Delhi excise policy case: Arvind Kejriwal says he will not appear before Delhi High Court judge

AAP chief and former Delhi Chief Minister Arvind Kejriwal has written to Delhi High Court judge Justice Swarana Kanta Sharma that he will not appear before her personally or through an advocate.
