'Gun in the bag': Food delivery agent caught with illegal arms in UP's Muzaffarnagar
A 23-year-old man from Meerut, who was working in Haryana as an agent for a popular food delivery app, was caught by police in Uttar Pradesh's Muzaffarnagar disctrict, carrying a cache of illegal firearms. Authorities recovered 10 country-made pistols along with ammunition hidden inside his delivery bag. Police acted on a tip-off and stopped the suspect near the Jamalpur canal culvert in Ramraj area, where he was trying to evade them on a motorcycle. Upon searching, officers found the weapons and cartridges. Muzaffarnagar Senior Superintendent of Police Sanjay Kumar Verma said the man, identified as Sudhanshu Kumar, had been using his job as a delivery agent as a front to smuggle illegal firearms across several states, including Delhi, Haryana, Punjab, and Uttar Pradesh. He has a criminal history and has five criminal cases registered against him, police said. During questioning, Sudhanshu disclosed the involvement of six others in the illegal arms trade. Police have formed a special unit to track down and arrest these suspects. The gang reportedly supplied weapons to different regions, with a notable demand in Meerut. NCERT files 29 FIRs in one year over printing of pirated textbooks
NEW DELHI: The National Council of Educational Research and Training (NCERT) has seized more than 5 lakh copies of pirated NCERT textbooks. A record 29 FIRs have been registered against printers, warehouse owners and retailers of these books. Printing paper and machinery worth over Rs 20 crore were also seized in the last 14 months from UP and Haryana. Among the numerous steps taken to curb piracy was the sale of NCERT books without delivery charges on e-commerce sites. An official release said that piracy was a cognizable offence under the Copyright Act, 1957. Initially, NCERT, along with the UP Police, conducted a raid on a warehouse in Muzaffarnagar and seized over 1.5 lakh pirated textbooks worth over Rs.2 Crore, it said. They were found loaded into one truck and two cars. A large number of printing plates too were found. Eight accused were arrested on the spot, the release added. A printing press in Samalkha (Haryana) was also raided and a large number of printing plates being used for printing pirated NCERT textbooks, copies of the books, and machinery were seized, it said. Further investigation is underway to identify the masterminds behind the racket of manufacturing, distributing, and selling pirated NCERT textbooks, it added. NCERT has initiated the following steps now - significant improvement in quality of paper and printing of NCERT textbooks; their timely printing and availability in adequate numbers and proactive action against printers, distributors and retailers of pirated textbooks. It has also taken action against a paper mill based in Kashipur, manufacturing illegal NCERT watermarked paper. It has made NCERT textbooks available on major e-commerce platforms without delivery charges, the release said. The release added that a technology based anti-piracy solution, developed by IIT Kanpur, has been introduced in NCERT textbooks. This solution has been piloted on 10 lakh copies of one title and shall be scaled up to all titles in the next academic year, replacing the old watermarked paper, which has become redundant and is easily copied by pirates, the release added.

The viral post sparked protests by Tikait's followers in Muzaffarnagar and Meerut. Cases were registered against Chaudhary at Civil Lines Police Stations in Muzaffarnagar, Meerut, and Agra. Muzaffarnagar Station House Officer Ashutosh Kumar Singh stated that in the viral video, the accused purportedly announced a Rs 5 lakh reward for the beheading of Tikait. A case was also lodged against Chaudhary in the Jani police station area of Meerut, confirmed by Station In-charge Mahesh Kumar Rathore. In a video released in Meerut on Sunday, Amit Chaudhary is shown stating that he would give Rs 5 lakh to anyone who beheads Rakesh Tikait. Declaring Tikait a raitor, terrorist and madman, Chaudhary accused him of making anti-national statements. From his statements, it is clear that he is part of a sleeper cell. They work with a terrorist mentality and make statements against society or the government, Chaudhary reportedly said in the video. Following his remarks, several farmers staged protests at the Jani police station in Meerut on Sunday afternoon. Chaudhary also criticised Tikait for allegedly insulting traders. Rakesh Tikait is calling traders dishonest and speaking about dealing with them. I want to say that the countrys traders are its backbone. Their role in the GDP is significant. It is the trader who adds value to the farmers crop by purchasing it and bringing it to the market. For farmers, traders should be revered, he said. He further stated that Tikait operated with a terrorist sleeper cell mentality and that such individuals should be beheaded. Now, merely removing Rakesh Tikaits turban will not sufficehis head must be severed. Given the kind of statements and mentality he is displaying, we must not stop at his turban; we must behead him. I will offer Rs 5 lakh to anyone who carries it out, he declared. Notably, on 2 May, Rakesh Tikait faced intense public outrage in Muzaffarnagar over his comments on the Pahalgam terror attack. During the protest, there was pushing and shoving, and someone struck his head with a flag, causing his turban to fall off. Right-wing organisations strongly protested against him. The situation became so tense during the demonstration that police had to escort the farmer leader out of the area. However, Tikait managed to leave safely and was not injured.

NEW DELHI: The National Highways Authority of India (NHAI) on Saturday informed Union Minister of State for Road Transport and Highways, Harsh Malhotra, that the Delhi-Dehradun Expressway would be ready within three months. Malhotra inspected the entire 210-km stretch of the expressway along with officials from the Authority. The minister took cognisance of the various bottlenecks reported by NHAI officials and directed them to expedite the work and complete the project within the stipulated time frame so that it could be opened to the general public as scheduled. After the inspection, the minister stated that the expressway would be instrumental in decongesting the National Capital Territory (NCT) of Delhi and also reduce the load on the Delhi-Meerut Expressway and other connecting highways. The 210-kilometre-long access-controlled expressway, with an operational speed limit of 100 kmph, will connect the national capital with Uttarakhands capital, Dehradun. It starts from Akshardham Temple in Delhi and passes through several districts of Uttar Pradesh, such as Baghpat, Baraut, Muzaffarnagar, Shamli and Saharanpur, before culminating at Dehradun. The project was expected to be completed within the deadline of March 2024. It was approved in 2020, and Prime Minister Narendra Modi laid the foundation of the expressway in December last year. The expressway is being developed at an approximate cost of 12,000 crore and will reduce the travel time from Delhi to Dehradun from the existing 6.5 hours to 2.5 hours. The expressway will also have a spur towards Haridwar and connect to the Char Dham Highway, thereby enhancing connectivity to the hill stations and pilgrimage sites of Uttarakhand and Uttar Pradesh. The final 20-kilometre stretch passes through the eco-sensitive zone of Rajaji National Park, where Asias longest elevated wildlife corridor (12 kilometres) is being constructed. This includes the 340-metre Daat Kali tunnel.

Civil defence volunteers rehearse emergency response in Lucknow ahead of nationwide mock drill
LUCKNOW: A day before the scheduled mock drill mandated by the Union government, civil defence volunteers conducted a rehearsal at the Lucknow police lines on Tuesday to strengthen emergency preparedness. Meanwhile, UP DGP Prashant Kumar, on Tuesday, said that comprehensive civil defence mock drills would be conducted across all districts on Wednesday in compliance of the instructions received from the Government of India. The exercise, which involved around 200 civil defence volunteers, was aimed at training volunteers in managing large-scale emergencies and responding effectively to potential missile or air attacks. According to Chief Warden, Civil Defence Lucknow, Amarnath Mishra, the participants demonstrated coordinated responses to sirens, evacuation procedures, and protective measures designed to minimise panic and chaos during emergencies. The drill focused on practical techniques to protect civilians during missile strikes and air attacks, along with educating the public on how to safeguard themselves in such situations, Mishra added. The development comes a day after the Union Home Ministry's directives to states to conduct mock drills on May 7 to enhance civil defence preparedness. The Union Home Ministry asked the states to operationalise air raid warning sirens and train civilians to protect themselves in the event of a hostile attack. The states have also been directed to update and rehearse evacuation plans, crash blackout measures, and early camouflaging of vital plants and installations. Interacting with media persons, the UP DGP Prashant Kumar said that the Centre had identified 19 districts-- one placed in Category 1, two in Category 2 and the remaining 16 in Category 3-- for the exercise. Bulandshahr in western UP has been kept in Category 1; Agra, Kanpur, Lucknow, Bakshi Ka Talab, Gorakhpur, Varanasi, Meerut, Prayagraj, Moradabad, Bareilly, Mathura, Ghaziabad, Jhansi, Saharanpur, Sarsawan, and Chandauli are there in Category 2; Baghpat and Muzaffarnagar, both western UP districts, have been kept in Category 3. However, keeping the preparedness in mind and also considering the local sensitivities, the state government has decided to conduct the mock drill across all the state districts, said the DGP. He explained that the exercise would involve coordinated participation from multiple agencies, including the police administration, fire services, and disaster response agencies, to cope with disasters and other critical situations. The mock drill is imperative to ensure better coordination and readiness among all response agencies, said Prashant Kumar. Meanwhile, DG Civil Defence, Abhay Prasad also confirmed the instructions received from the Centre, explaining preparations were already underway to equip civilians with the knowledge and readiness needed in case of any future conflict. He said the mock drill would be conducted between 7 pm to 9 pm on Wednesday. At present, the state Civil Defence department has offices in 15 districts but covers 26 districts through its network. As part of the initiative, an assessment of emergency medical infrastructure, response time, and coordination between various agencies would be assessed in the event of mass casualties and large-scale evacuations. The drill would also foster greater public awareness and resilience in times of national crisis, said a senior state government official.

MUZAFFARNAGAR: The Bhartiya Kisan Union (BKU) has called for an emergency 'Kisan Panchayat' in Muzaffarnagar on Saturday after a section of people at a protest rally against the Pahalgam terror attack opposed farmer leader Rakesh Tikait's participation. BKU national president Naresh Tikait announced that the panchayat would be held at the GIC ground in Muzaffarnagar to deliberate on the incident. Naresh Tikait said the incident at the 'Akrosh rally' was part of a conspiracy orchestrated by a political party to weaken the farmers' movement. On Friday, Rakesh Tikait was allegedly heckled at the rally, organised by right-wing groups, to protest the Pahalgam attack and asked to go back. In the commotion, his turban also fell, purported videos of the incident showed. The incident was not spontaneous. It was pre-planned and driven by political motives, Naresh Tikait said, adding that farmers from across the region were beginning to gather in Sisauli and Muzaffarnagar ahead of the panchayat scheduled to begin in the afternoon. Rakesh Tikait also denounced Friday's heckling and reiterated that he thought it was a political sabotage. This is a conspiracy by a particular political party to suppress the farmers' voice. Some youths were deliberately sent to disrupt the rally, he told reporters on Friday. He claimed that those shouting slogans against him appeared to be under the influence of alcohol. In a related development, Tikait announced that the BKU would organise a tractor march to protest against the recent terrorist attack in Kashmir Valley's Pahalgam that left 26 people, mostly tourists, dead. The date for the march will be decided in the coming days. He urged the Union government to take strict action against terrorist activities to calm public anger.

UP man shot dead for refusing to withdraw murder case testimony; five booked
MUZAFFARNAGAR: A 35-year-old murder case witness was shot dead in Bijopura village here, police said on Monday. Salman was a key witness in his brother's murder case, pending in a Meerut court, Circle Officer Devwrat Bajpai told reporters. Police identified the key accused as Irfan. He and four of his associates Kaliya, Mohammad Ali, Naimuddin, and Fazil all Meerut natives have been booked in Salman's murder. All five are currently absconding, the officer said. According to a complaint lodged by the victim's brother, Naushad, the accused had been pressuring Salman to withdraw as a witness in the case of murder of their brother Zaid, who was killed four years ago in Meerut. Uttar Pradesh police remain vigil across state in wake of Waqf Amendment Bill
LUCKNOW: Amid the prevailing tension following the passage of the Waqf Amendment Bill in Parliament on late Thursday night, security was tightened in all the 75 districts of Uttar Pradesh amid fierce criticism of the Bill from various quarters of Muslim community. However, there was no incident of public protest reported from anywhere in the state. UP police in all the 75 districts held Flag March in the wake of the passage of the Bill with a strict monitoring of potential troublemakers. Moreover, the state police are keeping an eye on the situation through drones as well. Notably, UP DGP Prashant Kumar had cancelled the leave of all the police personnel calling them back to join duty with immediate effect on Wednesday when the Bill was tabled in Lok Sabha. While cautioning the officers to exercise utmost caution in their respective districts, the state police chief has directed the officers in the sensitive areas to remain mobile in the field and intensify the police patrolling in public places. The police chiefs of respective districts, including state capital Luckow, Kanpur, Prayagraj, Varanasi, Sambhal, Aligarh, Meerut, Muzaffarnagar, Agra, Bulandshahr, Rampur, Jalaun, Moradabad and Mathura, remained on high alert and conducted flag march coupled with the monitoring of sensitive areas, shrines and dargahs through drone. Moreover, the vigilance was increased in Muslim dominated localities of the cities across the state. Congress to challenge Waqf (Amendment) Bill in Supreme Court In Lucknow, police surveillance was amplified especially in over a dozen localities across the old city area. Rapid Action Force, Sashastra Seema Bal and 10 companies of Provincial Armed Constabulary (PAC) conducted flag march. All the preventive measures have been put in place. Cops are aware of SOPs. In the Taj city of Agra, police and PAC units were deployed around the Jama Masjid with barriers erected at various points to control the movement. Maulana Fazlul Manna, cleric of famous Tilewali Masjid in Lucknow, said the waqf was owned by Allah. No one else can own the Waqf properties. Now the future course of action would be decided by All India Muslim Personal Law Board. Similarly, in Bareilly, while Ittehad-e-Millat Council chief Maulana Tauqeer Raza claimed that the Bill would not be accepted by the Muslims at any cost, Maulana Shahabuddin Razvi Barelvi, chairman, All India Muslim Jamat came out in support of the Bill saying it would be in the favour of Muslims if passed by the Parliament. In Saharanpur, Maulana Mahmood Madni, chairman, Jamiat Ulema-e-Hind dubbed the Bill as anti-constitutional. He said it was brought by Modi government following its majoritarian approach against the democratic values. On the other, in Varanasi, Supreme Court advocate Vishnu Shankar Jain welcomed the bill saying it would curtail several 'unchecked' powers previously held by Waqf Boards. Former chief of UP Minority Commission, Ashfaq Saifi said that he was getting life threats for supporting the Bill. I am being intimidated through social media and Whatsapp calls. According to Tikait, the accident took place when his vehicle was near the Meerpur bypass road here. A nilgai suddenly appeared on the road and collided with his car, even as the Bharatiya Kisan Union (BKU) leader escaped unhurt. 189 mosques in UP covered with tarpaulin on Holi eve as police tighten security
LUCKNOW: With Holi falling on Friday during the holy month of Ramzan and prominent Muslim clerics of Uttar Pradesh having already revised the timings for Friday prayers, postponing them after 2 pm, 189 mosques in at least four districts of the state were covered with tarpaulin ahead of the festival of colours. While Muslim clerics have adjusted the timing of Friday prayers across 18 districts of the state on Holi day, mosques in Bareilly, Sambhal, Shahjahanpur, and Aligarh in central-western UP were covered with tarpaulin to protect them from the splash of Holi colors. For the sake of maintaining peace, UP DGP Prashant Kumar sent a letter to all the district police chiefs, commissionerates, and heads of police zones and ranges with a 20-point directive to fortify the sensitive zones in their respective districts with adequate deployment of police and paramilitary forces. Besides holding direct interactions with top police officers of the state, the DGP personally met senior officers of sensitive districts and discussed police arrangement for the festival. In the hyper-sensitive Sambhal district, where Shahi Jama Masjid has been caught in a litigation for the past few months over the court-ordered survey, several mosques along with the Jama Masjid were already covered with tarpaulin sheets on Wednesday. As per the senior police officer of the district, additional paramilitary force for round-the-clock monitoring and vigilance were deployed in the town. In Sambhal, the Friday Namaz would be held at 2.30 pm due to Holi celebrations. Sambhal Shahi Jama Masjid management committee chief Zafar Ali urged members of both communities to celebrate Holi and offer Friday prayers in a harmonious atmosphere. Regarding the administrations move to cover mosques with tarpaulin, Ali welcomed the decision, stating that it was a positive step. Maximum mosques 109-- were covered with tarpaulin in Bareilly where a Ram Barat was taken out on Holi eve with strict vigilance and deployment of over 5000 police personnel on all the mosques falling in the route of the Barat. In Shahjahanpur, 67 mosques were covered before the traditional Laat Sahab Juloos on Holi. Shahjahanpur is the only district where there is a tradition of playing Joota Maar Holi (playing Holi using shoes/slippers). A person is made to sit on a buffalo cart as laat sahab and is made to take the rounds of the city with people throwing colours, shoes and slippers at him. A senior officer, who is a part of the team monitoring security arrangements at DGP headquarters, said senior officers would escort the traditional procession of Laat Sahab. Around 1000 additional cops were called in from other districts for deployment at sensitive spots. The police contingent carried out a flag march on Holi eve in the district. Similarly, 10 mosques in Sambhal and three in Aligarh were also covered. The drone-equipped vigilance is on across the sensitive districts of the state. Barricades have been erected along the routes of Holi processions with the installation of several CCTV cameras by the respective local administration. As per Shahajhanpur SP Rajesh S, in all 18 Holi processions including the two major Laat Saheb processions, are taken put in the city. To ensure security, the larger procession was divided into three zones and eight sectors, with around 100 magistrates deployed. Moreover, police have taken preventive action against 2,423 people to deter potential troublemakers, he said. Similarly, in other districts including Mathura, Ayodhya, Varanasi, Meerut, Muzaffarnagar, Saharanpur, Moradabad, Rampur, Aligarh, Agra, Kanpur, Gonda, Bahraich and Siddharthnagar, additional paramilitary forces have been deployed to avert any untoward incident. DGP Prashant Kumar said that officers were instructed to ensure that no group was allowed to perform any act or hold untraditional processions.

Assam's Byrnihat tops global pollution list; Delhi most polluted capital: Report
NEW DELHI: Thirteen of the world's top 20 most polluted cities are in India, with Byrnihat in Assam topping the list, according to a new report published on Tuesday. The World Air Quality Report 2024 by Swiss air quality technology company IQAir said Delhi remains the most polluted capital city globally, while India ranked as the world's fifth most polluted country in 2024, down from third in 2023. Four cities in neighbouring Pakistan and one in China are among the world's top 20 polluted cities. The report said India saw a 7 per cent decline in PM2.5 concentrations in 2024, averaging 50.6 micrograms per cubic metre, compared to 54.4 micrograms per cubic metre in 2023. Yet, 13 of the world's 20 most polluted cities are in India. Air pollution in Delhi worsened, with the annual average PM2.5 concentration rising from 102.4 micrograms per cubic metre in 2023 to 108.3 micrograms per cubic metre in 2024. The Indian cities in the world's top 20 most polluted cities are Byrnihat, Delhi, Punjab's Mullanpur, Faridabad, Loni, Gurugram, Ganganagar, Greater Noida, Bhiwadi, Muzaffarnagar, Hanumangarh and Noida. Overall, 35 per cent of the Indian cities reported annual PM2.5 levels exceeding 10 times the WHO limit of 5 micrograms per cubic metre, the report said. The high level of pollution in Byrnihat, a town on the border of Assam and Meghalaya, is due to emissions from local factories, including distilleries, iron and steel plants. Delhi grapples with high air pollution year-round and the problem worsens in winter when unfavourable meteorological conditions, combined with vehicular emissions, paddy-straw burning, firecrackers and other local pollution sources, make the air quality hazardous. Air pollution remains a serious health risk in India, reducing life expectancy by an estimated 5.2 years. According to a Lancet Planetary Health study published last year, about 1.5 million deaths in India every year from 2009 to 2019 were potentially linked to long-term exposure to PM2.5 pollution. PM2.5 refers to tiny air pollution particles smaller than 2.5 microns, which can enter the lungs and bloodstream, leading to breathing problems, heart disease and even cancer. Sources include vehicle exhaust, industrial emissions and the burning of wood or crop waste. Former WHO chief scientist and health ministry advisor Soumya Swaminathan said India has made progress in air quality data collection but lacks sufficient action. We have the data; now we need action. Some solutions are easy like replacing biomass with LPG. India already has a scheme for this, but we must further subsidise additional cylinders. The first cylinder is free, but the poorest families, especially women, should receive higher subsidies. This will improve their health and reduce outdoor air pollution, she told PTI in an interview. In cities, expanding public transport and imposing fines on certain cars could help. A mix of incentives and penalties is necessary, she said. Finally, strict enforcement of emission laws is crucial. Industries and construction sites must comply with regulations and install equipment to cut emissions instead of taking shortcuts, the former director general of the Indian Council of Medical Research added.

United Arab Emirates (UAE) stood at no.7 (AQI 90), followed by Kuwait and Tajikistan at no.8 (with an AQI of 89 each) and Kyrgyzstan at 10 with its annual average AQI at 87. These include Gurgaon at no.6 with AQI 154, Bhiwadi at no.7 with AQI 153, followed by Patna at no.8 with AQI 145 marked in poor category, Sonipat at no.9 with AQI 145 and Muzaffarnagar at no.10 with AQI 144. The top 50 list is dominated with Indian cities from North India. As per a report by Reuters, the states of North India like Punjab, Haryana and Uttar Pradesh have severe pollution levels, especially during the winter season when temperatures fall, cold air traps down emissions, construction dust and the farm fires are set off by the farmers. Man rapes college student while returning home in Uttar Pradesh
MUZAFFARNAGAR: A 17-year-old B Tech student was allegedly raped by a man who gave her a lift on his motorcycle when she was returning home from college in the Muzaffarnagar district of Uttar Pradesh, police said on Monday. Police said an FIR has been lodged against the accused and three of his friends, who aided him in the act. Charthawal police station in-charge Rajesh Dhanvat said the incident took place in the evening of February 21 when the student was returning home from college and the accused, Himanshu, gave her a lift on his motorcycle. However, the accused then took her to a field, where he raped her. His three friends helped him in the act, the police official said. The girl later narrated her ordeal to her parents, who lodged a complaint leading to an FIR against Himanshu and his friends Sagir, Siddharth and Adesh under relevant provisions of the Bharatiya Nyaya Sanhita and POCSO Act, Dhanvat said. He said all accused are absconding and attempts are being made to arrest them, while the girl has undergone medical examination and further legal proceedings are being carried out.

Dalit man stabbed to death in UP's Muzaffarnagar
MUZAFFARNAGAR: A 35-year-old Dalit man named Amit Balmiki was stabbed to death in Uttar Pradesh's Muzaffarnagar on Wednesday, police said. Balmiki's body was recovered from Shahdabber village under the jurisdiction of Budhana Police Station, they said. The body of the victim was sent for a post-mortem examination and an investigation is currently underway. A murder case has been registered based on a complaint filed by the victim's family, said Circle Officer (CO) Gajendra Pal Singh confirming the incident. Balmiki was returning home when he was attacked and stabbed by a suspect identified as Chavinder earlier this morning, according to the complaint lodged by the victim's relatives. The police have initiated a manhunt for Chavinder, who remains at large. The security has been tightened in Shahdabber village in response to the incident, with additional police forces deployed as a precautionary measure to maintain law and order, the CO said.
