Mumbai Crime: Kanjurmarg Police Arrest 26-Year-Old Murder Accused Within 36 Hours After Chase To Jalna District

Mumbai: In a swift operation, the Kanjurmarg police have arrested 26-year-old Rohit Kachru Kharat for the brutal murder of a youth on February 14. The suspect, who had fled to rural Maharashtra after the crime, was tracked down and apprehended in the Badnapur area of Jalna district within 36 hours of the incident. Verbal spat escalated into fatal stabbing According to the FIR, the victim, Harsh Tushar Thakur, 23, a resident of Nahur East, was spending time with his friends Omkar Kadam and Nitin Magre near V.K. Krishna Menon College in Bhandup East in the early hours of Saturday. Between 1:15 AM and 1:45 AM, a minor verbal spat escalated into violence when the accused, Rohit Kharat, allegedly pulled out a sharp knife and stabbed Harsh repeatedly. Witnesses stated that Kharat threatened to kill anyone who tried to intervene before speeding away on his motorcycle. Harsh was rushed to Fortis Hospital, Mulund but was declared dead during treatment. Maharashtra ATS Conducts Raids In Ahilyanagar, Yavatmal Over Suspected Extremist Activity

The Maharashtra Anti-Terrorism Squad (ATS) conducted coordinated search operations in Ahilyanagar and Yavatmal districts early on Sunday morning, acting on specific intelligence inputs regarding suspected extremist activity and potential radicalisation networks, officials said. According to officials, ATS teams carried out searches at 12 locations in Ahilyanagar district.During the operation, around Rs 74 lakh in cash and sharp-edged weapons, including swords and knives, were seized. A case was registered at Bhingar Camp Police Station against two suspects for possession of sharp weapons. Several documents, mobile phones, electronic devices, and CCTV equipment were also taken into custody for forensic and technical scrutiny. In Yavatmal district, around 14 suspects from the Pusad and Umarkhed areas were brought in for sustained questioning.Sources said the probe is focused on their online activities, with investigators examining communication links, digital devices and documents. Officials added the material is being analysed for possible extremist propaganda or radical content, anti-establishment messaging, unlawful activities, financial trails, and links with individuals already under surveillance for suspicious online messaging or organisational contact. Officials emphasised that the operation followed specific intelligence suggesting that youths aged 18 to 27 in parts of the state had been influenced by extremist elements. They were reportedly drawn towards radical organisations through online propaganda, closed messaging groups, and local facilitators, and were allegedly engaged in suspicious activities. Sources said that a few months ago, during an investigation into online anti-national propaganda, security agencies had identified the alleged movement of a self-radicalised group of youths in Ahilyanagar and Yavatmal and began tracking their activities. The intelligence was shared with the ATS, its sister agency, which then intensified surveillance and monitoring of the group. Investigation reveal that the identified individuals were initially associated with an religious welfare organisation,believing its ideology partially aligned with their thinking. Though partially radicalised, the youths were well-educated, with some employed in respectable jobs. When the organisation allegedly failed to meet their objectives, they gradually distanced themselves and gravitated towards a self-radicalised wing. Within this online social network, the youths began interacting with each other and attracting individuals with similar mindsets. Discussions that initially focused on lectures by Islamic scholars reportedly shifted to alleged radical content, alleged anti-establishment sentiments, opposition to the central government, communal unrest, and alleged atrocities against Muslim over the past few months. Investigators said these conversations allegedly escalated to planning serious crimes, including potential lone-wolf attacks, highlighting the risk of larger unlawful activities. The aim is to intervene before any violent act occurs, said a senior official familiar with the probe, speaking on condition of anonymity. Through online propaganda and local facilitators, vulnerable youth were being targeted. This operation aims to prevent escalation. Investigators are continuing to analyse communication logs, social media interactions, and other digital footprints to map the network fully. The ATS is coordinating with other state and central agencies to identify facilitators, financial backers, and possible links to broader extremist outfits, officials said. Economic Survey 2025-26 Targets RTI Act, Suggests Ministerial Veto To Deny Information

After a decade of existence and showing the scars of legislative fetters on its working, the Right to Information (RTI) Act has attracted adverse attention in the Economic Survey 2025-26. The survey frowns on the law as posing a risk of becoming an end in itself with disclosure celebrated regardless of its contribution to good governance. The survey does acknowledge the wide perception of the law as one of Indias most powerful democratic reforms but makes a suggestion for a ministerial veto to deny information. What remains of the RTI Act is a pale shadow of its original self. The bureaucracy was smarting at the prospect of forced disclosures when the law was enacted under the UPA, led by Manmohan Singh, who, ironically, later spoke of the need for a fine balance between the disclosure and the privacy of individuals. Before 2014, the BJPs RTI cell vowed to continue its campaigns even after the party came to power. It had already filed over 2,000 applications and used it to fuel its legal cases, such as the one alleging impropriety in the Commonwealth Games preparations of 2010. After the NDA came to power, its appetite for openness disappeared. Although the Act exempts personal information under Section 8(1)(j), where it has no public interest or would cause unwarranted intrusion into the privacy of an individual, the government viewed it as a potent weapon in the hands of transparency activists. The law made access to information possible for any citizen, on a par with the information that could not be denied to Parliament and state legislatures. That well-thought-out provision was buried through the Digital Personal Data Protection Act, 2023, which amended the RTI, although the judgement that was used as the basis, the Supreme Courts Puttaswamy order, did contain ways to preserve the right to information. That was done by including the test of public interest while safeguarding the privacy of personal data. Misguided emphasis: The focus of the Economic Survey is on changes to the RTI Act that would narrow the scope of information requests and virtually cut the laws feet to make it stand no taller than the less-empowering legislation abroad. What seems to appeal most to the surveys authors are exclusions that it cites in the US law, such as personnel rules, inter-agency memos, and financial regulation reports; in the UK, on policy formulation, where public interest may be harmedwith a ministerial veto available against court orders; and in South Africa, where policy deliberations are said to be excluded. What is particularly disconcerting to the survey is the inclusion in the RTI Act of file notings, internal opinions, and draft memos, a level of openness that it thinks could inhibit officials from expressing bold ideas. This is counter-intuitive, since officials with bold ideas that have been carefully considered would like to place them before the public to force the much-needed change in decision-making processes. There is also evident anxiety in the survey about access provisions. For one, it cites the Girish Ramchandra Deshpande judgement of 2013 to underscore judicial protection to keep personal records of a public servant secret, in spite of protection already contained for such information under Sec.8 (1) (j). The survey wants casual requests that add little value to public interest on things such as service records, transfers, and confidential staff reports excluded. An alarming recommendation is a narrowly defined ministerial veto, subject to parliamentary oversight, to guard against disclosures that could unduly constrain governance. The Supreme Court ruled on unfilled vacancies in various Information Commissions (IC) that create mountains of pending appeals. Last year, the court heard that there were 28,000 appeals yet to be taken up, and, in spite of giving an undertaking to fill the Central Information Commission vacancies in three months, the Union government went about it leisurely. Nationally, four lakh appeals were pending in October 2025. In the dark: Failure to advance the RTI, so vital to improving governance, finds no mention in the survey. It could have expressed worry, for instance, that failure to implement proactive disclosure of official records under Section 4 has enfeebled the Act. Even where public interest calls for the disclosure of taxpayer-funded schemes and contracts, government departments and agencies deny requests, citing exemption of third-party information. Few Information Officers get penalised. At another level, the lack of protection for those who use the law has resulted in assaults, police cases, and even murder of applicants, besides intimidation. In Gujarat, for example, less than 45% of the RTI applications received a response since 2019, says the Mahiti Adhikar Manch, while the states Information Commission imposed a lifelong ban on ten people from seeking information four years ago because they filed multiple queries, were cantankerous or were harassing government officials. Seven State Information Commissions were defunct for various periods during 2023-24. The survey could have deplored the hobbling of the RTI in multiple ways. Six years ago, the Union government introduced amendments empowering it to make rules on tenure, salaries and post-retirement benefits of the ICs, dangling a sword over their heads. Recently, even a dissent note from the Leader of the Opposition on the appointment of the Chief Information Commissioner and Information Commissioners could not be accessed, and the Supreme Court saw no merit in a plea to direct its publication. Just days ago, the apex court was told that Jharkhand, where the IC failed to work for years at a time, would appoint commissioners by February end. Maharashtra failed to add commissioner posts to dispose of pending appeals, prompting the court to order the addition of three. In Himachal Pradesh, the appointment process was restarted because suitable candidates did not apply. None of these concerns figure in the survey. The writer is a senior journalist.

BMC, MPCB Partner With The Ocean Cleanup For Plastic Control In Mumbai Waterways

Mumbai: Plastic-trapping barriers will be deployed at the Malad and Trombay waterways, which are expected to recover between 61 and 92 tonnes of plastic annually once fully operational. The first phase of deployment will be in monsoon 2026. The deployment is part of a collaboration between Netherlands-based non-profit The Ocean Cleanup, the Brihanmumbai Municipal Corporation (BMC) and the Maharashtra Pollution Control Board (MPCB). The initiative aims to prevent large volumes of plastic waste from entering the Arabian Sea and the Indian Ocean, the PR department of the MPCB confirmed. This year, we are deploying Interceptors in Mumbai, India to stop an estimated 5 million kilograms of plastic waste from entering the Arabian Sea and Indian Ocean every year. This pollution impacts about 220 km of coastline, 152 sq km of mangroves, 107 protected species and nearly 1.9 million livelihoods dependent on coastal and marine ecosystems. Urban runoff, industrial discharge and inadequate waste management practices have been identified as the primary sources of plastic leakage. Mumbai will witness the deployment of barriers to stop the flow of plastic waste into the Arabian Sea and the Indian Ocean. The first deployments will focus on the Trombay and Malad waterways, identified through a data-driven analysis as major contributors to ocean-bound plastic waste, the organisation said in a statement. With such a large proportion of plastic on Indias coasts, stopping waste before it reaches the ocean is crucial in safeguarding the ocean against plastic pollution, it said, adding that Mumbai has been identified as a priority intervention point under the organisations 30 Cities Programme. Fit India Champion Pawan Mann: From the capital city to the peaceful landscapes of Dehradun and nearly all districts across the country, fitness enthusiasts participated in the 61st edition of Fit India Sundays on Cycle (SOC) at close to 1000 locations. The FIT India Movement was launched on August 29, 2019, by the Honourable Prime Minister to make fitness a vital part of daily life. Its goal is to promote behavioural changes and encourage a more active lifestyle. Last year, Union Minister of Youth Affairs and Sports Mansukh Mandaviya introduced Fit India Sundays on Cycle to promote cycling as a fitness activity and to address key issues, including combating obesity and reducing pollution. Over the past year, the programme has reached the remotest areas of the country, transforming into a People's Movement led by the people, with the Fit India Mission of the Ministry of Youth Affairs and Sports serving as a catalyst. This week was no exception, as thousands took to the streets to cycle across the nation. In Delhi, the popular Sunday event was relocated from the city center to Najafgarh, the hometown of legendary cricketer Virendra Sehwag, to broaden participation and attract more fitness enthusiasts. In Najafgarh, excitement was in the air as residents gathered early to experience a unique community fitness program. As 55-year-old Ratan Mittal registered for his cycle, he said, Initiatives like these motivate people of all age groups to step out together. This is not just a fitness movement, it is also a community bonding exercise. My son has come with me, I don't remember the last time we cycled together. This is a wonderful experience. The same careful reading is required when we confront disturbing statistics. When reports revealed that authorities in Maharashtra stopped 6,428 child marriages in seven years, many reacted with alarm. Commentators spoke of a spike. Some suggested the state was sliding backward while India aims to eliminate child marriage by 2030. The assumption was simple: more cases stopped must mean more child marriages occurring. But that conclusion mistakes visibility for growth. A rise in interventions does not automatically indicate a rise in crime. Child marriage has long existed in silence, shielded by social acceptance and underreporting. When cases surface and are prevented, it often signals that communities are speaking up and systems are responding. Earlier data underscores the depth of the challenge. Drawing from Census 2011, the National Commission for Protection of Child Rights, in 2017, identified 70 districts across 13 states with high child marriage prevalence. Sixteen of those districts were in Maharashtra. The burden was real. What changed was not the existence of the problem, but the response to it. At the national level, awareness campaigns such as Bal Vivah Mukt Bharat brought conversations about girls education, legal consequences, and early marriage into communities once beyond the reach of policy messaging. Over time, child marriage began to be viewed less as tradition and more as a violation. At the state level, enforcement strengthened. The Prohibition of Child Marriage Act, 2006 provided a firm legal foundation, and Maharashtra reinforced it through the Maharashtra Prohibition of Child Marriage Rules, 2022. These rules introduced accountability at the grassroots. Schools must report prolonged absences. Child Marriage Prohibition Officers monitor dropouts and coordinate with gram sabhas. District initiatives further shifted the landscape. Campaigns led by local police in Solapur demonstrated how law enforcement can prevent rather than merely react. By tracking vulnerable cases and directly engaging families, authorities disrupted marriages before they occurred and signalled that child marriage is not a private affair immune from scrutiny. For instance, 17 NGO partners of Just Rights for Children are working in 30 vulnerable districts of Maharashtra and have stopped 10,556 child marriages in the last one year. Just Rights for Children is the countrys largest network with over 250 partner NGOs working across the country for child protection. Working on the 3P model of Prevention, Protection and Prosecution, the NGOs work in tandem with administration and law enforcement agencies to end child marriage by 2030. In a recently conducted research, Tipping Point to Zero: Evidence towards a Child Marriage Free India, by Centre for Legal Action and Behavioural Change for Children (C-LAB), an initiative by India Child Protection, clearly shows that local authorities such as panchayats and gram sabhas, and NGOs have a huge role to play in this shift in Maharashtra. The report showed that 100% respondents were aware of the laws about child marriage and they credited NGOs (81%) and local authorities (73%) as the top sources of their information on child marriage laws. Higher reporting, then, is not evidence of decline. It signals accountability. Each prevented marriage represents a child protected. Exploring The Hidden Gems Of Indias Folk Music

One always talks of the richness and diversity of Indian folk music forms, right from the variety of styles and range of instruments to the sheer excess of talent in each language and state. And though festivals like Jodhpur RIFF, Ruhaniyat, Roots at Mahindra and the earlier Paddy Fields have showcased artistes from different sub-genres, one always feels a lot more needs to be done to familiarise styles from across India. In some ways, the seminar on folk music organised recently at the Experimental Theatre by the National Centre for.the Performing Arts (NCPA) and the International Foundation for Fine Arts was quite beneficial to folk lovers. After Shekhar Sen talked about the role of folk music lok geet - in todays culture, there were sessions by Malini Awasthi on Uttar Pradesh styles, Ashit Desai and Hema Desai on Gujarat, Chandan Tiwari on Bihar, Nandesh Vitthal Umap on Maharashtra, Ratnaboli Bose, Rangoli Biswas and group on Bengal and Rakesh Tiwari on Chhattisgarh. Unlike most seminars, which are filled with speeches and PowerPoint presentations, this one was more like a set of live demonstrations with brief lectures thrown in. Some people felt a seminar on folk music was incomplete without Rajasthan and Punjab, but then, there has been an overdose of shows depicting these states. Chhattisgarh and Bihar folk is heard less in Mumbai, and the presentations acted as eye-openers. One also got to know about the specialities of different states like Bhavaiya, Bhatiyali and Jhumur from Bengal, or Garba, Lagangeet or Bhavai from Gujarat or Sohar, Chaiti and Bidaai from Uttar Pradesh. Whatever region they belong to, folk songs come under specific categories. They can involves tales of gods and goddesses, kings and clowns, heroes and villains, real and fictional. They could be associated with different stages, from birth to marriage and bidaai to death. They could be about different festivals or seasons. The scope is endless. Each district in India has its own special flavour, and with spoken dialects changing from town to town, one notices a change in the style of music too. One welcomes the broader intent of the seminar and also the sheer variety of songs sung by the participants. But there are a couple of things one needs to look at. For a field as vast and diverse as Indian folk, a single days programme seemed inadequate. Only one hour was slotted to each participant, and that duration was cut to 40 minutes after the first few sessions. Thus, many of them were only able to skim the surface. A two-day seminar, with representation from more states, would be better. Secondly, considering that entry was open to all without any ticket fee, it was surprising to see so many empty seats. The attendees included musicians, researchers, connoisseurs and students, but there were obviously many who missed something enriching. While one hopes such a seminar becomes a regular feature, one also looks forward to Living Traditions at the Experimental Theatre on March 6 and 7, which will focus on the folk forms of Arunachal Pradesh. Considering that not much is known about the states culture within Mumbai circles, there will be plenty to learn here. Australian Drummer Alexander Flood Brings Jazztronica Groove To Mumbai's NMACC Over the past seven or eight years, barring the Pandemic period, there have been regular activities to promote different folk styles. Showcase Events organised the Sounds From The Desert shows to highlight the music of Rajasthan and later Fankar-e-Kashmir to identify talent from the northern states. The Amarrass nights in Delhi feature folk artistes. Apart from the purer forms, there has been an increase in folk-fusion acts, where the aim is to attract the younger generation by blending traditional styles with jazz, rock or electronica. Besides acts like Indian Ocean, Advaita, Swarathma, Raghu Dixit, Himali Mou and Tapi Project, the Coke Studio series has showcased some talented artistes. Yes, there have been sincere efforts. But they all seem to be travelling in different directions. This is where seminars, workshops and guided listening sessions can play a role in creating more awareness.

Bombay HC Upholds Panvel TDR Premium Rule, Dismisses Developers Challenge

Mumbai, Feb 14: The Bombay High Court has cleared the Maharashtra governments policy allowing developers in Panvel to use a large portion of Transferable Development Rights (TDR) by paying a premium, ruling that the measure is lawful, optional, and aimed at correcting a supply imbalance. A bench of Chief Justice Shree Chandrashekhar and Justice Gautam Ankhad, on Friday, dismissed a batch of petitions challenging the October 7, 2024 notification and the insertion of Clause 10.16 in the Unified Development Control and Promotion Regulations (UDCPR). Details of the amendment The amendment allows developers within the jurisdiction of the Panvel Municipal Corporation to utilise up to 75% of the permissible TDR component by paying a premium linked to government land rates. The remaining 25% must still be sourced as TDR. The provision is temporary and will remain in force until Panvels development plan is sanctioned. Petitioners argued that the change undermines the statutory framework under which landowners surrender plots for public purposes in exchange for TDR. Counsels for the petitioners senior advocates Milind Sathe, Anil Anturkar and Anil Sakhare submitted that the premium route would reduce demand for market TDR, financially strain the planning authority, and make TDR less viable. States defence and courts findings The state, through senior advocate Ashutosh Kumbhakoni and advocate Neha Bhide, countered that a large portion of Panvel lacked a sanctioned development plan, leading to negligible TDR generation. This created a sharp mismatch between demand and supply and raised concerns of price cartelisation. The amendment, it said, merely provides an additional option and does not force developers or landowners into any particular route. The court agreed with the state and observed: Having considered the rival submissions and examined the record, we find no merit in the challenge to the notice dated 15th March 2024 or the impugned Notification dated 7th October 2024. We do not find that the said notice or the impugned Notification is arbitrary, illegal and ultra vires the MRTP Act. The judges stressed that the amendment does not change the overall permissible Floor Space Index (FSI) or dismantle the TDR framework. Developers remain free to source TDR entirely from the open market if they choose. Limited scope of judicial review The court also reiterated that judicial review of planning policy and delegated legislation is limited. A regulation cannot be struck down merely because it affects commercial expectations or market value. Rejecting claims that the amendment imposes an illegal levy or renders TDR meaningless, the bench held that valuation remains market-driven and the premium mechanism falls within statutory powers. Neither the MRTP Act nor the UDCPR prescribes or guarantees any fixed value for TDR. The value of TDR is governed by market forces of demand and supply. A regulatory measure that incidentally impacts commercial expectations or market valuation cannot, by itself, be a ground to invalidate delegated legislation, particularly when the measure is aimed at correcting distortions in the planning framework, the bench said in its detailed judgment, while dismissing the petitions. Bombay HC Upholds States Reservation And Rotation Policy For SC/ST In Local Body Elections

Mumbai, Feb 14: The Bombay High Court has upheld Maharashtras reservation and rotation policy for Scheduled Castes (SC) and Scheduled Tribes (ST) in local body elections, dismissing a batch of petitions that challenged ward delimitation and a rule treating the upcoming polls as the starting point of a new reservation cycle. The petitions were filed after the local bodies elections across the state were announced. However, the High Court heard the petitions last month and reserved it for orders. The judgment was pronounced on Friday. Challenge to Rule XII rejected A bench of Chief Justice Shree Chandrashekhar and Justice Gautam Ankhad ruled that the challenge to Rule XII of the Maharashtra Zilla Parishads and Panchayat Samitis (Manner and Rotation of Reservation of Seats) Rules, 2025 was legally unsustainable. The rule treats the upcoming elections as the first cycle for rotating reserved seats. Several petitioners claimed their objections to ward boundaries were ignored and argued that restarting the rotation cycle would unfairly repeat reservations in some constituencies. According to them, once a ward benefits from reservation, it should not be reserved again until others get a chance. The State defended the framework, saying changes in population and ward boundaries required a fresh system to ensure fair representation. Courts observations on reservation framework Focusing on the SC/ST reservation policy, the court said the Constitution clearly mandates reservation for historically underrepresented communities to promote equality in grassroots democracy. However, it noted that the method of rotation is not rigid and must account for practical realities such as delimitation. The Constitution gives a mandate to the State to accord special treatment to underrepresented communities, the bench observed, describing reservation as an important tool of social justice. The judges said some overlap in reserved seats may occur when boundaries or population patterns change, and such repetition does not automatically violate constitutional principles. Emphasising harmonious interpretation of the rules, the court said laws must be read in a way that makes them workable and supports their purpose. It added that the right to contest elections is regulated by statute and cannot override a valid reservation framework. Petitions dismissed Stressing that timely local body elections are vital for effective self-governance, the bench concluded that the petitions lacked merit and dismissed them, allowing the revised SC/ST reservation rotation policy to proceed. The individuals right to franchise and right to contest the elections are not unfettered rights and are regulated under the statutory provisions, the bench noted in its detailed 55-page judgment, while dismissing the petitions. Furthermore, only 7% of Urdu-medium schools have computer laboratories, an allocation for digital upgradation would benefit the students.
