I think in the second innings we knew they would bat for their lives, they put hell of a fight. But we knew if we put it in the right areas, things would happen. He also lauded Aiden Markram and Marco Jansen for taking exceptional catches, as well as for skipper Temba Bavumas advice in changing his angles. When I was bowling from that end, I felt it was a left-hander's wicket, Temba asked me to change, and it was a great decision from him, and I was happy to get the wickets. Harmer also applauded his bowling partner Keshav Maharaj for providing him ample support. Kesh's record speaks for itself, he deserves to be the number one spinner and I'm happy to play the supporting role. When given a chance, I'm happy to play the supporting role. Assam anti-polygamy bill prescribes seven-year imprisonment for offenders
GUWAHATI: Assam government on Tuesday tabled a new bill banning polygamy in the state Assembly on the first day of the Winter Session. The Assam Prohibition of Polygamy Bill, 2025 prescribed seven years of rigorous imprisonment for offenders, ban on contesting elections and deletion of names from list of beneficiaries of government schemes. The polygamy law will not apply to the Sixth Schedule areas and to the members of any Scheduled Tribe community. When the bill was introduced, some members of Opposition parties were not present as they staged a walkout earlier in the day, after discussing Zubeen Gargs death on an adjournment motion . The bill states that no person shall marry if he has a living spouse; or he is not legally separated from the other spouse following due procedure of law after marriage; or he is a party to a marriage which is not yet dissolved or annulled by a decree of divorce and either has right to appeal or the specified time for appeal has not been expired or is in appeal, or the appeal has been presented but has not yet been dismissed. Whoever during the lifetime of his or her spouse or during subsistence of a valid marriage or without having been lawfully divorced from the spouse, or without having being declared the marriage null and void or dissolved contracts a marriage shall be guilty of an offence punishable with imprisonment upto seven years and fine, the bill says. It further states that anyone found committing the offence by concealing a previous marriage will face imprisonment for 10 years and fine. If the offence is repeated after conviction, the offender will face double punishment. Village chiefs, Quazis, parents or the legal guardians of the contracting party of the polygamous marriage shall if, dishonestly or fraudulently hide and intentionally take part in the performance or solemnization of polygamous marriage, will be punished with imprisonment which may extend to two years and be liable to fine which may be extend upto Rs 1 lakh. The bill says any priest or Quazi, knowingly and willingly solemnising any marriage contrary to the provisions of the law, will be punished upon conviction with an imprisonment for upto two years or with fine upto Rs 1.5 lakh. Additionally, in all such cases, the convicts will not be entitled for any public employment and appointment, funded or aided by Assam government; denied benefits under any scheme funded or aided by the government, will not be able to contest any election in the state for Panchayati Raj Institutions, Urban Local Bodics (Municipalities), and any other such elections. The bill says women, who are victims of polygamy, may approach competent authority to claim compensation.
South Africa: South Africa head coach Shukri Conrad gave an honest and striking explanation for his team's late declaration: they wanted India to spend as much time on their feet as possible and be forced into a long, exhausting chase in the waning light. GUWAHATI: Assam Chief Minister Himanta Biswa Sarma told the state assembly on Tuesday that singer Zubeen Gargs death in Singapore on September 19 was a plain and simple murder, not culpable homicide. A special investigation team (SIT) added Section 103 of the Bharatiya Nyaya Sanhita (BNS), which pertains to murder, within three days of the incident. After preliminary probe, the Assam Police was sure that it was not a case of culpable homicide, but it was a plain and simple murder, Sarma said. That is why Section 103 of the BNS was added to the case within three days of his death, he added. Sarma made the statement during a discussion allowed under an adjournment motion moved by the opposition. He said police concluded early that the case involved murder, prompting the swift addition of the section. The SIT under the CID has so far arrested seven people, examined 252 witnesses and seized 29 items. Sarma claimed that one accused killed Garg while others assisted, adding that four to five people will be booked for murder. The chief minister said a watertight chargesheet will be filed in December, and the investigation will then expand to cover negligence, criminal breach of trust and other aspects. GUWAHATI: An adjournment motion moved in the Assam Assembly by the opposition to discuss the death of singer Zubeen Garg was allowed by the Speaker at the request of Chief Minister Himanta Biswa Sarma, on Tuesday, the first day of the winter session. As the House met for the day's business after obituary references, Leader of the Opposition Debabrata Saikia and Independent MLA Akhil Gogoi stood up with a request to allow their adjournment motions on the same issue. As Speaker Biswajit Daimary was about to allow them to speak on the admissibility of the motion, the CM intervened. Sarma said the government is also equally seized of the matter and requested the Speaker to allow the adjournment motion. He also requested that some important bills and supplementary grants, which were on the original agenda for the day, be allowed to be placed due to the urgency of those matters. Sarma also said that no member from the Treasury benches will speak and the government side will only place its reply. The Speaker, allowing the adjournment motion, said the bills and supplementary grants will be placed in the House at the end of the discussion. He requested the members to refrain from making any comments which may hamper the investigation into Garg's death. Garg had died while swimming in the sea in Singapore on September 19. Washington Sundar: As India fell into serious trouble in the second Test match against South Africa in Guwahati on Monday, Washington Sundar expressed cautious optimism, stating that the team must stay positive despite giving up a huge first-innings deficit. GUWAHATI: The report of a non-government commission, which probed the incidents related to the 1983 Assam election violence, will be tabled in the State Assembly during its winter session beginning on Tuesday. The three-member unofficial judicial commission, headed by Justice (Retd) T U Mehta, was formed by Mukti Jujaru Sanmilan and those involved in the six-year-long Assam agitation or anti-foreigners agitation. Chief Minister Himanta Biswa Sarma said it would be the first time that a report of a commission, formed by non-government agencies, would be tabled in the State Assembly. He said All Assam Students Union (AASU) wanted the report to be made public in the interest of the people.We have also decided to place copies of the Tewary Commission report, Sarma said. The Tribhubhan Prasad Tewari Commission had probed the Nellie Massacre of 1983 during the Assam Agitation. An estimated 2,000 to 3,000 Muslims, mostly women and children, had lost their lives in the massacre one of the darkest chapters of Assams history. The Assam Agitation, spearheaded by the AASU, culminated with the signing of the Assam Accord in 1985. A major demand of the agitators was that the illegal immigrants should be detected and deported. However, despite the signing of the accord, the problem remains unresolved. According to Sarma, although the Tewary Commission report was tabled in the House in 1987 when the Asom Gana Parishad was in power, only one copy was sent to the Speaker. We will provide copies to all MLAs on Tuesday, he said. With barely a few months left for Assam to go to elections, some Opposition parties view the governments move as politically motivated. However, Sarma termed it as an academic exercise. The copies will be made public to prevent this historic document from being lost to time, he said. Meanwhile, the Cabinet approved placing the Prevention of Cruelty to Animals (Assam Amendment) Bill, 2025, before the Assembly, thus paving the way for permitting the traditional buffalo fight during Magh Bihu celebrations, similar to Jallikattu in Tamil Nadu. GUWAHATI: An Assam resident has petitioned the United Nations Educational, Scientific and Cultural Organisation (UNESCO), requesting it to send a fact-finding team to the state to assess the ecological implications of a proposed 34.45 km-long elevated corridor along a national highway on the southern fringes of the Kaziranga National Park and Tiger Reserve. Prasanta Kumar Saikia, a native of Gomothagaon village in central Assams Nagaon district, has requested that the Government of India and the state government not proceed with the project until a thorough evaluation is completed. In a November 19 letter, Saikia urged UNESCO Director-General Khaled El-Enany to ensure strict compliance with World Heritage Site conservation guidelines, particularly those related to safeguarding wildlife corridors and preventing habitat fragmentation. In October, Chief Minister Himanta Biswa Sarma had told the media that the foundation stone for the elevated corridor would be laid by the year-end. Saikia said while the project is being aimed to reduce traffic congestion and prevent road kill incidents, especially during the monsoon floods, the long-drawn-out construction process itself is expected to cause significant disturbances to the parks endangered wildlife population. Kaziranga is one of the finest and the most picturesque wildlife refuges in South Asia, with a wide diversity of species and the largest undisturbed floodplain on the Brahmaputra. The site lies within a Conservation International-designated Conservation Hotspot, a WWF Global 200 Eco-region, and is one of the worlds Endemic Bird Areas, Saikia wrote in his letter. He further highlighted that the park is home to about 35 major mammal species, including 15 of Indias threatened Schedule I species; harbours the worlds largest population of Indian rhinoceros, lies within one of the worlds endemic bird areas and is home to over 300 bird species. As a nature-loving resident of India, I strongly oppose the proposed project, especially because the constructionalong the southern periphery of the Kaziranga National Park is in total violations of the World Heritage Convention, Saikia wrote. GUWAHATI: The Paresh Baruah faction of the banned insurgent group United Liberation Front of Assam (ULFA) suffered a setback on Sunday when one of its top leaders, Arunodoi Dohutia, also known as Arunodoi Asom, surrendered before security forces. Dohutia gave up arms along with his personal security officer, Francis Asom, near Pangsau Pass on the IndiaMyanmar border in Arunachal Pradesh. The two are likely to be brought to Guwahati. Chief Minister Himanta Biswa Sarma confirmed the surrender of the ULFA leader but dismissed the speculation that he (Dohutia) would be taken to New Delhi in connection with peace talks. He categorically said that any discussion with the ULFA would be held with Baruah, stating that there is no point in talking to others. He further said that Baruah was unwilling to engage in talks in the manner the government wanted. Dohutia, a self-styled major general who earlier served as the spokesperson of the ULFA, has been a trusted lieutenant of Baruah. His surrender is being seen as a major blow to the insurgent group. It has not yet reacted to the desertion. The development came amid stepped-up operations by the security forces against militants in eastern Arunachal and Tinsukia district. The ULFA had attacked an Army camp in Tinsukia last month, injuring three personnel. For the past two to three years, the Assam government has been actively working to bring the ULFA to the negotiating table.
