J&K private hospitals seek shift to insurance mode under SEHAT scheme
The J&K Private Hospitals and Dialysis Centres Association (JKPHDA) has strongly urged the government to implement the Ayushman BharatSehat Scheme in the Union Territory through the Insurance Mode instead of the existing Trust Mode, citing massive payment delays and growing financial distress among private healthcare institutions. President of the association, Mir Faizan, said that under the present Trust Mode, reimbursements to hospitals remain pending for months and, in some cases, years. He said private hospitals across J&K are facing outstanding dues worth hundreds of crores, with some payments pending since 2021. He warned that the prolonged delays have pushed several private hospitals and dialysis centres to the verge of closure, threatening critical healthcare services in the region. Faizan said the Insurance Mode, already adopted in several states, ensures timely reimbursements through professional insurance companies, enhances accountability, and protects both patients and healthcare providers from financial uncertainty. He added that it would help prevent disruptions in essential services such as dialysis, oncology, and cardiac care. General Secretary of the association, Dr Masood-ul-Hassan, said that despite the expiry of the PS8 period last month, nearly 60 percent of payments are still pending. He said the associations primary concern is uninterrupted patient care and stressed that a transparent and efficient payment mechanism would restore confidence among hospitals and ensure continued treatment for Golden Card beneficiaries without disruption. The association appealed to Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah to shift J&K to the Insurance Mode at the earliest, stating that the current Trust Mode has become unsustainable and risks adversely affecting patient care.

The worst-hit areas include Sangrama, Wagoora, Kreeri, Pattan, Kandi, Choondosa, Pachhaar, Tangmarg, Khaipora, kandi belt and some parts of Rafiabad, where residents reported severe damage to apple orchards and standing crops. Arshad Ahmad, a fruit grower from Kandi Baramulla said that the intensity of the hail storm was so fast that in a moment the orchards presented devastation with a white layer of hail visible everywhere. Top Shia cleric's assassination shows strong presence of IS in Syria
New Delhi, May 10: Top Shia Cleric and imam of Sayyidha Zayanb Shrine Sheikh Farhan Hassan al-Mansour's assassination in the outskirts of Damascus demonstrates the strong presence of The Islamic State (IS) in the troubled nation. The attack revived memories of the groups past hit-and-run operations targeting carefully selected religious and military figures, demonstrating its ability to breach heavy security fortifications in one of Syrias most sensitive areas. Last Friday morning, a powerful explosion echoed through the southern suburbs of Damascus. The blast targeted al-Mansours vehicle while he was traveling near the Safir Al-Zahra Hotel area surrounding the shrine. Syrian security source, who inspected the scene, said that an explosive device had been planted underneath the vehicle and detonated remotely, killing the cleric instantly and injuring several of his aides, as well as civilians who happened to be nearby. The Sayyidah Zaynab shrine is one of the most important religious sites in Syria. The ability to reach and assassinate the shrines leading cleric in the heart of his own stronghold sends a powerful message that ISIS sleeper cells still possess the capacity to monitor, maneuver and strike deep inside Damascus.
Apni Party raises alarm over human suffering caused by Achan garbage dump
Srinagar, May 9: Apni Party leaders, led by party chief Syed Mohammad Altaf Bukhari, on Saturday visited residents who have been living in miserable conditions for years due to the garbage dump in the Achan area of Srinagar city. The unbearable stench emanating from the dumping site has further worsened the situation, making life difficult for local residents and people living in nearby areas. Speaking on the occasion, Bukhari, accompanied by senior party leaders, said the issue was humanitarian in nature and required immediate attention. We are not here as politicians or representatives of a political party. This is an issue of grave concern, and we will never attempt to politicise such a serious public matter, which has now become a threat to public health. We are here because we understand that there is a need to find a way out. This is a prolonged problem, Bukhari said while leading a sit-in. Elaborating, he said this garbage dump was established here in 1983, and since then, people have continued to suffer because of it. Today, nearly 700 tonnes of waste from various districts, including Srinagar, Ganderbal and Budgam, is being dumped here every day, he said. He added, There must be a permanent and scientific mechanism to address this issue. We assure the people that we will leave no stone unturned to find a way out of this crisis. From today onwards, we also consider ourselves stakeholders in this struggle. He further assured the residents that he and his colleagues would use their personal influence and would not hesitate to knock on every required door or approach the competent authorities to ensure a way out of this prolonged and grave issue. Taking a dig at the government, Bukhari said that those elected to serve the people had failed the very voters who placed their trust in them. He said, You have elected representatives, but it has now become evident that they are least concerned about your issues. In fact, they misled you to secure your votes during the 2024 Assembly elections. While seeking your support, they promised free gas cylinders, an increase in ration quotas, free electricity, and one lakh government jobs for unemployed youth soon after forming the government. They also claimed that daily wagers would be regularised, and so on. Today, however, it is clear that all these tall claims and promises were nothing more than lies and deception aimed solely at securing votes from the people, he added. On the occasion, the residents expressed gratitude to Altaf Bukhari and other senior party leaders, saying that their visit and assurances had instilled hope among them that this issue would finally receive serious attention. Besides Altaf Bukhari , the prominent party leaders and senior workers who were part of the visiting delegation included partys Senior Vice President Ghulam Hassan Mir, Vice President Javaid Mustafa Mir, General Secretary Rafi Ahmad Mir, Provincial President Kashmir Mohammad Ashraf Mir, District President Kupwara Raja Manzoor, District President Srinagar Mohammad Shafi Mir, Provincial Orgainser & Former DDC Vice Chairman Bilal Ahmad Bhat, Provincial Coordinator Kashmir & Constituency In-charge Hazratbal Shabir Ahmad Reshi, Publicity Secretary Muzafar Reshi, Provincial Joint Secretary Kashmir Aamir Ashraf Bhat, Provincial Joint Secretary Tanveer Ahmad Bhat, Senior Vice President & Constituency In-charge Habba Kadal Jeelani Hamid Kumar, Vice President Srinagar & Constituency In-charge Khanyar Moshin Zaffar Shah, Vice President Srinagar & Constituency In-charge Central Shaltang Zaffar Habib, Vice President Srinagar Aijaz Ahmad Rather, Constituency In-charge Zadibal Tehseen Farooq, Youth Vice President District Srinagar Mudasir Ahmad Bhat, Jibran Dar, Mudasir Wali, Abdul Rasheed Wani, Fasal Rashid Wani, Bashir Ahmed Dar, Ghulam Mohammad Bhat , Farooq Ahmad Wani, Nazir Ahmad Rather, Mohammad Shafat Bhat, Abdul Qayoom Sofi, Mohammad Iqbal Shah, Farooq Ahmad Bhat, Fayaz Ahmad Patoo, Tufail Gul Wani, Nazir Ahmad Mir, Irshada Bashir, Abdul Rasheed Rather, Sajid Ahmad Kanth, Ghulam Mohiuddin Bhat, Bilal Ahmad Sheikh, Ghulam Rasool Bhat, Zeeshan Rather, Waseem Raja, Ghulam Mohiuddin, Mohiuddin Kanth, and others. 1st South Asian Agroforestry and Trees Outside Forests Congress Concludes in Delhi
Two-day Congress TREESCAPES 2026 Reimagined Agroforestry in South Asia Deliberations by Foreign Agri Ministers, experts on agroforestrys contribution to climate resiliency, farmers livelihood, tree-based entrepreneurship and economic growth The Centre for International Forestry Research and World Agroforestry (CIFOR-ICRAF), in collaboration with the Indian Council of Agricultural Research (ICAR), successfully concluded TREESCAPES 2026, the 1st South Asian Agroforestry & Trees Outside Forests (AF-TOF) Congress, held from 5th to 7th February 2026 at the Bharat Ratna C. Subramaniam Auditorium, National Agricultural Science Complex (NASC), Pusa Campus, New Delhi .The three-day regional congress aims to emerge as a landmark platform for collective deliberation on strengthening tree-based agriculture and trees outside forest systems to enhance climate resilience, restore landscapes, and improve agricultural livelihoods across South Asia and was graced by eminent dignitaries, including Dr Madan Prasad Pariyar, Honble Minister for Agriculture and Livestock Development, Government of Nepal; and Mr Ahmed Hassan Didi, Honble Minister of State for Agriculture and Animal Welfare, Republic of Maldives; along with senior officials from India and other South Asian countries. Dr. M.L. Jat, Secretary (DARE) and Director General, ICAR and Mr. Manoj Dabas, India Country Director, CIFOR-ICRAF, during TREESCAPES 2026 Speaking on the occasion Dr M.L. Jat,Secretary (DARE) & DG (ICAR), stated, Asia is home to some of the worlds most climate-vulnerable agricultural systems, yet it also holds immense potential to lead in nature-based economic transformation. Recent regional studies show that agroforestry has helped reduce deforestation and avoid tens of millions of tonnes of greenhouse gas emissions annually while supporting rural livelihoods. TREESCAPES demonstrates that scaling success will depend on unlocking green finance, empowering local institutions, and integrating youth and women into extension and entrepreneurship models. For South Asia, tree-based agriculture is not just about restoring landscapes - it is about future-proofing rural economies. Mr. Manoj Dabas, India Country Director, CIFOR-ICRAF further stated, Indias tree-based systems already account for nearly 20 percent of national carbon stocks, yet the country continues to import over USD 7 billion worth of wood and wood-based products annually, growing at double-digit rates. This contradiction highlights a massive missed opportunity. TREESCAPES has brought together evidence showing that tree-based agriculture can reduce import dependence, strengthen rural incomes for Indias 86 percent marginal farmers, and deliver measurable climate outcomes. The next phase of growth will depend on aligning carbon markets, digital traceability, and private-sector procurement with farmer realities. Agroforestry must be positioned not as an environmental add-on, but as core rural infrastructure. The two-day Congress brought together policymakers, senior government officials, researchers, industry leaders, financial institutions, civil society organizations, farmers, and youth from across South Asia, with discussions focussing on strengthening policy and regulatory frameworks, expanding forest certification with greater smallholder integration, and leveraging agroforestry and Trees Outside Forests (TOF) for climate resilience and ecosystem services among others. In addition to featuring high-level thematic sessions focused on digital and geospatial innovations for agroforestry, water-secure and multifunctional landscapes, capacity building and extension systems, and enhancing trees in urban landscapes, the Congress also included four plenaries and a dedicated ministerial hour, underscoring strong political commitment to mainstreaming agroforestry and Trees Outside Forests across South Asia. With Indias push towards a green economy in sync with its 2070 net-zero goals, TREESCAPES 2026 highlighted the need for stronger institutional collaboration and PPP partnerships to address implementation opportunities and scale agroforestry sustainably in India by positioning itself as a pivotal platform in encouraging further effective implementation of agroforestry as a means of increasing tree cover and improving farmers incomes and livelihoods as we move towards a more climate-resilient future. About Treescapes TREESCAPES 2026 is being organised jointly by CIFOR-ICRAF and the Indian Council of Agricultural Research (ICAR), with the ICAR-Central Agroforestry Research Institute (CAFRI), Jhansi, National Bank for Agriculture and Rural Development (NABARD), and the Indian Institute of Forest Management (IIFM), Bhopal, as Organising Partners. The Thematic Partners for TREESCAPES 2026 include GIZ, Haryana Forest Development Corporation, ITC Limited, The Nature Conservancy, Intellecap, International Water Management Institute (IWMI), Forest Stewardship Council (FSC), Indian Society of Agroforestry, and IORA Ecological Solutions. The National Academy of Agricultural Sciences (NAAS) and the Trust for Advancement of Agricultural Sciences (TAAS) are the Knowledge Partners in the Congress. With Indias push towards a green economy in sync with its 2070 net-zero goals buoyed by the countrys reforestation drive (recently driven by Gujarat), TREESCAPES 2026 positions itself as a pivotal platform in encouraging further effective implementation of agroforestry as a means of increasing tree cover and improving farmers incomes and livelihoods as we move towards a more climate-resilient future About CIFOR-ICRAF CIFOR-ICRAF The Center for International Forestry Research and World Agroforestry ( www.cifor-icraf.org ), harnesses the power of trees, forests and agroforestry landscapes to address the most pressing global challenges of our time - biodiversity loss, climate change, food security, livelihoods and inequality.
