Bureaucratic churn: Welfare ministries see more secretary changes than key portfolios

Social and welfare ministries have seen many secretary changes over five years. Strategic and security portfolios like home and defence show greater continuity. The education ministry has had three secretaries since 2021. Minority affairs ministry is now with its sixth secretary since 2021. Health and family welfare ministry has seen four different secretaries.
