There should be a penalty for batters wasting time too!

In the IPL, theres a timer between overs, so that the next over begins within 60 seconds. If a team breaches it after 2 warnings, 5 runs are added to the opposition score. A similar penalty could ensure batters dont fiddle so the fielding side gets penalised
