NEW DELHI: Leader of Opposition in the Lok Sabha Rahul Gandhi on Sunday alleged that Union Home Minister Amit Shah addressed the Election Commission on vote theft claims with trembling hands while speaking in Parliament. Referring to a recent altercation between the two during a Lok Sabha debate on electoral reforms, the Congress MP said Shah appeared nervous while responding to the allegations. Addressing the party's 'Vote Chor Gaddi Chhod' rally at the Ramlila Maidan, Rahul Gandhi further claimed that the BJP shows courage only when it is in power, suggesting that the Home Ministers demeanour reflected that reality. Priyanka Gandhi claimed that every step of the poll process arouses suspicion and called on Chief Election Commissioner Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi to answer how they conspired to take away peoples voting rights. FSDA writes to UP district magistrates to invoke Gangster Act in illegal cough syrup case
LUCKNOW: While government agencies are conducting raids and cracking the whip on those allegedly involved in illegal diversion of codeine-based cough syrup and trafficking of narcotic-category medicines, the Food Safety and Drug Administration (FSDA) has shot of letters to 31 district magistrates (DMs) across Uttar Pradesh to book the alleged syndicate operators under the UP Gangsters Act. The FSDA has told the DMs to initiate action under the laws provisions that include seizure of properties disproportionate to the known source of income. Meanwhile, the Enforcement Directorate (ED) conducted raids in a palatial bungalow worth crores, owned by dismissed police constable Alok Kumar Singh in Lucknow on Friday. Alok Kumar Singh, who was arrested in connection with the cough syrup scam, is currently languishing in jail. The ED raided 25 locations simultaneously across six cities in Uttar Pradesh, Jharkhand and Gujarat on Friday morning in connection with a major illegal network dealing in codeine-based cough syrup, officials said. The size of Alok Kumar Singhs bungalow and its overt opulence were there to take everyone in awe. Meanwhile, the development regarding the letters written by FSDA to the DMs has come three days after the Uttar Pradesh government formed a three-member Special Investigation Team (SIT), led by Inspector General of Police, Law & Order, LR Kumar, to investigate the case. The UP Police and FSDA authorities have carried out raids in 332 firms across 52 districts in UP, during the past two months, lodging FIRs against 133 of them across 31 districts. UP forms SIT to crack Rs 425-crore codeine cough syrup smuggling racket According to FSDA Secretary and Commissioner Roshan Jacob, the department conducted months of intensive investigation spanning Jharkhand, Haryana and Himachal Pradesh and collected evidence, including the business links of Uttar Pradeshs super stockists and wholesalers with those states, before launching the raids two months ago. Jacob has also written to district magistrates to initiate action against the jailed operators under the Gangsters Act. As per the FSDA commissioner, CM Yogi had issued directives for stringent action against the culprits ensuring that no diversion takes place from Uttar Pradesh to any other state or country. He (CM) instructed officials not to trouble small traders during enforcement but ensure firm action against super stockists and wholesalers involved in illicit activities, Jacob said. According to officials, for the first time, cases have been registered under the Narcotic Drugs and Psychotropic Substances Act (NDPS) Act and Bharatiya Nyaya Sanhita (BNS) for illegal diversion of codeine-based cough syrup. Earlier, such violations were dealt with only through licence cancellations. Informed sources reveal that while probing the records of 332 drug-selling establishments, it was found that many of them did not actually exist and were functioning only as billing points with no purchase or sale records. Many others lacked proper storage arrangements. Out of the 332 firms, 133 were found to be involved in the organised illegal diversion of these medicines for non-medical use. It was discovered that the diverted stock was being routed primarily through state capital Lucknow, Kanpur, Lakhimpur Kheri, and Bahraich to Nepal, and from Varanasi and Ghaziabad to Bangladesh. Cases of trafficking of codeine-based cough syrup for drug abuse have been identified in cities including Varanasi, Jaunpur, Kanpur Nagar, Ghazipur, Lakhimpur Kheri, Lucknow, Bahraich, Bijnor, Prayagraj, Pratapgarh, Sitapur, Sonbhadra, Balrampur, Raebareli, Sant Kabir Nagar, Hardoi, Bhadohi, Amethi, Shravasti, Siddharthnagar, Unnao, Basti, Ambedkarnagar, Azamgarh, Saharanpur, Bareilly, Sultanpur, Chandauli, Mirzapur, Banda, and Kaushambi, officials said.

LUCKNOW: The Allahabad High Court came to the rescue of a Samajwadi Party leader who owns a banquet hall - Aiwane-e-Farhat - in Bareilly by restraining the Bareilly Development Authority (BDA) from carrying out any further demolition of the residential structure and marriage hall. A division bench comprising Justice Mahesh Chandra Tripathi and Justice Kunal Ravi Singh directed the parties, on Wednesday, to maintain the status quo and granted liberty to the petitioners to approach the Vice-Chairman of the BDA with applications for the regularisation and compounding of the unauthorised construction. The order came almost a week after the Supreme Court declined to entertain a writ petition filed under Article 32 by SP leader Sarfaraz Wali Khan and his wife Farhat Jahan but granted them liberty to approach the jurisdictional High Court. On December 4, the Apex Court, while disposing of the petition, noted that the demolition exercise has already begun and that partial demolition had been carried out. However, the Supreme Court had granted interim protection for one week, directing that parties maintain the status quo till December 10, 2025. When the matter was presented before the High Court, Senior Advocate Shashi Nandan, appearing for the petitioners, argued that the demolition action was being taken under the guise of an alleged order (dated October 12, 2011) that was never served upon the petitioners. The petitioners alleged that the authorities concerned proceeded directly with demolition without giving any prior notice or following the procedure prescribed under the Uttar Pradesh Urban Planning and Development Act, 1973. The petitioners expressed their willingness to resort to remedies available under the 1973 Act, as they submitted that the specific constructions were compoundable. On the other hand, Senior Advocate Ashok Mehta, representing the BDA, opposed the petition, alleging that the petitioners had concealed material facts. It was submitted that notices were issued under Section 27(1) of the 1973 Act as early as 2011 regarding the construction of a Marriage Hall (Barat Ghar) without a sanctioned map. It was pointed out that despite being afforded several opportunities between May and October 2011, the petitioners failed to appear or furnish evidence. Consequently, a demolition order was passed on October 12, 2011. The BDA further argued that, in 2018, petitioner no. 2 admitted to operating the marriage hall Aiwan-e-Farhat but claimed that the structure was old and had been purchased under a sale deed dated 1991. The Authority contended that despite this, no map was ever submitted for approval, nor was any compounding application filed. After hearing both sides, the High Court observed that it was not inclined to adjudicate the matter on the merits at this stage, given the disputed questions of fact which cannot be examined in writ jurisdiction. However, to ensure the ends of justice, the Court accorded liberty to the petitioners to move appropriate applications under Sections 14 and 15 of the 1973 Act, along with an application for compounding such portion of the construction as may be permissible under the Rules. Setting a strict deadline, the bench asked the petitioners to file such applications before the Vice-Chairman of the Bareilly Development Authority within two weeks. The Court, at the same time, directed the BDA Vice-Chairman to process those applications strictly in accordance with law and dispose of them within a further period of six weeks from the date of filing. In order to secure the property during the interim period, the High Court directed all parties to maintain status quo with respect to the property in question, and no further demolition shall be carried out until the disposal of the applications. The petitioners were also restrained from carrying out any further construction or alteration on the site.

BAREILLY: The body of a minor boy was found stuffed inside a metal box dumped near bushes under the Nakatia river bridge along the Delhi-Lucknow National Highway in Bareilly's Izzatnagar area on Tuesday, police said. A foul smell emanating from the box prompted locals to alert the police. When the box was opened, the body of a boy was recovered. Initial signs suggest he may have been killed elsewhere and the body dumped here, Additional Superintendent of Police, City, Manush Parikh said. A forensic team was called to the spot and several crucial clues were collected, officials said. Senior Superintendent of Police Anurag Arya has formed four teams to crack the case. The police said a blanket, along with packets of snacks and biscuits, was found inside the box. Investigators suspect the child, aged around 8-10, may have been lured with snacks before being killed. The exact cause of death will be known after the post-mortem, they said. The Izzatnagar police are probing the case from multiple angles, including murder, kidnapping and the possibility of occult-related activity, as certain items found in the box have raised suspicion. Efforts are underway to establish the child's identity. CCTV footage from nearby areas is being examined and all missing-person reports filed in surrounding localities are being scrutinised, police added.
Another BLO dies in UP allegedly due to SIR work pressure, fifth death in less than a week
Another booth-level officer (BLO) has lost his life allegedly due to work pressure linked to the controversial Special Intensive Revision (SIR) of electoral rolls in UP, taking the death toll to five in less than a week. 40-year-old Kamlakant Sharma, a resident of the Brahmanpuri area in Hathras district's Sikandra Rao died on Tuesday morning after he collapsed at his residence. Sharma was serving as an assistant teacher at the Composite School, Navli Lalpur, while also handling duties as a BLO. According to family members, Sharma suddenly felt dizzy while drinking tea after coming down from the upper floor of his house and collapsed. He was rushed for treatment but died on the way. His body has been sent for a post-mortem. Sharma's son, Vinayak, said his father had been distressed for several days due to the workload related to BLO duties, reported PTI. He came downstairs around 7 am to have tea and suddenly fainted. He passed away while being taken to the hospital, he said. On November 30, a 46-year-old Dalit school teacher, Sarvesh Kumar, was found hanging in his home in Moradabad district. He was assigned the duty of a BLO on October 7. Reportedly, it was his first time working as a BLO. In his suicide note, Kumar confessed to feeling suffocated and said there was not enough time for the job he had been given. In a video that surfaced hours after his death, Kumar is seen fighting back tears as he asks for forgiveness to his family for taking the extreme step. I have not been able to sleep for 20 days. If I had time, I would have finished this work. I have four little daughters. Please forgive me. I am going far away from your world, Kumar said. On November 29, a woman BLO died of cardiac arrest in the Bijnor district. Shobharani, according to her husband, was a diabetes patient. She was posted as the BLO of booth number 97 in Mohalla Badwan, Dhampur area. On November 26, Sarvesh Kumar Gangwar, a BLO and primary teacher from Karmachari Nagar in Bareilly, collapsed inside the school while on duty. He was rushed to a hospital where doctors declared him dead. Gangwar's family alleged that immense work pressure due to the ongoing SIR cost him his life, reported The Hindu. On November 25, Vipin Yadav, a resident of Gonda district who worked as an assistant teacher and BLO, was found dead. Yadav's family alleged he was under extreme work pressure during the SIR exercise and was asked to cut the names of a particular caste group. Amid widespread criticism over the rising deaths of BLOs and other issues, the Election Commission on Sunday extended the deadline for completing the SIR by a week. However, opposition parties have pointed out that the extension might not reduce the work pressure on the BLOs as one week is ot sufficient to complete the job. Bareilly (UP), Dec 2 (PTI) A special POCSO court here has sentenced a 22-year-old man to life imprisonment for raping a nine-year-old girl in the district's Aliganj area earlier this year, officials said on Tuesday. Special Judge (POCSO Act) Devasheesh Pandey on Monday convicted Pradeep and sentenced him to life imprisonment along with a fine of Rs 2,000. According to the prosecution, the incident took place on January 30, 2025, when the convict lured the minor to his rooftop on the pretext of showing her a mobile phone and then raped her. The child returned home crying and fell unconscious. She was rushed to a hospital, where doctors confirmed sexual assault. Her statement led to the registration of a case under relevant sections of the Bharatiya Nyaya Sanhita and the POCSO Act. Police arrested the accused and filed a chargesheet within five days. Special Public Prosecutor Rajeev Tiwari said ten witnesses were examined during the trial, and based on their testimonies and medical evidence, the court pronounced its verdict within 10 months of the incident.

Four BLOs die amid mounting pressure during electoral revision drive in UP
LUCKNOW: Booth Level Officers (BLOs) on the forefront of the Special Intensive Revision (SIR) exercise are facing severe stress and mounting pressure in Uttar Pradesh, with four deaths reported so far and several officers suffering from anxiety-related issues, according to their families and colleagues. Like in other parts of the country, BLOs running the SIR in Uttar Pradesh are facing hardships. So far, four of them have lost their lives. The cause of death has been attributed by their families to heavy workload and alleged official pressure. While Sudhir Kumar, 35, a lekhpal, died by suicide at his home in Bindki, Fatehpur district, on Tuesday, just a day before his marriage, Sarvesh Kumar Gangwar, 47, a primary school teacher deployed as a BLO, collapsed while on duty on Wednesday. The families of both Sudhir Kumar and Gangwar attributed their deaths to alleged work pressure linked to the SIR. Sudhir Kumar was scheduled to get married on Wednesday. His relatives alleged that he was threatened with dismissal from service for not completing the SIR work as a supervisor in time. Police have filed an FIR against senior officials on abetment charges. According to his family sources, Sudhir, a Dalit, was the only earning member of the family. He used to sell eggs and also worked as a MNREGA worker before securing the lekhpals job in 2024 by clearing the state-level examination conducted by the subordinate service commission after years of hard work. He was still on probation. On Wednesday, the Lekhpal Association staged a protest and did not allow the police and administration to take the body for a post-mortem examination until a case was registered. It also announced a boycott of SIR work from Thursday unless action was taken against those responsible for the death. Meanwhile, Hemant Kumar Mishra, SHO of Bindki police station, confirmed the registration of an FIR against Shivram, the kanungo (revenue officer), and other unnamed officials on charges of abetment to suicide. The body was eventually sent for post-mortem on Wednesday afternoon. District Secretary of the Lekhpal Association, Ravendra, told media persons that Sudhir, a resident of Khajuha village, was to get married on 26 November. His marriage had been fixed long before his appointment as a supervisor for the SIR task. He said Sudhir had applied for leave citing his wedding, but he was never informed whether the leave was sanctioned. According to association members, a meeting was convened by the Electoral Registration Officer (ERO), a sub-divisional magistrate-rank officer, for all staff engaged in the SIR exercise on Sunday. Sudhir, busy with wedding preparations, failed to attend it. Annoyed by this, the ERO said during the meeting that he was recommending Sudhirs suspension. In her complaint to the police, Sudhirs sister Amrita said he had been upset since Sunday after getting information about his alleged suspension. Around 6 a.m. on Tuesday, she alleged that Shivram reached their home and called Sudhir. He told her brother to complete the pending SIR work within the given time, or he would be dismissed from service as instructed by senior officers. She said Sudhir told him he was caught up with the wedding and would complete the work soon after the rituals were over. However, Shivram was not ready to listen and kept threatening him, Amrita said. Upset by the alleged threats and coercion, Sudhir Kumar went inside and hanged himself even as Shivram was standing outside. Relatives, busy with wedding arrangements, noticed Sudhirs absence after an hour. Sources claimed that the family had initially named the ERO as the prime accused and the kanungo as the co-accused in their complaint, but the police and administration made them change it, leaving only the kanungo named. However, the Additional Superintendent of Police, Fatehpur, denied the allegation. Similarly, Sarvesh Kumar Gangwar, a resident of Karmachari Nagar in Bareilly and posted as a primary school teacher in Pardhauli village, collapsed inside the school while on duty. He was rushed to a hospital where doctors declared him dead. The primary school teacher was deployed as a BLO. His family alleged that immense pressure of work due to the ongoing Special Intensive Revision cost him his life. His elder brother, Yogesh Gangwar, also a teacher and currently posted as a supervisor in the same exercise, said Sarvesh was under immense pressure. I had met him the day before. He told me he was stressed due to the BLO duty. Moreover, two more BLOs, one in Gonda and the other in Lucknow, died due to SIR pressure. While the Gonda teacher consumed poison to end his life, the BLO in Lucknow suffered a brain haemorrhage. On the other hand, while the Gautam Budh Nagar administration claims the ongoing Special Intensive Revision of electoral rolls has picked up with expanded ground support, BLOs working in Noida and Greater Noida highlight a different reality marked by rising workload, long hours of field movement and growing uncertainty after FIRs were lodged against BLO staff earlier this month. BLOs say the situation on the ground is challenging, especially in densely populated areas where they may have to revisit the same tower three or four times because residents are travelling, flats are locked or documents are not ready. Some shared their constant anxiety about the possibility of harsh action. They claim there is a constant fear of making a small mistake, One missed flat, one untraced address and the disciplinary action follows. Exercise to identify illegal foreign nationals to be launched in UP
LUCKNOW: Tightening the noose around the illegal immigrants living in the state, the Uttar Pradesh authorities are set to launch a major exercise to identify them. The campaign will commence from western UP, the Rohilkhand region of Terai, comprising Bareilly, Badaun, Pilibhit and Shahjahanpur districts falling under Bareilly division. As per the senior officials, the divisional commissioner Bhupendra S Chaudhary has issued directives to all the DMs concerned of Bareilly Division, to set up temporary detention facilities where identified illegal immigrants would be housed until the verification is complete, and, if necessary, they are deported to their native countries as per procedure. The move has come after UP CM Yogi Adityanath had recently directed the respective district administrations to identify, detain and deport illegal immigrants residing across Uttar Pradesh. As per Chaudhary, several Bangladesh nationals are suspected to be engaged in factories, brick kilns and other establishments in the Rohilkhand region. Posing as residents of Assam or West Bengal, they are even in possession of Indian identity documents. However, their language and mannerisms had raised suspicion, said the officer. The sources claimed that Bareilly district officials and police had begun ground-level checks to identify illegal immigrants. Meanwhile, the divisional commissioner said that the administration would call linguistic experts from Tripura if needed to aid the identification process. Local Bengali-speaking residents will also assist in the verification process, he added. According to Bareilly Senior Superintendent of Police (SSP) Anurag Arya, any person found with fake Aadhaar, voter ID, or other forged documents would face criminal proceedings. Cross-checking of suspicious individuals, identified during a special verification drive earlier this year, would also be undertaken. It may be recalled that Bareilly police had set up special police station-wise teams for the campaign under the supervision of Additional Superintendents of Police and Circle Officers. The team of officials, who were part of the drive, had identified several suspected individuals living in slums and nomadic settlements during a two-month-long operation in June this year. At the end of the drive, over a dozen Bangladesh nationals were confirmed to be residing in the district, illegally. In August this year, three Bangladesh-origin sisters were arrested from the Premnagar area for allegedly residing with forged documents for years. All three sisters were booked on charges of cheating, impersonation, forgery, and provisions of the Foreigners Act, Passport Act, and Aadhaar Act. DEHRADUN: A statewide review of potentially fraudulent domicile certificates in Uttarakhand has led to the cancellation of 48 bogus documents in Haldwani, following a directive from Chief Minister Pushkar Singh Dhami to examine all such certificates issued over the past three years. The action stems from an ongoing investigation into forged documents after an initial gang involved in creating fake paperwork was exposed. The first phase of the inquiry, conducted by the Nainital District Magistrates office, focused on certificates issued in the Haldwani tehsil over the past five years. Early scrutiny of nearly 200 documents revealed major inconsistencies. During the first phase of verification in the Banbhulpura area, our team found suspicious elements in the supporting documents of 48 domicile certificates, Rahul Shah, Sub-Divisional Magistrate (SDM) of Haldwani, told TNIE. We have cancelled all 48 immediately. SDM Shah said the verification process is rigorous, involving cross-checking everything from the phone numbers provided to the authenticity of the supporting paperwork. The ongoing drive accelerated after a high-profile complaint surfaced during a recent public grievance hearing (Janta Darbar) conducted by Kumaon Commissioner Deepak Rawat. A complainant alleged that an individual who had recently moved from Bareilly, Uttar Pradesh, managed to secure a residency certificate in Haldwani using forged documents just two months earlier. Commissioner Rawat then launched a discreet inquiry, which traced the application back to a local deed writer operating within the Haldwani tehsil. This investigation exposed the clear involvement of middlemen actively facilitating fraud, a source close to the Commissioners office said. The probe led Commissioner Rawat to raid a Common Service Centre (CSC) in the Banbhulpura area. Officials recovered several incriminating documents, leading to the registration of a case against the alleged document writer, Faizan, and the beneficiary, Laik. Police investigations later revealed the alleged complicity of an employee from the Uttarakhand Power Corporation Limited (UPCL). Banbhulpura police subsequently arrested all three accused individuals, who have since been sent to jail. The administration has stated that the investigation is ongoing. We are scrutinising documents daily, SDM Rahul Shah added. Our aim is to conclude the verification of all targeted certificates within the next 10 to 15 days, the figure of which is expected to be around 1,200. Authorities are also monitoring several other deed writers suspected of involvement in similar rackets. Several have already been issued official notices by the district administration as efforts continue to clean up residency records across the district.

Allahabad HC directs UP govt to amend educational documents of transgender petitioner
LUCKNOW: In a landmark judgement, the Allahabad High Court has upheld the right of transgender people to get their name and gender changed in official documents. The HC directed the UP education department to amend the documents of the petitioner to reflect the correct name and gender. The court ordered that fresh marksheets and certificates be issued to the petitioner who had undergone a surgery for a gender change from female to male. Allowing the writ petition filed by Sharad Roshan Singh, the single judge bench comprising Justice Saurabh Shyam Shamshery set aside the impugned (under challenge) order dated April 8, 2025 passed by the regional secretary, Madhyamik Siksha Parishad, Bareilly. The application of the petitioner for change of name had been rejected on the ground that relevant provisions and government orders do not provide any procedure for correction of name in educational documents at a very belated stage and provisions of the Transgender Persons (Protection of Rights) Act, 2019 read with Rules, 2020 are not applicable. The petitioner was recognized as a transgender person under the aforesaid Act of 2019. Under section 6 of the Act of 2019, the district magistrate had issued a certificate of identity. Subsequently, the petitioner had undergone a surgery for a gender change and under section 7 of the Act, a certificate was issued by the district magistrate in a prescribed format. The petitioner then filed an application for change of name in the educational documents under Rule 5 (3). However, by means of the impugned order dated April 8, 2025, the regional secretary, Madhyamik Siksha Parishad, rejected the application on the aforesaid grounds. Appearing on behalf of the petitioner, senior advocate HR Mishra and Chitrangada Narayan relied on various judgments of the apex court and high courts of other states to assert the right of the petitioner to get his name changed after the gender change. In his judgment dated November 6, Justice Saurabh Shyam Shamshery said: The Transgender Persons (Protection of Rights) Act, 2019 is a special Act. Therefore, the concerned respondents (education authorities of the state) have committed a legal error by not applying the provisions of the Act of 2029 in favour of the petitioner. The court said that under Rule 5(3) and Annexure-1 of the Act, transgender persons could modify all official documents including educational certificates, which could be updated to reflect their correct name, gender, and photograph. The bench emphasised that government inaction infringed upon the constitutional rights of equality, dignity, and non-discrimination guaranteed to transgender individuals. Consequently, the court set aside the April 8, 2025, order. It instructed the state government and the Board to complete the necessary amendments and issue updated certificates within eight weeks.

LUCKNOW: The personal secretary of Ittehad-e-Millat Council chief Maulana Tauqeer Raza surrendered before a Bareilly court, police said on Thursday. Afzal Beg was a wanted accused in the September 26 violence case and had been carrying a reward of Rs 15,000 on his arrest. Beg appeared in the court of the Additional Chief Judicial Magistrate on Wednesday and surrendered, officials said. He was accompanied by his lawyer and a few associates. The court sent him to jail, said police sources. Maulana Tauqeer Raza is in Fatehpur jail after he was arrested on charges of inciting violence in the name of the I love Muhammad protest in Bareilly on September 26. A resident of Viharipur, Civil Lines, Afzal Beg had earlier served as an IMC office-bearer. Bareilly cops kill dacoit who had dozen aliases, fifth such operation in state in last 12 days
LUCKNOW: A dacoit Shaitan alias Iftekhar alias Soldier, 35, carrying a cash reward of Rs 1 lakh and using a dozen aliases, was killed in a police encounter in Bhojipura area of Bareilly district early on Thursday. SOG head constable Rahul sustained gunshot injuries during the operation. The operation was led by Bareilly SSP Anurag Arya, with the SOG team and forces from three police stations participating. The encounter marks the fifth such operation in the state within the last 12 days. Police sources said the head constable Rahul, who was injured during the exchange of fire, was rushed to a hospital, where doctors described his condition as critical. The criminal also fired at other cops, with bullets striking the bulletproof jackets of two personnel; however, they escaped unhurt, said police sources. According to Bareilly SSP Anurag Arya, the police team surrounded the bandit near Bilwa bridge along the Nainital highway at around 5:30 AM. Shaitan opened fire on the team, discharging 17 rounds. The police retaliated, hitting him, and he fell immediately. He was rushed to the district hospital where doctors declared him dead upon arrival. However, one of his accomplices managed to escape. Police said Shaitan had 19 cases of serious offences, including murder and robbery, registered against him across seven districts. Police records revealed that he operated under 12 different aliases and used five different addresses. Bareilly Police recovered a bike, a pistol, 17 cartridges of 32 bore, two magazines, and some cash from the scene of the encounter. As per the SSP, evidence was being collected from the site while separate teams were on the lookout for the accomplice who managed to escape. The SSP added that Shaitan had a long criminal history. In 2006, his name surfaced in the murder and robbery of a priest at Pachaumi temple in Faridpur police station area. In 2012, he escaped from police custody in Barabanki. He was re-arrested eight years later in 2020, with a reward of Rs 50,000 announced on him. Shaitan, son of Sadiq, used to repeatedly mislead police by changing his name. He operated under several aliases including Iftekhar, Dhoom, Soldier, Lodha, Shakir, and Rohit. Shaitan was originally a resident of Bari Chowk in Kadarganj, Kasganj. He had been living with his family in Bhoopkhedi village near Tila Mod in Ghaziabad. According to the state government, between March 2017 and July 2025, the UP police eliminated 238 criminals in encounters. During this period, over 14,000 encounters took place, resulting in more than 30,000 arrests and injuring over 9,000 criminals.

UP: Three more die of fever in Pilibhit village, officials order probe
Pilibhit (UP):Three more villagers have died due to a viral fever outbreak in a village here, taking the total toll to seven, officials said on Tuesday. A fever outbreak has been ongoing in the Rasiya Khanpur village of the Bisalpur area for the past 15 days, and a large number of residents have fallen seriously ill. Chief Medical Officer (CMO) of the district, Dr Alok Kumar Sharma, said a field inspection is being conducted following reports of the three deaths in the village. Health camps have been set up, and samples from residents are being collected. The exact cause of the deaths will be determined after investigation, he said. Following the rising fatalities, health department teams are camping in the village and monitoring the situation closely. On receiving information about the three deaths, Bisalpur Sub-Divisional Magistrate (SDM) Nagendra Pandey and Chief of the Community Health Centre, Lekhraj, visited the village along with a medical team and met the families of the deceased. The SDM directed the CHC authorities to carry out investigations. A total of seven people have died due to the fever outbreak in the village. Among the recent deaths, 20-year-old Sakina, daughter of Allu Khan, had been ill for five days and died on the way to Bareilly on Tuesday. Rizwan's 60-year-old mother, Pooti Begum, succumbed at home after four days of high fever. Rehan Hussain (22) had been suffering from a high fever for five days and died on Tuesday afternoon after being admitted to a private hospital in Bareilly. Earlier, four villagers had died, including Sunita, Ishratulla Chishti, Tasrum, and a newborn.

LUCKNOW: UP Police have announced a cash reward of Rs 15,000 each for information aiding to the arrest of seven associates of Ittehad-e-Millat Council (IMC) chief Maulana Tauqeer Raza. They have been absconding in connection with the violence that erupted in Bareilly last month over I Love Muhammad posters. As per Senior Superintendent of Police Anurag Arya, seven persons were named in the FIRs registered after the violence the broke out on September 26. Those who figure on the wanted list include IMC youth district president Sajid Saklani, city youth president Altamas Raja, Afzal Beg, Nayab alias Nimma, Bablu Khan, Nadeem, and Adnan Saklani. According to police, Sajid and Altamas are wanted in cases registered at Baradari police station while Afzal Beg is wanted in cases at Kila and Baradari police stations. Nayab alias Nimma and Bablu Khan are listed as history-sheeters at the Baradari police station, while Nadeem also faces charges of gang rape, police sources said. The police authorities added that Adnan Saklani allegedly instigated young men to join the violence. According to SSP Arya, special teams were formed to track down the accused, who are currently on the run. No person involved in the violence will be spared. Arrests will be made soon, he added. The controversy erupted on September 9 when Kanpur police booked 24 people for allegedly installing boards with I Love Muhammad written on them during a religious procession on September 4. In Bareilly, tensions broke out on September 26, when locals and police clashed in the heart of the city post-Friday prayers after the cancellation of a proposed protest over the I Love Muhammad posters. During protests, the mob started pelting stones over cops for being stopped at Khaleel Trisection. Consequently, police resorted to lathi charge to control the situation. Several people were injured in the clashes. Police investigations later revealed that a few leaders of the IMC had allegedly conspired to incite the riots under the guise of protests. So far, over 80 people, including IMC chief Maulana Tauqeer Raza Khan, national general secretary and spokesperson Nafees, former district president Nadeem Khan, social media in-charge Farhat Khan, city president Anees Saklani, founding member Moin Siddiqui, former district president Munir Idrishi, and district president Shamsad, have been arrested in connection with the unrest and violence. BAREILLY: Five associates of controversial cleric Maulana Tauqeer Raza have been issued recovery notices of over Rs 1.25 crore for alleged power theft at e-charging stations, officials said on Monday. Last week, a joint team conducted raids in the Baan Khana area and uncovered five e-charging centres operating on stolen electricity. An FIR was lodged, and recovery notices of over Rs 1.25 crore was issued against the five accused. Officials said this was not the first such incident in the area and a similar raid about a year ago had also exposed four illegal charging units of the same persons. Following fresh investigations, recovery certificates (RCs) amounting to over Rs 1.25 crore have now been issued against five accused. The district administration has directed strict recovery proceedings. Chief Engineer (Zone I) Gyan Prakash said recovery certificates are being issued against defaulters who have failed to pay penalties for power theft. In the first phase, RCs have been issued against those owing fines above Rs 10 lakh. The list includes five individuals from Baan Khana, he said. According to the department, Wasim Khan owes Rs 15.39 lakh, Monish Khan Rs 22.29 lakh, Barkaan Raza Khan Rs 37.32 lakh, Aman Raza Khan Rs 26.92 lakh, and Ghulam Navi Rs 26.57 lakh. All are said to be close to Ittehad-e-Millat Council (IMC) chief Tauqueer Raza Khan. Officials said that in January 2024, a raid near Raza Chowk drain in Baan Khana had also led to the seizure of illegal e-charging centres operated with stolen electricity. The same five individuals were booked and fined at that time as well. Terming the recent case serious, Prakash said a three-member committee has been formed to probe the possible involvement of power department staff. Action will be taken against any official found complicit, he added. LUCKNOW: Launching a scathing attack on the Rashtriya Swayamsevak Sangh (RSS), former Madhya Pradesh CM, and senior Congress leader Digvijaya Singh on Friday accused the organization of inciting communal violence and questioned its financial transparency. Speaking at Datia in Jhansi after visiting the Pitambara Peeth, the senior Congress leader said the RSS claimed the Muslim population was increasing, but in reality, the Muslim population had declined more than the Hindu population. BAREILLY: Security was strengthened in several sensitive areas here ahead of the evening prayers on Friday, a week after the city witnessed violence following the congregational prayers. The district magistrate and the senior superintendent of police were seen patrolling the city with heavy force since morning while clerics from the Ala Hazrat Dargah appealed to residents to maintain peace. Internet restrictions remained in place in Bareilly and very few people were seen in markets. On September 26, locals and police clashed in the heart of the city following Friday prayers after the cancellation of a proposed protest over the I Love Muhammad posters. In a statement released by Tauqeer Raza's elder brother, Maulana Tauseef Raza Khan, accused the police of filing false cases and arresting people on fabricated charges of attack on security forces with firearms, petrol bombs, and acid bottles. He warned the administration that if atrocities on Muslims do not stop, the family would be compelled to take concrete steps. LUCKNOW: While dealing with a case involving child marriage and a maintenance claim against a minor husband, the Allahabad High Court has held that application under Sections 125 and 128 Criminal Procedure Code (CrPC) seeking maintenance against a minor was maintainable. The High Court, however, reduced the amount of maintenance. The Allahabad High Court recently observed that a husband, a minor at the time his wife sought maintenance, could not be compelled to pay allowance for that period, but would be considered liable once he turn 18. Modifying a Bareilly family courts order, the High Court reduced the maintenance amount from Rs 9,000 to Rs 4,500 per month, payable from January 2021, when the man turned 18. The couple's marriage was solemnized on July 10, 2016 and they were blessed with a daughter on September 21, 2018. In February 2019, the wife moved the family court seeking maintenance for herself and the child under Section 125 of the Criminal Procedure Code (CrPC). In November 2023, the family court directed the man to pay Rs 5,000 to his wife and Rs 4,000 to his daughter every month from the date of the application. Challenging the court order, the man moved the Allahabad High Court, arguing that he was a minor both at the time of his marriage and when the maintenance plea was filed. He produced his high school certificate showing his date of birth as January 1, 2003, making him just 13 at the time of marriage and 16-year-old when the legal proceedings towards divorce commenced. Petitioner Abhishek Singh Yadav claimed that no case under Section 125 CrPC could be filed against a minor without impleading a guardian. His lawyer contended that petitioners wife had left him without sufficient cause, which under Section 125(4), disentitled her from claiming maintenance. It was also submitted that the petitioner was a student who had no income and the family court erred in assuming that he earned between Rs 25,000 and Rs 30,000 per month. Even if he worked, his potential income was pegged at Rs 10,000 per month, making the Rs 9,000 maintenance order excessive and exorbitant. Opposing the submissions, the wifes counsel and the State insisted that a husband could not shirk his responsibility towards his wife and the minor child. They pointed out that the family possessed agricultural land, a tractor, and a car, indicating financial capacity. They also stressed that the aggrieved wife had to leave the matrimonial home due to dowry harassment, which was a sufficient ground to live separately. The bench of Justice Madan Pal Singh, after hearing both sides, observed that Section 125 CrPC contained no bar on proceedings against a minor husband. However, he acknowledged that until the man attained majority on January 1, 2021, he could not be presumed to have sufficient means to provide financial support. The Court, therefore, held him liable to pay maintenance only after that date. The High Court rejected the family courts assessment of income. Instead, it estimated the mans potential earning capacity as an able-bodied man at Rs 18,000 per month, equivalent to daily wage labour. Applying the Supreme Courts guidelines, which capped maintenance at 25 per cent of net income, the High Court fixed the allowance at Rs 2,500 per month for the wife and Rs 2,000 for the daughter. The arrears were directed to be recalculated on this basis, with any excess payment adjusted in future instalments.
