Despite a crisis in waste management following the fire at Brahmapuram and amid the protests, we could conduct a development seminar with good participation. The public planning projects for 2023-24 were formulated and the projects were approved by the district planning committee too. The council also passed the budget which includes important decisions for the development of the city, he added. Despite opposition towards the ruling front, the mayor claimed that opposition parties usually participate in the planning of the annual budget and developmental projects, and put forward their opinions. However, he criticised the UDF councillors for approaching the District Planning Committee to cut short the corporations plan fund, which is the first time in the history of the corporation that a political party has taken such an irresponsible stand. The mayor also mentioned that Kochi is second in implementing peoples planning projects in the state and is only 1% away from securing the first position from Thrissur corporation. However, the protest against the mayor has turned into a protest against urban development, and the opposition has been criticised for taking an anti-urban approach instead of overcoming the current crisis in the waste management sector through cooperation. Chennai News The budget, tabled by Mayor R Priya on March 27, places primary focus on education and infrastructure. Greater Chennai Corporation (GCC) Mayor R Priya tabled the city Budget for the financial year 2023 - 2024 on Monday, March 27. The budget places primary focus on education, infrastructure, stormwater drain and other projects, including new schools, traffic management, ward development funds and more. Here are some of the highlights of the Chennai budget: Education Sector The GCC said that it would provide counselling to adolescent students studying in corporation-run schools, allocating Rs 30 lakh in the budget to hire counsellors. Further, Rs 25 crore is allocated for maintenance of corporation schools, including repairing the roofs with epoxy waterproofing technology. Under the Namakku Naame scheme, smart classrooms with internet access will be developed in corporation schools, Priya announced. In order to encourage school teachers who helped students achieve 100% pass results, the GCC will provide aid of Rs 3,000 to help them enrol in online training courses. The GCC has allocated Rs 12 lakh for the programme in this years budget. Further, in a big step to encourage students to pursue higher education, the GCC will increase the financial aid from Rs 1,000 to Rs 10,000 for those who earn centum marks in Higher Secondary School Certificate exams. It will be helpful for the students for their higher studies, Priya said. For this initiative, GCC has allotted Rs 10 lakh. Mayor Priya also announced that the GCC will bear first-year tuition fees of students who clear the national-level entrance exams like the Joint Entrance Exam (JEE), Common Law Admission Test (CLAT) and National Eligibility cum Entrance Test (NEET) and enter the institutes like IIT, National Law School of India, AIIMS, and MMC. Priya also said that medical camps will be set up every three months in schools for health checkups for students. Under the Namakku Naame scheme, with an investment of Rs 3.13 crore from Capital and Hope Foundation India, the Chennai corporation will also build a model school on Anna Road at a cost of Rs 6.26 crore. Traffic management Chennai corporation officials will join hands with the city police and traffic police personnel in order to ease traffic in the city, including removing abandoned vehicles from roads which create traffic snarls. Further, three of the cleanest wards from each zone will be rewarded for efficient solid waste management. Stormwater Drain (SWD) project With financial assistance from the Asian Development Bank, stormwater drains will be constructed in zones 1, 2, 3, 6, 7, and 8 in Chennai. The project will benefit the people of Tiruvottiyur, Manali, Madhavaram, and Ambattur. A sum of Rs 1000 crore has been allocated for it. In the core city, the SWD project will be taken up in the places which were not covered in the previous financial year. The corporation has allotted Rs 232 crore for the construction of stormwater drains, with an additional Rs 55 crore for desilting the stormwater drains. Mortuary Chennai city corporation is planning to construct a mortuary for those who die of sudden natural causes or accidents and if their immediate kin live abroad. The bodies of the deceased persons will be kept in this mortuary until their relatives can come and collect them. This Public Private Partnership programme will set up the chamber in Anna Nagar Velangadu crematorium at the cost of Rs 1 crore. Before implementing this project, the city corporation said that it will receive feedback from the citizens to proceed further. Makkalai Thedi Mayor Priya introduced a program called Makkalai Thedi Mayor, in which the mayor herself will receive the public grievances from all the zones every month. People can directly meet the mayor and air their grievances. Ward Development Fund From the financial year 2023-2024, the ward development funds for each councillor will be increased from Rs 35 to Rs 40 lakh per year. The family security fund for the councillors also increased from Rs 1 lakh to Rs 3 lakh. This fund will be provided to their kin if a sitting councillor dies.

DHARMAPURI: Farmers in Dharmapuri said that the government has failed to fulfil the long-term demand for setting up the Cauvery surplus water scheme and expressed dissatisfaction with the agriculture budget 2023-24, which was announced last week. S Jayapaul, another farmer from Kambainallur, said, The groundwater levels in parts of the district have sunk alarmingly low. Farmers rely on groundwater for cultivation and it needs to be recharged. If the Cauvery surplus water scheme is implemented, it can recharge the groundwater and farmers can have water even in the harshest summer. Officials from the Dharmapuri administration said, The request has been forwarded to the state government by various farming outfits in Dharmapuri.

Finance minister Kailash Gahlot on Wednesday presented a Rs 78,800 crore budget in the Delhi assembly for the financial year 2023-24 with the announcement of nine schemes as part of the G-20 preparations. The budget focuses on the following five sectors. HEALTH The key highlights for the health sector in the Delhi governments budget 2023-24 were that the government plans to provide 100 more mahila mohalla clinics, 450 free diagnostic tests and twice the bed capacity at the hospitals. The government has proposed an outlay of Rs 9,742 crores to achieve the same. Finance Minister Kailash Gahlot said that the government plans to open 100 more mahila mohalla Clinics based on the experience of four such clinics opened in the last one year. Our survey revealed that 51% of women do not go to the doctor despite having symptoms. We created 4 special clinics for women so that they feel comfortable in seeking medical aid. In the first four months, more than 42,000 patients visited the mahila mohalla clinics, he said. He also said that the government proposed to increase the number of freediagnostic tests from existing 250 to450 which will be available atpolyclinics and hospitals. Gahlot also announced that the total bed capacity in city hospitals will be increased to 30,000 in coming years. Talking about the Dr. Ambedkar Schools of Specialized Excellence which started with 20 schools in 2021, he said, We will now increase it to 37 in the coming year. Our target is that every child of Delhi who has a specialized talent should be able to get admission in a SoSE nearest to their home. The government will soon roll out the App Based Premium Bus Aggregator Scheme, which will allow private bus operators to offer app-based premium AC buses. Delhi Finance Minister Kailash Gahlot said Delhi Jal Board is working in mission mode on two important aspects for the people of Delhi -- first is the CleanYamuna project and second is 24x7 supply of clean water. This shows that due to the efforts of the government, the number of good days has started to increase, he said. On talking about the forest cover boosting initiatives, Gahlot said, Delhi has per capita forest cover of 11.6 square meters which is more than any other mega city in the country. Compared to Delhi, Hyderabad has per capita forest cover of 10.6, Bengaluru 10.4, Mumbai 6.0 and Chennai 2.6. Last year, the government prepared a 15 point winter action plan. A green war room was created to coordinate the actions of 27 agencies in leading the fight against pollution by identifying dust, garbage burning and other pollution hotspot areas. The government also deployed 84 mechanised road sweeping machines, 609 sprinklers and 639 anti-smog guns during the winter months to control air pollution. NEW DELHI: Finance minister Kailash Gahlot on Wednesday presented a Rs 78,800 crore budget in the Delhi assembly for the financial year 2023-24 with the announcement of nine schemes as part of the G-20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year.This is the ninth consecutive budget of the Aam Aadmi Party (AAP) government. This was the first time that Gahlot presented the budget after taking charge of the finance department following the resignation of deputy chief minister Manish Sisodia who was arrested by the CBI in connection with the Delhi excise policy scam case. I would have been happier if this budget was presented by Manish Sisodia who is like my elder brother. The budget is an expression of expectations and aspirations of the people, Gahlot said in his budget speech. The minister said the budget is dedicated to a clean, beautiful and modern Delhi with Rs 19,466 crore to be spent on the upgradation of 1,400 kilometres of roads in the next 10 years. The government has allocated Rs 2,034 crore for 2023-24 for various infrastructure projects. He announced that local bodies will be given financial assistance of Rs 8,241 crore in the financial year 2023-24.Every possible help will be given to the MCD to remove the three mountains of garbage in Delhi. We will connect all colonies to the sewer network. Increase capacities of sewage treatment plants to clean Yamuna river, he said. The government will undertake the upgradation and beautification of the road network, construction of 26 flyovers, three double-decker flyovers in collaboration with DMRC, including 1,600 e-buses, carry out electrification of bus depots, construct world-class ISBTs and work to remove landfill sites and clean Yamuna. Out of 26 flyover projects, 10 are in the construction stage while plans for 11 have been sent to UTTIPEC for clearance. Gahlot also rued the fact that despite its huge contribution, the Centre has been allocating just Rs 325 crore to Delhi as its share in central taxes.Addressing the assembly, the minister said that the budget has nine schemes as part of G-20 summit preparations. Tamil Nadu Agriculture Budget: Rs 450 crore allocated for micro irrigation
TN Budget 2023 Minister MRK Panneerselvam said that mirco irrigation was the most important factor for the improvement of agriculture in the state and hence such a huge allocation was made for it. IANS Tamil Nadu Agriculture minister MRK Panneerselvam on Tuesday, March 21, presented the state's agriculture budget in which Rs 450 crore allocation was made for micro irrigation. In his speech in the Legislative Assembly, the minister said that mirco irrigation was the most important factor for the improvement of agriculture in the state and hence such a huge allocation was made for it. The agriculture minister has allocated Rs 26 crore for organic farming, 20 crore for coconut farming, Rs 14 crore for alternative farming, Rs 19 crore for the availability of tomatoes throughout the year and a sum of Rs 29 crore to ensure the availability of onions throughout the year. The minister said that an amount of Rs 14 crore was allocated for alternative farming and Rs 50 crore for providing interest-free loans to improve animal husbandry. The budget also said that an amount of Rs 12 crore was allocated for continuing the Sustainable Cotton Cultivation Mission. An amount of Rs 2,337 crore was allocated as the state government's share of premium subsidy for crop insurance. The agriculture minister said that the state government would allocate Rs 253 crore to provide special incentive of Rs 195 over and above the Fair and Remunerative Price (FRP) of Rs 2,821 per Metric Tonne of cane announced by the Union Government. For the basic details of the farmers like bank account, Aadhaar Number of land owners and cultivators, land details and crop cultivation details will be collected and digitised through a new portal GRAINS (Grower Online Registration of Agriculture Input system). This is proposed to be a 'One Stop Solution' for farmers. The minister also proposed that 150 farmers from the state would be provided overseas training in new farming techniques. He said that the farmers would be taken to countries where modern methods of farming are deployed including in Israel, the Philippines, the Netherlands, Egypt, Malaysia, and Thailand. The minister, while presenting the budget, said that deploying high yield technologies have led to high productivity in certain countries and farmers of Tamil Nadu would be eager to adopt these technologies in their fields if they are provided an opportunity to visit these countries and see for themselves the improvement in farming there. Panneerselvam also announced a project to create a gene bank of traditional vegetable seeds to popularise them and an amount of Rs 1.5 crore was sanctioned for the project. He said that the district level seed festivals would be conducted and state level seminars would also be held. He said that the farmers who have preserved maximum traditional vegetable seeds will be given awards and added that these traditional seeds would be multiplied at the state horticultural farms and distributed to farmers and the public.

Earlier,Vijender Gupta had sent a notice for breach of privilege over the alleged leaking of the Budget by the AAPs leaders and requested referring the matter to the privileges committee for further investigation. In this regard, Speaker Ram Niwas Goel said, According to the rules, such a notice should be given three hours before. You are also saying that it should be taken up for discussion. It seems the aim is to create a ruckus and waste the time of the House. Speaking on his suspension, Gupta said that his notice was in accordance with the rules of the Assembly. As per the rulebook, the notice fulfilled all three conditions the question is restricted to a definite matter of recent occurrence, the subject matter of the notice shows prime facie a question of breach of privilege and contempt and matter requires the intervention of House. Instead of taking action, I was marshalled out, he said. Finance minister Kailash Gahlot leaked the Budget 2023 through his social media account before it was presented in the House, which was also shared by the AAP leader Gopal Rai. Kejriwal: Stalling Budget an attack on Constitution
Calling the alleged obstruction an attack on the Constitution, Kejriwal questioned the claim that the Budget provision for media expenditure was higher than the infrastructure budget. NEW DELHI: On a day the Union Home Ministry approved the Delhi Budget following a clarification from the AAP government, clearing the way for its presentation, an irate Chief Minister Arvind Kejriwal hit out at the Centre accusing it of stalling the Budget for ego satisfaction. Calling the alleged obstruction an attack on the Constitution, Kejriwal questioned the claim that the Budget provision for media expenditure was higher than the infrastructure budget. We allocated 20,000 crore for infrastructure and around Rs 500 cr for advertisement, the CM told the Assembly. How 20,000 is greater than 500? Irrigation projects in AP to be a game changer
Nine projects will provide drinking water to over 3,000 villages in North AP dist: Officials VIJAYAWADA:The long-pending nine irrigation projects in North Andhra districts are set to be completed in a period of one year, commencing from June 2023. Once completed, these projects are expected to be a game changer for backward North Andhra districts. Since 2019 till the end of 2022, a total Rs 543.25 crore was spent on these nine projects, as disclosed in the AP State Legislative Assembly on the first day of the ongoing Budget session. In the budget 2023, a fund worth Rs 394.23 crore was allocated for irrigation projects in the coastal districts. The nine ongoing projects are BRR Vamsadhara Project Phase - 11 or Stage - II, Sardar Gouthu Lachanna Thotapalli Barrage project, Gajapatinagaram Branch Canal, Mahendratanaya Off Shore Reservoir, Interlinking of Vamsadhara and Nagavalli Rivers, Tarakarama Tirtha Sagaram Reservoir, Sri Gorle Sriramulu Naidu Mudduvalsa Reservor Pojrect (stage 2), Vasireddy Krishna Murthy Naidu Janjhavathi Reservoir project, and Lift Irrigation Scheme at 2.40 km of the right main canal of Gotta Barrage to Hiramandalam Reservoir. Among these, most of them commenced more than a decade ago, but have picked up pace in the last few years. Speaking to TNIE, S Sugunakar Rao, Chief Engineer (Water Resources) for North coastal districts said that the objective of these projects is to create an additional ayacut of 3,06,900 acres, besides stabilising 2,87,000 acres. As these projects are under different stages of completion, we have been providing irrigation waters in parts of the ayacut for some years now. Under Thotapalli Barrage, out of a total of 1.31 lakh acres of ayacut, already 85,000 acres of land is being provided with irrigation water. Under Mudduvalasa, out of 37,500 targeted acres, 24,700 acres are being irrigated, under Janjhavathi, 9,000 acres are being irrigated, he added. Besides water for irrigation for lakh of acres, these nine projects will be providing drinking water to more than 3,000 villages, especially projects like Hiramandalam Reservoir and Mahendratanaya Off Shore Reservoir. It is well-known fact that several rural pockets in North coastal districts face an acute shortage of drinking water, especially during summer. These projects are providing drinking water to several villages.

The file was received in the L-G secretariat at 9:25 pm and was sent back to the Chief Minister at 10:05 pm after the approval of the L-G, for further action as per law, said an official from the L-G office. Earlier Finance Minister Kailash Gahlot tweeted, We have responded to the concerns of the MHA (Ministry of Home affairs) and submitted the file back to the L-G, after CMs approval, at 9pm today. CHENNAI: Tamil Nadu Finance minister Dr PTR Thiagarajan on Monday allocated Rs 500 crore towards the Chief Minister's breakfast scheme for government school students in the state. While tabling the state budget 2023-24 in the Assembly, Finance Minister Thiagarajan said that presently, 1.48 lakh students are benefitted in 1,937 schools by the scheme. Since it has resulted in increased attendance in schools, the scheme will now be extended in all the government primary schools of the state. He said that 18 lakh students will be benefitted by extending the scheme to all primary schools. In the budget speech, the state finance minister said that M. Karunanidhi memorial multi-super specialty hospital in Guindy will be unveiled this year. A library named 'Kalaignar Nootrandu Noolagam' will be established in June with world-class facilities for students, including the differently-abled. Schools that are presently functioning under the Adi Dravidar Welfare Department, BC, MBC, Minority welfare department, HR&CE department will be brought under the school education department and merged. The budget, according to the finance minister, allocated Rs 40,299 crore for the school education department and an amount of Rs 6,967 crore for the Higher education department. Rs 7,000 crore has been set apart in the budget for the 'Magalir Urimai Thogai', said State Finance Minister Palanivel Thiaga Rajan. CHENNAI: Announcing the rollout of one of its key poll-time assurances made in 2021, the ruling DMK on Monday said the scheme providing Rs 1000 per month assistance for eligible women heads of families will be launched in September this year. Coinciding with Dravidian stalwart and party founder, the late CN Annadurai's birth anniversary on September 15, the launch of the 'game-changer' initiative would come months ahead of the 2024 Lok Sabha polls, where the DMK has set its eyes on its led alliance sweeping all the 39 seats in Tamil Nadu and the lone Puducherry segment. State Finance Minister Palanivel Thiaga Rajan on Monday presented Budget 2023-24 in the Assembly and announced that the monthly assistance scheme would be launched by Chief Minister M K Stalin. Making the announcement in his Budget address, he said the modalities were being worked out for the scheme's implementation and Rs 7,000 crore has been set apart in the budget for the plan. It shall be a game changer in the socio-economic life of women of the State, he said. Dravidian icon and DMK founder CN Annadurai's (1909-1969) birth anniversary falls on September 15. He was the Chief Minister of Tamil Nadu between 1967 and 1969, leading the first non-Congress government in the state in post-independent India. The Rs 1,000 assistance for women family heads is one of the electoral assurances made by the DMK ahead of the 2021 Assembly election and it eventually became a very popular promise. FOLLOW HIGHLIGHTS FROMTN BUDGET HERE Often targeted by the main opposition AIADMK for 'not implementing,' it, the DMK regime had to reiterate many times that the scheme would soon see the light of the day. DMK President and CM Stalin, during his campaign for the recently held Erode (East) bypoll, had assured of an announcement on the date of launch of the assistance scheme. It would be made known in the Budget presentation, he had then said. In Tamil, the assistance is officially known as Magalir Urimai Thogai, which means Women's Right to Assistance. Tabling the Budget, Rajan said that owing to the unprecedented and difficult reforms undertaken, we have reduced the annual revenue deficit of around Rs 62,000 crore which we inherited on assuming office (May 2021), to around Rs 30,000 crore in the Revised Estimates of the current year. This is notwithstanding the several massive welfare schemes that are being implemented during the last two years, he said. Fare-free travel for women in State-run buses and breakfast scheme for government school students are among the several schemes being implemented. Even as Rajan began his address, the principal opposition AIADMK attempted to raise issues which led to a din for a while. The party MLAs later staged a walkout. Despite accomplishments, the minister said we are bracing for challenging times ahead, in view of unprecedented inflation, the continuing war in Ukraine and volatility in the global economy and financial markets. We have outperformed by growing faster than the national average in the previous year and by significantly lowering the Revenue Deficit and Fiscal Deficit when compared to that of the Union government, he said adding it was a testimony to Stalin's leadership. The Finance Minister announced the setting up of a state of the art global sports city in Chennai and Rs 25 crore for factory skill schools and Metro rail projects for Coimbatore and Madurai. Rajan also announced the renovation of the Jawaharlal Nehru Outdoor Stadium here at an estimated cost of Rs 25 Crore. Udhayanidhi, son of CM Stalin is the Minister for Youth Welfare and Sports Development. Rajan said the free breakfast scheme for primary students has led to increasein attendance, between 10-30 per cent in schools. In the upcoming financial year, the government would construct classrooms, laboratories and toilets at a cost of Rs 1,500 crore, he said. The Budget also reflected the DMK regime's social justice, Tamil development and cultural ideological focus, as seen in several announcements. It includes a memorial here for Tamil martyrs Thalamuthu and Natarajan, who sacrificed their lives to protect Tamil in the struggle against Hindi imposition, a grant of Rs 5 crore for propagation of ideals of Dr BR Ambedkar by translating his works into Tamil, holding an international conference on Tamil computing and promotion of sea cruises that connect places of significance in Tamil culture. Tamil art, music, architecture, sculpture, crafts and dance reached their pinnacle during the Chola period and their glory spread far and wide. To highlight the contribution of the Cholas who ruled the world, and to preserve artefacts and relics of that age, a grand Chola museum will be set up in Thanjavur, Rajanannounced. The government would also extend the free bus pass scheme to 591 more elderly Tamil scholars.
New wildlife sanctuary to bird centre, slew of environment schemes in TN Budget
Tamil Nadu Budget 2023 An international bird centre will be set up in Villupuram district, at an estimated cost of Rs 25 crore. Presenting Tamil Nadus Budget for 2023-24, state Finance Minister Palanivel Thiagarajan (PTR) announced several schemes intended to protect wildlife and address environmental concerns. In the state Budget, a sum of Rs 1,248 crore has been allocated to the department of environment, climate change and forests. Among the newly announced measures for wildlife protection are: Thanthai Periyar Wildlife Sanctuary Finance Minister PTR announced a new wildlife sanctuary in Erode district, the 18th one in Tamil Nadu. The proposed sanctuary will comprise Anthiyur and Gobichettipalayam talukas, and will be spread over 80,567 hectares. The sanctuary will be named after EV Ramasamy, popularly known as Periyar and the Father of the Dravidian Movement. The Thanthai Periyar Wildlife Sanctuary is aimed at connecting the Nilgiris Biosphere Reserve with the Cauvery South Wildlife Sanctuary, a set of reserve forests located in the Krishnagiri and Dharmapuri districts. The new sanctuary is meant to ensure that the state has a contiguous stretch of protected forests essential to protect endangered wildlife. Tamil Nadu Coastal Restoration Mission Another new project was announced by PTR on Monday, March 20, to conserve the coastal ecosystem and livelihood of the coastal population, which are vulnerable to climate change. The Finance Minister said that the state government would implement the Tamil Nadu Neidhal Meetchi Iyakkam (Tamil Nadu Coastal Restoration Mission) with the objectives of preventing sea erosion, reducing marine pollution, and conserving marine biodiversity. According to PTR, the mission will be implemented at an estimated cost of Rs 2,000 crore over the next five years, with assistance from the World Bank. International Bird Centre An international bird centre will be set up in Marakkanam in Villupuram district, at an estimated cost of Rs 25 crore. Located in the Central Asian Flyway a large area of Eurasia comprising many important migration routes of waterbirds Tamil Nadu hosts many migratory birds every year. The bird centre will promote the conservation of birds, encourage research in the field of ornithology, and create awareness about the role of birds in nature, PTR said. Climate Warriors To tackle climate change, the government announced a climate literacy program for women, called Climate Warriors. This program is focused on women and will be led by self-help groups (SHGs). In the initial phase, 500 SHGs will lead the campaign to spread awareness about the environment and climate change. The SHGs will be provided with electric autos at a cost of Rs 20 crore.

Presenting the Tamil Nadu budget, the state finance minister said that a metro rail project will be implemented at an estimated cost of Rs 9,000 crore along Avinashi Road and Sathyamangalam Road in Coimbatore. Meanwhile, the metro rail project in Madurai will be implemented at an estimated cost of Rs 8,500. Stating that Coimbatore is one of the fastest-growing tier-II cities in the country, PTR said that it is home to a plethora of economic activities such as textiles, trade, commerce, technology, medical facilities and manufacturing. He further added that the city has been selected for the metro rail project because of its future growth potential. Meanwhile, the minister stated that Madurai has been chosen for the metro rail project so that it can be an engine of development for the southern region [of Tamil Nadu]. He added that the metro will be constructed underground through the central parts of the city and will connect Thirumangalam to Othakadai. PTR also said that the metro construction will begin in these two cities after the state obtains permission from the union government and will secure funding from external agencies. In 2021, the union government announced Rs 63,000 crore for the ongoing construction of the Chennai metro. The metro construction in the capital city was announced in 2007 at an estimated cost of Rs 14,600 crore with a 5% forecasted increase.

Presenting the state budget on Monday, March 20, Finance Minister Palanivel Thiagarajan said that the financial compensation provided to the kin of armed forces personnel who had died during war or war-like operations will be increased from Rs 20 lakh to Rs 40 lakh. The Finance Minister said that the compensation has been increased to recognise the valour and supreme sacrifice made by security forces in guarding our nation. PTR added that the monetary grants that are offered to gallantry awards and/or distinguished service medal winners in the armed forces hailing from Tamil Nadu will be increased by four times. The Budget introduced several welfare schemes for the people of Tamil Nadu, apart from the increase in ex-gratia. The Makkalai Thedi Maruthuvam scheme has been extended to workers in factories and in the unorganised sectors. This is a flagship scheme introduced by the Dravida Munnetra Kazhagam (DMK) to provide healthcare to peoples doorsteps. PTR announced that this scheme will be expanded to 711 factories in the first phase and will cover around 8.53 lakh workers. The scheme will conduct health check-up camps in the factories with special emphasis on non-communicable diseases like diabetes and high blood pressure.

An amount of Rs 7,000 crore has been allotted in this years budget for the implementation of this scheme. According to PTR, this scheme will be a game changer in the socio-economic life of women of the state. The operational guidelines for the eligibility to avail benefits under this scheme will be released soon, PTR said. Women heads of families affected adversely by the steep increase in cooking gas prices by the Union government and the overall price rise will benefit by this scheme, PTR said. This scheme was one of the poll promises of the DMK during the 2021 Assembly elections. Facebook In a bid to encourage civil service exam aspirants, the Tamil Nadu government has decided to provide financial assistance to them during their preparation. Presenting Budget 2023 on Monday, March 20, Tamil Nadu Finance Minister Palanivel Thiagarajan said there had been a decline in the number of students from Tamil Nadu clearing civil service examinations. The Tamil Nadu Skill Development Corporation (TNSDC) is expected to implement a scheme in coordination with Anna Staff Administrative College to help civil services aspirants access better coaching facilities and study material. As a part of the scheme, 1,000 civil servants will be shortlisted through a screening test and will be provided with Rs 7,500 per month for 10 months. This is expected to provide financial assistance while they prepare for their preliminary cases. Among the shortlisted students, those who clear the preliminary exams will be provided with a lump sum amount of Rs 25,000. For this scheme, a sum of Rs 10 crore has been allocated to the TNSDC in the Budget Estimates for 2023-24. Meanwhile, a total of Rs 6,967 crore has been allocated to the Higher Education Department as a part of this years budget. In contrast, the Higher Education Department received Rs 5,668 during the previous years budget.

Tamil Nadu Budget 2023 PTR also informed in the house that the service conditions and benefits of teachers and staff presently working in these schools will be protected. In his Budget Speech on Monday, March 20, Tamil Nadu finance minister Palanivel Thiagarajan announced that all schools under Adi-Dravidar and Tribal Welfare, Backward Class, Most Backward Class & Denotified Communities, Hindu Religious & Charitable Endowments and Forest will be brought under the School Education Department. He said that it is essential for every student to get the benefits of the programs initiated by the Tamil Nadu government. To achieve the goal of social justice in the field of education, to improve the quality of schools functioning under various departments and, to ensure that all students are provided quality education, the announcement of bringing all the schools together under the education department is made during the budget. He also informed in the house that the service conditions and benefits of teachers and staff presently working in these schools will be protected. It is to be noted that in the last two years under the rule of Dravida Munnetra Kazhagam, the state government launched Ennum Ezhuthum, Schools of Excellence, Hi-tech Labs, Model Schools, and Perasiriyar Anbazhagan School Development Scheme to improve the quality of education. Reacting to the announcement by Finance Minister PTR, educationist Prince Gajendrababu said that there is a stigma attached to schools that are functioning under a particular department. While schools run by various departments are brought under the school education department, the responsibility to ensure welfare of the students should remain with the respective department. The respective departments should conduct a social audit and ensure the SC/ST, tribal students enjoy their rights. Otherwise it defeats the purpose. The change should be effective and it is not a mere change in the management of running schools, he told TNM.

13 TDP MLAs suspended for ruckus in house

VIJAYAWADA: In what could be an unprecedented development, as many as 13 MLAs of the opposition TDP were suspended from the AP Legislative Assembly when they started sloganeering soon after Finance Minister Buggana Rajendranath began his speech presenting the State Budget 2023-24 on Thursday. The TDP members stood up and continued sloganeering alleging that there was no match between the budgetary allocations and expenditure and also why the government was borrowing and not in a position to pay wages to the employees on time. Chief Minister YS Jagan Mohan Reddy said it was not correct to disturb the budget speech. Stating that people across the State were watching the presentation of the budget, he faulted the opposition MLAs for raising slogans intentionally. He requested Assembly Speaker Tammineni Sitaram to discipline the TDP MLAs so that the people can listen and understand the budget message more clearly. Though the Speaker made repeated appeals and also suggested to them that they could express their views during the discussion on the budget, the TDP MLAs continued sloganeering. You please walk out of the House if you have no trust in the budget, the Speaker said. Later, Legislative Affairs Minister Buggana Rajendranath moved the motion to suspend the 13 MLAs for one day and the Speaker announced their suspension.
Andhra Pradesh Budget: Rs 11,908 crore to develop irrigation with focus on pending projects
Presenting the budget, Finance Minister Buggana Rajendranath Reddy said the government is giving top priority to completion of the Polavaram Irrigation Project. VIJAYAWADA: The State government has earmarked Rs 11,908 crore for the development of water resources in the Budget 2023-24 presented in the Assembly on Thursday. The allocation is more than Rs 11,482.37 crore outlay in 2022-23. As per the revised estimates for 2022-23, the government has spent Rs 10,741.2 crore on irrigation and now the question is how much will it spend in 2023-24. Presenting the budget, Finance Minister Buggana Rajendranath Reddy said the government is giving top priority to completion of the Polavaram Irrigation Project. So far, 79.07% of the main dam and canal works have been completed. All measures are being taken to complete the R&R works simultaneously, he said. The Polavaram project, which is described as lifeline of Andhra Pradesh, witnessed the completion of spillway, approach channel, spill channel and pilot channel, besides two cofferdams (upper and lower).The works pertaining to filling up of scour pits near the lower cofferdam and construction of parallel diaphragm wall for the damaged port of the D-wall of the project during floods, are in progress now. Apart from Polavaram, the government has focused on completion of all other major projects taken up under the Jalayagnam scheme to provide better irrigation facility to farmland and provide drinking water to villages, besides meeting needs of industries in all districts. According to Buggana, the interlinking of Nagavali and Vamsadhara rivers is scheduled for completion by the end of March 2023 and Vamsadhara project phase-II of stage-II by June 2023 in Srikakulam district. The completion of Phase-I of Poola Subbaiah Veligonda Project is planned next year to draw water to Nallamala Sagar. The phase-I and II of HNSS Project are planned for completion by December 2023. The Phase-I of the GNSS Project is scheduled for completion by March 2025 and phase-II by March 2026. The Mekapati Goutham Reddy Sangam Barrage and Nellore Barrages across Penna were inaugurated by Chief Minister on September 6 last year to stabilise ayacut under Pennar Delta System, Kavali and Kanupur canals. This fulfils a solemn assurance made to the people of Nellore district, Buggana reminded. The 68 Tanks Project is completed and ready for inauguration in Kurnool and Nandyal districts. The project will meet the drinking water and irrigation requirements of 100 villages in a drought prone area. This will also fulfil the long pending dream of the people of the villages. Buggana said for the first time in several years, water was released to Godavari delta on June 1 and to Krishna delta on June 10 last year to ensure sowing of crops in time and therefore enabling harvesting before the onset of possible calamities. The early release of water to Nagarjuna Sagar Project canals on July 31 last year enabled farmers to reap a bountiful crop yield, he added. Irrigation projects in north coastal districts have been allocated Rs 394.23 crore, those in Prakasam Rs 301.15 crore, while in Anantapur, including HNSS got Rs 270.38 crore and projects in Kurnool Rs 594.56 crore. Telugu Ganga works have been allocated Rs 818.61 crore. A sum of Rs 23.37 crore has been allocated for the modernisation of Godavari Delta and Rs 279.06 crore to complete all the projects and develop the entire ayacut in Krishna delta, he added.

NEW DELHI: The 2023-24 budget of the AAP government, to be tabled in the Assembly on Tuesday, will have the biggest outlay of capital expenditure for infrastructure projects such as roads and double-decker flyovers, Delhi government sources said. With a boost in tax revenue, the governments budget outlay for 2023-24 may be close to Rs 80,000 crore, they said ahead of the Budget Session of the Delhi Assembly that will start on Friday. The Arvind Kejriwal governments plan to beautify and modernise the national capitals infrastructure will be the main focus of Budget 2023-24.The budget will have the biggest outlay for capital expenditure towards infrastructure projects in the last eight years of the Kejriwal government, a source in the Delhi government said and added that education and health will also be major focus areas. The Delhi government has plans to upgrade and beautify the entire 1,400 kilometres of the road network of the public works department and nearly Rs 20,000 crore will be spent over a period of 10 years on the project, he said. Three double-decker flyovers will be constructed in the city with the lower deck for vehicles and the upper deck for metro rail trains, the source said. The Kejriwal government in the last eight years has completed 28 flyovers and underpasses, and another 30 flyovers, underpasses and bridges will be constructed by it, he said. The tax collection of the government in the current and the next financial year is expected to remain as per estimates, the sources said. The Delhi assemblys Budget Session will start with Lt Governor V K Saxena addressing the House.
