Wales Cricket Board: Test captain Ben Stokes has not been considered for selection in Englands squads for next years white-ball tour of India and Champions Trophy as Joe Root returns to the 50-over set-up. The England and Wales Cricket Board (ECB) said on Sunday that Stokes omission from the squads is down to him being continued to be assessed following a left hamstring injury sustained during the third Test match against New Zealand at Hamilton earlier this month, where England lost by 423 runs. Premier batter Root, who averages 47.60 in ODIs, makes his return to the 50-over side for the first time since the 2023 ODI World Cup in India. Root is selected only for the ODI tour of India, while leg-spinner Rehan Ahmed is included just for the T20I leg of the trip. The fast-bowling contingent is made up of Jofra Archer, Mark Wood (recovered from right elbow injury), Gus Atkinson, Brydon Carse, Saqib Mahmood, and Jamie Overton with Sam Curran and Reece Topley left out. Adil Rashid is in both squads, with Root, Liam Livingstone and Jacob Bethell also capable of providing him support in the 50-over format. Orissa HC seeks state government response on full-time superintendent of SCB
CUTTACK: Expressing disappointment over the functioning of SCB Medical College Hospital (SCBMCH) without a full-time superintendent, the Orissa High Court has directed the state government to clarify by when the appointment will be done. The hospital at present is being run under in-charge superintendent Prof Lucy Das. The division bench of Justice SK Sahoo and Justice V Narasingh said, Since the superintendent has a crucial role to play in the effective functioning of SCBMCH Cuttack, counsel for the state shall apprise this court on the next date after taking necessary instruction from the government as to when this post shall be filled up as per National Medical Commission (NMC) norms. Prof Das, who was present in person in the court, stated that the post has been vacant since September 2024 and she is in-charge of the superintendent. The bench also asked the secretary Health and Family Welfare department Awasthy S, who was present via video conferencing, why there was such a huge rush in SCBMCH even though the government has opened up several medical colleges in the state, and whether there was lack of infrastructure, doctors, facilities in those hospitals. Aswathy stated that the periphery hospitals are not able to provide the required services for which the patients even in non-complicated cases are rushing to SCBMCH. The image and the brand value of SCBMCH was other key factors. The perception among the public that the best doctors are posted in this hospital was also a contributing factor, she said. The Health Secretary also admitted that there was a lack of doctors in the state. Though the government had last time issued an advertisement for recruiting 7,000 doctors less than 2,000 could be appointed, she said.
Orissa HC orders Rs 10 lakh compensation in BSF firing death case
CUTTACK: The Orissa High Court has directed the Border Security Force (BSF) to pay Rs 10 lakh compensation to one Malati Kirsani, whose husband Gangadhar Kirsani, was killed during a crossfire between the security personnel and Maoists at Litiput under Machkund Police Station limits in Koraput district on October 29, 2013. The court issued the direction on a petition filed by Malati in 2015. She had sought Rs 10 lakh compensation for her husbands murder while he was guarding his Ragi crop against intrusion of animals. According to the case records, the BSF had claimed that Gangadhar with alleged Naxalite links was killed during a counter-insurgency operation in a 20-minute exchange of fire between Maoists and security personnel. However, while disposing of the petition recently, the single judge bench of Justice SK Panigrahi said, The report of the Sub Divisional Magistrate (SDM) regarding the innocence of Gangadhar Kirsani, speaks volumes of the high handedness of the BSF personnel. There is no case registered or even allegation at any police station against the deceased to suggest that he was a Mao sympathiser or involved in any kind of subversive activities. None in the locality has even raised any finger on the conduct of the deceased. Hence, the BSF personnel are only trying to shield their wrongdoings by tarnishing the image of the deceased, he added.

India ace spinner Ravichandran Ashwin shocked the cricketing world with his sudden retirement announcement on Wednesday. His retirement from international cricket sparked a wide range of discussions. One among them is why Ashwin gets paid more in pension by the Board of Control for Cricket in India (BCCI) than former player, Vinod Kambli, while both of them played for India at the international level. Here's why: The spin wizard played 106 Tests on top of his 116 ODI and 65 T20I appearances. On the other hand, Kambli, appeared in 17 Tests and 104 ODIs for India. Playing in 287 international matches, Ashwin bagged 765 wickets, while amassing 4,394 runs. Meanwhile, Kambli, who played his last Test in 1995 against New Zealand in Cuttack has amassed 3,561 runs in 121 matches with a lone ODI wicket to his name. As per updated BCCI rules, a former Test player, who played for India would get a monthly pension of Rs 60,000, while a former first-class (FC) player would get Rs 30,000. Additionally an FC player, who retired before 2003 would get Rs 45,000. The board significantly increased the pension amount in June, 2022. But why do Kambli and Ashwin have a pay parity when both played Tests? According to rules, a player who appeared in less than 25 international Tests is considered as a first-class player. Kambli, with only 17 international Test appearances, falls in the category. Notably, Kambli garnered 9,965 first-class runs at an average of over 59, among the highest in the format. However, the distinction in category allows him to get less pension than Ashwin or other former Test players.
Eight years on, CMCs ragpicker rehabilitation plan lying in limbo
CUTTACK: Eight years after the Cuttack Municipal Corporation (CMC) chalked out a rehabilitation programme for ragpickers to improve their livelihood besides upskilling them, the plan is yet to translate into action. The ragpickers, mostly belonging to the unorganised labour class community, play a vital role in maintaining cleanliness in the cities, towns and rural areas by collecting solid waste regularly. However, they are often stigmatised and humiliated for their job. Considering their plight, the civic body, in accordance with the guidelines of the Swachh Bharat Mission and Plastic Waste (Management and Handling) Rules-2011, had in 2016 planned the ragpickers rehabilitation programme and initiated steps to maintain cleanliness in the city by involving them in the sanitation drive. The civic body had decided to issue identity cards linked to their respective Aadhaar cards. This apart, the ragpickers were to also be supplied with gloves, cleanliness jackets besides being sensitised on proper handling of waste. The CMC had also planned to provide health care services to their families by organising health camps. To include them in the mainstream, the municipal corporation had also planned to make the ragpickers jobs more remunerative by including them in Odisha Livelihood Mission (OLM) and also upskill them for more employment opportunities. The civic body had also convened a meeting with around 100 ragpickers in December 2016 and issued temporary identity cards to 45 of them. However despite all the plans, the programme is yet to materialise into reality even after eight years. Neither has any step been taken to implement other welfare programmes for them nor have any survey been conducted to cover the remaining ragpickers under the rehabilitation plan. This apart, there is no information on the 45 ragpickers who had been provided identity cards. CMC commissioner Anam Charan Patra could not be contacted for a comment on the matter.

Bhubaneswar: A job fraud racket that duped job seekers of crores of rupees by impersonating senior IAS officers has been uncovered in Cuttack, Odisha. The Bidanasi police have arrested one individual, Daniel Raj, a resident of Subhadra Nagar, while the alleged mastermind, a woman, remains at large. The fraudsters posed as senior officers from Odishas panchayati raj and drinking water department to lure victims. They promised employment opportunities and leaked examination papers, convincing job seekers to pay large sums of money in installments. Once payments were made, the scammers would change their contact numbers and disappear. The racket has impacted individuals across Odisha, with many losing substantial amounts of money under the pretense of securing jobs through recruitment examinations. Victims reportedly paid crores in total before realizing they had been defrauded. The scam came to light after victims filed detailed complaints at the Bidanasi police station. Following these reports, law enforcement launched a rigorous investigation, leading to the arrest of Daniel Raj. Police are now intensifying efforts to capture the mastermind, whose arrest is expected to shed further light on the extent of the racket. This is a large-scale scam involving several accomplices. We are working on identifying and apprehending everyone involved, said a senior police officer. Authorities are also working to recover the defrauded money and provide relief to the victims. The case has sparked concern among locals, emphasizing the need for vigilance against fraudulent schemes targeting vulnerable job seekers. The investigation remains ongoing, with law enforcement agencies determined to dismantle the network and ensure justice for the victims.
Odisha: Family stages dharna after death of IPRCL worker, seeks compensation
PARADIP: Hours after an employee of the Indian Port Rail Corporation Ltd (IPRCL) died on-duty in a rail accident within the prohibited area of Paradip Port, his coworkers and family members on Tuesday night staged dharna in front gate no 3 of the port demanding compensation and job. The deceased, 29-year-old Sataya Subrat Dalai of Nabadiha within Kujang police limits, worked as an operator with the IPRCL. On Sunday, Dalai was crushed between a rail engine and a wagon during a coupling operation within the ports prohibited area. He sustained grievous injuries in the incident and was rushed to a private hospital in Cuttack where he succumbed on Tuesday afternoon. On hearing about his death, irate workers and Dalais family members staged dharna in front of the port demanding Rs 50 lakh compensation and a job for one member of his family. They further threatened of continuing the protest if their demands are not fulfilled. The dharna was called off after CISF personnel, local police and officials from both the port and IPRCL rushed to the spot and held a discussion with the protesters. Inspector-in-charge of Paradip Model police station, Kabul Barik said, After discussions with the agitators, IPRCL has agreed to provide `17 lakh compensation and a job to a family member of the deceased. Following this agreement, they called off the protest. The body has been seized and sent to Kujang hospital for postmortem. An investigation is underway to ascertain the exact cause of the death, the police officer said.

KENDRAPARA: A five-year-old student of Saraswati Vidya Mandir at Rajagada village in Kendrapara district lost a part of his right thumb after it got stuck between two iron desks in his classroom on Wednesday. While the Class I students parents alleged negligence on part of the school authorities, the Education department has launched an inquiry into the incident. Headmaster of the school Tathagata Behera, said the incident took place around 9.30 am when some students allegedly pushed the five-year-old in the classroom. The students right hand got caught between the iron desks and a portion of his finger was severed. We admitted the injured student to the district headquarters hospital (DHH) at Kendrapada and doctors provided proper treatment. Later, the parents admitted him to a private hospital at Cuttack for further treatment, Behera said. The students father, Balaram Behera alleged that the school delayed hospitalisation of his son by nearly two hours. The DHH, he said, is just 12 km from the school. He claimed the delay contributed to his sons finger being irrecoverable. I admitted my son to a private hospital at Cuttack for his proper treatment, said Behera who belongs to Olihanilakanthapur village. Block education officer of Mahakalapada Tanmaya Kumar Behera confirmed that an inquiry has been started after receiving information about the mishap involving the Class I student of the Saraswati Vidya Mandir.

CUTTACK: The body of a retired chemistry professor of Ravenshaw University was found floating in the Mahanadi river at Jobra barrage here on Tuesday. The deceased, 78-year-old Baishnab Charan Singh, was reported missing two days back. Police said Singh had been staying with his son and daughter-in-law at Raghunathpur in Bhubaneswar. His son, Biswa G Singh, had filed a complaint stating Singh had been missing since Sunday. Quoting his family members, police said Singh had gone for a morning walk on Sunday morning but did not return home. CCTV footages revealed he had boarded Mo Bus no 18 to Jagatpur and was last seen in Sikharpur at around 8.30 am. On the day, locals found his body floating in Mahanadi river near Jobra barrage gate no 94 and informed police. The body was then retrieved from the water body and later identified as Singhs by his family members. As per his family members, Singh was suffering from some mental illness for which he was on medications. Few days back, he had allegedly also attempted suicide. The body has, meanwhile, been handed over to the family after postmortem. An unnatural death case has been registered and postmortem report is awaited to ascertain whether Singh died by suicide or was murdered, said a senior police officer.
Odisha HC orders one-time age relaxation for recruitment of police drivers
CUTTACK: In a major relief for over-aged candidates not eligible to apply for 405 posts of drivers in Odisha Police Motor Transport (OPMT) wing, the Orissa High Court on Tuesday ordered a one-time four-year age relaxation taking into consideration the disruptions caused by the Covid-19 pandemic. The recruitment for the posts of drivers in OPMT was last held in 2020, but no upper age relaxation was given for those who had crossed the 23 years age limit during these four years when advertisement was issued for further recruitment on October 3, 2024. Opposing it candidates who had crossed the upper age limit challenged the advertisement in a batch of petitions. While considering the petitions, the single judge bench of Justice SK Panigrahi held that the Covid-19 pandemic presented an extraordinary disruption, affecting almost every facet of life, including recruitment processes. The pandemics consequences such as prolonged lockdowns, operational restrictions and delays in institutional functions led to significant interruptions in regular recruitment cycles. Many aspiring candidates who had diligently prepared for competitive examinations found themselves exceeding the prescribed age limits due to circumstances entirely beyond their control. Penalising them in this manner would violate principles of equity and justice. In light of these exceptional circumstances, it is imperative to adopt remedial measures to safeguard the rights of affected candidates. A one-time age relaxation in the recruitment process would provide equitable relief, ensuring that individuals are not unfairly disadvantaged by the delays and disruptions beyond their agency, Justice Panigrahi observed. While directing the Staff Selection Board to issue a corrigendum reflecting a four-year age relaxation and facilitate the submission of applications, Justice Panigrahi clarified that it would be confined to the writ petitioners exclusively. It is again clarified that this relaxation is a one-time measure adopted in exceptional circumstances and shall not constitute a precedent for future recruitment cycles, Justice Panigrahi added.

Cuttack: A tailor's tag on a blood-stained shirt found near the crime scene helped the Odisha Police to crack a mysterious murder case and arrest three people, an officer said. The police on December 13 recovered the body of a 35-year-old woman on the banks of Kathjodi river in Cuttack under Kandarpur police station. The deceased remained unidentified and nobody lodged any complaint at any police station in the state. The police had no clue other than getting a weapon of offence a chopper. It was a big challenge for the police to crack the case, said Cuttack DCP Jagmohan Meena. Meena said though tattoos were found on both the hands of the deceased woman, they could not help her identification. One blood-stained shirt and pant were found on the water body near the spot. It was found that both the wearing apparel had a tag of 'New Star Tailors' stitched, he said. This clue was focused upon. Around 10 tailors with this name or similar name in Odisha were verified and their tag design was compared with the tag of the shirt and pant found at the spot. However, there was no match found. A tailor in Ganjam district informed that such kind of tags are being used in Gujarat, Meena said. The DCP said the Gujarat police was contacted and they found such a tailor in Surat. The tailor's tag had a number '3833' which was matched and upon search, it was seen that the shirt was stitched for one person named 'Babu'. There was no other detail available. However, the tailor gave one important clue that he had to return Rs 100 to the customer 'babu' but he did not have the change. So, he transferred Rs 100 on the e-wallet of one mobile number. That number was contacted and it was found that he is a friend of 'babu'. Details of 'Babu' were received. He was found to be Jaganath Duhuri (27) @ Babu @ Bapi of Kendrapada. It was found that he (Babu) was going back to Surat by train. The train was passing through Rayagada when he was nabbed, Meena said. On further verification and interrogation, it was found that he was the brother-in-law of the deceased. He also revealed that he committed crime with the help of his brother Balaram Duhuri and cousin Hapi Duhuri. All three have been apprehended, police said. Balaram Duhuri was the husband of the deceased woman. The motive of the crime is chronic marital dispute between the deceased and her husband. Balaram was doubting that the deceased was having an extra-marital affair with someone, the DCP said.

Two Women Killed After Falling From Train in Odisha's Ganjam
Bhubaneswar: A heartbreaking tragedy unfolded at Surla Road railway station in Odisha's Ganjam district on Sunday, as two women lost their lives after falling from a moving train. The victims, identified as Parvati Gouda and Jhunu Gouda, were residents of Jagannathpur village in the Chikiti block of Ganjam district. Both worked as cooks (pachikas) at a local school in their village. According to reports, the two women were traveling to Bhubaneswar to participate in a rally organised by the Pachika Sangha. During their journey, they attempted to board the Palasa-Cuttack DMU train at Surla Road railway station. Tragically, one of them slipped while trying to board the train during its brief halt. In a desperate effort to rescue her, the other woman also lost her footing. Both women fell onto the tracks and were fatally struck by the moving train. Railway Protection Force (RPF) personnel quickly arrived at the scene and recovered the bodies. An investigation has been launched to determine the exact circumstances leading to the accident. The incident has cast a shadow of grief over Jagannathpur village, with locals expressing deep sorrow at the loss of two well-known community members. This tragic event once again highlights the critical need for enhanced safety awareness at railway stations. Despite repeated advisories from railway authorities warning passengers against boarding or disembarking from moving trains, such incidents continue to claim lives, said CB Singh, a local resident. Earlier this year, another incident occurred near Rairakhol in Odisha, when a young boy from Berhampur accidentally slipped from the Durg-Puri train while traveling with his family from Raipur to Bhubaneswar. The boy fell off the train at night and was stranded in a forested area until he was rescued by RPF personnel the following morning. Fortunately, he survived the ordeal and received medical attention at a nearby hospital.

BHUBANESWAR: At least 30 opera spectators, including women and children, were injured after a tall iron entry gate collapsed on them while they were entering the opera hall inside a tent to enjoy a show at Raisunguda, under the Salipur block, on Saturday night. The incident occurred at around 11 p.m., just before the start of the Raja Rani opera troupe's show at Shani Padia in the Raisunguda locality. According to reports, the Raja Rani Jatra team had been performing Jatra shows at Shani Padia since Friday night. On Saturday, a massive crowd had gathered to witness the performance. As the entry gate opened, a large number of spectators rushed to enter the tent simultaneously. The tall iron gate, unable to bear the load, collapsed, trapping several spectators under its mangled structure. It is alleged that the tall iron gate of the opera troupe was not set up properly, as a result of which it failed to bear the load of a large number of spectators trying to enter the opera hall inside the tent at the same time and collapsed, said an eyewitness. The Jatra was immediately halted after the incident. Locals sprang into action, removing the collapsed gate, rescuing the injured spectators, and rushing them to nearby hospitals. As many as 20 injured spectators were admitted to Salipur Community Health Centre (C.H.C.), with six critically injured individuals later transferred to S.C.B. Medical College and Hospital for advanced treatment. Salipur police rushed to the scene to assess the situation. A case has been registered at Salipur police station, and the manager of the opera troupe has been detained. The Jatra organisers are being questioned in connection with the incident, said a senior police official.

Woman found murdered on Kathajodi riverbank in Odisha; blood-stained clothes, weapon recovered
CUTTACK: A woman was allegedly murdered and abandoned on the banks of Kathajodi river near Paramhansa within Kandarpur police limits here. The body of the deceased, believed to be around 35-40 years in age, was spotted lying on the river bank by locals. She was wearing an yellow printed saree, brown blouse and red slippers. There were deep cut injuries on her neck and face. The locals immediately informed the police following which a team from Kandarpur police station rushed to the spot and launched investigation along with forensics personnel and sniffer dog. Deputy commissioner of police (DCP) Jagmohan Meena said, prima facie it was a clear case of murder. The deceased had deep injuries on her neck and face. A chapad (chopper)was also found lying near the body, Meena said. A blood-stained trouser and shirt of a male person, polythene bag containing a Junior Horlicks bottle, frock of a one to two-year-old baby girl, brush, tongue cleaner and some gutkha pouches were also found lying near the body. However, there was no trace of the baby girl. While the deceaseds right hand was tattooed with Om Baba Balia in Odia and MATA in English, PITA KPSM has been inked in English on her left hand, said Meena. The blood-stained clothes seized from the spot are believed to be of the accused. Efforts are on to identify the deceased as well as the suspected killer and crack the murder case soon, said Meena. Clues and materials have been collected from the spot along with the weapon of offence - chapad. The body which has been sent to SCB Medical College and Hospital for postmortem will be preserved for 72 hours for identification, the DCP said.
Bridge and Roof bribery case: Senior IAS officers driver under CBI scanner
BHUBANESWAR: The arrest of a group general manager of Bridge and Roof Company (India) Ltd, on alleged bribery charges by the CBI has taken a twist with the central probe agency reportedly summoning the official driver of a senior IAS officer of the state. On December 7, CBI sleuths had caught Chanchal Mukherjee, group GM of the Bridge and Roof Company, a central PSU, near a hotel in Jayadev Vihar area of the city. In a notice to the driver, the CBI said it appeared that the officers driver was acquainted with the facts and circumstances of the case. He was directed to appear before the investigating officer (IO) at CBIs Anti-Corruption Branch in the state capital on Friday to answer certain questions, said sources. As part of the probe, the IO requested the state government to share the details like names, addresses and mobile phone numbers of all the drivers allotted to the senior bureaucrat by the various departments assigned to him. The IO also requested the government to ask drivers of the officer to cooperate in investigation of the case, sources said. Subsequently, CBI collected information about the said driver and summoned him as a witness under Section 179 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Mukherjee was allegedly taking a Rs 10 lakh bribe from Santosh Moharana, director of a Bhubaneswar-based company M/s Penta A Studio Private Ltd and a middle-man identified as Debadutta Mohapatra, all of whom were apprehended from the spot. Sources said the trio was travelling in two different cars. What caught CBIs attention is the presence of the driver of the official vehicle allotted to the senior officer. CBI Anti-Corruption-II in New Delhi had registered a case on December 7 and launched an investigation into the matter. Initial investigation revealed the private firm, Penta A, registered at Registrar of Companies in Cuttack, is into construction and civil engineering. CBI had received allegations against Mukherjee of engaging in corrupt and illegal activities by awarding work orders and clearing bills in lieu of bribes. CUTTACK: The Orissa High Court on Wednesday imposed a penalty of Rs 25,000 on the Shree Jagannath Temple Administration (SJTA) while dismissing the petition filed by it for review of the order which directed to restore within three months the Danadhyakshya Seva on February 5, 2024. The division bench of Chief Justice Chakradhari Sharan Singh and Justice MS Raman directed to deposit the amount with the High Court Bar Association Advocates Welfare Fund within four weeks for suppressing material facts in the review petition. The court was irked as the petition was found to be the second successive one for review, but there was no mention about the review petition which was dismissed earlier on June 21, 2024. The bench refused to entertain the petition as the SJTA failed to show sufficient and reasonable cause for the inordinate delay in filing it. The review petition was required to be filed on or before March 6, 2024, but it was filed on July 16, 2024. Expressing displeasure that in the second review petition, the temple administration sought to reargue the matter contending that Danadhyakshya Seva is not hereditary by changing counsel, the bench said, Such a practice is deprecated not only by the Supreme Court of India but also this court and other high courts. As is well-settled that rearguing the matter or agitating the same issue, which had already been decided while disposing of the writ petition in the presence of counsel for the parties and having afforded opportunity of hearing, is impermissible in the garb of petition for review of judgment, the bench observed. In the February judgment while directing to restore the Danadhyakshya Seva, the high court had observed that the hereditary seva of the deity, mentioned in the record-of-rights, should not have been discontinued due to financial stringency, especially considering the substantial funds being allocated by the state government for the development of the temple. The judgement assumes significance as the devotees/pilgrims/visitors, who come to the temple for darshan will get prasad in the event Danadhyakshya Seva is restored. According to the case records, the temple authorities discontinued Danadhyakshya Seva over 68 years ago. Under the age-old arrangement Danadhyakshya sevaks were appointed by the king. In return, they were getting their share for the betterment of the temple, and the devotees were getting prasad.
41-year-old welder beaten to death over petty argument, juvenile held
CUTTACK: A 41-year-old welder was allegedly beaten to death by a group of miscreants including a few minors over an argument here at Naranpur locality within Barang police limits late on Tuesday night. The deceased has been identified as Tofan Samal, a resident of Marsaghai area in Kendrapara district. Police have arrested a 17-year-old juvenile in connection with the incident. As per police, Tofan was engaged in welding work at an apartment and was staying along with his minor son at Deon labour camp in Naranpur. Some youth of nearby Economic Weaker Section (EWS) apartment used to allegedly pelt stones on the tin roof of the labour camp owing to which Tofan had to reprimand them. On the night of the incident, Tofan was having dinner with his son when the youth pelted stones at the camp again. Irked, Tofan scolded them and a war of words ensued. The matter soon escalated and the group of youth including some minors reached the spot and dragged him out of the camp. They then allegedly beat Tofan with a wooden plank besides hitting his head with bricks, leaving him with grievous injuries. Tofans minor son pleaded the miscreants to leave his father but to no avail. They fled soon after, police said. On being informed by locals, police reached the spot and rushed Tofan to the SCB medical college and hospital where doctors declared him dead. Tofans brother Amar lodged an FIR in this connection following which the juvenile was arrested and sent to Juvenile Justice Board, police said. We have arrested a 17-year-old boy in connection with the murder case. The minor has been produced before Juvenile Justice Board. Efforts are underway to nab the others involved, said a senior police officer.
Pay Rs 50L ex gratia, pension to widow of cop who died of Covid: HC to government
CUTTACK: The Orissa High Court has directed the state government to pay ex gratia of Rs 50 lakh as well as special family pension to Bharati Satpathy, widow of a police constable, Satyabadi Dehury who died of Covid-19 while on active line of duty on October 12, 2021. The state Home department had rejected the widows application for grant of ex gratia and special family pension on July 7, 2022. She filed the petition challenging it on September 6, 2024. Dehury died while undergoing treatment for Covid infection when he was posted in human resource management system (HRMS) section at the reserve police office in Angul. Advocate Niranjan Singh, appearing on the widows behalf, claimed relief in form of ex gratia of Rs 50 lakh and special family pension under the Finance Department Resolution-2020. State counsel Deepak Kumar Sahoo countered that the petitioners husband was never certified to be a Covid warrior when he was working in the reserve office at Angul and deployed in Covid-19 enforcement duty, hence she was not entitled for relief. However, delivering judgment on December 6, the single judge bench of Justice KR Mohapatra held, The petitioners husband was on active line of duty dealing with service records of the staff and officers of the reserve office which was controlling the Covid management duty, and was not on leave when he was diagnosed with Covid-19. He might not be discharging duty in the field, but was dealing with service records and related works of the said staff and officers and other related works of the Covid management. The said duty made him vulnerable to Covid infection and ultimately took his life. In view of the above, the widow of Dehury is entitled to ex gratia of `50 lakh and special family pension, Justice Mohapatra ruled. He directed the Angul SP and Director General of Police (L&O) as well as additional chief secretary Home department to ensure the benefits to the petitioner as expeditiously as possible preferably within a period of six months.

Potato crisis: Government set for price intervention through NAFED supply
BHUBANESWAR : Unable to regulate retail price of the potato even after normal flow of the tuber from West Bengal and Uttar Pradesh, the state government has decided to provide the kitchen essential to consumers at a subsidised rate through the National Agricultural Cooperative Marketing Federation of India Limited (NAFED). In the first phase of its market intervention initiative, the state government has procured 60 tonnes of potato from Uttar Pradesh through NAFED and the same will be available to consumers at fair price shops of Bhubaneswar, Cuttack, Berhampur, Jajpur, Balasore, Balangir, Sambalpur and Rourkela at a subsidised rate of `30 a kg. The sale of potato through NAFED started on Monday at various locations in the state capital city, said a senior officer of the civil supply department. After the lifting of the embargo on inter-state movement of potato by West Bengal government, normal supply to Odisha from the neigbouring state has been restored. There has been uninterrupted potato supply from Uttar Pradesh as Odisha traders do not want to rely solely on West Bengal due to volatility of TMC government. There is sufficient stock of the tuber everywhere, said secretary of Kuberpuri Bayabasayee Sangh Shakti Shankar Mishra. Mishra said there is absolutely no reason for retail traders to sell potato at `45 a kg when the wholesale price is `28. After deducting `2 a kg towards transportation cost, charging `15 more as profit is criminal. Similarly, the wholesale price of onion is `30-`32 a kg whereas the retail price is not climbing down from `60. All retailers prefer to lift third grade quality of potato and onion and sell at the price of first quality to maximise their profit. It is difficult for general consumers to keep tab on wholesale price of essential commodities on a daily basis but not for the state government. The supplies department has an intelligence wing to inform the government on prices of all essential commodities on daily basis. The enforcement wing has the job to regulate the market price. It goes without saying that the two agencies of the government are not doing their job properly, he added. Justifying the higher price of potato, a retail trader in the Unit-IV market said the quality of the tuber available at wholesale market is very low grade and there is substantial waste, say eight to 10 kg in a 50 kg packet. The retailers have to charge more to make up for their loss.

BHUBANESWAR: In a major step towards improving the operational efficiency of railways in the state, the ministry of Railways has sanctioned Rs 509 crore for the construction of two major flyovers in Cuttack and Rayagada districts. East Coast Railway (ECoR) officials said the initiative is part of the broader Energy, Mineral and Cement Corridor (EMCC) Scheme, aimed at improving train movements and alleviating traffic congestion across key railway lines. A 10.89 km rail flyover connecting Raj Athagarh, Radhakishorepur and Machhapur stations will be constructed in Cuttack district at an investment of around Rs 268.92 crore to facilitate simultaneous train movements on the stretch without the delays caused by cross-traffic. Similarly, a 5.50 km rail flyover will be constructed at Singapur road station in Rayagada district to address traffic congestion on the Raipur-Vizianagaram rail line. This development will allow uninterrupted train movement in and out of the station. The estimated cost of this project is Rs 239.83 crore, officials said. The Railways has also taken up a yard restructuring work at Bhadrak railway station to enhance operational efficiency and improve train management at the key hub in the railway network of the ECoR zone. The modernisation project will not only increase the stations handling capacity but will also ensure more streamlined, efficient services for passengers and goods traffic, the officials added.
Group clash erupts at Cuttack college over smoking ganja
CUTTACK: Tension prevailed at the Netaji Subhas Memorial City College in Rajabagicha here on Monday after a clash broke out on campus between two groups of students allegedly over smoking ganja. At least three students sustained injuries in the incident. While one group involved some Plus III and former students, the other comprised mostly Plus II. Police sources said some Plus III students accompanied by a few outsiders allegedly forced the others to smoke ganja. However as they refused, an argument broke out between both the parties which escalated into a clash. As per sources, some former and Plus III students of the college besides outsiders run a WhatsApp group in the name of Black Brothers. The group members allegedly engage in various antisocial activities including eve-teasing and creating nuisance on the campus. On the day, members of Black Brothers allegedly called some Plus II students near the cycle-stand of the college and forced them to smoke ganja besides urging them to join their group. However, when they refused, a war of words ensued between the two parties which soon took the form of a clash with each assaulting the other. Some other students present at the spot filmed the entire incident and posted it on social media. On being informed, Badambadi police reached the spot and sent the injured to hospital for treatment. ACP Swastik Panda said as per preliminary investigation, the scuffle occurred as one group forced the other into smoking ganja. We have taken suo motu cognisance of the matter and started interrogating students involved in the incident. The college authorities are also being questioned and the video footage is being examined. Action will be taken accordingly, he added.
Workers death: CMC probe a cover-up, say locals
CUTTACK: Even as the Cuttack Municipal Corporation (CMC) has constituted a probe panel to inquire into the death of the worker during drain construction at Bidanasi area, locals have raised questions on the transparency of the investigation given the fact that the work was being carried out by the civic body. The deceased worker is 32-year-old S Sankar of Patapola area. Sankar, who was engaged in the drain construction work, was killed after a portion of a boundary wall caved in on him on Sunday. Another worker Y Ijiya Rao (58) was also grievously injured in the incident. Sources said CMC mayor Subash Singh and commissioner Anam Charan Patra have constituted a three-member probe panel comprising additional commissioner Kalpataru Behera, executive engineer Bharat Sethi and deputy executive engineer Antaryami Patra to inquire into and submit a report within a month on the incident so as to initiate action against those found responsible. However, locals alleged the probe to be a cover-up exercise to save the lapses by officials. The drain was being constructed by CMC and a contractor had been assigned the work. How can we expect that the probe would be conducted with due transparency? Also, why has the panel been given one-month time to submit a report? questioned a retired administrative officer on condition of anonymity. Sources said, locals of Bidanasi had been assured at the time of elections that a drain under MUKTA Yojana would be constructed to solve the drainage issues of the area. However, work for the 75-metre-long drain had apparently been undertaken without any official document. Neither was any tender floated not a work order issued by the CMC for construction of the drain. The contractor concerned was reportedly verbally assigned the work, they added. Additional commissioner Kalpataru Behera who is heading the three-member probe panel, however, said he would be able to comment only after going through the case record. I have inspected the mishap site but I am yet to go through the case record, he said. Meanwhile, family members of the deceased worker S Sankar on Monday staged a roadblock at Barapathar road demanding adequate compensation. The blockade was lifted after police assured the agitators that the deceaseds kin would be paid compensation of `4 lakh under the Chief Ministers Relief Fund.
Over 59,000 victims of online trading fraud in Odisha in six years: CM Mohan Majhi
Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi revealed on Monday that over 59,000 people in the state have fallen prey to online trading fraud in the past six years. He shared these figures in a written statement presented during the State Legislative Assembly session. Between 2019 and November 2024, the state registered 769 cases of online trading scams, affecting 59,437 individuals. The number of reported cases peaked in 2023 and 2024, with 190 cases impacting 18,994 victims in 2023 and 472 cases defrauding 40,270 people in 2024 alone. The Economic Offences Wing (EOW) of the Odisha Police also reported significant cases, with four online trading fraud incidents in 2023 involving 18,804 victims and three more in 2024 affecting 40,219 individuals. To combat the surge in cybercrime, the state launched a dedicated cybercrime unit under the Crime Branch in Bhubaneswar on September 5, 2023. The unit specialises in investigating identity theft, hacking, phishing, and financial frauds such as ATM and online banking scams. Majhi also highlighted the states first cyber police station, established in 2004 and later moved to Cuttack in 2006. Despite handling fraud cases involving amounts over Rs 25 lakh, the station still operates without a fully sanctioned staff. In a broader effort to combat cybercrime, Odisha inaugurated 11 new cybercrime police stations and upgraded three more in Berhampur, Rourkela, and Sambalpur in 2021. Additionally, all district police headquarters now have cybercrime cells. Other initiatives include a cyber help desk, a 1930 cybercrime hotline, and specialised units focusing on online abuse, cyber forensics, social media monitoring, and digital fraud prevention. Worker dies while constructing CMC drain; one injured
CUTTACK: A worker engaged in construction of a drain was killed and another suffered critical injuries after the portion of a boundary wall collapsed on them at Bidanasi here on Sunday. The deceased, S Sankar (32), was a resident of Patapola area. The critically-injured worker, Y Ijiya Rao (58) of the same locality, has been admitted to a private hospital. Sources said the Cuttack Municipal Corporation (CMC) is constructing a drain near Bidanasi square. The contractor tasked with the project had engaged five workers in the construction work. On the day, the workers were busy constructing the drain when the boundary wall of an adjacent residential house collapsed on them. Sankar and Rao got trapped under the debris. By the time local residents removed the debris, Sankar had already died. Rao was rescued in a critical condition and rushed to the nearby hospital. Locals alleged that they had warned the contractor executing the drain project about the weak and unsafe boundary wall. They had even urged him to take necessary precautionary measures to avoid any mishap. However, he did not pay heed to their warning and went ahead with the construction work without safety measures. Despite the warning, the contractor did not ensure proper safety measures and engaged the workers in construction of the drain, thereby risking their lives. The engineers of CMC also did not inspect the site and supervise the drain construction work, claimed the locals. They demanded stringent action against the contractor and the engineer besides adequate compensation to the family of the deceased. While efforts to elicit response from CMC commissioner Anam Charan Patra proved futile, mayor Subhas Singh said a thorough inquiry would be conducted to check whether any lapse caused the mishap. Necessary action would be initiated accordingly.
Poor air quality: OSPCB asks ULBs to do better
BHUBANESWAR: With air quality deteriorating in many key urban regions of the state, the Odisha State Pollution Control Board (OSPCB) has asked all urban local bodies (ULBs) to take appropriate measures to check dust pollution to minimise the winter crisis. The board has asked the ULBs to prevent burning of waste at random places in their jurisdiction to prevent the situation from worsening further in the coming days. As per the Central Pollution Control Board statistics, air quality index (AQI) of some of the major urban areas in the state continues to remain in the range of poor and very poor. AQI of Angul was very poor on Friday and poor on Saturday with the index value of particulate matter (PM) 2.5, a major pollutant, in the industrial town fluctuating in the range of 319 to 230 milligram per cubic meter (mg/m3) during the two days. Bhubaneswar also continues log poor AQI with the value of PM 2.5 in city remaining around 250 mg/m3 on Friday and 212 mg/m3 on Saturday. The AQI level in Vyasanagar, Cuttack and Balasore that remained poor on Friday recorded a marginal improvement and stood moderately poor as the index value of PM 2.5 in the three urban areas fell below 200 mg/m3. A senior official from the OSPCB said pollution level witnessed in major urban areas of the state, especially in Bhubaneswar, Cuttack, Angul, Talcher and a few other places, is a temporary phenomenon primarily resulted from dust, smoke and lack of wind during winter. The smoke and dust particles getting suspended into air due to vehicular movement or construction work takes a longer time to settle due to lack of wind leading to increase in the pollution level in these cities. He said the ULBs concerned have been asked to follow the advisory and expedite preventive measures deal with the situation effectively. CAG smells a rat in Covid relief disbursal to workers
BHUBANESWAR: When the Covid-19 pandemic brought life and livelihood to a complete halt, the urban local bodies (ULBs) and block offices of Odisha disbursed a whopping Rs 68.24 crore to 4.55 lakh building and other construction (BOC) workers but furnished acknowledgements of only 67,000 beneficiaries (15 per cent) in support of receipt of an amount of Rs 10.12 crore. This startling revelation has been made in the latest CAG report which said The Labour and Employees State Insurance (L&ESI) department decided in March 2020 to grant special financial assistance (SFA) at the rate of Rs 1,500 per registered BOC worker in the first wave of the pandemic. In April, the Odisha Building and Other Construction Workers Welfare Board (OBOCWWB) transferred Rs 315.37 crore to the joint bank accounts, operated by the collectors and 32 district labour officers (DLOs). The CAG pointed out that the department released Rs 86.52 crore for 5.77 lakh beneficiaries of the Cuttack, Ganjam, Khurda and Keonjhar districts for disbursement. While a sum of Rs 68.24 crore (79 per cent) was disbursed to 4.55 lakh beneficiaries, the department records are silent on non-disbursement of the balance amount of Rs 18.28 crore to 1.21 lakh beneficiaries. Of the Rs 68.24 crore disbursed to 4.55 lakh beneficiaries, the ULBs and blocks furnished acknowledgements of only 67,000 beneficiaries (15 pc) in support of receipt of an amount of Rs 10.12 crore. Payment of SFA in cash and non-receipt of acknowledgements raise doubts on the veracity of the disbursements claimed to have been made, the report said and added that utilisation certificates (UCs) were not submitted by the DLOs to the Board till the end of March 2023. The department had instructed that the amounts should be credited to bank accounts of the beneficiaries and DLOs were asked to submit UCs at the earliest duly signed by the district Collector. The audit noted DLOs released the entire amount to the ULBs and blocks, along with a list of beneficiaries, for payment of SFA. The logic behind payments through ULBs and blocks, instead of making direct transfer to beneficiaries accounts, was the DLOs did not have the bank particulars of the beneficiaries. The CAG also found more than 34,000 migrant workers of the four sample districts working in building and other construction sectors in other states were deprived of financial assistance provided under various welfare schemes during Covid-19 lockdown as they were not registered with the (OBOCWWB). The performance audit said test-check of records and the information furnished by the DLOs of the four sampled districts of Cuttack, Ganjam, Khurda and Keonjhar revealed that 2,54,896 migrant workers returned during the Covid-19 pandemic. Of them 38,023 migrant workers were BOC workers, as per skill mapping by the Panchayati Raj department. However, only 3,457 returnee migrants were registered by the DLOs, leaving 34,566 migrants unregistered till February 2023.
Odisha youth arrested for attacking, looting uncle in Berhampur
BERHAMPUR: Baidyanathpur police on Sunday arrested a 19-year-old youth for allegedly looting and launching a murderous attack on his uncle at the latter's house in Forest Colony recently. The accused has been identified as Chandan Biswal of Mandiapalli village. The condition of the victim, Bhanja Kishor Nanda is stated to be critical and he is currently admitted in the ICU of SCB Medical College and hospital in Cuttack. Police said the accused was staying with Nanda and his 12-year-old son when he committed the crime. Nanda's wife Sanjukta stays in Malkangiri where she works as a teacher. On November 24, Chandan hit Nandas head with a stone and fled with his valuables including Rs 50,000 cash. Nanda sustained grievous injuries and was initially admitted to the MKCG MCH from where he was referred to the SCB MCH in Cuttack. On getting information, Nanda's wife Sanjukta filed a complaint against Chandan following which police nabbed him. Berhampur SP Saravana Vivek M said the looted articles including the cash have also been recovered from Chandan's possession. Three stolen motorcycles were also seized from him.

BHUBANESWAR: The failure of five municipal corporations (MCs) to prepare master plan for storm water drainage management led to water logging and urban flooding in the major urban areas of the state, the Comptroller and Auditor General of India (CAG) has flagged. The audit watchdog also pulled up the state government over deficiencies in preparation of detailed project report (DPR) for sewerage projects, leading to avoidable expenditure of a staggering Rs 3,045.44 crore. In the absence of regulatory framework for management of storm water drainage, Odisha government and urban local bodies (ULBs) failed to comply with the National Disaster Management guidelines. Municipal corporations also did not prepare the master plan for storm water drainage management in cities, leading to water logging and urban flooding, the CAG stated in its performance audit report on Storm Water Drainage and Sewerage Management Systems in Municipal Corporations for the year ending March 31, 2022. It cited that the municipal bodies allowed desilted materials, cleared from the work sites, to remain deposited along the drains and canals which eventually found their way back to these water channels in the monsoon, causing choking and blockage of drains. In case of Bhubaneswar, the CAG found that width of 10 natural drains that ranged between 4.9 metre and 14.83 metre in the comprehensive development plan (CDP) 2010 was found to have been constricted by two to three metre and encroached at different stretches during the joint survey in 2022. Evidence of reduction of the width was also recorded at Daya West Canal in Bhubaneswar, Petta Nullah in Cuttack and Dhobijore Nullah in Sambalpur. The Daya West irrigation canal was virtually converted to a sewage waste drain and contaminated water was being supplied for irrigation of 835 ha of agricultural land at downstream, the CAG stated. The report revealed that award of work to non-performer and non-termination of contracts, led to time and cost overrun of nine years and Rs 249.21 crore in drainage projects of Cuttack. Similarly, non completion of sewerage projects, led to time and cost overrun of 12 years and Rs 550.07 crore for Bhubaneswar sewerage districts I, II and III. Due to non-achievement of service level benchmarks and non-preparation of annual accounts, ULBs failed to get the central assistance of Rs 333.58 crore under 14th Finance Commission grant, it stated. Odisha govt paid DCHs excess Rs 161 crore without scrutiny
BHUBANESWAR: The Comptroller and Auditor General (CAG) has detected large scale irregularities in management of Covid hospitals during the pandemic between 2020 and 2022. The audit found irregularities in payment of Rs 161.61 crore to private hospitals, which functioned as dedicated Covid hospitals (DCHs) during the two-year period. The irregularities were noticed in passing the bills for payment without proper verification of documents. The Health and Family Welfare department had received Rs 2,868.8 crore from different sources, including the State Disaster Relief Fund (SDRF), Emergency Covid Response Package (ECRP) and Public Health Response Fund (PHRF) for preparedness and prevention related functions in the state to manage the Covid-19 pandemic. The CAG examined the related records and documents of 18 DCHs, located in Khurda and Cuttack districts and found that Rs 7,24.50 crore was paid for treatment of 51,967 Covid patients in the 18 DCHs in the first two waves of the Covid-19 pandemic. As per the guidelines, the DCHs, managed by private hospitals, had to provide necessary treatment, to Covid patients who had been referred for admission by the collector/municipal authorities concerned. The DCHs were to submit bills with supporting documents to the authorised medical officer (AMO) and an authorised person, who was an OAS officer, designated by the state government. But the bills submitted by the eight DCHs, out of the 18 test-checked DCHs, were not properly scrutinised by the AMO for ensuring the claims. While the AMO had signed the bills without verification of patient-wise data like type of beds, number of days stayed in each bed in rest of the hospitals, the BMC had passed the bills without the countersignature of the authorised person. The audit also detected that Rs 2.63 crore was not deducted towards PPE kits from the bills of DCHs which were provided 26,972 kits by the state medical corporation free of cost. Besides, around Rs 2.62 crore of inadmissible payment was made to a hospital during April to December 2020 even though it submitted bills in 315 cases where same bed numbers and periods of treatment were found repeated for multiple patients. Similarly, irregularity has been detected in payment of Rs 3.8 crore to six hospitals apart from the excess payment Rs 2.85 crore towards diet allowance.
Three held over death of 35-year-old worker in gas pipeline leak at Paradip
PARADIP: Police on Saturday arrested a contractor and two employees of an agency over the death of a worker while trying to fix a leak in the pipeline of Bharat Gas Resources Limited (BGRL) at Taladanda within Kujang police limits on Friday. The three included contractor Bishnu Prasad Dandpat of Baripada and two employees Soumya Kar and Basudev. A fourth accused is still at large. The incident took place when 35-year-old Parimal Gaina of Bijaychandpur died while fixing a leakage from a sump connected to domestic gas pipeline laid by BGRL at Taladanda along Cuttack-Paradip state highway. Subsequently, the victims brother Sukumar Gaina lodged an FIR at Kujang police station against the contractor and the company. Sukumar alleged his brothers death was due to negligence and lack of safety measures by the contractor and employees hired by Bharat Petroleum Corporation Limited (BPCL) for repair work. He also demanded stern action against those responsible. A case was registered against the four accused. SP Bhawani Shankar Udgata said, three accused, including the contractor, have been arrested in connection with the workers death during the gas leakage repair in Kujang. The incident was caused due to negligence and lack of safety measures, he said. Meanwhile, BPCL has announced compensation of `2 lakh to the victims family, the SP added. The BGRL laid pipelines from Paradip to Jagatsinghpur for supplying gas to domestic, industrial, and commercial premises, as well as CNG stations. BPCL hired employees for monitoring and repair work of the pipelines.
100-day TB surveillance launched by Odisha government
BHUBANESWAR: Health and Family Welfare minister Mukesh Mahaling on Saturday launched the Rs 100-Day intensified TB campaign to combat TB incidence and mortality in the state. The 100-day active case finding (ACF) campaign will focus on enhancing TB case detection, reducing diagnostic delays and improving treatment outcomes, especially among high-risk groups in 19 districts marking a major step in strengthening the states efforts towards TB elimination. The state government is committed to reduce the burden of TB and improve health outcomes across the state. Prime Minister Narendra Modi has set the target to end TB by 2025 by reducing the incidence and mortality by 90 per cent as compared to 2015 baseline and zero catastrophic expenditure for the families affected with TB, Mahaling said. As part of the campaign, the minister unveiled advocacy and information, education, and communication materials to raise awareness about TB prevention and treatment. He appealed to people to join hands to make TB Mukt Odisha and TB Mukt Bharat. He also flagged off the Nikshay Vahan, a fleet of vehicles that will enhance access to diagnostics, screening, and treatment services in remote areas. Under the Nikshay Mitra programme, TB patients and their families will be provided nutritional support, as well as care for high-risk individuals. The campaign will be carried out in Balangir, Bargarh, Bhadrak, Boudh, Cuttack, Deogarh, Ganjam, Jagatsinghpur, Kalahandi, Kandhamal, Kendrapara, Keonjhar, Koraput, Malkangiri, Mayurbhanj, Puri, Rayagada, Subarnapur, and Sundargarh districts. ASHA workers will be provided Rs 100 incentive for referral of the presumptive TB case, and Rs 500 for all positive cases. TB patients will be provided Rs 1,000 per month under Nikshay Poshan Yojana. TB champions Arjun Charan Nath and Sasmita Patra were felicitated for their contributions towards community engagement for TB elimination.
Under-reporting of liquor stocks led to revenue loss of Rs 75 cr: CAG
BHUBANESWAR: The state government sustained excise revenue loss of Rs 75.7 crore due to manipulation of manually maintained sales registers by retail foreign liquor shops to show lesser quantity of unsold stock to avoid the special Covid fee (SCF). Pointing out serious lapses on part of excise authorities, the Comptroller and Auditor General, in the performance and compliance audit report for the period ending March 2022 which was tabled in the Assembly on Saturday, said the possibility of collusion between the licenced retailers and the district excise officers in-charge may not be ruled out. According to the CAG report, the Excise department notified in May 2020 a levy of special Covid fee, at the rate of 50 per cent of the maximum retail price, on all foreign made foreign liquor, Indian made foreign liquor, beer, wine and ready-to-drink beverages with effect from March 24, 2020. The imposition of SCF was to recover the expected loss of excise revenue on account of shutdown across the state in response to the Covid-19 pandemic from March 24 to May 24 in 2020. In view of improper maintenance of sales register and absence of oversight by the excise authorities, some of the test-checked liquor shops had even recorded the sale of liquor on the date of Janata curfew imposed on March 22, 2020 as well on the dates when the shops had been directed to remain shut in response to Covid-19, the report said. One retailer - Link Road-3 off shop, Cuttack - had recorded sales of 1,923 liquor bottles with non-existent dates, such as February 30 and 31, 2020, which had also been accepted by the excise officer-in-charge. Nine retailers had recorded severely abnormal high liquor sales of more than 20,000 bottles in one day, the report stated. The CAG is of the view that the acts of omission and commission, which resulted in loss of government revenue, were sufficiently egregious, as to warrant initiation of disciplinary action against the excise officers concerned, the report said. The risk of revenue loss towards SCF would have been mitigated had the Excise department implemented a software application making it mandatory for the licenced retailers to install and update their stock positions on a daily basis along with departmentally issued point of sale machines to licenced retailers, to mandatorily record retail sales, as implemented by other states like Punjab and Uttar Pradesh, it added.
Railway minister Vaishnaw inaugurates east side station building, entry of Cuttack railway station
CUTTACK: Minister for Railways Ashwini Vaishnaw on Saturday inaugurated the east side station building of Cuttack railway station which connects it to the national highway. Vaishnaw said the new entry, which is laced with modern amenities and facilities, will transform passenger travel by offering improved accessibility, safety and convenience. While enhancing connectivity, this project would contribute to socio-economic growth by boosting trade and commerce, making Cuttack railway station a key hub in the region, he said. The east side entry is designed to provide seamless movement for passengers arriving from the NH side, making the station more accessible. This development is part of an ambitious Rs 303 crore project aimed at redeveloping Cuttack railway station into a modern transportation hub with world-class amenities under the Amrit Bharat Station Scheme, he added. The project, completed at a cost of Rs 14.63 crore, will address long-standing demands for better connectivity in the region. The new infrastructure is expected to streamline station operations and improve passenger flow by enhancing safety and travel efficiency, Vaishnaw asserted. The station building has 21,270 sqft of air-conditioned space with modern amenities including a 2,100 sqft food court, modern toilets, ticket counters, waiting areas, escalators and lifts, etc. Additional services like Pradhan Mantri Bharatiya Janaushadhi Kendra (PMBJK), ATM kiosk, automated ticket vending machines (ATVM), and One Station One Product (OSOP) trolleys, promoting local handicrafts made by women self-help groups are also available in the spacious circulating area with parking, pickup and drop-off facilities. IIT-BBS to set up centre of excellence for filigree in Cuttack
CUTTACK: After a long wait, Cuttack city will finally get a centre of excellence for its own homegrown craft filigree. The district administration on Saturday signed a memorandum of understanding (MoU) with IIT-Bhubaneswar Research And Entrepreneurship Park (IIT-BBS REP) for setting up a common facility centre (CFC) of excellence for filigree in Cuttack. The MoU was signed by CEO and independent director, IIT-BBS REP, Soobhankar Pati with assistant director, district industries centre(DIC), Namita Mishra in the presence of director IIT-Bhubaneswar Shreepad Karmalkar. The CFC will provide advanced training to filigree artisans for contemporising their craft and designs along with facilitating new technology tools and equipment for them. The CFC will also help in exhibiting the filigree works, sales and exports beside emphasising on purchase of silver without tax and minimising making charges. Besides, customers will have an opportunity to interact directly with filigree artisans at the CFC. The district administration has identified land measuring 7,000 sq ft on the side of Petanala in CDA for setting up the CFC of Excellence. The IIT-BBS REP will prepare the DPR which will be submitted to the state government for necessary approvals. It will provide design, technical support, marketing plan and brand building strategies for the CFC, officials said. Apart from providing organisational structure for creating a successful venture, the IIT-BBS REP will conduct training module, outreach programmes beside creating startups in silver filigree. It will manage the CFC of Excellence for three years from the date of commencement for operational, research and technical support, they added.
Five million suffered from diarrhoea, typhoid due to polluted water in Odisha: CAG
BHUBANESWAR: Nearly half a crore people in Odisha were affected by acute diarrhoea and typhoid, while thousands more suffered from hepatitis and renal diseases in the five-year period between 2017-18 and 2021-22 due to the use of contaminated water, says a startling revelation by the Comptroller and Auditor General (CAG). In its Performance Audit Report on Storm Water Drainage and Sewerage Management Systems in Municipal Corporations for the year ending 31 March 2022 tabled in the Assembly on Saturday, the report underlined that use of polluted water even resulted in mental imbalance, miscarriages and cancer. The report is a scathing indictment of the poor sanitation standards adopted by the previous Biju Janata Dal government. Citing information furnished by the state Health department for the financial years from 2017-18 to 2021-22, the CAG stated that a total 42,23,675 persons were affected by acute diarrhoea and dysentery during the period. Acute diarrhoea disease (ADD) had maximum health impact in Ganjam district, covering Berhampur Municipal Corporation (BeMC), where no sewerage projects had been implemented. Approximately, 2,84,805 people in Ganjam were affected by ADD between 2017-18 and 2021-22. It was followed by Khurda with 2,22,746, Sundargarh with 2,11,693, Cuttack with 1,15,120 and Sambalpur with 94,815 cases of ADD. This meant, five districts accounted for nearly 1 million cases of the total 4.2 million mentioned in the report. Typhoid remained the second major disease arising out of contaminated water, the CAG report said, adding that 4,62,660 people suffered from the disease during the period. The districts most affected were Khurda with 18,164 cases, followed by Sundargarh (17,563), Ganjam (13,006), Cuttack (12,109) and Sambalpur (5,902). Hepatitis also impacted 12,442 people in this period with Sambalpur being the most-affected district, followed by Cuttack. Around 11,600 people also suffered from renal diseases. Khurda district had the maximum incidence of renal disease, followed by Cuttack, Sundargarh, Ganjam and Sambalpur, the CAG stated. The audit watchdog underlined that the reported health disorders, arising due to use of contaminated water, also include disorders relating to skin, digestive, respiratory and nervous systems, kidneys, spinal cord and heart, mental imbalance, miscarriage, and cancer. The CAG audit found delay in implementation of sewerage projects, delayed by nine to 14 years, had severe environmental impact. The waste water discharged directly into Mahanadi, Kathajodi, Kuakhai, Daya, Gangua, Brahmani and the Bay of Bengal, caused water contamination. It also found presence of heavy metals including nickel, lead and cadmium in cauliflower, coriander leaf, radish, green leaf (sag), brinjal and cabbage in samples of vegetable crops grown using contaminated water collected by the audit team with the help of soil science department of OUAT in February 2023. The presence of toxic elements in vegetable crops poses serious threat to human and animal health, the report stated. The audit also observed that none of the five municipal corporations could implement the sewerage projects fully in their jurisdiction within the deadline of April 2020 and came down heavily on Odisha State Pollution Control Board for its failure to levy and collect environment compensation to the tune of Rs 1,239 crore for the same. As per NGT instructions (2018), treatment of 100 per cent sewerage was to be ensured by March 2020. In case of non-compliance of sewerage treatment plants, the local bodies would be liable to pay EC, with effect from April 2020 onwards, the CAG stated.

In a report tabled at the state assembly on Saturday, the CAG said the Odisha government in April 2020 had issued guidelines for operations of the DCHs, managed by private hospitals. The CAG examined the related records/ documents of 18 DCHs, located in the districts of Khurda and Cuttack. It was noticed that 51,967 Covid patients had been treated in these 18 DCHs in the first two waves of the Covid-19 pandemic, and Rs 724.50 crore had been incurred for the purpose. The audit observed irregularities in passing the bills for payment, without proper check/ verification of documents. Thus, payment of Rs 144.88 crore to the DCHs, without verification of basic documents/ records, was irregular, the CAG said in its report. Similarly, the auditor has also found irregularities worth Rs 2.73 crore in supply of PPE kits to 10 private DCHs in Khurda and Cuttack districts and excess payment of Rs 2.85 crore towards diet allowance for doctors and paramedical staff, engaged in the DCHs, It has also identified inadmissible or excess payments of government funds to several private-run DCHs during the pandemic period. The Health and Family Welfare Department assured (February 2023) to take steps to inquire into the matter to establish the factuality and to take appropriate action, it said.

IFFCO plant workers death sparks protest in Odisha
PARADIP: Local residents staged dharna in front of the main gate of IFFCO fertiliser unit here on Friday demanding compensation and job for the family of a worker who died in an accident while commuting to the plant for duty. The deceased worker, identified as 40-year-old Prasan Kumar Swain, was a resident of Fethpur village in Kujang and engaged as a housekeeping staff in the IFFCO plant. On Thursday, he was on way to the plant when an unidentified truck hit him near Dochhaki on Paradip-Chandikhole national highway. Swain suffered grievous injuries and was rushed to Atharbanki community health centre. He was later shifted to SCB Medical College and Hospital, Cuttack after his condition worsened. However, he succumbed to his injuries on Friday. Later in the day, locals including the deceaseds family members and some IFFCO workers staged protest by placing Swains body in front of the plant gate. They demanded adequate compensation and a job for one of Swains family members. On being informed, police reached the spot to pacify the protesters. Following assurance from the authorities, the agitators called off their protest in the afternoon.
Worker dies while trying to fix leak in gas pipeline in Odisha
PARADIP: A worker was suffocated to death while trying to fix a leak in the pipeline of Bharat Gas Resources Ltd (BGRL) at Taladanda within Kujang police limits on Friday. Police identified the deceased as 35-year-old Parimal Gaina of Bijaychandrapur within Paradip Model police limits. Sources said villagers reported leakage from a sump connected to the domestic gas pipeline laid by BGRL at Taladanda along Cuttack-Paradip state highway. On being informed, BGRL deployed a contractor to seal the pipeline valve. The contractor engaged two workers from Bijaychandrapur to fix the leak. Police were deployed at Taladanda to control traffic on the highway. Fire service personnel were also sent to the spot to assist in the repair work. Parimal entered the sump to seal the valve and plug the leak while the other worker waited outside. However, he reportedly fell unconscious inside the sump after a few minutes due to gas exposure. His co-worker alerted the fire service personnel and police present at the spot. By the time Parimal was brought out of the sump, he was already dead. Parimals co-worker alleged that neither the contractor nor the company provided any safety gear to carry out the task. Odisha health minister Dr Mukesh Mahaling made this announcement on Monday during the State Assembly session. Responding to a question by BJP MLA Tankadhar Tripathy, the minister revealed that the absentee doctors belong to various cadres, including the Odisha Medical Health Service (OMHS), Odisha Medical Education Service (OMES), and Odisha Homeopathic Medical Service (OHMS). These doctors have reportedly cited multiple reasons for their prolonged absence. The government is initiating steps to address these absences and will take action as per established provisions, said minister Dr Mahaling. The issue is exacerbated by an overall shortage of medical professionals in the state. Replying to a query from BJD MLA Prashant Behera, Mahaling disclosed that 5,014 doctor positions remain vacant across Odisha, including 1,114 specialist posts. The ministers disclosures painted a grim picture of the healthcare crisis, particularly in rural areas. He noted that 375 community health centres (CHCs) across the states 30 districts are operating without any doctors. Ganjam district emerged as the worst-affected area, with 450 vacancies in general medical positions and an additional 87 specialist posts lying unfilled. Mayurbhanj follows closely with 309 vacant positions, including 87 specialist posts. Urban districts like Khurda and Cuttack are also grappling with significant shortages, reporting 12 and 281 vacancies respectively. The Odisha government has pledged to address these challenges by filling vacant posts and implementing stricter measures against absenteeism. However, the scale of the problem highlights deep-rooted structural issues in the states healthcare system, especially in ensuring equitable access to medical professionals in underserved regions. With rural areas bearing the brunt of these shortages, the state faces mounting pressure to devise long-term solutions to bridge the gap and improve healthcare delivery. World heritage structure Konark Temple located on the shores of Odisha and the Simhachalam Temple on a hill in APs Visakhapatnam have many sculptural similarities, a study by TORCH (Team of Research on Culture and Heritage) has determined. Speaking to this correspondent on Friday, Saikumar, a member of TORCH, pointed out that both Konark and Simhachalam temples had been commissioned by King Narasimha Deva I in the 13 th Century. The Sun Temple in Konark as well as Narasimha Swamy Temple in Simhachalam have Alasa Kanyas in various postures. These are the royal maids in Kalinga architecture. All 14 postures of Alasa Kanyas figure in the Simhachalam Temple. In particular, six pillars at Beda Mandapa behind the main temple have 24 exclusive Alasa Kanya sculptures, which are similar to Konark Temple. The beauty of sculptures at Simhachalam Temple is comparable to Konark and other Kalingan temples built by the Eastern Ganga dynasty, which ruled Trikalinga region from the 8 th Century to 15 th Century. Eastern Ganga rulers initially ruled their kingdom from Srimukhalingam in todays Srikakulam district, before shifting to Cuttack. The Eastern Ganga kings are also known as Jagannatha Sevaka or Jagannatha Putra. Several temples had been built in north Andhra by rulers of the Eastern Ganga dynasty, which need to be brought to light, Saikumar said. Deepak Kumar Naik, a history researcher with the Odisha unit of INTACH (Indian National Trust for Art and Cultural Heritage), explained that Alasa Kanya is a Surasundari in Kalingan temple iconography, representing an indolent maiden. These Surasundaris are depicted in various poses, primarily in early-medieval Kalingan temple architecture. Shilpa Prakasha, a medieval text on Kalinga temple architecture and design, describes 16 distinct types of Alasa Kanyas, including Torana, Mugdha, Manini, Dalamalika, Padmagandha, Darpani, Vinyasa, Ketakibharana, Matrmurti and Chamara. Simhachalam and Konark temples, both built during the reign of Eastern Ganga Emperor Narasimha Deva I, feature Alasa Kanyas prominently. Bhubaneswar: A patient who fell critically ill after consuming gruel made from mango kernels passed away on Monday while undergoing treatment at SCB Medical College and Hospital (SCBMCH) in Cuttack. This latest fatality brings the death toll from mango kernel poisoning to three. The deceased, identified as Jita Majhi from Mandipanka village, had been transferred to SCBMCH along with another patient from MKCG Medical College and Hospital (MKCGMCH) after their conditions worsened. While the second patient remains in critical condition and is receiving treatment, Majhi succumbed despite intensive care measures. Despite our best efforts, we could not save Jita Majhi, who had been undergoing hemodialysis with ventilator support. She passed away at approximately 2:15 PM in the ICU of the Medicine Ward, the hospital stated in an official release. This tragedy follows the earlier deaths of two tribal women at MKCGMCH in Berhampur, who had also consumed mango kernel gruel. Six others who consumed the gruel were hospitalized in critical condition. The incident occurred in Mandipanka village under the Daringbadi block of Kandhamal district. Bhubaneswar: Senior BJP leader and former Odisha minister Samir Dey passed away on Monday afternoon while undergoing treatment at Ashwini Hospital in Cuttack. He was 67. According to reports, Dey was admitted to the hospital in Cuttacks CDA area on November 1 after his health deteriorated. Samir Dey was suffering from high blood pressure and diabetes. Two years ago, he underwent a kidney transplant. Recently, he was diagnosed with pneumonia and a liver infection, which eventually led to multi-organ failure. Despite our best efforts, we couldnt save him. He breathed his last at 1.50 pm today, said Dr Sampad Das of Ashwini Hospital. A prominent figure in Odishas political landscape, Dey served as the states minister for higher education in the then Chief Minister Naveen Patnaiks cabinet from 2004 to 2009. He also held the portfolio for urban development and higher education between 2000 and 2004. Dey was elected thrice in succession to the Odisha Legislative Assembly, representing Cuttack City in 1995, 2000, and 2004. In the 1990s, Dey played a pivotal role in energizing the BJP in Odisha. His leadership and a strong cadre of youth supporters transformed the party into a formidable force in the state. Bhubaneswar: The Orissa High Court ruled that Cuttack Central Cooperative Bank (CCB) must release the gratuity dues of Sarojini Dei, a retired employee, which had been withheld due to her role as a loan guarantor for two individuals. The court dismissed the bank's argument that her gratuity could be forfeited due to her guarantee liabilities, which had been secured through a fixed deposit. Justice Sanjaya Kumar Mishra, in his judgment, observed that Sarojini Dei had not agreed in writing to have her gratuity adjusted against the loan dues. Additionally, there were no provisions in Cuttack CCB's staff service rules to withhold gratuity after an employee's retirement, especially when their services were not terminated for misconduct. The judgment came after a similar ruling last month, where the court upheld the release of gratuity dues for another retired CCB employee, Nalinikanta Sarangi. Both cases involved the withholding of gratuity due to pending disciplinary or vigilance proceedings, which the court deemed unjustified in the absence of specific provisions in the bank's rules. Around 500 retired employees from various district cooperative banks in the state, including 45 retirees from the Orissa State Cooperative Bank, are reportedly awaiting their withheld dues.

However, the boyfriend allegedly with the help of the cafe owner filmed on his phone some of their intimate moments there. With that video, the boyfriend and his friends blackmailed her and raped her multiple times. Therefore, I urged the DGP to investigate why the FIR was not lodged at first, she told reporters. The delay is alarming and raises serious concern about the responsiveness of the law enforcement agencies, especially when it comes to addressing the crimes against women, she added. Stating that such type of incidents had never taken place in Cuttack, which is densely populated, she said, If such incidents are happening now in this city, then it is a matter of worry. Designed to tackle traffic congestion and improve connectivity, the metro system promises a significant upgrade in public transportation across Bhubaneswar. The BMRP will see metro trains operating on elevated tracks, positioned approximately 13 meters above ground level, providing an unobstructed flow of traffic beneath. Notable areas such as Rajmahal, Jayadev Vihar, and Baranga will feature even higher elevations for the tracks, ensuring seamless integration with the citys current infrastructure. According to project plans, metro trains will be available every 10 minutes to accommodate commuters, aiming to ease daily travel challenges and promote a shift toward public transport. The metro fleet will consist of 13 trains, each comprising three coaches, capable of moving a significant number of passengers with frequency and efficiency. The groundwork for the BMRP is currently progressing with soil testing across various strategic locations. Soil samples, extracted from depths of 50 to 60 meters, are being sent to laboratories in Delhi and Cuttack for analysis. This process is essential for ensuring the safety and stability of the elevated tracks. According to officials, the soil testing phase is expected to be completed within the next two months. Upon completion of soil testing, the project will move to the foundation design phase. Additionally, work on a casting yard at Ghatikia is underway, where essential components for the metros elevated structure will be manufactured. Bhubaneswar: Odisha Revenue and Disaster Management minister Suresh Pujari on Monday said as per preliminary assessment severe cyclone Dana has caused damage to public and private properties worth around Rs 600 crore in the state. 'Dana' struck the eastern coast early on October 25, triggering torrential rain and high-speed winds uprooting trees and electric poles and causing significant damage to infrastructure and crops in 14 districts of Odisha. Speaking to media persons here, Pujari said as per preliminary estimate the state suffered Rs 600 crore damage due to the cyclone. The final damage assessment report will come up in a day or two, he said. The minister said that a total of 166 blocks in 14 districts have been either partially or fully affected by the cyclone. The districts are - Angul, Balasore, Bhadrak, Cuttack, Dhenkanal, Ganjam, Jagatsinghpur, Jajpur, Kendrapara, Keonjhar, Mayurbhanj, Nayagarh, Khurda, and Puri. A huge volume of standing crops and houses have been damaged in the cyclone. Maximum volume of damage caused in the districts of Balasore, Bhadrak and Kendrapara. The Energy department has suffered severe damage while the Panchayati Raj department has yet to submit its damage report, he said. After getting the final damage assessment report from Odisha, the central team would visit the state to hold discussions with the state government, the minister said.

Bhubaneswar: At least two persons died and 50 people were injured in various incidents of fire across Odisha during Diwali celebrations, police said on Friday. In addition, properties valued at lakhs of rupees were gutted during the festival of lights on Thursday night, the police said. Two minor boys succumbed to burn injuries and one woman was injured in a fire incident at Batagaon in Puri town following a firecracker blast. The deceased were identified as Sanjay Jena and Bula Rout. Rout's sister-in-law Lipa Routh received critical burn injuries and is under treatment at a hospital in Bhubaneswar, a police officer said. The deceased had reportedly suffered 80 per cent burns. Puri Superintendent of Police Vinit Agarwal said an investigation is on into the firecracker explosion and stringent action will be taken against those involved in illegal cracker manufacturing. Around 25 garment shops were gutted in a fire that broke out in a market in Bhubaneswar early on Friday, police said. No one was injured in the incident but garments were damaged due to the blaze, a senior police officer said. A report from Capital Hospital in Bhubaneswar said that over two dozen people, including young boys, girls and children received burn injuries due to firecrackers-related mishaps at different parts of the state capital. While many were released after first aid, others had to be admitted to hospitals. Around 17 people were admitted to SCB Medical College and Hospital in Cuttack after they received burn injuries while celebrating Diwali, hospital sources said. In an incident at Rayagada, a stationery store was completely gutted after it caught fire during the celebrations. The shop owner used to sell petrol in bottles and those caught fire while bursting crackers. At least eight people suffered injuries while bursting crackers in Balasore district. The injured were mostly minors. They were admitted to Balasore District Headquarters Hospital. In Mayurbhanj, two persons sustained injuries in firecracker-related mishaps. They were admitted to Baripada Hospital. A report from Bhadrak district said that three children and two youths from different places like Charampa, Dhusuri, Simulia and Kudabarua were also admitted to Bhadrak District Headquarters Hospital due to burn injuries. In addition, two persons sustained burn injuries on their hands in Sambalpur district.
Dr. Phani Mohanty Gets Prestigious Godabarish Mishra Samman
Bhubaneswar: Eminent poet Dr. Phani Mohanty has been felicitated with the prestigious 'Godabarish Misha Samman' for his outstanding contributions to Odia literature. Dr. Mohanty was felicitated on Saturday evening by Justice Aditya Kumar Mohapatra of High Court of Orissa at a special function organised at Sarala Bhawan, Cuttack, by Sarala Sahitya Sansad on the occasion of 138th birth anniversary of Pandit Godabarish Mishra. Presided over by Sarala Sahitya Sansad president Dr. Pravakar Swain, the function was attended by Dr. Sanghamitra Bhanja, head of Odia department of Rama Devi University and literateur Satyanarayan Panda. Dr. Mohanty was felicitated with a citation and a cash reward of Rs 50,000.
Cyclone Dana Ravages Odisha Coast, Leaves Farmers and Fishermen Devastated
BHUBANESWAR: The severe cyclonic storm Dana, which made landfall on Odisha's coast Thursday night, has left widespread devastation in its wake, particularly impacting farmers and fishermen across coastal regions. Hundreds of thatched homes were either partially or completely destroyed, while the boats of local fishermen were wrecked, dashed against rocks by the strong winds. Thousands of acres of farmland, including paddy crops in the flowering stage, were inundated by tidal surges and heavy rain, dashing farmers' hopes for a good harvest this season. On Friday morning, Chief Minister Mohan Charan Majhi reviewed the states response to the disaster and directed district collectors to prepare detailed damage reports, with submission deadlines set for seven days. After landfall at Habalikhati Nature Camp, near Bhitarkanika in Kendrapara district, around midnight, Cyclone Dana brought heavy rains and powerful winds. Homes with thatched and asbestos roofs were torn apart, while uprooted trees and downed electric poles blocked major roadways. Odishas revenue minister, Suresh Pujari, reported that the cyclone, which hit at 12:05 a.m., brought wind speeds of up to 110 km/h, continuing to batter the coast into Friday afternoon. Kendrapara, Jagatsinghpur, Bhadrak, and Balasore bore the full brunt of the storm, with thatched homes and asbestos roofs destroyed across fishing villages. Thousands of trees were uprooted as the cyclone ripped through the region. In response, teams from the National Disaster Response Force (NDRF), Odisha Disaster Rapid Action Force (ODRAF), and Fire Services launched immediate rescue and recovery operations, working tirelessly to clear roads and restore access to essential services. By the afternoon, cleared roads allowed relief teams to bring food, drinking water, and medicine to the affected areas. Tidal surges as high as two meters were reported at the landfall site, compounding the devastation. Tragically, an 80-year-old woman passed away at a cyclone shelter in Kendrapara district, while in Bhadraks Dhamra region, high tides surged several kilometers inland, flooding homes and farmland and displacing more residents. With the cyclone weakening to a depression, restoration and relief efforts accelerated. Fire Services, ODRAF, and NDRF teams were actively engaged in removing uprooted trees and clearing public roads to restore normalcy. The districts of Bhadrak, Balasore, and Kendrapara, which were hardest hit, woke up Friday to turbulent seas, gusty winds, and rainfall, while residents of Cuttack, Bhubaneswar, and Puri experienced only light showers and cloudy skies. Director General of Fire Services, Sudhansu Sarangi, assured that restoration work was progressing rapidly. Three districts have been heavily impacted: Kendraparas Pattamundai, Rajakanika, and Rajnagar; Balasores Soro, Baripada, and Khaira; and Bhadraks Chandbali, Dhamnagar, and Basudevpur. There was a partial impact in Jagatsinghpurs Kujang area, he said. Chief Minister Majhi has directed us to prioritize clearing all blocked roads. Our immediate focus is on removing trees blocking main roads and access routes to hospitals and other essential institutions. Trees that have fallen on homes and electric poles will also be addressed with urgency, Sarangi added. We are fully equipped to handle the situation. There is no need for alarm, as every fire station in Odisha is a nodal center for disaster response, equipped with advanced tools used by both NDRF and ODRAF, he stated confidently.
