NIT-R team integrates machine learning with statistics to evaluate groundwater quality in Odisha

ROURKELA: A research team from the Civil Engineering department of the National Institute of Technology-Rourkela (NIT-R) has successfully used machine learning models and statistical tools to accurately evaluate the quality of groundwater in Sundargarh district for irrigation sustainability and agriculture planning. Assistant professor of the Civil Engineering department Anurag Sharma along with his research scholar Souvick Kumar Shaw has used advanced data analysis techniques to examine key water quality parameters and their variations across different parts of the district. Machine learning algorithms consisting of five tools have been implemented in the project for future prediction of the evaluated irrigation water quality indices from available physiochemical groundwater quality data of Sundargarh between 2014 and 2021. These are basically statistical and predictive analytics techniques for exhibiting relationship between the response and explanatory variables by application of mathematical coding in various platforms. Sources said there is rampant groundwater extraction in the industrial and mining district of Sundargarh where surface water availability is limited. Overuse of groundwater is leading to a drop in its quantity and quality. There is a possibility of poor water quality affecting crop yield and soil fertility in the long run. The study examined groundwater samples collected from 360 wells across Sundargarh. The samples were tested for various chemical properties including salts and minerals, both responsible for influencing soil and crop health. Machine learning models and statistical tools were applied to predict water quality trends and understand how conditions have changed from 2014 to 2021. The findings indicate that groundwater in the southern, southwestern and eastern parts of Sundargarh including areas around Rangiamunda, Lephripara and Putudihi is considered to be fit for irrigation. These regions showed stable groundwater quality with acceptable levels of dissolved salts and minerals along with permissible range of other chemical components. However, the western and central parts of the district, particularly Krinjikela, Talsara and Kutra and parts of Sundargarh town, have groundwater with comparatively higher concentrations of total dissolved solids and certain cations like sodium, calcium and magnesium, which may affect soil and crop productivity. If not managed properly, these conditions could lead to declining yields of potato and cucumber crops. The research identified sodium, chloride, sodium adsorption ratio, Kellys ratio , permeability index (PI) and potential salinity (PS) as the most significant water quality parameters that affect the variability of groundwater quality in Sundargarh. The study found that important water quality indicators have been showing consistent patterns of increase/decrease over time, suggesting the affected regions may experience further decline in groundwater suitability. Sharma said, Machine learning allows us to move beyond static assessments and develop predictive models that help farmers and policy makers make proactive decisions. By integrating data-driven insights with traditional water management practices, we can create a more sustainable approach to irrigation and agricultural planning.

Botched extortion plot: Seven held for businessman, maid murders

ROURKELA: Police on Thursday arrested seven persons including a woman for the murders of Rourkela-based businessman Binod Daruka (64) and his female office help P Deepa (34), which were committed over a botched extortion plot. Deepas younger sister Radha Swain (30) masterminded the kidnap for ransom plan. She and her accomplices, Manoj Das (20), Yuvraj Paswan (21), Sheikh Asif (22), Suraj Singh (22), Bhabesh Raj Choudhury (20) and Sambhu Mahato (42), had to commit the twin murders after their plan went awry, said police. Briefing the media, DIG (Western Range) Brijesh Rai flanked by Rourkela SP Nitesh Wadhwani and his Sundargarh counterpart Pratyush Diwakar said Deepas half-burnt body with her throat slit was recovered from near Dhantawary overbridge along NH-143 within Chandiposh police limits on February 12. Similarly on February 15 morning, Darukas body was recovered from along Tunmura village road within Kutra police limits. On February 16, police identified both the bodies and launched a joint investigation to establish link in the two murders, he said. Deepa was working for Daruka for the last seven years and both were reportedly having an affair. Aware of their relationship, Radha was hatching a conspiracy for the last eight months to kidnap Daruka and extort money from him. She also owed around `10 lakh to Daruka and was even using the businessmans multi-purpose vehicle (MPV) Innova. Rai said as Deepa was proving to be an obstacle in her plan, Radha and her accomplices kidnapped her on February 11 after giving her some sedative in the MPV. However, their plan went awry when Deepa resisted. In a sudden change of plan, Deepas throat was slit inside the vehicle on Radhas instruction and her body dumped in a hurry. Daruka inquired about the whereabouts of Deepa with her sister and mother but got no specific information. The DIG said Radha lied to Daruka that Deepa had gone to the nearby Kuanrmunda block and offered to search for her together. Both of them reached Kuanrmunda in Darukas SUV where Daruka was kidnapped at gunpoint by Radhas aides. The accused asked Daruka to immediately arrange a hefty ransom. When it appeared that the ransom money could not be arranged in such short notice, they panicked and Daruka was shot in the head. The businessmans body was carried in his SUV and dumped near Tunmura village of Kutra. The vehicle was abandoned at a nearby place, Rai said. Wadhwani and Diwakar said a sharp weapon and a knife, mobile phones of the two deceased and Radha, besides the masterminds multiple SIM cards were recovered from Brahmani river and DAV pond. Two separate cases have been registered in this connection and the accused were produced in court.

RSP signs contract to set up two MTPA pellet plant

ROURKELA: In a bid to enhance operation efficiency and ensure optimal resource utilisation, the Rourkela Steel Plant (RSP) of SAIL has signed a contract with a consortium to set up a 2 million tonne per annum (MTPA) pellet plant. The consortium comprises Orissa Metaliks Private Limited and Rosemary Sponge and Ispat Private Limited. The pellet plant would come up on a construct, operate and maintain (COM) basis. In a statement, RSP said the letter of award (LOA) for the project was issued on January 16. The project is slated for completion within 24 months from the effective date of signing. The operation and maintenance (O&M) contract is structured for a period of 20 years with a provision to extend it for an additional five years on mutually agreed terms and conditions. The overall consultant for the project is CET while PwC is the associated consultant. RSP further said installation of the pellet plant will enable efficient utilisation of ultra-fines generated from mining, which are otherwise unsuitable for sinter making. The pellets produced will have a higher iron (Fe) content (63%), significantly reducing slag rates in blast furnaces compared to sinter (54%). Moreover, combination of improved sinter quality and pellet utilisation will enhance permeability, increase coke dust injection and facilitate oxygen enrichment, resulting in higher blast furnace productivity and lower coke consumption. Installation of the pellet plant is a strategic move by RSP towards sustainability and enhanced operational efficiency. It is expected to play a crucial role in optimising raw material usage, improving steel quality and reducing production costs, the statement added. The contract was signed in presence of RSPs ED (Projects) Sudip Pal Chowdhury, CGM (Projects) Pinaki Choudhury, CGM (Maintenance) S S Roychoudhury and CGM (EMD) P S Kannan along with officials of the consortium on February 14.

34 students fall ill after eating noon meals in Sundargarh, Rayagada

ROURKELA/BERHAMPUR : About 34 students from two schools in Sundargarh and Rayagada districts were taken ill after allegedly consuming mid day meal served in their institutions on Tuesday. Thirty students of Udusu Primary school in Sundargarhs Bisra block who fell ill were admitted to the Bisra Community Health Centre (CHC). While four with symptoms of food poisoning were kept under observation, others were discharged after treatment. Bisra block education officer (BEO) Supravat Behera said the situation was under control. Behera said the MDM is supplied to all the schools of the district by one organisation but students of Udusu school only fell sick. Samples of food and water have been collected and sent for test, he informed. Meanwhile, four Class IX students at the government Sevashram in Rayagada districts Rivelkana village also suffered the same sickness after having their daily MDM. According to sources, the students became unconscious while the classes were underway and were rushed to the Rayagada district headquarters hospital. As the news spread, parents of the students gathered in front of the hospital, which led to a commotion. While some claimed the girls fell ill due to food poisoning, others alleged they became unconscious due to fear of ghosts. Chanchala Sahu, matron of the school said they initially suspected the girls fainted due to food poisoning but ruled it out as over 150 others who ate the food didnt fall ill. One of the girls fainted due to epilepsy and the others became unconscious after seeing her. The doctors also said the girls fainted due to shock, she said, adding that the girls were discharged from the hospital in the evening.

Over Rs 62K crore allocated for rural, urban infrastructure to realise Samruddha Odisha dream

BHUBANESWAR : In a major push towards rapid economic and social transformation, the Odisha government has made a whopping allocation of Rs 62,206 crore for infrastructural development in both rural and urban areas as part of its ambitious roadmap for Samruddha Odisha-2036, aligning with the centenary celebrations of the states formation. The state government has allocated over Rs 39,221 crore for rural development and Rs 9,985 crore for urban development besides an additional Rs 13,000 crore for comprehensive city road decongestion plan. A significant portion of the allocation will be directed towards improving connectivity, industrial hubs and both rural and urban infrastructure. The government has planned to expand the road and highway network, construct new bridges, modernise railway infrastructure and strengthen port facilities to enhance trade and commerce. In order to expedite execution of highway and expressway projects, Chief Minister Mohan Charan Majhi announced creation of an autonomous body Highways Authority of Odisha (HAO) along the lines of National Highways Authority of India (NHAI) with a target to construct 75,000 km of world-class roads by 2029-30. A series of strategic road projects including Atal Expressway linking Motu in Malkangiri to Tiring in Mayurbhanj, along with critical road corridors such as Jharsuguda-Balasore, Nuapada-Astaranga, Brundabahal-Gopalpur, Brahmapur-Jeypore, Jeypore-Rourkela and Rourkela-Jaleswar will be developed to enhance connectivity between major ports and districts with hinterlands. State highways would be converted to four-lane standard and district roads including the major ones would be developed to two-lane roads. An outlay of Rs 6,502 crore has been proposed for improvement of 3,000 km of road, and development of Berhampur-Jeypore six-lane green field expressway. While an outlay of Rs 3,470 crore has been made under Mukhya Mantri Sadak Yojana (MMSY), Rs 2,000 crore each has been allocated under Setu Bandhana Yojana and Bikashita Gaon Bikashita Odisha scheme that aims to enhance rural infrastructure with an investment of Rs 5,000 crore in three years. New ports will be developed at Inchudi and Bahuda while Mahanadi riverine port has been planned for ship repair and building.

Odisha Government writes to AAI for upgradation of Rourkela airport

ROURKELA: The Transport department has sent a proposal to the Airports Authority of India (AAI) to upgrade Rourkela airport for 4C 1 CAT IFR operation. The development comes in wake of the recent meeting between Union Tribal Affairs Minister Jual Oram with Chief Minister Mohan Charan Majhi. In a letter to AAI chairman Vipin Kumar dated February 15, principal secretary to Commerce and Transport department Usha Padhee said the government of Odisha has proposed to upgrade the Rourkela airport of SAIL suitable for 4C CAT 1 IFR operation considering the growth of the city. In this regard, basic details were worked out by the Directorate of Aviation. Padhee said it is requested to kindly design a master plan and conduct an OLS survey based on the proposed master plan. The cost involved in preparation of master plan and OLS survey would be borne by the state government. The proposed master plan envisages expansion of the runway to 2,700 metre in length and 45 metre in width with doppler very high frequency omni range (DVOR) and CAT 1 ILS for operation of big body aircraft like Airbus 320/B737 during day and night. AAI defines CAT 1 operation as a precision instrument approach and landing with a decision height not lower than 60 m (200 ft) and with either a visibility not less than 800 m or a runway visual range not less than 550 m. The expansion of the airport requires 278 acre of land of SAIL and 44 acre of private land. Last Saturday, Jual had a long meeting with the CM in presence of additional chief secretary NB Dhal and principal secretaries of five departments including Revenue and Disaster Management, Industries and Transport. In a post on X, Jual said he had a productive meeting with the CM and senior officials, focusing on development of Rourkela airport and expansion of RSP. The discussion centered on strengthening infrastructure, enhancing connectivity and accelerating regional growth. During the two-hour-long meeting, Jual reportedly apprised the CM about the urgent need for removing land hurdles for expeditious implementation of both the key expansion plans. For expansion of Rourkela airport, SAIL has to surrender its land to the state government. The expansion of RSP from the present 4.5 MTPA to 9.30 MTPA has been stalled as the earmarked 1,200 acre of SAIL land is under encroachment.

Six arrested for assault on fitness trainer in Odisha's Rourkela

ROURKELA: Six persons were arrested for allegedly opening fire on a fitness trainer and assaulting him with a sword at Bondamunda in Rourkela, police said on Sunday. The accused are Sukanta Das (23), Sanskar Singh (23), Abhinav Verma (22), Priyanshu Singh (21), B Karthik (19) and Abhisek Barua (30), all of Bondamunda. A sword, pistol, one empty cartridge case, magazine and a live bullet were seized from their possession. Rourkela SP Nitesh Wadhwani said with the help of CCTV footage and intelligence inputs, the accused were arrested from different places of Sundargarh district. Sukanta had opened fire on the victim. After the bullet missed the target, he hit the fitness trainer with the butt of the pistol on his head. Abhishek, who works as a security guard in the Rourkela branch of ICICI bank, helped the other accused flee from the scene and also concealed the pistol near his house, Wadhwani said. The accused youths were booked under sections 115 (2), 118 (1), 118 (2), 126 (2), 109 (1) and 3 (5) of BNS and sections 25 and 27 of the Arms Act. They were produced in court on the day. On February 14, fitness trainer Shyamal Sarkar (26) had a quarrel with the accused persons at Pragati Park of C Sector in Bondamunda. When he was later standing with his friends in D Sector area, the miscreants assaulted him before opening a round of fire. One of them also attacked Shyamal with a sword. The trainer suffered injuries on his head, back and palm.

Fitness trainer fired at by criminals in Odisha

ROURKELA: A 25-year-old fitness trainer sustained injuries after some miscreants allegedly attacked him with a sword on failing to fire at him, on Friday evening. Police identified the injured as Shamal Sarkar of Diesel Colony. The incident occurred near Post Office chowk of Sector D within Bondamunda police limits. As per sources, prior to the attack, the miscreants had also allegedly opened fire at Sarkar but the bullet failed to hit him. They then attacked him with a sword causing injuries to his left hand, head and face. However, Sarkar managed to escape from the spot. Following the incident, his father Shankar Prasad filed a complaint stating his son was imparting training to some youths at the open gymnasium of Pragati Park at Sector C in Bondamunda during which these miscreants were reportedly creating nuisance. Disturbed, Sarkar asked them to stop and leave. This, however, did not go down well with them. Later when my son completed the training and went to the adjacent Sector D with his friend, the miscreants confronted him again and opened fire at him. When the bullet failed to hit him, they attacked my son with a sword, Shankar stated in his complaint demanding stern action against the anti-socials. On Saturday, police along with a scientific team reached the spot for examination of the crime scene. Bondamunda IIC Srikanta Khamari said a used cartridge was recovered from the spot. A case has been registered and efforts are on to nab the culprits at the earliest, he added.

Demand for Central Tribal University in Odisha's Sundagarh renewed

ROURKELA: The long-pending demand for a central tribal university (CTU) in Sundagarh district has been renewed with a Sambalpur-based voluntary organisation drawing attention of the central and state governments in this regard. Vivekananda Palli Agragami Seva Pratisthan (VPASP) director YK Mahakud shot off a letter to President Draupadi Murmu with copies marked to Governor Hari Babu Kambhampati and Chief Minister Mohan Charan Majhi on February 3. Mahakud said Sundargarh holds significance in western Odisha and mooted setting up of a CTU and skill development centre at Rourkela for educational, social and economic empowerment of tribal girl students. A host of organisations including the CITU and voluntary outfit Sachetan Nagarik Manch for long have been demanding a CTU at Rourkela to benefit the connected tribal belts of Odisha, Jharkhand and Chhattisgarh. Noted educationist and former director of the National Institute of Technology-Rourkela (NIT-R) Prof Sunil Kumar Sarangi said the Central Tribal University of Andhra Pradesh (CTUAP) is the only in the country which was created in 2019 after amending act of the Central University of AP with special characterisation. Pointing to the distribution of Central Universities (CUs), he said there is no precedence of states (except Delhi) having more than one CU. Since Koraput has one CU, he said, it is highly unlikely the central government would allot second CU to Odisha in Sundargarh as a Central Tribal University.

Odisha: Woman found murdered, police intensify investigation

ROURKELA: Police have intensified investigation after an unidentified young woman was found brutally murdered and her body dumped under a bridge of NH-143 near Chandiposh, around 35 km from Rourkela, in Sundargarh district on Wednesday. Police said the perpetrators of the crime unsuccessfully tried to burn the womans body and escaped in a hurry due to frequent movement of vehicles on the highway. Rourkela SP Nitesh Wadhwani on Thursday said the deceased woman was aged between 22 and 28 years. The spot where her body was found did not have fresh blood stain. Wadhwani further said the victim died after her throat was slit. Prima facie, it appeared that she was murdered elsewhere around 24 to 48 hours back and later, her body was dumped under the bridge. The womans body was carried in some vehicle and the perpetrators tried to burn the body to erase evidence and hide her identity. The SP said police are analysing footage of CCTV cameras installed on nearby toll gates of NH 143 to get clues. Police stations in neighbouring Jharkhand have also been alerted to help establish the identity of the victim.

11 arrested for stabbing youth to death in forest in Odisha

ROURKELA: Sundargarh police on Thursday arrested 11 people for their alleged involvement in the murder of a 24-year-old youth whose body was found inside Bijadihi forest in Dharuadihi three weeks back. The body of Chandan Dharua, a resident of Laikera in adjacent Jharsuguda district, was recovered from Bijadihi forest on January 20. Sundargarh SP Pratyush Diwakar said it was a blind case as the identity of the deceased was not known when police recovered his body. During the investigation, police identified the youth and cracked the murder mystery by arresting the 11 accused. He said six of the accused took active part in the murder. The rest were either involved in murder conspiracy or assisted in the crime. Footage of CCTV cameras installed along the road leading to the forest and forensic investigation helped crack the case. Police said Dharua used to work for a tent house in Sambalpur. Some of the accused youths of his village and neighbourhood also used to work there. After a quarrel between Dharua and his coworkers, the latter conspired to eliminate him. Accordingly, the accused successfully convinced Dharua to accompany them to a rural fair at Gobindpur village in Sambalpurs Bamra on January 18. They made him consume alcohol and took him to Bijadihi forest where they stabbed him multiple times to death. Seven knives used in the crime were recovered from the accused Bibek Kuanr, Arun Naik, Prakash Behera, Saroj Naik, Chandan Kuanr, Harekrishna Patra, Sumanta Kuanr, Kanha and three others. All of them were produced in court and remanded in judicial custody.

Odisha: Ash pond pollution heat on thermal power plant

ROURKELA: Aggrieved villagers of Alupada and Barobaghar in Lefiripada on Monday blocked the main entrance to NTPCs Super Thermal Power Project (STPP) at Darlipali for more than 14 hours demanding relocation of the plants ash pond. Led by BJDs Sundargarh MLA Jogesh Singh, the agitators staged dharna in front of the STPPs main entrance, blocking entry and exit of the plant. Singh said the villagers are facing intolerable pollution due to the presence of the plants ash posh in close proximity. Villagers want the administration to either shift the ash pond to a distant location or acquire private land of Alupada and Barobaghar villages, he said. The agitation, which started at around 4 am, was called off at 6.30 pm after STPPs chief general manager RB Malik in presence of Sundargarh sub-collector Dasarathi Saraboo sent a written communication to the NTPC headquarters for consideration of the villagers demand. Notably, two 800 MW power generation units of STPP started operation in two phases in December 2019 and October 2021. With it, came the challenge of fly ash disposal. Sources said Alupada and Barobaghar are surrounded by STPP and the fly ash pond. Due to huge accumulation of fly ash at the disposal pond, the area now resembles a vast desert. A thick layer of fly ash covers the villagers houses, farm fields and water bodies in the area. Over the last several months, the villagers have been frequently resorting to agitation over the increasing pollution in the area. On November 5, 2024, the locals had vigorously opposed the STPPs upcoming state-II expansion with another 800 MW unit during the environment public hearing. Singh said, If the NTPC management fails to fulfil the demand of villagers and take necessary corrective measures, we will launch an indefinite agitation and disrupt operation of the power plant. Meanwhile, the MLA also joined a protest demanding relocation of the Barpali railway siding in Hemgir block which is used for transportation of coal from the mines of Mahanadi Coalfields Ltd (MCL). The agitating villagers complained that Barpali railway siding has become a source of intolerable pollution from coal dust and also causing accidents with continuous movement of heavy vehicles.

Forest officials under scanner as illegal mining in Koida continues

ROURKELA: Mining officials have pointed fingers at the forest authorities for lax enforcement in preventing illegal excavation of minerals in forest areas under the Koida Mining Circle (KMC) of Sundargarh district. The deputy director of mines (DDM) of Koida has urged the Mining department to take up the issue of illegal mining with the forest officials and help stop loss to the state exchequer. In a letter to the Mines director dated January 31, the Koida DDM said mining enforcement squads frequently discover unauthorised extraction of iron and manganese ores across multiple locations including Malda, Ganua, Kenavetta, Dalita, Panposhia, Gidei, Patabeda, and Kakarpani under the Bonai forest division. Citing an instance on January 30, the DDM said the forester and forest guard of Ganua beat in consultation with the Koida range officer prevented a mining team from entering the forest areas for enforcement activities without prior permission. During surprise check at Malda forest, the mining enforcement squad had found illegal excavation of minerals and discovered stacks of manganese ore at five forest locations. The squad was prevented from physical possession of the minerals, the letter said. Responding to these allegations, Bonai divisional forest officer (DFO) Lalit Patra said he was unaware of the letters contents. However, he acknowledged that over the last two years, 26 vehicles carrying illegally-mined minerals were seized from KMC forest areas. Materials found in forest areas are classified as forest products and must undergo due process before being handed over to mining authorities, he added. Sources said between 2000 and 2010, the KMC area witnessed rampant mineral theft due to mushrooming of sponge iron industries in the district. The illegal mining was reportedly carried out by mining lessees, businessmen, industrialists and influential residents with the local police, mining and forest authorities turning a blind eye to the loot of natural resources. The visit of MB Shah Commission of Inquiry to Koida in 2011 marked the beginning of increased scrutiny on illegal mining activities in the region. However, recent developments suggest the practice continues in a new form. Former Odisha Pradesh Congress Committee (OPCC) secretary Rashmi Ranjan Padhi said the allegations are serious in nature. The allegations of mineral theft under the protection of forest authorities demand a high-level inquiry, he added.

Mercury level drops in Odisha

BHUBANESWAR: After a brief warm-up, mercury levels observed a dip at many places in the state in the last two days and no large change in temperatures is expected during the next 48 hours, said the India Meteorological Department (IMD) on Saturday. On Friday night, Rourkela was the coldest at 9.7 degrees Celsius, followed by Jharsuguda 11.6 degrees C. The temperature in Rourkela and Jharsuguda was 11.5 degrees C and 12.2 degrees C respectively on Thursday night. There was a dip in night temperatures in the twin city of Bhubaneswar and Cuttack too. The capital citys minimum night temperature was 18.5 degrees C and Cuttack recorded 17.5 degrees C on Friday. Director of Bhubaneswar Meteorological Centre Manorama Mohanty said there has been a drop in night temperatures by 2 degrees C to 4 degrees C at many places in the last 48 hours due to the flow of cold northerly winds towards the state. The temperatures are now close to normal but the mercury level may rise again from next week onwards, she said.

One critical, three injured in ferro alloy plant explosion in Rourkela

ROURKELA: In yet another industrial mishap in Sundargarh district, a worker suffered critical burns and three others received minor injuries in an explosion in the mini steel melting shop induction furnace of Kalunga-based Shree Mahavir Ferro Alloys (SMFA) Pvt Ltd here on Friday evening. The incident comes close on the heels of the death of three workers who were trapped after a coal bunker collapsed on them at production line 2 of Dalmia Cement Bharat Ltd (DCBL) in Sundargarhs Rajgangpur on January 16. Deputy director of Factories and Boilers Bibhu Prasad said as per preliminary information, an explosion took place at the induction Furnace of SMFA after liquid metal came in contact with water. One worker was critically burnt and two others suffered minor burn injuries. Prasad, who is currently on a visit to Uttar Pradesh, said the injured workers were admitted to RSP-run Ispat General Hospital for treatment. There was no report of any fatality yet. DIG (Western Range) Brijesh Kumar Rai said one of the workers suffered 30 per cent burn injuries. The administration is making all efforts to ensure that the injured workers are provided better treatment. Following the mishap, there was resentment among SMFA workers and family members of the injured persons as members of various trade unions accused the management of ignoring safety of workers. Sources said the mishap took place at the newly-installed steel melting shop 2 of the SMFA plant which is into production of sponge iron, billet and pellet.

Odisha government to launch its own clean air programme in 12 urban areas

BHUBANESWAR: The Odisha government will soon launch its own clean air programme in line with the ongoing National Clean Air Programme (NCAP) and roll it out in 12 towns and cities to improve air quality and tackle air pollution. A decision to this effect was taken during the Quality Monitoring Committee (AQMC) meeting chaired by Additional chief secretary to Forest department Satyabrata Sahu here on Friday. Called the State Clean Air Programme (SCAP), it will be implemented in Sambalpur, Berhampur, Puri, Paradip, Keonjhar, Joda, Barbil, Bonai, Rajgangpur, Jharsuguda, Brajarajnagar, and Belpahar. Majority of the urban areas to be covered by the programme are impacted by intense mining and industrial activities. Currently, several air quality improvement activities are being implemented in seven urban areas - Bhubaneswar, Cuttack, Rourkela, Angul, Talcher, Kalinga Nagar and Balasore under NAPC. However, many others with potential air pollution threats were not included in NCAP. Accordingly the AQMC decided to roll out the clean air programme in the 12 identified cities under SCAP, said Odisha State Pollution Control Board (OSPCB) member-secretary K Murugesan. Sources said basing on the recommendations of the AQMC, the Forest, Environment and Climate Change department will submit a proposal to state government for budgetary allocation to roll out the SCAP for next five years. Chief Minister Mohan Charan Majhi will be requested to launch the programme for which an action plan would be prepared. Since Odisha is targeting to be among the fastest growing states and has planned rapid urbanisation and industrialisation, a senior Forest officer said, the SCAP is a critical initiative. Population rise in urban areas has also led to significant growth in housing and transport, which in turn increased air pollution through vehicular load, dust, domestic cooking, waste and biomass burning and fugitive emissions from various sources. All these factors make it essential for roll out of SCAP in which more urban areas could be added in the future to manage their air quality, he said. Odisha to deploy mobile morgues for mass fatality disasters

BHUBANESWAR: In a novel initiative that seeks to accord dignity to victims of mass fatality incidents, the Odisha government has procured 12 refrigerated mobile morgues to preserve bodies until they are shifted to hospitals. The morgues can be deployed during road, rail, industrial and drowning accidents as well as natural calamities. The Odisha Fire and Emergency Service which procured the morgues issued a standard operating procedure (SOP) to ensure the victims bodies are handled with necessary care and sensitivity. The SOP comes into effect on April 1. The tragic triple train accident in Balasore districts Bahanaga on June 2, 2023 had necessitated that a more humane approach is adopted for preservation of the victims bodies. Two mobile morgues with capacity to preserve 36 bodies each and another 10 which can store 10 bodies each have been procured so that they can be immediately engaged during natural or accidental disasters. The mobile morgues mounted on Odisha Fire Service trucks can preserve bodies up to minus 5 degree Celsius and will be placed in Bhubaneswar, Cuttack (including Naraj), Balasore, Rourkela, Sambalpur, Bhawanipatna, Koraput, Berhampur and Angul. As part of the SOP, the mobile morgues have been deployed to treat dead bodies with respect and ensure they are handled in a way that upholds the deceaseds rights. The SOP mandates fire personnel to use stretcher bags and white linen clothes to keep the bodies and cover them. To handle the bodies in a respectful manner and to protect the dignity of the deceased as well as their family members, the rescuers have also been directed to wear personal protective equipment like gloves, masks and clothing, read the SOP issued by DG, Fire Services Sudhansu Sarangi. During the Bahanaga accident, rescuers had faced difficulty in preserving and shifting the dead bodies. One of the deadliest railway crashes, it had claimed lives of 296 passengers. Many bodies had to be kept in refrigerated condition for identification purposes for close to four months. The mobile morgues, however, are not usual dead body carriers and will be used only in case of incidents with high fatalities. It has been decided to ensure there is a stock of these equipment in all fire stations as well as with the strike force. All the fire personnel are directed to comply with the SOP in letter and spirit. It is a solemn responsibility that you undertake on behalf of the state government and your conduct will reflect on the authorities in general, the SOP said.

Bhubaneswar: The bodies of three missing labourers were on Saturday recovered from the debris of a collapsed iron structure on the premises of a cement plant in Odisha's Sundergarh district, after a 36-hour rescue operation, police said. The deceased have been identified as Susanta Rout (58), Ranjit Bhol (24) and Dashrath Patra (42), who were engaged by a contractor at the captive power plant in Rajgangpur, they said. The workers were trapped after a coal hopper a big iron structure used for storing large quantities of coal collapsed on Thursday evening, said Brijesh Kumar Rai, DIG, Western Range (Rourkela). The coal hopper was operated by a third-party vendor engaged by Dalmia Cement, the company had earlier said in a statement. Over 60 other workers were safely rescued on the day of the accident, officials said. Personnel of the fire service department, Odisha Disaster Rapid Action Force (ODRAF) and local police teams carried out the rescue operation. Further investigation is underway.

2 killed as train hits motorcycles at closed crossing in Odisha

Rourkela: Two persons were killed as a train hit their motorcycles when they were trying to cross railway tracks in Odisha's Sundargarh district even as the level crossing was closed, police said on Wednesday. The incident happened near Kalunga around 9.30 pm on Tuesday when four persons were travelling on three motorcycles. They crossed the closed barrier with their motorcycles and were hit by the incoming train. While one of them died on the spot, another person died while undergoing treatment at the Rourkela Government Hospital (RGH), police said. One of the deceased was identified as Pankaj Sharma (34), a native of Himachal Pradesh, while the identity of the other deceased has not been established yet, they said. We heard that two other people were injured in the accident. However, we are yet to locate and identify them, a police officer said. The deceased persons were working at a private steel factory in Rourkela, he said. The three motorcycles were severely damaged in the accident, he added.

Two minor sisters among three killed in elephant attack in Odisha's Sundargarh district

ROURKELA: Cruel fate doubled up with abject poverty to prematurely end two tender lives from blossoming when a marauding wild tusker razed their house made of twigs and polythene the ground and trampled two little sisters aged three and 12 years late on Saturday night in Bonai Forest Division (BFD) of Sundargarh district. The incident occurred at Mundabasti of Kantapali village in Gurundia block of Tamra range under BFD around 11.30 pm on Saturday, while separately in another elephant attack in the same night a youth was killed in Sol of Tamra range of BFD. This apart a contractual elephant tracker was critically injured in elephant attack inside Rushimath forest of Tamra range of BFD on Friday evening. Gurundia Sarpanch Pravakar Munda said around 11.30 pm on Saturday a single marauding tusker demolished the makeshift house made of twigs, earth and polythene sheets, adding during the incident a woman, her three children and elderly father-in-law were present. She said while the old man walking with stick and the woman with her seven-years-old child somehow escaped to safety her two daughters aged three and 12 years met tragic end under the feet of the tusker. The Sarpach described it as a most tragic and unfortunate incident, adding the victim family lived in abject penury and their makeshift house neither could provide protection from elephants or chilling winter night. Gurundia police and Gurundia police on Sunday seized the bodies for autopsy. A local forest official on condition of not being identified said the marauding tusker of the Koida forest range of BFD travelling through the forests of Rourkela Forest Division (RFD) entered the Gurundia of BFD and caused the havoc, adding the tusker later moved on to a forest of Gurundia. In the other incident on Saturday night at Tukura village of Tamra range of Gurundia under BFD on a youth Rajesh Munda was trampled to death by an elephant when he came out of his house. Regional Chief Conservator of Forest (RCCF) P Ramaswamy described the death of two children as most unfortunate, adding before the incident elephant squad was present near the site, yet the tragic incident occurred. He said elephant tracking and early warning system across vulnerable areas of Tamra range and BFD would be strengthen, adding efforts are also underway to use latest technologies to monitor elephant movements. He said the contractual forest worker accompanied by others had gone inside the forest to install trap cameras when he was attacked and injured, adding instruction has been issued to all to strictly follow safety protocols and get information about elephant presence through drone cameras before entering forests. With three more deaths in a single night the total human casualties in elephant attacks rose to 11 in BFD limits in this calendar year 2024. Meanwhile, with death of an under-treatment villager Nane Dhanwar (54) on December 10 at a hospital at Rourkela the death toll in elephant attack in RFD in 2024 has risen to 12. Over 59,000 victims of online trading fraud in Odisha in six years: CM Mohan Majhi

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi revealed on Monday that over 59,000 people in the state have fallen prey to online trading fraud in the past six years. He shared these figures in a written statement presented during the State Legislative Assembly session. Between 2019 and November 2024, the state registered 769 cases of online trading scams, affecting 59,437 individuals. The number of reported cases peaked in 2023 and 2024, with 190 cases impacting 18,994 victims in 2023 and 472 cases defrauding 40,270 people in 2024 alone. Despite handling fraud cases involving amounts over Rs 25 lakh, the station still operates without a fully sanctioned staff. In a broader effort to combat cybercrime, Odisha inaugurated 11 new cybercrime police stations and upgraded three more in Berhampur, Rourkela, and Sambalpur in 2021. Additionally, all district police headquarters now have cybercrime cells. Other initiatives include a cyber help desk, a 1930 cybercrime hotline, and specialised units focusing on online abuse, cyber forensics, social media monitoring, and digital fraud prevention. Odisha sets up 29 check posts in border districts ahead of Jharkhand polls

Five killed, 4 injured in clash among nomadic groups in Odisha

Rourkela: At least five persons, including three women, died and four others were critically injured in a clash between two nomadic groups in Odisha's Sundergarh district, police said on Wednesday. The incident took place at Karamadihi village under the jurisdiction of Sadar Police Station late on Tuesday over a suspected extramarital affair, they said. All the five were hacked to death by the rival group, a senior police officer said. Western Range DIG Brijesh Ray said the four injured were undergoing treatment at Sundargarh District Headquarters Hospital. According to preliminary reports, some persons of the rival group entered the village with sharp weapons and attacked members of the other faction. Investigation is underway and two police teams have been formed to nab the culprits, officials said. Senior police officers, forensic teams and a dog squad are at the spot, they added.
