Three workers feared trapped as rescue continues at Dalmia Bharat plant mishap in Odisha
ROURKELA: Even as search and rescue continued at the Rajgangpur-based cement plant of Dalmia Bharat for the second day with deployment of heavy machineries, at least three contract workers are feared trapped under the coal and iron debris. The mishap occurred around 5.30 pm on Thursday at production Line 2 of the plant in Sundargarh district when the coal bunker/hopper collapsed with coal stock trapping three workers below. Besides the Dalmia Cement Bharat Ltd's teams, one platoon of ODRAF and four teams of the fire brigade have been engaged in the search and rescue operation, DIG of Police (Western Range) Brijesh Kumar Rai said on Friday. Rai said the operation is taking time and likely to continue till evening due to the complex location of the accident site amid accumulation of iron structures and coal heaps in a space of 15x12 meters space. Cutting of iron structures and clearing of coal mounds and other debris are taking time to reach the spot where the workers are feared trapped. The DIG said the contract workers were engaged by the Operational Energy Group of Tamil Nadu, a provider of power plant services, and according to the OEG three of its workers are missing and might be trapped under the debris. According to unofficial sources, the missing contract workers are Ranjit Bal, Dasarathi Patra and Sushant Rout, all from the Rajgangpur area. Amid palpable tension outside the locked gate of the Dalmia Cement plant, the family members of the missing workers anxiously waited for information. On Thursday, Deputy Director of Factories and Boilers Bibhu Prasad had said only one worker was missing . The number of missing workers subsequently increased to three after DIG Rai, Sundargarh SP Pratyush Diwaker and other senior officers rushed to the spot to take stock of the situation.
Worker feared trapped after coal bunker collapse at DCBL plant in Odisha's Rajgangpur
ROURKELA: A worker is suspected to have been trapped under a coal heap after the overhead bunker collapsed at production line 2 of Dalmia Cement Bharat Ltd (DCBL) at Rajgangpur in Sundargarh district on Thursday evening. The bunker was meant to store coal for supply to the boiler. Sources said the bunker accidentally collapsed trapping a worker standing below it under the coal heap. Deputy director of Factories and Boilers Bibhu Prasad confirmed the incident and said he was on way to the mishap site from Rourkela to take stock of the situation. As per preliminary information, the boiler coal bunker of the cement plant caved in while work was underway in the evening. He said the DCBL authorities were asked to carry out headcount of the workers. It was found that four workers were standing below the bunker and only one of them was missing. Prasad further said it was not immediately clear if the worker was trapped under the coal heap or had left the site before the mishap. The authorities of the cement plant have also been instructed to check with the family of the missing worker if he reached home. Sources said following the mishap, the company management has restricted entry to the accident site. A search and rescue operation has been launched with the coal heap being cleared from the site. Earlier on November 26 last year, the overhead conveyor belt structure of DCBL plant had collapsed on Rajgangpur main road leading to complete disruption of traffic for nearly 48 hours. The conveyor belt was used to carry raw materials to DCBLs production line 1 and 2. Though no one was injured in the mishap, the incident had sparked public outrage in the area.
Odisha hospitals to get tech upgrades for PMJAY rollout
BHUBANESWAR: Days after the agreement with the National Health Authority (NHA), the Odisha government is all set to integrate the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) with its flagship Gopabandhu Jan Arogya Yojana (GJAY). Sources said, both the schemes will be rolled out as a unitary scheme from February to provide cashless health coverage to around 86 per cent of the population of the state. Ahead of the rollout, the government has begun infrastructure upgrades at the hospitals. In a first step, the district headquarters hospitals (DHHs) across the state will be installed with essential hardware, software, fingerprint and iris scanners to enable seamless implementation of the scheme. Sources said certain software changes are being made to run both the schemes on a unified platform and ensure that the beneficiaries also get their OPD expenses covered like before. The state scheme Biju Swasthya Kalyan Yojana (now renamed as GJAY) had been covering the OPD expenses of patients unlike AB-PMJAY along with IPD bills since its inception in 2018. AB-PMJAY comes into effect after a beneficiary is admitted. Health officials said all 32 district headquarters hospitals, including Rourkela Government Hospital (RGH) and Capital Hospital, Bhubaneswar, will be equipped with advanced technology by the end of January to facilitate the identification and verification of beneficiaries. The state government has planned to procure 32 laptops, 68 high speed scanners, 386 UIDAI-approved single fingerprint scanners and 386 UIDAI-approved single iris scanners for 386 IPD wards in the 32 hospitals. The state government is committed to ensuring no citizen is deprived of quality healthcare. This integration will streamline access to healthcare services and expand coverage under the Ayushman Bharat-PMJAY framework, a senior health official said. Healthcare institutions and officials are working round-the-clock to meet the deadlines for the infrastructure upgrades. Training sessions for hospital staff are also being organised to ensure the smooth functioning of the system from day one. Empanelled private hospitals have also been informed accordingly. Under the scheme, eligible beneficiaries will be entitled to cashless treatment up to Rs 5 lakh per annum per family with additional Rs 5 lakh for women beneficiaries at around 29,000 empanelled hospitals for secondary and tertiary healthcare needs. On January 13, Odisha became the 34th state to sign MoU with NHA for implementation of AB-PMJAY. The MoU was signed in the presence of Chief Minister Mohan Charan Majhi and Union Health Minister JP Nadda.
Talcher-Bimlagarh railway line: Bids invited for final phase work
BHUBANESWAR: In a significant development, the Ministry of Railways has invited tenders for the balance stretch of the long-awaited Talcher-Bimlagarh new rail line project in order to complete it at the earliest. Sanctioned in 2003-04, the 149.78 km project faced numerous delays over the years due to land acquisition issues, legal hurdles and other challenges. Despite these setbacks, around 26 per cent of the project has already been completed, with 20 km of the rail line constructed between Talcher and Sunakhani. Construction work is ongoing in a stretch of another 30.5 km towards Khamar in Angul district. Railway sources said, fresh tenders have been invited for the 30.62 km stretch between Pallahara and Mahuldiha at an estimated cost of Rs 726.129 crore. In an effort to accelerate construction, work has been initiated from both ends of the rail line - Talcher and Bimlagarh. The Bimlagarh-Mahuldiha section is under construction. A significant portion of the private land in Angul district has been acquired, and the state government is expected to provide the remaining land in Deogarh and Sundargarh districts. Special land acquisition officers deployed by the Railways are working closely with local authorities to ensure early land acquisition, sources said. The Ministry of Railways has made this project a priority, with Union Railway minister Ashwini Vaishnaw personally monitoring it to expedite construction and ensure its completion. The East Coast Railway (ECoR) recently achieved a key milestone with the final detonation in the 840-metre long tunnel at Baruan Hill, located between Sunakhani and Samal stations. This breakthrough overcomes significant geographical challenges and is a crucial step forward in the projects progression. Once completed, the railway line will reduce the distance between Rourkela and Talcher by nearly 126 km.

Odisha's RSPs plans to augment transport infrastructure face land, encroachment hurdles
ROURKELA: The Rourkela Steel Plants plan to augment its transport infrastructure has hit a roadblock with land acquisition and encroachment emerging as major hurdles. Sources said to avoid the congested Bondamunda rail route for direct transportation of raw materials, the RSP wants to revive its defunct rail track between the steel plant and Dumerta. It also plans to lay new double rail tracks from RSP to Dumerta for direct connectivity to the Basuan line. RSP sources said after being left unused for last several decades, the old four-km-long RSP to Dumerta rail track was gradually uprooted at many places by unscrupulous elements. Besides, encroachment cropped up with construction of unauthorised residential structures. To reclaim the land and revive the defunct line, a team of RSP visited the site last month only to be driven away by the encroachers. Similarly, for the second rail line with double tracks between RSP and Dumerta via Barkani, the RSP deposited Rs 132 crore with the South Eastern Railway (SER) as the project cost with land value, six months back. With the double tracks, the RSP would be able to bypass the congested Bondamunda route and through Dumerta, raw materials could be freely transported from Barsuan, Kalta and Taldihi iron ore mines of RSP in Koida Mining Circle without detention. It is learnt that for the new double tracks, the SER needs to acquire about 2.5 acre of private land at Dumerta and Barkani. A meeting of the gram sabha for approval of the project has been fixed on January 18 at Bondamunda panchayat office. Since there is opposition to any RSP project, the new double track proposal too is likely to face protest. As of now, the RSP has an operational double-track connected to the highly-congested Bondamunda railway yard on the busy Howrah-Mumbai main line of SER. Under the current practice, finished steel-laden goods trains or empty wagons from RSP have to reach and halt at Bondamunda yard before being allowed on the main line. Similarly, incoming mineral carrying goods trains to RSP have to reach Bondamunda yard and halt before entering RSP. Meanwhile, the proposal of RSP to expand its steel making capacity from the current 4.5 MTPA to 9.3 MTPA at an estimated cost of about Rs 36,000 crore continues to hang fire due to land encroachment. In January 2023, the SAIL board of directors had approved expansion proposals of three SAIL plants, but RSPs proposal did not get clearance due to encroachment of the proposed site.

Rs 200 crore plan to tide over SERs staff housing crisis in Odisha
ROURKELA: In a significant development, South Eastern Railway (SER) authorities have proposed construction of 600 new quarters, estimated around Rs 200 crore at Bondamunda, to address the critical housing situation where employees are forced to occupy unsafe quarters. Of the 2,500 staff quarters in Bondamundas Diesel and Railway colonies, nearly 570 have been officially condemned. Despite the safety risks, about 500 railway employees continue to occupy these dangerous structures, having no alternative accommodation. A majority of these quarters, approximately 1,800 units with asbestos roofs were built in the 1960s, while about 700 concrete-roofed quarters were constructed in the 1990s. Following former Union Minister Dilip Rays June 2024 meeting with Railway Minister Ashwini Vaishnaw regarding employee welfare, the Chakradharpur Divisions Divisional Railway Manager (DRM) inspected the A, B and E Sectors at Bondamunda, leading to the current proposal for B type quarters which was recently placed to the SER for perusal and approval of the Railway Board. While SER recently built several Type 5 quarters for senior officers, residents claim the authority has neglected essential infrastructure development. Weve been consistently demanding better living conditions for employees, says Chandrasekhar Rao, Rourkela unit Secretary of SER Mens Congress, welcoming the new housing proposal. Colony residents and SER Mens Congress secretary Chandrasekhar Rao emphasised the need for comprehensive infrastructure development, including proper drainage systems, road repairs and improved sanitation services. The existing quarters rely on decades-old septic tanks with no proper drainage or sewerage systems. The employees emphasise the urgent need for road repairs and improved sanitation services, calling for additional fund allocation beyond the housing project.
25-year-old sustains gunshot injury in shooting, police say accidental firing in Odisha
ROURKELA: Sundargarh Town police on Wednesday dismissed the allegation of a 25-year-old youth suffering bullet injury after being shot at by miscreants and said it was a case of accidental firing. On Tuesday night, it was alleged that one Raj Yadav sustained gunshot wound to his leg after unidentified miscreants opened fire at him at Sundargarh town. However, police said Yadavs firearm went off accidentally leading to the bullet injury. Town IIC Aditya Mahakur said preliminary investigation revealed that the incident took place when Yadav was returning from Hemgir block in a car with the firearm. The gun went off somehow and the bullet hit Yadav in the leg. To mislead police, Yadav and others present at the spot concocted the shooting story. Mahakur said investigation is underway to ascertain the source from where the firearm was procured and the circumstances under which Yadav was injured. Police are waiting for Yadav to be discharged from the hospital to move forward with the investigation. Police said Yadav does not have any known criminal antecedent. However, he was part of the mob which had paraded eight construction workers of West Bengal naked at Sundargarh town last month suspecting them to be illegal Bangladeshi immigrants. Sources said it was alleged that at around 8.30 pm, Yadav was sitting near a hotel when unknown miscreants fired on him and fled. AI Technology Saves Elephants in Odisha from Train Collision
A small herd of elephants, including two adults and a calf, was saved from a potential train collision in Odisha's Rourkela district, thanks to an AI-powered camera system deployed by the forest department. The elephants were headed towards the railway tracks, where they could have been struck by an oncoming train. However, the timely use of AI technology helped avert the disaster. AI camera captures & zooms into the elephants approaching the railway line, sending alerts to the control room for stopping the train. We had solutions. Happy to see that the ones implemented are now giving results. These 4 cameras along the track was part of mitigation measures. pic.twitter.com/RBNe0hPOnl Susanta Nanda (@susantananda3) December 8, 2024 Susanta Nanda, a retired Indian Forest Service officer, shared a video of the incident on X (formerly Twitter). The footage shows the AI camera zooming in on the elephants as they approached the tracks. The system immediately sent an alert to the control room, which then notified the train driver to stop the train in time. Nanda praised the effectiveness of the system, writing, AI camera captures & zooms into the elephants approaching the railway line, sending alerts to the control room for stopping the train. We had solutions. Happy to see that the ones implemented are now giving results. The AI cameras were part of a broader mitigation effort aimed at preventing wildlife-related accidents on railway tracks. Four such cameras were strategically installed along the route to monitor animal movement. This coordinated effort between the forest and railway departments ensured the safety of both wildlife and passengers.
Over 59,000 victims of online trading fraud in Odisha in six years: CM Mohan Majhi
Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi revealed on Monday that over 59,000 people in the state have fallen prey to online trading fraud in the past six years. He shared these figures in a written statement presented during the State Legislative Assembly session. Between 2019 and November 2024, the state registered 769 cases of online trading scams, affecting 59,437 individuals. The number of reported cases peaked in 2023 and 2024, with 190 cases impacting 18,994 victims in 2023 and 472 cases defrauding 40,270 people in 2024 alone. The Economic Offences Wing (EOW) of the Odisha Police also reported significant cases, with four online trading fraud incidents in 2023 involving 18,804 victims and three more in 2024 affecting 40,219 individuals. To combat the surge in cybercrime, the state launched a dedicated cybercrime unit under the Crime Branch in Bhubaneswar on September 5, 2023. The unit specialises in investigating identity theft, hacking, phishing, and financial frauds such as ATM and online banking scams. Majhi also highlighted the states first cyber police station, established in 2004 and later moved to Cuttack in 2006. Despite handling fraud cases involving amounts over Rs 25 lakh, the station still operates without a fully sanctioned staff. In a broader effort to combat cybercrime, Odisha inaugurated 11 new cybercrime police stations and upgraded three more in Berhampur, Rourkela, and Sambalpur in 2021. Additionally, all district police headquarters now have cybercrime cells. Other initiatives include a cyber help desk, a 1930 cybercrime hotline, and specialised units focusing on online abuse, cyber forensics, social media monitoring, and digital fraud prevention. We are committed to enhancing our cybercrime response and safeguarding citizens from emerging digital threats, Majhi asserted.
61 kg silver seized in Jharkhand, probe launched into GST evasion
ROURKELA: The Government Railway Police (GRP) in Rourkela uncovered a major haul of around 61 kg of silver from a man hailing from Jharkhand. The State GST authorities have initiated an inquiry into potential tax evasion following the seizure of the consignment. Based on its purity, the total value of the seized silver is estimated to range between 54 lakh and 61 lakh. Inspector-in-Charge (IIC) of the GRP station, Reshma Ekka, stated that the discovery was made during routine search operations at Rourkela railway station on Wednesday around 9:30 am. The GRP team observed suspicious behaviour from a man waiting at the station with a trolley bag and a backpack. He was about to board the delayed Hatia-bound Tapaswini Express when the GRP team accosted him. Upon searching his luggage, the team found the silver contraband packed in small bundles, Ekka said. The suspect, identified as Chandan Soni (30) from Ranchi, Jharkhand, was taken into custody along with the contraband. Both were handed over to the State GST authorities for further investigation. Deputy Commissioner of SGST, Jagdish Saha, said on Thursday that preliminary investigations revealed Soni had brought approximately 51 kg of silver ornaments from Agra, Uttar Pradesh, and also collected about 10 kg of silver in the form of bricks from Rourkela. There were no purchase documents for the bricks, Saha said. While the man claimed to have valid documents for the silver ornaments, he failed to produce them for the majority of the consignment procured from Agra. Saha added that verification of the available documents was ongoing to assess potential tax evasion. The seized silver is set to be deposited at the district treasury in Rourkela. It is understood that the State GST levies a 3 per cent tax on gold and silver.

Hockey India League: Costliest buys Harmanpreet, Udita raring to play
Harmanpreet Singh and Udita Duhan can't wait to enthrall fans with their dazzling stickwork after walking away with the best bids in the men's and women's section at the Hockey India League auctions. While Harmanpreet was bagged by Soorma Hockey Club, representing Punjab and Haryana for a whopping Rs 78 lakh on the first day of the three-day auction, Udita was acquired by Shrachi Rarh Bengal Tigers for Rs 32 lakh on Tuesday. The upcoming edition of the event holds greater significance as the Women's HIL will make its debut and will run co-currently with the men's league in two venues -- Ranchi (men) and Rourkela (women). The men's HIL will feature eight teams, while the inaugural women's event will have four teams, and expectedly Harmanpreet was ecstatic to witness the league's grand return. I am elated that the Hockey India League is back and in marvellous fashion. I was on the edge of my seat when my name came up during the auction, mentally hoping and urging Sardar Singh to bid
Major Dhyan Chand Stadium gets a facelift to ahead of IND-GER hockey series
Once it chronicled Mir Ranjan Negi's epic fall from grace, Dhanraj Pillay's artistic stick-work and Sandeep Singh's muscular drag-flicks but in the past decade or so, Major Dhyan Chand National Stadium seemed resigned to the fact that its glory days as epicentre of Indian hockey were a thing of past. The two-match Test series against Germany on October 23 and 24 seems like the revival of Delhi's hockey spirit which has gone dormant in the past 10 years. Odisha government's seminal decision to help Indian hockey find its home in Bhubaneswar and Rourkela was a major factor in the shift of momentum, which can swing once again if the fans show up. Hockey India President Dilip Tirkey is hoping for a good turnout considering the growing popularity of hockey after two consecutive Olympic bronze medals. Earlier domestic tournaments used to be held in Delhi in a very spectacular manner. I too made my international debut in Delhi through Indira Gandhi Gold Cup 1995. A large number of ...
