National Green Tribunal notice to Centre on grant of EC to pellet plant in Sundargarh
CUTTACK: The National Green Tribunal (NGT) issued notices to the central government and state government on an appeal challenging grant of environmental clearance (EC) for the proposed iron ore pellet plant project undertaken by a private company at Kapand area under Kaptipada tehsil in Sundargarh district. The NGTs East Zone bench in Kolkata issued the notices on the appeal filed by one Chittaranjan Mahanta and other local villagers on Wednesday. Earlier, they had sought NGTs intervention against the plant proposed over 167 acre land on the ground that the company had undertaken felling of trees for construction activities without environmental clearance. In August 2021, the tribunal, in an interim order, had directed that no construction and felling of trees shall be made at the proposed site by the company. Later in August 2023, the tribunal directed Ministry of Environment, Forest and Climate Change (MoEFCC) to take a decision on grant of EC to the project within three months. Mahanta and the villagers filed the appeal after MoEFCC granted EC for the project on May 13 this year. When the appeal was taken up on Wednesday, advocate Sankar Prasad Pani made submissions on behalf of the petitioners. Taking note of it, B Amit Sthalekar (Judicial Member) and Arun Kumar Verma (Expert Member) directed for listing of the matter on December 18 for hearing along with the replies by the respondents. The bench issued notices returnable within four weeks to MoEFCC, chief secretary of Odisha, additional chief secretary Forest and Environment department, chairman of Odisha State Biodiversity Board and divisional forest officer (Rourkela). The petition alleged that the proximity of the proposed iron ore pellet plant site to Kukia reserve forest and other forests within 10 km radius poses an ecological risk to the habitat including wild and endangered species of animals. Industrialisation in the area would have a detrimental impact on the livelihood of the local tribals of this forest. More so, the adjoining forest and human habitation will apparently bear the brunt of the entire pollution load as the land is surrounded on three sides by forest and hillock, the petition alleged.

ROURKELA: Police on Thursday detained the brother of state BJP Yuva Morcha vice-president Ankush Vermas brother Ankit for allegedly assaulting a contractual employee of Rourkela Steel Plant and his project manager on the premises of Sector-19 police station on Tuesday night. The complainant, Gajendra Maharana said Ankit along with BJP leaders Ankush, Bajrangi Chhatri and others had been threatening a project manager of RSP under whom he worked on a contractual basis. Gajendra said the project manager had called him to the police station to lodge a complaint against Ankit. They were assaulted by Ankit at the police station. Sources said Ankit was working for a contractual firm of RSP and was peeved as his gate pass was not renewed after September 10. Rourkela SP Nitesh Wadhwani said inquiry was conducted on the day and it was established that only Ankit was involved in the assault on the Sector-19 police station campus. He said Ankit was apprehended, his statement recorded and notice issued. Ankush had reached the police station later and had argument with the complainants following which a notice was also issued to him. He denied any pressure on the police and asserted those named in the complaint were issued strict warning that similar unruly behaviour would have severe legal consequences. The Rourkela police in coordination with their West Singhbhum counterparts are regularly carrying out anti-Naxal operations along the border. Odisha's Vedvyas temple facelift project faces numerous obstacles
ROURKELA: One of the major attractions of Rourkela, the Vedvyas temple complex on the west of the city is undergoing a massive facelift. However, the pace of the renovation work remains slow for a variety of reasons. Sources said the first phase of renovation was taken up at a cost of around Rs 10.49 crore and so far Rs 3 crore has been spent by the Works department, the agency tasked with executing the project. Widening and expansion of at least four ghats of Brahmani river have been completed and rectification of the concrete steps is underway. This apart, the bathing corridor has been widened to 40 feet with safety barricading. The other ongoing work in the first phase include construction of a new Hanuman temple, Sankirtan Mandap, 16 kiosks and four angi mandaps. However, construction of a 4,000 sq feet concrete corridor fitted with paver blocks and multiple mandaps under trees to accommodate large number of devotees for occasions like Mahashivratri is yet to be taken up. Complete renovation of the existing temples including Manikeswar temple, Jagannath temple, Balukeswar temple, old Hanuman temple and Radha Krishna temple could not be taken up due to objection by the shrines priests over religious and ritualistic constraints. Works department sources said the temple priests want the construction to be carried out without disturbing the positions of the deities and violation of the sanctity of the sanctum sanctorum. The priests also insist on continuation of daily worship and temple rituals. A meeting of Vedvyas Trust Board led by Rourkela ADM, authorities of Works department, Endowment Commission and other key stakeholders would be held soon to find a way out to address the issue. As part of the overall development of Vedvyas temple complex as a major tourism destination, the proposal for setting up a suspension bridge over Brahmani river from Panposh to the shrine too has been taken up for implementation. Fresh location survey and soil testing have been conducted for preparation of detailed project report. The tender for the suspension bridge is likely to be floated early next year with the cost estimated at around Rs 76.82 crore for a length of 350 metre. CRUT revises speed limit of reckless Mo Buses, warns of strict against overspeeding
BHUBANESWAR: In a bid to check rash driving, the Capital Region Urban Transport (CRUT) on Wednesday revised the speed limits of Mo Buses with Urban Development Minister Krushna Chandra Mahapatra warning strict action against drivers found to be overspeeding. Mahapatra said in cities, Mo Buses will be allowed to travel at a maximum speed of 40 km/hr. On highways, the buses can travel up to 50 km/hr. The decision to revise the speed limits came a few days after a woman suffered serious injuries when a Mo Bus hit her in Chandrasekharpur area here. Interestingly, CRUT recently conducted an internal audit to check the driving ethics of its drivers and found out that Mo Buses were involved in 139 accidents in Bhubaneswar, Cuttack, Rourkela, Sambalpur, Puri and Berhampur in the last one year. CRUT operates Mo Buses in these six cities. In fact, seven persons were killed in road accidents involving Mo Buses in the last two years. In many instances, overspeeding by Mo Bus drivers was found to be the reason behind the accidents. Sources said after the audit, CRUT decided to reduce the speed limit of its buses and the same was proposed to the state government. Mo Bus drivers have been asked to travel at a speed of 35 km/hr at the places where metro rail or other construction works are underway to ensure safety of passengers as well as commuters. Around 475 buses ply in the six cities and each of them is equipped with a speed governor. Earlier, Mo Buses were allowed to travel at 50 km/hr in the city area and 60 km/hr on highways as per the speed limits set by the Union Ministry of Road Transport and Highways. Apart from overspeeding, CRUT has also planned to curb drunk driving. We have 20 breath analysers. The Transport department has been requested to provide another 20 such devices to check drunk driving, said a CRUT official. Sources said in the last one year, CRUT detected 12 instances of drunk driving and approached the regional transport offices (RTOs) concerned to suspend the licenses of the erring drivers.
NTPC gears up for Darlipali expansion amid protests
ROURKELA: NTPC has initiated steps for stage II expansion of its Darlipali Super Thermal Power Project (DSTPP) in Lefripada block of Sundargarh district amid protests from a section of affected persons led by Sundargarh MLA Jogesh Singh. The stage II expansion envisages addition of another 800 MW unit to the plant and for this a public hearing was conducted by the regional office of the Odisha State Pollution Control Board (OSPCB) at Raidihi on Monday. However, the public hearing was boycotted by the MLA and a section of the affected villagers over various demands. Opinions of stakeholders were recorded as per the normal procedure at the hearing. Before leaving the venue, the MLA said two units of DSTPP started generating 1,600 MW power in 2019 when an ash pond was constructed near Bodumala and Alupada in violation of guidelines. He said the fly ash generated from the pond is causing massive air, water and land pollution which is adversely affecting the health and livelihood of residents of peripheral villages. NTPC had started acquiring land for its DSTPP around 12 years back but promises of ensuring adequate local development including roads, street lighting and safe drinking water have not been kept yet. Singh said NTPC has miserably failed to keep its promise of providing 80 jobs to local youths. He said NTPC should first curb pollution, address the pending rehabilitation and resettlement issues of land losers and fulfil its old promises in letter and spirit only then it would be allowed to expand the unit. The MLA alleged protocol was not followed at the public hearing venue and claimed despite his presence, his name was not included in the introductory speech. Singh said he was asked to sit with the public, while the OSPCB regional officer and ADM were seated on the stage during the hearing, adding he felt offended and would draw the attention of the house committee to it for appropriate action. Meanwhile, Sundargarh ADM (Revenue) Abhimanyu Majhi said as per procedure the public opinion for expansion of the DSTPP were recorded and collected and would be sent to the government for further action.
Man, brother-in-law thrashed by neighbours for bursting crackers
ROURKELA: A man and his brother-in-law were brutally assaulted over bursting of crackers at Puranibasti hamlet of Swidihi village within Lathikata police limits. The video of the incident that occurred on Friday evening has gone viral on social media. Reports said the victims, Shankar Lohar (45) and his brother-in-law Parsuram Minz, were reportedly bursting firecrackers at their house. However, their neighbours including Ganesh Lohar, his son Avinash and others of their family took offence and assaulted the duo with axe and sticks. The video shows one of the victims being dragged out, made to sit on the ground and assaulted with the butt of an axe. An irate youth is seen trying to attack one of the victims who lies curled on the ground with an axe, but was prevented by others from doing so. After the brutal attack, Shankar who was en route to police station to lodge a complaint was again allegedly beaten up by some youths. Basing on Shankars complaint, while Ganesh was arrested, the others are still at large. Sources said out of fear, the victims family has shifted to nearby Jalda. A group of villagers on Monday met Rourkela SP Nitesh Wadhwani and urged him to ensure the safety of the victim and his family and action against the culprits. Local police claimed the accused and the victims families were at loggerheads over a land dispute. A couple of days after the incident, Shankar was discharged from RGH while Parsuram is still undergoing treatment.

Five killed, 4 injured in clash among nomadic groups in Odisha
Rourkela: At least five persons, including three women, died and four others were critically injured in a clash between two nomadic groups in Odisha's Sundergarh district, police said on Wednesday. The incident took place at Karamadihi village under the jurisdiction of Sadar Police Station late on Tuesday over a suspected extramarital affair, they said. All the five were hacked to death by the rival group, a senior police officer said. Western Range DIG Brijesh Ray said the four injured were undergoing treatment at Sundargarh District Headquarters Hospital. According to preliminary reports, some persons of the rival group entered the village with sharp weapons and attacked members of the other faction. Investigation is underway and two police teams have been formed to nab the culprits, officials said. Senior police officers, forensic teams and a dog squad are at the spot, they added.

Legendary Indian goalkeeper PR Sreejesh was on Friday named the Director of Hockey in the Delhi franchise for the upcoming Hockey India League. SG Sports, Media and Entertainment (SGSE), part of the APL Apollo Group, has acquired the Delhi team, to be named Delhi SG Pipers, for the HIL, which is set to be revived after a gap of seven years. Odisha: Child rights body takes cognizance of gang-rape of minor girl
Bhubaneswar: The Odisha State Commission for Protection of Child Rights (OSCPCR) on Monday took suo motu cognizance of the alleged gang-rape of a minor girl in Rourkela on September 21 evening. The OSCPCR, according to sources, has served notices to the inspector in charge (IIC) of the Plant Site police station, the district child protection officer (DCPO) and the chief district medical officer (CDMO), asking them to submit an investigation, action taken and status reports within seven days. Earlier in the day, the Plant Site Police, Rourkela, took the three arrested accused to the crime spot for scene recreation. A special police team has been formed to investigate and find out if any other persons are involved in the case and if required, go out of the district and the state to apprehend them. The medical tests of the three accused were conducted at Rourkela Government Hospital. The investigating officer has not made anything public about the findings of the medical test. The scientific team has been visiting the crime spot. A dog squad has also been pressed into service. I hope we will complete the investigation soon and submit the charge sheet in the court so that the victim gets justice as soon as possible, said Rourkela superintendent of police (SP) Brijesh Rai. Yogesh Bahadur Khurania appointed new DGP of Odisha
Bhubaneswar: Yogesh Bahadur Khurania, a 1990 batch Indian Police Service (IPS) officer, was on Friday appointed as the new Odisha Director General (DG) of Police. Khurania took charge of his new responsibility from acting DGP Arun Sarangi at a special function held in the evening at state police headquarters in Cuttack. In the morning, a formal notification with regard to appointment of the new DGP was issued by the state government. On August 13, Khurania had met Odisha chief minister Mohan Charan Majhi in New Delhi, fueling speculations about his appointment as the next DGP of the state. The Union government had recently approved premature repatriation of Khurania to his parent cadre Odisha with immediate effect. He was serving as Special Director General, Border Security Force (BSF). His premature repatriation had fuelled speculation that he might take over as the next DGP of the state. Arun Kumar Sarangi had been functioning as acting DGP since December 31, 2023. The newly appointed DGP was serving as Additional DGP (Provisioning) in Odisha before proceeding on his Central deputation. He had earlier held several important posts in Odisha and served as superintendent of police (SP) of Nayagarh, Jajpur, Rourkela, Mayurbhanj and Ganjam districts. He also served as DIG (Southern Range and Northern Range), Addl Commissioner of Police and Commissioner of Police, Bhubaneswar-Cuttack. He was also the director, Biju Patnaik State Police Academy and Training-Cum Inspector General Training (BPSPA-cum-IG Training). According to sources, the Odisha state police headquarters had earlier asked 1989-batch officers Arun Ray and S M Narvane and 1990-batch officer Y B Khurania to furnish their biodatas covering all the points in the prescribed format, including academic achievements for submission to state home department. The biodatas were sought as a precursor to convening of a meeting of the Empanelment Committee, which will recommend three names to the Union Public Service Commission (UPSC) for picking up one of the three to take over as the next DGP of Odisha. YB Khurania now has a tough challenge to take Odisha police forward and ensure the new governments image intact.

Four persons have been arrested in connection with a Rs 400 crore fraud online betting and gaming app allegedly linked to some Chinese nationals, the Enforcement Directorate (ED) said on Friday. Arun Sahu, Alok Sahu, Chetan Prakash and Joseph Stalin were taken into custody under the provisions of the Prevention of Money Laundering Act (PMLA) in the case related to the app named 'Fiewin', the federal probe agency said in a statement. The money laundering case stems from an FIR filed at the Cossipore police station in Kolkata against some unknown persons for cheating and conspiracy with a number of online gamers through the app. An amount of Rs 400 crore was generated from the Fiewin app fraud and thereafter was credited into eight Binance (global crypto exchange) wallets in the name of Chinese nationals. These wallets were operated from the Chinese mainland as revealed by the access IP logs. The Chinese nationals communicated with and instructed the four accused persons through digital communication especially groups on Telegram (social communication app), the ED said. Since these four persons played an active role in the Fiewin app-based scam and were found to be involved in the offence of money laundering, they were arrested, the agency said. The ED did not say when these persons were arrested but added that a special PMLA court in Kolkata sent them to 14 days of ED custody. Probe found, the ED said, that Chinese nationals were operating the app with the help and support of Indian nationals. The funds mobilised from gullible online gamers through the Fiewin app were deposited into the bank accounts of some personscalled recharge personswho had allowed the use of their accounts by the app owners in lieu of certain commissions, as per the investigation conducted by the ED. The agency found that Arun Sahu and Alok Sahu, based in Odisha's Rourkela, acted as recharge persons and the funds received in their bank accounts from the app were converted into cryptocurrency. The duo deposited and laundered the cryptocurrency earned from Fiewin app and credited into the wallets of Chinese nationals on Binance, a foreign crypto exchange, it said. Chetan Prakash, a Patna-based engineer, played a key role in the money laundering activities by helping the recharge persons in the conversion of Indian rupee into cryptocurrency, the ED said. Joseph Stalin, a software engineer based in Chennai, helped a Chinese national named Pie Pengyun from Gansu province to become co-director of Studio 21 Pvt Ltd, a company owned by him. The ED said Pengyun used the account of Studio 21 Pvt Ltd for bulk payout services related to the app which helped them gain the confidence of gamers in the beginning and provoked larger bets from the app users. The funds used for payout services were received by Joseph Stalin as cryptocurrency in his Binance account from the wallets controlled by the Chinese handlers. He in turn converted cryptocurrency into INR (Indian Rupee) by selling the crypto through P2P mode on Binance, the agency claimed.

Mumbai-Howrah Mail Derailment in Jharkhand: Two Dead, 20 Injured
JHARKHAND : In a tragic incident early Tuesday morning, 18 coaches of the Mumbai-Howrah Mail derailed near Chakradharpur in Jharkhand, leading to the deaths of two people and injuries to 20 others. The derailment occurred between Rajkharswan West Outer and Barabamboo. West Singhbhum Deputy Commissioner, Kuldeep Chaudhary, confirmed the fatalities and injuries, stating that rescue operations are actively underway. An NDRF team is rushing to the site to assist in the rescue efforts, Chaudhary reported from the accident scene. The derailment took place at 3:45 AM near Badabamboo, approximately 80 km from Jamshedpur, within the Chakradharpur Division of South East Railway. Officials said The accident site is located in Potobeda, Kharsawan block of Seraikela-Kharsawan district. A local administration official noted that the incident involved both the Mumbai-Howrah Mail and a freight train. The process of assessing the injured is currently ongoing. Following the derailment, several trains have been disrupted. The South Eastern Railway has confirmed that multiple trains' schedules and operations have been affected as authorities work to manage the situation and restore normal services. Two killed, 20 injured as coaches of Mumbai-Howrah Mail derailed in Jharkhand
Jamshedpur/Ranchi/Kolkata: Two persons were killed and 20 injured as at least 18 coaches of the Howrah-Mumbai Mail derailed in Jharkhand's Seraikela-Kharsawan district early on Tuesday, officials said. The accident occurred at 3.45 AM near Barabamboo, around 80 km from Jamshedpur, under the Chakradharpur Division of the South Eastern Railway (SER), they said. SER spokesperson Om Prakash Charan said that there was another derailment of a goods train nearby, but it was not yet clear whether the two accidents occurred concurrently. Two persons were killed and 20 injured as 18 coaches of Howrah-Mumbai Mail derailed near Barabamboo. Rescue operations are on and an NDRF team is rushing to the spot, DC West Singhbhum Kuldeep Chaudhary, who is camping at the accident site, told PTI. The accident site is near the border between West Singhbhum and Seraikela-Kharsawan districts. At least 18 coaches of the 22-coach 12810 Howrah-Mumbai Mail via Nagpur derailed near Barabamboo station in SER's Chakradharpur Division at 3.45 AM, the SER spokesperson said. Of these, 16 were passenger coaches, one power car and one pantry car, he said. The injured passengers were provided medical aid in Barabamboo. They were taken to Chakradharpur for better treatment, another senior SER official said. The rescue operation is on, he said. The train, which left Howrah on Monday night, met with the accident early this morning, the SER official said. The train accident was reported from Potobeda in the Kharsawan block of Seraikela-Kharsawan district, said an official of the local administration. The Howrah-Mumbai Mail and a freight train were involved in the accident. The assessment of injured people is underway, he added. The SER cancelled a few express and passenger trains on Tuesday owing to the accident, including 22861 Howrah-Titlagarh-Kantabanji Ispat Express and 12021 Howrah-Barbil Janshatabdi Express. Some other trains were either short-terminated or diverted owing to the accident near Barabamboo station, the official said. The South Eastern Railway on Tuesday opened helpline numbers after the derailment of the 18 coaches of the train.
