The BJP has also sought the intervention of the EC for checking identity of burqa-wearing women voters, claiming their IDs did not match with their faces. While eight seats fell vacant following the incumbent MLAs' election to the Lok Sabha, polling in Sisamau is being conducted due to Samajwadi Party lawmaker Irfan Solanki's disqualification from the assembly after his conviction in a criminal case. This is the first electoral contest in the state after the Lok Sabha polls. The Congress is not contesting these bypolls and has lent support to the Samajwadi Party, its INDIA bloc ally. Both the SP and the BJP called for the Election Commission (EC) to intervene. SP president Akhilesh Yadav urged the Supreme Court and the EC to take immediate cognisance of alleged voter suppression based on video evidence, take punitive action and ensure fair elections. The party requested the EC earlier to issue instructions that on polling day, police officers are not allowed to check the ID of voters, only polling officers are permitted to do so. Rana claimed that such complaints were coming from Nayagaon, Nagla Buzuk, Sambalheda, and other areas in the constituency. We are raising complaints but officers are not checking it, she alleged. Countering the opposition party's claims, BJP spokesperson Manish Shukla said the Samajwadi Party and Akhilesh Yadav are scared of losing in the ongoing bypolls in Uttar Pradesh. Real Estate Prices in NCR See Dramatic Rise, Noida Tops the List
The real estate market in the National Capital Region (NCR) has experienced a dramatic surge in property prices over the last five years. A recent report reveals that the average prices of new residential projects in key areas such as Noida, Greater Noida, Gurugram, and Ghaziabad have seen a substantial increase. Noida stands out with the highest growth, witnessing a 152% rise in property rates, from Rs,5,910 per sq ft in 2019 to Rs,14,946 per sq ft by September 2024. Ghaziabad follows with a 139% increase, moving from Rs,3,691 per sq ft to Rs,8,823 per sq ft during the same period. In Gurugram, prices have climbed by 135%, rising from Rs,8,299 per sq ft in 2019 to Rs,19,535 per sq ft in 2024. Greater Noida also saw a 121% rise, with prices going from Rs,3,900 per sq ft to Rs,8,601 per sq ft. Factors Behind the Price Hike Infrastructure Growth: A significant factor contributing to the real estate boom in the NCR is extensive infrastructure development. Major projects such as the upcoming Noida International Airport, the Dwarka Expressway, the Delhi-Meerut Expressway, and the expanding Metro network have enhanced connectivity, making the region more accessible and attractive for property buyers. In addition, the Rapid Rail project is expected to make commuting more convenient. Impact of COVID-19: The pandemic influenced a shift in investment behavior, with many preferring real estate as a safer asset. This shift sustained a strong demand for property, even as prices surged. High Demand: Both end-users and investors are showing strong interest in the NCR real estate market, driving up prices. Limited Availability: A restricted supply of land, coupled with strict regulations, has limited the number of available properties, leading to a price increase. Changing Buyer Preferences: There is a growing trend among homebuyers seeking larger and more luxurious properties, which has boosted demand for premium and high-end housing. Samir Jasuja, Founder and CEO of PropEquity, emphasized that the NCR is undergoing a remarkable transformation. The region is experiencing an infrastructural evolution with developments like Noida International Airport, Dwarka Expressway, the Delhi-Meerut Expressway, and Metro expansions, boosting the entire real estate sector, he said. Shiwang Suraj, founder of a property consultancy in Gurugram, noted that the returns on real estate investments have outperformed other financial assets. He added, Demand remains robust even at higher price levels, as reflected in the quicker turnaround time for property sales. Abhishek Trehan, Executive Director of Trehan Iris, highlighted the region's growing popularity. The significant rise in housing prices across NCR since 2019 shows the area's increasing appeal and the dynamic nature of the real estate market, he said. We are seeing more homebuyers focused on long-term investments in well-connected and developed areas within Delhi NCR. Arjun Nanda, Founder & CEO of a real estate consultancy, Your Home, pointed out that key infrastructure projects like the Dwarka Expressway have significantly boosted demand and property values. While housing prices have adjusted to reflect higher land and construction costs, we anticipate a future with more stable or moderate price growth, he said. UP Dy CM Maurya terms 'batenge toh katenge' slogan a call for unity
LUCKNOW: A day after evading questions on Uttar Pradesh Chief Minister Yogi Adityanath's 'batenge toh katenge' slogan, his deputy Keshav Prasad Maurya on Sunday described it as a call for unity and asked why was the opposition having a stomach ache over the slogan. The slogan, frequently used by Adityanath on the campaign trail, has united the opposition in its condemnation ahead of the November 20 bypolls, claiming that it has communal overtones. The clear message of Prime Minister Narendra Modi and Chief Minister Yogi Adityanath and the slogans -- 'If we stay united, we will be safe, if we divide, we will be cut' -- that emerged from their speeches is a symbol of the unity and determination for all workers. There are no differences of opinion in the BJP, nor there was, nor will there will be, Maurya said in a post in Hindi on X. This slogan comes straight from the hearts of party workers like me. The BJP's slogan is 'If we stay united, we will be safe',' he added. Taking potshots at the opposition parties, the deputy chief minister asked why was the Samajwadi Party, Congress and the Bahujan Samaj Party having stomach aches due to this unity? If the pain is unbearable, get it treated, take medicines, he added. This is not UP: Ajit Pawar opposes 'batenge toh katenge'; Fadnavis links stance to 'past anti-Hindu ideologies' A day earlier, Maurya had created flutters in the political circles of Uttar Pradesh by refusing to comment on Adityanath's atenge toh katenge slogan, saying questions about it should be directed to the chief minister. On Sunday, sharpened his attacks at the main opposition Samajwadi Party over its PDA (Pichda, Dalit, Alpsankhyak) pitch. The Samajwadi Party has to be turned into a 'samaaptvaadi' party by deepening the wounds of the crushing defeats it faced in 2014, 2017, 2019, and 2022 (elections), he said in a post in Hindi on X. Bypolls to nine assembly seats -- Katehari in Ambedkar Nagar, Karhal in Mainpuri, Meerapur in Muzaffarnagar, Ghaziabad, Majhawan in Mirzapur, Sisamau in Kanpur City, Khair in Aligarh, Phulpur in Prayagraj and Kundarki in Moradabad -- will be held on November 20. Eight of these seats fell vacant after their MLAs were elected as Lok Sabha MPs, while the bypoll on the Sisamau seat has been necessitated due to the disqualification of SP MLA Irfan Solanki, who was convicted in a criminal case. Bride calls off wedding over Rs 30 lakh dowry demand in Agra
In Agra, a bride called off her wedding after the groom demanded a dowry of Rs 30 lakh, insisting he would not perform the main wedding rituals unless the amount was paid. Ravi Kumar, a police constable stationed in Agra, was arrested after a complaint was filed by the brides father, a sub-inspector in Ghaziabad. The demand reportedly occurred shortly after the grooms party arrived and the garland exchange (varmala) ceremony was performed. When the brides family expressed their inability to meet such a demand, tensions flared and an argument ensued between the two families. Disillusioned by the groom's actions, the bride refused to proceed with the marriage, calling it unacceptable. Khandauli SHO Rakesh Singh Chauhan confirmed that a case had been filed under Section 352 (intentional insult) and Sections 3 and 4 of the Dowry Prohibition Act. Kumar was arrested, but later released on bail after receiving a notice. Delhi continues to grapple with worsening air quality as authorities struggle to control damage by imposing restrictions under the third stage of GRAP, which will come into force on Friday at 8 am. Under the third stage of the Graded Response Action Plan (GRAP), all inter-state buses from NCR states -- except electric vehicles, CNG vehicles and BS-VI diesel buses -- will be prohibited from entering Delhi. There is also a ban on construction and demolition activities and mining-related activities. Any violation will attract a fine of Rs 20,000. The Commission for Air Quality Management (CAQM) said there is a strict ban on BS-III petrol and BS-IV diesel (four-wheelers) in the national capital and neighbouring Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar. Though less-polluting construction activities are permitted, those will be subjected to strict compliance with the C&D Waste Management Rules. GNCTD (Delhi government) will impose strict restrictions on plying of Delhi-registered diesel operated Medium Goods Vehicles (MGVs), of BS-III standards or below, in Delhi, except those carrying essential commodities/providing essential services, the order stated. There will also be exemptions for construction works for railway and metro rail projects, airports and interstate bus terminals, national security or defence-related projects, healthcare facilities, hospitals, and public infrastructure projects like highway work. The Delhi government has also decided to switch to online classes for students until class 5. The government will also have to undertake more mechanised sweeping of roads, daily water sprinkling along with dust suppressants and proper disposal of collected dust in landfills. This comes as the city's 24-hour Air Quality Index (AQI), recorded at 4 pm every day, stood at 424 on Thursday, up from 418 the previous day. On Friday morning, the Air Quality Index (AQI) in the Anand Vihar area dips into the 'Severe' category. AQI in Anand Vihar is at 441 Meanwhile, the decision has come as a blow to truck drivers, who cited the ban will affect their livelihood. We are going to face a lot of problems related to livelihood if our vehicles won't be allowed to enter Delhi. How are we going to bear the extra expenses? Each of us has EMIs to pay for our vehicles, a truck driver told ANI.

Delhi air pollution: Flights, trains delayed due to fog
New Delhi: With air pollution reaching alarming levels, the Central pollution watchdog has announced the enforcement of stringent curbs under Stage 3 of the Graded Response Action Plan in Delhi-NCR from 8 am on Friday, November 15. Flights and train services, meanwhile, were also disrupted on Thursday as a thick blanket of fog covered parts of Delhi for the second consecutive day, with the air quality index still remaining in the severe category. Under GRAP-3, all inter-state buses from the NCR states except electric vehicles, CNG vehicles and BS-VI diesel buses will be prohibited from entering Delhi, alongside a stringent ban on construction and demolition activities, suspension of mining-related activities and daily water sprinkling on major roads. All schools have been told that classes up to Class 5 must switch from physical to online mode till further orders. While the third stage of the anti-pollution measure is in effect, there would also be restrictions on the plying of BS-lll petrol and BS-IV diesel vehicles in Delhi and the districts of Gurgaon, Faridabad, Ghaziabad and Gautam Budh Nagar. On Thursday, about 400 flights, 257 departures and 139 arrivals, at Delhi airport experienced delays due to the low visibility. While the arrival n Turn to Page 4 delays averaged 17 minutes, departures reportedly faced a more substantial average delay of more than 50 minutes, as reported by a flight-tracking website. Delhi airport had also issued an advisory for passengers in the morning, alerting them of low visibility. Low visibility procedures in progress at Delhi Airport. Passengers are requested to contact the airline concerned for updated flight information, Delhi airport wrote in a post on X. Many long-distance trains heading to Delhi were delayed by several hours, causing considerable inconvenience to passengers. Departure time for these trains were also rescheduled. Local trains faced delays ranging from 30 to 90 minutes, further complicating the daily commute for office-goers in the city. Meanwhile, Delhi Metro also announced that it will be inducting 20 extra trips after GRAP- 3 restrictions. The GRAP for Delhi-NCR is divided into four stages of air quality: Stage 1 for poor AQI ranging between 201 and 300; Stage 2 for very poor AQI of 301-400; Stage 3 for severe AQI of 401-450; and Stage 4 for severe plus AQI (more than 450). The decision to implement GRAP-3 was taken by the Commission for Air Quality Management as Delhi's air quality remained in the severe category for the second consecutive day on Thursday with the AQI reaching 428 in the morning hours. Of 39 monitoring stations in Delhi, 32 recorded air quality in the severe category, with readings above 400. These stations include Anand Vihar, Ashok Vihar, IGI Airport, ITO, Mandir Marg, North Campus, Patparganj, Punjabi Bagh, and Pusa, among others. Earlier in the day, the Supreme Court agreed to urgently list on November 18 a plea seeking enforcement of measures to check pollution in the national capital after it was told that Delhi should not become the most polluted city in the world. A bench of Justices Abhay S. Oka and Augustine George Masih agreed to list the matter after senior advocate Aprajita Singh, who has been appointed as amicus curiae, requested for urgent hearing looking at the prevailing situation in Delhi. Since yesterday we have been in severe mode. Just to avoid this situation, this court has asked them to take preemptive action. They have not done anything. We should not become the most polluted city in the world, Ms Singh told the bench. Delhi environment minister Gopal Rai had said during a press conference that GRAP-3 would not be imposed yet as the situation was expected to improve from Friday. But he stressed that the Delhi government would strictly implement GRAP-2 measures to prevent further deterioration of air quality. We will review all current action plans and campaigns and enhance enforcement efforts to prevent pollution levels from reaching emergency levels, he added. Mr Rai attributed the worsening conditions to a combination of calm winds and a drop in temperature. Citing studies, he said contributions from surrounding areas play a significant role in Delhi's pollution levels, with 30 per cent of the pollution originating from local sources and 34 per cent coming from the National Capital Region.

Nedumbassery organ trafficking case: NIA identifies three recipients
KOCHI: The NIA probing the Nedumbassery organ trafficking case has identified some of the recipients who travelled to Iran for kidney transplantation. NIA has turned these identified recipients and donors as witnesses in the case after the probe revealed that the accused told them that organ donation and transplantation were legal in Iran, and promised them substantial amounts of money for donating organs. Operations of the racket came to light after the arrest of a youth at Kochi airport in May this year. On May 18, officials of the Bureau of Immigration at the airport intercepted Sabith Korukulath, a resident of Valappad in Thrissur, on suspicion that he was involved in organ trade. An investigation revealed that Sabith worked for a gang under Ernakulam native Madhu Jayakumar. Madhu is still holed up in Iran. Madhus friend Sajith Shyam, of Kalamassery, and Vijayawada native Bellamkonda Ram Prasad were later arrested by the police. The NIA took over the probe on July 1, and filed a chargesheet against four accused persons. During the probe, NIA identified some of the donors and recipients who were approached by the racket. As per the chargesheet filed by NIA, the racket identified gullible youth with financial constraints from Kerala, Karnataka, Telangana and other states. Members of the racket would obtain the youths consent by promising money. The donors were trafficked to Iran where their organs were harvested after collecting huge amounts of money from recipients from New Delhi, Jammu and Ghaziabad, among others, the probe revealed. The recipients were charged up to `50 lakh by the accused. NIA found that recipients belonged to higher strata of society and travelled to Iran to undergo organ transplantation. In September, the Kerala High Court granted bail to Sajith Shyam, the second accused. Following this, Bellamkonda approached the NIA Court in Kochi with a bail plea claiming that charges against him were similar to that of Sajith. When the court considered the bail petition, NIA produced certain documents, including WhatsApp chats of the accused with others, revealing that he was actively involved in organ trafficking. The NIA also retrieved several pieces of digital evidence from the mobile phone of Sajith. These included medical records, lab tests done by donors, their flight tickets to Iran as well as details about kidney transplant packages at hospitals in Iran. Considering the evidence, the court had dismissed Bellamkondas bail petition, stating: Perusal of the data collected by the investigating agency, produced in a closed envelope, would clearly indicate that the petitioner is actively involved in organ trafficking and hence it prima facie appears that he is part of a huge racket involved in organ trafficking. Gullible youths targeted As per the chargesheet filed by the NIA, the racket identified gullible youth with financial constraints and obtained their consent by promising huge amounts of money The donors were trafficked to Iran where their organs were harvested after collecting up to J50 lakh from various recipients The NIA found that recipients belonged to higher strata of society and travelled to Iran to undergo organ transplantation

sp-and-bjp-trade-barbs-after-elections-in-9-assembly-seats-postponed
A war of words has ensued between the Samajwadi Party chief, Akhilesh Yadav and the Bharatiya Janata Party on the postponement of the date of polling for by election to nine Vidhan Sabha seats. On Monday evening, the Election Commission announced that voting to the nine seats would take place on November 20, instead of November 13. This is the result of multiple representations made to the Commission as the festival of Kartik Poornima falls on November 15- and many parts of the state celebrate the festival through dips in rivers and fairs. Yadav took to X to post, Talenge toh aur bhi bura harenge (If postponed, will lose even more badly). He went on to write that the BJP had deliberately pushed the by poll in Milkipur (Faizabad Lok Sabha) and now this. The BJP was never this weak, he wrote. He further reasoned that many migrants had come back to the state on the occasion of Diwali and chhatt pooja. These would vote against the BJP and the party did not want to risk that. Peoples holidays will be over and they will return without casting their vote, he wrote. To this, BJP spokesperson, Alok Awasthi responded that the Election Commission had taken into account the religious feelings of Hindus and postponed the polling date. Akhilesh Yadav ji does not believe in Hindu faith, tradition and culture. Blinded by vote bank and Muslim appeasementhe is opposing it, Awasthi posted. He further said that Yadavs stance was akin to playing with Hindu sentiments, adding that his stance must be universally condemned. Yadavs contention lacks merit as there had been demands for changing the date of the by polls as devotees start celebrating the festival three days before Kartik Poornima- a day of worship of Lord Brahma. This would especially have impacted the election in Meerpur and Ghaziabad where two prominent fairs are organised every year.
EC defers bypolls in UP, Punjab, Kerala
NEW DELHI: The Election Commission of India (ECI) issued an order on Monday rescheduling the poll date in 14 Assembly constituencies in three states -- Kerala, Punjab and Uttar Pradesh -- to November 20 following large-scale social, cultural and religious engagements of people from various communities. The by-elections were earlier scheduled for November 13. According to the EC order, the Assembly constituencies, where the polling has been postponed to November 20, include Palakkad in Kerala; Dera Baba Nanak, Chabbewal, Gidderbaha, Barnala in Punjab; and Meerapur, Kundarki, Ghaziabad, Khair, Karhal, Sishamau, Phulpur, Katehari and Majhawan in Uttar Pradesh. Most political parties, including the Congress, BJP, BSP and the RLD and a few other social organisations made representations to the ECI and requested for change in the poll schedule. The Congress in its representation to the ECI highlighted the Kalpathi Rastholsavam festival in Kerala, celebrated from November 13 to 15, which could affect voter participation in the Palakkad assembly constituency. In Punjab, the 555th Prakash Parv of Sri Guru Nanak Dev falls on November 15, with religious events commencing from November 13. Concerns were also raised about the impact of Kartik Purnima, celebrated on November 15, as people in Uttar Pradesh often travel during this period. In the order, the ECI said, Representations have been received from various recognised national and state political parties (including BJP, INC, BSP, RLD) and some social organisations for changing the date of poll in some Assembly constituencies having by-elections on November 13, considering large-scale social, cultural and religious engagements on that day which may cause inconvenience to people, give rise to various logistic issues and may lead to reduced voters participation during the poll. The Commission, having considered these factors and representations, has decided to change the date of poll from 13.11.2024(Wednesday) to 20.11.2024 (Wednesday) in the 14 Assembly Constituencies, it added. The date of counting and completion of poll of the above-mentioned assembly constituencies shall remain unchanged i.e. November 23 (Saturday) & 25 (Monday) respectively, it said. The by-elections can substantially influence the political landscape in these states. In UP, it will be the first test of the Yogi Adityanath government after the Lok Sabha polls in which the BJP yielded massive ground to the opposition Samajwadi Party led by Akhilesh Yadav. In Punjab too, the ruling AAP led by Bhagwant Mann is battling problems within AAP with ministers and MLAs, and even bureaucrats, complaining to the party leadership about the governments alleged failure in procurement of paddy. All four Punjab seats belong to rural areas where the dominant Jat Sikh community may influence the electoral verdict. Experts believe the poll verdict could well become a barometer to gauge the mood of the people. AAP had won 92 of the 117 assembly seats in the 2022 polls. The BJP has 252 MLAs in the 403-member Assembly, while the Opposition INDIA bloc has 109 legislators. Out of the nine constituencies where the by-elections are due, three were with BJP, four with SP and one each with BJP allies. Rival players are deploying caste calculations. The BJP is leaning on Chief Minister Yogi Adityanaths theme of batenge to katenge (divided we fall) to weave a unifying narrative that transcends caste and communal lines. This catchphrase, a call for Hindu unity, first appeared in Adityanaths campaign speeches in Haryana and has since spread to other poll-bound states like Maharashtra and Jharkhand. The BJP is projecting good governance and improved law & order during Adityanaths rule to win voters. The Akhilesh Yadav-led SP is focusing on its PDA (pichhda, dalit, alpsankhyak) formula, an appeal to the backward classes, SCs and minorities. With a strategic selection of four Muslim, three OBC, and two Dalit candidates across the nine seats, the SP is optimistic.

Delhiites face problems after Diwali celebrations
Diwali was celebrated with great enthusiasm across the country, and in the capital Delhi too, people burst firecrackers in large numbers despite the ban on firecrackers. Due to this, thick smoke and haze covered the sky of Delhi this morning, due to which the pollution level has increased significantly. The Air Quality Index (AQI) in Delhi has reached a very poor condition, and according to the CPCB (Central Pollution Control Board), it may worsen further in the coming days. However, the air condition in other NCR cities like Ghaziabad, Gurugram and Noida remained slightly better. rising pollution levels According to the data, the AQI in some areas of Delhi has reached 317, which falls in the 'very poor' category. Usually, the pollution level in Delhi increases a lot after Diwali, and this time too the situation is the same. In the last 24 hours, the average AQI of Delhi was recorded at 359, whereas last year on Diwali, the AQI was 218 due to favorable weather. This time the pollution level has increased rapidly due to stubble burning, vehicle smoke and firecrackers. Where were more firecrackers burnt Despite the ban, firecrackers were burnt in many areas of Delhi. Especially in the areas of East and West Delhi like Jaunpur, Punjabi Bagh, Burari and East of Kailash, people burst firecrackers in large numbers. On the contrary, the situation was slightly better in Noida, Ghaziabad and Gurugram, where the AQI was recorded in the 'poor' category. The ban on firecrackers has been in place for five years In view of the increasing pollution in Delhi, the government has completely banned firecrackers for the last five years. This year too, Delhi's Environment Minister Gopal Rai had formed 377 enforcement teams before Diwali to control the manufacture, storage and use of firecrackers. Despite this, the ban was violated in some areas, against which legal action has also been said. Officials say that a case can be registered against those violating the ban under the relevant sections of the Indian Penal Code. These areas have the highest pollution Pollution levels remained very high in some areas. Even areas like Anand Vihar, Sonia Vihar, and Bawana recorded AQI above 400, which falls in the dangerous category. Major polluted areas: Anand Vihar 459 Sonia Vihar 467 Bawana 436 Shahdara 402 Alipur 393 AQI levels of previous years Every year the pollution level increases during Diwali, but this year it has reached a more serious state. If we look at the data of the last few years, the AQI was 218 in 2023, whereas this time it went above 330. Smog blankets Delhi as residents defy firecracker ban, air quality drops to very poor
New Delhi: Relentless bursting of firecrackers blanketed Delhi in dense smoke on Thursday, causing severe noise pollution and reducing visibility, as people defied a ban on firecrackers to celebrate Diwali. The city's air quality dropped to the very poor category, with an Air Quality Index (AQI) of 330 at 10 pm. Key areas, including Anand Vihar, saw the AQI plunge into the severe category while PM2.5 concentrations soared, creating hazardous conditions for respiratory health. In contrast to the clearer sky on Diwali last year, when favourable conditions kept the AQI at 218, this year's celebrations returned the city to its notorious pollution levels, a pattern worsened by unfavourable meteorological conditions, stubble burning and vehicular emissions. Although the city government had set up 377 enforcement teams and spread awareness through local associations to ensure compliance with the firecracker ban, neighbourhoods across east and west Delhi reported large-scale flouting of the restrictions. The city's 24-hour average AQI was recorded at 330, up from 307 the previous day. The smog-laden sky brought back memories of the severe pollution in 2020 as the PM2.5 and PM10 levels surged to 145.1 and 272 micrograms per cubic metre respectively at 9 pm. These fine particles, which easily penetrate the respiratory system, pose serious health risks, especially for children, the elderly and those with pre-existing respiratory conditions. In an effort to combat the spike in pollution, the Delhi government had enforced a comprehensive ban on firecrackers for the fifth consecutive year, prohibiting their manufacture, storage, sale and use. Delhi Environment Minister Gopal Rai mobilised 377 enforcement teams, working closely with resident welfare associations, market committees and social organisations to ensure compliance. Police teams were deployed to monitor neighbourhoods, with officials warning that legal action would be taken against violators under provisions of the Bharatiya Nyaya Sanhita (BNS) for defying government orders. However, reports indicated widespread defiance of the ban across east and west Delhi, with firecrackers lighting up the sky in areas such as Jaunapur, Punjabi Bagh, Burari and East of Kailash. Delhi's surrounding regions, including Noida, Ghaziabad and Gurugram, fared somewhat better, remaining in the poor AQI category, while Faridabad recorded a relatively moderate AQI of 181. Yet, unfavourable meteorological conditions, paired with emissions from vehicles, local pollution and stubble burning in neighbouring states, exacerbated the smog over Delhi-NCR, a phenomenon that peaks in winter. According to the Delhi Pollution Control Committee (DPCC), the highest pollution levels are anticipated in early November as incidents of stubble burning in Punjab and Haryana are expected to rise. Over the years, Delhi has seen fluctuations in the air quality on Diwali, recording an AQI of 312 in 2022, 382 in 2021 and 414 in 2020. Despite repeated government efforts to curb the use of firecrackers, the city's air pollution continues to spike during the festival.
Lawyers, cops pitched battle at Ghaziabad court
NEW DELHI: The Ghaziabads District and Sessions Court turned into a battleground following clashes between lawyers and cops over a bail hearing on Tuesday. The clashes broke out when a group of lawyers, pressing for a priority hearing on an anticipatory bail plea, entered into an alteration with District Judge Anil Kumar, who insisted on going by the case list sequence. The judge then called cops to restore order. They used batons to disperse the lawyers who were raising slogans against the judge. While some lawyers were injured, cops claimed that a police outpost was set ablaze by the protesting mob. Police Commissioner Ajay Kumar Mishra said cops used minimal force when the lawyers tried to assault the judge. Former Bar Association chief Nahar Singh Yadav submitted a complaint to Allahabad HC.
HC judges must adhere to jurisdiction assigned by Chief Justice: Top court
NEW DELHI: The Supreme Court recently reaffirmed the High Court Chief Justices authority to assign cases to the High Court judges and emphasized the need for the judges to operate within their jurisdiction. A two-judge bench of Justices Dipankar Datta and Prashant Kumar Mishra said that the High Court judges cannot convert nomenclature of the petitions before them without the Chief Justices approval if the converted petition does not fall within their assigned jurisdiction. The court made the observation in a case where the Allahabad High Court had dismissed a writ petition filed under Article 226 of the Constitution of India to quash a FIR in a criminal case. Notably, the writ petition was dismissed by the High Court as infructuous since a chargesheet had been filed and a trial court had taken cognisance of the charges by the time the petition was taken up for hearing. The petitioners counsel argued that the HC could have moulded the relief and converted the petition to one under Article 227 (supervisory jurisdiction of High Court over all courts in an area) to hear the matter. The accused challenged this decision before the Supreme Court. Their counsel, senior advocate S Nagamuthu, argued that the HC still had the discretion to quash the FIR. Air quality in the National Capital Region (NCR) has deteriorated to very poor levels, particularly in Noida, Greater Noida, and Ghaziabad. Officials attribute this decline to stubble burning across the border in Pakistan. With the Indian Institute of Tropical Meteorology predicting further declines in air quality, citizens are increasingly concerned about public health and are urging government action to combat pollution effectively.
Power Games | UP Bypolls: Congress-SP tension simmers beneath unity facade
The Congress decision not to field candidates in the byelection for nine assembly seats in Uttar Pradesh is not a grand gesture to maintain the unity of the INDIA bloc, as the party has officially announced. The party chose to sit out this round of byelections only after failing to reach a respectable seat-sharing deal with the Samajwadi Party (SP). The two INDIA bloc constituents, who had jointly scored a significant victory in UP against the BJP in the recent Lok Sabha elections, fought bitterly over the seats they wanted to contest in this byelection. The Congress aimed to contest four seats: Phulpur, Meerapur, Khair, and Ghaziabad. The party expected to win Phulpur and Meerapur and hoped to put up a decent fight in the other two constituencies. It wanted the SP to contest the five seats that the latter had won in the 2022 state elections. However, the SP refused to part with Phulpur and Meerapur and declared its candidates for those two constituencies while talks between the two parties were still ongoing. This angered the Congress leadership, which threatened to break the alliance. The SP then agreed to withdraw its candidate from Phulpur, leaving the seat for Congress. But there was a catch: the SP had announced a Muslim candidate for Phulpur, while Congress planned to field a Hindu. The Congress feared that replacing the SPs Muslim candidate with a Hindu would push the sizable Muslim voters in the constituency toward the BSP and jeopardize its chances of winning. Realizing it was trapped by SP chief Akhilesh Yadav, the Congress decided to let go of Phulpur. The SP then refused to part with the Meerapur seat. This left the Congress with only two seats Khair and Ghaziabad where the party lacks significant support and would struggle to secure second place in a three-cornered contest with the BJP and BSP. It was at this point that the party decided not to field any candidates. Haryana Shake-up Bhajan Lals son Chander Mohan leads CLP race The defeat of Congress in the recent Haryana assembly elections has led to a growing chorus for a change in the partys state leadership. Deepak Babaria, the AICC in-charge for Haryana, has offered to resign after the defeat, but neither state party president Udai Bhan nor Congress Legislature Party (CLP) leader Bhupender Singh Hooda has made such an offer. The prevailing mood in the party was evident at a recent event organized at the partys headquarters in Delhi to facilitate the induction of Bajrang Punia as the Working President of the All India Kisan Congress. The event was attended by wrestler Vinesh Phogat, who was elected to the Haryana assembly on a Congress ticket. Bhupender Singh Hooda and his son Deependra Hooda, who facilitated the entry of Phogat and Punia into the Congress, were conspicuous by their absence. Their known detractors, Kumari Selja and former Union minister Choudhary Birender Singh, were present to welcome Punia and Phogat. According to sources, the party plans to replace Hooda and Udai Bhan. Among the names being discussed for the post of CLP leader are Haryanas longest-serving chief minister Bhajan Lals son Chander Mohan, Rohtak MLA B B Batra, Jhajjar MLA Geeta Bhukkal, and Thanesar MLA Ashok Arora. Sources said Chander Mohan appears to be a clear front-runner in the race. The party is also looking for a suitable candidate from the Jat or SC community to replace Udai Bhan as the state Congress president. Shahid Faridi The writer is Resident Editor TNIE, New Delhi. BJP releases list of eight candidates for Uttar Pradesh bypoll
LUCKNOW: A day ahead of the last date for filing nomination papers, the ruling Bharatiya Janata Party (BJP) on Thursday ended speculation by announcing candidates for eight out of the nine seats going to by-polls in Uttar Pradesh. However, the party has left the Meerapur seat in Muzaffarnagar for ally Rashtriya Lok Dal (RLD), but managed to field Mithilesh Pal, a party functionary, to contest from the RLD symbol. Meanwhile, the ruling BJP rejected ally Nishad Party's demand for two seats Katehari and Manjhawan. However, in Katehari, the party has fielded a candidate from the Nishad community. The 10th seat, Milkipur in Ayodhya, which was also to go to by-polls, was left out by the Election Commission due to an ongoing legal dispute. The last date for filing nominations is Friday, with polling scheduled for November 13. Notably, of the nine seats, four, Karhal, Kundarki, Katehari, and Sisamau were won by the Samajwadi Party (SP), three , Ghaziabad, Khair, and Phulpur by the BJP, and one each by the Nishad Party and RLD, Manjhawan and Meerapur, respectively in the 2022 Assembly elections. In light of the ruling party's poor performance in the recent Lok Sabha polls, where OBC and Dalit voters drifted away from it, the BJP has cautiously expressed confidence in four OBC candidates to galvanise the community. This is particularly important with the state assembly elections just two-and-a-half years away, as the OBC community has historically been a decisive factor in Uttar Pradesh politics. Of the remaining four candidates, two are Brahmins, one is a Thakur, and one comes from a Dalit background. Notably, the party has set up a Yadav-versus-Yadav contest in Karhal by fielding Anujesh Yadav, the brother-in-law of SP MP Dharmendra Yadav (cousin of SP chief Akhilesh Yadav). Karhal, a traditional SP stronghold, was previously represented by Akhilesh Yadav, who vacated the seat after being elected to the Lok Sabha from Kannauj. Akhilesh has chosen his nephew, Tej Pratap Yadav, to contest from the seat. Anujesh Yadav and his wife Sandhya (Dharmendra Yadavs sister), the former Zila Panchayat president from Mainpuri, had switched to the BJP in 2017. In Kundarki, a Muslim-dominated seat in Moradabad, the BJP has fielded Ramvir Singh, a Thakur. Singh, a former district general secretary, contested the same seat in the 2012 and 2017 Assembly elections but lost both times to SPs Mohammad Rizwan. In Ghaziabad, considered a BJP stronghold, the party has fielded its district president Sanjiv Sharma, a Brahmin, making his electoral debut. In Khair, a reserved seat in Aligarh, the BJP has fielded Surendra Diler, a Valmiki Dalit and the son of former BJP MP from Hathras, Rajvir Diler, who passed away in April this year. In Phulpur, the party has fielded Deepak Patel, son of Keshari Devi Patel, the former Phulpur MP. In the recent Lok Sabha elections, the party replaced Keshari Devi with Pravin Patel, who won the Phulpur seat. In Katehari, the BJP has fielded Dharmaraj Nishad, a Bahujan Samaj Party (BSP) turncoat who joined the BJP just before the 2022 Assembly elections. Nishad, a three-time BSP MLA, won the seat in 1996, 2002, and 2007. In Manjhawan, the party has fielded Suchismita Maurya, who won the seat in the 2017 elections by defeating BSPs Ramesh Bind with a margin of nearly 42,000 votes. In Sisamau, where the by-poll was necessitated by the conviction of SP MLA Irfan Solanki in a criminal case, the BJP has fielded Suresh Awasthi. Awasthi contested Sisamau in 2017 but lost to Solanki by a margin of around 5,000 votes. He also contested the 2022 Aryanagar seat in Kanpur but lost to SP's Amitabh Bajpai by around 8,000 votes. Meanwhile, both the SP and BSP also released their lists of candidates on Thursday. The SP announced candidates for the Ghaziabad and Khair seats after failing to reach a seat-sharing agreement with its INDIA bloc partner, Congress. The BSP also announced candidates for eight of the nine seats going to polls on November 13. In Ghaziabad, the SP repeated its strategy of fielding a Dalit on an unreserved seat, as it did in Ayodhya in the recent Lok Sabha polls, by fielding Awadhesh Prasad against the BJPs Lallu Singh. Awadhesh Prasad defeated the BJP candidate by over 50,000 votes. Similarly, in Ghaziabad, the SP has fielded Singh Raj Jatav, and in Khair, a reserved seat, Akhilesh Yadav has fielded Dr. Charu Kain. Of the eight candidates declared on Thursday, the BSP has given preference to OBCs by fielding five OBC candidates. In Phulpur and Ghaziabad, the party has replaced its Dalit candidates with OBC candidates, clearly indicating its focus on consolidating OBC votes. Additionally, the party has fielded two Muslim candidates in Meerapur and Kundarki, and two Brahmins Virendra Kumar Shukla and Deepak Tiwari from Sisamau and Manjhawan, respectively.
Ghaziabad man kills mother over Rs 20,000 for DJ speakers, enlists friends as accomplices
Police in in Ghaziabad's Tronica City have successfully uncovered the murder of a local woman, Sangeeta, leading to the arrest of her son and two associates. The victims son Sudhir, along with Sachin Tyagi and Ankit alias Gurda, were apprehended after an investigation into Sangeeta's brutal death, which took place earlier this month. The case was registered on October 4, 2024, when Sunil Kumar, the victims husband, reported that his wife had been murdered by unknown assailants. Police immediately began gathering evidence and analysing CCTV footage. Investigations soon revealed a shocking twist: the crime had been orchestrated by none other than the victims own son, Sudhir, in collaboration with his friends. According to police, Sudhir had asked his mother for Rs 20,000 to buy new DJ speakers and for personal expenses, but she refused. His frustration deepened when Sangeeta indicated that she planned to transfer family property and assets to his elder brother instead. Feeling humiliated, Sudhir made up his mind to kill her. Police arrested the three accused on October 23, the team also recovered the brick used in the crime as well as the motorcycle involved. All INDIA bloc candidates to fight UP bypolls on 'cycle' symbol: Akhilesh Yadav
LUCKNOW: The suspense surrounding the seat-sharing agreement between the INDIA bloc partners, Samajwadi Party (SP) and Congres was resolved late Wednesday night when SP chief Akhilesh Yadav announced via a cryptic post on X that the party's candidates would contest all nine Assembly seats in the upcoming Uttar Pradesh bypoll under the SP symbol. This announcement dealt a significant blow to Congress, as it became clear that the INDIA bloc partners had failed to reach a consensus on seat-sharing. As a result, Congress had no option but to withdraw from the contest and extend its support to SP candidates in the crucial bypoll scheduled for November 13. However, the SP chief, on a pacifying note emphasised that the focus should be on victory rather than on the allocation of seats. 9 , Akhilesh Yadav (@yadavakhilesh) October 23, 2024 With this motto, the joint candidates of the INDIA bloc will contest the bypoll on all nine seats under the SP symbol cycle, he stated in a lengthy post in Hindi. He urged SP and Congress workers to collaborate closely for a decisive victory. The INDIA bloc is poised to write a new chapter of success in this bypoll, he added. Yadav acknowledged that the alliance with Congress had significantly bolstered the SP's strength, stating that the unity from the leadership down to the grassroots level had invigorated party workers. This unprecedented support and coordination have filled the workers of the INDIA bloc with renewed energy, instilling a determination to win on each of the nine seats up for the bypoll, he said. He further said that the upcoming elections were about preserving the dignity of the Indian Constitution, promoting social harmony, and urged voters not to let even a single vote be wasted. Meanwhile, the seat-sharing negotiations hit a deadlock on Wednesday when SP candidate Mujtaba Siddiqui filed his nomination papers for Phulpur, a seat sought by Congress, which had been led to believe that SP would reserve it for its ally. Both Congress and SP leaders had claimed that negotiations over seat distribution were ongoing for several days. However, Siddiqui's nomination effectively ended Congress's chances of contesting. Notably, the SP had already announced candidates for seven of the nine assembly seats going to vote on November 13, leaving only Khair and Ghaziabad Cantt for Congress. However, the Congress party expressed reluctance to contest these two seats, as they are considered traditional strongholds of the ruling BJP, where the grand old party stands little chance of victory. Initially, Congress demanded five seatsPhulpur, Meerapur, Sisamau, Majhawan, plus one morebut Yadav ignored these requests and announced candidates for all those seats. Sources within Congress claimed that the party was willing to settle for just two seats but sought Phulpur and Majhawan instead of Khair and Ghaziabad. Both Phulpur and Majhawan were won by the BJP in the 2022 state polls and have since become vacant, as the sitting MLAs were elected to the Lok Sabha. Political analysts suggest that Yadav strategically left the Khair and Ghaziabad seats for Congress, ensuring SP retained control over its key constituencies. In the wake of the SP's announcement, Congress found itself in a difficult position, repeatedly emphasising its commitment to defeating the BJP. State Congress leaders maintained that they were adhering to the principles of alliance and were prepared to support SP candidates across all seats without contesting any themselves. The Election Commission has released the bypoll schedule for the nine seats, with Milkipur excluded due to an ongoing legal dispute.
All INDIA bloc candidates to fight UP bypolls on 'cycle' symbol

He said the alliance's decision was not informed by any seat-sharing math but its pursuit of victory. Congress and Samajwadi Party are united and stand shoulder to shoulder for a big victory. India bloc is going to write a new chapter of victory in this by-election, Yadav said in a post on X. With this unprecedented cooperation and support, every worker of 'INDIA bloc' on all 9 assembly seats is filled with new energy with the resolve to win, he added. 9 , Akhilesh Yadav (@yadavakhilesh) October 23, 2024 The former Uttar Pradesh chief minister said that the coming election will be fought for the protection of the country's Constitution, peace, and the honour of Pichchde (backwards), Dalit and Alpsankhyak (Minorities). Bypolls will be held on November 13 on nine seats-- Katehari (Ambedkar Nagar), Karhal (Mainpuri), Meerapur (Muzaffarnagar), Ghaziabad, Majhawan (Mirzapur), Sishamau (Kanpur city), Khair (Aligarh), Phulpur (Prayagraj), and Kundarki (Moradabad). Eight of these seats fell vacant after their MLAs were elected as MPs in the Lok Sabha, while a bypoll is being held on the Sisamau seat due to the disqualification of SP MLA Irfan Solanki, who was convicted in a criminal case. The Congress had originally demanded five of 10 assembly seats (including Milkipur). The SP, however, last week said the Congress had agreed to contest on two seats, Ghaziabad and Khair (Aligarh), leaving the rest to the SP. The Election Commission has announced a by-election on nine seats, leaving out Milkipur (Ayodhya). The last date for filing nominations is October 25. The SP has already declared its candidates from Karhal, Sisamau, Phulpur, Milkipur, Katehari, Majahawan and Meerapur. Counting of votes will take place on November 23.
Uttar Pradesh assembly Byelections are set to be held on nine Assembly seats Katehari (Ambedkar Nagar), Karhal (Mainpuri), Meerapur (Muzaffarnagar), Ghaziabad, Majhawan (Mirzapur), Sisamau (Kanpur city), Khair (Aligarh), Phulpur (Prayagraj) and Kundarki (Moradabad)

Uncertainty looms over SP-Congress seat-sharing for UP bypoll
LUCKNOW: Uncertainty hangs over seat-sharing between Congress and the Samajwadi Party (SP) within the INDIA bloc for the upcoming bypolls on nine seats in UP. While SP chief Akhilesh Yadav had claimed on Saturday that the deal was sealed with Congress for the bypolls, UPCC chief Ajai Rai refuted the claim saying that no formal agreement had been reached as his party had demanded five seats. However, on Monday, the SP chief changed his stance, stating that talks with Congress regarding seat sharing for the upcoming bypolls were still ongoing. He was interacting with media persons following the submission of nomination papers of his nephew Tej Pratap Yadav from the Karhal assembly seat. Earlier, even SP spokesperson Rajendra Chowdhury announced that the seat-sharing deal had been finalised, with Congress contesting two seats - Khair (Aligarh) and Ghaziabad - while the SP would field candidates for the remaining seven. Significantly, a day after the Haryana poll result, the SP had moved to announce its candidates for seven seats including Karhal, Katehari, Kundarki, Phulpur, Sisamu, Majhawan and Meerapur leaving the Congress party red-faced. It is to be noted that Congress had never won in Khair or Ghaziabad before. However, UPCC chief Ajai Rai said that his party was still in talks. We had demanded five seats and the state unit had conveyed its choice of seats to party top brass in Delhi. Meanwhile, Congress is prepared to contest any of the seats decided by INDIA bloc leaders, he said adding that the sole aim of the Congress party was to defeat the ruling BJP on all nine seats. According to SP leaders, Congress will contest two seats, while the SP will field candidates in the remaining eight. The Election Commission has released the bypoll schedule for nine seats, with Milkipur left out due to an ongoing legal dispute. Voting for the nine seats will take place on November 13. As per highly placed Congress sources, the party had demanded Phulpur (Prayagraj), Sisamau (Kanpur) and Majhawan (Bhadohi) seats to contest but Akhilesh Yadav did not pay heed to the Congresss demand and announced candidates on all those seats. The sources claimed that Congress may not be fielding candidates in Ghaziabad and Khair seats as both have been the traditional strongholds of the Bharatiya Janata Party (BJP) and the chances of it winning them are grim. As per the political analysts, Akhilesh Yadav, strategically, spared Khair and Ghaziabad seats for Congress ensuring the SP retained control over its key constituencies. While UP Congress leadership awaits a decision to contest or otherwise from its top brass, the All India Congress Committee general secretary (in charge of U.P.) Avinash Pandey expressed hope for coordination with the Samajwadi Party. Congress sees 'possibilities' on seat sharing after ally SP names candidates for UP Bypolls We hope the SP will offer us a respectable number of seats, he said. Congress is also looking at striking a deal with SP vis-vis Maharashtra polls where SP has demanded a dozen seats from MVA to contest. A section of Congress leaders in UP believes that if SP leaves its contention in Maharashtra, Congress will relinquish its claim in UP. Meanwhile, speaking about the Maharashtra Assembly polls, Akhilesh, on Monday, said that he would claim only those seats where his party had a strong presence. In Maharashtra, we have decided that we will claim only those seats where we have a strong organisation. We have certain parameters for asking for our share of tickets. Our state president has decided on candidates for 12 seats. We hope we will be given those seats and we will contest elections... Talks with Congress are going on seat sharing in UP, he said.
