CHANDIGARH: Demanding the declaration of No-Go-Area zones for waste dumping, burning and landfills, over 100 geo-tagged locations across five districts of Haryana, Gurugram, Faridabad, Nuh, Rewari and Charkhi Dadri, have been highlighted in the second part of the State of the Haryana Aravallis: Citizens Report . The Aravalli mountain range, estimated to be over two billion years old, is under serious threat due to rampant violations, according to the report submitted by the People for Aravallis group to Union Minister for Environment, Forest and Climate Change Bhupender Yadav and Haryana Chief Minister Nayab Singh Saini. Neelam Ahluwalia, Founder Member of People for Aravallis, said the report underscores how illegal industrial waste burning continues in several villages despite a blanket ban imposed by the Nuh Deputy Commissioner in early May this year on open waste burning within the ecologically fragile Aravalli region. The report highlights how, in direct violation of the blanket ban imposed by Nuh Deputy Commissioner in early May this year on open waste burning within the ecologically fragile Aravalli region, alleged illegal industrial waste burning continues in Khori Khurd, Khori Kalan, Sonari, Gurnawat, Rangala, Naharpur, Sewka and other villages in Tauru, which is resulting in severe air, soil and groundwater pollution, she said. It also throws light on the pollution being caused in the eco-sensitive Aravalli region as a result of the infamous Bandhwari landfill and a landfill site near ITI Colony on the old Sohna-Alwar road, where mixed waste is being dumped daily. Regular fires at both landfill sites in the Gurugram Aravallis emit dangerous toxins, as organic waste, e-waste, plastic, chemicals and hazardous waste are all burnt together, adding to Delhi-NCRs and Haryanas air pollution, heat index and climate sensitivity, she claimed. She further said, The report also highlights how, over the last few years, hazardous solid waste from the Bandhwari landfill and other kinds of waste have been dumped in mining quarries and forest areas across many locations in the Gurugram and Faridabad Aravallis, contaminating the soil, surface and groundwater in NCRs lifeline for clean air, water recharge and wildlife habitat. The Centre for Science and Environment (CSE) had tested samples of the solid waste from the Bandhwari landfill dumped in one of the Aravalli forest areas near the landfill and found a high concentration of pathogens and toxic metals. Dumped waste lying in 100-plus locations across five districts of the state where the Aravalli range runs, as mentioned in the report, must be removed from these eco-sensitive areas immediately and disposed of in a responsible manner. It is critical to establish a mechanism for strict monitoring and accountability, which is completely lacking at this point, in order to bring any positive change to the current extremely dismal health of the Aravallis, she said. Neelam added, We urge the government to constitute Aravalli Protection Task Force Committees in all the Aravalli districts, headed by the DC of each district under the supervision of the Chief Secretary. Strict accountability with severe consequences is a must to ensure that government officials do their job without neglect and in a proactive manner to safeguard the Aravallis, so that our cattle, wildlife and people in the Aravalli districts in Haryana can live with dignity, without gasping for breath, drinking toxic water and being sick. Dr Rajendra Singh, the globally renowned water conservationist, said, Aquifers lying beneath the Aravallis are interconnected and any disturbance or alterations in the pattern due to toxic landfills and waste dumping can significantly alter the purity of the groundwater table. Aravallis need to be declared as a No-Go area for waste dumping, burning, landfills and waste plants, as we cannot afford to pollute our green lungs, critical water recharge zones and wildlife habitats any further. Dr Shyamala Mani, Senior Waste Management Expert who works as Senior Advisor at the Centre for Chronic Disease Control and is a former professor at the National Institute of Urban Affairs, said, Sustainable waste management is the need of the hour. No fresh, mixed waste should go to the existing landfill sites in the Aravallis. Focus must be on decentralised waste management, source segregation and maximum resource recovery from waste, so that minimal waste goes to the landfills, which must be set up outside the eco-sensitive Aravalli region. The use of single-use plastic items must be banned in all the Aravalli districts. Earlier, a month ago, Part 1 of the Citizens Report, which focused on the worrying state of the Aravallis due to rampant mining, deforestation and illegal encroachments, was submitted.

NEW DELHI: A 54-year-old man has been arrested for allegedly killing his daughter-in-law and burying her near their house in Faridabad. The in-laws filed a missing persons complaint and managed to hide the crime for two months, before the police found the body on Friday, police said. The woman, Tannu Rajput, got married to one Arun Singh of Roshan Nagar area of Faridabad in 2023. According to Tannus father, the police paid no heed to his complaint, even after he raised suspicions about the freshly covered pit, which he had seen while visiting his brother-in-law. On April 25, Arun filed a complaint stating that his wife had left home without informing anyone. Based on the complaint, a case was registered at the Palla police station, and an investigation was initiated. ACP Sarai Rajesh Kumar said the police grew suspicious of the in-laws involvement in the womans murder and burial on their property. On June 20, in the presence of a duty magistrate, the police excavated a pit in front of the house and recovered Tannus body.

FARIDABAD: Police here have arrested a 54-year-old man who confessed to killing his daughter-in-law and burying her body in front of his house two months ago, an officer said on Saturday. Bhoop Singh, a resident of Roshan Nagar, confessed to strangling his daughter-in-law Tannu Kumar and throwing her body in a pit he dug for the purpose in front of his house, the officer said. The motive behind the murder is yet to be revealed, even though the accused said he killed the woman because she caused a rift in the household. According to Bhoop Singh's testimony, as cited by police, the murder happened on the night of April 21, when the woman's husband, Arun Kumar, was away at work, and Bhoop Singh's wife at a wedding in Uttar Pradesh, leaving only Bhoop Singh, his daughter Kajal, and Tannu in the house. His daughter had gone to sleep in her room on the ground floor after having dinner and Tannu had also gone to sleep on the first floor. In the night, the accused went to Tannu's room and strangled her with her dupatta. He then dumped the body in a pit in front of the house and covered it with soil. In the morning, he called a mason and got the pit cemented, a spokesperson of Faridabad police said. Bhoop Singh was produced in a city court today and was taken into police custody for two days. We are verifying the roles of other family members. The motive appears to be dowry-related, but further probe is underway, Sarai Assistant Commissioner of Police Rajesh Kumar said. FARIDABAD: A 45-year old man along with his four children died by suicide by jumping in front of a train in Faridabad on Tuesday, police said. All five died on the spot, they said. According to the police, Manoj Mahato (45), a native of Bihar, had some dispute with his wife Priya. This morning, an argument broke out between the couple after which the man left the house saying that he was taking their four children to a park. Before the act, he had given cold drinks and chips to the children. When the train arrived, the children tried to escape, but the man had clutched them in his arms, they said. The police said that the incident took place around 12.55 pm when the Golden Temple Express train was about to reach Ballabgarh station. About a kilometer before the station, the man was seen walking along the railway track carrying two children on his shoulders and holding the hands of two others, they said. The loco pilot kept blowing the horn from a distance but the man did not move from the track. When the train came close to them, he jumped in front of the train with the children -- Pawan (10), Karu (9), Murli (5) and Chotu (3). After getting information about this incident, a police team reached the spot and removed the bodies from the track. A note was found in Mahatos pocket that had his wifes number in it. Mahato suspected that his wife was unfaithful, which could be the reason behind the extreme step, Inspector Rajpal, SHO of GRP said. The bodies have been sent for post-mortem.

In the backdrop of the Supreme Court this week expressing serious concern over continuing illegal mining across the 670-kilometre Aravalli range and giving the Centre-led Committee a final two-month deadline to arrive at a uniform definition of the ecologically crucial mountain range, this report highlights the extremely worrying status of the Aravalli hills and forests in Haryana, she said. She added that the destruction has resulted from a lack of legal safeguards and ground-level protection, with significant consequences for the environment and public health in the region. Dr R.P. Balwan, Retired Conservator of Forests, South Circle Haryana, stated, In the report we have showcased in detail how licensed mining and stone crushing units across the Haryana Aravallis have been flouting rules and regulations, and how illegal mining continues brazenly in most districts in various ways. It also states how out of the seven districts where the Aravallis are present in Haryana, in two districts, licensed mining operations have wiped out most of the two-billion-year-old range. Only a few small hillocks stand in the name of the mighty Aravallis in Bhiwani district! he said. He further noted, The policy decision to allow mining in all the Aravalli hills in Charkhi Dadri district in 2015, other than one hill range which comes under the Aravalli plantation project, has over the last decade resulted in the near annihilation of one of the oldest geological features in the world in this district. Citing a specific case, Dr Balwan added, In Rajawas village in Mahendergarh district, where the Aravalli area was designated as Protected Forest under the Nicobar Swap, in a serious case of illegality, 24 per cent of this PF land was auctioned for mining in 2023. This area is extremely rich in biodiversity with native tree species like Khair, Dhok, Rohida, Dhoodi, Khejri, Hingot, Kair, and some endangered tree species like Guggul, Jaal and Salar. It is also a habitat for many endangered and vulnerable wildlife species such as the rare Rusty Spotted Cat, Leopard, Striped Hyena, Indian Small Civet, Bengal Monitor Lizard, Owl, and Eagle, he said. The report identifies over 60 documented locations and hotspots of illegal mining across the Mahendergarh, Nuh and Gurugram Aravallis, stressing the urgent need for surveillance, protection, and ecological restoration. Indias National Capital Region and Haryana state will soon become a desert and water-starved at the current rate of destruction of the Aravalli hills, which serve as the only shield preventing the expansion of the Thar desert into Haryana and Delhi-NCR, warned Balwan. Dr Rajendra Singh, renowned water conservationist from Rajasthan, added, All the demands made in this report, especially the creation of NO-GO areas for mining and stone crushing, are a must to be implemented to save what is left of the Aravalli hills and centuries-old forests across Gujarat, Rajasthan, Haryana and Delhi. Our elected leaders in the Aravalli states and at the Centre should also consider introducing a law that makes destruction of Aravallis an ecological crime punishable in the strictest way possible so that people indulging in illegal activities know that they will be severely punished, he added. This law should also be applicable to government officials failing to protect the Aravalli range crucial for human, cattle and wildlife health; agricultural productivity; climate modulation, as North West Indias only barrier against desertification, our pollution sink and critical water recharge zone, Singh said.

FARIDABAD: The district jail administration released a POCSO prisoner instead of the prisoner who was supposed to be released on bail due to a mix-up of names, police said on Friday. After the release of the wrong prisoner, a case has been registered against the POCSO prisoner for hiding his identity and getting released at the Sadar police station. The police have begun searching for the prisoner and he will be arrested soon, assured Sadar police station SHO Umesh Kumar. 27-year-old Nitesh Pandey, son of Ravinder Pandey, was arrested on October 2021 for repeatedly raping a nine-year-old boy in Faridabad. Complicating matters, there is a second individual named Nitesh, who is 24 years old and also has a father named Ravinder. He was jailed the previous Sunday on charges of house trespass and assault. Both men were lodged in Neemka jail, Faridabad, the police said. The second Nitesh, accused of assault, was granted bail on Monday by the Faridabad court Chief Judicial Magistrate. He was set to be released from jail on Tuesday, however, authorities released Nitesh Pandey, the rape accused. The jail administration now claims that Nitesh Pandey managed to obtain his release by hiding his identity. CHANDIGARH: A 40-year-old man who had tested positive for Covid died early this morning at the Government Medical College and Hospital (GMCH), Sector 32, Chandigarh. The man, originally from Firozabad in Uttar Pradesh, had been referred to GMCH from Ludhiana after testing positive for Covid. He was admitted to the Covid unit of the hospital, where he was kept in isolation. This marks the first confirmed Covid-related death in Chandigarh. Sources said the hospital authorities have not yet confirmed whether the infection was caused by the latest JN.1 variant. Confirming the death, Medical Superintendent of Government Medical College and Hospital (GMCH), Sector 32, GP Thami said the patient had been admitted to the hospital two days ago with severe respiratory problems. He tested positive for COVID-19 on Tuesday and died today. We tested him on the second day as he came with respiratory issues and was put on a ventilator and was immediately placed in isolation within the Covid ward. He had no reported comorbidities, raising further concerns about the virulence of the current strain, said Thami. Haryana reports four new COVID cases: Health Minister urges residents to take proper precautions
CHANDIGARH: Haryana has reported four new Covid cases, two each from Gurugram and Faridabad, amid rising infections in other parts of the country. According to sources, all four patients, comprising two men and two women, have tested positive for the Omicron variant of the virus. All four individuals were previously vaccinated and have no recent international travel history. Their symptoms are mild, and they are currently stable under home quarantine. A person from the Gurugram district who was earlier detected with the virus has already recovered. Haryana Health Minister Arti Singh Rao said that the state health department is closely monitoring the situation to ensure public safety and preparedness. There was no cause for panic. This variant is mild and manageable, and we are following all advisories issued by the Government of India from time to time. Punjab all set for mock drills in 20 towns as nation ramps up defence preparedness
CHANDIGARH: Amid heightened tensions between India and Pakistan, civil defence mock drills will be held at 20 places in Punjab, besides several locations in Haryana and the Union Territory of Chandigarh on Wednesday, as per instructions issued by the Ministry of Home Affairs (MHA). In Punjab, the mock drills will be held in Amritsar, Bathinda, Ferozepur, Gurdaspur, Batala, Hoshiarpur, Ludhiana, Jalandhar, Adampur, Halwara, Patiala, Pathankot, Barnala, Mohali, Faridkot, Kotkapura, Rupnagar, Bhakra Nangal, Sangrur and Abohar. Punjab Finance Minister Harpal Singh Cheema said, The civil defence teams and Punjab Police, along with the Home Ministry, will conduct mock drills tomorrow, adding that the state government, led by Chief Minister Bhagwant Mann, is closely monitoring the exercise to ensure the safety of citizens. Preparations are almost complete for conducting the mock drills. The objective of the drills is to create awareness among the public and take necessary precautions in the event of any attack, he added. Cheema said the directions of the Home Ministry will be followed during the mock drills. Sources said that public announcements will be made before the drills. As per the guidelines issued by MHA, the drills will include activation of air raid warning sirens, training of civilians, students and others in civil defence procedures to protect themselves in the event of a hostile attack, implementation of crash blackout measures, early camouflaging of vital plants and installations, updating and rehearsing of evacuation plans. The ministry had asked several states to conduct mock drills on May 7 for effective civil defence. In the meeting today, the issue of sirens was raised as for many years these have not been tested thus many might be dysfunctional for that we need to first check the working of all the civil and defence siren systems and these will be tested. These sirens will be sounded for the preparation of the May 7 mock drill, she said, adding that there was no need to worry. A senior police official in Ferozepur said a blackout rehearsal will be carried out from 9 to 9.30 pm on Wednesday and police patrolling teams will be deployed. In Haryana too, mock drills will be conducted at many places, including Ambala, Faridabad, Gurugram, Hisar, Panchkula, Panipat and Rohtak. In a letter to the chief secretaries of all states and administrators of Union Territories, the MHA stated that the measures to be taken during the mock drills include the operationalisation of air-raid warning sirens, training civilians on civil-defence aspects to protect themselves in the event of a hostile attack and cleaning bunkers and trenches. The other measures are provisions for crash-blackout measures, early camouflaging of vital plants and installations and updating and rehearsing evacuation plans. CHANDIGARH: There is only one operational old-age home in Haryana as per the status report given to the Haryana Human Rights Commission (HHRC) by the authorities. The commission has raised serious concerns over the sluggish pace of old-age home construction across the state. In a review conducted in compliance with its earlier order dated January 31 the commission noted that only one old age home in Rewari district is currently operational, nearly two years after its inauguration on January 6, 2023. As per the status report received on April 1, this year the land has not yet been identified for old age homes in Jhajjar, Palwal, Panipat, Rohtak, and Sirsa districts. Meanwhile, districts like Gurugram, Kaithal, CharkhiDadri, Mahendragarh, and Nuh have earmarked land and have initiated the construction process. Construction remains pending in Faridabad, Fatehabad, Hisar, Jind, Kurukshetra, Sonipat, and Yamunanagar due to a lack of planning approvals. However, work is ongoing in Karnal under the Smart City Project and in Panchkula under the supervision of the Mata Mansa Devi Shrine Board. During a virtual inspection of the Rewari old age home, the commission found that only 12 senior citizens (9 men and 3 women) were residing in a facility built to house 170 residents. Several hygiene issues were observed, including unclean washrooms, poor kitchen conditions, and insufficient staff only one safaisewak was deployed, which was deemed inadequate for maintaining cleanliness. A full commission bench comprising Chairperson Justice (Retd) Lalit Batra, Judicial Member Kuldip Jain, and Member Deep Bhatia, invoked Section 19 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which mandates at least one Old Age Home in every district. The Commission reaffirmed that ensuring dignity and security for the elderly is a constitutional and moral obligation of the state. To expedite progress, the commission has directed the following senior officials to personally monitor and accelerate the construction of old age homes: Additional Chief Secretary, Department of Social Justice and Empowerment, Chief Administrator, HSVP, Panchkula, Director, Development and Panchayats Department and Director, Town and Country Planning Department. According to Dr Puneet Arora spokesman of the commission and protocol officer, the commission has sought a detailed action taken report from the concerned departments by July 29 this year.

Five killed as SUV Thar falls into Alaknanda river in Uttrakhand
DEHRADUN: A Thar SUV en route from Faridabad to Gochar veered out of control, plummeted into a deep gorge and landed in the Alaknanda River. The incident occurred near Mulyagaon in the Devprayag area of Uttarakhand on April 12 morning, claiming the lives of five individuals. Initial reports suggest the driver lost control of the vehicle while attempting to navigate a bend in the road. Upon receiving information from local villagers, a swift response was initiated by the State Disaster Response Force (SDRF). A rescue team, led by Inspector Manjari Negi of SDRF, was immediately dispatched to the accident site. They commenced a search and rescue operation, utilizing rafts to access the precarious location and locate the occupants. Despite their efforts, the accident proved fatal for most. Speaking to TNIE, SDRF inspector Kavindra Sajwan said, The incident occurred near Devprayag, a significant pilgrimage site, on National Highway 58. According to initial reports, the Thar vehicle veered out of control and plummeted approximately 300 meters into the gorge, landing in the Alaknanda River. Upon reaching the scene, our team acted swiftly, using ropes and a crane to pull the vehicle from the deep gorge to the riverbank, stated SDRF Inspector Kavindra Sajwan while speaking to TNIE. With the help of rescue equipment, we cut open the vehicle and recovered the five bodies. The bodies were then extricated from the gorge using stretchers and handed over to the district police. The deceased have been identified as Sunil Gusain, Resident of Faridabad; Meenu (Wife of Sunil), Resident of Faridabad; Sujal (Son of Sunil), Resident of Faridabad; Nukku (Son of Sunil), Resident of Faridabad; and Aditya (Son of Madan), Resident of Faridabad.

Study reveals India unprepared for growing heatwave threat; warns of rising deaths
NEW DELHI: A new report indicates India is poorly prepared to handle the increasing number of extreme heatwaves in the future. It claims the country primarily focuses on immediate responses to heatwaves while long-term strategies remain scarce. It warns that India may witness more deaths due to more frequent, intense, and prolonged heatwaves in the coming years. The report is produced by the Sustainable Futures Collaborative (SFC), a non-profit based in New Delhi, and co-authored by scholars from Kings College London, Harvard University, Princeton University, and the University of California, Berkeley. Many long-term measures must be implemented now, with urgency, to have a chance of preventing significant increases in mortality and economic damage in the coming decades, says Aditya Valiathan Pillai, a researcher at Kings College London and coauthor of the study. Experts pointed out that a major problem with short-term measures is that their impact cannot be easily verified until long-term measures are implemented. Short-term measures are life-saving actions, while long-term actions look at strengthening and capacity-building health systems and environmental steps to reduce future impact. It surveys nine major metro cities and identifies short-term and long-term emergency measures to mitigate rising heatwaves. These cities Bengaluru, Delhi, Faridabad, Gwalior, Kota, Ludhiana, Meerut,Mumbai and Surat together make up over 11 percent of Indias urban population, according to Census 2011, and are some of Indias most at-risk cities for future heat. The report finds that the surveyed cities focus on immediate responses to heat waves, while long-term actions remain rare. Even where they do exist, they are poorly targetted. However, the report also underlined barriers to implementing the heat wave mitigation action plan. It states that coordination problems among institutions emerged as the top barrier, followed by competing priorities limiting the focus on heat. Around 14% of surveyed people said they do not see heat as a problem. The study used different climate models to identify the nine cities with a recent rise in dangerous heat index values and a population above one million. For analysis, interviews were conducted with city, district, and state government officials responsible for implementing heat actions in these cities.
