Bareilly violence: UP police announce cash reward for information about 7 IMC leaders
LUCKNOW: UP Police have announced a cash reward of Rs 15,000 each for information aiding to the arrest of seven associates of Ittehad-e-Millat Council (IMC) chief Maulana Tauqeer Raza. They have been absconding in connection with the violence that erupted in Bareilly last month over I Love Muhammad posters. As per Senior Superintendent of Police Anurag Arya, seven persons were named in the FIRs registered after the violence the broke out on September 26. Those who figure on the wanted list include IMC youth district president Sajid Saklani, city youth president Altamas Raja, Afzal Beg, Nayab alias Nimma, Bablu Khan, Nadeem, and Adnan Saklani. According to police, Sajid and Altamas are wanted in cases registered at Baradari police station while Afzal Beg is wanted in cases at Kila and Baradari police stations. Nayab alias Nimma and Bablu Khan are listed as history-sheeters at the Baradari police station, while Nadeem also faces charges of gang rape, police sources said. The police authorities added that Adnan Saklani allegedly instigated young men to join the violence. According to SSP Arya, special teams were formed to track down the accused, who are currently on the run. No person involved in the violence will be spared. Arrests will be made soon, he added. The controversy erupted on September 9 when Kanpur police booked 24 people for allegedly installing boards with I Love Muhammad written on them during a religious procession on September 4. In Bareilly, tensions broke out on September 26, when locals and police clashed in the heart of the city post-Friday prayers after the cancellation of a proposed protest over the I Love Muhammad posters. During protests, the mob started pelting stones over cops for being stopped at Khaleel Trisection. Consequently, police resorted to lathi charge to control the situation. Several people were injured in the clashes. Police investigations later revealed that a few leaders of the IMC had allegedly conspired to incite the riots under the guise of protests. So far, over 80 people, including IMC chief Maulana Tauqeer Raza Khan, national general secretary and spokesperson Nafees, former district president Nadeem Khan, social media in-charge Farhat Khan, city president Anees Saklani, founding member Moin Siddiqui, former district president Munir Idrishi, and district president Shamsad, have been arrested in connection with the unrest and violence. Ten FIRs were lodged across Kotwali, Cantt, Baradari, Premnagar and Kila police stations in connection with the incident, naming 125 people and around 3,000 unidentified persons, officials said.

BAREILLY: Five associates of controversial cleric Maulana Tauqeer Raza have been issued recovery notices of over Rs 1.25 crore for alleged power theft at e-charging stations, officials said on Monday. Last week, a joint team conducted raids in the Baan Khana area and uncovered five e-charging centres operating on stolen electricity. An FIR was lodged, and recovery notices of over Rs 1.25 crore was issued against the five accused. Officials said this was not the first such incident in the area and a similar raid about a year ago had also exposed four illegal charging units of the same persons. Following fresh investigations, recovery certificates (RCs) amounting to over Rs 1.25 crore have now been issued against five accused. The district administration has directed strict recovery proceedings. Chief Engineer (Zone I) Gyan Prakash said recovery certificates are being issued against defaulters who have failed to pay penalties for power theft. In the first phase, RCs have been issued against those owing fines above Rs 10 lakh. The list includes five individuals from Baan Khana, he said. According to the department, Wasim Khan owes Rs 15.39 lakh, Monish Khan Rs 22.29 lakh, Barkaan Raza Khan Rs 37.32 lakh, Aman Raza Khan Rs 26.92 lakh, and Ghulam Navi Rs 26.57 lakh. All are said to be close to Ittehad-e-Millat Council (IMC) chief Tauqueer Raza Khan. Officials said that in January 2024, a raid near Raza Chowk drain in Baan Khana had also led to the seizure of illegal e-charging centres operated with stolen electricity. The same five individuals were booked and fined at that time as well. Terming the recent case serious, Prakash said a three-member committee has been formed to probe the possible involvement of power department staff. Action will be taken against any official found complicit, he added. BAREILLY: Security was strengthened in several sensitive areas here ahead of the evening prayers on Friday, a week after the city witnessed violence following the congregational prayers. The district magistrate and the senior superintendent of police were seen patrolling the city with heavy force since morning while clerics from the Ala Hazrat Dargah appealed to residents to maintain peace. Internet restrictions remained in place in Bareilly and very few people were seen in markets. On September 26, locals and police clashed in the heart of the city following Friday prayers after the cancellation of a proposed protest over the I Love Muhammad posters. Several people were injured in the clashes. Police have lodged 10 FIRs and booked hundreds, mostly unidentified suspects, for the violence. So far, over 70 people, including cleric Tauqeer Raza Khan, his aides and some relatives, have been arrested. District Magistrate Avnish Singh said senior officers from police and administration spent Thursday night touring sensitive areas and interacting with local residents, who assured that communal harmony would be maintained. We are still carrying out foot patrols.The arrangements are foolproof, Singh said. Senior Superintendent of Police Anurag Arya said the city has been divided into four super zones and eight zones for tighter surveillance, with four IPS officers brought in from other districts for special monitoring. Heavy police and paramilitary deployment was visible outside major mosques including Nau Mahal Masjid, Ala Hazrat Dargah, Azam Nagar Masjid in the Kotwali area, and Baradari mosque. Drone cameras are also being used to monitor the situation. Markets such as Roadways Bazaar, Kutubkhana, Shivaji Marg, Alamgirganj, Sarafa, Sahmatganj and Qila Bazaar opened on Friday but the usual hustle and bustle was missing. Shopkeepers remained cautious, ready to shut down immediately in case of any disturbance. Internet services remained suspended. Sajjadanashin of Ala Hazrat Dargah, Badrush Shariah Mufti Ahsan Miyan, urged Muslims to offer Friday prayers peacefully and return home. Do not pay attention to rumours. Peace must be preserved at all costs, he said in an appeal. The cleric announced that the annual 'Julus-e-Gausia', traditionally taken out to mark the Urs of Hazrat Sheikh Abdul Qadir Jilani, will not be held this year in view of the current situation. Instead, a brief programme will be held at 2 pm on Saturday at Sailani Raza Chowk, where clerics will address the gathering, followed by special prayers and 'langar' distribution. Mufti Ahsan Miyan and Anjuman president Haji Shariq Noori said the decision applies only for this year and the procession will resume with full grandeur next year.

LUCKNOW: While dealing with a case involving child marriage and a maintenance claim against a minor husband, the Allahabad High Court has held that application under Sections 125 and 128 Criminal Procedure Code (CrPC) seeking maintenance against a minor was maintainable. The High Court, however, reduced the amount of maintenance. The Allahabad High Court recently observed that a husband, a minor at the time his wife sought maintenance, could not be compelled to pay allowance for that period, but would be considered liable once he turn 18. Modifying a Bareilly family courts order, the High Court reduced the maintenance amount from Rs 9,000 to Rs 4,500 per month, payable from January 2021, when the man turned 18. The couple's marriage was solemnized on July 10, 2016 and they were blessed with a daughter on September 21, 2018. In February 2019, the wife moved the family court seeking maintenance for herself and the child under Section 125 of the Criminal Procedure Code (CrPC). In November 2023, the family court directed the man to pay Rs 5,000 to his wife and Rs 4,000 to his daughter every month from the date of the application. Challenging the court order, the man moved the Allahabad High Court, arguing that he was a minor both at the time of his marriage and when the maintenance plea was filed. He produced his high school certificate showing his date of birth as January 1, 2003, making him just 13 at the time of marriage and 16-year-old when the legal proceedings towards divorce commenced. Petitioner Abhishek Singh Yadav claimed that no case under Section 125 CrPC could be filed against a minor without impleading a guardian. His lawyer contended that petitioners wife had left him without sufficient cause, which under Section 125(4), disentitled her from claiming maintenance. It was also submitted that the petitioner was a student who had no income and the family court erred in assuming that he earned between Rs 25,000 and Rs 30,000 per month. Even if he worked, his potential income was pegged at Rs 10,000 per month, making the Rs 9,000 maintenance order excessive and exorbitant. Opposing the submissions, the wifes counsel and the State insisted that a husband could not shirk his responsibility towards his wife and the minor child. They pointed out that the family possessed agricultural land, a tractor, and a car, indicating financial capacity. They also stressed that the aggrieved wife had to leave the matrimonial home due to dowry harassment, which was a sufficient ground to live separately. The bench of Justice Madan Pal Singh, after hearing both sides, observed that Section 125 CrPC contained no bar on proceedings against a minor husband. However, he acknowledged that until the man attained majority on January 1, 2021, he could not be presumed to have sufficient means to provide financial support. The Court, therefore, held him liable to pay maintenance only after that date. The High Court rejected the family courts assessment of income. Instead, it estimated the mans potential earning capacity as an able-bodied man at Rs 18,000 per month, equivalent to daily wage labour. Applying the Supreme Courts guidelines, which capped maintenance at 25 per cent of net income, the High Court fixed the allowance at Rs 2,500 per month for the wife and Rs 2,000 for the daughter. The arrears were directed to be recalculated on this basis, with any excess payment adjusted in future instalments.
