of the district, he said. We have registered FIRs against 53 officers. If they fail to hand over the files in the next one week, departmental proceedings will also be initiated against them, Gopalganj SP Avdhesh Dixit told PTI over phone, without elaborating further. Bihar's Saran police arrests SHO for duping businessman of Rs 32 lakh
PATNA: Police in Bihar's Saran district set an example by arresting a sub-inspector of police posted as station house officer (SHO) on the charges of duping a businessman of Rs 32 lakh in cash and also threatening him of forwarding him to jail. Superintendent of police, Saran, Kumar Ashish suspended SHO of Maker police station Ravindra Kumar and initiated departmental proceedings after the allegations against him were found true. The erring SHO has already been taken into custody, he said. The SP said that efforts were on to arrest driver Anil Kumar Singh, who managed to escape after he came to know about action against the SHO concerned. The driver will be arrested soon, Kumar Ashish said, adding that nobody would be spared. The SP swung into action after Rohan Kumar, a local trader, complained to him alleging that the SHO and driver of Maker police station took away a bag containing Rs.32 lakh when he was on his way to Muzaffarpur from Saran for business purposes. He told the SP that he was carrying Rs.64 lakh in cash in two separate bags each containing Rs.32 lakh. The police officials stopped him near Reva Ghat bridge on the pretext of searching for illegal arms and liquor in the vehicle. After noticing huge money in the bags, the police officers sought to know the purpose of carrying the cash with him. I explained to them that I am a businessman and going to Muzaffarpur for business purposes, he told the police chief. The SHO and the driver, however, threatened to book him in a false case. After much persuasion, they returned one bag and kept the other one with them. My repeated pleas to return the bag containing money fell on deaf ears, Rohan said. The incident happened on January 10. On receiving the complaint, SP Kumar Ashish asked the DSP, Marhaura, to inquire into the matter and submit a report. The allegations against the SHO and the driver were found true, Ashish said. An FIR has been lodged at Maker police station in connection with the incident. The SP said that those involved in illegal activities would not be spared. On the other hand, policemen performing well will be suitably rewarded, he added.
Patna Diary | Right time to take right turn: Lalu
RJD chief Lalu Prasad Yadav has often courted controversy with his statements; his latest poster is no exception. While inviting Nitish to rejoin the Mahagathabandhan, Lalu targeted him in a poster. He suggested that now is the right time to take the right turn, implying that Tejashwis leadership could lead to benefits such as the Mai, Behan Maan Yojana, free electricity for up to 200 units, and job opportunities. He warned that on the Nitish Path, there would only be unemployment, crumbling infrastructure, and rising crime. Lalu had invited Nitish to return to the alliance camp, but Nitish declined. Tejashwi accuses retired babu of tax collection According to Tejashwi Yadav, Bihar is currently grappling with the DK Tax syndrome. The LoP in the state assembly sharpened his criticism of CM Nitish Kumar, alleging that a retired bureaucrat is effectively running the government and collecting funds, dubbed DK Tax, from officials in exchange for favourable postings. Tejashwi claimed that many competent officers have been sidelined due to their failure to pay this tax. Since 2018, the powers of the chief secretary and the DGP have also been diminished. Yadav argues that a group of retired bureaucrats is making key decisions. Darbhanga airport to go international Among positive developments, the state cabinet led by CM Nitish Kumar, has approved a proposal to acquire an additional 89.75 acres of land for the expansion and development of Darbhanga Airport into an international facility. Additionally, the cabinet has authorized the acquisition of 139 acres of land valued at `207 crore for the expansion of Raxaul Airport, which is located near the Indo-Nepal border in East Champaran district. Alongside Patna, Gaya is another international airport in the state. Furthermore, ongoing efforts are being made to develop and upgrade other airports, including those in Purnea, Bhagalpur, and Muzaffarpur. 'Ab kahin nahi jayenge' Bihar CM Nitish Kumar's reply to Lalu Yadav's 'doors open' remark
PATNA: Addressing the speculation over his possible switchover again Bihar Chief Minister Nitish Kumar on Sunday said that he would remain in the NDA. I will stay with the NDA, he told the media during his Pragati Yatra in Muzaffarpur. Nitish's reaction came days after RJD chief Lalu Prasad offered him a return to the INDIA bloc. Lalu had said, Our doors are open for Nitish Kumar. He should also unbolt his gates. This would facilitate the movement of people from both sides. Reacting to Lalu's offer, Nitish folded his hands, smiled and curtly responded, Kya bol rahe hain (What are you saying?) without elaborating further. Further Nitish said, Do baar galti se idhar-udhar chale gaye the--ab kahin nahi jayenge' (We went to here and there twice mistakenly. Now we will not go anywhere), he said, clarifying his stand on the issue. We are together and continuously taking Bihar forward, the chief minister remarked while showing his resolve to keep his alliance with BJP intact. During his 'Pragati Yatra' in Gopalganj on Saturday Nitish said,Development work has been done for the upliftment of all sections. Madrasas have been given government recognition, he added. The CM said that earlier, there used to be reports of disputes between Hindus and Muslims, but Bihar's situation changed after the people of Bihar gave them a chance to work. He said that development was taking place everywhere without any discrimination. Meanwhile, responding to the offer, RJD MP Misa Bharti, the ealdest daughter of Lalu Prasad, remarked that Lalu and Nitish had been old friends. She added that only the RJD president knew what he meant. RJD leader Tejashwi Prasad Yadav has, however, repeatedly said that doors were closed for Nitish and the new year would mark the departure of the NDA government in Bihar. A political analyst Pramod Kumar said, By setting at rest speculations over his switching sides again. Nitish wants to clear any confusion among his core voters particularly women and EBCs as the state is going to the polls in the next 10 months. He said the JD(U) president's commitment to stay with NDA came on the day Union Home Minister Amit Shah is likely to visit Bihar.
Muzaffarpur shelter home horror: Brajesh Thakur, two others acquitted in SC/ST case
They will, however, remain in jail as they have been convicted by a Delhi court in 2020 and sentenced to life imprisonment in other cases
PATNA: The agitation to re-conduct Bihar Public Service Commission (BPSC) 70th combined (preliminary) competitive examination has gained momentum with students, political parties and students' organisations joining hands to extend their support to the examinees. On Friday Independent MP from Purnea Rajesh Ranjan alias Pappu Yadav on Friday disrupted rail and road traffic in the state capital and other places in support of their demand for re-test of Bihar Public Service Commission (BPSC)s 70th combined (preliminary) competitive examination across the state. Police also stopped a few left-wing student organisations from marching towards the CMs residence. Members of some left-wing students organisations also had a scuffle with police after they were prevented from marching towards the chief minister's residence in the state capital, sources added. Besides disrupting rail and road traffic in several parts of the state capital, Pappu's supporters also disrupted rail and road traffic in places like Araria, Purnea and Muzaffarpur. The protesters squatted on the tracks at Sachiwalay Halt railway station at around 9 am for some time, disrupting the movement of the Buxar-Fatuha passenger train for 20 minutes. Pappus supporters also burnt tyres on roads in the state capital and Purnea. Pappu along with his supporters also took out a march from Sachiwalay Halt railway station to JP roundabout, where police stopped them from proceeding further. Members of various students' organisations break police barricade in Patna. Meanwhile, Jan Suraaj Party founder Prashant Kishors fast unto death continued on the second day on Friday. Kishor claimed that thousands of crores of rupees changed hands for vacant posts to be filled through BPSC exams. Besides demanding a high-level probe into the alleged irregularities and corruption in the BPSC preliminary examination and also re-examination, Kishor asked the state government to pay unemployment allowance to every unemployed youth between 18 and 35 years, a white paper on the investigation of irregularities and paper leaks in competitive examinations in the last 10 years. He also urged action to be taken against the culprits, action against officers responsible for police lathi charge on BPSC candidates, and implementation of domicile policy to ensure at least two-thirds share of Bihar youth in government jobs in the state. Amid the BPSC candidates ongoing agitation in support of their demand for the cancellation of the BPSC preliminary examination, a verbal duel has also broken out between MP Pappu Yadav and Kishor as the former likened the Jan Suraaj Party leader to notorious conman, Natwar Lal. He (Kishor) is Natwar Lal, who sits on fast-unto-death in the evening after having lunch. Please dont talk about him, Pappu remarked while talking to media persons in Patna. On the other hand, BPSC will conduct a re-test for the 70th Combined (Preliminary) Competitive Examination (CCE) at 22 centres in the state capital on Saturday. Patna district magistrate Chandrashekhar Singh said that the re-examination would be held for around 12,000 who had appeared in the examination at Bapu Examination Hall in the state capital on December 13.The re-test would be held as the examination was disrupted at the centre on that day.
Dilip Cherian | Decoding Delhis latest babu jigsaw
The recent secretary-level reshuffle in New Delhi left some scratching their heads yet again. Like an unsolvable jigsaw puzzle, the logic behind these moves remains a closely guarded secret. But, for now, lets try to decode at least a few of these postings. First up is the department of personnel and training (DoPT), which handles the government's personnel affairs. For the third time in a year, the DoPT has a new secretary, with Rachna Shah, a 1991 Kerala cadre officer stepping in after a prolonged vacancy. Notably, the baton remains with a woman officer, continuing a trend. Ms Shah replaces Radha S. Chauhan, while Manisha Saxena recently took over as establishment officer, and Kavita Singh handles crucial ACC matters in the Cabinet secretariat. Coincidence? Hardly, say sources. The system seems designed to prevent leaks and surprises. If all goes smoothly, Ms Shah may stay till her retirement in November 2027, promising some much-needed stability at the DoPT. Over at the department of revenue, the reshuffle sparked buzz with 1992 batch IAS officer Arunish Chawlas appointment. Taking over from Sanjay Malhotra, now RBI governor, Mr Chawla faces the Herculean task of managing key portfolios like CBDT, CBIC, and the Enforcement Directorate (ED). His stint in pharmaceuticals seems to have been a brief stopover, and hes now moved to the high-stakes North Block while still holding charge of the ministry of culture. Speaking of culture, its been on an upward trajectory, gaining significant prominence. How Mr Chawla balances these dual responsibilities will be worth watching. As for the ministry of culture, the suspense over who will fill Mr Chawlas shoes adds an extra layer of intrigue. With the Prime Ministers Office playing its cards close to the chest, its a game of wait-and-watch. In the end, these reshuffles are a masterclass in controlled chaos. For us, mere mortals, deciphering the method in this madness remains an engaging, if baffling, pastime. Why did promising Darbhanga cop offer her resignation? Bureaucracy often thrives on opacity, but every so often, a story comes along that is intriguing enough to make us wonder whats happening behind the scenes. The case of Kamya Misra, a promising young IPS officer from the 2019 batch, is one such mystery. Ms Misra, who recently resigned from her post as the rural superintendent of police (SP) in Darbhanga, citing personal reasons, found her resignation unceremoniously rejected by the Bihar government. Instead, shes been granted 180 days of leave starting November 2024 and is currently cooling her heels at the Bihar police headquarters, awaiting a fresh posting. Reshuffles are routine in police services, but her case feels anything but ordinary. Her husband, Avdhesh Saroj Dixit, also from the 2019 batch, is currently the SP of Gopalganj, having previously served as the City SP in Muzaffarpur. The duo, who married in 2021, is highly regarded in bureaucratic circles. So why would an officer like Ms Misra, respected and reportedly effective, tender her resignation? And why would the government so pointedly refuse to let her go? The timing adds an extra layer of intrigue. Could this be linked to Bihars political climate, with state elections potentially on the horizon? Ms Misras tenure in Darbhanga and her decision to step away could have raised eyebrows, but the governments move to sideline her while keeping her within the system only raises more questions. Is there a larger BJP-Nitish Kumar political calculus at play here? Or does this point to internal administrative dynamics that we can only guess at? Whatever the reason, one thing is clear as the political temperature in the state rises, stories like this remind us of the fine balance between governance and politics in Indias bureaucracy. For now, though, Kamya Misras 180-day hiatus leaves us wondering: Whats next in this unfolding drama? Cut the clutter: Cabinet secy pushes for fast governance Continuing from where he left off last month, Cabinet Secretary T.V. Somanathan has called out ministries for ignoring a two-year-old directive to limit decision-making to four layers. In a no-nonsense letter, he pointed out that this non-compliance is causing unnecessary delays, undermining the governments push for reforms. He is clearly a man on a mission. The directive aims to streamline processes by creating a leaner, flatter structure. Mr Somanathan wants special, additional, and joint secretaries to operate as independent bureau heads, cutting out extra layers that slow things down. His message was clear: De-layering isnt just a buzzword; its about speeding up decisions and improving efficiency. He also reminded secretaries to personally ensure these changes are implemented, stressing that responsive, transparent governance depends on it. Adding to this, the Cabinet secretary chimed in with a reminder to keep communication short and sweet. He asked secretaries to send concise monthly updates just one or two pages highlighting key issues and delays. The message? Less bureaucracy, more action.

Bihar CM Nitish Kumar to launch 'Pragati Yatra'; Tejashwi calls it his 'Alvida Yatra'
PATNA: Bihar chief minister Nitish Kumar is set to launch his 'Pragati Yatra' from West Champaran district on Monday, days after leader of Opposition in the state assembly Tejashwi Prasad Yadav took a potshot at the CM's yatra, accusing him of wasting public money. Nitish will kick-start his 'Pragati Yatra' from Valmikinagar. The first phase of his tour, covering six districts, will focus on informing the public about the development works completed during his 19-year tenure as CM and unveiling future plans. The selected districts for the first phase are West Champaran, East Champaran, Sheohar, Sitamarhi, Muzaffarpur and Vaishali. The first phase will conclude on December 28 and CM will return to Patna. Tejashwi, mocking Nitishs tour, referred to it as the CMs 'Alvida Yatra' (goodbye tour), alleging that the people no longer wanted him as their chief minister. People have grown tired of him, which is why his popularity has drastically decreased, he said. The former deputy chief minister recalled Nitish's statement during the 2020 assembly elections when he claimed it would be his 'last election.' This shows that his tenure is likely coming to an end and that this is nothing more than a farewell tour, Tejashwi asserted. He also questioned the rationale behind expenses on such tours. The state government has released Rs.225 crore for a 15-day tour of the CM. What purpose will it serve? The people of Bihar wants to know, he added. Kumar emphasised the importance of women in the states development and claimed the 'Pragati Yatra' would be fruitful, providing the CM an opportunity to gather direct feedback on government development initiatives. He also questioned Tejashwi for not raising concerns when CM Nitish embarked on the Nishchay Yatra and Samadhan Yatra during the time the RJD was part of the grand alliance government in Bihar. Was that not the misuse of public money? he asked. Senior officials in West Champaran revealed that Nitish will begin his tour from Ghotwatola and Shikarpur in Valmikinagar, with Ghotwatola being a Tharu-dominated village.

NIA conducts searches at different locations in Bihar in connection with arms deal case
PATNA: Sleuths of the National Investigation Agency (NIA) on Wednesday carried out searches on multiple locations of arms smugglers in Bihar's Vaishali, Muzaffarpur and Saran districts. The Bihar-based gangs have their links with those operating in Nagaland and other northeastern states. The searches began early morning and concluded late in the evening. Sources said that sleuths of the federal agency cordoned off the house of an influential Mukhiya (panchayat head) Nandkishore Rai under Kudhani police station limits in Muzaffarpur district and started a search operation. Mukhiya's son Devmuni Rai had allegedly purchased an AK-47 rifle from an arms dealer who was a member of an inter-state gang involved in arms smuggling from Nagaland and other northeastern states. The personnel of the district police cooperated with the raiding team. Sources said that some parts of the prohibited bore weapon were recovered from Rai's house during the search conducted in May this year. Wednesday's search was a part of the ongoing investigation into the use of money earned through illegal arms smuggling in the real estate. Muzaffarpur Deputy SP A C Gyani said, NIA started conducting the raids at 5 am. Sleuths of the federal investigation agency searched the premises of Devmuni Rai in the Kudhni area in connection with its probe into the recovery of one butt and one scope of an illegally procured AK-47 rifle from his possession. Gyani, however, expressed his inability to disclose the outcome of the search operation. We are not authorised to share any information. NIA people will give you details of the operation and its outcome, the Deputy SP said. The name of Saytam of Hajipur in the Vaishali district had also come to light during the investigation. On Wednesday, another team conducted searches at the residential premises of an advocate of the Patna high court on SDO road in Vaishali district. Sources said that the members of the raiding team were looking for documents related to the purchase of land with the money earned through illegal arms smuggling. The operation continued for more than four hours. The advocate's father Ashok Kumar Sinha confirmed the searches conducted by a Delhi team of the federal agency. Sinha told the media that nothing objectionable was found during the search of the house. We cooperated with the raiding team, he added. Authoritative sources said that the Special Task Force (STF) of the Bihar police had recovered an AK-47 assault rifle smuggled from Nagaland from Devmuni Rai's house during a raid earlier this year. Both Devmuni and his associate Satyam were arrested and sent to jail in Arms Act cases. During the probe, the NIA came to know that the seized AK-47 rifle was procured from Nagaland. The members of Bihar-based arms racket had purchased the deadly weapon from Ahmad Ansari, a native of Dimapur in Nagaland. Vaishali SP Harkishor Rai said that confirmed the raids conducted by NIA teams at three locations, including SDO road and Bagmalli in Hajipur. The third raid was conducted at Gauspur Chakmajahid village under Mahua police station in search of Munna Rai, stated to be the son of an advocate late Anil Rai. The federal agency also conducted a raid on the residential premises of a ward councillor Aiyasha Khatoon under the Parsa police station area in Saran district. The raiding team was looking for Mohammad Karmullah Ansari, son of Aiyasha, who is stated to be in contact with arms smugglers. Unconfirmed reports claimed that a weapon made in Bangladesh was recovered from Ansari's house.

Bihar man is the father of '138' voters, reveals election data
PATNA: In a bizarre revelation during the legislative council by-election for the Tirhut Graduate constituency in Bihar, an individual named Munna Kumar has been listed as the father of 138 voters across different age groups and genders. The by-election, held on Thursday, covered 197 polling booths across four districtsSitamarhi, Sheohar, Muzaffarpur, and Vaishaliand recorded a voter turnout of 47.50%, an increase from 45.20% in 2020. According to officials, this anomaly was discovered under the Aurai block in Muzaffarpur district, where multiple voters were listed with Munna Kumar as their father. Tirhut Divisional Commissioner Sarvana M. stated, I will investigate the matter after the elections conclude. This appears to be a human error, but it should have been rectified during the verification process before publishing the final voter list. He added that strict disciplinary action would be taken against those responsible. Despite the irregularity, officials confirmed that it would not affect the overall voting process. The by-election was necessitated by the election of sitting MLC Devesh Chandra Thakur as a Member of Parliament from the Sitamarhi Lok Sabha seat in the recent parliamentary elections. A total of 1.54 lakh voters were eligible to decide the fate of 18 candidates in the fray. Prominent contenders include Abhishek Jha from the JD(U), Gopi Kishan from the RJD, and Dr. Vinayak Gautam of Prashant Kishors Jan Suraaj Party, who is the grandson of former minister Raghunath Pandey. Reacting to the anomaly, JD(U) candidate Abhishek Jha expressed disbelief. Its unbelievable. How can voters of different ages, genders, and religious affiliations have the same person listed as their father? he questioned. Independent candidate Bansi Dhar Brijwasi revealed that he had already brought the issue to the attention of senior administrative officials. They assured me that the matter would be looked into after the elections, he said. The by-election, which passed off peacefully, is set to conclude with the announcement of results on December 9.

Muslims dont vote for JD(U) in elections, Lalan Singhs remark sparks political row in Bihar
PATNA: Senior JD(U) leader and Union Minister Rajiv Ranjan Singh, alias Lalan Singh , has stirred a political controversy with his remark that Muslims do not vote for his party in elections. His statement has drawn criticism, including from his own party colleagues, who refuted his claim by pointing out that minorities have supported the JD(U) in recent elections. While addressing a JD(U) workers meeting in Muzaffarpur, North Bihar, Singh, a former national president of the party, argued that Muslims have not voted for JD(U) despite the developmental projects implemented for them by the Nitish Kumar government. It is a myth to say that minorities did not vote for us in the past but now they vote in our support. The truth is that no matter how much development is done for the minorities, they never vote in our favor, Singh asserted. He further stated that the condition of minorities was deplorable during RJDs tenure but improved significantly after Nitish Kumar came to power. Earlier, a madrasa teacher was receiving only Rs 4,000 a month, but now they are being paid as per the Seventh Pay Commission. Despite all these initiatives for the welfare of the minority community, we do not get their votes, the minister lamented. Some minority leaders claim that Muslims vote for Nitish, but we do not live under any illusion. The reality is that the minority community does not vote for Nitish Kumar. Instead, they vote for the party that has done nothing for their development to date, he added. Countering Singhs views, JD(U) leader Mohammad Jamal claimed that Muslims did vote for the party during the Belaganj Assembly by-poll, as reflected in the results. He also pointed out that in the Lok Sabha elections, a significant number of minorities voted for JD(U) candidates in constituencies like Sitamarhi and Sheohar. Another senior JD(U) leader and minister, Ashok Chaudhary, highlighted the extensive work done by the Nitish Kumar government for the welfare of minorities. Earlier, the budget for minorities was Rs 2,200 crores; today, it is around Rs 7,000 crores. Certainly, work has been done for their welfare. Bihar is one of the few states in India where our leader (Nitish) has provided BPSC and UPSC coaching to children from minority communities, Chaudhary claimed. Reacting sharply to Singhs statement, RJD leader Tejashwi Yadav remarked, Forget about Lalan Singh. When he was with us, he used to make all sorts of statements about the Prime Minister and Amit Shah. He changes his stance based on political convenience. He has no credibility. Asaduddin Owaisis AIMIM also expressed similar views on the contentious issue, criticizing Singhs remarks and questioning the sincerity of JD(U)s claims about minority welfare.
Bihar sex workers set to foray into culinary world
PATNA: Sex workers of Bihars Muzaffarpur are poised to foray into a new world -- cooking famous Champaran handi (earthen pot) mutton and selling it to customers who value its test. Dancing and providing services to customers visiting their homes in Chaturbhujsthan red light area of the town will soon become a thing of the past. Gopal Kushwaha, the proprietor of Champaran Handi Mutton fame, on Sunday started imparting training to 10 sex workers of the red light area of Muzaffarpur. He provided one months raw material and utensils free of cost for preparing mutton. Juli Khatoon, Soni Parveen, Gudia, Chanda and Rehana were among the 10 women of the redlight area who were imparted training on cooking the mutton. The profession we are associated with is looked down upon. Its a dirty world. The training to cook mutton will open doors for numerous sex workers who want to get rid of this age-old profession, said Juli. There was no alternative means of survival. Now we have got it and want to exploit the opportunity to keep our future generation out of this dark and dingy world, she said. Chanda said she would provide online service to customers of Champaran handi mutton in the town. Majority of girls and women of our age are looking for an alternative means of survival. They want to liberate themselves from this dirty trade, she said. The novel initiative of Kushwaha has received appreciation not only from officials but also from social workers. Kushwaha said he has assured the sex workers and their children to help opening shops in Muzaffarpur town or elsewhere they wish. Naseema Khatoon, founder of NGO Parchum working for uplift of sex workers, said Kushwaha had discussed the idea of providing training on Champaran Handi Mutton to sex workers. I assured him full cooperation. The day came on Sunday when the training programme for sex workers was launched, she said. Naseema, daughter of a sex worker, is now a member of the National Human Rights Commission Advisory Group. She said she would request to Muzaffarpur district authority to provide shops to the sex workers along Marine Drive (riverfront of the town) or some other locations. She said Kushwahas efforts will help women of redlight area to become self-reliant and not to depend on their traditional profession. Chaturbhujsthan red light area has a population of about 1000. Majority of them are engaged in performing dance at cultural-wedding events and meeting customers. Its unfortunate that some women are still engaged in the profession, which dates backs to Mughal period, said Vivek Kumar, who is making a documentary on Kushwahas initiative on changing the lifestyle of sex workers of Muzaffarpur.
Poverty drives woman to sell her toddler to repay loan
PATNA: A poverty-stricken woman was forced to sell off her child for a paltry Rs 9,000 to repay her bank loan in Bihars Araria district, an official said on Saturday. On learning about the incident, the police immediately swung into action. They recovered the child from his relatives house, where he was kept before being handed over finally to a Bengaluru-based issueless woman. The woman was in search of a child and had promised to pay Rs 2 lakh in exchange for the child. While the childs parents Mohammad Haroon and Rehana Khatoon -- are in police custody for questioning, the boy has been handed over to the child welfare committee on Saturday. Rehana Khatoon claimed that her brother Tanveer sold the child to a co-villager, Mohammad Arif, and paid her Rs 9,000 on Sunday. She told the police that she was not aware of the amount Tanveer had received from Arif for selling her son. Arifs relatives are claiming he paid Rs 45,000 to get possession of the child. Blaming her impoverished life for the crime, Rehana said that she was forced to sell her child as she was unable to pay her bank loan of Rs 50,000 due to financial constraints. She claimed that the bank employees had also started to harass her. I was under tremendous pressure as the installment of the loan which I had taken from a private finance company was due for the past three months. Agents of the money lending company were harassing us and even threatened to sue them for their failure to repay the loan. My brother Tanveer advised me to sell off one of the eight children to repay the loan, Rehana told the interrogators. The couple residing in Pachira panchayat of Raniganj block in Araria district has eight childrenfive sons and three daughters. Gurfan, one-and-a-half-year-old, is the youngest among them. Gurfan was sent to his maternal uncle Tanveers house on Sunday, where he was handed over to Mohammad Arif, a resident of Dumaria. The police recovered the child safely from Arifs house. Station house officer (SHO) of Raniganj police station, Nirmal Kumar Yadvendu, said that the child has been handed over to the child welfare committee of the district. The parents of the child have been detained for interrogation. Some other relatives have also been picked up for questioning to ascertain the truth, he asserted. The childs relative Arsadi said that Rehana had gone to Arifs house with Rs 9000 to take back her son, but he (Arif) refused on the plea that he had paid Rs 45,000 for the child. Rehana had collected money from villagers who provided the sum after they learned about the shocking incident. She told the police that Arif had taken huge money from a Bengaluru-based woman who wished to adopt a child (as she childless). Araria is close to the Nepal border. Child trafficking incidents are a common feature in the bordering districts of Bihar. In 2016, Rukmani and Sandeep Meena of a village in Patna district sold their nine-year-old son to a mediator in Indore to repay a loan of Rs 20,000. The same year, a Muzaffarpur district based man Himanshu Ranjan sold off his wife and two daughters aged about five years and three years to pay back a loan of Rs 4 lakh. A similar case came to light in Samastipur district in 2012 when one Parvati Devi sold her 18-month-old son to clear debt of Rs 15,000.
Diwali 2024: Strict Firecracker Bans in THESE States for a Greener Celebration
As Diwali comes, several states in India, including Tamil Nadu, Punjab, Haryana, and Delhi, are taking significant measures to combat rising pollution levels. These regions have implemented strict regulations regarding the use of firecrackers, aiming for a cleaner and greener celebration. This year, a complete ban is in effect on the manufacture, storage, sale, and use of any firecrackers other than 'green' ones. How Many States Have Imposed Firecracker Bans for a Greener Diwali 2024? Delhi In Delhi, the situation is particularly critical due to severe air quality issues during winter. The Delhi Pollution Control Committee (DPCC) has enforced a total ban on the manufacturing, storage, sale, and use of all firecrackers, including online purchases. This ban will last until January 1, 2025, allowing only 'green crackers' to be used. On Diwali, which falls on October 31, fireworks are permitted between 8 PM and 10 PM, with specific timings for Gurpurab, Christmas, and New Years Eve. Green crackers, which do not contain harmful chemicals such as barium and lead, are the only type allowed during these restricted hours. Bihar In Bihar, the government has banned the sale and use of all firecrackers, including green varieties, in cities like Patna, Gaya, Muzaffarpur, and Hajipur. This decision, as announced by the Patna district administration, follows a directive from the National Green Tribunal (NGT) aimed at maintaining air quality in these areas. Maharashtra and West Bengal Maharashtra and West Bengal have adopted similar regulations in line with the NGT's recommendations. All firecrackers, except green alternatives that produce around 30% less pollution, are prohibited. However, enforcement remains challenging due to the illegal influx of firecrackers from regions with less stringent laws. Authorities are ramping up their monitoring efforts to curb illegal sales. Punjab Punjab is also taking a strong stance by adhering to directives from the Supreme Court and NGT. The state government, empowered by the Environment (Protection) Act, has implemented strict regulations on the sale and use of firecrackers. Fireworks are only allowed during specific hours on Diwali and other major festivals, including Gurpurab, Christmas, and New Years Eve, to balance festive celebrations with environmental protection. Haryana In Haryana, particularly in Gurugram, regulations mirror those of Delhi. Green crackers are permitted during designated hours on Diwali and Gurpurab. The Haryana government is actively promoting the use of green crackers as part of its strategy to reduce pollution levels during the winter months. Tamil Nadu Tamil Nadu has set specific time slots for firecracker use on Diwali, allowing them from 6 AM to 7 AM and 7 PM to 8 PM. The Tamil Nadu Pollution Control Board (TNPCB) has issued an advisory encouraging responsible firecracker use to minimize pollution and noise. Additionally, the TNPCB is working with other government agencies to educate the public on safe practices to protect health and the environment. With these regulations, authorities hope to ensure that Diwali remains a festive occasion while safeguarding public health and the environment. Bihar excise officials intercept oil tanker smuggling beer in Bihar's Muzaffarpur
PATNA: An oil tanker in Bihar's Muzaffarpur district was found delivering liquor instead of oil on Wednesday About 200 beer crates were found in an oil tanker carrying logo of Hindustan Petroleum. The tanker carrying the registration number of Nagaland was intercepted by a team of excise department officials on Sakri-Sariaya on the Muzaffarpur-Hajipur road. On seeing the excise department team, the driver and an illicit liquor trader fled after abandoning the tanker on the national highway. The raiding team chased them, but they managed to escape leaving behind the tanker on the busy road. On being searched, beer crates were found. Assistant Excise Commissioner Vijay Shankar Dubey said that acting on a tip-off that liquor was being smuggled to Bihar from Arunachal Pradesh in an oil tanker, a team was deployed to track the vehicle and a road-blockade was put up for the purpose. When the members of the excise department team tried to intercept, the driver turned the vehicle towards another road. However, it was finally seized and illicit liquor recovered, the assistant excise commissioner revealed. He said that efforts were on to ascertain the identity of the local receiver who had booked the consignment. A case has been registered in this connection, Dubey said, adding that raids were on to arrest the accused. The seized vehicle has been brought to the excise police station. The manufacture, sale and storage of liquor is completely banned in Bihar under the new excise and prohibition policy 2016. As a result, liquor smugglers devise novel ways to transport liquor from outside the state. Earlier, liquor was found being transported in ambulances and trucks fitted with special compartments to store liquor bottles. Fruits like watermelon was also used to smuggle liquor. Last week, state hit the headlines after the death of 37 persons in a hooch tragedy that took place in Siwan, Saran and Gopalganj districts.

Police resort to lathicharge to disperse mob of flood victims in Bihar, deny report of firing
PATNA: Police resorted to baton charge to disperse a mob of flood victims indulged in putting up road blockade, stone pelting and arson in Bihars Muzaffarpur district on Friday. The authorities, however, denied the report of police firing and said that only a mild force was used to bring the situation under control. The incident took place near Gopalpur village under the Bedaul police outpost when a group of flood victims put up road blockade and indulged in arson on the National Highway 77 connecting Sitamarhi with Muzaffarpur. The flood victims were irked over closure of community kitchen, which was started by the district administration soon after the victims were evacuated to safer places. The road blockade led to traffic jam on the busy road. A police team attached to the Bedaul police outpost rushed to the spot to remove the blockade. Initially, the police tried to convince the protestors but in vain. The situation, however, turned worse when police used force to lift the road blockade. The protestors later pelted stones at the police team, which had to retreat to save their lives. Additional reinforcement was requisitioned from the district headquarters as the situation was going out of control. The protestors were not in a mood to relent. The police resorted to lathicharge and opened four rounds in the air to disperse the unruly mob. Though nobody was injured in the police firing, a police officer sustained injuries in the stone pelting. Vidya Sagar, superintendent of police (SP), rural, Muzaffarpur, said that the police resorted to baton charge to quell the protestors indulging in stone pelting, road blockade and arson. Now the situation is under control. An additional police force has been deployed in the area as a precautionary measure, he told this newspaper over phone. The SP, rural, however, denied the report of police firing and said that such rumours were spread by the protestors to defame the administration. The police-initiated action to restore traffic on the national highway as the queue of vehicles stranded on both sides of the road stretched to about five kilometres from the spot, he added. The locals said that the flood victims were not happy with the district authoritys decision to close community kitchen, which was started after people were evacuated to safer places after floods inundated their houses and destroyed their standing crops. Lack of fodder for their animal added fuel to the fire. Earlier, chief minister Nitish Kumar visited Darbhanga district to take stock of the situation arising out of floods. He also visited a community kitchen run for the flood victims in the district and asked the officials concerned to ensure adequate facilities at the flood relief camps. Later talking to media persons, Nitish said that Rs.7,000 each would be provided to the flood victims of 17 districts in the state. I have asked the authorities concerned to deposit the amount in the bank accounts of the flood victims before Dussehra festival, he said. Earlier, he conduced aerial survey of the flood hit districts. At a review meeting, Nitish directed the senior officers to monitor the arrangements for flood victims at the government run relief camps on a regular basis.
Severe flooding in the Aurai block of Muzaffarpur in the area has caused many residents to move out from their waterlogged homes. Moreover, community kitchens have been set up to assist the affected families.
