Explained | Karnataka's Permanent Residence Certificate: Who can get it, why it matters and what it doesn't do

Karnataka has become the first state to introduce a Permanent Residence Certificate. This certificate is now accepted by the Election Commission of India for voter enrolment. The PRC serves as proof of ordinary residence within the state for eligible applicants. It is issued by the Karnataka Revenue Department after verification of residency factors.
