Christian outreach: Major Archbishop Thattil meets PM

THIRUVANANTHAPURAM: At a time when complaints are being raised by Churches, especially regarding the violation of minority rights related to educational institutions and various other benefits, Major Archbishop of Syro Malabar Church, Mar Raphael Thattil, met Prime Minister Narendra Modi in New Delhi on Tuesday. The meeting held in the evening reportedly touched subjects related to minority rights of Christian community. The PM gave assurance to the Church heads that he would make sure that Churchs rights are protected, said sources present at the meeting. Mar Kuriakose Bharanikulangara, first Metropolitan Archbishop of Faridabad, accompanied the Major Archbishop. Bishop Thattil also submitted a representation to the PM. The two archbishops and other Church heads met the PM after meeting Union Minister George Kurian. BJP state president Rajeev Chandrasekhar, and party general secretaries Anoop Antony and Shone George were also present at the meeting. The meeting was organised as part of BJPs Christian outreach programme launched in Kerala since Modi took over as PM. The bishops first went to George Kurians official residence before meeting the PM. At the meeting, the archbishop reportedly told the PM that compared to other minority communities, the Christian communitys rights are not being protected. He also highlighted that many of its minority rights have not been addressed. The PM assured the Church representatives that he would make sure that their minority rights are protected, a leader told TNIE. BJP leader Anoop Antony told TNIE that the meeting was an extension of the Christian outreach programme carried out by the party. He also claimed that the PM has assured his support to the Church. Though the Church representatives did not see any political importance in the meeting, the Churchs closeness with the Modi government and BJPs influence on the Church are being closely watched by political opponents.

Haryana flip-flop over contract for managing AQI monitoring stations

NEW DELHI: The much-touted red tape of the Haryana government came into play during the summer months that caused most weather stations in the state to go off radar at the peak of pollution, causing crucial loss of AQI data. An innocuous contractual lapse in May caused the crisis, as the government is taking too long to start the process of finding a new agency to manage the stations. In 2020, the Haryana government had awarded a contract to the Indian arm of French company Envea for managing monitoring stations in the state for five years. An official at the Haryana State Pollution Control Board, who requested anonymity, attributed the outage to the lapsing of this contract. Multiple monitoring stations in the state were shut for over six months till September, the official said. When the contract ended in May, all monitoring stations in the state went offline. The state Supplies and Disposals Department started the tendering process to issue a new contract only then. Though the process was not likely to finish soon, the issue became prolonged as no companies other than Envea India bid for the new contract. Since May onwards were lean months for air pollution, the government took time till September to re-start the tendering process. It is in the tendering stage, which will be followed by the valuation and financing stages, the official said. As pollution started rising from October and feeling the heat of media scrutiny for not being able to report AQI data, the Haryana government issued a temporary contract till Januray 2026 to Envea India. The government has also roped in another firm Axis Nano to manage several stations, including in Gurugram and Faridabad.

CHANDIGARH: The Haryana unit of the Bharatiya Janata Party (BJP) has devised a multi-pronged strategy to assist the migrant population from Bihar living in Haryana to return home and cast their votes in the forthcoming polls. Bihar goes to polls in two phases on Nov 6 and 11. Special buses have been arranged to ferry these voters back to Bihar, and factory owners have been requested to grant paid leave to migrant workers. As the NDA and the Mahagathbandhan engage in a tough contest, the saffron party hopes its efforts will impress natives of Bihar residing in Haryana and help sway the vote. This move is part of the BJPs broader strategy to maximize voter turnout in the Bihar elections. According to party sources, the initiative also aims to ensure that migrant workers exercise their right to vote and encourage others to do the same, regardless of their political preferences. Sources said the party has identified a significant population of migrants from Bihar living across 12 districts of Haryana. The majority of these voters are industrial labourers employed in factories across the National Capital Region (NCR) including Gurugram, Faridabad, Rewari, Jhajjar, Rohtak, Sonipat, Kurukshetra, Panipat, Hisar, Ambala, Yamunanagar, and Karnal. The saffron party has contacted over one lakh voters residing in Haryana, while the total number of migrants from Bihar with votes registered back home is estimated to be between 2.5 and 3 lakh. The strategy aims to ensure that these registered Bihar voters are present at their respective polling booths on election day. The partys outreach focuses on promoting the BJP governments message of good governance, drawing a clear contrast with the past, said a party leader. Sources added that the BJP had initiated this strategy months earlier, during Bihar Diwas celebrations in March, with an eye on the upcoming Bihar elections in November. The outreach, designed to strengthen emotional and social bonds, culminated during Chhath Puja festivities, which were attended by Chief Minister Nayab Singh Saini. Recently, the BJP organized a series of meetings including one chaired by CM Nayab Singh Saini to finalize the election strategy. Senior leaders were assigned specific responsibilities to handle the logistical arrangements for migrant voters, ensuring their presence in Bihar on polling day. To facilitate this, the party is dispatching Vistarakas (campaign workers) from Haryana to Bihar for voter mobilization and engagement. Haryana BJP leaders are also actively reaching out to factory owners, urging them to grant paid leave to Bihari migrant workers to remove a major obstacle to their participation in the assembly polls, sources said.

NEW DELHI: Despite being officially certified as polio-free in 2014, India remains at risk of polio reinfection due to vaccine-derived poliovirus (VDPV), its proximity to endemic countries, Pakistan and Afghanistan, and potential gaps in immunity, experts said here on the occasion of World Polio Day on Friday. Deepak Kapur, Chairman, Rotary Internationals India National PolioPlus Committee (RI-INPPC), told this newspaper, India was officially declared polio-free in 2014, but the battle against the virus is still ongoing. As surveillance is a key to India maintaining its polio-free status, he said, strong immunisation and surveillance programmes is critical. As the world nears complete polio eradication, the importance of highly sensitive surveillance remains paramount. In the post-eradication era, surveillance will continue to be a priority for monitoring the cessation of vaccine virus circulation and confirming eradication for certification purposes. It is an essential and ongoing investment, said Kapur, who was instrumental in signing an MoU with the Union Health Ministry in 2017 to provide support and accelerate the efforts under the Polio Eradication Programme, Routine Immunisation, including Mission Indradhanush, and Intensified Mission Indradhanush. Indias last reported polio case was on January 13, 2011, in West Bengal. After that, India managed to keep the virus at bay through large-scale vaccination programmes and careful monitoring. However, Kapur, who has been chairman of RI-INPPC for more than two decades, said the danger is still close due to neighbouring countries like Pakistan and Afghanistan, which share their borders with India and continue to experience polio outbreaks, making it easier for the virus to cross over if the surveillance is less attentive. He said India has made this long journey towards progress by adopting highly sensitive surveillance systems as a form of national and global health security insurance. Highlighting that India recorded over 9 lakh children who received no vaccines last year or missed even one vaccine under the regular immunisation programme, could help the virus hide and spread, Dr. Anand Narayanan, Associate Consultant, Paediatrics, Sarvodaya Hospital, Faridabad, added that India must sustain strong polio surveillance as neighbouring countries remain endemic. Detecting and stopping any importation early is of utmost importance, failing which we face the risk of new polio cases in our country, he said. Kapur further said that the only way to prevent the virus from returning is to ensure that every child receives all scheduled doses of the oral polio vaccine (OPV), and parents should not miss any immunisation round, because even one missed dose can break the protective chain that has kept the country safe for 14 years. Drunk passenger misbehaves with woman on Air India flight from Colombo to Delhi; handed over to CISF

NEW DELHI: A passenger in an inebriated condition allegedly misbehaved with a woman passenger and engaged in inappropriate gestures towards the crew and other flyers when airborne on a flight from Colombo to Delhi. As soon as the Air India flight landed at the Indira Gandhi International Airport on Wednesday night, he was handed over to the Central Industrial Security Force (CISF). Air India has alerted the aviation regulator, the Directorate General of Civil Aviation (DGCA), about the incident. However, with no formal complaint filed by any of the victims at the police station, he has been let off. Flight AI 278 departed from Bandaranaike International Airport on Wednesday at 7.42 pm. Haryana launches State Environment Plan 202526 to combat pollution and promote sustainability

CHANDIGARH In an effort to combat pollution and reduce carbon emissions, the Haryana Government plans to establish 13 Integrated Solid Waste Management Plants across the state for effective waste disposal. Additionally, e-waste collection centers will be set up in every district to ensure proper disposal of electronic waste. As part of the Clean Air Project, the government also aims to procure 500 electric buses for Gurugram, Faridabad, and Sonipat. Furthermore, 18 additional air quality monitoring stations will be established. Haryana Chief Minister Nayab Singh Saini on Tuesday launched the State Environment Plan 202526 and released the Non-CO Pathway Report 202526. The implementation of the plan will help improve air quality, lower pollution levels, and ensure a clean, healthy, and safe environment, he said while addressing the launch event held in Panchkula. Saini stated that Haryana has become the first state in the country to undertake such a comprehensive initiative for a clean environment. He noted that 5,600 tonnes of solid waste are generated daily in Haryanas cities. Currently, 77% of this waste is properly disposed of, while 23% remains unmanaged. To address this, a plan has been developed to establish 13 Integrated Solid Waste Management Plants across the state. Efforts are also underway to clean up legacy waste at dumping grounds50% of this waste has already been scientifically disposed of, and the remaining work is progressing rapidly. Saini highlighted that electronic waste poses a significant challenge. To address this, 42 e-waste recyclers are currently operating in the state. Moving forward, we plan to establish e-waste collection centers in every district, he said. He also pointed out that approximately 22 tonnes of biomedical waste are generated daily from around 7,000 hospitals in the state. This waste is fully disposed of through 11 common biomedical waste treatment facilities. Additionally, a common hazardous waste management site has been established in Pali, Faridabad, to handle industrial waste, he added. To combat air pollution, the state government has launched the Clean Air Project for Sustainable Development, with a budget of Rs 3,600 crore, in collaboration with the World Bank. As part of this initiative, 500 electric buses will be procured for Gurugram, Faridabad, and Sonipat. Subsidies will also be provided for electric autos, gas-powered generators, gas boilers, and advanced monitoring equipment to replace diesel generators, he said. The government has already initiated a plan to operate electric buses in urban areas. The procurement process for 375 electric buses for city bus services is ongoing. So far, 50 buses have been received, with 105 more expected soon. Additionally, over 370 EV charging stations have been installed across the state to support electric vehicles. Saini acknowledged that stubble burning has been a major contributor to air pollution. To address this, farmers have been educated and equipped with over 100,000 stubble management machines. As a result, incidents of stubble burning have decreased by 90% since 2016. To reduce industrial pollution, the use of clean fuels such as CNG and PNG is being actively promoted. Air quality is currently monitored through 29 automatic and 46 manual air quality monitoring stations, with plans to establish 18 more in the near future. In addition, concrete steps have been taken to prevent water pollution. Awareness campaigns are ongoing, and efforts are being made to clean polluted water and make it reusable, he stated. At present, Haryana has a sewage treatment capacity of 2,343 MLD, of which 74% is utilized. The government aims for 100% utilization by connecting all discharge points to the sewerage network. 201 sewage treatment plants are currently operational, and the treated water from these plants is being maximally reused. Water from the sewage treatment plants in Rewari and Dharuhera, along with rainwater, is collected in the Masani Barrage of Rewari. This water is treated and reused for agriculture and other purposes. Saini noted that 27 schemes have been developed to use treated sewage water for irrigation, 11 of which have already been completed. These initiatives will provide a sustainable water source for irrigation, reduce pressure on the canal system, and curb groundwater exploitation. We are developing Masani Barrage as a pilot project to replicate this model across the state, he said. The state government also aims to rejuvenate ponds across Haryana by 2026. Measures have been implemented to regulate mining activities and monitor noise pollution, ensuring that natural resource exploitation remains balanced and within legal frameworks.

Three of family killed as air-conditioner exploded in Faridabad

CHANDIGARH: Three members of a family, including husband, wife, their daughter and the pet dog, died as an air-conditioner compressor exploded in their house in Green Field Colony of Faridabad in the wee hours today. Sources said that the blast in the air-conditioner took place around 3 am on the second floor of a four-storey building while the family was asleep. It is believed that a short circuit caused the fire in the AC, leading to the explosion in the compressor. The family tried to escape to the rooftop, but the door was locked, causing them to succumb to suffocation. The deceased have been identified as Sachin Kapoor (49), his wife Rinku (48) and their daughter Sujjain (13). Meanwhile, the son of the deceased couple, Aryan (24), escaped as he jumped from the balcony but sustained fractures in his legs and was rushed to the hospital by the neighbours and is currently under treatment. The fire brigade and police teams reached the site and controlled the fire. All three victims were declared dead at the hospital. Meanwhile, the neighbours said that they heard a sudden loud explosion in the night. Punjab recorded 74% excess, Haryana received 32% more than normal rain in August

CHANDIGARH: In August, Punjab received 253.7 mm of rain, the highest the state has witnessed in the past 25 years, while Haryana recorded 194.5 mm of rain against an average of 147.7 mm for the month. Punjab received deficient rainfall multiple times in the past couple of decades, but this year it recorded the highest rainfall figures for August in the last 25 years, the Met department stated. Punjab recorded 253.7 mm rainfall in August, which was 74 per cent more than the months normal of 146.2 mm. The neighbouring Haryana received 194.5 mm of rain in August against an average of 147.7 mm for the month, which was 32 per cent in excess. Both states received excess rain in August only five times in the past 25 years, including this year. Heavy rains lash several parts of Punjab, Haryana 18 out of the total 23 districts in Punjab recorded excess rain, while a few districts like Patiala and Fatehgarh Sahib recorded deficient rainfall. Meanwhile, Gurdaspur recorded 577.5 mm rainfall, 181 per cent more than normal of 205.3 mm; Pathankot received 944.2 mm of rain in August which was 152 per cent in excess than the normal of 375.2 mm; while Tarn Taran recorded 208 mm of rain against the normal of 87.1 per cent in August, which was 139 per cent in excess; Ferozepur received 170.6 mm of rain against a normal of 74.5 mm, which was 129 per cent in excess; Fazilka recorded 146.8 mm of rain as against 68.1 mm, a rise of 115 per cent; Hoshiarpur received 360.6 mm of rain in August, 74 per cent in excess of the normal figures of 207.6 mm; and Amritsar received 226.8 mm of rain in August against a normal of 162.4 mm, which was 40 per cent more. 18 out of the 22 districts in Haryana recorded excess rain in the month of August while four districts including Bhiwani and Ambala, recorded deficient rain. In Haryana excess rainfall was recorded in Fatehabad (252 per cent), Hisar (68 per cent), Faridabad (31 per cent) and Gurugram (24 per cent). Meanwhile Chandigarh (Union Territory), the common capital of Punjab and Haryana, recorded 308.5 mm rainfall in August as against the normal of 248.8 mm which was only 8 per cent more.

Two-year-old leopard killed in a hit-and-run on Gurugram-Faridabad road

CHANDIGARH : A two-year-old female leopard was found dead on the Gurugram-Faridabad road, which cuts through the Aravalli mountain range, in what appears to be a hit-and-run incident. Sources said the animal, estimated to be between 2 to 2.5 years old, was discovered this morning, around one kilometre from the Pali police post on the Faridabad side. A local NGO alerted the forest and wildlife department, which swiftly responded, taking the leopard's body for post-mortem examination. According to an officer, Preliminary investigations suggest it was a hit-and-run case. The animal was bleeding heavily, and a head injury seems to be the cause of death, indicating a high-speed collision with a heavy vehicle. The post-mortem will confirm the exact cause of death. The high speeds at night on this road are certainly a concern. It is believed that around 50 leopards inhabit the Aravalli stretch in Gurugram, with sightings becoming more frequent. Past incidents have raised alarm, such as the death of a leopard in a road accident in 2019, and another female leopard in 2015. In addition, a 12-year-old male leopard was struck near Manesar. Environmentalists have long advocated for the creation of a wildlife corridor to ensure the safe passage of animals across the road. They have called for overpasses, underpasses, or elevated road sections to be built, allowing wildlife to move safely without encountering traffic. The Gurugram-Faridabad road runs alongside the Asola Bhatti Wildlife Sanctuary to the north and the Aravallis to the south, both vital leopard habitats. Leopards frequently cross this road while moving between these areas, increasing the risk of accidents. Despite repeated assurances from the Haryana government over the last two decades, no permanent solution has been implemented.

Womens Safety Report : Fear runs deeper than nos

NEW DELHI: The NARI 2025 National Annual Report and Index on Womens Safety, released by the National Commission for Women, offers the telling reality of the urban safety landscape. The survey covered 12,770 women across 31 cities and yielded a national safety score of 65%, which implies that four in 10 women (40%) consider themselves unsafe despite government assurances. Around 60% of women reported feeling safe, while 40% admitted they felt not-so-safe or outright unsafe. The anxieties deepen among younger women: while public harassment was reported by 7% of all respondents in 2024, the figure rose to 14% for those under 24, indicating that students and young professionals are disproportionately targeted in educational and recreational spaces. The report shows low levels of faith in redressal mechanism. Only one in three victims of harassment filed a formal complaint, and confidence in the system is strikingly weak: 75% of women said they did not believe authorities would resolve their complaints. Even when incidents are reported, only 22% are formally registered, and action is taken in a mere 16% of those cases, highlighting a pervasive cycle of silence. Harassment hotspots reveal vulnerabilities, with 38% of cases occurring within neighbourhoods and 29% in public transport systems. Workplace safety presents a paradoxical picture. A large majority91%described their office environment as safe, but nearly half of the respondents admitted they were unaware whether their organisation had implemented the mandated Prevention of Sexual Harassment (POSH) mechanism. Among those who were aware, most found it effective, suggesting that awareness is as critical as legislation itself. The report stresses that womens safety cannot be reduced to physical protection alone but must include psychological, financial, and digital security that collectively shape womens access to mobility, opportunity, and dignity. It frames safety as a developmental issue rather than a law-and-order question. The sense of safety also varies with time and place. Women reported relative comfort in offices and campuses during the day, but confidence collapsed after dark, where poor street lighting and unreliable public transport left them exposed. City-level disparities are equally stark: Kohima, Visakhapatnam, and Bhubaneswar topped the index, followed closely by Aizawl, Gangtok, Itanagar, and Mumbai, where women expressed relatively higher perceptions of safety. In contrast, Patna, Jaipur, Faridabad, Delhi, Kolkata, Srinagar, and Ranchi occupied the bottom ranks. Ranchi recorded 44% feeling unsafe, while in Delhi and Faridabad the figure was around 42%. The numbers show a fractured urban landscape where geography shapes womens fears as much as governance.

NEW DELHI: Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar and Mumbai have emerged as the safest cities in the country for women, while Patna, Jaipur, Faridabad, Delhi, Kolkata, Srinagar and Ranchi were ranked the lowest, according to the National Annual Report & Index on Women's Safety (NARI) 2025. The nationwide index released on Thursday, based on a survey of 12,770 women across 31 cities, placed the national safety score at 65 per cent, categorising cities as much above, above, at, elow or much below this benchmark. Kohima and other top-ranked cities were associated with stronger gender equity, civic participation, policing and women-friendly infrastructure. At the other end of the spectrum, cities like Patna and Jaipur fared poorly due to weak institutional responsiveness, patriarchal norms and gaps in urban infrastructure. Kohima, Vishakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar, Mumbai lead national safety rankings, often correlating with higher gender equity, infrastructure, policing, or civic participation while Ranchi, Srinagar, Kolkata, Delhi, Faridabad, Patna, and Jaipur scored lowest, correlating with poorer infrastructure, patriarchal norms, or weaker institutional responsiveness, the report said. Overall, six in ten women surveyed felt safe in their city, but 40 per cent still considered themselves ot so safe or unsafe. The study revealed sharp drops in perceptions of safety at night, particularly in public transport and recreational spaces. Educational institutions (86 per cent safe) especially in daylight, but safety perceptions fall sharply at night or off-campus. About 91 per cent of women reported safety, yet about half were unclear if their workplace had a POSH (Prevention of Sexual Harassment) policy; those with such policies generally rated them as effective. Only one-fourth of women said they trusted authorities to act effectively on safety complaints. While 69 per cent said current safety efforts were somewhat adequate, over 30 per cent noted significant gaps or failures; only 65 per cent perceived real improvement over the years 2023-2024. Seven per cent of women said they experienced harassment in public spaces in 2024, with the figure doubling to 14 per cent among those under 24. Neighbourhoods (38 per cent) and public transport (29 per cent) were most often flagged as harassment hotspots. Yet, only one in three victims came forward to report the incidents. The report stressed that official crime data alone cannot reflect women's lived reality. Two out of three women do not report harassment, meaning NCRB misses the bulk of incidents, the study said, calling for integration of crime data with perception-based surveys like NARI. Launching the report, National Commission for Women (NCW) chairperson Vijaya Rahatkar said safety cannot be seen merely as a law-and-order issue but as one that affects every aspect of a woman's life whether it is her education, health, work opportunities and freedom of movement. She added that when women feel unsafe, hey limit themselves, and women limiting themselves is not only for their own development, but also for the development of the country. She emphasised that a safe environment was crucial for building a developed and inclusive India, pointing to four dimensions of women's security of physical, psychological, financial and digital nature. It is our responsibility to protect women not just from crimes on the streets but also from cybercrimes, economic discrimination and mental harassment, Rahatkar noted. Highlighting positive measures, she praised the growing presence of women police officers and female drivers in public transport as effective confidence-building steps. In many Union Territories, 33 per cent of police personnel are now women, and this has made a decisive difference in building trust, she said. She also lauded initiatives such as women's helplines, CCTV coverage in smart cities, and improved safety networks at railway stations and bus depots. At the same time, Rahatkar urged society at large to share responsibility. We often blame the system, but we must also ask what we have done. Whether it is using helplines, supporting awareness drives, or simply keeping public toilets clean, society's role is equally important, she said. CBSE to establish six new regional, sub-regional offices to enhance governance

NEW DELHI: The Central Board of Secondary Education (CBSE) has announced the establishment of six new Regional Offices, Centres of Excellence (CoEs), and Sub-Regional Offices to streamline its operations and improve governance of affiliated schools across the country. According to a notification issued by CBSE Secretary Himanshu Gupta, the decision was taken following the approval of the Finance Committee in December 2024, which was later ratified by the Governing Body and cleared by the Ministry of Education. The new offices are being set up in Gurugram, Lucknow, Raipur, Ranchi, Agartala, Itanagar and Gangtok. These will become fully functional between August and September 2025. Gurugram (Haryana) will cover 12 southern districts of Haryana, including Faridabad, Gurugram, Palwal and Sonipat, and is expected to function from 1 September 2025. Lucknow (Uttar Pradesh) will oversee 30 districts, including Ayodhya, Etawah, Kanpur, Rae Bareli and Unnao, and will also become functional from 1 September 2025. Raipur (Chhattisgarh) will have jurisdiction across Chhattisgarh and became functional on 22 August 2025. Ranchi (Jharkhand) will cover Jharkhand and also became functional on 22 August 2025. Among the Sub-Regional Offices, Agartala (Tripura) will begin functioning from 15 September 2025. Itanagar (Arunachal Pradesh) became functional on 22 August 2025, along with Gangtok (Sikkim), which also started operations on the same date. The notification stated that all schools affiliated with CBSE will now fall under the jurisdictions of these newly established offices. This move will help strengthen administrative reach, ensure better coordination with schools, and enhance educational support services across these regions, the CBSE said.

NEW DELHI: Feeding of stray dogs will not be permitted on streets, the Supreme Court on Friday ruled as it directed the municipal authorities of Delhi-NCR to create dedicated spaces for it. A three-judge special bench headed by Justice Vikram Nath said the feeding areas have to be identified keeping in view the population and concentration of stray dogs in a particular municipal ward. Under no conditions shall the feeding of stray dogs on the streets be permitted, the bench, also comprising Justices Sandeep Mehta and N V Anjaria, said. The top court further directed for the installation of notice boards near designated feeding areas, specifying the area was meant to feed stray dogs. Persons found feeding stray dogs on the streets would be liable to be proceeded with under relevant legal framework. The aforesaid directions are being issued in view of the reports regarding untoward incidents caused by unregulated feeding of stray dogs and to ensure that practice of feeding dogs on the roads and in public places is eliminated as the said practice creates great difficulties for the common man walking on the streets, it added. Each municipal authority was also ordered to create a dedicated helpline for reporting incidents of violation of the directions. The top court ordered appropriate measures against the individual or organisation concerned once complaints were received on the helpline. The bench modified the apex court's August 11 direction prohibiting release of stray dogs from dog shelters in Delhi-National Capital Region (NCR), and said the picked up canines should be sterilised, vaccinated and released back in the same area. The bench, however, said municipal authorities shall continue to comply with the direction asking them to start picking up and rounding stray dogs from all localities of Delhi, Ghaziabad, Noida, Faridabad and Gurugram. The apex court said the August 11 direction prohibiting the release of picked up stray dogs shall be kept in abeyance for the time being. The dogs that are picked up shall be sterilised, dewormed, vaccinated and released back in the same area from which they were picked up, it said. The bench clarified this relocation shall not apply to dogs infected with rabies or suspected to be infected with rabies and those that display aggressive behaviour. The top court passed the order on the interim prayer seeking a stay on some of the directions passed on August 11 by a two-judge bench. The bench delivered its order on Friday in a suo motu case initiated on July 28 over a media report on stray dog bites leading to rabies, particularly among children, in the national capital. Widespread protests were reported across the country following the apex court's August 11 order. Later, the matter came up for hearing on August 14 before a three-judge special bench which observed the whole problem of stray dogs in Delhi-NCR was a result of the inaction of local authorities which did othing in implementing the Animal Birth Control Rules on sterilisation and immunisation of canines.

Shooter involved in firing at YouTuber Elvish Yadav's house held after encounter in Faridabad

FARIDABAD: A shooter involved in firing outside YouTuber and Big Boss OTT winner Elvish Yadav's house in Gurugram was arrested after a brief encounter near Faridpur village here early Friday, police said. The accused, Ishant Gandhi alias Ishu, is a resident of Faridabad. He was shot in the leg and has been hospitalised, they said. According to police, Gandhi was intercepted by a crime branch team from Sector 30, Faridabad, around 4.30 am while he was riding a motorcycle. When signalled to stop, he allegedly tried to flee and opened fire at the team, they said. In retaliation, police fired at his feet, injuring him, after which he was arrested. Gandhi was one of the shooters who fired at YouTuber Elvish Yadav's house in Gurugram on August 17. He is admitted to the hospital and we will interrogate him after he is discharged, said Mukesh Malhotra, Deputy Commissioner of Police (Crime), Faridabad. According to police, CCTV camera footage captured Gandhi firing during the incident. Three bike-borne attackers sprayed over two dozen rounds outside Yadav's residence in Gurugram's Sector 57 on August 17. Yadav was not at home when the incident took place around 5.30 am. CHANDIGARH: A full-scale multi-state disaster mock drill 'Exercise Suraksha Chakra will be conducted in Gurugram, Rewari, Faridabad, Nuh and Palwal districts of Haryana on August 1. It will be conducted by the Revenue and Disaster Management department of the State, along with the National Disaster Management Authority (NDMA), to strengthen real-time emergency response capabilities for the entire National Capital Region (NCR). Haryana Financial Commissioner Revenue Dr Sumita Misra said that the comprehensive disaster management exercise is underway as part of a four-day initiative till August 1 for the entire National Capital Region (NCR). The initiative aims to rigorously assess and strengthen real-time emergency response capabilities in the face of large-scale disasters such as earthquakes and industrial chemical hazards. The exercise involves participation from Haryana, Uttar Pradesh and Delhi across 18 districts, alongside the Indian Armys HQ Western Command and HQ Delhi Area. The exercise also aims to strengthen inter-agency coordination, validate existing disaster management plans, and rigorously test real-time emergency response capabilities through a unified approach involving administration, armed forces, emergency services, and community stakeholders, Incident Response System (IRS) across all levels, strengthen Emergency Support Functions (ESFs), identify resource gaps, she added. Misra emphasised, This initiative sets a benchmark for disaster resilience in Haryana and is expected to significantly enhance the state's capacity to manage real-life emergencies through proactive planning, effective coordination, and inclusive participation. She said that the exercise will unfold in phases. On July 30, a Table Top Exercise (TTEx) will be conducted simultaneously at Manekshaw Centre. Various Centre, State and district officials responders shall discuss scenarios and formulate Incident Action Plans (IAPs). The exercise will culminate on August 1 with a full-scale Mock Exercise conducted simultaneously across all participating districts, featuring live simulations at five sites per district: a school, government building, residential area, hospital, and industrial zone. Misra said that District Disaster Management Authorities (DDMAs) have received directives to activate Emergency Operations Centres (EOCs) and conduct pre-mock awareness campaigns, ensuring the clear demarcation of staging areas, medical aid posts, relief camps, and safe evacuation routes. They are also tasked with actively involving Aapda Mitra, Red Cross, NCC, NSS, NYKS volunteers, and NGOs, and coordinating extensively with local stakeholders. Crucially, all risky real-life simulations for civilians will be avoided, with trained personnel from NDRF, SDRF, and Fire Services conducting all rescue operations. During the full-scale exercise on August 1, sirens will sound at 9 AM, initiating the drill, followed by immediate evacuation procedures, she added. Following the exercise, a state-level debriefing and feedback session, chaired by senior officers, will be held to evaluate the exercise. Observers will provide performance reviews and self-assessment reports to identify strengths, weaknesses, and areas for improvement, with a comprehensive final report, including videos and photographs, to be compiled for future reference. 'Exercise Suraksha Chakra' is part of a nationwide directive from the Prime Minister to conduct large scale, multi-state, multi-agency preparedness exercises. It marks the first large-scale disaster simulation specifically focusing on the National Capital Region (NCR), with a strong emphasis on integrating technological, administrative, and community-based responses, thereby significantly enhancing the region's overall disaster resilience.

Punjab Police reveal bomb threats to Golden Temple were sent through 'dark net', VPN

CHANDIGARH: Police have revealed that the emails sent to the Shiromani Parkhandak Gurdwara Committee (SGPC) threatening to bomb the Golden Temple were sent via the 'Dark Net' and 'Virtual Private Network' (VPN). Sources said that the SGPC received nine threats via email since July 14. Three days ago, Sri Guru Ram Dass Ji International Airport at Amritsar received an RDX blast threat, following which the CISF and Punjab Police tightened the security around the airport. On July 18, the Nanakjhira Gurdwara management in Bidar in Karnataka also received an RDX blast threat. Sources said that all threatening emails had similar content, as the sender repeatedly raised issues related to the people of Tamil Nadu, criticising the government of that state. We strongly believe that the emails were sent from Tamil Nadu, but we have to substantiate it with technical evidence. We have approached a US-based software company and its subsidiary companies, which can provide the source of the same; we are waiting for a response. We have also informed central agencies, said an officer on condition of anonymity. The police arrested Shubham Dubey from Faridabad in Haryana following a technical probe. His laptop and mobile were seized and sent for forensic analysis. Meanwhile, Congress MPs from Punjab, Haryana and Chandigarh on Thursday staged a demonstration outside the parliament house, demanding immediate action related to threats being issued to the Golden Temple in Amritsar. Those who joined the protest included Amarinder Singh Raja Warring, Charanjit Singh Cahnni, Dr Amar Singh, Sukhjinder Singh Randhawa, Dharamvir Gandhi, Manish Tewari, Kumari Selja, Sher Singh Ghubaya and Gurjeet Singh Aujla.
