GUWAHATI: An X post of Congress leader P Chidambaram created brouhaha in Manipur on Tuesday with Chief Minister N Biren Singh blaming the party for the ongoing crisis in the state. The Congress distanced itself from Chidambarams post, now deleted, calling it his personal remarks. Chidambaram said, Rushing 5,000 MORE central armed police jawans is not the answer to the Manipur crisis. It is more wisdom: acknowledging that Mr Biren Singh, the chief minister, is the cause of the crisis and removing him immediately. He further stated, It is more understanding: that the Meitei, the Kuki-Zo and the Naga can live together in one state only if they have genuine regional autonomy. It is more statesmanship: for the Hon'ble PM to give up his obstinacy, visit Manipur, and speak to the people of Manipur with humility and learn first hand their grievances and aspirations. The chief minister wasted no time in hitting back. He (Chidambaram) is the root cause of the Manipur crisis and the Congress is the creator of what we are seeing in the state today. When he was the Union home minister during the then Congress government and O Ibobi was the chief minister here, they brought a Myanmarese foreigner Thanglianpau Guite, who himself admitted in one of the interviews that he contested an MP election in Myanmar. That person is the chairman of Zomi Revolutionary Army which is banned in Myanmar, Singh said. Showing a photo featuring Chidambaram with Guite, Singh claimed that the Congress never cared for the Northeast and its indigenous people. The present crisis is not an ethnic conflict. It is the problem of illegal migration of people from Myanmar and drug smuggling. They are trying to dominate the indigenous population of Manipur and entire Northeast, Singh said. NEW DELHI: All security forces deployed in Manipur have been directed to take necessary steps to restore order and peace in the state as the security scenario remained fragile in the past few days, the Union Home Ministry said Saturday. A fresh cycle of violence erupted in Manipur last Monday after 11 suspected militants, who allegedly attacked a police station and adjoining CRPF camp with sophisticated weapons in Manipur's Jiribam district, were killed in an exchange of fire. A day later, six civilians, including women and children were abducted by armed militants from the same district. The security scenario in Manipur has remained fragile for the past few days. Armed miscreants from both communities in conflict have been indulging in violence leading to unfortunate loss of lives and disruption in public order, the ministry said on Saturday. The Home Ministry said strict action would be initiated against anyone trying to indulge in violent and disruptive activities. It said important cases have been handed over to the NIA for effective investigation. The security forces have been directed to take necessary steps to restore order and peace. Three bodies of a woman and two children suspected to be of six persons missing from Jiribam district were found near the confluence of Jiri river and Barak river along Manipur-Assam border on Friday night, officials said on Saturday. The bodies were brought to Assam's Silchar Medical College Hospital (SMCH) on Friday night and kept at the hospital's morgue for postmortem. Three women and three children who lived in a relief camp have been missing since a gunfight between security forces and militants in Jiribam district on Monday, with Metei organisations alleging that they were kidnapped by the retreating militants. Police said a search was underway for them. More than 200 people have been killed and thousands rendered homeless in ethnic clashes between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May last year. Ethnically diverse Jiribam, which was largely untouched by the clashes in Imphal Valley and the adjoining hills, witnessed violence after the mutilated body of a farmer was found in a field in June this year.

The bodies of a woman and two children were found around 16 km from Borobekra in Jiribam district on Friday night from where the six persons went missing on Monday, officials in Jiribam district told PTI. According to the officials, the bodies are yet to be identified, and they were sent to Assams Silchar Medical College and Hospital for post-mortem on Friday evening. The six persons all Meiteis were reported missing from Manipurs Jiribam district on Monday. Jiribam shares its border with Assams Cachar district of which Silchar is the headquarters. The news of the recovery of the bodies came at a time when various organisations as well as political parties are mounting pressure on the state government to rescue the six, allegedly abducted by the militants. Following the missing incident, 13 civil society organisations conducted a shutdown in the Imphal valley last Wednesday, demanding government intervention to secure the release of the six persons. Manipur Chief Minister N Biren Singh held a meeting with senior ministers on Friday night to discuss the situation after the news of the recovery of the bodies, officials told PTI. Kuki organisation bars CRPF personnel from leaving camps after gunfight in Manipur's Jiribam
In response to Monday's gunfight in Manipur's Jiribam district, the Kuki Students' Organisation (KSO) has issued a notice stating that o CRPF personnel shall be allowed to leave their camp premises. Ten suspected Kuki-Zo militants and two CRPF jawans were killed in the gunfight. A day after the incident, the bodies of two elderly male civilians were recovered . The Indigenous Tribal Leaders Forum (ITLF), a Kuki-Zo organisation, alleged that the 10 persons gunned down by the CRPF were not militants but Kuki-Zo village volunteers. They were ambushed and murdered, the ITLF claimed. Any CRPF personnel found in violation of this notice shall do so at their own risk and responsibility. This directive will be in effect immediately upon the issuance of this notice and will remain enforced until the CRPF publicly acknowledges and apologizes for their barbaric actions in Jiribam, the notice issued by the KSO read. A CRPF jawan was injured and evacuated to Assams Silchar Medical College and Hospital. The Kuki-Zo Council called for a total shutdown in the hill areas of the state from 5 am to 6 pm on Tuesday to express their collective grief and solidarity with those who were brutally shot dead.

Northeast Frontier Railway to run 26 special trains to tackle festive rush
The Northeast Frontier Railway (NFR) will run 26 special trains over the next two months to clear the festive rush, a statement said on Sunday. NFR has proposed 26 special trains with 254 trips this year for the festive season, it said. These 13 pairs of special trains will facilitate smooth travel experience and accommodate extra passengers during the forthcoming festivals of Durga Puja, Diwali and Chhath Puja from October 1 to November 30, the statement added. In comparison to last year, NFR has almost doubled the number of special trains and trips during the festive period, it said. The special trains will cover important destinations like Amritsar, Bengaluru, Gorakhpur, Prayagraj, Kolkata, Anand Vihar and Shri Ganganagar, while also touching on other destinations. These trains will also boost connectivity within the zone during this period to areas such as Agartala, Naharlagun, Silchar, New Tinsukia, Dibrugarh and Katihar, the statement added.

21 Cities Under NCAP Cut PM10 Pollution by Over 40 pc Since 2017-18, Shows CPCB Data
New Delhi: Ninety-five of the 131 cities covered under the National Clean Air Programme have shown an improvement in air quality, with 21 reducing PM10 pollution by more than 40 per cent compared to 2017-18 levels, CPCB data shows.The Central Pollution Control Board (CPCB) also said that only 18 of the 131 National Clean Air Programme (NCAP) cities adhered to the National Ambient Air Quality Standards (NAAQS) for PM10, set at 60 micrograms per cubic metre. The 21 cities and urban agglomerations that achieved more than 40 per cent reduction in PM10 pollution are Varanasi, Dhanbad, Byrnihat, Bareilly, Firozabad, Dehradun, Tuticorin, Nalagarh, Moradabad, Khurja, Trichy, Kohima, Lucknow, Kanpur, Kadapa, Sivasagar, Sunder Nagar, Agra, Greater Mumbai, Rishikesh and Parwanoo. Fourteen cities, -- Ahmedabad, Ghaziabad, Rajkot, Jalandhar, Raebareli, Amritsar, Kolkata, Jammu, Silchar, Vijayawada, Naya Nangal, Dimapur, Baddi and Jodhpur -- reduced PM10 pollution by 30-40 per cent, compared to 2017-18 levels. Khanna, Durgapur, Kurnool, Dera Baba Nanak, Vadodara, Allahabad, Asansol, Hyderabad, Gorakhpur, Ranchi, Bengaluru, Akola, Ananthapur, Durg Bhilainagar, Surat and Noida recorded a 20-30 per cent reduction in PM10 levels during the same period, the data showed. A 10-20 per cent reduction in PM10 pollution was recorded in 21 cities -- Delhi, Howrah, Thane, Latur, Nellore, Gajraula, Alwar, Chittur, Kala Amb, Mandi Gobindgarh, Amravati, Patiala, Jaipur, Ongole, Chandrapur, Nashik, Jhansi, Sangli, Kota, Devanagere and Rajahmundry. India launched the NCAP in 2019 with a target to reduce particulate pollution by 20-30 per cent by 2024, using 2017 as the base year. The target was later revised to a 40 per cent reduction by 2026, using 2019-20 as the base year. In practice, only PM10 concentration is being considered for performance assessment. Surat was on Saturday ranked as the top major city in India for air quality improvements, followed by Jabalpur and Agra. The Union environment ministry presented the National Clean Air City Awards during the Swachh Vayu Survekshan - 2024, held at a national workshop celebrating the International Day of Clean Air for Blue Skies in Jaipur. While Surat, Jabalpur and Agra secured the top three positions among cities with populations of more than 10 lakh, Firozabad (Uttar Pradesh), Amravati (Maharashtra) and Jhansi (Uttar Pradesh) were recognised as the best among cities with populations between three and 10 lakh. Raebareli (Uttar Pradesh), Nalgonda (Telangana) and Nalagarh (Himachal Pradesh) topped the list among cities with populations under three lakh. Swachh Vayu Survekshan is an initiative by the environment ministry to rank cities based on the implementation of activities approved under the city action plan and air quality in cities covered under NCAP. These cities were awarded for significant improvements in air quality through various best practices to reduce air pollution. Key activities included paving roads, promoting mechanical sweeping, bioremediation of legacy waste, solid waste management, converting reclaimed land from dump sites into green spaces, greenbelt development, intelligent traffic management systems, and Miyawaki afforestation.

Assam: 28 Declared Foreigners Bengali Muslims Sent to Transit Camp
Guwahati : The Assam police on Tuesday said that police in Western Assams Barpeta district on Monday sent 28 people declared non-citizens by the Foreigners Tribunals (FTs) to a transit camp at Matia in the Goalpara district. The 28 people 19 men and nine women were summoned from various parts of the district to the office of Barpeta's Superintendent of Police (SP) before being taken into a bus and sent to the detention centre. All the people declared foreigners belong to the Bengali Muslim community. Security sources said that the individuals, who had been living in various police jurisdictions across the district, were transferred following a declaration by the Foreigners' Tribunal in Barpeta, which classified them as non-citizens. The transfer process, which took place under heavy security, was carried out by the Barpeta Police in accordance with legal protocols, security sources said. Additional Superintendent of Police (Crime) Bidyut Bikash Bora said, We are carrying out the orders of the Foreigners Tribunal. The transfer process was conducted smoothly, adhering to all legal protocols. However, detention sparked anger outside the Barpeta Superintendent of Police's office, where family members and local residents gathered in protest. The tension prevailed as the declared foreigners were being transported, with the crowd voicing their anger. Family members of those sent to the transit camp called on the state and central governments to expedite the National Register of Citizens (NRC) process. We also want an illegal immigrants-free nation. For this, the governments should expedite the NRC process so that the innocents are freed as soon as possible, said a family member of one of the detainees. The local residents known to those sent to the transit camp said that one each from 28 families from different areas in the district were called to the police stations for some signatures to the SP office where they were detained and sent to the camp. It is significant that till January 2023, over 1,000 declared foreigners were in detention camps across six jails in Assam, including Kokrajhar, Goalpara, Tezpur, Jorhat, Dibrugarh, and Silchar. Most of these detainees have since been released on conditional bail following orders from the Gauhati High Court and the Supreme Court. The Matia transit camp, constructed at a cost of 64 crore, was initially labelled a detention centre but later renamed a transit camp for a more humane approach. The first batch of 64 declared foreign nationals, all from Goalpara, were shifted to the camp in January 2023.

He now lives in Bangladesh, Mahatta told PTI. The SP claimed that many people expressed their anger to see such a post, where she reacted with a 'love' emoji. Mahatta also stated that Mahajabin requested the NIT Silchar authorities to allow her to go to her country. Asked if she will return to complete her course, the SP said: She has not finished her course yet. Whether she will be back again to complete her study, nothing can be said about it now. A total of 70 Bangladeshi students are presently studying at NIT Silchar as per the understanding of Indian and Bangladeshi governments. Mahatta said that out of them, there are around 40 Hindu students from Bangladesh at NIT Silchar. I have personally met the students and requested them not to do any wrong work or indulge in any anti-India activities, he added. Meanwhile, Hindu Rakkhi Dal Spokesperson Suvasish Choudhury told PTI that they noticed the anti-Indian post of the former student and informed the police to take necessary steps. Indian citizenship for Bangla-born man under CAA
GUWAHATI: Dulon Das, a 50-year-old Hindu man from Assams Cachar district, has become the first beneficiary of Citizenship (Amendment) Act in the Northeast. The Ministry of Home Affairs sent him a mail, notifying him that his application for citizenship under Section 6B of the Indian Citizenship Act, 1955 has been approved. Das, who was born in Sylhet district of Bangladesh, has been living in Silchar town since June 5, 1988. His wife is from Assam and the couple has two sons. The family has a landed property. While applying for citizenship, he had submitted a land document issued by Bangladeshi authorities to his father when he purchased a plot of land in 1986. Dharmananda Deb, a lawyer from Silchar, said with the granting of citizenship to Das, his personal documents, including driving licence, Aadhar and PAN cards, would become valid.

Dulon Das (50) has become the first person in Assam to receive citizenship under the Citizenship (Amendment) Act (CAA), sparking strong reactions from opposition parties and student groups. Originally from Bangladesh's Sylhet, Das entered India in 1988 and settled in Silchar, Cachar district. He did not apply for the National Register of Citizens (NRC) but managed to obtain various government documents, including a voter card, driving licence and PAN and Aadhaar cards, despite his illegal status, one of his kin alleged. He applied for citizenship through the dedicated online portal on April 1. It was approved yesterday and he received a mail from the Union Home Ministry. Das has now been asked to collect the citizenship certificate physically, he added. During the application process, Das provided a land deed from his father, who had purchased land in Sylhet district in 1986. Guwahati: Bogged down by backlashes, Assams Silchar Medical College and Hospital (SMCH) on Wednesday withdrew its advisory to female doctors, students and staff asking them to avoid going alone to isolated places at night. The advisory from Dr Bhaskar Gupta, that was cancelled stated that female medics, students, and staff, should, as much as possible, avoid situations where they are alone. refrain from leaving hostel or lodging rooms during night hours unless absolutely necessary, with prior information to the concerned authority. They must avoid going off-campus during late or odd hours, Dr Gupta wrote in the now-cancelled advisory. The principal and chief superintendent of the institute Dr Bhaskar Gupta had issued the advisory in view of the gruesome rape and murder of a trainee doctor at Kolkata's RG Kar Medical College and Hospital, faced protests from students, who demanded enhanced security measures in the hospital. The advisory also stated, All hostel boarders should abide by the hostel norms and regulations laid by the institute and administration. Be cautious and avoid associating with individuals who appear unknown or are suspicious in nature. Always ensure you have a means of making emergency contact in case of urgent situations. During duty hours, doctors should be well-composed emotionally,' remain alert and graciously interact with the public to avoid unnecessary attention' from 'unscrupulous people, it had suggested. The Junior Doctors' Association (JDA), however, said that the advisory made students feel deeply saddened and ashamed. It is outrageous and fails to address the key issues pertaining to SMCH, the association said. A new advisory will be issued soon, Dr Bhaskar Gupta, the institute's principal and chief superintendent stated.

Centre approves eight high-speed road corridors at a cost of Rs 50,655 crore
NEW DELHI: The Centre on Friday approved eight National High-Speed Road Corridor Projects with a total length of 936 km at a capital cost of Rs 50,655 crore to improve logistics efficiency, reduce congestion and enhance connectivity across the country. The approved projects are the six-lane Agra-Gwalior, four-lane Kharagpur-Moregram, six-lane Tharad-Deesa-Mehsana-Ahmedabad, four-lane Ayodhya Ring Road, the five-lane section between Pathalgaon and Gumla of Raipur-Ranchi, six-lane Kanpur Ring Road, four-lane Northern Guwahati Bypass and widening and improvement of existing Guwahati Bypass and eight-lane elevated Nashik Phata - Khed Corridor near Pune. In a statement, the government said that the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi has approved the development of eight important National High Speed Corridors and implementation of these projects would generate an estimated 4.42 crore mandays of direct and indirect employment. Following the cabinet approval, Modi said it was a transformative boost to Indias infrastructure landscape. The Cabinet's approval of 8 National High-Speed Road Corridor Projects at an expenditure of over Rs. 50,000 crore will have a MULTIPLIER EFFECT on our economic GROWTH and boost EMPLOYMENT opportunities. It also underlines our commitment to a futuristic and connected India, he posted on 'X'. The 88-km-long six-lane Agra Gwalior National High-Speed Corridor will be developed on Build-Operate-Transfer (BOT) mode as a fully access-controlled 6-lane corridor at a total capital cost of Rs 4,613 crore. The project will supplement the existing four-lane National Highway to increase the traffic capacity by more than two times in the Agra-Gwalior section of the North South Corridor (Srinagar-Kanyakumari). The corridor will enhance connectivity to key tourist destinations in Uttar Pradesh such as Taj Mahal and Agra Fort and also in Madhya Pradesh like Gwalior Fort. The corridor will enable reduction in travel time from the existing 9-10 hours to 3-5 hours for freight vehicles between Kharagpur and Moregram, thereby reducing logistics cost. Another project approved by the Cabinet on Friday is the 6-lane Tharad-Deesa-Mehsana-Ahmedabad National High-Speed Corridor, which is 214-km long. It aims to provide connectivity between two key National Corridors in the state of Gujarat, viz., Amritsar-Jamnagar Corridor and Delhi - Mumbai Expressway, thereby providing seamless connectivity for the freight vehicles originating from industrial regions of Punjab, Haryana, and Rajasthan to the major ports in Maharashtra (JNPT, Mumbai and newly-sanctioned Vadhavan port). The 68-km four-lane access-controlled Ayodhya Ring Road will reduce congestion on National Highways passing through the city thereby enabling fast movement of pilgrims visiting the Rama Mandir. The Ring Road will also provide seamless connectivity to national and international tourists arriving from Lucknow International Airport, Ayodhya Airport and major railway stations in the city. The 137-km 4-lane access-controlled Pathalgaon-Gumla section of the Raipur-Ranchi Corridor is set to enhance connectivity between mining areas in Gumla, Lohardaga, Raigarh, Korba and Dhanbad and industrial and manufacturing zones located in Raipur, Durg, Korba, Bilaspur, Bokaro and Dhanbad. The 47-km 6-lane access-controlled section of Kanpur Ring Road will enable segregation of long-distance traffic on the key National Highways, viz., NH 19 - Golden Quadrilateral, NH 27 - East West Corridor, NH 34 and upcoming Lucknow - Kanpur Expressway and Ganga Expressway from the city-bound traffic, thereby improving logistics efficiency for freight travelling between Uttar Pradesh, Delhi, Bihar, Jharkhand and West Bengal. The 121-km Guwahati Ring Road will be developed in three sections; four-lane access-controlled Northern Guwahati Bypass (56 km), widening of the existing 4-lane bypass on NH 27 to 6 lanes (8 km), and improvement of existing bypass on NH 27 (58 km). A major bridge over the Brahmaputra river will also be constructed as a part of the project. The Guwahati Ring Road will provide seamless connectivity to long-distance traffic plying on National Highway 27 (the East West Corridor), which is the gateway to North-East Region of the country. The Ring Road will ease congestion on major National Highways around Guwahati, connecting major cities/ towns in the region -- Siliguri, Silchar, Shillong, Jorhat, Tezpur, Jogigopha and Barpeta. The 30-km 8-lane elevated National High-Speed Corridor from Nashik Phata to Khed near Pune will provide seamless high-speed connectivity for traffic originating from and heading to industrial centers of Chakan, Bhosari on NH-60 between Pune and Nashik. Infrastructure development is the foundation for a country's economic prosperity and is critical for improving the quality of life of its citizens. Every rupee spent on infrastructure development has a multiplier effect of about 2.5-3.0 times on GDP, read the statement. It further stated that realizing the importance of infrastructure in overall economic growth of the country, the Centre has been investing heavily in building world-class road infrastructure in the country over the last ten years.
