Heavy rainfall over the past 48 hours has caused widespread flooding, landslides, and disruption in Assam, Arunachal Pradesh, Meghalaya, Mizoram, Karnataka, and Kerala, claiming at least many lives and affecting tens of thousands. Heavy rains claimined 11 lives in Assam, Meghalaya, Nagaland, Mizoram and Tripura . Assam saw five deaths from landslides in Kamrup Metropolitan district, including three women killed in a landslide near Guwahatis Bonda area, Urban Affairs Minister Jayanta Malla Baruah confirmed. Flooding affected more than 10,000 people in six districts, including Kamrup, Cachar, Dhemaji, Lakhimpur, and Golaghat, where two relief camps and one distribution centre have been set up. A red alert remains in effect for 18 districts amid heavy rain and gusty winds. Massive waterlogging was reported in Guwahati, forcing closure of schools and special leave for government employees. In Arunachal Pradesh, flash floods caused by the overflowing Sigin River in Upper Subansiri district inundated Daporijo town and several colonies, damaging at least 117 houses and critical infrastructure. Authorities have issued prohibitory orders urging evacuation of vulnerable areas. In West Kameng district, landslides near Jamiri stranded hundreds along the Balipara-Chariduar-Tawang road, and major road blockages disrupted connectivity. A landslide in Bomdila washed away parts of roads and culverts, while power supply was disrupted. Mizorams Lawngtlai town witnessed the collapse of five houses and a hotel due to landslides on Friday night. Several Myanmar nationals staying in the hotel are feared trapped under debris, one person is feared to have died in the incident. Rescue operations involving the State Disaster Response Force and local volunteers are underway. The state has been hit by torrential rains since Friday, causing multiple landslides and rockfalls. In Meghalaya, three people died in East Khasi Hills district from rain-related incidentsa 50-year-old woman killed by a landslide in Lumkyntung, a 35-year-old man drowned in Pomlakrai Mawbynna, and a 15-year-old boy died after a tree fell on him in Mawkynrew Block. Over 1,000 residents across 25 villages have been affected by landslides, flash floods, and power outages. Chief Minister Conrad K Sangma announced compensation of Rs 4 lakh for the victims families. Flooding also damaged roads and inundated schools. Rescue efforts for a missing couple from Indore in Sohra have been suspended due to heavy rain and landslides but will resume as weather permits. Nagaland and Tripura each reported one death on Friday due to rain-related incidents. Karnatakas Dakshina Kannada district on Friday reported five deaths due to landslides triggered by heavy rain. A house collapse in Montepadavu Kodi buried six family members, including two toddlers and their grandmother. One mother was found unconscious but alive, clutching her children amid the debris. A compound wall collapse in Mangaluru claimed the life of a six-year-old girl. Additionally, a 27-year-old lineman died of electrocution while repairing a high-tension power line during the rain. Rescue operations have been hampered by continued rainfall and unstable terrain. In Uttarakhand, a 38-year-old man died and five others were injured after a landslide struck a vehicle on the Kedarnath National Highway near Kund, close to Guptkashi in Rudraprayag district. The vehicle was carrying pilgrims from Chhattisgarh to Kedarnath when it was hit by debris. Rescue and relief operations were launched immediately by the local administration and the State Disaster Response Force (SDRF). The injured were rushed to Augustmuni Hospital. Officials said two of the pilgrims were seriously injured, while three others suffered minor injuries. The deceased was identified as Rajesh Singh Rawat, a resident of Lambgaon in Tehri Garhwal, who was driving the vehicle. The injured are between 19 and 25 years old and belong to Chhattisgarhs Durg district. Monsoon rains have caused severe flooding across several districts in Kerala, forcing hundreds of people to evacuate low-lying areas and seek shelter in relief camps. In Kasaragod district, overflowing Madhuvahini River submerged roads and flooded homes, with residents moving to upper floors to escape rising waters. Similar flooding and heavy downpours have affected Kozhikode and Kannur districts, where locals have kept wooden and fiber boats ready amid fears of further displacement. The Indian Meteorological Department (IMD) has forecast continued moderate to heavy rainfall accompanied by strong surface winds reaching gusts of up to 50 kmph in multiple districts, including Thiruvananthapuram, Kollam, Pathanamthitta, Idukki, Ernakulam, Thrissur, Malappuram, Kozhikode, Kannur, Alappuzha, and Kottayam. The situation remains critical as swollen rivers and tributaries continue to inundate vulnerable areas. Srinagars temperatures will range between 24C and 11C. Jammu Division will also see light to moderate rain with isolated heavy showers and winds up to 60 kmph, with Jammu city experiencing partly cloudy skies and temperatures between 37C and 21C. The IMD has advised residents to stay alert amid the possibility of heavy rain and strong winds. The IMD has issued a red alert for Sikkim on Saturday following heavy rains and rising water levels in the Teesta River, warning of possible floods and landslides in Mangan, Gyalshing, and Soreng districts. Based on a Nowcast Weather Alert from Baluwakhani, Gangtok, severe rainfall was forecasted for 2 to 3 hours starting at 6:15 am. The District Magistrate of Gangtok urged the public not to panic but stay alert, while directing all disaster management officers to remain on high alert and maintain communication with field staff along the Teesta river belt. BENGALURU: The Directorate of Enforcement (ED), Bengaluru zonal office has booked a top mineral exports firm under Foreign Exchange Management Act (FEMA). In an official release on Friday, the ED stated that on the basis of evidence found during the search and statements recorded under FEMA, 1999, it is revealed that the directors of Sri Kumaraswamy Mineral Exports Pvt Ltd (SKMEPL) had incorporated multiple entities in overseas jurisdiction for receipt of profit derived by the company and diverted part of export proceeds through these overseas entities. On March 27, the Directorate of Enforcement, Bengaluru had conducted search operations at three premises in Bengaluru and one premise in Mangaluru of SKMEPL and its Directors - Shantesh & Jyothi Gureddi, Bhavani Prasad Tapal & Renuka Devi, Ravindranath & Uma Alva for violation of FEMA provisions, in the matter of various undisclosed transactions in overseas jurisdictions. The Directorate of Enforcement further added that it is also revealed that multiple bank accounts were opened abroad by the SKMEPL directors for parking of funds outside India and for further diversion of funds to these bank accounts for purchase of properties overseas in their and their family members names. The Directorate of Enforcement had initiated investigation based on intelligence input received from Income Tax wherein it was prima facie revealed that part of the export proceeds of SKMEPL were diverted by its buyers in the bank accounts of overseas companies wherein the directors of the company were shareholders, the release said. Further, it is understood that Shantesh had acquired immovable property at 9, Hays Mewa, London, which was valued at EUR 6.4 million, partly out of the said proceeds, the Central agency added.

MANGALURU: At least four persons , including three children, died and three others were feared drowned after heavy and continuous rainfall triggered landslides and flash floods across Mangaluru on Friday. Three of them died after a portion of land fell on their house when a big mango tree got uprooted at Montepadav in Manjanady near Deralakatte around 4 am. A family of six lived in the house. Kantappa Poojary (58), his wife Prema (54), daughter-in-law Ashwini (35) and grandchildren Aryan (3) and Arush (2) got trapped under the debris, while Kantappas son Seetharam Poojary managed to run out of the house in the nick of time. After a six-hour long operation, National Disaster Response Force (NDRF) personnel pulled out Prema, Ashwini and the two children from under the rubble. By then, Prema, Aryan and Arush had died, while Kantappa and Ashwini, who were injured, were rushed to the hospital. Videos showed Ashwini trying to protect her sons in her arms. The family has been living at the house for the last 100 years. They were told to shift to safer areas, but they did not, an officer said. In another incident, seven-year-old Fathima Nayeem was killed when a wall of her house collapsed on her after a landslide at Belma village. Her parents, who were sleeping in another room, escaped unhurt. Two fishers Yashawanth and Kamalaksha went missing after their traditional fishing boat capsized near Thotabengre- Alivebagilu because of rough weather. A person was electrocuted in Belthangady taluk. Another person slipped and fell into a rivulet and got washed away in Moodbidri. A landslide was also reported near Jokatte Gram Panchayat, where a few buildings are in danger of collapsing. Schools announced a holiday on Friday following heavy rain. Kotekar in Ullal recorded the highest rainfall of 312 mm in 24 hours till 8.30 am on Friday, while Talapady, Kinnya and Munnur saw above 250 mm rainfall. Another 16 places in the district witnessed above 100 mm rainfall in the same period.

Kerala rains wreak havoc: Homes flooded, trees uprooted, red alert in 9 districts
THIRUVANANTHAPURAM: Houses in low lying areas of Kerala were flooded in the heavy rains, while the accompanying strong winds uprooted trees, damaged homes and caused power disruptions, throwing normal way of life into disarray across the state. In Thrissur, Kannur and Kasaragod districts, there were reports of several homes getting flooded due to the heavy rains, forcing people to move to relief camps. Not just homes, but many roads in these districts and other parts of the state were inundated due to the heavy rains. In Pathanamthitta, Kottayam and Idukki districts, the heavy rains and strong winds uprooted trees and damaged electricity poles and transformers, leading to partial and complete destruction of hundreds of homes and power disruptions for hours, according to the authorities. It will be a holiday for educational institutions in Kottayam district on Saturday, district authorities said. In Kollam, uprooted trees and falling branches, due to the rains and strong winds, caused damage to several homes and private vehicles in the district and a few persons were reportedly injured. An 85-year-old woman, who worked as an MGNREGA worker in Ernakulam district, died when an uprooted tree fell on top of her while returning home on Thursday evening. The Ernakulam district authorities also reported a rise in the water level of the Muvattupuzha River above the flood warning markers, leading to the opening of three shutters of the Malankara Dam by 20 centimetres (cm). Train services were also affected with some, including the Mangaluru-Thiruvananthapuram Vande Bharat Expres, being diverted due to fallen trees on the tracks, while others were rescheduled or delayed due to the heavy rains, authorities said. Amidst the widespread damage in the state due to the heavy rains and strong winds, the India Meteorological Department (IMD) issued a red alert in Pathanamthitta, Alappuzha, Kottayam, Ernakulam, Idukki, Thrissur, Kannur and Kasaragod and an orange alert in the remaining six districts of the state for the day. A red alert by IMD indicates heavy to extremely heavy rain of over 20 cm in 24 hours, while an orange alert means very heavy rain of 11 cm to 20 cm, and a yellow alert means heavy rainfall between 6 cm and 11 cm. State Revenue Minister K Rajan said that the heavy rains have caused widespread damage in the state and advised people to be cautious. Speaking to reporters at a press conference in Thrissur, Rajan further said that as the westerly winds are expected to continue over Kerala for the next five days and due to the possibility of widespread rainfall, caution should be exercised by everyone. He advised the public to avoid unnecessary trips, especially to hilly areas and said that those living in dangerous places should move to safer locations or relief camps. Rajan said there are 66 camps functioning in the state currently and 1,894 people are living there. Around 4,000 camps are ready to be opened to accommodate about six lakh people. The public should not be averse to moving there, he added. He also said that hundreds of homes in the state have been partially or completely destroyed due to the heavy rains and strong winds since the arrival of the monsoons. The minister said according to the IMD there is a possibility of heavy rains in all districts of the state in the week from May 30 to June 5 and the amount of rainfall would be more than usual for this period. In the second week of June also there will be rain in all districts of the state, but it will be less than normal for this period, the minister said. The Indian National Centre for Ocean Information Services (INCOIS) said that there is a possibility of high waves ranging from 3 to 3.9 meters along the Kerala coast till 5.30 pm on Saturday and urged fishermen and coastal residents to be cautious and avoid launching of small boats, yachts or fishing vessels during this time. Meanwhile, the state government said that it has sanctioned Rs one crore each to all District Collectors from the State Disaster Response Fund (SDRF) for carrying out monsoon preparedness activities. Additionally, Rs two crore each has been sanctioned to the Thiruvananthapuram and Kozhikode District Disaster Management Authorities for undertaking flood mitigation works in the cities, the government said. The government said that it has also sanctioned Rs one lakh to each panchayat, Rs 3 lakh to each municipality and Rs 5 lakh to each corporation in the state to buy necessary equipment and open storage centres as part of monsoon preparedness activities.

BENGALURU: The opposition BJP in Karnataka has decided to strengthen the party base in the state ahead of the panchayat and other elections. The BJP Core Committee meeting held in Bengaluru on Thursday decided that leaders will travel across Karnataka in the coming days to strengthen the party organisation. This comes in the wake of the party expelling three of its legislators Yelahanka MLA ST Somashekar, Vijayapura MLA Basanagouda Patil Yatnal, and Yellapur MLA Shivaram Hebbar for six years on charges of anti-party activities. The core committee discussed several issues, including the recent murders in Dakshina Kannada district, cases filed against BJP leaders, and the tiff between LoP in Council Chalavadi Narayanaswamy and Minister Priyank Kharge. According to BJP insiders, the meeting also discussed ways to strengthen those districts in the state where the party is weak. Each team, comprising core committee members and sitting and former MLAs, will visit 2-3 districts. The party also decided to hold elections for party president posts in those districts where there is a vacancy in the next 10 days. Meanwhile, BJP sources said that a few state leaders expressed displeasure over high command leaders, including Union Ministers, not visiting Karnataka on a regular basis. They come to attend official events and not to build the party. Central leaders visiting us will boost the morale of party workers, a leader on condition of anonymity said. BENGALURU: The power game over chief ministers post, seemingly, has started in the state as Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar, also KPCC president, have begun taking positions. Close on the heels of Shivakumar meeting the AICC general secretary (organisation), KC Venugopal, and Karnataka in-charge, Randeep Singh Surjewala, on Tuesday late night Siddaramaiah, here on Thursday, met Congress Working Committee permanent invitee and MLC, BK Hariprasad. He sent out a message that he is set out to garner the support of the AHINDA leaders for continuing in the post. Hariprasad, an aide of Sonia Gandhi, was known for avenging Siddaramaiah as the latter did not consider the former for a cabinet berth when Congress came to power in 2023. But some time back, they patched up and on Thursday held a one-on-one talk. It is learnt that they discussed three key issues. They include not to let any dominant community member, including DK Shivakumar, acquire the CM post in the present tenure of the government. They want to focus on communally sensitive coastal Karnataka which has a sizable population of billava community from which Hariprasad hails from. There is also a possibility of inducting Hariprasad into the cabinet, sources told TNIE . Rahul Gandhi knew that Congress came to power because of the backing of AHINDA communities and, hence, does not want to remove the champion of these communities, Siddaramaiah, from the top post, is the bottom line of the meeting between Siddaramaiah and Hariprasad, sources said. If the high command gives its nod for a reshuffle, Hariprasad is likely to get a berth in the Siddaramaiah cabinet, said sources. Siddaramaiah has also offered a post of chairman of a prominent board and corporation to Hariprasad but the latter is unlikely to take it up. There is also the political future of Hariprasads nephew, Rakshit, son of former police officer BK Shivaram. It is learnt that the CM and Hariprasad discussed nurturing Rakshit as the billava community leader in the coastal region. Rakshit had unsuccessfully contested from Belthangady in the 2023 assembly polls. It was a pre-scheduled meeting over breakfast. I asked Hariprasad to visit the communally sensitive Mangaluru. KOZHIKODE: It was last November that Biju Mathew and Manikandan were arrested by Kozhikode Nadakkavu police with what officers alleged was methamphetamine. The two were remand for five months. Last month, however, they were released after chemical tests revealed that the material seized from them was actually crystal sugar. Biju, a 49-year-old from Kolichal in Kasaragod, is a Gulf-returned driver who went on to drive a private bus on the Kanhangad-Panathur route for decades. He had known Manikandan, 46, of Varam in Kannur, from their earlier days working on container lorries. I had just lost my job. I contacted Manikandan seeking job opportunities and it was he who told me about an opening for a container lorry driver in Kozhikode. And on November 25, 2024, I travelled from Kanhangad to take up the work, while Manikandan arrived from Mangaluru. We both rented a room at a lodge in Nadakkavu. Manikandan had with him a 100g pack of crystal sugar that he had bought from Mangaluru. We had some of the contents at night. The Dansaf squad nabbed us while we were on our way for breakfast the next morning. The team surrounded us and handcuffed us. They took the remaining crystal sugar from Manikandans pocket and accused us of possessing methamphetamine, recounted Biju. He said that despite pleading innocence, the officers were adamant. Meanwhile, Manikandan fainted at the spot and was shifted to hospital while Biju was moved to Nadakkavu police station. We asked them to carry out a blood test to confirm whether we had used drugs or examine our phones for any sort of communication about drug sales. But the officers ignored us. They could have checked our bank accounts for suspicious transactions. I just had Rs 20 in my account at the time, said Biju. Later, the duo were sent to Kozhikode district jail. Since they couldnt afford an advocate, the government arranged one. On April 24 this year, lab results confirmed their innocence. My family members, relatives, neighbours, and even my 75-year-old mother, who is sick, suspected me. Though my mother is now convinced of my innocence, Im still regarded a drug addict in my parish and locality. I have not even seen methamphetamine. In the FIR, police added that we had confessed to the crime. We were not given the opportunity to make our case, said Biju. According to police, there was no delay on their part. The holdup at the forensic departments end is normal. Moreover, as the crystal sugar in the packet was in the form of finer granules, it put us off, an officer said. Hundreds of NDPS cases are reported in the district and sometimes officers are unable to confirm the substance. In such cases, we have to wait for forensic test results. MANGALURU: A Muslim youth was brutally murdered at Kolathamajalu near Adur in Bantwal taluk near Mangaluru on Tuesday. The deceased has been identified as Abdul Rehaman. The incident occurred when Rehaman, a pick-up vehicle driver, went to Kolathamajalu to deliver sand. Two unidentified bike-borne youth attacked him with lethal weapons and fled. MANGALURU: Bantwal Rural Police have registered a FIR against 15 people in connection with the horrific murder of Abdul Rahiman that took place Ira Kody, Kuriyala village in Bantwal taluk near Mangaluru on Tuesday. The FIR names Deepak, Sumith and 13 others and they have been booked under Section 103, 109, 118(1), 118(2), 190, 191(1), 191(2) and 191(3). According to a complaint lodged by Mohammed Nisar, he received a phone call at 3 pm from Mustafa, who informed him about the assault on Abdul Rahiman and Kalander Shafi (injured) with 'talwar' at Ira Kodi. When Nisar reached the spot at 3.45 pm, he found Rahiman fallen on the ground near Rajivi's house (a localite) with grievous injuries on his head, neck and other parts of the body. Kalander Shafi who was sitting beside Rahiman was grievously injured in the chest, back, and hands and was immediately shifted to a private hospital in an ambulance. On the way to the hospital, Shafi told Nisar that they were unloading sand near the house of Rajivi in their pick-up vehicle when a gang of 15 people attacked Rahiman with a talwar, knife and rod after pulling him out of the vehicle. When Shifi tried to stop them, he too was attacked with the talwar. The assailants fled the spot with the lethal weapons after some passerby raised an alarm. Shafi said that the assailants were known to him. Rahiman who was grievously injured in the attack died on the spot. The complaint says that Rahiman was the secretary of Jumma Masjid of Kolthamajalu and was a driver by profession, while Shafi is a labourer. On Wednesday morning, hundreds of people had gathered at the funeral prayer of Rahiman the body will be taken to Rahimans residence in Kolthamajalu via Thokkottu and Pumpwell, amid police security. Arrangements for the burial have been made at Muhiyuddin Juma Masjid in Kolthamajalu.

Deputy director of the Tourism department has directed hotel, resort and homestay owners to take necessary steps to prevent tourists from venturing into the river, sea or go on trekking as a red alert has been issued in Dakshina Kannada. In a press communique, the department DD has warned the resort, hotel and homestay owners that they would be held responsible if any tourists lives are endangered by violating the instructions. MESCOM has warned the public not to touch broken or uninsulated electrical wires, poles or other electric items and urged to report any incident on 1912 toll free number or on 9483041912 DYFI leader Muneer Katipalla, meanwhile, complained that even during heavy rain, people of Katipalla, Krishnapura and Surathkal do not have drinking water. KOCHI: Several trains were delayed on Tuesday after trees fell on or near the tracks in the Palakkad Division due to strong winds and heavy rains. The spokesperson added that a tree had fallen on the tracks near Feroke in Kozhikode on Monday night, followed by additional incidents on Tuesday morning near Kozhikode and later at Kumbla in Kasaragode. Fortunately, workers responded quickly to clear the obstructions. The Thiruvananthapuram Division also faced similar issues, with trees falling on tracks and overhead electric cables on Monday. Heavy monsoon rains battered Karnataka's coastal belt for the third consecutive day on Monday, severely disrupting normal life in Dakshina Kannada district, prompting authorities to issue a red alert and deploy disaster response teams. A red alert indicates extremely heavy rainfall of over 20 cm in 24 hours, and will remain in force for the next five days, according to the India Meteorological Department (IMD). Several parts of Mangaluru city reported waterlogging and traffic snarls, while minor incidents of landslides were reported from hilly regions across the district. The district administration has directed schools and composite colleges to remain shut on 27 and 28 following the IMD issuing a red alert. Instructions were also issued to relocate residents living in vulnerable hillside and riverside areas to safer locations. Severe waterlogging and traffic congestion plague Mangaluru, with landslides reported in hilly areas. Authorities have closed Anganwadi centers and deployed NDRF and SDRF teams.
Heavy rain triggers landslides, flooding across Dakshina Kannada
MANGALURU: Traffic on the Mangaluru-Bengaluru National Highway (NH-75) was disrupted on Sunday following a landslide at Shirady Ghat in Sakaleshpur taluk of Hassan district. Vehicles stranded along the highway near the Hassan-Dakshina Kannada border, as continuous rainfall in both districts worsened the situation. With increased weekend traffic, congestion intensified, prompting police to erect barricades at key points and divert vehicles to alternate routes. Heavy rain continued to lash Mangaluru and other parts of Dakshina Kannada district affecting normal life. The traffic at Pumpwell junction was affected due to waterlogging beneath the flyover. Motorists were found struggling to maneuver the waterlogged area. A huge tree fell on a house at Barebailu in Mangaluru severely damaging the house at around 7 pm on Saturday. Fortunately, no injuries were reported in the incident. Several low-lying areas in Mangaluru were inundated due to the heavy downpour. Traffic on Darbe-Manjalpadu road was affected for sometime due to a landslip at Parladka junction. Authorities rushed to the spot to clear soil from the road using an earthmover. Two autorickshaws were damaged following a compound collapse in Puttur town. According to District Disaster Management Authority, seven houses, were partially damaged in the district in the last 24 hours. As many as 237 electric poles and two transformers were also damaged during this period. Water level in rivers and dams also rose significantly in the district. The water level at AMR dam reached the maximum level of 18.9 metres while at Thumbe Dam, it was 5.50 metres against the maximum level of 6 metres. The water level at Harekala Adyar Dam, Biliyuru Vented Dam and Soham Dam at Iruvailu in Moodbidri taluk also reached the maximum level. Dr K Anand, in-charge Deputy Commissioner who held an online meeting with officials to take stock of the rain situation said the National and State Disaster Management Teams will arrive in the district He directed chief officers of all urban local bodies and PDOs of Gram Panchayat to be on high alert in their jurisdiction for disaster management.

50-year-old marriage broker stabbed to death in Mangaluru
MANGALURU: A 30-year-old man was arrested for fatally stabbing a marriage broker and injuring his two sons in Valachil, Mangaluru, on Thursday night. According to the Mangaluru city police commissioner Anupam Agrawal, Suleman (50), a resident of Vamanjoor, had facilitated the marriage of the accused, Mustafa (30), a relative, with a woman named Shaheenaz about eight months ago. But due to subsequent marital discord, Shaheenaz had returned to her parental home two months prior to the incident, leading to tension between Mustafa and Suleman. On Thursday night, Mustafa allegedly made an abusive call to Suleman. In response, Suleman, along with his sons Riyab and Siyab, visited Mustafas residence in Valachil to settle the differences amicably. While the sons waited by the roadside, Suleman went to speak to Mustafa. A short while later, Suleman returned and reveleaed to her sons that the discussion was unfruitful and they should leave. At that moment, Mustafa reportedly came running from his house, shouting threats in the Byari language, and suddenly attacked Suleman with a knife, stabbing him in the right side of the neck. Suleman sustained injury and collapsed on the spot. Mustafa then assaulted both sons, stabbing Siyab in the left side of the chest and Riyab on the right forearm. With the help of locals, the injured were taken to Janapriya Hospital around 11 PM. Suleman was declared brought dead, and both Riyab and Siyab were admitted for treatment. Based on the complaint, case has been registered at Mangaluru Rural Police Station under Sections 103(1), 109(1), 118(1), 351(2), 351(3), and 352 of The Bharatiya Nyaya Sanhita (BNS), 2023. Further investigation is on.

NHRC initiates suo motu case against Kerala prisoners education struggles
KOCHI: The National Human Rights Commission (NHRC) has initiated suo motu proceedings based on a TNIE report highlighting the lack of infrastructure and manpower for prisoners to pursue education in prisons in Kerala. The report Short-staffed Kerala jails struggle to support inmates education dreams published on April 25, based on proceedings in the Kerala High Court, highlighted that a growing number of inmates, including those convicted of grave crimes, are choosing to turn their lives around by enrolling for regular or online educational courses, but authorities are struggling to support their efforts. The commission observed that the contents of the news report, if true, raise issues of violation of human rights of the prisoners who intend to pursue educational programmes/ courses. It issued a notice to the Kerala director general of prisons calling for a detailed report on the matter within four weeks. Opposing the petition filed by Balamurali N, of Kasaragod, who sought one months interim bail to enable him to seek admission in a law college in Mangaluru, the superintendent of Kannur central prison and correctional home had informed the HC that there is no monitoring system in place to ensure that the internet is used solely for educational purposes, raising concerns about potential misuse, which could even affect the security of the prison. Granting access to online educational facilities could lead to unauthorised access of the internet for illegal communications or other illicit activities. It is difficult to effectively supervise online learning, which inmates may exploit for unauthorised purposes, thereby compromising security. There is a need for additional staff and resources, which are currently unavailable at the prison, to ensure proper monitoring and security of online courses, the officer had stated. The superintendent also said that many inmates, including dangerous criminals, are now trying to apply for regular courses as a devious tactic to get interim release and to facilitate their travel outside the prison.
