CHANDIGARH: There is only one operational old-age home in Haryana as per the status report given to the Haryana Human Rights Commission (HHRC) by the authorities. The commission has raised serious concerns over the sluggish pace of old-age home construction across the state. In a review conducted in compliance with its earlier order dated January 31 the commission noted that only one old age home in Rewari district is currently operational, nearly two years after its inauguration on January 6, 2023. As per the status report received on April 1, this year the land has not yet been identified for old age homes in Jhajjar, Palwal, Panipat, Rohtak, and Sirsa districts. Meanwhile, districts like Gurugram, Kaithal, CharkhiDadri, Mahendragarh, and Nuh have earmarked land and have initiated the construction process. Construction remains pending in Faridabad, Fatehabad, Hisar, Jind, Kurukshetra, Sonipat, and Yamunanagar due to a lack of planning approvals. However, work is ongoing in Karnal under the Smart City Project and in Panchkula under the supervision of the Mata Mansa Devi Shrine Board. During a virtual inspection of the Rewari old age home, the commission found that only 12 senior citizens (9 men and 3 women) were residing in a facility built to house 170 residents. Several hygiene issues were observed, including unclean washrooms, poor kitchen conditions, and insufficient staff only one safaisewak was deployed, which was deemed inadequate for maintaining cleanliness. A full commission bench comprising Chairperson Justice (Retd) Lalit Batra, Judicial Member Kuldip Jain, and Member Deep Bhatia, invoked Section 19 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which mandates at least one Old Age Home in every district. The Commission reaffirmed that ensuring dignity and security for the elderly is a constitutional and moral obligation of the state. To expedite progress, the commission has directed the following senior officials to personally monitor and accelerate the construction of old age homes: Additional Chief Secretary, Department of Social Justice and Empowerment, Chief Administrator, HSVP, Panchkula, Director, Development and Panchayats Department and Director, Town and Country Planning Department. According to Dr Puneet Arora spokesman of the commission and protocol officer, the commission has sought a detailed action taken report from the concerned departments by July 29 this year.

Five killed as SUV Thar falls into Alaknanda river in Uttrakhand
DEHRADUN: A Thar SUV en route from Faridabad to Gochar veered out of control, plummeted into a deep gorge and landed in the Alaknanda River. The incident occurred near Mulyagaon in the Devprayag area of Uttarakhand on April 12 morning, claiming the lives of five individuals. Initial reports suggest the driver lost control of the vehicle while attempting to navigate a bend in the road. Upon receiving information from local villagers, a swift response was initiated by the State Disaster Response Force (SDRF). A rescue team, led by Inspector Manjari Negi of SDRF, was immediately dispatched to the accident site. They commenced a search and rescue operation, utilizing rafts to access the precarious location and locate the occupants. Despite their efforts, the accident proved fatal for most. Speaking to TNIE, SDRF inspector Kavindra Sajwan said, The incident occurred near Devprayag, a significant pilgrimage site, on National Highway 58. According to initial reports, the Thar vehicle veered out of control and plummeted approximately 300 meters into the gorge, landing in the Alaknanda River. Upon reaching the scene, our team acted swiftly, using ropes and a crane to pull the vehicle from the deep gorge to the riverbank, stated SDRF Inspector Kavindra Sajwan while speaking to TNIE. With the help of rescue equipment, we cut open the vehicle and recovered the five bodies. The bodies were then extricated from the gorge using stretchers and handed over to the district police. The deceased have been identified as Sunil Gusain, Resident of Faridabad; Meenu (Wife of Sunil), Resident of Faridabad; Sujal (Son of Sunil), Resident of Faridabad; Nukku (Son of Sunil), Resident of Faridabad; and Aditya (Son of Madan), Resident of Faridabad.

Study reveals India unprepared for growing heatwave threat; warns of rising deaths
NEW DELHI: A new report indicates India is poorly prepared to handle the increasing number of extreme heatwaves in the future. It claims the country primarily focuses on immediate responses to heatwaves while long-term strategies remain scarce. It warns that India may witness more deaths due to more frequent, intense, and prolonged heatwaves in the coming years. The report is produced by the Sustainable Futures Collaborative (SFC), a non-profit based in New Delhi, and co-authored by scholars from Kings College London, Harvard University, Princeton University, and the University of California, Berkeley. Many long-term measures must be implemented now, with urgency, to have a chance of preventing significant increases in mortality and economic damage in the coming decades, says Aditya Valiathan Pillai, a researcher at Kings College London and coauthor of the study. Experts pointed out that a major problem with short-term measures is that their impact cannot be easily verified until long-term measures are implemented. Short-term measures are life-saving actions, while long-term actions look at strengthening and capacity-building health systems and environmental steps to reduce future impact. It surveys nine major metro cities and identifies short-term and long-term emergency measures to mitigate rising heatwaves. These cities Bengaluru, Delhi, Faridabad, Gwalior, Kota, Ludhiana, Meerut,Mumbai and Surat together make up over 11 percent of Indias urban population, according to Census 2011, and are some of Indias most at-risk cities for future heat. The report finds that the surveyed cities focus on immediate responses to heat waves, while long-term actions remain rare. Even where they do exist, they are poorly targetted. The report recommends urgent institutional changes to measures, including assessing vulnerability and identifying urban heat islands, building the capacity of health staff and implementers of the heat action plan, and investing in technology to provide energy-efficient cooling devices. However, the report also underlined barriers to implementing the heat wave mitigation action plan. It states that coordination problems among institutions emerged as the top barrier, followed by competing priorities limiting the focus on heat. Around 14% of surveyed people said they do not see heat as a problem. The study used different climate models to identify the nine cities with a recent rise in dangerous heat index values and a population above one million. For analysis, interviews were conducted with city, district, and state government officials responsible for implementing heat actions in these cities.

Assam's Byrnihat tops global pollution list; Delhi most polluted capital: Report
NEW DELHI: Thirteen of the world's top 20 most polluted cities are in India, with Byrnihat in Assam topping the list, according to a new report published on Tuesday. The World Air Quality Report 2024 by Swiss air quality technology company IQAir said Delhi remains the most polluted capital city globally, while India ranked as the world's fifth most polluted country in 2024, down from third in 2023. Four cities in neighbouring Pakistan and one in China are among the world's top 20 polluted cities. The report said India saw a 7 per cent decline in PM2.5 concentrations in 2024, averaging 50.6 micrograms per cubic metre, compared to 54.4 micrograms per cubic metre in 2023. Yet, 13 of the world's 20 most polluted cities are in India. Air pollution in Delhi worsened, with the annual average PM2.5 concentration rising from 102.4 micrograms per cubic metre in 2023 to 108.3 micrograms per cubic metre in 2024. The Indian cities in the world's top 20 most polluted cities are Byrnihat, Delhi, Punjab's Mullanpur, Faridabad, Loni, Gurugram, Ganganagar, Greater Noida, Bhiwadi, Muzaffarnagar, Hanumangarh and Noida. Overall, 35 per cent of the Indian cities reported annual PM2.5 levels exceeding 10 times the WHO limit of 5 micrograms per cubic metre, the report said. The high level of pollution in Byrnihat, a town on the border of Assam and Meghalaya, is due to emissions from local factories, including distilleries, iron and steel plants. Delhi grapples with high air pollution year-round and the problem worsens in winter when unfavourable meteorological conditions, combined with vehicular emissions, paddy-straw burning, firecrackers and other local pollution sources, make the air quality hazardous. Air pollution remains a serious health risk in India, reducing life expectancy by an estimated 5.2 years. According to a Lancet Planetary Health study published last year, about 1.5 million deaths in India every year from 2009 to 2019 were potentially linked to long-term exposure to PM2.5 pollution. PM2.5 refers to tiny air pollution particles smaller than 2.5 microns, which can enter the lungs and bloodstream, leading to breathing problems, heart disease and even cancer. Sources include vehicle exhaust, industrial emissions and the burning of wood or crop waste. Former WHO chief scientist and health ministry advisor Soumya Swaminathan said India has made progress in air quality data collection but lacks sufficient action. We have the data; now we need action. Some solutions are easy like replacing biomass with LPG. India already has a scheme for this, but we must further subsidise additional cylinders. The first cylinder is free, but the poorest families, especially women, should receive higher subsidies. This will improve their health and reduce outdoor air pollution, she told PTI in an interview. In cities, expanding public transport and imposing fines on certain cars could help. A mix of incentives and penalties is necessary, she said. Finally, strict enforcement of emission laws is crucial. Industries and construction sites must comply with regulations and install equipment to cut emissions instead of taking shortcuts, the former director general of the Indian Council of Medical Research added.
NCW to open pre-marital counselling centres in nine states to guide couples for happy marriage
NEW DELHI: To guide the younger generation on leading a happy married life, the National Commission for Women (NCW) will set up as many as 21 pre-marital counselling (PMC) centres across nine states. NCW Chairperson Vijaya Rahatkar said on Friday that these centres, which will be launched on International Womens Day on March 8, will provide expert guidance on the social, psychological, and behavioural aspects of marriage to the soon-to-be married couple. The aim is to guide the younger generation on how to have a happy marriage, she told the media. These centers, named Tere Mere Sapne will help individuals and families navigate matrimonial relationships with greater awareness and support from expert counselors and psychologists. Strong marriages are built on understanding and communication. These centers will help young couples and their families address concerns openly, ensuring healthier and more informed relationships, she further said. The NCW chief said that the Tere Mere Sapne centres will be set up near marriage registration offices. The initiative is being launched following extensive consultations with over 100 experts from across the country. We held consultations in Pune, where experts discussed what should be included in the PMC programme. We also conducted 'training of trainers' for counsellors to identify key topics that need to be covered, she said. These centres will be established in Rajasthan's Bikaner, Madhya Pradesh's Bhopal, Maharashtra's Nashik, Latur, and Mumbai, and Gujarat, Odisha, Kerala, and Faridabad in Uttar Pradesh. We plan to have such centres in every district of the country. Each centre will require a space of 150-200 square feet and will be staffed by trained counsellors, she said. Rahatkar said she has also urged district collectors to support the initiative by putting up hoardings and banners, and distributing brochures in universities, offices, and marriage registration venues. We have prepared well, but as we move forward, new issues will emerge. We plan to engage with colleges and create social media platforms to reach a wider audience, she said. The initiative will be launched in collaboration with the Akhil Bharatiya Abhivakta Parishad, a lawyers' body. The NCW will host an event on March 8-9 in Chhatarpur to honour over 1,200 women advocates. On the occasion of International Women's Day, on Saturday, the NCW will also organise a special exhibition in Parliament to honour 15 women who played a pivotal role in the drafting of the Constitution.

AHMEDABAD: In a high-stakes raid in Faridabad, Haryana, a joint team of Gujarat ATS, Faridabad STF, and the Intelligence Bureau (IB) nabbed a suspected terrorist. Authorities recovered two hand grenades and seized suspicious videos containing sensitive details linked to specific locations and religious aspects. Abdul Rehman, 19, a resident of Milkipur in Faizabad, Uttar Pradesh, was arrested in a late-night raid in Faridabad. Acting on central agency intelligence, security forces tracked him down to a dilapidated house in the Pali area on Sohna Road. After an intense four-hour search, the teams took him into custody. A terrorist organisation has once again become active in Ahmedabad, spreading fear, Gujarat ATS source revealed. Intelligence revealed the presence of two terrorists near Haryana, one of whom was identified as 19-year-old Abdul Rehman. He has been arrested, and a complaint has been filed against him in Haryana, a police source said No details were disclosed about the second suspect. According to a Gujarat ATS source, Abdul Rehman was linked to a terrorist organisation through social media, triggering a joint operation with Haryana police to track his movements. Investigating agencies are now tracing his local contacts to uncover potential networks. Abdul had been living in Pali village under a false identity for several days. Indias 'poor' air quality is alarming, New Delhi ranks as the most polluted city of the world
The AQI 2024 Worlds most polluted countries list is here, and the data reveals that the list of top 10 has nine spots occupied by South Asian and Middle Eastern countries. Along with this, the list of most polluted cities also include names of Asian and African countries. Among the countries the first two spots are occupied by Bangladesh and Pakistan with AQI levels of 140 and 115 respectively. And India is giving them company at No.3 with average AQI levels of 111 falling in the poor category. Notably, an Air Quality Index (AQI) of 0-50 is good, AQI between 51-100 is moderate and between 100-150 is poor, according to the data by AQI.in website. Moreover, AQI between 150-200 is unhealthy, 200-250 as severe and when it is between 250 to 300 then it is hazardous. The top 4 th spot is occupied by Bahrain, with Nepal making it to 5 th . Bahrain recorded an AQI of 103 and Nepal at 100 in the year 2024. The only non-Asian country in the list of top 10 is Egypt, at the 6 th spot with an AQI of 91. United Arab Emirates (UAE) stood at no.7 (AQI 90), followed by Kuwait and Tajikistan at no.8 (with an AQI of 89 each) and Kyrgyzstan at 10 with its annual average AQI at 87. The venue was changed from Faridkot to Patiala purely because of administrative reasons, Shukla said. Meanwhile, security has been stepped up across Haryana and the Union Territory of Chandigarh. Security arrangements have been strengthened at vulnerable places and key installations, bus stands, railway stations and government buildings at the district headquarters. Security has also been strengthened in and around the venues where the Republic Day celebrations will be held, including where top dignitaries will unfurl the tricolour. Dog and bomb squad teams have been pressed into service to ensure fool-proof security in vulnerable places across Punjab and Haryana. Supreme Court grants custody of Bengaluru techie Atul Subhash's son to estranged wife
The custody of a four-year-old boy, the son of Bengaluru techie Atul Subhash, who died by suicide in December, and his estranged wife Nikita Singhania, will remain with his mother, the Supreme Court ruled on Monday, according to an NDTV report. The decision came after a bench of Justices BV Nagarathna and SC Sharma spoke with the child via a video link. The case revolved around a plea filed by Anju Devi, the boy's grandmother and Atul Subhash's mother, who had sought custody of her grandson , the report said. During the hearing, the petitioner requested a week to submit a detailed affidavit. However, Justice Nagarathna denied the request, stating, This is a habeas corpus petition. We want to see the child. Produce the child. The court will take up the matter after some time, NDTV reported. After a 45-minute break, the child appeared via video link. To safeguard his identity, the court went offline except for the childs link. The custody battle stems from allegations of harassment that Atul Subhash levelled against his estranged wife, claiming it drove him to end his life. Haryana govt identifies 370 'corrupt' patwaris, 170 middlemen; orders action within 15 days
CHANDIGARH: For the first time ever the Haryana Government has identified 370 corrupt patwaris (revenue officials) across the state as the revenue department in a confidential report has asked the deputy commissioners concerned to take action against them and report back within fifteen days. In a confidential letter dated January 14, Additional Chief Secretary (Revenue), Anurag Rastogi, highlighted the impact of corruption by patwaris on the public and the governments reputation. The letter stated: As the common man has to go to the patwaris for their work, such corruption by the patwaris adversely affects the image of the government. Many people go to these patwaris to get work done related to their lands, and they put objections time and again to harass the public. Thus, perforce, 'bribe' has to be given to them. Rastogi also asked them to take strict action in the matter and report back to the government within fifteen days. Sources revealed that, in an unprecedented crackdown on corruption within the revenue department, the Haryana government has released a list of 370 patwaris. The list highlights allegations of these officials employing personal helpers and charging convenience fees for routine tasks. Kaithal district tops the list with 46 corrupt patwaris, followed by Sonepat with 41, Mahendragarh with 36, Gurugram with 27, and Fatehabad with 25. Other districts include Kurukshetra with 23, Jhajjar with 20, Palwal with 17, Rewari with 16, Yamunanagar with 14, and Sirsa, Hisar, and Hansi with 13 each. Bhiwani has 10 such patwaris, while Panchkula stands out with none identified. Additionally, the government has identified 170 middlemen accused of collecting bribes on behalf of the patwaris. While Kaithal district has maximum corrupt patwaris 46, followed by Sonepat 41, then Mahendragarh 36, Gurugram 27 such Patwaris, Fatehabad 25,Jahajjar 20, Kurukshetra 23, Palwal 17, Rewari 16, Yamunagar 14, Sirsa, Hisar and Hansi 13 each, Bhiwani 10 while Panchkula has zero. The government has also identified 170 middlemen who allegedly take bribes on behalf of the patwaris. Gurugram has the highest number of middlemen at 26, followed by Mahendragarh with 20. Sonepat, Palwal, and Rewari each have 15 middlemen, while Yamunanagar has 14. Sources revealed that the confidential report was compiled by the state revenue department with inputs from the state intelligence wing of the Haryana Police. The report details the modus operandi of the alleged corrupt patwaris and their duration of posting. According to the report, patwaris in Gurugram allegedly take the highest bribes in the state, charging between Rs 4,000 and Rs 5,000 for land mutations. For issuing fards, they reportedly demand between Rs 200 and Rs 500. Many of these officials are said to rely on middlemen to collect the bribes on their behalf. The report further states that Patwaris some Pawaris posted in Chakhi Dadri takes around Rs 1000 to Rs 2000 for doing land mutation. And others in the district take between Rs 1,500 to Rs 2000. While Faridaba they take between Rs 500 to 700 to locate old revenue files. The letter added that a Patwari posted in Ambala from last 18 months has kept a middle men and for doing land mutation and land measurement and rectifying the record he harasses the public and another Patwari in Amabla Cantonment who has been posted the last two years and Patwari posted in Ambala city for last one year they also do the same. It is learnt that there are 1,378 patwaris in the across the state and 1,313 posts are lying vacant. As recently 2600 patwaris were recruited and they will complete their training thus now there will be no shortage of these revenue officials. The report further mentions that patwaris in Charkhi Dadri charge between Rs 1,000 and Rs 2,000 for land mutations, with others in the district demanding Rs 1,500 to Rs 2,000. In Faridabad, patwaris allegedly charge Rs 500 to Rs 700 for locating old revenue files. The report also mentions a patwari in Ambala, posted for the last 18 months, who employs a middleman and harasses the public while handling tasks such as land mutations, land measurements, and record corrections. Similarly, a patwari in Ambala Cantonment, posted for two years, and another in Ambala city, posted for one year, are accused of similar practices. The state has 1,378 sanctioned patwari posts, with 1,313 currently vacant. However, the recent recruitment of 2,600 patwaris, who are undergoing training, is expected to address this shortage soon.
Sameer app dysfunctional, complaints go unattended
Hyderabad: Ninety-six complaints registered on the Sameer app remain unresolved in Hyderabad, raising concerns over the effectiveness of the pollution-monitoring platform outside the National Capital Region (NCR). The app, developed by the Central Pollution Control Board (CPCB), was designed primarily for monitoring air quality and handling pollution-related complaints. In Hyderabad, citizens who reported issues raning from air and water pollution to illegal dumping are still waiting for action. According to a senior CPCB official, the app was initially created for the NCR, which includes Delhi and its neighboring cities such as Gurugram, Noida, Ghaziabad, Faridabad, and Meerut. Given the severe pollution levels in these areas, the app was integrated with 47 agencies in Delhi. However, such integration has not been extended to other states. In states like Telangana, complaints filed on the Sameer app are forwarded through emails to the respective State Pollution Control Boards. If officials fail to check their emails regularly, complaints may go unnoticed and unresolved. In Hyderabad, the app does not direct the complaints to local pollution control agencies. We cannot integrate the entire country into one app, a CPCB official told Deccan Chronicle. He added that states have been advised to develop their own complaint management systems to handle pollution-related grievances efficiently. The party (BJP) has been spreading misinformation through a false video on their social media channels, showcasing roads in Delhi in a deplorable condition. However, it has been exposed that the road featured in the video is actually located in Faridabad, Haryana, said the AAP's complaint letter. The letter attaches screenshots of tweets posted from the BJP's Delhi handle, where the purported videos were shared. It also includes links to videos debunking the claim, showing the actual location of the road. The AAP contended that such acts amount to a latant violation of the Model Code of Conduct, which prohibits the dissemination of false propaganda. The party has requested the Election Commission of India (ECI) to take strict action, including the immediate removal of the video from the BJP's social media accounts, legal prosecution under Section 123(4) of the Representation of People Act, 1951, Section 340 of the Bhartiya Nyaya Sanhita and Section 66 of the Information Technology Act, and measures to prevent the dissemination of such misinformation in future. Delhi to Meerut in 40 minutes for Rs 150 from January 5
NEW DELHI: The much-awaited metro train RRTS, also called Namo Bharat, connecting Delhi to Meerut in Uttar Pradesh will be made operational on Sunday evening. Meerut is 73km away from Delhi. This will reduce travel time by one-third, enabling commuters to take the train from New Ashok Nagar to Meerut South in under 40 minutes. After the PMs inauguration, the passenger operation will commence from 5pm on Sunday. The trains will run at a frequency of 15 minutes. The fare from New Ashok Nagar, the first operational station from Delhi, to Meerut South will be Rs 150 for standard coach and Rs 225 for premium coach, according to an official statement on Saturday. The minimum fare in standard coach starts from Rs 20 and goes up to Rs 150 for a single trip, while in the premium coach, it ranges between Rs 30 and Rs 225. So far, the RRTS, which began in 2023, were available between Meerut and Ghaziabad. The 42-km stretch of the corridor between Sahibabad and Meerut South has nine stations. In Delhi, the services are planned till Sarai Kale Khan and the work is underway between the section beyond New Ashok Nagar. In Meerut, the tracks will go till Modipuram. Chief Minister Atishi, while speaking to the media on Saturday, said that Delhi has contributed Rs 1,260 crore to this project. These projects will not only reduce travel time but also accelerate regional economic growth, she said. The RRTS addresses the growing interdependence between Delhi and NCR towns such as Sonipat, Ballabhgarh, Noida, and Faridabad. Other proposals include Delhi-Alwar (cabinet approval granted) and Delhi-Panipat (cabinet approval granted), she added.
