In a first, NWR set to deploy psychologists to help employees cope with increasing work pressure and stress

JAIPUR: In a first-of-its-kind initiative, the North-Western Railway (NWR) is set to deploy psychologists to help employees cope with increasing work pressure and stress. This move makes NWR the first railway zone in the country to introduce such a program. Under the initiative, psychologists will interact with employees and provide counselling sessions every 15 days. According to railway sources, nearly 12,000 posts are currently vacant in the NWR, including 230 vacancies in the headquarters alone. This acute shortage of staff has significantly increased the workload on existing employees. Over the past two years, around 62 officers and employees from various departmentsincluding personnel, operations, commercial, and accountshave opted for voluntary retirement (VRS) due to stress. To counter this growing issue, psychologists are being appointed to assist officers and employees in managing their mental well-being. APO/T Amritlal Meena of the Railway Headquarters has issued an order regarding the deployment of psychologists. As per the order, psychologists will be stationed at key locations, including the headquarters in Jaipur, the DRM offices in Ajmer, Bikaner, and Jodhpur, as well as the Ajmer Workshop. These professionals will be hired on a contract basis. Notably, this initiative is being implemented on the recommendation of General Manager Amitabh. Instead of abolishing existing vacant Level-5 posts, these positions will be reallocated for the appointment of psychologists. Employees Union General Secretary Mukesh Mathur has praised the move, stating that the NWR is setting a precedent by prioritizing employee mental health. The decision to introduce psychologists comes in the wake of the recent suicide of Chief OS Narsilal Meena. According to railway sources, Meena had been struggling with work pressure and the inability to take leave for a long time. However, railway authorities have not officially confirmed any direct link between work stress and his death. Speaking on the matter, the Chief Public Relations Officer of Northern Railway Shashi said, Workload will always be there, but employees should not feel stressed in the office environment. If any employee is facing personal issues affecting their mental health, counsellors will help address them. We will begin this initiative from the headquarters and four divisions, gradually expanding further. Employees from all departments will be mapped and counselled in batches. He further assured that the recruitment process for vacant positions is ongoing and that efforts are being made to fill them as soon as possible. For the first time, we are introducing psychologists and counselors at the headquarters and division levels. They will regularly interact with railway employees to identify any psychological issues or mental health concerns. The goal is to provide appropriate solutions to help employees overcome stress, anxiety, and depression. The official added, While workload cannot be eliminated, we want to ensure that employees do not feel overwhelmed due to work or personal issues. The North-Western Railway already has a positive work environment, and we aim to make it even more supportive and stress-free. With this initiative, the NWR is taking a progressive step toward addressing employee well-being, setting an example for other railway zones across the country.

Strengthening border security: India to build 1,450 km of asphalt roads along the Indo-Pak border

In a significant step towards enhancing border security, the central government has approved the construction of 1,450 kilometres of asphalt roads along the Indo-Pak border in Rajasthan and Punjab. This initiative, with an estimated budget of 4,500 crore, aims to improve mobility for Border Security Force (BSF) personnel and curb cross-border smuggling activities. The road network will be built adjacent to the zero-line fencing, covering key border districts such as Barmer, Jaisalmer, Bikaner, and Sriganganagar in Rajasthan, as well as several areas in Punjab. BSF Inspector General ML Garg said that Rajasthan alone will see the construction of 1,096 km of roads, while the remaining 354 km will be laid in Punjab. The project is expected to commence within a month. Currently, BSF soldiers face difficulties patrolling the border due to shifting sand dunes and rough terrain. The new roads will enable them to move efficiently on foot, as well as in vehicles such as jeeps and gypsies. Faster vehicular movement will also reduce response time between border outposts. The Central Public Works Department (CPWD) initially proposed the project in 2021, which later received approval from the Ministry of Home Affairs. While construction work has already begun in Punjab, the project in Rajasthan will commence from Barmer and extend through Jaisalmer, Bikaner, and Sriganganagar. The road infrastructure is expected to significantly curb smuggling, particularly the transportation of heroin and other narcotics. The presence of well-constructed roads will make it more challenging for smugglers to use underground tunnels for illicit activities.

Rajasthan court holds state liable for mans death in bullfight; orders Rs 33 lakh compensation

JAIPUR: In a significant ruling, the district court in Bikaner has held the state government accountable for the death of a man caused by a bullfight and ordered compensation of 33.22 lakh to the victims family. The case dates back to May 21, 2018, when 40-year-old Asharam Suthar, a resident of Kesardesar Jatan village, was on his way home. As he passed through a street, two fighting bulls collided with him, resulting in fatal injuries. His family subsequently filed a compensation claim, which led to the court's decision. In its ruling, the court held both the Gram Panchayat and the Rajasthan government responsible for negligence. It stated, Ensuring the safety of citizens and managing stray animals is the duty of the authorities. Proper arrangements should have been made to relocate such animals to shelters or implement government schemes to prevent such incidents. Their failure to do so resulted in Asarams untimely death. Breakdown of Compensation The court ordered the defendants to jointly or separately pay 33,22,600 to the deceaseds heirs, allocated as follows: 32,52,600 as compensation for loss of life. 40,000 for emotional loss to the wife. 15,000 for funeral expenses. 15,000 for loss of estate. Income and Dependency Calculation According to the court, Asharams annual income from carpentry and agriculture was estimated at 2,89,117, averaging 24,093 per month. Considering his six dependentshis wife, three children, and parentsa deduction of 6,023 for personal expenses was applied, leaving 18,070 as the dependent family's financial loss. Based on this, the total compensation amount was determined. This landmark verdict could set a precedent for similar cases where individuals have lost their lives, suffered disabilities, or incurred major losses due to stray animal attacks.

Sub Inspector exam paper leak case: 9 more trainee SIs suspended in Rajasthan

JAIPUR:In a significant development in the Sub Inspector 2021 paper leak case, nine more trainee Sub-Inspectors (SIs) have been suspended, bringing the total number of suspended officers to 20. The SOG has arrested 45 trainee SIs in connection with the paper leak case. Of these, 25 accused have been granted bail. The suspensions follow a series of actions initiated by the authorities. On December 31, 2024, the Police Headquarters issued orders for field training for trainee SIs. However, these orders were seen as an attempt to facilitate the appointment of the accused officers. The new suspension orders have effectively reversed the situation. On Sunday, Bikaner Range Inspector General (IG) Omprakash suspended eight trainee SIs, including Karanpal Godara, Jairam, Manish Beniwal, Shravan Kumar, Manisha, Ankita Godara, Manju Vishnoi, and Manju Devi. Of these, Manju Vishnoi was allotted Bikaner, Manju Devi Hanumangarh, and the rest were assigned to Sri Ganganagar district. Additionally, Ajmer Range IG Omprakash suspended one trainee SI, Subhash Vishnoi. This follows the suspension of 11 trainee SIs from the Jaipur and Udaipur ranges on January 3, 2025. All the suspended officers had been sent to their respective districts on December 31, 2024, despite being under investigation. According to the Rajasthan Civil Service (Classification, Control, and Appeal) Rules, 1958, any government employee taken into police custody for more than 48 hours is subject to suspension. The current actions are based on this regulation, as all the accused had been in custody. Six individuals who were selected in the recruitment process but did not join have also been arrested. In May, the Police Headquarters directed all districts and ranges to initiate departmental action against the accused. The Police Headquarters decision to send the accused SIs for field training has been legally challenged in the High Court. A hearing on this matter is scheduled for January 6, 2025. Meanwhile, BJP Minister Kirodi Lal Meena, who had been vocal about cancelling the Sub Inspector-2021 recruitment process, has recently refrained from making further statements. On Sunday, he met BJP state president Madan Rathore at the partys state office but avoided questions regarding the recruitments cancellation. When asked if the governments recent actions, including the suspension of SIs on bail, were influenced by his protests, Meena declined to comment. His sudden silence has sparked speculation about possible instructions from the partys central leadership to avoid conflicting with the governments stance. Notably, Meena recently met Union Home Minister Amit Shah in Delhi. On December 30, 2024, Meena had publicly demanded the cancellation of the recruitment process and criticized the SOGs handling of the investigation. As the High Court prepares to hear the case, the outcome could have significant implications for the accused officers and the future of the recruitment process. The evolving political and legal landscape surrounding the Sub Inspector-2021 paper leak case continues to draw attention, with further developments anticipated in the coming days.

A Delhi Court has attached the Bikaner House in the national capital, owned by the Nokha Municipal Council in Rajasthan, to settle dues of Rs 50.31 lakh it owes to a private firm. The Court directed that a representative of the Council should appear before it during the next hearing. The Patiala House Court has attached the Bikaner House owned by the municipal council after the Nokha civic body failed to settle arbitral award of Rs 50.31 lakh in favour of private company Enviro Infra Engineers Private Limited. District Judge Vidya Prakash ordered the attachment after the Nokha body failed to honour the arbitrary settlement ordered in 2020. Keeping in view the fact that the Judgement Debtor (Nokha Municipality Council) had failed to comply with the direction for furnishing an affidavit of their assets despite grant of repeated opportunities, the Court, while agreeing with the submissions made on behalf of Decree Holder (DH), finds it a fit case for issuance of warrants of attachment against immovable property of JD namely Bikaner House, New Delhi, the judge ordered, PTI reported. The Patiala Court also restrained the Nokha Council from transferring or charging the property by sale, gift or otherwise. The Court will hear the case next on November 29. The Delhi Courts move comes after the Himachal Pradesh High Court recently attached the state governments Himachal House in Delhi, to settle its arbitrary dues of Rs 150 crore to a private firm. The Himachal Pradesh government said it will challenge the order legally. The High Court also directed the Himachals power secretary to conduct a fact-finding inquiry to identify the officers responsible for the lapse in payment and sought a report.

Rajasthan government orders 3,000 mines, industries to shut down in two districts to combat severe air pollution

JAIPUR: In a sudden but significant step to tackle the escalating air pollution crisis, the Bhajan Lal-led Rajasthan government has shut down 3,000 mines and industries in Alwar and Bharatpur districts, according to an order by the Rajasthan Pollution Control Board. Additionally, all construction activities in these areas have been halted. Along with this, construction work going on in these areas has also been stopped. The decision comes in the wake of a sharp decline in air quality across the National Capital Region (NCR), including Delhi, where air pollution has reached critical levels since Monday. Being part of the NCR, Alwar and Bharatpur are facing similar challenges. Rising Pollution Levels in Alwar and Bhiwadi The pollution in Alwar has reached alarming levels, with its Air Quality Index (AQI) hitting 295 on Monday. The situation is even more grave in Bhiwadi, where the AQI soared to a hazardous 442, far exceeding the severe threshold of 401. To address the crisis, the government has implemented the highest level of the Graded Response Action Plan (GRAP 4) in these districts, imposing strict restrictions on industrial and construction activities. The fourth phase (GRAP 4) of the Graded Response Action Plan has been implemented in Alwar and Bharatpur districts which fall in NCR. The Rajasthan Pollution Control Board issued orders to enforce these measures on Tuesday morning. Statewide Pollution Concerns The air quality in several other districts of Rajasthan has also deteriorated, with AQI levels ranging from poor to severe. This decline is attributed largely to stubble burning in Punjab and Haryana. Districts such as Jhunjhunu, Bikaner, Churu, and Hanumangarh are particularly affected. Residents in these districts are experiencing significant discomfort due to pollution. A thick layer of smog has blanketed the skies, reducing visibility throughout the day. Many people have reported symptoms such as eye irritation, difficulty in breathing, coughing, and runny noses.

Muslim poets recite Urdu version of Ramayana

Jaipur: In a unique event leading up to Diwali that has been fostering goodwill for over a decade, Muslim poets in Bikaner recite an Urdu version of the Hindu epic Ramayana that was composed 89 years ago. Dr Ziya Ul Hasan Quadri, an Urdu teacher and poet, who along with two other Muslim poets recited the Urdu Ramayana at a function on Sunday said that the objective of the event is to give a positive message of harmony and brotherhood. Paryatan Lekhak Sangh and Mehfil-e-Adab jointly organise the event 'Urdu Ramayan Vaachan' every year in Bikaner since 2012. Quadri said that the couplets vividly describe scenes from Ramayan like Lord Ram's exile, victory against Ravan and his return to Ayodhya, capturing the emotions d epicted in the epic which is greatly appreciated by audiences in the city. Maulvi Badshah Hussain Rana Lakhnavi of Bikaner composed the poetic version of Ramayana in Urdu language in 1935 for a competition organised by the Banaras Hindu University (BHU) on the birth anniversary of Tulsidas. It won the gold medal following which the erstwhile ruler of Bikaner, Maharaja Ganga Singh, organised a ceremony to listen to Rana Lakhnavi's version. Tej Bahadur Sapru presented the gold medal to Rana Lakhnavi on behalf of the BHU in this programme. The poets, who take part in the recitation in Rajasthan's Bikaner before Diwali, now want to take the practice at the national level and plan to organise the recitation programme in the national capital next year. Things have drastically changed from the time when it was composed. Today, communal harmony is under threat. Lord Rama is revered by all and belongs to all, but today he has been limited which is disappointing, Quadri said. He said that Muslim poets recite the Urdu Ramayan and the audience comprises of both Hindus and Muslims. Quadri said that initially, the event used to be organised in the open but later the venue changed and now it is held in a hotel so that things are well arranged. He said that Maulvi Badshah Hussain Rana Lakhnavi worked for Maharaja Ganga Singh from 1913 to 1919, during which he translated orders issued by the Mughal rulers from Persian to Urdu. In 1920, he was appointed as the teacher at Dungar College by Ganga Singh.
