Assam's Byrnihat tops global pollution list; Delhi most polluted capital: Report

NEW DELHI: Thirteen of the world's top 20 most polluted cities are in India, with Byrnihat in Assam topping the list, according to a new report published on Tuesday. The World Air Quality Report 2024 by Swiss air quality technology company IQAir said Delhi remains the most polluted capital city globally, while India ranked as the world's fifth most polluted country in 2024, down from third in 2023. Four cities in neighbouring Pakistan and one in China are among the world's top 20 polluted cities. The report said India saw a 7 per cent decline in PM2.5 concentrations in 2024, averaging 50.6 micrograms per cubic metre, compared to 54.4 micrograms per cubic metre in 2023. Yet, 13 of the world's 20 most polluted cities are in India. Air pollution in Delhi worsened, with the annual average PM2.5 concentration rising from 102.4 micrograms per cubic metre in 2023 to 108.3 micrograms per cubic metre in 2024. The Indian cities in the world's top 20 most polluted cities are Byrnihat, Delhi, Punjab's Mullanpur, Faridabad, Loni, Gurugram, Ganganagar, Greater Noida, Bhiwadi, Muzaffarnagar, Hanumangarh and Noida. Overall, 35 per cent of the Indian cities reported annual PM2.5 levels exceeding 10 times the WHO limit of 5 micrograms per cubic metre, the report said. The high level of pollution in Byrnihat, a town on the border of Assam and Meghalaya, is due to emissions from local factories, including distilleries, iron and steel plants. Delhi grapples with high air pollution year-round and the problem worsens in winter when unfavourable meteorological conditions, combined with vehicular emissions, paddy-straw burning, firecrackers and other local pollution sources, make the air quality hazardous. Air pollution remains a serious health risk in India, reducing life expectancy by an estimated 5.2 years. According to a Lancet Planetary Health study published last year, about 1.5 million deaths in India every year from 2009 to 2019 were potentially linked to long-term exposure to PM2.5 pollution. PM2.5 refers to tiny air pollution particles smaller than 2.5 microns, which can enter the lungs and bloodstream, leading to breathing problems, heart disease and even cancer. Sources include vehicle exhaust, industrial emissions and the burning of wood or crop waste. Former WHO chief scientist and health ministry advisor Soumya Swaminathan said India has made progress in air quality data collection but lacks sufficient action. We have the data; now we need action. Some solutions are easy like replacing biomass with LPG. India already has a scheme for this, but we must further subsidise additional cylinders. The first cylinder is free, but the poorest families, especially women, should receive higher subsidies. This will improve their health and reduce outdoor air pollution, she told PTI in an interview. In cities, expanding public transport and imposing fines on certain cars could help. A mix of incentives and penalties is necessary, she said. Finally, strict enforcement of emission laws is crucial. Industries and construction sites must comply with regulations and install equipment to cut emissions instead of taking shortcuts, the former director general of the Indian Council of Medical Research added.

The AQI 2024 Worlds most polluted countries list is here, and the data reveals that the list of top 10 has nine spots occupied by South Asian and Middle Eastern countries. Along with this, the list of most polluted cities also include names of Asian and African countries. Among the countries the first two spots are occupied by Bangladesh and Pakistan with AQI levels of 140 and 115 respectively. And India is giving them company at No.3 with average AQI levels of 111 falling in the poor category. Notably, an Air Quality Index (AQI) of 0-50 is good, AQI between 51-100 is moderate and between 100-150 is poor, according to the data by AQI.in website. The top 50 list is dominated with Indian cities from North India. As per a report by Reuters, the states of North India like Punjab, Haryana and Uttar Pradesh have severe pollution levels, especially during the winter season when temperatures fall, cold air traps down emissions, construction dust and the farm fires are set off by the farmers. Man rapes college student while returning home in Uttar Pradesh

MUZAFFARNAGAR: A 17-year-old B Tech student was allegedly raped by a man who gave her a lift on his motorcycle when she was returning home from college in the Muzaffarnagar district of Uttar Pradesh, police said on Monday. Police said an FIR has been lodged against the accused and three of his friends, who aided him in the act. Charthawal police station in-charge Rajesh Dhanvat said the incident took place in the evening of February 21 when the student was returning home from college and the accused, Himanshu, gave her a lift on his motorcycle. However, the accused then took her to a field, where he raped her. His three friends helped him in the act, the police official said. The girl later narrated her ordeal to her parents, who lodged a complaint leading to an FIR against Himanshu and his friends Sagir, Siddharth and Adesh under relevant provisions of the Bharatiya Nyaya Sanhita and POCSO Act, Dhanvat said. He said all accused are absconding and attempts are being made to arrest them, while the girl has undergone medical examination and further legal proceedings are being carried out.

Dalit man stabbed to death in UP's Muzaffarnagar

MUZAFFARNAGAR: A 35-year-old Dalit man named Amit Balmiki was stabbed to death in Uttar Pradesh's Muzaffarnagar on Wednesday, police said. Balmiki's body was recovered from Shahdabber village under the jurisdiction of Budhana Police Station, they said. The body of the victim was sent for a post-mortem examination and an investigation is currently underway. A murder case has been registered based on a complaint filed by the victim's family, said Circle Officer (CO) Gajendra Pal Singh confirming the incident. Balmiki was returning home when he was attacked and stabbed by a suspect identified as Chavinder earlier this morning, according to the complaint lodged by the victim's relatives. The police have initiated a manhunt for Chavinder, who remains at large. The security has been tightened in Shahdabber village in response to the incident, with additional police forces deployed as a precautionary measure to maintain law and order, the CO said.

Youth who helped save Rishabh Pant battling for own life

Rajat Kumar, a 25-year-old man who saved Indian cricketer Rishabh Pant's life following his car accident in 2022, attempted suicide along with his girlfriend by consuming poison. The incident was reported in Buchha Basti, a village in Uttar Pradesh's Muzaffarnagar district on February 9. Rajat Kumar and Nishu Kumar had saved Rishabh Pant when the cricketer met with an accident on a December night in 2022. Rajat and Nishu found a mangled Mercedes, upside down and smouldering, near Roorkee on Delhi-Dehradun highway. They pulled out Rishabh Pant from the wreckage, half-conscious and profusely bleeding and informed the police. They stayed with the cricketer, though initially they didn't know it was Rishabh Pant, till help arrived. Pant, according to the Times of India , later said that the two were heroes who helped me...I'll be forever grateful and indebted. As a token of gratitude, Pant gifted a scooter to Rajat Kumar. Meanwhile, a NDTV report said that Kumar and his 21-year-old girlfriend, Manu Kashyap allegedly consumed poison on Sunday evening after their families opposed their relationship since they belonged to different castes. While Kashyap died during treatment, Kumar remains in critical condition, battling for his life in a hospital in Jhabreda, Uttarakhand. Woman in UP's Muzaffarnagar dies by suicide after poisoning two daughters

MUZAFFARNAGAR: A 42-year-old woman died by suicide after allegedly poisoning her two minor daughters in Chachroli village here, police said on Thursday. One of the daughters has survived and is undergoing treatment as her condition remains critical, they said. Massive Rs 1,196 cr GST fraud uncovered, one arrested in multi-state operation

NEW DELHI: The Directorate General of GST Intelligence (DGGI), Pune Zonal Unit, has uncovered a massive GST fraud amounting to Rs 1,196 crore. One person has also been arrested in connection with the case. The investigation, which involved searches at multiple locations in Pune, Delhi, Noida, and Muzaffarnagar, revealed a sophisticated network of bogus companies engaged in fraudulent Input Tax Credit (ITC) transactions. The accused had set up shell entities with no legitimate business operations, generating fake invoices and e-way bills to create a facade of genuine trade. However, these e-way bills had no RFID movements associated with them, confirming the absence of the actual supply of goods. The fraudulent network facilitated the availing and passing of fake ITC worth Rs 1,196 crore, a statement from the finance ministry issued on Wednesday said. The arrested individual is the director of a private limited firm in Muzaffarnagar and is identified as the mastermind behind the operation. The investigation uncovered that the cartel maintained a database of addresses, identities, email IDs, and phone numbers, which were strategically rotated to obtain new GST registrations and evade detection. The newly created firms had directors or proprietors selected from this repository, allowing the fraudsters to sustain their illicit activities, the ministry stated. Further inquiries revealed that the accused misused the personal details of unsuspecting employeesprimarily from economically weaker sectionswho were unaware of the legal implications of GST registration. The fraudulent firms engaged in circular trading, acting both as suppliers and recipients within the cartel to facilitate ITC fraud. To avoid suspicion, these firms were registered as private limited companies, using ITC from fake supplies to discharge tax liabilities and pass on ITC to beneficiaries. During searches at multiple locations, officials recovered original invoices, financial records, company stamps, and seals, indicating centralized control over multiple shell firms. The investigation has so far identified 20 such fictitious companies with no genuine business activity. Authorities have also frozen one bank account linked to a fraudulent entity, with further investigations underway, the ministry added.

UP man avails loan to hire killers to gang-rape, murder sister-in-law

LUCKNOW: A man from Muzaffarnagar district in western Uttar Pradesh reportedly took a loan of Rs 40,000 to hire two contract killers to gang-rape and murder his sister-in-law, police said. Police have arrested the accused, while the two killers are absconding. The man is a resident of Meerut district of western UP. The incident took place on January 21 near the Nanu canal in Meerut. Police recovered her remains including her skull from a nearby forest on Friday. Police sources said that the body was charred beyond recognition and it was identified by the parents of the victim's parents on the basis of her partially-burnt clothes, footwear, ring, hair with a clip intact and undergarments all recovered from the crime scene. The body was later sent for autopsy. According to the police, the victim was gang-raped by her brother-in-law and two others before being strangled to death and set on fire with the intent to destroy the evidence. As per sources, the man, identified as Ashish, was in a relationship with the victim who was his wifes younger sister. During interrogation, the alleged perpetrator of the crime claimed that the victim was blackmailing him and he finding no other way to settle the issue, planned her murder. He sought help from a hospital worker, Shubham, who then brought in another associate, Deepak. Shubham told him that he had a contact who could help in getting rid of her. They agreed to kill her for Rs 30,000, said Aditya Bansal, Superintendent of Police for Muzaffarnagar rural police. Culprit Ashish took a Rs 40,000 loan, paying Rs 20,000 in advance and Rs 20,000 after the murder, he added. Police sources claimed that Ashish, Shubham, and Deepak intercepted the victim on a scooter to the canal. They gang-raped her, strangled her with a scarf, and then burnt her body using petrol. The victim's family reported her missing on January 23. During the investigation, police found that she was last seen with Ashish, Shubham, and Deepak. Officers detained Ashish, who then admitted to the crime during grilling. Forensic teams recovered the remains of the victim and other belongings from the site, said the SSP. A used and an unused condom were also found, on the spot, he added. We will collect all scientific evidence and ensure a conviction, Bansal said adding that efforts were on to nab the two absconding perpetrators.

Kharge Alleges BJP's 'Manuvaad' Mindset Against Marginalised

New Delhi: Continuing its attack on the Bharatiya Janata Party (BJP), the Congress on Tuesday accused the BJP governments at the Centre and the states of having a mindset against the deprived sections of society who are suffering because of the brunt of Manuvaad. Muzaffarnagar: More than 100 people, including a village, have been booked for an alleged attack on Hindu activists who were protesting against the neglect and poor condition of a cow shelter in the village, police said on Sunday. Station House Officer (SHO) Jasvir Singh said that a case has been registered against village head of Badhai Kala, Dharmendra, and over other 100 others. He said the FIR has been lodged under Bharatiya Nyaya Sanhita sections 191 (rioting), 190 (member of unlawful assembly), 131 (assault or criminal force), 115 (voluntarily causing hurt), 352 (intentional insult to provoke breach of peace). Charges have also been invoked from the provisions of the Prevention of Cruelty to Animals Act and the SC-ST (Prevention of Atrocities) Act, he added. According to a complaint filed by Bajrang Dal leader Pankaj Deep a group of Hindu activists visited the cow shelter on December 24 to protest against its alleged neglect and poor condition. The complaint alleges that over 100 people, led by village head Dharmendra, attacked the activists and injured them during the incident, it said. Further investigation is underway, the SHO said.

Warm November made sugarcane less sweet, prone to pests

NEW DELHI: Warmer winter has reduced the sweetness of jaggery and created a conducive weather for pest attacks on sugarcane plants in western Uttar Pradesh, one of the largest sugarcane producer belts in the country. According to the India Meteorological Department, November was the warmest month for Northwest India since 1901. The normal mean temperature is 18.77 C which rose to 20.14 C. Northwest India meteorological region, of which Western UP is a part, shows 80% deficient rainfall in November. Generally, local manufacturing centres start processing jaggery from November. But warmer November led to higher water content and lesser formation of sucrose in sugarcane plants reduced its productivity, experts say. Warmer weather also created a conducive condition of pest attack on sugarcane crops. There are still relatively higher water content in cane even in first week of December instead of sucrose which led to either lesser jaggery production or no production, said Nischay Mallik, owner of Freyr Food, a jaggery manufacturing unit in Muzaffarnagar. The recovery rate of jiggery is still below 8% from the cane, he said. According to the latest bulletin of National Federation of Cooperative Sugar Factories, this year sugar recovery rate from sugarcane is 7.85%, which was 8.60% last year. Farmers feel that 15-20% of crops get affected due to diseases and warmer weather. Generally, the sugarcane growth stage ends at the end of middle of October and harvesting, processing of crops and jaggery start in early November. But this year monsoon rain extended till the first week of October and later higher temperatures than normal were observed which invited pests and led to late sucrose formation, said Mallik.

(Photo: ANI) Muzaffarnagar: The Allahabad High Court has rejected the anticipatory bail plea of a school teacher who asked class 2 students to slap their Muslim friend, a lawyer said on Thursday about the incident that sparked widespread outrage last year. A bench comprising Justice Deepak Verma refused to grant the relief and directed the applicant to surrender before the court concerned within two weeks from the date of the order and apply for regular bail, the plaintiff's lawyer said. The lower court had already rejected the anticipatory bail plea on October 16. Now, the high court has upheld that decision, rejecting the teacher's plea on November 23, Kamran Zaidi, the lawyer representing the victim, said. According to the prosecution, police filed a charge sheet against Tripti Tyagi under several sections of the Indian Penal Code (IPC), including Section 323 (voluntarily causing hurt), Section 504 (intentional insult with intent to provoke breach of peace), and Section 295A (deliberate and malicious acts intended to outrage religious feelings). Additionally, charges under Section 75 of the Juvenile Justice Act have been invoked, the lawyer said. The case drew widespread attention and condemnation after a video surfaced in August 2023, showing Tyagi instructing her students of Class 2 to slap a Muslim classmate while making a communal remark in Khubbapur village. Muzaffarnagar police had registered a case against the teacher over the incident, while the school was also served a notice by the state's education department. On November 10, 2023, the Supreme Court had castigated the state government for not complying with its order to depute an agency for counselling the victim child. On January 12, the apex court said the developments that followed the unsavoury incident were the result of the state not doing what was expected of it after the offence was committed. A bench of justices Abhay S Oka and Ujjal Bhuyan had said the state should have been concerned about the manner in which the incident had happened.

More than 160 protesting farmers held in Noida; unions urge judiciary to intervene, threaten to widen stir

NOIDA: Police on Tuesday arrested more than 160 protesting farmers, including the president of Bharatiya Kisan Parishad Sukhbir Yadav 'Khalifa', who were holding a sit-in at the 'Dalit Prerna Sthal' in Noida after their march to Delhi on land compensation and other demands was stopped a day earlier. The protesters, who had gathered in Gautam Buddh Nagar from different parts of Uttar Pradesh on Monday on the call of Samyukta Kisan Morcha (SKM), had threatened to resume their march to the national capital if their demands were not met within a week. Condemning the police action, the SKM said it was a violation of the constitutional rights for peaceful protest and urged the judiciary to intervene. In a statement, the farmers' collective claimed the police had arrested hundreds of farmers including more than one hundred women and forcibly evicted them from the protest site. The SKM alleged that the police had violated the consensus reached with the farmers' leadership on December 2, asking for seven days to allow the Chief Secretary of Uttar Pradesh to discuss and resolve the demands. Additional Commissioner of Police (Law and Order) Shiv Hari Meena said that they arrested more than 160 protesters at around 1.30 pm under Section 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The provision allows the police to carry out arrests to prevent the commission of a cognisable offence. Among the arrested were women and several farmer leaders like Khalifa and Pawan Khatana the state president of Bharatiya Kisan Union (Western Uttar Pradesh), according to the police. The protesters were taken to the Luksar jail in Noida, officials said. Khalifa told PTI on phone that they will continue to fight for their just demands. Slamming the arrests, the Bharatiya Kisan Union (BKU) convened an emergency panchayat over the matter at the Kisan Bhavan in Sisauli village of Muzaffarnagar where it decided to amplify the protest on Wednesday. It was decided in the Panchayat that BKU workers from the five divisions of Uttar Pradesh, which include Meerut, Saharanpur, Aligarh, Agra, Moradabad -- will reach the 'Zero Point' in Gautam Buddha Nagar while peaceful dharna would be observed across all other districts in their respective police stations, BKU's youth wing president of Uttar Pradesh Anuj Singh told PTI. Zero Point refers to a location at the convergence point of the Noida-Greater Noida Expressway and the Yamuna Expressway in Gautam Buddh Nagar district's Greater Noida city. BKU leader Rakesh Tikait warned that the ongoing protest led by the SKM would turn into a nationwide agitation of farmers. Tikait asserted that the moment the farm leaders of Gautam Buddh Nagar call for help, we will immediately respond to their call. The BKU leader, who was in Iglas here on Tuesday in connection with a private function, was speaking to media persons during his visit. This agitation would turn into a nationwide agitation of farmers who are protesting against the unjust manner in which farmlands are being acquired by the government without paying just and full payment to the farmers, he said. He said that the Gautam Buddh Nagar protest has been put off till December 9 to give the government some time to resolve this long-standing dispute between farmers in that district and the authorities which had been continuously delaying the process of payment of full compensation as envisaged by the Land Acquisition Act 2013. Tikait said that the farmers of Gautam Buddh Nagar are not alone in this protest and representatives of different farmers' organisations have been stationed there to assist them in their quest for justice. He said it has become a regular practice of the present government to acquire farmlands at low prices and to add to the farmers' woes, even the agreed amount of compensation is delayed inordinately. I will shortly be visiting Gautam Buddh Nagar to converse with the local leaders of the Samyukt Kisan Morcha during their ongoing negotiations with officials of the state government, he said. The farmers had gathered near the Mahamaya flyover and left for Delhi on Monday demanding proper compensation for their land acquired by the government, but were stopped by the police near Dalit Prerna Sthal, after which they sat on dharna there. Massive traffic snarls had caused inconvenience to commuters crossing the Delhi-Noida border as police had set up multiple layers of barricades and deployed heavy security to stop the march, which coincided with Parliament's Winter Session.

CHANDIGARH: Rajya Sabha MP Raghav Chadha proposed a comprehensive initiative to support farmers in stubble management, requesting the central government to provide assistance of Rs 2,500 per acre to farmers. He added that sustainable solutions to stubble burning require robust financial and policy backing. While taking up this issue in the upper house of the parliament today, Chadha also pointed out that while farmers are unfairly blamed for contributing to air pollution in North India, the problem is fuelled by several factors across many states. He emphasised that this year, under AAPs leadership, Punjab saw a remarkable 70 per cent drop in stubble-burning incidents, proving that progress is possible with the right support. Chadha raised concern over prevailing pollution in North India and its impact in Rajya Sabha, stating that North India is currently covered in a thick blanket of smoke. He said, with every breath, we are unknowingly inhaling the equivalent of numerous cigarettes and bidis. Air pollution isnt just Delhis problem its a crisis affecting the entire region, spanning multiple states. Cities in the North such as Bhagalpur, Muzaffarnagar, Noida, Hapur, Bhiwani, Agra, Faridabad face way more pollution than Delhi. Yet, the blame is disproportionately placed on farmers. Today, I stand to raise my voice in their defence, he added. He further stated that an IIT study shows that while stubble burning is a cause of air pollution, it is not the only one. However, the entire blame is unfairly shifted onto farmers. He emphasised that Punjab took up paddy farming to feed the country when there was a shortage of food grains. However, this has come at a great cost to Punjab. He said, Our water table has dropped by 600 feet, our soil has degraded, and this is despite the fact that rice is not a staple food for Punjabis. He added that after harvesting paddy, farmers are left with stubble, which they have only 1012 days to clear before sowing the next crop. If they dont clear it in time, the yield of the next crop is adversely affected. This forces farmers to burn the stubble. SC raises concerns over Punjab, Haryanas inaction on stubble burning amid rising air pollution Chadha pointed out that solutions like Happy Seeders and Paddy Choppers come with a hefty price tag, requiring farmers to spend Rs 2,0003,000 per acre to operate them. For farmers already struggling to break even, such expenses are unaffordable, leaving them with no choice but to burn stubble. Tragically, the worst affected by this toxic air are the farmers themselves and their families, who are forced to breathe it. He proposed a solution stating, if we provide farmers in Punjab and Haryana Rs 2,500 per acre as immediate financial assistance to manage stubble, no farmer will burn it. Of this, Rs 2,000 should be contributed by the central government, and the state government will bear the remaining cost. This will offer a short-term solution to the stubble-burning issue. Chadha further stated, As for a long-term solution, we need to promote crop diversification, moving away from paddy to crops like cotton, maize, pulses, and oilseeds. While we talk a lot about AI (Artificial Intelligence), we also need to talk about AQI (Air Quality Index).

Two killed as truck falls into Hindon river in UP's Muzaffarnagar

MUZAFFARNAGAR: A truck plunged into the Hindon river in Budhana area here on Wednesday leaving two people dead and two others seriously injured, police said. Circle Officer Gajendra Pal Singh said the driver of the truck coming from Ludhiana in Punjab lost control over the vehicle and it fell into the river. The truck driver, identified as Chote Lal, and a trader, Neel, were killed in the accident. Two other individuals, Javed and Ajay, the truck owners, sustained serious injuries, he added. The two injured individuals were rescued and rushed to hospital. The bodies of the deceased have been sent for postmortem.
