Tripura student murder: NESO demands capital punishment for perpetrators, enactment of 'Anti-Racism Act'

GUWAHATI: The North East Students Organisation (NESO) has demanded capital punishment for all those who were involved in the killing of Tripura student Angel Chakma in Dehradun. In a memorandum addressed to Uttarakhand Chief Minister Pushkar Singh Dhami, the NESO, which is the apex students body of the Northeast, further demanded the establishment of at least one special police station for dealing with cases related to racial discrimination and atrocities on people from the region, and the enactment of a stringent law against racial discrimination as the Anti-Racism Act. Mr Angel Chakma, who was only 24 years of age, was beaten and stabbed, resulting in his death after struggling for his life for over two weeks in the hospital. His brother, Mr Micheal Chakma, was also assaulted, the memorandum read. The only reason being they looked differently from the rest of the Aryan race and were hurled with racial abuses which were demeaning and degrading, it further read. Condemning the attack, the NESO said people from the Northeast had been facing these kinds of harassment in different parts of the country. GUWAHATI: Meghalaya Police dismissed media reports in Bangladesh that two suspected killers of student leader Sharif Osman Hadi fled to the northeastern state. Police also rejected claims that two persons, who helped the fugitives, have been arrested here. Quoting a senior official in the country, the Daily Star reported that suspects, Faisal Karim Masud and Alamgir Sheikh, had crossed over into Meghalaya with the help of local associates. According to our information, the suspects entered India via the Haluaghat border. After crossing, they were initially received by an individual named Purti. Later, a taxi driver named Sami transported them to Tura city in Meghalaya, the newspaper quoted Additional Commissioner SN Nazrul Islam. Assam CM warns of demographic takeover, claims Bangladesh-origin Muslim population may hit 40% by 2027

GUWAHATI: Assam Chief Minister Himanta Biswa Sarma on Saturday claimed that the population of Muslims of Bangladeshi origin in the state could rise to around 40 per cent by the time the next Census report is published in 2027, what he termed as a population 'takeover'. Addressing BJP workers at a party event in Guwahati, Sarma referred to Census 2011 data, which put Assams Muslim population at 34 per cent, and projected an increase in the coming years. He specifically referred to Bengali-speaking Muslims of Bangladesh origin, often referred to as Miya, a term considered pejorative in Assam. The state also has an indigenous Muslim population. According to Census 2011, Muslim population in Assam was 34%. The population of Bangladeshi-origin Miya Muslims will be around 40% in Assam when Census 2027 report is published, Sarma said. Sarma attributed the alleged demographic change to what he described as the Congress partys weaknesses and its politics of appeasement, claiming this had led to the emergence of another civilisation with a population of 1.5 crore in Assam. When I joined student politics from the platform of All Assam Students Union, the population of Bangladeshi-origin Muslims in Assam was 21% which is now touching 40%. I have seen this growth myself. My children will see Assamese population dropping to 30-35% with their own eyes, Sarma said. The chief minister further claimed that there was no state in the world where the population of indigenous communities had dropped below 60 per cent of the total population. Referring to statements made by some politicians in Bangladesh about taking over the Seven Sisters (Northeast), , Sarma said the region could face political consequences if the population share of Bangladesh-origin Muslims in Assam crossed 50 per cent, leading to increased representation in the state Assembly. The Assamese will survive as long as they keep fighting, Sarma said, adding that towns and cities could witness demographic change in the future. He described this as a civilisation movement. Sarma said the BJPs agenda was to secure Assam for the new generation and called for unity to protect the community. Assam government, Karbi council to approach Gauhati HC to reslove grazing grounds issue

GUWAHATI: The Assam government, the Karbi Anglong Autonomous Council (KAAC) and the representatives of Karbi community will jointly approach the Gauhati High Court to resolve issues pertaining to village grazing grounds (VGRs) and professional grazing grounds (PGRs) in the councils areas. Emerging from a meeting with the KAAC and the Karbi leaders, Sarma said, The council will file an affidavit before the court by January 5. The Karbi representatives will also file an affidavit. We have decided to jointly move the Gauhati High Court so that the entire issue of VGRs and PGRs can be resolved immediately. The meeting comes amid tensions in the Kheroni area of West Karbi Anglong district following violence over the demand by the Karbis to evict outsiders from VGRs and PGRs. Sarma said the state government would request the court to quickly deliver the judgement in the sensitive case so that the KAAC and the government could take steps accordingly. Last year, the KAAC administration served eviction notices on the illegal settlers but they moved the court challenging the notices. Later, the court issued an interim stay on eviction. There are 8,000 bighas of land in the Kheroni VGRs and PGRs. We will shift the government offices, which are inside VGRs and PGRs, to other locations. The council will fence the entire area and take up a plantation drive to prevent encroachment in the future, the chief minister said. He further stated that the KAAC administration would cancel all trade licences issued in VGRs and PGRs and evict people who encroached upon the land of various departments outside VGRs and PGRs. During the violence at Kheroni, a youth from the Karbi community was killed in police firing while a non-tribal differently abled man was charred to death. Sarma announced that the family of the slain tribal will get a job in the council while a compensation of Rs 10 lakh will be given by the state government. Earlier, the KAAC administration had announced Rs 5 lakh compensation for the families of the two deceased persons. As our objective is to restore peace, the police will pursue the case in which one person was charred to death. We will give general amnesty in rest of the cases so that there is no misunderstanding among us, Sarma said. The second round of the governments discussion with the council and the Karbi representatives will be held on January 16 or 17. We hope that we will get some direction from the court by then, the chief minister said.

Assam marks 'anguished' Christmas celebration after VHP, Bajrang Dal activists vandalise school, shops; 4 arrested

GUWAHATI: People in Assam marked Christmas with what was described as an anguished celebration, a day after members of right wing extremist groups Vishwa Hindu Parishad and Bajrang Dal vandalised and set fire to Christmas decorations at a diocesan school in Nalbari district. According to an official statement, Nalbari police on Thursday arrested four persons, based on a written complaint lodged by Fr Baiju Sebastian, principal of St Marys English School, Panigaon, in Nalbari district. A case has been registered under Bharatiya Nyaya Sanhita (BNS) sections 189(2) (unlawful assembly), 324(3) (mischief), 324(4) (mischief causing significant property damage), 326(f) (mischief by causing damage through fire, etc), 329(3) (criminal trespass), 351(2) (criminal intimidation) and 61(2) (criminal conspiracy). According to the complaint lodged by the principal, some unknown miscreants unlawfully entered the school premises and vandalised the campus, causing damage to outer decorations, serial lights, plant pots and other articles. The complaint further stated that the damaged items were later set on fire. Videos circulating on social media showed the attackers chanting Jai Shree Ram slogans and warning the school against holding Christmas celebrations on its premises. Subsequently, shops selling Christmas items in Nalbari town were targeted, with a few items set on fire. Allen Brooks, spokesperson of the Assam Christian Forum, told this newspaper that people observed an anguished celebration on Thursday as insecurity among the community was overwhelming. Eviction demand: Additional forces deployed, no fresh violence in Assams West Karbi Anglong

GUWAHATI: An uneasy calm prevailed in the Kheroni area of Assams West Karbi Anglong district on Wednesday after two days of violence over the demand to evict outsiders from some village grazing reserves (VGRs) and professional grazing reserves (PGRs). Official sources said no untoward incident was reported throughout the night and on Wednesday morning. The violence had left two persons dead and over 45 others, including 38 police personnel, injured on Tuesday. A protestor from the tribal Karbi community, who was allegedly injured in police firing, had succumbed to his injuries at a local hospital. The other deceased, a differently abled man from the Bengali community, was charred to death after he got trapped inside a house that was set on fire. A group of non-tribals staged a protest at a place on the West Karbi Anglong-Hojai district border on Wednesday, demanding the arrest of those who were involved in the violence and compensation of Rs 20 lakh for the family of the non-tribal deceased. They (protestors) had promised yesterday that they would not resort to violence. Today again, they attacked shops and burst gas cylinders. We were attacked with bombs. One of our personnel was hit by an arrow. We are exercising restraint. We fired only tear gas and rubber bullets, he further stated. He appealed for peace but warned that if the violence continued, legal measures would be taken. The violence had subsided on Monday night when the states education minister, Ranoj Pegu, and the DGP visited the areas. It broke out again on Tuesday, soon after the minister had left the area. Pegu had managed to persuade the protestors to end their fortnight-long hunger strike, assuring them of dialogue on their demand. GUWAHATI: Assams West Karbi Anglong district remained on the boil for the second day on Tuesday with protestors rioting, torching and vandalising shops, and attacking the police with bombs, stones and arrows at Kheroni. The incidents occurred even as prohibitory orders under Section 163 BNSS remained in force in the district as well as in Karbi Anglong district since Monday evening. In the wake of the violence, the state government temporarily suspended internet/mobile data services in West Karbi Anglong and Karbi Anglong districts with immediate effect and until further orders. The protestors from the tribal Karbi community are demanding the eviction of outsiders from some village grazing reserves (VGRs) and professional grazing reserves (PGRs). Director General of Police Harmeet Singh, who has been camping in the district since Monday, told the media that 38 police personnel were injured. They attacked us from two sides. Thirty-eight police personnel, including an IPS officer, were injured. I was hit on my shoulder, Singh said without explaining the nature of the injuries. They (protestors) had promised yesterday that they would not resort to violence. Today again, they attacked shops and burst gas cylinders. We were attacked with bombs. One of our personnel was hit by an arrow. We are exercising restraint. We fired only tear gas and rubber bullets, he further stated. He appealed for peace but warned that if the violence continued, legal measures would be taken. The violence had subsided on Monday night when the states education minister, Ranoj Pegu, and the DGP visited the areas. It broke out again on Tuesday, soon after the minister had left the area. Pegu had managed to persuade the protestors to end their fortnight-long hunger strike, assuring them of dialogue on their demand. GUWAHATI: Protestors on Tuesday called off their hunger strike demanding eviction of encroachers from tribal belt areas in Karbi Anglong district following talks with Assam minister Ranoj Pegu, a day after the residence of Karbi Anglong Autonomous Council (KAAC) chief was set on fire by agitators . The agitators, belonging to several political and social organisations, have been on a hunger strike for the last 12 days, demanding the eviction of illegal settlers. The protesters set ablaze two motorcycles in the Kheroni area of the district on Tuesday, but there was no report of any other incident of violence since Monday night, officials said. Pegu held talks with protestors, and they called off their hunger strike following assurances from the government that tripartite talks will be held on the issue soon. Chief Minister Himanta Biswa Sarma will be present in the meeting, Pegu said. On Monday, four people were injured in police firing on protestors who went on a rampage, setting ablaze the residence of Karbi Anglong Autonomous Council (KAAC) chief executive member Tuliram Ronghang and around 15 shops in Kheroni Bazaar. The protestors also attempted to attack the police station in Kheroni on Monday, but it was foiled by security forces. Prohibitory was still in force in Karbi Anglong and in neighbouring West Karbi Anglong district. Night curfew was also imposed in Karbi Anglong district with restrictions on the movement of any person or groups and private vehicles throughout the district from 5 pm to 6 am. Pegu arrived at Kheroni on Monday night to review the situation. DGP Harmeet Singh also rushed to Karbi Anglong and visited the affected areas, and reviewed the prevailing situation. Pegu said that additional forces have been rushed to the area from neighbouring districts and the 'situation is under control'. 'A section of the people are angry that the encroachers are settling on PGR and VGR land, and there was an attempt to evict them last year, but a petition was filed in the Gauhati High Court, which passed an interim order staying the eviction process', he said. The matter can be resolved only through dialogue, and, 'We are holding discussions with both protestors and the encroachers', Pegu added. The chief minister had said on Monday night that rumours began circulating that three protestors who were on hunger strike had been arrested, and they became agitated. No one has been arrested, but they were taken for treatment to Guwahati as their health deteriorated, he said. Sarma said that he was in touch with the district officials and leaders of the organisations protesting. We hope to bring the situation under control by tonight, he added. The protestors are demanding the eviction of encroachers, who mostly hail from Bihat, from Professional Grazing Reserve (PGR) and Village Grazing Reserve (VGR) lands in the two districts. The police allegedly tried to remove the protesters forcibly in the Kheroni area of Karbi Anglong, following which a clash ensued. The protestors also alleged that the police had arrested three persons who were on hunger strike, but KAAC chief Tuliram Ronghang later told reporters that they were admitted to the Gauhati Medical College Hospital. As news of the clash spread, a group of protesters set ablaze the old residence of KAAC's CEM in Donkamokam, following which the security forces opened fire, in which three agitators and a policeman were injured, officials said.

Assam: Two women declared foreigners, asked to leave country within 24 hours

GUWAHATI: Assam's Biswanath district administration has directed two women, declared as Bangladeshis by the Foreigners' Tribunal, to leave the country within 24 hours of receiving the orders, officials said on Monday. The Tribunal had declared Asmull Khatun of Missamari village and Afuja Begum of Bakrapatta village as 'foreigners' from Bangladesh at different point of time following which Biswanath District Commissioner Lakhinandan Saharia issued an order under Section 2 of the Immigrants (Expulsion from Assam) Act 1950, directing them to leave the country. The order stated that the declared foreigners should 'remove themselves from the territory of Assam, India within 24 hours of receiving the order via the Dhubri/Sribhumi/South Salmara-Mankachar route'. In the event of any default in complying with this order, the 'government would be compelled to take appropriate action to remove you from the territory of the state of Assam, India', the order, which was served on Monday, stated. The Nagaon district administration had served similar orders to 15 people identified as foreigners and directed them to leave the country on December 18.

The incident comes amid the demand for the eviction of outsiders from a few village grazing reserves (VGRs) and professional grazing reserves (PGRs). At least three protestors were injured. The violence broke out at Donkamokam in the hill district of West Karbi Anglong, where tribal Karbis are in the majority. Ronghangs house was gutted in the incident. For the past fortnight, a group of protestors had been on a hunger strike at the Kheroni area of the district, demanding eviction. Trouble broke out after the police had picked up nine protesters on Sunday night. Enraged over their detention, a large number of locals gathered at the site of the hunger strike on Monday morning. Soon, the situation flared up with the protestors blocking the road and allegedly vandalising shops. Later, they proceeded to Donkamokam, a constituency of Ronghang located about 26 km away, to stage a demonstration. However, security personnel used force, firing blank shots to disperse the protestors, infuriating them further. Even as they were fighting a pitched battle with the personnel, a few alleged protestors set fire to Ronghangs house. Nobody was injured in the arson attack. Ronghang was away. West Karbi Anglong, as well as Karbi Anglong, falls under the Sixth Schedule of the Constitution, where land is protected for indigenous tribal communities. The protesters alleged that vast swathes of VGRs and PGRs in West Karbi Anglong had been occupied by outsiders. Last year, the KAAC administration had served eviction notices on the illegal settlers, but the settlers moved to the Gauhati High Court challenging the notices. After the violence on Monday, Ronghang told the media that he did not intervene in the matter as it is sub-judice. The case is in the court. If I had done anything, it would have been a contempt of the court, and I would have been punished, he said. The situation remained tense. Additional forces were rushed to the affected areas. According to reports, Minister Ranoj Pegu was on his way to the site at the direction of Chief Minister Himanta Biswa Sarma.

GUWAHATI: Prime Minister Narendra Modi on Sunday attacked the Congress on the issue of illegal Bangladeshi migrants, accusing the party of settling and protecting them, while asserting that the BJP-led double-engine government was correcting decades of neglect and policy failures in Assam. Addressing a gathering after laying the foundation stone for a Rs 10,601 crore brownfield ammonia-urea plant in Assams Dibrugarh, Modi further accused the Congress of promoting what he termed an anti-India agenda and remaining indifferent to the identity and aspirations of the Assamese people. The Congress has no concern for the identity of Assam and its people. They are interested only in power and doing things they did before, Modi said. Thats why, they like illegal Bangladeshi migrants more. The Congress had settled them and are saving them. This is the reason why the Congress is opposing the ongoing exercise to correct voters list, the Prime Minister added. Even now the Congress wants to settle Bangladeshis on Assams lands and forests to consolidate its vote bank. You get destroyed (in the process) but they are not bothered. They have to strengthen their vote-bank, Modi told the crowd. Stating that Assam has to be protected from the poison of appeasement and vote-bank politics, the Prime Minister assured the people that the BJP was standing firmly with them to protect the states identity and honour. The BJP prioritises every work that enhances Assams prestige. But when it does that, the Congress gets troubled the most. When our government conferred Bharat Ratna on Bhupen da (legendary singer-songwriter Bhupen Hazarika), the Congress had openly opposed it, Modi said, continuing his attack on the opposition party. He further stated that the Congress had once again opposed development when the BJP-led government established a semiconductor unit in Assam. Despite being in power for many decades, the Congress had denied land right to Assams tea garden community. The BJP government has given them land right as well as a dignified life. I am a chaiwalla; if I dont do it, who will? the Prime Minister said. The Prime Minister also accused the Congress of neglecting industrial infrastructure in the state, particularly fertiliser units, leading to repeated shutdowns and hardship for farmers and workers. Just think, why is work for the welfare of farmers only happening after the BJP government came to power? The technology in the old factories became outdated, and the Congress governments paid no attention to it. Many units of Namrup kept shutting down because of this, Modi said. He added that previous governments never attempted to resolve these long-standing issues. Congress never found a solution to this problem. They were nonchalant. Our double-engine government is solving those problems too that were created by the Congress, he said. Highlighting reforms in the fertiliser sector, Modi said urea production in the country had increased significantly over the last decade. They did such a terrible job that even after 11 years of hard work, I still have a lot of work left to do. In 2014, only 225 lakh metric tonne of urea was produced nationwide. After the hard work of the last 10-11 years, this production has risen to around 306 lakh metric tonne, he said. Calling the fertiliser project a major milestone, Modi described the day as historic for Assam and the Northeast. Today is a big day for Assam and the entire North-East. The dream that Namrup and Dibrugarh had been waiting for a long time is being fulfilled today. A new chapter of industrial progress is about to begin in this whole area. Before coming to Dibrugarh, a new terminal of the airport was inaugurated in Guwahati. Everyone is saying that Assam has caught on to a new pace of development. What you are experiencing right now is just the beginning, he said. The brownfield Ammonia-Urea Fertiliser Project at Namrup, within the premises of Brahmaputra Valley Fertiliser Corporation Limited (BVFCL), is expected to meet fertiliser requirements of Assam and neighbouring states, reduce import dependence, generate substantial employment and spur regional economic development. Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal said BVFCL, the oldest fertiliser unit in Northeast India, would undergo major expansion. To further increase its capacity, a fourth plant is set to be established at the Namrup site. Supported by the Government of India, the new plant is expected to be completed in the next five years, with a production capacity of 12.5 lakh metric tonnes per annum, Sonowal said. He added that the expansion would transform the facility into a major production hub for the Northeast and enable exports to neighbouring countries such as Bhutan and Myanmar, besides supplying West Bengal and Bihar. Meanwhile, the Assam Valley Fertiliser and Chemical Company Ltd will have an annual urea production capacity of 12.7 lakh metric tonnes, with the project scheduled for commissioning in 2030. GUWAHATI : Prime Minister Narendra Modi on Sunday morning set sail on river Brahmaputra on a cruise ship, as he began his interaction with students during a 'Pariksha Pe Charcha' programme on the second day of his Assam visit. A total of 25 students from various schools of Assam are taking part in the event. Modi is scheduled to interact with the students for around 45 minutes aboard the three-deck 'M V Charaidew 2', officials said. He arrived at the Guwahati Gateway Terminal of the Inland Water Transport (IWT), inaugurated recently by Union Finance Minister Nirmala Sitharaman, and moved to the ship along the floating bridge. Security has been heightened along the entire area with the River Police, NDRF and SDRF personnel patrolling the river since early morning, the officials said. Ferry services on river Brahmaputra have been suspended for two days since Saturday in the wake of Modi's visit. The students participating in the programme have been selected from schools in Kamrup Metropolitan, Morigaon, Dibrugarh, Cachar, Sribhumi, Baksa, Dima Hasao, Kokrajhar, Golaghat, Karbi Anglong, and Nalbari districts. They represent government, residential and private schools, including the Jawahar Navodaya Vidyalayas, PM Shri schools, Kendriya Vidyalayas, Assam Jatiya Bidyalay, Don Bosco institutions, Kasturba Gandhi Balika Vidyalayas, the officials said. Chief Minister Himanta Biswa Sarma had earlier said that the PM's visit to Kaziranga last year led to a surge in tourist footfalls, and the same is expected for river tourism. 'We expect the same catalytic effect on river tourism in Assam when the PM takes a cruise on the Brahmaputra for Pariksha pe Charcha,' he had said. 'Pariksha Pe Charcha' is held annually since 2018 to help students cope with examination pressure, and promote a balanced approach to learning and mental health. The initiative aims to reduce examination-related stress and encourage students to speak openly about academics, career aspirations, and mental well-being. During the programme, Modi interacts with students, offering valuable advice on tackling board and entrance exams in a calm and stress-free manner.

Prime Minister Narendra Modi on Saturday launched a strong attack on the Indian National Congress, accusing the party of neglecting Assam and the Northeast during its years in power and alleging that it protected infiltrators at the cost of the regions security and identity. Addressing a public rally in Guwahati after inaugurating a new terminal at the citys airport, the Prime Minister said the Election Commission of India had initiated the Special Intensive Revision (SIR) of electoral rolls to ensure that infiltrators were kept out of the democratic process. He alleged that certain deshdrohis were attempting to shield such elements, even as the Centre was taking strict steps to curb infiltration. Modi said the development of Assam and the Northeast was never part of the Congress agenda. He alleged that during the partys rule, infiltrators were allowed to grab forests and land in the state, posing a threat to Assams security and identity. He asserted that the BJP government was now correcting the mistakes that, according to him, the Congress had committed for decades in the region. The Prime Minister further linked the Congress era with prolonged violence in the Northeast, stating that keeping the region away from development had come at a heavy cost to the countrys unity, security and integrity. He said that while violence flourished for decades under previous governments, the situation had begun to change over the past 1011 years. Districts that were once considered violence-affected, he said, were now progressing as aspirational districts. Highlighting the BJPs governance model, Modi said development under the partys double-engine government was flowing uninterrupted in Assam, drawing a comparison with the mighty Brahmaputra.
