Assam: 431 arrested in phase three of drive against child marriage
GUWAHATI: The Assam police arrested 431 people for their alleged involvement in cases of child marriage. The arrests were made during a statewide crackdown on the night of December 21-22. Altogether 345 cases were also registered. The highest number of people, 68, were arrested from lower Assams Dhubri district. Nobody was arrested from Dima Hasao, Tamulpur, Biswanath, Jorhat districts, Hamren (West Karbi Anglong) and Guwahati. The drive against child marriage was launched in February 2023 when 3,425 people were arrested and 4,387 cases registered. Sarma had then said, This exceptional report is a shining testament to our sustained efforts in empowering Nari Shakti. We will not rest till we eliminate this social evil. He stated the cases dropped significantly in 2024 in the villages surveyed. He said child marriage had been completely eradicated from 30 per cent of the surveyed villages while a staggering 98 per cent of the villages surveyed backed the crackdown. Out of the 20 districts surveyed, Nagaon and Jorhat have achieved a 100 per cent reduction in child marriage, while seven other districts have achieved over 80 per cent reduction. In minority-concentrated districts, there has been a stark decrease in instances of child marriage, Sarma had stated. He attributed the turnaround to strong community support for taking stringent action against perpetrators and sustained arrests followed by rigorous prosecution.
Man dies in suspected tiger attack in Assam's Kaliabor
GUWAHATI: A 60-year-old man lost his life in a suspected tiger attack in Kaliabor area of Assam. The dismembered remains of the victim, Basudev Karmakar, were recovered on Sunday morning. He was reported missing after he had entered a forested area on Saturday to collect firewood. We suspect the involvement of a tiger in the incident. The body is almost gone. Only a few bones and the head are left, a forest department official told journalists at the site. After being informed about the missing man at dusk yesterday (Saturday), we, along with police personnel and villagers, conducted a search. We did not enter much into the jungle as it was dark. The locals informed us this morning about the recovery of the body. We found the body parts at the Kamakhya Reserve Forest, the official added. The Kamakhya Reserve Forest is adjacent to the Kaziranga National Park & Tiger Reserve. The man had entered the jungle along with some others. They fled after the tiger had appeared, a local claimed. He said this was the second tiger attack in the area in recent times. Last month, the police had arrested nine persons for attacking a tigress with stones and sticks, almost blinding it, in Kaliabor. In August, a full-grown tiger had killed an armed home guard at the Orang National Park and Tiger Reserve on the north bank of the Brahmaputra . The incident occurred when the deceased, Dhanmoni Deka, and casual worker Md Sahajul Haque were patrolling an area as part of their regular drill. The tiger dragged the victim by the neck and entered the jungle, Haque, who escaped unscathed, had then told the media narrating the incident. The home guards body was found deep inside the jungle the next day.

Shah advises Northeast police to 'work for citizens' as insurgency is 'solved'
Guwahati: With the insurgency problem in the Northeast more or less solved, Union Home Minister Amit Shah on Saturday advised the police in the region to change their approach and work to ensure that people get their rights, including the rights to life and property. For four decades, the focus of the police in the Northeast was on fighting insurgency. Now that insurgency is gone, it will work to protect the rights of citizens as guaranteed by the Constitution. We have to change the focus and training of police, Shah said addressing the 72nd plenary session of the North Eastern Council in the Tripura capital Agartala. Governors and Chief Ministers of the Northeast were among dignitaries who attended the session. Referring to Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA), Shah said these three new criminal laws would help citizens get justice within three years of lodging FIRs. We kept fighting terrorism and violence. The goal of the police was to get rid of violence. That task has been almost accomplished. As there is peace now in the Northeast, the police will have to change its culture and direction, he reiterated. He said a multi-dimensional approach with a different strategy for each state helped curb the incidents of violence. He said there was a 31 per cent drop in violent incidents and 86 per cent drop in civilian killings in the region in the last 10 years. The home minister said peace accords were signed with various insurgent groups and 10,574 rebels surrendered. He cited the agreements signed between Assam and Meghalaya, and Assam and Arunachal Pradesh for solving border disputes. He said these agreements also helped establish peace. We have initiated the Nasha Mukt Bharat Abhiyan. The Northeast has a special responsibility. The region is a transit route for narcotic-smuggling. Centre reimposes Protected Area Regime in NE states
GUWAHATI: The Manipur government said the Centre reimposed the Protected Area Regime in Manipur as well as Mizoram and Nagaland. In light of growing security concerns arising out of influx from neighbouring countries, the Ministry of Home Affairs has reimposed the Protected Area Regime in the states of Manipur, Mizoram, and Nagaland, a Manipur government statement said. With this reimposition, the movement of foreigners visiting Manipur will be closely monitored, and they are required to obtain the necessary Protected Area Permits (PAP) in accordance with the Foreigners (Protected Areas) Order, 1958, the statement added. PAP is an official document that a foreign national is required to carry while visiting the protected states of Manipur, Mizoram, Nagaland and also Arunachal Pradesh. Likewise, Indian citizens from outside these states are required to carry Inner Line Permit (ILP). Both PAP and ILP are issued for inward travel into these states for a limited period. The Manipur government issued the statement in response to certain claims made by an organization identifying itself as the Kuki-Zo Council. The government said upon investigation, it was found that no such organization existed in the state. The government remained committed to maintaining peace and harmony in the state and advised the citizens to remain vigilant and trust only credible sources of information, the statement said.

GUWAHATI: Arunachal Pradesh Chief Minister Pema Khandu has strongly advocated for the proposed Siang Upper Multipurpose Project, citing concerns over China's plans on the river Siang. Amid protests from locals in the Siang and Upper Siang districts, where the project is slated to be implemented, Khandu pointed out that China has already approved the construction of a project capable of generating approximately 60,000 MW of power on the Siang River known as Yarlung Tsangpo in the Tibet region before it enters India through Tuting in Upper Siang. According to Khandu, China, which is not a signatory to the International Water Conventions, intends to divert water from the multiple reservoirs that will be created under its project to dry regions of Tibet and other parts of the country. In such a scenario, it is inevitable that the volume of water in Siang will drastically get reduced so much so that during winters one will be able to cross the mighty river on foot, Khandu stated. He emphasised another pressing reason for India to proceed with the Siang project: the potential devastation if China were to release water from its dams suddenly. Such an action, he warned, could lead to widespread destruction downstream in the Siang belt, Assam, and even Bangladesh. While acknowledging ongoing bilateral talks aimed at improving Indias relationship with China, Khandu urged caution. We cannot remain complacent, he said. Khandu explained that the Centre proposed the Siang project to maintain the rivers natural flow throughout the year and to manage floods in the event of sudden water release by China. Addressing concerns of locals, Khandu dismissed rumours that the government would forcibly implement the project using armed police forces. We are a democratic country. We do not believe in forcing projects on our own people. We believe in taking into confidence the last man in the queue, he said. He called for clarity and dialogue, urging people to come forward and address their confusions. Only after survey and investigation, we will know where the dam will come up, what will be its height, and how much will be the submergence area. Then will come the public hearing stage, where everyone will be consulted, he added.

GUWAHATI: Indian Youth Congress (IYC) national president Uday Bhanu Chib was put in preventive detention by the Assam Police since Friday morning ahead of a protest over the death of a party worker two days ago, a top official said. GUWAHATI: The Special Task Force of Assam Police arrested eight operatives of terror group Ansarullah Bangla Team (ABT) during simultaneous operations carried out in Kerala, West Bengal and Assam on the intervening night of December 17 and 18. The module was working to establish sleeper cells across the country, particularly in Assam and West Bengal. One of them, Md Sad Radi alias Md Shab Sheikh, is a Bangladeshi national who was arrested in Kerala. Two others hail from West Bengal and the remaining five are from Assam. Led by STF Assam chief Partha Sarathi Mahanta, Operation Praghat was carried out with the active assistance of Kerala and West Bengal Police. The Assam police said the operation was launched based on intelligence inputs about clandestine anti-national activities being carried out by a group of individuals under the direction of one Md Farhan Israk, a close associate of ABT chief Jasimuddin Rahmani. ABT is an affiliate of Al-Qaeda in the Indian Subcontinent. The police said the Bangladeshi national was sent to India in November to spread their nefarious ideology and create sleeper cells across the country. He visited Assam and West Bengal to meet ABTs sleeper-cell activists before moving to Kerala for the same purpose. Apart from him, the others arrested were Minarul Sheikh, Md Abbas Ali (both from West Bengal), Nur Islam Mandal, Abdul Karim Mandal, Mojibar Rahman, Hamidul Islam and Enamul Hoque (all from Assam). The incriminating documents and mobile phones with technical evidence seized from the arrested accused indicate their continuous communication across the border with Bangladesh and Pakistan-based entities over the last couple of months, the Assam police said. These sleeper cells were intended to serve as covert operational units, poised for subversive and violent activities, the police said, adding the arrested persons played a pivotal role in aiding Md Sad Radi in his mission to identify, recruit and indoctrinate individuals who share or were inclined to similar fundamentalist ideologies. By exploiting local vulnerabilities, religious sentiments and fault lines, they aimed to create a network capable of operating under the radar while remaining loyal to the broader objectives of their organization, to create disruption and chaos in India, the Assam police further said.

VISAKHAPATNAM: Guntur, Krishna and West Godavari districts in Andhra Pradesh have been identified as high-risk flood-prone areas, according to a recent report titled District-level Climate Risk Assessment for India: Mapping Flood and Drought Risks Using the IPCC Framework. The report categorises Srikakulam, Vizianagaram, East Godavari, Prakasam, Kurnool, Anantapur and Nellore as medium flood risk zones, while Visakhapatnam, Kadapa, and Chittoor fall under the low-risk category. The report also highlights that Visakhapatnam, Guntur, Prakasam and Kurnool are among the districts facing a high risk of drought. Anantapur, Kadapa, Chittoor, Krishna, East Godavari, West Godavari, Vizianagaram and Srikakulam are classified under medium drought risk, with Nellore being the only district under low drought risk. This detailed assessment, released on December 13, 2024, at IIT Delhi, provides an in-depth analysis of flood and drought risks across 698 districts in India. It was developed by the Indian Institute of Technology (IIT) Mandi, IIT Guwahati and CSTEP (Centre for Study of Science, Technology and Policy) Bengaluru, with support from the Department of Science and Technology (DST) and the Swiss Agency for Development and Cooperation (SDC). The study noted that the development of risk maps for floods and droughts facilitates comparative analysis of districts within a State based on standardised indicators. These maps, it stated, encompass flood and drought hazards, the degree of exposure to these hazards, and overall vulnerability, fostering a holistic understanding of climate risks. By determining the components of flood and drought risks, the report added, policymakers can uncover the relative contributions of hazards, exposure, and vulnerability within each district. The report further stated that both State and Central governments face mounting pressure to deliver drought and flood assistance due to the rising frequency and intensity of extreme weather events. Risk assessments, such as those presented in the report, enable governments to prepare proactively by allocating resources, deploying staff, and designing programmes to build resilience in districts most affected by floods and droughts. Additionally, the report highlighted that hazard-specific risk profiles at the district level can help identify areas requiring urgent attention. It noted that these profiles enable policymakers to identify entry points and interventions, thereby focusing efforts on critical districts to mitigate the impacts of climate hazards.

Guwahati: Assam Congress leader, Mridul Islam, passed away on Wednesday succumbing to sickness induced by tear gas shells fired during a 'Raj Bhavan Chalo' march in Guwahati. He had been hospitalised shortly before his death. Islam was an advocate by profession and co-coordinator of Assam Congress Kamrup Rural Digital Vahini. The Congress condemned the incident and declared Islam as a martyr. The party lodged an FIR with the police alleging Islam had died due to excessive use of tear gas by the police. Today, a peaceful protest rally was organized in front of the Raj Bhavan by Assam Pradesh Congress Committee. However, the Assam Police, without any provocation, used an excessive amount of tear gas on the protesters, the Congress alleged in the FIR. The party further alleged that the indiscriminate and excessive use of tear gas caused respiratory conditions among everyone present in the vicinity, including elderly people and children. The Congress said Islam was participating in the programme in a peaceful manner but the authorities unwarrantedly assaulted him with brute force leading to his injuries and death.The Congress demanded actions against the police personnel who were involved, alleging that they had violated human rights. Further, the party demanded a thorough and independent investigation into the incident, appropriate legal action and compensation for the family of the deceased. We urge the authorities to register a case and take strong and immediate action to ensure that justice is delivered and to prevent such tragic incidents in the future, the FIR further read. Assam Congress chief Bhupen Kumar Borah said as part of a nationwide programme, over 8,000 party workers took out a march to the Raj Bhavan to register a protest against the governments attempts to shield industrialist Gautam Adani, apathy towards Manipur and the implementation of smart meters. The state government, unable to accept a democratic protest, resorted to tear-gassing the protestors which caused the death of advocate Islam, Borah alleged.
