In Coimbatore, machines have eased burden of sanitation workers not manual scavengers

Manual Scavenging Between 2017 and 2019, the Coimbatore Corporation recorded six deaths of workers who died while engaged in manual scavenging. Balakrishna Ganeshan Abdul Rahman, an Underground Drainage (UGD) worker, was getting off his jetting machine vehicle near the RS Puram Corporation office in Coimbatore when TNM caught up with him in the last week of August. There were heavy rains a day ago and UGD workers had enough work unclogging the stormwater drains to ease the flooding that affected many parts of the city. If the drainage is clogged, we use these jetting machines. And mostly it will be solved on the same day. If the clogging is stubborn, we figure out other solutions; there is no question of manually entering into the manhole or anything, says Abdul. His colleague Muthu Kumar nods in agreement. Cleaning clogged sewers, which involved physically entering manholes, was once a risky job for workers like him but water jets from the machines procured by the Coimbatore Municipal Corporation now helps them remove blockages and sediments in a jiffy. For the 100 wards in the Coimbatore Corporation, the administration has 12 sewer jetting machines. Road submerged in rains After many mishaps resulting in avoidable deaths, the workers are now more aware of the provisions of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, thanks to the work done by active trade unions. Saravana, an UGD worker, and also a leader of the Social Justice Party, a political organisation working for land rights and the welfare of sanitation workers, says: After the introduction of jetting machines there is no need for any manual intervention. And none of the workers get into the manholes. They are aware of the law. Sanitation workers both permanent staff and on contract say they do not enter into manholes or drainages anymore. The UGD (underground drainage) workers do not engage in manual scavenging. We have been penalising contractors if they violate the law. In some cases it is the sub-contractors who have been violating the rules and making the workers do unclogging work without adequate safety. We have been penalising them as well, says M Prathap, Commissioner, Coimbatore Corporation. But the Corporation has not made any investments into technology to eradicate the practice of manual scavenging, prohibited by law. For the Union government, state administrators and local bodies it is convenient to spread the narrative that manual scavenging has come to an end, when it hasnt. Can Coimbatore live up to its Smart tag? Touted as the Manchester of South India, Coimbatore in Tamil Nadu is one of the fastest growing Tier-II cities in the country, housing a population upwards of a million people. The citys infrastructure is rapidly developing, thanks to the Smart City project. But in this Smart city has the administration been able to completely eliminate the practice of manual scavenging and live up to its name? Only partly, say the sanitation workers. The inhuman act, which is also punishable under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, continues to take place discreetly; and individuals running commercial establishments and apartment complexes are solely to be blamed for this. Coimbatore has been witnessing large influx of migrants from Jharkhand, Odisha, Bihar and other northern states in search of jobs. The desperation of these migrants are being exploited by the people running commercial establishments who employ them, alleges R Tamil Nadu Selvam, general secretary of Tamil Nadu Ambedkar Sanitary Workers Association, an organisation working for the welfare of sanitation workers in Coimbatore. Coimbatore, over the years has grown as a business hub but it seems to have failed in identifying manual scavengers who were part and parcel of its growth, and provide them with rehabilitation.As per the data procured through RTI by TNM, the Coimbatore Municipal Corporation has not identified a single manual scavenger and provided them any assistance. This is shocking considering six persons have died between 2017 and 2019 in the district while doing manual scavenging. As per the RTI information, these workers died while engaged in manual cleaning of septic tanks. All of them belonged to Scheduled Caste (SC) and Most Backward Class (MBC) were employed by private individuals. The 2022 statistics revealed by the Union government shows that Tamil Nadu had the highest number of worker deaths 27while cleaning sewers and septic tanks, in the last three years. A state survey conducted in 2013 to identify manual scavengers found only 462 persons, a number which is quite low, according to activists working in the field. Interestingly, most of these manual scavengers were in Chennai. The other districts where the presence of manual scavengers were identified include: Tiruvallur, Kancheepuram, Tiruchirapalli, Thanjavur, Nagapattinam, Pudukottai and Ariyalur. In the subsequent survey carried out in 2018, only 62 persons were identified as manual scavengers. The surveys in 2018 were conducted in the districts of Kancheepuram, Madurai and Kanyakumari. D Samuel Velanganni, Convener, Safai Karamchari Andolan, Tamil Nadu says though the Tamil Nadu government identified 1,600 manual scavengers, they found only 462 persons as eligible for compensation schemes. Since 2018, more than 100 persons have died while doing manual scavenging and in each incident of death, at least six people have gone along with the victims of manual scavenging. So easily 600 people have been doing manual scavenging, right? These people came forward to identify themselves as manual scavengers and to seek their entitled benefits, but the government is denying them compensation. This is the attitude of the government, says Samuel. As per the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, the identified manual scavenger should be provided with a one-time cash assistance of Rs. 40,000 and a back-end capital subsidy upto Rs. 3.25 lakh. Their dependents should be considered for self employment projects upto Rs. 10 lakh (Rs. 15.00 lakh in case of sanitation related projects). Apart from this manual scavengers and their dependents are eligible for skill development training upto two years with a stipend of Rs. 3,000 per month. Many deaths but no accountability While the family members of the victims in Coimbatore have been awarded the compensation of Rs 10 lakh, they are not eligible for a government job, as they were not employed by the Corporation. As they were not employed by the Corporation or government, we were not able to give their kin a job on compassionate grounds, the RTI response by the Corporations City Health Officer said. The persons who died while doing manual scavenging in Coimbatore in the past five years are: P Surya Kumar, Gowrisankar, Elumalai, Mahendran, Murugan, and Pandi Durai. Surya Kumar, Gowrisankar and Elumalai died on December 22, 2017, when they were cleaning a waste collection tank of a jewellery manufacturing unit. Similarly, Pandi Durai and Murugan had died on the same day on January 22, 2019, when they were unclogging a septic tank in Thiru Nagar Housing Unit, Singanallur. Mahendran died on June 28, 2018 while cleaning a septic tank in Gandhipuram. However, none of the accused who were responsible for the deaths were prosecuted under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, according to Social Justice Party president, advocate N Panneer Selvam. It was only after the intervention of Panneer Selvam a few families got their compensation. Manual scavenging has been prohibited by the Indian government since 1993. However, as the practice continued brazenly, it was made a punishable offence in 2013. As per the Act, anyone employing a person for manual scavenging work, whether directly or indirectly, can be jailed for upto a year, or made to pay a fine of Rs 50,000, or both. For repeat offences, imprisonment could go upto two years or a fine, which may extend to Rs 1 lakh, or both. Similarly, no person or agency shall employ, directly or indirectly, any person for hazardous cleaning of a sewer or a septic tank, the Act states. The National Crime Records Bureau also makes it difficult to identify the number of cases registered under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, especially after it stopped displaying the number of cases registered under the Act separately in its main report. From 2017, NCRB instead of publishing the data under a separate head and column, merged them with cases under the existing Other Special and Local Laws (SLLs). Manual scavenging cannot be wished away Though the Corporation has been greatly avoiding the death of its workers by employing jetting machines the workers often come in contact with drainage water as they refuse to wear gloves. They complain that the gloves are substandard and work only for single-use. The gloves are supplied for every month, but it would not last two days. So, to get a better grip while unclogging drains we rather use our bare hands, says a UGD worker requesting anonymity. This view is echoed by many workers. Some of these incidents have been documented. Recently, the Tamil Nadu State government issued a list of 44 items of safety equipment for persons engaged in cleaning septic tanks. This includes face masks, air compressor for blowers, air line breathing apparatus among others. The Act clearly says that adequate safety should be provided by the authorities but if the employees are reluctant to wear them, the authorities should find out the reason behind it and address them, observes Panneer Selvam of Social Justice Party. Safety kit issued by the government Open defecation becomes another hurdle in eliminating manual scavenging. While restrooms near the city are open 24/7, most of them are shut down by 9.30 pm. And this results in defecation in public places. Who is going to clean them? The sanitation workers. Isn't that a form of manual scavenging? asks R Tamil Nadu Selvam, general secretary of Tamil Nadu Ambedkar Sanitary Workers Association. While it is assumed that only Dalit communities engage in manual scavenging, among the six victims, three Surya Kumar, Pandi Durai and Gowrisankar belonged to Vanniyar community, which is classified as Most Backward Castes (MBC) in the state. He was one of the most important intellectuals who built India's socialist economy, and he is one of the few Indian politicians of our time who is respected and has a good reputation for being honest. Manmohan Singh was born in Gah, West Punjab, India, on September 26, 1932. When India was split up in 1947, his family moved there. When he was very young, he lost his mother. His father's mother raised him, and he was very close to her. Singh went to school at the Hindu College in Amritsar. Then, he went to Panjab University to get his B.A. and M.A. in economics. He got his Economic Tripos from the University of Cambridge and his Economics Ph.D. from The Oxford University. From 1957 to 1959, he taught economics as a senior lecturer at Panjab University. From 1969 to 1971, he taught international trade at the University of Delhi's Delhi School of Economics. During the 1970s and 1980s, Singh was Chief Economic Advisor (1972-76), governor of the Reserve Bank of India (198285), and head of the Planning Commission (198587). Between 1966 and 1969, he worked for the UN. Singh was a consultant for the Ministry of Foreign Trade. Lalit Narayan Mishra put him in charge of that job. During the time that V. P. Singh was Prime Minister of India, Singh was his economic advisor. He became the head of the University Grants Commission in March 1991. When Singh was India's finance minister from 1991 to 1996, he got rid of the Licence Raj. After an unheard-of economic crisis in 1991 and 1992, he changed the Indian economy by making big changes called liberalisation, globalization, and privatization. Under the leadership of then-Prime Minister PV Narasimha Rao, he started a new era of economic growth with ground-breaking reforms. He and Rao also worked together to open up India's economy. He is the one who comes up with ideas for foreign investments and growing the economy outside of the country's political borders. The budget for 1991-1992 was one of the most change-making budgets the country has ever seen. During the Atal Bihari Vajpayee government, from 1998 to 2004, he was the leader of the opposition in the Rajya Sabha. Manmohan Singh was first elected to the Rajya Sabha in 1991. In 1995, 2001, 2007, and 2013, he was re-elected. He ran for the Lok Sabha from South Delhi in 1999, but he didn't win the seat. The first Sikh to be Prime Minister of India took the oath of office on May 22, 2004. He did not run for the general election for the 16th Lok Sabha in 2014, and on May 17, 2014, he resigned as prime minister at the end of his term. He was the acting prime minister until Narendra Modi became the new prime minister on May 25, 2014. Singh has also been given a lot of honorary degrees. In March 1983, Panjab University gave him a Doctor of Letters degree, and in 2009, the university's economics department made a Dr. Manmohan Singh chair. In 1997, he got an honorary Doctor of Law from the University of Alberta. In July 2005, the University of Oxford gave him an honorary degree of Doctor of Civil Law. In October 2006, the University of Cambridge followed with the same honour. Dr. Manmohan Singh Scholarship, the PhD scholarship, was named after him by St. John's College as another way to honour him. In 2010, King Saud University gave him an honorary doctorate degree. Muthiah was a senior leader of the All India Anna Dravida Munnetra Kazhagam (AIADMK) and was the second in command of the party till 1998. He is survived by his wife Sakunthala and four children. Fondly known as Sedapattiar, the senior leader entered politics through the student wing of Dravida Munnetra Kazhagam (DMK) after completing his Masters degree in Mathematics, and emerged as a student leader after participating in anti-Hindi agitations in the Madurai region. He eventually joined the AIADMK when former Chief Minister MG Ramachandran, popularly known as MGR, founded the new party in 1977, as the matinee idol was highly popular in the Madurai region. Muthiah contested the Assembly seat in 1977 from the Sedapatti constituency and went on to win four times from the same seat in the years 1977, 1980, 1984 and 1991. He became the Speaker of the Assembly in 1991 and continued in office till 1996, during the late Chief Minister J Jayalalithaas period. Sedapattiar later became an MP from the Lok Sabha constituency of Periyakulam in Theni twice, in 1989 and 1998. He also became a Union Minister for Surface Transport in the Cabinet of then Prime Minister Atal Bihari Vajpayee. He was subsequently expelled from the AIADMK by Jayalalithaa, when he forgot to cast his vote during the no-confidence motion moved against the Vajpayee government in 1999, according to reports. Couple's dead body found hanging from tree

Saharanpur: The body of a couple from two different villages of Saharanpur in the country's largest state Uttar Pradesh has been found hanging from a tree. PTI PC/Screengrab Kerala Governor Arif Mohammed Khan on Monday, September 19, recalled his close association with the Rashtriya Swayamsevak Sangh (RSS) since 1986 and asked as to why he cannot have friendly relations with the outfit. Khan said there are people in various Raj Bhavans in the country who are openly and officially affiliated with the RSS. Khan went on to recall that former Prime Minister Atal Bihari Vajpayee had said that he was first a swayamsevak and Jawaharlal Nehru had invited the organisation to the Republic Day parade. He was responding to a query by reporters as to why he met Bhagwat recently in Thrissur when the RSS chief was in the southern State.Is RSS a banned organisation? he asked. The Governor was speaking at a press conference called by him at Raj Bhavan earlier in the day to release a video-clip of him being heckled at a Kannur University event in 2019 and the letters exchanged between him and Kerala Chief Minister Pinarayi Vijayan on the functioning of the universities. Khan said his association or relation with the RSS started in 1986 when it supported him in the Shah Bano case. He was a Minister of State in the Rajiv Gandhi government in 1986 but he resigned over the government's stand in the Shah Bano case. Shah Bano was a Muslim woman from Indore. Divorced in 1978, she filed a criminal suit and won the right to alimony from her husband. Her husband had challenged the lower court's order in the Supreme Court which upheld the lower court's order.However, the then Rajiv Gandhi government brought a Bill - Muslim Women (Protection of Rights on Divorce) Act, 1986 in Parliament to reverse the judgment. Khan had openly opposed the government's decision to bring a Bill in Parliament to reverse the Supreme Court's order that the victim of the triple talaq has right to demand maintenance from her ex-husband under Section 125 of the Code of Criminal Procedure, 1973 which applies to all citizens regardless of caste or religion. Along with the RSS, EMS Namboodiripad the first Chief Minister of Kerala also supported him back then, he said. But after Namboodiripad, the Left changed its stance. They became supporters of the personal law board. RSS, however, consistently supported me. The Left supported me only till 1991. So if they (left) change, I cannot be held responsible for that, he said. Khan said that when he was in Thrissur he came to know that Bhagwat was also there and therefore, he went to meet him and to wish him well. If he is there again, I will go and meet him, Khan added. In an apparent dig at the ruling Left front, he said there are those who adhere to or are loyal to a foreign ideology which permits use of force and therefore, what was unusual if he is friendly with the RSS. If you have the right to be loyal to an ideology, which has not originated in India, which believes in use of force, I do not have the right to have friendship with the RSS?\The ideology is not the problem. Problem is the action borne out of that ideology, he said. Referring to the killings in Kannur, Khan asked whose responsibility was it to prevent it from happening.

13-yr-old dies, another child injured near Hyderabad as school bus runs them over

Liquor worth lakhs was hidden in onion bags, this is how it was busted

Kaimur: The Anti-Liquor Task Force has achieved great success in the Kaimur district of Bihar. As many as 654 English liquor boxes were recovered duringchecking at the Samenkit check-post in Mohania. Liquor was being smuggled here under the guise of onion sacks. The police arrested the truck driver and started investigating the matter. The value of the seized liquor is said to be over Rs 50 lakh. Efforts are being made by the police to find out where these liquor boxes were to be supplied in Bihar. After entering the border of Bihar from UP, a truck going towards Sasaram was stopped and started an investigation. Large sacks of onions were kept on top and front of the truck. The liquor boxes hidden behind them were not visible. But when the Anti-Liquor team removed the onion sacks and searched them thoroughly, many boxes of English liquor were seen. After that, the truck was taken to the Durgavati police station and the onion sack was removed there and all the liquor boxes were taken out. There were 21,876 bottles in 654 liquor boxes inside the same truck. Whose price is being estimated at more than Rs 50 lakh. Police have arrested the truck driver and are trying to find out where this liquor was to be supplied in Bihar. NIA raids multiple locations in Bihar on Phulwari Sharif case

NEW DELHI: The National Investigation Agency (NIA) was conducting search operations at many locations in Bihar on Thursday, including Chhapra, Darbhanga, Arriya, Muzaffarpur, and Patna, in connectoin with the Phulwari Sharif case. The raids were conducted as part of the investigation into a purported terrorist cell connected to the Popular Front of India (PFI). It was found that PFI members had really offensive content. The group was accused of operating arms training camps under the pretext of martial arts instruction with the goal of establishing a Islamic State by 2047 in India. The NIA later took up the investigation. The NIA is reportedly searching Salim Akhtar's home in Nalanda and Ehsan Parwez's home in Arriya. On July 28, the NIA carried out raids in the Bihar districts of Patna, Darbhanga, East Champaran, Nalanda, and Madhubani, recovering digital evidence. Following instructions from the Union Home Ministry, the NIA re-registered the case on July 22 under sections 120, 120B, 121, 121A, 153A, 153-B, and 34 of the Indian Penal Code. The first charge was filed with Police Station Phulwari Sharif on July 12. The Bihar Police have discovered connections between PFI members and SIMI, a prohibited organisation. In this case, the police had identified about 26 suspects and had detained five people. The results of the police investigation had suggested that Prime Minister Narendra Modi was their target. Athar Parvez and Mohammed Jalaluddin were taken into custody by Patna Police in the Phulwari Sharif region. Later, at their request, three additional suspects, Margoob Danish, Arman Malil, and Shabbir, were taken into custody. They are accused of brainwashing Muslim teenagers while conducting a terror module. Parvez reportedly belonged to SIMI and had been training young people. In connection with the Patna Gandhi Maidan bombing that occurred in 2013 during Prime Minister Narendra Modi's Hunkar Rally, Manjar Alam, Parvez's brother, had been detained. Alam took part in the explosion in Bodh Gaya as well. He is currently being held by authorities. Mohammed Jalaluddin is also reportedly said to be a member of SIMI. The police have said that they had tried to execute terror strike during the PM's rally. From Jalaluddin and Parvez, the authorities had retrieved sensational documents that said they would turn India into an Islamic state by the year 2047.
