Foreign Ministers of Pakistan and Syria discuss bilateral ties, regional and global developments

Islamabad, Aug 20: Pakistan on Thursday reaffirmed its support for Syria's sovereignty and territorial integrity, as the foreign ministers of the two countries held wide-ranging talks focused on regional and global developments and efforts to promote security and stability in West Asia. Asaad Hassan al-Shaibani, the first Syrian foreign minister to visit Islamabad in 19 years, met his Pakistani counterpart Ishaq Dar and exchanged views on international developments, including Palestine, the Golan Heights, Afghanistan, and the situation in South Asia and West Asia. The two sides reaffirmed the longstanding brotherly ties between Pakistan and Syria and agreed to further strengthen bilateral cooperation across areas of mutual interest, the Foreign Office said in a statement. The ministers also exchanged views on regional and international developments, including Palestine, the Golan Heights, Afghanistan, the situation in South Asia, and developments in West Asia, it added. His visit comes amidst Israels ongoing incursions into Syria since the fall of the Bashar al-Assad regime in December 2024. Dar, who is also Deputy Prime Minister, eaffirmed Pakistans support for Syrias sovereignty, unity, and territorial integrity, the FO said. The Syrian minister welcomed the signing of the trilateral defence pact by Pakistan, Saudi Arabia and Turkiye and commended Pakistans constructive role in promoting regional peace and stability, including its efforts towards de-escalation in the US-Iran context, it said. Both sides reaffirmed their commitment to continued engagement and cooperation for peace, stability, and prosperity in the region and beyond, the FO said. The two sides also discussed regional and international developments and efforts to promote security and stability in the region, Syria's state-run SANA news agency reported. The Syrian foreign minister also called on Prime Minister Shehbaz Sharif, who reaffirmed Pakistan's support for Syrias position on the Golan Heights -- a Syrian-claimed territory occupied by Israel since 1967. Sharif emphasised the need to translate the longstanding Pakistan-Syria friendship into enhanced cooperation across politics, defence, trade, investment, education, and human resource development, his office said in a statement. He said the resumption of direct flights between the two countries would enhance people-to-people exchanges and facilitate a large number of pilgrims who undertake religious visits to Syria from Pakistan. Al-Shaiban thanked Pakistan for its consistent support to Syria and expressed his government's keen interest in revitalising bilateral engagement, including through early institutional mechanisms for cooperation. Sharif also invited President Ahmed al-Sharaa to undertake an official visit to Pakistan at a mutually convenient date. Then Foreign Minister Walid al-Mouallem travelled to Pakistan in May 2007.

Baramulla contractors announce boycott of tendering amidst royalty dispute

The Baramulla Contractors Association has decided to boycott the tendering process until essential construction material, including sand, bajri and gravel, is made available, a move that could delay several development projects sanctioned for the district. The decision comes against the backdrop of an ongoing standoff between authorities and quarry and tipper owners over the payment of royalty on minor minerals. The impasse has disrupted the supply chain, leaving contractors without the material required to execute government works. The contractors' decision follows protests by quarry owners and tipper operators, who have been demanding the restoration of royalty payments, alleging that the issue has brought their operations to a halt. With the extraction and transportation of construction material affected, contractors say they are unable to even bid for projects, despite the limited time available for completing works during the current working season. Chairman of the Baramulla Contractors Association, Bashir Ahmad Sheikh, said contractors were facing a severe shortage of essential material at a time when only around two months remained for completing several development works. Without material, how is it possible to start work on projects? Tomorrow, if something goes wrong with the work, we will be blacklisted, he said. He said, Unless material is made available, we cannot participate in any tendering process, Sheikh said. The issue has also drawn concern from Baramulla MLA Javed Hassan Baig, who questioned how development works could be executed when quarry owners were allegedly being deprived of royalty and tipper operators were unable to transport mining material. The disruption has had consequences beyond government projects. Quarry owners, tipper operators, labourers and others dependent on the mineral supply chain have been left without work, with thousands of families facing financial hardship. For the contractors, the shortage has created a difficult choice: participate in tenders without any assurance of material supply or stay away from the process to avoid taking responsibility for delays and incomplete works. The continuing logjam could therefore have a cascading impact on Baramulla's development programme, potentially delaying projects, affecting public works and deepening the economic distress among people dependent on quarrying, transportation and construction-related activities. Contractors and material suppliers have urged authorities to resolve the royalty dispute at the earliest, stressing that uninterrupted access to construction material is crucial to keeping development projects on schedule.

When Awareness Becomes a Lifeline: Why We Must Talk More About Breast Cancer in Young Women

There are some health conversations that society simply cannot afford to postpone. Breast cancer is one of them. For generations, cancer has been surrounded by fear, silence and misconceptions. Today, however, medical advancement and growing public awareness are gradually changing that narrative. We are learning to replace silence with conversation, fear with knowledge and hesitation with timely medical attention. The growing concern about breast cancer among younger women deserves particular attention. It challenges a deeply rooted misconception that breast cancer is primarily a disease of older age. While age remains an important risk factor, younger women can also develop the disease. An unusual or persistent change in the breast should therefore never be dismissed simply because a woman is young. This is not a message intended to create fear. It is a message intended to create awareness, confidence and responsibility. A symptom should never be ignored simply because of age. A new lump or swelling in the breast or armpit, changes in breast size or shape, unusual changes in the skin or nipple, or abnormal discharge can have several causes, and not every breast change indicates cancer. But the principle remains important: persistent or unexplained changes deserve professional medical evaluation. One of the greatest challenges in cancer care is delay. Sometimes delay comes from fear. Sometimes from social stigma. Sometimes from inadequate awareness. And sometimes from the assumption that I am too young for this to happen to me. That assumption should never become a reason to ignore a warning sign. Seeking medical advice does not mean that someone has cancer. It simply means that an unexplained change is being taken seriously. Awareness must become part of our culture. Breast cancer awareness should not be restricted to awareness campaigns, hospitals, or special observances. It needs to become part of our everyday health culture. Schools, colleges, universities, workplaces, families and community organisations can all contribute to creating an environment in which women feel comfortable discussing their health without embarrassment. A daughter should be able to speak to her mother. A wife should feel comfortable discussing a health concern with her family. A young woman should be able to approach a doctor without fear of judgement. And families should understand that encouraging timely medical consultation is an act of care, not alarm. Awareness does not mean living in fear of disease. It means refusing to remain uninformed about our health. Medicine is never the work of one person. Whenever we speak about cancer care, it is important to recognise a fundamental truth: successful treatment is almost always the achievement of a multidisciplinary team. Behind a diagnosis may stand a surgeon, radiologist, pathologist, anaesthesiologist, oncologist, physician, anatomist, nursing professional, laboratory expert, technician and numerous other healthcare workers. Each contributes a different piece to the same puzzle. The radiologist helps identify and characterise abnormalities. The pathologist provides the crucial tissue diagnosis. Surgeons bring clinical judgement and technical expertise to operative management. Anaesthesia teams ensure patient safety during procedures. Oncology and medical teams contribute to comprehensive treatment planning. Nurses remain at the patients side throughout the journey, providing not only clinical care but reassurance and emotional support. Behind all of them are technicians, laboratory personnel, pharmacists, administrative and support staff whose contributions may rarely be visible but are indispensable. Cancer care is therefore not a single departments responsibility. It is a collective commitment. A special appreciation for the medical fraternity at SKIMS Medical College. In this context, the contribution of the medical faculty and healthcare teams associated with SKIMS Medical College deserves sincere appreciation. The institution represents an important centre of medical education, patient care and professional development, where different specialties work together to strengthen healthcare delivery. Among the professionals deserving special recognition is Dr Ashfaq ul Hassan, Professor and Head of the Department of Anatomy. His contribution represents the often-under-appreciated academic foundation upon which clinical medicine is built. The fight against disease does not begin when a patient enters an operating theatre. It begins much earlierin anatomy laboratories, classrooms, academic discussions, research and the rigorous training of future doctors. Medical education is, in many ways, an investment in tomorrows healthcare. Every student taught well today becomes a potential healer tomorrow. Every concept understood correctly can eventually contribute to a correct clinical decision. And every dedicated teacher therefore becomes an indirect participant in countless future patient-care journeys. Dr Ashfaqs commitment to medical education and professional development is worthy of appreciation precisely because it represents this less visible but profoundly important dimension of medicine. Dr Aejaz Rather and the surgical responsibility: A special word of appreciation is also due to Dr Aejaz Rather, Associate Dean & HOD Gen Surgery, SKIMS Medical College, and the surgical fraternity working alongside him. Surgery is sometimes viewed purely as a technical disciplinea matter of procedures, instruments and operating rooms. In reality, it is far more human than that. A surgeon encounters patients at moments of profound uncertainty. Behind every operation is an individual with fears, aspirations and a family waiting anxiously for reassurance. A surgeon therefore requires much more than technical skill. It requires precision, judgement, experience, courage, patience and compassion. The surgical team carries an enormous responsibilityfrom clinical assessment and operative planning to the procedure itself and postoperative care. Their work deserves recognition not merely because of the operations they perform, but because of the confidence and hope they provide to patients confronting some of lifes most difficult diagnoses. The unseen hands behind every successful treatment. It is easy for society to notice the name of the doctor who performs a procedure. It is much harder to see the many people working behind that doctor. The radiographer who produces the crucial image. The pathologist who examines the specimen. The anaesthesiologist who safeguards the patient. The nurse who stays beside the patient. The laboratory professional who processes a test. The technician who ensures that equipment functions properly. The pharmacist who supports medication management. The junior doctors who work long hours. The administrative and support staff who keep the healthcare system functioning. All of them are part of the same story. Their collective contribution reminds us that modern medicine is not built around individual heroism alone. It is built around teamwork. From fear to informed action: Our message to society should therefore be neither alarmist nor complacent. It should be simple: Do not panic. Do not ignore. Seek professional advice. Not every lump is cancer. Not every breast change indicates malignancy. But persistent or unexplained changes should be evaluated by an appropriate healthcare professional. The objective of awareness is not to make every woman fearful of cancer. It is to ensure that no woman ignores a potentially important symptom because of embarrassment, misinformation or the belief that she is too young. We need more conversations like these. The growing public conversation around breast cancer among younger women is therefore welcome. Such discussions bring an important subject into the open. They encourage women to pay attention to their health. They encourage families to support rather than stigmatise. They encourage communities to discuss womens health without hesitation. And they remind us of the extraordinary responsibility carried by our healthcare professionals. From anatomy to surgery, from radiology to pathology, from anaesthesia to oncology, from nursing to laboratory and allied services, every discipline has a role to play. Professionals such as Dr Ashfaq ul Hassan and Dr Aejaz Rather, alongside their fellow faculty members, doctors, nurses, technicians and support teams, represent the human face of medicinewhere knowledge meets service, expertise meets compassion and science meets hope. The real battle begins before the hospital. The fight against breast cancer does not begin only after a diagnosis. It begins with awareness. It begins when a woman decides that an unusual change deserves attention. It begins when a family says, Let us consult a doctor, instead of It will probably go away. It begins when society removes embarrassment from conversations about womens health. And it begins when healthcare professionals continue taking awareness beyond hospital walls and into the community. Because sometimes, a simple conversation can encourage someone to seek medical help. A timely consultation can lead to appropriate evaluation. And early detection can, in many cases, provide more treatment options and improve outcomes. The greatest tribute we can offer our medical professionals is therefore not merely to applaud their work. It is to listen to the message they are trying to give society. Be aware. Be attentive. Do not be afraid to seek medical advice. And above all, let us create a society where no woman feels ashamed to speak about her health. Because when awareness becomes action, awareness itself can become a lifeline. Assembly panel seeks Russian Poplar phase-out

Srinagar, Aug 11: The J&K Legislative Assemblys Estimates Committee on Tuesday called for a time-bound phase-out of Russian Poplar in the Union Territory, citing concerns over its impact on local biodiversity and public health, and stressed the need for large-scale plantation of indigenous species. The committee, headed by Chairman Nazir Ahmad Khan (Gurezi), met to examine the Action Taken Report submitted by the Forest, Ecology & Environment Department on issues related to forest conservation, community rights and infrastructure in J&K. During the meeting, Gurezi said forests were not just trees but the lungs of J&K, besides being a source of livelihood for people and a legacy for future generations. We cannot afford to treat this as routine file work, he said, stressing the need for urgent action to protect and restore forest areas. The chairman directed the department to expedite replantation on land diverted for National Highways, PMGSY, PWD and NHAI projects. He also called for a massive plantation drive in deforested areas across J&K. Taking serious note of tree felling and its role in soil erosion and landslides during rains, the committee directed the department to undertake scientific afforestation on vulnerable slopes to safeguard lives and property. On Russian Poplar, Gurezi expressed concern over what he described as its impact on local biodiversity and health. He directed the department to phase out the species in a time-bound manner and replace it with indigenous varieties such as Chinar, Deodar and Kail. The chairman also stressed the importance of protecting community rights and ensuring that local people benefit from forest resources. J&Ks timber and forest wealth belongs to the people of J&K, he said, directing the department to ensure sustainable use of forest resources and curb illegal smuggling of poplar, deodar and pine. He further called for ensuring that benefits reach local communities and tribal families under the Forest Rights Act, 2006. The committee also reviewed the condition of deteriorating trees in major tourist destinations, including Gulmarg, Pahalgam, Sonamarg and Yusmarg, and directed the department to undertake immediate replantation. It also called for stronger measures to check poaching and man-animal conflict in the Union Territory. Emphasising public participation in forest conservation, the chairman directed that Gram Sabhas be held in all constituencies across J&K. He asked the Commissioner Secretary, Forest, Ecology & Environment, to finalise comprehensive guidelines for conducting Gram Sabhas at the Panchayat level to ensure direct public involvement in forest conservation, protection and sustainable use of resources. The meeting was attended by members of the Estimates Committee, including Balwant Singh Mankotia, Ali Mohammad Dar, Javid Hassan Baig, Mushtaq Guroo, Irshad Rasool Kar, Sajad Shaheen and Pyare Lal Sharma. Apni Party seeks greater youth participation: Mir

Srinagar, Aug 10: Apni Party Senior Vice President and former Cabinet Minister Ghulam Hassan Mir on Monday called for greater participation of youth in politics and decision-making, saying young people were key stakeholders in shaping the future of Jammu and Kashmir. Mir was speaking at a party event at its headquarters in Srinagar, organised to welcome a group of young people from Bemina who joined the Apni Party along with their teams. Among those who joined were Mohsin Saqib Wani, Akeed Mushtaq, Danish Mushtaq, Umeed Bazaz and Junaid Muzaffar Bhat. Mir said the party wanted to engage with the younger generation and create conditions that would enable them to pursue their aspirations and contribute to the development of J&K. He said Apni Partys politics was rooted in truthfulness and accused traditional political parties of misleading young people with emotional slogans and unattainable goals. The older generation bears much of the responsibility for the miseries our youth are facing today, Mir said, alleging that traditional parties had failed to create a conducive environment for young people. He said the youth deserved a future based on opportunity, dignity, peace and realistic aspirations rather than what he termed empty promises. Taking a dig at the elected government, Mir accused it of failing to address issues concerning detainees, passport-related difficulties and unemployment. The people gave them a clear mandate and placed their trust in them, but instead of taking responsibility and working to resolve their problems, they have chosen to make excuses and shift the blame, he said. Mir also called on the Government of India to initiate a meaningful dialogue with the youth of Jammu and Kashmir, saying it was necessary to understand their concerns, rebuild trust and bridge the prevailing trust deficit. Speaking on the occasion, Apni Party Chief Coordinator and District President Kulgam Abdul Majeed Paddar welcomed the new entrants and assured them of opportunities to contribute to the party and public service.

High-density apple orchards transform Ganderbal's horticulture landscape

Ganderbal, Aug 7:Across the sprawling plains and gentle slopes of Ganderbal district, a quiet horticulture revolution is reshaping the landscape. The traditional agricultural landscape of the Ganderbal district is witnessing a shift towards modern horticulture, with an increasing number of farmers adopting high-density apple cultivation to improve their livelihoods. For generations, apple farming here meant sprawling traditional trees requiring seven to eight years to bear fruit, massive canopy maintenance, and labor-intensive harvesting. Today, neatly aligned, trellised rows of dwarf apple trees are taking over, promising higher yields, quicker returns, and a modernised future for local horticulture. Locals said that in certain Ganderbal areas, orchards are now home to advanced high-density apple varieties, reflecting a gradual transition from conventional farming to commercial fruit cultivation. The change has been supported by government initiatives and technical assistance from the Department of Horticulture. For generations, local growers relied on traditional apple varieties such as Delicious, Kulu Delicious, and Maharaji, which typically require 5-7 years to bear commercial fruit. In contrast, high-density dwarf and semi-dwarf rootstocks begin bearing fruit in their second year and reach full yield capacity by the fourth or fifth year, Adil Ahmad, a fruit grower said. Growers say beyond sheer volume, the modern farming technique delivers superior quality fruit. Uniform exposure to sunlight, controlled drip fertigation, and anti-hail nets result in high-grade apples characterised by consistent colour, crisp texture, and larger size. Varieties like Gala Red, Red Velox, and King Roat are fetching premium prices in major fruit markets across different parts of the country. With traditional trees, pesticide sprays, and pruning required intensive manual labour, and half the crop was prone to damage during unpredictable weather, said Ghulam Hassan, a grower in Wakura, Ganderbal. The high-density trees are manageable from the ground, use significantly less water, and yield Grade-A fruit that sells almost immediately. The Jammu and Kashmir Horticulture Department, alongside initiatives like the Mission for Integrated Development of Horticulture (MIDH), has played a vital role in accelerating adoption. Horticulture Department officials note that Ganderbal'sfavourable soil conditions and well-connected river network make it ideally suited for high-density farming. As cold-storage facilities and sorting-grading units will expand across the district, Ganderbal is positioning itself as a central hub for high-yield, modern fruit production in Kashmir.

Altaf Bukhari unveils Apni Party's 'new vision' for J&K

Srinagar, Aug 7: Apni Party president Syed Mohammad Altaf Bukhari on Friday said the party was coming forward with a ew vision and strategy to restore Jammu and Kashmir's dignity and secure a better future for its youth, while launching a sharp attack on the National Conference (NC) and the Peoples Democratic Party (PDP) over their political record. Addressing a workers' convention in Hajin, Sonawari, in Bandipora district, Bukhari said the people of Jammu and Kashmir, particularly the youth, continue to face insecurity, unemployment and a lack of opportunities. I wonder how long our people will have to suffer. Our youth deserve a life of dignity, security and hope for the future, he said. Bukhari accused the NC of repeatedly changing its political positions over the decades and alleged that such shifts had come at the cost of the people. He also criticised the PDP, alleging that family-based parties had pursued slogans for political gains while failing to address public concerns. Presenting the Apni Party's political roadmap, Bukhari said the party was committed to restoring Jammu and Kashmir's lost dignity, status and respect and ensuring a more prosperous future for the youth. Referring to the developments of August 5, 2019, he described the day as a lack day for the people of Jammu and Kashmir but maintained that solutions to the region's issues would come through engagement with New Delhi. He said the party would continue to urge the Centre to initiate a meaningful dialogue with the people of Jammu and Kashmir, particularly the youth, to understand and address their concerns. Bukhari also highlighted civic issues in Hajin and adjoining areas, calling for improvements in drinking water supply, electricity and healthcare infrastructure. He said the Apni Party, if voted to power, would seek to increase the domicile eligibility requirement from 15 years to 50 years and restore the rights of local communities engaged in traditional riverbed mineral extraction. Speaking on the occasion, Apni Party Senior Vice President Ghulam Hassan Mir criticised the government over rising unemployment, alleging that it had failed to fulfil its election promises or create meaningful job opportunities for youth. He also accused the government of delaying Urban Local Body and Panchayat elections, saying the move had deprived people of grassroots democratic representation. Provincial President Mohammad Ashraf Mir also addressed the convention, alleging that successive governments had failed to fulfil their responsibilities towards the people of Jammu and Kashmir.
