Curbing radicalism must be central to counter-terror strategy

Widespread incidents of terror could derail India's growth and obstruct foreign investment. Through a recent constitutional amendment, the Pakistan army has arrogated to itself enormous powers and weakened civilian control. It leaves the army to do whatever it pleases to keep the Kashmir issue alive. The recent developments in Bangladesh will also allow Pakistan to operate its terror network from there.
