Karnataka HC upholds age-based exemption in teacher transfers

BENGALURU: Observing that providing age-based exemption in the transfer of teachers is an established practice, and the decision-making authority should consider such reasonable, legitimate and valid requests of teachers while making transfers, the Karnataka High Court dismissed two petitions filed by the Department of School Education and Literacy. It questioned the order passed by the Karnataka State Administrative Tribunal, which quashed the transfer of two female teachers, identifying them as excess, despite them having attained 55 years and 58 years, respectively. The crux of the case is that provision of Section 10(1)(vi) of the Karnataka State Civil Services (Regulation of Transfer of Teachers) Act, 2020, gives exemption from being considered as excess to female teachers who have crossed 50 years, and male teachers over 55 years. The petitioners had made their representations on the basis of these statutory provisions. Admittedly, the women petitioners had crossed the age of 50 years and were entitled to the benefit of Section 10(1)(vi). They could not have been declared as excess, and the impugned order of transfer could not have been issued, the division bench of Chief Justice NV Anjaria and Justice SG Pandit said, dismissing the petitions. The Department of School Education and Literacy challenged the order dated September 29, 2023, passed by the Tribunal at Belagavi, allowing the applications filed by Umadevi Hundekar (55), special teacher at Government High School in Budihal of Bagalkot district, and Prabhavati Ronad (58), teacher at VM Government High School in Teggi taluk of the same district. They were questioning the orders dated June 21 and 20, 2023, by the Deputy Director of Public Instructions, transferring them on the ground that they were surplus teachers, without considering their requests for exemption, as per law.

Karnataka forms task force to curb single-use plastic, POP idols

BENGALURU: Forest, Environment and Ecology Minister Eshwar B Khandre on Friday said that a task force, comprising marshals, will be set up across the state to control the use of single-use plastic. The task force will also act tough in ensuring that no Plaster of Paris (POP) idols are being used during Ganesha Chaturthi this year. He issued these directions, after holding a detailed meeting with officials from the environment department and Karnataka State Pollution Control Board (KSPCB). Khandre said orders have been issued for the creation of the task force to stop the sale, storage and transportation of single-use plastic and other such products. The task force will also take action and stop the manufacturing of them. He pointed that despite orders and rules in effect against the use of single-use plastic, the banned material is still used in the form on plates, spoons, and carry bags. The task force will also conduct raids and officials will take stern legal action. At the meeting, directions were also issued to ensure proper coordination between the police, district administrations, commercial taxes department, transport department and other stakeholders. Directions were also issued banning crackers during Ganesha Chaturthi.

Karnataka Legislative session concludes with 93% attendance, AI-based attendance tracking

BENGALURU: Legislative Council Chairman Basavaraj Horatti on Friday said they received 1,251 questions, including star queries, during the session that concluded on Thursday. BENGALURU: BJP and JDS MPs from Karnataka on Friday protested in front of the Parliament House in New Delhi, demanding a CBI probe into alleged irregularities at the ST Corporation and allotment of sites by the Mysuru Urban Development Authority (MUDA). Former chief minister and Haveri MP Basavaraj Bommai said Chief Minister Siddaramaiah, who claims to be an honest politician, has been exposed. He accused Siddaramaiah of closing a case related to alleged irregularities in the Bangalore Development Authority (BDA) by forming a commission. He said when the scandal broke out in Mandya Urban Development Authority, it was handed over to the CBI, but when it occurred in MUDA, it was referred for judicial inquiry. The judicial commission has been formed to cover up the MUDA scandal, Bommai added. The BJP leaders accused the Congress government of diverting funds meant for the welfare of SC/STs, not only from the Valmiki Corporation but also SCP/TSP funds. Around Rs 25,000 crore from SCP/TSP funds has been transferred for the guarantee schemes, the BJP alleged. Bommai said next week, they will request the Lok Sabha Speaker Om Birla to allow for a detailed discussion on these cases. BENGALURU: Chief Minister Siddaramaiah on Friday defended allotment of sites to his wife by the Mysuru Urban Development Authority (MUDA). However, he admitted that due to oversight, he did not declare this in his 2013 election affidavit. Subsequently, the same was declared before the Lokayukta, he said. Addressing reporters along with ministers Byrathi Suresh, HC Mahadevappa and Santosh Lad, the CM released some documents in support of his claims. Slamming BJP and JDS legislators for their allegation that he and his family benefitted from the irregularities in allotment of MUDA sites, Siddaramaiah said it was baseless. They seemto be disappointed with the results of Assembly elections in 2023 and their parties poor performance in the recent Lok Sabha elections. Hence, they are trying to damage his clean image as chief minister and his government, he added. Calling his political journey an open book, the CM said he has been in politics for more than 40 years and had no black spot in his political life. BJP and JDS leaders, who have lost peoples faith, are trying to gain their trust through foul means, he said. Did not violate PTCL Act: CM Siddaramaiah claimed that the land at Kesare in Mysuru was ownedby Ninga alias Javara, which he purchased in an auction in 1935. He said this was not government land allotted to SCs, but purchased from original SC owner, who bought it through auction. It does not violate the Prevention of Transfer of Certain Lands Act, he said. In 1993, the land was transferred to Devaraj, the third son of Ninga (original owner). MUDA issued a notification to acquire the land in 1992. In 1996, Devaraj submitted an application requesting MUDA not to acquire this land as he and hisfamily depended on it. In 1998, MUDA dropped its move to acquire this land and denotified it. Later, this land was sold to his brother-in-law Mallikarjun Swamy in 2004, six years after its denotification, he said. He said Mallikarjun converted this land for non-agriculturalpurposes and gifted it to his sister Parvathi, who is his (CMs) wife, in 2010. The CM said only in 2013-14, Parvathi learnt that this land was converted into sites and sold. I was CM in 2014 and my wife wrote to MUDA. I did use my office to influence MUDA then. In 2021, my wife filed an application. She did not seek sites in a particular place. It was MUDAs decision. She had 3.16 acres at Kesare, which is 1.48 lakh sqft and she was given 38,284 sqft (14 sites). Neither me, my wife nor my brother-in-law had any role in it, he said. Congress to hold Youth Congress elections nationwide from August 16 to September 16

BENGALURU: To groom a new generation of leaders, Congress will launch a membership registration drive to conduct internal elections for the Youth Congress between August 16 and September 16. Deputy Chief Minister and KPCC president DK Shivakumar told the media that the process of creating new leaders has started across the country as Leader of Opposition in the Lok Sabha Rahul Gandhi has decided to nurture young leaders. Shivakumar said internal polls will not give rise to factionalism as those who contest will get posts based on the votes. Whoever gets the most votes will be the president. The second runner-up becomes the vice-president. There will be seven vice-presidents. If selection is done through recruitment then there is scope for groupism, he said. There will be no counting of votes separately this time. As soon as a member casts his vote, it is credited to the candidate. We have further modified the election this time, he said. Karnataka: Hemavathi floods submerge Sakleshpur, disrupt life, traffic

HASSAN: Residents and shop owners on Azad Road of Sakleshpur town were put to hardship as the entire area was submerged with Hemavathi river water. The taluk administration is taking measures to move the stranded people to relief centres. The century-old Holemalleshwara temple on the banks of Hemavathi river in Sakleshpur is partially submerged. Officials have restricted the entry of devotees into the temple as a precautionary measure. Traffic was disrupted on the Holenarasipur-Arkalgud state highway as the road turned into a pool due to heavy downpour. Houses belonging to Hasina Banu in Arehalli in Belur taluk and Gangadhar of Chikkakanagal in Alur taluks were partially damaged. Gorur, Maradi, Hebbale and Atni villages were cut off from Holenarasipur town as a bridge near Atni is completely under water. Meanwhile, standing crop in over 100 acres is submerged in Hemavathi water in Alur and Holenarasipur taluks. The bridge near Jakanahalli in Sakleshpur taluk collapsed due to heavy rain. Siraguru, Kogodu and Cheekanahalli villages lost their connectivity with Belur town. Revenue and PWD officials visited the spots to asses the situation. More land slips were reported on the Bengaluru-Mangaluru national highway-75. The police have warned the vehicle owners to be alert and drive carefully on the ghat section. Statistics available with TNIE reveal that as many as 48 houses are partially damaged and four cattle died due to a downpour in the district.

TG Halli reservoir to supply water to Bengaluru after robust monsoon

BENGALURU: Courtesy a robust monsoon, the Thippagondanahalli (TG Halli) Reservoir, located 35km west of Bengaluru, is brimming with 2.5tmcft of water, and Bangalore Water Supply and Sewerage Board (BWSSB) will start supplying water from the reservoir soon. Water quality tests are being conducted and once the reports come in, around 50-60MLD will be supplied to parts of west and north Bengaluru. The installed capacity and infrastructure is to supply 110MLD, but this is subject to water availability, said a senior BWSSB official, who did not wish to be named. The storage capacity of the reservoir is 3.325 tmcft, and on June 1, the water level was 1.8tmcft. All the pipes have been cleaned and where required, new pipes have been laid. New machinery and a 20MLD sewage treatment plant have been installed at a cost of Rs 260 crore, in preparation for the Yettinaholle project, but we cannot wait till it starts. A special ozonisation water treatment plant has been set up to ensure optimum water quality, and supply will start soon to ensure water in the reservoir des not go waste and the machinery does not rust, the official added. Water supply from the reservoir was completely stopped in 2012, when Cauvery 4th Stage project was fully commissioned. But as Bengaluru has grown and water demand has increased, BWSSB officials have calculated that this water and 775MLD supply from Cauvery 5th Phase will complement the existing supply. We plan to started water supply to 110 villages under Cauvery 5th Stage from September 5. By then, TG Halli water supply can also start. Trials for supplying water from TG Halli have been completed till Hegganahalli tank in west Bengaluru, the official said. When some of the 110 villages were reeling under water crises, BWSSB was contemplating supplying water from TG Halli. Plans were also drawn up to fill tankers from TG Halli and ferry water. But we were worried whether people would accept it, as many believe that only Cauvery water is potable. That is not true, till Cauvery water supply started, Bengaluru was using water from TG Halli. We want to revive this, the official added.

Demanding standardization of minimum wages, regularization of work hours, legal protection and benefits post-retirement, the Bengaluru Beautician Womens Trust on Friday protested at Freedom Park. According to reports, the beauty industry employs close to 20,000 individuals in the city and 2.5 lakh across the state. Speaking to TNIE on the sidelines of the protest, Usha S, a beautician with 15 years of experience in the industry, emphasized the need for recognition and respect for their profession. We work tirelessly to make others feel beautiful and confident, yet we struggle to receive basic respect and fair compensation. I start my day as early as 8am and close the parlour by 7pm or 8pm. With no standardised prices, monthly income is very low. With growing prices for basic necessities, the education of two children (a boy and girl) is becoming very difficult. She added that the government should introduce schemes for beauticians and welfare of their children. The protesters listed 12 demands, including formalisation of work under fixed rates, issuing beautician cards, pension for beauticians above 50 years of age, loans at lower interest rates and that BBMP should formulate guidelines for issuing licences. Kiran Kumar, president of Karnataka Savitha Samaja, emphasised the need for frequent checks by officials to parlours and make note of any irregularities. The government should make sure that the minimum distance between two parlours is 1-2 kilometres, he added.

BENGALURU: While Karnataka became the third state to pass a resolution against NEET on Thursday, stakeholders in the field of education have expressed their reservations on how the Karnataka Common Entrance Test (KCET) will be able to provide the same uniformity and platform for students, who want admission in medical colleges within the state and across the country. A former vice-chancellor for a medical college in Bengaluru said the resolution passed by the state government is not a wise move, as NEET has proven to be more beneficial to students. He argued that it reduces the stress on candidates and saves time from following hectic schedules of writing multiple entrance examinations so as to secure chances of attaining a seat. If students appear for NEET, they can be eligible to apply for medical colleges across the country and use their NEET rankings, he said. Commenting on the irregularities in NEET, the V-C suggested that A fair evaluation would be to consider 50% of NEET scores and 50% of board results for admissions. For engineering colleges too, only 50% of CET marks should be considered for admissions. He also emphasised the need to digitalise exams as it would prevent aper leaks and scams, which often play with the futures of students. Students have also expressed concerns about not being able to apply to other medical colleges, apart from the ones that come under the ambit of Karnataka. However, many have welcomed the move. Trupthi Shetty, an MBBS student from Subbaiah Institute of Medical Sciences, said that CET exams often have a limited syllabus, compared to NEET and it makes the competition less intense. The longer duration and higher stakes of NEET add to a lot of stress, sometimes forcing students to drop out, she said. Professors also flagged that the quality of examination and education should be retained not just at the central level, but also with state agencies. Nandini BM, Associate Professor at Shimoga Institute of Medical Sciences, emphasised the in-depth knowledge of Physics, Chemistry and Biology required to clear NEET and become reputed medical professionals. The government must make sure that CET exams do not take a political move, keeping the students in mind. They should also uphold the credibility of appearing for a medical entrance, she said.

BENGALURU: Former AICC president and chief minister S Nijalingappa was a political giant and Chitradurga DCC president T Pir has urged KPCC president and Deputy Chief Minister DK Shivakumar and AICC president Mallikarjun Kharge to consider buying Nijalingappas bungalow with Congress funds and setting up the district party office. The State Government had planned to convert the bungalow into a Nijalingappa memorial, but a government official raised objections, delaying the sale. For the last four years, Nijalingappas family has been waiting for the sale. Also, Nijalingappas grandson, Vinay Kiranshankar Siddayanahalli, to whom the property has been willed, stays in the US, which has further delayed the process. During a Congress meeting in Chitradurga recently, Kharge had visited the bungalow and paid his respects to the leader. Shivakumar had said the party needs to set up its offices in all districts. Keeping that in mind, party functionaries have written to Shivakumar to consider buying the bungalow to set up the office. It would bring Congress much goodwill among Lingayats who had gone away from Congress after Veerendra Patil was removed as chief minister in 1990. Congress leader and former MLC Mohan Kondajji, whose father Kondajji Basappa had served as a deputy minister in Nijaligappas cabinet, said, Rs 5 crore was sanctioned by the government to set up the Nijalingappa memorial. But even after four years, it has not come up. It is nothing but apathy on behalf of the administration. He said, I have heard from the family that the market price has gone up to Rs 6 crore for this land which measures 5,000 sqft and they are fed up with waiting and are now considering selling it to a private buyer. Nijalingappas son Kiran Shankar was the chief architect of Vikas Soudha and his son-in-law SB Muddappa was the former chief secretary of Karnataka.

Audacious to say India will be manufacturing hub, says NR Narayana Murthy

BENGALURU: India is far away from becoming the manufacturing hub of the world. Government plays a big role in the success of manufacturing and unless the public governance system is improved, for India to become a leader is very difficult, said NR Narayana Murthy, co-founder of Infosys, here on Friday. Speaking at ELCIA Tech Summit 2024, he said, These (hub, global leader) are all big words that we shouldnt use. China has already become the factory of the world. Around 90% of things in supermarkets and at home depots in other countries are manufactured in China. They have six times the GDP of India. It is too audacious of us to say India will become the manufacturing hub, he said. Explaining why India has a long way to go on the manufacturing journey, Murthy said for the IT sector, the success of business primarily depends on exports. Entrepreneurs need to learn to assess market We hardly depend on India. However, for manufacturing, by and large, the domestic contribution is more and the government plays a big role in the success of manufacturing. Unfortunately, the response time, transparency, accountability, speed, and excellence in public governance in a country like India still need to improve. Unless there is a mechanism, where you reduce the interface between government and the industry, the growth of manufacturing can happen, Murthy said. Entrepreneurs need to learn to assess the market and estimate the possible size they can capture. They must be able to produce simple mathematical models to bring higher value leverage, vis--vis all other ideas in the market. This knowledge and talent are mandatory for success, Murthy said. Addressing concerns over the impact of AI in the long term, he expressed confidence that Large Language Models (LLMs) and generative AI will not take over all jobs. AI will not replace designers and individuals implementing large-scale application systems, simply because they are too complex. There will have to be huge data dictionaries, data programmes and interconnectivity between all. The creativity and power of the human mind are superior to this system, he said.

Once they submit the report, we will allow traffic movement on NH-66 road, she added. Meanwhile, DNA reports of the severed body found at Gangakolla revealed that the body belonged to Sarvana. The body has been handed over to the relatives, along with a compensation of Rs 5 lakh.
