Karnataka considering law against hate speech and online betting, says CM Siddaramaiah
BENGALURU: Karnataka Chief Minister Siddaramaiah on Saturday said that his government is seriously considering a law against hate speech added that discussions were on regarding enacting a law against online betting. The CM said this at the end of a two-day review meeting with Deputy Commissioners (DCs) of all districts and CEOs of all Zilla Panchayats here. I have said if anyone makes hate speech, action should be taken against them. We will bring a law against it. The government is seriously considering it, Siddaramaiah said. Speaking to reporters here, he said, Merciless action should be taken against those making hate speeches irrespective of how influential they are. Criminal cases should be filed against them. Reiterating that there is a direct relationship between law and order and development and that they should be ensured across the state, the CM said he has given strict instructions to the DCs and SPs to nip in the bud, the forces that disrupt the intentions and objectives of the Constitution. This statement has come in the wake of recent communal murders that have taken place in the coastal district of Dakshina Kannada. Regarding online betting, Siddaramaiah said Law Minister H K Patil and IT/BT Minister Priyank Kharge are discussing the action that needs to be taken in this regard and if there is need for a legislation. Based on what they suggest after the discussion, necessary action will be taken, he said. Youngsters are falling prey to the cricket betting, and activities such as gambling, matka should be strictly controlled in the districts, he further said, this menace should be curbed ruthlessly without giving in to any pressure. Also, instructions have been given to take strict action against those violating the law that has been enacted, aimed at protecting borrowers from harassment by microfinance institutions (MFIs), he said. Noting that about 700 child marriages took place in the state last year (2024-25), Siddaramaiah said he has instructed to ensure that child marriages don't happen at all at any cost. There are laws against child marriage. Preventing them is one part. It should also be ensured that they don't happen at any cost. Also child pregnancy cases should also be prevented, he said, adding that the officers at the grassroot level should be used to ensure that they are stopped in both urban and rural areas. Officials have been asked to bring down the Infant Mortality Rate and Maternal Mortality Rate in the state, he said. The DCs, CEOs and SPs are the three most important posts in the districts and these officers should leave their ego and work as a bridge between the government and the people. Only if there is coordination between these three, the development of the district is possible, he said.

Shobha slams Congress government, says Karnatakas image dented in Delhi
BENGALURU: In a scathing attack on the Congress government in Karnataka, Union Minister of State for MSME Shobha Karandlaje on Friday said that there was a complete law and order collapse in the state and that was damaging its image at the national level. Dakshina Kannada in-charge minister Dinesh Gundu Rao says that Muslims are not protected in the district. Is he the minister in-charge of protecting one particular community? The present regime is soon going to make Karnataka a goon state. In Delhi, people ask me what is happening in Karnataka, and we are dumbfounded. Under the leadership of Siddaramaiah, DK Shivakumar, and Dr G Parameshwara, law and order has collapsed, she told reporters in the backdrop of back-to-back murders in Dakshina Kannada . The government has given guarantees to people, but there is no guarantee for their life, she said. In a veiled attack on DyCM Shivakumar, she alleged Ramanagara has been renamed as Bengaluru South district to help the real estate mafia. The sad part is no efforts are being made to fix Bengalurus traffic issues. Metro should have been underground that did not happen. Taxpayers are suffering because a garbage cess will be collected. Brand Bengaluru is just on the papers, she said. She also hit out at Shivakumar for his alleged statement that the people of Dakshina Kannada are frontrunners in availing guarantees but not in voting for the Congress. The Congress should have declared that it will give guarantees only to Congress voters, she added.
Firm on implementing new labour codes: Karnataka minister Shobha
BENGALURU: Union Minister of State for Labour and Employment, Micro, Small and Medium Enterprises (MSMEs) Shobha Karandlaje here on Friday said the Centre is committed to implement the new labour codes. The four codes are on wages, industrial relations, social security and the occupational safety, health and working conditions. Some trade unions have differences among themselves, and communist trade unions contradict the codes. The PM and the Minister for Labour and Employment, Mansukh Mandaviya, were prepared for discussions to clear the doubts. If some disagree with the codes for political reasons, we are helpless, she said. Karandlaje said Karnataka labour minister Santhosh Lad had attended the three-day meeting of the stakeholders in New Delhi. But she regretted that the Karnataka small-scale industries minister did not turn up for meetings on the MSMEs. She said the policy on the welfare of the gig workers is in the making and Mandaviya has held a meeting with the aggregators. The minister, while referring to a Sullia town youth committing suicide because of the fraudsters who promised him a job in Germany but sent him to Thailand, advised youths only to apply with the companies registered with the governments official portal. On Asyushman health card facilities, she said that the patients can take treatment at the private hospitals empanelled as ESI will pay for it. In Doddaballapura, we have set up an ESI hospital by investing Rs 150 crore but the state government is not ready to take over due to a lack of specialist doctors, she said. Karandlaje said the NSIC technical services training centre will be set up in Peenya as Karnataka has given 12,000 square feet of land. The Peenya Centre will offer training programmes on AI and aeronautics.

KALABURAGI: BJP MLC and Chief Whip of the Opposition in the Council N Ravi Kumar has said that he would follow the directives of the Karnataka High Court over his alleged derogatory remarks against Kalaburagi Deputy Commissioner Fouzia Taranum. Ravi Kumar said that he has the highest respect for the judiciary and he has always cooperated with probe agencies. The MLC further said that he would submit an apology letter to the DC through his advocate in a day or two. Meanwhile, Jewargi MLA Dr Ajay Singh has hit out at Ravi Kumar for his remarks on the Deputy Commissioner. The post of the DC is a constitutional post, and everybody should respect it, Singh said, urging Governor Thaawarchand Gehlot to take steps to cancel the membership of Ravi Kumar from the Council.
Kamal always speaks highly of Kannada: Actor Shivarajkumar
BENGALURU: Kannada actor Shivarajkumar has broken his silence on the ongoing controversy surrounding actor Kamal Haasans recent remarks about the Kannada language . Speaking at a recent public event -- clips of which are now widely circulating online -- the senior actor stated that Kamal Haasan is aware of what he said and will respond in due time. He added that Kamal has always spoken highly of Kannada and expressed deep admiration for Bengaluru. The controversy began during the audio launch of Kamal Haasans upcoming film Thug Life in Chennai. With Shivarajkumar seated in front of him, Kamal remarked, Tamil gave birth to Kannada, a statement that sparked widespread backlash in Karnataka. Even Chief Minister Siddaramaiah criticised the comment, urging Kamal to better understand the history of the Kannada language. Addressing the issue, Shivarajkumar said at the public event, I am a huge fan of Kamal sir. I grew up watching him. People may ask, Why should I admire someone else when I have my own father (Dr Rajkumar)? My father is family, but I also have immense respect for Kamal sir, and Im inspired by him. He knows what he said, and he will give his response. He also mentioned, I attended the audio launch. Honestly, I dont know what happened there. Shivarajkumar noted that Kamal had visited Bengaluru after making the controversial remark, and yet no one questioned him about it at the time.
Action against officers failing to curb anti-social elements: Karnataka CM
BENGALURU: Karnataka Chief Minister Siddaramaiah warned the deputy commissioners (DCs) and superintendents of police (SPs) that action will be taken against them if they fail to curb anti-social elements disturbing peace and harmony in society. Siddaramaiah directed the officials to take stern action against anyone violating the laws, no matter how influential they are. Addressing a review meeting, the CM said that if law and order deteriorate, it will have an impact on development, as both are inextricably linked. Siddaramaiah said that the DCs and SPs will be directly held responsible for maintaining law and order in their districts. The CM said that the DCs are the heads of the district-level peace committees and they should take preventive measures to maintain peace and harmony, and not just do the post-mortem of the situation after the violence. The CM also expressed concern over child marriages in the state and asked why they are not coming to the notice of district-level officers. In 2024-25, there were reports of 700 child marriages and it has come to his notice that FIRs were not registered in many instances, the CM said, adding that child marriage in the districts shows that the officials have failed to prevent them. He directed the officials to take stern action in POCSO cases. The CM also asked the officials to pay surprise visits to schools, hostels, and other offices, every month and ensure that the junior officials are working efficiently. The officials should meet the people coming to their offices and try to address their problems, he said, adding that district in-charge secretaries must visit the districts at least twice a month to review development works. He said that the Union Government is yet to release Rs 1400 crore under the MGNREGA and directed the officials to take appropriate measures to get the funds released as the last months wages are yet to be paid.
MSP centres must be open beyond fixed time: Karnataka HC
BENGALURU: The Karnataka High Court directed deputy commissioners of respective districts, who are also chairpersons of the District Minimum Support Price (MSP) Task Force, to take up a scientific study to assess the nature of crops cultivated and estimated quantities of foodgrains likely to be brought by farmers to procurement centres before determining the number and location of such centres. This is one of the four directions issued by the division bench of Chief Justice NV Anjaria and Justice KV Aravind on May 28 while disposing of a PIL filed by Rait Sena Karnataka from Dharwad. The petitioner had sought directions to the state government to operate procurement centres across the state throughout the year, to enable farmers to sell their produce at MSP. The court directed that if existing procurement centres are found to be insufficient, DCs should ensure that adequate additional centres are set up within the procurement period. With harvesting now extending beyond the traditional seasons, and to ensure that farmers are adequately remunerated through MSP, the court directed the state government to set up at least one procurement centre in each taluk for two months beyond the procurement period fixed by the central government. It could be at the discretion of the state government, it directed. The petitioner contended that farmers are facing hardships as procurement centres are not working throughout the year. As these centres function only for a limited period, farmers are compelled to sell their produce to middlemen at rates lower than MSP, they added.
Karnataka raises age for tobacco purchase to 21
BENGALURU: The Karnataka government on Friday completely banned hookah bars, raised the legal age for buying tobacco products from 18 to 21 years, and increased the maximum fine for violations under tobacco control laws from Rs 200 to Rs 1,000. A government order notifying the changes was issued on Friday, after President Droupadi Murmu gave her assent to the Karnataka-specific amendment to the central tobacco control law on May 23. The revised law The Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) (Karnataka Amendment) Act, 2024 was published in the Karnataka Gazette on May 30. Fine for public tobacco use hiked to Rs 1,000 The amendment applies to the Central COTPA Act, 2003 and makes it more stringent in its application within Karnataka. Under the new provisions, Section 4 of the Act has been replaced to state that the use of tobacco products including smoking and spitting is prohibited in any public place. However, the law clarifies that in hotels with 30 or more rooms, restaurants with a seating capacity of 30 or more, and in airports, a designated smoking area may be provided. The state has introduced a new Section 4A that bans the opening or running of hookah bars anywhere in Karnataka. Section 6 of the Act has also been substituted. The sale of cigarettes or other tobacco products is now prohibited to anyone under 21 years of age. The fine for violations is now Rs 1,000.

HC issues directions to Karnataka for maintenance of water sources
BENGALURU: The Karnataka High Court issued a series of directions to the state government on periodic scientific maintenance of water storage plants, underground and overhead tanks, pipelines and borewells, and Reverse Osmosis Plants (RO), to ensure the treatment of drinking water as per the standard scientific norms and formula across the state to supply contamination-free drinking water. It directed the state to maintain records of scheduled maintenance activities as there are no such records and to submit them to the court whenever called for. Directing the state government to prepare a comprehensive Standard Operating Procedure (SOP), based on its directions, and to issue directions to DCs to oversee and ensure maintenance of drinking water sources, a division bench of Chief Justice NV Anjaria and Justice KV Aravind directed that the maintenance of RO plants should be witnessed and acknowledged by elected representative of the panchayat or local body and by the headmaster or headmistress of a nearby government school. The court passed the order on May 28 while disposing of a PIL by Tumakuru-based advocate Ramesh Naik L, seeking directions to the state government to take steps to supply contamination-free drinking water in various districts, including Tumakuru, where water contains excessive levels of fluoride. He stated that there is neither proper maintenance nor adequate supply of drinking water. Residents are facing acute hardships due to lack of access to safe drinking water, he stated. He prayed to the high court to issue directions to the state government to undertake a review of drinking water sources and to ensure timely maintenance of pipelines and water storage facilities. On underground and overhead tanks, the court said the state should issue guidelines specifying scientifically determined periodic maintenance. For pipelines and borewells, it said whenever a leakage is detected, it must be addressed with priority. Any delay by the authorities would endanger public health. Such dereliction of duty in maintaining pipelines is nothing short of a criminal act, it said. For ROs, it said the state should issue comprehensive guidelines prescribing intervals at which maintenance of RO plants should be conducted. All non-functional RO plants should be restored to full working condition within a month of this order, it stated.
