Haryana: Citizens' report calls for 'no-go' zones for mining in the Aravallis

CHANDIGARH: A citizens' report has been submitted to Union Environment Minister Bhupender Yadav and Haryana Chief Minister Nayab Singh Saini, demanding the declaration of 'NO-GO' areas for mining and stone crushing in the Aravallis. It also calls for a law that classifies the destruction of this ancient mountain range as an ecological crime in Haryana. The report, titled State of the Haryana Aravallis: Citizens Report Part 1, was submitted by the environmental collective 'People for Aravallis'. It outlines the status of the Aravalli range across seven Haryana districts, Nuh, Faridabad, Gurugram, Rewari, Mahendergarh, Charkhi Dadri and Bhiwani. The report highlights that due to rampant mining (both licensed and illegal), deforestation, encroachments, and diversion of Aravalli land for various projects, the two-billion-year-old range is on the brink of extinction. Neelam Ahluwalia, Founder Member of People for Aravallis, said, This report is the first in the series of reports that our group is sharing with our elected representatives and bureaucracy, on the dismal health of our lifeline which is vital for clean air and water security. In the backdrop of the Supreme Court this week expressing serious concern over continuing illegal mining across the 670-kilometre Aravalli range and giving the Centre-led Committee a final two-month deadline to arrive at a uniform definition of the ecologically crucial mountain range, this report highlights the extremely worrying status of the Aravalli hills and forests in Haryana, she said. She added that the destruction has resulted from a lack of legal safeguards and ground-level protection, with significant consequences for the environment and public health in the region. Dr R.P. Balwan, Retired Conservator of Forests, South Circle Haryana, stated, In the report we have showcased in detail how licensed mining and stone crushing units across the Haryana Aravallis have been flouting rules and regulations, and how illegal mining continues brazenly in most districts in various ways. It also states how out of the seven districts where the Aravallis are present in Haryana, in two districts, licensed mining operations have wiped out most of the two-billion-year-old range. Only a few small hillocks stand in the name of the mighty Aravallis in Bhiwani district! he said. He further noted, The policy decision to allow mining in all the Aravalli hills in Charkhi Dadri district in 2015, other than one hill range which comes under the Aravalli plantation project, has over the last decade resulted in the near annihilation of one of the oldest geological features in the world in this district. Citing a specific case, Dr Balwan added, In Rajawas village in Mahendergarh district, where the Aravalli area was designated as Protected Forest under the Nicobar Swap, in a serious case of illegality, 24 per cent of this PF land was auctioned for mining in 2023. This area is extremely rich in biodiversity with native tree species like Khair, Dhok, Rohida, Dhoodi, Khejri, Hingot, Kair, and some endangered tree species like Guggul, Jaal and Salar. It is also a habitat for many endangered and vulnerable wildlife species such as the rare Rusty Spotted Cat, Leopard, Striped Hyena, Indian Small Civet, Bengal Monitor Lizard, Owl, and Eagle, he said. The report identifies over 60 documented locations and hotspots of illegal mining across the Mahendergarh, Nuh and Gurugram Aravallis, stressing the urgent need for surveillance, protection, and ecological restoration. Indias National Capital Region and Haryana state will soon become a desert and water-starved at the current rate of destruction of the Aravalli hills, which serve as the only shield preventing the expansion of the Thar desert into Haryana and Delhi-NCR, warned Balwan. Dr Rajendra Singh, renowned water conservationist from Rajasthan, added, All the demands made in this report, especially the creation of NO-GO areas for mining and stone crushing, are a must to be implemented to save what is left of the Aravalli hills and centuries-old forests across Gujarat, Rajasthan, Haryana and Delhi. Our elected leaders in the Aravalli states and at the Centre should also consider introducing a law that makes destruction of Aravallis an ecological crime punishable in the strictest way possible so that people indulging in illegal activities know that they will be severely punished, he added. FARIDABAD: The district jail administration released a POCSO prisoner instead of the prisoner who was supposed to be released on bail due to a mix-up of names, police said on Friday. After the release of the wrong prisoner, a case has been registered against the POCSO prisoner for hiding his identity and getting released at the Sadar police station. The police have begun searching for the prisoner and he will be arrested soon, assured Sadar police station SHO Umesh Kumar. 27-year-old Nitesh Pandey, son of Ravinder Pandey, was arrested on October 2021 for repeatedly raping a nine-year-old boy in Faridabad. Complicating matters, there is a second individual named Nitesh, who is 24 years old and also has a father named Ravinder. He was jailed the previous Sunday on charges of house trespass and assault. Both men were lodged in Neemka jail, Faridabad, the police said. The second Nitesh, accused of assault, was granted bail on Monday by the Faridabad court Chief Judicial Magistrate. He was set to be released from jail on Tuesday, however, authorities released Nitesh Pandey, the rape accused. The jail administration now claims that Nitesh Pandey managed to obtain his release by hiding his identity. We have lodged a complaint with the Sadar Police Station against Nitish Pandey for obtaining his release by hiding his identity, Jail Deputy Superintendent Vikram Singh said.

CHANDIGARH: A 40-year-old man who had tested positive for Covid died early this morning at the Government Medical College and Hospital (GMCH), Sector 32, Chandigarh. The man, originally from Firozabad in Uttar Pradesh, had been referred to GMCH from Ludhiana after testing positive for Covid. He was admitted to the Covid unit of the hospital, where he was kept in isolation. This marks the first confirmed Covid-related death in Chandigarh. Sources said the hospital authorities have not yet confirmed whether the infection was caused by the latest JN.1 variant. Confirming the death, Medical Superintendent of Government Medical College and Hospital (GMCH), Sector 32, GP Thami said the patient had been admitted to the hospital two days ago with severe respiratory problems. He tested positive for COVID-19 on Tuesday and died today. We tested him on the second day as he came with respiratory issues and was put on a ventilator and was immediately placed in isolation within the Covid ward. Haryana reports four new COVID cases: Health Minister urges residents to take proper precautions

CHANDIGARH: Haryana has reported four new Covid cases, two each from Gurugram and Faridabad, amid rising infections in other parts of the country. According to sources, all four patients, comprising two men and two women, have tested positive for the Omicron variant of the virus. All four individuals were previously vaccinated and have no recent international travel history. Their symptoms are mild, and they are currently stable under home quarantine. A person from the Gurugram district who was earlier detected with the virus has already recovered. Haryana Health Minister Arti Singh Rao said that the state health department is closely monitoring the situation to ensure public safety and preparedness. There was no cause for panic. This variant is mild and manageable, and we are following all advisories issued by the Government of India from time to time. Punjab all set for mock drills in 20 towns as nation ramps up defence preparedness

CHANDIGARH: Amid heightened tensions between India and Pakistan, civil defence mock drills will be held at 20 places in Punjab, besides several locations in Haryana and the Union Territory of Chandigarh on Wednesday, as per instructions issued by the Ministry of Home Affairs (MHA). In Punjab, the mock drills will be held in Amritsar, Bathinda, Ferozepur, Gurdaspur, Batala, Hoshiarpur, Ludhiana, Jalandhar, Adampur, Halwara, Patiala, Pathankot, Barnala, Mohali, Faridkot, Kotkapura, Rupnagar, Bhakra Nangal, Sangrur and Abohar. Punjab Finance Minister Harpal Singh Cheema said, The civil defence teams and Punjab Police, along with the Home Ministry, will conduct mock drills tomorrow, adding that the state government, led by Chief Minister Bhagwant Mann, is closely monitoring the exercise to ensure the safety of citizens. Preparations are almost complete for conducting the mock drills. The objective of the drills is to create awareness among the public and take necessary precautions in the event of any attack, he added. Cheema said the directions of the Home Ministry will be followed during the mock drills. Sources said that public announcements will be made before the drills. As per the guidelines issued by MHA, the drills will include activation of air raid warning sirens, training of civilians, students and others in civil defence procedures to protect themselves in the event of a hostile attack, implementation of crash blackout measures, early camouflaging of vital plants and installations, updating and rehearsing of evacuation plans. The ministry had asked several states to conduct mock drills on May 7 for effective civil defence. In the meeting today, the issue of sirens was raised as for many years these have not been tested thus many might be dysfunctional for that we need to first check the working of all the civil and defence siren systems and these will be tested. Thus people should not panic, said a senior functionary who took part in the meeting. MHA conducts key review meeting ahead of massive civil defence mock drill, identifies 19 'top priority' sites Meanwhile, Ferozepur Deputy Commissioner Deepshikha Sharma said as part of the mock drill preparations, six civil defence sirens will be sounded in the city and the Ferozepur Cantonment area from 7 to 7.15 pm on Tuesday. These sirens will be sounded for the preparation of the May 7 mock drill, she said, adding that there was no need to worry. A senior police official in Ferozepur said a blackout rehearsal will be carried out from 9 to 9.30 pm on Wednesday and police patrolling teams will be deployed. In Haryana too, mock drills will be conducted at many places, including Ambala, Faridabad, Gurugram, Hisar, Panchkula, Panipat and Rohtak. In a letter to the chief secretaries of all states and administrators of Union Territories, the MHA stated that the measures to be taken during the mock drills include the operationalisation of air-raid warning sirens, training civilians on civil-defence aspects to protect themselves in the event of a hostile attack and cleaning bunkers and trenches. The other measures are provisions for crash-blackout measures, early camouflaging of vital plants and installations and updating and rehearsing evacuation plans. The mock drills also include the operationalisation of hotline and radio-communication links with the Indian Air Force (IAF), testing the functionality of control rooms and shadow control rooms. Only one operational old age home in Haryana, Human Rights Commission pulls up authorities over delays

CHANDIGARH: There is only one operational old-age home in Haryana as per the status report given to the Haryana Human Rights Commission (HHRC) by the authorities. The commission has raised serious concerns over the sluggish pace of old-age home construction across the state. In a review conducted in compliance with its earlier order dated January 31 the commission noted that only one old age home in Rewari district is currently operational, nearly two years after its inauguration on January 6, 2023. As per the status report received on April 1, this year the land has not yet been identified for old age homes in Jhajjar, Palwal, Panipat, Rohtak, and Sirsa districts. Meanwhile, districts like Gurugram, Kaithal, CharkhiDadri, Mahendragarh, and Nuh have earmarked land and have initiated the construction process. Construction remains pending in Faridabad, Fatehabad, Hisar, Jind, Kurukshetra, Sonipat, and Yamunanagar due to a lack of planning approvals. However, work is ongoing in Karnal under the Smart City Project and in Panchkula under the supervision of the Mata Mansa Devi Shrine Board. During a virtual inspection of the Rewari old age home, the commission found that only 12 senior citizens (9 men and 3 women) were residing in a facility built to house 170 residents. Several hygiene issues were observed, including unclean washrooms, poor kitchen conditions, and insufficient staff only one safaisewak was deployed, which was deemed inadequate for maintaining cleanliness. A full commission bench comprising Chairperson Justice (Retd) Lalit Batra, Judicial Member Kuldip Jain, and Member Deep Bhatia, invoked Section 19 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which mandates at least one Old Age Home in every district. The Commission reaffirmed that ensuring dignity and security for the elderly is a constitutional and moral obligation of the state. To expedite progress, the commission has directed the following senior officials to personally monitor and accelerate the construction of old age homes: Additional Chief Secretary, Department of Social Justice and Empowerment, Chief Administrator, HSVP, Panchkula, Director, Development and Panchayats Department and Director, Town and Country Planning Department. According to Dr Puneet Arora spokesman of the commission and protocol officer, the commission has sought a detailed action taken report from the concerned departments by July 29 this year.

Five killed as SUV Thar falls into Alaknanda river in Uttrakhand

DEHRADUN: A Thar SUV en route from Faridabad to Gochar veered out of control, plummeted into a deep gorge and landed in the Alaknanda River. The incident occurred near Mulyagaon in the Devprayag area of Uttarakhand on April 12 morning, claiming the lives of five individuals. Initial reports suggest the driver lost control of the vehicle while attempting to navigate a bend in the road. Upon receiving information from local villagers, a swift response was initiated by the State Disaster Response Force (SDRF). A rescue team, led by Inspector Manjari Negi of SDRF, was immediately dispatched to the accident site. They commenced a search and rescue operation, utilizing rafts to access the precarious location and locate the occupants. Despite their efforts, the accident proved fatal for most. Speaking to TNIE, SDRF inspector Kavindra Sajwan said, The incident occurred near Devprayag, a significant pilgrimage site, on National Highway 58. According to initial reports, the Thar vehicle veered out of control and plummeted approximately 300 meters into the gorge, landing in the Alaknanda River. Upon reaching the scene, our team acted swiftly, using ropes and a crane to pull the vehicle from the deep gorge to the riverbank, stated SDRF Inspector Kavindra Sajwan while speaking to TNIE. With the help of rescue equipment, we cut open the vehicle and recovered the five bodies. The bodies were then extricated from the gorge using stretchers and handed over to the district police. The deceased have been identified as Sunil Gusain, Resident of Faridabad; Meenu (Wife of Sunil), Resident of Faridabad; Sujal (Son of Sunil), Resident of Faridabad; Nukku (Son of Sunil), Resident of Faridabad; and Aditya (Son of Madan), Resident of Faridabad.

Study reveals India unprepared for growing heatwave threat; warns of rising deaths

NEW DELHI: A new report indicates India is poorly prepared to handle the increasing number of extreme heatwaves in the future. It claims the country primarily focuses on immediate responses to heatwaves while long-term strategies remain scarce. It warns that India may witness more deaths due to more frequent, intense, and prolonged heatwaves in the coming years. The report is produced by the Sustainable Futures Collaborative (SFC), a non-profit based in New Delhi, and co-authored by scholars from Kings College London, Harvard University, Princeton University, and the University of California, Berkeley. Many long-term measures must be implemented now, with urgency, to have a chance of preventing significant increases in mortality and economic damage in the coming decades, says Aditya Valiathan Pillai, a researcher at Kings College London and coauthor of the study. Experts pointed out that a major problem with short-term measures is that their impact cannot be easily verified until long-term measures are implemented. Short-term measures are life-saving actions, while long-term actions look at strengthening and capacity-building health systems and environmental steps to reduce future impact. It surveys nine major metro cities and identifies short-term and long-term emergency measures to mitigate rising heatwaves. These cities Bengaluru, Delhi, Faridabad, Gwalior, Kota, Ludhiana, Meerut,Mumbai and Surat together make up over 11 percent of Indias urban population, according to Census 2011, and are some of Indias most at-risk cities for future heat. The report finds that the surveyed cities focus on immediate responses to heat waves, while long-term actions remain rare. Even where they do exist, they are poorly targetted. The report recommends urgent institutional changes to measures, including assessing vulnerability and identifying urban heat islands, building the capacity of health staff and implementers of the heat action plan, and investing in technology to provide energy-efficient cooling devices. However, the report also underlined barriers to implementing the heat wave mitigation action plan. It states that coordination problems among institutions emerged as the top barrier, followed by competing priorities limiting the focus on heat. Around 14% of surveyed people said they do not see heat as a problem. The study used different climate models to identify the nine cities with a recent rise in dangerous heat index values and a population above one million. For analysis, interviews were conducted with city, district, and state government officials responsible for implementing heat actions in these cities.

CHANDIGARH: The mayoral candidate of the BJP won the Ambala municipal corporation and its nominees were leading in eight other civic bodies in Haryana, as the counting of votes for the recently held elections went underway on Wednesday. The Congress, which was hoping to make a comeback after suffering a defeat in the 2024 Assembly polls, was trailing. Elections for the posts of mayor and ward members in the municipal corporations of Manesar, Gurugram, Faridabad, Hisar, Rohtak, Karnal, Yamunanagar, Panipat, Ambala and Sonipat were held earlier this month. Bypolls for the post of mayor in the municipal corporations of Ambala and Sonipat were also held. In Manesar, however, BJP candidate Sunder Lal was trailing Independent candidate Inderjeet Yadav. Praveen Popli of the BJP was leading from Hisar over the Congress' Krishan Singla. In Karnal, the BJP's Renu Bala Gupta was ahead of the Congress' Manoj Wadhwa. In Panipat, the BJP's Komal Saini was leading over Congress' Savita Garg while Ram Avtar of the Safron outfit was leading over Surajmal Kiloi in Rohtak. Assam's Byrnihat tops global pollution list; Delhi most polluted capital: Report

NEW DELHI: Thirteen of the world's top 20 most polluted cities are in India, with Byrnihat in Assam topping the list, according to a new report published on Tuesday. The World Air Quality Report 2024 by Swiss air quality technology company IQAir said Delhi remains the most polluted capital city globally, while India ranked as the world's fifth most polluted country in 2024, down from third in 2023. Four cities in neighbouring Pakistan and one in China are among the world's top 20 polluted cities. The report said India saw a 7 per cent decline in PM2.5 concentrations in 2024, averaging 50.6 micrograms per cubic metre, compared to 54.4 micrograms per cubic metre in 2023. Yet, 13 of the world's 20 most polluted cities are in India. Air pollution in Delhi worsened, with the annual average PM2.5 concentration rising from 102.4 micrograms per cubic metre in 2023 to 108.3 micrograms per cubic metre in 2024. The Indian cities in the world's top 20 most polluted cities are Byrnihat, Delhi, Punjab's Mullanpur, Faridabad, Loni, Gurugram, Ganganagar, Greater Noida, Bhiwadi, Muzaffarnagar, Hanumangarh and Noida. Overall, 35 per cent of the Indian cities reported annual PM2.5 levels exceeding 10 times the WHO limit of 5 micrograms per cubic metre, the report said. The high level of pollution in Byrnihat, a town on the border of Assam and Meghalaya, is due to emissions from local factories, including distilleries, iron and steel plants. Delhi grapples with high air pollution year-round and the problem worsens in winter when unfavourable meteorological conditions, combined with vehicular emissions, paddy-straw burning, firecrackers and other local pollution sources, make the air quality hazardous. Air pollution remains a serious health risk in India, reducing life expectancy by an estimated 5.2 years. According to a Lancet Planetary Health study published last year, about 1.5 million deaths in India every year from 2009 to 2019 were potentially linked to long-term exposure to PM2.5 pollution. PM2.5 refers to tiny air pollution particles smaller than 2.5 microns, which can enter the lungs and bloodstream, leading to breathing problems, heart disease and even cancer. Sources include vehicle exhaust, industrial emissions and the burning of wood or crop waste. Former WHO chief scientist and health ministry advisor Soumya Swaminathan said India has made progress in air quality data collection but lacks sufficient action. We have the data; now we need action. Some solutions are easy like replacing biomass with LPG. India already has a scheme for this, but we must further subsidise additional cylinders. The first cylinder is free, but the poorest families, especially women, should receive higher subsidies. This will improve their health and reduce outdoor air pollution, she told PTI in an interview. In cities, expanding public transport and imposing fines on certain cars could help. A mix of incentives and penalties is necessary, she said. Finally, strict enforcement of emission laws is crucial. Industries and construction sites must comply with regulations and install equipment to cut emissions instead of taking shortcuts, the former director general of the Indian Council of Medical Research added.

NCW to open pre-marital counselling centres in nine states to guide couples for happy marriage

NEW DELHI: To guide the younger generation on leading a happy married life, the National Commission for Women (NCW) will set up as many as 21 pre-marital counselling (PMC) centres across nine states. NCW Chairperson Vijaya Rahatkar said on Friday that these centres, which will be launched on International Womens Day on March 8, will provide expert guidance on the social, psychological, and behavioural aspects of marriage to the soon-to-be married couple. The aim is to guide the younger generation on how to have a happy marriage, she told the media. These centers, named Tere Mere Sapne will help individuals and families navigate matrimonial relationships with greater awareness and support from expert counselors and psychologists. Strong marriages are built on understanding and communication. These centers will help young couples and their families address concerns openly, ensuring healthier and more informed relationships, she further said. The NCW chief said that the Tere Mere Sapne centres will be set up near marriage registration offices. The initiative is being launched following extensive consultations with over 100 experts from across the country. We held consultations in Pune, where experts discussed what should be included in the PMC programme. We also conducted 'training of trainers' for counsellors to identify key topics that need to be covered, she said. These centres will be established in Rajasthan's Bikaner, Madhya Pradesh's Bhopal, Maharashtra's Nashik, Latur, and Mumbai, and Gujarat, Odisha, Kerala, and Faridabad in Uttar Pradesh. We plan to have such centres in every district of the country. Each centre will require a space of 150-200 square feet and will be staffed by trained counsellors, she said. Rahatkar said she has also urged district collectors to support the initiative by putting up hoardings and banners, and distributing brochures in universities, offices, and marriage registration venues. We have prepared well, but as we move forward, new issues will emerge. We plan to engage with colleges and create social media platforms to reach a wider audience, she said. The initiative will be launched in collaboration with the Akhil Bharatiya Abhivakta Parishad, a lawyers' body. The NCW will host an event on March 8-9 in Chhatarpur to honour over 1,200 women advocates. On the occasion of International Women's Day, on Saturday, the NCW will also organise a special exhibition in Parliament to honour 15 women who played a pivotal role in the drafting of the Constitution.

AHMEDABAD: In a high-stakes raid in Faridabad, Haryana, a joint team of Gujarat ATS, Faridabad STF, and the Intelligence Bureau (IB) nabbed a suspected terrorist. Authorities recovered two hand grenades and seized suspicious videos containing sensitive details linked to specific locations and religious aspects. Abdul Rehman, 19, a resident of Milkipur in Faizabad, Uttar Pradesh, was arrested in a late-night raid in Faridabad. Acting on central agency intelligence, security forces tracked him down to a dilapidated house in the Pali area on Sohna Road. After an intense four-hour search, the teams took him into custody. A terrorist organisation has once again become active in Ahmedabad, spreading fear, Gujarat ATS source revealed. Intelligence revealed the presence of two terrorists near Haryana, one of whom was identified as 19-year-old Abdul Rehman. According to a Gujarat ATS source, Abdul Rehman was linked to a terrorist organisation through social media, triggering a joint operation with Haryana police to track his movements. Once intelligence confirmed his involvement, he was taken into custody. Sources revealed that suspicious videos were recovered from him, prompting intense questioning. Investigating agencies are now tracing his local contacts to uncover potential networks. Abdul had been living in Pali village under a false identity for several days. When the team moved in, he attempted to flee but was swiftly captured. As the operation unfolded, Faridabad police also rushed to the scene. The teams found two hand grenades in his possession, leading to an immediate call for the bomb disposal squad. A total of 151 candidates are contesting for the posts of president in 23 municipal committees. In some wards, only one candidate has filed a nomination, leading to their unopposed election. The polls are being conducted through EVMs. Polling for the Panipat municipal corporation will take place on March 9.
