Move for High Court bench at Kurnool gains momentum
Kurnool: Amid protests by advocates against the proposed shifting of legal bodies like Lokayukta and AP State Human Rights Commission (APSHRC) from Kurnool to Amaravati, a letter from the law secretary of the state to registrar general of the Andhra Pradesh High Court, dated October 28, has gone viral on social media. The letter requests the registrar general to follow up with Government of India regarding the establishment of an AP High Court bench in Kurnool. The demand for such a bench in Kurnool stems from lack of proper conveyance between Kurnool and Amaravati. While the previous government temporarily appeased local sentiments by shifting some legal bodies from Vijayawada and Hyderabad to Kurnool, the larger demand for a High Court bench remained unaddressed. The state government argues that absence of direct train services between Kurnool and Vijayawada and the significant share of High Court cases originating from the region justify the creation of a bench. Sunitha, highlighted these points while underscoring the need for the Chief Justice of the High Court to approve the proposal and for the High Court to pursue the matter with the Government of India. The agitating advocates have welcomed the state government's move. But they have vowed to continue their agitation against the proposed relocation of legal institutions to Amaravati. Senior advocates Jayaraju and Balaram emphasised their commitment to the cause, stating that their movement will persist until the government officially announces its decision to establish the bench and ensure retention of the existing legal bodies in Kurnool. Guwahati: Curfew was relaxed in three Imphal Valley districts and the suspension on broadband internet was lifted with conditions on Wednesday as the Manipur chief ministers secretariat served notices to 11 MLAs, including ministers, for not attending a meeting convened by the chief minister on Monday (November 18, 2024) to discuss the law-and-order situation in the state. Informing that dissension was prevailing in the ruling alliance, sources in Imphal said that the National Peoples Party, which has seven MLAs, also issued show-cause notices to three MLAs who participated in the chief ministers meeting on Monday despite the withdrawal of support to the BJP-led government in the state. It is significant that in a meeting of NDA MLAs, which was held on Monday at the chief ministers residence, a resolution was passed to act against the Kuki militants behind the abduction and killing of six Meitei women and children. Sources said that a number of legislators who have been advocating for peace in trouble-torn Manipur were of the view that divisive actions and resolution by community leaders against the other community were largely responsible for growing enmity between the two communities resulting in fresh round of ethnic unrest in the state. One of the BJP legislators who did not attend the chief ministers meeting said that it was high time now that steps should be taken to re-establish harmony between the communities but divisive resolutions would trigger the violence and unrest. Pleading anonymity he said that insurgents have no community so leaders should be careful in drafting such resolutions that may lead to unrest. Another BJP legislator who was in New Delhi told reporters, There has been an erosion in CM N Biren Singhs support base among his own MLAs in the last year. While the Kuki BJP MLAs demanded his resignation last year itself in the aftermath of violence, there have been a couple of instances in the last year, where several Meitei BJP MLAs have sought his removal. It had been imposed indefinitely on November 16 after widespread mob violence during which the homes and properties of over a dozen legislators, including a minister, were either burnt, vandalized, or looted. The markets were bustling with residents buying essential items, while long queues formed at petrol pumps that reopened during the curfew relaxation. However, educational institutions remained closed. Mobile internet services continued to be suspended in nine districts, though the government conditionally lifted the suspension on broadband services. No incidents of violence were reported on Tuesday or during the morning hours of Wednesday. Security personnel, including the army, paramilitary forces, and police, have been deployed across vulnerable areas to maintain order. In the 60-member Manipur assembly, BJP has 37 MLAs, including five who shifted from Janata Dal (United). Besides these, Naga Peoples Front (NPF), a BJP ally, has five MLAs. Another former ally National Peoples Party (NPP), which had withdrawn its support last Sunday following the Jiribam violence, has seven. Remittances from Kerala make Norths rural pockets rich
PERUMBAVOOR: Its a hot Sunday afternoon at the Gandhi market in Perumbavoor, a town which is home to a large migrant population, mostly from West Bengal, Assam, Bihar and Odisha. Hundreds of migrant workers, who work in and around this small town near Kochi, have thronged the market to spend their weekly holiday -- purchasing cheap dresses, recharging their mobile phones, shopping groceries for the new week, or just catch up with their friends and relatives. But, perhaps the biggest business in the market is something else -- cash transfers. Tucked in a corner of the markets entrance is Mijanur Travels, an ordinary-looking shop run by Mijanur Rahman, in his 40s. Sunday is the busiest day in the week for Rahman, who hails from Murshidabad, West Bengal. People come here with the cash earned during the week gone by, and send it to their spouses or relatives back home in Guwahati, Nagaon, Bhubaneswar or Murshidabad. On a Sunday, I transfer anything between Rs 2-3 lakh for customers. There are some Sundays when Rs 4 lakh or more is transferred, he says. The remittances range from Rs 1,500 to 5,000, and even Rs 10,000 in some cases, and the small size of transactions means there could be as many as 100-150 such money transfers on a Sunday. Rahman charges Rs 12 per Rs 1,000 remittances -- Rs 8 for the services provider (Pay World, BharatPe, Paytm. etc) and Rs 4 as commission. Abhijul Islam of Assam Mobile Shop, a native of Nagaon, has been running a similar money transfer outlet inside the market for nearly three years. He says Assamese workers, who mostly work at plywood factories in the region, deposit the cash on a weekly basis while the Bengali workers, who are engaged in daily wage jobs in construction field, farms or other low-skilled works, deposit the money once in two or three days. Explains Lijin J, who runs a train and air-ticket booking shop in Perumbavoor: For the migrant workers, who stay along with three or four persons in a room, its not safe to keep the cash in the room. So, whenever they save Rs 3,000 or more, they immediately transfer the money back home. Mijanur Rahman helping a customer with transaction at Mijanur Travels, which is also a money remitting shop. There could be at least 30 shops in Perumbavoor engaged in money transfers. The business is booming, thanks to the high daily wages in Kerala and the shortage of workers in almost every sector that requires unskilled or semi-skilled workers. A 2021 study on In-migration, Informal Employment and Urbanisation in Kerala by Dr Jajati Keshari Parida of Department of Economic Studies, Central University of Punjab, and Dr K Ravi Raman, member, Kerala State Planning Board, found that about Rs 7,500 crore is going out of Kerala annually as remittance to other states. Binoy Peter, executive director of Perumbavoor-based Centre for Migration and Inclusive Development (CMID), reckons this figure is a gross underestimation. As per our conservative estimates, the migrant population in Kerala could be remitting at least Rs 17,000 crore per annum to their home states, he says. According to CMIDs calculation, there are over 35 lakh migrant workers in Kerala, who are earning a total of Rs 49,000 crore here. On a conservative basis, we have to assume that a migrant worker is earning Rs 700 per day, 20 days per month, for 10 months, he explains. Dr D Narayana, economist and former member of the Kerala Public Expenditure Review Committee, was involved in the first comprehensive study on migrant population in the state, in 2012. His report found that there was a 25-lakh strong migrant population during that time, growing at 8 % per year. The migrant population in Kerala could be at least 48 lakh now, he says. There are no sectors where migrant workers are not present in Kerala, from construction to plantation, hotels to resorts, fisheries to grocery stores, and barber shops to high-end saloons. Many sectors in Kerala would come to a standstill if migrant workers stop working, Dr Narayana says. Adds Planning Board member Raviraman: While they are in Kerala, they become integral to what I would call right making/state making process. According to Benoy, the resilience shown by rural India is due to the remittances by the migrant population, not just in Kerala, but also in other states. Significantly, the robustness of the informal Kerala economy is mainly due to the spending power of the migrant population on local goods and services here. While most of the Kerala households now depend on shopping malls or use e-commerce websites like Amazon and Flipkart for their purchases, and commute through Uber or their private vehicles, the small grocery shops, hotels, the private buses and autorickshaws largely survive on the spending by the migrant population here, he says. Going by CMIDs estimates, the migrant population could be spending anything between Rs 30,000 crore to 32,000 crore in Keralas informal economy. Social remittances are as important as financial remittances. The migrants see boys and girls, without discrimination, going to schools here. They dream about providing better education and jobs for their kids. There are village heads in north Indian states, who have been migrant workers here. Obviously, they will try to replicate this in their villages, says Benoy Peter.

Manipur CM blames Congress for crisis after Chidambaram's controversial remarks
GUWAHATI: An X post of Congress leader P Chidambaram created brouhaha in Manipur on Tuesday with Chief Minister N Biren Singh blaming the party for the ongoing crisis in the state. The Congress distanced itself from Chidambarams post, now deleted, calling it his personal remarks. Chidambaram said, Rushing 5,000 MORE central armed police jawans is not the answer to the Manipur crisis. It is more wisdom: acknowledging that Mr Biren Singh, the chief minister, is the cause of the crisis and removing him immediately. GUWAHATI: A day after the National Peoples Party (NPP) withdrew its support to the BJP-led government in Manipur, NPP president and Meghalaya Chief Minister Conrad K Sangma on Monday said the withdrawal of support was specific to his counterpart N Biren Singh. Talking to the media, Sangma said, We have withdrawn our support to the Biren Singh-led government, so it is very specific to him, the individual. If we see that there is a change in leadership, a positive step forward and a plan to find a solution and we can constructively cooperate and contribute so that peace and normalcy return, then we will be happy to be working (with BJP) but we will see the situation. It is difficult to say right now. Sangma also said that the NPP was supporting the government hoping that the situation would improve and normalcy would return but in the last week, the situation further deteriorated. I spoke to central leaders, including from BJP. I said it is important to create confidence-building measures. The actions taken were not reaching a logical conclusion because of the trust deficit and hence, we stressed that some kinds of trust-building measures must be taken from the government side, Centre as well as state, to be able to then create that environment for the actions to actually have a positive result. That, in a way, was not done, the NPP chief said. He emphasised the reason for withdrawing the support is that he has lost complete confidence in the current leadership of Biren Singh after seeing the suffering of people, especially in the last week, and the situation overall not improving any further. He lamented the incidents of attacks targeted at MLAs saying this is not the way to find a solution but added that the party understands the sentiments of people in Manipur are very high. He also said that his party, being the second largest party in Manipur are happy to cooperate and work in a positive way to find a solution to the problem and are hopeful that positive steps will be taken to ensure peace and normalcy return.
