Several Delhi schools receive bomb threat; fifth incident in nine days
New Delhi: Bomb threats were received by a few schools in Delhi on Tuesday, making it the second such incident this week and the fifth in nine days in the national capital, officials said.On Monday, around 20 schools including DPS RK Puram had received threat emails. According to an official from the Delhi Fire Service (DFS), a call regarding a bomb threat was received from Crescent Public School in Saraswati Vihar, northwest Delhi. The official said that personnel from the fire department, local police, bomb detection team and dog squad conducted a search, but nothing suspicious was found so far. Some more schools have also received similar threat emails and checks are ongoing, the official added. However, schools in Delhi-NCR switched to hybrid mode for conducting classes on Tuesday, following the re-imposition of anti-pollution measures under Stage 4 of the Graded Response Action Plan (GRAP). Under the revised GRAP schedule, classes for students in grades 6-9 and 11 in Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar must operate in hybrid mode (physical and online) under Stage 4 but students in classes 10 and 12 are required to attend school in person. On December 14, eight schools, including the same DPS RK Puram, had received a similar email, in which the sender threatened to carry out an explosion using omb vests. Earlier, on December 13, about 30 schools received bomb threats via email, prompting a multi-agency search of their premises. At least 44 schools had received similar emails on December 9. The Delhi Police Special Cell had registered an FIR in connection with the threat mail to 44 schools and initiated an investigation.

Data from the central pollution monitoring agency showed that concentrations of Particulate Matter or PM 10 (coarser pollutants) was over 1,600 micrograms per cubic metre compared to a safe level of 100 at around 2 am in Delhi's Anand Vihar. PM 2.5, a standard measure of air quality, was as much as 14 times the safe limit. New Delhi: The Centre's air quality panel for Delhi-NCR on Monday imposed the strictest Stage 4 curbs under the winter air pollution control plan, including a ban on all construction activities, as the region's air quality deteriorated to 'severe' due to unfavourable weather conditions.Stage 4 curbs under the Graded Response Action Plan (GRAP) for winters also include a ban on the entry of polluting trucks carrying non-essential goods into Delhi and mandatory shifting of school classes, except those for X and XII, to hybrid mode. Delhi's 24-hour average Air Quality Index (AQI), which was 379 at 4 pm, breached the 400 mark around 10 pm amid extremely calm wind conditions and the buildup of an inversion layer, which adversely affects the vertical mixing height - the height up to which pollutants can disperse. The decision to impose Stage 4 curbs came just hours after the Commission for Air Quality Management (CAQM) implemented restrictive measures under GRAP Stage 3, following Delhi's AQI breaching the 350 mark in the afternoon. According to the revised GRAP schedule, classes for students in grades VI-IX and XI in Delhi, Gurugram, Faridabad, Ghaziabad and Gautam Buddh Nagar must operate in hybrid mode (physical and online) under Stage 4. Classes up to grade V are required to shift to hybrid mode under Stage 3. Parents and students have the option to choose online education wherever available. Stage 4 also includes a ban on all construction and demolition activities, including public projects like highways, flyovers, power lines, and pipelines. Non-essential diesel trucks are prohibited from entering Delhi. Public, municipal, and private offices must decide on allowing only 50 per cent of staff to work in offices, with the remaining staff working from home. States may consider additional measures like closing colleges, non-essential businesses and implementing odd-even vehicle restrictions. Under Stage 3, imposed earlier in the day, the use of BS-III petrol and BS-IV diesel cars (4-wheelers) is restricted in Delhi and nearby NCR districts. Persons with disabilities are exempt. Stage 3 also bans non-essential diesel-operated medium goods vehicles with BS-IV or older standards in Delhi. The Delhi and NCR state governments have been asked to stagger timings for public and municipal offices under Stage 3. The Centre may consider similar measures for its offices in Delhi-NCR. During winters, Delhi enforces restrictions under GRAP, which categorises air quality into four stages Stage I (Poor, AQI 201-300), Stage II (Very Poor, AQI 301-400), Stage III (Severe, AQI 401-450), and Stage IV (Severe Plus, AQI above 450). GRAP 4 was invoked in Delhi for the first time this season in November due to consistently high pollution levels in the city and adjoining areas. The Supreme Court allowed the CAQM to relax the curbs in the first week of December after the city's air quality improved. Unfavourable meteorological conditions combined with vehicle emissions, paddy-straw burning, firecrackers and other local pollution sources lead to hazardous air quality levels in Delhi-NCR during winters. Doctors say that breathing Delhi's polluted air is equivalent to smoking approximately 10 cigarettes a day. Prolonged exposure to high pollution levels can exacerbate respiratory issues such as asthma, bronchitis and chronic obstructive pulmonary disease (COPD) and significantly increase the risk of cardiovascular diseases, according to doctors.

New Delhi: The Centre's air quality panel for Delhi-NCR on Monday invoked restrictive measures under stage three of the air pollution control plan amid a sharp dip in air quality due to unfavourable meteorological conditions.Delhi's AQI stood at 367 at 2 pm. Poor air quality, caused by unfavourable weather conditions, often persists from November to January. Considering the highly unfavourable meteorological conditions including calm winds and very low mixing height leading the AQI of Delhi into the higher end of the very poor category, the panel's sub-committee on Graded Response Action Plan decides to impose stage 3 of the revised GRAP schedule (issued on Friday) in the entire NCR, with immediate effect, an official order said. According to the revised plan, schools and colleges in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar are mandatorily required to shift classes up to Class V to hybrid mode under GRAP Stage III. Students and parents will have the option to choose online education wherever it is available. Stage 3 also entails a ban on non-essential diesel-operated medium goods vehicles with BS-IV or older standards within Delhi. Non-essential diesel light commercial vehicles of BS-IV or older standards, registered outside Delhi, are also not allowed to enter the city. Previously, such restrictions were applicable only to BS-III vehicles. Persons with disabilities are exempt from restrictions imposed on BS-III petrol and BS-IV diesel cars in Delhi and the districts of Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar under stage III. The Delhi and NCR state governments have also been directed to stagger timings for public offices and municipal bodies under stage III. The Centre may decide on similar staggered timings for central government offices in Delhi-NCR. During winters, Delhi frequently enforces restrictions under the Graded Response Action Plan (GRAP), which categorises air quality into four stages -- Stage I (Poor) with AQI between 201 and 300, Stage II (Very Poor) between 301 and 400, Stage III (Severe) between 401 and 450, and Stage IV (Severe Plus) for AQI above 450.

Bhushan, who had initially visited Syria for business purposes, shared his harrowing experiences of the volatile situation in the country. The situation in Syria is the worst right now, Bhushan said. There is widespread panic. People are firing in the open, bombing, looting banks, and damaging everything in sight, including vehicles parked in hotels. The airport has been completely destroyed. The situation will only worsen in the coming days. Bhushan recounted that he had initially gone to Syria for a business meeting, and everything seemed fine until the uprising erupted. I was there for some business reasons. At first, everything was okay, and even our customer confirmed that things were under control. But after a few days, the situation changed drastically, he explained. He expressed his gratitude toward the Indian government for their timely intervention. India started a rescue operation, and we are the first team to be rescued from Syria. They contacted every single one of us, checking if we were okay, and providing support. The Syrian embassy also kept us updated every hour about the rescue efforts, Bhushan added. On Wednesday, all 75 Indian nationals, including 44 Zaireen from Jammu and Kashmir, reached Beirut after being evacuated from Saida Zainab in Syria. The evacuation came amid widespread violence in Syria, particularly following the entry of Syrian rebels into Damascus, which forced President Bashar al-Assad to flee, ending his more than two-decade rule. Chilika lake highway gets nod, sparks fears over biodiversity loss
BHUBANESWAR : The Ministry of Road Transport and Highways (MoRTH) has approved the proposed alignment of a two-lane national highway connectivity over Chilika lagoon, a move which may jeopardise biodiversity of the largest brackish water lake of Asia. Sources said, the MoRTH has planned the 7.8-km connectivity with a right of way (RoW) of 75-metre over the wetland which is the missing link of Gopalpur-Satpada highway (NH-516A) under Krushnaprasad block in Puri district. Two bridges spanning 3.55-km are proposed to be built over the lake as part of the connectivity, subject to environmental clearance and approval of the state government. The alignment approval committee (AAC) of the ministry has already cleared it along with the land acquisition plan, the sources said. The approval, however, came nearly six months after Union Minister Nitin Gadkari announced the plan at a poll rally in Brahmagiri Assembly constituency during the last general elections in May. Gadkari had assured that the bridge would be built under Bharatmala project without hampering marine ecosystem. The two-lane planned over Chilika, a designated Ramsar site, has drawn sharp criticism from environmentalists and conservationists who fear the lakes fragile ecosystem and its rich biodiversity might face negative consequences of the project. Expressing grave concerns, secretary of Odisha Environmental Society Jayakrushna Panigrahi said the idea to build highway and bridges over Chilika lagoon is highly insensitive as it will destroy the wetland biodiversity and cause irreparable harm to the lakes unique flora and fauna. Enviromentalists oppose Chilika highway plan Coastal ecosystems are normally fragile and already facing enhanced stress from landward and seaward sides in view of climate change. As such, the anthropogenic stress are on the rise and construction of such a highway through the water body would certainly add pressure on the coastal ecosystem, he said. Noted environmentalist and Magsaysay awardee Rajendra Singh said this plan disregards Indias commitments under international treaties like the Ramsar Convention and the convention on biological diversity. If allowed, it will be a blatant violation of environmental ethics and projects like this set a dangerous precedent for other ecologically sensitive zones. The construction process which involves dredging, land-filling and use of heavy machinery, could lead to long-term ecological degradation. Such eco-encroachment on the pretext of development must stop, said Singh. Meanwhile, the National Highway Authority of India (NHAI) has asked Ghaziabad-based Chaitanya Projects Consultancy Pvt Ltd, the agency entrusted for project report, to submit the drone survey along with the Project Appraisal and Technical Scrutiny Committee (PATSC) proposal by December 11 for further action. The project is at a nascent stage. Only its alignment has been approved. The NHAI will seek all statutory clearances, including the environmental clearance before proceeding further for detailed project report and final approval, a senior NHAI official told TNIE.

Four arrested in Delhi for beheading man in occult ritual for 50 crore
New Delhi: Four individuals believed to be occult practitioners were arrested for allegedly beheading a 29-year-old man on the night of June 21-22 as part of a ritual to acquire wealth worth 50-60 crore. Police recovered the victims skull from a drain near the Majlis Park Metro Station in Delhi on Saturday. The victim, Raju Kumar Sah, originally from Motihari, Bihar, worked at a local eatery near Kamla Market in Delhi. Deputy Commissioner of Police (Trans-Hindon) Nimish Patil revealed that the suspects lured Sah with drinks and drugs over several days. On June 21, Sah was taken to Vikas Parmatmas rented room in Tahirpur, Delhi, where he was strangled and hung from a ceiling fan. The main suspect, 24-year-old Vikas Parmatma, an e-rickshaw driver, reportedly came into contact with Narendra (alias ND), 32, a lift operator at GTB Hospital. Narendra introduced Parmatma to brothers Pawan Kumar, 40, and Pankaj Kumar, 33, who practiced occult rituals. Pawan allegedly suggested that acquiring a human skull for rituals could bring immense wealth. After the murder, Parmatma transported the body to Tila Morh in Ghaziabad, where he beheaded Sah. The skull was handed over to Narendra, who passed it to the Kumar brothers. When two associates were arrested in August, the brothers panicked and hid the skull in a drain, tying it to a stone. Following their arrest on Saturday, the police recovered the skull and booked the suspects under charges of murder and destruction of evidence at Tila Morh police station. The shocking incident has left the community stunned, with police emphasizing the premeditated nature of the crime and the influence of occult beliefs in driving such heinous acts. Investigations are ongoing.

The Union Cabinet, chaired by the Prime Minister Narendra Modi, has approved the Rithala - Narela -Nathupur (Kundli) corridor of Delhi Metro's Phase - IV project consisting of 26.463 kms which will further enhance connectivity between the national capital and neighbouring Haryana. The corridor is scheduled to be completed in 4 years from the date of its sanction, a release from the Cabinet said. The completion cost of the project is Rs 6,230 crore and is to be implemented Delhi Metro Rail Corporation Limited (DMRC) the existing 50:50 Special Purpose Vehicle (SPV) of the Government of India (Gol) and Government of National Capital Territory of Delhi (GNCTD) in four years. This line will be an extension of the presently operational Shaheed Sthal (New Bus Adda) - Rithala (Red Line) corridor and will boost connectivity in the north western parts of the national capital in areas such as Narela, Bawana, parts of Rohini etc. This entire stretch will comprise of 21 stations. All the stations of this corridor will be elevated, the release read. After completion, the Rithala Narela Nathupur corridor will also connect Shaheed Sthal New Bus Adda station in Ghaziabad, Uttar Pradesh with Nathupur in Haryana via Delhi, which will tremendously boost connectivity in the entire National Capital Region. This new corridor of the phase IV project will expand the reach of Delhi Metro network in the NCR thereby further boosting the economy. This extension of the Red Line will reduce congestion on the roads, thus, will help in reducing the pollution caused by motor vehicles, the release readThis entire stretch will comprise of 21 stations. All the stations of this corridor will be elevated. The stations, which shall come up on this corridor are: Rithala, Rohini Sector 25. Rohini Sector 26, Rohini Sector 31, Rohini Sector 32, Rohini Sector 36, Barwala, Rohini Sector 35, Rohini Sector 34, Bawana Industrial Area - 1 Sector 3,4, Bawana Industrial Area-1 Sector 1,2, Bawana JJ Colony, Sanoth, New Sanoth, Depot Station, Bhorgarh village, Anaj Mandi Narela, Narela DDA Sports Complex, Narela, Narela Sector 5, Kundli and Nathpur. This corridor will be Delhi Metro's fourth extension into Haryana. Presently, the Delhi Metro operates up to Gurugram, Ballabhgarh, and Bahadurgarh in Haryana. Construction of Phase-IV (3 Priority Corridors), consisting of 65.202 km and 45 stations, is underway, and as of today, more than 56% of construction has been completed. The Phase-IV (3 Priority) corridors are likely to be completed in stages by March 2026. In addition, two more corridors, comprising 20.762 kilometres, have also been approved and are in the pre-tendering stages, the release read. The Delhi Metro caters to on average of 64 lakh passenger journeys. The maximum passenger journey recorded so far is 78.67 lakh on 18.11.2024. Delhi Metro has become the lifeline of the city by setting the epitome of excellence in the core parameters of MRTS, ie, punctuality, reliability, and safety.

Sambhal admin extends ban on entry of outsiders till December 10
LUCKNOW: The Sambhal district administration on Saturday extended the restriction on the entry of outsiders in the western UP district till December 10. Its earlier ban on the entry of outsiders had to expire on Saturday. Meanwhile, three Samajwadi Party MPs, on their way to Sambhal, were stopped in Ghaziabad. A 15-member delegation of the main opposition party in UP was scheduled to visit Sambhal to gather information about the violence that broke out on November 24 over a court-ordered survey of the Shahi Jama Masjid. Leader of Opposition in the UP Assembly Mata Prasad Pandey, who had to lead the SP delegation, told mediapersons outside his Lucknow residence that a senior IAS officer called him and requested him not to visit Sambhal. The Sambhal district magistrate also called and told me that the ban on the entry of outsiders had been extended, said Pandey. The SP took to microblogging site X to post that the state government deployed police at the homes of leaders who were part of the delegation, preventing them from travelling to Sambhal. The BJP government is hiding the truth of the Sambhal violence. The SP delegation should have been given permission to visit, it said. To maintain peace and order, the imposition of Section 163 of the Bharatiya Nagrik Suraksha Sanhita (BNSS) has been extended to December 31 in the district, said Sambhal DM Rajendra Pensiya. No outsider, any social organisation or public representative can enter the borders of the district without seeking the permission of the competent authority till December 10, he added. LUCKNOW: The Ghaziabad Police have added new charges against Alt News co-founder Mohammed Zubair for endangering the sovereignty, unity, and integrity of India, along with relevant sections of the IT Act, in their October 8 FIR. The district police informed the Allahabad High Court about the additions during the hearing of Zubairs plea to quash the FIR filed against him for sharing a video clip of Yati Narsinghanand. Zubairs lawyer, Vrinda Grover, said, During the hearing on Monday, the UP Police mentioned that additional sections had been included in the FIR against the Alt News co-founder. The court then directed them to put it on record. This morning (Wednesday), the Investigating Officer filed an affidavit informing the court that Sections 152 of the Indian Penal Code (IPC) and 66 of the IT Act had been added. Grover explained that the earlier sections in the FIR carried a maximum penalty of less than seven years of imprisonment, which did not necessitate Zubairs arrest. However, Section 152 pertains to a non-bailable offence, putting the personal liberty of the accused at risk. We hope the court intervenes to rectify this, she told media persons. Section 152 of BNS addresses acts endangering the sovereignty, unity, and integrity of India and is considered a non-bailable offence. The Ghaziabad Police registered the FIR on October 8 following a complaint by Udita Tyagi, general secretary of the Yati Narsinghanand Saraswati Trust. The complaint cited Sections 196 (promoting enmity between different groups on grounds of religion), 228 (fabricating false evidence), 299 (deliberate and malicious acts intended to outrage religious feelings), 356(3) (defamation), and 351(2) (punishment for criminal intimidation) of the IPC. Tyagi alleged that Zubair shared a video clip on October 3 of an old programme by Narsinghanand to incite violence against him. In response, Zubair filed a writ petition before the Allahabad High Court seeking to quash the FIR. The Ghaziabad police in Uttar Pradesh on Wednesday informed the Allahabad High Court that the First Information Report (FIR) against Alt News co-founder Mohammed Zubair includes endangering sovereignty, unity and integrity of India. According to reports, the officer investigating the case informed the High Court that the FIR filed against the fact-checker include the offence of endangering the sovereignty, unity and integrity of India, under Section 152 of the Bharatiya Nyaya Sanhita (BNS). The statement came when the high court was hearing the journalist's plea seeking to quash the FIR against him over sharing a video clip of Yati Narsinghanand, a priest at Ghaziabads Dasna Devi Temple. Ghaziabad police filed the FIR against Zubair last month following a complaint by an aide of Narsinghanand. According to the news agency PTI , Udita Tyagi, general secretary of the Yati Narsinghanand Saraswati Foundation, alleged that Zubair posted an older video featuring Narsinghanand in order to provoke violence against him by Muslims. Earlier that month, controversy ensued after videos showing Narsinghanand making derogatory remarks against Prophet Muhammad were shared on social media. Narsinghanand had allegedly made comments inciting people to burn the Prophets effigies at an event in Ghaziabad on September 29, a report said. Muslims in several places in Uttar Pradesh took to the streets in protest and demanded action against the priest. Zubair has denied the allegations. He reportedly asserted in his plea that his post was aimed at exposing Narsinghanands history of inflammatory remarks, which often targeted women and political figures. This is not the first FIR filed against Zubair. He was also arrested in June 2022 over a post he made in 2018. Alt News, the fact-checking outlet Zubair co-founded, said in a statement on Wednesday that it stands in solidarity with Zubair as he faces this relentless legal intimidation. This affidavit is yet another example of how state machinery is being used to intimidate individuals and organisations committed to exposing hate and misinformation. At the same time, having put up an impressive show in the 2024 Lok Sabha polls by winning 37 of the 80 seats, the Samajwadi Party managed to retain its first family stronghold of Karhal in Mainpuri and Sisamau in Kanpur which has a substantial Muslim vote base. Patralekha Chatterjee | Dirty air could be a blow to Indias $5 trillion dreams
India aspires to become a $5 trillion economy, the third largest in the world, in the next five years. But that dream, constantly referenced by the countrys political leadership, depends on many ifs and buts. One key issue is the health of its people. Dirty air, currently a top headline-grabber in Delhi and across the National Capital Region (NCR), can potentially dent India's aspirations. The health impacts of toxic air are quite widely known. But that is only part of the story. Linked to it is the high economic cost. Exposure to air pollution is linked to one in eight deaths worldwide, according to The State of the Global Air 2024. Air pollution now ranks as the second leading risk factor for death, accounting for 8.1 million deaths globally. According to estimates by the World Health Organisation, in 2019, some 68 per cent of outdoor air pollution related premature deaths were due to ischaemic heart disease and stroke, 14 per cent were due to chronic obstructive pulmonary disease, 14 per cent were due to acute lower respiratory infections, and four per cent of deaths were due to lung cancers. Some argue that poor air quality is the price India must pay for rapid economic growth. There is mounting evidence to the contrary. Conventional wisdom, says a 2021 report, considers air-pollution an unavoidable by-product of economic growth, thus limiting the intensity of response to it. In existing literature and publications, GDP per capita and growth rate are often linked to emissions levels, one predicting the other. This has framed an understanding, with many businesses, that growth and good air-quality are always in conflict, which has led to an entrenched perception of environmental regulations as being a cost that holds back companies. But air pollution costs Indian businesses Rs 7 lakh crores ($95 billion) every year -- 40 per cent of the cost of tackling the Covid-19 pandemic. This is equivalent to three per cent of Indias GDP. While this cost may have gone unnoticed thus far, it is high and persistent, says the report c ommissioned by the Clean Air Fund and developed in partnership with Dalberg Advisors, Blue Sky Analytics and the Confederation of Indian Industry. The cost of air pollution manifests in six ways: lower labour productivity, lower consumer footfall, premature mortality, lower asset productivity, increased health expenses and welfare losses, the report notes. Out of these, employee productivity, consumer footfall and premature mortality impact businesses directly. Air pollution resulted in 1.3 billion working days lost, costing $6 billion in India in 2019 due to absenteeism. As air pollution soars, employees can get sick or opt to stay at home to take care of their children and the elderly, who are more vulnerable to air pollution: 98 per cent of this cost is borne by Indias northern and eastern part, where AQI levels cross 300-plus frequently, says the report. In South Delhis Govindpuri, a top cloth store owner told me the number of customers had nosedived in the past week. Not too many people want to step out of home unless absolutely necessary, he said. Work-from-home, stay-at-home, and air purifiers, however, are temporary solutions for the relatively privileged. The vast majority of Indians work dont have the luxury of staying confined to air-purified settings. With the Indian populations median age rising, its susceptibility to air pollution will increase, raising the question of a sub-optimal workforce. Delhi grabs headlines, but this isnt Delhi's problem alone. Several towns in northern India are suffering from dirty air. In recent days, Bahadurgarh in Haryana had the worst air quality. Air pollution is also not confined to just the cold season. It is a year-long problem in Delhi, due to multiple reasons. About 40 per cent of Delhi's air pollution is due to vehicular emissions, diesel vehicles being a key contributor. Industries around Delhi, especially in Ghaziabad, Noida, and Faridabad, are also part of the problem: they release pollutants like sulphur dioxide (SO2). Pollution control measures remain poor. Burning of rice stubble in neighbouring states like Haryana and Punjab simply makes things worse. Add to that another critical factor: public apathy. How else do you explain people voluntarily adding more toxicity to an already toxic air by burning firecrackers every other night? The police do precious little despite the Supreme Court directives. Clean air is still not a top electoral issue. Indias political class is unwilling to take tough measures against special interest groups which contribute to dirty air because it knows it will get away. A decade ago, Delhi and Beijing competed in the toxic air stakes. Both grappled with devastating health and economic impacts. Now, Delhis rival is Lahore, when it comes to polluted air. Beijing has cleaned up its act significantly. One key factor which led to Beijings transformation is its transport policy. Highly polluting cars are off the roads; the focus is on sustainable public transport. Experts note Beijing tightened emissions standards for vehicles and power plants, and actively coordinated air pollution control measures with surrounding areas, such as the Beijing-Tianjin-Hebei region. Collaborative planning, unified standards, joint emergency responses and information sharing significantly improved the air quality in this broader region. India must promote mass transport as well as walking and cycling. It will not happen overnight. It requires hard infrastructure like more buses, better pavements as well as safety. Women should be able to walk back from the bus stop or Metro station without fear. Alongside, we need clean fuels, strict enforcement of a ban on open waste burning; strict compliance with emission norms for all industries; management of road dust and more equitably spread green spaces to improve the citys air quality and breathability. Beijings example also teaches us that no city can clean up its air alone. We need a cluster-based approach bringing together officials from cities and regions connected to each other through common contexts and challenges. We need more cooperation across inter-state and inter-country borders between researchers, scientists, public health advocates and top political leaders. What is needed is a regional approach to air quality management. What will not help -- framing Delhi-NCRs ongoing health and environmental crisis as a boxing match between the ruling BJP and the Opposition. We need collaboration, not perilous polarisation. Air pollution is a killer. India must treat it as a top priority, above partisan politics. Or else Indias aspirations will go up in smoke.

Delhi's Air Quality Stays in 'Very Poor' Range Amid Persistent Smog
NEW DELHI: The air quality in Delhi and the surrounding National Capital Region (NCR) remained in the 'very poor' category on Friday morning, with a layer of smog hanging over the region. According to the Central Pollution Control Board (CPCB), the average Air Quality Index (AQI) in Delhi was recorded at 371 as of 7:15 a.m. In other NCR cities, the AQI readings were also concerning: Faridabad had an AQI of 263, Gurugram was at 281, Ghaziabad registered 274, Greater Noida stood at 234, and Noida recorded a level of 272. Several areas in Delhi showed particularly alarming figures, with AQI readings over 400, which falls into the 'severe' category. The specific AQI levels were 410 in Anand Vihar, 411 in Bawana, 426 in Jahangirpuri, 402 in Mundka, 410 in Nehru Nagar, 402 in Shadipur, and 413 in Wazirpur. Many other areas of Delhi also faced 'very poor' air quality, including Alipur (389), Ashok Vihar (395), Aya Nagar (369), Burari Crossing (369), Chandni Chowk (369), Mathura Road (333), Dr. Karni Singh Shooting Range (373), IGI Airport (357), Dilshad Garden (320), and ITO and Jawaharlal Nehru Stadium, both at 342. The CPCB categorizes AQI levels between 200 and 300 as poor, 301 to 400 as very poor, 401 to 450 as severe, and anything above 450 as severe plus. In response to the pollution, the New Delhi Municipal Corporation (NDMC) initiated night-time cleaning and road sweeping at several locations early on Friday. On Thursday, after days of being in the 'severe' and 'severe plus' categories, the city's overall air quality showed slight improvement, moving into the 'very poor' range. Despite this, a thick smog continued to linger, with the AQI at 389 at 7:15 a.m. Several neighborhoods remained in the 'severe' category, with 12 locations recording AQI levels between 400 and 500, and 26 others between 300 and 400. In light of the hazardous air quality, the government has implemented several measures to reduce pollution. The Centre has announced staggered working hours for its employees. An official order from the Union Ministry of Personnel encouraged staff to carpool and use public transport, stating that offices could operate from either 9 a.m. to 5:30 p.m. or from 10 a.m. to 6:30 p.m. The Commission for Air Quality Management (CAQM) has also tightened the Graded Response Action Plan (GRAP), introducing stricter regulations. Under the updated guidelines, physical classes for students up to Class 5 will be suspended during GRAP Stage 3, and for students up to Class 12 in GRAP Stage 4. In addition, the revised GRAP mandates staggered timings for public offices and municipal bodies to help reduce traffic and emissions. In Karhal of Mainpuri district, the victim womans father in an FIR alleged that his daughter was abducted by local SP leader Prashant Yadav and poisoned to death with the help of one Mohan Katheria. Mainpuri SP Vinod Kumar said, Both the accused, Mohan Katheria and Prashant Yadav, were arrested while further investigation into the incident was in progress. The incident triggered a slugfest between the BJP and the SP. Nine seats went to bypolls in UP. The Election Commissions update at 5 pm showed the voter turnout in Ghaziabad was 33.30%, Katehari (56.69%), Khair (46.43%), Kundarki (57.32%), Karhal (53.92%), Majhawan (50.41%), Meerapur (57.02%), Phulpur (43.43%) and Sisamau (49.03%). Acting on complaints by SP president Akhilesh Yadav against police officers checking voter and Aadhaar IDs, the EC ordered suspension of five police personnel violating its guidelines. UP Chief Election Officer Navdeep Rinwa said, Five police personnel on poll duty have been suspended taking note of complaints two each in Kanpur and Muzaffarnagar and one in Moradabad. An incident of stone pelting was reported in Kakroli village during voting in Meerapur seat. SSP Abhishek Singh said that the police promptly reached the spot and dispersed the crowd using mild force. In Uttarakhand, a voter turnout of 57.64% was recorded in Kedarnath assembly bypoll. In Punjab, a turnout of 63% was recorded in the bypolls to four assembly seats. The Gidderbaha seat recorded 81% polling, Dera Baba Nanak 63%, Barnala 54% and Chabbewal 53%. A clash took place between AAP and Congress supporters at Dera Pathana village in Dera Baba Nanak seat. Heavy police force was deputed at the site to diffuse the situation.
Bypolls to 15 Assembly seats record 50-70% turnout
Lucknow: A voter turnout ranging from 50 to 70 per cent was recorded in the bypolls to 15 Assembly seats spread across Uttar Pradesh, Punjab, Kerala and Uttarakhand on Wednesday amid stray incidents of violence and complaints of irregularities against police officials and misuse of government machinery. Polling was held in Katehari, Karhal, Meerapur, Ghaziabad, Majhawan, Sisamau, Khair, Phulpur and Kundarki seats in Uttar Pradesh, Gidderbaha, Dera Baba Nanak, Chabbewal (SC) and Barnala constituencies in Punjab, Palakkad in Kerala and Kedarnath seat in Uttarakhand. While the polling percentage in Kerala was 70.51, it was 63 in Punjab, 57.64 in Uttarakhand and 49.3 in Uttar Pradesh. The final figures are likely to change. Sporadic incidents were reported from Uttar Pradesh. In a post on X, Akhilesh Yadav said, All police officers who are checking voter cards and Aadhaar IDs should be immediately suspended on the basis of video evidence. Police have no right to check Aadhaar ID cards or identity cards. UP bypolls: 49.71% voter turnout recorded, SP accuses BJP of 'manipulating' voters
LUCKNOW: The by-poll to nine assembly constituencies of Uttar Pradesh witnessed a moderate 49.71 per cent voters turn out to seal the fate of 90 candidates, including 11 women, on Wednesday. According to the information shared by the Election Commission of India (ECI), the Kundarki assembly segment in Moradabad district recorded the highest voter turnout of 57.32 per cent voter turnout, while the Ghaziabad (Sadar) seat witnessed the lowest at 33.03 per cent. Till 5 pm, Meerapur seat in Muzaffarngar, where a BJP candidate was contesting on RLD symbol, registered 57.02 per cent turnout, Katehari in Ambedkar Nagar recorded 56.69 per cent, Karhal in Mainpuri registered 53.92 per cent, Majhawan in Mirzapur registered 50.41 per cent, Sisamau in Kanpur recorded 49.03 per cent and Phulpur in Prayagraj recorded 43.43 per cent turnout. The bypoll, necessitated by the election of sitting MLAs to Lok Sabha in 2024 general election, had to take place in 10 assembly constituencies but the Milkipur Assembly segment in Ayodhya district was put on hold by the Election Commission of India (ECI) as it is caught in litigation, pertaining to 2022 assembly election. Meanwhile, Uttar Pradesh Chief Electoral Officer Navdeep Rinwa stated that five policemen, including two each in Kanpur and Muzaffarnagar and one in Moradabad, were suspended for failing to execute their duties properly during polls. During the voting, the Samajwadi Party accused UP police of deterring voters, with visuals showing voters in Meerapur and Kundarki assembly constituencies being refused to cast their vote despite having valid ID cards and slips. Policemen were reportedly seen verifying voting slips and IDs, sparking protests against alleged voting malpractices, following which the Kanpur Police Commissionerate suspended officers who obstructed voters through unwarranted ID checks. Similarly, the SP Moradabad also informed the public through social media that action had been taken against errant officers. This follows serious allegations from both the Samajwadi Party (SP) and Bharatiya Janata Party (BJP) regarding voter suppression and irregularities at polling stations. The Samajwadi Party accused police personnel of preventing voters from casting their ballots, particularly in areas like Muzaffarnagar. SP president Akhilesh Yadav urged the EC and the Supreme Court to intervene, calling for immediate action against those responsible for voter suppression based on video evidence. In his post, Yadav urged, All police officers who are checking voter cards and Aadhaar IDs should be immediately suspended on the basis of video evidence. Rashtriya Lok Dal (RLD) candidate Mithlesh Pal claimed that people from outside Meerapur constituency were being brought in for ogus voting and were being accommodated in madrassas and schools. Pal also alleged that women in burqas were being used for such activities. The party claimed that its agents were not allowed near the polling stations, which the district administration dismissed as unfounded. Moradabad District Magistrate Anuj Singh confirmed that no irregularities had been found after verifying the complaints, stating that voting was proceeding smoothly with adequate security. In Kanpur, SP candidate Naseem Solanki also raised concerns about biased behavior by the administration, citing complaints from party voters about being treated unfairly. Meanwhile, tensions escalated in Kakroli village during voting for the Meerapur assembly bypoll on Wednesday when two groups clashed, hurling stones at each other. The cause of the confrontation was not immediately clear. Senior Superintendent of Police (SSP) Abhishek Singh confirmed that police intervened promptly, dispersing the crowd using mild force. The situation was brought under control and voting continues peacefully, Singh said. AIMIM candidate Mohammad Arshad alleged that voter turnout in Kakroli was low because police were preventing people from leaving their homes. He accused the police of harassing voters and likened their actions to enemies of the people. Arshad further claimed that AIMIM workers were being detained by the police. According to Election Commission data, 26.18% polling was recorded in Meerapur by 11 am. Samajwadi Party (SP) candidate Sumbul Rana also alleged that police were harassing voters under the guise of checking their IDs to stop them from voting. Voting is currently underway for nine assembly seats in Uttar Pradesh, including in constituencies like Katehari, Karhal, Ghaziabad, Sisamau, and others. Polling began at 7 am and will continue until 5 pm, with votes to be counted on November 23. The election authorities have urged the public to report any violations or concerns immediately.
