CHANDIGARH: Gangster-cum-drug lord Jagdeep Singh alias Jaggu Bhagwanpuria, an accused in Punjab singer Sidhu Moosewalas murder case has been shifted to Silchar jail in Assam from Central Jail at Bathinda. He has been detained by the Narcotics Control Bureau (NCB ) under the Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act. He is the first gangster from the State who has been detained under this act. Sources said that on March 22, a joint team of the NCB and Punjab police escorted Bhagwanpuria from Bathinda to Chandigarh under heavy security cover. He was flown to Assam via Delhi and Kolkata. He was lodged in the central jail on March 23 at Silchar. A four-member NCB team over saw the transfer of this gangster. This transfer of Singh took place following a directive dated March 21, from the Joint Secretary (PIT-NDPS). Thus, the NCB carried out his immediate transfer from high-security Bathinda to Central Jail at Silchar in Assam. As per his dossier, some 128 cases are against him, including 12 under the NDPS Act. Intelligence reports indicate his involvement with Pakistan-based suppliers and international networks in Canada and the US, underscoring the transnational nature of his activities. Sources said the PIT-NDPS case was registered in Bhagwanpuria after a detailed investigation in which it was established with evidence how he was allegedly running his operations and orchestrating drug trafficking, extortion besides violent activities from behind bars. He was also using smuggled mobiles as he was issuing instructions and talking via encrypted communication to coordinate supply chains through an extensive network of operatives. Statements from some of his co-accused have further corroborated the evidence. Singh who hails from Bhagwanpur village under the jurisdiction of Kot Surat police station in Gurdaspur district is a notorious gangster and smuggler involved in cross-border narcotics smuggling. As in many cases, he is also involved with illegal weapons (pistols and revolvers.) This is the fourth detention from Punjab under the stringent Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act which allows drug traffickers to be jailed for up to one year without bail. Last year in August, the NCB detained three other alleged drug lords from the state and shifted them to Dibrugarh Central Jail in Assam. The three individuals detained are Jaspal Singh alias Goldy, Akshay Chhabra and Balwinder Singh alias Billa Havellian. Sources said that these drug smugglers are running drug syndicates from inside jails in Punjab. This move seeks to break his powerful grip on criminal networks flourishing in the state and nearby regions.

DIBRUGARH: Pro-Khalistan radical preacher Amritpal Singh's seven accomplices, who were released from Dibrugarh Central Jail in Assam following the withdrawal of NSA charges against them and re-arrested in another case by Punjab Police, will be flown to the northern state on Thursday, officials said. Punjab cops re-arrested them for attacking a police station on the outskirts of Amritsar in 2023 and got a transit remand from a local court here. All seven detainees will be flown to Punjab under tight security. Punjab Police has secured their transit remand and are now completing the legal transfer process from Dibrugarh Central Jail, a senior official told PTI. A 25-member Punjab Police team has been camping in Dibrugarh for the past few days to facilitate the transfer of Singh's accomplices, who have been imprisoned along with the Waris Punjab De (WPD) leader here for nearly two years. They will be taken to Punjab on two different commercial flights. Three of them have already been brought to Mohanbari Airport here for their onward journey by an IndiGo flight, scheduled to depart shortly, the official said. The remaining four will also be sent on a different flight later in the day, he added. The seven are Kulwant Singh, Harjeet Singh, Gurinder Pal Singh, Gurmeet Singh, Bhagwant Singh alias Pradhan Mantri Bajeke, Daljit Singh Kalsi and Basant Singh. In 2024, their detention period under the NSA was extended by a year. Amritpal Singh along with Papalpreet Singh and Varinder Singh Johal will continue to be held under NSA here, with their detention scheduled to expire in June. The radical preacher had contested the 2024 Lok Sabha elections as an Independent candidate and won from the Khadoor Sahib seat in Punjab. CHANDIGARH: The ruling Aam Aadmi Party (AAP) government in Punjab has decided not to extend the detention of at least seven close aides of pro-Khalistani leader and Member of Parliament Amritpal Singh. Singh is currently lodged in Dibrugarh Central Jail in Assam under the National Security Act (NSA). His aides will be brought back to Punjab on Monday. Sources claimed these detainees will be transferred from Dibrugarh to Punjab, where they will face legal proceedings for the cases registered against them. The Punjab government has opted not to renew the NSA detention of these seven individuals. The key case against them involves the attack on Ajnala Police Station, where a mob of approximately 200 to 250 people, led by Amritpal Singh and armed with deadly weapons, stormed the premises to forcibly free one of their associates from police custody. The Punjab Police has been investigating the matter and is now prepared to take decisive action against those involved. Their transfer will be carried out following all necessary departmental procedures. Confirming the development, Deputy Inspector General of Police (Border Range) Satinder Singh said, Seven aides of Amritpal Singh, namely Sarabjit Singh Kalsi, Bhagwant Singh alias Bajeke, Gurmeet Singh, Gurinder Pal Singh, Harjit Singh (Amritpals uncle), and Kulwant Singh, are being brought back to Punjab from Dibrugarh, as the National Security Act (NSA) is expiring on some of them tomorrow and on others the day after. Once the NSA expires, we will be arresting them in the case related to the attack on Ajnala Police Station in 2023. We are bringing them on transit remand from there, he added. Rajdev Singh Khalsa, the advocate representing Amritpal Singh and the other detainees, claimed that apart from Amritpal Singh, Papalpreet Singh, and Lovepreet Singh alias Toofan, all others will be brought back to Punjab shortly. He confirmed that a Punjab police team had already reached Dibrugarh. As per my information, the state government is not extending the National Security Act (NSA) on them, which is expiring on March 19. However, the NSA on Amritpal, Papalpreet, and Toofan remains in effect until April 22, he said. I have no information on which jail they will be kept in once they return to Punjab. In June last year, the Punjab government extended the detention of Amritpal Singh and nine of his aides for another year under the stringent NSA, which allows authorities to detain individuals for up to 12 months without formal charges. Arrangements are being made for the detainees transfer, and further legal proceedings will follow once they return to Punjab, sources said. Following a month-long manhunt, Amritpal Singh, the chief of Waris Punjab De, was arrested on April 23, 2023, in a village in Moga. The Punjab Police and central agencies launched a crackdown after the February 23 Ajnala incident, in which Amritpal Singh and his supporterssome brandishing swords and gunsbroke through barricades, barged into the police station on the outskirts of Amritsar city, and clashed with police officers to secure the release of Lovepreet Singh Toofan, one of his aides. Amritpal granted 54-day leave amid detention: Centre informs Punjab & Haryana HC
CHANDIGARH: The Union Government on Wednesday informed the Punjab and Haryana High Court that the Member of Parliament from Khadoor, Sahib Amritpal Singh, has been granted 54 days leave. This information was furnished before the Division Bench of Chief Justice Sheel Nagu and Justice Sumeet Goel as the matter came up for resumed hearing. Additional Solicitor-General of India Satya Pal Jain, along with advocate Dheeraj Jain, placed before the division bench the letter dated March 11 issued from the Lok Sabha secretariat granting leave of absence of 54 days from June 24, 2024 to July 2, 2024, and from July 22, 2024 to August 9, 2024, and again from November 25, 2024 to December 20, 2024. During the hearing, the Bench noted that Singhs concern had been addressed by the letter from the Lok Sabha secretariat. Since the petitioners apprehensions regarding the disqualification from parliament due to absence stands alleviated the relief sought is effectively satisfied, observed the bench. Referring to his other prayer requesting for authorisation to meet officials and ministers regarding the Members of Parliament Local Area Development Scheme (MPLADS) to address local development projects, the Bench asserted it was of the view that the conduct of parliamentary sessions was governed by a certain set of rules. Therefore, it would be appropriate for the petitioner to prefer a representation to the Speaker of the Lok Sabha. CHANDIGARH: The Union Government informed the Punjab and Haryana High Court today that the recommendations of the panel, set up by the Speaker to examine the absence of Khadoor Sahib Member of Parliament Amritpal Singh from the Lok Sabha, will be placed before Parliament on 10 March. As the hearing resumed before the division bench of Chief Justice Sheel Nagu and Justice Sumeet Goel, Additional Solicitor General of India Satya Pal Jain told the court that the committee had deliberated on the leave requests of five Members of Parliament, including Amritpal Singh, who is also the chief of Waris Punjab De. The committee considered all the applications and decided to make its recommendations to the Lok Sabha. These recommendations shall be placed before the Lok Sabha on 10 March. Thereafter, the final decision on their applications will be taken by the Lok Sabha, he said. He further informed the court that the proceedings of parliamentary committees were confidential and could not be made public until placed before Parliament. Elizabeth Gogoi's 'ISI links': Is Himanta laying groundwork for Assam polls with accusation?
Elizabeth Gogoi has become a pawn in the fight between Assam Chief Minister Himanta Biswa Sarma and his bete noire, Congress MP Gaurav Gogoi. First, BJP national spokesperson Gaurav Bhatia on Wednesday alleged that Elizabeth, a British citizen who is Gogois wife, has links with Pakistan and its Inter-Services Intelligence (ISI). Sarma took the attack further with a series of posts on X on Thursday. Without mentioning the names of the Gogoi couple, he said she had worked for an American senator known for close ties with the Pakistani establishment and later spent time in Pakistan, employed by an organization widely believed to be a front for the ISI. Sarma mentioned that Pakistani High Commissioner to India, Abdul Basit, had invited Gogoi in 2015, then a first-time MP, and his startup, Policy for Youth, to discuss India-Pakistan relations at the Pakistan High Commission in New Delhi. He also said Gogoi raised sensitive questions on defence matters in Parliament after his marriage to Elizabeth. Observers saw politics in Sarmas attack on the Congress MP considering that Assam will go to the polls early next year. There is a perception that the BJP, which has been in power in Assam since 2016, has a serious problem in upper Assam. The party got a whiff of it when it could not defeat Gogoi in the Jorhat seat despite going all guns blazing in last years Lok Sabha elections. Ahoms have a large population in upper and northern Assam. Last month, Sarma inaugurated the second chief ministers secretariat in Dibrugarh, an important town in upper Assam. The government said it would ensure continuous monitoring of government schemes and projects. However, observers felt it was to warm up voters. Sarma and Gogoi have been long-time political foes. Sarma fell out with three-time former Chief Minister Tarun Gogoi and joined the BJP in 2015. Observers say Gaurav Gogoi, son of Tarun Gogoi, was the reason. GUWAHATI: Braving a boycott call given by some militant groups, people in the Northeast on Sunday went out in large numbers to celebrate the 76th Republic Day. A loud explosion heard at a truck parking lot in Beharbari area on the outskirts of Guwahati, and an unattended bag found lying at the inter-state bus terminal nearby, triggered panic among people. However, reports of no untoward incidents were received. The police dismissed the reports of blast. There was a loud sound but no explosion. 91 Indian districts at high drought risk, 51 at high flood risk: Report
NEW DELHI: Indias 91 districts face high risks of drought, 51 districts are at high flood risks and 11 face very high risks of both, a new report released by the Department of science and technology says, emphasising the need for immediate interventions to address challenges posed by climate change. The report, titled District-Level Climate Risk Assessment for India: Mapping Flood and Drought Risks Using IPCC Framework, has mapped Indias districts to assess climate vulnerability. The profiling of hazard-specific risks of districts will enable state governments to prepare proactively and allocate resources, staff and design programmes, fostering resilience in districts most affected by floods and droughts, the report says. Besides DST, the Swiss Agency for Development and Cooperation funded the study to address climate change challenges. The study was carried out by the Indian Institute of Technology, Guwahati in collaboration with IIT Mandi and the Centre for Study of Science, Technology and Policy (CSTEP), Bengaluru. According to the study, about 85% of the districts of Assam, Bihar, Uttar Pradesh, West Bengal, Gujarat, Odisha, and Jammu and Kashmir are in the very high flood risk category. Fifty-one districts face very high flood risk and 118 come under high risk category. More than 85% of the districts in the very high drought risk category belong to Bihar, Assam, Jharkhand, Odisha, Uttar Pradesh, Maharashtra, West Bengal, Karnataka, Tamil Nadu, Chhattisgarh, Kerala, Uttarakhand, and Haryana. Ninety-one districts facing very high drought risk, and 188 districts facing high drought risk predominantly belong to Bihar, Jharkhand, Assam, Odisha and Maharashtra. Eleven districts facing both very high flood and drought risks include Patna (Bihar); Alappuzha (Kerala); Charaideo, Dibrugarh, Sibsagar, South Salmara-Mankachar and Golaghat (Assam); Kendrapara (Odisha); and Murshidabad, Nadia, and Uttar Dinajpur (West Bengal). Now challenge is to translate these findings into on-ground actions as essentials, and insights must reach every stakeholder at national and state levels, said Anita Gupta, head of scientific division, DST.

GUWAHATI: With approximately 15 months remaining before Assam heads to elections, Chief Minister Himanta Biswa Sarma expanded his ministry on Saturday by appointing four BJP MLAs as ministers. The legislators Prasanta Phukan, Kaushik Rai, Krishnendu Paul, and Rupesh Goala were sworn in by Governor Laxman Prasad Acharya. The oath of office and secrecy was administered during a ceremony attended by the Chief Minister and his ministerial colleagues. Phukan, aged 70, is a BJP veteran who has served as the MLA for Dibrugarh since 2006. Goala, aged 46, is a former student leader from the ea tribe community. He joined the BJP ahead of the 2021 Assembly elections, successfully contested from the Doom Dooma constituency, and became an MLA for the first time. Both Dibrugarh and Doom Dooma are located in Upper Assam. Paul and Rai hail from Southern Assams Barak Valley. Assam: CBI files charge sheet in online trading scam
New Delhi: The CBI has filed a charge sheet against Ranjit Kakoty of tradingfx for alleged swindling of Rs 260 crore belonging to 1.5 lakh investors in one of the 41 cases pertaining to online trading scams in Assam, officials said Friday. Kakoty, who is under judicial custody, allegedly deceived investors through misleading plan documents, false promises, and other fraudulent practices to misappropriate their hard-earned money for personal enrichment, the agency said. The CBI used advanced forensic tools to identify the majority of the investors who were victims of the fraudulent scheme perpetrated by the accused through the online platform www.tradingfx.live, the agency said in a statement. This is one of the 41 Assam investment scam cases being investigated by the CBI on the request of the state government, it said. Kakoty was earlier booked by the Dibrugarh police regarding allegations that he and his associates had promised a three-fold return to gullible investors within a period of 18 months of their investments under TradingFX, they said. He later stopped returning the promised funds and became unresponsive, the FIR alleged. Since taking over investigation of the Assam Investment Scam cases, the CBI has accelerated its probe, conducting fresh searches across 93 locations in five states/UT. These searches have led to the seizure of mobile phones, desktops, hard drives, and laptops. During the investigation, the CBI has successfully traced databases containing details of depositors who were deceived into investing in these unregulated deposit schemes, the CBI said in the statement. The CBI had also filed a charge sheet in another case of online trading scam from Dibrugarh on Thursday against Bishal Phukan, Abhijit Chanda, actor Sumi Bora, and Tapon alias Tarkik Bora, the officials said. It is alleged that the accused were involved in orchestrating an illegal deposit scheme that solicited funds from investors under false pretence. They used deceptive means, including notarised stamp papers and falsified investment reports, to lure investors with the promise of guaranteed 30 per cent returns. They cheated the investors and misappropriated the deposits for their personal gains, the agency said in a statement.
