Karnataka tops India Justice Report 2025; but faces challenges in prisons, legal aid
BENGALURU: Karnataka ranks on the top among 18 states in India as per the latest India Justice Report (IJR) -- countrys only ranking of states on the delivery of justice. In its fourth edition, the IJR 2025, which was released on Tuesday, Karnataka is the only state to meet reservation quotas for SC, ST and OBCs in both police and judiciary. At just 1.2%, the state police has the lowest officer-level vacancy among all large states and has the highest number of paralegal volunteers in the country. 80% prisoners in Karnataka undertrials The IJR rankings are based on individual states performance in four areas -- police, judiciary, prisons and legal aid. Karnataka ranked first among the 18 large and mid-sized states (with a population of over one crore each), retaining its position from the last edition. Karnataka is followed by Andhra Pradesh, Telangana, Kerala and Tamil Nadu. But, despite being a top ranking state, Karnatakas performance in prisons, legal aid and womens employment in police is lagging behind. According to IJR 2025, 80 per cent of the inmates in Karnataka prisons are under trial prisoners (UTPs), which is the highest since 2015. There may be a correlation between the rise in the number of UTPs languishing in prisons in the last one decade and lack of access to legal aid at the grassroots -- village level. The number of legal service clinics at the village level has fallen from 157 to now 32, states the report. The state boasts of taking womens share in police to 25%, but in reality, Karnataka police remains male dominant with only roughly 9 per cent women in police and a mere 6 per cent at the officer level, states the report. Ironically, not a single state or Union Territory has met their reserved quota for women in the police. According to the report, out of 2.4 lakh women in police, only 960 are in the IPS, while 24,322 are holding non-IPS officer positions such as sub-inspector, inspector and deputy superintendent of police. The IJR was first initiated by Tata Trusts and the first ranking was published in 2019. This edition is in collaboration with the Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative (CHRI), DAKSH, TISS Prayas, Vidhi Centre for Legal Policy, and IJRs data partner -- How India Lives. Commenting on the report, former judge of the Supreme Court, Justice Madan B Lokur (Retd), said, The punishing process of accessing justice begins with the very first encounter an individual has with the system. With our failure to properly equip and train frontline justice providers police stations, legal aid actors including paralegal volunteers and district courts we fracture public trust, he said. The strength of our entire justice framework rests on these critical first points of contact... Alas, the burden continues to remain on the individual seeking justice, and not the state to provide it, he added. Chief Editor, IJR, Maja Daruwala, said, As India moves forward into a hundred years of being a democratic, rule-of-law nation, the promise of rule of law and equal rights will remain hollow unless underwritten by a reformed justice system. Reform is not optional. It is urgent. A well-resourced responsive justice system is a constitutional imperative that must be experienced as an everyday reality available to every citizen.
MUDA scam: Special court allows further investigation in case involving CM Siddaramaiah
BENGALURU: The special court for trial of criminal cases against sitting and former MPs/MLAs on Tuesday kept the decision pending, for now, on accepting or rejecting the B report (closure report) by the Lokayukta police giving a clean chit to Chief Minister Siddaramaiah and his family members in the MUDA case. It permitted the Lokayukta to conduct further investigation into the role of other accused and file a conclusive report on or before May 7, 2025, the next date of hearing. The court said the Directorate of Enforcement (ED) is also considered an aggrieved person to a limited extent and no order is passed on permitting it to file a protest petition at this stage. This is because the closure report is neither accepted nor rejected, it added. Judge Santhosh Gajanan Bhat kept answers for following three questions pending - Whether the complainant has made out grounds to set aside B final report; what would be the appropriate procedure to be adopted and whether ED can be permitted to come on record and file necessary objections to the B final report. Acting on the order passed by the special court on the private complaint filed by Mysuru-based activist Snehamayi Krishna, the Lokayukta police had filed the closure report, stating that the allegations were not established against all the four accused -- Chief Minister Siddaramaiah, his wife Parvathy BM, his brother-in-law Mallikarjuna Swamy and Devaraju J -- on the Mysuru Urban Development Authority (MUDA) allotting 14 compensatory sites to Parvathy. Admitting that there was definitely a financial loss to the MUDA exchequer because of the allotment of sites to Parvathy illegally, the Lokayukta police stated that permission is required under Section 173 (8) of CrPC to conduct further probe to quantify the total loss caused because of illegal allotment of sites in a similar manner to various beneficiaries by then MUDA commissioner DB Natesh, his predecessors and successors between 2016 and 2024. Acceding to the Lokayukta police request, the special court said its outcome should be considered along with the report already filed. It would be appropriate to accept or reject the B report based on further investigation material, if any, to be filed, the court said. Alleging that the IO cannot file the final report based on his own assumption to protect the accused, and the question of further investigation does not arise, Snehamayi Krishna filed the protest petition against the closure report. He contended that the IOs conduct right from inception was to exonerate the accused. The final report mentioned illegalities in allotting 1,055 sites between 2016 and 2023 by MUDA causing an economic loss to the states exchequer. The IO also concluded that the MUDA commissioner was guilty and when this is the case, the question of exonerating the accused does not arise, he argued. The IO was never available for him to provide information over the offence, except summoning for conducting mahazar, he alleged. ED too has filed a protest petition claiming that it has a locus standi to contest the closure report. But the Lokayukta police strongly opposed it. The special public prosecutor for the Lokayukta contended that the court cannot permit ED authorities to enter into the shoes of the complainant. The Lokayukta will also not produce any documents till the locus standi of ED is decided as only the complainant can contest the B report, he added. EDs Special Public Prosecutor Madhukar Deshpande contended that the central agency has conducted substantial investigation by collecting mammoth materials after registering a predicate offence. The closure report leaves the entire process in vain. When a loss is caused to the government exchequer and it affects the economic system of the country, it cannot be brushed aside, he argued.
Karnataka Dy CM Shivakumar meets Vokkaliga legislators ahead of caste census cabinet discussion
BENGALURU: Ahead of the special cabinet meeting on Thursday, Deputy CM and KPCC president DK Shivakumar held a meeting on Tuesday with Vokkaliga legislators from his party to discuss the Socio-economic and Educational Survey report, the fate of which will be decided in the cabinet. Many of the legislators have expressed concern over the caste census reportedly showing a decline in the number of Vokkaligas and an increase in the Muslim population. As many as 22 Congress legislators are from the Vokkaliga community, including Shivakumar himself, who is looking to allay fears of his community from the old Mysuru region. Presently, former prime minister HD Devegowda and Union Minister HD Kumaraswamy still have a hold in this region. With JDS losing its Muslim votes after its alliance with the BJP, they are trying to hold their only main chunk of votes - Vokkaligas from this region. If Shivakumar does not stand with Vokkaligas who are expressing anguish against the report, JDS might take advantage of this and try to damage Shivakumars attempt to retain the Vokkaliga belt, Congress sources told The New Indian Express. Sources from the Congress said many legislators expressed apprehension about the survey data. They sought clarifications and during the discussion, there was also a debate on a resurvey, or giving the report to a cabinet sub-committee to ensure that the community gets justice. Speaking to reporters after the meeting, Shivakumar said the report has been tabled in the cabinet and a copy has been given to all ministers. A special cabinet will discuss the report on April 17. The gist of the report has been told to legislators by minister Krishna Byregowda, former Backward Class Commission Chairman Jayaprakash Hegde and BL Shankar. Shivakumar said the state government has spent crores on the survey and the report. A section of the media has reported that there are more Muslims, which is not true. We also deliberated on what should be discussed during the cabinet meeting, he said. The legislators have informed them that their opinion should be included in the cabinet meeting, he added. Ashoka asks CM to clarify doubts related to report Leader of Opposition R Ashoka alleged that Chief Minister Siddaramaiah suddenly decided to take up the caste census report as he was pulled up by the high command over various issues. Ashoka said said many people feel that the caste census report is unscientific, outdated and irrelevant. The CM must clarify several issues related to the caste census, including the allegations that the original copy of the report is missing and there was no signature of the backward classes commissions member-secretary. The BJP leader said DCM DK Shivakumar had signed the Vokkaligara Sangha memorandum, terming the report unscientific and senior Congress leader and All India Veerashaiva Mahasabha president Shamanur Shivashankarappa also opposed it. Did the CM make any efforts to take them into confidence? he asked. Ashoka said many in the Congress are saying that it is part of Siddaramaiahs strategy to put Shivakumar in a tight spot. What is the actual population of the Vokkaliga community across Mandya, Kolar, Chikkaballapur, Ramanagara, Bengaluru Rural, Tumakuru and Chitradurga -- the Old Mysuru region? he said. He asked if the census was a conspiracy planted to create chaos in the state, or if it was a ploy to divert public attention from rising prices and corruption allegations against the government.
CM Siddaramaiah accuses Modi of lying on Ambedkar; defends Muslim quota based on backwardness
BENGALURU: Chief Minister Siddaramaiah on Tuesday accused Prime Minister Narendra Modi of spreading lies by stating that the architect of the Constitution, Dr B R Ambedkar, was against reservation based on religion. He said several years back, the Maharashtra government had published Ambedkars speeches and writings and the Karnataka government had published the Kannada translations. The PM must present before the people of the country if there is any mention of providing or not providing reservations based on religion in those speeches and writings, Siddaramaiah said. The CM said the reservation given to Muslims was not based on religion, but was based on the social, economic and educational backwardness of people in the community. He said the decision to appoint non-Muslims to Wakf boards was taken with communal hatred and if the demand starts for using the same yardstick for Hindu temples and Mutts, it would result in unnecessary friction between the religions. Siddaramaiah said the PM also made a false allegation that the state government snatched Dalits reservation and gave it to Muslims. In Karnataka, the reservation for Scheduled Castes and Scheduled Tribes has been increased, not decreased, he said. As per the Justice Nagamohan Das committee recommendations, reservation for SCs has been increased from 15% to 17% and reservation for STs increased from 3% to 7%, the CM said. Prove claim on Ambedkar, Chalavadi to CM Leader of the Opposition in the Legislative Council Chalavadi Narayanswami on Tuesday denounced Chief Minister Siddaramaiahs claim that Veer Savarkar was behind Dr B R Ambedkars defeat in the parliamentary elections and challenged the latter to prove his claim. Narayanswamy said he would resign from his position as opposition leader if the CM proves the claim. But if he fails to show proof for his remark, he should relinquish the chief ministers post and retire from politics, he added. He noted that Siddaramaiah just repeated what RDPR Minister Priyank Kharge had stated on the floor of the House, which was strongly repudiated by the BJP by referring to a letter written by Ambedkar. The CM has made the same claim by putting his reputation at stake.
Truckers' indefinite strike to continue; supply of essentials likely to be affected in Bengaluru
BENGALURU: As the two rounds of negotiations, including one meeting chaired by Chief Minister Siddaramaiah, failed, truckers announced that the indefinite strike, which commenced at midnight on April 14, would continue. With truckers stating that they will be intensifying their strike from Wednesday, the supply of essentials, including veggies, fruits, flowers and pulses, is likely to be affected. Truckers under the Federation of Karnataka State Lorry Owners and Agents Association (FKSLOA) called the indefinite strike, demanding the government roll back the recent hike in diesel prices, remove toll collection at 18 tolls on the state highway, relax the restriction on movement of goods vehicles in Bengaluru city, remove RTO check-posts in the border areas and not implement the Union governments guideline to collect Rs 15,000 for fitness certificate renewal. On Tuesday afternoon, Transport Minister Ramalinga Reddy held a meeting with the federation, which failed. Later in the evening, Chief Minister Siddaramaiah chaired a meeting and told the association members that the diesel price is lower in Karnataka compared to neighbouring states and that the state government is spending Rs 14,000 crore every year for highway improvement and justified the toll collection. He appealed to the protesters to call off the strike in the interest of the public. Stating that the CM did not give a clear assurance regarding the fulfillment of their demands, the truckers said they would continue their protest. On Tuesday, we allowed some trucks to deliver goods. But we will intensify our protests and this will affect the supply of essentials, FKSLOA President G R Shanmugappa told reporters after the meeting with the CM. He said on average, 1,000 trucks come to the Agricultural Produce Market Committee every day, and on Tuesday, there were only 300 to 400 vehicles. He added that it will further come down, affecting the supply of essentials in the coming days.
BENGALURU: The ruling Congress will stage a protest outside the Enforcement Directorate (ED) office in Bengaluru on Wednesday against the blatant misuse of central agencies by the Modi-led BJP government. The protest, expected to draw a large gathering of MLAs, MPs and top party functionaries, is being staged against what the Congress described as the arbitrary and unjust seizure of the assets of the National Herald and the politically motivated charge sheets filed against its senior leaders. However, Chief Minister Siddaramaiah and Deputy CM DK Shivakumar, who have prior engagements in Kalaburagi, will not take part in the protest. This is nothing but a state-sponsored crime disguised as a legal action, said Forest Minister Eshwar Khandre, adding that the party will not stay silent in the face of systematic attack on democratic institutions and opposition voices. Party leaders alleged that the BJP government at the Centre is using the ED as a weapon to throttle dissent and paralyse opposition forces through intimidation and legal harassment. This is Modi governments vendetta politics on full display, Khandre said. This isnt the first time that the Karnataka Congress leaders have taken to the streets against the Centres investigating agencies. During the 2019 parliamentary elections, the party had staged a similar protest against widespread raids targeting Congress candidates and supporters. That protest had seen the likes of Chief Minister Siddaramaiah and Deputy Chief Minister D K Shivakumar leading the crowd outside the Income Tax office on Infantry Road. In a statement, party general secretary KC Venugopal said, This is going to be an all-India protest. We will protest outside the ED offices across the country against their blatant misuse of power and against the vendetta politics of the Modi government. Karnataka expects above-normal monsoon rainfall bringing relief to farmers
BENGALURU: The coming monsoon is bound to bring cheer to the farming community across the state, with rainfall expected to be above normal, especially in South Interior and North Interior Karnataka. Relief to farmers apart, it will also recharge dams and the underground water table. According to Prof MB Rajegowda, agrometeorologist and former registrar, University of Agricultural Sciences, Bengaluru, normal rainfall during the Southwest monsoon period, between June and September-end or October first week, is 860mm. This time, the prediction is around 5 per cent more than normal, which is 900mm of average rainfall. He said both South Interior and North Interior Karnataka are expected to receive heavy rainfall, while Malnad and the coastal regions may receive normal rainfall this year. He explained that there is a cycle of rainfall pattern every 12 years -- the first half (six years) is called the negative cycle, and the second half is the positive cycle. We are in the positive cycle and this will continue for the next four to five years, when we can expect above normal rain. Rajegowda said this year, the pre-monsoon is also in favour of farmers. Some parts of Karnataka, including Chamarajanagara, Mysuru, Mandya, Kolar, parts of Kalaburagi, Bidar and other places have received good pre-monsoon showers. Farmers who started sowing by March-end/April this year can go for two crops with 65-85 days of cropping that can be harvested in June second week. In Karnataka, the actual rainfall for farming starts in July, and by then, they can go for the second crop. This time, they can go for regular, normal and long-duration crops, he said. However, heavy rain could also disrupt normal life. Karnataka State Disaster Management Authority (KSDMA) has given a set of instructions to deputy commissioners across the state, and the Bruhat Bengaluru Mahanagara Palike (BBMP) chief commissioner for monsoon preparedness. The authority has ordered identifying flood-prone areas and evacuating people residing in and around these areas; opening 24X7 district emergency management centres and sharing phone numbers of officers which are to be circulated on WhatsApp groups so people of particular regions know who to contact in their respective areas. The Karnataka State Natural Disaster Monitoring Centre (KSNDMC) and other authorities have to alert people including those in coastal areas from time to time about floods during the monsoon. Instructions have also been issued for coordination with authorities in neighbouring states when dams are full. The KSDMA has also asked the state and national disaster response forces (SDRF and NDRF) to remain alert, besides instructing officials, including BBMP, to remove silt to allow water flow in storm water drains.
Water crisis, civic apathy choke business on Bengalurus SJP Road
BENGALURU: With civic authorities turning a blind eye to their woes, traders on SJP Road are forced to transport 8 to 10 cans of drinking water from home each day just to keep things running at their stores. For the past few months, the area which houses over 2,000 shops has been reeling under the impact of BBMPs white-topping work, which has choked access and crippled businesses. Repeated complaints to BWSSB about broken water pipelines have gone unanswered. The lack of water, traders said, has already driven away many workers, while women helpers handling accounts and other duties are refusing to come to work, saying its impossible to carry enough water for the entire day. Besides, the nearest public toilet is more than a kilometre away either near the electronics market or KR Market making working conditions even more difficult. Traders say multiple appeals to both agencies have gone unheard, and daily operations are now surviving purely on personal effort. Rahul Goyal, a trader, pointed out that shops are now losing staff as employees are quitting due to lack of water facilities. To retain them, we are forced to bring water in bulk ourselves. Since December, we have been loading our cars every day with water cans just to keep things running, he lamented. Murtuza Mohammed from the traders association told TNIE that despite multiple meetings and repeated assurances, BWSSB has failed to deliver. They start work, continue for two days, and then abandon without any explanation. Even during Ramzan, thousands of Muslim traders visited BWSSB offices, requesting at least a temporary water connection for use before prayers, but the request was ignored, he said. Vishal Varandani, president of the Bangalore Electronics Dealers Association (BEDA), said while BBMP has completed white-topping work on a 310-metre stretch, BWSSB has been causing repeated delays. Under the new plan, pipelines are to be laid beneath the footpath so that in future, the white-topping isnt disturbed. Footpaths were dug up for this, but no work has happened since, he said. He added that broken footpaths are keeping customers away, directly affecting footfall and hitting business in the area. Traders say the poor condition of roads and lack of water supply have pushed their businesses into complete loss. Neither BBMP nor BWSSB informed them in advance about the work, leaving them unprepared. While they continue to pay rent and staff salaries, no customers are coming in, they added. When TNIE reached out to BWSSB officials, they passed the responsibility to BBMP, stating that the project falls under the Smart City initiative. A senior BBMP official said work will resume shortly.

BENGALURU: Chief Minister Siddaramaiah, who met representatives of trade unions of the Karnataka State Road Transport Corporation (KSRTC), assured them that all their demands would be discussed and appropriate action would be taken. Representatives from the Joint Action Committee (JAC) led by the All India Trade Union Congress (AITUC)-affiliated KSRTC Staff and Workers Federation and the Karnataka State Road Transport Employees League were called for a meeting with the CM at his official residence, Cauvery, on Tuesday evening. The meeting with the CM comes after the members of the JAC had threatened to sit on a one-day dharna outside the CMs official residence over their long-pending demands. He said the Congress-led state government is always in favour of the working class. The previous government (BJP) left the bus corporations with an outstanding bill of over Rs 4,000 crore. This created a big financial burden on us. Demands of the trade unions will be discussed and appropriate action will be taken. He told the RTC unions that another meeting will be held to discuss their demands. Transport Minister Ramalinga Reddy said the bus corporations have been allowed to take a loan of Rs 350 crore and told the unions that 2,000 new buses will be purchased.
Bengaluru sees heavy post-weekend traffic; breakdowns add to chaos
BENGALURU: Bengaluru was in for heavy traffic congestion and slow-moving traffic on Tuesday evening, following a three-day long weekend. Adding to the commuters woes, multiple vehicle breakdowns further slowed down traffic movement in several areas. A senior traffic police officer said many Bengalureans had travelled to their home towns during the extended weekend, leading to a post-holiday traffic surge. Every long weekend, the city experiences traffic congestion when people return, the officer said. In High Grounds traffic police limits, commuters faced severe delays as an iron structure under the railway bridge near Cantonment Railway Station needed urgent repairs, and BBMP staff started working on it. It led to severe congestion on Jayamahal Road and surrounding areas from 3.30pm to 9pm, and traffic police faced a tough time managing the situation. Bengaluru Traffic Police (BTP) issued alerts to commuters, warning of severe congestion in the area. Breakdown of vehicles also caused slow traffic on the international airport, Hebbal and Goraguntepalya roads. Heavy traffic was also reported in the Central Business District.

Police arrest Gujarat man accused in Karnataka elderly couple's suicide case
BELAGAVI: The Belagavi police arrested from Surat, the key accused of the cyber fraud case that led to the tragic suicide of an elderly couple in Beedi village of Khanapur taluk. The accused, Chirag Jeevarajbhai Lakkad, a resident of Surat, Gujarat, was taken into police custody following a detailed investigation. A case has been registered at Nandgad Police Station. The case revolves around the suicide of Diego Nazareth (83), a retired railway employee, and his wife Flavia Nazareth (78), who resided in the Christian locality of Beedi village. On March 27, Flavia died by consuming sleeping pills, while Diego ended his life by slashing his neck and drowning in a water tank at their residence. A death note found at the scene revealed the mental anguish the couple endured. In the note, Diego described receiving repeated threats from an individual posing as a high-ranking official from Delhi Crime Branch. The caller alleged that obscene content had been sent from Diegos phone number and threatened to report him to the cybercrime police. The fraudster, identifying himself as Anil Yadav, blackmailed the couple to transfer large sums of money. Terrified by the threats, Diego ended up transferring over Rs 59 lakh to various bank accounts operated by the cyber criminals. Despite the payments, the threats and extortion continued. Unable to bear the pressure, the couple took their own lives. Investigations revealed a transaction of Rs 6.10 lakh from Diegos SBI account to an IDFC Bank account under the name Balaji Industries. Police traced the mobile number linked to the fraudulent account, leading to the arrest of Chirag Lakkad. The accused had used the number to divert funds to multiple accounts. According to a senior police officer from the Cyber Crime Branch, Belagavi, Veeresh Doddamani, the accused, was threatening the couple from a different mobile number and was using another SIM in the name of Balaji Industries, which was linked to a bank account in Rajkot. In the first go, the accused succeeded in making the couple transfer Rs 6.10 lakh via RTGS to the bank account in Rajkot, said Doddamani. The accused kept his phone switched off while the couple transferred money to the bank account in Rajkot to which the SIM in the name of Balaji Industries was linked. Doddamani said during the investigation, it came to light that the accused and other cyber criminals, allegedly involved in the crime, were on a video call with the couple for at least 10 hours at a stretch once. They were able to make the couple transfer at least Rs. 59 lakh to 21 different bank accounts online, mostly through Paytm and PhonePe, the police officer added. The police found that one of the accused had threatened the couple claiming himself as a police officer from the Delhi Crime Branch and had said that someone purchased a SIM card in their name and shared nude pictures with many people on WhatsApp through it. The police have seized two mobile phones used in the fraud from the arrested accused. District Superintendent of Police Dr Bhimashankar Guled confirmed the arrest and stated that the accused has been remanded to judicial custody.
