Tender for Vizhinjam ports rail link to southern states to be floated soon

THIRUVANANTHAPURAM: In a strategic move to attract cargo traffic from southern states to Vizhinjam port, a vital railway link connecting it to the national rail network is on the verge of approval. Authorities are expected to green-light the tender process in the next 10 days, marking a significant milestone in the ports evolution into a cargo gateway. A committee formed by Vizhinjam International Seaport Ltd (VISL) will review the draft tender document submitted by the Konkan Railway Corporation Ltd (KRCL). The tender is expected to be published in August, with the contract proposed to be awarded by November this year. This will initiate construction of the 10.7km-long railway line, including a 9.43km tunnel, which will be the third longest railway tunnel in India. The railway connectivity is expected to open up cargo movement from Tamil Nadu, Karnataka, Andhra Pradesh, and Telangana. Although it is unlikely that Kerala itself will contribute significantly to container traffic, the state is poised to be one of the biggest beneficiaries of the project. Road and rail connectivity are critical for a ports evolution from a transshipment hub to a gateway for cargo. Traffic from south Indian states will boost shipping activity and expand market opportunities. Its a major win for Keralas economy, a source close to the development said. Despite Vizhinjam port attracting major vessels and exceeding its initial container-handling estimates, most cargo is currently rerouted via feeder ships. The upcoming road and rail links are expected to shift this dynamic enabling direct-cargo movement out of the port gates. A shirt manufacturer in Tiruppur exporting 1,000 shirts would likely prefer road transport over waiting for transshipment due to the faster and more predictable delivery timelines, the source added. Project challenges The Rs 1,482.92-crore rail project is slated for completion by December 2028. It will be executed under the engineering, procurement and construction (EPC) model, with the selected contractor responsible for design. The 9.43km-long underground tunnel will minimise land acquisition and environmental disruption. The route will mostly run beneath the Vizhinjam-Balaramapuram Road, with 2.5-3km passing below private land at a depth of 30-35 metres. To ease public anxiety over the tunnel running beneath homes, authorities plan to release a video walkthrough of the project. The concerns of residents are valid. But Indian companies have already built over 450km of underground railway tunnels. Even the heritage structures in Old Delhi remain unaffected by the metro network, said an official with the ports department. Approximately 5.526 hectares of land are being acquired for the project in Balaramapuram, Pallichal, Athiyannoor, and Vizhinjam villages. Meanwhile, development of road infrastructure to the port is at various stages. Experts caution that the road network and infrastructure development still require a significant push to meet the anticipated demand from full-scale port operations.

Bengal man held for derogatory remarks against Kannadigas

BENGALURU: The Bommanahalli police on Thursday arrested a man from West Bengal for allegedly using derogatory remarks against Karnataka and Kannadigas. The accused, Mithun Sarkar, a massage therapist, is a resident of Begur Road. According to the police, on Thursday, one delivery executive, Ranjith Mathew, was on his way to deliver an order to Sarkar. When they were conversing on the call, the executive called an argument broke out, as Sarkar insisted that Mathew speak in Hindi. He allegedly said, We Hindi-speaking people make up 70% of the population in Karnataka. You people have gone overboard. If we leave, Kannadigas wont even survive, said the complaint. Based on Mathews complaint, a case was registered against Sarkar for intentional insult with intent to provoke the breach of peace. Following the incident, members of the pro-Kannada organisation Karnataka Rakshana Vedike also filed a petition demanding action against the accused. The police said that, based on the information provided by the delivery executive, Sarkar was traced and arrested.

BBMP notifies new rules on number, size of outdoor ads under 2024 Bengaluru Governance Act

BENGALURU: The BBMP has issued a gazette notification on the Bruhat Bengaluru Mahanagara Palike (Advertisement) Bye-Laws, 2024, applicable to Greater Bengaluru Area under the Greater Bengaluru Governance Act, 2024. The new rules specify the size and number of outdoor advertisements across the city. According to the rules, the amount of ad space allowed will now depend on how wide the road is. For every 200-metre stretch, BBMP has fixed maximum limits. The bye-laws also introduce a city-wide rule that no two hoardings can be placed closer than 175 metres to each other. This distance is calculated from the nearest edge of one hoarding to the nearest edge of the next. However, the BBMP Chief Commissioner has the authority to modify these limits. In areas declared as Business Centers or Business Roads, the limits mentioned above will apply not for every 200 metres, but for every 100 metres, allowing more advertisements in high-density zones. The Commissioner can also increase the minimum spacing between hoardings or reduce the overall ad area allowed on any stretch, if needed. BBMP will also divide the city into specific zones through notifications. Only these notified areas will be eligible for commercial advertising. Advertising rights for these zones will be given out through open tenders or auctions conducted via the Karnataka governments e-procurement portal. Only licensed advertising agencies will be allowed to participate. Winning an advertising right does not give an agency the automatic right to place hoardings on buildings or land. BBMP has made it mandatory for advertisers to enter into agreements with the owners of properties where the advertisements are to be displayed. No ads can be placed without written permission from the property owner. This rule applies even if the land belongs to BBMP or a government agency, the notification stated. If a hoarding is erected on private property, the property owner will have to pay additional property tax to BBMP for each advertisement. If the property is listed as a B-register (B-Khata) property, the tax will be double the regular rate. In cases where the property has no BBMP khata, the owner must pay full property tax for the entire land plus double the advertisement tax as penalty. These charges apply for as long as the ad structure remains on the property. BBMP has made it clear that it reserves the right to remove advertisements from such properties without any prior notice if violations are found. The bye-laws also specifies that the right to advertise does not include properties owned by the Bengaluru Metro Rail Corporation Limited (BMRCL). Metro stations, pillars and other metro-related infrastructure are excluded from BBMPs advertisement zones. These will be put to separate tenders in consultation with BMRCL. However, if any advertisement is placed on a metro structure and is visible from a BBMP-assigned area, the revenue from that advertisement will be shared equally between BBMP and BMRCL.
