91 Indian districts at high drought risk, 51 at high flood risk: Report

NEW DELHI: Indias 91 districts face high risks of drought, 51 districts are at high flood risks and 11 face very high risks of both, a new report released by the Department of science and technology says, emphasising the need for immediate interventions to address challenges posed by climate change. The report, titled District-Level Climate Risk Assessment for India: Mapping Flood and Drought Risks Using IPCC Framework, has mapped Indias districts to assess climate vulnerability. The profiling of hazard-specific risks of districts will enable state governments to prepare proactively and allocate resources, staff and design programmes, fostering resilience in districts most affected by floods and droughts, the report says. Besides DST, the Swiss Agency for Development and Cooperation funded the study to address climate change challenges. The study was carried out by the Indian Institute of Technology, Guwahati in collaboration with IIT Mandi and the Centre for Study of Science, Technology and Policy (CSTEP), Bengaluru. According to the study, about 85% of the districts of Assam, Bihar, Uttar Pradesh, West Bengal, Gujarat, Odisha, and Jammu and Kashmir are in the very high flood risk category. Fifty-one districts face very high flood risk and 118 come under high risk category. More than 85% of the districts in the very high drought risk category belong to Bihar, Assam, Jharkhand, Odisha, Uttar Pradesh, Maharashtra, West Bengal, Karnataka, Tamil Nadu, Chhattisgarh, Kerala, Uttarakhand, and Haryana. Ninety-one districts facing very high drought risk, and 188 districts facing high drought risk predominantly belong to Bihar, Jharkhand, Assam, Odisha and Maharashtra. Eleven districts facing both very high flood and drought risks include Patna (Bihar); Alappuzha (Kerala); Charaideo, Dibrugarh, Sibsagar, South Salmara-Mankachar and Golaghat (Assam); Kendrapara (Odisha); and Murshidabad, Nadia, and Uttar Dinajpur (West Bengal). Now challenge is to translate these findings into on-ground actions as essentials, and insights must reach every stakeholder at national and state levels, said Anita Gupta, head of scientific division, DST.

Assam: CBI files charge sheet in online trading scam

New Delhi: The CBI has filed a charge sheet against Ranjit Kakoty of tradingfx for alleged swindling of Rs 260 crore belonging to 1.5 lakh investors in one of the 41 cases pertaining to online trading scams in Assam, officials said Friday. Kakoty, who is under judicial custody, allegedly deceived investors through misleading plan documents, false promises, and other fraudulent practices to misappropriate their hard-earned money for personal enrichment, the agency said. The CBI used advanced forensic tools to identify the majority of the investors who were victims of the fraudulent scheme perpetrated by the accused through the online platform www.tradingfx.live, the agency said in a statement. This is one of the 41 Assam investment scam cases being investigated by the CBI on the request of the state government, it said. Kakoty was earlier booked by the Dibrugarh police regarding allegations that he and his associates had promised a three-fold return to gullible investors within a period of 18 months of their investments under TradingFX, they said. He later stopped returning the promised funds and became unresponsive, the FIR alleged. Since taking over investigation of the Assam Investment Scam cases, the CBI has accelerated its probe, conducting fresh searches across 93 locations in five states/UT. These searches have led to the seizure of mobile phones, desktops, hard drives, and laptops. During the investigation, the CBI has successfully traced databases containing details of depositors who were deceived into investing in these unregulated deposit schemes, the CBI said in the statement. The CBI had also filed a charge sheet in another case of online trading scam from Dibrugarh on Thursday against Bishal Phukan, Abhijit Chanda, actor Sumi Bora, and Tapon alias Tarkik Bora, the officials said. It is alleged that the accused were involved in orchestrating an illegal deposit scheme that solicited funds from investors under false pretence. They used deceptive means, including notarised stamp papers and falsified investment reports, to lure investors with the promise of guaranteed 30 per cent returns. They cheated the investors and misappropriated the deposits for their personal gains, the agency said in a statement.

Tinsukia: At least four people, including a five-year-old child were killed when the car they were travelling fell from an under-construction culvert in Assam's Tinsukia district on Tuesday, police said. The car carrying six members of a family fell from the under-construction culvert near Dihingia Gaon on the Tinsukia-Dibrugarh bypass at around 4 am, an official told PTI. Four of the six passengers, including a 5-year-old child, died on the spot. 12-hour bandh called for ST status affects life in Assam's Dibrugarh, Tinsukia

DIBRUGARH/TINSUKIA: A 12-hour bandh in Assam's Dibrugarh and Tinsukia districts called by Moran and Motok organisations demanding ST status for the two communities has brought life to a standstill on Monday, with all business establishments, offices and other institutions remaining closed. Thousands of agitators blocked the main roads in Dibrugarh and Tinsukia towns and stopped vehicular movement along the national highways despite the district administrations promulgating prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in entire districts. Protesters came out in large numbers to impose the 12-hour bandh from 5 am called by All Moran Students' Union (AMSU) and All Assam Motok Yuva Chatra Sanmilan (AAMYCS) defying district administrations' orders issued on Sunday night, prohibiting any forceful bandh call, road blockage, picketing, burning of tyres and carrying of inflammable items. Tyres were burnt on roads blockaded by the bandh supporters in various places in the two Upper Assam districts, with police opening two rounds in the air to disperse bandh supporters on Makum-Tinsukia bypass, an official said. So far, we have not detained anyone. People have hit the streets in thousands at various places. We are trying to clear the highways and local roads, he added. All shops, business establishments, offices, banks and other institutions remained closed, while some witnessed thin attendance. Bandh supporters, however, exempted school buses, vehicles carrying students to attend examinations, and those of the emergency services from the purview of the shutdown. Assam's Moran, Motok, Chutia, Tai-Ahom, Koch-Rajbongshi and Tea-Tribes communities have been demanding ST status for many years, with several senior BJP leaders and state ministers regularly offering assurances of granting the reservations. AMSU and AAMYCS have been protesting Union Tribal Affairs Minister Jual Oram's reported comment that the government has not taken any formal step to grant ST status to the six communities. Although the 12-hour bandh was called by the two organisations, several other groups of the remaining four communities seeking ST status also extended support to the agitational programmes. AMSU president Pulendra Moran said the movement will intensify in coming days until their demands were met by the government. We have been fooled by the BJP government many times. Tinsukia bans protests over ST status delay

Tinsukia district administration imposed a ban on protests and demonstrations on Sunday, hours after two prominent student organisations, the All Moran Students' Union (AMSU) and All Assam Mottock Yuba Chatra Sanmilan (AAMYCS), announced a 12-hour bandh in Tinsukia and Dibrugarh for Monday. The bandh was called to protest the delay in granting Scheduled Tribe (ST) status to the Moran and Mottock communities. District Commissioner Swapneel Paul issued the prohibitory order, which banned bandhs, picketing, effigy burning, and road blockades throughout the district. Forceful bandhs by self-styled organisations cannot be allowed as they directly impact the fundamental rights of citizens under Articles 19 and 21 of the Constitution, stated Paul in the official order. The administration highlighted the economic losses caused by such protests, citing disruptions to business transactions, essential services, and public transport. Violators of the order face prosecution under Section 223 of the BNS, 2022. The order remains in effect until further notice or modification. It also clarified that holidays are only observed on specified days as per government notifications or under the Negotiable Instruments Act. Despite the ban, AMSU General Secretary Joykanta Moran vowed to go ahead with the bandh. We will proceed as planned, he told reporters. This followed the AMSU's continued protests, including burning effigies of Prime Minister Modi, Union Minister Jual Oram, and Assam Chief Minister Himanta Biswa Sarma in various parts of Tinsukia, escalating tensions with the authorities.

Amritpal Singh linked to murder of Sikh activist as Punjab police arrest three suspects

CHANDIGARH: Amritpal Singh, the Khadoor Sahib MP and pro-Khalistan sympathiser currently held in Assams Dibrugarh Central Jail under the National Security Act (NSA), has been linked to the killing of Sikh activist Gurpreet Singh. Punjab Director General of Police Gaurav Yadav announced today that the state police have solved the murder of Gurpreet Singh, also known as Bhodi, from Hari Nau village. Three associates of gangster-turned-terrorist Arshdeep Singh, alias Arsh Dalla, who is believed to be the mastermind behind the killing, have been arrested. Those arrested have been identified as Bilal Ahmed alias Fauji, Guramardeep Singh alias Pontu and Arshdeep Singh alias Jhandu. As per the information, Gurpreet Singh was shot dead on October 9 this year while returning back home from the village Gurudwara on his motorcycle, he said. Yadav revealed that the investigation has uncovered that Gurpreet Singh's murder was planned from abroad by Arsh Dalla and others. He noted that separate modules were used for reccee and carrying out the killing, with different handlers abroad. The criminals employed cut outs to conceal their involvement in the conspiracy, he added. The three arrested persons constituted part of the reccee module, being handled by Canada-based Karamveer Singh alias Gora. The reccee module passed on crucial information to the shooter module through their handlers and cut outs, he said. Yadav said that the members of the shooter module have been identified and police teams are on manhunt to nabbing them. During investigations, evidence has come on record indicating the role of Amritpal Singh of Waris Punjab De (WPD) in the murder conspiracy. As per some statements recorded in the investigation, the murder was carried out at the behest of Amritpal Singh. The police would investigate the case on basis of evidence in a professional manner. All angles and theories of crime would be examined threadbare and investigated in accordance with law, he said. Punjab Director General of Police Gaurav Yadav Yadav added that the criminal liability of all persons involved in the investigation would be determined in accordance with the evidence available as per law. Sharing operation details, Yadav said that acting swiftly, the Special Investigation Team (SIT) comprising police officials from the Faridkot district and State Special Operations Cell was constituted and separate teams assigned the tasks of visiting the scene of the crime and collecting physical and digital evidence. The CCTV footage at the scene of crime was examined and teams were deputed to follow the forward and backward linkages of CCTVs to determine the entry and exit routes of the assailants. Meticulous investigations by the Faridkot District Police led to analysis of CCTV footage along a 125-kilometre stretch, which helped the police in establishing the suspects movements and developing lead. He said that mobile tower dumps at strategic places were obtained and analyzed through big data analysis tools. At the same time human intelligence was also obtained and developed and a large number of persons were questioned, he said. During investigations, information relating to wider conspiracy to target more individuals has also been received and is being probed. A case had already been registered on October 10 last year under sections 103 (1), 126 (2) and 3 (5) of the Bharatiya Nyaya Sanhita (BNS) and section 25 of the Arms Act at Police Station Kotkapur. Sources said that Gurpreet was among the nine primary members when Waris Punjab De was formed in November 2021 by Deep Sidhu. He was also a key supporter of Sukhraj Singh son of Krishan Bhagwan Singh, one of the victims of the 2015 police firing incident at Behbal Kalan.

1,600 MT onion to arrive Delhi by Oct. 20; Price to soften

Hyderabad: The Department of Consumer Affairs announced that 1,600 MT (42 BCN wagons i.e. approximately 53 trucks) of onions procured by National Cooperative Consumers Federation of India Ltd. (NCCF) under the price stabilisation fund is being shipped by rail by the Kanda fast train from Nashik to Delhi NCR. Nidhi Khare, Secretary, Department of Consumer Affairs, Government of India, during a press briefing informed that railways as a mode of onion transportation is set to gain importance as more destinations are being added to bolster the pace of disposal. Shipments by rail rake to Lucknow and Varanasi will be scheduled in next few days. The Department has also requested Indian Railways to allow transportation of onion rakes from Nashik to multiple locations across the North-eastern region which would include NJP: New Jalpaiguri (Siliguri), DBRG- Dibrugarh, NTSK- New Tinsukia, and CGS: Changsari. This will ensure wider availability of onions in different regions of India ensuring its availability at a very reasonable price to consumers. The government had procured 4.7 lakh tons of rabi onion for the price stabilization buffer this year, and started the release from 5th September, 2024 through retail sale at Rs.35 per kg and also through bulk sales in major mandis across the country. Till date about 92,000 MT of onion in the buffer has been dispatched from Nashik and other source centres to consuming centres through trucks by road transport. As on date, NCCF has covered 77 destinations in 21 States and NAFED covered 43 destinations in 16 States in their onion disposal. The agencies have also partnered with retail chains such as SAFAL, Kendriya Bhandar and Reliance Retail for distribution of onions to retail consumers at Rs.35 per kg. In addition, 86,500 MT of onion has been allotted to nine States Governments and Cooperative Societies for retail distribution. Since the start of onion disposal till date, the rising trend in onion prices have been substantially arrested. Average retail prices in major States like UP, Haryana, Maharashtra, Odisha, Punjab, Jharkhand and Telangana have come down in recent days in comparison to the level in first week of September, 2024. Mandi prices in Lasalgaon also declined from the peak of Rs.47 per kg on September 24 to Rs.40 kg on October 15, 2024. The initiative taken up by NCCF for bulk transportation of onion by rail rake is a significant measure to ensure abundant supply of onions in the market. Railway mode provides a cost-effective and expeditious bulk transportation of onions to consuming centres. This efficient mode of transportation will contribute to the timely and reliable delivery of onions to various regions. In respect of tomato, Secretary, Consumer Affairs stated that recent surge in prices is because of excess rains and high moisture level in major tomato producing areas of Andhra Pradesh, Karnataka and Maharashtra. The adverse weather condition together with incidences of disease attack in certain pockets impacted the harvest and also the shelf life of tomatoes. The supply situation is set to improve in coming days with increased arrivals from Maharashtra and Madhya Pradesh which would bring down the tomato prices.

The proposal was submitted to the Ministry of Home Affairs, which after due consideration decided to maintain the status quo regarding disturbed areas in the state for a further period of six months from October 1, the notification said. The four districts have been the only areas under AFSPA in the state since October last year, with the law being gradually withdrawn from other parts. It was withdrawn from Jorhat, Golaghat, Karbi Anglong and Dima Hasao last year, while other areas were taken out of its purview earlier. The AFSPA was first imposed in Assam in November 1990 and has been extended every six months since then. The Act empowers security forces to conduct operations anywhere and arrest anyone without any prior warrant. It also gives a certain level of immunity to the security forces in case of an operation going wrong. Civil society groups and rights activists have been demanding the withdrawal of the draconian law from the entire Northeast, claiming a violation of human rights by the armed forces. The cry to repeal the Act gained renewed momentum following the death of 14 civilians in firing by security forces in a botched anti-insurgency operation and retaliatory violence in the Mon district of Nagaland on December 4, 2021.

Northeast Frontier Railway to run 26 special trains to tackle festive rush

The Northeast Frontier Railway (NFR) will run 26 special trains over the next two months to clear the festive rush, a statement said on Sunday. NFR has proposed 26 special trains with 254 trips this year for the festive season, it said. These 13 pairs of special trains will facilitate smooth travel experience and accommodate extra passengers during the forthcoming festivals of Durga Puja, Diwali and Chhath Puja from October 1 to November 30, the statement added. In comparison to last year, NFR has almost doubled the number of special trains and trips during the festive period, it said. The special trains will cover important destinations like Amritsar, Bengaluru, Gorakhpur, Prayagraj, Kolkata, Anand Vihar and Shri Ganganagar, while also touching on other destinations. These trains will also boost connectivity within the zone during this period to areas such as Agartala, Naharlagun, Silchar, New Tinsukia, Dibrugarh and Katihar, the statement added.
