Assam: Four killed as car falls from under-construction culvert

Tinsukia: At least four people, including a five-year-old child were killed when the car they were travelling fell from an under-construction culvert in Assam's Tinsukia district on Tuesday, police said. The car carrying six members of a family fell from the under-construction culvert near Dihingia Gaon on the Tinsukia-Dibrugarh bypass at around 4 am, an official told PTI. Four of the six passengers, including a 5-year-old child, died on the spot. The two others sustained critical injuries and were rushed to Assam Medical College and Hospital in Dibrugarh for immediate treatment, he added. The family, hailing from Bihar, was coming from Dibrugarh to attend a wedding in Tinsukia when the accident occurred. The deceased has been identified as Mohan Shah, Rajesh Gupta, Montu Shah and child Arthav Gupta. We believe that the incident took place due to poor visibility of the road on account of dense fog and absence of proper signage, the police officer said. DIBRUGARH/TINSUKIA: A 12-hour bandh in Assam's Dibrugarh and Tinsukia districts called by Moran and Motok organisations demanding ST status for the two communities has brought life to a standstill on Monday, with all business establishments, offices and other institutions remaining closed. Thousands of agitators blocked the main roads in Dibrugarh and Tinsukia towns and stopped vehicular movement along the national highways despite the district administrations promulgating prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in entire districts. Protesters came out in large numbers to impose the 12-hour bandh from 5 am called by All Moran Students' Union (AMSU) and All Assam Motok Yuva Chatra Sanmilan (AAMYCS) defying district administrations' orders issued on Sunday night, prohibiting any forceful bandh call, road blockage, picketing, burning of tyres and carrying of inflammable items. Tyres were burnt on roads blockaded by the bandh supporters in various places in the two Upper Assam districts, with police opening two rounds in the air to disperse bandh supporters on Makum-Tinsukia bypass, an official said. So far, we have not detained anyone. People have hit the streets in thousands at various places. We are trying to clear the highways and local roads, he added. All shops, business establishments, offices, banks and other institutions remained closed, while some witnessed thin attendance. Bandh supporters, however, exempted school buses, vehicles carrying students to attend examinations, and those of the emergency services from the purview of the shutdown. Assam's Moran, Motok, Chutia, Tai-Ahom, Koch-Rajbongshi and Tea-Tribes communities have been demanding ST status for many years, with several senior BJP leaders and state ministers regularly offering assurances of granting the reservations. AMSU and AAMYCS have been protesting Union Tribal Affairs Minister Jual Oram's reported comment that the government has not taken any formal step to grant ST status to the six communities. Although the 12-hour bandh was called by the two organisations, several other groups of the remaining four communities seeking ST status also extended support to the agitational programmes. AMSU president Pulendra Moran said the movement will intensify in coming days until their demands were met by the government. We have been fooled by the BJP government many times. Now, we will not listen to any of their assurances. We need sincere actions only, he added.

The bandh was called to protest the delay in granting Scheduled Tribe (ST) status to the Moran and Mottock communities. District Commissioner Swapneel Paul issued the prohibitory order, which banned bandhs, picketing, effigy burning, and road blockades throughout the district. Forceful bandhs by self-styled organisations cannot be allowed as they directly impact the fundamental rights of citizens under Articles 19 and 21 of the Constitution, stated Paul in the official order. The administration highlighted the economic losses caused by such protests, citing disruptions to business transactions, essential services, and public transport. Violators of the order face prosecution under Section 223 of the BNS, 2022. The order remains in effect until further notice or modification. It also clarified that holidays are only observed on specified days as per government notifications or under the Negotiable Instruments Act. Despite the ban, AMSU General Secretary Joykanta Moran vowed to go ahead with the bandh. We will proceed as planned, he told reporters. This followed the AMSU's continued protests, including burning effigies of Prime Minister Modi, Union Minister Jual Oram, and Assam Chief Minister Himanta Biswa Sarma in various parts of Tinsukia, escalating tensions with the authorities.

Amritpal Singh linked to murder of Sikh activist as Punjab police arrest three suspects

CHANDIGARH: Amritpal Singh, the Khadoor Sahib MP and pro-Khalistan sympathiser currently held in Assams Dibrugarh Central Jail under the National Security Act (NSA), has been linked to the killing of Sikh activist Gurpreet Singh. Punjab Director General of Police Gaurav Yadav announced today that the state police have solved the murder of Gurpreet Singh, also known as Bhodi, from Hari Nau village. Three associates of gangster-turned-terrorist Arshdeep Singh, alias Arsh Dalla, who is believed to be the mastermind behind the killing, have been arrested. Those arrested have been identified as Bilal Ahmed alias Fauji, Guramardeep Singh alias Pontu and Arshdeep Singh alias Jhandu. As per the information, Gurpreet Singh was shot dead on October 9 this year while returning back home from the village Gurudwara on his motorcycle, he said. Yadav revealed that the investigation has uncovered that Gurpreet Singh's murder was planned from abroad by Arsh Dalla and others. He noted that separate modules were used for reccee and carrying out the killing, with different handlers abroad. The criminals employed cut outs to conceal their involvement in the conspiracy, he added. The three arrested persons constituted part of the reccee module, being handled by Canada-based Karamveer Singh alias Gora. The reccee module passed on crucial information to the shooter module through their handlers and cut outs, he said. Yadav said that the members of the shooter module have been identified and police teams are on manhunt to nabbing them. During investigations, evidence has come on record indicating the role of Amritpal Singh of Waris Punjab De (WPD) in the murder conspiracy. As per some statements recorded in the investigation, the murder was carried out at the behest of Amritpal Singh. The police would investigate the case on basis of evidence in a professional manner. All angles and theories of crime would be examined threadbare and investigated in accordance with law, he said. Punjab Director General of Police Gaurav Yadav Yadav added that the criminal liability of all persons involved in the investigation would be determined in accordance with the evidence available as per law. Sharing operation details, Yadav said that acting swiftly, the Special Investigation Team (SIT) comprising police officials from the Faridkot district and State Special Operations Cell was constituted and separate teams assigned the tasks of visiting the scene of the crime and collecting physical and digital evidence. The CCTV footage at the scene of crime was examined and teams were deputed to follow the forward and backward linkages of CCTVs to determine the entry and exit routes of the assailants. Meticulous investigations by the Faridkot District Police led to analysis of CCTV footage along a 125-kilometre stretch, which helped the police in establishing the suspects movements and developing lead. He said that mobile tower dumps at strategic places were obtained and analyzed through big data analysis tools. At the same time human intelligence was also obtained and developed and a large number of persons were questioned, he said. During investigations, information relating to wider conspiracy to target more individuals has also been received and is being probed. A case had already been registered on October 10 last year under sections 103 (1), 126 (2) and 3 (5) of the Bharatiya Nyaya Sanhita (BNS) and section 25 of the Arms Act at Police Station Kotkapur. Sources said that Gurpreet was among the nine primary members when Waris Punjab De was formed in November 2021 by Deep Sidhu. He was also a key supporter of Sukhraj Singh son of Krishan Bhagwan Singh, one of the victims of the 2015 police firing incident at Behbal Kalan.

However, due to the recent disturbances in the neighbouring country Bangladesh and its potentially inimical effect on internal law and order situation, the Government of Assam recommends that the Armed Forces (Special Power) Act, 1958 may be retained for another 6 (six) months, it added. Under the AFSPA, an area is declared disturbed for the convenience of security forces. The proposal was submitted to the Ministry of Home Affairs, which after due consideration decided to maintain the status quo regarding disturbed areas in the state for a further period of six months from October 1, the notification said. The four districts have been the only areas under AFSPA in the state since October last year, with the law being gradually withdrawn from other parts. It was withdrawn from Jorhat, Golaghat, Karbi Anglong and Dima Hasao last year, while other areas were taken out of its purview earlier. The AFSPA was first imposed in Assam in November 1990 and has been extended every six months since then. The Act empowers security forces to conduct operations anywhere and arrest anyone without any prior warrant. It also gives a certain level of immunity to the security forces in case of an operation going wrong. Civil society groups and rights activists have been demanding the withdrawal of the draconian law from the entire Northeast, claiming a violation of human rights by the armed forces. The cry to repeal the Act gained renewed momentum following the death of 14 civilians in firing by security forces in a botched anti-insurgency operation and retaliatory violence in the Mon district of Nagaland on December 4, 2021.

Assam: 15 arrested in ULFA(I)'s serial bomb planting case

GUWAHATI: A total of 15 people, including three women, have been arrested from across Assam in connection with the banned ULFA(I) planting explosives at 24 locations to trigger serial blasts on Independence Day. Assam Police Chief Public Relations Officer Pranabjyoti Goswami, in a statement, said that the force carried out the operations in collaboration with the National Investigation Agency (NIA). Assam Police, with technical support of NIA, conducted coordinated raids in different parts of the state and apprehended 15 persons (including three women) on Saturday night, he added. Terming it a major breakthrough in the investigation into the planting of IED-like materials during Independence Day celebrations, Assam Police said the raids came after prolonged intelligence gathering in coordination with NIA. Incriminating facts have been untethered after preliminary interrogation of the apprehended persons and more information about the conspiracy is expected to be known after prolonged interrogation, in due course of time, it added. Goswami said three persons each were arrested from Dibrugarh and Lakhimpur districts, two each from Jorhat and Guwahati, and one each from Tinsukia, Sadiya, Nagaon, Nalbari and Tamulpur. Earlier, four persons were arrested from Sivasagar district for their alleged involvement in the case. Police had also announced a cash reward of up to Rs 5 lakh for credible information leading to the identification of those involved in manufacturing, transportation and planting of the IED-like devices in different parts of the state. Last month, Assam DGP Gyanendra Pratap Singh had said two cases of the 10 related to ULFA(I)'s planting of IED-like objects would be transferred to the NIA for investigation. Assam Police had formed multiple SITs in 10 districts where omb-like substances were found after the banned ULFA(I) claimed to have planted explosives at 24 locations to trigger serial blasts across the state on Independence Day. Police unearthed omb-like substances from at least 10 places, including four in Guwahati. In an email purportedly from the United Liberation Front of Asom (Independent) to media houses, including PTI, the terror outfit asserted that the bombs did not explode due to echnical failure. ULFA(I) said the blasts were scheduled to take place between 6 am and noon on August 15 but after failure in execution, it sought public cooperation for defusing the explosive devices. The email, which was sent minutes after Chief Minister Himanta Biswa Sarma completed his speech on the occasion of 78th Independence Day, prompted the security forces to send multiple teams to all the places mentioned by ULFA(I) to look for explosives along with bomb disposal squads assisted by other central security forces, including the Army. The entire development put a big question mark on the efficacy of the intelligence wing as police had no clue about the existence of the bombs until ULFA(I) itself informed about these, despite the entire state being on high alert on the occasion of Independence Day celebrations.

Assam actor and husband detained in Rs 2,200 crore online trading scam

GUWAHATI: Assam actor and choreographer Sumi Borah and her photographer husband Tarkik Bora have been detained by the police for their alleged involvement in a massive online stock trading scam reportedly involving Rs 2,200 crore. The couple, from upper Assam, had surrendered in Dibrugarh after evading arrest for over 10 days. They were subsequently taken into custody by the Special Task Force (STF). The police had initially busted the scam by arresting Bishal Phukan, the 22-year-old kingpin, and his associate Swapnanil Das. Later, several others, including Tarkiks brother Amlan Borah, were also arrested. Amlan was apprehended in Bihar. Sumi Borah had allegedly received expensive gifts from Phukan, who reportedly spent a significant amount at her lavish wedding in Rajasthan. On Wednesday, Sumi Borah announced via social media that she would surrender. She denied any involvement in the financial fraud and claimed she had been made a victim of media trials. During the police investigation, it was revealed that Phukan and his associates lured unsuspecting investors by promising a 30% return within 60 days. Initially, the scamsters gained trust by returning small investments with 30-50% interest. However, when investors put in larger sums, hoping for substantial returns, they did not receive their money back. Over 1,500 people were defrauded. Both Phukan and Das led lavish lifestyles, buying luxurious cars. Phukan presented himself as an industrialist, singer, and composer, while Das claimed to be an entrepreneur. Earlier, Chief Minister Himanta Biswa Sarma had warned the public to be cautious and avoid falling prey to such frauds. I urge people not to fall into such traps. No one can promise 25% to 30% returns within 60 days, Sarma had advised.

Stock trading scam: Assamese actress, husband handed over to police by STF

The STF has handed over both of them to the police over the case registered in Dibrugarh sadar police station related to the trading scam, SP Rakesh Reddy told reporters here. He said the police will conduct further investigation and record a detailed statement of Bora and her husband Tarkik. The duo had been absconding for the last 11 days. After conducting the necessary procedures, we will apprise the media about the latest developments, the SP said. A senior officer had earlier told PTI that the STF detained them in Dibrugarh, and they will be handed over to police. Rs 2,200 crore online trading scam busted in Assam, 38 arrested

GUWAHATI: The Assam police arrested 38 persons for their alleged involvement in an online trading scam, reportedly involving Rs 2,200 crore. The accused were arrested from different parts of the state over the past few days. Chief Minister Himanta Biswa Sarma advised people to be wary and not fall into the traps of fraudsters. Thirty-eight people have been arrested so far and further investigation is on. I request people not to fall into such traps. Nobody has the magic to give 25% to 30% interest, Sarma told the media on Wednesday. Stating that trading is happening through online applications as well as manually, he said, It is not acceptable that somebody will take away your hard-earned money. You must have seen such fraudsters maintaining a lavish lifestyle. This is the investors money. It emerged during an investigation by the police that the accused trapped people by promising 30% returns within 60 days. Bishal Phukan (22), a resident of Dibrugarh said to be the kingpin, and his alleged associate Swapnanil Das are among those arrested. They are now in the custody of the police. Assam: 28 Declared Foreigners Bengali Muslims Sent to Transit Camp

Guwahati : The Assam police on Tuesday said that police in Western Assams Barpeta district on Monday sent 28 people declared non-citizens by the Foreigners Tribunals (FTs) to a transit camp at Matia in the Goalpara district. The 28 people 19 men and nine women were summoned from various parts of the district to the office of Barpeta's Superintendent of Police (SP) before being taken into a bus and sent to the detention centre. All the people declared foreigners belong to the Bengali Muslim community. Security sources said that the individuals, who had been living in various police jurisdictions across the district, were transferred following a declaration by the Foreigners' Tribunal in Barpeta, which classified them as non-citizens. The transfer process, which took place under heavy security, was carried out by the Barpeta Police in accordance with legal protocols, security sources said. Additional Superintendent of Police (Crime) Bidyut Bikash Bora said, We are carrying out the orders of the Foreigners Tribunal. The transfer process was conducted smoothly, adhering to all legal protocols. However, detention sparked anger outside the Barpeta Superintendent of Police's office, where family members and local residents gathered in protest. The tension prevailed as the declared foreigners were being transported, with the crowd voicing their anger. Family members of those sent to the transit camp called on the state and central governments to expedite the National Register of Citizens (NRC) process. We also want an illegal immigrants-free nation. For this, the governments should expedite the NRC process so that the innocents are freed as soon as possible, said a family member of one of the detainees. The local residents known to those sent to the transit camp said that one each from 28 families from different areas in the district were called to the police stations for some signatures to the SP office where they were detained and sent to the camp. It is significant that till January 2023, over 1,000 declared foreigners were in detention camps across six jails in Assam, including Kokrajhar, Goalpara, Tezpur, Jorhat, Dibrugarh, and Silchar. Most of these detainees have since been released on conditional bail following orders from the Gauhati High Court and the Supreme Court. The Matia transit camp, constructed at a cost of 64 crore, was initially labelled a detention centre but later renamed a transit camp for a more humane approach. The first batch of 64 declared foreign nationals, all from Goalpara, were shifted to the camp in January 2023.

Wages of Assam tea workers meagre, welfare scheme implementation poor: CAG

Wages of tea garden workers in Assam are meagre, with several shortcomings and areas of concern in implementation of labour laws and worker welfare provisions, a recent Comptroller and Auditor General (CAG) report has said. It also found the state government's intervention in fixing wages as per the Minimum Wage Act (MW Act) insufficient, noting that efforts to improve the lives of the workers have fallen short of making any substantial change. The performance audit on Implementation of Schemes for Welfare of Tea Tribe' for the period 2015-16 to 2020-21 maintained that low income and lack of education have been major barriers to the overall development of the workers in the state. The audit was performed in four zones Cachar, Dibrugarh, Nagaon and Sonitpur. An affordable tuberculosis testing technology that can detect the disease using a patient's sputum for just Rs 35 has been developed by apex medical research body ICMR's regional centre in Assam's Dibrugarh. The 'A CRISPR case-based TB detection system' is light, portable and involves three steps of testing. Over 1,500 samples can be tested in one single run in around two-and-half hours, ICMR sources said. Conventional diagnostic techniques for TB commonly rely on culture, which requires 42 days to confirm as TB negative, microscopy, and nucleic acid-based methods. These are also time-consuming and may require sophisticated equipment. An official said, Tuberculosis (TB) remains a global health challenge, necessitating the development of accurate and rapid diagnostic tools for effective disease management. 47,928 illegal immigrants detected in state between 1971-2014: Assam govt

Punjab: Two drug smugglers detained under PIT-NDPS, sent to Assam jail

Chandigarh: Two drug smugglers have been detained under the PIT-NDPS Act, an official of the Narcotics Control Bureau said on Saturday. Akshay Chhabra and Jaspal Singh have been detained in Dibrugarh jail in Assam. The development came four days after the NCB detained notorious drug smuggler Balwinder Singh alias Billa Havelian under this stringent law. Billa's detention was the first such action, which aimed to break the jail-based drugs mafia link in the region, initiated by the bureau in Punjab. Under the stringent Prevention of Illicit Traffic in Narcotics Drugs and Psychotropic Substances (PITNDPS) Act, a habitual offender can be put under preventive detention for a period of one year without bail. Akshay was the kingpin in the international drugs syndicate and he was arrested from Jaipur airport in November 2022. Later during the course of the investigation, the NCB arrested Jaspal Singh alias Goldy, who was a member of the syndicate. Investigations revealed that this drug syndicate which was based in Ludhiana had smuggled close to 1,400 kg of heroin from points including ICP (Integrated Check Post) Attari in Punjab and Mundra seaport in Gujarat, said the NCB in a statement. Twenty people including the kingpin, traffickers, and two Afghan nationals have been arrested in this case, it said. The NCB had seized 40 kg of heroin, and 557 grams of opium and also busted two heroin processing hideouts. Till now, more than Rs 57 crore worth of properties of this syndicate have been seized by the NCB.

Punjab Police sends drug-smuggler to Dibrugarh Jail in Assam, first-ever case under NDPS Act

CHANDIGARH: In a first under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, the Punjab Police have sent a drug smuggler to Dibrugarh Jail in Assam. This was the first such action, which aims to break the jail-based drug mafia link in the region, initiated by the Narcotics Control Bureau (NCB). Director General of Police, Punjab Gaurav Yadav said here today that Punjab Police in a joint operation with Narcotics Control Bureau (NCB) has detained notorious drug smuggler Balwinder Singh alias Billa Sarpanch from Gurdaspur city. The accused Billa is a native of village Havelian in Tarn Taran and presently on bail, has been facing over 15 criminal cases, the majority of them related to the NDPS Act and Arms Act. Yadav said that drug smuggler Billa has been detained under section 3 (1) of the Prevention of Illicit Traffic in NDPS Act (PIT-NDPS) and sent to Dibrugarh in Assam. The detenu will be lodged in Dibrugarh jail during the detention period. He said that the accused is involved in trans-border drug smuggling networks with Pakistani smugglers. Senior Superintendent of Police of Amritsar Rural Charanjit Singh said that following reliable inputs about the presence of the Balwinder Billa in the area of Gurdaspur City, police teams from Amritsar Rural led by DSP Gurinder Singh Nagra under the supervision of Superintendent of Police (Investigation) Harinder Singh Gill along with teams from NCB detained the accused drug smuggler. Further investigations are on to trace his other accomplices and identify the Pak-based drug smugglers, he added. In another related development State Special Operation Cell (SSOC) has busted a cross-border smuggling module with the arrest of two suspects from Chabal in Tarn Taran and recovered sophisticated weapons from their possession. DGP Yadav said that those arrested have been identified as Jatinder Singh of Thatha village in Tarn Taran and Navtej Singh of Muhawa village now village Thatha, in Tarn Taran. The Police recovered four 9mm Glock pistols (small factor) along with four magazines from their possession and also impounded the Honda Delux motorcycle on which they were travelling. Yadav said that SSOC Amritsar had received an intel-input about the involvement of accused Jatinder Singh and his associate Navtej Singh in the cross-border smuggling of illegal weapons. Input further elaborated that suspects are in touch with various Pak-based smugglers and had recently procured a consignment of smuggled weapons, which they are going to deliver to a party near Baba Budha Charitable Hospital near Chabal, Tarn Taran on their motorcycle. He added that acting swiftly on the input, the team of SSOC Amritsar cordoned off the specified area in a planned manner apprehending both the accused and recovered the weapon consignment. He said that during preliminary investigations, it was discovered that both accused had been receiving consignments of illegal weapons sent through drones by their cross-border handlers. I&B Ministry issues advisory to TV channels to show videos of calamities with time stamp

NEW DELHI: The Ministry of Information and Broadcasting has asked TV channels to air visuals of natural calamities, disasters and major accidents with date and time stamps. The advisory was issued to prevent misunderstanding among viewers. The advisory was issued after it was noticed that during continuous coverage of recent incidents, which goes on over several days, the same footage is repeated or old clips are shown instead of the real-time ground situation, which leads to confusion and potential panic among viewers. To avoid any misunderstanding among viewers, all private satellite TV channels are hereby advised to ensure that visuals of disasters/ natural calamity/ major accidents should prominently display a DATE AND TIME stamp on the top of the footage. This will ensure viewers are suitably informed about the exact date of the footage being telecast and the fact that it does not necessarily reflect the real-time position at the location of the incident, read the advisory. The channels have also strongly been advised to ensure adherence to the Programme Code while telecasting such incidents. It has been noticed that whenever a disaster, natural calamity, or major accident occurs, TV Channels provide continuous coverage over several days but repeatedly show footage from the day that the incident happened or some previous footage, not necessarily reflecting the real-time ground situation which leads to unnecessary confusion and potential panic among viewers, the advisory read. Recently a massive landslide hit Wayanad in Kerala, which claimed more than 200 lives. However, reports suggest that the number of deceased could exceed 300. Last month, following the derailment of the Dibrugarh Express, four people died while 31 people were injured near Gonda in Uttar Pradesh. In June, at least nine passengers were killed and 40 others injured when a goods train smashed into the Kanchenjunga Express from the rear near New Jalpaiguri in West Bengal.

Five Wagons of Container Train Derail at Boisar Yard, Rail Services Stay Unaffected

Mumbai: On Saturday morning, five wagons of a goods train derailed in the yard of Western Railway's Boisar station, located about 100 kilometers from Mumbai. Officials confirmed that the incident did not disrupt rail traffic. The derailment occurred at 6:45 am when the train, loaded with containers, was moving within the yard. No one was injured in the incident. There was no impact on the movement of suburban or long-distance trains as it occurred inside the yard, stated Vinit Abhishek, Chief Public Relations Officer of Western Railway. Congress MP Gaurav Gogoi gives adjournment notice in Lok Sabha to discuss recent train accidents

Congress MP Gaurav Gogoi, the party's deputy leader in the Lok Sabha, on Thursday filed an adjournment notice to address the series of tragic train accidents across India. In a letter to the Lok Sabha Secretary General, Gogoi highlighted that the recent wave of tragic train accidents has resulted in immense loss of life, suffering, and economic disruption. Just last week, on July 18, four people died and several others were injured after the Chandigarh-Dibrugarh Express derailed near Uttar Pradesh's Gonda. On June 7, the Kanchanjunga Express met with a collision, leaving nine dead and more than 25 injured, Gogoi mentioned in his letter.
