Adis next stop takes him to Pandavapura, where he helps an old lady in a doll shop and meets Sheetal (Venya Rai), a young girl running the shop, who seeks help to reach Chandigarh, where she plans to elope with her boyfriend. There is, however, a twist to this encounter. Like the others, it brings Adi closer to understanding the balance between duty and desire. Through these interactions, the film explores the complexity of relationships and the decisions we make when our hearts and minds are at odds. Later, we see Adis encounter with Swara (Sanjana Doss), a YouTube blogger, which challenges Adis perspective on life and forces him to confront his journey in a new light. One of the most heartfelt moments in the film occurs when Adi meets a pregnant woman at a hotel in manali, highlighting how lifes ordinary moments can carry deep, transformative lessons. These experiences should be the heart of the film, yet at times, they feel a bit disconnected, as though the narrative is moving without enough urgency to draw us in completely. While the film captures a sense of emotional depth, it struggles to maintain a steady pace, with some sections feeling slower than others. The performances in the film are notable, with Anjan Nagendra (Adi) portraying a young man torn between his own aspirations and the weight of his familys expectations. Its his second film, but he can work on certain aspects as an actor. Venya Rai and Sanjana Doss support the story with their respective characters, though their roles feel somewhat underdeveloped. Sharath Lohitashwa, as Adis father, delivers a grounded performance, capturing the wisdom and expectations of the older generation. His role anchors the thematic exploration of family and responsibility, although his presence is occasionally overshadowed. While the films exploration of family dynamics is well intended, some aspects of the plot leave room for improvement. The interactions between Adi and various characters should feel like milestones in his emotional journey, but at times, these encounters feel like mere plot devices rather than moments of true growth. The slow pacing, while possibly intended to reflect the gradual nature of self-discovery, risks losing the audiences engagement. One particular aspect that feels slightly unrealistic is the prevalence of Kannada-speaking characters across the country. As Adi goes northward, he crosses paths with a wide range of peoplemany of whom, despite being in regions far from Karnataka, speak Kannada fluently. This includes a pair of thieves in Manali who, rather improbably, also communicate comfortably in the language. While its not entirely far-fetched that some Kannada speakers might be spread across India, the frequency and consistency of this linguistic connection throughout Adis travels feels a bit contrived. The films visuals, however, are a standout. The breathtaking locations, from the southern landscapes to the mountain vistas of Manali, offer a visual contrast to Adis internal struggles, beautifully capturing the emotional and physical journey he undertakes. While Hayavadana makes a thoughtful film that tackles complex themes of self-discovery, family expectations, and the push and pull of personal desires, the slow pacing and occasional narrative gaps prevent it from fully realising its potential. The films closing revelation provides an emotional payoff, but it feels earned only after considerable patience. With its moments of insight and reflection, Yello Jogappa Ninnaramane deserves recognition, but its not without its flaws. The film takes its time in unfolding its promise, leaving the audience with a sense of both fulfilment and longing for a more dynamic journey. While it has a lot of heart and potential, the film leaves with mixed feelings by the time the journey ends. Nodal officers to survey out-of-school children in Bengaluru
BENGALURU: As per the Karnataka Right of Children to Free and Compulsory Education Rules, 2012, local bodies are required to maintain an education register of out-of-school children and as a responsibility, Bruhat Bengaluru Mahanagara Palike will take up a survey on the same from February. To oversee the survey, Joint Commissioners of all the eight zones of the Palike have been appointed as Nodal Officers said, Special Commissioner of BBMP Education Department Preeti Gehlot. The special commissioner also mentioned that Article 21A of the Indian Constitution guarantees the right to education as a fundamental right for children between the ages of 6 and 14 years. As per the Karnataka Right of Children to Free and Compulsory Education Rules, 2012, local bodies are required to maintain an education register of out-of-school children. To bring out-of-school children into the mainstream, and with the High Court currently hearing cases involving out-of-school and non-enrolled children, it is necessary to determine the precise number of these children under the BBMP by the courts directives, said Gehlot and added that the said survey has to be conducted by the Centre for e-Governance Department through the mobile app Karnataka H2H Children Survey App available on the Karnataka Government App Store. Beginning on February 24, every home within the BBMP limit should be surveyed from door-to-door in each of the BBMPs eight zones. In this regard, the public is asked to cooperate, as around ten enumerators have been appointed to each ward. These enumerators will visit each home and do a survey, added Gehlot. Initiative to improve student safety With a national average of 30 student deaths daily due to accessibility issues, BBMP launched the Safe Access To School initiative on Friday, as part of a larger goal of the Namma Raste-2025 initiative. When we speak about mobility in the city, we leave out students. This time we have discussed with engineers the need to provide safe access to schools, parks and playgrounds which are run by BBMP, so that students are taken into consideration, said Gehlot. We must ensure that at least 50 metres outside schools are safe. NEW DELHI: Union Agriculture Minister Shivraj Singh Chouhan has given nod for the Market Intervention Scheme (MIS) to bail out the red chilli farmers of Andhra Pradesh in the wake of slump in market prices. The Union Minister has given the go-ahead to procure and compensate the chilli farmers to prevent them from resorting to distress sale. During a meeting with representatives of the AP government on the plight of chilli farmers on Friday, Chouhan directed the Indian Council of Agriculture Research (ICAR) to assess the production cost of chilli farmers, and submit a report to the Ministry of Agriculture and Farmers Welfare (MAFW). Based on the report, the Centre will compensate the farmers up to 25% of the intervened price under the MIS. He also asked the officials to prepare a proposal to increase the 25% limit under the MIS. The chilli prices have crashed in the past few months, forcing the farmers to resort to distress sale. Indias largest chilli market, Guntur Mirchi Yard, also known as Chilli Capital of India, has witnessed prices in the range of Rs 11,000 to Rs 13,500 per quintal as against over Rs 20,000 in 2023-24. The government will train chilli farmers how to harvest export quality chilli under the Mission for Integrated Development of Horticulture (MIDH). How to pluck chilli from the plant is an art that farmers need to be trained to produce export quality produce, he said. The Agriculture Ministry has directed the Agricultural and Processed Food Products Export Development Authority (APEDA) to find new avenues to export chilli. Exports have declined due to weak international demand this season. Erratic weather in the chilli-producing region has impacted the crop. India exports chilli to countries like China, Malaysia and Bangladesh. Long dry spells and the extension of monsoon rainfall in Andhra Pradesh, Telangana, Karnataka and Madhya Pradesh has impacted the quality of chilli crop. Moreover, erratic weather has also induced pest infestations, such as Nalla Tamara (black thrips), which has severely impacted the chilli crop yield, and increased the farmers investment. Union Civil Aviation Minister Kinjarapu Rammohan Naidu, Devesh Chaturvedi, Secretary, Ministry of Agriculture and Farmers Welfare, and senior officials from the AP government attended the meeting. BENGALURU: Sub-registrars and senior sub-registrars, who have been staging an agitation at the office of the Inspector General of Registration and Commissioner of Stamps (IGR & CS) here since Thursday 4 pm, called off their protest around Friday 8 pm following an assurance by the commissioner. The commissioners office witnessed high drama when sub-registrars, many women, sat on chairs in front of IGR & CS K V Dayanandas chamber. Dayananda was not allowed to come out of his chamber. By 7.30 pm, he addressed the protesters and promised them to convey the decision taken by the government. However, they refused to budge and stated that they would continue their protest. After some time, Dayananda called the association president and promised him that the sub-registrars would soon be given login access and allowed to work in previous posts. This message was conveyed to them by the association president, who placed his mobile on speaker mode, when Dayananda made the announcement. In all, 90 sub-registrars and senior sub-registrars obtained a stay order on February 18 against their transfer by the revenue department on December 10, 2024. With the department not complying with the stay order, around 40 of them, who are members of the Karnataka State Stamps and Registration Department Employees Association, launched the protest on Thursday. Assn plans to hold another protest An official said, We have only transferred those who have put in five years out of their last eight years of service in the same place. It was done after counselling (where sub-registrars are allowed to choose places of posting among the options given). It was done in the public interest, but we are now in a spot. Association president Shankare Gowda said, The HC issued the stay order on February 18, but it was not followed. We had planned to protest till February 25. However, we called it off temporarily on Friday evening after the commissioner promised that the sub-registrars will be given login access and allowed to work in their previous posts. We are planning to hold another protest in support of our demands from Thursday. On the reason for refusing to accept the transfer order, a sub-registrar said, My daughters II PU exam will commence shortly. How can we be transferred suddenly in December? We were given only 10 days to relocate. A senior sub-registrar said, My new posting was in a place where the job was handled by a sub-registrar. After years of seniority, why should I accept it? Another sub-registrar said the revenue department has no business to issue transfer orders. Transfers have to be done by DPAR. What we told the court is the creation of a new system all of a sudden by the department, wherein those who have worked in 60 offices in the BMRDA region (Bengaluru Urban, Rural and Ramanagara) and 10 districts having city corporations cannot opt for inter-transfers anymore. We were given options to go to Raichur, Koppal and other rural areas. How is this acceptable? Public not affected It was business as usual on Friday despite the protest.. We generate a daily revenue of Rs 75 crore across the state with roughly 8,500 articles registered in 256 sub-registrars offices. This average crossed on Friday. First division and second division assistants were given charge of the offices of sub-registrars. So, people were not affected, the commissioner said.

For a city referred to as a Paradise, when it was much smaller in size, to evolve into such a mess thanks to humans flocking to the city and expanding it haphazardly at a record-beating rate must be a challenge now even for the Gods to come down to salvage it. Predictably, there is already a degree of political excitement to read deep into Shivakumars statement, ironically made at an event in which he himself released a handbook called Namma Raste Kaipidi: Towards Safe, Inclusive and Resilient Roads in Bengaluru. The handbook has been brought out by a 10-member expert committee headed by the Bruhat Bengaluru Mahanagara Palike (BBMP) Engineer-in-Chief. It deals with a scientific and systematic approach to project planning, design, engineering, and operation and maintenance with the objective of improving city roads, decongesting the city and improving Namma Bengalurus civic quality, while aiming at better quality of life for its citizens. Shivakumar called it the Constitution for all the (BBMP) engineers to follow. There may be something to Shivakumar doubting the ability of the Gods to save Bengaluru just days after taking a holy dip at the Maha Kumbh in Prayagraj. May be, he as Bengaluru Development Minister sees the humongous problem the city faces as an acute challenge which yielded him the opportunity to re-illuminate his pet project of tunnel roads and double-decker roads as the much-wanted solutions to Bengalurus woes. If that is true, and going by the scientific explanations of transport and urban mobility experts, if tunnel roads and double-deckers are attempted, Only God can save Bengaluru now could be the collective gasp of 1.40 crore Bengalureans. A December 2024 research report from the Indian Institute of Science (IISc), Scenario Evaluation for the Proposed Sub-Urban Rail Network and Metro Rail Network for Bangalore Metropolitan Region, prepared by Prof Ashish Verma, Professor (Transport Systems Engineering), and Convenor, IISc Sustainable Transportation (IST) Lab, and his three research scholars, reveals that double-decker roads and tunnel corridors, despite offering localised travel time reductions, encourage private vehicle usage, reduce public transit ridership, and exacerbate environmental and social disparities. The report instead recommends increasing suburban rail capacity, comprehensive mass rapid transport system (MRTS) coverage, and seamless modal integration to foster an equitable, scalable, and resilient urban mobility framework. The study provides valuable insights for policymakers to align infrastructure investments with sustainable and inclusive mobility goals. Experts have warned of possible humongous chaos heaped on Bengalureans during the laying of tunnel roads and building double-decker roads. That is besides the time taken to realise such projects. Strengthening the current infrastructure by enhancing MRTS, improving the existing roads in a scientific manner, public transport, opening walking zones by laying quality footpaths, and opening cycling zones across the city is the better bet. This can be further boosted by developing the blue-green infrastructure, detailed in the Namma Raste Kaipidi. It lays special focus on developing natural infrastructure through increasing green spaces like gardens, urban forests, green roofs, urban farms etc, and blue infra like lakes, rivers, streams, wetlands, and other natural and constructed drainage channels. It enhances urban ecological health by integrating natural elements into the built environment, counterbalancing the impacts of development; besides filtering pollutants, replenishing groundwater, mitigating urban heat island effect, and supporting local biodiversity. It improves walkability and recreational spaces, and can incorporate traffic calming, pedestrian infrastructure and placemaking initiatives. Gods may not come down to save Namma Bengaluru no doubt that they could, if they did. But, when our own deeds turn Namma Bengaluru into the mess that it is today, isnt it our duty to correct things? Isnt there a belief that God helps those who help themselves? The Namma Raste Kaipidi handbook lays down the science. What we need is the spirit as citizens and a strong political will with a single-minded goal to salvage Namma Bengaluru. BENGALURU: A war of words has erupted in Karnataka between the Opposition BJP and the ruling Congress over a proposal to hike milk prices. BJP leader Dr CN Ashwath Narayan criticised the Congress government, alleging that its only guarantee to the people is price hikes. If they increase the price, milk will cost Rs 47 per litre. KPA director S L Channabasavanna emphasised the strength of Indias diversity. The diversity is the strength of our nation. While we must love our mother tongue, it is equally important to respect and learn other languages, he stated. He highlighted the necessity for police officials to be proficient in multiple languages, particularly when they travel to other states for investigations. Understanding the local language is crucial for effective communication. This agreement with CIIL will help officials gain language skills that enhance their professional efficiency, he added. Drawing from his experiences, Channabasavanna recalled an instance in Sudan, where Indian peacekeeping officials felt immense joy when local police communicated in Indian languages. He stressed that familiarity with local languages makes it easier to gather information and work effectively in different regions. Encouraging officials to learn multiple languages, he noted, When I was posted in Chamarajanagar, I learned Tamil; in Bidar, I picked up Marathi and Telugu. Learning different languages is essential, and we must also cherish our mother tongue. Renowned linguist and former JNU professor Kapil Kapoor addressed the gathering virtually, stressing that all languages hold vast knowledge. He advocated for primary education in ones mother tongue, arguing, It is a myth that scientific education cannot be imparted in regional languages. Indian languages have a rich vocabulary, and Sanskrit has contributed immensely to linguistic knowledge across the country. Criticising the continued colonial influence on education, Kapoor remarked, The British-era mindset still dominates. English has been projected as the language of employment, which needs to change. Every mother tongue is an international language in its own right, and preserving a language ensures the survival of its culture. Education in the mother tongue is crucial. Knowledge of English does not define ones intellect. Sanskrit is not a dead language, it is a powerhouse of knowledge, and its significance must be revived, Kapoor said.
Karnataka HC issues notice to government, heads of boards, corporations
BENGALURU: Observing that the issue deserves serious attention in as much as a public interest element and democratic significance under the Constitution, the Karnataka High Court on Friday sought a response from the State government and all those holding office of profit due to their appointments to various boards and corporations, and as political secretaries and advisers. A division bench of Chief Justice NV Anjaria and Justice MI Arun issued notice to the State government and other respondents appointed heads of boards and corporations and advisers, and directed them to submit their responses. The issues in the petition bear constitutional and democratic importance. It would require a definite response from the State government and other respondents, the court said, directing them to submit their reply before March 18, and adjourning the hearing of the petition filed by Suri Payala, engineer-in-chief level officer at the Karnataka State Pollution Control Board, to March 27. Senior counsel Sai Deepak, representing the petitioner, submitted that the State government has appointed 42 MLAs and MLCs between June 1, 2023, and January 26, 2024, to posts heading boards and corporations, with the benefit of cabinet rank ministers and all pecuniary benefits. This amounts to conferring the status of cabinet rank itself on them, which is against Article 164(1)(A) of the Constitution, which caps the total number of ministers, including the chief minister, at 15 per cent of the total number of members in the Legislative Assembly. However, the 48 appointments exceed 15 per cent of members of the Assembly. It is a serious public issue since its a drain on the public exchequer, he argued. Advocate-General (AG) K Shashikiran Shetty submitted that a similar issue had cropped up before the coordinate bench of the court in the Umapathy versus State of Karnataka case. The arguments sought to be canvassed then were that violation of Articles 164 and 161 were dealt with negatively. Sai Deepak argued that the appointments were also a direct infringement of Article 191 of the Constitution read with provisions of the Karnataka Legislature (Prevention of Disqualification) Act, 1956. Meanwhile, AG questioned the locus of the petitioner, alleging that he filed the petition as he was not appointed chairman of the KSPCB by the state government. However, the court kept the issue open.
Making someone work without salary amounts to begar: Karnataka HC
BENGALURU: Stating that it is highly uncouth on the part of the State Government to stop the salaries of the existing teachers and that making someone work without payment of salary would amount to begar, the Karnataka High Court directed the State Government to release salaries that are withheld of the employees working in BVV Sanghas Basaveshwar Engineering College at Vidyanagar of Bagalkot within seven days. If salaries are not released, even a day later than seven days, shall carry 6% interest per annum, from the date it is withheld, till the date of payment, the court cautioned. Justice M Nagaprasanna passed the order while allowing in part the petition filed by Basaveshwar Engineering College, an aided institution, questioning the order dated June 29, 2024, issued by the Department of Technical Education by which a few excess teaching and non-teaching staff of another college are deployed into the petitioners institution unilaterally without consultation. It is highly uncouth on the part of the State Government to stop the salaries of the existing teachers, as an arm-twisting tactic, making the petitioners institution obey the orders, the court said. The Department of Technical Education deputed six staff from the BVB Engineering College in Hubballi to the petitioners college through the impugned order. The college in turn communicates to the department expressing its inability to allow joining or let in those six deployed staff into the college. Therefore, the State Government stopped releasing salaries to all the employees working in the petitioners institution solely on the score that the petitioners institution had not obeyed the orders of the government.

BENGALURU: Former PM and Rajya Sabha member HD Deve Gowda on Friday met Jal Shakti Minister CR Patil in New Delhi and discussed various water-related issues concerning Karnataka, including the states concern over it getting a raw deal in allocation of its share in various river-linking projects. Nine injectable drugs made in other states failed sterility tests, says Health Minister Dinesh Rao
BENGALURU: Expressing grave concern over several instances of the sale of contaminated injectable drugs, Health Minister Dinesh Gundu Rao has urged Union Health Minister JP Nadda to create a system for all laboratories in states and those under the Centre to share alerts on drugs that have failed sterility tests. In a letter to Nadda on February 20, Rao stated that nine injectable drugs, which have been manufactured in other states, failed sterility tests in government laboratories of Karnataka between January 1 and February 16. Rao said the list of drugs did not include injectables manufactured by Paschim Banga Pharmaceuticals based in West Bengal, whose contaminated injectables caused the death of five young mothers in Ballari district. Asserting that he has instructed health officials to take adequate steps to ensure these drugs are notsold in Karnataka, Rao stated that it is highly likely that contaminated drugs manufactured by these companies are sold in other states. Injectables, as you are aware, are used in acute care. Given the life or death consequences for patients being administered these contaminated drugs, I request you to ensure all products sold by these companies are withdrawn from across India and these companies are not allowed to sell any drugs until they are inspected by the Central Drugs Standard Control Organisation for compliance with Good Manufacturing Practices, Rao said. He said, In addition to the system to share alerts, there should be a legal requirement to share sales records from the manufacturer to enable seizure of contaminated drugs before they are given to patients, Rao said. It should alert doctors, pharmacists and patients,he added.
