Soon after landing on Monday night, Shah got down to business by chairing a high-level meeting of state ministers and officials. One of the first decisions was to grant Rs 10 lakh ex gratia to the kin of those killed in the clashes and a government job to one of the family members. Shah began his second day in Manipur by meeting a group of Meitei women leaders, followed by subsequent meetings with civil society groups, intellectuals and student unions. Later, he visited the hill district of Churachandpur and held similar meetings with leaders from the Kuki community. Ginza Vualzong, leader of the Indigenous Tribal Leaders Forum, said they demanded total separation from Manipur and the imposition of Presidents rule as the law and order in the state have collapsed. Shah sought 15 days time to work towards the restoration of peace, he added. During their meeting, the Meitei leaders demanded the protection of Manipurs territorial and administrative integrity and immediate abrogation of the Suspension of Operation agreement with Kuki insurgent groups involved in violence. Meanwhile, 11 sports personalities including Olympian weightlifter Kunjarani Devi have threatened to return awards if the Centre does not fulfil their eight-point charter of demands that include rejecting any plan to disintegrate Manipur and allowing Meiteis to settle down in the hills. On Wednesday, Shah will visit the Moreh and Kangpokpi areas of Manipur.

We have been living together for centuries, practising different cultures, and faiths, including indigenous religious traditions, and ways of life. Manipur is known as one of the birthplaces of the game of Polo and Olympians. But in the past 40 to 50 years, Manipur and Northeast India became a region of several conflicts where there are overlapping demands of homelands, and armed insurgent groups formed to control land, resources, and territories. The Myanmar military coup in 2021 has also impacted Manipur and the region. Manipur and Mizoram have also been seeing an influx of people from Myanmar. The Indian government must ensure a mechanism to work closely with the United Nations High Commission for Refugees to take care of Burmese refugees and allay fears among the indigenous communities in Manipuras well as the Northeast, which has been one of the main issues in the current crisis. There is a complete breakdown of communication between the government and the tribals who are demanding a separate administration. This May, a tragedy of immense magnitude shattered the peace and harmony of many communities who have been living peacefully for hundreds of years in Manipur. The violence has fractured our homes and our hearts. We know that the violence is engineered by those connected with guns, drugs, and political power and that it is innocent women, children, and youth who are facing the brunt. Let us not forget that thegeneral elections in India are in 2024 and there have beeninstances of violence erupting in several parts of the country before the polls. Village after village has been burnt and people have fled their homes and are staying in 314 displaced camps in the state. We appeal to all who manufactured this conflict to stop it right now. What are the steps being taken for the rehabilitation of the affected people from different communities? We are doing all we can to provide support to those who are caught in the crossfire. In all conflicts, it is the civilians who are the victims. Some of us, women across Manipur and Northeast India, came together and issued a peace appeal. Indigenous lands must not be used as sites of war games nor as places for growing and manufacturing drugs trafficking and trade. We have also called for a Northeast India Truth and Reconciliation Commission to ensure that all who have been aggrieved are able to do truth telling and start the process of reconciliation. We are forming mothers' peace committees inseveral areas of the state. Manipur has seen more than 20,000 women widowed in the decades of conflict that have ravaged the state since the 1970s. We are tired of the wars fought for over 70 years and this must end soon. The violence has apparently affected women and children the most and the communities in general. What is the ground situation in Manipur? We, the women of Manipur and Northeast India, are greatly concerned about the violence that erupted in Manipur on May 3 which has led to the loss of more than 104 lives, over 1,800 homes being burnt, and displaced 53,000 people. We strongly condemn the violence and pay our condolences to the families of the victims. We appeal to all to immediately stop the violence, lay down arms and engage in peaceful dialogue to resolve differences. Do you see peace will be restored in the state anytime soon? In todays time, when the world is becoming a global village and we are a global family, our duty and responsibility are to ensure good governance, ensure rule of law, and democratic principles that include women in decision-making to make sure that each and every citizen either in the capital or in a border state is feeling safe and secure in our homes, communities, states and nation. Only then can a village, a community, a state and a nation can truly have peace and progress. The protection of Manipur is also the protection of the entire nation. Hope policymakers wake up to this reality and help restore peace and normalcy in the state at the earliest.

Amit Shah embarks on Manipur on 4-day visit

Home Minister Amit Shah to embark on Manipur four-day visit during which he will hold several rounds of security meetings to assess the situation and plan steps to restore normalcy, sources said. Shah hasn't been to the northeastern state since the ethnic conflicts started on May 3. From May 29 to June 1, the home minister will be in the region. He will arrive in Imphal this evening. To analyse the situation and determine the next steps to return to normal, they claimed Shah will attend numerous rounds of security meetings. He also he will likely meet with representatives of the civil society and other Meitei and Kuki community groups. Addressing a programme in Assam recently, the Home Minister said he would soon go to Manipur. The existing problem would be resolved when Shah visits Manipur on May 29, according to Union Minister of State for Home Nityanand Rai, who made the announcement at a press conference in Imphal. After a Tribal Solidarity March was arranged in the hill regions on May 3 to protest against the Meitei community's quest for Scheduled Tribe recognition, the ethnic hostilities that have claimed more than 75 lives in Manipur started. Report Ad Chief Minister N Biren Singh claimed on Sunday that security forces have killed close to 40 armed terrorists who had been torching homes and shooting at civilians ever since an operation to reestablish peace in the northeastern state was started. Tension over the displacement of Kuki people from reserve forest area sparked a string of local agitations before to the violence. On May 15, Shah issued severe instructions against the violent offenders in Manipur and guaranteed the state of the Centre's full help in establishing a permanent peace. The orders were given after Shah met with Singh, members of the Meitei and Kuki communities, and other interested parties in New Delhi to discuss the steps taken to bring peace back to the state. MANIPUR :A day after a surprising uptick in skirmishes and gunfire between militants and security personnel, there was an unsettling calm in Manipur, the state afflicted by ethnic conflict, Officials said on Monday. Five people were killed in skirmishes the previous day, they claimed, adding three more who were being treated in hospitals at the time of their deaths. An official reported that search activities by the army and paramilitary men were still being conducted throughout the Imphal valley and other regions. According to him, the Army operation aims to seize illegal arms stores. In various incidents of shooting at civilians and battles between militants and security personnel, the police reported on Sunday that at least two people had died and 12 had been injured. N Biren Singh, the chief minister of Manipur, claimed that since security forces launched an operation to restore peace to the northeastern state plagued by ethnic rioting, close to 40 armed terrorists who torched homes and opened fire on civilians had been slain. According to officials, the most recent conflicts started when the army and paramilitary groups started conducting operations to disarm communities in an effort to restore peace. One person was killed and another received gunshot wounds after being fired upon by alleged Kuki militants on Sunday in Phayeng in Imphal West district, according to police officials. At Sugnu, a policeman was killed and another was hurt in a shooting. Additionally, six people were hurt in Sugnu, and four more in Serou. The 11-hour curfew relaxation period in Imphal East and West districts has been reduced to just six and a half hours by district authorities in response to the most recent acts of violence. Over 75 people have died in ethnic confrontations that started in Manipur after a Tribal Solidarity March was held there on May 3 to oppose the Meitei community's desire for Scheduled Tribe (ST) designation. Tension over the displacement of Kuki people from reserve forest area had caused a number of smaller agitations before to the violence. Lost bonhomie: Manipur violence exposes faultlines in BJP-Church ties in Kerala

Religion The subdued response by the Catholic Church over attacks on Christians and widespread targeting of churches in Manipur has given rise to criticism within the community. Kerala BJP chief K Surendran visited Bishop Varghese Chakkalakkal | Image : BJP Keralam, Facebook page When Prime Minister Narendra Modi met with eight ecclesiastical heads, including Cardinal George Alencherry of the Syro-Malabar Catholic Church, in Keralas Kochi on April 25, it was touted as an event cementing the new-found bonhomie between Christian community in the state and the Bharatiya Janata Party (BJP). But a week later when Manipur, where a BJP-led government is in power, slided into chaos due to ethnic strife between non-tribal Meitei people and tribal Kukis, who are predominantly Christians, faultlines reappeared. The attack on Christians and the alleged widespread targeting of churches belonging to multiple denominations in Manipur soon gave rise to criticism within the Catholic Church. Many felt that the Church was playing down the violence in Manipur and that their official response was safely worded in order not to upset the Union government. When Shekinah News, a prominent Christian YouTube channel with 4.68 lakh subscribers, posed a question on Manipur violence to Cardinal Cleemis Catholicos, the President of Kerala Catholic Bishop Council, he replied: Dragging religion into a conflict between two tribes should end. The Manipur government should intervene immediately to bring about a solution to the conflict. Joseph Pamplany, Bishop of Thalassery diocese, while acknowledging the violence against Christians, told the channel: In Manipur the law and order is at stake. Many Christians were killed and churches were attacked. Not just Christians, other tribal communities were also attacked. Government should interfere immediately before this clash between two tribes turns communal. Nobody should use this for political gains, said Pamplany, who had earlier courted controversies for statements supportive of BJP. The guarded statements by these Church leaders also revealed an imperfect understanding of the complexities of the ethnic strife in Manipur. The conflict was never between two tribal communities as they said but the Meitei people, who belong to OBC and Scheduled Caste groups, and are seeking ST status and the Kukis, comprising many tribes, mostly live in the hills. Their statements were similar in tone to one issued by Andrew Thazhath, the president of the Catholic Bishops Conference of India. The CBCI statement on May 5 said it was deeply saddened by and shocked to note the resurgence of persecution of Christians in the peace loving state of Manipur. It ended with a request to all bishops to spread the message to have prayer services in parishes for peace in Manipur. The KCBC statement issued by Bishop Cleemis on May 6, acknowledged the communal nature of violence in Manipur and asked the Union government to take steps to end the riots in Manipur. But these statements did not carry even a single word critical of the BJP government, which is in power in Manipur and the centre. Priests and catholic nuns serving in Manipur, who had a better understanding of ground realities were however sharply critical of the BJP. A catholic nun from Kerala who had been working in Manipur for many years said: The two communities had long-standing issues. But the recent surge in Hindutva activism inside the Meitei community is a major reason behind the recent happenings. The churches were burnt down intentionally. The influence of BJP in the community has widened the rift. Opposition within the Church The low-key responses by the Church drew criticism from organisations like the Forum of Religious for Justice and Peace, which wrote an open letter to the president of the CBCI. In the letter, the forum expressed its disappointment at the lukewarm response of the Church against incidents of violence against Christians ever since the Narendra Modi government came into power. Cardinal Poola Anthony, Archbishop of Hyderabad and Peter Machado, Archbishop of Bengaluru Diocese, who earlier filed a petition in the Supreme Court alleging widespread attacks against Christians across the country, also strongly condemned the Manipur violence. They have pointed out that Christians and Christian churches are being targeted. Sathyadeepam, the mouthpiece of Syro-Malabar Church in Kerala in its editorial in the first week of May wrote, Why did the Prime Minister, who was eloquent about the 'Kerala Story' during the Karnataka election tour, not utter a word about Manipur?Not only was the church leadership's response to the Manipur issue delayed, there was also criticism that it wasnt strong and well-organised. Even some isolated official responses have seen a simplification of the problem as one of law and order breakdown, it said. Sathyadeepam had been a constant critic of the Church leadership in Kerala on various issues. The Church leadership is still reluctant to say openly that the Manipur conflict, planned by the Sangh Parivar, worsened to the point of turning genocidal because of the support extended by the BJP government, the editorial alleged adding that one is not sure whether the Church leadership still maintains the position that Christians are safe across India. Those who claimed that the talks held by heads of Churches with the Prime Minister in Kochi were successful are bound to answer this, it said. A catholic priest from southern Kerala told TNM: I have many times been targeted for opposing Sangh Parivar ideology. In this situation, the Church can either please an autocratic government or follow the spiritual preachings of Christ and be with the people. Obviously they have chosen the first option but this is not in the best interest of the Church. Its in the best interest of some personal gain. Growing intolerance In February 2023, more than 15,000 people from 100 churches of various denominations took part in a protest at Jantar Mantar in Delhi. The event was organised under the banner of United Christian Forum against the increasing hate and violence against Christians. According to a memorandum submitted by them, the situation is serious in the states of Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Uttarakhand, Karnataka and Jharkhand. In April, Solicitor General Tushar Mehta, appearing for the Union government, disputed the figures presented in a clutch of petitions in the Supreme Court, alleging attacks on Christian churches and institutions calling them exaggerated. In the same month, Cardinal George Alencherry, head of the Syro-Malabar Church, in an interview said Christians are secure in Modi's India, sparking a controversy. Priests who opted this life for the sake of spirituality will have to question the politics of the leadership. We cannot betray our people, our faith. We can consider these leaders only in the place of Judas Escariot, who betrayed Jesus Christ for 30 silver coins. Now it is many other things like safeguarding illegal assets, foreign funds or other personal gains. They should remember where this all would lead us to wouldnt be good, said a Syro-Malabar catholic priest, who requested anonymity. Fr Joshi Mayyattil, secretary, Kerala Catholic Bishops Councils Bible Commission, in an article in Sathyadeepam wrote: If anyone in the Church leadership is ready to join hands with the RSS and BJP for temporary gains, it can be assumed that they have lost memories of the history of Nazism and fascism. Since 2020, the United States Commission on International Religious Freedom (USCIRF) has been recommending to include India in the list of countries of particular concern (CPC) under the International Religious Freedom Act (IRFA) for engaging in or tolerating particularly severe violations of religious freedom. Indias constitution establishes the nation as a secular, democratic republic, and Article 25 grants all individuals freedom of conscience, including the right to practise, profess, and propagate religion. Despite these secular principles, since 2014, the Indian governmentled by the BJPhas facilitated and supported national and state-level policies that undermine religious freedom for minority groups, said the USCIRF annual report released on May 1, 2023.
