Drones substitute cops in CM Chandrababu Naidus security cover
VIJAYAWADA: Following the directives of Chief Minister N. Chandrababu Naidu, the security detail assigned to him has been significantly reduced. Only 121 police personnel have been deployed outside his residence in Undavalli, which is just one-fifth of the 980 officers who were assigned to guard the residence of YSRCP president YS Jagan Mohan Reddy in Tadepalli during his tenure as Chief Minister. It has been reported that `90 crore was spent annually on Jagans security. Despite having Z+ security coverage, Naidu instructed police officers not to deploy a large number of personnel during his field visits to avoid inconveniencing the public. Government sources have noted that Naidus convoy consists of 11 vehicles, compared to the 17 vehicles in Jagans convoy. During a recent visit to the Polavaram Irrigation Project site, Naidu observed the extensive security measures and recommended that the District Collector and Superintendent of Police consider deploying drones instead. Drones monitor CMs house surroundings Naidu is said to have advised that except in sensitive areas, such as Agency regions and remote locations, there is no need for a heavy police presence. As a result, security officials have decided to use autonomous drones for surveillance around Naidus residence in Undavalli. According to the programme, the drones will monitor the surrounding areas every two hours, recording video footage. If suspicious activity is detected, an alert will be sent to the monitoring team, who will then analyse the data and take appropriate action. Security officials have confirmed that while the necessary personnel will be maintained, technology will also be leveraged to ensure his safety.
Godavari-Penna project will be game changer: Minister Nimmala Rama Naidu
KADAPA: Chief Minister N Chandrababu Naidu has accorded top priority to the Godavari-Penna river interlinking project to transform Rayalaseema into a fertile region, said Water Resources Minister Nimmala Rama Naidu. Accompanied by Jammalamadugu MLA C Adinarayana Reddy and irrigation officials, he inspected the Gandikota project in Kondapuram mandal on Sunday. Speaking to the media, he said the issue of compensation for all the Gandikota project evacuees will be taken to the notice of the Chief Minister and justice will be done to them. Slamming the previous YSRCP regime for pushing the State into Rs 14 lakh crore debt, he said, They mortgaged collectorates, tahsildar offices and TIDCO houses, yet failed to build proper infrastructure. Highlighting the Chief Ministers vision, he said, Efforts are underway to divert water from Godavari to Krishna, then to Nagarjuna Sagar Right Canal, Bollapalli and Banakacherla. This will ensure water supply to the drought-prone Rayalaseema from multiple directions. The Godavari-Penna interlinking project, which is estimated to cost Rs 80,000 crore, will be a game changer. Discussions with irrigation experts and agencies are going on to finalise the project details, including water transfer methods and costs. Once implemented, Rayalaseema will regain its glory as a land of prosperity, Nimmala said. He alleged that former Chief Minister YS Jagan Mohan Reddy failed to fulfil his promise of providing an additional compensation of Rs 3.75 lakh each to Gandikota displaced families. The NDA government will ensure justice to them, he asserted. Unlike the previous YSRCP regime which ignored the essential maintenance of reservoirs and irrigation canals, the NDA government has filled 95% of reservoirs and ensured water supply to all major tanks and lakes in Kadapa district. Efficient water management has enabled us to fill 250 tanks in the region, he said. Nimmala received petitions from the Gandikota project evacuees, promising to address their grievances at the earliest. Water Resources Department Chief Engineer Srinivasulu, SEs Mallikarjuna Reddy and Venkataramaiah, Jammalamadugu RDO Sai Sri, TDP incharge C Bhupesh Reddy and other leaders were present.
Andhra Pradesh registers slight dip in forest & tree cover
VISAKHAPATNAM: Forest area in Andhra Pradesh, excluding tree cover, decreased from 30,223.62 sq km in 2021 to 30,084.96 sq km in 2023, marking a decline of 138.66 sq km, the India State of Forest Report (ISFR) 2023 revealed. Similarly, the combined forest and tree cover in Andhra Pradesh reduced from 35,470.98 sq km in 2021 to 35,424.98 sq km in 2023, reflecting a loss of 46 sq km. With this change, the States forest and tree cover now constitutes 21.74% of its total geographical area of 1,62,922.57 sq km. The India State of Forest Report 2023, the 18th biennial assessment of Indias forests, was delayed by over a year. It was initially scheduled for release last year, but was launched by Union Minister of Environment, Forest and Climate Change Bhupender Yadav on December 21. Indias total forest and tree cover has increased to 25.17% in 2023 from 24.62% as per ISFR-2021, the report revealed. As per the report, 23,867.76 sq. km of forest cover in the State is within recorded forest areas, while 6,217.20 sq km lies outside the recorded forest boundaries. In a concerning trend, the State ranks second nationwide in forest cover loss, following Madhya Pradesh, which recorded a decline of 371.54 sq km. On a positive note, the State witnessed an increase in mangrove cover, which grew by 13.01 sq km between 2021 and 2023, reaching a total of 421.43 sq km. This growth is attributed to natural regeneration, plantation initiatives, conservation efforts, and the inclusion of previously unaccounted patches, including those in Visakhapatnam. AP recorded 1,073 large forest fires in 2023-24 Significant improvements were observed in Krishna, Bapatla, and Kakinada districts. However, the State continues to lack Very Dense Mangrove cover. Of the total mangrove cover, 213.90 sq km is classified as Moderately Dense, and 207.53 sq km as Open mangrove. Over the past decade, Andhra Pradeshs forest cover has seen a net increase. In 2013, the States forest cover stood at 26,043.53 sq. km, compared to 30,084.96 sq. km in 2023 -- a rise of 4,041.43 sq. km -- marking a 15.52% increase. The report also highlighted concerns about forest fires. AP recorded 1,073 large forest fire events during the 2023-24 fire season, ranking third nationwide after Uttarakhand and Odisha. A total of 5,286.76 sq km of forest area was affected by fires, the highest in the country.
SwetchaSAT payload on ISROs PSLV mission
GUNTUR: Aerospace start-up N Space Tech, based in Tenali, is set to launch its first payload in the SwetchaSAT-Vx series later this month. The payload is a scientific or technological instrument carried on board a satellite for the specific purpose. The SwetchaSAT-Vo will be aboard the Indian Space Research Organisations (ISRO) Polar Satellite Launch Vehicle (PSLV)-C60 mission, scheduled for the last week of December. The payload is one of 24 being tested on the fourth stage of the PSLV rocket under the PSLV Orbital Experimental Module (POEM-4) platform. The payload, developed entirely in-house by N Space Tech, is designed to advance communication technologies across a wide frequency range from UHF (Ultra High Frequency) to Ku-bands (K-under). Its indigenous communication, power, and payload subsystems emphasise local innovation and engineering. ISROs POEM or PS4-OP facilitates experimental payload testing for start-ups and internal scientific teams, fostering innovation in space technology. Among the key highlights of the SwetchaSAT-V0 mission is the validation of an indigenously developed UHF communication module, which aims to strengthen global satellite communication systems. N Space Tech Founder Divya Kothamasu said, SwetchaSAT-V0 represents our commitment to developing reliable satellite communication systems. This mission is a step toward creating solutions that enhance industries and improve global connectivity. The payload, which took over a year to develop, involved a team of 25 engineers. It sets the foundation for future payloads in the SwetchaSAT-Vx series, featuring advanced communication modules and ground station technologies to extend capabilities up to Ku band frequencies. This mission includes biological experiments involving plant materials like spinach and cowpea, along with gut bacteria. These experiments aim to study the effects of space conditions on biological materials, offering opportunities for academic institutions to conduct research in space. The missions main objective, however, is the Space Docking Experiment (SpaDEX), where ISRO will demonstrate the docking and undocking of two Indian satellites in space for the first time. This achievement would position India alongside the US, Russia, and China as one of the few nations with space docking capabilities.

Telangana Govt to Issue New Pattadar Passbooks
Hyderabad: The state government will replace over 70 lakh Pattadar passbooks issued by the previous BRS administration following the passage of the Bhu Bharati Bill in the recent Legislative Assembly session. The new passbooks will feature 11 columns, including a detailed history of land ownership, compared to the single-column format of the controversial Dharani system. The process of issuing the fresh pattadar passbooks is slated to begin in April, in the upcoming financial year, according to official sources. The Bhu Bharati Bill has been sent to Governor Jishnu Dev Varma for the approval. Upon its approval, the Dharani portal will be replaced by the Bhumata portal. The updated Pattadar passbooks will include a Bhudaar number, a unique identification number akin to Aadhaar, assigned to each agriculture landowner in Telangana. Initially, a temporary Bhudaar will be issued, indicating that geo-referencing of land parcels is still pending. A detailed field survey will follow to address any discrepancies in agricultural land records. Upon completion, landowners will receive permanent Bhudaar numbers, confirming the accuracy of geo-referenced data. The Dharani system of the BRS government had replaced Pattadar passbooks issued under the undivided Andhra Pradesh government. While the Dharani passbooks consolidated land ownership into a single column, they omitted critical details found in earlier versions, leading to widespread criticism and allegations of discrepancies. In response, the Congress government decided to abolish the Dharani Act and enact the Bhu Bharati Act, aligning the new system with the Record of Rights (RoR) Act provisions introduced during the recent Assembly session.

Legal Briefs: Sec 18 of MSME Act is binding on facilitation council: HC
Hyderabad: A two-judge panel of the Telangana High Court ruled that the Andhra Pradesh State Micro and Small Enterprises Facilitation Council is bound to follow Section 18 of Micro, Small, Medium Enterprises Development Act, 2006 (MSME Act). The provision requires that when a dispute is referred to the MSME facilitation centre, the council shall either itself conduct conciliation or seek assistance of any institution and proceed with arbitration only if such conciliation stands terminated without settlement. The panel was dealing with an appeal filed by Deccan Power Products Pvt Ltd against the HMWS&SB and others. The HMWS&SB invited tenders from manufacturers of water meters for supply, fixing and maintenance of 1,000 units of 15 mm dia single jet water meter confirming to 180,4064 Class-B and maintenance of existing working meters for a period of three years each under O&M divisions. The committee finalised the tender in favour of the appellant. It was alleged that the appellant failed to execute the work as per the specifications and that the appellant, in spite of receiving letters from the board, had failed to submit details of maintenance as per the agreement. In view of certain disputes, the appellant moved the facilitation council. It was the grievance of the petitioner that the council without following due process as envisaged under the MSME Act had passed an award on March 31, 2012. Aggrieved by the award, the parties were before the civil court, which held that the facilitation council had failed to comply with the mandatory provisions which order was under challenge. Senior counsel A. Venkatesh, appearing for the appellant, pointed out that Section 18 of the MSME Act was not mandatory. He said that even otherwise mere non-compliance of the provisions under Section 18(2) would not by itself vitiate the award, which was passed after hearing both the parties and no prejudice as such would be caused only on account of non-compliance of Section 18(2) of the Act. The panel of Justice K. Sam Koshy and Justice N. Tukaramji rejected the appeal on a survey of the various pronouncements of High Courts and the Supreme Court. Justice P. Sam Koshy ruled that the award became a nullity in the eye of law and could not be sustained, irrespective of the fact that a considerable period of time had lapsed since the award was passed. What was illegal at the first instance would remain illegal for all times to come and the same cannot be enforceable only on account of the efflux of time that has passed. The bench held that the provisions of Section 18 of the MSME Act were mandatory, and non-compliance would vitiate the award. Since the award itself was passed in 2012 and over 12 years have lapsed, the panel observed that the facilitation council is expected of immediately seizing of the matter and ensuring an early conclusion of the proceedings as early as possible, preferably within an outer limit of six months from the date either of the parties enter appearance before the council. NHAI accused of illegal demolition of compound wall T. Vinod Kumar of the Telangana High Court took on file a plea alleging illegal demolition of a compound wall at Timmapur village, Kothur mandal, by the National Highways Authority of India (NHAI) and others. The judge was dealing with a writ petition filed by Hoor Fatima and four others, who alleged failure of the respondents to comply with the provisions of the National Highways Act, 1956, and the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The petitioners argued that the respondent authorities had failed to comply with the prescribed procedure, such as passing an award, conducting surveys, and ensuring fair compensation before acquiring their land for road development purposes. The petitioners contended that such a high-handed action of the state was unconstitutional. During the course of the hearing, the judge observed that if the respondents had followed the 3A process of the Act, there might be little recourse. However, counsel for the petitioners argued that under 3B, authorities are required to conduct a survey, demarcate the land, and then proceed with demolition. The petitioners claim that the authorities did not follow the legal procedure and arbitrarily demolished the compound wall at 2 am, which they allege was unlawful and arbitrary. The judge directed the state to respond to the allegation on the next date of the hearing. State asked to decide on revision petition challenging Rs 8.3 crore penalty Justice Moushumi Bhattacharya of the Telangana High Court directed the state to decide on the revision petition filed by Mahalaxmi Associates against a penalty of about Rs 8.3 crore imposed on it by the assistant director of mines and geology. The judge was dealing with a writ plea challenging the non-issuance of transit permits during the pendency of the revision. It was the case of the petitioner that the assistant director had imposed a penalty of Rs 8,31,34,697, including normal seigniorage fee and penalty on the petitioner, on the ground of alleged excess mining. It was the case of the petitioner that it is not liable to pay any seigniorage fee or penalty since the former was deducted from the petitioners bills. It is also the case of the petitioner that they did not carry out any quarry operations outside the quarry lease area and that the entire alleged quantity has been supplied for various government civil works. Counsel for the petitioner informed the court that the revision filed by his client under Rule 35-A of The Telangana State Minor Mineral Concession Rules, 1966, was pending before the authorities since August 22. The judge, considering the facts and circumstances that the petitioner denies liability of seigniorage fee or penalty or otherwise, directed the authorities to dispose of the revision by February 5, 2025. The judge further directed the petitioner to deposit `20 lakh before the authority concerned by December 27 upon which the assistant director of mines and geology, Warangal, shall issue the transit permits to the petitioner. The judge also made it clear that issuance of transit permits is subject to the outcome of the revision, which is presently pending adjudication.

Visakhapatnam students pioneer seagrass restoration, win US fellowship
VISAKHAPATNAM: Four students from Dr Lankapalli Bullaya College in Visakhapatnam have taken a remarkable step in addressing coastal erosion and climate change by pioneering a project focused on restoring seagrass ecosystems. Their innovative approach has not only garnered recognition but also earned them a 10-day fellowship trip to the United States, where they will collaborate with global climate experts. The students T Harshitha, A Tejaambika, M Ashwini, and J Karthikeya Narayana are final year B.Sc. students specialising in Biotechnology, Microbiology, and Chemistry. Their ambitious project, titled Pioneering Blue Carbon Ecosystems: Restoring Seagrass Meadows on Visakhapatnam Coast, was part of the Climate Tank Accelerator competition. This initiative, organised by the Student Society for Climate Change Awareness (SSCCA) in collaboration with Seeds of Peace USA, brought together young innovators from five South Asian countries to develop practical solutions to climate challenges. The Visakhapatnam team stood out among competitors, securing $1,000 in seed funding and the chance to present their work alongside winning teams from Pakistan, Nepal, Bangladesh, and Sri Lanka. Their focus on seagrass meadows, which absorb 33% more carbon dioxide than terrestrial plants, highlights the vital role these ecosystems play in carbon sequestration and coastal protection. To implement their project, the team sourced two seagrass species, Halophila ovalis and Halodule pinifolia, from Odishas Chilika Lagoon. They acclimatised the plants using local seawater, sediment, and seaweed-based fertilisers, and enhanced their growth with visible light and artificial CO2 generated through a DIY setup. Months of rigorous research, starting in April 2024 under the guidance of faculty member B Madhavi, were met with challenges such as adverse weather delays. However, the teams perseverance led to the successful demonstration of seagrass restoration along Visakhapatnams coast. Seagrass meadows offer a natural and effective solution to coastal erosion and climate change. They protect shorelines and enhance carbon absorption, benefiting the environment significantly, the students explained. Community engagement was an integral part of their efforts. The team organised art exhibitions, public talks, and educational campaigns to raise awareness about seagrass importance in combating climate change. Their initiative also earned them second place at a national conference, further spotlighting the potential of their work. During the fellowship in the US, the quartet will exchange ideas with global climate leaders and other student innovators. This opportunity will help us refine our project and inspire more community-driven conservation initiatives, they noted. As coastal erosion continues to threaten Visakhapatnam, their project offers hope and a blueprint for actionable solutions.
From Village to victory: Sricharani shines in WPL auction
KADAPA: Born in a small Kadapa village, Nallapureddy Sricharanis dreams once seemed to be distant. Through sheer determination, relentless hard work, and unwavering family support, this 20-year-old all-rounder has become the pride of Andhra Pradesh, securing a Rs 55 lakh deal with Delhi Capitals for the Womens Premier League (WPL) 2025 season. From an early age, Sricharani was fascinated by cricket, despite no one in her immediate family playing the game. Drawing inspiration from her maternal uncle Kishore Reddy, she developed a passion for cricket. By her teenage years, she had already competed in four national-level athletic tournaments and won medals in State-level long jump and kho-kho. However, her heart remained with cricket. Sricharanis parents initially encouraged her to focus on athletics, concerned about the challenges of switching to cricket. Nevertheless, her determination convinced them to support her dreams. Under the guidance of her uncle initially, and later professional coaches like Suresh in Hyderabad and Prasad and Madhu Sudhan Reddy at ACA-YS Raja Reddy Stadium in Kadapa, she honed her skills and became an all-rounder. Despite the challenges of long-distance travel and limited resources, Sricharani trained rigorously and quickly rose through the ranks. Within a year of starting her cricket journey, she debuted in State-level matches. Her teammates even likened her bowling style to that of Ravindra Jadeja. An all-rounder known for her left-arm spin and solid batting, Sricharani quickly made her mark in State-level cricket, earning opportunities to play for Andhras U-19, U-23 and senior teams. Her performance in domestic tournaments, including a key role in India Cs victory, caught the attention of WPL franchises. At the auction, Sricharani entered with a base price of Rs 10 lakh but attracted intense bidding, ultimately joining the Delhi Capitals for Rs 55 lakh and ranking among the top five picks. Sricharani credits her parents, her uncle, and her coaches for her success. Her father, Nallapureddy Chandrasekhar Reddy, works as a Grade-1 officer at the Rayalaseema Thermal Power Project, while her mother, Renuka, has been a constant pillar of support. Hailing from Yerramallapalli village in Veerapanayunipalle mandal, Sricharani is currently pursuing her degree final year at VRS Degree College in Veerapanayunipalle. Reflecting on her journey, she shared, Reaching this milestone fills me with satisfaction and pride. It wouldnt have been possible without my familys encouragement. I want to tell aspiring players that hard work and determination can help achieve any goal. Sricharanis achievement marks a historic moment for Kadapa district, as she becomes the first woman cricketer from the region to make it to the Womens Premier League.

VIJAYAWADA: Accusing the previous YSRCP regime of completely destroying the irrigation sector, Water Resources Minister Nimmala Rama Naidu said it did not even remove water hyacinth in the canals, and apply grease to the sluice gates of projects. Speaking to mediapersons at the TDP headquarters on Saturday, he said while the TDP government gave priority to irrigation during 2014-19, the previous YSRC government ruined the entire system. Now, the TDP-led NDA government has laid emphasis on putting the irrigation sector back on track. The coalition government has conducted the Water Users Association elections to strengthen the irrigation sector, he said. Farmers, who were vexed with the previous YSRCP regime, gave their massive mandate to the NDA candidates in the WUA polls, and the coalition achieved a 100% strike rate, he said. Reiterating that the government is going ahead with the plan to complete the Polavaram Irrigation Project by 2027, Nimmala said efforts are on to take Godavari water to Uttarandhra through the Polavaram Left Main Canal by June 2025 by inviting Rs 900 crore tenders. Similarly, works worth Rs 2,500 crore will be launched soon to supply irrigation and drinking water to Rayalaseema through the Handri - Neeva Sujala Sravanthi Project. Our aim is to supply at least 3,550 cusecs of water to Rayalaseema by June 2025. The works of Veligonda project will also be completed by June 2026, he added.
Andhra Pradesh government drops disciplinary proceedings against ABV
VIJAYAWADA: In what could be a major relief to the retired IPS officer and former Intelligence chief AB Venkateswara Rao (ABV), the State government has dropped all the disciplinary proceedings initiated against him during the YSRC regime. An order in this regard was issued by Chief Secretary Neerabh Kumar Prasad on Saturday, instructing the Director General of Police (DGP) to take further action. After the registration of cases against ABV and subsequent departmental action initiated against him, the government on March 13, 2024, urged the Centre to initiate action against him. While the imposition of penalty as advised by the UPSC is pending to be implemented, ABV attained the age of superannuation on May 31, 2024. The Law Department, quoting the Supreme Court verdicts, has informed that the UPSC recommendations are no longer feasible to apply on retired IPS officers, and these measures become ineffective, read the GO. The government is of the opinion that allowing the respondent to proceed further with the departmental proceedings at this distance of time will be very prejudicial to the appellant. Keeping a higher government official under charges of corruption and disputed integrity would cause unbearable mental agony and distress to the officer concerned. At this stage, it is necessary to draw the curtain and put an end to the inquiry. The appellant had already suffered enough and more on account of the disciplinary proceedings. As a matter of fact, the mental agony and suffering of the appellant due to the protracted disciplinary proceedings would be much more than the punishment. For the mistakes committed by the department in the procedure of initiating the disciplinary proceedings, the appellant should not be made to suffer, the GO read. It may be recalled that the State government withdrew two charge memos issued to ABV last month, giving a major relief to him from appearing before the Commission of Inquiries further.
APSFL issues legal notice to Ram Gopal Varma, swindle of Rs 1.15 crore alleged
VIJAYAWADA: Alleging that film director Ram Gopal Varma obtained pecuniary gains during the previous YSRCP regime in the name of movie telecasting on the Andhra Pradesh State FiberNet Limited (APSFL) First Day - First Show platform to the tune of Rs 1.15 crore, APSFL Managing Director K Dinesh Kumar served legal notices on RGV on Saturday. The legal notices were also served on APSFL former Assistant General Manager Vuyyuru Guna Sasank Reddy, APSFL former managing director Maddirala Madhusudan Reddy, Ravi Shankar Varma Gottumukkula, partner of RGV Aarvi Group, and RGV company seeking immediate action, and payment of Rs 1.15 crore along with interest of 12% per annum. Dinesh Kumar alleged that RGV and two other respondents entered into an agreement with the APSFL former Assistant General Manager and the former MD for telecasting the movie Vyuham Part 1 and Part 2 on APSFL First Day - First Show platform in March this year on non-exclusive basis for a period of 60 days from the date of agreement, and agreed to pay a minimum guarantee one-time payment of Rs 2 crore for 2 lakh subscriptions, and also agreed to share 75% of revenue for RGV Aarvi Group and 25% for APSFL for the income generated after 2 lakh subscriptions. However, no authorisation letter was found in the record authorising to sign the agreement, and binding the APSFL for such a huge financial commitment, the MD revealed. The agreement also violated the norms to recommend for telecasting Vyuham on APSFL. The former AGM and former MD caused loss to the tune of Rs 1.15 crore without verifying the records of actual subscriptions. The former AGM and the former MD deviated rules for Vyuham movie in order to benefit RGV and his firm, the legal notice read. No assignee names, no assignor representatives names were mentioned in the agreement. No names and seals of RGV Aarvi Group, and other key details were found. The MD further said all the four are jointly and severally liable for the loss caused to APSFL, and asked the quartet to pay the siphoned amount of Rs 1.15 crore along with interest of 12% per annum, failing which legal action will be initiated against them.

According to sources, arrangements were being made to send the girls to work in a textile industry. Preliminary information suggests that the man, reportedly, a native of Bihar, had been involved in human trafficking for several years. The children have been sent to a shelter home in Vizag. Kadapa couple shows a thread of sustainability to rural women
VIJAYAWADA: Generally, banana farmers dump stems after the crop harvest, causing a waste disposal problem. The potential of the eco-waste had gone untapped for quite a long time. During the Covid-19 pandemic, Pullagura Sreenivasulu and Chennu Anandakumari, a couple from Kadapa district, had come up with an innovative idea to utilise it for eco-friendly products, besides showing an effective solution to the agri waste disposal problem. Fuelled by the idea of finding eco-friendly solutions, they left nine-to-five jobs, and decided to turn their vision into reality. What started as a simple idea to repurpose banana waste has since evolved into a transformative initiative, empowering banana farmers and rural women. Despite financial hurdles and logistics challenges, the couples vision had finally taken shape. With the help of the Centres Startup India Seed Fund Scheme (SISFS), the couple founded Musa Fibral in Kadapa in September 2022, after months of research, trial and error. This agri-startup had become the first banana fibre manufacturer in Andhra Pradesh. The couple has so far developed 25 biodegradable products from banana fibre, including handicrafts, paper, cardboard, biofertilisers, banana wicks, cutlery, toys, sanitary napkins and home furnishing items, ensuring that no part of the banana tree goes unused. Inspired by the ancient Indian concept of Nara Vastralu, garments made from natural fibre, the couple had envisioned an innovative adaptation, blending tradition with modernity. Supported by the Startup India Seed Fund Scheme, Musa Fibral has trained over 50 rural women to craft eco-friendly products from banana fibre, boosting livelihoods. Beyond sustainability, the couples novel initiative has made a profound social impact. They collaborated with over 1,400 farmers, sourcing banana stems that otherwise go waste. The couple is also providing training to rural women in making banana fibre products. Over 50 to 60 women, primarily handloom weavers, have been trained to produce products from banana fibre, empowering them to augment their family income. The couples startup has already established 11 banana fibre extraction units in the State. Sreenivasulu said, Our main objective is to commercialise natural fibres globally, and encourage the use of these fibres in eco-friendly and sustainable products that protect the environment. The couples efforts have garnered attention far beyond Andhra Pradesh. Through their collaboration with Lepakshi, the products have reached Deputy Chief Minister K Pawan Kalyan. Additionally, NRIs and international customers have shown keen interest in their sustainable offerings, further amplifying the reach of banana fibre. The couples eco-friendly endeavour has been showcased at prominent platforms, including the Maha Kumbh Mela, Indias largest startup event, and the Vijayawada Textile Conference. Their dedication to innovation has also led them to apply for a patent for their unique and natural method of smoothing banana fibre. Adding to their vision, Anandakumari said, We aim to take banana fibre products from farm to home, showcasing the uniqueness of nature while promoting sustainability. Their dedication to innovation has also led them to apply for a patent for their unique and natural method of smoothing banana fibre.
GoM from Andhra Pradesh to study free bus travel scheme in other states
VIJAYAWADA: The State government will constitute a Group of Ministers (GoM) to study the implementation of free bus travel scheme for women in other States. Chief Secretary Neerabh Kumar Prasad issued an order to this effect on Saturday. While Transport Minister Mandipalli Ramprasad Reddy has been appointed as chairperson of the GoM, Ministers G Sandhya Rani (Women and Child Welfare and Tribal Welfare) and Vangalapudi Anitha (Home) are the members. Principal Secretary (Transport, Roads and Buildings) has been appointed as the Convener of the GoM. The GoM has been tasked with submitting its report to the State government as early as possible so that further action can be taken. Telangana, Karnataka, Tamil Nadu, Delhi, Punjab and Kerala are the States that are currently implementing the free bus travel scheme for women. It may be pointed out that providing free bus travel to women in the State was one of the promises under the Super Six guarantees made by TDP supremo N Chandrababu Naidu in the run up to the elections. Other promises included creation of 20 lakh jobs and unemployment allowance of Rs 3,000 per month, Rs 20,000 financial aid to farmers per year, Rs 1,500 to every woman and Rs 15,000 to every school-going child, and three free LPG cylinders per year for every household. Meanwhile, Andhra Pradesh Congress Committee (APCC) president YS Sharmila Reddy lashed out at the TDP-led NDA government in the State for prolonging the implementation of the scheme. Accusing the coalition government of not being sincere, she said the State government is not committed to fulfilling its promise. She pointed out that in Telangana and Karnataka, the Congress implemented the free bus travel scheme for women within 100 days of forming the government. Emphasising that the APSRTC management has already expressed its readiness for implementing the scheme, Sharmila sought to know why the Naidu government was delaying it. The government should at least launch the scheme as a new year gift to the people and prove its sincerity, she said.
Heavy rains likely in South Coastal Andhra Pradesh, Rseema for next four days
VISAKHAPATNAM: The India Meteorological Department (IMD) reported on Saturday that a depression over the west-central Bay of Bengal was moving east-northeast at 7 kmph and lay 430 km south-southeast of Visakhapatnam as of 5:30 am. The system is expected to weaken over the sea within 12 hours. Thunderstorms, lightning, and heavy rains are predicted for South Coastal Andhra Pradesh (SCAP) and Rayalaseema from December 23 to 26. CM directs officials to take steps to mitigate loss In view of this, Chief Minister N Chandrababu Naidu on Saturday reviewed the rainfall situation, discussing measures taken in the affected districts. Officials informed him that people in vulnerable areas have been alerted and schools in some regions have been closed as a precaution. They also briefed him about crop damages reported in some areas. The Chief Minister directed district officials to collect crop damage details once the rains subside and ensure timely compensation for farmers. He stressed the importance of promptly sharing weather updates with farmers and instructed officials at all levels to remain vigilant and proactive. Meanwhile, in Vizag, heavy rains damaged coastal areas on Saturday. Authorities have been instructed to implement public safety measures and remain alert to the evolving situation.
Five-day annual Bhavani Deeksha Viramana begins in Vijayawada
VIJAYAWADA: The five-day annual Bhavani Deeksha relinquishment commenced on a grand note at Sri Durga Malleswara Swamy Varla Devasthanam (SDMSD) atop Indrakeeladri in Vijayawada on Saturday. On the first day of the relinquishment process, more than 30,000 devotees thronged the temple, relinquished their mandala and ardha-mandala Bhavani Deeksha, and offered prayers to the presiding deity. Anticipating the devotee rush, temple authorities made elaborate arrangements to ensure smooth conduct of the Bhavani Deeksha relinquishment, scheduled from December 21 to 25. Temple authorities have arranged five queue lines from Vinayaka Swamy temple at Canal Road to the temple hilltop and Sanctum Sanctorum of the temple. The Bhavani devotees, who observed the deeksha for 21 days or 41 days, completed Giri Pradakshina barefoot and joined the queue lines. After completing the darshan, the Bhavani devotees dropped ghee-filled coconuts and other puja paraphernalia in the Homa Gundam. Devotees were allowed to have darshanam of the deity from 6:30 am. Darshan will be allowed from 3 am to 11 pm for the remaining four days. According to the temple officials, as many as 200 Guru Bhavanis from various parts of the State were specially appointed by the Durga temple authorities near Mallikarjuna Maha Mandapam. Speaking to mediapersons, NTR district commissioner of police (CP) SV Rajashekhar Babu said elaborate security arrangements are in place for the smooth conduct of Bhavani Deeksha Viramana. Around 6,000 police officials of various ranks have been deployed for bandobast duties. As many as 1,900 CCTV cameras have been installed. For the smooth conduct of the process, we also launched a special mobile application for the devotees convenience. Special tags were given to children to prevent them from going missing in the crowd, he explained. Vijayawada Municipal Corporation (VMC) Commissioner Dhyanachandra HM conducted field inspections at key locations such as the Ganesh Temple, Sita Paadalu center, Durga Ghat, and Krishnaveni Ghat. He pointed out that 35 drinking water points, eight temporary toilet facilities, and six cloakrooms have been arranged for devotees to ensure a hassle-free experience. To maintain sanitation, 1,400 workers have been deployed across 38 locations. The civic body chief instructed officials to promptly remove clothes left by Bhavani devotees using conveyor belts. Further, he announced the set up of a 24-hour special control room to address any issues faced by devotees. A devotee from Vizianagaram, Appala Naidu (50), died of cardiac arrest while on his way to have darshan. Family members rushed him to a nearby medical camp and shifted him to Vijayawada Government General Hospital, where doctors declared him brought dead.
Action plan to put Guntur on top in growth
GUNTUR: As per the Swarna Andhra 2047 Vision, all required action will be taken to implement Central schemes effectively and put Guntur district on top in both welfare and development, said 20-Point Programme Chairman Lanka Dinakar. He along with Union Minister of State for Rural Development and Communications Pemmasani Chandra Sekhar, held a review meeting on Central schemes here on Saturday. He said, Prime Minister Narendra Modis Viksit Bharat 2047 can only be achieved by realising CM Chandrababu Naidus Swarna Andhra Vision. He also mentioned that when the Centre allocated `540 crore for the Underground Drainage scheme in the Guntur Municipal Corporation in 2016, due to the negligence of the previous regime, the works came to a halt. An action plan with revised estimates will be prepared to resume the project. Under MGNREGA, over 1.50 lakh people are getting employment in the district against 90 lakh job card holders. As many as 53,214 Lakhpati Didis have been identified, and the target of one lakh will be achieved soon. Over `40 crore under AMRUT 1.0 was not properly spent, and construction of only 20,368 units was taken up out of 65,800 sanctioned under PMAY in the last five years, he explained. Pemmasani said the State government is implementing all the Central schemes effectively. District Collector S Nagalakshmi and other officials were present.
KT Rama Rao goes hammer & tongs against Telangana govt over farm incentives
HYDERABAD: BRS working president KT Rama Rao on Saturday attacked the Congress government over Rythu Bharosa, accusing it of slashing benefits to a number of farmers while claiming that it was issued to all farmers. Pointing out that just Rs 15,075 crore was earmarked in the Budget towards Rythu Bandhu, Rama Rao said that he would renounce politics if the government proves that it has waived loans for all farmers in any given village across the state, including Chief Minister A Revanth Reddys native village Kondareddypalli. Taking part in a short discussion on Rythu Bharosa, Rama Rao said: It requires Rs 23,000 crore annually to implement Rythu Bharosa for 15,000 acres, covering around 1.53 crore acres and 70 lakh farmers. However, only Rs 15,075 crore was allocated, which suggests that the state government constituted a Cabinet sub-committee after deciding to make cuts. It is an attempt to do away with Rythu Bandhu. Rama Rao also demanded to know whether the government planned to cut input subsidies for farmers who are Income-Tax assessees and for public servants. They say that they would not give input subsidies to government employees. Will you sever the connection between government employees and the land? he asked. Rama Rao said that the state has a debt of Rs 17,500 per acre for each farmer. He noted that about 98% of the beneficiaries of Rythu Bandhu were small and marginal farmers and that 91.1% of farmers hold less than five acres of land and only 1.39% own over 10 acres. Accusing the Congress government of running false propaganda against Rythu Bandhu, Rama Rao said that several state governments and the Centre emulated the scheme. He said that Odisha, West Bengal, and Andhra Pradesh implemented the input subsidy schemes in their respective states and that the Centres Pradhan Mantri Kisan Samman Nidhi was inspired by Rythu Bandhu, with some cuts. From the UN to leading economists like Ashok Gulati, Arvind Subramanyam, Raghuram Rajan, Abhijit Banerjee and Devender Sarma have appreciated Rythu Bandhu, he said.
CM Siddaramaiah has left the wheel, DKS running show with vendetta politics: LoP Ashoka
BENGALURU: Leader of Opposition in the Assembly R Ashoka on Saturday accused Deputy CM D K Shivakumar of resorting to vendetta politics against Opposition parties. But Chief Minister Siddaramaiah is not bothered as he will be stepping down from his post, he said. Referring to the alleged attack on senior BJP leader C T Ravi and high-handedness by the police, Ashoka indirectly said this has happened at the behest of Shivakumar who wants to become the CM. As he (Siddaramaiah) was not the one who used to be, the ministers went out of his control. Shivakumar, in order to impress the Congress high command, has been snubbing the voice of the Opposition. In the Maharishi Valmiki ST Development Corporation scam, B Nagendra resigned, and the next will be Siddaramaiah, he said at a joint press conference in the Vidhana Soudha. The Ravi episode is akin to the rakta charita movie -- an Andhra Pradesh model of governance. Congress worked to snub and confront the Opposition. The CM is not bothered about anything as whatever the ministers have done is the law. He is not the Siddaramaiah of the past now. It is all a game played by Shivakumar with the aim that if the BJP is snubbed, he will get the blessings of Sonia and Rahul Gandhi and he may become the CM soon. Which was why he was doing all this, he alleged. He took strong exception to the police taking Ravi, who received threats from naxals, to sugarcane fields and stone quarries, on the pretext of his (Ravis) safety. Some people hide in forests and quarries for safety because there are animals there, and no one comes there. The commissioner said it was for his safety. Was it safe? Will the animals around take care of one. The police found a new way of safety. There is a place called Parappana Agrahara in Bengaluru that is safe, he said. He suggested that the CM and ministers should be taken to the sugarcane fields and quarries and leave them for their safety. Replying to Shivakumar that he would have taken action if his party leader had done something like Ravi, allegedly badmouthing minister Laxmi Hebbalkar, Ashoka hit back saying that there were umpteen cases, including rape charges, against Congress leaders. An MLA has been accused of bribery, policeman Parashuram committed suicide after being asked for money and many cases have been registered. Why was no action taken? he asked. LoP in the council Chalavadi Narayanaswamy also said Shivakumar has become the power centre in the government. He rued that the issue of multi-crore scam in the tenders called in the Raichur thermal power plant could not be discussed in length.

HYDERABAD: There is always a sprinkling of condiments to add flavour to a celebrity marriage. The brouhaha it generates is sometimes bewildering. As Udaipur gets decked up for the marriage on Sunday, Sindhu would be ready for a different match. Something close to her heart and soul. As the two went about inviting guests, the man who stole Sindhus heart was in the limelight as well. Sai is a Hyderabad-based IT professional and Executive Director at Posidex Technologies. A reception is slated in Hyderabad a couple of days later.
55th GST Council Meeting: Plan to formalise special cess for disaster relief
JAISALMER : The GST Council on Saturday decided to formalise a procedure for states to levy special cess to raise money for disaster relief. This was decided after Andhra Pradesh sought the Councils permission to levy a 1% cess on goods and services in the highest rate bracket of 28%. Andhra Pradesh request for a 1% cess will be referred to a Group of Ministers (GoM) as was done previously for a similar request by Kerala in 2018. At a press conference after the GST Council meeting, Finance Minister Nirmala Sitharaman said that since similar requests have been made earlier as well, we are of the view that there should be a laid-out procedure to deal with such requests in future. Besides floods, several states wanted drought to be brought under the definition of disaster, she added. Andhra Pradesh Finance Minister Payyavula Keshav told the media that the state in August and September had faced unprecedented rains and flood, which caused severe financial loss to the state. we will need a sum of Rs 15,000 crore to come back to normalcy. Therefore, we requested the Council to allow us to levy a cess of 1%, said Keshav, adding that most states were supportive of the Andhras demand. Meanwhile, the 55th GST Council meeting ended without any major decisions being taken. The much-awaited decision on lowering GST rates on health and life insurance premium has been deferred as the Council was of the view that the issue needs more discussions. Among the changes in tax rates, the Council decided to increase the GST rate from 12% to 18% on sale of all old and used vehicles, including electric vehicles. Caramelised popcorn would attract 18% GST as it comes under sugar confectionery.

NETA NATTER | DEMAND FOR INQUIRIES WILL LEAD TO SUPPLY REVANTH
Ask and ye shall receive. That appears to be the story with the BRS with Telangana Chief Minister A. Revanth Reddy turning the tables on the Opposition party in the Legislative Assembly using the BRS challenges to his advantage. It started with former power minister G. Jagadish Reddy daring Revanth to order an inquiry into alleged irregularities in the Yadadri Thermal Power Plant project. Revanth seized the moment, and announced a judicial probe. Then came former finance minister T. Harish Rao, who challenged Revanth to cancel the Outer Ring Road (ORR) lease tender awarded during the last days of the BRS regime. Again, Revanth acted, initiating an SIT inquiry into the irregularities in the ORR tender. While BRS leaders including Harish and KTR accuse Revanth of vendetta politics, Revanth says these inquiries follow BRS leaders own demands in the Assembly, asserting his commitment to transparency, and not revenge. KOMATIREDDY BROTHERS DRAW EVERYONES ATTENTION In Telanganas political soap opera, the current talk of the town is the Komatireddy brothers. While the elder Komatireddy Venkat Reddy is a minister, his younger brother Raj Gopal Reddy is lobbying hard for his turn. Raj Gopal, who switched from the BJP to the Congress, claims the party promised him a ministerial berth a promise he says remains unfulfilled even after a year of Congress governance. However, Congress MLAs are up in arms against the idea of two Cabinet posts for the same family, same caste and same district. Critics argue that such favouritism would alienate party cadres, spark public backlash, and tarnish the Congress image. But Raj Gopal remains defiant, insisting on his due. The Komatireddy saga adds yet another twist to the long-awaited Cabinet expansion, keeping political circles buzzing as speculation and internal rifts escalate. SPOOKY FORT ATTRACTS THE SUPERSTITIOUS It is not quite haunted like the old ruins in movies sometimes are, but the Koulas fort in Jukkal mandal of Kamareddy district has built a reputation of its own for all those who visit. At least those who are government officers. And, of course, for politicians. The lore goes that folks from these categories after a visit to the fort will face a certain transfer and this received some fresh traction soon after the recent visit to the age-old edifice by excise and tourism minister Jupally Krishna Rao. Soon after Jupally checked out the fort, began a demand from BC welfare organisations who are staking claim that a person from one of their communities, the Goud community to be particular, be made the excise minister. And so, the wait is on to see whether the if-you-want-a-transfer-visit- Koulas-fort belief will stand the test of time. FORESTS MINISTER LAYING LOW? It is not uncommon for people to wait for a visit by a minister to their village, or neighbourhood in case of a large town, hoping for some good tidings to follow. But in the case of the erstwhile Adilabad district, things appear a little different. It is not roads, parks, or the like but tigers and leopards that are on top of the minds of people here who have been wondering why forests minister Konda Surekha has not visited areas which recently witnessed conflicts between wild animals and humans, and even the death of a woman. Whether Surekha will actually visit the human-wildlife conflict areas is up in the air but the question of why she has not done so, other than expressing sympathy to families of victims of wild animal attacks through statements issued from Hyderabad, is increasingly doing the rounds. TEA STALL AWAITS FOR CM ENTHUSIASTICALLY For those familiar with the Chai Pe Charcha started by the BJP, here is an update. Apparently hoping to catch the governments eye, employees of Samagra Shiksha Abhiyan in Jangaon have decided that maybe a cup of tea, or a whole tea stall, will catch the eye of Chief Minister A. Revanth Reddy and get redressal of their long-pending demands. And so, they ran a tea stall during their protest programme pointing out that while in the Opposition Revanth had assured them that he would address their issue of regularising their employment within the time it takes to sip a cuppa. And so went the explanation, the tea stall protested, but they were not certain if the aroma of the tea had reached the Chief Minister yet. BJP MLA FLAUNTS DOUBLE STANDARDS Wrong for some. Right for me. What is sauce for the goose may no longer be sauce for the gander. This appears to be a fairly accepted norm in politics on various issues, none more common than leaders jumping from one party to another. When Andhra Pradesh former minister Mutamsetti Srinivasa Rao, who in the past wore a clutch of different party caps, quit the YSRC after the general elections, it did not take long for BJP MLA P. Vishnu Kumar Raju to point out that it was unethical for political leaders to quit a party which lost an election, clearly pointing out that enjoying power and then quitting after a loss was just not the thing to do. But if they are joining BJP they are welcome, Raju told media persons in Visakhapatnam raising quite a few eyebrows. COMPETITION AMONG AP POLITICOS HEATS UP There is a certain sense of competition between APs Deputy Chief Minister Pawan Kalyan and human resources minister Nara Lokesh in the who-is-the-more-efficient- minister stakes. All appeared to be going well on this front in general with folks quite happy being in one of the two camps, but recently home minister Anitha threw a proverbial wrench into the works. For her, it was neither Pawan nor Lokesh who was the most hardworking and efficient in the Chandrababu Naidu Cabinet but water resources minister Nimmala Rama Naidu. The recent floods in Vijayawada proved that Rama Naidu was second only to Naidu when it came to work, she said, pointing out that Rama Naidu, within 36 hours, had many breaches to the Budameru canal filled. That, Anitha said, was the proof of the pudding. PAWAN MAVAYYA ON THE RISE Move over, Jagan Mavayya theres a new Mavayya (uncle) in town. Deputy Chief Minister Pawan Kalyan seems to have taken a page out of AP former chief minister Y.S. Jagan Mohan Reddys book, earning the affectionate nickname during his recent visit to a government school. The temple premises reverberated with chants of Jai Durga, Jai Bhavani, as tens of thousands of devotees from across Andhra Pradesh and neighbouring states thronged the temple to relinquish their deeksha. The process began with the Suprabhata Seva and Harathi Nivedana to the presiding deity, Goddess Kanaka Durga, in the sanctum sanctorum of the temple. This was followed by consecration of Agni Pratishtapana at the Homa Gundas at 5:45 a.m. at the Maha Mandapam Among those present included Durga Temple executive officer (EO) K.S. Revanth Reddy Slams BRS for Skyrocketing State Debt
Hyderabad: Chief Minister A. Revanth Reddy launched a scathing attack on the previous BRS government for financial mismanagement during its decade-long tenure from 2014 to 2024. Speaking in the Legislative Assembly on Saturday, the Chief Minister accused the BRS regime of pushing the state into a debt-trap of over rupees seven lakh crore and called for severe accountability measures. The financial mismanagement committed by the BRS government under former chief minister K. Chandrasekhar Rao is nothing short of a crime. BRS rulers should be hanged for this. They should be held accountable for driving Telangana into a financial abyss, he said, adding that such actions in other countries like Dubai would have led to public punishments such as stoning or hanging on the road. While international institutions like the World Bank and JICA provide loans at interest rates as low as 2-4 per cent, the BRS government secured loans from commercial banks at exorbitant 11.5 per cent rates. I visited Delhi 50 times to meet the union finance minister and senior officials seeking restructure of the debt or reduction of the interest rate. It is yet to materialise, the Chief Minister said. He revealed figures detailing the states rising debt over the past decade. When Telangana was formed in 2014, the states debt stood at 72,000 crore. However, by December 2023, this amount had ballooned to 7,11,911 crore. He noted that the debt repayment burden, which was 6,500 crore annually in 2014, had skyrocketed to 6,500 crore a month by 2023 due to indiscriminate borrowings and that at mindboggling interest rates. In comparison, the Congress governments efforts to rein in debt saw the administration increase the debt burden by only 11,000 crore, bringing the total to 7,22,788 crore as of December 18, 2024. Despite borrowing 52,000 crore over the past year, we repaid 66,000 crore of the loans taken during the BRS regime. This shows our commitment to restoring fiscal discipline, the Chief Minister stated. Revanth Reddy dismissed claims made by BRS member T. Harish Rao that the Congress government had borrowed 1.27 lakh crore last year. If that were true, the states debt burden would now stand at 8,38,911 crore. The actual figure of 7,22,788 crore proves that his claims are baseless and misleading, he countered. The Chief Minister also accused the BRS government of manipulating financial data to secure loans beyond its eligibility. He claimed that the BRS administration understated its liabilities and submitted false reports to the Reserve Bank of India (RBI) and commercial banks. They secured 1,29,243 crore through 19 corporations but showed only 39,867 crore in the budget books. This deliberate misrepresentation misled financial institutions and further deepened the states debt crisis, Reddy said. He said that the BRS governments financial mismanagement has left Telangana in a precarious state. In 60 years of combined Andhra Pradesh, 16 Chief Ministers together incurred 72,000 crore debts for Telangana. But one Chief Minister, Chandrasekhar Rao, single-handedly added 7,11,911 crore in less than 10 years, he stated.
US Court ruling on Pegasus: Here's its direct impact in India
The US court's decision on Friday (December 20) in favor of WhatsApp, the messaging platform owned by Meta, which holds Israeli spyware maker NSO Group directly liable for targeting around 1,400 users with its spyware, Pegasus, is expected to have ripple effects in India. In 2021, many reports in the media revealed that Pegasus spyware was used to target over 300 Indian mobile numbers, including those of two serving ministers, opposition leaders, journalists, and business people. Bringing much-needed context to the alleged spyware targeting WhatsApp users and the accountability for this privacy violation, a US court has, for the first time, ruled that the Israeli spyware maker NSO Group is liable for deploying Pegasus, stating that it violated the Computer Fraud and Abuse Act and California's Cybersecurity laws. This ruling could set a precedent for accountability, as NSO has long downplayed its involvement in targeting individuals worldwide, including senior officials, journalists, and human rights activists. The Indian government led by Prime Minister Narendra Modi denied any involvement, calling the surveillance claims aseless, and IT Minister Ashwini Vaishnaw asserted that Indias surveillance laws prevent unauthorised surveillance. However, in the wake of the revelations, the country's Supreme Court formed a committee to investigate the allegations. Though the committee found no conclusive evidence, it noted the central governments lack of cooperation. The issue also gained attention in states like West Bengal and Andhra Pradesh, where allegations of Pegasus use became political. West Bengals government set up a commission to investigate, claiming the state had been offered Pegasus spyware by NSO. In Andhra Pradesh, political tensions arose over suspicions that Pegasus was used to monitor rival political figures, with accusations directed at both the previous and current state governments. The controversy continues to unfold, highlighting the far-reaching implications of spyware use in India.

Bhatti seeks Centres nod for 1% cess on B2B deals
Hyderabad: Finance minister Mallu Bhatti Vikramarka urged the Centre to permit to levy one per cent cess on B2B transactions in the state under GST to meet the expenses for rehabilitation and reconstruction due to recent floods. He pointed out that neighbouring Andhra Pradesh also made a similar request. On the recommendation of the GST council, the matter has been referred to a group of ministers (GoM), in which Telangana has also been included. Taking part in the 55th meeting of the council chaired by Union finance minister Nirmala Sitaraman at Jaisalmer in Rajasthan, Bhatti Vikramarka proposed to set up a committee of officers. It was immediately constituted by the council to examine the issue of applicable rate of tax on delivery services by delivery partners, including the restaurant services, through electronic commerce operators. The officers of Telangana have also been included in the committee. It was proposed that aviation turbine fuel (ATF) be brought under the tax net of GST. It is being taxed by the states under the relevant State VAT Acts. Telangana has opposed the proposal, as the states presently have very limited sources of generation of revenue. Further, the ATF is derived from crude oil, which is presently taxed under VAT. Therefore, Bhatti Vikramarka requested the council to maintain the status quo on the issue, which was supported by several other states and agreed by the council.

War of words between Congress, BRS over 24-hour power supply in Telangana
Telangana Assembly Telangana Assembly Hyderabad: A war of words took place between the Roads and Buildings Minister Komatireddy Venkatreddy and BRS MLA KT Rama Rao (KTR) in Telangana Assembly here on Saturday over 24-hour free power supply to the agriculture sector during the BRS regime. Reddy challenged KTR that he would resign if the latter proved that 24-hour free power was supplied to farmers. He said, if necessary, he would show the log book to prove that BRS failed to provide 24-hour power supply. Heated arguments took place between the ruling and opposition benches over the power supply issue and Rythu Bandhu scheme implemented by the BRS government. Participating in a short discussion on the Rythu Bharosa scheme of the Congress government, KTR claimed that it was former Chief Minister K Chandrashekhar Rao, who gave 24-hour free power supply to the agriculture sector in the country. During the BRS regime, the acreage was increased significantly and Nalgonda district became greener. In response to KTRs claims, Reddy intervened and offered to resign if KTR proved that 24-hour power was supplied to the sector and he was also ready to show the logbook. He said the Congress would get the credit of giving free power supply to farmers. The BRS did friendship with the former Andhra Pradesh Chief Minister YS Jagan Mohan Reddy during its tenure and rendered injustice to Telangana in sharing Krishna waters. It was the same BRS, which failed to implement the promise of giving three-acre land to dalits in the State. The State went back to 100 years during the 10-year rule of the BRS, damaging all the systems in the government. Continuing his tirade against KTR, Reddy said the former was misleading the House by speaking lies. Reddy clarified that Nalgonda did not get water to one additional acre in the district in the last 10 years.

Why Hyderabad could be Indias City of Love
In the old city of Hyderabad, there is a 446-year-old bridge called the Purana Pul (old bridge). Constructed in 1578 by Ibrahim Qutb Shah,1 the six hundred feet long and thirty-six feet wide bridge stands fifty-four feet above the riverbed and has twenty-two arches. This bridge, the first to be constructed in the area that later became Hyderabad, survived even the great Musi flood of 1908. However, by the middle to late twentieth century, it was dilapidated and crumbling, in need of urgent repair. A little more than two decades ago, on World Tourism Day in September 2002, construction workers swarmed the Purana Pul to restore it to its former glory. When it was safe for use again, G. Kishan Rao, director of the then Andhra Pradesh tourism department, hit upon an idea to raise local awareness about the newly repaired bridge. Drawing on the origin story of the Purana Pul, he organised a lovers day or couples day on the bridge. The idea was a grand success. Hyderabadis thronged the area and, for a while, the Purana Pul was even called the Pyarana Pul (lovers bridge). The new name did not last long, but perhaps it should be restored. The way Hyderabadis turned out for the event showed that the story behind the origins of the Purana Pul remains as cherished in the hearts of the citys newest generations as it was nearly five centuries ago when the bridge was under construction. This story is one Hyderabadis love to tell over and over again, one that resides in their hearts, one they choose to believe even though there is no historical evidence of its existence. It is the story of a love so powerful that it became the foundation for an entire city. It is the story of the love Muhammad Quli Qutb Shah, the fifth Qutb Shahi ruler, had for a dancer named Bhagmati. The legend goes that Quli met and fell in love with Bhagmati at the age of fourteen. So enamoured was he that he remained with her for the rest of his life despite severe opposition, first from his father and later from his court and the keepers of his faith. Over time, Qulis father Ibrahim became perhaps the only person to understand that Qulis love for Bhagmati was deeper than mere infatuation. When Quli defied a fierce storm and rode across the raging Musi river, simply to check that Bhagmati was safe, Ibrahim acknowledged the depth of Qulis emotion and ordered the construction of a bridge across the river. This bridge, four hundred years later, came to be known as the Purana Pul. Later, after Ibrahims death and Qulis ascension to the throne of Golconda, the young sultan, it is said, married Bhagmati, made her his queen and built what is present-day Hyderabad, naming the new city Bhagnagar in her honour. SRIKAKULAM/VIZIANAGARAM: Continuous rains over the past 48 hours have inundated at least 200 hectares of paddy fields in Srikakulam and Vizianagaram districts, causing severe distress to farmers. The stagnant water has discoloured both harvested and ready-to-harvest paddy, raising concerns among farmers about procurement. District Collectors Swapnil Dinkar Pundkar (Srikakulam) and BR Ambedkar (Vizianagaram) assured farmers that the government would procure all paddy, including the discoloured produce. They conducted video conferences with agriculture, civil supplies, and other officials, instructing them to assist farmers in salvaging their crops and securing them against further damage. The IMD has predicted moderate to heavy rains over the next 48 hours, prompting Collectors to direct officials to remain vigilant. In Srikakulam, which recorded 16.5 mm of rain on Thursday and additional downpours on Friday, Collector Pundkar instructed officials to distribute tarpaulins to farmers to protect their crops. In Vizianagaram, Collector Ambedkar reviewed the procurement status during a video conference. Officials reported that 1.83 lakh metric tonnes (MT) of paddy out of the targeted 2.27 lakh MT for this Kharif season had been procured, leaving 40,000 MT to be collected. He directed officials to procure the remaining paddy, including damaged produce, and assured farmers of government support. The government will procure every kg of paddy, he said.

The State government is determined to resolve all the long-standing land issues, and return the lands to rightful owners, he asserted. Highlighting the importance of land for the livelihood of people, he said, Whether its a yard, a cent or an acre, land is life. Naidu highlighted the States strong record keeping tradition from the British era, contrasting it with issues in Telangana due to historical disruptions. He slammed the previous Land Titling Act for complicating ownership rights, and reminded that his government repealed the Act in its first Cabinet meeting. Additionally, the government has come up with the Land Grabbing Prohibition Act, 2024 to impose strict penalties, including imprisonment and fines, for land grabbing offences. If anyone grabs even a cent of land, we will take serious action, he warned. A comprehensive land survey has been conducted in 6,698 of the States 16,816 villages so far. Complaints about errors in 2,79,148 cases have been received. All these grievances will be addressed transparently, including displaying revenue maps in villages, updating records, and resolving disputes related to survey numbers, heirs names, boundary issues, and prohibited lands. Once updated, landowners will get passbooks with QR code and geo-tagging for secure and accessible records, he said. Naidu underlined transparency in revenue records by making SLR, RR, 1B Register and 22A lists accessible to the public. The previous regime caused a chaos by placing photos of Jagan Mohan Reddy on survey stones in the guise of land survey, incurring a huge expenditure. The government has taken up measures to remove photos. Naidu reaffirmed his commitment to effective governance, stating, A day without a single petition means we have worked efficiently.
