Manda Krishna Madiga had earlier warned of agitations during the BJPs two-day National Executive Committee meeting on July 2 and 3 if the Union government failed to take steps before that for sub-categorisation of SCs in the state. On Sunday, July 3, MRPS organised a rally at Indira Park in Hyderabad. Protesters from MRPS also tried to block the road at Hitex, where the BJPs National Executive Committee meeting was held. New Delhi: Prime Minister Narendra Modi on Monday left for Bhimavaram in Andhra Pradesh to attend the 125th birthday celebration of freedom warrior Alluri Sitarama Raju. On this occasion, the prime minister will also unveil an Alluri Sitarama Raju bronze statue that stands 30 feet tall. Leaving for Bhimavaram to attend a very special event- the legendary independence warrior Alluri Sitarama Raju's 125th birthday festivities. Alluri Sitarama Raju's bronze statue will also be unveiled. This will enhance the Azadi-Ka-Amrit Mahotsav celebrations PM Modi said in a tweet. The ceremony will be attended by the governor of Andhra Pradesh, Biswa Bhusan Harichandan, the chief minister, YS Jagan Mohan Reddy, the union minister of tourism and culture, G Kishan Reddy, among others. According to Rajat Bhargava, preparations for the visit of the prime minister are well underway. Modi said it was in Bhagyanagar that Sardar Vallabhbhai Patel laid the foundation of Ek Bharat (United India) by integrating the region into the Union and it is the BJP's historical obligation to build 'Shreshtha Bharat'. BJP leaders in Telangana have been demanding that the capital city be renamed as Bhagyanagar, and the proposed name change is a contentious issue. The name 'Bhagyanagar' comes from the legend of 'Bhagmati', who was said to be a woman dancer with whom Muhammad Quli Qutb Shah, a ruler of Hyderabad in the 16th century, fell in love. The story goes that Hyderabad was first named Bhagyanagar after Bhagmati. When she married the king and converted to Islam, she is said to have taken the name of Hyder Mahal, and it is believed that that is where the citys present name comes from. While the very existence of Bhagmati itself is debated among historians of Hyderabad, the city was not named after her. This was observed in the 2019 general elections, and a glimpse of it was again witnessed in the 2020 GHMC (Greater Hyderabad Municipal Corporation) elections when the BJP made significant gains. In other states wherever the BJP formed its double-engine government, the progress of those states and the confidence amongst those people have increased significantly. The people of Telangana too aspire for the same. Their aspiration for the BJP government is so strong that the people themselves are making way for us, Modi said. While the BJP suffered a major setback in the 2018 Assembly elections as only one MLA Raja Singh, the legislator from Goshamahal constituency could retain his seat, in the subsequent Lok Sabha elections held just four months later, four of its candidates G Kishan Reddy, Bandi Sanjay, Soyam Bapurao and D Arvind were elected as MPs. He also said, We need to increase the growth rate of Telangana even further. Expressing his gratitude for the people who had attended the meeting, the Prime Minister said that the all-round development of Telangana is the BJPs priority. The PM said that in 2015, they had started the renovation works of Ramagundam Fertilizer Factory, and that the production of fertilizer had already begun. Very soon it will be dedicated to the state. You can imagine how beneficial it will be to the farmers of Telangana and the country. This will decrease our reliance on foreign imports, he said. Stating that the BJP constantly strives to ease the lives of farmers of Telangana, he said that the Union government is working on five big irrigation projects in the state at an estimated cost of more than Rs 35,000 crore. He further said that in the past six years, the Union government had procured grain worth at least Rs 1 lakh crore. He also announced that the Union government is planning to establish seven mega-textile parks across the county, out of which one will be Telangana. This will help the farmers, the labourers and the traders as well, he said. The Prime Minister said that the BJP-led Union government is not just working for the farmers but also focussing on the urban infrastructure. At a cost of Rs 15,00 crore, the Union government is constructing 4-lane and 6-lane flyovers and elevated corridors, he said. To relieve the problem of traffic jams in Hyderabad, the Union government is building a 350 km ring road in Parigi, he said. He also claimed that the length of national highways increased two-fold in the past eight years under the NDA government. In 2014, there were around 2,500 km of national highway in Hyderabad, which has increased to 5,000 km. Apart from laying roads, the BJP government also sanctioned more than Rs 31,000 crore towards rail-related projects for Telangana, he said. Interestingly, the PM while asking the people to vote for the BJP, promising development in the state, did not make any remarks neither against the ruling TRS government nor against Chief Minister K Chandrasekhar Rao. Speaking at the meeting earlier, BJP national president JP Nadda said the party was certain that K Chandrasekhar Rao will be leaving the CMs seat and the BJP would be forming the government after the upcoming elections. Nadda said that he has been witnessing a change in the political scenario of Telangana. I observed the political environment during the Assembly elections when I was in-charge of Telangana and I am witnessing it today too. Wherever I go, people are expressing their frustration against KCRs government, its corrupt practices and dictatorial attitude. The people of Telangana have decided to dethrone KCR and bring BJP to the government, Nadda said. Meanwhile, Uttar Pradesh Chief Minister Yogi Aditynath on Sunday visited the Bhagyalakshmi temple abutting the historic Charminar. Yogi, who spent about 20 minutes at the temple, offered special prayers. Many BJP leaders have made the controversial Bhagyalakshmi temple a must-visit during their trip to Hyderabad.Yogiji was supposed to visit the temple when he came here to campaign for BJP during GHMC elections (in 2020). Shift census to concurrent list, break OBC quota deadlock: DMK MP tells PM

Reservation The MP and Supreme Court advocate said that the refusal of the Union government to release the caste census data from 2015 is preventing states from setting right historical injustice done to OBC communities. TNM Staff DMK Rajya Sabha MP and Supreme Court advocate P Wilson has written to Prime Minister Narendra Modi saying that there is a constitutional deadlock in ensuring OBC (Other Backward Classes) representation in local body posts. The deadlock, Wilson says, arises from the lack of caste census data, which he points out has not been released by the Union government despite conducting a census in 2015. Further, though there is constitutional provision for states to allocate OBC reservation, these allocations are struck down by courts citing a lack of empirical data. In his letter to PM Modi, Wilson asks that the census be shifted from the Union List, under the control of the Union Government, to the Concurrent List. Wilson points to the recent example of events in Maharashtra. Earlier this year, the Supreme Court had directed the Maharashtra State Election Commission (SEC) to conduct the local body polls without OBC reservation, citing the reason that there was no caste-based headcount available. The states policy was struck down by the Supreme Court on the grounds that there was no empirical data, local body wise, on the percentage of OBCs living in each local body, he says in the letter. Wilson further provides similar examples from Madhya Pradesh and Pondicherry. In all these cases, the legal obstacle to granting OBC reservations in local body elections is the want of empirical data, which has been made a prerequisite by the judiciary, Wilson says. He adds that the judiciary also requires that the state appoint a dedicated commission to gather information for ascertaining political backwardness of the backward classes. For this exercise, it is vital to have access to the caste census data relating to OBCs. Wilson also highlights that in March 2011, the 15th Lok Sabha had passed a resolution to undertake Socio Economic Caste Census (SECC), which includes census of all castes other than Scheduled Caste/Scheduled Tribe communities. As Wilsons letter further points out, the Union Cabinet spent Rs 4,893.6 crore to conduct the said census with the help of the state and union territory governments. The raw data was collected in 2015 and a Cabinet Committee chaired by the PM decided to screen the data through an expert NITI AYOG committee, Wilson writes. Yet, till today, the said committee has not functioned and the caste census data has not been released. Thus, even though the caste census was taken in SECC 2011 by the Union, the same is not published till today for unknown reasons. The union is also refusing to undertake a fresh caste census. Three demands to set right injustice to OBC communities The DMK MP has suggested three remedies to the deadlock in his letter. First, to change the mention of the census from the Union List (entry 69) to the Concurrent List giving both the Union and the state concurrent power to conduct the census. Second, constitutional amendments to Articles 243(D)(6) and Articles 243(T)(6) in order to compulsorily grant OBC reservations in local body elections on the basis of empirical data. The third demand is the release of the caste census data collected by the Union government. Speaking to TNM, Wilson says, There is no point in the Union government having exclusive control over the census when they are not lifting a finger to break the deadlock. Shifting the census from the Union List to the Concurrent List will not only enable OBC reservation in local body elections, it will also be useful in ensuring reservations in other avenues, as any such allocation requires empirical data on caste censuses. In his letter, Wilson refers to the 73rd and 74th Constitutional Amendment Acts of 1992 as a watershed moment in Indian democracy. He says that the prime objective of the amendments was democratic decentralisation of power and participation of the oppressed and backward classes in governance. Wilson further adds that the objective was equitable distribution of power based on which reservation for SC/ST communities and also for women of said communities was made mandatory. This reservation, he also highlights, was to be decided on the basis of the proportion of SC/ST populations to the total population of the area.

TNM Staff The BJP is once again livid with Telangana Chief Minister (CM) Chandrashekhar Rao (KCR). The CM once again skipped receiving Prime Minister Narendra Modi at the Hyderabad airport, the third time this year. The PM arrived in Hyderabad to attend the BJP's National Executive meeting, and KCR was conspicuous by his absence. Interestingly, the CM along with his cabinet ministers and a massive crowd of followers went to the Begumpet airport just a few hours before the PM's arrival to receive Yashwant Sinha, the opposition's Presidential candidate. BJP state chief spokesperson Krishnasaagar Rao termed the CM's decision to snap the convention of greeting the PM on his arrival as a defense mechanism. He said, CM KCR is looking like a rattled man, this is the third time he has skipped to follow the convention and protocol. He should give an explanation to the people. He also took dig at the CM KCR saying that mere violation of protocol doesn't solve if he has any political problems. KCR also addressed a crowd in Hindi in a bid to appeal to the wider audience, soon after a bike rally that snaked through the Begumpet and Necklace road till the Peoples' Plaza in support of Yashwant Sinha. At the public meeting with Yashwant Sinha, KCR launched a scathing attack on the PM and said, You have made several promises before winning, we want to know if even one of them was fulfilled. He also accused the PM of failing the country's different fields while stating that farmers, unemployed persons and even employed people are not happy under the BJP rule. This is the third time this year that KCR has avoided greeting Prime Minister Narendra Modi. The previous instance was on May 26, 2022 when the PM landed in Hyderabad to attend the celebration of the completion of 20 years of Indian School of Business (ISB) Hyderabad. On that day, KCR went to Bengaluru as part of national tour meeting various party leaders. He met former Prime Minister and Janata Dal (S) leader HD Deve Gowda. The BJP had then accused KCR of wantedly orchestrating the meeting on that particular day with the intention of avoiding the Prime Minister. KCR had not received Modi on his arrival in Hyderabad on February 5, 2022 and also skipped the two programmes attended by the Prime Minister. During the day-long visit, the Prime Minister unveiled the statue of saint Ramanujacharya and inaugurated the 50th anniversary celebrations of ICRISAT. After the BJP questioned this, KCR's office had said that the CM did not receive the PM as a couple of his family members had COVID-19-like symptoms.

Sinha was received by CM KCR and IT Minister K Taraka Ramarao (KTR) along with several other TRS leaders at Begumpet airport. The leaders were escorted into the city with a massive bike rally from the Begumpet airport to People's Plaza at Necklace Road, where KCR addressed the gathering in Hindi, in a bid to appeal to a national audience. TRS has expressed its support to Sinha, who is supported by opposition parties including the Congress, with whom the TRS wants to maintain an equal distance. KCR alleged that the PMs promises like demonetisation have been failures, adding that black money in the country has increased since then. BERLIN: The German government has adopted the country's 2023 national budget, which projects revenues and expenses of about 445 billion euros (USD463 billion), or 10% less than in 2022. The largest economy in Europe is attempting to balance its books for the first time since the Covid-19 outbreak began, thus the new budget must adhere to the nation's so-called debt brake, as per reports.. Germany's national budget for 2023 only allocates 17 billion euros for additional debt after taking on nearly 140 billion euros in new debt this year. Adhering to the debt brake, which demands a balanced budget and was initially implemented under former Chancellor Angela Merkel back in 2009, is of great importance, said the Minister of Finance Christian Lindner. In the upcoming years, Germany wants to substantially cut its new borrowing. The government only intends to incur debt from 2024 to 2026 in the range of 12.3 and 13.8 billion euros annually. The meet is crucial for Telangana as the BJP has decided to have the meeting here in line with its Mission South agenda. The saffron party has been trying to consolidate its voter base in the south and this becomes crucial as Telangana is due for its assembly elections next year Ahead of the National Executive Meet, here are five things you need to know: 1) PM Modi and top brass to attend meet Prime Minister Narendra Modi, BJP President JP Nadda, Home Minister Amit Shah and top BJP leadership from the Union government including Union Ministers and Chief Ministers from BJP-ruled states are scheduled to attend the meeting that will take place on Saturday and Sunday at Hyderabad International Convention Centre in Madhapur. The two-day meet will see more than 300 national leaders in attendance. The National Executive Meet is the partys highest policy-making forum. BJP hopes that the meet in Hyderabad will have its impact on the neighbouring state of Karnataka where it is already in power and Tamil Nadu and Kerala where the party has been struggling to make its presence felt. 2) BJP President to inaugurate grand exhibition BJP President JP Nadda will inaugurate a grand exhibition which will honour unsung heroes from the state.
