In a bid to mitigate human-elephant conflict and facilitate co-existence, biodiversity conservation organisation Aaranyak has installed a 30.1-km solar fence covering three project villages in Jorhat district in collaboration with the British Asian Trust and the Elephant Family with support from the Darwin Initiative. The project has benefitted over 1,047 households affected by human-elephant conflict. There was a time when herds of wild elephants would wreak havoc in these villages while foraging for crops, causing immense hardship to the agrarian community. During the probe, the NIA found that as many as 11 IEDs were planted in different parts of the state, including Guwahati. However, none of them exploded. Punjab Police ask Tinder for details on profile linked to radical preacher Amritpal Singh
CHANDIGARH: Punjab Police has sought information from dating app Tinder about an account suspected to be linked with radical preacher and Khadoor Sahib MP Amritpal Singh, who has been booked in the murder of a Sikh activist. In a communication to Tinder, the Faridkot police said it was probing the murder case of Sikh activist Gurpreet Singh Hari Nau, who was shot dead on October 9 last year while returning home from the village Gurdwara on his motorcycle. Nau was a member of the radical outfit 'Waris Punjab De' headed by Amritpal Singh. Punjab Director General of Police Gaurav Yadav, in October last year, claimed that Nau was killed allegedly at the behest of Amritpal Singh, who is currently jailed under the stringent National Security Act. Police also claimed that gangster-turned-terrorist Arshdeep Singh, alias Arsh Dalla, was the mastermind behind the killing. It said two shooters of the gang have been arrested in the case, registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act. In the communication dated May 26 and accessed by PTI on Saturday, police wrote, This is to inform you that the Punjab Police, India, is currently investigating a murder case registered under FIR No. 159 dated 10-10-2024 under Sections 103(1), 126(2), and 3(5) of the Bharatiya Nyaya Sanhita (BNS), 2023 along with relevant provisions of the Arms Act. 1959, at Police Station Sadar Kotkapura, District Faridkot, Punjab, India. On 09-10-2024, Gurpreet Singh, a well-known online activist, was shot dead by two assailants on a motorcycle. The deceased managed a Facebook page 'Hari Nau Talks' and had been outspoken against the Sikh radical Amritpal Singh. Shooters have been apprehended and are under investigation. the police wrote. During the course of investigation, a Tinder account under the name 'Amrit Sandhu' (screenshot attached) was identified, and the account is suspected to be linked with Amritpal Singh, accused in the said FIR. The communication and analysis of data might provide evidence to the Investigating Agency relevant to the FIR, they added. Police have sought from Tinder the subscriber details, name, date of birth, phone number, location information, and IP address logs since January 1, 2019, of the account. It also sought information on all linked e-mail IDs and phone numbers, photographs and media files uploaded by the account, friends/contacts list and mutual matches, chat history and messages exchanged via the Tinder platform and any other detail. Amritpal Singh, an MP from the Khadoor Sahib parliamentary constituency in Punjab, is currently lodged in Assam's Dibrugarh jail under the National Security Act (NSA). Amritpal, who heads the 'Waris Punjab De' outfit and has styled himself after slain Khalistani militant Jarnail Singh Bhindranwale, was jailed along with nine of his associates under the NSA.
Assam flood situation improves further, 4.43 lakh still affected
GUWAHATI: The flood situation in Assam improved further on Friday following a decline in the rains. No death was reported in the state during the past 24 hours but one person was reported missing. Manipur reported three deaths which took the Northeast flood and landslide toll to 53. According to the Assam State Disaster Management Authority (ASDMA), 4,43,560 people across 18 districts are still affected by the floods in Assam. Over 40,000 of them were taking shelter in relief camps. Cropland remained affected in areas of 16,558.59 hectares. The affected districts were Cachar, Nagaon, Sribhumi, Hailakandi, Kamrup, Hojai, Dibrugarh, Bongaigaon, Morigaon, Darrang, Golaghat, Dhemaji, Goalpara, Sonitpur, Biswanath, Lakhimpur, Jorhat and Kamrup (Metro). The Brahmaputra and four other rivers were flowing above the danger level in some places, the ASDMA said. A flood report issued by the Manipur government said 1,65,936 people remained affected in the state. Altogether 35,385 houses were damaged by the floods and landslides. The state recorded altogether 160 incidents of landslides. As the rains have now subsided, Meitei organisation Coordinating Committee on Manipur Integrity urged the state government to provide compensation to the victims after conducting a comprehensive field survey. Several areas of the Imphal Valley have remained inundated. The organisation stressed on pumping out the water. The flood situation also improved in Arunachal Pradesh. A government statement said 33,200 people remained affected in 215 villages of 24 districts. The authorities set up three relief camps where 239 displaced people were lodged. Changlang in eastern Arunachal is one of the worst-hit districts. Meanwhile, all the stranded tourists were reportedly evacuated from Chaten in North Sikkim which was badly hit by landslides. Mizoram was ravaged by around 700 landslides and rains which damaged water pipelines at many places. Foreseeing a crisis of water, the state government advised citizens to harvest rainwater.
Assam flood situation remains critical; Met Department predicts more rain
GUWAHATI : The flood situation in Assam remained grim on Monday with the water levels rising in many parts of the state, officials said. The India Meteorological Department's Regional Meteorological Centre (RMC) in Guwahati has said that moderate rainfall is very likely to occur at most places of Assam, while heavy to very heavy rainfall has been predicted at a few places and extremely heavy rainfall in isolated places. A report by the Assam State Disaster Management Authority (ASDMA) on Sunday night said that two more people lost their lives in Cachar and Sribhumi districts, and around four lakh people are reeling under the deluge across 15 districts. The total number of people losing their lives in this year's flood and landslides has increased to 10. Cachar is the worst hit with over one lakh people affected, followed by 85,000 people in Sribhumi and 62,000 in Nagaon, it added. The administration has been operating 155 relief camps and relief distribution centres in 12 districts, taking care of 10,272 displaced people at present. The authorities have distributed 1,090.08 quintals of rice, 284.63 quintals of dal, 952.76 quintals of salt and 4,726.26 litres of mustard oil among the flood victims of the state during the last 24 hours. At present, 764 villages are under water and 3,524.38 hectares of crop areas have been damaged across Assam, the ASDMA said. More than 19,000 people affected by Manipur floods, 3,365 houses damaged Embankments, roads, bridges and other infrastructure have been damaged by flood waters in many districts across the state. At present, the mighty Brahmaputra is flowing above the danger mark at Dibrugarh and Nimatighat. Its tributaries Dhansiri at Numaligarh and Kopili at Kampur are flowing above the danger level. The Barak is flowing above the danger mark at Badarpur Ghat, while its tributary Kushiyara at Sribhumi and Katakhal in Matizuri are also flowing above the danger mark, ASDMA said. The situation is likely to worsen for the people living in low-lying and river bank areas due to continued heavy rainfall in the state and neighbouring areas, Chief Minister Himanta Biswa Sarma cautioned on Sunday evening. Union Home Minister Amit Shah dialled Sarma to take stock of the situation and assured of all possible assistance, as multiple agencies remained engaged in rescue and relief operations. GUWAHATI: Relentless rainfall continued to lash Assam on Sunday, severely disrupting road and rail transport across the northeastern state. According to officials, at least eight people have died so far due to floods and landslides. More than 78,000 residents across over 15 districts have been affected, prompting widespread concern. The Central Water Commission (CWC) has issued an 'orange bulletin' for Assam, warning of a severe flood situation as ten major rivers including the Brahmaputra and Barak are currently flowing above the danger level. A spokesperson for Northeast Frontier Railway stated that, following incessant rainfall in the past 24 hours and water overflowing onto the tracks in the BaraigramDullabcherra section, the DullabcherraSilchar passenger train has been cancelled for the day. Additionally, the DullabcherraGuwahati Express will now originate from Baraigram instead of Dullabcherra. Other rivers breaching danger levels include: Dhaleswari at Gharmura (Hailakandi), Rukni at Dholai (Cachar), Katakhal at Matijuri (Hailakandi), Barak at Badarpur Ghat (Sribhumi), Buridehing at Margherita (Tinsukia), Kushiyara in Sribhumi, Dhansiri at Numaligarh (Golaghat) and Kopili at Kampur (Nagaon) An Assam State Disaster Management Authority (ASDMA) bulletin reported that, as of Saturday evening, five people had died in landslides and three in floods. Three western districts were placed on 'red alert' on Saturday, while eight others were under an 'orange alert', according to the Regional Meteorological Centre. Rainwater from upstream regions of Arunachal Pradesh and Meghalaya has further exacerbated the flooding. Multiple agencies, including the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), police, and fire and emergency services, have been deployed for rescue and relief efforts. DIBRUGARH: n a major breakthrough, a top leader of the banned militant outfit ULFA (I), Rupam Asom, has been arrested from a forested area near the Assam-Arunachal Pradesh border, police said on Saturday. Security forces also recovered arms and ammunition from his possession during the operation, which was launched on Friday night based on specific intelligence inputs. Rupam Asom, named in the NIA charge sheet for the 2018 killing of Bordumsa Police Station officer-in-charge Bhaskar Kalita, was allegedly running ULFA (I)s extortion network across parts of eastern Assam. Rupam Asom is the key figure behind extortion activities in eastern Assam. We had credible information about his presence near the interstate border. An operation was planned, and he was apprehended, a senior police officer said. The officer added that Rupam and his group had been operating from the jungle near the Assam-Arunachal border, using the remote terrain to evade arrest while continuing their extortion activities. Following Rupam's arrest, a manhunt has been launched to track down other members of the banned organization hiding in the border areas.

A definitive cure for snake bite
ASSAM : In 2006, Dr Surajit Giri faced a moment that would shape the rest of his career. A woman bitten by a snake was rushed into emergency ward of a private hospital in Assams Sivasagar district, where Giri had just begun working after completing his post-graduation in anaesthesiology. He was not trained in treating snakebites, so he referred her to the Assam Medical College and Hospital in Dibrugarh. She died on the way. Though no one blamed him, the incident haunted him. She had two children; they were inconsolable. I was helpless, he recalls. She had respiratory problems. Being a trained ICU physician, I could have kept her on ventilation, but I didnt know what to do next. Antivenom was available, but I didnt dare to administer it. Now, nearly two decades later, hospitals across Assam are saving snakebite victims, thanks to a treatment model pioneered by Dr Giri and his team at the Demow Rural Community Health Centre in Sivasagar, where he has worked since 2008. After the womans death, Giri spent the next two years raising awareness about snakebite treatment, encouraging families to seek hospital care over traditional healers. He learned that most snakebite cases in Assam involved non-venomous snakes and that timely care could save lives. Still, until 2017, the Demow hospital had not treated a single case it lacked an ICU, and families continued to place trust in local quacks. That year, a child bitten by a snake was brought dead to the hospital. A quack attempted to revive him just outside the facility, in full view of onlookers. That incident was a turning point, he says. Giri resolved that rural hospitals needed to be equipped to treat snakebites. Dr Surajit Giri In August 2018, the Demow health centre administered antivenom to a patient for the first time. Since then, Giri and his team have developed a comprehensive model that includes community engagement, early response, hospital preparedness and a trained medical network. A Fast Response Team of healthcare workers and a Venom Response Team of community volunteers were formed. The volunteers were trained to recognise symptoms, provide basic care, and ensure patients reached the hospital swiftly. A helpline was set up, and a WhatsApp group was created for real-time coordination among doctors and health workers. Between 2018 and now, the Demow health centre has treated 2,838 snakebite patients. Only one person died, having arrived too late. Since 2021, there has not been a single snakebite death recorded at the hospital, Giri says. Encouraged by the success, Giris team began working with the Assam government to implement the model across the state. There were over 150 deaths in 2022. It came down to 37 in 2023, 36 in 2024, and only two so far this year both cases arrived late, he says. The team has conducted 510 awareness campaigns, trained 1,500 medical officers under the National Health Mission, and collaborated with snake rescuers, herpetologists, and researchers. The partnership yielded the first Assam-specific snakebite treatment protocol, adapted from national guidelines to suit the regions unique ecology. We came to know of the snake species found in Assam, their venom and its composition, symptoms of snakebite and amount of antivenom that needs to be administered, the pioneer says. Endorsed by the Assam government in November 2024, the treatment protocol accounts for the states six venomous snake species Pit Viper, Monocled Cobra, Black Krait, Banded Krait, Red Necked Keelback, and Russells Viper. Giris team found that only 16% of snakebites in Assam are venomous, a stark contrast to the national figure of 30%.

CHANDIGARH: The Punjab Police on Monday registered a case and arrested two individuals in connection with a WhatsApp group chat that allegedly expressed support for jailed Khadoor Sahib MP Amritpal Singh and detailed plans to target senior political leaders. Screenshots of the chat, which surfaced on social media, reportedly included discussions about attacking Union Home Minister Amit Shah, Union Minister of State for Railways Ravneet Singh Bittu, and Shiromani Akali Dal (SAD) leader Bikram Singh Majithia, in response to the one-year extension of Amritpals detention under the National Security Act (NSA). A First Information Report (FIR) was registered at the Cyber Crime Police Station in Moga under Sections 61(2)(a), 113(3), 152, and 353 of the Bharatiya Nyaya Sanhita (BNS), the Unlawful Activities (Prevention) Act, and the Information Technology Act. The accused have been identified as Lakhdeep Singh Sardargarh from Bathinda, Balkar Singh from New Model Town, Khanna, and Pawandeep Singh from Khote, Moga. Of the three, Balkar and Pawandeep have been arrested. Deputy Inspector General of Police (Faridkot Range) Ashwani Kapoor said, A case has been registered by Moga Police at the Cyber Station and two accused have been arrested. Other unidentified persons, once they are identified, will be arrested. Sources claimed that the WhatsApp group, which has more than 600 members, reportedly discussed plans to strike and take revenge against Shah, Bittu, Majithia, and Parminder Singh Talwara, an aide to the late Deep Sidhu, founder of Waris Punjab De . The group blamed them for playing a key role in keeping Amritpal in jail. Screenshots and audio recordings from the group chat have been shared with security agencies. The discussions on this group allegedly took place in the background of the extension of Amritpal's detention under the NSA. Police sources claim the group chat included discussions on foreign funding, arms procurement, and the circulation of inflammatory content online. They added that the leaked chats revealed some members of the group were willing to sacrifice their lives for the cause if their families were assured protection. Now security agencies are reportedly investigating these threats, as there are fears of potential violence in the state. These kinds of threats are taken seriously, whether they appear in the public sphere or otherwise, said a senior police officer on condition of anonymity. Union Minister Ravneet Singh Bittu alleged that some pro-Khalistan elements linked to the 'Waris Punjab De' outfit - whose chief is radical preacher Amritpal Singh - were plotting to assassinate him and other political leaders in Punjab. The conspiracy has been exposed through leaked screenshots of a chat on social media platforms, he claimed. Warning that the activities of such groups were pushing the state towards instability reminiscent of its dark past, Bittu said the central government has also taken serious note of the plot hatched by the leaders of 'Waris Punjab De'. The Centre will not allow anti-national forces to destabilise Punjab. My grandfather (Beant Singh) laid down his life for peace in Punjab. I come from a family of martyrs and I am not intimidated by extremist threats. I will not allow Punjab to descend into darkness again. Bittu also criticised the AAP government for what he described as a lenient stance towards criminal elements masquerading as political activists. Meanwhile, senior SAD leader Majithia demanded the immediate arrest of all members of the WhatsApp group linked with the Akali Dal Waris Punjab De party and Amritpal who were planning the execution of high-profile politicians. He demanded a NIA probe into the matter. Majithia announced that he would forward all the evidence in his possession to the Centre, stating that the Punjab Police had become politicised and could not be trusted to investigate Amritpal and his associates. He also questioned why Chief Minister Bhagwant Mann was silent on such a crucial matter. Are the Punjab Police, which have all the evidence in their possession, and the Chief Minister waiting for someone to die? he asked. Majithia also released details of the WhatsApp conversations on the Akali Dal Waris Punjab De Team Moga page, in which team members asserted that they were ready to become martyrs and asked if their families would be looked after in the event they carried out political assassinations of leaders including Ravneet Bittu, Bikram Singh Majithia, and Amit Shah. He also released an audio clip in which a woman is allegedly heard instigating members to become suicide bombers. The Punjab government has extended Amritpal's detention by one more year. He is currently lodged in Central Jail at Dibrugarh in Assam. He was detained under the NSA after his arrest on 23 April 2023. Amritpal's father, Tarsem Singh, on Sunday criticised the AAP government for extending his son's detention under the NSA. Amritpal, who styled himself after slain Khalistani militant Jarnail Singh Bhindranwale, was arrested in Rode village in Moga district on 23 April 2023, following a more than month-long manhunt.

He said government hospitals in the state would now offer low-cost, highly precise, and least invasive oncological surgical procedures through Made in India in machinery. He also said that adequate and well-coordinated steps had been taken to ensure empowering doctors to operate this high-end medical equipment. To ensure we create manpower to operate high-end medical tech, we are also in the process of beginning nursing colleges in all cancer hospitals across the state where the students will get exposure in the English and Japanese languages to help them expand their career opportunities in vast geographical areas, the chief minister said. With the launch of the robotic surgery facility, the government reaffirmed its commitment to advance healthcare infrastructure in the state and ensure world-class treatment for every citizen. The machine is equipped with universal safety features and an articulating endoscope and camera control system with the latest software and is Make in India technology. The statement also said that surgery involving this robotic facility would decrease operation time and chances of bleeding.

CHANDIGARH: Gangster-cum-drug lord Jagdeep Singh alias Jaggu Bhagwanpuria, an accused in Punjab singer Sidhu Moosewalas murder case has been shifted to Silchar jail in Assam from Central Jail at Bathinda. He has been detained by the Narcotics Control Bureau (NCB ) under the Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act. He is the first gangster from the State who has been detained under this act. Sources said that on March 22, a joint team of the NCB and Punjab police escorted Bhagwanpuria from Bathinda to Chandigarh under heavy security cover. He was flown to Assam via Delhi and Kolkata. He was lodged in the central jail on March 23 at Silchar. A four-member NCB team over saw the transfer of this gangster. This transfer of Singh took place following a directive dated March 21, from the Joint Secretary (PIT-NDPS). Thus, the NCB carried out his immediate transfer from high-security Bathinda to Central Jail at Silchar in Assam. As per his dossier, some 128 cases are against him, including 12 under the NDPS Act. Intelligence reports indicate his involvement with Pakistan-based suppliers and international networks in Canada and the US, underscoring the transnational nature of his activities. Sources said the PIT-NDPS case was registered in Bhagwanpuria after a detailed investigation in which it was established with evidence how he was allegedly running his operations and orchestrating drug trafficking, extortion besides violent activities from behind bars. He was also using smuggled mobiles as he was issuing instructions and talking via encrypted communication to coordinate supply chains through an extensive network of operatives. Statements from some of his co-accused have further corroborated the evidence. Singh who hails from Bhagwanpur village under the jurisdiction of Kot Surat police station in Gurdaspur district is a notorious gangster and smuggler involved in cross-border narcotics smuggling. As in many cases, he is also involved with illegal weapons (pistols and revolvers.) This is the fourth detention from Punjab under the stringent Prevention of Illicit Traffic in Narcotics and Psychotropic Substances (PIT NDPS) Act which allows drug traffickers to be jailed for up to one year without bail. Last year in August, the NCB detained three other alleged drug lords from the state and shifted them to Dibrugarh Central Jail in Assam. The three individuals detained are Jaspal Singh alias Goldy, Akshay Chhabra and Balwinder Singh alias Billa Havellian. Sources said that these drug smugglers are running drug syndicates from inside jails in Punjab. This move seeks to break his powerful grip on criminal networks flourishing in the state and nearby regions.

DIBRUGARH: Pro-Khalistan radical preacher Amritpal Singh's seven accomplices, who were released from Dibrugarh Central Jail in Assam following the withdrawal of NSA charges against them and re-arrested in another case by Punjab Police, will be flown to the northern state on Thursday, officials said. Punjab cops re-arrested them for attacking a police station on the outskirts of Amritsar in 2023 and got a transit remand from a local court here. All seven detainees will be flown to Punjab under tight security. Punjab Police has secured their transit remand and are now completing the legal transfer process from Dibrugarh Central Jail, a senior official told PTI. A 25-member Punjab Police team has been camping in Dibrugarh for the past few days to facilitate the transfer of Singh's accomplices, who have been imprisoned along with the Waris Punjab De (WPD) leader here for nearly two years. They will be taken to Punjab on two different commercial flights. Three of them have already been brought to Mohanbari Airport here for their onward journey by an IndiGo flight, scheduled to depart shortly, the official said. The remaining four will also be sent on a different flight later in the day, he added. The seven are Kulwant Singh, Harjeet Singh, Gurinder Pal Singh, Gurmeet Singh, Bhagwant Singh alias Pradhan Mantri Bajeke, Daljit Singh Kalsi and Basant Singh. All of them were released from Dibrugarh Central Jail in batches during the last three days as their detention period in the National Security Act (NSA) expired. Following their release, the Punjab Police re-arrested them and presented them before the court in Dibrugarh and sought transit remand, he added. The Punjab Police team, led by SP Harinder Singh Gill, was engaged in completing the legal formalities in Dibrugarh, to proceed with the transfer. CHANDIGARH: The ruling Aam Aadmi Party (AAP) government in Punjab has decided not to extend the detention of at least seven close aides of pro-Khalistani leader and Member of Parliament Amritpal Singh. Singh is currently lodged in Dibrugarh Central Jail in Assam under the National Security Act (NSA). His aides will be brought back to Punjab on Monday. Sources claimed these detainees will be transferred from Dibrugarh to Punjab, where they will face legal proceedings for the cases registered against them. The Punjab government has opted not to renew the NSA detention of these seven individuals. The key case against them involves the attack on Ajnala Police Station, where a mob of approximately 200 to 250 people, led by Amritpal Singh and armed with deadly weapons, stormed the premises to forcibly free one of their associates from police custody. The Punjab Police has been investigating the matter and is now prepared to take decisive action against those involved. Their transfer will be carried out following all necessary departmental procedures. Confirming the development, Deputy Inspector General of Police (Border Range) Satinder Singh said, Seven aides of Amritpal Singh, namely Sarabjit Singh Kalsi, Bhagwant Singh alias Bajeke, Gurmeet Singh, Gurinder Pal Singh, Harjit Singh (Amritpals uncle), and Kulwant Singh, are being brought back to Punjab from Dibrugarh, as the National Security Act (NSA) is expiring on some of them tomorrow and on others the day after. Once the NSA expires, we will be arresting them in the case related to the attack on Ajnala Police Station in 2023. We are bringing them on transit remand from there, he added. Rajdev Singh Khalsa, the advocate representing Amritpal Singh and the other detainees, claimed that apart from Amritpal Singh, Papalpreet Singh, and Lovepreet Singh alias Toofan, all others will be brought back to Punjab shortly. He confirmed that a Punjab police team had already reached Dibrugarh. As per my information, the state government is not extending the National Security Act (NSA) on them, which is expiring on March 19. However, the NSA on Amritpal, Papalpreet, and Toofan remains in effect until April 22, he said. I have no information on which jail they will be kept in once they return to Punjab. In June last year, the Punjab government extended the detention of Amritpal Singh and nine of his aides for another year under the stringent NSA, which allows authorities to detain individuals for up to 12 months without formal charges. Arrangements are being made for the detainees transfer, and further legal proceedings will follow once they return to Punjab, sources said. Following a month-long manhunt, Amritpal Singh, the chief of Waris Punjab De, was arrested on April 23, 2023, in a village in Moga. The Punjab Police and central agencies launched a crackdown after the February 23 Ajnala incident, in which Amritpal Singh and his supporterssome brandishing swords and gunsbroke through barricades, barged into the police station on the outskirts of Amritsar city, and clashed with police officers to secure the release of Lovepreet Singh Toofan, one of his aides. As a result, multiple criminal cases were filed against them, including charges of spreading disharmony among communities, attempted murder, attacking police personnel, and obstructing public servants in the lawful discharge of their duties.
Amritpal granted 54-day leave amid detention: Centre informs Punjab & Haryana HC
CHANDIGARH: The Union Government on Wednesday informed the Punjab and Haryana High Court that the Member of Parliament from Khadoor, Sahib Amritpal Singh, has been granted 54 days leave. This information was furnished before the Division Bench of Chief Justice Sheel Nagu and Justice Sumeet Goel as the matter came up for resumed hearing. Additional Solicitor-General of India Satya Pal Jain, along with advocate Dheeraj Jain, placed before the division bench the letter dated March 11 issued from the Lok Sabha secretariat granting leave of absence of 54 days from June 24, 2024 to July 2, 2024, and from July 22, 2024 to August 9, 2024, and again from November 25, 2024 to December 20, 2024. During the hearing, the Bench noted that Singhs concern had been addressed by the letter from the Lok Sabha secretariat. Since the petitioners apprehensions regarding the disqualification from parliament due to absence stands alleviated the relief sought is effectively satisfied, observed the bench. Referring to his other prayer requesting for authorisation to meet officials and ministers regarding the Members of Parliament Local Area Development Scheme (MPLADS) to address local development projects, the Bench asserted it was of the view that the conduct of parliamentary sessions was governed by a certain set of rules. Therefore, it would be appropriate for the petitioner to prefer a representation to the Speaker of the Lok Sabha. The Lok Sabha Speaker constituted a 15-member committee to examine leave application of Members of Parliament, including Amritpal Singh. Senior lawyer Anupam Gupta appeared for the state of Punjab and senior lawyer RS Bain represented Amritpal. In his petition, Amritpal Singh had sought permission to attend parliamentary sessions, arguing that his prolonged absence violates his constitutional rights and leaves his constituency unrepresented. He also pointed out that an absence exceeding 60 days could result in his seat being declared vacant. He had submitted that he had requested permission from the Lok Sabha Speaker on 30 November last year to attend the parliamentary session and was informed that he had already been absent from sittings for 46 days. Despite representations to the Deputy Commissioner, he has not received a response, prompting him to seek judicial intervention. Singh had also requested authorisation to meet officials and ministers regarding the Members of Parliament Local Area Development Scheme (MPLADS) to address local development projects.
