INTERVIEW | Aravalli should be defined in terms of geology than height
Professor C R Babu is a leading environmentalist and ecologist from the University of Delhi, known for restoring degraded landscapes and biodiversity across the Aravalli region. Having explored the Aravallis across four states, the Professor Emeritus at Centre for Environmental Management of Degraded Ecosystems of DU explains its ecological impact and possible solutions with TNIE . Excerpts: What was the previous definition of the Aravallis, and how has the Supreme Court changed this definition? The Aravalli range has never had a precise definition comparable to the Himalayas or the Vindhyas, as it is an ancient geological landform shaped over billions of years by weathering and erosion. Estimated to be around 3.2 billion years old, it is far older than the Himalayas. The Aravallis largely exist as ranges, though in many states they appear as low hills or scattered boulders. In Delhi, especially around Mehrauli area, they survive mainly as isolated boulders, while extensive mining has erased large sections in Haryana. Rajasthan, particularly around Udaipur, retains more prominent hill formations, though areas like Ajmer are largely boulder-dominated. SC stay on Aravalli order leaves BJP on the defensive in Rajasthan as Congress calls off agitation What do you think of November 20 definition of the Aravallis given by the Supreme Court? It was entirely unscientific. I believe that the Aravalli should be defined in terms of geology rather than height. During my work as a member of the Western Ghats Ecology Expert Panel, we defined the Western Ghats based on geological characteristics and not just elevation. The Supreme Courts November 20 decision was ecologically untenable. I wonder how a judgment could operationalise mining while leaving areas above 100 meters intact. It appeared to be designed for mining and development purposes. Based on your conservation work, how do the Aravallis function ecologically, and how would mining affect them? The Aravallis act as a natural barrier, slowing the spread of the Thar Desert toward the Gangetic plains, and recharging aquifers. The Aravallis have immense potential for recharging groundwater, estimated to produce about 2 million liters/hectare of the landscape. Because Aravalli aquifers are interconnected, any disruption can destabilise the groundwater system, worsening drought in the already water-stressed Delhi-NCR. Proposed open-cast mining, not underground extraction, would cause irreversible damagedestroying habitats, fragmenting wildlife corridors used by leopards and hyenas, and degrading scrub forests and native tree cover vital for reptiles, pollinators, and grassland birds. Redefining the Aravallis also undermines their crucial role as a regional aquifer. One side the government is proposing mining in the Aravallis, while it is creating green wall on the other? It is ironic that while the government is proposing massive open-cast mining in the Aravalli region, it is simultaneously creating a green wall to restore it. Prime Minister Narendra Modi inaugurated this wall, which is a commendable effort to rehabilitate the area. However, allowing open-cast mining will not only destroy existing vegetation, but also prevent new plants from surviving. In this situation, our green wall is bound to fail. Open-cast mining will also accelerate the advancement of the Thar Desert towards the Gangetic plains. How can India balance development with conservation of the Aravalli region? The current approach to mining in the Aravalli region is certainly not the solution. We are completely neglecting the natural ecological functions of the Aravalli landforms. This could ultimately jeopardise the Gangetic plains, which have been the food bowl of our country for centuries. It is crucial to strike a balance in the development process. Limited and scientifically regulated mining could meet our needs without harming the environment.
JAIPUR: Under the banner of 'Save AravalliSave Life', large-scale protests were organised by Congress across Rajasthan on Saturday, highlighting growing political and public concern over the future of one of the worlds oldest mountain ranges. On Friday, the NSUI and Youth Congress organised protest marches joined by Congress General Secretary Sachin Pilot, followed by large-scale demonstrations led by the state Congress committee on Saturday. Protesters warned that excluding hills below 100 metres could lead to severe and irreversible environmental damage. State Congress President Govind Singh Dotasra and Leader of the Opposition Tikaram Juli participated in a major protest organised by the Alwar District Congress Committee. Addressing the gathering, Tikaram Juli alleged that a deliberate conspiracy was underway to destroy the Aravalli range. He warned that while affluent sections might escape the consequences, local communities would be left to face environmental devastation. As part of the Alwar Save Aravalli Campaign, a massive demonstration took place at Kati Ghati, where hundreds of Congress workers climbed the Aravalli hills holding flags bearing the message Save Aravalli. Youth participation stood out, with several young activists shaving their heads and writing Save Aravalli on their scalps as a symbolic pledge to protect the mountain range. In Jaipur, Congress leaders and workers marched from the Pradesh Congress Committee (PCC) headquarters to Shaheed Smarak, raising slogans against the Centre and the State government. The city edition of Congress submitted a memorandum to the Police Commissioner addressed to the President of India. However, protests in several districts turned confrontational: In Dausa, Congress workers attempted to force their way into a locked Dak Bungalow meeting hall; in Ajmer, tensions escalated when police objected to the use of a DJ system during the march, leading to clashes; similar confrontations were reported from Dholpur as well. Deputy Chief Minister Premchand Bairwa defended the governments position: The Aravalli range is a national heritage. Chief Minister Bhajanlal Sharma and Union Ministers have made it clear that the Aravallis are already protected and reserved. No harm will be allowed. Attempts to politicise the issue are unacceptable. Activists demanded stronger legal safeguards, emphasising that the Aravalli range is not merely a chain of hills but a vital ecological shield that sustains groundwater, biodiversity, and life across Rajasthan. The BJP government at the national and state levels were accused of colluding with mining mafias to facilitate environmental destruction. Recently, the Supreme Court accepted the Environment Ministrys definition that considers only hills above 100 metres as mountains. This effectively removes nearly 90 percent of the Aravalli rangemuch of which lies between 30 and 80 metresfrom the protected mountain category. While the Central Government has directed that no new mining leases be issued before scientific mapping, environmental experts remain concerned about the future of the lower-height Aravallis. The central question persists: if these hills are no longer legally classified as mountains, how will one of the worlds oldest mountain ranges be protected from mining and exploitation?

CJI asks lawyers to approach SC registry for urgent hearing of cases
NEW DELHI: The Chief Justice of India (CJI) Surya Kant on Monday asked the lawyers to approach the Supreme Court Registry for urgent hearing. The Registry will scrutinise the reasons cited and list matters accordingly, he added. CJI Kant made the observations while presiding over a special vacation bench along Justice Joymalya Bagchi to hear matters that required immediate judicial intervention. As the bench commenced hearing, several lawyers started mentioning cases for urgent hearing, prompting the CJI to clarify the procedure. We will scrutinise the reasons and list the matter accordingly, the SC said, adding that the special vacation bench was sitiing keeping in view of the urgency in the matters which needed immediate hearing. The court is currently observing its winter from December 20 to January 4. A three-judge bench led by CJI Kant, also comprising Justices Joymalya Bagchi and Vipul M Pancholi, was hearing listing of urgent matters. We will sit on Monday to hear the urgency in matters, the CJI said. JAIPUR: Environmentalists and social organisations staged demonstrations against the Supreme Courts acceptance of the Union Environment Ministrys definition of the Aravalli mountains in several cities of Rajasthan on Monday. Meanwhile, a political war of words has erupted between former chief minister Ashok Gehlot and Union Environment Minister Bhupender Yadav. Protests were held in Udaipur, Jodhpur, Sikar, Alwar and Ajmer, with police action reported at some places. Leader of Opposition Tikaram Jully described the Aravallis as the lungs of Rajasthan and warned that the agitation would intensify if the decision was not reversed. Responding to the protests, Chief Minister Bhajanlal Sharma accused the Congress of spreading misinformation, saying, Former CM Ashok Gehlot is misleading the public on the Aravalli issue. The state government is fully committed to protecting the Aravalli range, and no decision will be allowed that causes harm to Rajasthans environment. The 100-metre criterion refers to the entire mountain structure, from the peak down to the ground level where its permanent base is located. In the absence of a clear definition earlier, there were irregularities in the grant of mining permits in the Aravalli region, he said. Gehlot, however, strongly rebutted the Centres claims. JAIPUR: The Supreme Courts recent ruling, issued on the recommendation of the central government, to limit the definition of the Aravalli mountain range to landforms rising more than 100 metres above their surroundings, has triggered sharp opposition in Rajasthan. Joining the growing protests, former chief minister Ashok Gehlot has warned that the decision could lead to huge ecological damage. Gehlot termed the ruling a red carpet for illegal mining, and a direct invitation to environmental destruction. On November 21, the apex court held that only hills in the Aravalli region with a relative height of 100 metres or more would be considered part of the mountain range. The Aravalli is not just a mountain range for Rajasthan; it is our protective shield, Gehlot said. He argued that narrowing the definition on the Centres recommendation amounts to a death sentence for nearly 90 per cent of the states hills. According to him, almost 90 per cent of the Aravalli formations in Rajasthan are below the 100-metre threshold. Gehlot cautioned that excluding these hills from the legal definition is not a technical adjustment but the removal of a critical layer of environmental protection, leaving vast areas vulnerable to mining and degradation. Highlighting the ecological importance of the Aravallis, Gehlot said the range plays a crucial role in preventing desertification by blocking hot winds from the west and stopping the Thar Desert from advancing into eastern Rajasthan and Uttar Pradesh. Experts, he noted, have pointed out that even small hills and mounds measuring 10 to 30 metres are effective in checking dust storms. Allowing mining in these areas, he warned, could accelerate desert spread towards the national capital. He further said that the rocky structure of the Aravalli range enables rainwater to percolate underground, making it a major source of groundwater recharge across the region. Removing these hills could prove disastrous for northwest India, which is already facing a severe water crisis, Gehlot said. He added that history would not forgive the injustice being done to future generations, alleging that although the Supreme Court proceedings began to protect the Aravalli, acceptance of the Centres recommendation has effectively erased 90 per cent of the range. He urged the court to reconsider the decision in the interest of future generations, calling it a direct invitation to destruction. Leader of the Opposition in the Rajasthan Assembly, Tikaram Jully, also strongly criticised the move, warning that without the Aravalli range, nothing will be left. Launching a sharp attack on the central government and the Union Ministry of Environment and Forests, Jully said the looming threat to the Aravallis existence has become a question mark on the future of Rajasthan. Jully said that the fight to save the Aravalli range is no longer the responsibility of any single political party but a collective social duty to protect the state and the future of the coming generations. Targeting Union environment minister and Alwar MP Bhupendra Yadav, Jully said it was the greatest irony of democracy that those entrusted with environmental protection were now paving the way for destruction. He pointed out that Yadav was educated in Ajmer and represents Alwar, both regions closely linked to the Aravalli range and home to important pilgrimage sites such as Pushkar. Despite this, Jully alleged, the minister was acting like Dhritarashtra, the blind king from the Mahabharata, silently witnessing the destruction of the Aravalli range and ignoring the future of his own land and its people.
SC sets aside Rajasthan HC order asking rape accused's wife living in US to remain in India
NEW DELHI: The Supreme Court has set aside a Rajasthan High Court order that directed the wife of a software engineer, accused of raping a woman on a false pretext of marriage, to be present in the country if he wishes to travel abroad for a job. A bench of Justices Sanjay Kumar and Alok Aradhe took on record an undertaking given by the man that he would attend every hearing via video-conferencing. Advocate Ashwani Dubey, appearing in the court on behalf of the engineer, submitted that his client's wife is neither an accused nor a party to the case. Dubey informed that as on the date of the passing of this order, the appellant's wife was not even in India as she was employed in the United States. In the light of the undertaking given by the appellant, stating that he would attend every hearing in Sessions Case No.12 of 2024 on the file of the learned Additional Sessions Judge (Women Atrocities Court), Ajmer, Rajasthan, through video-conferencing and also giving an assurance that he would be physically present before the trial court whenever so directed, we find no ground to alter the order dated August 8, 2025, passed by this court, which has been duly complied with. The said order is made absolute, subject to the undertaking given by the appellant, the bench said. The top court had, on August 8, stayed the high court order and directed the man to deposit Rs 2 lakh as surety for foreign travel. The plea says the high court, in a clear violation of procedural impropriety and without hearing or impleading the engineer's wife, who is employed in the US, and ignoring the fact that she was not a part of the criminal case, directed her to remain in India. It was further argued that the high court's direction was erroneous and violative of the fundamental rights guaranteed under Article 21 of the Constitution. The direction was stated to suffer from procedural irregularity and legal perversity, having been passed without affording a hearing to the person affected. The petitioner is an Indian passport holder and an Indian citizen and not the citizen of any other country and he will be under the control of the Consulate General in the US and there are no chances of his absconding as he is willing to go abroad to earn his livelihood on a work visa and therefore, there is no question of his absconding, the plea has said. The bench was informed that the appellant would travel for a specific period and is ready to state on oath that he would be available for trial as and when directed. There is no question of a delay in the trial and also, there is no question of his absconding, the plea says. The case of rape against the man was lodged at Ajmer's Christianganj police station after it was alleged that he came across a woman on a matrimonial website and maintained a close acquaintance with her for four years following a promise of marriage. Section 69 of the Bharatiya Nyaya Sanhita (BNS) deals with the offence of sexual intercourse by employing deceitful means, etc. and defines deceitful means to include a false promise of employment or promotion, inducement or marrying after suppressing identity. Apprehending arrest, the accused moved an anticipatory bail application, which was allowed. He then moved an application before the trial court to allow him to go abroad for a job. Bomb threat sparks panic at Ajmer Dargah ahead of Urs celebrations; no explosives found after search
JAIPUR : A bomb threat to Ajmers revered Khwaja Moinuddin Chishti Dargah has triggered panic among security agencies just days before the annual Urs celebrations. An anonymous email claimed that the shrine would be blown up using RDX and IEDs and alleged that explosives had been planted at four locations inside the complex. The sender also warned that the blast would coincide with Russian President Vladimir Putins visit to India. Following the threat, security agencies were placed on high alert and Ajmer Police immediately evacuated the premises. The Ajmer Collectorate also received a similar threat. Once the alert was issued, police teams and intelligence officials rushed to the spot, vacated the building and launched a search operation. A multi-hour sweep of both locations yielded no suspicious objects. However, given the gravity of the warning, the administration continues to operate on maximum alert. Additional Superintendent of Police Deepak Sharma said, A threat to bomb both these places was sent to the Collectors email ID. Every corner of the Dargah and Collectorate was thoroughly searched. The search lasted for one hour at the Collectorate and two hours at the Dargah. No suspicious object was found at either place. The 814th Urs of Khwaja Moinuddin Chishti is scheduled to begin on December 17 with the traditional flag-hoisting ceremony. The formal commencement will follow a few days later after the moon is sighted. Security agencies have tightened vigilance following the threat. It may be noted that the dargah was previously targeted on October 11, 2007, when a blast during Roza Iftari killed three people and injured several others.

JAIPUR: Licensed Khadims will soon be the only ones allowed to conduct pilgrimages at the world-famous Ajmer Dargah of Khwaja Garib Nawaz. Acting on the instructions of the Central Government, the Dargah Committee has, for the first time in 75 years, initiated the licensing process for Khadims. On Monday, the government-appointed Dargah Nazim Mohammad Bilal Khan issued an official advertisement announcing that applications for Licensed Khadims will be accepted until January 5, 2026. However, the move has sparked sharp opposition. The Anjuman Committee at the Dargah has termed the decision as an attack on tradition and warned that 10,000 Khadim families and millions of followers from across India and abroad will protest against this move. Objections have also resurfaced regarding the installation of CCTV cameras inside the shrine. The Nazim had attempted to hold consultations before rolling out the licensing system. Two meetings were scheduled on November 24 and 27, but Khadim representatives did not attend either, after which the Committee proceeded unilaterally with the application process. The Khadims of Ajmer Sharif Dargah are a community of hereditary caretakers who belong to the Sayyid lineage. They have been the traditional caretakers of the shrine of the Sufi saint Moinuddin Chishti since medieval times, and their primary role is to assist pilgrims who visit the Dargah for spiritual solace and blessings. The decision has triggered unrest ahead of the Urs beginning December 16. Anjuman Yadgare Sufiyan, the principal Khadim organisation, has strongly opposed the move. Its secretary, Syed Sarwar Chishti, said during a press conference, This is our centuries-old ancestral and religious right. Since the Mughal era, Khadims have been performing their duties without any licence. The Dargah Committee cannot dare to take away this right. Warning of massive agitation, Chishti added, If the Committee continues this process, 10,000 Khadim families will gather inside the dargah complex. Millions of Khwajas devotees from across the country and the world will stand with us. We will not tolerate this. He further accused the Committee of repeatedly hurting the sentiments of the Khadim community, citing the dispute over CCTV installation. According to him, the Ministry of Minority Affairs does not spend on the Dargahs upkeep, while the salaries of government staff posted there are borne by the shrine itself. He also questioned the appointment of the Nazim, calling the committee non-existent and its orders arbitrary. We will seek to have this decision repealed. These unilateral decrees will not last long, he said. At the shrine, tensions between the Committee and the Khadim community are running high, and the issue could escalate into a major movement at any moment. Maintaining peace at the Dargah has once again emerged as a significant challenge. On the other hand, Dargah Nazim Mohammad Bilal Khan maintains that the licensing process is fully compliant with legal and administrative directives. This is being done strictly according to the rules of the Central Government and the orders of the court. No ones interests are being harmed, he said. He clarified that the system applies only to the Khadim community of Syed Zadgan and Sheikh Zadgan associated with the Dargah. The licensing framework, he said, is being implemented in accordance with Supreme Court and High Court orders, instructions from the Central and State Governments, district-level reports, and the Dargah Security Audit. Section 11(F) of the Dargah Khawaja Saheb Act, 1955 defines duties, identification norms, procedures, facilities, and measures for the welfare of pilgrimsprovisions that form the basis of this initiative. It is notable that since the formation of the Dargah Committee in 1956, three administrators and 37 Nazims have completed their terms, but none implemented a licensing system until now.

The study was conducted in Amritsar, Gurdaspur, Ferozepur, Kapurthala and Patiala to assess the impact of floodwaters that had brought large quantities of silt from higher reaches and deposited it in the fields. Test teams were sent to these areas to guide farmers in corrective measures before the rabi season. Over 20 soil samples were taken from each site at varying depths and distances from the river. The analysis warns of major challenges for the upcoming rabi season as the massive sand deposition will affect soil fertility, and urgent measures are needed to restore balance. At many places, as much as 4 to 5 feet of sand has been deposited. The pH levels were alkaline, and the electrical conductivity remained low, indicating no immediate salinity threat. On the other hand, organic carbon content averaged above 0.75 per cent, exceeding the States usual 0.5 per cent, with a few samples crossing the 1 per cent mark. Farmlands with heavier sand deposits showed reduced carbon levels. While phosphorus and potassium levels fluctuated, micronutrients like iron and manganese were found in unusually high concentrations, likely due to iron-coated sand particles carried by floodwaters. To restore soil texture, PAU has advised farmers to integrate organic matter into the soil as manure, farmyard poultry waste to stimulate microbial activity and support healthy root systems. The university has calculated that removing one foot of sand from one acre of land will require at least 350 trolleys for loading. The university advised farmers to follow recommended fertiliser doses and apply a 2 per cent urea spray (4 kg urea in 200 litres of water) 4050 days after sowing. In wheat and berseem crops, farmers should look for manganese deficiency and apply a 0.5 per cent foliar spray of manganese sulphate if symptoms appear, the university advised. Vice Chancellor of PAU Dr Satbir Singh Gosal said that now the state faces the twin challenges of sand deposition and formation of a dense, largely impermeable layer of soil beneath the topsoil, restricting water infiltration and root growth. While mineral-rich silt from the Himalayan foothills has added nutrients, it has also disturbed native soil profiles. Since sand is devoid of nutrients, it is going to affect fertility and may impact yield. Now, restoring balance is critical, he said. Gosal said that as of now, sowing of wheat has to be done in another three weeks, but in the areas where the soil has been affected, the process will get delayed and may impact productivity. Meanwhile, Dr Rajeev Sikka, head of the soil science department, said that around 5,000 acres of farmland in Punjab has been impacted. Dr Ajmer Singh Dhatt, Director of Research at the university, warned of hardpan formation due to sediment compaction, which he said could hinder water infiltration and root growth. He recommended deep tillage using chisel ploughs in heavy soils and thorough mixing of silt and clay in lighter soils to prevent layering. On the other hand, Dr Makhan Singh Bhullar, director of extension education, urged farmers not to burn paddy straw and instead incorporate it into the soil to enhance fertility.
