Retired employees seek explicit pension revision mandate for 8th Central Pay Commission

A group representing retired employees has asked Prime Minister Narendra Modi to revise the official instructions for the Eighth Central Pay Commission to clarify confusion about pension updates for employees who retired before January 1, 2026. Sadhu Singh, general secretary of the Retired Employees Welfare Association, said the current instructions do not clearly state whether the commission will recommend changes to pensions and family pensions for those who retired before January 2026. In a letter to the PM dated September 7, Singh said the unclear wording has caused serious confusion and worry among about 69 lakh pensioners and family pensioners. Singh pointed to Point 2(e) of the Terms of Reference, which refers to reviewing the structure of death-cum-retirement gratuity and pension, including the National Pension System and Unified Pension Scheme, as well as employees outside the National Pension System. He said the rule addresses employee pensions but does not clearly state whether those who retired before January 1 have been reviewed. He said that the instructions for earlier Central Pay Commissions have been clearer on this issue. Referring to the Seventh Central Pay Commission, he said its mandate clearly included retirement benefits, like the pension system and updating pensions for those who retired earlier. He also stated that pensioners and family pensioners have been clearly mentioned in the instructions for the Fifth and Sixth Central Pay Commissions. The association has earlier asked the union Finance Minister and Finance Secretary for an explanation, Singh said, adding that no explanation has been given yet.He said the lack of a clear rule has caused concern and sparked discussion among pensioners groups and on social media. Singh has asked the government to revise the instructions to make it clear that the Eighth Central Pay Commission will recommend revisions to pensions before January 1, 2026. Pending such an amendment, the association has asked the government for an official explanation or statement to clear up the confusion and provide peace of mind to lakhs of senior citizens, Singh said in the representation. Copies of the letter were also sent to the union Finance Minister, the Finance Secretary, and the Secretary of the Department of Pension and Pensioners Welfare.
