Karnataka lacks soil nutrients to increase forest cover: report

BENGALURU: Although the State Government has embarked on afforestation exercises across Karnataka, the states first soil health report for forests released on Thursday indicates that its soil lacks necessary levels of nutrients. This makes it imperative to first understand the health of the soil and refer to its health card before choosing the species to be planted as part of afforestation. With the report coming as an eye-opener, it will be studied in detail before continuing with the afforestation drive. Karnataka has 31 districts and 40 forest divisions. The forest cover is 39,254.3 sqkm, which is 20.47% of the states geographical area, against the ideal requirement of 33% green cover, which highlights the need for afforestation after considering the soil health to help sustain the green cover. The report titled Preparation of forest soil health cards under different forest vegetations in all forest divisions of india, prepared by the Institute of Wood Science and Technology (IWST) for the Karnataka Forest Department (KFD), states that levels of nitrogen in the soil is found to be lesser than the prescribed standard values in 31 locations across Karnataka, which includes Ballari, Bengaluru Urban and Rural, Bhadravathi, Madikeri, MM Hills and Chikkaballapur. No benchmark to say if soil is good or bad The report states that the levels of phosphorus and organic carbons is low in 24 and 20 locations, respectively, including Bengaluru (rural and urban), Bandipur, Chikkamagaluru, MM Hills, Virajpet, Ramanagara, Bagalkote and Mangaluru. Twelve parameters were studied for the forest soil report- electric conductivity, organic carbon, nitrogen, phosphorus, potassium, sulphur, boron, iron, manganese, copper, zinc and pH (soil reaction). There is no benchmark to compare and say whether the soil is good or bad. But a standard value has been used for showing the present condition. While the agricultural card is reviewed once every two years, the forest soil health card should be reviewed once every five years. This will help the forest department in their plantation programmes and the choice of species, IWST Director, Rajesh S Kallaje told The New Indian Express. He, however, said soil in dense and highly vegetated forests were not studied as green cover already existed there. The study samples were collected from open, scrub and degraded forest patches where plantation works are to be taken up to increase the forest cover. Thus, to say that all the soil in Karnataka is poor is not right, he said. Principal Chief Conservator of Forests, Meenakshi Negi, said the report will help in certification purposes and deciding on the species that need attention. This will help in knowing the type of soil interventions needed in the forests. The exercise of preparation of forest soil health card was started in 2019 by the Union government using Compensatory Afforestation fund Management and Planning Authority (CAMPA) funds after the Centre began preparing soil health reports for agricultural lands in 2015.

Indias largest LPG storage cavern near Mangaluru now ready

MANGALURU: In a major milestone for Indias energy infrastructure, the countrys largest underground LPG storage cavern -- with a capacity of 80,000 metric tonnes -- has been completed at Bala in Mangaluru. Developed by the Megha Engineering & Infrastructures Ltd (MEIL) for Hindustan Petroleum Corporation Ltd (HPCL), the facility is a significant step toward strengthening Indias strategic petroleum reserves. This is only the second underground LPG storage cavern in the country and holds critical importance for enhancing energy security and ensuring an uninterrupted supply of clean energy. The cavern can store up to six lakh barrels, or 60 million litres, of liquefied petroleum gas. It features two separate underground chambers designed to hold 40,000 MT of Propane and 60,000 MT of Butane. Built at a cost of Rs 854 crore, the project passed all major testing phases, with MEIL announcing the successful completion on June 6 via their official X handle. The most crucial stage the Cavern Acceptance Test (CAT) was carried out from May 9 to June 6, involving a rigorous three-phase procedure. The CAT began with the pressurisation phase, gradually increasing internal pressure to 8.310 kg/cm. This was followed by a 100-hour stabilisation phase, during which all vents were sealed to monitor for leaks and track hydrogeological data. Finally, the depressurisation phase ensured the system could return safely to atmospheric pressure. The outcome confirmed the caverns complete sealing and readiness for safe LPG storage. Engineered as a subterranean marvel, the facility features a 1,083-metre access tunnel, upper and lower water curtains measuring 578.2 metres and 804.31 metres, respectively, and 486.2 metres of connecting tunnels. The two main storage caverns S1 and S2 are located at depths of 220 metres and 225 metres, respectively, with a vertical shaft extending 164.1 metres. Sources said the completion of the Mangaluru LPG storage project marks a critical leap forward in meeting Indias growing clean energy demands and enhancing national preparedness against energy supply disruptions.

Airlines in India hugely impacted by Middle East crisis, Air India flights taking detour via Egypt

NEW DELHI: Even as airlines are grappling with the closure of airspace in Pakistan post the Pahalgam terror attack on April 22, the Israel-Iran conflict has put further stress on them. Cancellation of flights or circuitous routes has become the norm since June 13 after Israel announced the closure of its airspace. An Air India official said, The closure of airspace by Pakistan followed by Israel, Iran, Iraq and then Jordan has forced us to take a roundabout route via Egypt, which involves an additional 45 to 60 minutes travel for every flight. On the day Israel announced the closure of its airspace, we had to divert 16 flights when they were airborne. The official said, We operate an average of 50 flights (inward and outward) daily from India to the US and Europe. All of them have to go down south and fly through Egyptian air space. It has definitely increased the turnaround time for all our flights. Air India has flights to Vienna, Copenhagen, London, Zurich, Milan, Paris and Frankfurt in Europe. It also has flights to Los Angeles, Newark, New York and San Francisco in the US. Making operations tougher are the stringent tests ordered by the Directorate General of Civil Aviation (DGCA) in the aftermath of the Ahmedabad flight accident. These tests take anywhere between four and seven hours, an official said. Operation Sindhu: First evacuation flight with Indians from Iran to land early Thursday Air India Express cancellations Though its subsidiary Air India Express does not operate beyond Iran, it was also impacted because of the crowded airspace in Dubai. An Air India Express spokesperson said, We cancelled four flights totally today. We operate two pairs of flights daily between Mangaluru and Dubai. We cancelled one pair today. There was no other reason except the heavy congestion in the air space in Dubai. Due to the closure of the Iran air space, most international airlines are now flying through the Dubai airspace. They are planned cancellations and the passenger are intimated in advance before they leave their homes, the spokesperson added. Air India Express cancelled flights on Thursday between Sharjah and Kochi, Mangaluru and Dubai, Thiruvananthapuram and Dubai, and Sharjah and Indore. Panic grips Kannadigas in Israel as war intensifies

MANGALURU: Hundreds of Kannadigas working in Israel are living in fear with the conflict between Tel Aviv and Tehran escalating with each passing day. The situation now is more intense than the Israel-Hamas conflict a few months ago, according to many Mangaloreans living there. We are really feeling unsafe. During the Israel-Hamas conflict, we did not feel so threatened. But now, its raining missiles day and night, Roshan Veigas from Kulshekar in Mangaluru, who works as a caregiver in Tel Aviv, said. His wife has stopped working to take care of their two children. They constantly monitor alerts on their phones. As soon as we get an alert, we rush to the nearest bunker, Roshan said. On Sunday, a missile hit a defence facility just 2 km from their home. Earlier, attacks were mostly at night. Now, even daytime isnt safe, he said. Despite this situation, returning to India is not an option for many. Weve taken loans up to Rs 30 lakh to come here. Returning home will lead us to a financial crisis, Roshan said. Janet Lobo, who hails from Kankanady in Mangaluru, echoed similar concerns. In Israel for over two decades, she now runs a general store in Tel Aviv, with a loan of nearly Rs 50 lakh. Though her family in Mangaluru wants her to return, she said, I cannot afford to. This store is everything for me. Due to the conflict, she closes her store early and stays in a fortified safety room in her home. While those working in the formal sector receive salaries despite the conflict, those in the informal sector are in distress. Many like Roshan continue to risk their lives commuting over 30 km daily by bus to keep their jobs. The real problem starts by month-end when bills are due. Food is available, thanks to community support. But what about rent, loans and other essentials?, said another Mangalurean working as a guard.

NHRC orders probe into BJP leaders' allegation of Dakshina Kannada police harassing Hindutva workers

MANGALURU: National Human Rights Commission (NHRC) has directed its Director General (Investigation) to conduct an enquiry into BJP leaders' allegations over Dakshina Kannada police harassing the Hindutva workers during late-night police visits. The Commission has asked to submit a report within two weeks. In his complaint to the NHRC, BJP MLA from Mangaluru City North Constituency, Dr. Bharath Shetty Y, alleged harassment and unconstitutional surveillance of several law-abiding citizens, social workers and individuals associated with organisations belonging to a community. He had alleged that they were subjected to late-night police visits, often after 11 PM, although these individuals do not have any criminal background, FIRs or ongoing cases against them. During these visits, the MLA had alleged that police personnel took photographs, recorded GPS locations and questioned individuals without presenting any legal orders, warrants or notices. It is further stated that the SP of Dakshina Kannada district has publicly justified these actions in a video statement, claiming that the surveillance is a part of the efforts to monitor communal organisations. He has also reportedly threatened that action will be taken against those, questioning his conduct, said the complaint while requesting the Commission to intervene in the matter. In a letter to the DG(I), the NHRC Deputy Registrar (Law) Mukesh, asked him to depute an officer to conduct a spot enquiry, involving the alleged victims, record the statements of the alleged victims, examine the police records and submit the Action Taken Report within two weeks.

2010 Mangaluru plane crash victims kin continue battle for compensation

KOZHIKODE: Fifteen years after the tragic Mangaluru air disaster, families of the victims continue to wage an uphill legal battle demanding rightful compensation as mandated under the Montreal Convention. Despite initial assurances of Rs 75 lakh per deceased passenger, many kin allege they have received only a fraction of the legally entitled amount, forcing them to seek justice through the judiciary. The 2010 crash of Air India Express Flight IX-812, a Boeing 737-800 arriving from Dubai, remains one of Indias deadliest air disasters. The aircraft overshot the table-top runway at Mangaluru International Airport and plunged into a gorge, killing 158 of the 166 passengers and crew on board. Krishnan, one of the bereaved family members and a petitioner in a case before the Kerala High Court, expressed anguish over the meagre payouts. We lost everything that day including our loved ones, our savings, and our future. Yet the compensation offered is a mere token. Its an insult to our loss, he said. Alongside him, Mayankutty and dozens of others have also filed legal petitions contesting the compensation process. According to Narayanan Killingom, president of Mangaluru Air Crash Victims Families Association, the airline has yet to disburse the full statutory or no-fault liability amount under the Montreal Convention. My brother Gangadharan worked as a truck driver in Dubai. His death devastated our family. We were promised `75 lakh, but later negotiations reduced that. For the families of the deceased, these negotiations should never have applied, Narayanan said. He confirmed that 42 families remain in legal pursuit of the balance compensation. Compensation discrepancies and legal loopholes Under the Montreal Convention of 1999 ratified by India and incorporated into Indian law via the Carriage by Air (Amendment) Act, 2009, victims next of kin are automatically entitled to up to 100,000 Special Drawing Rights, an international currency basket defined by the IMF, amounting to roughly Rs 1.52 crore at present exchange rates. This automatic entitlement is classified as strict liability, requiring no proof of fault on the airlines part. Beyond this limit, families can claim additional damages if they can demonstrate negligence or fault by the carrier. However, the onus of disproving fault lies with the airline. In many cases, the airlines have resisted higher payouts by settling quickly and quietly with economically weaker families, offering them reduced compensation in exchange for signing waivers. In some cases, families were pressured into accepting `30-40 lakh as full and final settlements. A few families managed to negotiate higher amounts, reportedly up to `3 crore. In a stark contrast, it is believed the pilots family received over `8 crore from the insurers. Legal complexities and delays The legal proceedings surrounding the compensation have been prolonged and complicated. One of the key cases still under review by the Supreme Court involves the kin of Mohammed Salam, a native of Kasaragod, who died in the crash. The lawsuit seeks second-tier compensation, citing negligence and procedural lapses by the airline and its crew. A legal expert on air safety cases explained, Article 17(1) of the Montreal Convention clearly holds the carrier liable for death or injury. The law allows for unlimited liability if negligence is established. However, final compensation depends on multiple factors, including employment status, income level, age, marital status, dependents, and more. Many families had initially accepted `10 lakh as interim compensation under Section 28 of Schedule III of the Carriage by Air Act. But this amount is deducted from the final settlement, often leaving families with little recourse once theyve unknowingly agreed to low-ball offers. Deadly disaster The 2010 crash of Air India Express Flight IX-812, a Boeing 737-800 arriving from Dubai, remains one of Indias deadliest air disasters The aircraft overshot the table-top runway at Mangaluru International Airport and plunged into a gorge 158 of the 166 passengers and crew on board the aircraft were killed

Karnataka has no power to do caste census: Ramdas Athawale

BENGALURU: Union Minister of State for Social Justice Ramdas Athawale on Saturday said that the State Government has no power to conduct a caste census, as the power is vested with the Union Government. He opined that the states dont need to conduct their own caste census and advised the Karnataka government to cooperate with the Centre, which has announced a general census with caste enumeration. The State Government has no power to conduct a caste census. The power is vested with the Centre. But efforts are being made in a few states, like Karnataka, to conduct a caste census. With the Centre planning a census, a separate census by the state government is not necessary, he told reporters in Bengaluru. He was in the city to attend a Republican Party of India (RPI) conference and also Environment Day celebrations organised by environmental enthusiast Vijayraje Dhamal at Town Hall. Meanwhile, Athawale claimed that the decision to include caste enumeration in the general census was Prime Minister Narendra Modis own decision and not because of pressure from LoP in Lok Sabha Rahul Gandhi. The Congress never thought of a caste census when it was in power, he further said. He asked the NDA in KarnatakaBJP and JDSto include his party, RPI, as part of the alliance and together fight the misrule of the ruling Congress in the state. He said that the Congress should have made AICC president Mallikarjun Kharge as Karnataka CM. Kharge is a strong Dalit leader. He is a good friend of mine, and both of us keep meeting each other in the Parliament, he said. He appreciated Kharge for setting up a Buddha Vihar in his home turf, Kalaburagi, which has acquired as much significance as Nagpurs Deeksha Bhoomi. Athawale further said that besides Kharge, he is also on good terms with Karnataka CM Siddaramaiah, keeping aside the political differences. I was in alliance with Congress in the past, and now for two terms in alliance with the BJP, and became a Rajya Sabha member. We are all Indians and should be in good camaraderie despite the ideological differences, he said. State RPI president M Venkataswamy hoped that Siddaramaiah would propose the name of a Dalit as the next Chief Minister if he decided to step down. THOROUGH PROBE WILL REVEAL CAUSE BEHIND AIR CRASH Union MoS for Social Justice Ramdas Athawale on Saturday said the Air India crash in Ahmedabad should be probed thoroughly, as it is for the first time in the history of the world that both engines of an aircraft failed. In Karnataka, an Air India Express Flight 812 crashed (on May 22, 2010) while landing in Mangaluru. The Ahmedabad crash is even more horrific. Before takeoff, a thorough pre-flight check of the aircraft usually happens. A thorough investigation is required to ascertain the facts, he said. Civil Aviation Minister Rammohan Naidu has set up an expert committee to conduct the probe. It will ascertain whether it was the fault of the pilots, technicians or anyone else. It will reveal if there was any conspiracy by, if at all, by Pakistan, he clarified. Opposition parties are seeking the resignation of PM Narendra Modi, Home Minister Amit Shah, and Rammohan Naidu for political reasons...., he said, adding that he will visit Ahmedabad to take stock of the situation.

15 years have passed, but fear still lingers, says Mangaluru air crash survivor

BENGALURU: For 39-year-old Joel Prathap DSouza, the miraculous story of Vishwas Kumar Ramesh, the lone survivor in the Ahmedabad Air India crash, is a personal one. On May 22, 2010, Joelseated in the middle seat of row 23 on Air India Express flight IX 812was one of the eight survivors after the aircraft overshot the runway at Mangalore International Airport, killing 158 people. Sharing his story with The New Sunday Express, Joel says that fear still lingers even after 15 years of the crash. I have not travelled alone since the accident in 2010, says Joel, who was 24 at the time of the Mangaluru air crash. He was returning to Mangaluru from Dubai to complete a visa exchange process required for his first job at Dubai Cables. Joel had been hired in the technical department and was to report in a week. Instead, he was taken to a hospital with a fractured leg and a slipped disc - injuries that he says continue to affect his daily life even now. More than 15 years have passed, but the fear still lingers. Each time my plane starts to land, I get panic attacks feeling that fear again, he adds. Thursdays air crash in Ahmedabad has brought back everything he has been trying to move past. It triggered my anxiety again. I still get nightmares. Every step I take reminds me of that day (Mangaluru crash). I cannot run like others or lift heavy items, he says. On May 22, 2010, the flight, arriving from Dubai, overshot the runway at Mangaluru International Airporta tabletop runway surrounded by a steep valleyand plunged off the cliff before bursting into flames. Of the 166 people on board, 158, including six crew members, died. Recalling the panic inside the cabin, Joel said that people were falling on each other and there was no visibility due to heavy smoke. I was stuck under other passengers while trying to unbuckle. I ran once I got free, he recalls. Though he wasnt seated near an emergency exit, he managed to escape. Local residents helped him reach the Mangaluru airport terminal on a two-wheeler. At the terminal, families were still waiting, unaware of the crash. When I told them what had happened, people just ran aimlessly, hoping their loved ones had survived, he says. But the aftermath was difficult. With his injuries and mental trauma, Joel could not return to Dubai in time, and he lost his first job. I had worked hard to get that opportunity. It was gone in a moment, he says. Currently, Joel works as a factory supervisor with a private firm in Dubai and lives with his family. But flying, he says, remains a challenge. I never fly alone. Someone always has to come with me. If not, I cancel the plan. Though 15 years have passed, what he witnessed inside the aircraft continues to haunt him even now. I saw passengers crying for help. I saw them burn into ashes. I could not do anything. Nobody could. That does not go away, Joel concludes with a heavy heart.

Mangaluru and Karipur air crash survivors recount horrors of near death

KOZHIKODE: The rain had just begun to fall lightly that morning in May 2010 as Flight IX-812 descended towards Mangalore airport. For the 166 people on board, home was just minutes away. But within seconds, that hopeful descent turned into catastrophe -- a misjudged landing, a fuselage torn apart, fire, screams, and chaos. Fifteen years have passed. For some, time has dulled the pain; for others, memories are etched as deep as the burning metal of that ill-fated aircraft. Survivors of the Mangaluru and Kozhikode air crashes carry not just scars on their bodies but grief in their hearts. These are not just disaster statistics. These are men and women who lived to tell stories of survival, pain and betrayal. A morning that changed everything On May 22, 2010, Air India Express Flight IX-812 from Dubai overshot the tabletop runway at Mangalore airport. It crashed into a valley and burst into flames. 158 people perished. Only eight survived. Uduma native Krishnan Koolikunnu, was one of them. Now 62, he runs a small grocery shop in his village in Kasaragod. At that moment, I thought it was the end. I saw my childrens faces flash before me, he says. I felt something was off just before landing. The plane was too fast. Then came the screech, a sound like metal scraping over rocks. It all went dark. He remembers a small crack in the planes body, his gateway to life. I pulled off the seatbelt and crawled through that gap. Outside, it was forest and fog. I ran and I didnt even know what I was running from. Krishnan was joined in survival by K P Mayankutty, another survivor and a native of Kannur district. His seat, 22F, is etched in his memory. All survivors were seated on the same side. I saw the fireball coming. I heard children screaming for their parents, Mayankutty said during a conversation with TNIE. That sound still wakes me up. The aftermath was even more harrowing. Wenlock Hospital in Mangaluru became a scene of heartbreaking reunions and unimaginable grief. There were 19 children and four infants on that flight, said a former nurse at the hospital. Some bodies were beyond recognition. Families were asked to identify loved ones by jewellery or tattoos. The crash not only tore families apart but plunged survivors into financial ruin and legal limbo. Mayankutty, who had worked as a PR officer for Emirates Shipping, lost his job after the accident and now works at half his previous salary in a real estate company in Umm al-Quwain. We were promised jobs, compensation, counselling. We received nothing but hollow assurances. Yet another tragedy: Kozhikode 2020 A decade later, on August 7, 2020, tragedy struck again. An Air India Express flight skidded off the rain-slick tabletop runway at Kozhikodes Karipur airport, killing 21 people. Shahala Shajahan, a survivor now residing in Dubai with her husband, recounts the events. It felt like the sky was collapsing. Everyone was screaming. I couldnt move. I was pinned under the seats, Shahala now residing in Dubai with her husband recounted. But the local people didnt wait. They rushed in, pulled us out of burning metal. They were our angels. Despite the quicker emergency response at Karipur, survivors speak of the trauma that lingers. Some suffer from Post-Traumatic Stress Disorder (PTSD), others avoid travel altogether. None have received sustained psychological support. I was supposed to give my wife a gold necklace for our 25th anniversary. I lost that in the fire, Mayankutty shares. But I gave her myself. I survived. That was my gift. Yet, survival came at a cost. Survivors were paraded, promised help by politicians, but nothing changed. Many of us lost jobs, families fell apart. Theres no system to support those who survive air tragedies. It was supposed to be a celebration, a return home. But it turned into a lifelong nightmare. We are alive, says Krishnan, but every day since then has been a fight to truly live again.

Special action force to deal with communal incidents launched

MANGALURU: Karnataka Home Minister Dr G Parameshwara launched the Special Action Force (SAF), a specialised unit aimed at tackling communal incidents in Dakshina Kannada, Udupi and Shivamogga districts, in Mangaluru on Friday. Dr Parameshwara said that the State Government decided to set up the SAF following recurring incidents of violence in Dakshina Kannada, including a recent murder that resulted in tensions in the coastal district. We have set up SAF on the lines of Anti-Naxal Force (ANF). After Naxals in the state surrendered, we decided to cull out some personnel from the ANF who are already trained in combat operations and intelligence gathering and create SAF. It is a first of its kind in India. SAF will act against communal provocation, hate speeches against different communities. Till now we were into soft peddling when there was a communal disturbance which did not work out. Hence, we had to use some force to control it and the only aim of the government is ensuring peace and communal harmony. We also appeal to people to maintain peace. If necessary, we will extend it to other regions too, the minister said. Dakshina Kannada district in-charge and Health Minister Dinesh Gundu Rao said that there will not be any political interference on SAF. We are not against anyone. We will soon convene a peace meeting of leaders of all communities, elected representatives and other stakeholders within 10 days, Rao said. Karnataka DG&IGP MA Saleem said that the 248-member Special Action Force will be headquartered in Mangaluru and each unit will have 78 members. The force will be equipped with advanced intelligence, rapid response capabilities and a deep focus on community engagement, he said. SAF is headed by a Deputy Inspector-General of Police-level officer and presently Mangaluru City Police Commissioner Sudheer Kumar Reddy will lead it which will work in coordination with IGP(Western Range) Amit Singh. The SAF consists of 15 officers, including a SP, DSP, an Assistant Commandant, police inspector, PSI, three head constables and six police constables. SAF has been created weeks after three incidents in a gap of a month mob lynching of a person named Ashraf, murder of former VHP worker Suhas Shetty and a sand exporter named Abdul Rahiman. Home Minister Dr G Parames-hwara said that the Anti-Naxal Force (ANF) will not be dissolved. We have not dissolved ANF but cut down its strength and created the Special Action Force. Although ANF is not currently required, as Naxals have surrendered in our state, we have decided to retain it for potential future use, he said. On the investigation into the murder of Rahiman and mob lynching of Ashraf, he said that a detailed probe is ongoing, which might last more than a month. On handing over Suhas Shetty murder case to NIA, he said, NIA has the mandate to take over cases and has written to the State Government in this case, so we are obligated to hand it over. However, in the Rahiman case, the NIA did not make such a request. We are unsure why they have specifically asked for the Suhas Shetty murder case. That said, our police are capable and efficient enough to investigate such cases, he said.

Air India crash: DNA profiling of victims is the most daunting task, says expert

BENGALURU: A tragedy of the scale of Air Indias Boeing 787-8 crash in Ahmedabad on Thursday is unfathomable and massive. Handling the aftermath of such accidents is an extremely tough job that requires trained, responsible and sensitive expertise. Fortunately, we do have the expertise in India. On the one hand is the shock and scale of the tragedy, on the other is the need to have immediate boots and hands on the ground. It begins with cordoning off the areas by the police, dousing the fire by expert fire personnel, searching for survivors and rushing them to the nearest hospital, pulling out the dead bodies from inside the debris and sending them to the nearby mortuaries. This is a humongous exercise which calls for immediate and seamless coordination of multiple agencies; from the airport authorities (in an incident like the AI171) to the local police, civic authorities, medics and paramedics, ambulance services, disaster response task force and young volunteers among others who serve as the first responders. The most daunting task is the identification of bodies, which may have got charred or disfigured beyond recognition because of the impact of the crash and the ensuing explosion. The pressure is on forensic doctors to identify and hand over the bodies to the relatives on an urgent basis, but this kind of pressure may be counterproductive. Also, the handing of the victims over to the next of kin requires sensitivity. Sometimes, only a part of the body is available and not the whole body. There are strict guidelines for disaster management and relief, which have to be adhered to. DNA profiling for disaster victim identification (DVI) is considered to be one of the most reliable and efficient means to identify bodies charred with dismembered body parts, said Dr Vina Vaswani, professor, Forensic Medicine & Toxicology, and Director of the Centre for Ethics at Yenepoya (deemed to be University), Mangaluru. According to the DVI Interpol guidelines, In disasters, identification is established by taking a post mortem DNA sample, which is matched with their first-degree biological relative. From the relative, antemortem (information before death) information about the victim regarding dental treatment or past history of fracture surgery (including prosthetic implants) is also elicited. For instance, parents may inform them that their son or daughter had dentures or a front tooth missing, she said. AUW! Could Air India Flight AI-171's weight have doomed it? Vaswani said this kind of information acked up with treating dentists' records often helps in DVI. The forensic expert and ethicist said, In many instances, superficial body art like a tattoo or old surgical scar has helped in identifying bodies or a piece of jewellery on the person that is identified by their relative which is unique. This by itself cannot be used as the sole criteria for identification. DNA sampling, and antemortem interviews with relatives take time depending on the magnitude of the disaster. It could take more than a week or 10 days. She added, We have to be sensitive in handling the emotions of the families while being cautious in avoiding any rush in handing over bodies without confirming identity. Vaswani recounted the experience of the 2010 Mangaluru Air India Express crash victims. There were 10 to 12 bodies that remained unidentified towards the end. The state performed their last rites, she said. DNA can be collected from hair follicles, nails, teeth, tissue and bone marrow. This can be a challenge due to charring. Grief counsellors also play a very important role in tragedies of this scale, to soothe and calm the families as they await news of their loved ones in the hospital or are called for DNA samples. Unfortunately, we do not have the concept of grief counsellors, so nurses, medical attendants, staff and often the police come forward to help families deal with their grief. It requires empathy and a lot of patience, added Vaswani. Yenepoya (deemed to be University) has been providing DVI training for the last 10 years and many forensic doctors, dentists and forensic scientists have benefited from this hands-on training where disaster sites are simulated and the trainees get a real-world feel of DVI. The programme envisages training many more professionals so that disaster-preparedness in the country reaches global standards. Fresh caste survey ploy to increase quota for minorities, claims Shobha

MANGALURU: Union Minister of State for Labour and Employment and MSMEs Shobha Karandlaje on Thursday accused the Congress government in Karnataka of hatching a conspiracy to increase the reservation for minorities through a fresh caste census. Talking to reporters in Mangaluru, she alleged that the State Government has one-point agenda behind the caste census which is to show that the population of minorities has increased and thereby increase reservation for them. She alleged that whenever Siddaramaiah comes to power, he tries to divide people on the basis of religion and caste, and the fresh caste census is intended to further divide the people. People of the state will not accept it, Shobha said, questioning the sudden U-turn of the CM despite stating that he will implement the caste census amid opposition to it. So much money was spent on it in a span of 10 years. Two commissions were appointed, Shobha recalled. Expressing serious doubts about the completion of the fresh caste census within 90 days, she said the caste numbers will be written sitting in AC rooms. Did the Jayaprakash Hegde Commission visit your homes to check your caste? she asked. Earlier, she said the fresh caste survey was announced and was intended to divert peoples attention from the Bengaluru stampede that killed 11 people. Shobha blamed the State Government for not providing land for railways, national highways, and other Central projects, resulting in delays in the implementation of several key infrastructural projects in Karnataka. Nitin Gadkari (union transport minister) asks us not to approach him, stating that Karnataka is not ready to give land for highways and DCs are not cooperating. Every time when I approach him, he asks why the South Indian states are not ready to give land, the minister said. She also took serious exception to Siddaramaiah not attending NITI Aayog meetings. How many NITI Aayog meetings have you attended? Then how will you present the states demands? You dont want development. You only make drama on the pretext of guarantees, she asked the CM. Further, she said that the MSME minister of the state has not met her so far.

Speaker UT Khader urges HM G Parameshwar to order inquiry into IPS officers for failure to curb hate crime

MANGALURU: Legislative Assembly Speaker UT Khader has urged Home Minister G Parameshwar to order an inquiry into the failure of previous Mangaluru city police commissioner Anupam Agrawal and Dakshina Kannada Superintendent of Police Yatish N to curb hate speech and inflammatory posts on social media. This comes after the murder of rowdy-sheeter and Hindutwa activist Suhas Shetty. Talking to reporters, Khader said he had asked these officers to take strict action against hate speech and inflammatory posts that had peaked in social media after Suhas' murder and added that they had expressed helplessness to do so, citing loopholes in the laws. Comparing them with Sudheer Kumar Reddy and Dr Arun K, who replaced them, Khader said the strict actions initiated by the new set of officials has reduced the hate speech and inflammatory posts by over 90 per cent now. Stating that all IPS officers clear the same exam and go through the same training, he asked them why the previous officials failed to curb the crime. There should be action against them following an inquiry by a top-ranking official, he said and also stressed the need for the home department to come out with a Standard Operating Procedure (SoP) for the police officers to deal with specific crimes. Further, the Speaker appealed to the civil society, advocates, courts and media to 'disown' the accused in the recent three murders in DK in order to curb hate crime and murders in the region. It's not just the responsibility of the government to stop them. The society should also shoulder the responsibility, he said. Asked whether he was right to give a call to 'disown' the accused even before they are proven guilty, he said all he meant was that society should not help them to easily get away with the crime. Condemning the murder of Abdul Rahiman, Khader said he was hacked to death by those who had helped them. He was asked to deliver sand and when he was on his way to do so, he even picked the mother of one of the accused and dropped her home. After delivering sand, when he asked for money, he was murdered. Asked why the police have still not revealed Rahiman's murder motive even weeks after the incident and despite rumours that the crime was a result of a 'personal matter' and not communal, he said the police should answer this question. Further, when asked whether he thinks that it was a communal murder, Khader said he doesnt know. To another query on whether he will also visit the family of Suhas Shetty, Khader said he will if invited. During a similar incident in the past, some asked me not to visit their family. I visited Rahiman's family as I was invited, he said.

Blaze contained, Singapore vessel to be towed away

KOCHI: Three days after the blast that triggered a major fire on board Singapore flagged container vessel MV Wan Hai 503 , the Coast Guard managed to contain the blaze on Wednesday. Sources said the fire is persisting inside the cargo hold and hoped it will be doused completely on Thursday. An Mi helicopter of the Indian Air Force will take off from Kozhikode on Thursday morning with fire retardant dry chemical powder to aid the operations. Meanwhile, salvage team members along with the Coast Guard landed on the ill-fated ship with the help of a helicopter and tied a towline. Once the fire is doused, the ship will be towed away to deep sea with the help of a tug, said an officer. The vessel carried 1,754 containers and an unspecified number of those have fallen into the sea. With no information on the fate of dangerous cargo, experts said retrieving the containers from the seabed is impossible as the depth is more than 1,000 m. In a daring operation...a Coast Guard helicopter managed to winch five members of the salvage team and an aircrew diver on the deck of the burning vessel to facilitate the towing process at 3 pm on Thursday. Rough sea conditions are posing a challenge to the fire fighting operations. Containing the fire and towing the vessel to a safer location remain top priority, the Coast Guard said in a release. The Director General (DG) Shipping has released the complete cargo manifest of MV Wan Hai 503, confirming that it carried 1,754 containers of which 1,083 were in the cargo hold under deck and 671 on the deck. As per the report, 143 containers carried dangerous cargo, including flammable liquids and solids, substances that can emit flammable gases, and toxic substances. Efforts are on to retrieve and identify any containers lost overboard. Two Coast Guard vessels are involved in firefighting operations while the other vessels are engaged in border cooling and search for the four missing crew members. The fire on the deck has been contained but dark smoke is billowing from the vessel. There is fire inside the cargo hold, said an officer. Coast Guard vessels dousing the fire raging in MV Wan Hai 503 on Wednesday Five ships, two aircraft and a chopper engaged in firefighting The ship was carrying 1,22,128 tonnes of fuel. The Coast Guard said the fire poses a significant threat to marine environment and nearby shipping routes. Five Coast Guard ships, two Dornier aircraft and one helicopter are actively engaged in firefighting, supported by two vessels provided by the Directorate General of Shipping. Salvors appointed by the vessels owner have deployed an expert team to assist the firefighting and salvage efforts. The DG Shipping has arranged five tugs and support vessels which are en route for firefighting and container recovery. Tug Saroja Blessing is en route to the spot with an additional 1,000 kg foam firefighting compound. International firefighting specialists from Spain, the UK and the Netherlands have been identified by the salvors and will be deployed subject to visa clearance, anticipated within the next 48 hours. The vessel is drifting at a speed of 1 knot in southeasterly direction and is located around 65 nautical miles off Beypore coast. On Wednesday, the investigator appointed by the Maritime Port Authority of Singapore reached Mangaluru and interacted with DG Shipping officials. A team of officials from the DG Shipping also met the 16 crew members accommodated at a hotel in New Mangaluru. The team will record their statements on Thursday. 143 CONTAINERS WITH DANGEROUS CARGO Vessel was carrying 1,754 containers 143 of those were carrying dangerous cargo, including flammable liquids and solids No confirmation yet on number of containers that fell into the sea Experts say retrieving the containers from the seabed is impossible as the depth is more than 1,000 m

If this highway is constructed, the transport infrastructure between the two major cities will be further upgraded. The improved route will reduce traffic congestion and travel time between the two cities providing safer, more efficient and uninterrupted all-season connectivity. This project will contribute to the development of not only Mangaluru but also South Karnataka and the surrounding cities. It will also further facilitate the growth of New Mangalore Port and tourism, trade and commercial activities, the MP said. The MP said the Railway Ministry is also preparing a DPR for the construction of a separate railway line in Shiradi Ghat. Since Shiradi Ghat, located in the foothills of the Western Ghats, is located in a sensitive ecological zone, a request has been made to form a joint committee of the Railway Board and the National Highways Authority of India to explore the possibility of developing a road and rail line in parallel here.

Dakshina Kannada officials ask people to leave landslide zones, face resistance from residents

MANGALURU: In the backdrop of recent landslides which claimed four lives, including three kids, the Dakshina Kannada dist administration has advised people living in landslide-prone areas to shift to safer areas briefly. The authorities will try to convince them; if not they will be shifted with the help of police. As many as 135 relief centres will be opened to accommodate them in case of any disaster, the highest being in Mangaluru, Ullal and Sullia taluks. With India Meteorological Department (IMD) issuing a red alert for the district on June 12, the authority held a meeting with disaster management officials and the incident commanders on Tuesday. The district administration has issued orders to shift the families from vulnerable areas. Incident commanders in every gram panchayath will visit their respective villages and assess the vulnerability of the specific area. We will give the families in writing as to why they have to shift and awareness will be created among the families. To make them aware about the landslide risks, we will show them the videos of the recent landslides that took four lives and the dangerous situation that they are in, an officer said. The incident commanders have been instructed to submit the compliance report and relocating exercise for the next three days. It has become a big challenge to relocate thousands of residents settled in the areas. Majority of the residents are reluctant to shift to relief centres. Many families are ignoring the warnings issued multiple times by the officials of the district disaster management and the gram panchayats. Their reluctance has affected the relief measures. We have issued multiple rounds of safety alerts through local administrations but there is no positive response from many of the families, said an official from the disaster management authority. Authorities say many are reluctant to shift to relief centresmostly in the Ullal region-- due to emotional attachment to their homes and land, concern for their livelihood, social stigma and resistance for change and some of them are ready to shift to their relatives houses but not to relief camps. Dakshina Kannada Deputy Commissioner in-charge Dr Anand K told TNIE that they have identified 88 areas vulnerable to landslides affecting an approximate population of 21,000 people and efforts are on to shift the families from most vulnerable areas to prevent any casualties in the coming days.
